professors from the from the uh
from d.c to our state to the local
[0:06]
officials lord
and continue to bless all the ones
[0:09]
that's in and out of the hospitals over
atlantic country bless our
[0:13]
our first responders over our
our teachers our administrators but our
[0:19]
elected officials locally lord
but please continue to bless his fiscal
[0:23]
court and the rightful man of lord and
please allow us to be able to make the
[0:26]
rightful decision that we have to make
lord
[0:29]
in jesus christ's name amen amen amen
to the flag of the united states of
[0:41]
america
and to the republic for which it stands
[0:45]
one nation
under god indivisible with liberty
[0:49]
and justice for all
[0:56]
all right so
we've got uh representatives of the soil
[1:02]
conservation district here today and i
understand chad you're going one that's
[1:06]
going to present the budget
and gentlemen we just they're here to
[1:09]
present and we'll just acknowledge that
we've received the budget today
[1:19]
the judge said i'm chad conano with
simpson county conservation district
[1:22]
i think each one of you have a copy of
the budget in front of you correct
[1:26]
um just real quickly
there's not a lot that's changed from
[1:32]
last year to this year other than uh due
to some covert things we didn't get to
[1:35]
work in schools like normally
when you're looking at that balance
[1:39]
brought forward most of that is what we
didn't get to use
[1:42]
in the schools due to the covid um
there's a 7 500
[1:46]
grant in that figure for dead animal
removal we implemented that here
[1:50]
recently to
help with dead animal there's nothing
[1:53]
that is there so we implemented that
when you look at general operating funds
[1:58]
we're asking you all for 80 000
last year you presented a 65.
[2:04]
we've got some things that are we're
doing more each and e every year so it
[2:08]
requires more money to keep the office
open and
[2:11]
as you all know we explain this every
year to you most of this money that
[2:14]
comes into this board is pass-through
money
[2:17]
it's not to be used in our day-to-day
operations it is to go out to
[2:21]
the residents of franklin and simpson
county on different programs whether it
[2:24]
be cape
there's a whole list of things that can
[2:27]
be done through our office and that's
what that money's for
[2:34]
we
[2:37]
that that pretty much is the budget i
think there's it's pretty
[2:40]
self-explanatory as you go down through
there do you all have any questions as
[2:44]
to the budget
[2:52]
gentlemen dude you're going to have a
question
[2:56]
i don't okay the one thing that we are
implementing is called the backyard
[3:01]
conservation
and that will go that's not on the
[3:04]
budget i'm just telling you all there's
going to be a program called backyard
[3:06]
conservation
that's going to go into the cities uh to
[3:10]
people living in city and town things
that they can do in their backyards
[3:13]
there's
like we've told you before it's not just
[3:15]
for the farmers it's for the whole
community
[3:18]
there's a lot of things that can be
applied for
[3:21]
but if we don't have the money to get
michelle as our admin to do these things
[3:26]
then those things don't happen and
that's the reason we're asking for an
[3:29]
increase is
the office is busier and i know i know
[3:33]
you all have several budgets that come
before you that you have to balance and
[3:36]
make work
but without this money our office cannot
[3:41]
productively work like it needs to work
on the state level
[3:44]
and on the county level
[3:49]
any other questions comments
the only thing i'll say chad of course
[3:54]
you know scott's obviously
on your guys board the only thing i will
[3:58]
say is i
think as a fiscal court we all made the
[4:02]
obligation to try to incrementally get
that
[4:04]
up as best we could so we
will do everything we can to get it
[4:09]
there okay
we appreciate it thank you
[4:15]
thank y'all do do we uh
sam do do we have to just
[4:22]
note in the minutes that we've received
it we don't need a vote that we've
[4:25]
done anything okay all right thank you
guys
[4:34]
all right gentlemen if you had the
opportunity to review the minutes of our
[4:37]
february 2nd
regular fiscal court meeting we just
[4:40]
need a motion and a second
to approve uh those minutes
[4:45]
motion by name next second by myron any
question or discussion
[4:51]
all in favor aye aye any opposed
that motion carries next gentlemen if
