what oh well good morning and Welcome to
our summer coffee with Council session I
[0:07]
want to thank you all for coming to
those people who are at home watching
[0:11]
online we appreciate you for being here
um I know there have
[0:16]
been there have been some uh it's in the
way of my coffee now um
[0:25]
[Music]
[0:34]
okay this
isot he just wandered in some guy who
[0:40]
just wandered
in so this is your opportunity to
[0:45]
provide feedback to council we're hoping
that we can have an open discussion a a
[0:49]
cordial discussion and you can be able
to ask your questions that you have and
[0:54]
we have staff available here to help
answer any of your questions specific
[0:58]
ones you might have and if you uh don't
get an answer to your question or or we
[1:04]
cannot answer your question today we
will get your contact information and we
[1:09]
will get an answer to you as soon as
possible so just a reminder that this
[1:13]
coffee with council is live live
streamed and posted on YouTube this will
[1:18]
allow members of the public who are
unable to attend today to listen to the
[1:22]
discussion and because it's live
streamed we ask you to be careful uh of
[1:27]
the things you do say so if you were to
mention other people people or someone's
[1:31]
contact information that could be
something that could be problematic so
[1:35]
please keep that in mind if you do have
a question or a comment we ask that you
[1:40]
raise your hand and we will have a staff
member come to you with the microphone
[1:44]
and that way the people at home can hear
it as well and then please speak loudly
[1:49]
into the microphone we want to get to as
many questions as possible and so try to
[1:54]
be as concise as
possible so um
[2:00]
we have some submitted questions but do
we maybe we should start with some
[2:04]
questions from the audience and then we
can deal with some of the concerns or
[2:08]
questions you might have so if you have
a question feel free to put your hand up
[2:13]
and then we'll talk about the questions
that have been submitted we have a
[2:17]
question over here
from
[2:24]
Linda uh I have a question about um
mowing uh
[2:30]
I realized mowing may have been cut down
and that's fine but uh I live in
[2:36]
Glennwood the Forgotten area of
Strathmore which has been there since
[2:41]
1955 and when they come to
Mo they always send a team afterward to
[2:48]
do the trim around the trees Etc so the
first time they mowed this year it was
[2:53]
done promptly the second time it was 3
days later and today it is day eight
[2:58]
from when they mowed the lawn in
Glenwood and there's been no trim done
[3:03]
so I was hoping that Donna McCallum
would be here or somebody that anyway if
[3:08]
somebody can answer my question at some
point thank you um I'll turn to one of
[3:12]
the staff members Jamie who is our
director of infrastructure and
[3:19]
operations uh good morning my name is
Jamie dugdale director of uh
[3:23]
infrastructure operations and
development services so I'll share that
[3:25]
with Donna um I think uh we'd like to
have a better standard than that so I do
[3:30]
apologize so I'll share that with Donna
mcallum and make sure that we do a
[3:33]
little better job at kind of returning
to do that trimming so I'll definitely
[3:36]
share that with
her yeah I'll share that with
[3:43]
her thank you are there other questions
oh we have a question from Clara and the
[3:48]
gentleman in yellow or lime green thank
you good morning good
[3:54]
morning uh I have um been over to the
new
[4:00]
at the uh garbage disposal site and I
was uh recycling sorry yeah and I was uh
[4:09]
quite surprised because I haven't been
there for quite some time and I uh I'm
[4:15]
so used to go to the hwad
one and I was quite shocked coming to uh
[4:23]
what now has apparently been what town
is utilizing
[4:29]
uh first of all I don't or we don't use
uh the bin
[4:34]
system because uh I find it inconvenient
for me because I have six boxes or seven
[4:40]
or more you know with one with soft
plastic one with h plastic and so on and
[4:47]
so on so I used to go to hwad and just
within few minutes have it all dumped in
[4:52]
from my blue boxes into the various
ones and now I came to what
[5:00]
at the present is what the town is
running and I'm kind of questioning uh
[5:07]
why are we now having that one compared
to what seemed to work very very well uh
[5:13]
with the hits uh because first of all
I'm a short person and I cannot get up
[5:21]
to those uh little
rectangle places and dump in my uh
[5:29]
garbage
no matter what it is the only thing that
[5:32]
was available was just a dumb inin was
the soft plastic one all the other ones
[5:36]
was impossible for me to do especially
if it was a windy day you know it would
[5:40]
be blowing all over the place and I
can't reside so my question is uh why
[5:47]
have we gone from the hawed service or
to what apparently now is what the town
[5:55]
provides on the south side of our okay
thank you and you're not the first first
[5:59]
person who's asked us that as far as the
height of the bins I know our coo and I
[6:04]
have talked and U one of the one of the
options that would help maybe and I can
[6:09]
ask you if it would help is if if there
were stairs at those new Bins with that
[6:13]
well there is a little step stools or
whatever it is you need a l but yeah but
[6:18]
also I cannot take my containers and
dump them in you know as we were able to
[6:26]
do previously okay because you have to
stand and take one item out at a time
[6:31]
and reach up into those little slots
okay um is there someone on staff I can
[6:37]
turn to as far as uh the change from
hookstead to Blue Planet as far as
[6:42]
Recycling and then what we can do as far
as the bin Heights and uh seniors who
[6:48]
need to get up to the uh bins to get rid
of their
[6:52]
recyclables uh good morning again so the
reason we we switch recycling locations
[6:58]
uh was we switched to Blue Planet
they're a different contractor that's
[7:01]
collecting garbage uh for us and running
the recycle yard so uh like the mayor
[7:07]
said we can certainly look at how that's
working for people or not working for
[7:11]
people and perhaps make some changes so
we did we went from Waste Management to
[7:16]
Blue Planet as the provider so that
required us to change the location of
[7:19]
the recycle Depot but if uh residents
are having problems getting their
[7:23]
recycles put there then we can certainly
look at better solutions to allow people
[7:27]
to do that more easy easily
[7:35]
okay
[7:44]
so sure and and I mean Our intention is
to improve service so that's why we'll
[7:48]
look at that but every every certain
amount of years when a contract is over
[7:51]
we do a what we call an RFP so we go out
to Market and then private companies
[7:56]
will respond to that RFP and we'll look
at all the submissions and we make a
[7:59]
decision based on who gives us the best
submission so that's kind of why that
[8:03]
changed um obviously our desire is that
service will remain the same or get
[8:08]
better so that's why I'll take that away
and and we'll look at how we can make
[8:11]
the recycle Depot look better for
[8:20]
you
[8:24]
uh yeah yeah sure if you give me a few
weeks a couple of months uh and I know I
[8:30]
have to talk with my manager of
infrastructure first and talk about
[8:33]
Solutions and we have to look at what
that might cost and how to Source them
[8:36]
but uh we can definitely take that away
and hopefully in a month or two you'll
[8:39]
see a
[8:46]
difference attention thank you now we uh
live over on Lakeside views and we have
[8:55]
our little uh Garden here your p in
front of us uh a couple of years ago I
[9:03]
think it is now we had um some tree
pruning service that the town hired
[9:11]
apparently to take down dead trees and
and so on now at the moment and it has
[9:18]
been there for all the time we have been
here in town uh a big poer tree on the
[9:24]
south end of the the Garden
area and uh I just took a walk to the
[9:31]
Garden area this
morning and I'm quite disappointed
[9:36]
really of what a beautiful area we have
in there and
[9:41]
how it seems to be not being able to to
be be
[9:46]
kept all the dead branches from that
tree because so many many of the
[9:52]
branches is dead and they are laying all
over the the ground and of course that
[9:58]
doesn't make it any better
but also we
[10:03]
have quite a few Park staff young people
that comes to work and they come in now
[10:10]
we were not around in the early spring
as they start to to do the maintenance
[10:16]
work but I've been kind of watching it
over the years that we've been here and
[10:22]
uh who is in charge of educating those
young ones and supervising them and
[10:29]
guiding to to what to do because
nowadays they seem to kind of come in a
[10:34]
group with a truck park the truck and
then four or five or six of them comes
[10:41]
out and I think they need some guidance
and supervision to be able to be
[10:47]
utilizing the time and the effort the
town put into to try to keep a a parks
[10:53]
and they is be
beautified because I think the resources
[10:59]
is there but I'm just kind of
questioning are anybody going out and
[11:04]
and giving the instruction on and why to
do because you can't expect the young
[11:09]
ones to be able
to just kind of come and know everything
[11:14]
so quite often they kind of sit there
and uh having a good time and of course
[11:19]
they're picking some here and there but
uh when you have to get to the bottom of
[11:24]
weed you just don't pull you get in and
and get to the main CLA I can tell you
[11:32]
that I I had an informal talk with Donna
mallum who's in charge of the U the park
[11:38]
staff Ground St and uh she's um she's
got in her mind some things to do she
[11:43]
wants to spend more time mentoring and
working with the young people so it's on
[11:47]
our radar and uh I'm sure Donna mallum
will uh will be a positive force with
[11:53]
those with those workers well they are
wonderful bunch of young ones it's just
[11:57]
that I feel that they are not
educated enough to be able to to really
[12:03]
yeah I just want to assure you that that
Don is aware and she's she's uh going to
[12:08]
spend time working with her staff and M
we appreciate that I think it was be
[12:12]
beneficial for everything and everybody
thank you very much thank you Claire if
[12:17]
I can just follow up on that too you
know one of the things that uh that's
[12:21]
really useful for Donna because you know
she she now our town is growing and this
[12:26]
has been a really bad year for for um
um winter kill there was a lot of winter
[12:32]
kill and um and one of the things that
really helps is if uh if people
[12:38]
communicate through the communication
form it's not always convenient for for
[12:42]
people you know if you if you don't like
uh using computers you don't you don't
[12:47]
necessarily uh think that's your best
thing but one of the things that you can
[12:52]
do you can you can always just you can
phone any one of the counselors our our
[12:56]
numbers are are public or uh and ask us
to do it too and and if you give us a
[13:01]
date like Lakeside Muse and we know in
the corner and now on the town property
[13:05]
there's Deadfall and if she knows that
she she's very very more likely don't
[13:11]
