[1:05] And this is the big thing, being extremely clogged with debris, including

[1:09] dirt, trash, and yard waste. Pipes were unable to adequately drain stormwater

[1:16] from the streets of Crossgates South. Regular maintenance is required to

[1:20] remove the accumulation of debris. And I I stated that at the last time is that

[1:27] what we need to do is continue the planning while we're doing education,

[1:32] education, education in our stormwater letters. All right?

[1:36] Keep educating the public about where to properly put the grass

[1:41] clippings, properly to put the trash. Do not litter. All right?

[1:46] And why we did this was an exploration study to help and also help with the

[1:52] Public Works Safety, and also the Chief. The Chief was doing

[1:57] the cross gates and hiring city. So, that

[2:01] was just one notch off of of our our checklist, okay?

[2:07] Under the section. But, the senses of this was

[2:12] that there's trash down there, there's mud down there, there's that old pipe

[2:18] that's that's breaking down. It's just a nasty nasty place type of thing is what

[2:24] it is. And we will fix it is what we're going to do. And we are fixing it, which

[2:29] is pretty awesome, okay? That's

[3:07] educators, and such. And we talked about

[3:13] climate change and how that is affecting ground water

[3:18] levels and and we talked about surface water and

[3:22] vegetation. But, our main point that we got out of this is

[3:28] is that there's entities out there in the state of Indiana, okay? On their

[3:33] storm water board and also on their storm water that just works with

[3:38] education and education alone. Works with the schools, works with the people,

[3:42] works with with the community. For example,

[3:47] if someone doesn't know where to dispose their grass clippings at, for example.

[3:54] That's when uh

[3:57] someone they code enforcer or such comes to them

[4:02] and says, "Geez, man, you're disposing your grass clippings wrong." And then

[4:06] they give the president of stormwater or the educator, and it wasn't the

[4:12] president, it was the educator of the stormwater team to go out

[4:17] and deliver paper to the gentleman and say, "Sir, you there you go.

[4:20] Why don't you follow this plan here?" That way the community knows

[4:26] what the actions are. Now, what I'm going to be thinking of because we're

[4:31] I'm an educator and you're an educator is maybe we can come up with something

[4:35] to put on a lesson plan or such that we could put on our webpage is what I got

[4:42] from the stormwater conference, okay?

[4:46] Because on the MS4, the C M1 is public education, and that includes educating

[4:53] the general public as late as possible second cycle, okay?

[4:57] We educate the public in quarterly through

[5:03] the newspaper. I make sure there's some points on that. We also educate the

[5:08] public through our website that you so nicely put up stuff in, okay?

[5:15] Participation and involvement includes complying with official public notice

[5:20] requirements and engaging the general public. How we can engage the general

[5:25] public is if we did a lesson plan or something like that on

[5:31] our webpage or give out to the community or

[5:37] bring it here that the general public knows. So, that was the gist of the

[5:41] meeting that I came back to bring information. Is there anyone who may

[5:50] University. And if not, I'm in plans in August to

[20:40] we don't need to solve our issues with guns. We can have

[21:07] they did try to shoot and just double front of the gun, which is the reason

[22:05] this is probably the 10th uh director of animal control that I've

[22:10] had to deal with. One of the things that uh the reason why

[22:14] they won't come in is because we created our own animal ordinances years ago.

[22:20] So, in all reality, they can't issue tickets

[22:24] for that. Uh

[22:26] so, kind of the uh memorandum of understanding that we

[22:29] have with each one, even the current one now, since that incident, uh cuz we

[22:34] didn't want to change, is they will respond as long as a Southport police

[22:42] » They did not because we found out who owned them.

[23:07] and they were just very, very aggressive.

[23:10] And so they they called and and then neighbors came out. And I

[23:19] officer that came out. >> Yeah, Nate and Nathan were there.

[23:22] » And so I mean these dogs were aggressive. I

[23:26] mean, the the owners

[23:28] not the owner of the property but stayed on the porch and stayed with them cuz we

[23:32] have neighbors that are elderly, and he was really afraid that they would go.

