[1:53] overview of the EOC activities over the last uh seven to eight weeks.

[2:05] general manager of protective emergency services. So we'll give a quick update
[2:08] in terms of uh the situation of wildfires and other events in the SLRD.
[2:13] Uh so all wildfires within the SLRD are now being held as cusified by BC
[2:18] Wildfire Service. The final evacuation alert for Payer Lake was rescended on
[2:23] September 8th. So there are no wildfire related evacuation orders or alerts
[2:28] currently in the SLRD. Uh however there is still ongoing response and recovery
[2:32] support being provided to uh related to ESS and agricultural produces producers
[2:38] that were impacted by the fire. Uh a returning home after wildfire guide has
[2:43] been developed and is on our website. Uh the guide provides general health safety
[2:47] and recovery guidance for returning [clears throat] to wildfire affected
[2:50] properties in the SLRD. Uh moving on to the next event uh
[2:55] related to the seat and portage landslide in the uh bear and pet's uh
[3:00] creek drainage. Uh due to that uh five parcels are on evacuation alert with one
[3:06] affected household. Uh the household has been offered uh ESS supports through the
[3:13] Canadian Red Cross and a geotechnical assessment was complete. Uh and
[3:18] following that the burm debris cleanup is currently underway. So the burm that
[3:23] the SLRD uh holds was filled with uh debris. So we are currently uh cleaning
[3:28] that out. Once that cleanout is completed, we will be doing assessment,
[3:33] a structural assessment of that burm uh to make sure that it is still
[3:37] structurally sound. >> Did I interrupt you with the question
[3:41] the geotech? So did staff organize that and does that get paid for by the
[3:47] province? >> Yes.

[4:35] regarding a Mount Meager landslide. Uh so we received reports uh that Maguer
[4:40] Creek was running Chocolatey Brown. Uh following that uh again we received a
[4:46] task number from the province and as response cost uh we contracted uh BGC
[4:52] and helicopter flight uh to do an assessment. Uh the initial assessment
[4:57] found no known immediate uh life safety concerns due to the devastator creek
[5:02] last night. So just creek up devastator creek. Uh however given just a little
[5:07] cloud cover uh we weren't able to do the full uh kind of assessment of the area.
[5:11] So we are working the province again and we will be undertaking another
[5:15] additional aerial and also looking at the remote sensing assessments uh
[5:20] sensors in the coming days. So waiting on the clear weather window to make sure
[5:25] the full assessment of that. Um and we are waiting for the final or the the
[5:30] report from DGC on that initial assessment uh shortly.
[5:35] So in terms of overall EOC posture, our EOC is still activated. We're currently
[5:40] activated at level one. Uh and we still have four to five staff uh and
[5:43] contractors uh involved in the EOC. Uh so that's continued to the landslide
[5:48] assessments and response activities. uh continuing wildfire, agricultural and
[5:52] ESS supports. uh looking at developing an EOCC demobilization plan and making
[5:58] sure that our all records and files are organized and also organizing a uh 2026
[6:04] wildfire afteraction process and report and that's all and I will just say just
[6:10] uh huge thanks to the SLR staff, the contractors, our first nation partners,
[6:16] our partners in EMCR, BC Wildfire, Ministry of Transportion, Ministry A and
[6:20] the list goes on and on but uh very collaborative uh wildfire season for
[6:26] sure. Lots of learnings but very uh very collaborative and appreciative of all
[6:29] our partners.

[7:10] whole bunch of debris which is next sort of thing. Um, but
[7:16] is it a possibility to have some of the brigades get in touch with our fires
[7:22] smart program and still access I don't know where we're at with the funding. I
[7:27] don't know if we've spent all the fires smart funding. Can we still
[7:32] um [snorts] do access some of that funding to do
[7:35] some fire smarting in area B for out of the provincial fund that we have or
[7:41] should I be looking at payment in the taxes money? That was just something
[7:44] that we were talking about, but I'd like to ask you.

