[3:49] the insurance renewal and find out how we would proceed
[3:53] and the coverage expires as you know on October thirty
[3:57] first at it terms of the renewal plus a new
[4:01] environmental liability insurance policy that was initially offered and reviewed
[4:05] council ... consisted of a number of coverages and ...
[4:11] was the city auto property casualty umbrella user group travel
[4:15] insurance and environmental the total premium is two million three
[4:19] oh five nine oh seven and we tax that would
[4:23] be two million five sixty one one eleven
[4:26] council agreed at our last meeting that the insurance coverage
[4:30] terms through a and B. reviewed in detail and that
[4:33] recommendations for cost savings be made realizing it would involve
[4:37] the city accepting extra risk coverages to be arranged the
[4:41] Lloyds with a casualty in excess liability coverage if the
[4:45] city accepted a self insured retention of to one fifty
[4:48] thousand the savings would be twenty six thousand five hundred
[4:52] and if the city accepted a self insured retention of
[4:55] five hundred thousand the savings would be fifty three thousand
[4:59] this insurance provides protection for third party claims the cost
[5:03] savings in my opinion is not considered sufficient and it
[5:07] is recommended that deductible of a hundred thousand be maintained
[5:12] next the Ottawa property coverage is through of eva the
[5:16] city's auto fleet cost savings if the city accepted a
[5:19] two hundred fifty thousand deductible would be fifty two thousand
[5:23] four oh two and the St John's transportation commission savings
[5:26] would be thirty four thousand nine hundred automobile coverage is
[5:30] a legislative coverage the savings offered pertains to contractor equipment
[5:35] floater rather than third party liability and is not considered
[5:39] a sufficient savings versus protection being offered and maintaining the
[5:43] current coverage and deductible is my opinion and I'm recommending
[5:47] get to city maintain its current one hundred thousand deductible
[5:52] property coverage if the city accepted a five hundred thousand
[5:55] self insured retention the savings would be to thirty eight
[5:59] eight twenty three this is considered a substantial savings and
[6:03] since just protects the city owned property the city may
[6:07] wish to accept this risk for the cost savings offered
[6:11] there's also excess property coverage offered to protect the city
[6:14] should anyone occurrence exceed a hundred million in damages the
[6:18] first access protects the city for an additional one hundred
[6:21] million for a total of two hundred million for anyone
[6:24] occurrence in examining city properties most expensive total loss that
[6:29] may occur would probably be a new with our street
[6:32] there are multiple city property city all including the parking
[6:35] garage city hall annex model one and convention center to
[6:40] toll worth of these properties combined are estimated at one
[6:43] hundred eighty two million five hundred fifty five thousand one
[6:47] eighty eight the city could consider accepting just one access
[6:51] property insurance policy with the principal property policy
[6:56] offering a total of two hundred million this would save
[6:59] the city on a sixty thousand in premium for total
[7:02] savings of three hundred ninety eight thousand eight twenty three
[7:05] plus tax it is important to note that our insurance
[7:09] broker area is more comfortable if the city maintains the
[7:12] second and the third access which would cover the city
[7:15] for three hundred and fifty million loss per occurrence
[7:20] the total savings with accepting a five hundred thousand property
[7:23] self insured retention and just one access property policy as
[7:28] I said already would be three hundred ninety eight thousand
[7:31] eight twenty three plus tax at fifty nine thousand eight
[7:35] twenty three forty five so the total would be four
[7:38] hundred fifty eight thousand six forty six forty five
[7:43] the cost for the environmental policy thirty six thousand four
[7:46] oh four plus tax for a total of forty one
[7:49] thousand eight sixty four sixty is included in the above
[7:53] pricing it was agreed at the last meeting that this
[7:55] coverage is required to maintain coverage now which has been
[7:59] excluded from the primary commercial general liability policy to tell
[8:04] of the entire insurance program previously offered was two million
[8:08] five sixty one one eleven to tell them now with
[8:11] the recommended five hundred thousand self insured property retention is
[8:15] one million nine oh seven oh eight for the taxable
[8:19] amount is one million three out to five thirty seven
[8:23] and tax is a hundred ninety five thousand three eighty
[8:26] fifty five for a total of one million four ninety
[8:29] seven nine seventeen fifty five the auto is not taxable
[8:33] so the total for auto is six hundred four thousand
[8:36] five forty seven so for full program told we're looking
[8:40] at a premium of two million one oh two four
[8:43] sixty four fifty five and as you know this include
[8:46] St John's sports and entertainment limited and the St John's
[8:49] transportation commission
[8:52] so my recommendation today to council is to approve moving
[8:57] from a one hundred thousand deductible for its primary property
[9:00] insurance to a five hundred thousand self insured retention and
[9:05] purchase just one excess property policy this would result in
[9:09] a cost savings like I already said three hundred ninety
[9:12] eight thousand eight twenty three plus tax so the total
[9:16] savings to the city would be four and fifty eight
[9:19] thousand six forty six forty five

