[0:13] Okay, >> we'll call the meeting to order. St.
[0:18] Almond's Town Select Board, September 8th. And we'll start with the Pledge of
[0:23] Allegiance.
[0:30] United States of America and to the republic for it stands one nation
[0:36] indivisible with liberty and justice for all.
[0:48] Okay, we'll start with the warrants. Uh Brian, you got big ones. general fund
[0:55] warrant dated today, September 8th, 2026. Uh this large total here is
[1:00] $460,495.50.
[1:04] Uh items of note here, 180 almost 183,000 or 40% of the total is for the
[1:12] St. Albins's free library. That's our annual town assessment. uh six a little
[1:17] over 61,000 or 13% is to the Franklin County Clerk's Office for the town's
[1:24] Franklin County tax assessment. Do we know is that semianual or is that the
[1:29] total for the year? That's the year. >> Yeah. Popping off. Oops. Gotcha.
[1:35] » What do we get for that?
[1:40] when they when they come, we can ask them.
[1:48] » Yep. >> And so based on population,
[1:52] we pay the most. >> Yeah.
[1:58] » All right. A little over 57,000 or about 12% was to Compass Minerals America for
[2:05] salt and sand uh for the winter. Little over 36,000 or 8% of the total is
[2:11] Blue Cross Blue Shield for health insurance. uh almost 27,000 or about 6%
[2:17] to various local organizations and charities including Northwest Access,
[2:21] Martha's Kitchen, Agewell, Franklin County Senior Center, Franklin Grande
[2:25] Bookmo, Lorie Sales, Tim's House, and seven others.
[2:30] 25,000 is to the St. Albins's Historical Museum. And just around $22,450
[2:37] is for paving. Um the library assessment, the historical museum, the
[2:42] Franklin County assessment, and the local organizations and charities was
[2:47] just about $300,000 uh or about 64% of the total warrant
[2:51] tonight. Uh the paving, salt, sand, and health insurance was about 115,000,
[2:56] another 25% of tonight's total warrant. So, uh those items make up the vast
[3:02] majority, and that's why we have an extra large general fund warrant
[3:05] tonight. I make a motion that we approve this general fund warrant in the amount
[3:09] of $460,495.
[3:15] » Okay, we got a motion. Is there a second?
[3:19] » A second. >> Okay. Is there any more discussion on
[3:22] this? Okay. All those in favor? >> I
[3:26] » opposed. >> You got the payroll, J?
[3:30] » I do. All right. So, we have three payroll warrants this evening. Um, the
[3:35] first one is dated August 14th, 2026, and that it's an amount of $27,489.89.
[3:44] The second one is dated August 21st, 2026, and that was for $27,71849.
[3:54] And then the third payroll warrant is dated August 28th, 2026. And that one is
[3:59] a little bit different. That's $47,34.31
[4:05] and that includes the employee retirement reconciliation with the state
[4:09] of Vermont. And I would make a motion we approve these three warrants as
[4:13] presented. >> There's a motion. Is there a second?
[4:18] » A second it. >> Okay. Any more discussion on that? Uh
[4:23] hearing none. All in favor? >> I opposed.
[4:28] » All right. Who's next? What do you got? You got the
[4:31] » I can do mine. Um I have the warrant for the industrial
[4:36] park. It's $48125. This is our monthly maintenance bill
[4:42] that we get. So I motion that we approve this.
[4:46] » Okay. Second. >> Second.
[4:49] » Any discussion? All in favor?
[4:53] » I oppos. >> Okay. Who's an action? We got some.
[4:58] » I got another one. I got another one. I had two.
[5:00] » We did them all. That's the only one we had.
[5:03] » No, I have the storm water utility warrant. Um, so this is a little bit
[5:07] larger than normal, but we'll explain. $216,000,
[5:11] $841 with 18 cents. Um, this included um the
[5:17] Elizabeth Street Culver replacement, which was a little over $200,000 along
[5:21] with the storm water um basins for the east and west side. and then Pleasant
[5:27] View um storm water and then Oliver seed for some potter ditching with our total
[5:33] of the 2168 foot 84118.
[5:38] So I make a motion to approve this warrant.
[5:41] » Okay. Is there a second? >> Second.
[5:44] » Great. Um was that the total for Elizabeth Street?
[5:51] » Yeah. >> Yeah. Total contract items.
[5:55] » Okay. Originally we were talking half a mill and
[5:59] » we got we got the range the bid range is much wider so we have pretty good
[6:07] » I went up and looked at it and they must have just got done when I got there they
[6:12] was all gone but the excavator was still warm so
[6:17] they did a nice job >> they got too many big rocks because I
[6:21] couldn't climb down in there >> they did a nice We'll substitute the
[6:26] guard rail with the schedule. >> Yeah.
[6:30] » Okay. Uh all in favor?
[6:34] » I I >> I
[6:40] What do we got? You got son Kathy. >> Nope.
[6:42] » No, >> that's it.
[6:44] » Yep. >> Light on this week.
[6:49] » All right. Uh, next is the minutes from last meeting.
[6:57] » Any anybody find anything a miss?
[7:05] » Look good. Make a motion we pass the minutes.
[7:08] » Okay. >> Made it from our last meeting which was
[7:11] August 7th, 2026. >> We have a motion and a second.
[7:16] » Second. >> Oh, you second. All those in favor?
[7:21] » I. >> Next is
[7:26] public comment.
[7:32] Everybody so quiet.
[7:36] All right. No public comment. And now we got liquor control.
[7:43] Uh
[7:51] Motion to re uh recess the select board meeting and convene the liquor control
[7:57] board. >> I'm just looking.
[8:00] » Okay, I need a motion to uh >> uh
[8:05] » recess recess the select board meeting and uh reconvene as liquor control.
[8:13] » Don't know. >> So moved.
[8:14] » Okay. Is there a second? Yeah. All right. All in favor?
[8:18] » I >> All right, we have
[8:23] three from Stewart's shops and the Vermont
[8:30] grow shop. So these are
[8:34] three of them are tobacco, right? >> Correct.
[8:37] » Okay. And one is second class liquor >> for
[8:41] » Stewart. Yeah. >> No violations.
[8:44] » No violations.
[8:49] Okay. Need a motion to approve
[8:54] reads this liquor control license for three for Stewart shops and one for
[8:59] Vermont for Child. >> So second.
[9:05] » All right. Motion and second. Any more discussion?
[9:08] Hearing none. All in favor? I >> I
[9:15] » motion to Yeah. Um Yes. >> I come out more.
[9:21] » No. >> Go ahead.
[9:22] » To come out of uh >> Yep.
[9:25] » control and get back to us. >> Yep. So moved. Second.
[9:30] » Okay. All in favor? >> I
[9:33] » I >> Okay, we're back.
[9:37] Next we have errors and emissions and that's you John.
[9:47] » Good evening. >> Good evening.
[9:50] » This meeting is zipping right along.
[9:56] » I'll stop then. Uh, I just have a few tonight um for you guys to review and
[10:04] hopefully approve and I'll just go through them. Um, the first one is a
[10:10] personal property parcel um that's no longer in St. Almond'stown A Venture
[10:17] Financial Services. I'm just asking to deact deactivate that. We sent them a
[10:23] tax bill this year.
[10:27] Second one is just a 0.2 acre uh parcel that I removed over on Doure
[10:38] Drive, but I or I I added it to the new owner, but I didn't remove it from the
[10:43] parent parcel. So, we're kind of double dipping there. Um I'm just asking to
[10:47] remove it from the parent parcel. Uh third one is uh Vermont Transcope.
[10:54] So, it's a telecommunications uh parcel that I'm not sure if you guys
[11:01] know this, but but the state of Vermont now does all the valuations for
[11:06] telecommunications, all of the cell towers, utilities, all of that, all of
[11:12] those parcels. So, we really don't have any say in that. So last year they had
[11:18] me create a parcel for this parcel for
[11:22] Vermont Transco and this year they wanted it removed. I didn't remove it.
[11:27] Um and we're double dipping on that one too because this value is now placed in
[11:33] another parcel. So that was a double dip. So I'm just asking to have that one
[11:38] deactivated as well. Uh fourth one is the fourth and fifth
[11:45] one are Stewarts. So they took over for Jelly as you know. Um the wrong values
[11:51] were entered for their two locations. Um can I ask you John how does the the
[11:58] top three I mean the Vermont transfer one you and I talked about that and the
[12:02] other ones I definitely get. How how'd that happen with Stewarts because looks
[12:06] like it's over a million dollars and be a quarter. So, yeah, exactly. So, so um
[12:15] personal property is self-reported. So, we don't go out and value anybody's
[12:20] personal property. They just send us their return and that's what we enter
[12:25] into the um amount. So, um apparently I read
[12:33] their return wrong and entered the 1 million when it was at 243,000.
[12:38] So, but because it's self-reported, that's what they're saying. So, we
[12:43] really don't have >> Does it relate to them just buying it
[12:47] this year? >> What's that?
[12:48] » Does it relate to them just taking ownership of that this year?
[12:51] » I would think so. Yeah. Because we never had
[12:54] » I was just curious how that >> Yeah.
[12:56] » So, reporting these this personal property for Jollies, we never had a
[13:02] you know, they never told us that we entered it wrong or whatnot, but and
[13:05] they all come differently, too. So they're they're they're all returns that
[13:08] they do themselves. So sometimes they're very sometimes they use the there's a
[13:13] form a PVR4004 form that's the state of Vermont.
