[10:00] today? Okay, her absence is excused.

[11:04] Our Father in heaven, we thank you for

[11:12] and we pray that they will be full of uh
[11:15] excitement and full of uh
[11:20] full of meaning for those who are
[11:21] involved. We pray that you will guide

[11:26] deliberations.
[11:28] May there be a desire on the part of
[11:30] every member to do what is
[11:32] the very best for this city.
[11:34] We pray for our staff and committees as
[11:37] they assist our city
[11:39] on the agenda tonight. There are some
[11:41] grant
[11:43] suggestions and there are
[11:45] project on the way and we also thank you
[11:48] that you've been with our country after
[11:51] 9/11, 25 years already. Be with the city
[11:55] as we remember that.
[11:57] Guide our police and firefighters as
[11:59] they seek to serve our community.
[12:03] And we pray dear Lord that you will
[12:04] encourage us as council and citizens
[12:07] with your wisdom, your compassion, and
[12:10] your justice. We pray this for Jesus'
[12:13] sake. Amen.
[12:16] » Remain standing for the pledge of
[12:17] allegiance.
[12:18] » I pledge allegiance to the flag of the
[12:21] United States of America and to the
[12:23] republic for which it stands, one nation
[12:26] under God, indivisible, with liberty and
[12:29] justice for all.
[12:35] » And just for the record, we have Chief
[12:37] Horbrick back with us today and
[12:40] the city did
[12:43] add a post on our social media pages
[12:45] just thanking you
[12:46] and all the fire crew that were out
[12:49] battling the ongoing fires that impacted
[12:52] many people's lives, wildfires, well,
[12:55] life as well. So, thank you so much for

[13:13] that have been submitted. One of them is
[13:15] commemorating the 25th anniversary of
[13:18] the September 11th attacks.
[13:22] And the next one on our list is
[13:25] commemorating the Sunshine Day
[13:26] celebration that is happening this
[13:28] weekend. Um if I can get a motion
[13:32] um to approve uh both proclamations.
[13:38] » I'm so moved.
[13:40] » I'll second.
[13:42] » Got a motion by Deputy Mayor and
[13:43] seconded by Counselor Galvan.
[13:46] Um is there discussion?

[14:06] » Mayor?
[14:07] » Yes.
[14:07] » Motion carries.
[14:11] Okay.
[14:13] I will go ahead and read these into the
[14:16] record as they are presented in front of
[14:18] me. The first one is going to be the
[14:20] September 11th 25th anniversary.
[14:27] Okay.
[14:28] Whereas September 11th, 2026 marks the
[14:31] 25th anniversary of the terrorist
[14:33] attacks of September 11th, 2001.
[14:36] A tragic day that forever changed our
[14:38] nation and deeply affected communities
[14:40] across the United States and around the
[14:41] world. And whereas on September 11th,
[14:44] 2001 nearly 3,000 innocent people lost
[14:46] their lives in attacks carried out
[14:48] against the United States including
[14:50] civilians, first responders,
[14:51] firefighters, law enforcement officers,
[14:53] military personnel, and other public
[14:55] servants who demonstrated extraordinary
[14:57] courage in the face of unimaginable
[14:59] danger. And whereas the attacks of
[15:02] September 11th, 2001 left an enduring
[15:04] impact on countless families, survivors,
[15:07] first responders, service members, and
[15:08] communities whose lives were forever
[15:10] changed by the events of that day. And
[15:12] whereas we remember with solemn respect
[15:14] the men, women, and children who lost
[15:16] their lives on September 11th, 2001 and
[15:19] honor the families, friends, and loved
[15:20] ones who continue to carry their memory.
[15:23] And whereas we recognize the
[15:25] extraordinary bravery and selflessness
[15:28] demonstrated by first responders,
[15:29] emergency personnel, medical
[15:31] professionals, members of the armed
[15:33] forces,
[15:34] and ordinary citizens who responded to
[15:36] the attacks and worked tirelessly to
[15:37] protect and assist others. And whereas
[15:41] the 25th anniversary provides an
[15:43] opportunity for our community to pause
[15:45] and reflect upon the lives lost, the
[15:47] sacrifices made, and the acts of
[15:50] courage, compassion, and service that
[15:52] emerged in response to tragedy. And
[15:57] whereas the city of Sunnyside recognizes
[15:59] the importance of preserving the memory
[16:01] of September 11th, 2001,
[16:04] and ensuring that future generations
[16:05] understand the significance of that day
[16:07] and the enduring lessons of courage,
[16:09] unity, service, and compassion. And
[16:11] whereas as a community we honor those
[16:13] who gave their lives, who served, and
[16:15] sacrificed, and those who continue to
[16:16] live with the lasting effects of
[16:18] September 11th, 2001. And now therefore,
[16:22] I, Vicki Frestedt, Mayor of the City of
[16:24] Sunnyside, Washington, by virtue of the
[16:25] authority vested in me by the laws of
[16:27] the state of Washington and on behalf of
[16:28] the City Council, do hereby proclaim
[16:30] September 11th, 2026 as Day of
[16:33] Remembrance and Reflection of the 25th
[16:35] anniversary of September 11th, 2001.
[16:40] In the City of Sunnyside, I encourage
[16:41] all residents to remember the lives
[16:43] lost, honor the heroes who responded,
[16:45] recognize the sacrifices of their
[16:46] families, reflect upon the values of
[16:48] courage, compassion, service, and unity
[16:50] that continue to strengthen our
[16:52] community and our nation.
[16:56] And
[16:58] Well, I have to say
[17:02] In testimony whereof, I have hereunto
[17:04] set my hand and cause the seal of the
[17:05] City of Sunnyside to be affixed done at
[17:07] the City of Sunnyside this 9th day of
[17:09] September in the year 2026.
[17:20] » Next proclamation.
[17:23] Thank you.
[17:24] » Whereas the city of Sunnyside is proud
[17:26] to celebrate its rich community spirit,
[17:28] diverse culture, traditions, and the
[17:30] people who make Sunnyside a welcoming
[17:32] place to live, work, and visit. And
[17:34] whereas Sunshine Days is an annual
[17:36] community celebration that brings
[17:38] residents, families, businesses,
[17:40] organizations, and visitors together for
[17:42] a weekend of family-friendly activities,
[17:44] entertainment, recreation, and community
[17:46] fellowship. And whereas Sunshine Days
[17:49] 2026 will take place September 11th
[17:52] through the 13th of 2026 in downtown
[17:55] Sunnyside providing 3 days of
[17:56] activities, entertainment for the
[17:58] community and visitors from throughout
[18:00] Yakima Valley. And whereas the Sunshine
[18:03] Days celebration
[18:05] features many beloved community
[18:07] traditions, including the Sunshine State
[18:08] Parade recognized as Sunshine's oldest
[18:11] parade, along with a three-on-three
[18:13] basketball tournament, car show,
[18:14] vendors, food, music, entertainment, and
[18:17] other activities. And whereas Sunny
[18:20] Sunshine Days provides opportunities for
[18:22] residents and visitors to connect with
[18:25] friends, neighbors, local organizations,
[18:27] businesses, and community partners while
[18:28] celebrating the unique character and
[18:30] traditions that make Sunnyside special.
[18:33] And whereas the city recognizes and
[18:36] appreciates the volunteers, organizers,
[18:38] sponsors, local businesses, community
[18:39] organizations, and participants whose
[18:42] time, effort, and support help make
[18:44] Sunshine Days possible each year.
[18:47] And
[18:49] whereas events such as Sunshine Days
[18:51] strengthen community pride, encourage
[18:52] civic participation, support local
[18:54] businesses, and create lasting memories
[18:56] for individuals and families throughout
[18:58] our community. And now therefore, I
[19:01] Vicky Frias, the mayor of the city of
[19:02] Sunnyside, Washington, by virtue of the
[19:04] authority vested in me by the laws of
[19:06] the state of Washington, and on behalf
[19:08] of the city council, do hereby proclaim
[19:10] September 11th through the 13th, 2026 as
[19:13] Sun Shine Days 2026 in the city of
[19:16] Sunnyside and encourage all residents
[19:18] and visitors to participate in and enjoy
[19:21] the festivities, celebrate our
[19:22] community's traditions, and recognize
[19:24] the many individuals and organizations
[19:26] who contribute to making Sunnyside a
[19:28] vibrant and welcoming community.
[19:31] In testimony whereof, I here I have
[19:33] hereunto set my hand and caused the seal
[19:35] of the city of Sunnyside to be affixed
[19:37] on at the city of Sunnyside this 9th day
[19:39] of September
[19:40] in the year 2000 20

[19:46] who is going to receive the
[19:48] proclamation.

[20:16] » I'll take it if y'all want to gather up.
[20:19] » Oh, well
[20:20] » Over here.
[20:20] » Yeah.
[20:22] » [laughter]
[20:23] » I can see
[20:23] » Just two people
[20:24] » I'm going to take it.
[20:25] » I was really trying hard. Oh, you got
[20:27] your own camera. Okay.
[20:29] All right.
[20:30] No, I was going to try to
[20:32] You're going to come up here, DeAnn?
[20:34] » Yes, so that we can just gather here.
[20:36] » All right. Let's get this

[20:52] » I know. I know. I was thinking about
[20:54] that, but I don't know how to say it out
[20:55] loud.
[20:56] » I was going to say maybe if you
[20:57] we will gather
[21:02] » Come on up here.
[21:05] » Are we doing that?
[21:06] » Where's Where's the

[21:13] » Okay. I Maybe Maybe here.
[21:15] » Come around here, sir.
[21:18] » Are we close enough?
[21:19] » Well, what I was thinking is we could do
[21:20] it a little bit different here. So, come
[21:23] come up here, uh George.
[21:25] George.
[21:27] » [laughter]
[21:27] » Right here. Can you guys kind of stand

[21:33] » Yeah. And you guys scoot up here a
[21:35] little bit more, guys.
[21:36] » Yes. Yes.
[21:37] » And if you move the chair out of the
[21:38] way, sweetie.
[21:39] » Okay.
[21:40] » No. Okay.
[21:41] » [laughter]
[21:41] » No. No.
[21:43] I'm sorry.
[21:47] Thank you. There you go.
[21:49] This is the I just sometimes, you know,
[21:50] those straight-on pictures, you got to
[21:52] mess it up a bit, so.
[21:54] » I would like to add um you haven't um
[21:56] » Here.
[21:57] » Yeah, you want to approach the podium?
[21:58] » Yeah. Yeah. Yeah.
[21:58] » Yeah. Go ahead and approach the podium.
[22:00] » Good deal, cuz we were going to ask you
[22:01] all those questions you're going to ask
[22:03] answer for us.
[22:05] » Age.
[22:06] At least I was.
[22:12] » [clears throat]
[22:15] » Excellent.
[22:17] » Okay.
[22:18] Can you hear me?
[22:19] » Yes.
[22:20] » Yes. Well, as you know, my name is Deena
[22:22] Alvard, and I'm here to accept this
[22:24] proclamation for Sunshine Days 2026.
[22:27] And on behalf of the Noon Rotary,
[22:30] um we're doing our best, and what I
[22:32] really wanted to let you know is I don't
[22:34] think it's quite out there yet is we
[22:36] have elected Monica Deatrick, who is a
[22:39] resident of Sunnyside for many years,
[22:41] business woman, and these two own A&W
[22:45] root beer, as some of you may know. And
[22:48] um second grand marshal will be uh Mary
[22:51] Lee Robinson. And they're going to ride
[22:52] together. So, it's kind of exciting, and
[22:54] they're very excited about it, so wanted
[22:57] to announce that. So, spread the word,
[22:59] bring your families, friends, and hope
[23:00] to see you all there this weekend.
[23:02] » Yeah. But there's some other stuff now.
[23:05] » Okay. Question.
[23:07] Um now, can you tell us a little bit
[23:09] about I understand I was reading the the
[23:11] flyer that was going around on Facebook
[23:14] today, but could you just kind of
[23:16] pinpoint some of the really outstanding
[23:18] things that I'm Thank you for telling us
[23:19] who the grand marshals are cuz that's
[23:21] really sweet.
[23:21] » It wasn't in there, yeah.
[23:23] » And both of those ladies were long-time
[23:26] Sunnyside business women, movers and
[23:27] shakers, those two.
[23:29] » Yes.
[23:29] » Um And so
[23:31] but would you tell us a little I know
[23:32] there's some basketball tournament and a
[23:34] car show. Could you kind of give some
[23:36] ideas of what that is?
[23:37] » Sunday there is a three-on-three
[23:39] basketball tournament and the carnival
[23:41] or the parade will run from the high
[23:43] school, 16th down Edison, down towards,
[23:47] you know, back out towards the police
[23:49] department as as normal.
[23:51] And the south side of um
[23:55] Sixth Street will be the vendors and
[23:57] they go down to Franklin. They don't go
[23:59] around the corners, so it's, you know,
[24:01] it's not as many as usual, but they will
[24:03] be there. And the three-on-three is
[24:04] going to be from downtown towards
[24:07] Fashion Corner in Decatur. So that area
[24:10] will be the three-on-three tournament.
[24:12] Um
[24:13] early morning car show. Um it's
[24:16] car club and Impala club, but they'll
[24:19] they're um
[24:21] It's open to the car the vehicles that
[24:23] want to attend. And we did have a
[24:26] cornhole tournament, but they canceled.
