[15:14] patrol division. Um, I'm also

[15:17] uh here with our new chief deputy,

[15:19] Arnold Busher. I know a lot of you

[15:21] probably already know him. He uh was has

[15:24] been held so many different uh positions

[15:26] in our office and he and Chief West have

[15:29] switched. So, Chief Butcher will now be

[15:31] the Chief Butcher will be now be the uh

[15:34] chief deputy over patrol. So anytime you

[15:37] want to meet with him to make all the

[15:38] complaints, it goes straight down.

[15:45] little bit about um the current stats of

[15:49] between April 28th and obviously a

[15:51] couple weeks ago or last week. Um calls

[15:54] for service. If you can see, um, what we

[15:57] did, as you know, we we kind of switched

[15:58] up our forms because we've had a couple

[16:01] of the council members from all three

[16:03] cities that we represent that have asked

[16:04] for current year and last year numbers.

[16:07] Um, so we've tried to, as you can see,

[16:10] we've tried to accomplish the best we

[16:12] can um, answering the questions that

[16:14] we've had from any council members in

[16:17] the in the past and and hopefully in the

[16:19] future. Um you can see again calls for

[16:22] service are a little bit down there from

[16:25] last year which is a good thing uh in a

[16:27] lot of ways. Um if you take those first

[16:31] the first field initiated and dispatch

[16:33] initiated that is your first or your

[16:35] total for the calls for service. Um and

[16:39] then we go into arrests for the this

[16:42] quarter. Uh we have 13 arrests and

[16:46] [clears throat] five that were in lie of

[16:47] citation. Um any questions on that first

[16:51] section before we go on?

[16:55] Okay. Next, um obviously is a huge um

[16:59] concern for a lot of your residents is

[17:01] the traffic. Um what we've done is we've

[17:04] accumulated

[17:06] uh the total amount of traffic stops

[17:09] with moving violations, non-moving, and

[17:11] warnings. Um you can see there was 253

[17:14] traffic stops made during that quarter.

[17:17] Um, the reason that you don't you see

[17:20] there uh the the amount of warnings and

[17:23] that they don't add up is because

[17:25] there's a lot of times when an deputy

[17:27] pulls over a vehicle and issues a

[17:30] warning, it doesn't the only way we can

[17:32] actually track that is if they issue an

[17:34] actual warning citation or if it's just

[17:36] a verbal warning, then we do it by

[17:38] traffic sub. So that's why you'll see

[17:40] the larger number that don't make sense

[17:43] as far as the the total amount together.

[17:47] Um if you look at the next section,

[17:49] reportable offenses, that is again what

[17:52] we were dispatched to or what they

[17:56] initiated on the initial response that

[17:59] we responded to initially. But if you

[18:02] switch over to the next page where it

[18:03] says offense offenses charged, um that

[18:08] is the actual sites that we actually

[18:11] would have made arrest on or that will

[18:13] whether whether that be selfinitiated or

[18:16] dispatch calls. Um and if you look

[18:19] through a lot of those um like a lot of

[18:23] the cases have gone down, especially

[18:24] with the assaults. Um I don't know if

[18:26] you remember the last year we had a

[18:28] pretty good fight up there at Maverick.

[18:32] So that's where a lot of people were

[18:33] cited. That's why that number last year

[18:35] this time looks high compared to the

[18:38] current one now. Um and again those you

[18:42] got the the narcotics and the DUIs. Um

[18:45] that's pretty much consistent for both

[18:48] this year and last year at this time. So

[18:52] those are our stats. Now, um I would

[18:54] encourage you to take a look at those.

[18:56] If you have any questions, please don't

[18:58] hesitate to get them a hold of myself or

[19:00] chief or Lieutenant Boyd so that we can

[19:04] answer any of those questions that you

[19:06] may have in reference to the stats. We

[19:08] don't want to give you too much because

[19:11] it there's so much data that we could

[19:13] give you. It'd be pages and pages of

[19:15] data, but we are happy to answer any

[19:17] questions that you have about any of

[19:19] these stats we've provided here. Well,

[19:21] this is substantially less data than

[19:23] we've been getting.