[7:51] smart and encourage uh response societies or individual members to
[7:56] contact our fires smart team and all the contact information is on our website.
[8:00] Uh the program is still operating uh and we are still our team is we have uh two
[8:05] or three members of the fires smart team who are standing by and are happy to do
[8:09] home assessments and support uh community events. So encourage anyone to
[8:14] reach out and I believe yeah the program is still operating. we have uh funding

[8:26] was unbearable to be outside for most of the summer. Um and to think about doing

[9:22] terms of just then I'm pulling directly from the uh recovery guide.

[9:35] uh undertaken. Um and so they do suggest that you do after wildfire you do have
[9:41] that system uh tested uh as there potentially could be contaminated. Um
[9:45] and they note that uh local health authorities are able to provide guidance
[9:49] and advice uh for individuals uh undertaking that. Yeah. So area A and B
[9:55] fall to interior health and C and D fall to Vancouver coast health.

[10:08] area where some evacuations had occurred and they were
[10:13] looking for owners to indicate if there had been damage to the property then
[10:19] they had an opportunity to have BC Wildfire Service fix it like right then

[10:30] campground. Muslim guys have moved on. It was amazing how many people we had in
[10:34] Lowette. Like I went into the bakery one day and I looked around and there's like
[10:38] all these tall handsome guys and there's absolutely no cookies or any food and
[10:44] they really they really uh actually provided quite a business to some of the
[10:48] local restaurants and so on. They were camped there for quite some time and
[10:53] there were people from Costa Rica and Kquitlam and some of the SPU guys, the
[10:59] residents just loved them. They were so helpful. They were there and then they
[11:04] they would set them up and then they would come back and check that things
[11:07] were working and know especially Riley. I heard a lot about that one. Um,
[11:13] and so for things like now those guards that are sitting there asking for
[11:21] invasive weeds to come in, where where does that do we do anything along those
[11:27] lines for restoration or do I find low at regional invasive species society do
[11:33] some work there? Where where's the line between what we
[11:37] do and what DC fire service does and then what does private citizens have to
[11:42] do? uh through through the chair. Uh this
[11:47] may require a little bit digging, but my understanding in looking at the 2023
[11:50] wildfire season um is that following wildfires, there is usually a
[11:54] restoration uh process that BC Wildfire Service and Ministry of Forest go
[11:58] through in terms of looking at decommissioning those fire breaks etc.
[12:02] uh and replanting some of those areas where they did put operational lines. Uh
[12:07] so I can't speak definitively to it but that's my understanding of the

[14:18] Uh the chair in terms of the emergency plans we've been working with uh we've
[14:22] been focused on area a brief um and we've been working on the mapping uh
[14:28] directly with gun brain etc and uh yeah all the response societies throughout
[14:34] the region to update those maps which uh has been uh quite a lengthy process. Um
[14:40] but there are draft uh plans for a good number of those communities and I
[14:47] believe it's it's in the quarterly report the status of that uh but it is
[14:51] very it is an iterative process uh and we are hoping that we'll have uh A and B
[14:58] wrapped up this year the coming year and then we'll be starting C and D um next
[15:04] year as well. Uh, one of the I remember there was talk of creating community
[15:10] hubs and for our area was going to be the uh,
[15:15] Gold Co community. [clears throat]
[15:18] » Uh, BC Hydro is going to be taking it over for the next,
[15:22] you know, five, six years. Just an FYI,
[15:27] that process still in the works. the chair. We yeah, we've moved through
[15:32] that project and that was uh we received grant funding um and we continue to be
[15:37] in conversation with uh our partners in the Bridge Valley about uh where those
[15:42] uh supplies and ESS kits etc can be prepositioned.

[16:42] thinking about the strategic priorities report that comes now in January and how
[16:48] that can would be really important around October and November not just for
[16:53] the board leaving but any new people coming on not waiting until January kind
[16:58] of know what's going on in the work plan. So it's kind of been on my mind
[17:01] but what also has been on my mind is pressuring staff for more output right
[17:05] now. So I think it's a great idea. It's how quality how can I bring something
[17:11] quality work to you without slowing other work down or maybe I do slow maybe
[17:16] we do slow other work down because this is important. So I agree that it's
[17:19] important and I'm trying to figure out how was the easy button to do that and I
[17:23] think the strategic priorities report bringing that back up would be a good
[17:27] one. Um however prior to me being here accomplishments weren't tracked the same
[17:33] way they are now. So I'm not sure if it will be a wholesome fouryear. We might
[17:37] have some highlights for the first few years and then we have detailed stuff
[17:41] with this strategic priorities report. So how about the answer is and