[24:30] » Oh, no.
[24:31] » No.
[24:31] » They did, yes. So basically the parade
[24:35] there will be no carnival, but the
[24:37] parade is the main thing in downtown and
[24:40] we have a couple um
[24:43] bands. We're still pending one band and
[24:46] I I forget the gentleman's name. I
[24:49] apologize for that. But we have a couple
[24:51] bands. One is a local band that was back
[24:54] in the day um
[24:56] is now um he's I don't know some of you
[24:59] may know him, Robert Elizondo. Um he's a
[25:01] local resident of Granger, Toppenish,
[25:04] and Sunnyside. Uh he worked here in the
[25:06] district for many years and he's from
[25:08] Tri-Cities and their band is back
[25:09] together. It's called Fino. So, we're
[25:12] looking forward to that. I don't know
[25:13] some of you may know him.
[25:14] » Mhm.
[25:15] You forgot Tom Nolan's favorite event.
[25:19] The beer garden.
[25:20] » Oh, definitely. So, Daybreak Rotary is
[25:22] joining us this year, Morning Rotary,
[25:25] and
[25:26] and they are having a beer garden on
[25:29] Saturday and Sunday. And that will be
[25:31] held in the gravel area in a triangle
[25:33] section right there by the gazebo, in
[25:36] that gravel area.
[25:37] » Uh-huh.
[25:37] » I think that's where they usually have
[25:39] their
[25:39] » Yeah, where their ale fest is normally,
[25:41] kind of
[25:41] » Yes. Yes, right there where they hold
[25:43] ale fest and they are going to be they
[25:45] were um
[25:47] the beer garden was to raise money, last
[25:50] I heard, for a splash pad.
[25:52] » Mhm.
[25:52] » So, it's a ongoing
[25:55] » Mhm.
[25:55] » Mhm.
[25:56] » Okay. Okay. That sounds wonderful. I If
[26:00] anybody else got any questions
[26:02] » Got it. Yeah.
[26:03] » The pageant is at 3:00 on Sunday. Is
[26:05] that not right?
[26:07] » I'm not sure. I thought it was the
[26:08] following weekend. On this coming
[26:10] Sunday?
[26:11] » In Sunnyside. Isn't it on Sunday the
[26:13] 13th at 3:00?
[26:14] » I'm not familiar with that.
[26:15] » I can't find my ticket or I'd tell you.
[26:17] » I know that that's not part of our
[26:19] Rotary agenda, so and I am not familiar.
[26:21] You're okay. It's good to see you.
[26:24] Um thank you.
[26:26] » Yeah.
[26:26] » Um
[26:27] Where was I? Uh it's not part of our
[26:30] Rotary agenda, so I'm not sure of the
[26:31] details, but
[26:32] » I I think I I think I saw something on
[26:34] Facebook about that, too. I I think I
[26:36] shared that and the other thing, too.
[26:39] » And for the record, when is the parade?
[26:41] Saturday at 7:00. It'll begin at 7:00.
[26:44] So, it's the evening parade. And the
[26:46] reason is the um float committee and
[26:50] the court decides they did it last year,
[26:53] too. They do it at 7:00 because they're
[26:55] attending other another I think in
[26:57] Wenatchee
[26:59] another event, and it gives them time to
[27:01] get back.
[27:01] » Probably Autumn Leaf up in Leavenworth.
[27:04] » Yeah, probably.
[27:04] » Autumn Leaf up in Leavenworth, I think
[27:06] that's what it is.
[27:07] » Yes, so yeah. [clears throat] And it was
[27:09] that way when
[27:10] » [laughter]
[27:10] » Yes.
[27:11] » That's awesome. Awesome. Sounds like a
[27:13] fun weekend.
[27:13] » I hope so.
[27:14] » Thank you so much for all of the
[27:16] information. Is there any other
[27:17] questions for Dina while we have her
[27:19] about Sunshine Days?
[27:21] » No, just thank you for showing up and
[27:23] being here.
[27:23] » You're welcome.
[27:24] » Appreciate it. Appreciate you.
[27:25] » Thank you so much for all you do. Yeah,
[27:27] thank you for for being here to receive
[27:29] the proclamation.
[27:30] » Did it. Thank you.
[27:31] » Thank you.
[27:33] » [snorts]
[27:33] » Okay, next up on the list is public
[27:36] comment. Um Hector, would would you mind
[27:38] um
[27:39] » Are there any sign-up
[27:40] » Looking to see if we have
[27:41] » Speakers up there.
[27:43] » [clears throat]
[27:47] » Oh, for for the record, Chief Chief
[27:49] Albrek was called to a structure fire,
[27:50] so he will not be with us the rest of
[27:52] the the meeting.
[27:54] Okay, thank you.
[27:59] Uh okay, so it seems like we have no one
[28:01] signed up for public comment um for
[28:03] active agenda items, so then we will
[28:05] move into consent agenda. Item A minutes
[28:09] of the August 24th, 2026 regular
[28:11] meeting, minutes of the September 2nd,
[28:13] 2026 study session. B payroll vouchers
[28:16] approved payroll voucher numbers 120043
[28:19] through 120048,
[28:21] and wire transfers
[28:23] as listed for
[28:25] $634,059.61
[28:29] for the period ending August 25th, 2026.
[28:31] And C claim vouchers approved claim
[28:33] voucher numbers 114794
[28:36] 114817
[28:38] through 114911,
[28:40] and wire transfers as listed for
[28:42] $841,346.01
[28:46] for the period ending August 24th, 21st,
[28:49] 2026 to September 4th, 2026.
[28:53] Um, Council, is there any items that you
[28:56] have any questions on or want to pull
[28:58] for further discussion?
[29:01] Go ahead, Council Vasquez.
[29:02] » Yeah, so I I did have a question in
[29:05] regards to the check register um on the
[29:07] reasoning on why the names were blacked
[29:09] out. Um is there an explanation for
[29:10] » Um I think
[29:11] that City Manager, could we have Jessica
[29:14] explain that or would you want to do
[29:16] that?
[29:16] » No, Jessica can
[29:18] easily handle that.
[29:22] » And so at
[29:23] the reasoning behind that is just for
[29:25] security purposes of our the employees.
[29:28] We don't know what situation each
[29:29] employee or each individual is in and we
[29:31] don't know if there's anything happening
[29:33] at home or anything that's going on and
[29:36] for their privacy, that's why. Uh we do
[29:38] provide the
[29:40] um check register without the redaction
[29:42] to the finance committee. So it's
[29:44] available and and if any of you uh the
[29:46] additional council members would like to
[29:47] have it, I can definitely provide it for
[29:49] you guys. It's just that's the reasoning
[29:51] behind it. It's privacy.
[29:53] » Yep. The other component of the payroll
[29:55] is that it's pretty uniform from
[29:58] uh month to month because they're
[30:00] uh under contract for labor
[30:02] negotiations. So those are all
[30:03] contracted rates and the 2026 schedule
[30:07] for exempt and non-exempt
[30:09] uh rates are already set. So every month
[30:11] it's the same other than when it turns
[30:14] over to uh
[30:15] contracted adjustments
[30:18] uh or the schedule for 2027 is updated.
[30:21] So it's
[30:22] it's a privacy issue that we think is
[30:24] important to our staff.
[30:26] » Yep.
[30:27] » Okay.
[30:27] » So
[30:28] » And can I get I can I be added to
[30:30] receive that list?
[30:32] Perfect. Thank you.
[30:35] » I know this is something we discussed at
[30:36] our last uh finance committee meeting.
[30:41] » Um so can I just give a quick
[30:44] » Yep, go ahead, Deputy Mayor.
[30:46] » Um, so, the Finance Committee did meet
[30:48] on Tuesday afternoon, and some of us
[30:51] were zoomed in, and some of us were in
[30:52] person, and and so, we went over that
[30:55] again about the um
[30:58] uh the redac- the redaction of the names
[31:00] of the the of this the employees. There
[31:02] was only one thing on there that was
[31:04] maybe a little bit out of normal, and
[31:06] that was for a settlement of $45,000
[31:09] plus dollars for a former um employee.
[31:13] Um,
[31:14] and so, that one was was was was
[31:16] approved, but it was a settlement, and
[31:17] it was nothing that would have been
[31:20] it just came came out of payroll. As far
[31:22] as the the other claims
[31:24] um
[31:25] through uh August 21st to September 4th,
[31:28] there were no
[31:29] uh real um
[31:32] issues with any of those. I think we
[31:34] when we talked them over, there were uh
[31:37] a couple There was
[31:39] Shoot. There was something that I was
[31:40] going to mention that I thought was
[31:42] kind of cool, um but now, can you
[31:44] remember what that was, Eric?
[31:46] » No, I I can't remember which ones.
[31:48] » But anyway, we did we looked at them, we
[31:51] we examined them, and we had both
[31:53] Vanessa uh and uh Jessica there, and so,
[31:57] we're we feel comfortable in uh making a
[32:00] motion to approve the minutes, payroll
[32:02] vouchers, voucher claims as presented on
[32:05] tonight's consent agenda.
[32:08] That's my motion.
[32:10] » Second.
[32:11] » [clears throat]
[32:11] » Got a motion by Deputy Mayor, and it's
[32:13] seconded by Counselor Dolan.
[32:17] Start discussion.
[32:20] Hearing none.
[32:23] Counselor Chavez.
[32:24] » Yes.
[32:26] » Counselor Vasquez.
[32:27] » Yes.
[32:28] » Counselor Dolan.
[32:29] » Yes.
[32:30] » Counselor Gavan.
[32:32] Deputy Mayor.
[32:33] » Yes.
[32:34] » Mayor.
[32:35] » Yes.
[32:35] » Motion carries.
[32:39] Okay.
[32:41] That moves us into active agenda.
[32:46] Item A, delegate for the Washington
[32:48] Cities Insurance Authority, Mr. Haley.
[33:01] » I am pulling up the agenda bill.
[33:05] This was um
[33:14] I'm sorry. Um earlier this year
[33:16] resolution 2026-18
[33:19] was approved to reassign the primary
[33:22] delegate for the Washington State
[33:23] Insurance Authority to Monica
[33:26] Hofstetter, our
[33:28] um previous finance director. Once uh
[33:31] Jackie uh Rentaria's
[33:34] uh resignation from the city of
[33:36] Sunnyside um
[33:38] a while ago. In June, staff submitted a
[33:40] new delegate to uh WCIA
[33:44] once the new clerk was hired. And so,
[33:46] the resolution is for Sunnyside City
[33:49] Council to formally approve the
[33:50] reassignment of the primary delegate
[33:52] back to the city clerk position.
[33:57] So, in other words, she's the kind of
[33:59] the conduit to the uh city insurance.
[34:03] » Any initial questions? Go ahead, uh
[34:04] Councilmember Galvin.
[34:06] » Just for the record, there's there's
[34:08] only one delegate, right? Not a primary
[34:10] or secondary, just one delegate.
[34:12] » No, it's it uh we make we're making a
[34:14] distinction to uh assign it to the
[34:16] position of city clerk. So, as we uh if
[34:19] that ever transitions again, it goes
[34:21] back to the uh city clerk.
[34:22] » Just because it having the word primary
[34:25] delegate, that's why I was like, "Okay,
[34:27] is there a secondary?"
[34:28] » Well, Heath can also uh and and Heath
[34:31] Anderson, our uh human resource director
[34:33] also handles
[34:34] interactions as it relates to pay
[34:37] personnel. And if we have vehicle
[34:40] accidents, he handles it as well. So
[34:44] he's not necessarily designated, but he
[34:46] will also interact with the insurance
[34:48] company.
[34:50] And myself as well as it relates to
[34:51] litigation and other things that come up
[34:54] relating to personnel.
[34:58] » Any other initial questions? Go ahead,
[34:59] Councilor Dolan.
[35:01] » Uh I like to move to approve the
[35:02] resolution reassigning the Washington
[35:04] City's Insurance Authority delegation
[35:07] delegate designation to the city clerk.
[35:10] » Got a motion by Councilor Dolan. Is
[35:13] there a second?
[35:13] » I'll second.
[35:15] » Seconded by Councilor Vasquez.
[35:18] Any further discussion?
[35:22] Hearing none.
[35:23] Councilor Chavez.
[35:24] » Yes.
[35:25] » Councilor Vasquez.
[35:26] » Yes.
[35:27] » Councilor Dolan.
[35:28] » Yes.
[35:29] » Councilor Gavan.
[35:30] » Yes.
[35:31] » Deputy Mayor.
[35:32] » Yes.
[35:33] » Mayor. Yes. Motion carries.
[35:38] Okay, item B. Um so just as mentioned
[35:41] previously, um Chief Holbrook um just
[35:44] let us know that he was called out to a
[35:46] structure fire. He did ask for item B to
[35:49] be pushed to the end. I don't know if
[35:52] he's going to be back, quite frankly. So
[35:54] I don't
[35:55] » I can
[35:56] I can handle it.
[35:57] » Mr. Haley said he can handle the
[35:58] question. So
[36:00] moving forward with item B is the
[36:02] approval of the fiscal year 2027
[36:04] ambulance transport fees. And I'll go
[36:07] ahead and give this off to you then.
