overwhelmed to get started and and I've

been across different parish meetings
and all and this is one of the best
[9:44]
turnouts and all which I'm glad to see.
Uh each and every one of you can see and
[9:49]
and know me. I'll leave numbers and all
far as any problems that we have far as
[9:55]
the citizens that y'all have that we
come into y'all's area. Just pick up the
[10:00]
phone and give me a call. We'll get it
straight. Whatever we have to do far as
[10:03]
the contractors that we have. Uh just
excited to come into y'all's parish and
[10:08]
actually get started and and as you all
may not know, we are in the process of
[10:15]
actually today getting rigs moved in and
going to the start in the parish. I
[10:20]
apologize for the council that that I
hadn't been able to get up. You know,
[10:24]
it's kind of a quick thing that come
about. Uh but I did know about it two
[10:29]
weeks ago. So, we've got we got locates
called out. What that means is we've let
[10:35]
water associations, which is one of the
bigger problems that we have in these
[10:39]
parishes. It's it's not as much USIC
with the communications network, but a
[10:45]
lot of times it's the water associations
that don't know where their water's at
[10:49]
even, you know, and giving them time to
get stuff located. I've sent KMZ files,
[10:55]
which means it's a mapping of actually
all of our of our expected drill sites,
[11:02]
which sides of the roads and and each
and one of y'all I can I can get y'all
[11:07]
as well, you know, if if you want to see
that in the future far as stuff. But all
[11:12]
excited about getting started on this.
Uh I I don't talk a lot as far as the
[11:17]
sales aspect of what it cost and uh but
I will let you know that that from what
[11:24]
I've seen it's a real affordable
internet because we're going across the
[11:28]
state rural American we all hopefully
will get it one day. Even myself, I'm on
[11:34]
Starlink now that paying undone for it
that that I'm in rural America, but uh
[11:42]
from what I've heard, it's real
affordable with a great network behind
[11:48]
uh you not only get good price and it's
a good internet that you know compared
[11:52]
to other suppliers that you may already
have or or that you hear of out there
[11:57]
that I think think you'll be well
satisfied. kind of letting

jobs which is actually a total of

hoping maybe to get in and kind of show
[12:26]
y'all mapping and and could actually do.
So, I can get y'all set up not only with
[12:31]
KMZ files, but I can get you lined up on
my computer where you can go in and
[12:36]
actually see the same mapping that I
have as well. But, uh, we, uh, we're
[12:42]
starting, we got a job that's that's
actually five or six miles east of here.

Uh, that will come right off of 55. And
we're coming up to we we ain't coming up
[12:55]
to the town, but we're running north
then up 38. Highway 38's the center
[13:00]
point of the job going all the way up to
the Mississippi line.

rigs. We're looking at about 20 all
total from I'm gonna put four rigs on
[15:28]
this western job, but there'll be around
16 rigs. It's not tomorrow that we
[15:35]
slowly coming into this before locate
people can get adjusted to as well as to
[15:40]
where we ain't bombarding them as well.
But we'll get to rolling pretty good and
[15:45]
and and hopefully
y'all will see progress there that all
[15:49]
of this will take place, you know,
pretty soon. And I've got this job
[15:53]
forecasted in to around 40 something
days in this 700, you know, well, this
[16:00]
400,000 ft. That's the area coming back
into here as well.

certain section for these drills for
tomorrow. And that's what that's a daily

process that I like my contractors to do
is is to communicate with you more so
[21:45]
than any on far as where they going to
be, where you at, and we'll get through
[21:50]
this.
You you one of the toughest people that
[21:54]
that I know we have to deal with that we
work with.

northern part of the parish mostly um in

district one and district 6. Um this is
where a lot of the five is going. So up

father is going to run. Um now I don't

not. So we know we have Aroff which was
federally funded for those areas and we

RWE solar project.