[17:50] a high quality report. I think it'll be a top

[19:50] little conversation with corporate services and that about the
[19:54] what ethicals but I think it's a great thing to

[22:41] Thank you. Morning. My name is Claire Der, general
[22:46] manager of planning and development services. I will introduce the report
[22:49] and then I'll turn it over to our building team to answer any um detailed
[22:53] questions the EAD may have with regards to the building report for Q2 of 2026,
[22:59] which is covering the period of April to June of 2026. So the purpose of this
[23:04] information report is to provide the electoral area directors with
[23:08] information on a quarterly basis. Um and the subject information report provides
[23:14] an update on the applications received and permits issued over the quarter and
[23:19] year to date. Um information on the stock work and do not occupy or uh
[23:25] notices that have been issued as well as uh compliance and proposed enforcement.
[23:31] We wanted to staff wanted to highlight that in Q2 of 2026, there were 20
[23:37] applications received, uh 23 permits issued and permit fees uh totaled over
[23:43] $92,000. Also wanted to highlight um for the
[23:50] committee that our year-to-ate overview of building permits really show a high
[23:55] volume of building permit applications as well as issued building permits in Q1
[23:59] and Q2 of 2026. uh between January to June, over 43
[24:06] permits were issued, which is an increase of 53% um from this time last
[24:10] year, and permit fees totaled over $213,000,
[24:15] which is an increase of 194% from last year. So, this really reflects the size
[24:22] and complexity of the permit applications the SRD is receiving and
[24:26] processing. In comparison, the end of Q2 permit fees
[24:32] um in 2025 totaled uh over $72,000 and in 2024 over $45,000.
[24:42] And we the attached statistics report is available for the committee's review on
[24:48] any of those further details. Also, staff also wanted to compare um for the
[24:54] the committee's benefit how the SOD is looking in in comparison to the province
[25:00] with regards to building uh building statistics and
[25:05] um so in comparison to the BC housing new homes registry report for June of
[25:11] 2026 um which reported that across BC total home registrations are down 20%
[25:17] from 2025 um and And we see for the SRD um we have
[25:22] an increase of 67% from 2025. Uh and our big our areas that have the
[25:30] some of the largest increases are areas A and D. There is a high volume of
[25:35] permits across the regional districts. >> Not in B.

[25:44] really highlighting although there is a lot of work done on the compliance side,
[25:48] there's a lot more work that's done on on the permit issuance side. In this
[25:52] report, we're really wanting to focus in on all the work that our building team
[25:56] is doing to um support constituents through the building permit process and
[26:02] to um yeah, be just that service in in getting permits issued. and our our uh
[26:09] building community has been really um yeah happy to see and we've we also are
[26:13] seeing um this desire for compliance of like the completion of building permits.
[26:19] for seeing other organizations really seeking that out and the SRD working
[26:23] with those organizations whether they're banks or insurance providers and and um
[26:28] yeah so that's reflecting sort of the work that this team has been doing um
[26:32] the last quarter and uh if there are any questions specific uh to any other
[26:38] details in the report we're happy to take those
[26:43] » rain with reference to the black dust village
[26:48] church and the the uh the problem was there. Um I see you've got a the latest
[26:56] correspondence talking about the status of property ownership. So but my
[27:02] recollection is that the piece of land where part of their sewage the
[27:08] wastewater treatment funds is crown land. Is that still the case