don't except in the case of Linda who
just took eight days to get mowing done
[13:15]
um and uh and there's and Donna probably
has a rational reason it's probably due
[13:19]
to the freaking Water Crisis that she's
been dealing with but but it's good for
[13:23]
them to know because then it's recorded
then they know they have your statement
[13:28]
and it's now expectation that that there
is a followup and that something happens
[13:32]
so that citizen communication for is is
really useful I know councelor langmaid
[13:37]
is really good she she um guides lots
and lots of people through it too to uh
[13:43]
to get to where it needs to do it so
we'll definitely do that we' be happy to
[13:46]
do that and I know that Donna would be
grateful to know because it really helps
[13:51]
her
[13:55]
yeah and and you know that and you're
you're not alone you know that that it's
[13:58]
not not it's not um the easiest to
navigate for sure
[14:08]
so this is informal and this is really
good
[14:14]
yeah no you've made no mistake but but
if it happens again if it happens again
[14:19]
you
know
[14:22]
yeah yeah no this you've made no mistake
no this is exactly the place to bring it
[14:28]
and and uh and if we can make that
process easier for you when it happens
[14:31]
or should it happen
again
[14:35]
yeah y well that's
[14:42]
important it is
beautiful
[14:47]
yeah yeah no no it's good to
[14:53]
know thank you Clara and thank you
councelor Peterson uh question from the
[14:57]
gentleman back there we have a
microphone coming to you right
[15:01]
now good morning I have a few questions
actually it's regarding Park Lane Drive
[15:07]
uh obviously um Anthem United is doing
some development back there and uh it's
[15:13]
been surveyed everything else number one
uh none of the residents have received a
[15:18]
plot plan or anything else about what's
going on back
[15:21]
there uh with the new one I mean that
development's been going on for 18 years
[15:26]
now uh they're finally doing some
something with it there's been many many
[15:30]
changes made and we really haven't got
any answers to what's going on uh I have
[15:36]
a call into uh Anthem United I'm waiting
for a return on it to be quite honest um
[15:44]
however in the original proposal there
was supposed to be I believe it was
[15:47]
about 86 houses back there and all of a
sudden it went up to about 186
[15:55]
houses um part of that obvious obviously
was land costs uh because when um
[16:03]
stantech was the engineer on record they
obviously made a mistake because the
[16:07]
fillet was moved from the ranch over to
uh the commercial area raised the
[16:14]
elevation over there substantially and
lowered the elevation behind us so there
[16:18]
was additional costs involved and I can
understand um the lot costs everything
[16:24]
else to go with
it however in saying that um
[16:29]
with the added residential units that
have gone in there um Council and it
[16:36]
wasn't this Cil it was a previous one or
the one before had passed a narrow lot
[16:42]
bylaw uh the original understanding was
all the perimeter Lots were supposed to
[16:47]
be 50
ft um that back on the Park Lane
[16:53]
Drive uh my understanding now they're
all 35
[16:57]
ft uh and second ly there was supposed
to be a buffer zone of 10 m between
[17:02]
property line to property line and that
was derived actually when uh I believe
[17:09]
Mr grac was mayor and that Council and
then the previous Council went down to
[17:16]
the narrower lot sizes so there is a
concern with the residents along Park
[17:22]
Lane Drive whether that buffer is still
in place or not or whether we're going
[17:26]
to have a 35t property backing right
onto our
[17:30]
uh our property line and there's other
things that go with it um uh
[17:36]
the I guess the uh
Road um that was proposed that was going
[17:42]
to join parkline from klyber Trail uh
that was taken out of the original plan
[17:48]
because Park Lane Drive is not a
commuter
[17:51]
Road um you're making it a commuter road
now uh actually you look at I think if
[17:58]
you look at a lot of
um um information that's I've researched
[18:04]
on the web on that the minimum width of
a commuter road is um 44 ft Park Lan
[18:12]
drives 42 ft also they have driveways
backing onto the road all the way
[18:17]
along so in saying that I
guess um you have to look at snow
[18:23]
clearing which has always been an issue
in Park C it's a bus route everything
[18:27]
else your plows come down they windro
the stuff in front of uh all the
[18:33]
residents and that um maybe some of you
know now I'm sure you do cars with all
[18:39]
their safety features my wife's car
won't even back over one the car shuts
[18:45]
down so uh there have been calls made to
um the people responsible for snow
[18:53]
clearing and that I'm sorry I can't
remember the name of your your
[18:56]
department and that and the respons once
has been we were allowed to uh wind Ros
[19:03]
snow to the height of 1 meter that was
it so they block people in there's a lot
[19:08]
of elderly people on that street I don't
put myself into that category but I'll
[19:14]
be quite honest I have blown out
people's driveways with my snow
[19:18]
blower uh I've had the BW officer come
and tell me I can't do anything on the
[19:23]
street um how do people get out of their
driveways so what are your plans if that
[19:29]
is going to be a commuter Road or a
collector Road I guess what are your
[19:35]
plans for the
intersection on Freeman Trail and
[19:39]
that there's not enough room for a right
turn in there you're going to have to
[19:43]
take a house
out you know on the other side uh you've
[19:49]
put a right turn exit in and a threeway
and that but on the other side there's
[19:54]
nothing there so you have one lane
that's going to take that traffic
[19:59]
how are you going to deal with
that you know and I mean we could go on
[20:04]
and on I could take all morning going
over this but I guess the big thing is
[20:08]
the
development there's no information out
[20:12]
there from no one we don't know what's
going on okay thank you um I think I can
[20:18]
turn to our staff as far as how we can
get more information to you as far as
[20:23]
what Anthem has planned um as far as
that road from r going on to Park Lane
[20:30]
Drive that's proposed as long as I've
been on Council it's always been a thing
[20:36]
that's supposed to be coming that
Connector Road over to Park Lane Drive I
[20:40]
am not aware of any Council that has
said it'll never be a connector to
[20:45]
Parklane drive as far as Parklane Drive
um I believe it is a connector Road and
[20:50]
like you said it does have school buses
on it so um we can definitely look at
[20:56]
getting more information to I can
explain the R1 the r1n uh this the
[21:02]
narrower Lots what Strathmore has tried
to do is find a way to have more people
[21:08]
be able to get into housing because as I
think as you all know uh we're in a
[21:13]
housing crisis in Strathmore and there's
young people who have very difficult
[21:17]
times affording the inflation is really
high the interest rates are are still
[21:21]
very reasonable but to get into a home
you need a lot of money and the other
[21:26]
thing that the C that I was on did that
that brought about or helped bring about
[21:33]
the uh the narrower Lots is that
Strathmore is a is a rural town and
[21:39]
we're trying to avoid urban sprawl into
Farmland so we've increased the density
[21:44]
in our town and I understand that some
of you who have big properties with with
[21:49]
Big Lots may have some reservations
about a narrower lot 35 instead of a 50
[21:55]
Frontage I don't think it necessarily
means that you're going to have a bad
[22:00]
situation behind you but we do need to
be uh cognizant or aware of reducing our
[22:08]
spread into into agricultural land as
much as we can and to also try to make
[22:13]
housing at least attainable for younger
families and so we did go ahead with
[22:18]
some narrower
Lots I know that may not sit well with
[22:22]
the people who are on Park Lane Drive
but I think our staff um maybe our CAO
[22:27]
or Jamie we can talk about uh getting
you information as to what's planned in
[22:33]
that Anthem area and you're right it's
been sitting for a long time and they
[22:37]
are staking out and getting ready to go
um and I'm I'm just wondering is that is
[22:44]
that road that's going to connect to
Park Lane from Ranch is that where the
[22:47]
empty lot is is there an empty lot like
a park kind of a space a small green
[22:54]
space yeah and that's right where the
road is going to come to Park Lane
[23:04]
y
[23:55]
behind
[23:59]
the
[24:47]
[Music]
[24:57]
respon
[25:26]
thank thank you um I understand your
your concerns on parking Drive um the
[25:32]
traffic part or the speeding part that's
something that we can look into as well
[25:37]
uh you also had a a comment about
Windrose and I don't think there's I I
[25:42]
don't think there's an easy fix to not
having wind RS because when you plow a
[25:47]
street it's got to go to one side or the
other and so it does create wind RS I
[25:52]
get them on my street as well they're
all through Strathmore but the only way
[25:56]
to get rid of a windro is if is if if
you were lifting your blade at every
[26:00]
driveway and not plowing it onto
driveways which would be incredibly
[26:05]
slow pardon
me in angling it
[26:10]
towards the middle of the street
[26:21]
[Music]
[26:36]
the new development over there it used
to go under the highway into cber land
[26:41]
and that that's been shut off so it just
uh creates uh a storm Pond for lack of a
[26:49]
better work in the ranch
development so you know there's places
[26:53]
to dump that snow and there's places to
to uh get rid of it off the Road and I
[26:59]
can go back in stratmore
before um where they wind rode the snow
[27:05]
into the middle of the road and the
complaint was oh gosh I got to drive
[27:09]
around the block to get into my driveway
well you know what you can still get
[27:12]
into your
driveway well we can we can actually I
[27:17]
can turn to staff to explain why we
don't create a pile in the middle of the
[27:21]
streets they'll they'll probably be able
to address that um as far as dumping
[27:28]
snow into those areas again I don't have
the operational experience I can turn to
[27:34]
our staff for that um but again as far
as my knowledge as a counselor I have
[27:40]
always thought that that Ranch Road was
going to connect
[27:45]
to uh Park Lane Drive now I'm I'm not
sure about the Ballard system but again
[27:51]
we can address your questions as far as
seeing the plan and finding out about
[27:56]
the buffer zone as far as what you folks
were told and what the new design looks
[28:01]
like um can I turn to J sure so I guess
I'll answer the question or try to
[28:06]
answer the question first on the on the
planning items um Ranch the ranch
[28:11]
development one of the challenges we
have with that is um it was I guess
[28:16]
conceptualized before we required what's
called an area structure plan which is a
[28:21]
process through Council uh it's a plan
that's adopted through Council by a
[28:26]
bylaw um the Ranch again was approved
before we used those as a tool in
[28:31]
Strathmore so um way back when probably
around 2000 I'm not sure when that was
[28:37]
done but the the public wouldn't have
