[5:16]

[5:21]
Nominate supervisor Bhanucha.
[5:40]
Okay.
[5:42]
Nominate supervisor Guy.
[5:47]
Everybody else sitting up.
[5:58]
Alright, that passes.
[6:02]
Yes, we're gonna take
a ten minute recess.
[15:40]
Okay.
[15:43]
Yes. For vice chair. Just hit
your green button and see it.
[15:47]
Alright.
[15:49]
Alright. Go ahead.
[15:53]
Good evening, sir.
Chairman, can I yes?
[15:56]
You were back on. Go ahead.
[15:58]
Sorry.
[15:58]
Chairman, can I make a motion
to reconsider vice chair?
[16:02]
All right. You have a
motion. Do we have a second?
[16:05]
Second.
[16:05]
All
[16:07]
right.
[16:08]
The motion is second.
[16:09]
We're going to vote to
reconsider the vice chair.
[16:15]
Cast your votes.
[16:34]
All right. That
motion fails. Okay.
[16:36]
All
[16:41]
right.
[16:44]
Do we have any additions
or deletions to the agenda?
[16:47]
Yes, sir. We do.
[16:49]
There are two additional BACC
applications received over the
[16:52]
weekend for item
number twenty three.
[16:54]
They have been added to the
agenda and those have been
[16:56]
placed in your closed session
folders for consideration.
[17:00]
All
[17:01]
right.
[17:02]
May I have a motion and a second
to approve the regular agenda?
[17:06]
So move.
[17:08]
Second.
[17:09]
All right. Castrovos.
[17:16]
Oh, sorry. Can you
reconsider? I'm sorry.
[17:18]
I pressed the wrong button.
[17:19]
That's good. It carries.
[17:20]
It's whatever.
[17:21]
All right. All right.
[17:22]
Thank you.
[17:26]
Yes.
[17:29]
Alright. Everybody
voted? Alright.
[17:36]
Beneuch?
[17:42]
Everybody, please cast your vote
[17:45]
for the approval of the agenda.
[17:53]
Okay.
[17:57]
Alright. That
passes unanimously.
[17:59]
The next order of business
is to approve the calendar
[18:01]
establishing the board of
supervisors meeting dates for
[18:03]
twenty twenty six,
[18:04]
proposed resolution r
twenty six dash zero one.
[18:19]
Sure. Can we discuss?
[18:22]
Yes.
[18:23]
We're I think we're
gonna have a press
[18:25]
what are we doing?
[18:26]
The calendar.
[18:26]
The calendar is up next.
[18:28]
She's she's Okay.
[18:29]
And then after.
[18:45]
I'm happy to answer questions.
[18:47]
Donna Krause, Deputy
County Administrator,
[18:49]
in your packet is
[18:53]
do I lower this?
[18:54]
This is too tall.
[18:57]
In your packet is
the draft calendar.
[19:00]
You also have a big chart that looks
like this that designates all the dates.
[19:05]
We also did consider the budget
calendar within your calendar as well.
[19:09]
But I'm happy to answer
questions or concerns related
[19:13]
to any dates.
[19:14]
Okay, supervisor.
[19:22]
Yeah.
[19:22]
I just have a
question about the,
[19:25]
January twenty first joint
board and school board meeting.
[19:29]
Did we I know it says TBD,
[19:32]
but did we have a
time and a location?
[19:35]
Typically the location
is here in ABC
[19:40]
conference room and the time
typically is five to seven.
[19:44]
Okay. Thank you.
[19:52]
I'll throw out something
just for our consideration.
[19:54]
We
[19:56]
don't have to nail
down the calendar.
[19:58]
You know, if people because we have
a couple of new board members and
[20:01]
then just consideration
for them coming on board.
[20:03]
We don't have to nail it down.
[20:04]
We can defer it until the
next meeting if we need to.
[20:06]
So just remember that.
[20:08]
But I also kinda wanted
to throw out there,
[20:10]
when we did the inception
of the calendar,
[20:12]
it was really based around
the school schedule.
[20:14]
And now I mean,
[20:14]
it's been years since the
schools have changed to an
[20:16]
earlier start, but I don't
know if any board members are
[20:21]
thinking about
potentially, like,
[20:23]
instead of having recess July
through halfway of August,
[20:25]
if there would be a preference
to move our recess from June
[20:28]
coming back halfway through July so it
mirrors more of the school schedule.