[36:09] » Thank you, Mayor. Effective in the late
[36:11] 2024
[36:13] and pursuant to the No Surprises Act,
[36:16] ambulance service providers are required
[36:18] to submit ambulance transport rates to
[36:20] the Office of the Insurance Commissioner
[36:23] the OIC by October 1st of each year for
[36:27] rates that will become effective January
[36:29] 1st of the following year.
[36:31] Accordingly, the city of Sunnyside Fire
[36:33] Department must submit its proposed
[36:35] ambulance transport rates to OIC prior
[36:39] to completion and approval of the 2027
[36:42] budget and the city's scheduled fees and
[36:45] charges.
[36:46] So, to ensure ambulance service rates
[36:48] remain consistent with the increasing
[36:50] cost of providing emergency medical
[36:52] services and are comparable to rates
[36:54] charged for similar services throughout
[36:57] the state of Washington, the Sunnyside
[36:59] Fire Administration conducted a review
[37:01] of ambulance transport rates by
[37:04] for the fire for EMS agencies statewide.
[37:07] The review and comparison of rates
[37:09] demonstrated that the city of
[37:10] Sunnyside's current ambulance transport
[37:13] and service fees are substantially below
[37:15] the statewide average for comparable
[37:18] services.
[37:19] The proposed FY 2027
[37:23] rate adjustments are intended to more
[37:26] accurately
[37:27] reflect the cost of providing ambulance
[37:29] services while minimizing the financial
[37:31] impact on eligible City of Sunnyside
[37:34] residents. Under the city's no
[37:37] out-of-pocket expense ambulance
[37:39] transport policy,
[37:41] transport rates increases will not
[37:43] result in out-of-pocket expenses for
[37:46] eligible City of Sunnyside residents.
[37:48] Rather, the increased rates will
[37:50] primarily serve to offset costs
[37:52] associated with providing ambulance
[37:55] services specifically to non-residents.
[37:58] The City of Sunnyside also provides
[38:00] ambulance services to the City of
[38:01] Grandview,
[38:03] and that's pursuant to an interlocal
[38:04] agreement that we have with them, and
[38:06] receives funding for those services.
[38:09] In addition,
[38:10] in recognition of this existing funding
[38:12] arrangement, it is recommended that a
[38:14] separate ambulance transport rate
[38:20] continue to apply to the City of
[38:22] Grandview residents and remain at the
[38:23] current FY 2026 rate.
[38:27] Accordingly, the proposed FY 2027
[38:32] ambulance rates would apply to insurance
[38:34] claims for eligible city of Sunnyside
[38:36] residents, when applicable, while
[38:39] maintaining the city's policy of no
[38:41] out-of-pocket expenses for those
[38:43] residents.
[38:44] The FY 2027 rates would also apply to
[38:48] non-Grandview residents who do not
[38:50] contribute to a utility, ambulance, or
[38:53] other service agreement with the city of
[38:55] Sunnyside.
[38:56] City of Grandview residents will
[38:58] continue to be charged at the existing
[39:01] FY 2026 rate.
[39:04] This rate structure is intended to
[39:05] maintain the city's commitment to
[39:07] providing an accessible ambulance
[39:09] service
[39:10] to its residents, while ensuring that
[39:12] the ambulance transport fees are more
[39:15] appropriately reflect the cost of
[39:17] providing services to individuals who
[39:19] are not covered
[39:21] under the existing city service
[39:23] agreement. And I believe this is the
[39:25] longest agenda bill that has ever been
[39:27] recorded.
[39:29] » So, off the record.
[39:31] » For the record, Chief Halbrick is back.
[39:32] We hope all is well.
[39:35] » I apologize. We were called out for a
[39:37] structure fire. It did not end up being
[39:39] a structure fire. However, it very much
[39:41] appeared to be as one. So,
[39:43] » Oh.
[39:44] » But it was not far, so we were able to
[39:46] mitigate it very quickly. So, I
[39:47] apologize for the disturbance and the
[39:49] abrupt
[39:50] » That's okay.
[39:51] » And thank you, Mr. Haley, for reading my
[39:53] record length agenda bill. Um but just
[39:57] want to make sure I
[39:58] clearly explain what the what the
[39:59] request is, what it involves, and so um
[40:03] I think that more or less covers the the
[40:06] basis of it, but of course I can answer
[40:08] any questions and provide any
[40:09] clarification that you
[40:11] » Okay.
[40:12] Council, any initial questions
[40:14] for Chief Halbrick?
[40:17] Go ahead, Council Goodwin.
[40:19] » Do we have an active
[40:20] contract with Grandview for ambulance?
[40:22] » Yes, yes, we do.
[40:22] » You do?
[40:23] » Yes.
[40:24] » Mhm.
[40:27] » Can I just
[40:28] » Yeah.
[40:29] » It's an interlocal agreement, is it not?
[40:32] » That is correct, ma'am, but there is
[40:33] they do pay us on a monthly basis for
[40:35] those services.
[40:36] » So, there is a fee as well.
[40:37] » Yes, ma'am, there is.
[40:39] » Okay.
[40:41] Any additional questions?
[40:44] » I do And then did I just want to make
[40:46] sure I clarify the reason So, normally
[40:48] this takes part of the
[40:50] budget proposal and acceptance for the
[40:52] for the upcoming year
[40:53] as part of the fees and charges portion.
[40:56] However, due to the requirement of
[40:57] submitting to the office of insurance
[40:59] commission by October 1st is the reason
[41:01] for bringing it ahead of time.
[41:03] » Thank you.
[41:06] Deputy Mayor, did you have a comment?
[41:07] » Yeah, I
[41:08] I think it was kind of the question was
[41:11] um
[41:12] I know you you regularly put in the the
[41:14] rate, you know, the number of calls and
[41:16] so forth. Do we get a lot of calls then
[41:18] to to Grandview?
[41:21] » Uh yeah, we I would say roughly
[41:24] I'd have to pull up it EMS calls, I
[41:26] would say roughly about 600.
[41:27] » Oh.
[41:28] » Roughly. I get I could I could pull and
[41:29] provide you exact numbers, but just
[41:31] » A year or month?
[41:32] » A year.
[41:33] » A year.
[41:33] » Yeah.
[41:34] » Okay.
[41:35] Cuz it makes a kind of makes a
[41:36] difference here.
[41:37] All right.
[41:40] So,
[41:43] Anyone else?
[41:46] Go ahead, Councilwoman.
[41:49] » I move to approve a resolution
[41:51] establishing the fiscal year 2027
[41:54] Sunnyside ambulance transport rates for
[41:56] submission to the Washington State
[41:59] Office of the Insurance Commissioner,
[42:01] OIC,
[42:02] with an effective date of January 1st,
[42:04] 2027 for the inclusion
[42:07] in the 2027
[42:09] City of Sunnyside schedule of fees and
[42:11] charges.
[42:13] » Got a motion by counselor Dolan.
[42:16] Do we have a second?
[42:18] » I'll second.
[42:20] » Seconded by Deputy Mayor Hurt.
[42:22] Any further discussion?
[42:25] Hearing none.
[42:27] Counselor Galvan?
[42:29] » Yes.
[42:30] » Counselor Chavez?
[42:31] » Yes.
[42:33] » Counselor Vasquez?
[42:34] » Yes.
[42:35] » Counselor Dolan?
[42:36] » Yes.
[42:38] » Deputy Mayor?
[42:39] » Yes.
[42:40] » Mayor? Yes. Motion carries. Thank you.
[42:44] Moving on to item C, delegation of
[42:46] signature authority for Washington State
[42:48] Department of Transportation funding
[42:50] reimbursements.
[42:52] Seems like this is your item, Mr. Mejia.
[42:55] » Thank you, uh Mayor and Council. So, uh
[42:58] declaration of signature of authority
[43:00] for Washington State Department of
[43:01] Transportation funding reimbursements
[43:03] are the city's uh Sunnyside received
[43:05] federal and or state transportation
[43:08] funding administered through the
[43:09] Washington State Department of
[43:10] Transportation, WSDOT. The city is
[43:13] responsible for administering such
[43:14] funding in accordance with the
[43:16] applicable federal and state
[43:17] requirements, including the requirements
[43:19] of a Title 2 Code of Federal Regulations
[43:22] Part 200
[43:24] 2 CFR Part 200, WSDOT. WSDOT requires
[43:28] documentation confirming that
[43:30] individuals signing reimbursement
[43:32] requests on behalf of the city are
[43:34] authorized by legally bind the city. A
[43:37] resolution uh
[43:39] by the City Council declaring uh two
[43:42] individuals with authority to legally
[43:44] bind uh the city of required by WSDOT.
[43:48] So, basically this states that we have
[43:51] money that
[43:52] we went funding for and now we're just
[43:54] going to get it back and but we need to
[43:56] allow or Council needs to uh to allow
[44:00] Mayor Frost to to be able to sign these
[44:02] uh declarations to turn into WSDOT to
[44:04] get our reimbursement back.
[44:06] So,
[44:08] uh right now there's no amount of any
[44:10] expenditures, um no budget and no budget
[44:14] uh amendment.
[44:16] So,
[44:17] » Initial questions for Hector.
[44:20] Go ahead, Counselor Dolan.
[44:21] » I didn't have a question. I just like to
[44:22] thank uh
[44:25] our interim city manager for fully
[44:27] explaining this
[44:29] to me earlier.
[44:31] And there was no mention of the other
[44:33] thing he talked about, so
[44:35] um
[44:36] and with that I'd like to approve a
[44:37] resolution authorizing the mayor to sign
[44:39] progress bills
[44:41] for the reimbursement of project costs
[44:43] with the Washington State Department of
[44:45] Transportation.
[44:48] » Okay, got a motion by Counselor Dolan.
[44:50] Do we have a second?
[44:53] » I'll second.
[44:54] » Seconded by Counselor Vasquez.
[44:57] Um is there further discussion on this
[44:58] item?
[45:01] » I just had a
[45:02] » Go ahead, Deputy Mayor.
[45:03] » Uh quick one here. It says to sign for
[45:06] the reimbursement of project cost. Um do
[45:09] we have some to
[45:11] » Yes, we
[45:11] » And and how how much is that that we are
[45:13] trying to get reimbursement on?
[45:14] » Um there's quite a bit on here that
[45:17] we're getting reimbursement back.
[45:19] » Like a total you have? Yeah.
[45:23] » Yeah.
[45:23] » Oh, thank you. I didn't see that in the
[45:25] » Hello.
[45:26] » Hi.
[45:27] » Hello.
[45:27] » Um I believe the amount there are four
[45:29] progress billings.
[45:30] » Can you tell
[45:31] » Could you introduce yourself? I'm sorry.
[45:33] » Yes. Oh, I'm Marla Mesa.
[45:35] » I'm uh one of the project engineers at
[45:36] HLA um and then I'm
[45:39] going to be coming to council more
[45:41] frequently and just taking over as HLA's
[45:43] lead for um City of Sunnyside.
[45:46] Um but there are currently four progress
[45:47] billings that are um
[45:50] ready to be submitted to WSDOT um to get
[45:52] reimbursed and the amount is about
[45:54] $45,000.
[45:55] And so this is for costs that have been
[45:56] incurred through July.
[46:00] » Thank you.
[46:02] Thank you, Marla. Any other questions
[46:05] for HLA
[46:06] or Hector?
[46:07] Go ahead, Deputy Mayor.
[46:08] » Just want to follow up on that. Those
[46:10] those projects, is it
[46:12] several different projects that we're
[46:14] looking for reimbursement or is it one?
[46:16] » It appears to be just one. It's for a
[46:17] pedestrian safety improvements. And so
[46:20] it's a sidewalk project.
[46:21] » Project.
[46:23] Thank you.
[46:24] » Thank you for that clarification.
[46:26] Any other comments or questions?
[46:30] » Not yet. Not right now, but there's a
[46:32] few more with HLA.
[46:33] » Not yet. Okay. Um, okay. Hearing none.
[46:37] Um,
[46:39] any further discussion? We can go ahead
[46:41] and then issue a roll call.
[46:42] Councilor Chavez?
[46:44] » Yes.
[46:45] » Councilor Vasquez?
[46:46] » Yes.
[46:47] » Councilor Dolan?
[46:48] » Yes.
[46:49] » Councilor Galvan?
[46:50] » Yes.
[46:51] » Deputy Mayor?
[46:52] » Yes.
[46:52] » Mayor?
[46:53] » Yes. Motion carries.
[46:59] » Okay. Moving ahead with item D,
[47:01] agreement with HLA Engineering and Land
[47:03] Surveying. Um, this one also belongs to
[47:06] you, Mr. Mejia.
[47:07] » Thank you, Council. And again, thank
[47:09] you, Mayor and Council members. So, a
[47:11] funding application to be reconstruct
[47:14] reconstruct the intersection of First
[47:16] and Yakima Valley Highway has been
[47:17] submitted to YV
[47:19] Yakima Valley Conference and
[47:21] Governments, YVCOG. The project replaces
[47:24] the antiquate traffic control signals uh
[47:28] with a roundabout. The application was
[47:30] received by YVCOG, selected, and awarded
[47:33] 100% grant for preliminary engineering.
[47:37] The program The program typically
[47:39] requires a 13.5% local match, but the
[47:43] match is being paid for for with state
[47:46] toll credits. Um,
[47:48] for clarification, uh toll credits, uh
[47:52] toll credits are allowed federal allow
[47:55] law allow states to earn toll credits
[47:58] when the toll uh venues are used to
[48:00] build improved build improved or
[48:02] maintain highways bridges tunnels or
[48:05] ferries that severe interstate commerce.