[27:20] when when when we were preparing that um grant
[27:26] application that amounted to nothing in the end um I recall getting involved the
[27:32] board getting involved with with um with the the strata council to try to um
[27:39] resolve that issue because when when black tusk was created as a strata
[27:44] corporation and the people moved there the other village
[27:48] um there was a an oblig sort of a commitment from the province to transfer
[27:54] that piece of crown land to the cor the strata corporation and it never happened
[27:59] and it's still causing problems. So I wonder what role we might have as a
[28:04] regional district in in uh getting involved with that to try and resolve
[28:08] that particularly is the their the treatment plan is on two pieces of
[28:14] partly on their property partly on crown. It's it's complicated everything
[28:19] for us and I I really don't understand why that piece of crown land can't be
[28:25] transferred to to black tusk. It can't be used by anybody else. not know the
[28:30] way it is right now and for some reason it hasn't happened and it would be much
[28:35] easier for us if it was part of the strata corporation.
[28:39] So what role can we have either through staff or whether it needs to come to the
[28:44] board to to try to resolve that?
[28:51] » Yeah. So thank you through the chair. I wonder if building stock can provide a
[28:55] light update on the um approach that we are able to proceed with with regards to
[29:00] the the wastewater treatment plant and the this isn't specifically around the
[29:05] ownership but we we are have been working with the strata council for the
[29:10] wastewater upgrades and then the corresponding
[29:14] permits that are required for other aspects. Yeah, I knew that was was
[29:19] happening, but I I'm just wondering if your recommendation would be perhaps to
[29:24] take this to the board and um seek some sort of so we can do some sort of
[29:30] advocacy to to try to resolve it. >> Yes. So through through the chair, what
[29:36] I was wanting to clarify is that work is being the the ownership is not holding
[29:40] up work on the um actual upgrades to the uh infrastructure.
[29:47] Uh I when I read that I thought perhaps it was holding things up.
[29:50] » It sort of through the chair. Um the issue that we're currently dealing with
[29:57] is a um stop work that was placed on a um structure that that was being
[30:04] utilized by the Blacktus village uh count um or wastewater and they need to
[30:11] finish and clean that up because it's not it's the health and safety um of the
[30:17] people that are operating is is a problem. So, we're trying to clean that
[30:21] up and that's where we're at with that. But any upgrades to the actual system
[30:26] itself or any changes they want to make there, they do. There is still that
[30:30] stall with the property ownership. We can't issue a permit for new structures
[30:36] on that particular parcel when it's owned by the crown. They would need
[30:40] permission from the crown for the permit to be issued. And so, that kind of
[30:44] stalled everything um back in the day. So yes that is still continues to be an
[30:50] issue if they want to do future upgrades >> which which I think

[31:00] » I just want to give a through line that transfer of ownership is a
[31:03] responsibility of black test strata if they'd like to do it and they can write
[31:06] to the board for um support within that and I would say if black test strata is
[31:12] that's the direction they'd want to take they should start that movement in
[31:14] taking it and then perhaps reach out to the board for advocacy see on their
[31:18] behalf but that would be the work of black test if they want to transfer that

[33:23] submitted. What does that mean? Does that mean
[33:27] you're just the permit is you tell tell me what that

[34:24] there's two stages to the building permit process. So once there's an
[34:29] application, um, so once we receive the required documentation, um, as well as

[34:40] application. Um that application then goes through a review process um

[34:50] that typically takes 12 to 14 weeks. Um there can be delays if there is um
[34:55] outstanding application or documentation requirement.
[34:59] Um after that 12 to 14 weeks um once the building permit is issued um that is
[35:06] when the stop work order would be rescended
[35:09] at issuance.

[35:19] and and through the chair that that language is reflecting um compliance
[35:24] activity that had been taken and that the the it's communicating that the
[35:31] applicant had is starting to work through that permit process and they're
[35:36] working through the steps to uh receive a completed permit. So, we do track that
[35:43] and try and not sort of have those people kind of fall through the the
[35:46] cracks because I I know I know that you're also working on an area B
[35:50] property that isn't in the report that has some paperwork that wasn't completed
[35:54] like in the 90s which is is causing her quite a bit of grief to I I've heard
[36:01] quite a bit from this constituent. Um, so we do have systems to try and not
[36:10] just have those so those people that don't complete,
[36:14] you know, this property was bought and sold three times and then she she's the
[36:19] one that's run into trying to retroactively
[36:23] fix some of those paperwork issues that weren't dealt with at the time. We
[36:29] actually do have some quality control happening in our office to try to not
[36:34] have that happen. Is that right? >> Yes. Thank you through the chair. And
[36:38] and I'll um leave it to the building team to speak to the board policies
[36:42] around notice on title and when they came in, but our current practices
[36:46] involve uh notice on title, which is a communication um process to any future
[36:53] property owners if the if there isn't a if there are compliance issues. That's
[36:58] what we're doing now, not [clears throat] what we were doing then.