[20:32]
Again, I could care less
one way or the other,
[20:35]
but just thought that that
might be worth a piece of
[20:37]
consideration just so that
parents are off at the same
[20:40]
time as their children.
[20:43]
I like that idea.
[20:46]
I'm sorry. What'd you say?
[20:48]
It's mid to August.
It's not June.
[20:50]
It's like mid they come mid
May till beginning of August.
[20:59]
Okay. We can come back
to that. Defer it?
[21:01]
We can defer it and come
back. I'm sorry. Go ahead.
[21:05]
Just to Supervisor
Vinucha's point,
[21:10]
just for awareness, that would
mean we would potentially lose
[21:14]
three board meeting dates.
[21:15]
Is that what you're saying?
[21:16]
It would be the same amount.
[21:17]
I'm proposing the same amount
of board meeting dates,
[21:20]
just moving it instead
of you'd have, like,
[21:23]
the first one in June,
[21:24]
and then it would be off the
rest of June and half of July
[21:27]
and then coming back.
[21:28]
Same way we do with July.
[21:30]
First meeting in July and
then off until mid August.
[21:34]
And so we would just
pick a date, like,
[21:35]
later in July to reconvene.
[21:37]
Okay.
[21:38]
Just squashing them down
a little Yeah, exactly.
[21:41]
Wanted to make sure we're
keeping the same number of dates.
[21:45]
And I guess I want to
defer to my colleagues.
[21:48]
Do you feel like we need to
defer the calendar for more time?
[21:52]
I mean, would just say that there's
a lot of back end things that the
[21:56]
staff need to do for
transparency to the public,
[21:59]
creating it on the
public calendar,
[22:02]
also in the agenda center,
getting it on your calendars.
[22:05]
We're happy to wait.
We have a guide.
[22:07]
We can, you know,
forward with the guide.
[22:11]
I'll make a motion to accept
the calendar as it is. Okay.
[22:14]
Second.
[22:15]
All right. Cast your vote.
[22:25]
Alright. That
passes unanimously.
[22:29]
Alright. Thank you, miss Krausz.
[22:31]
Next, have presentations
by the public.
[22:33]
Please remain courteous and
respectful to members of the
[22:35]
audience and the board.
[22:36]
Each speaker is
allowed three minutes.
[22:37]
Speak slowly and clearly into
the microphone and begin by
[22:40]
stating your name and
district, if known.
[22:42]
Please refer to the lights on
the podium to monitor your time.
[22:44]
Green indicates the
start of your remarks.
[22:46]
Yellow indicates that you have one
minute to summarize your comments.
[22:49]
Red lets you know
that your time is up.
[22:52]
The first person
is James Bracco.
[22:58]
And after Mr. Bracco,
it'll be Al Watkins next.
[23:09]
Good evening,
members of the board.
[23:12]
Today I'd like to talk to
you about an issue that I am
[23:16]
personally having,
[23:18]
but also something
that you may be able
[23:21]
to do so that future
residents don't have it.
[23:25]
Seventeen ten Brook
Road, a quiet district.
[23:31]
I recently purchased another
piece of property next to
[23:36]
a residence that I have
down off Brook Road.
[23:39]
It was a garage.
[23:40]
The residence I had on
it used to be a US post
[23:44]
service, a post office.
[23:46]
It was a laundromat. This
is going back into the '40s.
[23:50]
Laundromat, gas station,
garage, post office altogether.
[23:56]
After I purchased it,
[23:57]
I kept the grandfather
zoning for about three years,
[23:59]
decided that I was never
going to open a store there.
[24:02]
So I let the grandfather
zoning go on the store.
[24:07]
Recently, the garage
came available from
[24:11]
Dieter, and I decided
to purchase it being
[24:16]
in proximity to my office.
[24:17]
And it was something that
I was interested in doing.
[24:21]
I purchased the garage.
[24:23]
I came to the county and
immediately asked what I
[24:27]
needed to do to occupy.
[24:30]
They said I had to apply
for an occupancy permit.
[24:33]
I said, well, what about
the grandfather's earning?
[24:36]
Almost two months went by,
nothing for the grandfather.
[24:40]
I
[24:42]
went back up, applied for
the an occupancy permit,
[24:46]
and as of today, it still
has not been approved.
[24:48]
The new zoning administrator
being from Prince William
[24:51]
County has no
guidance from board on
[24:55]
what qualifies for a
grandfather zoning.
[24:58]
They said there's
no ordinance for it.