[23:40] » They liked him. But then it went on social media and

[23:44] someone had posted that their parent was dog sitting and this

[23:50] what they looked like and it happened to be these two dogs. So they got in touch

[23:54] through social media and came and got the dogs.

[23:56] » And they've let the dogs out three times since then. Twice and they've been

[24:00] » Well, I think she just thought that they would stay there and

[24:02] » Well, they have a dog in the dog does. >> Yeah, but not

[24:06] » Yeah, so so he's got to clean that up with him again.

[24:10] A lot of times they want us to transport them, which we don't mind if the dog's

[24:14] not aggressive. But these dogs Yeah, so yeah, that just kind of all

[24:27] constituents, if you just tell them to call the

[25:20] wouldn't be able to use it. So, I was told that a supervisor would

[25:24] get involved and they would try to push that up the list.

[25:28] When I drove by last week, it's still tagged. So, uh

[25:32] that's my latest report I have for you on that one.

[25:35] Um, on your sidewalk issue, that isn't in

[25:39] the right of way. It is actually on your property and I think our biggest problem

[25:42] is that big tree in your front yard. >> Mhm.

[26:30] They got the last bit of paving down last Thursday. There was a couple other

[26:34] than the gun issue, there was a couple other issues they came and cleaned up.

[26:44] If you look at all the ones that we do, one of the things with the ADA

[26:48] accessible ramps, they They out and said they all had to be done by, I think it's

[26:52] like 2026 at one point. They kind of backed off of that because

[26:56] of the cost um and then remember a couple years ago we

[26:59] couldn't get sealant. So kind of the strategy they put together was anytime

[27:04] we do a road project that would um go by one or near one that we would do it

[27:10] then. So all of the ADA ramps were done on all those streets, all the paving was

[27:14] done. Uh

[27:17] so project looks pretty good. I got

[27:20] actually got some compliments. I don't get those much on how well the street

[27:24] looked. Um we're waiting for the big rain still,

[27:30] so that one's done. Um we're looking at doing Crossgate

[27:34] and then a couple um inlets coming in off Madison Avenue for

[27:39] next year. That's why I asked if you guys would do the televising

[27:47] problem, we can fix it at the same time. Yeah, you have to remember the new

[27:50] community crossing is a 2080 split now, so we're only paying 20% instead of 25.

[31:05] They had ADA ramps going to the circle and grass area, but there's no sidewalks

[31:10] over there, so we eliminated those and ran it all the way around.

[31:54] a few things going on. We're still working on updating the redevelopment

[31:57] plan. We're almost done with that, putting some final touches on that.

[32:02] On the banner project, we've kind of gone on hold for that right now. There

[32:07] were some issues. The um

[32:10] we had eliminated some poles because there were dedications for flags, so we

[32:15] weren't going to use those. Of the remaining poles that we were looking at

[32:19] on Madison and on Southport Road, all but three of them have um

[32:26] » They fiber optic running up the side. >> Yeah, they've got cables running

[32:29] [clears throat] up, and so we couldn't put bands on

[32:32] um on that, so we're we're kind of stepping back and rethinking

[32:36] um how we might proceed with that. Um

[32:41] the billboard has been leased and we've signed the

[32:47] agreement with the company that's going to do the artwork

[32:50] and do that install. So that should be getting underway here

[32:55] uh shortly. On the utility box at

[33:00] Southport Madison, we

[33:04] selected an artist to work on that and we've gotten notices we are

[33:09] required by the uh

[33:12] ICC to send notices to property holders around and gotten three of the four of

[33:17] them signed it back. Um

[33:21] and getting ready to send out and hand

[33:24] deliver some letters to uh businesses with regards to

[33:29] installing bike racks uh on their

[33:33] properties as uh uh and and or benches

[33:37] um to help

[33:40] make things a little more pedestrian-friendly.

[33:43] And that's the basic update. We also have a

[33:47] resolution for your approval. Um and it is to remove three parcels

[33:55] from the uh TIF district.

[33:59] Um those three parcels are the parcel that

[34:02] this building sits on the parking lot just to the north of

[34:07] here and the Perry Education Building.