[13:18] Sometimes they use that, sometimes they don't. Sometimes they use their own
[13:22] filing and it's can be a little harder to to go through and understand, but so
[13:27] that's what happened here. So >> because like I said, it's self it's
[13:32] self-reported. We don't really have much recourse there.
[13:38] So, those are the two two uh stewarts. The last one is just another personal
[13:43] property that was sent to the to the city and error. So, I'm just requesting
[13:47] to add that parcel and add the value to the 2026 list. So, that one's in our
[13:55] favor.
[14:00] And that is it. Okay.
[14:06] So, you need a motion. >> You need a motion. And um I believe you
[14:12] have to vote on it because we need we need signatures.
[14:16] » Yep. >> So, you need a motion to approve
[14:20] » to approve >> the uh errors in admissions directions.
[14:27] » Y >> and then all everyone needs to sign.
[14:29] » Yep. So, >> okay. Is there a second?
[14:32] » Second. >> All right. All in favor?
[14:35] » I >> opposed.
[14:39] So, where's the one I'm supposed to We're
[14:42] supposed to sign that is >> should Does it look like this? Errors
[14:46] and emissions on the back of it. >> It might be that one, Jack. Oh, yeah.
[14:51] I'll have one. >> Yeah, it's right here.
[14:53] » Is it not? I didn't know if you had one on the
[14:57] side, but
[15:05] Oh, there it is. >> All right. I thought that was just
[15:08] something else.
[15:11] » Okay. Sorry.
[15:25] Sure.
[15:30] » We just did. I think so. Did we We voted, right?
[15:33] » Did you? I was going to say, >> "Yeah, we voted." You did, right? I
[15:35] » don't think so. >> Did we vote on that then?
[15:39] » Oh, we did. >> We just
[15:44] then So,
[15:47] » very optimistic. >> All in favor?
[15:50] » All in favor? All in favor? Hi. >> I don't know. I don't think anybody even
[15:56] did the rooms. [laughter]
[16:01] » Thanks, Sean.
[16:16] » Committee. >> Okay. reason.
[16:19] » So, we've been talking for a few months now about getting a parks and recck
[16:24] committee going. One of the jobs they're going to be focusing on is obviously
[16:28] helping us with the stone house, but they're also going to be helping us with
[16:31] our bay park, our Cohen Park, our uh town forest, any kind of recreational
[16:36] thought we could have in the town. Um, so they we formed a committee. Our very
[16:41] own Chelsea Moharren is on it. Um, as well as what, five other members? I
[16:46] think we're at six members now. >> And
[16:49] they got together pretty quickly, met, went over, looked at all three of our um
[16:55] our rules and procedure. We didn't really have like a rules and procedure
[16:58] for it, so they um created one. Um they've looked at our ordinance and our
[17:03] parks policy and made a few changes. So, we're just going to go over them so that
[17:07] we can approve them and or make changes as you see fit. But, I think they've
[17:12] done a really good job. Um what they're going to do is that they're looking at
[17:15] our uh at our Bay Park. Um did they walk tonight? Is that who they went went over
[17:22] there? >> Yeah,
[17:22] » they walked over tonight and looked at Bay Park and they looked at some
[17:26] improvements we're going to do. Um you can see later on we talk about Bay Park
[17:30] stage. We're going to build a bay a stage in the park. Um we're going to do
[17:33] any of the updates that we do to the stone house. They're going to have a say
[17:36] in. They're going to go through they're going to look through everything in the
[17:39] park to the point where it's like do we need this grill here? should this park
[17:43] bench go over here down to everything. So, it helps us get public input on how
[17:47] the park should look and what we should be doing with it. Um, and there's it
[17:51] seems like it's pretty uh motivated group that that work really hard because
[17:56] they got this back to us last week in time for this to be on the agenda. Um,
[18:00] you know, because we don't have a recreation department. uh we we
[18:04] outsource that to the city who does a great job with our with our kids and
[18:07] getting them uh recreational needs, but we still have recreational needs here
[18:11] and they're going to help us with that. And in doing so, if you look at our um
[18:16] this rules and procedure, um Megan, our director of community development, who
[18:20] is next door with at the planning commission, so she's not here with us.
[18:24] Um, but she put this together and then the committee looked looked this through
[18:29] basically up and down to find spelling errors and other things they want to do
[18:34] make sure most of it is based on our current policies and procedures and and
[18:39] ordinances and that kind of language. Um, but I'll read the first uh section
[18:44] which is the mission just so we get an understanding what the mission is.
[18:47] Mission of the town uh of St. State Almonds Parks and Recreation Committee
[18:51] is to bring citizens together for stewardship, identify potential
[18:54] improvements and expansion of recreational opportunities in the town
[18:57] of St. Albins, collaborate with municipal staff, and support ongoing and
[19:02] new recreational events and programs. advise town officials and appointed
[19:05] staff on community census related to recreational needs, including
[19:09] improvements or additions to facilities, and to provide updates on recreational
[19:12] events and activities, and to assist in the implementation of activities,
[19:16] including but not limited to being a sounding board for ideas for the public,
[19:20] support for community members in relation to recreation, supporting the
[19:23] community development and public works departments in long-term planning, grant
[19:27] writing, and fundraising. Um, Chelsea, I don't know if there's anything else that
[19:30] I should add that was discussed. I wasn't able to make it. um to your first
[19:35] meeting or your last meeting. But >> uh I think Megan did a really great job
[19:38] pulling this together for our meeting. Great job.
[19:40] » So it's it's basically they're going to help tremendously with events and uh
[19:45] making sure we make good decisions on should we put a fence here or should we
[19:50] put a you know any like should the shed go here or should there like helps us
[19:54] out tremendously so we're not just making um like Kevin and I aren't just
[19:58] sitting over here saying Kevin Megan and I sitting over saying yeah that's what
[20:01] we're going to do. We're going to do that. it's going to give us better
[20:03] input. Um, and so just the rest of it, section two is the meetings. It's
[20:08] basically they're going to meet at least six times a year, but it sounded like
[20:11] they wanted to, especially up front, get more in. They'll probably do six in the
[20:15] next six months at least. >> Yeah. Our goal is to meet every other
[20:18] week or twice a month right now just to kind of keep things going while the
[20:21] weather's nice and see what we can do. I mean, the goal is to utilize that park
[20:25] as much as we possibly can. >> Yeah.
[20:27] » I think going through and doing the walkthrough tonight was really helpful.
[20:30] Did you were you able to make that after this
[20:33] » soccer game? >> I didn't stay for the soccer game, but
[20:36] yes, I went down. >> Um, so that's how that's and then the
[20:40] procedure like basically sections three, two, three, four, five through 10 is
[20:47] basically how we've set up other ones. So meeting procedures, it's going to
[20:51] conduct it like open uh, you know, following Vermont open meeting law. Uh,
[20:55] section four is your membership terms. there will be five and minimum number of
[21:01] five, maximum of nine committee members. Um, and it just it lists out a couple of
[21:07] terms and how we're going to stagger those. Um, and kind of the roles for
[21:11] each person and even the town manager and vacancies. Um, it'll have officers
[21:17] like a chair and vice chair and secretary. It has powers um section six
[21:23] duties and powers town of state almonds authorized parks recreation recreation
[21:26] committee to act as it with dealing recreational issues. Um and they can
[21:30] will be able to come to select board meetings um if we ask them to and they
[21:34] can report to us on on things. Um and then section seven is reporting. Um
[21:40] they will have the same public meeting laws about posting it online and um
[21:44] anytime they meet. um then they will be dealing with funds and donations. One of
[21:49] the goals is they'll be raising money hopefully. Um so that money will go into
[21:54] our general fund unless um we figure out another special fund for that. But um we
[22:02] have the setup so they can do either or. Um and then there there could be ad hoc
[22:06] members who are not voting members but can still help out on events. They can
[22:10] go and and have an input and they can still attend meetings. um they just
[22:14] wouldn't be voting members. And finally, communications. Um they're
[22:19] just limited to being able to speak on behalf of their own committee. Um
[22:24] if it's not like the majority rules, so they shall speak on behalf of the
[22:28] committee without prior vetting by the committee. Um they shall not sorry. So
[22:33] that's the rules and procedures. Um they I think Megan did a great job with this
[22:39] and it kind of follows basic town meeting law. Um, any questions on that?
[22:46] » Couple thought. Um, first of all, I like the mission statement. I was reading
[22:49] that's very um, it's got everything in there right that that we'd hope it could
[22:53] do. That's awesome. On in section four on D. I I just want to mention I like
[22:58] that that if someone resigns a position, we can just I think
[23:03] it's a great idea just to, you know, appoint the next person to fill that
[23:07] position and just take the next term instead of uh, yep. Making them come
[23:11] back. Um, on G, section 4G, um, I think we probably just strike the
[23:18] last part of that sentence. It just talks about committee members shall
[23:21] adhere to the town of St. Almond's conflict of interest policy. I think we
[23:25] should just put a period right there and stop instead of having most recently
[23:28] adopted just so there's no confusion. >> Yeah.
[23:31] » Um, let me see. I just And I there's one other just I don't say a typo, but
[23:35] something we can add a word. Um, if you've got it there, Casey, on seven,
[23:40] page three, 7D says, "A representative from the
[23:44] committee shall be available to meet with the select board at least
[23:47] semianually or more." It should be often otherwise that document's great
[23:53] » or more often. >> Uh, we just we're we're los
[23:58] often in there. >> Otherwise, yeah, looks
[24:01] » if the board's okay with those changes, we can amend this, but still vote on it
[24:06] tonight. I think it's fine. Makes sense.