[25:00]
I showed him pictures
of it going back,
[25:03]
garage going back all the
way to where y'all had
[25:07]
it in nineteen eighty three.
[25:10]
Pictures of the gas station.
[25:13]
Pictures of the shop on the inside
where he used to work on cars.
[25:16]
Definition of the garage is
anything that repairs vehicles
[25:19]
for the public or restores cars
and then sells the cars for money.
[25:23]
You have to have a you have
to have a repair shop thing.
[25:27]
He had issues with the
tie with the address
[25:30]
being PO Box forty
five Brook, Virginia,
[25:35]
Saint Route six zero eight.
[25:37]
That was the address back
when it was originally done.
[25:40]
I had receipts going back to
all the way to seventy three.
[25:43]
I had gave him affidavits from
people that knew it was a garage.
[25:46]
I gave him the bills of sales
for the garage. Still nothing.
[25:51]
At this point, I
have nowhere to go
[25:54]
to prove this was a
garage to him on it.
[25:59]
I see I have twelve
minutes left.
[26:01]
So any help that the board
could suggest on this,
[26:04]
I'm willing to share any and all
information I have with them.
[26:08]
I know it's your
you're brand new,
[26:11]
and I hate to drop this on you.
[26:12]
But anyways, I'm out of time.
Thank you all very much.
[26:20]
You can just hold it. This
is right here. After Mr.
[26:25]
Al Watkins, it's going
to be Kristin Maxson.
[26:30]
Good evening,
members of the board.
[26:31]
Happy New Year,
and welcome back,
[26:34]
and especially a strong welcome,
[26:36]
Supervisor Evans and
Supervisor Guy. Welcome.
[26:39]
Now you're in the fray.
[26:42]
Twenty twenty five was a
very consequential year.
[26:45]
This board made some
major decisions,
[26:47]
and I have a feeling that twenty
twenty six is going to repeat that.
[26:51]
As you know, I am a
member of the CTAC,
[26:54]
the FAMPOS Citizens
Transportation Advisory
[26:58]
Committee.
[26:59]
And thank you for the support
that we've received in the past
[27:02]
from Supervisor Vernook
and Supervisor Young and
[27:07]
also, of course, former
Supervisor Bamke,
[27:10]
who is no longer here.
[27:12]
I know that there will be
at least one new person most
[27:15]
likely on the CTEC policy board.
[27:19]
And I would like to offer
my services to kind of bring
[27:23]
things up to speed,
[27:24]
especially regarding major
projects like the river
[27:27]
crossing, which will be
discussed at this coming
[27:30]
Monday's meeting and also
discussed at the CTAC meeting
[27:34]
that we'll be having
tomorrow evening.
[27:36]
I also understand that
there's one candidate or three
[27:40]
different nominations
for a member of CTAC.
[27:44]
Hopefully that will be decided
this evening so that that
[27:47]
person can attend
the meeting tomorrow.
[27:49]
And I'd like to be able to assist
them in getting things up to speed.
[27:54]
There's still a lot that has
to be done regarding the river
[27:57]
crossing, even though the
preferred option was chosen.
[28:01]
There are a number of things
that need to be resolved
[28:03]
regarding making that
opportunity to eliminate
[28:08]
congestion in our region.
[28:10]
And that has to be decided
going forward this year.
[28:14]
So again, I look forward to working
with whoever is put into place and
[28:18]
any of the other board members.
[28:20]
If they should ever have
any other questions,
[28:22]
feel free to reach out.
[28:24]
Thank you.
[28:30]
Well, MF King is
up after Ms. Maxon.
[28:41]
Kristen Maxon,
[28:46]
in the Fowlmont District,
January six twenty twenty six,
[28:50]
board of supervisors.
[28:53]
Utility company is
contacting Stafford residents
[28:57]
concerning selling water and
septic line insurance coverage.
[29:02]
What if their utility
trucks run over
[29:05]
homeowners' private utility
lines not defined as
[29:09]
easements on their
engineered drawings?
[29:12]
Their practice is described
as sloppy by agents.
[29:17]
December twenty two,
twenty twenty six,
[29:21]
C Day session with no following
meeting after that year.
[29:25]
Is this meeting needed?
[29:28]
Twenty twenty five has
experienced C Day work sessions
[29:32]
to be not as described,
[29:34]
rather a meeting for suspending
bylaws with expedited
[29:38]
motions, resolutions and
ordinance with no way for the
[29:42]
public to add comment or review.