» Uh this is going to be my second
presentation with regards to the solar
[25:36]
project that's going on here in the
parish. So what we're doing tonight is
[25:41]
translating community into a draft CBA
framework. And what that means simply is
[25:45]
that we got a lot of information and we
need to condense it and narrow it down.
[25:49]
That's kind of what we're doing tonight.
Okay. So, while we are here, um,
[25:54]
community input has been gathered.
There's been interviews, telephone
[25:57]
interviews, there's been, um, workshops,
there's been, um, stakeholders meetings,
[26:03]
there's been a, uh, a lot of ways that
we've gathe gathered information. And
[26:08]
so, what this report showed is how this
is going to translate, all this
[26:11]
information that we gathered, how is
this going to translate into a community
[26:14]
benefit, an agreement that's going to
help the entire parish? You know, how
[26:18]
are we going to get the solar form
company? how they're going to help us.
[26:22]
So today's goal is just to report out.
Okay. So uh there's been a stakeholder
[26:29]
uh engagement since September of 24.
We've been doing this. We've been on
[26:33]
this this process. Uh the themes have
been synthesized into community
[26:37]
priorities. And so we're going to try to
get your input on some of that tonight
[26:40]
on some of those priorities. We have a
draft CBA buckets that we've developed
[26:45]
through feedback. We have parish
leadership going to play the very
[26:49]
important role because we're not going
to finalize this until uh your input is
[26:54]
is is uh
involved with it. We and afterwards
[26:59]
we're going to do consensus building
workshops. That's going to be the next
[27:05]
schedule events. So here are the
priorities um from the draft CBA
[27:08]
buckets. These are the priorities that
we've gathered.
[27:12]
Okay. So what we have is we have three
categories. Uh you guys can see we have
[27:17]
community themes, we have the CBA draft
category, and then we have the partners
[27:21]
because each one of these groups, these
themes, we're going to need partners in
[27:25]
the parish to work with us. That's the
only way we're going to get it
[27:28]
accomplished, that we have somebody in
the parish that we've identified who can
[27:31]
work with us to accomplish these goals.
So one of the community things, and
[27:35]
again, these are the things that the
people at this workshop, 50 or 60 people
[27:38]
showed up at a workshop. We ask them,
what does the parish need? What do you
[27:41]
want to see? somebody help us. If
they're coming in here to help us, what
[27:45]
do you want them to do? What's the most
important thing that needs to be done
[27:48]
here in Salem Parish? Okay. So, one
community theme. The first community
[27:53]
theme internship and apprenticeships and
that category is going to fall under
[27:57]
work workforce and education development
and the partners will be uh the school
[28:01]
Dr. Joseph. The second community theme
is wellness and community life. That
[28:06]
category is wellness and recreation.
We're going to use local nonprofits for
[28:10]
that.
of course you know that we don't have a
[28:12]
whole lot of local nonprofits here but
uh we identified them as the partners
[28:18]
emergency and broadband access the
category is community access that would
[28:21]
be the parish after school activities
for youth youth programs we're hoping
[28:26]
the local churches can help us with that
uh solar specific concerns that's going
[28:30]
to be the parish and Mr. bad news.
[28:36]
Okay. Now to the board and this is not
rhetorical. Are there specific partners
[28:40]
or institutions you would recommend?
[28:45]
One would be would be the town and
implement in the town as well because if
[28:49]
you're going to be doing something with
the youth and you want to get the
[28:52]
surrounding uh
children involved is you have to
[28:56]
incorporate the town as well. So, we
want to make sure that we add the the
[29:00]
town of Greensburg up to the uh to the
list of partners.

» I would like to add um our utility
companies too cuz that's I don't think
[29:09]
they've been involved co or