[24:10] » I just want to make sure that, you know, we've had a lot of plans for
[24:16] this part. It just drags on and nothing gets done.
[24:22] And when we get like we're talking about having a roof inspection
[24:29] and a new stage,
[24:35] » I want to be able to move on that. >> So when it says that we can call it guys
[24:41] together and say we're going to do this, what do you think?
[24:44] » So >> where do we got to leave? the f the
[24:47] first two weeks that they've been that we've had this together, they've got
[24:51] together and approved these three documents, which is faster than I think
[24:56] um a lot of boards that I've ever sat on have worked. Uh it seems like they're
[24:59] pretty motivated. I think we have some really good individuals that are serving
[25:03] on this. And I think they're really excited about some things that we can
[25:06] improve um in the town, not just in the Bay Park. I think in Cohen Park, I think
[25:11] Town Forest and any anywhere else they they see fit. I think they're pretty
[25:14] excited. um and motivated that they want to
[25:18] » Kevin already has the bid out for the stage, right? Like kind of the draft
[25:22] plan. Is it out or is it just drafted? Right.
[25:25] » Yeah, it's
[25:28] » No, go ahead. >> You want to you want to set up your too?
[25:34] » Come on. [laughter]
[25:37] » Sorry to call you out, Kevin, but I think you've done some great work, too.
[25:40] » It's a good good update. So the stage we have, we're design build. So we put an
[25:46] RFP out that says design us a stage and give us a price of what that stage would
[25:51] cost. And so we specified the size of the stage, the
[25:56] » kind of you know the elevation has to be this high in case the park floods like
[26:02] it has to have a cover, it has to have wind protection. So we gave them the big
[26:05] parameters and then we said give us your idea and and make sure that it fits the
[26:11] historical character of the park. And so we're cross our fingers. It it's
[26:17] interesting approach. It's called design build. But if it works, we could get
[26:21] like three or four different proposals where three or four different ideas of
[26:24] what that stage might look like and we would rank the proposals ba parks and
[26:30] recck would rank them based on the which ones they prefer. And then in a separate
[26:35] a separate envelope would be the cost. So we would rank the ones parks and
[26:40] wreckwood and then the select board and the town manager would look at the cost
[26:44] for those top three and prioritize what they think the the best value is to the
[26:49] town. And we shared that with the state historic preservation office. They've
[26:54] been kept in the loop about this new stage. And so it's obviously needed and
[27:00] I think I you know we'll see what we get but we sent that RFP out to a number of
[27:06] different architects and builders. So um it'll be really interesting to see what
[27:11] we get but I think this was kind of an accelerated approach to try and get this
[27:15] stage ready for next year. And the way we specified it would be
[27:21] public works would be responsible for everything from the ground down. So, we
[27:26] would put in any concrete peers wherever they specify and then they would show up
[27:30] and the stage would go up from from that point.
[27:35] » Um, any questions on that? >> So,
[27:37] » yeah. >> If you had any takers yet,
[27:40] » the bids are due October 8th. So, we're still we're still waiting for proposals.
[27:45] » It just like went out on one uh like last Friday, right? Like you just threw
[27:50] them together. Yeah. And it's really good to know that they'll come in
[27:53] October 8th and hopefully they'll be ready to build in the spring. You have
[27:58] you have the build on it till June 15th, I think.
[28:01] » Yep. >> Before Bay.
[28:03] » Memorial. We said Memorial Day. The stage needs to be done by Memorial Day.
[28:07] » And um it's I think that um I forgot what I was
[28:13] going to say on that, but it's uh it's I think it's you can get things it'll
[28:17] start moving um and we'll have a say. Well, everyone will be looking at it and
[28:20] I think um being able to rank them in the way that he has it set up is going
[28:24] to be really >> a really cool process.
[28:27] » But I think that that board or committee is
[28:33] advisory. >> Yes.
[28:35] » Ultimately, it's the select board. >> Yeah.
[28:38] » Think under advisement, but >> Yeah. Yeah.
[28:41] » So, so in section seven, funds and donations, any requests for funding of
[28:45] recreation projects not already included in the town's annual budget must be
[28:49] presented to the select board. >> So, they they don't have they don't
[28:53] » they select option number three in the in the
[28:57] » Well, that's why it falls back on to my office and select board.
[29:01] » It sounds like what they're going to do, right, is go through this uh fourpoint
[29:05] uh scoring rubric that you have right. So they may not even look at the prices
[29:10] what I'm the price. >> Yeah. So it doesn't So then we'll be
[29:14] like, "Wow, that one's really nice, but we can't afford the Cadillac this time.
[29:17] We're going to go with the >> Yeah. And I think they're going to
[29:20] select three that they to narrow it down for the select board for the town
[29:25] manager's office to then weigh that overall value." Yeah. And it will be a
[29:29] good I think this is a good like step in a process of how we can do things using
[29:34] this committee when we have things like this scale that they are ranking it and
[29:39] they're helping our input um and they can get input from the community as well
[29:43] um because we want to make sure we have a nice structure. I think it's what we
[29:46] have right now has worked for us but it's just um bay docks with plywood and
[29:51] a tent we rent from a kraken. So, um, it would be good to have something that's
[29:56] there. >> And Megan working on a a grant, a
[30:01] recreational grant. I forget who it's through, but it's we're going to take a
[30:06] shot at that. I think it's a $25,000 grant that maybe goes towards the stage.
[30:11] So, we have three We have like four grants out right
[30:16] now that are going to be interesting. So, then uh then the stairs. So, we're
[30:23] submitting on another grant for $100,000 for the Lake Champlain Basin Access
[30:29] Program, and that's the letter. So, that would be
[30:35] replacing all the stairs. So, we would remove the existing stairs and put new
[30:42] concrete stairs at four of the stairways and then the northern access would be an
[30:49] ADA accessible beach access. Um, it would have been nice to get the ADA
[30:55] access closer to the stonehouse, but the the height, you know, Jack, the it's the
[31:00] elevation differences and wave action, historical preservation. So, so that's a
[31:05] compromise, but I think it's >> So, it's historical preservation going
[31:10] to allow you to do cement. >> That was my question.
[31:12] » I already got permission. >> Oh, wow. We did.
[31:14] » Yeah. Yeah. So, they got they provided us permission to do that and we kind of
[31:19] told them that this would be because I you think about it for if next year
[31:23] we're doing steps the stage and and I'll touch on the roof in just a minute. I
[31:30] think that would be some really good momentum for for this park. Um, so
[31:35] fingers crossed, but even if we didn't get that grant, we're going to have the
[31:39] engineering, we're going to have the approvals, we're going to have the
[31:42] permitting to do the stairs. We don't get the grant, maybe we need to make a
[31:47] town needs to make a decision whether or not just to go forward regardless.
[31:51] » Now, did those guys start cleaning up
[31:55] instead? >> What's that? Those guys that work over
[31:58] there, did they start cleaning up them steps? Were
[32:01] » Yeah, we we Tori was out there we whacking last week and he he took the
[32:05] vent track along the edge of the the stone wall.
[32:09] » Yeah. >> Clean up the beach, Jenny.
[32:12] » Yeah, he did. He took a pass, but it's still a little still a little green.
[32:16] » Still a little green. >> Yeah.
[32:18] » Yeah. >> Um
[32:21] » looks better than it did two weeks ago. the day we didn't know.
[32:26] » He was a little bit mad. >> Anybody tried to go down in steps and
[32:29] get tangled in the vines? >> Yeah. Yeah.
[32:32] » Um >> trees.
[32:37] » Trees. We got a $50,000 grant. No match required to take down ash trees on
[32:43] Dunsmore Road. And so >> we'll use it.
[32:46] » We'll use it. So we got a we got a planning. We still have to go. It's a
[32:51] Vtrans grant. It's a highway safety grant. We have to do the paperwork of
[32:54] getting it signed, but I had a tree company look at the trees we're planning
[32:58] on taking down right now. And it's about >> park.
[33:02] » That's separate. >> That's separate.
[33:04] » Yeah. This is just this is just Dunmore Road.
[33:06] » Yeah. And it's it's a highway safety grant. So the way we worded the
[33:11] application was for rural road departures, which is a hot topic in
[33:15] BRANS right now of cars going off and, you know, hitting trees. So that's how
[33:19] we got the grant. I was kind of surprised we got it, but we'll we had uh
[33:25] save a tree go out last week and their initial planning level estimate was like
[33:30] 38 grand of tree work just on Donsmore Road. Um so we'll use it or we'll use a
[33:36] good portion of it and I'll take work off of our crew so that they can focus
[33:40] on >> it's 50,000. If we don't use it all on
[33:45] Dunar Road, we can use it somewhere else. I they in their award letter they
[33:51] were like almost specifically said we couldn't like so I I think it would be a
[33:57] we could I would try I would you know I don't want to leave money on the table
[34:01] » better take down a PA >> shouldn't be that hard all the power
[34:04] lines are off the road just drop those things right on the road
[34:09] » yeah there's some big ones too >> they're huge but there's not power lines
[34:12] and power lines ran >> yeah they go off with the field yeah
[34:15] » both of them Yeah. Where are most of them?
[34:18] » Carol's gonna say Carol. >> Yeah. She'll probably be out there where
[34:22] the waters off.
[34:25] » She likes retrieves or she used to be. >> Yeah.
[34:29] » No, every time the wind blows, there's limbs
[34:33] in the road. >> Yeah.
[34:35] » Yeah. because we because like you said, we still have the
[34:39] ones at um the bait to take care of, especially the
[34:42] ones by the >> Yeah.
[34:44] » Um >> where the stage is going to go.