[29:45]
Consideration also should
be taken note October
[29:50]
twenty seventh, twenty twenty
six work session prior to
[29:54]
elections day with
no following meeting.
[29:57]
What is the impact on the Stafford
County voters with no voice?
[30:02]
Page fifteen of five hundred
and thirteen three hundred and
[30:06]

[30:09]
Stafford County Board of
Supervisors code of performance
[30:13]
number two reads made
[30:15]
a made make
[30:17]
an effort to be prepared for each
meeting related to the office.
[30:22]
This is questionable for
members voted on items with no
[30:25]
time to review add ons
and increase agendas.
[30:31]
Information creep should
be determined as a no for a
[30:35]
proceeding vote of
action, Page twenty two of
[30:39]

[30:41]
R-twenty five-two
sixty six called as
[30:44]
an item sixteen, November six,
[30:48]
twenty twenty five is defined as
[30:50]
R25-two sixty seven
in agenda listing.
[30:55]
See Page sixty six of
[30:59]

today's agenda.
[31:02]
That report was not available
to the public and lacked
[31:05]
information, stated the board.
[31:08]
Minutes resolution numbers were
not matching to votes within
[31:12]
the minutes, adding confusion for
the year of year two zero five
[31:19]
two twenty five in
Stafford County.
[31:23]
Next slide, Page two twenty
seven of three hundred and
[31:27]
thirteen is empty
and should read,
[31:29]
this page is
initially left empty.
[31:33]
And do you think
the applications
[31:36]
should not list
more than three BACC
[31:40]
entries when you read them.
[31:43]
Thank you.
[31:48]
Mister MF King?
[31:53]
It's Will Will MF King. No.
[31:58]
I'm sorry, ma'am. Are
you Will m f King?
[32:02]
I'm I'm sorry. I can't
understand what you're saying.
[32:05]
Are you Will m f King?
[32:08]
No. I'm with Eric.
[32:09]
Okay. Will MF King is
up next. Thank you.
[32:22]
Hey, everybody.
[32:25]
My name is Will
Michael Ferris King,
[32:29]
and I am a resident of
Griffiths Widewater.
[32:34]
And
[32:36]
I came here today
[32:39]
to talk about something
that got my brain whirling.
[32:44]
You know what it was? It was
something a wise man once said.
[32:48]
It was how we treat
the most vulnerable
[32:54]
reflects the character
of our community.
[32:59]
And you know what happened?
[33:00]
You know, the thing about being human
is that we are all vulnerable at
[33:04]
some point in our lives.
[33:05]
And one of those cases
is when we are injured.
[33:09]
Now there are many ways in
which we can become injured,
[33:12]
but there is a gentleman who is in
Rappahannock Regional Jail right now.
[33:17]
His name is Lawrence Toler. He
was shot in the head by police.
[33:21]
Who knows why?
[33:23]
But the point is is that he was shot in
the head and now he has brain damage.
[33:26]
And I'm just gonna read to you
a report that was given to,
[33:31]
well, to jail.
[33:33]
And this was written by
[33:36]
a friend of mine that runs
the Voices Behind the Walls.
[33:40]
She says, I am writing with
extreme urgency regarding inmate
[33:43]
Lawrence Toller,
[33:44]
currently housed at
Rappahannock Regional Jail.
[33:46]
He is exhibiting serious
and potentially life threatening
[33:49]
neurological symptoms that
require immediate outside
[33:52]
medical evaluation.
[33:53]
Mister Toller has repeatedly
requested to be seen by his
[33:57]
neurologist and has reported
the following alarming symptoms,
[34:01]
a sensation that is inside of
his head that is intensely hot.
[34:04]
Have you ever felt your
brain be hot? I haven't.
[34:09]
Clear fluid leaking
from his ear,
[34:12]
recurrent nosebleeds, and
escalating neurological
[34:15]
distress consistent with a
possible emergency condition.
[34:18]
This was on January fourth.
[34:21]
They the medical staff
reportedly provided two Tylenol
[34:24]
tablets and a nasal spray and
then returned mister Toller to
[34:28]
his housing pod without further
diagnostic testing, imaging,
[34:31]
or specialist evaluation.
[34:34]
Now
[34:37]
inside of all that is a
lawsuit, pretty big one.
[34:40]
Right?
[34:41]
And maybe that's
a Spotsy problem,
[34:43]
but it's actually also
your problem because this
[34:47]
board determines
how much money goes
[34:51]
into all the different
entities in this county to
[34:55]
include Rappahannock
Regional Jail.
