[23:31] I recently purchased another piece of property next to

[23:36] a residence that I have down off Brook Road.

[23:39] It was a garage.

[23:40] The residence I had on it used to be a US post

[23:44] service, a post office.

[23:46] It was a laundromat. This is going back into the '40s.

[23:50] Laundromat, gas station, garage, post office altogether.

[23:56] After I purchased it,

[23:57] I kept the grandfather zoning for about three years,

[23:59] decided that I was never going to open a store there.

[24:02] So I let the grandfather zoning go on the store.

[24:07] Recently, the garage came available from

[24:11] Dieter, and I decided to purchase it being

[24:16] in proximity to my office.

[24:17] And it was something that I was interested in doing.

[24:30] They said I had to apply for an occupancy permit.

[24:33] I said, well, what about the grandfather's earning?

[24:36] Almost two months went by, nothing for the grandfather.

[24:42] went back up, applied for the an occupancy permit,

[24:46] and as of today, it still has not been approved.

[24:48] The new zoning administrator being from Prince William

[24:51] County has no guidance from board on

[24:55] what qualifies for a grandfather zoning.

[24:58] They said there's no ordinance for it.

[25:00] I showed him pictures of it going back,

[25:03] garage going back all the way to where y'all had

[25:07] it in nineteen eighty three.

[25:10] Pictures of the gas station.

[25:13] Pictures of the shop on the inside where he used to work on cars.

[25:16] Definition of the garage is anything that repairs vehicles

[25:19] for the public or restores cars and then sells the cars for money.

[25:27] He had issues with the tie with the address

[32:54] reflects the character of our community.

[33:00] You know, the thing about being human is that we are all vulnerable at

[33:04] some point in our lives.

[33:05] And one of those cases is when we are injured.

[33:09] Now there are many ways in which we can become injured,

[33:12] but there is a gentleman who is in Rappahannock Regional Jail right now.

[33:17] His name is Lawrence Toler. He was shot in the head by police.

[33:21] Who knows why?

[33:23] But the point is is that he was shot in the head and now he has brain damage.

[33:26] And I'm just gonna read to you a report that was given to,

[33:31] well, to jail.

[33:33] And this was written by

[33:36] a friend of mine that runs the Voices Behind the Walls.

[33:40] She says, I am writing with extreme urgency regarding inmate

[33:43] Lawrence Toller,

[33:44] currently housed at Rappahannock Regional Jail.

[33:46] He is exhibiting serious and potentially life threatening

[33:49] neurological symptoms that require immediate outside

[33:52] medical evaluation.

[33:53] Mister Toller has repeatedly requested to be seen by his

[33:57] neurologist and has reported the following alarming symptoms,

[34:01] a sensation that is inside of his head that is intensely hot.

[34:04] Have you ever felt your brain be hot? I haven't.

[34:09] Clear fluid leaking from his ear,

[34:12] recurrent nosebleeds, and escalating neurological

[34:15] distress consistent with a possible emergency condition.

[34:18] This was on January fourth.

[34:21] They the medical staff reportedly provided two Tylenol

[34:24] tablets and a nasal spray and then returned mister Toller to

[34:28] his housing pod without further diagnostic testing, imaging,

[34:31] or specialist evaluation.

[34:37] inside of all that is a lawsuit, pretty big one.

[36:30] specifically FCC Docket twenty five-two

[36:34] seventy six, notice of proposed rulemaking titled

[36:39] Build America Eliminating Barriers to

[36:42] Wireless Deployments and House

[36:46] Bill two thousand two and eighty nine titled American

[36:49] Broadband Deployment Act and Related Bills.

[36:53] This is important.

[36:57] The National Association of Counties submitted comments to

[37:01] the FCC with comprehensive analysis of the effect of these changes.

[37:07] NACO wrote about these changes in their article entitled

[37:12] FCC considers preemption of local authorities

[37:16] and broadband permitting process.

[37:20] In other words, the FCC wants to take away your authority to have any say over

[37:24] where cell towers are placed.

[37:28] Make sense?

[37:30] It's important because you guys did a great job with the data centers.

[37:34] They don't want you to be allowed to do that with the cell towers.

[37:37] They want you to have no say over cell tower placement and modifications.

