Mayor Bester.
[0:06]
Councillor Travis Lopez.
[0:08]
Councillor Dean.
[0:10]
Councillor Fleming.
[0:11]
Yeah, Councillor Gonzalez, he's at his council meeting right now, should be here in a little bit.
[0:17]
Council, Yeah.
[0:20]
Senator Partridge.
[0:22]
Councillor Romero.
[0:24]
Councillor Solomi.
[0:25]
We have a quorum.
[0:26]
Christ, you Pledge of Allegiance.
[0:35]
And understand.
[0:45]
Move. We approve the.
[0:48]
Consent agenda.
[0:50]
As presented.
[0:52]
Second. Second, any discussion on it?
[0:55]
Fonte.
[0:56]
Aye.
[0:58]
And.
[1:01]
I've done that.
[1:04]
And the approval of the agenda and the consideration of the minutes and.
[1:08]
We're right up to the public forum.
[1:13]
We have this oral Stingrays.
[1:16]
That are here.
[1:21]
Cody.
[1:23]
Good afternoon. So it's just me today.
[1:25]
Seasons been really chaotic.
[1:27]
And I was not able to get on the agenda because I've been out of town until now.
[1:31]
And we're far enough out of the season that I was not able to organize my kids and my coaches to be here.
[1:36]
But I still wanted to thank you guys.
[1:38]
I know you guys didn't run the pool this year, but.
[1:40]
I mean, you still paid for our transportation and our insurance and.
[1:43]
I don't think we could afford her on a swim team without self support.
[1:46]
Our costs would go up to like around.
[1:50]
200 bucks a kid and I don't think that's doable for most of our students.
[1:53]
For most of our swimmers, so I would just like to give my.
[1:56]
My my gratitude to the city for continuing to support us.
[2:00]
Even though the obligation is now through tech, through our.
[2:03]
Are pulling it well. We appreciate your leadership in this program.
[2:07]
Is this going to be your last year?
[2:09]
I'm here for at least another summer.
[2:11]
Holograms. Because how long has it been now?
[2:13]
This this is my fourth year.
[2:15]
As head coach.
[2:16]
Well, great. Good job. So how many do you know numbers. Do you have any numbers? So I had 65 kids this year. I'm a little bit
[2:22]
down. We had 79 last year. I think part of it was starting so late in the season.
[2:27]
I was projecting around 80.
[2:30]
I got more swimmers.
[2:32]
Our I have more new swimmers than we had in the last few years, so if we continue to follow that trend.
[2:38]
Should be around 8085.
[2:40]
Next year or the year after?
[2:41]
I'm hoping to chase that.
[2:43]
Were you guys pretty competitive?
[2:45]
This is a rough year. We got in the water really late. We usually start in May through a high school clinic.
[2:49]
We work with tech to use.
[2:51]
Our season was cut from around 10 weeks.
[2:54]
Almost 4.
[2:57]
So now how did it work out with tech and everything?
[3:00]
Good. We.
[3:02]
Got in the water late.
[3:03]
But that was just.
[3:05]
A whole bunch of stuff that.
[3:06]
Was kind of out of our control.
[3:09]
Tech's done a good job of operating the facility.
[3:11]
They've gotten their lifeguards there. They've.
[3:13]
I have the staff.
[3:15]
They've done a good job.
[3:17]
So, so will you have another session that's going to be in the spring?
[3:20]
What are we going to do with that? Are they going to?
[3:22]
So I'm hoping it's depending on what tech decides the pilot is up in.
[3:27]
To me, I don't remember the MLU.
[3:30]
So I'm hoping whatever pool, if we have a pool open, we'll we'll start back up in May.
[3:35]
We're doing some winter stuff right now informally.
[3:37]
That's through Coach Dow and I as an independent contractors.
[3:40]
Just because our league doesn't let us swim out of season.
[3:43]
It's an insurance thing, so we're.
[3:45]
Independently insured.
[3:47]
Through another group and we're doing some.
[3:50]
Out of season work, but our season picks back up in May.
[3:52]
Well, congratulations for the young people.
[3:55]
Yeah, speaking as a council member but also a parent, I.
[3:59]
Session that's going to be in the spring.
[4:02]
So I'm OK and depending on what?
[4:06]
There's an echo, light echo in, you know, I was a ventriloquist.
[4:14]
Sorry about that.
[4:17]
We're doing the.
[4:19]
I want to thank you guys and just a council member but also a parent. All my kids went through the program and.
[4:24]
And you guys promote.
[4:26]
Like very positive environment, very.
[4:30]
Competitive environment and.
[4:32]
And you guys promote a sport?
[4:34]
That you can do lifelong.
[4:35]
Lifelong health. We really appreciate what you guys do.
[4:38]
Thank you. Yeah.
[4:40]
I like the the things y'all do with swim.
[4:42]
Cody, you guys compete in the biggest classes like.
[4:46]
Wrestling does.
[4:48]
You guys start with your kids at a very young age and see them through the high school, the same coaches.
[4:53]
See those kids through their high school years.
[4:56]
So I think I do a great job. We're grateful.
[4:58]
That you do what you do.
[5:00]
So we appreciate that. Thank you.
[5:03]
Thank you, Cody. Good job.
[5:04]
Thank you guys.
[5:08]
Anyone else on the?
[5:10]
That's not on the agenda. I would like to make a comment.
[5:13]
Public forum.
[5:15]
Yes, ma'am, That's right.
[5:21]
Mayor Basker and city councilors.
[5:24]
The people of Sakura deserve to know about.
[5:26]
Proposed industrial development.
[5:29]
IE data centers within our neighborhood.
[5:32]
And as we have seen in.
[5:34]
Spaceport and Santa Rosa data center developers try to sneak into communities.
[5:40]
That's before many of the aspects can be examined.
[5:44]
And before the public can voice their concerns.
[5:47]
And that's why moratoriums are important.
[5:49]
They put a pause on development.
[5:52]
Until reasonable safeguards can be established.
[5:55]
And it reassures people that no.
[5:57]
Secret deals are being made.
[6:00]
But since we do not have the city moratorium.
[6:02]
My question is.
[6:04]
How are you going to ensure?
[6:06]
That the citizens of Socorro.
[6:08]
Are immediately notified.
[6:09]
When you are approached by a data center.
[6:12]
Developer umm.
[6:13]
We said earlier that we were going to wait for the county blue ribbon committee.
[6:19]
To give out a recommendation.
[6:20]
Well, yeah, but there's a difference there because.
[6:24]
We're not asking for.
[6:26]
YouTube make specific.
[6:31]
Ordinances about data centers, we're saying.
[6:34]
Just put a pause on data centers on.
[6:37]
Industrial sized data centers and not.
[6:39]
Necessarily small.
[6:42]
Business owned data centers, but industrial data centers.
[6:45]
So that.
[6:47]
So that the Blue Ribbon committee can do their job.
[6:50]
And come up with ordinances and then.
[6:53]
And then the city would look at those and see if any were appropriate for the city to.
[6:59]
I personally, administratively, I don't know what the council feels, but.
[7:03]
I think that's putting the court before the horse without you knowing specifically what type of things that we're going to be
[7:06]
against.
[7:09]
And just do a general blanket moratorium.
[7:12]
I'm just not in favor of that and.
[7:14]
And I don't think I will take somebody's blueprint.
[7:17]
Boilerplate moratorium and just slap it on a city or.
[7:20]
Well, I would assume that.
[7:22]
Although I did send you one, I would assume that you would look at it and send it to your lawyer and.
[7:28]
Fix it up because I'm.
[7:30]
I'm not a.
[7:31]
I'm not a lawyer. I was a.
[7:33]
I don't think a lawyer is the temperature amateur.
[7:37]
Well, no, you've been a good proponent, I'm just saying that.
[7:41]
And we don't do anything in the.
[7:43]
In the dark here at the city when if there is somebody that's going to be telling us about.
[7:49]
Data centers are asking for.
[7:51]
Information on it will certainly make it public immediately. We don't sign NDA's. You know, we have the Voltex situation going on
[7:55]
right now.
[7:59]
That would have always had had sunshine on and.
[8:01]
And we're going to work through that so.
[8:04]
We're very we're very open about that.
[8:06]
Moratoriums.
[8:07]
Feel good maybe.
[8:09]
And and solar arrays I just.
[8:12]
I think it's too broad.
[8:13]
In my opinion.
[8:14]
That's too broad a.
[8:17]
A statement to make as a city as a city, as far as.
[8:20]
Data centers and solar razor concern until we see the specifics.
[8:25]
That will come out of that blue ribbon committee and then we'll adopt that I.
[8:28]
I personally don't think it's a.
[8:30]
It's fair to the city and the people that live here.
[8:33]
To make up, just make a statement saying we're not going to allow any data centers.
[8:37]
You know that.
[8:38]
To me, that's not.
[8:40]
That's not fair. I think that.
[8:42]
Well, OK, I think.
[8:44]
I guess we have to agree to disagree on that of Mayor Vasquez, because I believe.
[8:49]
That you can say that we will not.
[8:52]
Endorse a.
[8:54]
Hyperscale.
[8:55]
Data center.
[8:56]
One year.
[8:58]
We learn more about.
[9:00]
What sort of what size is?
[9:04]
You know, that's a good point.
[9:06]
That's something that I'm asking the Blue Ribbon committee to.
[9:08]
To discover absolutely and how much however, however the city the county ordinance.
[9:13]
Specifically says.