[34:47] » We're gonna those are pretty much going to be either inhouse, probably a
[34:51] combination of in-house and but yeah, we met Jack and I met with the state state
[34:57] arborist essentially the the ash trees in the park are lost cause at this
[35:02] point. So, >> somebody's going to do a branch on the
[35:05] head. >> Yeah. So, we're just going to get rid of
[35:07] them this winter. We got a whole list of stuff to do at the park this winter. I
[35:11] don't know if we want to talk. There's another grant coming up in November.
[35:16] It's called the Paul Brun grant through the National Park Service through the
[35:20] Preservation Trust of Vermont who we've been meeting with regularly on a
[35:24] Stonehouse project. So, it's kind of nice that we're working with PTV and
[35:29] they're the administrators of the grant telling us what we need to do to make
[35:33] sure we're we have a strong application. So, that's $150,000
[35:37] and we would be looking at doing a roof project with the stone house for that
[35:42] grant. And I think >> that's, you know, we're right now, we
[35:47] actually met, we could go, I don't know if we want to go deep into the stone
[35:51] house right now, but we met with the architect last today to
[35:55] » to kind of really >> Yeah, we met with him and and
[35:58] » because you threatened to go somewhere else.
[36:01] » No, I mean, >> we just reached out and Yeah.
[36:05] » And we had a good conversation today, I think.
[36:08] » Yeah. Um they they have someone looking at he has someone looking at the roof on
[36:12] September 14th and a mason hopefully the same day to look at that.
[36:17] » I think and this is the other thing with these grants is they sent
[36:22] uh they light a fire under you a little bit because you do have to submit by
[36:26] November whatever. So >> and there's no Paul Brun grant next
[36:31] year. >> Yeah. So they're not doing
[36:32] » so we want to hit it this year to make sure we can get the grant.
[36:36] » Yeah. because we would miss a year opportunity for it
[36:39] » and then we would have to spend that money by the end of 2028.
[36:44] But hopefully we're spending it next year.
[36:48] » But there's a that's a lot lot >> lot in the air.
[36:55] » How many ash? >> I haven't
[37:00] been counted something like 40 dead or dying.
[37:04] » Yeah. >> How many did you cut down a cohen?
[37:05] There's over there's >> 43
[37:07] » 43 in Cohen. >> Yeah.
[37:09] And uh that's another update. We got um Yeah, there's there's a lot there's some
[37:15] larger ones too that I think we would have to have professional do.
[37:19] » Um we got around 30 comments on our replanting plan for Cohen Park. And so
[37:24] we're going to incorporate those. And then I think maybe within a couple weeks
[37:28] we could have our landscaper who's already under contract go out and start
[37:34] the planting on that. >> And they put a really cool like QR code
[37:39] and a plan and we put it on a display down at Cohen Park for get people's
[37:43] feedback. And that's the what you say 29. Yeah.
[37:45] » resp respondence to it. We've done the same thing at um the Bay Park for people
[37:49] to give feedback so we get it into comes into a form and we can look at it and
[37:54] we're going to be giving that data and information to parks and recck committee
[37:57] um and we're going to use it internally for our own um just anything from
[38:02] suggestions to what they want out of that out of the park or the stone house.
[38:07] So >> yeah, you'll you'll see them now.
[38:09] There's a couple places we posted those QR codes so you can just like if if they
[38:15] want Well, if somebody posts something on that to our code, we get three of us
[38:20] in town get a notification immediately. So, just try and be a little bit more
[38:27] accessible. >> I think
[38:30] » at Cohen Beach, is it possible to clean up along the edge? I know I talked to
[38:37] you about it before, Casey. Yeah. >> You know, where it's all tall weeds and
[38:40] everything is all grown up along the edges and stuff. I think it would just
[38:44] if it was trimmed down it would look so much better than it does right now. It'd
[38:47] be more inviting. >> Yeah. The
[38:51] » drops off to the beach. >> Yeah.
[38:53] » Yeah. There's a lot of poison ivy in there.
[38:56] » It's a mess in there and stuff and even going down to get to the water. It's all
[39:01] growing up. >> Yeah.
[39:02] » You know, um and it's not really easy access to get down to the water. But
[39:07] » yeah, >> um
[39:08] » we were we were talking about that today, too. And I think that
[39:12] um I might reach out. We were looking at this is a little bit
[39:20] we might need permission to spray the poison ivy and I think we can get it
[39:24] even though it's that close to the lake because it's a public park and we don't
[39:27] want poison ivy in a public park. So I think that that I'm going to try and
[39:30] push that and to see if I can get that resolved. But um I agree. Yeah, it does
[39:37] need to get cleaned up. I think the the poison ivy is what's
[39:41] causing >> a
[39:43] no everything. It just I mean everything
[39:47] looks so nice and then you've got all the tall weeds like and stuff at the
[39:51] » Yeah. >> You know that to go down. One thing the
[39:54] arborist was saying too is was while we're doing this replanting plan to to
[40:00] now take a look at that shoreline and pick like one or two that we want to let
[40:07] go. Like if there's a if there's a tree that's that's there on the shoreline
[40:12] that even though we didn't plant it, we think it's going to turn into a you know
[40:16] a nice productive tree for the park. Maybe we pick a couple just to let them
[40:21] grow and then clear the air out around them.
[40:24] » Yeah, I know over by the playground too, there's a lot of sumac that was growing
[40:29] up there. I don't know if that's been taken down. I didn't check. I was over
[40:32] there the other day and I didn't check to see but over it's like in a corner
[40:37] almost where the new the old road used to come through.
[40:40] » Oh,
[40:43] on on the shore. Well, it's like >> the old road
[40:46] » where the old road used to. It's like on this side of where the old road used to
[40:50] be. You know, it's like a corner.
[40:54] » I'll take a look tomorrow. I know we did.
[40:57] » It doesn't take long for the sumac to grow up.
[40:59] » No, I know. Yeah. I also bring up the the gate. It's
[41:05] taken longer than it should have. >> It's not up yet.
[41:07] » It's up, but it's the, you know, >> not working on
[41:12] » Yeah. is the, you know, unfortunate incident with our fencer and then the
[41:19] gentleman we have the contract with crashed his zero turn, broke his arm and
[41:24] so he was the electrician and so he's juggling
[41:28] his contractor's no longer available. he's hung up and so he's contracted with
[41:34] Mberry Fence, but they're gonna come up, but I think they're treating his work as
[41:41] a second priority to their existing work. And so, it's been a challenging
[41:44] situation to to navigate and I'm trying to be patient, understanding with with
[41:51] everything that happened. But I think we like communicated that we want want this
[41:57] thing done like >> so it's only been a year or more.
[42:02] » No, >> when we we approved it last
[42:05] » I was here when we approved it. >> Yeah.
[42:07] » So >> but the gate went in basically all
[42:10] summer. >> It has unfort Yeah. We they had two big
[42:13] incidents and we've been >> Kevin said we're trying to be patient
[42:18] and understanding especially with the first incident was
[42:22] pretty pretty sad but >> he understands. He called me this
[42:26] morning to give me an update. He thought they were going to try and get there
[42:29] Saturday and then they didn't drive there Saturday. So, it's it's been
[42:35] » And while we have Kevin here, um we're also
[42:39] putting the speed sign in this week. >> Yeah.
[42:43] » Down here on Lake Road. >> Yeah.
[42:45] » The one that was on Fairfax. >> Um we're getting the same one down here.
[42:48] It took forever because state of Vermont required us to do a a study um a traffic
[42:55] study. NRPC did that for us and then we had to figure out where the best B they
[42:59] had to figure out to tell us where the best place for us to place it was and so
[43:03] we're finally able to put it in this week.
[43:05] » So >> we're leaving the one in Fairfax. We had
[43:09] this one. It was ready to go when we put the Fairfax Street up one up. But the
[43:13] state of Vermont, if you take a look at how long it takes them to let us um get
[43:18] it in. So, I just wanted to update you all. Kevin's
[43:22] here. >> Yeah.
[43:24] And paving supposed to start next week. >> Paving will start next week. We've had
[43:28] some calls people asking us about it, but they have to have it done by
[43:33] November. >> No,
[43:34] » October. October 8. So, >> yeah. Yeah,
[43:38] » they'll be flying. Next next couple of weeks will be construction season.
[43:43] » So our work's all done covers and stuff where you're paving.
[43:48] » Yep. >> You're all ready to go.
[43:50] » All ready to go. Yep. Yep. All ready to go. Um and we got
[43:58] reimbured. We're getting reimbursed. I know Casey mentioned this earlier, but
[44:03] before we submitted our reimbursement, we actually got the next year's grant
[44:07] for all the ditch work, and we rolled it all into one big reimbursement. So, we
[44:11] get 34 grand back from the state for all the
[44:16] all the work we did, stoing the ditches, replacing covers, uh French show. So,
[44:24] » good. >> Sounds good.
[44:26] » Yeah. >> What else you got, kid? I think that's
[44:29] it. >> He's been pretty busy. We've been
[44:31] putting a lot on him. So, um, >> so if you don't have anything else, I
[44:36] mean, we skipped down and did town manager report. We can go back to the
[44:39] parks and rec committee stuff and >> I'm good.
[44:42] » You're good, Kevin. >> Thank you.
[44:44] » Thanks. >> Thank you.