[48:09] These credits are called transportation
[48:10] development credits
[48:12] and can be applied toward non-federal
[48:14] share federally funded projects.
[48:18] Um so
[48:20] with that being said uh
[48:23] consequently the $296,000
[48:26] grant requires no city match.
[48:29] Of the grant amount of $294,000
[48:33] is allocated from the preliminary
[48:34] engineering while $2,000 is dedicated
[48:36] for the state washout review fees. The
[48:40] grant amount of 294 for the preliminary
[48:43] engineering engineering will be
[48:44] available on reimbursement basis as an
[48:47] engineering selection process what's
[48:49] completed and HLA and land survey was
[48:52] elected to the project. So the expenses
[48:55] is $293,998.55.
[48:59] Uh we'll be getting uh some state toll
[49:02] credits and everything is um
[49:05] all 100% grant.
[49:07] » Okay. Initial questions for Mr. Mejia.
[49:10] Go ahead Deputy Mayor.
[49:11] » It seems to me I working with the YV Cog
[49:14] on their transportation um
[49:16] they they work a lot with the Department
[49:18] of Transportation to bring money's in
[49:20] and and to uh uh
[49:23] what I want to say um
[49:26] check checklist um different projects.
[49:30] So this one has been on the checklist
[49:33] for quite a little bit of time I
[49:34] believe.
[49:35] » Correct.
[49:35] » And uh we started talking about this I
[49:37] think about 3 years ago maybe.
[49:40] » The when I was getting this information
[49:42] out it it did start in the end of 2023
[49:46] going into 2024.
[49:48] » Right. Right. So and this is and this is
[49:51] again at the uh First Street and Yakima
[49:53] Valley Highway intersection. What
[49:55] they're talking about doing there is
[49:56] putting in a roundabout
[49:58] and leveling lowering the uh eyesight.
[50:02] » Correct.
[50:03] » To go across that intersection. I
[50:04] believe that was what the original
[50:05] project was.
[50:07] Um and that's what we're attempting to
[50:09] do with this money. Is that not correct?
[50:11] » For just to get an engineering um to get
[50:13] a preliminary engineering to get the
[50:15] start the project.
[50:16] » Get the the design going, right?
[50:18] » Yes. Um we have um
[50:20] also keeping in touch with YV Cog to get
[50:23] right-of-way funding and structure
[50:25] funding. So, but that will also come at
[50:27] a later date. Um hope keep our fingers
[50:29] crossed we'll we'll be able to uh get
[50:31] that grant, also.
[50:32] » Okay. Sounds good.
[50:34] » Go ahead, Council at all.
[50:35] » Thank you.
[50:37] » I uh reading the
[50:40] reading the bottom of this.
[50:41] Now, is
[50:43] is that money that 293
[50:46] thousand 998 55, is that
[50:50] the [snorts] total project of this or
[50:52] the total cost of this project?
[50:54] And do I understand that correctly that
[50:56] this is the amount that it's not to
[50:58] exceed?
[51:00] So, in other words, the consulting fees
[51:02] come out of that?
[51:04] » Yes. So, our consultant contract is for
[51:06] that amount.
[51:07] » Cuz this is a pretty standard roundabout
[51:09] situation,
[51:10] you know.
[51:12] The way it reads at the bottom
[51:14] for the recommended motion, it just uh
[51:18] you could read that a couple different
[51:19] ways, I think.
[51:22] » Correct. I now I do see where you're
[51:23] saying uh highway intersection project
[51:26] for the cost not exceed 293 thousand. I
[51:28] I I see where you're coming
[51:30] » But see, it doesn't It says the cost of
[51:32] what? Of the consulting or the cost of
[51:35] the project?
[51:36] » This would be for
[51:37] » Of those few words of the project might
[51:39] be kind of nice to throw in there.
[51:41] » Yes, sir. Next time I will make sure I
[51:42] put those in there for PE for project
[51:44] engineering.
[51:45] So,
[51:46] I will make sure those those get added
[51:47] in.
[51:48] » Is there a motion? Can we do that in a
[51:50] motion?
[51:50] » You can do it in a motion.
[51:51] » Add that or
[51:53] » Yeah, add it to that motion.
[51:54] » Improvement project [clears throat] for
[51:56] engineering
[51:58] uh cost not to exceed
[52:00] » No, cuz then you're naming just the
[52:02] engineering costs and this is a total
[52:04] total cost of the whole project.
[52:06] » This is just for preliminary
[52:07] engineering.
[52:08] » Yeah, this is engineering.
[52:08] » This is strictly for engineering?
[52:10] » Yes, sir.
[52:11] Service.
[52:11] » That's what I was hearing.
[52:13] » That's the way I read it and I didn't
[52:15] think that was I thought, "Wow, that's
[52:17] kind of high for
[52:18] » Well, that's the cost of
[52:20] » For a standard roundabout.
[52:21] » The total cost for the roundabout is
[52:23] about $2.4 million.
[52:26] » Ouch.
[52:27] » And that's that's with right-of-way
[52:28] grant money and construction.
[52:30] » Mhm.
[52:31] And construction.
[52:32] » Probably going to be a little bit of
[52:33] excavation.
[52:34] » Yeah. [clears throat]
[52:35] » Are you hiring?
[52:36] » Uh I see Councilmember Chavez then I'll
[52:37] come to you, Councilmember Vasquez.
[52:39] » So, this one is uh for HLA wire
[52:41] roundabout. I know it's going to be
[52:43] talked about here in our community. Why
[52:45] do we bring a roundabout to first and um
[52:49] Yakima Valley Highway? I keep seeing it
[52:50] through Top of the Nation, Wapato, and
[52:52] Ellensburg. What's a roundabout doing
[52:55] for our community?
[52:57] » It's a good question.
[52:59] Um so, with roundabouts, a lot of the um
[53:04] the effort behind that is to slow down
[53:06] vehicles coming into the intersections.
[53:08] Um and so, it minimizes the risks for
[53:11] for like high-speed collisions. And so,
[53:14] that that's the main thing is just a
[53:16] safety factor. Um and so, as kind of as
[53:18] Deputy Mayor had mentioned earlier,
[53:20] there's some sight distance issues where
[53:22] the intersection is currently raised. Um
[53:24] and so, this one will level that out and
[53:26] also just give better sight distance
[53:28] through the intersection and hopefully
[53:30] slow down traffic through the
[53:33] the Yakima Valley Highway.
[53:34] » I might also add um I mean that that the
[53:37] collisions that do occur at roundabout
[53:39] are your typical T kind of collisions.
[53:42] They are bumper to bumper.
[53:44] And so it's much safer for passengers
[53:46] when you have that kind of If you were
[53:48] to have a collision, that's the safer
[53:51] way to have a collision. And it's not at
[53:54] normal speed limit. It's usually a slow
[53:56] down limit because they kind of
[53:58] S curve into the roundabout. You've seen
[54:00] those and that forces you to slow down.
[54:03] And and then so if you do have a
[54:05] collision because you're not yielding to
[54:07] the left, you will hit them bumper to
[54:10] bumper.
[54:10] » Yeah. So I want to just quickly add to
[54:13] my question. What would be the total
[54:15] cost for this?
[54:16] » The 2. 4 million you mentioned?
[54:19] » Yes. So Steven Hazard from HLA is also
[54:22] here. He's going to be the project
[54:24] design He's [clears throat] going to be
[54:25] the design engineer on this project. He
[54:27] also happens to live in Sunnyside. So he
[54:30] has a little bit more of the technical
[54:33] questions for this project.
[54:35] » Okay.
[54:36] » And if I if I could add to that
[54:37] » Yeah, go ahead.
[54:38] » I do recall previous conversations with
[54:40] the previous HLA person that we had. I
[54:42] don't remember her name.
[54:43] » Stephanie. Stephanie. Yeah, Stephanie
[54:45] had actually even mentioned to us
[54:46] previous
[54:47] years ago. She had said that this
[54:49] specific area where the roundabout is
[54:50] actually one of the hot like hot zones
[54:53] here in Sunnyside where a lot of
[54:54] accidents have occurred. So they have
[54:56] put a lot of thought into it and it
[54:58] hasn't just been randomly selected, but
[55:00] it's something that will bring for sure
[55:02] like public safety into our community.
[55:04] » And we got to remember that the
[55:05] developments that are going on there are
[55:06] going to bring more traffic also. So um
[55:10] it'd be a lot. As we know, First and YBH
[55:12] is very backed up already as it is. So
[55:14] this will help out with traffic flow,
[55:17] keep vehicles moving and not having to
[55:19] stop and wait to for lights to change.
[55:23] So.
[55:23] » Yeah, and we will also be seeking grant
[55:25] money for this project, correct? For to
[55:27] help us cover the 2.4 million.
[55:30] » Correct. So a little background on this,
[55:32] it sounds like the project was initially
[55:34] just partially funded um the YBC call
[55:37] for project back in 2024. Um and so now
[55:40] I believe there have been additional
[55:42] funding that has been secured to make
[55:43] the project whole.
[55:45] Um and with that there's no no match for
[55:48] for the city currently anticipated.
[55:50] » So.
[55:51] » Woohoo! That was supposed to be the
[55:52] secret. That was
[55:53] » [laughter]
[55:54] » I didn't know if I was allowed to say
[55:55] that out, but yes, we
[55:57] I we have I've been cuz what we have
[55:59] been fully funded for this project.
[56:01] » Good.
[56:02] » Awesome.
[56:03] » That that just makes us feel good.
[56:04] » Wait, counselor Vasquez follow up and
[56:06] then I'll I'll come to you counselor
[56:07] Dolan.
[56:08] » Yeah, and just going back you know to
[56:09] this amount that we're on. Um just for
[56:11] the record, this will be fully funded by
[56:12] grant money.
[56:14] » Mhm.
[56:14] » Thank you.
[56:16] » Go ahead counselor Dolan.
[56:17] » Does
[56:18] does this include uh
[56:21] Outlook Road intersection just north of
[56:24] what we're talking about here because
[56:27] it seems to me that um
[56:30] that that was the worst one
[56:34] of the two.
[56:35] » The proximity of Outlook Road to YVH
[56:38] that will be looked at in the design
[56:41] phase. We don't have any preliminary
[56:43] engineering plans yet. Um typically on
[56:46] your roundabout, we have chicanes that
[56:48] come through to slow traffic down before
[56:50] you reach the roundabout. Um that
[56:53] chicane on that and north leg will be
[56:56] shortened because of that. So we'll look
[56:58] at that intersection
[56:59] in um different ways during the design.
[57:02] Yeah.
[57:02] » Mhm.
[57:04] Mhm.
[57:05] » Any other comments or questions?
[57:10] » And this will help us um obviously
[57:13] uh to meet the maintenance of effort
[57:16] MOEs requires which elevates non-federal
[57:18] state capital expenditures over a 4-year
[57:20] period. And then with a 2-year rule
[57:23] exception usually high spending in one
[57:25] year, toll credits can also be applied
[57:27] to re
[57:28] uh retro activating two projects after
[57:31] authorizing uh provided uh federal
[57:33] requirements are met to Washington.
[57:35] » Just have one question.
[57:38] » [clears throat]
[57:38] » Amount of total credits, is there a
[57:41] limit to how much we could be
[57:45] » I don't believe so at this time. Okay.
[57:47] So
[57:48] » So
[57:48] » We can add more so we don't have to
[57:51] match as much.
[57:53] » So typically with federally funded
[57:55] projects there's a ratio so 86 and a
[57:58] half percent is federally funded and so
[58:00] the 13 and a half percent remaining
[58:02] would be usually covered by local match.
[58:05] In this case that 13 and a half percent
[58:07] is being covered by the state the state
[58:09] toll.
[58:10] » State toll then.
[58:10] » Mhm.
[58:12] » Thank you.
[58:13] So
[58:15] » [clears throat]
[58:15] » I'd like to make a motion and unless
[58:17] there's another question I'm
[58:19] Go for it. Um
[58:21] so
[58:23] I got to find the
[58:25] make a motion to approve the interim
[58:26] city manager to sign a consultant
[58:28] agreement with HLA engineering and
[58:32] land survey for the first street and
[58:34] Yakima Valley intersection improvement
[58:38] project.
[58:39] Do we wanted to add the word engineering
[58:41] there? Engineering project?
[58:44] » It already reads that way.
[58:45] » Okay. Improvement project.
[58:49] » Right. The agreement is with the
[58:50] consultant to provide engineering
[58:52] services.
[58:53] » Engineering services for a cost not to
[58:56] exceed
[58:57] 293,998,055
[59:02] cents.
[59:03] Uh
[59:05] That's my motion. I'm sorry.
[59:06] » I'll second.
[59:07] » Okay. I got a motion by Deputy Mayor
[59:09] seconded by Counselor Galvan. Is there
[59:12] any other questions or comments?
[59:16] Hearing none from the council.
[59:19] Councilor Chavez.
[59:20] » Yes.
[59:21] » Councilor Vasquez.
[59:22] » Yes.
[59:23] » Councilor Dolan.
[59:24] » Yes.
[59:25] » Councilor Galvan.
[59:26] » Yes.
[59:27] » Deputy Mayor?