got the same kind of input as they would
[28:40]
if we got a new ASP
today um the reason that that
[28:46]
development has the through Road uh is
and you mentioned it when you were
[28:50]
asking questions was with relation to
emergency access the number of homes in
[28:55]
there we did bring a report to council
in I believe July of 2021 kind of
[29:00]
summarizing both the the engineering
rationale as well as the fire and EMS
[29:05]
rationale for that through road so that
would have went to Council in July of
[29:08]
2021 just to ensure that they were again
on on side with why staff made that
[29:14]
decision to approve the subdivision in
that way um but as the mayor said we can
[29:18]
get you that most recent subdivision
approval so you're aware of it um and
[29:24]
the rezoning as well would have gone
through a public hearing I think there
[29:27]
was two rezonings in that phase that
changeed like you suggested from larger
[29:31]
lots to smaller Lots um on the snow
removal um yeah we hear about wind rows
[29:36]
every every year um it's a challenge um
unfortunately we can't just dump snow
[29:43]
anywhere um environmental regulations
from The Province are quite stringent
[29:49]
these days um that's why we have a snow
dump and we actually improved our snow
[29:53]
dump in the last couple years to make
sure it was compliant um that being said
[29:58]
this fall we every fall we come to
council with an update on snow removal
[30:01]
and our practices and to find out if
Council feels the public would would s
[30:08]
support any changes again with increased
resources um we did I think a couple of
[30:12]
years ago consider wind rows in the
middle of the street like you suggested
[30:17]
um while yourself and some people might
be happy with that some other people
[30:20]
like you said might not be uh doesn't
mean we can't do that and we'll look at
[30:24]
it again um but again in September we'll
be coming to council with an update uh
[30:28]
so I would suggest you um share your
feedback with Council before then as you
[30:32]
did today and we can look at that and
what it would what it would mean
[30:35]
operationally to
[30:47]
do okay I've gotone my rear end three
times trying to get over the wind rows
[30:51]
into my
traffic it is a safety issue that snow
[30:56]
is plowed right underneath V Les it's
plowed up over the running rails
[31:01]
everything else so I mean it's a huge
concern so I'd like you to consider that
[31:06]
as well because someone goes on their
rear end and ends up in the hospital you
[31:12]
know what's going to happen I know
what's going to happen there'll be a
[31:17]
lawsuit so I'm wondering if I could just
interject Jonathan do you have the date
[31:23]
is it in September when the U snow
clearing is coming coming up to us is
[31:29]
that might be a meeting you'd like to
come to because we have a public meeting
[31:33]
and a discussion Tammy September 11th
okay it's September 11th September 11th
[31:40]
so if if you're free on September 11th
Mark that in your C uh calendar we start
[31:45]
at 6: p.m and if uh there's an item on
the agenda the public I will I can turn
[31:51]
to the public and say if you have any
questions or concerns or comments you'll
[31:55]
be allowed to speak on it since it's on
the agenda that night
[31:58]
you're welcome Pat can I say one thing
about that can the graders at least lift
[32:03]
their blade when they go past the
mailboxes there can't be that many
[32:07]
mailboxes that that would be a problem I
can't get over a drift this high from my
[32:12]
car to my mailbox okay um maybe we can
make a note of that and it can be part
[32:17]
of our discussion on September
11th Canada Post Yeah Canada Post lets
[32:24]
us know when there's issues believe me
uh sure and then they we talk to them
[32:29]
regularly through the winter so uh we'll
we'll make sure we pay attention to that
[32:34]
we need a better solution for for Post
Office boxes it it causes seniors
[32:39]
especially tremendous grief I I want to
go back that's this one works thanks I
[32:45]
want to go back to your point about
about the danger of wind RS when they're
[32:50]
when they're plowing in your streets and
and I I would be really interested to
[32:54]
find out from from our infrastructure or
from people with lived EXP experience
[32:58]
whether it's worse on some streets than
others like it like does it does it make
[33:03]
a difference and so I live in the old
area of downtown um the mayor has a name
[33:09]
for the area I do L you're the one who
named it so um I live on a street across
[33:15]
from a school and so you know we're uh
as old as we are we're plowing out those
[33:20]
4ot wind rows uh in front in front of
our our driveway as well and um and I'm
[33:26]
wondering if there is isn't you know
some plan in the in the offing where
[33:31]
where this Park Lane Drive Park Lane
like you're talking about is a different
[33:36]
context than than area say where I live
in the downtown that is a a bus pickup
[33:41]
route or a place where hundreds of
parents pick up their children every day
[33:45]
and and I think that that would be a
really good a useful exercise to
[33:48]
undertake to do we have to apply the
same standard in every neighborhood all
[33:53]
the time and um and and uh Linda
Ferguson's pointed about the mailboxes I
[33:58]
think is something that's becoming you
know as our Winters are are more
[34:02]
mercurical and there's more ice and you
know it's just becoming more and more
[34:05]
treacherous especially for a senior in a
community with 25% of our population
[34:10]
being seniors it's really not a good
thing the other thing that I wanted to
[34:14]
address is the speeding on Parklane
drive and that is something that came to
[34:18]
council um slightly less than two years
ago and we did we did undertake a study
[34:23]
on on Parklane drive and they did find
some some excessive speeds but not um
[34:31]
not enough to to do more than the take
take more than the action they did take
[34:36]
which was to put that flashing light in
on the pathway by the canal and they put
[34:40]
that in there because of all the young
people that are walking from the um Holy
[34:45]
Cross Collegiate and Sacred Heart across
that pathway and um the people who live
[34:51]
on that on the uh south side of the
street at in that area have said it has
[34:55]
made a difference but uh we know that
it's a a Speedway I've seen it myself
[35:01]
difference however if you go further
east yeah on Park Lane uh by the lift
[35:06]
station yeah and that as soon as people
come along uh come off Freeman Trail
[35:13]
they just Hammer their gas ped it is a
Speedway I I've seen it yeah at the
[35:17]
curve you know they start slowing down a
bit and then conversely when they're
[35:21]
going east at the curve they Hammer the
gas we've had people come down there at
[35:25]
120 clicks and and that was and you turn
around and yes you know you have had
[35:31]
your B out there occasionally and I'll
use the term
[35:34]
occasionally however try it at 6:00 in
the morning so do you do you think that
[35:39]
it would be useful so so you you you
said that the flashing light has helped
[35:43]
on the one end that it has made a
difference we also now have a school
[35:47]
zone just on the other side on on George
Freeman Trail where we have lots of
[35:51]
other kids walking to school as well on
on George Freeman Trail we have another
[35:55]
school now yes and so you know having a
Raceway in between where you have
[36:00]
literally hundreds upon hundreds of
children walking every day yeah do you
[36:05]
think there is some use in doing a test
to see if we could put another flashing
[36:09]
light in on the curve on the other side
of the of the um well I don't think it's
[36:13]
NE on the curve I think probably and
you've put a uh a pedestrian light in
[36:19]
now across from uh well right at your
lift station I believe the address is
[36:23]
about 1 I don't know 57 something like
that there's a pedestrian light that's
[36:28]
gone in because of numerous complaints
by a person and that um it does no
[36:34]
good they just the way they
go so we need to alert bylaw pardon me
[36:40]
so it's a bylaw situation well I
personally I think it is but you know
[36:45]
somewhere along the line I mean people
work so at 10:00 in the morning you're
[36:49]
going to get people ripping down there
occasionally yes is 6:00 in the morning
[36:54]
then try it at 7 8 and 9:00 at night
because Park Lane Drive is an escape
[36:59]
exit out of the city or out of the Town
it always has been since it's been
[37:03]
developed so you know um younger
generation now they've been a lot better
[37:09]
about drinking and driving than when I
was young because that was a thing to do
[37:14]
it isn't anymore you know and I give
them credit for that but it's still an
[37:19]
Escape Route so you get the guys in
their trucks that go bombing down there
[37:23]
you get the guys in their cars
everything else there's noise I I mean
[37:28]
I've got pictures of vehicles license
plate and the
[37:31]
driver that is a constant Menace on that
road you know you turn around and it's
[37:40]
it's ridiculous it really is and it just
seems like something that's been totally
[37:45]
ignored and this this has been going on
well
[37:49]
before um this council's
time and it has been brought up um when
[37:57]
[Music]
um can't remember his name but I mean
[38:02]
it's been brought up when Steve graic
was around everything
[38:06]
else you know and it just seems like
that area is a lost area because I'll
[38:12]
I'll excuse me for a minute I'll even
bring the development again when that
[38:16]
area was first
stripped Strathmore had a development
[38:20]
officer I don't know whether they do
anymore but I approached them at one
[38:24]
time because of the Dust when they were
stripping that
[38:28]
we had to have our floors replaced cost
us
[38:32]
$7,000 and that we provided pictures you
couldn't see the back of your property
[38:38]
line you couldn't see 10 ft off your
deck we approached the development
[38:42]
officer and he said what do you want me
to do about it well my backgrounds in
[38:46]
the construction industry is a site
superintendent and then
[38:51]
beyond what do you want what I want you
to do about it shut them down
[38:58]
they have to live by their development
permit and do and do what they say or
[39:02]
and they're not doing it and you know
that's one of the concerns again and I'm
[39:06]
digressing here but it's it's so
frustrating that that whole area seems
[39:11]
to be
ignored if if I can jump in for a second
[39:15]
when it comes time to develop this new
phase that Anthem is doing if if you're
[39:20]
finding again that dust is becoming a
real issue we all have our numbers
[39:25]
posted on the town website you can call
call us and we will talk to our
[39:29]
infrastructure team and our CAO as far
as oh as far as improving that goes um
[39:36]
yes yes our CAO did look into it on the
west side of town um the other thing I
[39:41]
can say is uh we have we have the staff
sergeant of the RCMP coming in quarterly
[39:47]
to do reports if you keep an eye on um
our meeting agendas maybe you can come
[39:52]
on the night of Staff Sergeant there we
can also bring this forward to our staff
[39:56]
sergeant as far as the speed on Parklane
