made those headstones. Cody Walker, the staff liaison, looked into it. There's no record that

they ever did do that. Somebody must have given that as a gift of some type as a generous

recognition for our veterans. So they're trying to go ahead and figure something out going forward

So I'm going to report on the planning and zoning update from our meeting which was May 6.

The Commission voted to recommend approval of the following to the Board of

St. Peter's amended plant, the site is dated on the north side of Mexico Road East of Spencer Road,
[14:40]
the annexation of the Cleary Loomis property at 1824 Elm Tree Street. The committee voted to
[14:48]
recommend our one single family residential zoning for this property. The commission also voted
[14:56]
to approve the following and amended site plan for Axiom plastic.
[15:00]
Premier Parkway, east of Executive Center Parkway, a temporary pop-up shop for Hale properties LLC. The site is located on the south side of Mexico Road, east of
[15:24]
Mill Road 510 Youngerman Road.
[15:27]
A temporary carnival for cable works LLC doing business as fun timeshows at Mid River's
[15:35]
Mall.
[15:36]
A temporary food truck for ashore, villager, LLC at Mid River's Mall.

The commission voted to postpone the following item until June 3 meeting that's a request
[15:48]
for a special use permit from Gorilla Express Auto-Wash and the C2 community community
[15:54]
commercial district for 1.21 acre track to allow for a car wash. The subject site is located
[16:01]
on the north side of Mexico Road, west of Deer Grove, Deer Grove, Drive, east of Salt
[16:08]
Lowe, 17860, Mexico Road, and you're probably very familiar. There's been a car wash there.

It's been vacant now for a couple years or a year and a half maybe. The commission
[16:19]
voted to withdraw the following items from their agenda.

A rezoning from our three multiple family residential district to planned urban development
[16:30]
PUD for watermark St. Peter's to permit the conversion of living units from independent living

to assisted living and our skilled nursing units in 12 on 13 by 2 and a half acres tracked.

Today, we are processing and recovering a record amount of recycled, bold material, an average of 1,200 tons per month.

We want to thank our residents for all their help in making this a huge success and remind them about polypropalling
[17:36]
So Pauline are those number five plastics.

We have a strong market for these items in postcards, like this that are being delivered
[17:45]
and to provide our residents with image examples of the plastics.

We're required to form an annual comprehensive financial audit of all city of funds.

The generally accepted accounting principles practices that we follow through GFOA,
[19:33]
I recommend publicly soliciting for independent audit services every three to five years.
[19:39]
The past five years we've been using the firm of Kerber, EC and Breckle or KEB, and we've
[19:49]
completed their audit. I'm to publicly solicit for a new independent for to look for a qualified
[19:55]
independent auditor. The author's scope of our audit is for this firm to look at our 13 government
[20:02]
funds and seven proprietary funds. This firm will also assist with preparation of our annual
[20:08]
comprehensive financial report or act for, as well as assist with the preparation of tax returns
[20:15]
state and federal for our Central County joint agreement or joint venture pipeline program
[20:21]
with the city of St. Charles with the same peers, the Natatorium Foundation tax return.
[20:26]
On March 31st, a public solicitation was submitted.
[20:31]
We received three proposals on April 16th.
[20:36]
After a careful review, Qualifications-based selection process was conducted by our Finance
[20:41]
department where we looked at the qualifications and the plan by each firm that they were
[20:48]
going to use to basically perform our audit and then based on what we felt based on
[20:53]
a scoring system to elect the firm that we thought was being qualified to perform that
[20:58]
work.
[20:59]
After that qualification based selection process, recommending extending our relationship with
[21:04]
K.E.B. and recommending execution of work authorization with K.E.B. to perform
[21:09]
our F526 financial audit. That will also include the tax preparation services that I mentioned.

With approval, KB provided a cost proposal, both for the fiscal year 26 audit, but they also
[21:24]
provided fees for the next four years up to F531 as well. Each one of those that will be brought to
[21:33]
the board separately and the board will have an opportunity to act on those agreements.

if act on staff recommendation to proceed with KB if we choose to do so.

So what I'm asking for tonight is to recommend that we execute a work authorization,

we KEB to perform our FY26 financial audit, approval of this recommendation would authorize

execution of that agreement in the amount of $99,700. The funds for this audit are
[22:01]
proportioned through the different funds that are being audited and with your approval and
[22:05]
the rising ordinance would place on the May 28th Board of Alderman meeting agenda.

the Board approved a transition from enterprise bank to commerce bank,

and then with the resolution 1678,

the establishment of various accounts with commerce bank.

We have now completed our transition fully from enterprise to commerce and so we're fully operating under commerce bank now.

Our Prime Minister Department has reviewed the accounts that were established with commerce and have determined that three accounts are no longer needed.

The three accounts are our city ACH fund.

That's a set up when ACH transactions was still relatively new and it was thought to be a security feature to have that those funds in a separate account.

Modern banking practices make that count unnecessary.
[24:56]
The municipal court bond account, that was a requirement at one point for our court office to have a separate bond account.
[25:03]
That requirement is no longer established until that account is no longer needed.
[25:07]
And then we also had to establish a police block grant account, and that was supposed to be a depository for a certain funding that the police department was receiving at the time.

We no longer received those types of funds.

There are no funds in these accounts currently, and we would just hope it requires board approval to close them.

So I'm requesting through item I6 of tonight's agenda approval of an authorizing resolution to allow those three accounts to be closed.

in the water sewer fund, and we bring it to you every year
[26:17]
because that contract value is over $100,000.

My name is used to treat hydrogen sulfide gas

that are at our several of our sanitary pump stations.

So last year, when we made the recommendation,
[26:28]
the authorizing ordinance at that time, number 8125,
[26:32]
provided our city administrative, the authority

to renew contracts for up to three additional years.

So with that ordinance in place, we will not actually need to present to you a recommendation
[26:42]
or an authorizing ordinance.

So that item is not placed on today's work session or BOA agenda.

But I did, as a quick summary, I want to let you know, we will be renewing that contract

with a vote for water technology.

It will be in the contract value of 159,430 dollars, which is less than what we budgeted

of 168,000 in the water sewer fund.

So, currently, the construction contract is $5.00, the proposed change order is expected

to be about $198,000, which is about three and a half percent of the current contract
[28:05]
values.
