[6:34] cameras. I've spoken to many people on both sides. I I understand the law

[6:42] for a long time and a police officer. Her idea was well S. Pearl is kind of

[6:47] the funnel for the cartel moving drugs through this area. So I can see where

[6:52] it'd be a good tool. I on the other hand don't really like the government

[6:57] observing everything that's done by everybody.

[7:01] I feel like if I were to park in a public area not too far from Philip's

[7:06] house and filmed everything he did, we went out back where he had which

[7:12] direction he went. I'm going to sell the information. I'm going to do anything

[7:15] with it. I just want to have it. And that's okay because we have no

[7:20] reasonable expectation of privacy in our vehicles as has been shown in court.

[7:26] But I don't like it. And I don't like the fact that they were put in without

[7:30] any of your knowledge really. Uh I understand Andy Lrich was the county

[7:36] manager before and he and the sheriff are the ones from the um

[7:42] stories that were in defensive chieft. It was very well covered that uh these

[7:47] are the ones who pushed it through. I talked to some of the commissioners that

[7:52] it's a two-year contract. I would like to see it stopped and I don't know how

[7:57] that's done. Will you vote to put it in? Do we have to vote to take it out? U can

[8:02] it be done? Could it be done? Do we have to have a referendum? I would like for

[8:06] the commission to look into that and I will check back later.

[8:51] Um, we submitted I'm from the seven judicial district court. I'm the CEO and

[8:56] I have my chief judge here. And so, um, we submitted for a capital outlay

[9:01] request to replace the carpet in the, uh, courthouse. And we were told by the

[9:06] county that there's possible asbestous under the carpet. Um,

[9:12] I know when we go before the legislators, they're going to ask, "Have

[9:15] you talked to the county about replacing the carpet?" which we we would like to

[9:20] we submitted on the beha on behalf of the county. However, I know they will

[9:24] ask about the asbestous removal and that portion is about 80,000. The total

[9:29] request is about 280,000. So, I wasn't sure if there was anything

[9:34] the county could do for matching funds for at least the asbestous portion.

[9:39] Um, and I know you probably aren't prepared to answer this since we didn't

[9:43] know I was going to be here. So, I'm not sure what we can do about

[9:48] matching funds because I know you probably already submitted your request

[9:52] for the year, but one idea was to talk to our legislators, our um

[9:57] representatives about possibly securing funds through them for the county to

[10:02] help us. So, just wondering if there's any

[10:07] matching funds available for us.

[12:31] situation with County Road 265 stands. Before I do that though, I just wanted

[12:35] to tell you a little more about myself and how I ended up in Squirrel County in

[12:38] the first place. As a Navy veteran, I struggled to find where I felt

[12:41] comfortable at since leaving the service. My wife and I have tried living

[12:44] in both Colorado and Utah where we traveled extensively, but we never found

[12:47] anywhere perfect for us. We thought maybe the ocean was I thought maybe the

[12:51] ocean was what I was missing and we tried living on a sailboat the east

[12:53] coast from Maryland all the way down to Florida, but that wasn't right either.

[12:56] After we got a motor home and started traveling, trying to find somewhere we

[12:59] felt happy, comfortable, and aligned with the globe community. We were making

[13:02] our way out to Arizona when we just happened to stop its core on the way. At

[13:05] first, it was only going to be for a night, then a week. Then we started

[13:08] realizing how much we loved it here and how perfect it was for us. We began

[13:11] looking for jobs and places to live. My wife Jess even briefly worked for the

[13:14] county of Sakora as finance director before unfortunately having to take a

[13:17] different role for fiscal reasons. We purchased our first property in Sakoro

[13:21] County at the last tax auction. I stood in this room and bought five acres of

[13:24] the VA subdivision specifically because it was beautiful and bordered public

[13:28] lands, something we could only dream of owning in most places. By this point, we

[13:31] were hooked on Sakor County and knew it was the place for us. There was nowhere

[13:34] else we'd been to in 48 states that offered the combination of things Sakor

[13:37] County does for us. It was the first time in many years I felt truly at home

[13:40] and comfortable because the property we had purchased in downtown historical

[13:44] road network. The very first time we initiated contact with the land owners.

[13:48] Reserve the rest of my time. All right.

[14:20] So, we're trying to see if we can work out something um up to our nom gate um

[14:26] rainwater. Um as far as county road, we have proven a lot of uh we found a lot

[14:31] of evidence showing that this is not a county road. And if this is opened up to

[14:35] a county road, just on a side note, uh one, we're going to allow I don't know

[14:39] if you guys are any ranchers or private land owners in this on the board, but if

[14:43] you are, you know that uh thieving um logs for they come in for logging, they

[14:48] come in for drugs, they come in for math, they're going to start in the

[14:52] Indian rooms on public land um on the cho area. So, we're going to have a lot

[14:56] of thieves come in, which we've been able to shut off. Um the previous owner

[14:59] who put the gate there Donaldson also had the gate there as well. Um we've

[15:05] never had the county maintain that road since we've had the ranch. She's never

[15:08] had the county maintain the road other than a snowstorm in 88 and I believe one

[15:13] other time that they asked the county because the rain was so bad that they

[15:16] asked the county not the county manager but the county greater operator to come

[15:20] in. >> You mentioned 1980 the only time you've

[15:24] seen so you've been there for 38 years. No, I just saw the public record.