this is energy. I think they need to be
at the table

gas pipeline. Uh and also we need to get
uh mount involved too because

Baton Rouge and so when you get the
hospitals involved they get the health

what outcomes matters most to the

parish. So let's go to the next and look
at at some of those. Okay, workforce
[30:11]
education program. These are the
priorities ranked in order that this is
[30:15]
our order. This is you know this is you
you of course will determine this
[30:19]
internship and apprenticeship programs.
So in this um Superintendent Joseph was
[30:23]
said about um trying to get some
internships because again the state has
[30:27]
issued another another unfunded mandate
where the schools must place their
[30:33]
seniors into internship programs and in
a parish like St. Alina that's very
[30:37]
difficult. We have no businesses here
for interns to work there has to be a
[30:40]
business for them to work in. Right? So
we don't have that. We don't have a tax
[30:44]
tax base and and we don't have
businesses. We can use some of the
[30:47]
governmental offices but all of them are
not um really financially uh stable to
[30:52]
where they can hire a lot of interns.
So, you know, that's going to be a
[30:55]
challenge for us the fact that it's
mandatory. Our students have to have
[31:00]
internships. They have to go into
internships with with businesses. And
[31:03]
so, um that's going to be an issue. A
student scholarship support. Now, that's
[31:07]
pretty easy for a partner with um
developers uh Superintendent Joseph and
[31:12]
President Cheney to prioritize students
pursuing inter trade and technical
[31:16]
degrees because everybody's not going to
go to college to four-year college. So,
[31:20]
we're going to need those uh those type
of degrees, technical training and
[31:24]
credentials. Uh potential CBA provision
a partnership with the Dean Jones and
[31:29]
Northshore Technical College
[31:33]
for that type of training. Miss B, can I
ask you? Um, I know I know we talking
[31:37]
about the school here in St. Lish, but

[31:42]
here on Shal about the church, bro?

you know, we have the one on the other
end down there on Highway 16, but
[33:05]
there's no really multi-purpose center
or meeting place here in this area.

of the populated areas, you know, which

which really again the only center
4,000t building that can hold big events
[33:24]
is down way on the other end of the
parish. You know, this is the potential

suggestion for having something in this
area here. A little closer. A Clarkson
[33:31]
recreational space. Potential CBA
provision in partnership with St. Alia
[33:35]
Police jury in the parks department to
develop um the Fifth W Recreation
[33:40]
District's master plan. Of course, you
know, we've been trying to get that
[33:42]
baseball field for the longest. You
know, the master if you go down there,

there. If you see it, a lot of it has

been completed, but there's still one
primary section, and that's that uh

uh community infrastructure. Um they're

looking at some places or considering
some places where you people can have

application? I know there's the library,

but um they're talking about resources
in other places where community members

can go if they need to, you know, work
on a resume, if they need to get on the

computer, if they need resources um that
that um can help them in their lives,

recreation, we have community wellness

support. uh potential CPA provision is

to partner with the school district for

we're offering our center we just um we
just donated, thank God, some laptops
[37:24]
that we're trying to get some um retired
teachers to come in in the afternoons
[37:28]
and help our students. you know, we we
have still having major issues with with
[37:32]
um scores, our student scores, they need
exams and they the students need help,
[37:38]
you know, because a lot of times in the
homes they just don't have it. But if we
[37:42]
have some place where we can get some
teachers to come in after school and
[37:45]
they got these computers that the kids
can work on, that would be a great
[37:48]
program.

about partnering with the school?
>> Partnering with the schools home kids in

the parish who I mean those thankfully
mine are out of school. think I'm done.

But I mean, I still pay the same taxes
to the school board. I'm not using those

services. I don't get those services and
their scholarships and all the stuff

that comes with kids.

local youth serving nonprofits, uh,
churches, uh, whomever is available. Um,

again, we're so limited when it comes
to, you know, these type of

up and manage these types of programs.
uh priorities. Um again, continue with

the youth programs, educational support.
Um partners with uh we do have um the um
[38:41]
school and also the mayor of Greensburg
um and the local library for those
[38:46]
supports, recreational programs,
potential partners, local youth,
[38:50]
nonprofits, any priorities.

flood. It was part of that application.

Um and this is really to address the
flood that happens under the hills,

right? That's been going on for years.
And so fast forwarding to 2025, one of
[50:41]
the problems we had with this project
that we couldn't get it moving is we
[50:44]
didn't have the match money to go along
with it. Um since then we've worked out
[50:49]
the office of community development have
a global match so the parents don't have
[50:53]
to come out of pocket on anything but
working with um our our parish engineer
[50:59]
firm along with the states firm we were
able to take this project and really
[51:03]
elevate it to the next level. So what
what we have the approval for right now
[51:08]
is just phase one which is like $580
some thousand dollars of improvements
[51:13]
but ultimately we we have funded from
FEMA is close to $5 million for this. So
[51:19]
so and again we don't have to spend a
penny of the parish money. All this will
[51:24]
be funded um 100%. So this going to help
us um do some of that. Mr. Cole is here.

he could kind of give you some of the
examples of uh what we plan to do. I
[51:37]
know some elevations and
>> yeah, we're um we're looking at
[51:40]
elevating under the hill road. There's a
bridges or box there
[51:46]
increase and up size and then also the
channel itself go branch part of the
[51:51]
funding they want us to use green
infrastructure techniques. looking at
[51:56]
maybe some recreational component trail.