[19:24] >> Yeah. And honestly, that was at the

[19:27] request of we took the responses from

[19:31] South Wever, Fruit Heights, and West

[19:33] Point, and that that's kind of what

[19:35] they've asked. If you look, you're right

[19:37] because I actually have the report from

[19:39] last year.

[19:44] which is is like you said, it's

[19:46] consistent. It's it's it's a lot less,

[19:49] but it's all condensed down into

[19:52] um so this is last year's. It's all

[19:55] condensed down into more categories,

[19:57] less less information as far as cases

[20:01] that aren't there. Do you see what I'm

[20:03] saying? So, so what I'm getting at is

[20:05] like say we we had retail thefts that we

[20:09] it was really high in one area. If if

[20:11] the vehicle burglaries and the retail

[20:13] theft because it goes under one section,

[20:16] if they combine them together where we

[20:18] use the the IBR form that that is in the

[20:22] state when we run our statistical

[20:23] information that all gets merged

[20:26] together now. So it's we we can go back

[20:30] to that if you want if you would rather

[20:32] that be that way. But we were told this

[20:35] is what and who said that?

[20:39] I I don't know that I'm just going off

[20:41] of what Lieutenant Boyd and some of the

[20:44] Crew Heights people may have brought to

[20:46] his attention.

[21:36] gives us just some numbers, but um we're

[21:39] trying to look at number one, if you as

[21:44] our uh sheriff's department, our police

[21:46] department, and as our vendor are

[21:50] keeping up with number one, the contract

[21:53] so we can make sure that the hours that

[21:55] need to be um allocated over to South

[21:58] Weaver are being so um and there's been

[22:00] questions throughout the last couple of

[22:02] years as different things have raised

[22:03] them and lowered them. Um I don't see

[22:05] anything on the the hours on it. Um you

[22:08] have a humongous drop from last year to

[22:12] now for the number of um traffic um

[22:18] pullovers or whatever. I don't know.

[22:20] That's it's already gone. Yeah. Traffic

[22:21] stops. Um and while it's nice showing

[22:24] that number, it doesn't show why. Um,

[22:27] and I guess as just a member of the

[22:30] council, and I'm only speaking for

[22:32] myself, is I need to know that what you

[22:35] what we're spending is getting us what

[22:38] we need as a city where

[22:41] uh I I know you guys do a great job. I

[22:43] mean, it's I love some of you guys. is

[22:45] fantastic at what you do, but it's still

[22:48] very easy when we're the most northern

[22:52] and eastern part of Davis County um for

[22:56] other things to go on in other parts of

[22:57] the county and you know, we not get the

[22:59] coverage that that we're paying for. So,

[23:02] I guess that's the stuff that I'm

[23:03] looking for. Um I don't necessarily want

[23:05] to get into the the the heavy details

[23:07] about who did what and why. Um that

[23:10] actually kind of depresses me when we

[23:12] see those. But um I think I think we

[23:15] have a fiduciary duty to make sure that

[23:17] you know we're getting

[23:20] make sure that that gets added to the

[23:22] category next time as far as hours spent

[23:24] in the city because we actually every

[23:27] shift we have somebody assigned to your

[23:37] log those hours and then and we log

[23:39] those hours for you guys. Obviously,

[23:41] when we we do our our yearly um update

[23:46] to you guys, but to answer your question

[23:49] as far as the traffic stops, I can

[23:51] understand the concern there. One of

[23:53] just so you know, one of the issues is

[23:55] currently we're we are hiring six to

[23:58] eight deputies currently right now. So,

[24:00] that's we're a little bit lower staffed

[24:02] than we normally are. Also remember that

[24:05] we had a traffic division that was

[24:07] working half of the stops here in in

[24:11] these stats and the the motors haven't

[24:14] moved because we had to take them off

[24:16] the road to cover shifts. So

[24:19] >> say if uh if you guys are having say

[24:23] like a staffing problem um well the

[24:27] smallest tiniest corner of Davis County

[24:29] might not be getting um when it needs

[24:31] to. So, I understand you guys are going

[24:33] through a lot and everything you have to

[24:35] do. I've never seen you guys fully

[24:36] staffed. You're always down around five.