[4:58]
you had the opportunity to review the
minutes of our february 8th special call
[5:02]
fiscal court meeting there's no
corrections or additions we need a
[5:05]
motion to approve those
motion by scott second i saw i heard
[5:12]
nate second by nate
any other question discussion
[5:18]
all in favor aye aye
any opposed motion carries
[5:26]
all right next is to review and approve
the first reading of fiscal year 2021
[5:31]
budget amendment number
eight ordinance number 220.224
[5:37]
and this is and nicole may do a better
job explaining this and hopefully i
[5:42]
won't get it wrong
this is moving money from surplus
[5:47]
to cover our tractor supply occupational
or yes occupational tax obligation with
[5:53]
the
industrial authority uh
[5:59]
the whole the whole taxing district but
it'll all it's all replenished money we
[6:03]
just got to move the money
to be able to write the check
[6:07]
or it's got to be it's got to be amended
into the budget
[6:11]
in that
[Music]
[6:19]
i mean if you look at area financial
statement you'll see this tracking well
[6:21]
over
and it's the type of district and it's
[6:24]
mainly the transition with the very
classics where
[6:28]
um the industrial authority was
receiving that money now we are
[6:31]
so that may come
[Music]
[6:38]
[Music]
[6:46]
yeah i told y'all she could explain it
better than i could
[6:49]
so with that exploration
all right we got a motion by marty to
[6:54]
approve the first reading of ordinance
number two
[6:56]
point two two four got a second by myron
but they don't wanna ask
[7:00]
questions all right how long has uh how
long was that agree
[7:04]
was it 10 years yes okay
and what year are we in on that it
[7:10]
finished
[7:13]
yeah okay
[7:22]
so we have another 10 years of it look
what you're saying or it ended in 2020
[7:28]
it ended in 2020.
[7:33]
any other questions or discussion
and we're ready for roll call marty
[7:38]
chandler
thurman scott poston nathaniel downing
[7:44]
yes mason barnes yes
[7:48]
all right next gentlemen should be
fairly straightforward
[7:53]
to approve ordinance regarding the
sheriff's four and a quarter
[7:57]
commission for collections of fire
subscribers fee
[8:00]
and we would need a motion and a second
to pass the second reading
[8:05]
of ordinance number 310.25 regarding the
woodburn volunteer fire district
[8:11]
y'all recall we discussed this in our
previous meeting and the reason we don't
[8:15]
need to do one
for each we're doing them separate this
[8:18]
is just woodburn okay
second who made the motion motion by
[8:23]
marty second by nate
any other question or discussion
[8:29]
all right pam yes nathaniel downey
yes scott poston yes myron thurman yes
[8:35]
mason barnes yes and then the other one
gentlemen is the second reading and
[8:41]
passage of ordinance number 310.26
this is regarding the plano fire
[8:46]
district same ordinance same language
same commission just it's plain old
[8:51]
rather than woodward
motionless gone second second by myron
[8:56]
any question or discussion on that one
[9:02]
yes myron thurman yes
nathaniel downey yes marty chandler
[9:08]
yes mason barnes yes
all right gentlemen this next one we
[9:14]
have mr bruce powell with us today
in in case you have any questions uh but
[9:19]
i think this one's pretty
straightforward too
[9:22]
mr powell is working to get some higher
speed internets available to
[9:27]
our county residents and he's just
requested that we grant him
[9:32]
easements to our county rights of way
along the county roads and sam has
[9:38]
looked at this uh
bobby's good with it uh
[9:45]
i'm i'm good with it i i wish you was
hooking everybody up tomorrow
[9:53]
okay you're starting to know
[9:59]
brooke is there anything that you want
to address do you want to address the
[10:02]
court
on anything or not unless you have
[10:06]
questions
[Music]
[10:08]
so basically what we've got is is this
road easement agreement
[10:12]
that we would have to make a motion to
approve this agreement
[10:17]
authorize the judge to sign it and what
that does is gives fastnet the ability
[10:21]
to work in the county right away
to install fiber i've already got one
[10:28]
question bruce
sir the depths what do you what do you
[10:32]
estimate the depth of this cable man
we like to go at least three feet we
[10:36]
have the capability of going deeper
we recently acquired a drilling boring
[10:42]
machine
that that's got sonar on the end of it
[10:48]