[34:11] We're removing those parcels from the TIF district because they're all

[34:15] tax-exempt and that took the tax valuation

[34:22] down below the baseline uh that was established when we when we

[34:28] set out the TIF district and therefore any improvements

[34:33] uh unless they uh go for more than what the the tax value of the uh Perry

[34:40] Education Building was before it became tax exempt, are lost to us.

[34:45] So, we get no revenue whatsoever from

[34:49] uh from the TIF district. So, by removing

[34:52] uh those three parcels, we will reduce

[34:57] the initial tax valuation so we have that uh

[35:01] cap space above it uh for uh potential TIF revenue.

[35:10] And you guys have the resolution there, so

[36:29] confirmed and as such resolution may have been therefore amended from time to

[36:35] time, the declaratory resolution

[36:40] which [clears throat] one designed and declared a certain area

[36:44] located within Southport Road development area, that area

[36:50] designated as the West Street allocation area to be allocated

[36:56] to be an allocation area for purposes of Indiana Code 36-7-14-39,

[37:03] the allocation area, and to approve an amendment to the

[37:10] existing redevelopment plan for the area. Such redevelopment plan as so

[37:15] amended and as may have been further amended from time to time, the plan,

[37:23] and >> [clears throat]

[37:25] » whereas on July 13th, 2026, the commission approved and adopted its

[37:29] resolution, the amending resolution, which amended the

[37:35] declaratory resolution in order to remove certain parcels from the

[37:39] allocation area as more particularly

[37:43] particularly, you know what I mean, described in the amending resolution

[37:48] [clears throat] collectively, the parcels.

[37:51] Whereas Indiana Code 36-7-14-16D

[37:57] provides that the a redevelopment commission in an excluded city as

[38:03] defined in Indiana Code 36-3-1-7,

[38:08] shall submit any resolution that amends declaratory resolution adopted in said

[38:16] redevelopment commission to the legislative body of the excluded city,

[38:22] and whereas the city of Southport, Indiana, the city

[38:26] is excluded city as defined in code 36-3-1-7,

[38:34] and >> [clears throat]

[38:35] » whereas the common council of the city the common council is the legislative

[38:42] body of the city and now desires to approve the amending resolution in order

[38:48] to permit the commission to proceed with the removal of the parcels from the

[38:55] allocation area. Now, therefore, it be resolved by the

[38:59] common council of the city of Southport, Indiana, as follows. Number one, the

[39:03] common council hereby finds and determines that the amending resolution

[39:09] and the plan conforms to the plan of development of the city for the city.

[39:15] Number two, the amending resolution attached here to is hereby approved,

[39:21] ratified, and confirmed in all respects. This res- Number three, this resolution

[39:27] shall be in full force and effect from and after its passage by the common

[39:33] council and compliance with procedures required by law.

[41:44] are considering, um, having them come to the park fall festival.

[41:49] We are gearing up for movie night. It's a secret yet because we're going to have

[41:54] a basket at police night out and there's going to be clues in the basket about

[41:59] what the movie is. Um, we're also starting preparations for

[42:03] fall festival. Um, we already have two applications.

[42:07] So, um, there's there's interest for it. I think being in October, and hopefully

[42:11] going to be a lot cooler than it was 2 years ago in September and we were all

[42:15] melting. Um I am working with um

[42:20] the Park Alliance in Indianapolis. I think I reported that the mayor and I

[42:25] attended a meeting um and so I reached out to them to get

[42:30] vendors for trash cans, mulch, and bike racks to see if their vendors

[42:37] can give us some good options to work with.

[42:41] And then my last thing I have to give you is it was decided for the two

[42:46] council members that we've lost that you would give us wording to put on the

[42:52] plaque. Um I have spoken with Trophy House

[42:56] um and he showed me what type of plaque needs to be done for outdoor

[43:01] outdoor and it's around $30 for the plaque, give or take a little bit. So if

[43:06] you have wording um if you'll get it to me in writing

[43:09] then I will take that um and other stuff.