[37:12] the board to request um how do we deal with continued um permits that were
[37:18] never completed over the years. And as of 2008, the direction is that all
[37:23] building permits issued are to be completed with a final inspection or a
[37:27] notice on title will be um registered. And that's really helped us to ensure
[37:34] that all these permits um when they become when they are issued that they
[37:39] are completed and there is that followup. It did not happen in the '9s.
[37:43] Um we are still cleaning up a lot of properties from from late um early um
[37:51] permits that were either issued, not completed with finals, not issued. Yeah.
[37:56] » Um yeah. So, there's a lot of work and again we're looking for more direction
[38:01] yet again um through we'll be putting together material on how we're going to
[38:07] follow through with all these older permits, files, properties that have
[38:12] buildings that were constructed without permits. There's a lot of work involved
[38:16] in getting that again um legally something that we can enforce. Um and
[38:23] it's it's yeah, it's not happening overnight and it changes. It's been
[38:26] evolving since I've been here. It has changed over the years and how we
[38:31] process. So, um, it again, the staff are going to be putting time into putting
[38:37] together better processes so that we will deal with all of these older files
[38:42] in the same manner which we are trying to do now. We try and complete um or if
[38:47] anybody does come to us currently that we are ensuring that we follow a process
[38:53] and everybody is um given the same information and how we will continue to
[38:59] try and complete these um permits to final.

[39:07] for for this particular constituent. And she did do all the things right like to
[39:11] check to see if there was a notice on title and that kind of thing and she was
[39:14] told no good. But that's the old process and

[39:26] is like the the property information request um system and option has been
[39:32] there has always been there. and she did it.
[39:35] » The the option is to request the property information and you can see if
[39:38] permits have been issued and what's on file. And so the the that process has
[39:44] been there. And that's not specifically if is there a notice on title, that's
[39:47] what what's in the building file, what has permits, what doesn't have permits,
[39:52] » potential buyer can do that. >> Yep. And so we we we process those. it
[39:57] requires um the property owner to prov to give permission for p the prospective
[40:04] purchaser to get that information. So there's a a process, but we the that's a
[40:09] service that our our building team provides on a very regular basis and is
[40:13] really helpful and really encouraged because there are instances where we
[40:17] have these historic um properties or files and we we may not have a notice on
[40:23] title to um highlight what has or hasn't been permitted to final. So that
[40:28] property information request process and stuff we really encourage um and and
[40:34] make a point of uh communicating really well on our website. Uh, and I'll I
[40:39] think some of the um pieces that um the building team here have shared
[40:47] around like the desire to maybe updating some of our board policy and that work
[40:52] will be coming forward to the board around our building permit processes and
[40:56] those will be board policy. That's forward policy work. So that will be
[41:01] work that the board um will will have a say in and first staff will be
[41:06] researching and exploring what practices and best practices are out there and
[41:10] working together with our legal council and then bringing options forward to the
[41:14] board uh for for specific board policies and whether those are updates or new
[41:19] policies. So that's a piece of work that we look forward to doing.
[41:22] And then the other piece that I would like to share just specific to this Q2
[41:27] report is that it the Q2 report includes um properties that have submitted
[41:33] building permit applications or have notice on titles or stop work
[41:40] orders or do not occupy. And so the specific property that you're speaking
[41:44] to isn't in any of those. They the permits haven't been applied for and
[41:50] they don't have any um notice on title. So that's that's where it's not captured
[41:54] in this Q2 report. Um the building team is working sort of outside of this

[46:57] their responsibility to do and that we wouldn't support we would not be
[47:00] spending any time in that. But when the report was done, um it wasn't

[47:10] weeks and we're almost at the end of the summer.

[47:24] resolution. It was $13,000 uh be allocated from electoral amenity
[47:30] funds for Her Community Association regarding trail maintenance on publicly
[47:34] used and accessible loop trail. I have not received an update on that
[47:39] agreement. So I can't speak to anything further than that but seems like someone
[47:44] has arrived that might have that information.

