[19:46] site board of uh municipal utilities are seeking approval to renew our uh work

[19:51] comp insurance with u me insurance. Um it has increased significantly this

[19:58] year. Um you'll notice um the drivers of that is our payrolls have gone up

[20:04] significantly and um we did increase our policy limits from 500,000 to 1 million.

[20:11] Um we also have an increase to our experience mod which went from 1.06 to

[20:16] 1.3. Um and our loss history and severity

[20:21] trends have uh really increased um the past few years. So, um, that is what is

[20:27] driving our costs up. The city's portion is going to be approximately 410,

[20:34] uh,159 for this renewal. >> I know a lot of insurance companies do a

[20:40] lot of things like Mark's [clears throat] kind of trying to

[20:42] prevent and are they are there any programs or anything they doing for help

[20:46] with any of that? >> Yes. So, they um they come in pretty

[20:49] regularly and do um safety trainings with our supervisors. Uh we look at

[20:55] safety topics um uh with our employees as well like I'm working with them to

[21:01] maybe do ergonometrics training with our employees uh to work on proper lifting.

[21:07] Um but they are they are very frequently looking at our claims and seeing what

[21:13] what steps we can do to maybe prevent the next one.

[21:18] What was the reason for the policy limit increase

[21:22] » double? >> Um, we were looking at it because it the

[21:27] I guess the standard is kind of moving towards that million dollar limit versus

[21:32] the 500,000. So, we were trying to stay in line with the the trends there.

[21:39] » Talking talking about trends, what are you guys seeing? Are you guys being told

[21:43] what are we out of the norm to a city our size with our mod being where it's

[21:48] at? Are they are they all battling the same battle or are we doing something

[21:52] wrong? >> We I don't think we're doing anything

[21:56] wrong. Um part of that is just the severity of the claims. Um like we we

[22:04] lost an officer this year. Um that's a pretty significant driver. um other

[22:10] cities are seeing similar trends as well. Um but is it usually comes back to

[22:17] what the loss is and then what the um settlements may be and everything.

[22:23] » It'd be nice if we could and I know it's not going to do anything for this one

[22:27] this year, but to start seeing some comparisons of some other cities similar

[22:30] to ours to be able to do that and be able to

[22:33] » say is there a way to do that with their workman's comp or do they share that? We

[22:37] might be able to look at it as like as a percentage wise. Um, but every city's

[22:42] payroll is a little bit different and it's based off a payroll and then what

[22:45] risk codes are associated with the payroll.

[23:42] workers compensation. He has worked with um for risk codes. there's a a range in

[23:49] which our underwriter can put us at for the specific risk code and pick and

[23:54] bottom has worked with MIM to get us to the lower end of that range for our

[23:59] risk. So throughout as you were talking about the best that we can do we are

[24:03] actively monitoring that our broker is monitoring that for us and we're having

[24:08] quarterly meetings. We have risk assessments all of those things.

[24:11] Additionally they waved their um on this year

[24:18] instead of just once a year us as a council if we could even on when we do a

[24:24] study session or something like that just I don't know once or twice a year

[24:28] at least be able to see how we're doing because if we also want to not only do

[24:33] we want to chastise and say hey something's going wrong we need to watch

[24:37] out what's going on but we also want to if we're being successful say hey this

[24:40] is great you know so if we could just when we do our study sessions sometimes

[24:46] bring that to attention. Just say, "Hey, we we're better now than we were last

[24:51] quarter." Or something like that would be nice.

[31:23] vehicle or vehicles, negotiate with the seller, and complete the purchase while

[31:27] the vehicle remains available. Any purchase under this authorization would

[31:30] be funded entirely with drug seizure money restricted to law enforcement

[31:33] purposes. These funds are separate from the city's current operating budget.

[31:37] Therefore, the request would have no financial impact on the city's uh

[31:40] current budget. The purchase procedure is consistent with the city of Syson's

[32:57] that time, several components have been updated, primarily computers and monitor

[33:00] equipment. Through various grant funding opportunities, DPS personnel consulted

[33:04] with the trucks manufacturer, which was Frontline to identify operating

[33:08] equipment and determine the up determine the upgrades necessary to bring the

[33:12] vehicle's technology and operating system current standards. Frontline

[33:16] provided us two-phase proposal for the recommended improvements. The first

[33:19] phase uh which you have in front of you is the KVM upgrade includes several

[33:24] updates to the system that integrates the various computer programs and

[33:27] operations on board the truck. Uh this first phase is estimated at 18538740.

