2026. Uh this large total here is

$460,495.50.

Uh items of note here, 180 almost
183,000 or 40% of the total is for the
[1:12]
St. Albins's free library. That's our
annual town assessment. uh six a little
[1:17]
over 61,000 or 13% is to the Franklin
County Clerk's Office for the town's
[1:24]
Franklin County tax assessment. Do we
know is that semianual or is that the
[1:29]
total for the year? That's the year.

Museum. And just around $22,450

is for paving. Um the library
assessment, the historical museum, the
[2:42]
Franklin County assessment, and the
local organizations and charities was
[2:47]
just about $300,000
uh or about 64% of the total warrant
[2:51]
tonight. Uh the paving, salt, sand, and
health insurance was about 115,000,
[2:56]
another 25% of tonight's total warrant.
So, uh those items make up the vast
[3:02]
majority, and that's why we have an
extra large general fund warrant
[3:05]
tonight. I make a motion that we approve
this general fund warrant in the amount
[3:09]
of $460,495.

uh parcel that I removed over on Doure

Drive, but I or I I added it to the new
owner, but I didn't remove it from the

parent parcel. So, we're kind of double
dipping there. Um I'm just asking to

remove it from the parent parcel.
Uh third one is uh Vermont Transcope.

So, it's a telecommunications
uh parcel that I'm not sure if you guys
[11:01]
know this, but but the state of Vermont
now does all the valuations for
[11:06]
telecommunications, all of the cell
towers, utilities, all of that, all of
[11:12]
those parcels. So, we really don't have
any say in that. So last year they had
[11:18]
me
create a parcel for this parcel for
[11:22]
Vermont Transco and this year they
wanted it removed. I didn't remove it.

Um and we're double dipping on that one
too because this value is now placed in
[11:33]
another parcel. So that was a double
dip. So I'm just asking to have that one
[11:38]
deactivated as well.
Uh fourth one is the fourth and fifth
[11:45]
one are Stewarts. So they took over for
Jelly as you know. Um the wrong values
[11:51]
were entered for their two locations.

now about getting a parks and recck

committee going. One of the jobs they're
going to be focusing on is obviously
[16:28]
helping us with the stone house, but
they're also going to be helping us with
[16:31]
our bay park, our Cohen Park, our uh
town forest, any kind of recreational
[16:36]
thought we could have in the town. Um,
so they we formed a committee. Our very
[16:41]
own Chelsea Moharren is on it. Um, as
well as what, five other members? I
[16:46]
think we're at six members now.

they got together pretty quickly, met,
went over, looked at all three of our um
[16:55]
our rules and procedure. We didn't
really have like a rules and procedure
[16:58]
for it, so they um created one. Um
they've looked at our ordinance and our
[17:03]
parks policy and made a few changes. So,
we're just going to go over them so that
[17:07]
we can approve them and or make changes
as you see fit. But, I think they've
[17:12]
done a really good job. Um what they're
going to do is that they're looking at
[17:15]
our uh at our Bay Park. Um did they walk
tonight? Is that who they went went over

going to look through everything in the

park to the point where it's like do we
need this grill here? should this park

So, it helps us get public input on how
[17:47]
the park should look and what we should
be doing with it. Um, and there's it
[17:51]
seems like it's pretty uh motivated
group that that work really hard because
[17:56]
they got this back to us last week in
time for this to be on the agenda. Um,
[18:00]
you know, because we don't have a
recreation department. uh we we
[18:04]
outsource that to the city who does a
great job with our with our kids and
[18:07]
getting them uh recreational needs, but
we still have recreational needs here
[18:11]
and they're going to help us with that.
And in doing so, if you look at our um
[18:16]
this rules and procedure, um Megan, our
director of community development, who
[18:20]
is next door with at the planning
commission, so she's not here with us.
[18:24]
Um, but she put this together and then
the committee looked looked this through
[18:29]
basically up and down to find spelling
errors and other things they want to do
[18:34]
make sure most of it is based on our
current policies and procedures and and
[18:39]
ordinances and that kind of language.
Um, but I'll read the first uh section
[18:44]
which is the mission just so we get an
understanding what the mission is.

Mission of the town uh of St. State
Almonds Parks and Recreation Committee
[18:51]
is to bring citizens together for
stewardship, identify potential
[18:54]
improvements and expansion of
recreational opportunities in the town
[18:57]
of St. Albins, collaborate with
municipal staff, and support ongoing and
[19:02]
new recreational events and programs.
advise town officials and appointed
[19:05]
staff on community census related to
recreational needs, including
[19:09]
improvements or additions to facilities,
and to provide updates on recreational
[19:12]
events and activities, and to assist in
the implementation of activities,
[19:16]
including but not limited to being a
sounding board for ideas for the public,
[19:20]
support for community members in
relation to recreation, supporting the
[19:23]
community development and public works
departments in long-term planning, grant
[19:27]
writing, and fundraising. Um, Chelsea, I
don't know if there's anything else that
[19:30]
I should add that was discussed. I
wasn't able to make it. um to your first
[19:35]
meeting or your last meeting. But

pulling this together for our meeting.

» So it's it's basically they're going to
help tremendously with events and uh
[19:45]
making sure we make good decisions on
should we put a fence here or should we

out tremendously so we're not just

sitting over here saying Kevin Megan and
I sitting over saying yeah that's what
[20:01]
we're going to do. We're going to do
that. it's going to give us better
[20:03]
input. Um, and so just the rest of it,
section two is the meetings. It's
[20:08]
basically they're going to meet at least
six times a year, but it sounded like
[20:11]
they wanted to, especially up front, get
more in. They'll probably do six in the
[20:15]
next six months at least.

week or twice a month right now just to
kind of keep things going while the
[20:21]
weather's nice and see what we can do. I
mean, the goal is to utilize that park
[20:25]
as much as we possibly can.