[48:12] the the public um, and not have a end date on that for term. So, we're working
[48:19] through some of that wording and and then it will have to be published uh
[48:25] for two weeks in paper as well. >> So they can expect assuming that all
[48:33] those wrinkles can be ironed out to the satisfaction of staff.

[49:20] to do it and then after it has been done saying no, it's not good enough. I think
[49:27] we should have been involved from the beginning giving some guidance to that
[49:31] group of volunteers about what what we required. We obviously didn't just
[49:36] require an agreement. We we required some
[49:40] specific things in that agreement and we I think we should have expressed them at
[49:45] the outset. So, um if I I'm not quite sure what
[49:50] motion I'd want to move it, but maybe I'll just leave it as a comment.

[49:56] you. Are you talking about like having a template that that the community can
[50:00] work with that anyway policy covers that and adds capacity so
[50:06] that the grant administrator can work with communities on how to get

[50:21] money faster. And in this case, the the stop is we are
[50:27] required because it's because the local government act does not allow us to
[50:32] invest money in private property. It had it had to go to the board.

[50:40] grant administrator can make this faster for the community.

[53:49] life safing safety equipment. Uh the challenge is regarding the maintenance
[53:53] uh as these sorry >> regarding the maintenance ongoing
[53:57] maintenance and I think that's the that's the piece that we want to have
[54:00] further discussion on. >> Is that a reason not to buy them now
[54:02] though? >> No, as I mentioned that I I it could be
[54:06] they could be purchased or it's underway. I know that the fire chief
[54:09] intended beach has been looking at it and I'm trying to get an update on that
[54:12] right now but I don't have that for you yet. 100% they Yeah, we'll make sure
[54:18] that follows through. that's not already followed through in terms of the
[54:20] purchase of it. The details that we would like to discuss uh further um is
[54:26] regarding just the ongoing maintenance of it. Um because it's they will be on
[54:30] private property. If it was on our fire hall, which we do have them on or
[54:34] building where we have SLR staff there on a regular basis, we can have eyes on.
[54:38] We don't we know if someone's tampered with it, etc. Just given that it is not
[54:42] in it's it's on private property that the maintainance responsibility should
[54:47] be sitting with u individuals uh who can have oversight of it or the strap etc.
[54:55] » Okay. the the um when this event happened all of a sudden in illustrating
[55:03] the need for replacement and so on. Uh there was a a local person was prepared
[55:09] to go ahead and spear that he's a member of the fire department in West Vancouver
[55:13] and he did some work and done some research and everything and then the in
[55:19] conversation with the new fire chief, he made some recommendations that we
[55:24] purchase ones that were um compatible with the ones that the ambulance service
[55:30] used and we agreed with that even though it was a little bit more money. We
[55:32] thought that was a good idea and as I say the money uh as far as I'm
[55:38] concerned could come from select and I think they should have been
[55:45] purchased right away. Now maintenance. Okay, that's the question. We haven't
[55:50] even got them in place yet. They need to be in place and then we can talk about
[55:54] the maintenance. there was an offer made by
[55:59] by the fire chief that they could be folded into their their maintenance
[56:04] program. If that's not possible, fine. Just let us know. And then then somehow
[56:11] we have to within the community association which is a group of
[56:14] volunteers which changes every year. We have to put everything in place that
[56:19] will make sure that that is checked on a regular basis. that didn't happen the
[56:24] last time these things things were purchased. That's what led to the
[56:27] problem. So we have to come up with whether
[56:32] whether we maybe hire and contract with a volunteer firefighter on the side just
[56:40] as working as an individual and we contract with him to to check and we
[56:45] have an offer from somebody that that would do that. But we can put that in
[56:50] place when you know if if when they're purchased the the recommendation from
[56:55] you or or the uh direction from you is that the fire department cannot be
[57:01] involved because of liability which is which is what was reported to me then
[57:06] fine the fire department is not involved and we'll leave it to the community. But
[57:11] we need those things there and and I don't understand why they can't be
[57:15] ordered right now. to the chair as mentioned they could
[57:20] have been ordered right now or we are following up trying to get where that is
[57:24] at. Uh certainly and the maintenance uh discussion is not holding up uh the
[57:28] purchase. Uh I'm trying to get an understanding of where they are at.
[57:32] » Okay. So would it help if I had made a recommendation or that the select loans
[57:38] pays for them so it's clear >> just just hold on to the the one thing
[57:45] let's talk about the funding issue because I think Miss Broom had something