[34:58]
Alright.
[34:58]
So what I would
like for y'all to
[35:01]
consider is why don't you
consider increasing the
[35:05]
budget that is spent
on medical labor?
[35:10]
Right? Just double it.
[35:11]
How about that? Because
it's already understaffed.
[35:14]
You can find it in
their reports. Okay?
[35:18]
So just do something
about it. Do something.
[35:26]
Alright, ma'am. You can you can
come back up now. Thank you.
[35:29]
Anybody else on this side of
the audience that wishes to
[35:31]
address the board, please
come to the center.
[35:35]
And you you can come forward.
[35:36]
State your name and
district if known.
[35:38]
Okay.
[35:39]
My name is Elizabeth Eric,
[35:42]
and I'm in the George
Washington district.
[35:45]
And,
[35:47]
first, I would like to
thank the supervisors and
[35:51]
the planning commission
for enacting outstanding
[35:55]
guidelines and regulations for
development of data centers in the county.
[36:01]
I know the process
was long and involved.
[36:04]
There was a lot of work
and a lot of public input,
[36:06]
and I appreciate that you all
did a really good job on that.
[36:11]
So today, I would
like to draw your
[36:14]
attention to proposed rules
and regulations and legislation
[36:18]
that would preempt or limit
the same kind of civic
[36:22]
involvement with respect to
placement or modification of
[36:26]
cell towers and other
wireless infrastructure,
[36:30]
specifically FCC
Docket twenty five-two
[36:34]
seventy six, notice of
proposed rulemaking titled
[36:39]
Build America
Eliminating Barriers to
[36:42]
Wireless Deployments and House
[36:46]
Bill two thousand two and
eighty nine titled American
[36:49]
Broadband Deployment
Act and Related Bills.
[36:53]
This is important.
[36:57]
The National Association of
Counties submitted comments to
[37:01]
the FCC with comprehensive analysis
of the effect of these changes.
[37:07]
NACO wrote about these changes
in their article entitled
[37:12]
FCC considers preemption
of local authorities
[37:16]
and broadband
permitting process.
[37:20]
In other words, the FCC wants to take
away your authority to have any say over
[37:24]
where cell towers are placed.
[37:28]
Make sense?
[37:30]
It's important because you guys did
a great job with the data centers.
[37:34]
They don't want you to be allowed
to do that with the cell towers.
[37:37]
They want you to have no say over cell
tower placement and modifications.
[37:43]
The issues are complicated,
and I admit I enlisted the help
[37:48]
of an AI chat GPT to
help me understand.
[37:51]
It looks like I'm going
to be out of time soon,
[37:55]
so I will skip down to
[37:59]
the FCC is ignoring a
legal mandate requiring the
[38:02]
agency to provide a
reasoned explanation
[38:06]
on why its RF exposure
guidelines should remain
[38:10]
unchanged in the
light of scientific
[38:13]
record, addressing
children's exposure
[38:16]
to long term effects,
technological changes like five
[38:20]
gs and environmental impacts.
[38:22]
Under this mandate, the FCC
cannot treat the issue as
[38:26]
already settled without
without analysis.
[38:29]
So, basically, I will
submit this for the record.
[38:33]
This is all the documentation that
you need to start looking at this.
[38:38]
Okay?
[38:40]
Give it to her.
[38:42]
The clerk. Thank you.
[38:52]
Hello, ladies and gentlemen
of the board. Welcome back.
[38:55]
Happy New Year. Hope everybody
had a great holiday season.
[38:58]
I'm Jesse Adams from the
beautiful wetlands of the
[39:00]
Akwaia District.
[39:02]
And I just wanted to honestly
it should be pretty quick.
[39:05]
I I'd like an
update, if possible,
[39:07]
on the beaver swamp
off of Potomac Run Road
[39:12]
that we kinda talked
about last time
[39:15]
that was kinda running dry.
[39:18]
We had a lot of
concerns about that,
[39:19]
and I just didn't know if if
we we've had time to, like,
[39:22]
look into it at all and and
where we might be on that.
[39:24]
I just wanna make sure
it doesn't get dropped.
[39:26]
I did get a weird email
from a citizen this morning
[39:31]
claiming that there were hoses
that had showed up that are now
[39:36]
somehow doing something
into that swamp.
[39:38]
I haven't had time to go look
at it myself to verify that
[39:41]
claim, and I don't
have any, like, photos.
[39:43]
But I thought it was a it was a
weird thing to get an email today.