So meeting procedures, it's going to

section four is your membership terms.
there will be five and minimum number of
[21:01]
five, maximum of nine committee members.
Um, and it just it lists out a couple of
[21:07]
terms and how we're going to stagger
those. Um, and kind of the roles for
[21:11]
each person and even the town manager
and vacancies. Um, it'll have officers
[21:17]
like a chair and vice chair and
secretary. It has powers um section six
[21:23]
duties and powers town of state almonds
authorized parks recreation recreation
[21:26]
committee to act as it with dealing
recreational issues. Um and they can
[21:30]
will be able to come to select board
meetings um if we ask them to and they
[21:34]
can report to us on on things. Um and
then section seven is reporting. Um
[21:40]
they will have the same public meeting
laws about posting it online and um
[21:44]
anytime they meet. um then they will be
dealing with funds and donations. One of
[21:49]
the goals is they'll be raising money
hopefully. Um so that money will go into
[21:54]
our general fund unless um we figure out
another special fund for that. But um we
[22:02]
have the setup so they can do either or.
Um and then there there could be ad hoc
[22:06]
members who are not voting members but
can still help out on events. They can
[22:10]
go and and have an input and they can
still attend meetings. um they just
[22:14]
wouldn't be voting members.
And finally, communications. Um they're
[22:19]
just limited to being able to speak on
behalf of their own committee. Um
[22:24]
if it's not like the majority rules, so
they shall speak on behalf of the
[22:28]
committee without prior vetting by the
committee. Um they shall not sorry. So
[22:33]
that's the rules and procedures. Um they
I think Megan did a great job with this
[22:39]
and it kind of follows basic town
meeting law. Um, any questions on that?

» Couple thought. Um, first of all, I like
the mission statement. I was reading
[22:49]
that's very um, it's got everything in
there right that that we'd hope it could
[22:53]
do. That's awesome. On in section four
on D. I I just want to mention I like
[22:58]
that that if someone
resigns a position, we can just I think
[23:03]
it's a great idea just to, you know,
appoint the next person to fill that
[23:07]
position and just take the next term
instead of uh, yep. Making them come
[23:11]
back. Um, on G, section 4G,
um, I think we probably just strike the
[23:18]
last part of that sentence. It just
talks about committee members shall
[23:21]
adhere to the town of St. Almond's
conflict of interest policy. I think we
[23:25]
should just put a period right there and
stop instead of having most recently
[23:28]
adopted just so there's no confusion.

on this. And I think they're really
excited about some things that we can

improve um in the town, not just in the
Bay Park. I think in Cohen Park, I think
[25:11]
Town Forest and any anywhere else they
they see fit. I think they're pretty
[25:14]
excited. um and motivated that they want
to
[25:18]

stage, right? Like kind of the draft

» It's a good good update. So the stage we
have, we're design build. So we put an
[25:46]
RFP out that says design us a stage and
give us a price of what that stage would
[25:51]
cost. And so we specified the size of
the stage, the
[25:56]
» kind of you know the elevation has to be
this high in case the park floods like
[26:02]
it has to have a cover, it has to have
wind protection. So we gave them the big
[26:05]
parameters and then we said give us your
idea and and make sure that it fits the
[26:11]
historical character of the park. And so
we're cross our fingers. It it's
[26:17]
interesting approach. It's called design
build. But if it works, we could get
[26:21]
like three or four different proposals
where three or four different ideas of
[26:24]
what that stage might look like and we
would rank the proposals ba parks and
[26:30]
recck would rank them based on the which
ones they prefer. And then in a separate
[26:35]
a separate envelope would be the cost.
So we would rank the ones parks and
[26:40]
wreckwood and then the select board and
the town manager would look at the cost
[26:44]
for those top three and prioritize what
they think the the best value is to the
[26:49]
town. And we shared that with the state
historic preservation office. They've
[26:54]
been kept in the loop about this new
stage. And so it's obviously needed and
[27:00]
I think I you know we'll see what we get
but we sent that RFP out to a number of
[27:06]
different architects and builders. So um
it'll be really interesting to see what
[27:11]
we get but I think this was kind of an
accelerated approach to try and get this
[27:15]
stage ready for next year. And the way
we specified it would be
[27:21]
public works would be responsible for
everything from the ground down. So, we
[27:26]
would put in any concrete peers wherever
they specify and then they would show up
[27:30]
and the stage would go up from from that
point.

submitting on another grant for $100,000
for the Lake Champlain Basin Access

Program, and that's the letter. So, that

replacing all the stairs. So, we would
remove the existing stairs and put new
[30:42]
concrete stairs at four of the stairways
and then the northern access would be an
[30:49]
ADA accessible beach access. Um, it
would have been nice to get the ADA
[30:55]
access closer to the stonehouse, but the
the height, you know, Jack, the it's the
[31:00]
elevation differences and wave action,
historical preservation. So, so that's a
[31:05]
compromise, but I think it's

good portion of it and I'll take work
off of our crew so that they can focus

nice that we're working with PTV and

they're the administrators of the grant
telling us what we need to do to make
[35:33]
sure we're we have a strong application.
So, that's $150,000
[35:37]
and we would be looking at doing a roof
project with the stone house for that
[35:42]
grant. And I think

if we want to go deep into the stone

house right now, but we met with the
architect last today to