that we can guide it if we see a gas
line we can actually make it go
[10:52]
under but we can go as deep as we want
it to we can go
[10:56]
under creeks without so you'll probably
be
[11:00]
below the water lines or oh
yeah we don't like to go back and fix
[11:06]
stuff
yeah it's going to be deep and the thing
[11:10]
about it too
is the equipment we have we have
[11:14]
one machine that's got a blade it's got
a big hammering blade
[11:18]
it'll go four feet and um
the roll of fibers on the front of it it
[11:24]
goes over the top
it puts it in the ground without
[11:27]
actually breaking the ground
so it's not going to leave a big muddy
[11:30]
mess all the way down the roads
the only place we'll have to dig is for
[11:35]
putting in a vault or something like
that
[11:38]
i know we've talked about this before
and i have absolutely
[11:42]
no problem with this i don't know do we
need to put something there that he
[11:46]
needs to work
you know that maybe if you're gonna do
[11:49]
say
blackjack rogue or whatever or not
[11:53]
blackjack because it's not a counter
over sailing road
[11:55]
say he's gonna do silent road before you
do that
[11:58]
could you uh contact bobby show him the
plan
[12:02]
and make sure that you know it's you
know we talked about this before
[12:06]
if if there's ever attention of that
road being widened or any of these you
[12:11]
know
chain roads an example would widen that
[12:13]
road about four
foot well if at the time if you put it
[12:18]
in the right of way and put it
a foot off the road then later then the
[12:22]
fiber will be under the road
so my only thing is i would like i
[12:26]
really like for you
to before you do it show bobby
[12:31]
or whoever the public could announce
bobby i mean he's doing a good job i
[12:35]
hope he stays there for a long time
but just show that to him sure and make
[12:39]
sure just in the future because he may
know of a road
[12:42]
you know that's that's going to be
widened or there's an intention of road
[12:45]
being winding and
you need to move it over you know two
[12:48]
foot instead of putting it
two foot from road he needs to be four
[12:51]
foot from road that's all
i was just thinking for future you know
[12:56]
just to make sure that there isn't
anything
[12:57]
we've dealt with some of that over in
line county too right right
[13:02]
and and you know you could talk to me
about about roads in my district but i
[13:06]
wouldn't have a clue what
some of the plans for scott or myron and
[13:10]
they would be in their district so
that's the reason i would suggest and
[13:12]
talk to bobby and he would know
okay i just don't want you to spend the
[13:17]
time
and the money it takes to put the
[13:19]
infrastructure in if somebody could have
showed you something that you could have
[13:23]
done moved it to a different spot and
saved you a lot of trouble in the future
[13:27]
that's what you think marty
so i don't want to say i don't know if
[13:31]
we need to include that
in here that he or just know that you
[13:35]
need to talk to bobby just
before you before you do a road
[13:40]
i don't know sam does that language need
to be included in this agreement or do
[13:44]
we just
because i'm sure one thing that's going
[13:48]
to go out before you start digging
or boring holes or anything i mean
[13:52]
you're going to have to call that 8-1-1
number and those notifications are all
[13:55]
going to go out
yeah if we don't then of course i don't
[13:59]
imagine we're on that notification list
yeah and you know one thing works i know
[14:04]
bobby has talked we
did this with water lines you know water
[14:08]
lines
they talked about putting them so deep
[14:10]
and bobby wanted to know where they were
going to put those if it was real close
[14:13]
to the road
because if you if they ditch it you know
[14:17]
if it's here now and and they have
intentions of putting in a ditch that's
[14:21]
a foot deep
that automatically changes your depth of
[14:24]
foot so if you're wanting to be three
foot you might need to go for
[14:27]
that's i'm just thinking of things that
that has happened in the past for
[14:31]
utilities and i was right
just trying to make it work be as
[14:35]
beneficial to you as possible
i appreciate that so you wouldn't have
[14:39]
any problem contacting public works to
coordinate all that no sir
[14:42]
so i i mean i i have no problem with
granting this easement in fact i'd like
[14:48]
to make it as easy as i can for
anybody that's willing to put some fiber