[10:35] so basically what it no I wanted to call it
[10:39] covers is ... like off site cleanup costs and defense
[10:44] costs if there is any bodily injury or property damage
[10:48] discovered because of the spill in that kind of stuff
[10:51] and pollution
[10:54] ... and ... to cover it even covers not upper
[10:58] upper covers operations like if you have to our credit
[11:01] job sites and are not own disposable sites in the
[11:05] city is brought into a lawsuit and stuff like that
[11:09] ...
[11:12] as
[11:14] like it doesnt covered up to ten years exclusions it
[11:17] doesn't cover like asbestos or that kind of stuff committed
[11:20] to CVS what is medical oceans pollution and spill or
[11:24] like a group we've got all tanks and stuff kilogram

[12:19] so we've we've estimated our property value to be a
[12:21] hundred maybe two million give or take and our coverage
[12:24] is up to two hundred million is that correct so

[12:29] occurrence time properly all of our properties worth over a
[12:32] billion dollars but if there should be one occurrence Hey
[12:36] it was a major and storm came in and or
[12:42] said it wasn't a better example probably be some kind
[12:44] of an explosion and starts a fire that takes over
[12:47] our street as so it's per occurrence it's not like
[12:52] if something and the next day and it wasn't related
[12:54] to that same storm then we got coverage there again

[13:05] said they preferred that we take on the other to
[13:07] access to and I'm thinking watch day maybe taking office

[13:15] and that may not be just limited to go our

[13:24] two hundred million catches okay and my second question is

[13:45] have on its vehicles and if that was factored

[13:57] put on some of the vehicles I mean things like
[13:59] garbage and so on I'm sure still going on but

[14:07] perspective the thousands George companies did take it into consideration
[14:11] and like some of the lower risk type like do
[14:14] your own props your own personal property insurance auto insurance
[14:19] they did start to take savings off but then they
[14:21] found out that they were ever more accidents because even
[14:24] though people were going to work they were going other
[14:27] places and their Russian hero she handled the accident rate
[14:31] was actually go to the road so
[14:33] we actually probably have more vehicles on at some points
[14:36] because we had to restrictions on how many can travel
[14:38] in a vehicle so you might have seen three pick
[14:42] ups attend to an issue rather than one as
[14:45] at certain times as an example where those insurance companies
[14:50] look at this as one off kind of circumstances right
[14:54] an overall rating they know that there could be an
[14:57] increase could be exactly try whenever possible to take into
[15:01] account all the risk management and goodness that's going on
[15:05] here in the city because right across every passing day
[15:08] everyone is very conscious and I gotta say they do
[15:12] work really well with me and we our clap at
[15:15] least to the fleet together ... you know dad the
[15:20] problem right now as I said in the last meeting
[15:22] is disco that is just created so much and hails
[15:27] forty insurance companies for business interruption and different and dangerous
[15:32] and those that do not are going to court
[15:35] so like this is a lot to do what was
[15:38] going on like I don't usually I got room to

[15:45] not sell and do something but and my room is
[15:48] pretty it's not there anymore because my arguments about their

