And Council, we have two proclamations

that have been submitted. One of them is
[13:15]
commemorating the 25th anniversary of
[13:18]
the September 11th attacks.
[13:22]
And the next one on our list is
[13:25]
commemorating the Sunshine Day
[13:26]
celebration that is happening this
[13:28]
weekend. Um if I can get a motion

me. The first one is going to be the
[14:20]
September 11th 25th anniversary.
[14:27]
Okay.
[14:28]
Whereas September 11th, 2026 marks the
[14:31]
25th anniversary of the terrorist
[14:33]
attacks of September 11th, 2001.
[14:36]
A tragic day that forever changed our
[14:38]
nation and deeply affected communities
[14:40]
across the United States and around the
[14:41]
world. And whereas on September 11th,
[14:44]
2001 nearly 3,000 innocent people lost
[14:46]
their lives in attacks carried out
[14:48]
against the United States including
[14:50]
civilians, first responders,
[14:51]
firefighters, law enforcement officers,
[14:53]
military personnel, and other public
[14:55]
servants who demonstrated extraordinary
[14:57]
courage in the face of unimaginable
[14:59]
danger. And whereas the attacks of
[15:02]
September 11th, 2001 left an enduring
[15:04]
impact on countless families, survivors,
[15:07]
first responders, service members, and
[15:08]
communities whose lives were forever
[15:10]
changed by the events of that day. And
[15:12]
whereas we remember with solemn respect
[15:14]
the men, women, and children who lost
[15:16]
their lives on September 11th, 2001 and
[15:19]
honor the families, friends, and loved
[15:20]
ones who continue to carry their memory.
[15:23]
And whereas we recognize the
[15:25]
extraordinary bravery and selflessness
[15:28]
demonstrated by first responders,
[15:29]
emergency personnel, medical
[15:31]
professionals, members of the armed
[15:33]
forces,
[15:34]
and ordinary citizens who responded to
[15:36]
the attacks and worked tirelessly to
[15:37]
protect and assist others. And whereas
[15:41]
the 25th anniversary provides an
[15:43]
opportunity for our community to pause
[15:45]
and reflect upon the lives lost, the
[15:47]
sacrifices made, and the acts of
[15:50]
courage, compassion, and service that
[15:52]
emerged in response to tragedy. And
[15:57]
whereas the city of Sunnyside recognizes
[15:59]
the importance of preserving the memory
[16:01]
of September 11th, 2001,
[16:04]
and ensuring that future generations
[16:05]
understand the significance of that day
[16:07]
and the enduring lessons of courage,
[16:09]
unity, service, and compassion. And
[16:11]
whereas as a community we honor those
[16:13]
who gave their lives, who served, and
[16:15]
sacrificed, and those who continue to
[16:16]
live with the lasting effects of
[16:18]
September 11th, 2001. And now therefore,

I, Vicki Frestedt, Mayor of the City of
[16:24]
Sunnyside, Washington, by virtue of the
[16:25]
authority vested in me by the laws of
[16:27]
the state of Washington and on behalf of
[16:28]
the City Council, do hereby proclaim
[16:30]
September 11th, 2026 as Day of
[16:33]
Remembrance and Reflection of the 25th
[16:35]
anniversary of September 11th, 2001.
[16:40]
In the City of Sunnyside, I encourage
[16:41]
all residents to remember the lives
[16:43]
lost, honor the heroes who responded,
[16:45]
recognize the sacrifices of their
[16:46]
families, reflect upon the values of
[16:48]
courage, compassion, service, and unity
[16:50]
that continue to strengthen our
[16:52]
community and our nation.

whereas Sunshine Days is an annual
[17:36]
community celebration that brings
[17:38]
residents, families, businesses,
[17:40]
organizations, and visitors together for
[17:42]
a weekend of family-friendly activities,
[17:44]
entertainment, recreation, and community
[17:46]
fellowship. And whereas Sunshine Days
[17:49]
2026 will take place September 11th
[17:52]
through the 13th of 2026 in downtown
[17:55]
Sunnyside providing 3 days of
[17:56]
activities, entertainment for the
[17:58]
community and visitors from throughout
[18:00]
Yakima Valley. And whereas the Sunshine
[18:03]
Days celebration
[18:05]
features many beloved community
[18:07]
traditions, including the Sunshine State
[18:08]
Parade recognized as Sunshine's oldest
[18:11]
parade, along with a three-on-three
[18:13]
basketball tournament, car show,
[18:14]
vendors, food, music, entertainment, and
[18:17]
other activities. And whereas Sunny
[18:20]
Sunshine Days provides opportunities for
[18:22]
residents and visitors to connect with
[18:25]
friends, neighbors, local organizations,
[18:27]
businesses, and community partners while
[18:28]
celebrating the unique character and
[18:30]
traditions that make Sunnyside special.
[18:33]
And whereas the city recognizes and
[18:36]
appreciates the volunteers, organizers,
[18:38]
sponsors, local businesses, community
[18:39]
organizations, and participants whose
[18:42]
time, effort, and support help make
[18:44]
Sunshine Days possible each year.
[18:47]
And
[18:49]
whereas events such as Sunshine Days
[18:51]
strengthen community pride, encourage
[18:52]
civic participation, support local
[18:54]
businesses, and create lasting memories
[18:56]
for individuals and families throughout
[18:58]
our community. And now therefore, I

have elected Monica Deatrick, who is a
[22:39]
resident of Sunnyside for many years,
[22:41]
business woman, and these two own A&W
[22:45]
root beer, as some of you may know. And
[22:48]
um second grand marshal will be uh Mary
[22:51]
Lee Robinson. And they're going to ride
[22:52]
together. So, it's kind of exciting, and
[22:54]
they're very excited about it, so wanted
[22:57]
to announce that. So, spread the word,
[22:59]
bring your families, friends, and hope
[23:00]
to see you all there this weekend.