[59:28] » Yes.
[59:28] » Mayor?
[59:29] » Yes.
[59:30] » Motion carries.
[59:32] » Thank you.
[59:34] » Moving on to item e, surface
[59:36] transportation block grant applications
[59:38] for Lincoln Avenue resurfacing projects.
[59:41] Mr. Mejia.
[59:43] » Thank you again, uh, Mayor and Council.
[59:45] Yakima Valley Conference of Governments,
[59:47] YVCOG, currently has a call for projects
[59:50] open to preserve only projects through
[59:52] the surface transportation, uh, block
[59:54] grant, which is STBG program. Each
[59:57] jurisdiction is encouraged to submit up
[1:00:00] to two applications for this funding
[1:00:02] cycle. Each application has a maximum
[1:00:04] funding of $1 million STBG is a federal
[1:00:08] funding, uh, program that typically
[1:00:10] requires a 13.5%
[1:00:13] local match. However, toll credits may
[1:00:15] [snorts] be available to fund the match.
[1:00:18] If the toll credits are not available,
[1:00:20] the city would be required to provide
[1:00:21] the local match up to $135,000
[1:00:25] for each project selected for funding.
[1:00:27] The city is proposing to submit two
[1:00:29] applications for Lincoln Avenue
[1:00:31] resurfacing project between 6th Street
[1:00:33] and 16th and, uh, 16th Street. Lincoln
[1:00:36] Avenue, uh, currently has extensive
[1:00:39] extensive cracks and patchwork from
[1:00:41] various utility replacements and
[1:00:43] upgrades. The proposed project would
[1:00:45] improve the appearance of the corridor,
[1:00:48] extend the useful life of the roadway,
[1:00:50] and include ADA compliant upgrades to
[1:00:52] improve safety and accessibility.
[1:00:55] Construction is anticipated in 2028
[1:00:58] to 2029.
[1:01:00] And I can answer any questions if you
[1:01:02] have any.
[1:01:03] » Initial questions?
[1:01:06] Go ahead, uh, Councilor Watson.
[1:01:08] » So, here it says that, um, it'll require
[1:01:11] a 13.5 local match, and it's still
[1:01:14] unsure, we're still unsure if toll
[1:01:16] credits will be available to fund that
[1:01:18] match. So, it's kind of like, if if they
[1:01:21] can cover that, then they will, but if
[1:01:23] not, then the city will definitely have
[1:01:24] to give the match of 135,000.
[1:01:27] » Correct. But as of right now, we have
[1:01:30] toll credits that are going to be
[1:01:31] funding for the First and Lincoln, so
[1:01:33] hopefully we'll still have some leftover
[1:01:35] and be able to use it as these.
[1:01:38] » Okay. More or less, like how likely are
[1:01:40] we to be able to get um everything
[1:01:42] covered? Any idea?
[1:01:44] » That I would have to ask YVCOG and
[1:01:46] washed out to find out how many total
[1:01:48] credits we do actually have.
[1:01:50] So, I can reach out to them and see what
[1:01:52] what our total amount is.
[1:01:54] » Okay. Um just
[1:01:56] » Marlondo,
[1:01:57] » [clears throat]
[1:01:57] » Do you have anything?
[1:01:58] » No.
[1:02:01] Um so, the purpose of this call for
[1:02:03] project is initially they're trying to
[1:02:05] create a prioritization list of
[1:02:07] projects. So, all of these projects are
[1:02:09] going to be taken into account and
[1:02:10] create this major list. And so, I think
[1:02:12] from that is where the
[1:02:14] whoever is on that list um first come,
[1:02:16] first serve essentially for the toll
[1:02:18] credits is what it's going to be.
[1:02:20] » And and
[1:02:21] » Madam Mayor, go ahead.
[1:02:23] » Um I think too uh one of with this
[1:02:26] particular you know, with the as with
[1:02:28] the First Street and Yakima Valley
[1:02:29] Highway in our section, the Lincoln
[1:02:31] project is uh part of our uh six-year
[1:02:34] street plan.
[1:02:35] » Right. So, it's part of the
[1:02:36] » Yeah. So, that that also uh adds some
[1:02:39] weight to the prior
[1:02:41] prior
[1:02:41] » Prioritization
[1:02:42] » Yeah, thank you. Uh with um moving
[1:02:45] forward and the YVCOG's uh
[1:02:47] transportation um
[1:02:49] committee has been very active and very
[1:02:52] proactive in getting money to the lower
[1:02:54] valley uh
[1:02:56] um via these kinds of projects. And so,
[1:02:59] we're real lucky that that we're um
[1:03:02] on [clears throat] on that list. And uh
[1:03:05] uh I've heard quite a bit of
[1:03:07] conversation about this, so I'm really
[1:03:08] excited that that's moving our way, so.
[1:03:12] » Excellent.
[1:03:13] » And you're a part of those conversations
[1:03:14] through the executive committee.
[1:03:15] » Executive committee on YVCOG, yes.
[1:03:17] » Thank you Deputy Mayor. Go ahead
[1:03:19] Counselor Woska.
[1:03:20] » Yeah, so quick question. Like so the
[1:03:21] 135, let's say we do we move forward.
[1:03:24] Like I'm I'm just kind of thinking more
[1:03:25] futuristically, but um let's say we do
[1:03:27] get a portion of this covered um by the
[1:03:30] toll fund. And let's say that the city
[1:03:32] would have to pay some out-of-pocket
[1:03:33] expense. Let's say an example 135 for
[1:03:36] another um part of the project since
[1:03:38] there will be multiple. Um and that's
[1:03:41] for the city of it's a finance question.
[1:03:43] Um do we have anything budgeted or
[1:03:45] allocated like any money's available for
[1:03:47] us to be able to cover one of these
[1:03:48] project total amounts? So an example
[1:03:51] would be 135.
[1:03:52] » If for example, if you guys do approve
[1:03:55] this, um then it would definitely be
[1:03:57] taken into consideration when budgeting.
[1:03:59] So if it's approved, then we would
[1:04:02] and safeguard and saying, "Okay, well,
[1:04:05] 135 will be maybe an expense, but we
[1:04:08] would kind of wait until
[1:04:11] we've know what the answer is going to
[1:04:12] be. Um but again, if the way I'm looking
[1:04:15] at it from a finance standpoint,
[1:04:17] it's a 13% match compared to like the $1
[1:04:20] million. And it's something that's
[1:04:22] already on the list. And so that from a
[1:04:24] finance standpoint, that's the way I
[1:04:25] look at it. If it were half and half,
[1:04:28] then it would be way more up for
[1:04:29] discussion because I'm like, "Okay,
[1:04:30] well, it's half and half. I mean, we're
[1:04:32] still going to have to put the 500,000."
[1:04:34] But because it's a 13% match, this is
[1:04:36] one of the ones that I've seen that it's
[1:04:38] like, "Okay, yeah."
[1:04:40] » Kind of like a like
[1:04:42] a no-brainer pretty much. Okay.
[1:04:44] » And it is expended within a year's
[1:04:47] reimbursement.
[1:04:48] » Go ahead uh
[1:04:49] Counselor Galvan.
[1:04:51] » So
[1:04:51] you guys were just talking about the
[1:04:52] 6-year transportation plan and and you
[1:04:55] know, luckily I have 20 tabs up here
[1:04:57] that I never get to close. And I went
[1:04:59] back to when we were talking about our
[1:05:01] 6-year plan and I don't see this project
[1:05:03] on the 6-year.
[1:05:05] So I mean, I know it's a it's a good
[1:05:06] project. You know, we if we could get
[1:05:08] the funding, but if we're going to if
[1:05:11] we're going to have a plan, a 6-year
[1:05:12] plan.
[1:05:14] I guess we should kind of follow it.
[1:05:16] » Correct.
[1:05:17] Um so with this plan with this and it's
[1:05:20] coordinating with our 9th and Lincoln.
[1:05:23] Um when we have opened up 9th and
[1:05:25] Lincoln, we found a lot of voids also in
[1:05:28] that road. Um so that's why
[1:05:31] we thought it would be a great idea to
[1:05:32] get that can taken care of um because
[1:05:35] underneath the road, like I said, we
[1:05:37] found many voids.
[1:05:39] Um and we wanted to obviously
[1:05:41] thought about how can we fix this
[1:05:43] without taking more money out of uh
[1:05:46] that's going to cost to the city.
[1:05:48] So that's why we were
[1:05:50] being proactive and looking at projects
[1:05:52] that we can. Obviously we've decided
[1:05:54] this one and that's why we were saying
[1:05:57] we would like to move forward.
[1:05:58] » For Oh, can I ask a a So just just to
[1:06:02] Councilman Galvan's point, um for the
[1:06:04] sake of of following the plan, when new
[1:06:07] projects are maybe identified that um um
[1:06:12] like you did for for for the street, um
[1:06:14] would it be a better practice to come to
[1:06:18] council so we can amend the 6-year tip
[1:06:21] um moving forward so we know that it's
[1:06:24] in it's like documented?
[1:06:27] » Definitely. I I'm I apologize for that.
[1:06:29] I I should have brought it to you guys
[1:06:30] your eyes' attention and uh yeah, well I
[1:06:33] mean I definitely can talk to HOA and
[1:06:35] see if we can uh amend our 6-year tip um
[1:06:38] to be part of that.
[1:06:40] » Um go I'm going to go to Counselor
[1:06:42] Galvan or sorry, I'm sorry I'm sorry
[1:06:44] Counselor Chavez and then I'll I'll come
[1:06:46] back to you Counselor Vasquez.
[1:06:47] » So I'm looking at this and you're
[1:06:49] talking about just resurfacing the
[1:06:52] Lincoln, correct?
[1:06:53] » Yes.
[1:06:54] » Now I also heard you say that you got
[1:06:56] were being proactive.
[1:06:57] Are we also being proactive to find if
[1:06:59] we start to resurfacing, we might find
[1:07:01] some some stuff that just probably we
[1:07:03] don't want to find?
[1:07:04] Um you did mention what?
[1:07:07] » The voids.
[1:07:08] Correct.
[1:07:09] » When you mentioned voids, what does that
[1:07:10] mean?
[1:07:11] » Voids are what I mentioned by voids is
[1:07:13] uh, underneath the road, there are
[1:07:16] pockets of no dirt, no rock, anything
[1:07:19] under there. The only thing that's
[1:07:21] holding up is asphalt. So, when we found
[1:07:24] those, obviously we had to repair those
[1:07:26] prior to resurfacing with the asphalt
[1:07:28] that we have right now.
[1:07:30] So, we want to make sure moving ahead
[1:07:33] that that road is going to be void free,
[1:07:37] and we want to make sure, obviously with
[1:07:38] the buses, the heavy buses going down
[1:07:41] it, many vehicles are traveling down it,
[1:07:43] that we will not uh, have any collapse
[1:07:47] in the road to able to hurt uh, our
[1:07:50] resident or suffer our our insurance and
[1:07:53] our put another black eye on our city.
[1:07:56] » Yeah, I'll go ahead. Counselor, I think
[1:07:57] Counselor Vasquez had her hand up and
[1:07:59] then I'll come to you, Deputy Mayor.
[1:08:00] » Yeah, no, I was just going going to
[1:08:02] agree with our with Mayor Pro Tem just
[1:08:03] because I agree, you know, like if all
[1:08:05] of a sudden we found a new project that
[1:08:07] we need to set as a new priority, um,
[1:08:10] for us just kind of like be like be told
[1:08:12] or notified and that way we can amend.
[1:08:14] Just because right now I feel like it
[1:08:15] was just like news to all of us and then
[1:08:17] it becomes like kind of like a surprise
[1:08:18] and
[1:08:19] » No, I I understand and and I I do
[1:08:20] apologize for that, but I will make sure
[1:08:23] I do better at bringing that to
[1:08:25] everybody's attention and
[1:08:26] » Yeah, and just most definitely like if
[1:08:28] it becomes a new priority cuz you know,
[1:08:29] it's some something unexpected and it's
[1:08:31] bound to happen, but just for it to kind
[1:08:34] of come towards city and council, that'd
[1:08:37] be really good. And you you're okay, but
[1:08:39] just moving forward, thank you.
[1:08:40] » Yes, I will definitely be doing that.
[1:08:42] » Okay, um, I'll Deputy Mayor and then
[1:08:44] Counselor Dolan.
[1:08:46] » Um, what I'm thinking is is you you
[1:08:48] found this while you were working on the
[1:08:50] the lift station there on the corner of
[1:08:52] 9th and Lincoln. Is that where you
[1:08:53] discovered that there was some problems
[1:08:55] with Lincoln Avenue?
[1:08:57] » Yes, ma'am.
[1:08:57] » And so in in a and I think I heard the
[1:08:59] word preservation as part of the money
[1:09:02] coming um,
[1:09:04] from this
[1:09:05] looking for this this this block funding
[1:09:08] preservation of
[1:09:11] arterial really I think Lincoln can be
[1:09:13] considered an arterial so it's sort of
[1:09:16] an emergency sort of situation too is
[1:09:18] that would that be true to say?
[1:09:22] » There's two parts to it.
[1:09:24] It can be an emergency yes but right now
[1:09:26] with the way the road is it is perfectly
[1:09:29] safe.