[24:38] Um, but um, yeah, we're just we're just

[24:41] looking to make sure that we're we're

[24:43] important to you.

[27:17] the information up there. is about

[27:20] helping resident and people understand

[27:23] who is serving them, why it matters and

[27:27] how it affect people's everyday life and

[27:32] that's really why I make this videos not

[27:35] just about promote the South Weieber but

[27:38] to make public service visible and

[27:41] hopefully it help residents to feel a

[27:44] little bit more connected to the city

[27:46] they call home. So with that I would

[41:43] fair days, but that'll be our first

[41:44] celebration. And then we have a founding

[41:48] father's scavenger hunt coming on

[54:56] background. Um,

[54:59] the state has authorized five different

[55:01] times for local entities, meaning

[55:04] counties and cities to impose a sales

[55:08] tax. Uh, they are affectionately known

[55:11] as the first quarter, second quarter,

[55:13] third quarter, fourth quarter, and fifth. Um, because of generally the

[55:20] amount of that sales tax that can be

[55:22] added in that local area. the county has

[55:25] the opportunity, the Davis County

[55:27] Commission is considering whether or not

[55:29] to impose the fifth fifth option uh

[55:32] countywide and they held a meeting, a

[55:36] work session of the commission, invited

[55:38] uh the mayors and city managers to come

[55:40] and provide some city perspective. And

[55:43] as we walked out of that meeting, they

[55:45] requested that uh each city provide

[55:49] basically where we feel as a as a city

[55:52] and the council as a body whether we

[55:55] support the imposition of this sales tax

[55:57] or not so that they then can make that

[55:59] decision.

[56:01] It's a fifth a percent that's where the

[56:04] fifth comes from. Uh so 0.20% 20%

[56:09] uh half of which would go to uh transit

[56:13] and transit oriented projects in the

[56:16] county. Uh 0.05%

[56:19] would go to the county and then 0.05%

[56:22] would come to the city. Uh our estimate

[56:25] is about $70,000 a year if this was

[56:28] imposed. So uh 2% is equivalent to 2

[56:33] cents on a $10 purchase. And uh the

[56:37] county again is looking to to make that

[56:40] decision sooner rather than later. Uh

[56:43] the state law allows the county to

[56:46] impose that whenever they'd like. Uh

[56:49] however, there is a timeline, a little

[56:51] bit of a shot clock that was put in

[56:53] place. Um initially when this became an

[56:56] option, Davis County was not interested

[56:58] in it because of some of the details

[57:00] around the transit portion. not enough

[57:03] was going to to the actual city and

[57:05] county. Um that's since been changed and

[57:08] now they're considering it. Uh Davis

[57:10] County is the only county along the

[57:12] Wasash front that has not implemented

[57:14] this so far. uh Weaver County just

[57:16] recently did. And the way the state law

[57:19] reads is is essentially when a certain

[57:21] threshold of counties has imposed it,

[57:24] then there's a three-year window where

[57:27] the county has the option of using that

[57:31] money uh for anything they'd like

[57:34] essentially before it becomes

[57:37] transportation specific. So by October

[57:40] 1st of 2030

[57:43] or 2029, let me confirm the date.

[57:49] Um October 1st of 2029 is when it would

[57:53] become specific to transportation uh for

[57:56] the for the county. Prior to that, the

[57:58] county can use it for a purpose

[58:01] determined by the county legislative

[58:03] body.

[58:04] >> Just that transportation portion or all

[58:06] >> Just the county. uh 010%.