[9:16]
This does not include.
[9:18]
Any data center by an existing business within.
[9:22]
You know.
[9:22]
Of course, they don't have any existing businesses in the county, but that would want a Davis Center, although the Socorro does.
[9:30]
I assume that tech has a data center. I assume that.
[9:33]
First State Bank has a data center.
[9:35]
I you know.
[9:36]
But but those in that ordinance there specifically.
[9:41]
Excluded from this.
[9:43]
So, but anyway, like I said, I need to make one last attempt because I think it's, I would, I would encourage if the Council wants
[9:47]
to.
[9:51]
Put up a resolution.
[9:53]
And wants to get one put together. That's fine with me.
[9:56]
I am not.
[9:57]
A.
[9:59]
Resolution that just says.
[10:01]
No data centers in our community.
[10:03]
Well, no data Centers for.
[10:05]
Six months.
[10:06]
Until the until the blue ribbon committee can can do their work.
[10:10]
You know, that's, that's what a moratorium is, That's what a pause is. It's just a temporary. It's not a it's not a ban. I will, I
[10:15]
will call the newspaper and I will let you know personally if somebody comes knocking on the door here and says that we want to
[10:19]
put a data center.
[10:24]
If you know.
[10:26]
Data center is the whole in my opinion.
[10:29]
I'm not against data centers.
[10:30]
But if they're going to use my water.
[10:33]
They can't do that.
[10:34]
And if they're going to use my electricity and raise our bills?
[10:37]
They can't do that.
[10:39]
So if they have other technology that they're going to develop.
[10:43]
To do something behind the meter.
[10:45]
And do something with.
[10:47]
Water and use their use air conditioning.
[10:50]
There there's new technology and cooling those chips.
[10:53]
And so.
[10:55]
I would. If somebody comes and has that kind of technology, then we'll discuss it out here in public.
[11:00]
I just can't.
[11:01]
I just can't as a city say, well, we're against data centers and if tech wants to get a grant.
[11:07]
To develop a small data center.
[11:09]
And we know how much water they're going to use.
[11:11]
The city uses 1,600,000 gallons of water a day.
[11:15]
That's how much we use. I have room for another.
[11:18]
And Lloyd's out there in the waiting room, but I have another 500,000.
[11:22]
That I can get.
[11:24]
From our wells, we have three wells.
[11:26]
And they're good producing wells.
[11:28]
And the static level of those wells has not dropped or might.
[11:32]
Being there.
[11:33]
Which is a long time so.
[11:35]
So, uh.
[11:36]
But if they were reasonable.
[11:39]
And they came to us and said we want to put in data center.
[11:42]
We would have that discussion.
[11:44]
I just if the county would did what they did, that's fine, but I.
[11:47]
I just don't think it's fair.
[11:49]
For businesses and.
[11:51]
Because, you know, we're a small community that's.
[11:53]
Does dwindling and we not we need to make sure that we're.
[11:56]
Take advantage of everything that comes our way.
[11:59]
That's I mean, and I'm above board about that opinion as you as I'm always AM.
[12:08]
Point well taken and.
[12:10]
And we are looking for the blue ribbon committee and I think they had their meeting finally.
[12:15]
Last week or something like that. They're having another meeting tomorrow, so maybe hopefully the progression giving us a
[12:18]
blueprint.
[12:22]
OK, thank you. But I also hope that they understand how much.
[12:25]
What kind of resources we actually have?
[12:27]
Well, you know, in this community.
[12:29]
Is to look and see. Talk to the.
[12:31]
Right, right.
[12:32]
They need, they need to put that all together, I think.
[12:36]
Well, it works. Thank you.
[12:39]
Yes, ma'am.
[12:41]
Go ahead. No, you're the one with the T-shirt, so come on.
[12:49]
Thank you, Council and Mayor Basker. My name is Janet Goldstein and I would just like to support what Mary Ross said.
[12:56]
There's no reason.
[12:57]
Not.
[12:58]
To postpone.
[12:59]
Any action? No reason.
[13:02]
Not to have a moratorium until after.
[13:05]
Blue Ribbon Committee.
[13:07]
Has released its report.
[13:09]
At least a year would be better.
[13:11]
If you're wondering how.
[13:13]
Toward a resolution.
[13:16]
Look to the county.
[13:19]
It's not worth the risk.
[13:21]
To our environment.
[13:25]
To let these.
[13:26]
Develop.
[13:28]
Run rampant.
[13:29]
And extract our resources.
[13:32]
Thank you.
[13:35]
Thank you.
[13:37]
Anyone else?
[13:40]
Anyone in favor of data centers?
[13:43]
That's here. No, I just always ask.
[13:46]
No, OK.
[13:49]
I got, I got, I got. I got it.
[13:50]
I got it.
[13:52]
And I see the signs around town. I mean, that's.
[13:57]
You know again.
[14:00]
We we feel, I think we feel strong enough as.
[14:03]
That we would not allow them to come in and.
[14:05]
Usurp all our resources.
[14:07]
But we're not going to just.
[14:09]
I mean, if somebody comes and says I can, I can use 100,000 gallons of water a day.
[14:13]
And I'm putting a data center in.
[14:15]
And and there'll be a small data center.
[14:18]
Then we would at least have that discussion in public.
[14:22]
And I.
[14:23]
You know, we would want to see some of those people to come.
[14:26]
We need something, I don't think.
[14:28]
Tech students would benefit from.
[14:30]
Getting into that technology, although it's been.
[14:32]
In the last month or two weeks.
[14:35]
It slowed way down.
[14:37]
With that guy from Open.
[14:40]
Making those statements.
[14:41]
Mr. Coxman, or I'm not sure what his name is, but but sure that has slowed way down.
[14:47]
Everybody's ears are up.
[14:49]
It's a big topic.
[14:51]
And all of politics, no question about it.
[14:53]
But it's it's only fair, I think.
[14:55]
For people to.
[14:57]
To be able to speak frankly and have a discussion about it.
[15:00]
Instead of just.
[15:01]
Just stopping all discussion.
[15:03]
That's my only.
[15:05]
Only problem with the mortgage.
[15:08]
OK, anyone else that's not on the agenda?
[15:13]
OK.
[15:15]
We shall go on.
[15:18]
We have.
[15:20]
A quilt of valor.
[15:22]
Presentation.
[15:35]
Good evening and thanks for letting me do this.
[15:37]
Presentation My name is Lee Graham.
[15:40]
I live in Magdalena and I am a member of the Fiber Arts field of Socorro County.
[15:45]
As well as a member of the cultivar.
[15:47]
Foundation.
[15:48]
Two organizations that I'm very proud to be a part of.
[15:52]
I will briefly tell you about each one.
[15:54]
The Fiber Arts Guild of Socorro County was officially established in 2002.
[15:59]
The Guild provides a forum to encourage.
[16:01]
Teach and share the various fiber arts for themselves and the community at large.
[16:06]
We currently have 60 members who are skilled in sewing.
[16:10]
Quilting Netting.
[16:11]
Crocheting and weaving.
[16:13]
Along with other fiber crafts.
[16:15]
Each year we donate cloaks to Hospice for their patients.
[16:18]
Quilts and blankets to children through Casa.
[16:21]
Blankets to our first responders.
[16:23]
And quilts to various organizations for their fundraising efforts.
[16:27]
Since 2002, the Guild has distributed well over 1000 quilts and blankets.
[16:32]
Through its community outreach program.
[16:35]
The clothes of Fowler Foundation.
[16:37]
Began in 2003 with a dream.
[16:40]
Literally a dream.
[16:41]
Founder Catherine Roberts, Son Nat.
[16:44]
Was deployed in Iraq.
[16:46]
In her dream, she saw a young man sitting on the side of his bed in the middle of the night.
[16:50]
Hunched over in utter despair.
[16:55]
Then, as if viewing a movie, she saw him in the next scene.
[16:59]
Well, with a look of hope and well-being.
[17:02]
The quilt had made this dramatic change.
[17:04]
The message of her dream was.
[17:06]
Quilts equal healing.
[17:08]
The model appeared simple.
[17:10]
Have a volunteer team who would donate their time and materials to make a quilt.
[17:14]
One or more quilters would piece the top and the others would quilt it.
[17:18]
She saw the name of this special quilt. It was a quilt of our.
[17:22]
The mission of the foundation is to cover service members and veterans with comforting and healing close to valid.
[17:28]
Often when these quilts are constructed, they are sewn and quilted.
[17:32]
With prayers for our servicemen, women and veterans.
[17:36]
Since 2003.
[17:37]
There have been over 454,000.
[17:41]
Quotes of our distributed nationwide.
[17:44]
I've left some groceries on the table if anyone would like more information.
[17:48]
This evening.
[17:49]
We have the honor of recognizing one of our own, City Councilman Peter Romero.
[17:55]
Peter proudly served our country in the United States Marine Corps from 1971 to 77.
[18:01]
He began his career at Camp Pendleton.
[18:03]
Before being transferred to Okinawa.
[18:06]
He later returned to the United States, where he oversaw supply administration and warehousing.
[18:12]
Peter then entered the Marine Security Guard program.
[18:15]
Which trains elite U.S. Marines to protect American embassies, Consulates.
[18:20]
And vital diplomatic personnel.
[18:23]
Around the world.
[18:24]
His service took him to many places across the globe.
[18:27]
Including the Middle East.
[18:29]
Beirut Arab.
[18:30]
New Delhi.
[18:32]
Portugal, Cyprus, Panama and Argentina.