[14:51]
into the rural residence
i'll also move on this second got a
[14:56]
motion by marty second by nate
any other question or discussion
[15:03]
all in favor aye aye aye bruce will get
you a signed document asap
[15:09]
if there's if there's anything we can do
to help you let us know
[15:18]
this is the final document
and i'll get my signature on it after
[15:23]
this meeting bruce and we'll get you a
copy of it
[15:29]
be a good day to start one i was just
thinking
[15:34]
tomorrow too yeah it'd be a good day for
him to start because he'd need to clean
[15:38]
the snow off the roads and everything to
get to it
[15:45]
gentlemen bruce thank you very much i
want to i want to say here too
[15:50]
i appreciate your willingness to make
that kind of investment in simpson
[15:53]
county
[15:56]
[Music]
[16:02]
i think we got to be more concerned
about the federal government
[16:08]
[Music]
[16:18]
you're going to have the ability to
offer up to one gig service with this
[16:21]
right
[Music]
[16:26]
yeah you might not be able to say but do
you
[16:29]
can you say where your first area you're
looking at
[16:34]
uh
we want to shore up our main tower out
[16:38]
on rapids road we have a lot of
customers out there
[16:42]
probably know rapids road is a state
road
[16:45]
we have to have another line of
permission for that
[16:49]
but probably john's loop around in there
and then at the hickory flat area okay
[16:57]
that sounds good yeah no you will
we gotta ask the whole time yeah we were
[17:02]
coming
[17:15]
all kidding aside we greatly appreciate
your willingness to make that investment
[17:19]
thank you bro
[17:23]
thank you much thank you man
[17:26]
next gentlemen if you had an opportunity
to review
[17:31]
the industrial authority land purchase
waivers
[17:34]
we need to approve that this is
something that i guess one of these
[17:39]
we have an interlocal agreement i think
you guys have a copy of the interlocal
[17:42]
agreement here and there's a paragraph
in there
[17:45]
that the county when those property sale
the county has the ability to waive the
[17:51]
sale proceeds
in order that the industrial authority
[17:55]
would keep those to do infrastructure
and road improvements with that money in
[17:59]
those industrial parks
and a couple of land purchases have gone
[18:03]
through that
uh i guess kind of got by us one of them
[18:07]
all the way back to
2018 you see so you see the letter that
[18:12]
that's proposed
to waive this from these two sales
[18:20]
so i need a motion in a second and then
we could open up discussion
[18:24]
so local basin so we've got a motion to
approve the waiver so
[18:28]
you want to add to that authorize the
judge to sign those waivers
[18:32]
um so we got a motion by myron
second by marty any other question or
[18:40]
discussion
all in favor aye aye
[18:48]
any opposed motion carries
all right gentlemen next is uh
[18:57]
let's see if i can i'm really gonna have
to get to where i can figure out how to
[19:03]
operate bifocals
[19:07]
all right next is uh an an ordinance
number 220.225 addressing jail inmate
[19:14]
fees
uh this would be a first reading of that
[19:17]
ordinance and
and i had a request from the jail that
[19:22]
if we pass this ordinance to make the
effective date
[19:26]
july 1 of 2021 so it would go with the
fiscal year
[19:30]
i think that's a good idea so and and i
have no problem with that
[19:35]
but what this will do the the the
processing fee
[19:39]
is currently 55 dollars this ordinance
would establish that by ordinance
[19:44]
the daily charge is currently 30 dollars
and this would set it at 50 dollars by
[19:49]
ordinance
and the reason for the ordinance the
[19:53]
best we can tell
when we look back there was an ordinance
[19:57]
done in 2001 that established these fees
and so we we figured to
[20:04]
change the fees we need to do so by
ordinance
[20:08]
second motion by marty second by
any question or discussion
[20:19]
yeah nathaniel downey
yes scott huston yes myron thurman
[20:26]
yes mason barnes yes
[20:32]
all right next gentlemen if you had an
opportunity to review the budget
[20:36]
transfers we'd need a motion and a
second
[20:39]
to authorize those transfers some of the
[20:45]
motion by nate second by myron
any question or discussion
[20:57]
all in favor aye aye any opposed
motion carries next gentleman is to
[21:06]
review
if you had an opportunity to review is
[21:08]
to prove a cash transfer of 1901 on 242