[33:34] Uh we applied for funding through the LEPA grant and was awarded 66,47747

[33:41] during the 2425 grant cycle. In 2025, we uh had the opportunity to apply for the

[33:48] additional funding. Obviously, the cost had increased a little bit. Uh so, we

[33:52] applied for 142,52253. Uh we were notified in 2025 that

[33:58] application was approved for full funding. Uh we're requesting approval to

[34:03] accept the 142,52253 grant award from the state of Missouri.

[34:10] It's a two-pager.

[34:14] uh once the updated pricing we're working with frontline and McQueen who

[34:17] will do work. Uh once they get us their updated cost because it's been almost a

[34:23] year since we've visited this due to uh government funding. Uh once we have

[34:28] those updated cost and timeline, we'll bring that back to council for approval

[34:32] to proceed with those the first phase of upgrades. I'm hoping to have that at the

[38:55] Uh staff recommends that the council award the bid in the amount of 63,7 $750

[44:48] what we are investing in our children and the level of accountability we

[44:53] should demand when public money and surveillance technology are involved.

[44:58] First taxes and our children. Tonight's packet project appro pack packet project

[45:03] projects approximately 2.16 million in city property tax revenue about 540,000

[45:11] at about 540,000 of that is especially

[45:16] projected for the park fund. Yet families continue to see very few

[45:22] meaningful accessible places and programs for our kids and teenagers

[45:26] mainly.

[45:29] I'm sorry. Um,

[45:34] to stay busy, build skills, and stay out of trouble. Tonight, the parks

[45:39] department is also asking for a 29,800 for an LED sign at the Clinton building.

[45:46] I am not saying the sign is not important or improper. I am saying I am

[45:52] asking what with more than half a million dollars in projected park park

[45:58] property tax revenue what percentage is actually being invested in youth

[46:03] programming recreation facilities and safe places for children. At the same

[46:09] time, this agenda contains substantial public safety purchases and grants and

[46:13] approximate 81,000 prisoner transport van of 42,136

[46:19] Dodge Durango authority for up to 25,000 additional

[46:25] use DPS vehicles and major technology grants. I understand some of these funds

[46:30] are legally restricted and cannot simply be moved to parks. My question is

[46:35] different. Are we pursuing grants and outside funding for our children with

[46:41] the same intensity that we pursue funding our for enforcement and

[46:46] equipment? Second item J is not just a dash camera purchase. The council

[46:53] summary calls it a live year a five-year Motorola incar camera system, but

[46:59] Motorola's actual quote expressly includes an M500 automatic license plate

[47:05] reader or ALPR service together with cloud video storage. Before approving

[47:12] it, the public deserves to know what plate and location information will be

[47:17] collected. How long will it be retained? Who can search it? Will every search be

[47:22] audit audited? Can it be shared with other local, state, or federal agencies

[47:27] outside of networks? Who owns the data? And has the city attorney reviewed the

[47:34] complete privacy retention and data sharing terms? I am asking council not

[47:39] to approve the surveillance cap capability without first establishing

[47:43] clear public safeguards and I know you've already passed it.

[47:48] Third residents are already carrying substantial costs.

[47:53] The proposed com I'm on it's only one paragraph left.

[56:13] things like that when you got younger kids, they they're just now starting to

[56:16] fish. I understand why they I mean, my kids went up through the same thing.

[56:21] Everybody's kids do. It's no different than than little league and baseball and

[56:25] everything else. There's age limits to everything, Tiffany. And so at certain

[56:29] times you I mean you're going all the way around the world you know from

[56:34] fishing tournaments to to programs you we work with everybody we have programs

[56:38] with the parks department whether it's baseball uh inter murals anything like

[56:43] that basketball anything that we can the YMCA also is beneficial with that you

[56:47] got church leagues I mean we're we're trying to do as much as we can with the

[56:51] youth that we have and we and and we're spending money on the parks we're

[56:55] spending money on the parks equipment Uh, Tiffany, we're doing right now.