[18:37]
While serving in Argentina, Peter became seriously ill.
[18:40]
And the military determined that medical retirement was necessary.
[18:44]
This was a difficult and disappointing time for Peter.
[18:47]
As he had hoped to make a lifelong career in the Marine Corps.
[18:51]
After leaving the service, Peter returned to Socorro.
[18:54]
To determine what the next chapter of his life would hold.
[18:58]
She went to Albuquerque.
[19:00]
Where he worked as a manager of several movie theaters.
[19:03]
He also went to UNM.
[19:05]
Worked in finance and the financial aid office.
[19:08]
Peter later returned to Socorro to help care for his aging parents.
[19:12]
He has remained an active and valued member.
[19:15]
Of our community ever since.
[19:17]
Taking advantage of countless opportunities to volunteer.
[19:21]
Serve others.
[19:22]
And become involved in local politics.
[19:25]
Peter's commitment to service did not end when he left the Marine Corps.
[19:29]
He simply found new ways to serve.
[19:31]
First his country and then his community.
[19:34]
Tonight, we are very proud to honor Peter Romero for his dedicated service to our country.
[19:39]
And for the many ways he has continued to serve and strengthen our community.
[19:44]
Peter, thank you for your service, your dedication.
[19:48]
And your commitment to Socorro?
[19:50]
We are proud to call you one of you.
[19:51]
One of our own.
[19:53]
As we wrap you in this quilt today.
[19:55]
Please accept it as a hug.
[19:57]
From a grateful nation.
[19:59]
Where to go?
[20:10]
This was made by all the members.
[20:21]
You think we can get a picture of all of them?
[20:23]
Yeah.
[20:26]
Wow.
[20:38]
We got it.
[20:39]
Need a picture?
[20:45]
Fantastic. Wow, that's nice.
[20:56]
Wow.
[20:58]
Thank you.
[21:15]
Can you give us your?
[21:17]
Can can you give us your copy?
[21:20]
So we can put it in the minutes.
[21:22]
Of what you just said about Peter.
[21:24]
We're going to put that in our.
[21:29]
Put that in a minute.
[21:31]
Thank you for thank you so much for doing this.
[21:34]
Sure enough, and it's not only through the.
[21:38]
The military we all serve.
[21:43]
Put it on, Peter.
[21:44]
Can.
[21:57]
You've been all over the world. I didn't realize how.
[22:00]
We've been in different places, even New Delhi.
[22:10]
We have a finally after maybe two years.
[22:14]
Maybe three years.
[22:16]
We've got a bid award for the Cuba Rd. St. and drainage improvement problem.
[22:20]
Project, Mr. Mayor. Council, there's a letter.
[22:23]
In your packet from our procurement officer, Polo Panetta.
[22:27]
The bids were opened on September 4th.
[22:30]
We received 5.
[22:32]
And after review by Dennis Engineering and Mr. Panetta.
[22:35]
They're recommending GM Emotion for 747,000 seven $4.58.
[22:43]
About Mr. Romero.
[22:45]
Move to approve the award to GM emulsion.
[22:48]
2nd.
[22:50]
And so that.
[22:52]
We'll make Cuba Rd. come all the way up to the Interstate bridge.
[22:56]
And finally finished our project which has been a.
[23:00]
Long, long time coming for them.
[23:01]
And hopefully fix some of the drainage issues in that area.
[23:04]
Yeah, and.
[23:07]
Thank God it came.
[23:09]
Or a bunch of others because we were holding our.
[23:12]
I mean, everything's gone up sky high.
[23:15]
All in favor.
[23:16]
Aye.
[23:17]
All right, looks like we've got a.
[23:19]
Plethora of specially used.
[23:23]
And the first one.
[23:26]
Christy, you want to tell us about the economy again?
[23:33]
Good evening Mayor and Council the 1st.
[23:36]
Special use permit that is on.
[23:38]
The agenda is.
[23:41]
The economy in at 400 California St. to allow a food truck.
[23:46]
To use their property.
[23:51]
Not all the time, but just.
[23:53]
Yeah, periodically.
[23:56]
Mr. Patel is the owner of the economy, and he came to planning and zoning.
[24:03]
He runs.
[24:05]
A motel both here and in Albuquerque. So he's not here today, but I told him I would.
[24:10]
Let you guys know it was voted to approve.
[24:14]
That he allowed transient vendors.
[24:17]
In that location.
[24:19]
By the Planning and Zoning Commission.
[24:20]
And there's a restaurant there, too. Yeah, it was where the Hong Kong restaurant used to be.
[24:25]
Delicious.
[24:26]
I miss it.
[24:29]
So that's an action item.
[24:30]
Yes, make a motion to approve second.
[24:33]
Moved and seconded.
[24:35]
Answer aye.
[24:37]
Yeah, then we have Tammy.
[24:41]
OK, the second special use permit is for 5/9 design.
[24:47]
Are you guys here for a minute? Are you Amanda?
[24:49]
Hi, Amanda. Oh, Amanda and Rex. OK, I've talked to them all on the phone.
[24:54]
So.
[24:55]
They Amanda attended a.
[24:59]
A PNC meeting. She flew into Albuquerque and her flight was delayed and she got here at 5:30. She got here.
[25:05]
To Albuquerque at 5:30. So we did a telephonically because she traveled from.
[25:10]
Indiana and flights got delayed in.
[25:14]
In Texas, but.
[25:17]
So what they want to do is have an unmanned.
[25:19]
Fiber optic building on.
[25:22]
The corner of Spring Street and Lita Ortega.
[25:27]
It's it's an unmanned fiber optic building, 864 square feet.
[25:34]
It's to allow.
[25:35]
Pre manufactured fiber optic.
[25:38]
With a backup generator and a security fence.
[25:42]
You want to come up and.
[25:44]
OK.
[25:49]
Good evening, Board.
[25:51]
Rex Atkinson with Five Nine Design Group.
[25:54]
And what we are asking at this location and what 59 does is we're a group of architects and engineers and we do the pre
[26:01]
manufactured fiber optic utility buildings for a few of the different fiber optic utility companies that operate throughout the
[26:09]
country. And what these particular fiber optic buildings do is they have.
[26:16]
Laser equipment that regenerates the light signal.
[26:20]
That sends it back. Along the way, there's fiber optic lines running within.
[26:26]
The Interstate right of way and what happens is as demand grows on.
[26:32]
That fiber optic network, it could slow down and it needs to be regenerated. So think of this as kind of your your pump station
[26:38]
for water. You have to have a pump station to keep your water pressure up.
[26:44]
This is a regeneration building that regenerates the the light.
[26:49]
And with lasers and sends it on along its way.
[26:52]
And so at this location.
[26:55]
As was said, we have.
[26:58]
86 foot by 110 foot.
[27:02]
Chain link security fence that comes into approximately 9500 square foot fence with a 800 square foot building inside of it.
[27:11]
The building itself.
[27:13]
Is 24 by 36 feet.
[27:15]
Basically, that's 2.
[27:17]
Pieces that come on a truck that then gets welded together and then houses all of that laser.
[27:23]
Equipment and it is backed up by a 500 kW diesel generator. Power ever goes out. These buildings themselves are 600 amp.
[27:33]
Building so kind of your your typical electrical load and they're they're unmanned. So that means no.
[27:40]
People, which means no water or anything like that. The buildings themselves are just cooled by through wall air conditioning
[27:44]
units to to keep.
[27:47]
The laser equipment, cool. So all these sort of buildings are around just to support the fiber optic utility grid.
[27:55]
That that runs along.
[27:57]
Adjacent to this property.
[28:00]
What's the zoning there?
[28:02]
R4.
[28:06]
So the the zoning in that area is R4.
[28:09]
I will say that the Planning Zoning Commission did.
[28:13]
At the last meeting.
[28:15]
Make a decision to.
[28:18]
Say no to this because it is a residential zone.
[28:22]
And because.
[28:24]
I just lost my train of thought, I'm sorry.
[28:27]
They did say that they did not want to allow it because it was an R4 zone.
[28:32]
And and also they were concerned because.
[28:38]
It was our understanding that.
[28:40]
This was.
[28:41]
You. You are.
[28:42]
59.
[28:43]
Which is the design.
[28:45]
And then it goes to Vero which is the.
[28:47]
Installation of the fiber optics.
[28:51]
And then to MMI and then ultimately meta. So it wasn't a local.
[28:57]
It wasn't something that would be.
[28:59]
Used or benefit?
[29:01]
The schools or tech or anybody local?
[29:04]
I'm not those properties.
[29:07]
I believe it.
[29:08]
Have you guys purchased it?
[29:09]
The Bureau purchased it.
[29:13]
They were in the process. I believe that it belonged to the Aguilars.
[29:18]
And so.
[29:20]
That's the recommendation of hunting and zoning.
[29:24]
But it, like I said, it was just.
[29:26]
Merely because it is R4, it's a residential.
[29:29]
Were there any people from the area?
[29:31]
One citizen did come in and he just had questions about.
[29:35]
The light pollution and the generators in the decibels.
[29:41]
But he seemed to be pretty.
[29:43]
Satisfied with the.
[29:45]
Information.
[29:47]
That was sent over with the specs of.
[29:51]
And I think he did.
[29:53]
They did request that it be.
[29:55]
More of a solid wall than.
[29:58]
Chain link. So I think that was an option that.
[30:00]
Mr. Saloni.
[30:03]
Rex was this.