[44:46] » Um, so thanks Kevin. Um, we appreciate the updates. He
[44:53] he's usually on a lot of those stuff for us. So, he saves our butt on a lot of
[44:56] things. But, um, back to the parks. So, we have this um
[45:03] rules and rules of procedure. I don't know if you want to vote on them all at
[45:07] once or you want to do one at a time. So, I can keep going and talk about the
[45:12] uh parks ordinance. There's a small major updates on both the other the next
[45:17] two documents. Can we vote on that for making changes to the wording?
[45:21] » Yeah. >> Okay.
[45:22] » Yeah. If you want to change >> fairly minor, you say I think the motion
[45:25] would be >> with, you know, I make I make a motion
[45:29] with the with the adjustments that Brian suggested.
[45:31] » Yep. >> Yep.
[45:32] » I think that'll be fine. >> Y I'll make a motion that we uh pass the
[45:37] Town of St. Alms Parks and Recreation Committee uh rules and procedure
[45:41] document with two changes. one on section 4 G where we're just striking
[45:47] the last part of the sentence that starts with most recently adopted by the
[45:51] town of St. Select Board that can be deleted. Second one is section 7
[45:58] D where it's just adding the word often after the word more or halfway through
[46:04] that sentence. >> That works.
[46:08] » Okay, motion and a second. for a second.
[46:15] » They're not falling asleep down that end, are we?
[46:18] » No. >> Okay,
[46:19] » we'll see. >> Quiet
[46:23] nervous. Uh, I have a motion and a second. Any more discussion on the
[46:28] changes? Hearing none. All in favor?
[46:31] » I >> I
[46:34] motion carried. What's the next one? >> Hey guys, so Casey, this one's in effect
[46:39] now. This one will go that go into effect immediately. the only the second
[46:42] one >> per our rules or laws um we have to uh
[46:48] allow 60 days for this one to go into effect. Couple minor changes. Yeah.
[46:52] » Um if you look through >> just type right the the title title of
[46:57] » so if you go to page it says three on the bottom right
[47:00] » section 6.1 >> it was written wrong at 6.21 6
[47:07] » 3.1 and it they just they made that correction to 6.1.2 to 6.1.3.
[47:13] And then if you go to page five under 6.3.20,
[47:21] um, it adds the word written. It needs a written permit.
[47:25] » Um, and then on the next one, 6.3.21, it's adding written as well. And I
[47:30] believe there was a member, Chelsea, correct me if I'm wrong, there's a
[47:33] member that had read that and felt you guys felt like that was um, appropriate
[47:37] to put there. >> Yeah. So, those are the only two changes
[47:41] on that document, which seems pretty simple. Um, but they went through this
[47:45] because they want to make sure that they're going to be following our
[47:48] ordinances and they wanted to be familiar with the document that they're
[47:50] going to be following. So, um, those were just those two changes
[47:56] » and this would require a vote and then you'd have to sign it as well if you do
[48:00] approve it. >> There is a clean copy in that yellow
[48:05] folder. Y
[48:12] » signature page to the back. >> Can I ask a question for uh Chelsea?
[48:18] » Yeah. >> On section 7 7.4
[48:22] I know why that's there because the uh town used to basically have a small
[48:26] marina so to speak, right? You could rent a duck slip, but that's no longer
[48:31] available. Yeah. Do you guys talk about if that's even needed in there anymore?
[48:36] Well, it says removed, didn't it? >> Well, it just says the town does not
[48:39] offer the rental of slips for boats. >> No, we really didn't discuss it. We
[48:44] Nobody We had just left it in there. >> I mean, doesn't matter anyway.
[48:49] » Yeah, because we used to rent >> a long time ago.
[48:54] » A lot of docks. We used to have more docks.
[48:56] » Yeah. >> They used to float out here.
[48:59] » People rented them and they tied their boats up. They take would come down and
[49:04] stand in their boat and we'll fish you. >> Yep. Yep. That's what happened.
[49:09] » And lots of complaints and just a total nightmare.
[49:13] » And so we just made stages and stuff out of the cops.
[49:20] What I did, did you get any? >> So
[49:24] » I don't know if we leave it in there because I mean there still is a dock
[49:28] down there. We still want people tying off to that dock. Well, it just says
[49:32] removable dock slipper. It holds the cement gear, right?
[49:36] » Yeah. >> Well, that part's uh referenced in here,
[49:39] right? You can tie your boat up to that if you want risk
[49:43] » for a few hours. >> Yeah. No, I'm just saying it's uh it's
[49:47] obviously referring to the removable dock slip that we used to have, but we
[49:53] no longer have it. That's why I'm just >> wondering if we need to have it in.
[49:56] That's all. I mean, it says the town doesn't offer the rental slips for
[50:00] boats. We could write a million things that it doesn't do, you know?
[50:03] » Right. >> I I mean, doesn't matter if it's in
[50:06] there or not. I just wonder if we need it.
[50:09] » Yeah, that's 7.4 says removable rental.
[50:15] So that was going to be removed off remove.
[50:22] That's no big deal.
[50:28] » Forbid. >> Yeah. Hockey practice at Lenny Park
[50:32] starts in >> hockey practice.
[50:35] » Just had our first soccer game. I >> mean, we could take it out. We just
[50:38] scratch it if we're not it's in not part anymore, right?
[50:41] » If you want. Yeah, if you want to. >> Yes, I would take it out. it doesn't
[50:45] exist then >> right
[50:49] » the whole board feel that way I can cross it out right now and
[50:52] » when we update it in there we can add that
[51:03] » should we motion on that >> a motion and then a signature
[51:09] » yeah it looks good I think they uh their group did a great job so I'd make a
[51:14] motion that we accept the town of St. Almond's municipal ordinance for town
[51:18] parks changes which includes the retitling of under section 6.1.
[51:26] It also included uh amending to add the word written in 6.3.20
[51:33] and 6.3.21 before the word permit and then striking
[51:39] section 7.4 4
[51:44] » motion. Second.
[51:49] » Okay. >> Any more discussion? All in favor?
[51:54] » I carried.
[51:58] » Now, that'll go it'll be um it'll enter into a 60-day appeal process per
[52:03] statute. And I have to post a notice of adoption
[52:10] » as well. >> And then the last
[52:15] » the last thing is our parks policy. Um they also went through there. There was
[52:19] a couple questions they had couple changes. Um first one is right at the
[52:24] beginning open and closing times. There seems to be a conflict of or a
[52:29] contradiction of it's open Memorial Day through Labor Day. But then it says
[52:34] shelters and restrooms are open on a seasonal basis. Town park shelters,
[52:37] restrooms shall be closed immediately following the first snowfall and shall
[52:40] reopen in the following spring. We think it's a lot cleaner if we just erased um
[52:46] that second sentence that I just read. >> Um and just we're open Memorial Day
[52:50] through Labor Day. >> Let's ask you um what does it mean that
[52:54] the park is open? >> I think um to me it the way I interpret
[52:59] it is the Stonehouse is open. the the bathrooms are open and we have trash
[53:04] bins out, but we're also talking Kevin and I are talking about if we put the
[53:08] trash bins all in, does that just open up for more littering? So, but like I I
[53:12] think cuz we leave it it's in it's in our ordinance that we leave um we leave
[53:16] the parking areas open for people to go ice fishing stuff and we plow that and
[53:20] and we do the plowing around um the walking path. So, it's it's always open,
[53:25] right? But when I consider open, I consider Cohen Park bathrooms and
[53:30] stonehouse bathrooms. That's basically what I that's how I can read it.
[53:33] » That's what kind of why I was asking because to to me when I read this, it's
[53:37] like town park shall be open to the public from that time during daylight
[53:41] hours. Period. Which makes me think like like right now no one should be allowed
[53:47] there, right? You know what I mean? I'm just wondering should we should we just
[53:51] specify that that the town park parks facilities will be open Memorial Day to
[53:57] Labor Day during daylight. >> You know what that's actually a good
[54:01] point because it does sound like we are closing the public.
[54:04] » It sounds like it's closed >> which could lead them into trespassing
[54:07] battle, right? >> Yeah.
[54:09] » Today we were looking at the trees there was like seven or eight cars already
[54:16] there at 8:00 in the morning. people walking or anything.
[54:18] » Oh yeah, it's a great place to walk. >> It's It is that That's a really good
[54:22] path. Like it's 6 miles I think if you go all the way around.
[54:26] » Is it longer than that? >> And it is a good exercise and people
[54:31] utilize it down here 365 days a year. Um but that is a good point. I mean it does
[54:37] sound like if we say if we can add in the word um facilities
[54:43] » parks >> the town park facilities. Yep.
[54:47] I mean, are they closed at dark? Like, are are people not supposed to be in
[54:51] there at dark? Like, say at 11:00 at night,
[54:54] » we close we have um our our park staff goes in at at night. Um and they lock up
[55:00] the doors and close all the >> But
[55:04] it's okay for people to be walking. There's cars and on the side of it all
[55:09] the time. >> They're not They're not shutting the
[55:11] gates >> at like they do at Killare, right? like
[55:14] those gates get shut at dusk. That doesn't happen
[55:17] » right >> here.
[55:20] » You're not supposed to spend the night and sleep there.
[55:24] » Um >> people do occasionally.
[55:26] » People do occasionally. Um we have had people trespass for being a disturbance
[55:32] that were living there. Um, so we've had those talks before with um the police
[55:36] department, but um I think maybe putting in the facilities because the town park
[55:42] is open and people are using it at a lot of lot of different hours.
[55:48] » Yes, I think that's how we facilities shall be open or buildings or
[55:53] whatever. >> There's border here, right?