[57:52] general manager of corporate services. On July 8th, um, we do have a resolution
[57:58] that funding of up to $8,000 be granted to the Bratannia Beach Volunteer
[58:02] Firefighters Association from Electoral Area D select funds on behalf of
[58:07] Director Rainbow to costs associated with the purchase. So, that resolution
[58:11] was already made um in July. Yeah. Okay. So, we don't need another one.
[58:17] » Okay. So, that doesn't that doesn't show anything.
[58:21] » I'll follow up on it not showing on the report, but I didn't know we have the
[58:26] resolution. I thought there was um review of whether it was going to live
[58:30] in the select funds or in the cost center. So, I think that's why it's
[58:34] missing, but it we have the resolution so there's no issues paying it and we
[58:38] don't need another one to pay it. >> No, it's fine. I remember at the time
[58:41] what my my concern was to get them as quickly as possible and and what I had
[58:46] said was whether it was the fire department paying for them and then we
[58:49] pay them back or whether we give the money to the association. I didn't care
[58:53] how it happened. Let's do it now. And somehow that's got mixed up and and we
[59:00] we're now what two months later and they're not on order yet.
[59:06] So I it's it's critical that we move quickly now. The money's there

[59:20] department and and for us to order the things ourselves?
[59:25] We we can do that. The the I I can talk to the Free Community Association and
[59:30] say, you know, go ahead and order them. The money's there and they'll be paid

[1:01:40] » we don't need to to do the and we were trying to get it done as quickly as
[1:01:44] possible and it seemed that going through the fire department was the best
[1:01:47] way but if that's not the best way we'll do it another way

[1:01:57] liability and maintenance of the fire department purchases it and the fire
[1:01:59] department has an AED on their truck. So when they get there, they have a working
[1:02:04] AED that they constantly maintain there that perhaps
[1:02:08] the request of the community association. This was a director's
[1:02:12] report from or was it a director's it was it was from director the rainbow and
[1:02:15] not a request to the community association in writing. But I think the
[1:02:19] solution is that the community association buy these and maintain them
[1:02:22] and then it removes all that concern of liability and maintenance on behalf of
[1:02:26] the fire department which >> liability
[1:02:27] » primary concern. >> I think we're liable right now if if
[1:02:32] something were to happen today and and an adverse result and somebody looked
[1:02:37] into the fact that these were requested two months ago and we've managed to
[1:02:42] boondoggle our way through two months and not buy them. We might very well be
[1:02:46] liable at this moment. you know, if we're worried about liability, let's get
[1:02:49] busy and get them get them in place. And if you don't want to have anything to do
[1:02:53] with it, that's fine. Just um I can take it.

[1:04:07] the practicing with it. I would suggest bunding that
[1:04:11] organization for training on how to use it

[1:06:07] address is that it was there wasn't it was the unit that was going to be used

[1:06:16] taking ownership without actually having a presence there doesn't it's not for
[1:06:20] the good of the community and I don't think it's we're trying to do liability
[1:06:23] I think it is about making sure that the person who can actually look at these uh
[1:06:28] units on a regular basis uh is the one who's responsible for looking at it. And
[1:06:32] so I think that's that's really what we're trying to get to is that we want
[1:06:36] to make sure that when these are needed that they are functioning and it doesn't
[1:06:39] make sense for the SLRD to have eyes on. Uh we have been I know that the chief uh
[1:06:45] and our fire services manager have been talking about ways that they could
[1:06:47] support this in terms of when we have our annual maintenance on our EDS we
[1:06:51] could uh also include the units that potentially are in community. Uh and so
[1:06:56] there there's there's synergies that could be found. Um but just in terms of
[1:06:59] responsibility and the team has been re researching this trying to make sure
[1:07:02] that the best unit is purchased for the area. Um and but again we'll follow the
[1:07:06] direction that you wish. >> Good. Okay. So,