from the federal grant fund to the
[21:14]
general fund
and and i believe nicole did you say
[21:19]
this is like some haida and cops grant
money
[21:24]
so it has to go from that
[21:29]
federal grant fund to the general fund
to be able to utilize that money for
[21:33]
the sheriff's office
[21:42]
okay so we've already approved the
budget transfer so we probably ought to
[21:46]
authorize the cash transfer
sold both ways i got a motion by meyer
[21:52]
and a second by scott any question or
discussion about that
[22:01]
all in favor aye all right any opposed
motion carries gentlemen finally here if
[22:08]
you had an opportunity to review the
bills and claims we would need a motion
[22:11]
and a second to approve those claims
moshe may motion by nate
[22:19]
second by scott any question or
[22:24]
discussion
all in favor aye aye any opposed
[22:31]
motion carries then it's a special call
meeting we do have reports on here so we
[22:37]
can give reports the only thing we can't
do from the report
[22:40]
would be any action items we can't we
can't bring up anything that would
[22:45]
require a vote
i guess i could defer to you guys
[22:49]
because my name being at the top of the
list on the reports
[22:53]
put you all at an unfair advantage to
say thank you to the road crew
[22:56]
and all the people that's helped move
snow and salt
[22:59]
and i know that all of every one of us
sitting here uh
[23:03]
share that sentiment that these guys
have worked tirelessly
[23:07]
and we've had countless farmers and you
guys can elaborate on that but
[23:12]
i really appreciate the effort that's
being put in to
[23:15]
try to get things back to normal we we
had a guy in
[23:19]
that that moved here from new york i
hope he watches this video
[23:23]
and i told him i said listen buddy
you're not living in new york anymore
[23:26]
this is kentucky three inches of snow
messes us up
[23:29]
and uh so it is it's a big deal so
and it takes a lot of people to get
[23:34]
interested i wouldn't
[23:37]
that's right so i know y'all all share
that same sentiment but i'll let y'all
[23:42]
speak to that that's all i want to say
all right you know what you said on the
[23:46]
uh
thanking everybody i know had two or
[23:50]
three
texts me i'm taking care of this road
[23:52]
and tell the road tell the road
department you know
[23:54]
and i appreciate all that but i also
appreciate it seems like
[23:58]
everybody's having as much patience as
possible with it i mean i know everybody
[24:02]
wants to get out and
they're they're been home for one maybe
[24:06]
two days and it's just like they're
going crazy or something but
[24:09]
it may be home for two more after
tonight yeah it's not gonna get any
[24:13]
better it doesn't look like but
but uh you know everybody needs to
[24:16]
realize it just takes it
takes time i think we got what 350 miles
[24:21]
of roads in the county and
we they don't have enough equipment to
[24:25]
keep every road every minute so
you know just have patience and if you
[24:30]
live on a dead-end road like i do
they'll
[24:32]
they'll get there when they can get
there yeah
[24:37]
hey yeah but the only report that i
would have is about the boy and girl
[24:41]
club they're gonna be
where they're working with the school
[24:43]
system as well opening back up
and it seemed like that uh i heard this
[24:48]
morning that the school is going to go
to
[24:50]
i think a four day week now starting i
think march the 8th
[24:54]
so and i'm sure and i'm someone that has
to gonna be the date that the boys and
[24:58]
girl club is going to open up for
they're going to try to at least start
[25:01]
out between 100 to 150 kids
you know and that's a lot less than what
[25:06]
they normally would have but under the
condition they're going to start out
[25:09]
between 100 and 150 kids
well it'd be roughly about 50 percent of
[25:13]
what they typically do
right right yes uh yeah yeah so uh
[25:19]
uh and then you know they're looking
good down there financially you know
[25:22]
we're getting people to
to really donate money in down there so
[25:27]
financially we're starting to get on our
feet so we can do more stuff for the
[25:30]
kids
good you know and just like the rest of
[25:33]
you all said you know
i want to thank the road crew and
[25:36]
everybody else that's been pitching in
i was like someone told me this morning
[25:39]
one small one big advantage that a small
town have over big cities is
[25:44]
you know people tend to come together