[30:06]
This facility initially to be.
[30:09]
Built here on the Plaza.
[30:12]
Through through 95.
[30:14]
No.
[30:16]
No. OK, because I received, so I received something about.
[30:20]
Doing exactly this on the Plaza here.
[30:25]
No, I none of my site procurement people would hopefully do anything like that because we, we do these buildings all over the
[30:29]
place and we try to put them in areas where.
[30:34]
They're not kind of front and center, at least off the main drag. The fiber is running close to there, but that doesn't seem like
[30:43]
an ideal location for an equipment utility type building if the board wanted. I did have a few examples of what a typical.
[30:52]
This is kind of what a typical facility looks like and, and per per what the board was saying with the the zoning board.
[31:00]
That's kind of our our typical prototypical chain link fence security with the the 868 square foot building. We've done these all
[31:06]
over the place and and when it does come to a little bit more of a high visibility area, we have screened it in, in different ways
[31:13]
be it.
[31:20]
Kind of a.
[31:23]
A Trek style fence.
[31:31]
Are there any of excuse me?
[31:33]
Style are there.
[31:39]
Fiscal benefits to the owners of the property like continuously.
[31:44]
Well, the owner of the property will now be a the utility company there and they have put in an offer to buy the price.
[31:55]
Question is, is it?
[31:57]
The property specifically.
[31:59]
The geographic location.
[32:01]
For what you do, is it specific to that area? It needs to be there is that.
[32:05]
It needs to be in a range of that zone, so whenever we're.
[32:09]
Usually what they say is there's a one.
[32:12]
Miami depending on it, but they usually look at a one mile radius of where the regeneration building needs to go and we try to
[32:17]
find an area that's not.
[32:22]
Right front and center to to kind of tuck in there. And so the hope was that that this might be there now.
[32:29]
Being that it is residential.
[32:31]
Maybe should have started with the more aesthetically pleasing.
[32:35]
Prototype that we do have because we have a few.
[32:38]
That's kind of what I bring to the table as.
[32:40]
As a New Mexico architect is, you know, I can take the the concrete building that comes from the factory and kind of decorate it
[32:48]
to look more residential style. So we have one in kind of the White Mountains of Socorro. Sorry, we have one in the White
[32:55]
Mountains of Arizona that we put that the Gable roof on it. So we can put, you know, so it's not a flat roof that we typically do.
[33:03]
And then kind of depending on the aesthetic whether we do, you know, a fully solid fence.
[33:11]
Of, you know, composite material tricks or whether we do a CMU wall that we're doing up in Oregon.
[33:18]
Ultimately, umm, uh.
[33:21]
Arizona decided that they wanted a wrought iron style fence in front of it because it's all up to the board and what they see.
[33:28]
They were concerned on their town about.
[33:32]
Unhoused people, possibly.
[33:34]
Living behind the CMU wall so they wanted something that you could see behind but still was nicer than a than a chain link fence
[33:38]
so.
[33:42]
And other question since it's zoned.
[33:45]
Was there? Did you guys look at it?
[33:47]
Any other?
[33:47]
Vacant property or property that was for sale that would have been zoned.
[33:51]
So we didn't have to use the special use permit that you could have purchased to do this without special.
[33:55]
I know you've thought of that a little bit. I I did talk to the site, the German guy, it was my understanding that he didn't see
[33:59]
any.
[34:04]
Looked at for options. We got that.
[34:05]
Gotcha. Nobody was interested in in selling.
[34:08]
Matter where and.
[34:16]
As a utility building it, it needed a special use in all zones.
[34:20]
Is what we If you put it up at the industrial park, there wouldn't be a problem.
[34:25]
If you put it up at the industrial park, there would not have been a problem.
[34:28]
That wasn't what was told.
[34:30]
Whoever. Well, I didn't. You didn't come to administration.
[34:33]
I've never seen you guys.
[34:35]
I've never seen you guys before.
[34:38]
I don't believe it was neither commercial.
[34:41]
That we didn't get anybody. No, no. But I'm just saying that.
[34:45]
What do you mean camera?
[34:47]
I don't think especially permanent wouldn't be needed if it wasn't a commercial zone.
[34:52]
Right what? I'm just saying that the.
[34:54]
We have Western up there.
[34:56]
At the industrial park.
[34:58]
And I'm not sure why.
[35:00]
That was my question of the proximity so and there's.
[35:05]
There's lines going up and down that Hwy. 60.
[35:08]
Then why you didn't?
[35:10]
Think about the industrial part.
[35:13]
It is a good question.
[35:15]
I do the design work. My site procurement guy. I don't know if he wasn't well. Time to stop by our office sometime.
[35:21]
But you enjoy that. You would enjoy meeting you. It's obvious that planning and zoning is.
[35:26]
I mean, they're not, you know?
[35:27]
We're going to be sending something back to planning and zoning, by the way.
[35:32]
They're not happy with it, evidently.
[35:34]
What was it float?
[35:36]
Planning zoning voted no for this simply because it is a residential.
[35:43]
He's unanimous.
[35:45]
You know, I mean this residential.
[35:49]
And the person who's selling the property will get some benefit.
[35:52]
But I think.
[35:54]
It's important that.
[35:55]
You know, to have a writer and there's a bunch of empty land there.
[35:59]
That you could probably.
[36:01]
May somebody may develop.
[36:03]
In a residential.
[36:04]
So, uh.
[36:05]
I would recommend you come and talk to us and we can show you some place. I don't know who you guys talk to.
[36:10]
Because, Donald, did they talk to you about any?
[36:13]
No, Sir.
[36:18]
Well, we're not the county.
[36:20]
Yeah, that's the.
[36:28]
Well, I'll be happy to give you my card.
[36:32]
So it looks like, well, there's an action item.
[36:35]
It is. It is.
[36:38]
Comments we made.
[36:43]
Something that needs to be tabled.
[36:45]
And sure, it comes back on. I think just take the recommendation of the PM.
[36:49]
Oh, OK, that's my I mean.
[36:51]
I don't vote.
[36:53]
You've got five people, so I don't break any size here.
[36:57]
Just the other question to emerge, just if you can answer this.
[37:00]
If it does get voted down today.
[37:02]
And they did want to come back.
[37:03]
And they do find somewhere where it's adequate and they can't put it well. I recommend to come and talk to administration.
[37:10]
It would get voted down just at this location they'd be able to.
[37:13]
Put in and then go back to tell them not to build a building.
[37:17]
Like I said, we have Western up third, Western telephone is up there.
[37:20]
At the industrial park they have an installation with a microwave tower and a.
[37:24]
Whole 10 yards.
[37:28]
Yeah.
[37:30]
But.
[37:32]
But uh.
[37:33]
But that.
[37:34]
I mean, to me that's the obvious place and you do have fiber going up and down that area.
[37:39]
Already And I'm not sure exactly where the.
[37:41]
How you guys picked that area because?
[37:43]
You know that that road and and how you're getting there.
[37:47]
As right off of 60.
[37:49]
I'm not sure how to pick that spot.
[37:51]
Amanda, you had mentioned that you guys usually follow the railroad.
[37:55]
Right away, yeah.
[37:57]
If I were to run either in the railroad or a.
[38:00]
Oh, OK.
[38:01]
Yeah, there's no there.
[38:06]
Yeah, yeah. Is it Weston? I'm not sure which company you're dealing with, but.
[38:10]
But anyway, we're not doing. We don't want to do your work. We're just telling you that.
[38:14]
Who can help you find a spot?
[38:16]
That you wouldn't have to be going into a residential area.
[38:20]
And then you can tell us what your criteria is for.
[38:24]
Where you want to put it.
[38:26]
And I'm sure that may be restricted, but.
[38:29]
I don't know that that place is not to me any better than the industrial part.
[38:33]
Well, you're putting it now.
[38:35]
Hello. Yeah, so.
[38:39]
I'll make a motion that we follow the PNC Commission's recommendations to not.
[38:47]
Approve a special use permit for.
[38:49]
For this purpose.
[38:50]
2nd so moved and seconded discussion.
[38:53]
So you're welcome. We'll give you a contact.
[38:55]
Information. They're welcome.
[38:57]
Come and talk to us about it.
[38:59]
And if you can, maybe just e-mail your.
[39:03]
Site needs.
[39:05]
Then we can maybe tell you what's close to a.
[39:07]
Commercial area.
[39:08]
I will say that.
[39:10]
Was presented pretty nicely. He did a good job of.
[39:13]
Like putting everything together, we see a lot of this.
[39:15]
It comes through an ISM which is good so.
[39:18]
Yeah, yeah, I guess it's good. Hopefully we can find you a spot and you guys will.
[39:22]
Find a spot that won't require us to.
[39:25]
Just put it there.
[39:26]
That went on this one.
[39:28]
My my real estate person might have gotten.
[39:31]
Stroking out on this one so I don't even understand but.
[39:34]
Hopefully an appointment in the right direction. Yeah, I'll put my design.
[39:38]
Expertise at that. I'm sure you can put that on any.
[39:42]
Piece of dirt.
[39:43]
He all in favor, aye?
[39:47]
Opposed. So we're again, we're not talking about not.
[39:50]
Wanting you to come, it's just a matter. I think the spot is not.
[39:53]
Gonna be acceptable.
[39:55]
All right, here we go.
[39:58]
So now we have.
[39:59]
Pirate born horse.
[40:02]
R&D, consulting and robotics.
[40:05]
Just to preface.