[1:09:30] We just want to prevent and perhaps you
[1:09:33] know any more further voids or holes
[1:09:37] underneath the ground that we do not see
[1:09:39] or on the underneath the sidewalks also
[1:09:41] to be able to be able to collapse.
[1:09:44] Obviously it's pretty sturdy right now
[1:09:46] if we don't move any dirt you know if it
[1:09:48] ain't broken don't fix it but you know
[1:09:50] we we want to prevent that.
[1:09:52] » Okay
[1:09:53] counselor Dolan.
[1:09:55] » So did you think maybe the
[1:09:58] the station leaking might have had
[1:10:00] something to do with those voids?
[1:10:01] » It could we did find one
[1:10:03] couple of
[1:10:05] storm water
[1:10:08] piping that were leaking
[1:10:10] we noticed that we did have a belly in
[1:10:13] one that was making some of the water
[1:10:16] push back and leaking out the
[1:10:19] out the joints. We did find a clog in
[1:10:22] there at the same time so we remove that
[1:10:25] clog and hopefully we got everything
[1:10:26] going so there is no back pressure when
[1:10:29] the the pumps turn off. So but we want
[1:10:32] to prevent that and re-look at that cuz
[1:10:33] that is very old piping down there it's
[1:10:37] old concrete
[1:10:38] piping
[1:10:39] and we want to make sure that you know
[1:10:41] we take care of it.
[1:10:44] » For the record so this is just an
[1:10:46] approval to allow you to submit an
[1:10:50] application.
[1:10:51] » Correct.
[1:10:51] » So we might not even get the money.
[1:10:53] » Not even get it so it's just to allow us
[1:10:56] to submit the application and cross our
[1:10:58] fingers.
[1:10:59] » And then we'd come back and and discuss
[1:11:00] more.
[1:11:01] » Correct.
[1:11:01] » Once once that bridge is crossed. Okay.
[1:11:03] » Marla, would you address the timing of
[1:11:05] this? Wasn't there a timing issue and
[1:11:07] that was really what drove it because
[1:11:08] this project was just completed here
[1:11:11] like a month ago. So
[1:11:13] it's an accelerated project cuz of the
[1:11:15] of the urgency of what we found, but
[1:11:17] it's also connected to the timing of
[1:11:19] Yolo County.
[1:11:20] » Yes, I will say this is one of the
[1:11:21] shorter turnaround times for for Yolo
[1:11:23] County's applications. Um and so the
[1:11:25] timing didn't quite fit to bring it to
[1:11:27] study session last week. Um and so
[1:11:29] that's why we're bringing it today at to
[1:11:31] council.
[1:11:32] Um and then there's also the opportunity
[1:11:34] to select what year um
[1:11:36] the city would like to build this. Um so
[1:11:39] the earliest could be next year, so in
[1:11:40] 2027 um to authorize
[1:11:43] design and then um go through to
[1:11:46] construction. And the latest would be in
[1:11:48] 2030. So um the city does have the
[1:11:51] ability to to decide when they'd like to
[1:11:54] to pursue this.
[1:11:55] Thank you. Thank you for that.
[1:11:57] Go ahead.
[1:11:58] » Just just you know, I I do I like the
[1:12:01] project. But if we if we do go forward
[1:12:03] with this, I I also want to make sure
[1:12:05] that I know there's a schedule for the
[1:12:06] chip the seal chipping or what's it
[1:12:08] called? Chip and seal?
[1:12:10] Just just so make sure you guys are on
[1:12:12] the same page, right? We're going to
[1:12:13] work on this section of road in 2029.
[1:12:17] You know, probably don't chip seal it.
[1:12:19] » No. No, no. And the chip seal is
[1:12:21] actually going to be on um
[1:12:23] that'll be
[1:12:24] 16th.
[1:12:25] » Mhm.
[1:12:26] » That's where [clears throat] the chip
[1:12:26] seal is going to be at. It won't be any
[1:12:28] anywhere near out here on Lincoln.
[1:12:30] » But there's different sections of the
[1:12:32] city, right? That there's a schedule or
[1:12:33] rotation every
[1:12:34] » Correct. Yes.
[1:12:35] » Yes, so working with my street
[1:12:36] department supervisor, we will make sure
[1:12:38] we coordinate with each other and make
[1:12:40] sure that obviously if we do if we do
[1:12:43] get the grant and or you council allows
[1:12:46] us to apply for it and receive it, we
[1:12:48] will coordinate with each other to make
[1:12:49] sure that obviously we don't chip seal
[1:12:51] it because obviously we want to make
[1:12:52] sure we repair it. So, I will definitely
[1:12:54] work with my street supervisors.
[1:12:56] » Thank you.
[1:12:57] » You're welcome.
[1:12:57] » Thank you. Okay.
[1:12:59] » Um just
[1:13:00] » Go ahead.
[1:13:01] » Just one thing. Um so, in the meantime,
[1:13:03] we need to be be sure that we have this
[1:13:06] on our on our trans 6-year
[1:13:08] » Yes, I I will work with HLA and see work
[1:13:11] with Y B Cocke to
[1:13:12] » Get it moved on and bring it back to us
[1:13:14] so we can approve it.
[1:13:15] » Yes, ma'am.
[1:13:15] » Right. Okay. I think everybody would
[1:13:17] feel a little more comfortable if we we
[1:13:19] do that.
[1:13:19] » Yeah.
[1:13:20] » So, with that, I would like to make the
[1:13:22] motion to
[1:13:24] approve a resolution authorizing interim
[1:13:26] city manager to submit two applications
[1:13:29] for surface transportation block funding
[1:13:32] for Lincoln Avenue resurfacing projects
[1:13:34] between 6th Street and 16th Street for a
[1:13:38] total project cost not to exceed is that
[1:13:41] a million?
[1:13:42] » Yes, ma'am.
[1:13:42] » Mhm.
[1:13:43] » Thank you.
[1:13:44] Uh $1 million.
[1:13:46] » I'll second.
[1:13:47] » Okay.
[1:13:48] Motion by
[1:13:49] Deputy Mayor and seconded by Counselor
[1:13:52] Galvan.
[1:13:54] Is there further discussion?
[1:13:57] Okay. Hearing none.
[1:13:59] Counselor Chavez?
[1:14:00] » Yes.
[1:14:01] » Counselor Vasquez?
[1:14:02] » Yes.
[1:14:03] » Counselor Dolan?
[1:14:04] » Yes.
[1:14:05] » Counselor Galvan?
[1:14:06] » Yes.
[1:14:06] » Deputy Mayor?
[1:14:07] » Yes.
[1:14:08] » Mayor?
[1:14:09] » Yes.
[1:14:09] » Motion carries.
[1:14:11] » Thank you so much.
[1:14:12] » Thank you, Miranda.
[1:14:14] Thank you, Hector.
[1:14:15] And thank you both.
[1:14:17] » And thank you, Fu.
[1:14:18] » Okay. Moving on to
[1:14:20] item nine.
[1:14:22] Um is there I think we have another
[1:14:24] list.
[1:14:31] » Should make Steve get up and say how how
[1:14:33] he's related to Sunnyvale.
[1:14:38] » Thank you.
[1:14:40] Okay.
[1:14:41] It looks like um there is no one signed
[1:14:44] up.
[1:14:47] And so, that moves us into item 10.
[1:14:52] Items from council members.
[1:14:55] Item A, mayor's appointments for boards
[1:14:58] and commissions. So um council, we have
[1:15:01] two applications for the planning
[1:15:02] commission. One is a reapplication
[1:15:05] and or resubmission of an application
[1:15:07] for a reappointment for Esteban Ruiz who
[1:15:10] has already been sitting on the planning
[1:15:12] commission. And you all should have
[1:15:15] received a new application for Javier
[1:15:17] Izquierdo
[1:15:18] um for also the planning commission.
[1:15:21] Neither of them could make it here
[1:15:22] tonight. Um but you both you have both
[1:15:25] of their applications and um I'll go
[1:15:27] ahead and start with initial questions.
[1:15:33] Go ahead.
[1:15:33] » I just want to make sure that um at
[1:15:35] least you at the as the mayor talk to
[1:15:37] them and and make sure that they are
[1:15:39] committed to attending the planning
[1:15:40] commission cuz that's a really important
[1:15:43] commission to
[1:15:44] » Yeah, and yeah, thank you uh counselor
[1:15:46] Galvan. For the record, um the rules
[1:15:48] committee did meet last week to go over
[1:15:50] the applications. Um and after that um I
[1:15:54] I did reach out to well, Katie had
[1:15:56] already reached out and confirmed with
[1:15:58] Esteban and also um [clears throat]
[1:16:01] Javier. Um we have not incorporated
[1:16:05] doing um official
[1:16:08] interviews yet, but that is something in
[1:16:11] the works for the rules committee and we
[1:16:14] are planning to bring that forth to you
[1:16:16] all for an amendment in procedures um or
[1:16:19] the SMC. Um so it's a little bit of some
[1:16:22] work that we're planning to do moving
[1:16:23] forward
[1:16:24] um so we can do some official
[1:16:26] interviewing for future applications.
[1:16:33] » But just on that same
[1:16:35] » Go ahead.
[1:16:36] » On that same uh
[1:16:38] vein, [clears throat] we we had looked
[1:16:40] at both of their applications. Uh of
[1:16:42] course Mr. Ruelas has been on the
[1:16:44] uh uh commission before and and and
[1:16:47] indicated he would like to to continue.
[1:16:50] And Mr. Harvey, I can't say his last
[1:16:52] name but Javier
[1:16:54] said that he was he was dedicated to to
[1:16:58] being part of this planning commission.
[1:16:59] He's also he's in construction
[1:17:02] » And development.
[1:17:03] » He's in development. And so
[1:17:06] he has an interest in how how how this
[1:17:09] commission works, how the planning
[1:17:11] commission works. And I think we're also
[1:17:12] planning on doing once once they're
[1:17:14] approved, we're planning on doing some
[1:17:17] onboarding with these candidates as we
[1:17:19] move forward as well.
[1:17:21] Making sure they understand what the
[1:17:23] planning commission is about and we plan
[1:17:25] to move one of the things that the rules
[1:17:27] committee has has has uh
[1:17:30] committed themselves to is making sure
[1:17:32] some of these things are included as
[1:17:33] part of the the rules
[1:17:36] SMA SMCs as we move forward. That
[1:17:39] they're going to things like the
[1:17:40] onboarding and teaching trainers to be
[1:17:42] trainers. And there's a couple of
[1:17:43] different things that we want to make
[1:17:45] sure that rules
[1:17:47] uh is the place where that all kind of
[1:17:48] resides.
[1:17:50] But the yes, we have those two folks.
[1:17:52] » Go ahead, Council Chavez.
[1:17:54] » Well, I think um
[1:17:55] you know, the fact that both of them are
[1:17:58] have a lot of invested into our
[1:18:00] communities really big. They both
[1:18:04] businesses here. They've
[1:18:06] put a lot and brought a lot to our
[1:18:08] community. So I'm glad that to see both
[1:18:10] of them on there.
[1:18:12] » Go ahead, Council Dolan.
[1:18:13] » Would there be
[1:18:14] is that something that
[1:18:16] your interviews would that be for all of
[1:18:19] council or just the committee?
[1:18:21] » The rules.
[1:18:23] in practice, the rules committee has
[1:18:25] been spearheading them. I think it
[1:18:27] started with Council Galvan and and I
[1:18:29] believe Dean Bosma at the time and then
[1:18:30] you you were a part of. So as of right
[1:18:33] now, we have it planned for the rules
[1:18:35] um, committee to um, lead those
[1:18:38] interviews along with the city clerk and
[1:18:40] I think the city
[1:18:42] think we invited you, right?
[1:18:44] participate
[1:18:45] So, that's where they have lived and
[1:18:47] that's where we plan for them to
[1:18:48] continue being conducted through through
[1:18:50] the rules committee.
[1:18:52] » So, would there be a chance of getting
[1:18:54] uh, that to um,
[1:18:56] in front of the council that can make it
[1:18:58] to those
[1:18:59] to interview those? I mean, to
[1:19:02] be a part of the interview process or
[1:19:04] it's not.
[1:19:06] » We
[1:19:07] » You would struggle with a quorum.
[1:19:09] » Yeah, we would probably fall right into
[1:19:13] » I mean, as long as you're under four,
[1:19:14] right?
[1:19:15] » Into that problem. Um,
[1:19:17] if I would be agreeable if you all
[1:19:21] strongly want to be or participate um,
[1:19:23] in any of these um, interviews to have
[1:19:26] like a rotation just like you all have
[1:19:28] been doing in the finance committee.
[1:19:30] Pretty much. Um, so I would I would be
[1:19:32] open to that as these applications come
[1:19:34] in and you'll flag someone who you would
[1:19:36] really want to be in the interview
[1:19:38] process and if it works we can all at
[1:19:41] least I would be open to that.
[1:19:43] » Um, Madam Mayor
[1:19:44] » Go ahead.
[1:19:45] » One of the other things that we could
[1:19:46] uh, probably [clears throat] look at
[1:19:47] doing too is and I think we did this um,
[1:19:50] uh,
[1:19:51] the last time that we did interviews is
[1:19:53] we actually had questions submitted to
[1:19:55] us about that we would that we asked the
[1:19:58] candidates. So, if there if any of the
[1:20:00] other council members had some questions
[1:20:02] they wanted after they looked at the uh,
[1:20:05] applications uh, if they had then said,
[1:20:08] oh, can you can we find out more about
[1:20:10] this issue or that issue? Then then that
[1:20:13] would be something that the rules
[1:20:14] committee interview team
[1:20:16] uh, would would be uh,
[1:20:18] uh,
[1:20:19] take into account.