[58:11] >> So we the city would still receive 05

[58:14] from day one.

[58:39] have in the city. Uh it's important, I

[58:41] think, to recognize that uh the city

[58:46] would benefit directly with additional

[58:48] money, but it's not our choice to impose

[58:51] it. That's why the county is asking

[58:53] since the cities are all affected here.

[58:56] Um the universal

[58:58] feeling in the in the work session at

[59:01] the county from all of the cities that spoke and and had representation

[59:05] there was that we are we are desperate

[59:08] for transportation money. That's why

[59:09] there are transportation utility fees

[59:11] that the you know gas taxes going down

[59:14] and class C road monies are are not as

[59:16] much as they used to not going as far as

[59:18] they used to and so um having money for

[59:21] transportation would be uh a benefit.

[59:24] Um, however, cities don't have the the

[59:28] choice, right? It's up to the county

[59:29] commission. And so, um, I appreciate the

[59:32] county commission personally by asking

[59:34] the question to to get our take on it.

[59:36] Um, some cities have already provided a

[59:38] letter recognizing where they stand,

[59:41] whether in support or not. Um, I've

[59:44] heard at this point that, uh, other

[59:47] cities are in favor of it, but that's

[59:49] just anecdotally. Um, I I have seen one

[59:52] letter officially because it was emailed

[59:54] to the county commission and included

[59:56] the rest of of the city managers and

[1:00:00] mayors, but other cities, I don't know

[1:00:02] where they're where they stand. So,

[1:00:04] tonight's the chance for the council to

[1:00:05] talk through um our level of support or

[1:00:08] not. And uh and then the idea would be

[1:00:11] um tomorrow morning I'd draft a letter

[1:00:14] uh on behalf of the council. Mayor would

[1:00:16] be able to confirm that that expresses

[1:00:19] what you described tonight and then we

[1:00:21] could tell the county where we where we

[1:00:23] stand.

[1:00:26] >> And if I'm not mistaken that uh this tax

[1:00:29] does not affect gasoline

[1:00:33] and does not affect groceries.

[1:02:03] we're affected and um I've heard through

[1:02:07] the grapevine that that those other

[1:02:10] county commissioners are now in favor

[1:02:12] but that I don't want to speak for them

[1:02:15] this

[1:04:04] maintenance is there. Every city that I

[1:04:06] know of feels like the list of road

[1:04:09] projects is longer than the money that

[1:04:11] they have to deal with those. Um, I know

[1:04:14] that the state also feels like road

[1:04:16] projects is a major service that the

[1:04:18] that residents want and and are looking

[1:04:21] for. Um, and again to Joel's point,

[1:04:23] there's not enough money to to take care

[1:04:26] of those things. So, the state allowed

[1:04:28] this as an option. That's why it's

[1:04:30] called local option um

[1:04:33] for counties to be able to determine if

[1:04:35] there those needs needed a revenue

[1:04:37] stream and and have created that option.

[1:04:40] Is this does this kind of play into the idea that costs have risen faster

[1:04:46] than revenue has risen? Therefore,

[1:04:49] that's why we have such a backlog of or

[1:04:53] >> I think about mismanagement of existing

[1:04:57] revenue and then that also plays into

[1:05:00] kind of where we're at.

[1:05:02] >> I think that there's a lot of things at

[1:05:04] play when it comes to transportation

[1:05:05] money. Uh if you think about the the

[1:05:08] mechanisms and tools that we have right

[1:05:10] now to get revenue for transportation,

[1:05:12] uh the gas tax is the primary driver of

[1:05:15] transportation money. Um which is not a

[1:05:18] true kind of onetoone usage tax anymore

[1:05:22] because of different alternative fuels

[1:05:24] and and electric vehicles and things

[1:05:26] like that. And so the amount of money

[1:05:28] that uh is generated through gas tax uh

[1:05:32] is not the amount of money that it used

[1:05:34] to be. And so that that is a a piece of

[1:05:37] the consideration is how do we generate

[1:05:41] alternative uh alternative revenues to replace some of that loss revenue as buying trends change in that space.