[40:07]
We send it to our lawyer.
[40:09]
A lawyer wasn't very happy with how Mr. Bornhorse had presented everything.
[40:14]
He wanted us.
[40:15]
To let him know, and we sent him the copy of the lawyer's letter.
[40:20]
And that we're recommending that he recommends to go back to PNZ.
[40:24]
And answer all the questions that have been asked during these meetings.
[40:29]
So I'm asking the Council.
[40:34]
For an action item of.
[40:35]
Sending us back to PNZ.
[40:39]
Second, OK.
[40:46]
And I want to add myself. I am certainly a little more.
[40:52]
Not suspicious about Mr. Barnhart's because.
[40:55]
Now that I look at how the person who came and built that building.
[40:59]
And what they wrote on the building permit.
[41:01]
But they gave Christy.
[41:04]
It was kind of a.
[41:05]
I said warehouse.
[41:08]
Yeah, so.
[41:10]
So it wasn't, it wasn't a lot of, it wasn't a lot of.
[41:15]
They want my card.
[41:17]
I gave him.
[41:20]
So we're running out of business here. That's what we're doing.
[41:23]
But anyway.
[41:25]
Yes, ma'am. Yeah. And you're welcome. We haven't taken about.
[41:28]
Kamana but but I think.
[41:31]
There were some things that were not, not really.
[41:34]
Revealed to us that I felt.
[41:36]
Should have been.
[41:41]
For the.
[41:46]
I I discovered this after.
[41:50]
Yeah, go ahead.
[41:52]
Miss Miller, I would.
[41:55]
Really rather have you?
[41:59]
Vote no against this.
[42:01]
Because this is also residential.
[42:04]
Rural. Rural.
[42:05]
Residential.
[42:07]
Which is more restrictive than just.
[42:10]
Residential 4.
[42:12]
But right now, I'm just going to say if you know the story.
[42:18]
Of David and Goliath.
[42:22]
That's how I feel right now.
[42:25]
With Goliath.
[42:27]
As the big person from somewhere else.
[42:32]
Coming here with money.
[42:34]
Big ideas. Big.
[42:35]
Plans and I'm more like David the.
[42:39]
Person nobody knows.
[42:41]
But I'm trying to protect.
[42:43]
My home.
[42:44]
And my surroundings.
[42:48]
I also do not trust this person.
[42:57]
The metal building up there is as we just stated.
[43:01]
A residential garage.
[43:04]
It is not commercial.
[43:06]
He didn't get a permit.
[43:08]
For commercial electricity.
[43:10]
Nor plumbing, nor a commercial.
[43:14]
Building.
[43:15]
It shouldn't.
[43:17]
Be there.
[43:18]
And then there were all of these.
[43:22]
Other stories of what he was going to do was different depending on who he talked.
[43:27]
To and.
[43:31]
In my view.
[43:33]
They tried to push this.
[43:35]
Through.
[43:36]
Without anybody noticing.
[43:38]
Because of the way it was done.
[43:42]
And because of the type of.
[43:44]
Business, which is sometimes.
[43:47]
Not safe.
[43:49]
Could be a fire.
[43:51]
Emergency could be an explosion.
[43:55]
I cannot trust this person to follow any of the rules and regulations.
[44:00]
That he said that he would in other meetings.
[44:04]
Like the air quality, the.
[44:07]
The rules that the government has for this type of.
[44:11]
Business, uh.
[44:12]
How can we trust him?
[44:14]
To follow those rules since he hasn't even followed ours.
[44:19]
None of them.
[44:21]
It's just like trying to.
[44:23]
Get in the back door.
[44:26]
Thinking that we're just rural bumpkins or something and they can just do whatever they want.
[44:32]
And this is not.
[44:34]
That here.
[44:35]
We have people.
[44:37]
That are more than bumpkins that live here.
[44:40]
So, umm.
[44:47]
I'll just add that we have to go through a due process.
[44:50]
And we have a, you know, way of going through a due process.
[44:54]
Which is what our lawyer said we have to do. It may very well be turned down again.
[44:58]
At PNC, but at least he got his due process and he doesn't have any.
[45:03]
Right to litigate against us that we didn't give him a chance to.
[45:06]
Make his case that that's.
[45:08]
That's what this is all about.
[45:11]
Rather than just.
[45:13]
Out of hand right now.
[45:14]
Not, you know.
[45:16]
O King has a special use permit.
[45:19]
But then he's gonna go back.
[45:21]
To planning and zoning.
[45:23]
And it starts all over again.
[45:26]
Yes, it's a never ending story of coming to these meetings and saying please don't.
[45:31]
Do this. I don't know. That's not. That's not.
[45:34]
Gonna happen, but.
[45:35]
We just wanted to make sure that we're not.
[45:38]
Going to have some sort of a liability.
[45:41]
That he comes back to us and said we didn't follow due process for him.
[45:46]
I don't think that's possible since he didn't follow.
[45:49]
The due process it.
[45:51]
Well, I'm just going to go into what my lawyer says.
[45:54]
That's kind of where we're at.
[45:56]
Yeah, I realized that the lawyer speaking for you and that was correct.
[46:01]
But I think you could vote it down.
[46:06]
Mr. Partridge. Mr. Mayor.
[46:08]
Just a.
[46:09]
Just a bit of a rebuttal I spoke.
[46:11]
For quite a while with you guys at the end of the last meeting.
[46:16]
I would agree with what the mayor said just in the sense that.
[46:20]
I think that it would make a case for Mr.
[46:24]
At our last meeting we said we'd send it to our lawyer and ask for recommendations.
[46:28]
It could be wiser with the following orders recommendations.
[46:31]
Doesn't necessarily mean that.
[46:33]
It's going to change anybody's position and how they stand.
[46:36]
But.
[46:39]
Speak for myself.
[46:40]
I mean, it's gonna take a lot for me to change my position on where I stand with it, but.
[46:44]
I do think that is correct. I think you should.
[46:47]
Have a due process and.
[46:50]
If the lawyers asked us to do this, I think it would be wise of us to fall, That's all.
[46:53]
But I don't think.
[46:56]
It's going to take a lot to spare my position on it.
[46:59]
I don't know if that carries any weight, but.
[47:01]
That's why it certainly does.
[47:02]
Thank you.
[47:05]
Well.
[47:07]
Christie, will we all be notified? Yes.
[47:11]
I will mail.
[47:14]
Like the beginning, like you said, I will.
[47:16]
Send everything out, he does.
[47:18]
Have a few things that he has to provide.
[47:21]
For us to.
[47:24]
Hear us along with this application and one of the questions he had and maybe we could voice here he might be able to answer.
[47:31]
He said he was unable to provide a drainage.
[47:36]
Plan because he doesn't know if the city is going to install sewer water, but I don't think that was in the works.
[47:44]
No.
[47:47]
And I went with the.
[47:49]
Guinness Engineering.
[47:51]
And I was here at the last meeting when everything was put on hold. He's willing.
[47:55]
To pay for design.
[47:57]
And and extend the water and sewer.
[48:01]
I should run over 300,000 bucks but he's willing to pay to extend that.
[48:05]
But he did come to us for utility, so he wasn't trying to hide that.
[48:09]
And to fix that road up, you want to fix that road up coming from the bottom.
[48:13]
And that's on hold because?
[48:16]
Yeah, well, I mean talk to the.
[48:20]
But you know, that's not going to help his drainage though. I mean, the drainage plans to hold water that comes off his property.
[48:26]
That's what the.
[48:28]
So you know, but I yes, Sir.
[48:32]
Go ahead.
[48:38]
Mr. Mayor and Council Joel.
[48:42]
I own the property up there.
[48:45]
I want to speak to.
[48:47]
The safety concerns.
[48:49]
Of this type of business.
[48:51]
Being allowed through special use in in this.
[48:55]
Subdivision.
[48:57]
With the residents that live up there.
[48:59]
I know we just brought the road up.
[49:01]
And that's what I wanted to talk about.
[49:03]
As you know, I have a background retired Fire Service division chief for Carlsbad Fire Department. I'm trained as a hazmat
[49:06]
technician.
[49:11]
Very simply, we use the ERG, the Emergency Response Guide. You can find an orange copy in every single apparatus here in town.
[49:18]
If our first responders pull up on scene, they're going to look up what materials are up there.
[49:23]
We've heard aluminum.
[49:24]
You know, powdered aluminum.
[49:26]
As an accelerant.
[49:28]
Something perchlorate, I don't remember exactly.
[49:32]
If you pull up there and look up aluminum.
[49:35]
You're going to find out that the recommendation.
[49:37]
Straight off the bat.
[49:39]
Is up to half a mile.
[49:41]
Evacuation zone.
[49:43]
Egress.
[49:45]
Here is the keyword. It's going to be a huge problem.
[49:48]
We have 4 residences up there.
[49:50]
That have to travel down the same Rd.
[49:52]
One way in.
[49:54]
One way out.
[49:56]
And they will be going directly through the hot zone.
[50:00]
Which you can't do.
[50:02]
OK, there's nobody on the fire department that's going to.
[50:05]
Route people through the hot zone.
[50:07]
If they have an explosion.
[50:09]
Or a fire.
[50:11]
Or a substantial spill.
[50:13]
At this location.
[50:15]
And this.
[50:17]
Huge problems for human life and safety.
[50:20]
The other thing?
[50:21]
Is that the?
[50:24]
The I forget what you call it up there, the substation.
[50:27]
Is also within that evacuation area.