drive for sure now that we're all aware
[40:01]
of the concerns again we can we can talk
to our CAO and talk to the staff
[40:06]
sergeant regarding some possible plans
for Park Lane
[40:10]
Drive um I have questions from the from
the people have submitted some so I
[40:15]
thought we could maybe do one or two
questions that have been submitted
[40:18]
beforehand and then I can go back to the
audience if that's okay so if you can
[40:22]
remember your questions will come to you
uh we had a question about water resp
[40:28]
restrictions and uh there we've had re
we've received many questions and is
[40:32]
there an update on restrictions and when
can we expect to be back to normal so I
[40:36]
want to thank all the residents for
obviously helping to reduce our water
[40:40]
usage uh as as much as we did I'm really
proud of Strathmore residents you
[40:45]
reduced your our Target was 25%
reduction daily and uh we were very very
[40:51]
close to that we exceeded it on on
several times um and so I was really
[40:56]
happy with that and like Calgary we're
going to be we can ease our indoor water
[41:01]
restrictions we still need to continue
as we ease back into normal water use
[41:06]
obviously you guys have done some of
these things to space out your laundry
[41:10]
your showers if you can reduce shower
time your dishwasher runs but indoor
[41:15]
usage is is back to to normal and um
stage four outdoor water restrictions
[41:21]
are still currently in effect so I know
a lot of people have been sharing on
[41:25]
Facebook different ways they've been
using to collect rainwater I know my
[41:30]
wife and I have this is the first year
in our 40 years here that we've been
[41:34]
putting bins under our e trough uh drain
pipe and so I know that's spread
[41:39]
throughout the town this is the first
time my wife and I have talked about
[41:43]
getting a rain barrel too as far as
handw watering outdoor plants so very
[41:47]
proud and very pleased with Strathmore
residents thank you for all your efforts
[41:51]
that you did and we're excited to
announce that the lp pool in the town
[41:55]
aquatic center is open
residents are welcome to enjoy the lap
[41:59]
pool and while the pool is reopening the
hot tub water slide and kitty pool
[42:05]
remain
closed and U over the last week the town
[42:09]
has been finishing some much needed
repairs to the water slide Kitty pool
[42:13]
and hot tub and once these have all been
completed and the two and the pool staff
[42:18]
receives satisfactory pool chemistry
results from AHS the hot tub and kitty
[42:24]
pool will be open as well uh last night
we had a a session in our public council
[42:31]
meeting on garage and Garden suites and
the question is I've heard that there is
[42:35]
a possibility of putting an income Suite
on my property is this permitted in
[42:40]
Strathmore and I can tell you this that
last night council approved the town's
[42:45]
first garage and garden Suite bylaw now
this is not a blanket zoning change or
[42:51]
anything like that it's just to allow
people if they want to try to spend the
[42:56]
money to convert a garage or put a a
unit above a garage there are strict
[43:02]
rules that must be followed it's not
necessarily an easy process to get to
[43:06]
get to have one of these but again it's
a way we thought that could help with
[43:11]
the housing crisis in this town it also
could be a way for both young people who
[43:16]
have maybe bought a home with a detach
garage on an alley that they could uh
[43:22]
help pay their mortgage down and also it
could be a way to help seniors stay in
[43:27]
their property longer if they have the
money to develop a garage Suite then
[43:32]
they can stay on their property longer
if their health permits and they have
[43:36]
income coming in so I I just want to
assure you that it's it's not going to
[43:40]
be a blanket thing where people are
developing them right and left there are
[43:44]
very many rules and controls that have
to be
[43:47]
followed um applications for guards
garage and garden Suite permits will be
[43:53]
available through the town office and
online in the coming weeks and the
[43:57]
difference between oh there was a
question about the difference between
[44:00]
tiny homes and garage and garden Suite a
garage Suite means a second accessory
[44:06]
dwelling unit on a parcel located above
or adjacent to a garage structure so
[44:13]
that's a separate living space that's a
garage Suite a garden Suite is a second
[44:18]
accessory dwelling unit on a parcel to
be used as a separate accommodation that
[44:23]
is accessory to the principal building
tiny home does not require another
[44:29]
primary building on the property and can
and can stand alone we don't have any uh
[44:34]
tiny homes at this time we had a session
a workshop last night on tiny homes
[44:39]
where we learned about it but I again I
just want to reassure you that this
[44:42]
isn't going to be happening all over
town it's not like Calgary did with
[44:46]
their their zoning change this is just
something where if someone decides they
[44:50]
they want to invest some money in their
garage and create a living unit that
[44:55]
there are steps and regulation ations
and permitting would have to be followed
[44:59]
to do that so it allows for people to
have income coming in on their property
[45:04]
but it also puts controls and and
checkpoints as far as that goes wish I
[45:10]
jump in on this just a couple more
points could also be a great way to get
[45:13]
your uh 25-year-old son out of the
basement and into the backyard as a
[45:17]
young person I can say that um but one
other one other concern I've heard
[45:22]
raised about uh garage and Garden suites
is concerns around parking especially
[45:27]
street parking and I want to reassure
people that uh within the bylaw that was
[45:30]
approved last the bylaw amendment that
was approved last night there is a
[45:34]
requirement that for each Garden or
garage Suite that is constructed an
[45:38]
additional parking space must be
included so we are adding parking on top
[45:43]
of what is existing at that residence to
hopefully try and mitigate Street you
[45:48]
know Street congestion and uh and Tra
and traffic control issues so I want
[45:53]
want to just reassure people that we
have heard about the concerns around
[45:57]
parking and we did we did include some
measures within the bylaw amendment to
[46:01]
to address that thank you counselor uh
Lang made so I can turn to the audience
[46:08]
if there's a question again and then
we'll go back to the online questions I
[46:11]
think um Lloyd you had your hand up at
one point as far as Parklane Drive
[46:19]
discussion I have a lot of discussion on
Park LA sure I understand
[46:27]
Lloyd Penner I live right 98 Park Lane
Drive and uh see all this activity
[46:35]
started up there a couple of days ago
across from my house not a word
[46:40]
mentioned not a letter sent or a phone
call from one of the counselors that was
[46:48]
expected I expected that because I have
come to realize that Strathmore is no
[46:54]
longer the counil that it used to be the
used to have a council where you could
[46:59]
contact the
administrator and have a little chat
[47:03]
with him in the during the day or
whatever it's all in the past and now
[47:08]
it's all just uh hush hush hush I I hate
to be that negative sorry Lloyd I just
[47:15]
want to interject when you make a strong
statement like that we all have our cell
[47:20]
numbers posted on the town of Strathmore
website nobody's called me uh as far as
[47:25]
some of these strong concerns you have
and as a council we're a governance body
[47:30]
we set rules regulations policies bylaws
we don't necessarily know when a
[47:36]
subdivision is going to start
construction until we see driving around
[47:40]
we see the you know the the pegs put
that's fair thank you carry
[47:45]
on that's
fair I just
[47:51]
uh not very long ago in fact I did have
a letter in in in in my possession I
[47:58]
don't know whether I still have or not
but I had a letter in my possession that
[48:03]
told me from years back that there would
never be an
[48:07]
intersection coming on to Parkland Drive
in front of my house all I can tell you
[48:13]
on that is um I don't think I don't
think if it was a counselor that that
[48:19]
person should have given you that kind
of strong statement and and promised
[48:25]
anything into the far future
because there are things that change and
[48:30]
obviously developers change I think
sorry I forgot your first name Pardon Me
[48:35]
Cam so like cam was saying the change
went from 50 foot lots to 35 foot
[48:42]
[Music]
um you know it sounds cliche but times
[48:48]
change and there are adjustments to
things so I don't think one Council can
[48:53]
handcuff a next Council and say that'll
never happen
[48:57]
because things can change we're a bigger
Community now and as far as that
[49:01]
Connector Road all I can say as far as
my knowledge is it was always going to
[49:06]
be a connector Road that's what I had
been told that's what I had seen uh Mr
[49:12]
Mayor would could you tell me uh what
what exactly is the plan there is there
[49:18]
light right turns and left turns coming
entering on Park Lan well I can what's
[49:24]
the plan I can turn to our
infrastructure people and they can tell
[49:27]
you a little more about what they know
again because we're not involved in
[49:32]
everything going on as far as
development we see we we're involved at
[49:37]
a higher level approving things but but
we can definitely get that hopefully get
[49:41]
you some answers for that Jamie thank
you no wor thank
[49:52]
you it will be a full intersection there
so not just right in right out there be
[49:56]
a full intersection
[50:03]
there I assume there'll be a stop sign
on the East West
[50:11]
Road and if the stop sign is on Park
Lane Drive going east west that would
[50:16]
also help with speed reduction I would
think
[50:20]
too coming out of the ranch well we can
definitely look into that and see if it
[50:25]
might even be a threeway stop as far as
traffic control and mediation we can
[50:31]
definitely look into
[50:41]
that well we'll definitely uh we'll
definitely get an answer for you as far
[50:45]
as how that Connector Road is going to
be linking and traffic movement onto
[50:51]
Park Lane
Drive and the other concern is and
[50:55]
excuse me for interrupting
um on the East End of Park Lane you have
[51:01]
a daycare right in the corner or a day
home they're what're not anymore well
[51:08]
then did they finally sell their house
no but they they dissolve their dayare
[51:13]
over a year ago no they didn't because
cars were still parking out front right
[51:17]
on the corner it wasn't over a year ago
secondly you got a taxi cab company
[51:23]
across the
street with five vehicles park there his
[51:28]
employees park down the street and the
entry uh into um on the right hand turn
[51:35]
where the park is that's where employees
Park and you could have even cabs park
[51:40]
there for 3 4
weeks but you have another business
[51:45]
there as well so what do people do about
that how are you going to provide access
[51:50]
and egis that goes
[51:54]
easily that's definitely a good question
and um we can look into that as well our
[52:00]
staff will take note of that and we can
see what we can come up with that and I