[37:43] The issues are complicated, and I admit I enlisted the help

[37:48] of an AI chat GPT to help me understand.

[37:59] the FCC is ignoring a legal mandate requiring the

[38:02] agency to provide a reasoned explanation

[38:20] gs and environmental impacts.

[38:22] Under this mandate, the FCC cannot treat the issue as

[42:51] We had maps there to show people and then why not not sure.

[43:04] I said if they said sheets, we might have got a little closer,

[43:14] using the great information that Anna Hash had,

[43:16] and people figured out where they voted.

[43:18] So that tells me that anytime that you say you've talked to

[43:21] your constituents, you've talked to maybe on a good day

[43:25] thirty percent of the people,

[43:27] and the other seventy percent have no clue.

[43:29] This is a fixable problem because guess what?

[43:33] If you're voting in this county,

[43:35] you're probably getting utility bill.

[43:38] You're probably getting a property tax bill as well.

[43:41] The data is in and in the registrar's hands.

[44:15] there's no party designation next to to local down ballot candidates.

[44:30] realized whether you wanted to vote for one party or the

[44:42] knowledge within the county that is solvable at probably no

[44:45] cost, one time coding to put that information on these bills.

[45:27] They knew Stafford history because they lived it just as I have.

[45:30] Not one of them claimed to have any knowledge of an Indian

[45:33] tribe in Stafford in their lifetimes.

[45:35] The original Potawatomi tribe disappeared from the records in

[45:38] sixteen sixty six.

[45:39] But in twenty ten,

[45:40] the general assembly recognized a group of people claiming to

[45:43] be the descendants of the original tribe and claiming to

[45:47] have abundant records proving it.

[45:48] Now people unfamiliar with Stafford's history assume they

[45:52] are Indians because the state said so.

[45:54] As a result, the Virginia Department of Education and the Secretary of

[45:57] the Commonwealth and others are now promoting this group's made

[46:00] up undocumented history.

[46:02] Schoolchildren across the Commonwealth are being taught

[46:05] that a group of white people in Stafford County are a genuine

[46:08] Native American tribe.

[46:10] The general assembly did not do their due diligence in vetting this group.

[46:13] They never saw any records of proof because there are none.

[46:17] Trying to get them to address this problem that they created

[46:20] reminds me of the emperor's new clothes.

[46:22] No one wants to admit there are no clothes or, in this case,

[46:25] records supporting this group's legitimacy.

[46:29] There are thousands of official, local, state,

[46:32] and federal records clearly showing this group to be white,

[46:35] but no one wants to consider them.

[46:41] Land grants, cash grants, along with local, state,

[46:44] and federal tax dollars have been and are

[46:47] being doled out to this group in the belief that they are

[46:57] white people federal recognition as an Indian tribe.

[47:00] This is serious and needs to be addressed.

[47:02] Our efforts to inform them have been ignored.

[48:19] This church, which still stands,

[48:25] interaction of members of the Potawomack community who

[48:29] attended well into the 1900s and used this regular meeting

[48:32] opportunities as venues to pass down and maintain

[48:37] tribal knowledge and traditions,

[48:38] meet suitable Patawama marriage partners,

[48:41] and conduct business in formal and informal ways, unquote.

[48:50] ancestors account for the vast majority of the interments in

[48:53] the cemetery, including members with the surnames of Newton,

[49:04] But where's the proof?

[49:10] Using Ancestry, we ran lineages on many of those

[49:15] and the vital statistics for every one of them are white

[49:19] as far back as those records exist,

[49:24] Those same families held elected and appointed positions

[49:27] in Stafford government, some going back to the

[49:30] 1600s.

[49:32] These include judges, sheriffs, tax collectors,

[49:35] court commissioners, election officials, and others,

[49:38] sixteen pages of them.

[49:40] Some were even members of the Falmouth and Fredericksburg

[49:43] Masonic lodges.

[49:44] People of color weren't allowed to do these things.

[49:48] White Oak Church's meticulous records begin in seventeen

[49:51] eighty nine and are held by the Baptist Historical Society.

[49:54] I've been through every page and have found no mention of

[49:58] Indians. White Oak Church was never an Indian church.