[50:31]
And so that creates another issue of.
[50:33]
You know, have we?
[50:34]
Have we talked to?
[50:36]
Tri-state or whomever is in charge of that at this point.
[50:38]
To find out if they're OK with having these types.
[50:41]
Of hazardous materials and industrial.
[50:44]
Processes existing side by side in such close proximity.
[50:49]
To the power grid.
[50:51]
Remember.
[50:53]
Water is not going to work on these fires that could happen potentially at this facility.
[50:58]
These we're talking about flammable metals.
[51:00]
That's that's class D.
[51:03]
They're going to have to have a special suppression system.
[51:05]
Our firefighters can't put water.
[51:08]
On that.
[51:09]
It'll blow up in everybody's face should they do so.
[51:12]
OK, so there's.
[51:13]
Water's not gonna work.
[51:15]
For suppression, they're going to have to have a class D system in place. They're going to have to have class D suppression.
[51:23]
Really. All the fire.
[51:24]
Service is going to be able to do.
[51:26]
Is arrive assist in evacuation?
[51:29]
Creative perimeter.
[51:31]
And burn that facility to the ground.
[51:33]
If that's if we ever got to that situation.
[51:37]
And so once again, I would strongly urge.
[51:42]
Council to consider.
[51:44]
The intent and purpose.
[51:46]
Of the strict limitations placed upon the special use permit.
[51:50]
For resident or rural agricultural zoning.
[51:53]
And I would.
[51:54]
Implore you.
[51:56]
For life and human safety.
[51:58]
To please put a stop to this and not let it happen.
[52:02]
Thank you very much.
[52:05]
You know this came to the council under the city.
[52:10]
On a special use permit issue.
[52:13]
However, I think.
[52:14]
That the theme of this.
[52:16]
Runs much deeper.
[52:19]
I think that.
[52:20]
The city of Socorro has.
[52:22]
Lost businesses.
[52:24]
City has Sakura schools that has lost students.
[52:28]
Utility accounts have diminished.
[52:31]
To the tune of about 400.
[52:33]
Utility accounts for support.
[52:35]
Here we have, and I'm not saying that.
[52:39]
We should approve this special use permit.
[52:41]
Or we shouldn't?
[52:42]
But what I am saying is here's.
[52:44]
Here's a young man who.
[52:46]
Is bringing an entrepreneur.
[52:51]
A spirit to our community.
[52:54]
To enhance.
[52:56]
What the community already provides.
[52:59]
Growth in the community should be built.
[53:02]
On what the community?
[53:04]
Is good at doing.
[53:06]
This community is good at.
[53:08]
Training young people.
[53:10]
To think critically.
[53:12]
This community is good.
[53:15]
At testing.
[53:17]
Explosives. Umm.
[53:18]
It's what we've done, it's what we do.
[53:21]
So I'm saying that.
[53:24]
This entrepreneur came into.
[53:27]
The community of.
[53:29]
With ideas.
[53:30]
We have a budget that.
[53:32]
That expends funds for economic development and we have committees that.
[53:37]
That come together to discuss.
[53:40]
What Socorro needs to do to put people in those buildings.
[53:44]
To bring back students, to bring back families, to have them who live here, not.
[53:49]
1500 of them.
[53:50]
Driving away from Socorro every day.
[53:53]
So we have those committees and here's.
[53:56]
Of business that's coming into town.
[53:58]
Saying you know what?
[54:00]
Here's an economic development opportunity.
[54:02]
Your account and I'm not just.
[54:04]
Telling you through a committee or through a meeting?
[54:07]
That it's a good idea.
[54:09]
I'm investing in this idea.
[54:12]
So that's one or two steps above that he's willing to spend funds.
[54:17]
To create.
[54:18]
A business here in Sapporo. So I'm not saying that the special use permit should be passed or shouldn't be passed.
[54:24]
But I am saying that the under.
[54:26]
Underlying theme of this whole thing says you know what?
[54:29]
We need to.
[54:30]
See what we can do as a council and what we're obligated to do.
[54:34]
As the Council is an administration to.
[54:37]
Bring in companies like that that are safe.
[54:41]
That builds the coral back up.
[54:44]
So that's that's just my.
[54:48]
It seems like a thing that's pretty common too. Is that.
[54:52]
Misinformation is given to people that come here to.
[54:54]
From somebody, yeah.
[54:56]
About where they can do business in certain particular areas, because that was Mr. Bornhorse.
[55:01]
What he said was.
[55:02]
That account, I don't know if it's accounting or he got information from someone that said he can build there.
[55:06]
I don't know if that happens before or not, but that's what was said.
[55:09]
And then these folks.
[55:11]
Said the same thing that.
[55:13]
They were misleading with my real estate agent or by somebody that.
[55:16]
And again, that goes back to you.
[55:18]
That was Steve is not here.
[55:21]
At the map that we.
[55:23]
What Christine I talked about where?
[55:26]
We're trying to get the budget to get.
[55:29]
Mapping so that you can.
[55:31]
Simply pull it from your cell phone.
[55:33]
What is allowable?
[55:35]
In certain zones, certain residences, certain.
[55:38]
Areas zoned for.
[55:41]
And what you can do and.
[55:42]
Where maps are so old.
[55:44]
It could be misleading, I'm sure.
[55:46]
But something seems a bit too.
[55:48]
People.
[55:50]
Aren't doing their due diligence and then it's falling on us.
[55:53]
And making us look like we don't want economic development when it's just simply.
[55:57]
The one area for it is no.
[55:59]
Is what is what I'm saying.
[56:01]
So I don't know. We'll continue to work on that mirror in that committee.
[56:04]
Hopefully we can.
[56:05]
Are you standing up or just stretching?
[56:16]
I'm Daphne Burnett. I used to work out at White Sands Missile Range and I work with the TRS.
[56:21]
Units and we did work in aluminum powder and that's some pretty nasty stuff.
[56:25]
So it's not, it's not safe.
[56:27]
And I just want to let you guys know that.
[56:30]
Thank you. You know, you know, I think the thing that impressed me most this meeting, but especially the last meeting.
[56:36]
Was how much worried the neighbors.
[56:40]
About this installation and how much I did not know.
[56:44]
What he was.
[56:45]
Planning to do.
[56:46]
That I should have known better about other things that he had.
[56:49]
With his propellant and.
[56:51]
And then we had a talk.
[56:52]
I don't want to drop names, but we had.
[56:55]
Talk with Miss Val Walsh and President Jackson.
[56:59]
About uh.
[56:59]
This gentleman, and they didn't know much about him and how much he was doing and what he was.
[57:05]
What what actually he was planning to do and he he actually had not approached them about.
[57:11]
The the industrial park at Tech.
[57:13]
And because they have their own, they have their own business up there too.
[57:17]
And so he never approached them on this thing.
[57:20]
So I kind of.
[57:21]
Was a little bit misled on that what he had said.
[57:24]
And I think.
[57:25]
Fed up chain enough, I mean, but you know, that's your public comment and public information and.
[57:30]
And what people talk to you back and forth and.
[57:33]
As elected officials, we have to react to that.
[57:37]
So I'm just saying that that's.
[57:39]
What impressed me the most is what you're just saying about.
[57:42]
What's going on up there? And I wouldn't want to be living up there if this guy was doing this.
[57:47]
Just as simple as that.
[57:49]
But he is, he is putting in money. He is willing to bring in money.
[57:52]
You should have done it somewhere else.
[57:56]
But that's.
[57:57]
But that's not what the.
[57:58]
What the motion and the?
[58:01]
This this kind of came.
[58:05]
To us through the back door.
[58:07]
Marshall exactly one time. One more time.
[58:12]
But remember what you said it said at the PNZ but.
[58:17]
I know.
[58:18]
Well, uh.
[58:20]
The back door is really the right word.
[58:23]
Because it did slip through the back.
[58:25]
Through door without following any rules.
[58:29]
He should have brought the plan to the PMV.
[58:33]
The first time he went there.
[58:36]
But with all due respect.
[58:39]
And.
[58:42]
I want to talk about economic.
[58:44]
Development.
[58:45]
I looked at.
[58:47]
What does it mean?
[58:49]
Economic development.
[58:51]
Because that's been thrown around with this issue.
[58:55]
And it says.
[58:58]
The econom.
[58:59]
Development. Uh.
[59:00]
Is supposed to improve.
[59:04]
The community.
[59:05]
Living standards.
[59:08]
And make it a better place.
[59:11]
This does not.
[59:13]
Do that.
[59:14]
By Mr. Bornhorse own words.
[59:17]
He said.
[59:19]
He would hire at the most.
[59:21]
And that was only one time that we talked. He had other stories.
[59:25]
That's at the last meeting. She said he would hire at most 4 to 5 employees.
[59:32]
That is not.
[59:34]
Going to help the community.
[59:37]
He also said at the PNZ meeting that he was never going to make a product.
[59:43]
In New Mexico because it costs too much to build product here.
[59:48]
So if you're looking at something like that.
[59:51]
Coming later.
[59:53]
By his own words, it's not going to.
[59:59]
And at the last meeting he said he was going to be here.
[1:00:03]
Maybe five years and then exit.
[1:00:05]
As a millionaire.
[1:00:07]
He's never going to move here.
[1:00:11]
He's going to be that person that drives from.
[1:00:14]
Albuquerque, where he lives.
[1:00:16]
To hear.
[1:00:17]
To do what he does and then he's going to drive back.