[55:56] » Yep. >> They do they stay all winter or do they
[55:59] » do they stay all winter? They I think they do. So that those are open
[56:04] basically. >> Yeah. Yeah. So if you're in and not
[56:08] they're not at Cohen, they're just at the Bay Park. Um so if you're at the Bay
[56:12] Park and you need something and it's after dark or before summer staff will
[56:17] get there in the morning at 7, um they sell the porter body.
[56:23] » But I mean, do they pump them all winter or
[56:27] » Yeah. Yeah.
[56:30] » Yep. Um, who is it? Excavating. GE excavating. Is that who CE
[56:36] excavating does it for us?
[56:41] » We're having that conversation right now.
[56:50] I think she said we're not gates. Gates are another story
[56:58] there. There's a our next question if you wanted to.
[57:03] » Well, maybe this document can save until we come up with this because that is
[57:08] we're trying to figure out in dust to dawn what that really means. Um could
[57:12] mean different things to different people.
[57:16] » Another one of them gates over there. >> So, I was just going to say purpose of
[57:21] having an electric gate. They don't close as many.
[57:24] » Well, we were talking to them >> at
[57:27] » one >> at the Bay Park. We did talk about that.
[57:31] We didn't want to spend the money because we did get a quote for all
[57:34] three. >> For now, see how
[57:35] » and we did one for we said we'll do Cohen right now and to see if that works
[57:39] and if we're going to do the other two. >> It's not working yet. Um
[57:46] » so if you don't close it anyways at the bay park, why spend the money on your
[57:51] gate? They should be shutting automatically. That's what Georgia Beach
[57:54] does. Like it shuts automatically and then
[57:57] » when you get close enough if you're in it, it'll automatically open but not let
[58:01] anybody
[58:09] » um in that paragraph too and again just as I was reading it too because I you
[58:14] know you flow from the town parks and then it starts talking about the town
[58:17] forest. >> Maybe that's two paragraphs, right? like
[58:21] Cohen and Bay Park are kind of one so to speak. I I don't know. And then just the
[58:27] town forest separate. I because it doesn't have facilities up there.
[58:31] Correct. Like in the way that Bay Park does in Right.
[58:36] » Okay. >> So
[58:37] » I mean in opening and closing I'm trying to I'm just thinking my son just got his
[58:41] permit, right? 15 >> isn't it right? your lights half an was
[58:45] it half an hour before sunrise and half an hour after sunset they your
[58:51] headlights need to be on I mean because that's a way that's definitive
[58:55] » right instead of saying dusk and dawn sunset
[59:03] » I'm just think I mean everyone's got your phone you can look and see what
[59:05] time the sun sets if we needed a definitive time right because dusk is
[59:09] kind of subjective >> here ducks and stuff you very long time.
[59:14] » Yes. >> Is that also like half an hour after 50
[59:20] minutes? >> Half hour before, half hour after
[59:24] sunrise. >> Sunrise and after sunset.
[59:26] » Yeah. >> Every day.
[59:28] » Every day in a couple minutes. Yeah. >> Nothing good usually happens after dark.
[59:33] So like that dusk or sunset is the >> Yeah.
[59:38] » Be there. >> So do you want us to work? We can work
[59:42] on this policy better. >> Is that what you just mentioned though?
[59:44] I think you said Kevin, were you gonna look at it some more?
[59:48] » I think we could. I think we could make this a little bit cleaner and use better
[59:52] language and come up with an actual policy where we're comfortable with what
[59:57] times we actually are open and closed. Um because sunset or what is it
[1:00:02] currently? Um
[1:00:04] » sunset work. So >> just says daylight.
[1:00:07] » Yeah, I think if you do sunrise daylight hours
[1:00:10] » definitive on what time Yeah. You said you're walk,
[1:00:13] » but we can we can work on this and we can vote on the other two and
[1:00:16] » Yeah. >> Yeah.
[1:00:16] » Well, you already voted on one >> and and there's you already voted on
[1:00:20] both of them, right? Is there like is there because I don't want to I don't
[1:00:23] want to have rules that we don't need to have written down. But is there a
[1:00:25] problem with people being there like at 10 or 11 o'clock at night when they
[1:00:30] shouldn't be? If it's not a problem, you probably don't have to write anything.
[1:00:33] But >> I think in Cohen more so
[1:00:35] » Yeah, Cohen. Well, >> we do get a lot of complaints. It's more
[1:00:40] out of the way >> at 10 o'clock at night. Like, yeah,
[1:00:42] » what are they doing there at 10 o'clock at night?
[1:00:44] » That's what I'm wondering if because we could say the facilities are closed at
[1:00:48] that time and then just have a flight at like
[1:00:51] » got to be out of the park at 10, something like that. I I don't I don't
[1:00:54] know if it's need to be there. >> Now, again, do we have to be there at 10
[1:01:00] and kick everyone out or is it more like if they're causing a problem, there's a
[1:01:04] rule, you have to leave. And like we have had complaints about people being
[1:01:08] in the parking lot at Cohen and being loud after hours and you know we call
[1:01:15] the cops but we'd rather them not be able to be in there. Um
[1:01:19] » and you know I hear that it's >> because the way this is written is that
[1:01:24] because we didn't realize that was just the facilities, right? Not not the park.
[1:01:30] That's why I'm saying if we just maybe specified Nope. the facilities are
[1:01:33] closed at whatever time the the buildings and the park itself. I don't
[1:01:37] know if it's the magic time is 10 or 9 or whatever.
[1:01:41] » We could put them both. >> I'm not sure.
[1:01:43] » Both at specific time, but the facilities are definitely
[1:01:46] » Don't we have a parks and recreation committee?
[1:01:48] » Yeah. >> And we can we can have them look at this
[1:01:51] closer. >> But were there other parts of the
[1:01:54] document, too? I mean, that first part was I I thought very important, but
[1:01:58] there was some other things they had too, right?
[1:01:59] » Yep. I think she'd stuff right on the applicate to um
[1:02:04] » not a big deal. >> Confirm a reservation at
[1:02:06] » Yeah. So the other So that was just the beginning on the second page. There's
[1:02:10] some changes on the confirmation of reservations. Um this just helps our our
[1:02:14] staff with the reservations and how they um
[1:02:19] get the how people make the reservations. So it kind of cleans up.
[1:02:23] It's I think this may have been a suggestion from Megan um on how to clean
[1:02:28] this up or maybe the parks committee did >> thought in practice. So this is already
[1:02:33] going on, >> right?
[1:02:35] » This the second item here under confirmation reservation. I think in
[1:02:40] practice is kind of how we're handling it now.
[1:02:43] » Yeah. And it's it's kind of just cleaning this up.
[1:02:46] » Yeah. >> To to them. Um, and then if you look
[1:02:48] down where it says fees, we have it says for groups of 25 persons
[1:02:54] or less and then groups of 25 persons or more.
[1:02:57] » We've we've pointed that out at a meet here before a few years ago. I remember
[1:03:01] bringing it up that just pick one. >> Yeah. So, we're picking one. We're
[1:03:04] saying 26 or more so that there's not that 20 that sweet 25 where they can
[1:03:10] » nitpick how much money they're going to spend. And then the final one is the
[1:03:13] appeals. Um the the committee felt like 5 days was too quick. They want to give
[1:03:18] them two weeks, 14 days. Um and then they'll be notified of the select
[1:03:21] board's decision via written decision that will be mailed USPS to the address
[1:03:25] provided. So they'll be able to just appeal it.
[1:03:30] » Yeah. Five days would be tough, right? If you needed to go to the select board,
[1:03:33] we'd have to have a special meeting to have an appeal on a
[1:03:37] » Yep. >> Okay.
[1:03:38] » And it helps someone appeal. It just it just gives everyone more time. So, those
[1:03:43] are those changes on there. But I, like I said, we should probably work on this
[1:03:47] opening and closing times and actually work on what our process to the
[1:03:51] following, you know, going forward is going to be before we vote on it today,
[1:03:56] I would say. >> Would you think the parks and recck
[1:03:59] committee would be okay with that, Chelsea?
[1:04:00] » Oh, yeah. Absolutely. Because we'd have to change like the ball field. We decide
[1:04:04] we're going to do sunset to sunrise closure. We'll have to change some
[1:04:07] verbiage >> further down too. Yeah, we can
[1:04:11] definitely >> if there
[1:04:15] I mean you probably add that in, right? Unless it's a
[1:04:18] » desk, we can just change it. >> So like if somebody rents
[1:04:23] » for like a wedding
[1:04:32] if you have a permit or prior authorization
[1:04:34] » usually that's they that doesn't well because we need to close it up because
[1:04:49] That's usually
[1:05:04] » over by the well street light is what I think of.
[1:05:06] » Oh, the wellhouse light. Is there one? >> No, there's one bright light down there
[1:05:09] somewhere that I always encounter. >> It's up here. I'll drive by tonight.
[1:05:13] » Oh, yeah. It'll be all >> Okay. So, you take care of this
[1:05:20] business. >> Yep.
[1:05:22] » And then we've already done the town manager report. So, we talked about the
[1:05:25] Bay Park stage and the grants. >> No.
[1:05:32] » Um, >> and we voted, right? We did vote on
[1:05:35] those previous two. >> Previous two and you guys signed.
[1:05:38] » Yes. >> Okay.
[1:05:39] » There were votes. >> Thank you.
[1:05:41] » Just want to make sure. >> Um,
[1:05:44] question for Kevin and Casey. We're cutting all these trees.
[1:05:52] Do we still do that wood for good business?