[39:47]
But it would just be great if
we could get an update and make
[39:50]
sure that we're we're
looking into that further.
[39:55]
And then the other thing is I
just I I volunteered time at
[39:58]
Widewater State Park,
is a gorgeous park.
[40:01]
And driving out there this
weekend to put in a couple days.
[40:06]
There's a lot of trees
getting clear cut
[40:10]
right off of Brent Point Road.
[40:12]
And I'm not really sure
what's going on there,
[40:14]
but it was a concerning
number of trees.
[40:18]
And so I haven't built
a GIS map about it yet.
[40:21]
I haven't really had
time to dig into it,
[40:23]
but I'll probably
be reaching out,
[40:26]
especially to Supervisor Allen,
[40:29]
to kind of dig into
what's going on.
[40:31]
But there are a concerning
amount of trees that are being
[40:34]
removed, which was
a little unsettling.
[40:38]
So I just really appreciate an update
on the beaver swamp if we have one.
[40:43]
And, yeah, thank
you for your time.
[40:50]
If there's anyone else on
this side of the audience that
[40:53]
wishes to address the board,
[40:54]
please come to the
center aisle now.
[40:58]
Okay.
[40:59]
Good evening.
[41:00]
Jeff Fiesl and Rock Hill.
[41:03]
Just briefly here to welcome
you all to the New Year and
[41:06]
welcome the two new members.
[41:09]
We've a lot of challenges
ahead of us here, obviously.
[41:12]
And our goal should be
[41:16]
the things that we'll
be remembered for,
[41:19]
that we'll be judged for,
[41:20]
and those are how we
treat the most vulnerable,
[41:25]
how we preserve the quality
of life of our residents,
[41:29]
how we care for our environment
and what we leave intact for
[41:33]
future generations.
[41:37]
As I've been more involved and
active here in the community
[41:40]
in the past few years,
I've come to discover,
[41:43]
much to my delight,
[41:45]
there's a lot of great
people in this county
[41:48]
and they all want all of those
things that I've just mentioned.
[41:54]
And that gives me hope
that we can work together
[41:58]
collectively
[42:01]
to advance those ends.
[42:03]
Personally, I'm willing
to do whatever it takes
[42:06]
to advance that cause.
[42:08]
So in that regard,
[42:10]
I look forward to working with
each one of you and speaking
[42:13]
with each one of
you in the New Year.
[42:15]
Thank you.
[42:24]
Good evening. Howard
Rudet, Rock Hill District.
[42:26]
But I stand here today as
someone that volunteered about
[42:29]
eight hours a day, every
day at early voting.
[42:32]
And I can tell you seventy
percent of this county have no
[42:35]
idea who you are.
[42:36]
As people would come up
to early voting, we'd ask,
[42:38]
do you want an absentee or do would
you like a ballot, sample ballot?
[42:41]
They said, yes. No. Whether it
was red, blue, didn't matter.
[42:44]
I said, what district
are you from?
[42:47]
Stafford.
[42:48]
So that's a good start.
[42:49]
You are in the right
county, but which district?
[42:51]
We had maps there to show people
and then why not not sure.
[42:55]
I live by the elementary school.
[42:57]
Right? We've narrowed
it down some.
[42:58]
I said, well, there's more
than one elementary school.
[43:00]
Which elementary school?
[43:01]
Well, the one by the Wawa.
[43:04]
I said if they said sheets, we
might have got a little closer,
[43:06]
but they said Wawa.
[43:08]
Then it became door south,
east, west division,
[43:13]
pulling out the phone,
[43:14]
using the great information
that Anna Hash had,
[43:16]
and people figured
out where they voted.
[43:18]
So that tells me that anytime
that you say you've talked to
[43:21]
your constituents, you've
talked to maybe on a good day
[43:25]
thirty percent of the people,
[43:27]
and the other seventy
percent have no clue.
[43:29]
This is a fixable problem
because guess what?
[43:33]
If you're voting in this county,
[43:35]
you're probably
getting utility bill.
[43:38]
You're probably getting a
property tax bill as well.
[43:41]
The data is in and in
the registrar's hands.
[43:44]
Why not on every one of
those bills just put,
[43:48]
you live in the Acquire
Magisterial District?
[43:52]
Your supervisor is Maya Guy.
Here's her email address.
[43:56]
Your school board member
is your planning committee.
[43:59]
This is solvable.