[1:05:51] Um the other element is that I think for many years roads were a little bit

[1:05:58] of a forgotten service and money to go

[1:06:02] to to repairing roads. uh just wasn't

[1:06:06] keeping up. Um I' I've seen that in a

[1:06:09] number of different cities and a lot of residents um will complain

[1:06:14] about road degradation and and the

[1:06:17] potholeing and the increased u spplaying

[1:06:20] and and cracking and things like that.

[1:06:23] And so cities are trying to are starting

[1:06:25] to put more of a emphasis on that. Uh

[1:06:28] you'll see within the last um within the

[1:06:32] last seven eight years there

[1:06:36] have been a growing number of cities

[1:06:38] that have had a transportation utility

[1:06:40] fee similar to ours. Um knowing that

[1:06:44] there is is needs in the transportation

[1:06:46] space for revenue. So that may be

[1:06:48] long-winded. I hope that answers some of

[1:06:50] the some of the questions.

[1:07:20] money more now than ever before. And I

[1:07:24] would love to see our current

[1:07:27] transportation

[1:07:28] costs go down because we're taking in

[1:07:30] some of this and being able to service

[1:07:31] the debt instead.

[1:07:33] So I think this is a good deal and

[1:07:37] hate saying that because it's a tax, but

[1:07:40] one clar clarification question if I

[1:07:42] may. Uh as I understand it, this is why

[1:07:45] I'm trying to clarify this

[1:07:48] new monies sales tax monies. Um the 50%

[1:07:52] for the county is for the county to

[1:07:54] spend on county roads and the portions

[1:07:56] that come to the cities. Is that

[1:07:58] supposed to go to city's maintenance of

[1:08:01] their own roads or does it go to the

[1:08:03] general fund and could be spent on

[1:08:06] anything?

[1:08:07] >> It is road specific. So it's road

[1:08:09] specific. My comment would be the South

[1:08:12] River City has done an excellent job

[1:08:14] leading out on its transportation

[1:08:16] utility fund and I believe has done an

[1:08:19] excellent job in maintaining its roads

[1:08:21] where they used to be some seven years

[1:08:23] ago. Uh so I think we're ahead of the

[1:08:25] curve now. Staff could come back and say

[1:08:27] no, we're barely getting by. But given

[1:08:30] what I'm going off of is just visual. Um

[1:08:35] and the extra money would be nice. I'm

[1:08:37] certainly we could put it to more roads,

[1:08:39] but I think we're keeping pace as we

[1:08:41] are. We might want to consider reducing

[1:08:44] our transportation utility fee in

[1:08:46] commensurate to the additional monies

[1:08:48] coming in if we do do this uh to make it

[1:08:51] a balance for our citizens. Uh $70,000

[1:08:55] or $60,000 said isn't going to do a lot.

[1:09:00] It's going to add a marginal benefit,

[1:09:02] but I given our citizens the benefit of

[1:09:05] the doubt for what they have been doing

[1:09:06] for the last seven years. U

[1:09:17] but uh basically uh surface coatings and

[1:09:23] rehabbing of the city streets. I don't

[1:09:26] think that it is as uh specific as just

[1:09:31] maintenance. It could be projects or

[1:10:13] tax that we all pay when we go to other

[1:10:16] counties and when we travel to their

[1:10:20] places. uh they're trying to gather as

[1:10:22] much money from outside residents as

[1:10:24] they can because it's a sales tax,

[1:10:26] especially for a place like Farmington

[1:10:28] that has a lot of visitors to their

[1:10:30] retail establishments and Lagoon and

[1:10:32] other places. They would like to capture

[1:10:35] that same type of revenue from visitors

[1:10:38] um and the more money that we can obtain

[1:19:18] ended up saving just over $900,000

[1:19:21] over the life remaining life of the

[1:19:23] bond.