[1:05:56] Do you didn't want to use our salt shed this year because
[1:06:01] um well first because we were uncertain about
[1:06:07] um whether or not SH was going to be there
[1:06:12] launch. So we bring the command to provide that self for storage and then
[1:06:18] he also wasn't
[1:06:26] » as far as counting all the trees and donating it to them. Well, that's what
[1:06:29] I'm talking about. >> That's how we met. Yeah.
[1:06:31] » Years ago when we established that town forest
[1:06:35] and we had a logger go in and take out quite a bunch of high value trees. And
[1:06:43] then we had him with a skiitter and a tree top make some trails up there when
[1:06:47] we were just this was just coming in. And we allow people to go up on the
[1:06:52] landing, you know, where the tops were and
[1:06:56] cut the wood. And I would think with the economic situation
[1:07:01] this winter, if we could somehow have a pile of wood
[1:07:08] that's ash, it don't burn pretty good and you know somehow have it so people
[1:07:12] could go down. >> Yeah. So what is happening with that
[1:07:15] wood? >> Yeah, that's hired hire
[1:07:19] a contractor. They just displayed it. >> They take it.
[1:07:22] » Yeah. So could we like have a certain amount
[1:07:27] » like trees down and even
[1:07:33] private res
[1:07:37] like maybe that's >> well I I guess uh I was thinking more
[1:07:42] you would have it all cut up you know >> there's a fella well there's a fella
[1:07:46] that I know who who supports a a local youth
[1:07:54] outfit in Johnson that works with troubled youth. And this guy cuts
[1:07:59] firewood and historically brought it there, but
[1:08:04] they've had some changes. So now he's he cuts fire guy's in his 70s and he cuts
[1:08:09] firewood, sells it, and gives and gives the the charity the money. It's like his
[1:08:16] his thing in life is to supply them with
[1:08:20] heat or money for heat and and so his whole gig is just getting free wood and
[1:08:27] turn it into heat for this uh youth outfit in Johnson. So that I mean I
[1:08:33] think there is some good things that could could be done. I I can't speak to
[1:08:38] the liability to the town, but you know, I I guess I guess it's
[1:08:44] going to get burnt somewhere if they I mean, I don't think the Well, those
[1:08:48] those people that are taking the wood aren't aren't throwing it away. They're
[1:08:52] they're turning it into >> I don't know.
[1:08:55] » Ash burns good. >> You know, burn is good, but tree tree
[1:08:59] dumps all over where, you know, >> they just dump them
[1:09:02] » dump them over the bank to make stuff. I wouldn't do that, but that's
[1:09:06] » Well, somebody's got to cut it up. That's
[1:09:08] » Yeah. >> Where they run what they came through
[1:09:10] with chippers.
[1:09:17] » I can reach out the logistics of >> Yeah.
[1:09:22] » I'd rather it be different or anything, >> right? 20,
[1:09:26] » right? >> End up just like the boats.
[1:09:29] » Yeah. >> Yeah. You have chainsaw fights in the
[1:09:32] shed. >> [laughter]
[1:09:36] » But no, I think if you could get a hold of him and see if he'd be interested. I
[1:09:41] mean, the wood's going to be around. >> I think there's going to be some fairly
[1:09:48] desperate folks around this winter with the price of oil and everything else.
[1:09:53] » Yeah, it's crazy. >> Well, I know, but if Carol is still at
[1:09:57] the house, that's where she burns. You know, if the trees come down on her
[1:10:02] where she is. >> Yeah. I would like to see those trees
[1:10:07] stuck in her backyard so they can just get cut off.
[1:10:11] » Yeah, they could. I mean, I if they're looking for places
[1:10:14] » available, but cut them up. >> My house is close. I I mean, I'll give
[1:10:17] the wood away, but I hate to see it go away.
[1:10:21] » Yeah, we can send a letter
[1:10:25] first.
[1:10:29] They walk the best and drop on the lawn. That's
[1:10:33] » that's their responsibility. >> Yeah.
[1:10:35] » Sometimes you do that. >> Yeah. You get
[1:10:37] » drop on then they realize that they're 12 in late.
[1:10:41] » Now you got to cut it.
[1:10:46] » Interesting. >> Okay.
[1:10:49] » Yep. >> That was that was
[1:10:55] um next select board meetings. Monday,
[1:10:59] September 21st and Monday, October 5th, 2026 at 5:30
[1:11:08] Cleveland.
[1:11:11] Oh, wait, wait, wait. Did we do this? We didn't do this.
[1:11:15] » Oh, let's make sure we do that. You have two of them.
[1:11:19] » Excessive improvement project grant.
[1:11:24] » This is the one I got. I want to explain that to everybody.
[1:11:30] » So that's the $100,000 lake access one, right?
[1:11:34] » The Patrick Lee Lake Champlain basin program. It's for um trying to find, you
[1:11:39] know, updated cotton. >> Um
[1:11:43] $100,000 for the stairs. Um and this is just saying we're looking for just a
[1:11:48] letter of support and letter supports.
[1:11:54] Yeah, I see you wrote me a nice letter. >> Yeah, good job.
[1:12:03] » Yes, >> we might want to find this one.
[1:12:05] » Patrick lady's not spelled right. >> And there's no comma in the
[1:12:12] » fix that very >> Oh, okay.
[1:12:16] should be um >> less
[1:12:22] l >> says
[1:12:26] L A
[1:12:32] » you got one right now.
[1:12:37] Let me get rid of them so I can we don't mess them up.
[1:12:39] » Yeah, there's like three of them here for me.
[1:12:43] It's L E A Y >> here. I put the Y in there and I put a
[1:12:49] comma
[1:12:53] downation
[1:13:01] pretty >> Y.
[1:13:06] That's what I'm saying. It could be one of those.
[1:13:11] » Insurance. >> You don't know what I'm talking about.
[1:13:16] » But it's just that like the the Lake Champlain basin money.
[1:13:20] » Oh. Oh, yeah. >> They they always want you to write this
[1:13:23] quality assurance protocol,
[1:13:28] especially if you're near the water. >> Yeah.
[1:13:30] » And that thing is a pain in the rear. >> Yeah.
[1:13:34] » It's super detailed. Do you wanna Do you want to read it?
[1:13:37] » I've seen that thing all the time. I don't
[1:13:39] » It's really um I mean it's speaking to us because it is
[1:13:44] access to Lake Champlain. >> I It's just a whole another layer of
[1:13:47] stuff that's got to be done to get to get So So the idea is they're going to
[1:13:51] award that grant in whenever, but then the quiet falls about a year and a half
[1:13:55] later. If you don't need it, then that's great. If you do need it, it slows down
[1:13:59] prog. >> Yeah,
[1:14:00] » that's all. >> Yep.
[1:14:03] » I didn't know if that was going to require
[1:14:06] I'm not sure.
[1:14:11] » We can have some. >> Well, we wait for the money. [laughter]
[1:14:15] » What's a little bit different? >> Everything's different.
[1:14:20] » Cuz if you do it without the money, you just show.
[1:14:22] » Yeah. They need the money. >> Some are just like, "No, you did it
[1:14:26] without us." >> You know,
[1:14:27] » they want to know we have some money backing up sometimes, but then they
[1:14:30] don't want you to go ahead and start it without them.
[1:14:32] » No, they're good. I mean, they've done a lot.
[1:14:33] » Some are okay. Some will give you you could pay back some like engineering and
[1:14:38] and stuff like that. >> I've done a lot of work at places some
[1:14:41] money over the years. >> Yeah. Um
[1:14:46] » one other thing was >> Yep.
[1:14:50] » You got to get moving on this fire station.
[1:14:52] » Yes, I have names and I'm reaching out to them.
[1:14:56] » Thank you. Maybe you and couple selectman and Matt.
[1:15:03] We got to get a consultant and get that started.
[1:15:06] » Yep. >> Should just meet.
[1:15:08] » Yeah. >> And get the ball rolling and bringing
[1:15:11] the rest of them in after we have more information.
[1:15:14] » Sure. >> So you you should set some meeting up.
[1:15:18] » Yeah. I can send something out this week. Tomorrow we'll pick a date.
[1:15:23] » That's just kind of not at all.
[1:15:32] Yep.
[1:15:36] » It's okay for me to sign. >> I think so.
[1:15:40] » So, >> the city.
[1:15:43] » Yeah. >> Was there anything else you were
[1:15:46] supposed to sign in that packet? >> You guys want the 100 grand for free?
[1:15:52] » Always. >> Absolutely.
[1:15:54] » That she would Everybody, >> there was the ordinance.
[1:15:58] » There was the errors in admissions and the letter of support.
[1:16:02] » Signed. >> Sign all sign.
[1:16:04] » Sign seal delivered. >> Sign. Signed.
[1:16:10] » Perfect. Hate to chase you all down. >> I I have a question, Jack. Under other
[1:16:14] business. >> Yeah.
[1:16:15] » When are we going to start talking about budgets? So,
[1:16:18] » so Oh, thank you for bringing that up. Actually, we will be soon. I'm going to
[1:16:22] be meeting with our department heads to get going and then we will do our I
[1:16:27] think the next step is get them ready to go have a meeting.
[1:16:33] » Traditionally we start in October. >> Yeah. Right.
[1:16:36] » Coming right up there's >> but Jack mentioned to me the other day
[1:16:40] we can start earlier. we get everyone rolling on what we have and have our
[1:16:44] department head start looking at budget what we're I already know a couple of
[1:16:49] things that we're going to be on the hook for next year that we we didn't
[1:16:52] really plan for yet um like it budget or that was pre pre-bought I believe with
[1:16:59] ARPA money >> sure
[1:17:00] » that didn't reflect so we're going to have to budget about $30,000 so there's
[1:17:05] like some things where >> funny how that work
[1:17:07] » 30,000 a year going forward that we have already pre-paid for that we're going to
[1:17:13] have to start as a new expense. It's going to look like a new expense.