[52:05]
I know we have the taxi company uh
coming as a delegation as we get closer
[52:10]
to passing uh an amended taxi bylaw and
that could be something they're coming
[52:15]
as a delegation to a September meeting
we could ask some questions of them
[52:19]
regarding that parking situation too and
even that I'll go to the to the West End
[52:24]
I'm sorry again I I don't think going on
but I'll go to the West End you had a
[52:30]
paint company there and a hairdressing
company there I don't know whether the
[52:33]
hairdresser is still there or not but
that's where the road Narrows by The
[52:37]
Pump Station the HS what are you going
to do there if somebody parks on the
[52:42]
north side of the road you can't get by
if there's a vehicle on the North side
[52:46]
and last night there's a truck and a
trailer there you can't get
[52:51]
by so what are you going to do you're
going to take somebody's house out or
[52:55]
take two or three
[52:58]
my my thought on this whole thing is is
that the whole plan of Parklane Drive
[53:05]
was the concept originally I talked to
people that have since passed away that
[53:12]
were in the business developing B houses
in town and they said that it was a
[53:19]
there was a good plan and it was a it
was
[53:23]
a it was not a thorough fair and never
was planned for that and the council
[53:29]
came in later on and decided that they
or councel or whatever I mean I don't
[53:35]
know how the workings go but they
decided to go ahead and start building
[53:40]
and they built and with no plan in
advance right now we don't have a plan
[53:44]
in
advance but anyway I'll leave it at that
[53:48]
I'm quite disappointed in the way the
plans took place here there's there's no
[53:55]
communication you can't can't see your
concert you can phone them you can get
[53:59]
them on YouTube or something like that
if you're you're a techie but if you're
[54:03]
a and if you don't have all those
facilities at your disposal but Lloyd
[54:08]
you can phone me anytime and set up a
meeting with me I'll I'll meet with you
[54:12]
anytime you want I I just haven't gotten
calls from people to meet with me
[54:16]
privately so I'll definitely meet with I
think everybody's frustrated that's my
[54:20]
thought great um I will offer something
as far as Parklane Drive
[54:27]
being a a connector Road and a busy road
I lived on Cambridge Glenn Drive for 16
[54:33]
years I don't know if you know that
street that's the one with the trees up
[54:37]
the middle it's near um it's near
Sagewood it's the street that goes north
[54:42]
south and I I remember being at my staff
room at Strathmore High where I taught
[54:48]
and I was complaining about the speed
and the traffic on Cambridge Glenn Drive
[54:53]
and one of my teachers turned to me and
he said you bought a house house on a
[54:57]
road that ends with drive it's not it's
going to be a connector a Memorial Drive
[55:03]
in Calgary Centennial Drive is east west
and it's a connector Park Lane
[55:11]
Drive Thomas Drive they're all connector
roads that have a lot of traffic I don't
[55:16]
want the speed I totally agree that we
have to watch the Speed but to me those
[55:21]
are connector roads they get you to
George Freeman Trail or with Thomas
[55:25]
Drive they get you to Brent Boulevard
and
[55:30]
8817 but I again I I think in the early
days if uh you know if people are saying
[55:35]
if if someone was saying that Park Lane
Drive would never be a connector they
[55:41]
were wrong because it's it's an East
West uh road and it it has the word
[55:47]
drive in it I don't mean to belittle
this or or make fun of it it's just it
[55:52]
has the word drive in it and it is a
connector it is a connector road to
[55:56]
George Freeman Trail councelor
[56:01]
Mitzner here I'll give you
[56:05]
mine the additional intersection may be
your Saving Grace because people will go
[56:11]
directly past the ranch for direct
access rather than go park Lan Drive if
[56:16]
there's another intersection to stop at
that may help your how do you mean go
[56:21]
past the rench well at the four-way stop
on Center Street you can go Direct
[56:27]
to the
highway versus going out to the
[56:32]
east because as I've lived here my
entire life we have enough four-way
[56:36]
stops and people try to eliminate stop
stop stop so it it might help your
[56:42]
traffic
situation right but you're also putting
[56:45]
200 new residents in
there and most residents now have a
[56:50]
minimum of two cars that's 400 Vehicles
we can definitely get you information on
[56:57]
what's planned in that latest phase of
ranch and that will include that
[57:01]
Connector Road to Park Lane and
hopefully the buffer space that you're
[57:05]
looking for if that's of a help um Jamie
how do you see that information coming
[57:11]
out to these
[57:17]
folks well if we can get everyone's name
number contact information today I know
[57:22]
we've got a couple of inquiries through
email already to our planning staff and
[57:25]
infrastru structure we can certainly uh
get some responses to them we've already
[57:29]
sent I think a response to one
individual um but I would like to
[57:32]
clarify that the subdivision design
piece is not a council decision uh
[57:38]
subdivision design is approved by staff
uh so between our planning staff
[57:43]
infrastructure staff obviously using
operations group as well as Fire EMS
[57:48]
that's who approv subdivision so it's
not a council decision uh Council
[57:51]
approves land use uh but that's kind of
where their involvement in so I just
[57:54]
wanted to clarify that but we will take
everyone's contact information that's
[57:58]
concerned about the future plans for
ranch Phase 5 and and get some responses
[58:01]
to them and and Jamie uh cam had a
question about the pathway system would
[58:06]
that be would that be shown in this same
thing that is given to them as
[58:10]
information would it show the pathway
system yes I can't recall I don't have
[58:14]
the plan in front of me I can't recall
if there's a pathway planned or not or
[58:16]
what it looks like but typically the
pathway would be shown as Mr uh through
[58:20]
through that subdivision approval
so councelor Peterson thank you worship
[58:26]
and and I I think too if that um if that
that pathway plan that you referenced if
[58:30]
you have an input into that that would
be really useful as well well joining up
[58:35]
yeah for people to walk you have a
pathway coming along the WID on the Park
[58:40]
Lane and it goes across the street but
doesn't go anywhere else you know most
[58:44]
of the people that designed all this
don't live in
[58:48]
strathore you know they haven't even
walked or rode the pathways they have no
[58:53]
idea you know people don't know there is
not a walkway
[58:58]
between the first house on Park Lane or
right by the pum Pump Station to join up
[59:06]
with the uh with the path it's just
gravel and weeds it's nothing else they
[59:12]
don't even know there's not a place to
walk down there that you have to go on
[59:16]
the road in the winter it's it's an
excellent point
[59:19]
because we we work really hard nobody's
worked harder than our mayor to connect
[59:23]
all the Pathways in the community and
that that isn't uh a place that really
[59:27]
needs to U attention coming up it
definitely does I mean I invite anyone
[59:32]
out any one of you out to 153 Park Lane
and I'll take you out back I mean we've
[59:37]
turned around and since day one actually
my next door neighbor his name was
[59:42]
Trevor Spence and his father serving
this Council years and years and years
[59:45]
ago yeah he and I we purchased saw we
sawed back I told you United Paul Davis
[59:52]
who was a project manager that time
we're going to squat in your land
[59:55]
because you're doing nothing to upkeep
it so we
[59:59]
sorted so it's nice it's attractive you
know aesthetically everything else but
[1:00:05]
it's usable so our next door neighbor
they did it now if you you take a drive
[1:00:10]
down parking and look down there you'll
see it's all nice and green that's cut
[1:00:14]
down people use it to play botche ball
they use it to play volleyball
[1:00:19]
everything else because there's an area
there there's nothing else around you
[1:00:24]
know we talk about and I'm digress and
we talk about you know the speeding and
[1:00:28]
now there's a uh pedestrian crosswalk in
by the lift
[1:00:35]
station B Stanford years ago we
approached him because of it either put
[1:00:40]
speed bumps in or put a playground sign
up because that Park is used by the
[1:00:47]
schools when it's in and Mr Mayor you
might know that but the new school they
[1:00:53]
come walking down they go into the
forest behind mind to use the whole
[1:00:58]
works but what's there like we've gone
on 20 years trying to do this and
[1:01:04]
nothing's been
done pardon me put a playground sign
[1:01:09]
pretty
easy pardon me for interjecting this is
[1:01:13]
a seemed to be almost a plan like to
keep delaying it and delaying it you
[1:01:19]
know so people forget but they don't
forget and it just gets worse just like
[1:01:25]
suggesting that maybe and I and I
appreciate your comment Mr Mrs
[1:01:32]
counselor I appreciate your your comment
about you know uh if you uh if you make
[1:01:40]
it so awkward then they'll go a
different direction that seems to be the
[1:01:44]
way the Strathmore is being designed it
just falling over itself in the parking
[1:01:51]
lots and in
the developments that's not just my
[1:01:56]
thoughts those are thoughts I gather
from other people thank you well we'll
[1:02:00]
uh we'll try to get information to you
if you leave contact information we will
[1:02:04]
get uh we will get word to you and and
get a a plan so you can see what's
[1:02:09]
coming for that ranch area uh hopefully
we can look at the buffer zone and see
[1:02:13]
what the pathway system is maybe
there'll be I know there are other areas
[1:02:17]
where areas in the Strathmore Lakes area
where we had a buffer zone created and a
[1:02:23]
green space and a pathway was put in
connecting to the Strathmore Lake
[1:02:26]
pathway system so we can look at getting
you all that information uh again I want
[1:02:31]
to encourage you my phone number is is
on the town website you can call me you
[1:02:35]
can email me I I try to respond even if
I'm watching TV in the evening and
[1:02:41]
someone sends me an email I try to
respond as quickly as I can via return
[1:02:46]
email and I'll try to get you the
information so we're not hiding we're
[1:02:49]
not running from you we we want to get
you the information I just feel badly
[1:02:54]
that you might have been told some
information many years ago that isn't
[1:02:59]
accurate or or couldn't be held up many
years later because obviously the town
[1:03:06]
changes and you you can't necessarily
speak that something will never happen
[1:03:10]
20 years from now that's what concerns
me as someone was giving that kind of
[1:03:14]
information out when they probably
shouldn't have shouldn't have Mr M
[1:03:18]
excuse me but that's going on for 20
years CU all the people that back
[1:03:22]
onto uh uh card's Old Land
yeah every one of them was told that
[1:03:28]
that land was owned by the
WID and then Grant came well I'm sorry
[1:03:34]
I'm not disagreeing you I'm just by all
the builders Realtors everything else no