[16:31] we we carry fifteen million in total for our liability

[16:38] in my opinion and like just use major bus is
[16:42] an example of one bus had some kind of a
[16:45] major catastrophe in everybody on board was seriously injured or
[16:48] killed it won't take long to eat up that money

[20:29] to discuss and there is a revised the start date
[20:31] of the winter on street parking restrictions ... to begin
[20:36] on December first each year they're normally implemented in January
[20:40] on a
[20:41] on the TV date ... each year and ... that
[20:46] causes sat public confusion and if we get an early
[20:50] storm we either have to call the parking restriction in
[20:53] early which would then have to make sure people know
[20:55] about ... and then it still ends up being that
[20:58] vehicles are are are parked around which causes at significant
[21:02] destruction for snow clearing vehicles ... so that's that's what
[21:05] I have to say to present the idea ... and
[21:09] just ... lean on staff if they have anything to
[21:11] add an additional that before we start discussing
[21:16] so we will we take each one of those um
[21:20] independently and and discuss them I think I don't think
[21:23] they're reliant on each other actor separate issues adding it'll
[21:27] get too complex if we start to layer on top
[21:29] of yep so the first one is revising start date
[21:34] ... to December first each year currently ... we try
[21:40] ... if the weather cooperates to get to just after
[21:43] Christmas to implement

[22:23] also a scramble for communication staff to trying get a
[22:26] message of because the decision is usually made the day
[22:29] of or the day before as that weather forecast sometimes
[22:33] does does change a lot so what that's the rationale
[22:36] behind it moving it to December first the other thing
[22:39] I'd like to mention as a stated in the notice
[22:41] that the Serb municipalities surrounding us do this so it's
[22:45] it's not a ... it's it's kind of ... industry
[22:49] best practice to get ahead of this and have it
[22:52] have it be implemented before you get ... before the
[22:56] weather is calling for significance now

[25:11] if we have snow it's okay if there's no snow
[25:15] on the ground and you can park on the street

[25:20] years when I first came on council there was a
[25:22] lot of complaints about this ... as in the last
[25:26] couple of years it's gotten better because people have begun
[25:30] to understand the system and that's why I'm reluctant to
[25:33] change the system because the one we have now although
[25:35] it has challenges to
[25:37] thurs sat it's it's changing something that I think the
[25:41] public has accustomed itself to ... but I understand the
[25:46] reason for doing that too so it's a it's a
[25:48] balance that you're trying to find her deputy mayor
[25:51] yeah I would kind of liken it to playing a
[25:53] game of whack a mole Leslie and because the it's
[25:56] it's about consistency and I think what folks from my
[26:00] vantage point honestly communications is really they the key factor
[26:04] here and I know that our communications department certainly scramble
[26:07] to try to get that message out but not everybody
[26:10] is tuned in on a daily basis and so what
[26:12] does week a lot of havoc when we have these
[26:15] inconsistencies ... so you know I I have a general
[26:19] tendency to you know nail it down I understand that
[26:22] they're going to be good days and bad days but
[26:24] we are not and meteorologists and and we just need
[26:28] to have a consistent plan to ensure that the public
[26:31] know what to expect and then so that's it you
[26:35] know that's that's my basic concern is making sure that
[26:37] everybody understands that the public is fully aware and that's
[26:41] a real challenge for communications department so I see the
[26:44] I see the intent thank you

[27:00] this is really important especially this winter people need to
[27:03] get together in our small groups and you know Christmas

[27:24] easily with just another a modicum modest amount of plowing

[27:32] their family and close friends already concerned about that this
[27:35] year this is not what you're doing me considering this
[27:38] and understand you know if it's easier for us but
[27:43] we're not about us no it's about the people city
[27:46] and are reading and you know that everybody that everybody
[27:50] drinks are really when they go out one person would
[27:52] probably drive or at a Christmas party ... from the
[27:54] twentieth of December until seconder so January and I really
[27:58] feel for those people and I think it's really important
[28:02] I I say I would like to see status quo

[31:10] driveway a couple double car driveway you're essentially saying people

[1:02:09] that there's a fixed amount of resources to deliver on
[1:02:11] sidewalk snow clearing and this is an option of re
[1:02:14] prioritizing ... some of those sidewalks that we cleared so

[1:02:23] many priority ones to get through the party once in
[1:02:25] a ride in a reliable timelines of the public and
[1:02:27] doesn't have a have a route that they can rely
[1:02:30] on getting around ...