[1:00:22]
I I just don't think that's the economic development that's going to help.
[1:00:28]
This community.
[1:00:29]
And I know we need it. We want it.
[1:00:32]
But tell me, look for something else.
[1:00:36]
I just this just doesn't seem like a good fit.
[1:00:42]
And you know.
[1:00:44]
The same answer about.
[1:00:46]
Why not?
[1:00:47]
The industrial park.
[1:00:49]
Why not there?
[1:00:51]
Spend your 300,000.
[1:00:54]
And do something there.
[1:00:56]
I just think it would be a better.
[1:00:58]
A better fit?
[1:01:00]
And then he would have a place.
[1:01:02]
If he should decide.
[1:01:04]
To make.
[1:01:05]
Product because they can't do it where we are. He'd have to come before you again if he wanted to make product because.
[1:01:13]
Manufacturing is also not allowed in the rural.
[1:01:18]
Area.
[1:01:20]
So just to add that.
[1:01:22]
Thank you.
[1:01:23]
All in favor for sending it back to PNG.
[1:01:25]
Aye.
[1:01:27]
Alright, that's where we'll have our next.
[1:01:29]
But I think you guys are safe. I don't think it's going to be.
[1:01:33]
Deal. Anyway, we have something exciting news. We have Vice President Delilah Walsh.
[1:01:38]
Who is going to talk about the?
[1:01:40]
Geo Bond issue.
[1:01:42]
Is really important to tech, but it'll help the city tremendously about the exciting things that they're planning to do.
[1:01:50]
Thank you, Mr. Mayor, Councilmembers, the line of Walsh. I'm Vice President for Administration and Finance at New Mexico Tech.
[1:01:56]
And today I'm asking for your support as the city of Socorro.
[1:02:00]
For the.
[1:02:01]
Advocacy of.
[1:02:03]
Geo Bond 3.
[1:02:04]
And Geo Bond 3 is a general obligation bond issued by the state of New Mexico. It's not by the city, the county, or New Mexico
[1:02:08]
Tech.
[1:02:12]
It is.
[1:02:13]
Educational debts that the state issues, which is paid back through.
[1:02:17]
State of New Mexico New Mexican property taxes.
[1:02:20]
So they're too big?
[1:02:22]
Components or big assets related to this Geo bond #1.
[1:02:26]
There are no new taxes if this bond passes.
[1:02:29]
What happens is the state retires current debt and then issues the new debt and your taxes stay the same. So voting yes means.
[1:02:37]
No new taxes.
[1:02:38]
#2 Socorro County is the third largest recipient of Geo Bond.
[1:02:42]
Funds should this pass, that's the first time in our history that we've received.
[1:02:47]
Or on the ballot to receive so much money.
[1:02:50]
What this means is we're asking for $48 million.
[1:02:54]
Will be allocated to New Mexico Tech for two projects.
[1:02:58]
The first being the remodel of the MSEC building. That's the big building behind the Bureau of Geology building.
[1:03:03]
It was brand new.
[1:03:05]
When I was a student and so that tells you how old it is. It needs to be updated.
[1:03:12]
That's a $40 million project. In addition to that, we're asking for an $8 million core building for the Bureau of Geology. And
[1:03:17]
what we do is anybody who drills a well, whether it be natural gas, oil, water.
[1:03:23]
In the state of New Mexico.
[1:03:25]
They can deposit those core samples with the.
[1:03:28]
Bureau of Geology and the public has access to that data.
[1:03:31]
So it takes over $100,000 to drill a well. And if you want to know what seismology is there, what geology is there?
[1:03:39]
Strata is there. You can go to the Bureau of Geology and look at those core samples. We've run out of room.
[1:03:44]
In our storage facility.
[1:03:46]
So on those notes.
[1:03:48]
The largest recipients of Geo Bond money in the education sector is.
[1:03:53]
Bernalillo County.
[1:03:55]
Donna Anna County.
[1:03:56]
And then Socorro County. So we very much want our.
[1:03:59]
Our voters to support that Geo bond issue.
[1:04:02]
And obviously, if those projects come through, it's about a half $1,000,000 in GRT revenue to the City of Socorro and an
[1:04:07]
additional half million to the County of Socorro.
[1:04:12]
So we hope we have your support.
[1:04:14]
Are there signs that we can put up or?
[1:04:18]
Where can we access those?
[1:04:20]
We do our.
[1:04:22]
Marketing and communications director Katie Esmail, You can wave.
[1:04:27]
Have some handouts? We've shared some literature with the City Council.
[1:04:31]
And.
[1:04:32]
What the mayor has graciously offered to let us use one of your billboards.
[1:04:37]
During the campaign for.
[1:04:39]
To ask voters to vote on Geo Bond 3.
[1:04:42]
But we will get more handouts to.
[1:04:44]
The county gets half of that.
[1:04:46]
Well, on their Sears. What the heck is that?
[1:04:50]
Mr. Parker.
[1:04:53]
Will also, if it is approval, put the resolution in the utility bills this month.
[1:04:57]
Yes, we're certainly strongly behind this. I mean, as you know.
[1:05:01]
Tech is our main economic engine.
[1:05:03]
And we need to continue improving the facilities.
[1:05:07]
And they made a great.
[1:05:09]
Pitch to the Geo Bond people to.
[1:05:12]
Where's Saguaro County?
[1:05:13]
You know, we're going to be able to get a lot of.
[1:05:16]
Help from that?
[1:05:17]
So we should never be able to get.
[1:05:19]
Never been able to get that kind of money out of the legislature.
[1:05:21]
So the Geo bonds are the big thing.
[1:05:26]
Will we approve to support resolution #2609-15A?
[1:05:33]
A second moved a second discussion. Do I have anything else you want to?
[1:05:37]
No, Sir. As I said, I appreciate your support and the voter support. We have several projects happening at New Mexico Tech. This
[1:05:43]
last legislative session we received almost $90,000,000 in funding.
[1:05:48]
Through the state of New Mexico between instruction general and capital outlays. So Doctor Jackson will be here, I think in
[1:05:52]
October.
[1:05:56]
To give you an update of.
[1:05:57]
The things that we're doing are initiatives and our capital.
[1:06:00]
And it has been great.
[1:06:02]
Holland, Taylor.
[1:06:03]
Aye, thank you very much for coming.
[1:06:05]
Thank you.
[1:06:07]
OK. And then we're going to go.
[1:06:10]
Looks from funding that we've been getting.
[1:06:12]
For public transportation system or resolution 26-09-15.
[1:06:17]
And that is?
[1:06:18]
That says for our Mexico Department of Transportation 5311 transportation program that funds our.
[1:06:25]
Our buses and our.
[1:06:26]
Bands.
[1:06:30]
So let's make a motion.
[1:06:31]
I'll make a motion to approve that.
[1:06:33]
Moved and seconded.
[1:06:36]
And now the.
[1:06:37]
Execution and delivery of a local Solar Access Fund grant.
[1:06:41]
I will let.
[1:06:42]
Miss Ruby handled that one. Ruby.
[1:06:46]
Mayor Council. So this is a solar grant, so this is for design. So we're looking at the wastewater treatment plant.
[1:06:52]
To design solar.
[1:06:54]
Some solar panels because they.
[1:06:56]
High electrical use there. So this is just for design and then once we design it, we'll actually have to go out for construction
[1:07:00]
if we end up.
[1:07:04]
If the mayor is approving if you all.
[1:07:06]
Do the solar panels, but this is just design. It's $50,000 and this is to offset costs there.
[1:07:12]
That's the thought of it.
[1:07:13]
Yeah.
[1:07:15]
Mr.
[1:07:17]
To approve resolution.
[1:07:18]
26,000.
[1:07:21]
15C execution and delivered a local solar access.
[1:07:26]
2nd.
[1:07:27]
Aye.
[1:07:28]
The next one we're trying to get.
[1:07:31]
A Metropolitan.
[1:07:35]
Area plan and application which will allow us to.
[1:07:39]
To develop California St.
[1:07:43]
And Christian is going to give us.
[1:07:47]
Aye, background. And they're helping us tremendously at.
[1:07:51]
Mr. Gita.
[1:07:53]
Mayor and City Council members, I put a fact sheet.
[1:07:57]
In your packet.
[1:07:58]
That is a little 2 pager about.
[1:08:01]
What a metropolitan redevelopment area is.
[1:08:04]
And what we are.
[1:08:05]
Requesting what this resolution is.
[1:08:08]
Permission to submit the.
[1:08:09]
The application.
[1:08:11]
This economic development initiative.
[1:08:15]
Can give the city some tools that it does not have currently to.
[1:08:20]
Utilize.
[1:08:21]
Under you utilize underutilized properties. That doesn't make sense to you to use the tools.
[1:08:26]
To fix the underutilized buildings we have and turn them into economic development opportunities. So one of the really.
[1:08:34]
Great things about this plan is that you it has the opportunity to designate areas. So we've already been discussing looking at
[1:08:40]
California St. Of course because of all the vacant buildings, the Plaza is also an area of interest. And the other thing is we can
[1:08:46]
also designate residential areas that are.
[1:08:52]
Dilapidated and need to be rebuilt and this.
[1:08:56]
It is an opportunity to be able to get around the anti donation clause. So what this can do?
[1:09:01]
It can provide the city with the ability to purchase buildings on California Street and then offer them to businesses at a lower.
[1:09:09]
Market price so you could have more incentive to come into Sapporo.
[1:09:13]
You can also waive property taxes for up to 30 years for companies. There's a lot of useful.