[1:20:21] So, that might be one way to avoid the
[1:20:23] the quorum situation.
[1:20:25] » Yeah, we can we can definitely
[1:20:26] » Um,
[1:20:27] » Have all
[1:20:28] Well, I think part of in practice um, as
[1:20:31] we're developing the questions it would
[1:20:33] be great to hear from all of council as
[1:20:35] those questions are being developed, um,
[1:20:37] and until we get them
[1:20:39] right. Um, go ahead, Katie. I know
[1:20:42] you've had your hand up.
[1:20:44] » Yeah, I think we're getting a little
[1:20:46] ahead of ourselves on this. Like,
[1:20:47] there's been no actual plans made about
[1:20:50] interviews. So, I just want to keep us
[1:20:53] on the right track.
[1:20:53] » In discussion.
[1:20:54] » No, no, no, no official, uh, plans. Um,
[1:20:58] this was this just has been an ongoing
[1:21:00] discussion with Katie and Miranda
[1:21:01] actually. Just yesterday we were in a
[1:21:02] meeting for the for the agenda with with
[1:21:04] Mr. Haley and,
[1:21:06] uh, we spent quite some time discussing,
[1:21:08] um, practice improvements and part of it
[1:21:11] was bringing back the interview process
[1:21:13] and then also establishing an onboarding
[1:21:15] process. But, um, like we mentioned
[1:21:17] before, um, the Rules Committee is going
[1:21:19] to spearhead a lot of that work and
[1:21:21] hopefully bring it back during a work
[1:21:22] session, um, where we can fit this in.
[1:21:25] So, the entire council can get to
[1:21:27] participate in workshopping.
[1:21:30] Um, but going back to Esteban and
[1:21:33] Javier, um, is there any other questions
[1:21:35] about their applications?
[1:21:38] And if not, if there's no objection to
[1:21:41] motioning to approve both at the same
[1:21:42] time,
[1:21:44] I could entertain that motion.
[1:21:45] » No objections. Does anyone have
[1:21:47] objections?
[1:21:48] » I'd like to echo, um,
[1:21:49] » [clears throat]
[1:21:51] » Councilman Chavez's, uh,
[1:21:53] words about those two guys and I I think
[1:21:56] they're a good fit.
[1:21:59] » Well, then
[1:22:00] » I'll make a mo-
[1:22:00] » I'd [clears throat] I'd like to make a
[1:22:01] motion.
[1:22:02] » Okay.
[1:22:02] » Um, I'd like to make a motion, uh, to
[1:22:04] reappoint Esteban Reis and appoint
[1:22:06] Javier Izquierdo to the Planning
[1:22:08] Commission for terms ending June 30th,
[1:22:11] 2030.
[1:22:12] » I'll second.
[1:22:13] » Got a motion by Counselor Chavez,
[1:22:15] seconded by Counselor Galvan. Is there
[1:22:17] further discussion
[1:22:19] on their appointments?
[1:22:22] Hearing none,
[1:22:23] Counselor Chavez?
[1:22:24] » Yes.
[1:22:25] » Counselor Vasquez?
[1:22:26] » Yes.
[1:22:27] » Councilor Dolan?
[1:22:28] » Yes.
[1:22:29] » Councilor Daval Galvan?
[1:22:30] » Yes.
[1:22:31] » Deputy Mayor?
[1:22:32] » Yes.
[1:22:32] » Mayor?
[1:22:33] » Yes.
[1:22:34] » Motion carries.
[1:22:36] And they were supposed to be with us
[1:22:38] today in the case their applications
[1:22:40] went through um
[1:22:42] for swearing in but neither of them were
[1:22:43] able to participate. Um so we will have
[1:22:47] Katie um do the swearing in and at their
[1:22:50] next planning commission meeting.
[1:22:54] Moving forward with um B, other reports,
[1:22:56] announcements, other questions by
[1:22:57] council. I will start with you,
[1:22:58] Councilor Chavez.
[1:23:01] » I have none right now. I actually I do
[1:23:04] have a kind of quick question for um for
[1:23:07] Hector. Just want to get still an update
[1:23:10] for Lincoln when we will have a complete
[1:23:13] complete it done on that. I did see that
[1:23:15] they paved.
[1:23:17] Uh is there going to be an exit coming
[1:23:18] out from the school?
[1:23:20] » No, that that uh will be for us when uh
[1:23:24] we have our uh
[1:23:26] vac truck up there. So if we need to vac
[1:23:28] anything out or uh
[1:23:30] unplug a line.
[1:23:32] » Okay.
[1:23:32] » So that's what that's for. Um so right
[1:23:35] now everything's on suspension. Um we're
[1:23:37] still waiting on uh some panels and the
[1:23:40] pumps that should be able to be arriving
[1:23:42] November, December.
[1:23:44] So um and then we'll get a fence back up
[1:23:47] also.
[1:23:48] » Okay. I also want to ask really quick in
[1:23:50] regards to the post for the park. I
[1:23:53] really want to continue moving with
[1:23:55] this.
[1:23:56] So I know that um Councilor Dolan told
[1:23:58] me that he'd be talking with uh Ken Evan
[1:24:00] in regards to that. So hopefully we get
[1:24:02] some good news on that cuz
[1:24:04] it this has to happen this year. I don't
[1:24:06] want to wait for it to happen next year.
[1:24:08] Even if we have the poles up this year
[1:24:10] and then we can do the rest.
[1:24:11] » No, yeah. Mr. Dolan Councilman Dolan and
[1:24:14] I will uh he's going to go meet with uh
[1:24:16] Ken Evan the
[1:24:19] Ken the manager I believe you say it is.
[1:24:22] Big guy over there.
[1:24:23] And then uh uh
[1:24:25] And then he he and I will get together
[1:24:28] and we'll come up with an idea to make
[1:24:30] sure we can get those in. We have been
[1:24:32] in talks
[1:24:33] about getting Sonic tubes and get those
[1:24:35] concreted in and move forward for there.
[1:24:38] » Okay. Thank you.
[1:24:40] Council Vasquez?
[1:24:42] » Yeah, so we all received an an
[1:24:44] invitation and I just wanted to share it
[1:24:45] with the public. So the Edison lot will
[1:24:47] be coming here in Sunnyside.
[1:24:49] And it'll be September's Saturday,
[1:24:52] September 19th, 2026. The grand opening
[1:24:55] will be from 2:00 p.m. till 9:00 p.m.
[1:24:58] And the ribbon cutting ceremony in which
[1:25:00] we're all invited to will be held at
[1:25:02] 3:00 p.m. And just announcing it to the
[1:25:04] public. If you guys want to participate,
[1:25:06] they'll be open from 2:00 to 9:00. And
[1:25:08] I'm sure we'll announce something like
[1:25:10] the address. I believe it's right next
[1:25:11] to like
[1:25:12] the bowling alley, if I'm correct.
[1:25:15] » Yeah, yeah. Straight there in that
[1:25:16] little
[1:25:17] » Yeah. And then just to Hector, I so I
[1:25:19] actually went out of town far away all
[1:25:22] all Labor Day weekend. So I've been gone
[1:25:24] and I got a lot of emails in the
[1:25:26] meantime and I'll I'll be responding
[1:25:27] just so we can set another date. Because
[1:25:29] I barely received your your emails cuz I
[1:25:32] had no access to
[1:25:34] Yeah, I had no access. I was out camping
[1:25:36] all weekend. So I was far away and no
[1:25:39] access to nobody. So it was really good.
[1:25:42] But [clears throat] I'll be rescheduling
[1:25:44] something with you. I just saw your
[1:25:45] email and I said, oh, I had no
[1:25:46] connection. So I'm barely seeing them.
[1:25:48] » No, no not a problem. Yeah, we'll
[1:25:50] definitely get together. And the
[1:25:51] invitations to everybody also. I believe
[1:25:53] everybody got the invitation saying that
[1:25:55] if if you'd like to come see some wells,
[1:25:57] myself and Mr. Garza would like, you
[1:25:59] know, to provide you
[1:26:01] a ride along. You guys can ride in my
[1:26:02] truck and uh
[1:26:04] And then we can go from there.
[1:26:05] » Perfect. Thank you, Hector.
[1:26:07] Dylan?
[1:26:09] » Uh
[1:26:10] well, I was
[1:26:12] kind of out of touch there for a little
[1:26:14] while,
[1:26:15] but there were lots of fish around us,
[1:26:17] we did quite well up in Alaska.
[1:26:20] I recommend it for anybody that likes to
[1:26:22] fish. There's [clears throat]
[1:26:24] pulling up a 80-lb
[1:26:27] halibut is a lot of fun.
[1:26:30] » Sounds like a lot of work, too.
[1:26:32] » But then the eating is
[1:26:35] the best part.
[1:26:36] » [laughter]
[1:26:40] » Councilor Godwin.
[1:26:42] » Nothing to report.
[1:26:43] » Deputy Mayor.
[1:26:44] » Yeah, I have a couple of
[1:26:46] First of all, I wanted to thank Mr.
[1:26:48] Mejia for sending out the information on
[1:26:51] the
[1:26:52] what was it you sent us to the questions
[1:26:54] regarding the well six. And I'm thinking
[1:26:58] we're going to be bringing that back
[1:26:59] before council
[1:27:01] at a later date. So but do I wasn't
[1:27:04] really clear they answered the question,
[1:27:05] but I didn't feel like they answered the
[1:27:07] question.
[1:27:08] I felt like a little bit of a runaround
[1:27:10] there. So maybe we can
[1:27:11] » Most definitely.
[1:27:12] » But that'll come up later. I had a Yeah,
[1:27:15] so thanks for that. I did have a
[1:27:17] question quick on those there's some
[1:27:19] metal poles there on between what used
[1:27:23] to be the Safari and now Miss Vasquez's
[1:27:27] sandwich shop. There's some metal poles
[1:27:30] there.
[1:27:31] Why are those there? Do you happen to
[1:27:32] know?
[1:27:33] » Are you talking about the empty lot
[1:27:34] that's there?
[1:27:35] » Yes, the empty lot.
[1:27:35] » So I believe someone
[1:27:38] bought that lot
[1:27:39] » Oh.
[1:27:39] » And they put up a fence.
[1:27:40] » Oh, that's what they're planning? I
[1:27:42] haven't Yeah. Hasn't the owner
[1:27:44] » He has the owner. So yeah, there's a
[1:27:46] fence
[1:27:47] I just saw today that they would put up.
[1:27:49] » Oh, I had the last time I drove by there
[1:27:52] was just the poles.
[1:27:53] » So yeah, just just this afternoon it was
[1:27:55] a black fence that was put up and on
[1:27:58] both sides in the alley and towards the
[1:28:00] street.
[1:28:00] » I okay and I that's that's really cool.
[1:28:03] » Nothing to do with city on business.
[1:28:05] That's all.
[1:28:05] » No. None, but there there changes the
[1:28:09] landscape there. So that was why I had a
[1:28:12] question, and if it's a new business,
[1:28:13] that's city business, that's pretty
[1:28:15] cool. Um the other thing too, I had a
[1:28:18] quick question in regards to
[1:28:21] I understand that there's a missing
[1:28:23] piece of the Centennial stage, and it's
[1:28:27] the one that's it's a big bar that goes
[1:28:30] across the the north
[1:28:32] uh side of the the uh the gazebo, the
[1:28:35] bandstand there.
[1:28:37] » I have not heard anything about that.
[1:28:39] » Well, it's not there.
[1:28:41] » Okay, I will definitely look into
[1:28:42] » Maybe it's just been stored someplace
[1:28:44] secret.
[1:28:45] » I will I will look into that tomorrow
[1:28:47] and find out.
[1:28:48] » I know they probably want that out of
[1:28:49] there anyway, cuz they'll probably put a
[1:28:51] stage on there for for Sunshine Days.
[1:28:54] But, it wasn't there. Um I think was it
[1:28:57] you that mentioned it to me, Tom, that
[1:29:00] that that that bar was missing?
[1:29:02] » Yes.
[1:29:03] » Yeah.
[1:29:03] » And uh
[1:29:05] gone somewhere else.
[1:29:06] » Yeah, we don't Yeah.
[1:29:08] » It's a heavy wall. It's a schedule 80.
[1:29:09] » Easy to pack around.
[1:29:11] » Okay, I will I will definitely look into
[1:29:14] that and uh see what I what information
[1:29:16] I can gather.
[1:29:17] » Yeah, there's a fall issue.
[1:29:19] » Yeah.
[1:29:19] » Yeah, especially. Yeah, with people
[1:29:21] wanting to be up on top of that. I do
[1:29:23] have just a couple of other reports.
[1:29:25] Thank you for that. Just [clears throat]
[1:29:26] if that if I can
[1:29:29] extend my 3 minutes to maybe
[1:29:31] » If it's city business related, I will
[1:29:33] allow it.