[1:03:01] we've been been aware of ... that we had too
[1:03:04] many priority one so you know if your whole system
[1:03:06] is a priority one and effectively nothing is a priority
[1:03:09] one so we have gone through all the sidewalk groups
[1:03:14] and effectively we've taken a so one side of streets
[1:03:18] will remain priority one but the second site instead of
[1:03:22] having two sides of the same street being a priority
[1:03:25] ones in order to ... to be able to get
[1:03:29] more streets more sidewalks cleared will only do one side
[1:03:34] so the first side of arterial roads ... and the
[1:03:39] downtown
[1:03:41] at this downtown business district would stay a priority one
[1:03:45] your schools would effectively be a higher priority to one
[1:03:48] so we just got them call priority one eight so
[1:03:51] that would be all your schools owns us the first
[1:03:53] first thing we do ... priority to would now be
[1:03:58] your second side of your multi lane arterial roads and
[1:04:02] the downtown business district and first side of collectors in
[1:04:06] your priority three would be the second side of any
[1:04:09] remaining arterial roads that have both sides service and and
[1:04:14] we have very few private priority force but basically be
[1:04:17] the second side of ... collector streets so effectively we
[1:04:22] won't be to priority we won't have priority one and
[1:04:25] two sides of the streets we would focus on one
[1:04:28] and we've arranged it in a fashion so that you
[1:04:31] have a whip ups clear sidewalks going through the city
[1:04:34] so it would enable pedestrians get from you know whatever
[1:04:37] to point a to point B. is more effectively you
[1:04:39] know instead of spending too time due to sides of
[1:04:42] one area we've moved on and now we're doing when
[1:04:45] we no it's a longer stretch of a priority one

[1:20:06] we are if they're trying to do is as best
[1:20:07] we can to ensure that ... cleared sidewalks are not
[1:20:11] plowed in by private contractors or you know residents or
[1:20:14] whatever

[1:21:36] snow melt immediately after so far so that rain and
[1:21:39] melt because there's no way to get wet and heavy

[1:21:45] the most significant challenges service delivery is the ability to
[1:21:47] recover completely after an event for subsequent event occur so
[1:21:51] we have snow and rain and freezing rain and then
[1:21:54] ... more snow on top of it gets packed in
[1:21:56] really hard and it's difficult to ... to remove it
[1:22:01] ...
[1:22:02] so any change to how we would do the streets
[1:22:05] I will lead to that sort of scenario where there's
[1:22:08] rocks there's rocks in the street routes of snow in
[1:22:10] the street me quite difficult to get through ... as
[1:22:14] it's a mix of ice and snow and there
[1:22:19] one of the reasons so I'm I'm supportive of of
[1:22:22] status quo because it is that's not a satisfactory
[1:22:26] changing is not satisfactory route for vehicles but it's also
[1:22:29] not a satisfactory route for pedestrians because if you're street
[1:22:32] is is is full of rocks and ice that means
[1:22:35] the vehicle is there it's it's riskier to have a
[1:22:38] vehicle on the street which means if there's a pedestrian
[1:22:41] ... using that same street they have no space or
[1:22:44] there's a greater risk in in a vehicle pedestrian means
[1:22:47] in an unsafe on safe place ... so I think
[1:22:51] I think status quo make sense ... for moving forward

[1:32:27] boards items are not communicated through social media platforms and
[1:32:31] done through manner which acceptable with all board members so
[1:32:36] conflict of interest statement was also at is and the
[1:32:39] process for the election of executives so it's put into