[44:01]
So when issues come
up in Stafford,
[44:04]
you can hear from all
of your constituents,
[44:06]
and people can go to the polls
informed and ready to go.
[44:11]
The other thing when
we both they say, nope.
[44:13]
I know how I'm voting.
I'm walking in.
[44:14]
And we say, well, you know,
[44:15]
there's no party designation next
to to local down ballot candidates.
[44:20]
Like, what do you mean?
[44:22]
I said, well, unless
you've done your research,
[44:24]
you're not gonna know because
some of you are very specific
[44:26]
in how you were gonna vote.
[44:28]
I would have hoped you would
have done your research and
[44:30]
realized whether you wanted
to vote for one party or the
[44:33]
other, one person or the other,
[44:35]
based on who they are
and what they stand for.
[44:38]
So there's a big lack
of understanding and
[44:42]
knowledge within the county
that is solvable at probably no
[44:45]
cost, one time coding to put
that information on these bills.
[44:49]
And I think you'll have a more
informed public to come up here
[44:52]
and speak on issues
if you do that.
[44:53]
Thank you all. Have
a good evening.
[45:04]
Rick McGregor, Acquired
District, Chairman Diggs,
[45:07]
members of the Board.
[45:08]
Happy New Year and
welcome new members.
[45:11]
I have made I have been involved
with Stafford history all my life.
[45:14]
Time has actually made me
part of Stafford's history.
[45:18]
I was president of the
Historical Society in the
[45:20]
nineteen eighties.
[45:21]
Many of our members were
elderly descendants of the
[45:23]
original colonial
families of Stafford.
[45:25]
Some were from White Oak.
[45:27]
They knew Stafford history because
they lived it just as I have.
[45:30]
Not one of them claimed to
have any knowledge of an Indian
[45:33]
tribe in Stafford
in their lifetimes.
[45:35]
The original Potawatomi tribe
disappeared from the records in
[45:38]
sixteen sixty six.
[45:39]
But in twenty ten,
[45:40]
the general assembly recognized
a group of people claiming to
[45:43]
be the descendants of the
original tribe and claiming to
[45:47]
have abundant
records proving it.
[45:48]
Now people unfamiliar with
Stafford's history assume they
[45:52]
are Indians because
the state said so.
[45:54]
As a result, the Virginia Department
of Education and the Secretary of
[45:57]
the Commonwealth and others are
now promoting this group's made
[46:00]
up undocumented history.
[46:02]
Schoolchildren across the
Commonwealth are being taught
[46:05]
that a group of white people in
Stafford County are a genuine
[46:08]
Native American tribe.
[46:10]
The general assembly did not do their
due diligence in vetting this group.
[46:13]
They never saw any records
of proof because there are none.
[46:17]
Trying to get them to address
this problem that they created
[46:20]
reminds me of the
emperor's new clothes.
[46:22]
No one wants to admit there are
no clothes or, in this case,
[46:25]
records supporting this
group's legitimacy.
[46:29]
There are thousands of
official, local, state,
[46:32]
and federal records clearly
showing this group to be white,
[46:35]
but no one wants
to consider them.
[46:37]
For more information,
[46:38]
search discover stafford
dot org patawomek.
[46:41]
Land grants, cash grants,
along with local, state,
[46:44]
and federal tax dollars
have been and are
[46:47]
being doled out to this group
in the belief that they are
[46:50]
Native Americans.
[46:51]
A bill sponsored by
representatives Vindman and
[46:54]
Whitman is now pending in
congress to give this group of
[46:57]
white people federal
recognition as an Indian tribe.
[47:00]
This is serious and
needs to be addressed.
[47:02]
Our efforts to inform
them have been ignored.
[47:05]
We thank you again for
asking for the records.
[47:07]
The absence of those records after
months of waiting speaks loud and clear.
[47:12]
There are no records.
[47:13]
And without them,
[47:14]
recognition was given under
false pretense and should be
[47:16]
deemed null and void.
[47:18]
We respectfully ask your help
in persuading the general
[47:21]
assembly to remediate
this travesty.
[47:24]
Thank you.
[47:40]
Welcome.
[47:42]
Jerilyn Eby McGregor,
Rock Hill District,
[47:45]
Happy New Year.
[47:46]
The PITV's federal
recognition bill contains
[47:50]
twenty findings purporting to
summarize the group's history.
[47:55]
Contained therein are
fifteen gross errors.
[47:59]
The goal is to create the
illusion that the Patawamics
[48:02]
have existed continuously
in Stafford since the 1600s.