[57:01] We're doing the best we can. And do I have an answer that is going to satisfy

[57:05] you to be able to say, "Yep, we're going to start this tomorrow and and every kid

[57:10] from 16 to 18 is going to be taken care of." I don't, but I do know that they're

[57:15] big concern of ours. And yes, we we work with all the organizations in town

[57:20] trying to get things accomplished where they can be a part of the YMCA or the uh

[57:26] what's the community center uh over by Lincoln Park Community Center?

[57:29] » Grace >> Grace Community Center, anything like

[57:32] that. But we we are we try our best and but sometimes they have to also ask for

[57:37] help too. They have to ask what the programs are and

[57:41] » well what are the programs that are for for for our older teenagers? What are

[57:46] the programs? >> The the older programs that we currently

[57:48] have. I mean, there's there's all kinds of programs with the Y that that you can

[57:51] whether it be basketball. They they do have some adult program,

[57:54] » but what about the the the kids that can't really afford that?

[57:59] » It's not cheap. >> There are scholarship opportunities and

[58:02] YMCA. >> Yes,

[58:04] » there are people that belong to the YMCA that pay nothing.

[58:08] » And that's where I would start also. It's a great it's a great organization.

[58:12] And if you show there and they can't afford it, just talk to one of their

[58:16] their counselors and they'll be able to help them out. And and not only that,

[58:20] get involved with churches. There's all kinds of churches that have church

[58:23] leagues of of different things. Um I mean, there's things around around town

[58:27] that that you know, Grace Church, there's programs out there, too. So, um,

[58:33] I don't have all the answers for you right now, but I'm just saying if you

[58:37] get with, uh, uh, you know, the YMCA and some other people, we'll be able to try

[58:42] to do the best thing we can. I mean, as far as getting you,

[58:46] we want our kids to be safe and to have something to do. We do, but I don't know

[58:52] what what the answer you're looking for that we have right now. That's

[58:55] » I don't I don't expect you to just answer it. I just wondering you I mean,

[58:59] what are we doing for them? because it doesn't seem like there's really

[59:01] anything out there for them, you know? I mean, honestly, you got um there there's

[59:08] no there's plenty of bars, there's plenty of

[59:14] I guess there's not really that many shops anymore, but

[59:16] » I sort of challenge you. Why I mean, as far as you yourself, if you have an idea

[59:22] of what we could do with the kids stuff, challenge you also, why don't you try to

[59:27] help get something started? >> I am working on something. And I'm I'm

[59:30] trying to look into getting us a um a VR arcade here. But I mean

[59:36] » I mean I mean you're just like us. We're we're we're all trying to make sure

[59:40] everybody's safe and there are programs. Can I name them off the top of my head?

[59:44] I've got so many things on my mind right now. No, I cannot. But uh you know if

[59:50] they get involved with a church, you know that's free. And then with the

[59:54] churches a lot of times they have programs for teenagers and they have

[59:57] youth groups and and sessions and and all that w the uh complex. There's all

[1:00:04] kinds of tournaments out there from pickle ball to tennis to to a lot of

[1:00:08] things they can they play basketball out there. There's all kinds of things that

[1:00:11] they can do. But are there specific programs that I can name off top of my

[1:00:14] head? No, I can't right now. >> Okay.

[1:00:17] » But I I appreciate your comments. Thank you. And well, just one the one last

[1:00:20] thing. Was the privacy involving the the cameras on the new um cars? Has that

[1:00:27] been reviewed and looked into at all by the council?

[1:00:31] » We we've always used car cameras on our cars.

[1:00:36] » I'm I'm talking about the the the >> This is just an additional camera for a

[1:00:41] new car. It's the same same system. >> Same system we've been using with all

[1:00:44] our cars. So all your cars are equipped with the um the plate readers.

[1:00:48] » No different than the body cams and stuff like that. Sometimes the the the

[1:00:51] car cam comes on too. I mean it's >> so everything's been reviewed and y'all

[1:00:56] know who owns the data and who's has access to all that and everything?

[1:01:00] » Captain Smith, who owns the data? Us. >> The customer owns the data and

[1:01:04] postcertified officers. >> And that's it. How long is it retained

[1:01:09] for? >> Uh depends on the brand.

[1:01:13] when the brand the motor >> retains for a year