» So, so again, this is a drainage
project. Um, but but because we know we
[52:13]
have limited resource in the parish, we
have tried to be creative and tie in the
[52:18]
needs into whatever way we can get. Um,
we we also going to be proposing some
[52:23]
things later on for the fifth ward park
as well that we may be able to do some
[52:29]
drainage work there to help them
accomplish what they're trying to do
[52:32]
with those baseball fields as well and
team up with them. So, we we have some
[52:37]
stuff in the works that we could talk
about with that on some LWI buddies.

» Good evening. I'm the brief um OEP
report. So, right now, again, we're in
[53:03]
hurricane season. Um so, we are actively
monitoring everything that goes on. We
[53:08]
have a couple um systems that's out
there now. One they think is forming
[53:14]
coming towards the east coast. Nothing
that's saying is going to come to our
[53:18]
area just yet, but our eyes are open.
We're trying to make sure that we're
[53:23]
keeping an eye on what's going on so
that if we have an event, we can get out
[53:29]
early and start alerting people and
preparing to um just hunker down in and
[53:33]
bear through it. Uh last week I attended
the Brownsfield conference uh in
[53:38]
Chicago. Brownsfields is something that
we have a lot in Sanina Parish.
[53:43]
Brownfield deals with a lot of the older
buildings that were built with a vestas
[53:49]
um lead paint those things in it. And so
the federal government had money set
[53:54]
aside to go in and rehabilitate those
facilities. So one of the facilities
[54:00]
that I met with um the EPA on at the
conference was the Pine Grove um school.
[54:07]
And so we have a couple challenges there
that we have to get past, not just
[54:11]
because of the vesters and lead, but
because the colony of endangered bats
[54:16]
that's at that thing. And so I put it on
that table and let them know that, hey,
[54:21]
we want to mitigate this property, but
we have to deal with the bats and
[54:25]
because it's a dangerous species, we
have to have them migrated to another
[54:30]
colony or things like that. What I'm
trying to do is maybe reach out to a
[54:34]
couple zoos, see if they want to maybe
have a display of bats because they're
[54:38]
endangered. They can have them over
there. We migrate them. They'll have a
[54:41]
nice environment that they can be in and
then we can get in there and do the
[54:45]
work. Now, once we do that, what this
grant will allow us to do is to clean
[54:50]
that property up, get all that
contaminants out of the ground, and then
[54:54]
redevelop it. We need a grocery store.
We need, you know, housing. We need um
[55:00]
you know child care centers, schools,
and so as we mitigate these properties
[55:05]
that we have, we're also looking to get
money to redevelop and put things uh in
[55:10]
these areas that we need. We need parks
in that area. So kind of just we're just
[55:15]
kind of keeping our eyes, our minds open
to the possibility once we can get it
[55:19]
clean, then what we could put back um
that would benefit um the group. And so
[55:25]
just like we did with the solar panel
thing, we really need to do some SWAT
[55:29]
analysis with those communities and
really see what the people desires are,
[55:34]
see what they want. Um,
so that's all I have pretty much for the
[55:40]
report. Item B is signing a renewal of
Crowd Strike. Crowd Strike is what we
[55:45]
use for our anti- virus, anti-malware
software on our computers. Uh I don't
[55:52]
know if you can remember a while back
you know the system was hacked a few
[55:56]
years the state had to come in take over
everything and so the state did they
[56:01]
came in they put firewalls in place but
this last year when we did the cyber
[56:06]
security study with them they put in
this crowd strike software so crowd
[56:12]
strike is the leading software when it
comes to um security on PCs and so we're
[56:20]
just signing agree to continue to use
their endpoint software on our devices
[56:26]
and this is not costing us anything as
well.