[1:03:38]
I wasn't disagreeing with you I just
feel badly that information landine was
[1:03:42]
owned by Grant klyber and his family
okay right up to our property line okay
[1:03:46]
yeah I'm sorry about what information
you got in the past um this Anthem
[1:03:50]
development is is uh we had lunch my CA
our Cao had lunch with the owner last
[1:03:58]
year and then another meeting with them
this spring and he was telling us their
[1:04:01]
next phase is ready to go anytime and
that's what you're seeing now so I don't
[1:04:06]
know what the land was and I wasn't
trying to disagree with you I just I
[1:04:09]
just feel badly that someone was telling
this kind of stuff and again maybe the
[1:04:13]
land was sold to Anthem or to this
company but we will try to get you all
[1:04:19]
that information as far as what you can
what you can see that's coming for that
[1:04:23]
ranch phase right okay may I say one
thing in closing and then I'll be quiet
[1:04:29]
sure when this development the new
development when they wanted to add the
[1:04:35]
additional uh units by the soccer
field okay and I spoke to that that was
[1:04:44]
defeated thank you very much for that
but I also made a comment you have signs
[1:04:49]
on the out search of the city where
quality of life is a way of life and in
[1:04:54]
that meeting
uh where the proposal was put in front
[1:04:57]
of you all I heard was and I said that
at that time all I heard was well we
[1:05:03]
have to do this for these people and we
have to do this for these people and my
[1:05:07]
response to that is what are you going
to do for the current residents of
[1:05:10]
Strathmore that help build this
community everything else they have
[1:05:15]
property they looked after it they're
proud of it everything else and it
[1:05:20]
doesn't matter whether it's Strathmore
Calgary or whatever they walk into it
[1:05:24]
and
they poop all over them for lack of a
[1:05:28]
better word excuse me but you know that
just happens there's no consideration
[1:05:34]
for the present and current and past
people new development comes in let's
[1:05:40]
give them the world to heck with them we
already got them they're already paying
[1:05:44]
taxes well my hope is that when this
when this plan comes out that you can
[1:05:49]
see you'll see that there are things
that are being done to give you a buffer
[1:05:54]
zone or to have a pathway system or to
give you answers on that Connector Road
[1:05:59]
and how you get on and off Park Lane
Drive that's my hope so we're not
[1:06:04]
forgetting about you we're going to get
you that information and then um and
[1:06:09]
then you can always come uh you can
contact our town office and come as a
[1:06:13]
delegation if you'd like to speak more
at a at another council meeting we'll
[1:06:17]
definitely hear you out and I know you
you mentioned the fact that we defeated
[1:06:22]
things when we make decisions we're
trying to make decision Visions based on
[1:06:26]
what we think is good for the the
overall community so it it could be said
[1:06:31]
that quality of life is also we need to
consider how do we get people into Home
[1:06:36]
Ownership how do we get young people
into Families how do we get older people
[1:06:40]
who need to downsize and have a smaller
home and property available that they
[1:06:45]
can afford so there's we have to wear
all sorts of hats as far as how we tried
[1:06:49]
to U try to help people in in a variety
of ways so quality of life also be
[1:06:56]
helping people attain home ownership too
I I understand that and I don't dispute
[1:07:00]
that
whatsoever um however the the attractive
[1:07:04]
point of Strathmore to a lot of people
was a 50ft lots MH you get a larger lot
[1:07:10]
and you're not paying the prices in
Calgary and everything else now you've
[1:07:14]
downsized it okay they're going to be
cheaper okay but they're still going to
[1:07:19]
be Out Of Reach For A lot of people you
know no matter what you do and what is
[1:07:24]
going to I mean I think you've done and
we have a realtor here I think you've
[1:07:29]
done this town of the service by turning
around and
[1:07:34]
approving uh 35- ft Lots in there you
know I'm and and I'm going to talk
[1:07:39]
basically I mean we talked about okay do
the
[1:07:42]
perimeter in 50ft lots and then the
inside part doing your 35 ft Lots but
[1:07:48]
why are you affecting every house along
on the north side of uh Park
[1:07:53]
L by because you go to the the other
side you go to the South Side they're
[1:07:58]
all 50ft Lots they're not
35 I don't understand that and nobody
[1:08:05]
has been able to explain it to me as I
said I'm not trying to digress or or
[1:08:10]
lengthen this this uh sit down out but
there's a lot of questions that haven't
[1:08:17]
been answered and just ignored well I
think that red us us as residents we to
[1:08:23]
have no idea what's going on
none again I think that that rant plan
[1:08:29]
if we can get that to you you'll be able
to see what's planned and I don't know
[1:08:34]
exactly what's going there I don't know
if there are 50ft lots or if there are
[1:08:38]
lots for tow houses and then and then
smaller ones off the top of my head I
[1:08:43]
haven't seen the latest plan in the last
little while last one I saw they're all
[1:08:47]
approved for 35t Lots okay well we'll be
able to get you some information
[1:08:52]
concerning that pleas okay um I'm
wondering if we could go on to some of
[1:08:57]
the online questions that have also come
in about other things in town can I just
[1:09:01]
follow up sure so I just want to say too
that that I understand what you're
[1:09:05]
saying in terms of feeling um um pushed
out pushed on I I live in an area of
[1:09:13]
Strathmore which was designated for
density to build density and uh in the
[1:09:18]
downtown and it was a really really
difficult transition and I and I we've
[1:09:24]
lived we've lived here for 40 years and
so in that environment we watched uhu
[1:09:28]
all the old homes in our community be
bulldozed and go into in um uh small
[1:09:34]
homes condominiums apartment buildings
all around us and so one of the things I
[1:09:39]
guess that that I have had to come to um
a piece with and I have is that it was
[1:09:45]
um it was a good decision by the council
it wasn't one that I particularly liked
[1:09:50]
but what I have seen now in the last 15
years in in my UHA area is hordes of
[1:09:57]
young families that have moved in um who
uh have affordable living in in um
[1:10:04]
apartment buildings and and uh side by
sides and four plexes and six plexes
[1:10:09]
that are all around us and that uh the
street is filled with parking now but
[1:10:14]
the other side of that is is that our
downtown has been
[1:10:17]
revitalized and I can't deny that you
know when I when I came on to councel
[1:10:22]
the downtown was a ghost town and that
that's not the same today and that
[1:10:27]
downtown has been revitalized because of
the actions of councils that predated me
[1:10:31]
and U and currently and so I didn't like
it but I have come to make peace with it
[1:10:38]
and I I see the wisdom in it but it
didn't benefit us at all I also think
[1:10:45]
that it benefited the schools in the
area and and that in turn benefited the
[1:10:50]
rest of the community from a from a tax
base and and Mr Panner is absolutely
[1:10:54]
correct this is not the same Community
my husband was on Council when we had
[1:10:59]
1,800 people and it was a time when you
could call up the CAO or you could call
[1:11:03]
up the mayor and you could do what you
needed to do in the time that you had to
[1:11:06]
do it and it was a much easier time and
a much more um there was much more
[1:11:11]
capacity to be responsive but we're we
have 15,000 people today and and the
[1:11:18]
rules around how councils are allowed to
perform and how we're allowed to act are
[1:11:23]
different as well so want to say that
from the perspective of council and the
[1:11:29]
and the five terms that my husband
served on Council and the 10 years that
[1:11:32]
I've been here this Council has been one
of the most um proactive councils that
[1:11:38]
I've seen in terms of trying to reach
out to Residents and trying to do this
[1:11:42]
and and the mayor is absolutely correct
you know because we have a strong
[1:11:47]
leadership team and because of the way
the governance and operations are
[1:11:50]
structured we don't always know I didn't
know about the um about the garbage
[1:11:56]
situation until Linda Ferguson called me
at at and I was at a at a housing
[1:12:01]
meeting and called me at 10:00 at night
to say that this had happened and that's
[1:12:05]
when I found out so we depend on you so
Lloyd Panner has said you know it's
[1:12:10]
difficult to get a hold of people but
Lloyd has my phone number and I don't
[1:12:13]
know that we've ever agreed on a single
thing but we've had some pretty good
[1:12:16]
scraps over the years and I have
certainly respected the information that
[1:12:20]
you've brought because I know that you
represent a group of people in this
[1:12:24]
community that are really important and
I don't want you to think that you're
[1:12:27]
not because you are you're you've been
integral to the community you continue
[1:12:31]
to be integral to the community and you
are heard and and I think that there
[1:12:36]
will be proof in that in the next over
the next few days that you have been
[1:12:39]
heard and I just also while while we
were waiting I texted my husband to say
[1:12:45]
where do we bring our waste because he
had exactly the same issues as you he
[1:12:49]
didn't want a Teeter on a box to to dump
the garbage and um one of the options is
[1:12:54]
and and may not be a satisfactory one
but uh Waste Management still does take
[1:12:59]
garbage and um he said that uh we have a
contract with them and he takes his his
[1:13:04]
uh recycling to waste
management thank you thank you and even
[1:13:10]
though we're a town of 15,000 you can
call me uh at any time and I'll I'll all
[1:13:15]
of us but for those of you who are at
home if you have a pen or a paper I'll
[1:13:19]
give you my phone number It's Pat Fuel
and if you want to jot it down here
[1:13:23]
that's great I'm not giving it to you
Brandon because you're you're media
[1:13:27]
you're not to be truth no uh my number
Pat fuel my number is
[1:13:32]
403
324
[1:13:36]
3314 and you can call or text me and
I'll try to get you
[1:13:40]
answers I think we have cards out in the
front and we have a brochure of who's
[1:13:45]
who in the zoo yeah all right I do have
some questions uh that are coming in for
[1:13:52]
other things that are important to
Strathmore residents uh the the next one
[1:13:56]
is I've seen some groups getting
sponsorship money from the town how is
[1:14:00]
that decided we have a community
delegation night and it's scheduled for
[1:14:05]
October 23rd 2024 at 6:30 p.m. it's an
opportunity for nonprofit Community
[1:14:12]
groups to come and request funding from
the town having all requests come in
[1:14:17]
during one meeting allows for all
Community groups interested in
[1:14:21]
requesting funding for the upcoming year
an equal opportunity to speak and
[1:14:26]
present before Council and for Council
to get all relevant information to make
[1:14:31]
informed decisions during our budget
talks so that's October 23rd 6:30 p.m.