[1:17:16] » I think one thing, Jack, we've uh however we all want to do it, right? In
[1:17:20] the past, we've had it where we try to set aside one day in advance for all of
[1:17:26] us to come in. >> Last year was November 5th.
[1:17:28] » Yeah, you came in. >> Everyone else is up for that. It's a
[1:17:32] good way to get it. Well, >> otherwise like an hour here, hour there,
[1:17:36] » me and school >> when we start doing budget, but we
[1:17:38] usually have one day where we're here most of the day and the department heads
[1:17:42] coming in and uh >> we get we get breakfast and lunch for
[1:17:45] everyone >> here for a while.
[1:17:50] » That's why you mentioned the food. >> You get a politician to show up. I know
[1:17:54] how it works. >> Last year it was from 1:30 to 4:30.
[1:17:59] There's some people that actually pretty official.
[1:18:03] » Yeah. >> Every half hour I think.
[1:18:05] » Yep. Every half hour they come in.
[1:18:09] » That's where zero >> zero idea
[1:18:14] zero for next >> zero
[1:18:20] comes in. >> So to answer your question
[1:18:23] » and we need a drink and have >> no it's up in the air. It depends on
[1:18:27] what the legislature does for buying down rates
[1:18:30] » or if they choose not to or if their school consolidation actually saves
[1:18:34] money. If there is school consolidation, >> there's a whole bunch of ifs in there.
[1:18:38] Um and then we are also next June starting our
[1:18:45] » preappraisal >> which won't go into effect until
[1:18:50] she is >> FY 29, but it'll be
[1:18:54] » Yeah. >> It'll be different. I'm not saying it'll
[1:18:57] be different. >> Right. Reason I bring that up is because
[1:19:01] » you didn't >> like what is
[1:19:02] » if property taxes they've been increasing and we have a whole bunch of
[1:19:06] new expenses. I think we're going to have to start
[1:19:08] » Tuesdays. >> Tuesdays or Fridays, Wednesdays,
[1:19:13] we're eliminating charity work. Thursday is my
[1:19:16] » that's going to be and that's not very favorable to say but I and with that as
[1:19:22] a possibility but I mean >> I think we owe it to the nonprofits to
[1:19:27] let them know as far ahead of time as we can.
[1:19:30] » I can take that >> this is this is something we're going to
[1:19:32] have to >> this is going to be tough and and we're
[1:19:35] going to have to look at >> this local regional
[1:19:38] » letter should go out saying you know we're entering a new budget season and
[1:19:42] it's it might be dicey. um this local, regional, state organization bracket we
[1:19:48] have or >> yeah, they should all get something.
[1:19:49] » This is we're it's going to be we're gonna have to talk about how we handle
[1:19:52] that. That's going to be part of our discussions in the budget.
[1:19:55] » I think that's a great suggestion, Jeff. Like,
[1:19:56] » but what I'm saying is just give them a heads up that we are we are going to be
[1:20:01] looking and they need to be aware. >> It'll kind of avoid the um in your
[1:20:08] housing
[1:20:12] center, right? I mean I it's just my
[1:20:17] » Well, we talked to about having some kind of discussion before we talk about,
[1:20:22] you know, how we want it. >> Right. Right. I'm not saying I'm just
[1:20:25] saying it could be on the table. People need to know in well in advance so they
[1:20:31] can plan >> if that was going to happen.
[1:20:34] » Yep. I contact those organizations so Casey and I can come up with a
[1:20:40] uh a letter, email, whatever that states pretty much what Jeff just said.
[1:20:46] » Hey, thank you, Jen. >> So, we need to we're just talking
[1:20:54] you guys work during the day if we're going to have an all day budget session
[1:20:58] which you know >> I'm in advance enough I can make
[1:21:02] » right. Slow or so. >> I'm fine, too. I think it's I can take
[1:21:07] time off. >> I came
[1:21:13] on a set schedule.
[1:21:18] » So, we try to be a couple weeks notice. You guys can plan.
[1:21:23] » We'll look end of October, early November because that's what we did
[1:21:26] November 5th last year. Well, >> if you want to do it beforehand, we can
[1:21:29] go mid to >> I was thinking earlier.
[1:21:32] » I would too just to get it going. >> Just to get it going.
[1:21:35] » Okay. >> Because you're getting uh your
[1:21:38] department heads are getting their stuff in and in the past we've had the
[1:21:44] department heads come in on that. >> Yeah, we did.
[1:21:46] » Yeah. >> And they'll explain it. And
[1:21:50] » how soon do you want to do it? Could we do it after October 20th?
[1:21:55] Is that too late? My availability is pretty limited before
[1:21:59] then. But I mean, I'll make it work. Whatever
[1:22:04] you guys decide. It's just >> that week October 9th. But
[1:22:11] » just know it's already September 8th. >> Yeah, I know.
[1:22:14] » And we're planning we're planning things out o next meeting the 21st and October
[1:22:18] 5th. So we're it's coming fast. >> Yeah, we're two meetings away. Yeah.
[1:22:24] Whatever you Whatever you want to do, Jack. I just I'm I've got
[1:22:30] » just seems like, you know, we'll get up against Houston.
[1:22:32] » Yeah. So, why don't I I can start getting the ball rolling with my I've
[1:22:36] already alerted my my team that we're going to be talking about this soon and
[1:22:40] then we'll get that ball rolling. I'll reach out. We'll be in communication
[1:22:44] about availability for dates so that we have pl ample time to to plan for it and
[1:22:48] have everyone ready for it. >> Throw out a couple.
[1:22:51] » Yep. We get up against it and then sometimes go to make snap decisions.
[1:22:57] » Well, then we start select board start at 6:30. We're starting at five.
[1:23:02] » Yeah. At five or spend an hour and a half on budget.
[1:23:06] » No, I'd rather bang it all out in a big chunk or as much as both, you know,
[1:23:11] » as much as we can. I don't mind doing the big chunk.
[1:23:13] » But has it been less of it? >> Yeah.
[1:23:16] » Okay. All right. I'm good. >> Yeah. Thanks for bringing that up
[1:23:20] because I did have it in my notes to talk about it. Let me see if I have
[1:23:23] anything else. Yeah, >> one more thing about the schedule. Um,
[1:23:27] you all have your training next Monday at six o'clock with VLCT.
[1:23:35] » How long you got going on? >> An hour and a half.
[1:23:38] » Hour, hour and a half. >> So, what we uh what are we supposed to
[1:23:42] feature? >> Everything. All of our knowledge.
[1:23:48] Uh, what about the town fair? When's that going?
[1:23:51] » Saturday, right? >> Is it all weekend?
[1:23:53] » Town fair. >> Oh, Renaissance fair. It's this
[1:23:56] Saturday. >> The BLC thing.
[1:23:59] » Oh. >> Oh. Oh. Oh. I have a bunch that are in
[1:24:02] my calendar that I' I'm going to. Is it October 8th? Maybe.
[1:24:07] » Does anybody >> I will send it I will send out all that
[1:24:10] stuff to to everyone too. BLCT. >> There was like an early sign up or
[1:24:16] something. Yeah,
[1:24:19] » you never know. And I I've been to it a few times.
[1:24:23] Uh I don't know if any of you guys are interested in going.
[1:24:27] Well, basically everyone all over the state is there.
[1:24:32] » That's the one that's in South Burlington.
[1:24:34] » Yeah, >> that's October 8th. I think the 7th is
[1:24:38] they have like a a virtual thing and or a dinner at Waterworks. But I'll send
[1:24:42] this out. >> I'll send this out to the board. They
[1:24:44] have a bunch like boost and stuff. >> Yep. I think that's the one.
[1:24:48] » Don't they have like the skids deer rodeo and the snow plow the lean
[1:24:53] business for the road people? >> I think so.
[1:24:56] » Yeah. >> I never been to one, but I think that's
[1:24:59] what you're referring to. >> Yeah,
[1:25:00] » that's exactly what it is. >> Okay.
[1:25:03] » Yeah. >> Um
[1:25:04] » do a few. They're kind of fun. >> Yep. That's the 7th of October. There's
[1:25:10] a couple other ones coming up, but um uh one more thing,
[1:25:16] roadway signs, you asked about it last time, this four feet, keep your
[1:25:19] distance. Kevin did some research on those. That law that went into place in
[1:25:24] 2024 where you got like some towns, I think
[1:25:27] it's >> not.
[1:25:29] » It's not mandatory. We can put them up. We can invest in the signs and put them
[1:25:32] up if we want to. Um >> just Yeah.
[1:25:38] Now
[1:25:43] look and
[1:25:47] there's one down in the
[1:25:53] maintain for that's the rule there's like an mandated to do it. Um
[1:25:58] » it might be nice just to put a few like especially in the bomb shore where the
[1:26:02] biker >> right we think some places where we can
[1:26:04] think of hight traffic areas. So, something we can think about for
[1:26:10] next summer. >> Yeah, we'll put them up to the snow.
[1:26:15] » Seriously, >> we're getting into mailbox season.
[1:26:21] » Okay. Uh I guess that's it. We had a proposed executive session.
[1:26:26] There's some new law says we can't do that. So, uh without uh laying all our
[1:26:33] cards on the table, so we'll skip that for tonight.
[1:26:38] Yes.
[1:26:42] » I'll move second. All >> in favor?
[1:26:45] » I motion carries. We are a journey.