[1:09:20]
Tools in this plan and I don't think enough rural communities in New Mexico are utilizing this and I'm really excited that.
[1:09:28]
This fell into my lap doing some research and I think it's a great opportunity for Socorro.
[1:09:33]
Oh yeah, yeah, that's awesome.
[1:09:36]
I have an item I'd like a motion to.
[1:09:40]
2nd so moved and seconded as you may not know or no.
[1:09:44]
We just closed on The Smiths building.
[1:09:47]
It's going to be did they send us the check yet?
[1:09:49]
No Sir, I'm gonna have to give a pull up and see if the notice of obligation is got to send us a check to pay the owner.
[1:09:56]
But it's.
[1:09:57]
Going to be ours.
[1:09:58]
And the Valero.
[1:10:00]
The old Valero building is being.
[1:10:02]
Put up for sale.
[1:10:04]
I asked them to donate it to the city.
[1:10:07]
They're in Canada, so they wouldn't. You know, those Canadians, they're terrible.
[1:10:12]
It's $150,000 they want for that little building.
[1:10:15]
So we're going to keep working on them, see if they'll donate that to us and you got.
[1:10:20]
Got to get rid of the tanks, they already took them out and put a cement over it.
[1:10:25]
But they're got it for sale for 150. But I'm just, that's just information.
[1:10:29]
Did I say all in favor?
[1:10:31]
Yeah, all in favor.
[1:10:34]
Anyway, so it's ours.
[1:10:35]
Now we've got a lot of these resolutions.
[1:10:38]
Authorization and improving.
[1:10:41]
Submission of a completed application to NMFA. Is that Ruby?
[1:10:44]
That's me, Mr. Mayor, that.
[1:10:48]
One of your 30 year projects that you still haven't let go is getting this.
[1:10:52]
Levy Recert.
[1:10:54]
And the the Corps of Engineers wants.
[1:10:56]
Three additional things.
[1:10:59]
Or actually, it's female wants three additional things.
[1:11:02]
Done before they'll even accept an application to recertify the levy.
[1:11:07]
MRGCD, who we're working with is.
[1:11:10]
Taking over 2 of them.
[1:11:11]
And this is our third.
[1:11:13]
Of the three.
[1:11:14]
Which we're handling and that's to do an interior drainage study on the stormwater.
[1:11:19]
And we can use the MRGCD.
[1:11:21]
Contract authority in place with Bohannon Houston.
[1:11:24]
They've estimated it to be $555,000 to 800,000.
[1:11:29]
And it will take 52 weeks.
[1:11:32]
And we're gonna submit.
[1:11:34]
Upon approval tomorrow for the 850,000.
[1:11:41]
Mr. Donald.
[1:11:42]
Question. This is what we talked about right now about the.
[1:11:46]
If this does go through and get past this will help with.
[1:11:49]
Like flood insurance and things like that, right?
[1:11:51]
Those are the three things FEMA wants Will.
[1:11:54]
Like I said, the two of our GCD's working on in this one on us.
[1:11:57]
Sure are the three things to even submit an application to recertification.
[1:12:02]
Thank you.
[1:12:03]
[1:12:04]
I started with Senator De.
[1:12:07]
To get a levee built.
[1:12:09]
At the.
[1:12:11]
And after 15 years after that.
[1:12:15]
He finally got us the money.
[1:12:17]
To do that.
[1:12:18]
Conservancy stepped in. The state stepped in.
[1:12:22]
And we spent about $40 million to do that levy.
[1:12:26]
From each one diversion Dutch to them.
[1:12:28]
Brown, Arroyo.
[1:12:31]
We thought we were done.
[1:12:33]
Well, FEMA.
[1:12:37]
Wants more things being done.
[1:12:39]
And one of this is this internal drainage project.
[1:12:42]
I don't know if you've seen some of the pictures in Gallup right now this weekend.
[1:12:46]
This last week they're getting lots and lots of flavor.
[1:12:49]
We're lucky we actually have a lot of holding ponds that.
[1:12:52]
Hold our water and we're lucky that the Conservancy.
[1:12:55]
Allows us. They don't do that anymore.
[1:12:57]
But they allow us to put that water in their ditches.
[1:13:00]
Because when they shut the water off when they have a lot of rain.
[1:13:03]
Our ponds fill up and they go into their ditches with pumps.
[1:13:07]
And so, but they're they're not allowing that anymore.
[1:13:10]
So this drainage study hopefully will be the last.
[1:13:13]
Thing that will allow everybody in the city of.
[1:13:17]
Socorro.
[1:13:18]
Businesses and residents.
[1:13:19]
That they don't have to go buy flood insurance.
[1:13:22]
And that's about $300, maybe $400.00 a year that people pay extra on their houses when they.
[1:13:27]
Have insurance and that's we've been trying to do that literally for 30 years.
[1:13:33]
But this as Donald has said.
[1:13:36]
Is the last, hopefully the.
[1:13:38]
They were not confident it will be. If they say 52 weeks, I won't make it hardly out.
[1:13:46]
But anyway, we want to finish this story.
[1:13:48]
So anyway, action item arguments.
[1:13:51]
Make a motion to pass it.
[1:13:53]
2nd.
[1:13:55]
Aye, aye.
[1:13:57]
OK, well that is pretty weak.
[1:13:59]
But this is important. This is really important. I know you're selling insurance, but.
[1:14:05]
I'm going to get rid of that.
[1:14:07]
My biggest worry is.
[1:14:08]
FEMA says they're going to do something. They come down that it doesn't make. They don't make it worse for us.
[1:14:13]
No, they're better, I promise you. No, don't say that. Please don't say that. We've been working. I know.
[1:14:20]
He said he's gone anyways, he said.
[1:14:22]
You wouldn't have to worry about.
[1:14:26]
In that old business.
[1:14:28]
We got all the directors still here if you guys got any.
[1:14:31]
We had a great 9.
[1:14:33]
911.
[1:14:35]
Thanks from Deputy.
[1:14:37]
Chief Pacheco.
[1:14:38]
That was really great. They brought their equipment and.
[1:14:41]
Of course, Peter. That's why he got that.
[1:14:44]
That quilt, he always runs the show and.
[1:14:46]
And we've got.
[1:14:47]
Mr. Hunter and.
[1:14:49]
And uh.
[1:14:51]
And they do a great job with that too.
[1:14:55]
And we have Billy. I know Steve was here a little while ago. He snuck off.
[1:14:58]
But uh.
[1:15:00]
The rodeo is going great guns.
[1:15:02]
And this was just a.
[1:15:04]
Caesar this weekend.
[1:15:05]
Are you guys going to be out there next weekend or?
[1:15:08]
Yeah, is next week is the big one.
[1:15:10]
As the high school.
[1:15:12]
A rodeo, Big one that we.
[1:15:15]
What's the next weekend?
[1:15:17]
OK. And then we had the County Fair, of course.
[1:15:23]
So and we do have money to improve the rodeo, so we've been working on trying to get things.
[1:15:28]
Accomplished. Their big one is the.
[1:15:30]
Where these people all gathered to?
[1:15:32]
Do the roping and the.
[1:15:34]
And and and and the barrel racing.
[1:15:37]
We're going to cover that area because it gets pretty hot over there.
[1:15:40]
Mr. Mayor, the sound was great, the video was great, that little.
[1:15:45]
Entertainment little Center was super. You could see what you could lookout there and look alive or look at the TV.
[1:15:52]
The announcer was super. It was super fun.
[1:15:55]
People were having a great time.
[1:15:57]
Could feel some air moving through those through the vans. So yeah, I was, it was a great. Everybody I talked to had a great time.
[1:16:04]
Steve's guys are doing a great job out there and loads of guys.
[1:16:07]
But anyway, that's just a.
[1:16:08]
Kind of shine their apple, they do a good job with it.
[1:16:11]
Executive session.
[1:16:13]
No lawsuits that I know of.
[1:16:17]
So we would talk about.
[1:16:19]
Personnel changes.
[1:16:23]
Valerie Valerie Acosta, Animal Control Officer temporary to permanent, Adrian.
[1:16:28]
Jackson Recreation temporary to permanent. Christopher Carrillo.
[1:16:32]
Certificate and degree.
[1:16:33]
You gotta do what you got a degree in.
[1:16:35]
Chris.
[1:16:37]
Human Services, OK.
[1:16:38]
And we've got Diana Aragon. She's going to be a.
[1:16:41]
Fuel tank operator and Daniel Sanchez at the landfill.
[1:16:46]
This video make a motion. We approve the personal changes as read.
[1:16:50]
Second, the second, or in favor.
[1:16:52]
Aye.
[1:16:53]
Now we have.
[1:16:54]
Black gap utilities.
[1:16:56]
They're from.
[1:16:58]
Crossfire aggregates.
[1:16:59]
They're out of town.
[1:17:01]
And then we have New Mexico Dental Group.
[1:17:04]
Which is local.
[1:17:05]
Dental clip.
[1:17:07]
Mr. Mayor, Mr.
[1:17:08]
A motion that we approve the business registrations as a.
[1:17:11]
Second, we've been seconded on to.
[1:17:15]
Aye, Tuesday, October 6.
[1:17:16]
Is the next meeting I won't be here.
[1:17:19]
Tell Mariana, Salis, Lopez or whoever's going to be the mayor.
[1:17:25]
Thank you very much for.
[1:17:28]
Sitting along with us. Congratulations.