[1:14:38]
Council will hear the requests from the
community and allocate funds that will
[1:14:43]
fit within the town of strathmore's
budget and align with our strategic
[1:14:48]
priorities non for-profit groups can
register for this uh Community Night by
[1:14:54]
filling out a delegation request form
online by October 2nd
[1:15:00]
2024 we also have many budget
discussions that take place in the PA in
[1:15:05]
the fall as we prepare to approve the
2025 budget we have uh four meetings set
[1:15:11]
up for budget deliberations for the 2025
budget being scheduled and then the
[1:15:17]
approval is scheduled for December 4th
of this year another important question
[1:15:22]
that's come online is dealing with
doctors in town and I know this is a
[1:15:27]
problem all across Canada the question
is it's so hard to find a doctor taking
[1:15:33]
patients in town when will we get new
doctors and I can tell you this that in
[1:15:38]
May of this year Town Council approved a
new grant program to help in bringing in
[1:15:44]
new doctors to town it's a pilot program
for local medical offices with the hopes
[1:15:51]
of encouraging the practices to sponsor
new Physicians so in other words it for
[1:15:58]
for a um a clinic to try to bring in a
doctor from out of Canada or to bring in
[1:16:04]
an overseas doctor it's very costly to
go through all the steps the paperwork
[1:16:09]
the different things to do so in may we
approved the grant uh format where
[1:16:15]
different clinics could apply and then
we help with the funding so that they
[1:16:19]
can try to attract and train and Mentor
new doctors the town of Strathmore is
[1:16:26]
offering three grants up to
$30,000 each to eligible Clinic
[1:16:32]
applicants on a first come first served
basis to be eligible for the B Grant
[1:16:39]
applicants must have signed a
sponsorship contract with cpsa before
[1:16:45]
applying agreeing to commit to
sponsoring the internationally trained
[1:16:49]
doctor for up to six years including
financially supporting the sponsored
[1:16:55]
physician throughout the registration
process practice Readiness assessment
[1:17:01]
and agree to pay the grant back to the
town should the doctor practice in the
[1:17:07]
town for less than five years so in
other words we're ponying up some money
[1:17:12]
quite a bit of money three grants to
help clinics attract International
[1:17:17]
doctors train them Mentor them sponsor
them get them through all the
[1:17:21]
documentation and red tape processes and
we hope that that will bring in three
[1:17:27]
we've got two already applications
coming to us so we're hoping that this
[1:17:32]
financial help to a clinic will help us
bring in three new doctors over the next
[1:17:36]
three years I have a question about our
solar farm in town I would like an
[1:17:42]
update on the solar panel project costs
and benefits to the town uh I just want
[1:17:48]
to tell you that the solar farm is owned
and operated by a company called Capital
[1:17:52]
power the town of Strath more invested
no money into bringing in the solar farm
[1:17:58]
here what we do is we lease the land we
have a long-term lease with capital
[1:18:04]
power that brings in
$180,000 a year and then on top of those
[1:18:10]
lease payments we also receive property
taxes so the town benefits financially
[1:18:16]
about
$400,000 a year for that land that is on
[1:18:20]
the south side of the Trans Canada there
were no costs to the town um and as part
[1:18:26]
of being good stewards of the land
Capital power has an agreement with the
[1:18:30]
ranching uh a ranch to bring in sheep to
graze the land they have dogs that that
[1:18:37]
stay with the sheep and herd them and I
believe they've also brought in pigs
[1:18:41]
recently too so that's helping to
control the weeds the Clover the grasses
[1:18:46]
and U it's been a really good thing for
our town because we never had to put any
[1:18:53]
investment in
and uh I have a question on Utility
[1:18:58]
Billing we are seeing a charge on our
electric and gas bill showing a payment
[1:19:03]
to the town of Strathmore I believe that
this is the same charge that is in
[1:19:08]
dispute with the provincial government
and it should be returned to homeowners
[1:19:12]
can you update on this and I can turn to
our CAO Kevin scoel for
[1:19:19]
this so on your bill you'll see
franchise fees and it's not related to
[1:19:25]
what's being done in Calgary and
Edmonton the provincial government is
[1:19:28]
regulating it differently for those
Metro areas so nothing has changed in in
[1:19:35]
Strath more so franchise
fees um basically you know the gas and
[1:19:43]
the electric runs on Town land so the
town when you put all those right of
[1:19:49]
ways together that's a big loss in
taxation Revenue to a town or a city so
[1:19:55]
basically the utility companies are
charged a lease uh which uh the
[1:20:00]
municipalities are permitted to do under
provincial
[1:20:02]
legislation so the utility companies
turn that into a a franchise fee so
[1:20:08]
basically it is a flow through cost um
but the franchise fees are actually
[1:20:15]
cheaper than if the franchise fees were
removed and then they become property
[1:20:19]
tax uh and the reason that works is
everybody that has an electrical account
[1:20:24]
pays a franchise fee there's there's
more utility customers than there is
[1:20:29]
taxable property so things like the
courthouse the fish and wildlife office
[1:20:33]
they aren't taxed uh they're Exempted
from tax but they have to pay the
[1:20:37]
franchise fee so if we're to reduce
franchise fees the property taxes will
[1:20:43]
actually go up more so it's actually a
bit of a a method of tax relief to
[1:20:50]
Residents thank you CAO
scoel um I I have a question here about
[1:20:56]
uh this just came in could the town or
CAO or staff please explain how the
[1:21:04]
decision to change garbage pickup was
made and how any action has any action
[1:21:11]
been undertaken to assure ensure this
doesn't happen again so can we just get
[1:21:17]
a little basic background on on how this
first came about and I I just want to
[1:21:22]
point out it wasn't a decision like it
wasn't it wasn't something written in
[1:21:26]
stone that had happened it was uh it was
the early process of things um CAO
[1:21:34]
scoble so Lanes need maintaining over
time um You probably all notice the
[1:21:41]
garbage trucks keep getting bigger uh as
well when when you switch to automated
[1:21:46]
collection as we have the weight of the
trucks increases even more because
[1:21:49]
you've got that lifting arm and all the
equipment on it so it is harder on the
[1:21:53]
lanes
um and the lanes need to be maintained
[1:21:57]
if they're not maintained they'll get to
a point of failure where we have to come
[1:22:00]
in and rebuild them uh which is
significantly more expensive so
[1:22:05]
administration had the best intent in
mind to keep costs down um unfortunately
[1:22:12]
there wasn't the best consideration
given to the impact on the residents so
[1:22:18]
we're not pursuing that but we still do
need to maintain the lanes or we're
[1:22:22]
going to get into Lane rebuilds um which
will be significantly more expensive and
[1:22:26]
you won't be able to use your lane for a
long period of time so there are other
[1:22:30]
methods um that I've used in other
communities we're going to look at those
[1:22:35]
we don't have final details yet but the
way to think about it would be more like
[1:22:38]
a street sweeping of your Front Street
we're going to have to come through from
[1:22:42]
time to time uh to maintain the lanes
and that means grading them and putting
[1:22:46]
more gravel down so that the lanes don't
keep failing um and so from time to time
[1:22:52]
you know probably you know once a year
every two years we're going to have to
[1:22:56]
work out the details we're going to have
to ask you to treat it like a sweet
[1:22:58]
streping so um you're going to we'll ask
you to do things like get anything
[1:23:03]
that's stored or any vehicles in the
lane out of there uh they're not
[1:23:07]
permitted to be there in the first place
and it should be relatively not
[1:23:12]
impactful on most residents I drove most
of the Lanes on Monday and and generally
[1:23:16]
residents are doing a very good job of
of mean you know their part in the lanes
[1:23:21]
the biggest impact to most residents
will be you know what whatever the
[1:23:24]
frequency is once a year or once every
couple years We'll be asking you to put
[1:23:28]
your garbage cans back on your property
inside your fence or whatever for a week
[1:23:33]
while we get in there with the graders
to fix them up but we do need to do
[1:23:37]
something there uh or we'll all be
paying a a significant amount of money
[1:23:42]
to rebuild those Lanes by maintaining
them we can avoid the rebuilds so um we
[1:23:47]
do apologize um like I said the the best
intent was there to provide the most
[1:23:52]
value to the taxpayers but I I don't
think we gave due consideration to the
[1:23:57]
impacts of moving to front so there are
other ways to do it but we're going to
[1:24:00]
need your help to do
that thank you CAO scho uh the next
[1:24:06]
question has to do with Park maintenance
I'm just wondering if Grace's Park is
[1:24:10]
going to get weeded this year you guys
have a serious Ragweed Invasion underway
[1:24:16]
leaving the park not looking so great
it's even growing in the middle of some
[1:24:20]
of the gravel paths now and someone is
going to get someone is going to hurt
[1:24:24]
themselves in a gopher hole on the trail
at some point as it's a safety hazard
[1:24:30]
any qu any comments we can have as far
as Park maintenance uh in regards to
[1:24:35]
Gray's
Park
[1:24:39]
Jamie bless you so I did pose this
question to our operations manager and
[1:24:44]
um Park staff um they've just weeded it
actually just yesterday um and they'll
[1:24:50]
do an inspection on the pathway to make
sure it's it is safe for residents um um
[1:24:55]
broadly speaking residents should also
know that Grace Park is is an
[1:24:59]
environmental Reserve so it's meant to
be mostly natural uh of course with
[1:25:03]
pathways through there we have to
maintain those as well but um our Park
[1:25:07]
staff is on top of it so thank
[1:25:12]
you thank you Jamie uh we have a
question about the Wheatland housing
[1:25:17]
management board and the hospice I can
tell you that last night we approved a
[1:25:22]
letter of support for the project so uh
we have still uh council is still behind
[1:25:29]
the project we've had different
initiatives voted on and approved we've
[1:25:33]
uh earmarked land on the east side of of
kinsman Park it's not it's never really
[1:25:39]
been Park land but it's uh it's on the
eastern border we have uh committed to
[1:25:47]
providing that land as part of the
town's contribution to the project and
[1:25:52]
we're waiting to see how the hous
management body uh will do with their
[1:25:56]
next round of uh negotiations and
approvals with the province but last
[1:26:01]
night we did approve a letter of
support I have a question about waste uh
[1:26:06]
oh sorry yeah question about waste
collection and recycling uh person has
[1:26:11]
asked why why wasn't my garbage
collected and these are some of the
[1:26:15]
reasons that a person's garbage may not
be collected carts were not carts may
[1:26:21]
not have been put out on time
collection of carts happens between 7:00
[1:26:27]
a.m. and 1: p.m. as per our bylaw but
it's typically completed by 5: PM if
[1:26:33]
your garbage was missed at the fault of
our waste collection Services the truck
[1:26:38]
can return the next operating day
sometimes a cart may not been may not
[1:26:43]
have been collected because there's
unsuitable material in the cart and if
[1:26:47]
that happens a tag is left to inform the
resident and sometimes the uh the the
[1:26:54]
carts are placed too close to an object
to another object and again tags are
[1:26:59]
left to educate and to advise the
resident as far as why that cart was not
[1:27:04]
picked up there's a question about why
is there not a consistent time for
[1:27:09]
garbage collection collection times can
vary for multiple reasons driver and
[1:27:15]
Equipment issues route changes even
weather can affect that cart collection
[1:27:20]
again occurs between 7:00 a.m. and 1:
p.m. again it's typically collected by
[1:27:25]
5:00 p.m. if your carts are out by 7:00
a.m. on your collection day they should
[1:27:31]
be
collected uh flipping to the end of my
[1:27:36]
questions
online when will the town move to
[1:27:40]
blueart curbside collection and for
those people who aren't in the know or
[1:27:46]
don't don't know that blue cart is
recyclables with the new epr which is
[1:27:52]
extended producer respons ability in the
final stages with provin with the
[1:27:57]
province the town is working with the
Alberta recycling Management Authority
[1:28:02]
on what would be acceptable in blue
carts versus what would be considered to