more you know like the farmers because i
[25:48]
live
out in the country and i've seen the
[25:50]
farmer go up and down the road scrapping
the roads off
[25:52]
you know and then the county would come
along behind them you know so
[25:56]
i really was looking a lot better than
some of the streets in town here
[26:00]
and then someone told me this morning
that born and green roads just you know
[26:03]
don't look miracles our roads
so that so that that says a lot about a
[26:07]
small town atmosphere
yeah true
[26:13]
that's it it's got an echo what these
guys said marty and myron
[26:18]
they were up there doing their part for
sure all the
[26:21]
soil conservation folks i know they were
out there too i thank them and anybody
[26:25]
else
out there that's done it i just
[26:28]
appreciate all you do
sheriff's department all the police
[26:32]
state
you guys be careful if anybody's out on
[26:36]
the road
respect them we sure don't want anybody
[26:38]
hurt
so thank you that's it
[26:43]
it's all been said you know you've got
enough money i would like to thank
[26:48]
you you've got enough tractors you could
drop me and scott and nate all for one
[26:51]
week and help you all out
come on i would like to say that
[26:56]
i don't know i don't know if y'all have
experienced in yale's district but
[27:00]
the state has not done nowhere near the
job they have been doing in the past on
[27:05]
gold city road
temperature 622 they got to but
[27:11]
for today or for the first day and a
half
[27:14]
they would drive to gold city store and
turn around they would not take it
[27:18]
they would not clean that go see road
off to the state line or to the county
[27:21]
line
nor would they go to the warren county
[27:23]
line they would turn around at gold city
and come back
[27:26]
there's a lot of people live on and
drive off we would always get out our
[27:29]
way they'll just go so far and then turn
around but
[27:32]
but warren county was coming all the way
down to the warren simpson line
[27:36]
but so from gold city to the warren
simpson line there wasn't
[27:40]
basically anything done for about a day
and a half and that's
[27:44]
that's not good on that down the road
that's traveled that much so
[27:47]
you talk to him about the state just i
encourage i know they have i-65 but
[27:52]
i-65 isn't on the road we need to worry
about
[27:55]
bayern did you have anything else no i'd
say the gentleman what i need to do now
[28:00]
if i could i need to have a motion and a
second to enter into executive sessions
[28:05]
according to krs 61.810
paragraph 1b
[28:13]
deliberation acquisition deliberations
on the future acquisition of real
[28:16]
property by public agency
but only when the publicity would be
[28:20]
likely to affect the value of
of a specific piece of property to be
[28:24]
acquired for public use or sold by
public agency
[28:28]
and krs 61.810 paragraph
1g business discussions between a public
[28:35]
agency and a representative of a
business entity in discussions
[28:38]
concerning a specific proposal if open
discussions would jeopardize the citing
[28:43]
retention expansion or
upgrading of the business most mate
[28:47]
got a motion by nate second second by
marty
[28:51]
all in favor any opposed
all right we will adjourn our sailors to
[28:58]
the back
[29:10]
musicians
[29:27]
session if we could okay most of may
motion by name
[29:31]
second by marty all in favor aye aye any
opposed
[29:37]
all right next gentleman uh pursuant to
discussion
[29:42]
uh if you're inclined i would need an uh
a motion and a second to
[29:49]
authorize ordinance number 220.226
authorizing the issuance of a taxable
[29:57]
general obligation
bond
[30:02]
yeah it'll be first reading of this
ordinance
[30:05]
number 220.226
i heard two i heard over here first was
[30:11]
that marty
nate so i heard nate nate made the
[30:15]
motion do we need to put in the mountain
i think we're going to play oh in the
[30:22]
amount
uh are you good in the amount of 1.2
[30:25]
million dollars
you all good with that in the motion
[30:27]
yeah i just didn't i mean
myron was second nate nate and myron
[30:38]
all right any other question or
discussion
[30:42]
we need to do a roll call so uh sam
would you take the roll call
[30:47]
sure yes
[30:57]
all right the only other item of
business gentlemen would be a motion to
[31:00]
adjourn
i heard i heard marty and i seen scott's
[31:05]
hand
[31:08]
all in favor aye thank you
[31:20]
you