[48:06]
Please recall that historical
records include no mention of
[48:10]
this tribe after
sixteen sixty six.
[48:13]
Finding ten states, quote,
In seventeen eighty nine,
[48:17]
White Oak Church
was established.
[48:19]
This church, which still stands,
[48:21]
became a significant space
that facilitated the continued
[48:25]
interaction of members of
the Potawomack community who
[48:29]
attended well into the 1900s
and used this regular meeting
[48:32]
opportunities as venues
to pass down and maintain
[48:37]
tribal knowledge and traditions,
[48:38]
meet suitable Patawama
marriage partners,
[48:41]
and conduct business in formal
and informal ways, unquote.
[48:45]
Note the wording
of the next line.
[48:47]
Quote, Generations of Patawamaic
[48:50]
ancestors account for the vast
majority of the interments in
[48:53]
the cemetery, including members
with the surnames of Newton,
[48:57]
Greene, Curtis, Jet,
and Mantith, unquote.
[49:00]
We're led to assume the
families mentioned are Indians.
[49:04]
But where's the proof?
[49:06]
That's what you asked for
last May and never received.
[49:10]
Using Ancestry, we ran
lineages on many of those
[49:14]
buried at White Oak Church,
[49:15]
and the vital statistics for
every one of them are white
[49:19]
as far back as
those records exist,
[49:22]
to at least eighteen ten.
[49:24]
Those same families held
elected and appointed positions
[49:27]
in Stafford government,
some going back to the
[49:30]
1600s.
[49:32]
These include judges,
sheriffs, tax collectors,
[49:35]
court commissioners, election
officials, and others,
[49:38]
sixteen pages of them.
[49:40]
Some were even members of the
Falmouth and Fredericksburg
[49:43]
Masonic lodges.
[49:44]
People of color weren't
allowed to do these things.
[49:48]
White Oak Church's meticulous
records begin in seventeen
[49:51]
eighty nine and are held by
the Baptist Historical Society.
[49:54]
I've been through every page
and have found no mention of
[49:58]
Indians. White Oak Church
was never an Indian church.
[50:02]
Please work with the General
Assembly to revoke the PITV
[50:05]
state recognition before they
become federally recognized
[50:10]
fake Indians.
[50:11]
Thank you.
[50:15]
Anyone else wishing to
address the board? All right.
[50:17]
Seeing none, we're going to
bring it back to the board.
[50:20]
Okay. Next, we're going
to have a closed session.
[50:23]
Will the vice chair, Ms. Guy,
read us into closed session?
[50:29]
Whereas the board desires
to hold a closed session for
[50:33]
one consultation with legal
counsel regarding a proposed
[50:36]
electric transmission
line project,
[50:39]
which is a specific legal
matter requiring the provision
[50:42]
of legal advice by
such counsel and two,
[50:47]
discussion and consideration
of specific appointees of the
[50:50]
board and whereas
pursuant to Virginia Code
[50:53]
2.2-3711A1
[50:57]
and A8, such discussions
may occur in closed meeting.
[51:02]
Do I finish reading
that other part?
[51:04]
Second.
[51:06]
All right.
[51:07]
Cast your votes.
[51:14]
Alright. That
passes unanimously.
[51:17]
We are gonna now be in closed
session in the ABC conference room.
[52:55]
Alright. Welcome back.
[52:59]
I'm going to read us
out of a closed session.
[53:09]
Mr. Chairman, the time is
now nine twenty nine p.
[53:11]
M, and everyone is present.
[53:13]
All right. Thank you.
[53:37]
Whereas the board has, on this,
[53:41]
the sixth day of January
twenty twenty six,
[53:44]
adjourned into a closed meeting
in accordance with a formal
[53:47]
vote of the board and in
accordance with the provisions
[53:50]
of the Virginia Freedom
of Information Act,
[53:53]
and whereas the Virginia
Freedom of Information Act
[53:56]
provides for certification
that such closed meeting was
[54:00]
conducted in conformity
with the law.
[54:02]
Now therefore be it resolved
that the Stafford County Board
[54:05]
of Supervisors does
hereby certify on this,
[54:08]
the sixth day of January
twenty twenty six,
[54:12]
that to the best
of each member's knowledge, one,
[54:15]
only public business matters
lawfully exempted from open
[54:18]
meeting requirements under the
Virginia Freedom of Information
[54:21]
Act, and two, only such
public business matters
[54:25]
as were identified in the
motion by which the closed