[1:28:07]
go to landfill we are expecting a roll
out of some version in
[1:28:13]
2025 so we're hoping that we will be
moving to some blue cart recycle pickups
[1:28:20]
in 2025 but it'll come down to the
discussions we have to find out exactly
[1:28:25]
what's acceptable in the
carts and we're close to the end but if
[1:28:31]
anybody has a question sure and if you
could just state your name for the
[1:28:35]
people watching at home hi I'm Bev Bell
we are new residents to Strathmore uh
[1:28:42]
and we love it we're very happy to be
here um one of the the interesting
[1:28:47]
things that have happened from people
coming to visit us we moved in from
[1:28:51]
Calgary was that they couldn't see the
street signs
[1:28:54]
because they're so
faint um Centennial and Thomas is a good
[1:29:00]
example of that I did uh question that I
did send in through the the website and
[1:29:06]
I was told that that's on the you know
it's regularly handled through um you
[1:29:11]
know an ongoing plan to replace street
signs when they need it but I I I'm
[1:29:16]
wondering when do they need it you know
when's the point where you go oh I I put
[1:29:21]
my light on I I looked at it so people
have had a hard time finding their way
[1:29:26]
in to our place and I guess the other
part is I love the comment about um the
[1:29:32]
revitalization of the downtown because I
think that's really important to a
[1:29:36]
community like Strathmore uh and I'd
love to see signage that indicates the
[1:29:41]
points of interest in town um you know
and I the example I would give was uh
[1:29:47]
would be High River even has a little
sign going in that says here's where the
[1:29:52]
Heartland stage or Heartland and settis
uh here's where the campsite is there's
[1:29:57]
you know we could have where is the
rodeo um and where can people go because
[1:30:01]
if they're coming in uh for any reason
or if they're they're going to the you
[1:30:06]
know to see the Chucks or lots of
tournaments going on baseball
[1:30:10]
tournaments it'd be great if they had
some points of interest that would draw
[1:30:13]
them into the town as well thank you uh
councelor Mitzner has been a real push
[1:30:20]
on wayfaring signs so it's on our radar
and hopefully we can get some of those
[1:30:25]
done councelor M did you want to speak
on
[1:30:36]
that if I can answer that we do have new
maps front counter that would just
[1:30:40]
produce they're perfect for visitors
they're great idea Cheryl meets check
[1:30:44]
with Cheryl from counter we've got great
new maps thank you
[1:30:48]
last they came probably
l so we'll be we'll be looking into to
[1:30:54]
uh Wayfair sign wayfaring signage as far
as uh getting people around and as far
[1:30:59]
as street signs Jamie could you speak to
how we replace and how maybe if if you
[1:31:06]
uh you've already mentioned Centennial
and Thomas as being two signs that could
[1:31:11]
be looked at we can make note of that
yeah so if you submitted uh you said you
[1:31:15]
submitted a CCF online C sorry I think
that's what it that's what we call it
[1:31:21]
but okay great yeah citizen in
communication form sorry about the
[1:31:25]
acronyms but uh so if you've submitted
that um uh like like you would have
[1:31:30]
heard we do have a kind of a program
that looks at that but I'll I'll have
[1:31:33]
staff have a closer look at those signs
spe specifically if they're uh not
[1:31:37]
legible then then we'll we'll kind of
prioritize those ones
[1:31:42]
so and just before I go on how how long
have you lived in strore
[1:31:47]
now when when was it that you moved we
moved here in the fall oh well welcome
[1:31:51]
to Strathmore again you can get me on my
cell phone and if you want to get me on
[1:31:56]
email that's on the town website or it's
pat. fuel
[1:32:01]
store.ca so uh feel free to reach out
anytime um we had a question that just
[1:32:07]
came in online that wants to know how
much will my property taxes be impacted
[1:32:15]
by a potential new Senior Lodge and I'll
turn to Deputy sorry you're not a deputy
[1:32:23]
counselor Peterson you were Deputy a
long time
[1:32:27]
ago so this is
um this is actually a a complex question
[1:32:33]
but it's it's a pretty um
straightforward one as well so first of
[1:32:39]
all I want to say that the latest
numbers from the consultants for the
[1:32:43]
Wheatland housing management body and
the Wheatland and area Hospice Society
[1:32:48]
um planning that has been ongoing for
for the last three years intensively
[1:32:53]
uh has just come out on April the 18th
they came out with the last um the last
[1:32:58]
set of numbers so uh and even those are
still uh being adjusted in real time for
[1:33:05]
for a variety of reasons costs of of
equipment maintenance uh construction
[1:33:09]
costs of all of those things the best
way that I can explain this is to
[1:33:15]
explain it
through through what it through what it
[1:33:18]
will look like on your
2024 um tax bill and and I can do that
[1:33:27]
by talking about my tax bill and so when
we get our tax Assessments in the mail
[1:33:32]
or online there are two lines for
requisitions on that I think just two
[1:33:37]
right two there's one for schools and
there's one for seniors housing and so
[1:33:43]
on on my and I always look at mine and I
I figure it out according to how much I
[1:33:49]
pay uh per year per $100,000 of of uh
tax value on on the land that where we
[1:33:55]
live or the the house where we live
actually and um and then how I just
[1:34:01]
break it down how much I pay uh per
month and So currently I pay
[1:34:09]
$921 cents per year per $100,000 of
value on the property where we live
[1:34:15]
which is a below average property in the
downtown South and so um if I break that
[1:34:22]
down I I pay uh approximately round it
up to $20 a year for for for um for the
[1:34:30]
current my current requisition on the
lodge and and uh $2 a month so if we
[1:34:38]
were to build a new Lodge and keep our
existing Lodge
[1:34:42]
open and we would effectively double
that cost so the mortgage on the new
[1:34:49]
building will be
$700,000 the approximate cost to R the
[1:34:54]
existing Lodge is about
$700,000 and so that would double that
[1:34:59]
cost so I'd be paying $8 a month on on
my tax bill I don't I don't uh um the
[1:35:07]
track the importance of that and how
much it is but I believe in it so
[1:35:11]
passionately that it's money that that
uh that I am prepared to pay and um and
[1:35:17]
uh certainly seniors in this community
and people who have seniors in their
[1:35:21]
lives have have echoed that uh clearly
um so uh compared to so I so like I said
[1:35:29]
I I pay I pay I would pay
currently um about double the amount I
[1:35:36]
currently pay so about $20 per $100,000
of of value on the home where I live now
[1:35:42]
for senior housing but I pay about
$280 for school taxes and I I value them
[1:35:51]
both the same but I just want you know
looking after seniors has not been
[1:35:56]
extraordinary when you think about the
contribution that they brought to the
[1:35:59]
community and the terrible need so I
just want to also say two more things
[1:36:05]
first of all most people know that there
is a private for-profit company coming
[1:36:09]
into town that's going to build a lodge
they're called Shasta they're building
[1:36:13]
on the existing lands by the hospital
and they are not a lodge like Wheatland
[1:36:18]
Lodge they are a um health-based if you
like uh facility for seniors they'll
[1:36:25]
have capacity for sl3 and SL 4D which
comprises dementia care they will also
[1:36:33]
have six hospice
beds um like the Alberta healthc Care
[1:36:38]
Hospice beds and they'll be run under
that ospice that part of that building
[1:36:43]
the the dementia care and the hospice
will be run under the parameters of
[1:36:47]
Alberta Healthcare which means that
those beds can be accessed by anyone um
[1:36:52]
Alberta Healthcare has a very defin way
how they determine who gets what bed
[1:36:56]
where and when and so it's very much
needed it's very much needed in our
[1:37:01]
community we've estimated that in the
next 20 years we need 400 beds um just
[1:37:06]
on the affordable scale for our senior
population so so that means that we need
[1:37:14]
Sagewood age care we need this new
Shasta private for-profit that's coming
[1:37:19]
in we need the existing Lodge and we
need the lodge we're building and we'll
[1:37:23]
still will be short beds so we need them
all the last thing I want to say is that
[1:37:27]
not built into that equation uh
Wheatland and area Hospice Society have
[1:37:32]
raised 8.1 or sorry $4.1 million do in
eight years a local community group has
[1:37:39]
raised $4.1 million it takes my breath
away people sitting in the front row
[1:37:44]
here have been instrumental in in
building that that hospice they now have
[1:37:49]
enough money they've made enough money
to build the capital side of that
[1:37:53]
project they want to join the hospice to
the lodge to be able to do wraparound
[1:37:57]
care and to make sure that they can
maximize operation costs by having the
[1:38:02]
buildings together at this point in time
we don't know how the operations of that
[1:38:07]
building will be funded if we do fund it
ourselves which is one of the
[1:38:14]
possibilities we estimate that it'll
cost about $42 per per rate payer per
[1:38:19]
taxpayer a year uh or 42 to 48 I believe
is the maximum end of that Dr mcney Who
[1:38:26]
has um uh LED this project for several
several years since it's Inception has
[1:38:32]
always used the term uh for the cost of
a of an extra-large Pizza uh we can
[1:38:37]
operationalize our own hospice she talks
about the difference between the hospice
[1:38:41]
and the new Shasta facility the new
Shasta facility she said is a is like
[1:38:45]
the room at the end of a hall in a
hospital it's not the wraparound
[1:38:49]
Services it is the dream of Wheatland
and area Hospice Society that has been
[1:38:54]
embraced by this entire Community the
entire community of the county of
[1:38:57]
Wheatland so when I talk to you about uh
um that increase on that times two
[1:39:04]
increase at 100% on my tax bill going
from from uh from the um $10 or 9921 per
[1:39:12]
100,000 to to 20 um to the hospice would
again double that but um it is a a
[1:39:21]
pretty straightforward number there is
another option and AHS has started to
[1:39:26]
fund other uh agencies like Wheatland
and Area Hospital society and funding
[1:39:31]
them um anywhere from 50 to
75% uh of their operations and that is a
[1:39:38]
a great hope going forward but we're
unsure of it at this time so we hope in
[1:39:43]
the very near future by this fall in
fact that um that the Wheatland housing
[1:39:48]
management body will have a document
that will be uh widely uh uh published
[1:39:54]
in newspapers and online and and uh and
in handouts and and media Outlets that
[1:40:00]
will give you all the uh most updated
numbers and it'll also give you that tax
[1:40:05]
calculator so you'll be able to go in
there and just plug in the numbers and
[1:40:10]
and it will be able to tell you exactly
how much you'll pay per year per month
[1:40:15]
on those current
numbers and so I don't know mayor
[1:40:20]
there's any other thing I can add
no I would just add that strathore Town
[1:40:27]
Council has approved various
um various initiatives and and various
[1:40:34]
resolutions to support the lodge so uh
my qu I guess my question or my
[1:40:40]
statement is if not now when and if if
we put it off we all know what inflation
[1:40:47]
does the cost of that new Lodge will be
incredibly high so we know there's
[1:40:53]
a waiting list on the current Lodge and
we know that we have a large number I
[1:40:58]
think I'm at the tail end of the baby
boom generation but we know that there's
[1:41:02]
a baby boom population that's going to
be large and they they definitely could
[1:41:08]
need uh group senior care and if we
don't if we don't start moving to
[1:41:13]
planning for that and we're going to be
left looking at something far more
[1:41:18]
expensive so I'm fully behind this I
want to support our seniors as well and
[1:41:22]
I'm based Bally one of the seniors now
so I don't mean to be uh biased but I've
[1:41:28]
always felt we have to look after our
seniors in stth one and I think that
[1:41:33]
brings us to a conclusion unless someone
has another question in our
[1:41:38]
audience um I want to thank you all for
being here our staff who are here our
[1:41:43]
CAO senior leadership team thank you for
being a part of it our residents here
[1:41:48]
and if you're at home hopefully you got
some questions answered as well and
[1:41:53]
again you have our contact information
that could be found on the town website
[1:41:57]
and you can reach out at any time that's
convenient for you we'll try to get
[1:42:02]
answers to you as soon as we can thank
you again for being part of this and uh
[1:42:06]
I won't see you maybe some of you so
have a great summer