[15:28] » Yeah, we've been there since 0 believe

[15:34] » 2019. >> And he also talked to Joan Donaldson to

[15:37] go through her memory of what she said and that's when she said this.

[15:41] » Yeah. And Monty's been there since his family's been there since the 30s. So he

[15:47] said that the county has never maintained this actually up to the

[15:51] house.

[16:08] try to be fast. So, I just wanted, you know, rebuttal a couple things. I have

[16:13] been in contact with their attorney, but we have made no forward progress

[16:17] whatsoever. Um, I still haven't even gotten him to agree that Ruby Gonzalez,

[16:21] the other public individual who has property back there who spoken before

[16:24] during public comment, needs to be a part of any solution that we come to

[16:28] because he's he's a member of the public who deserves access the same as everyone

[16:31] else. Um, I did send their attorney the updated evidence that is actually on the

[16:36] Sakor County certified main table is the ones you guys sign and sent off to the

[16:39] state every year. It's on that list and has been for a long time. I sent that to

[16:42] attorney and they have even they they acknowledge they got it but they have

[16:45] not said anything about whether that changes their position or anything. So

[16:49] they're not really even looking at things anymore. Um the whole argument

[16:54] that it's not maintained how did it end on the maintenance list kind of end up

[16:58] with multiple name changes. It's been listed as a bladed and graded road since

[17:02] like 56. It would take me longer to pull my records tabs that date, but it's been

[17:06] a long time. Um, and I would also question, you know,

[17:10] they say they found a lot of evidence that it's not county road. U, I would

[17:14] love to know what evidence that is because I haven't found any. The only

[17:17] evidence you might find be a lack of evidence, which according to New Mexico

[17:21] court rules, a lack of evidence on the county, there's actually organized

[17:24] records to look through. You'd expect to find county road repairs. We're not

[17:28] going to find anything. You can't say they're missing. Um, also there's a

[17:33] president in Sakoro County for not vacating a road if it's opposed. That's

[17:36] insensor county commissioner books book D page 432. The assistant district

[17:42] attorney said a county road may not be closed if there is someone opposing it.

[17:47] Let's see. And the last thing I would say was the

[17:52] argument that that would mean you'd have to maintain the road. The support county

[17:56] has a plethora of roads that they don't maintain on the maintained list. That's

[17:59] a separate decision made by you the commissioners. It's your decision to

[18:02] make whether you maintain a road that's certified county after county road. It

[18:06] states that clearly on the Seagora County website as well there's many many

[18:11] of my husband roads in Scor County that are not on the maintained list. So that

[18:15] would be my my biggest uh counterpoint. So I guess that's about it. I think you

[18:21] guys have all the other evidence that I have found and presented

[18:24] many many many maps and documents and things supporting that position. So I

[18:29] thank you for your consideration and your time and I hope we can reach a

[18:32] productive conclusion this. Thank you.

[18:54] be on a maintained list. That does not mean it's been maintained. Um and there

[18:59] is to our lawyer there is a deal that they said it's been not maintained for

[19:07] also on his list of maps that he's been sending us and we are negotiating. It

[19:11] takes time to actually have legal counsel go through this stuff. We're not

[19:15] using AI. We're not we're trying to go through hard books, hard evidence and

[19:19] stuff. So it is taking a while. Our um our attorneys are looking through

[19:23] through this stuff. They got to talk to us. We got to have meetings. This stuff

[19:27] takes a while. Um, as far as list maps that he has provided, some of the maps

[19:32] aren't even relevant to our area. Um, they're five miles off in locations

[19:37] where he's, you know, claiming that the road is. The road's not on our land.

[19:41] It's on there. There's one trail that he said comes to the Jupo, which if that's

[19:45] a public road, he's more than welcome to come through that road because it's

[19:49] through the northern side. And if that's a place that he said that he does have

[19:53] re relevance for a county road, he's more than welcome to use that. It's not

[19:57] on our land. And it does get grant him access he says through his map like sh.

[20:02] So if he wants to use that, that's more than more than I we're fine with that.

[20:07] Um but um there is some other stuff that he has provided. Um they're not even on

[20:13] our section range and talent. So like I said, we are looking into it. It just

[20:17] takes time to really go through all of this stuff. It's kind of again like a

[20:22] shotgun, right? You just you just shoot it and see where all the shells lay and

[20:26] trying to pick up pizzas and we're trying to go and see does our ranch even

[20:30] correlate with the map that he's showing. So

[20:40] And I I think that that's a valid point um that needs to be addressed. There are