[1:29:33] » Oh, thank you. Uh so, I did want to say
[1:29:36] that I had a telephone conversation with
[1:29:39] Juan uh B- uh
[1:29:41] Ber- Berber uh from the state auditor's
[1:29:44] office this
[1:29:45] uh Tuesday. Yesterday, Tuesday was
[1:29:48] really a super busy uh day with first at
[1:29:51] 10:00 uh the
[1:29:53] telephone interview about risk questions
[1:29:55] concerning our audit. And so, he kind of
[1:29:59] went over a couple of things that that
[1:30:00] might be of concerns, and we've talked
[1:30:02] about it in finance committee, too. So,
[1:30:04] there's no surprises there. Um but um he
[1:30:08] did say it would be a few more days
[1:30:09] before they started with the actual
[1:30:13] enter into So they're doing a lot of
[1:30:15] conversation with staff and and with
[1:30:17] Jessica's staff and uh
[1:30:19] So but it's going along it's coming
[1:30:22] along and I think we're going to
[1:30:25] We'll be okay.
[1:30:27] We will weather it. That's right. I
[1:30:29] think that's probably the best way to
[1:30:30] say it. Also sat in with the mayor and
[1:30:34] city manager with
[1:30:36] folks from the Catholic
[1:30:39] Catholic Charities housing programs the
[1:30:42] ones that are out here on North North
[1:30:44] Outlook and we're talking about um
[1:30:48] how that project is going and then and
[1:30:49] what our interest in it is
[1:30:52] continuing. Then of course the usual
[1:30:56] meeting with the finance committee later
[1:30:58] that afternoon and also a meeting with
[1:31:01] the mayor and city manager and city
[1:31:03] clerk regarding tonight's agenda which
[1:31:05] was all all
[1:31:08] work out pretty nicely.
[1:31:10] Good agenda. So I just wanted to comment
[1:31:12] on that and also to make sure that
[1:31:15] everybody comes down for
[1:31:18] to support those folks who are bringing
[1:31:20] their money their their wares so we can
[1:31:22] give them money so that we can get
[1:31:24] taxes. 8.4% isn't that right?
[1:31:27] » Not all of it.
[1:31:29] » We get a piece of it. We get a little
[1:31:30] piece of it.
[1:31:33] Yeah, it goes to the state and then we
[1:31:34] get a little piece of it comes back. But
[1:31:36] anyhow um
[1:31:38] So go down. Go down. But that's all I
[1:31:40] have. That's all I
[1:31:41] » Thank you. Thank you. Oh, I was going to
[1:31:43] update you all on the rules committee
[1:31:44] meeting and but we already went over
[1:31:45] that. Um so more to come around the work
[1:31:48] that we're going to be um spearheading
[1:31:50] um [clears throat] trying to get things
[1:31:52] a little bit more
[1:31:55] in aligned
[1:31:57] um when it comes to um the boards
[1:32:00] commissions and and committees.
[1:32:02] Um and other than that, we'll move into
[1:32:06] upcoming council meetings, which the
[1:32:08] next one is going to be on Wednesday,
[1:32:10] September 23rd with the regular meeting
[1:32:13] followed by October 7th, which is a
[1:32:17] study session. And the last one on my
[1:32:20] list is for October 14th, which is a
[1:32:23] regular meeting.
[1:32:25] And moving into city manager reports,
[1:32:28] Mr. Haley, I will pass this along to
[1:32:30] you.
[1:32:31] » Before before that though, um I was
[1:32:32] going to ask if I could get an excuse um
[1:32:35] for September 23rd.
[1:32:37] Um I'll be out of town as it like 2 days
[1:32:39] out next will be my birthday, so I'll be
[1:32:41] out.
[1:32:43] » Thank you, uh Council Vasquez. Katie uh
[1:32:45] Katie has been uh requesting that if if
[1:32:48] you all are going to be out, if you can
[1:32:50] please email her.
[1:32:51] » Perfect.
[1:32:51] » And um and you can either copy me or
[1:32:54] myself and and Mr. Haley, um but she's
[1:32:57] she's trying to keep uh track of those.
[1:32:59] » Perfect.
[1:32:59] » So we don't lose sight of on your next
[1:33:01] um anyone else's.
[1:33:02] » Just putting on the record and letting
[1:33:03] you
[1:33:04] » Yeah.
[1:33:06] Thank [snorts] you.
[1:33:08] » Um
[1:33:09] Okay, Mr. Haley.
[1:33:10] » I should also mention as you're going
[1:33:12] through the um
[1:33:14] upcoming schedule
[1:33:16] that
[1:33:17] uh the new city manager interviews are
[1:33:21] they're looking at dates in October.
[1:33:24] So um
[1:33:26] uh I've received a report just this
[1:33:28] afternoon on and I'll date it they
[1:33:30] closed it last Friday, so I received a
[1:33:32] report of how many that they have, which
[1:33:35] is um
[1:33:37] I believe about 18.
[1:33:39] » It's
[1:33:40] » And they've narrowed it and they've
[1:33:41] already gone through at least five of
[1:33:43] them
[1:33:45] as far as screening them.
[1:33:47] And so they'll have a more of a
[1:33:49] discussion as to the schedule, but you
[1:33:52] should have that in your calendar as
[1:33:54] occurring in October.
[1:33:58] any questions on that?
[1:34:01] » Not on that, but I do have a separate
[1:34:03] question for you.
[1:34:06] » Fire away.
[1:34:07] » Um when is our next budget meeting?
[1:34:10] » Uh I can ask uh
[1:34:13] Jessica, our extraordinary uh finance
[1:34:16] supervisor.
[1:34:18] » Right now, uh our main focus would be to
[1:34:21] finish the reconciliations. We're super
[1:34:24] close, like
[1:34:25] 90% close. And then um it would be the
[1:34:28] audit.
[1:34:30] So, those are those are our two main
[1:34:31] concerns. Once we address those, um
[1:34:34] we're going to have plenty of time to
[1:34:36] start with the budgeting. And we
[1:34:37] wouldn't be able to even start with the
[1:34:39] budgeting without it. So, um that's my
[1:34:42] two cents on that.
[1:34:42] » The target is beginning in in September.
[1:34:45] » Oh, yeah, definitely. And then obviously
[1:34:46] we're going to follow the schedule
[1:34:47] that's in place that we need to yeah,
[1:34:49] definitely. When did you say the target
[1:34:50] was, I'm sorry?
[1:34:52] » The target is in September, I believe.
[1:34:54] I believe there's a 14th, September 14th
[1:34:56] is kind of when you're supposed to start
[1:34:58] it, but
[1:35:01] the the initial step is with uh the
[1:35:04] finance director and the department
[1:35:06] heads submitting what their budget
[1:35:08] requests are. And so, that'll be uh
[1:35:11] bundled.
[1:35:12] And then uh we'll start discussing those
[1:35:15] requests with council for review.
[1:35:19] I know we're eager to get out of here,
[1:35:21] and so uh Jessica, anything more?
[1:35:25] Hector, anything more? Mar- Marla, are
[1:35:28] you anything more?
[1:35:30] Okay.
[1:35:31] Cameron, we're good?
[1:35:33] » Actually, I do want to share something
[1:35:34] really quickly. I did um go back and
[1:35:36] amend excise taxes for the past few
[1:35:38] years. There was a deduction that we
[1:35:40] weren't uh claiming, and we have claimed
[1:35:42] it. And um I think the total that is
[1:35:45] going to come back to us is going to be
[1:35:46] around $200,000, so.
[1:35:49] Woohoo.
[1:35:50] » Yeah, good.
[1:35:51] » That's a nice update,
[1:35:52] all right.
[1:35:53] » Mhm.
[1:35:56] » Miranda, anything? Nothing? Okay.
[1:36:00] Katie, we're good. She's waving. I
[1:36:03] should uh
[1:36:04] you know I
[1:36:05] I can provide. Go ahead, Hector.
[1:36:07] » She might have a comment.
[1:36:08] » Oh, she's giving me the finger. I'm
[1:36:10] sorry. Go ahead.
[1:36:11] » I [laughter] was yeah, attached to it, I
[1:36:13] thought. Yeah, one thing, the Arts
[1:36:16] Commission is going to have a booth at
[1:36:19] Sunshine Days.
[1:36:20] Uh so this Sunday between 10:00 and
[1:36:22] 8:00, uh they're going to do rock
[1:36:24] painting and mini canvases. So
[1:36:26] definitely stop by if you get a chance.
[1:36:29] » Thank you, Katie.
[1:36:31] » We have Dulce back there in the back.
[1:36:33] » I should uh
[1:36:35] » Oh, we have the end of the
[1:36:36] Arts Commission chair there.
[1:36:39] Yeah, okay.
[1:36:40] » Um
[1:36:41] I want to keep the council updated on
[1:36:43] some of the things I'm working on, so I
[1:36:44] can go down that list real quick, just
[1:36:46] so that you know. Um
[1:36:48] I'm working on a non-profit rate
[1:36:49] structure,
[1:36:51] a post-accident drug and alcohol policy.
[1:36:54] Uh we have labor contracts that are in
[1:36:56] negotiation for fire, police, and public
[1:36:58] safety supervisors.
[1:37:00] Uh we have a public assessment report uh
[1:37:03] evaluation. Working on the personnel
[1:37:06] policy. We have a retaining wall issue
[1:37:08] we're trying to solve. Uh we're looking
[1:37:10] at reorganization of the finance
[1:37:12] department. Um I'm looking for support
[1:37:15] for our public records requests. We have
[1:37:17] still a backlog of those.
[1:37:19] Uh providing modification for the
[1:37:21] council rules of procedures. We have
[1:37:23] some new job descriptions.
[1:37:26] And uh coming up here in our October
[1:37:28] workshop, we'll be reviewing a modified
[1:37:31] organizational chart.
[1:37:33] So just a few things. Um [clears throat]
[1:37:35] and lastly, I'm working with ste- uh the
[1:37:38] staff on regular team and leadership
[1:37:41] development.
[1:37:42] » Okay.
[1:37:43] Thank you for that update.
[1:37:45] And thank you for everything you're
[1:37:46] doing.
[1:37:48] » One more
[1:37:49] » Yeah.
[1:37:51] Just as a just as a date put on the
[1:37:53] calendar.
[1:37:54] Uh the um YVCOG will have its general
[1:37:57] membership meeting on
[1:37:59] uh September the
[1:38:01] » 16th, yeah.
[1:38:02] » When
[1:38:03] » In Grandview uh at the uh Grandview
[1:38:05] Community Center. And those who are
[1:38:08] representatives, I
[1:38:10] can't remember who's right.
[1:38:12] » Uh you're
[1:38:13] Karen, are you
[1:38:13] » No, it's yourself and Leticia.
[1:38:16] » Oh, right. And I'm on the it's yeah,
[1:38:18] okay, alternate and delegate and
[1:38:20] executive board. Okay.
[1:38:22] So, we know we got to go, but anybody
[1:38:25] else who might want [laughter] to go?
[1:38:27] Department heads. It's I believe it the
[1:38:29] uh registration is at 6:00 and 6:30 is
[1:38:33] uh the dinner. But uh do uh contact them
[1:38:36] to let them know if if you're planning
[1:38:38] to be there so they have enough food.
[1:38:39] » Mhm.
[1:38:40] » And um if you can't attend in person,
[1:38:42] they always have um
[1:38:44] a Zoom link as well. Yeah.
[1:38:46] » Yeah.
[1:38:47] » Um and I'm always happy I'm happy to
[1:38:48] forward that to all of you all. It's
[1:38:50] always a good opportunity to to join in
[1:38:52] on those
[1:38:53] » And I think you'll learn quite a bit
[1:38:54] more about um if you don't mind, Mayor,
[1:38:59] babble on for a minute. Um also, you'll
[1:39:02] probably hear some more about what's
[1:39:03] going on with the transportation monies
[1:39:05] that are going on. There's some going to
[1:39:07] be some more information on the homeless
[1:39:09] coalition's going to be coming up. And
[1:39:11] there's something else that's actual
[1:39:13] program for that night, which I can't
[1:39:15] remember off the top, but you'll
[1:39:17] there'll be reports from those different
[1:39:19] folks. So, it's always interesting, even
[1:39:21] if you just do zoom in,
[1:39:24] it's it's worthwhile. It's good
[1:39:25] information. And and it is just down the
[1:39:27] street here in Grandview at their
[1:39:29] community center.
[1:39:30] » Thank you.
[1:39:31] » Thank you. I'm sorry. I didn't mean to
[1:39:34] » Okay.
[1:39:34] » Should have get that during my other
[1:39:35] presentation.
[1:39:35] » I think that brings us to the end of our
[1:39:39] agenda.
[1:39:40] Um so,
[1:39:42] if there's no objection, we can go and
[1:39:45] catch some of that game.
[1:39:46] » Woohoo!
[1:39:47] » Yeah.
[1:39:48] Okay.
[1:39:49] Hearing no objection from council to
[1:39:51] adjourn us, we will go ahead and close
[1:39:53] out our meeting this evening at 7:31
[1:39:57] p.m. Thank you everybody for being here
[1:39:58] with us today.
[1:39:59] » Thank you, Katie.
[1:40:00] » Thank you, council.
[1:40:04] Did I miss something?
[1:40:06] » All these.
[1:40:07] » Mhm. Mhm. No, I don't think so.
[1:40:09] Oh, that was I think it's over.
[1:40:12] » Today, you know, we didn't need to
[1:40:13] » Well, well, that's why I was trying to