Washington DC. They try to help us get
bills passed that we need. um they
[57:09]
helped us kind of go to Washington, meet
with our senator, um Senator Cassidy and
[57:15]
Congresswoman Menlo. And so they do a
lot to help development get funding and
[57:20]
function. They do a lot of trainings.
And so I'm proud to announce that I was
[57:25]
appointed for the second year to two
committees with this organization. One
[57:29]
is the IT standing committee. Again, it
is my background. So I serve on that.
[57:35]
And also I was uh appointed to the rural
action caucus. Now the rural action
[57:40]
caucus we meet and it's all about places
like St. Helena and finding money. How
[57:46]
can rural areas get money? We can't
compete with big areas because we don't
[57:50]
have those funds but it they help us
kind of find ways to bring the money
[57:55]
that you see coming into the parish is a
result of you know kind of meeting and
[58:00]
being on these committees. So this is
just a FYI uh that I was appointed by
[58:05]
the president to these two committees.

Melton, we attended uh disaster debris
management training and you have a copy
[58:24]
of our certificates for completing that
training in your packet. Let me say this

here. The biggest thing that we deal
with in storms is debris. That's that's
[58:34]
the big that's the biggest money that we
have to put out is debris. You know,
[58:38]
we're rural. We have a lot of
vegetation, a lot of trees, and when
[58:42]
when when it comes through, it's a lot
of cleanup. We have to clean up for a
[58:47]
long time. And so there's so many rules
with that. If we make a mistake and do
[58:53]
the wrong thing, then the parish is on
the hook. They have to pay a lot of this
[58:57]
money. So, we want to make sure that we
keep ourselves trained and certified so
[59:02]
we know how to manage it and know we're
getting the best bang for our buck and
[59:06]
the parish can recruit as much money as
possible. And that's all I have.

have the drainage. We could go out, we

could build as many roads as possible,
but if the drainage is not right, that

again. So again, we want to take a

strategic approach to our roads and make
sure when we build a road, it can last
[1:00:43]
for 15, 20 years. We don't have to go
back a year later because water has
[1:00:48]
washed something away. And that happens
by putting in these cos and and and
[1:00:52]
recognize drainage. Drainage is a very
important part of public works. Um you
[1:00:58]
know, grading the the the railroads. We
have that that motorbraider that we
[1:01:02]
purchased. Um, that helps us keep the
railroads good. Patching potholes,
[1:01:08]
putting up signs. That's something that
we do a lot of times. You know, we have
[1:01:11]
to try to get signs replaced. Tree
removal as we have these little storms
[1:01:16]
that happen, you know, in the days.
Trees fall down over the road. They're
[1:01:21]
on side the road. And so, our crew is is
is constantly going out and and dealing
[1:01:27]
with this and hauling out material. But
what I want to say is we have an
[1:01:32]
excellent group of individuals that work
in our public work department. I I think
[1:01:37]
they are the the highlight of police
jury right now. The work that they do is
[1:01:42]
amazing. These guys go out late at
night. They're clearing roadways. Um I
[1:01:48]
mean they're they're putting in the
work. They're working in the heat
[1:01:51]
constantly. Um weed eating, picking up
trash, but they get it done. We have an
[1:01:57]
excellent team. um right now and you
know I we we definitely need to
[1:02:02]
appreciate them and the work that they
do. So I just wanted to make a note of
[1:02:05]
that.

Mr. Coleman that work for the sheriff

department. Can we get a list of of the
roads that they actually pick up so we

can keep a track on what they do too?

where they're going to be at. They

coordinate so they can kind of go and
try to clean. Now, he has one crew,

right? And and and we thank the sheriff
for that one crew, but we still have our

districts have to clean up a lot of the
trash. So, so the same guys that's
[1:02:40]
cutting the the grass, the same guys
that's doing weed, they also have to go
[1:02:45]
out there and pick up trash. I mean,
they they doing it all. So, that's why I
[1:02:49]
wanted to highlight them. But it's a
great help that we do have the sheriff
[1:02:53]
moving through and they're kind of
getting some of the roads and we try to
[1:02:56]
prioritize what roads may have the most
trash or be long. There's like a lot of
[1:03:03]
districts up in the the first district.
There's a lot of long roads. It's a lot
[1:03:07]
of traveling. So, we try to prioritize
the road that we get their help on, but
[1:03:12]
the two of them been working excellent.