Um now, can you tell us a little bit

pinpoint some of the really outstanding

who the grand marshals are cuz that's

basketball tournament and the carnival

or the parade will run from the high
[23:43]
school, 16th down Edison, down towards,
[23:47]
you know, back out towards the police

department as as normal.

And the south side of um
[23:55]
Sixth Street will be the vendors and
[23:57]
they go down to Franklin. They don't go
[23:59]
around the corners, so it's, you know,
[24:01]
it's not as many as usual, but they will
[24:03]
be there. And the three-on-three is
[24:04]
going to be from downtown towards
[24:07]
Fashion Corner in Decatur. So that area
[24:10]
will be the three-on-three tournament.

early morning car show. Um it's
[24:16]
car club and Impala club, but they'll
[24:19]
they're um
[24:21]
It's open to the car the vehicles that
[24:23]
want to attend. And we did have a
[24:26]
cornhole tournament, but they canceled.

there will be no carnival, but the

parade is the main thing in downtown and

[24:51]
bands. One is a local band that was back
[24:54]
in the day um
[24:56]
is now um he's I don't know some of you
[24:59]
may know him, Robert Elizondo. Um he's a
[25:01]
local resident of Granger, Toppenish,
[25:04]
and Sunnyside. Uh he worked here in the
[25:06]
district for many years and he's from
[25:08]
Tri-Cities and their band is back
[25:09]
together. It's called Fino. So, we're
[25:12]
looking forward to that. I don't know
[25:13]
some of you may know him.

section right there by the gazebo, in

1st of the following year.

Accordingly, the city of Sunnyside Fire
[36:33]
Department must submit its proposed
[36:35]
ambulance transport rates to OIC prior
[36:39]
to completion and approval of the 2027
[36:42]
budget and the city's scheduled fees and
[36:45]
charges.
[36:46]
So, to ensure ambulance service rates
[36:48]
remain consistent with the increasing
[36:50]
cost of providing emergency medical
[36:52]
services and are comparable to rates
[36:54]
charged for similar services throughout
[36:57]
the state of Washington, the Sunnyside
[36:59]
Fire Administration conducted a review
[37:01]
of ambulance transport rates by
[37:04]
for the fire for EMS agencies statewide.
[37:07]
The review and comparison of rates
[37:09]
demonstrated that the city of
[37:10]
Sunnyside's current ambulance transport
[37:13]
and service fees are substantially below
[37:15]
the statewide average for comparable
[37:18]
services.
[37:19]
The proposed FY 2027
[37:23]
rate adjustments are intended to more
[37:26]
accurately
[37:27]
reflect the cost of providing ambulance
[37:29]
services while minimizing the financial
[37:31]
impact on eligible City of Sunnyside
[37:34]
residents. Under the city's no
[37:37]
out-of-pocket expense ambulance
[37:39]
transport policy,
[37:41]
transport rates increases will not
[37:43]
result in out-of-pocket expenses for
[37:46]
eligible City of Sunnyside residents.
[37:48]
Rather, the increased rates will
[37:50]
primarily serve to offset costs
[37:52]
associated with providing ambulance
[37:55]
services specifically to non-residents.
[37:58]
The City of Sunnyside also provides
[38:00]
ambulance services to the City of
[38:01]
Grandview,
[38:03]
and that's pursuant to an interlocal
[38:04]
agreement that we have with them, and
[38:06]
receives funding for those services.
[38:09]
In addition,
[38:10]
in recognition of this existing funding
[38:12]
arrangement, it is recommended that a
[38:14]
separate ambulance transport rate
[38:20]
continue to apply to the City of
[38:22]
Grandview residents and remain at the
[38:23]
current FY 2026 rate.
[38:27]
Accordingly, the proposed FY 2027
[38:32]
ambulance rates would apply to insurance
[38:34]
claims for eligible city of Sunnyside
[38:36]
residents, when applicable, while
[38:39]
maintaining the city's policy of no
[38:41]
out-of-pocket expenses for those
[38:43]
residents.
[38:44]
The FY 2027 rates would also apply to
[38:48]
non-Grandview residents who do not
[38:50]
contribute to a utility, ambulance, or
[38:53]
other service agreement with the city of
[38:55]
Sunnyside.
[38:56]
City of Grandview residents will
[38:58]
continue to be charged at the existing
[39:01]
FY 2026 rate.
[39:04]
This rate structure is intended to
[39:05]
maintain the city's commitment to
[39:07]
providing an accessible ambulance
[39:09]
service
[39:10]
to its residents, while ensuring that
[39:12]
the ambulance transport fees are more
[39:15]
appropriately reflect the cost of
[39:17]
providing services to individuals who
[39:19]
are not covered
[39:21]
under the existing city service
[39:23]
agreement. And I believe this is the
[39:25]
longest agenda bill that has ever been
[39:27]
recorded.

the antiquate traffic control signals uh
[47:28]
with a roundabout. The application was
[47:30]
received by YVCOG, selected, and awarded
[47:33]
100% grant for preliminary engineering.

The program The program typically
[47:39]
requires a 13.5% local match, but the
[47:43]
match is being paid for for with state
[47:46]
toll credits. Um,
[47:48]
for clarification, uh toll credits, uh
[47:52]
toll credits are allowed federal allow
[47:55]
law allow states to earn toll credits
[47:58]
when the toll uh venues are used to
[48:00]
build improved build improved or
[48:02]
maintain highways bridges tunnels or
[48:05]
ferries that severe interstate commerce.
[48:09]
These credits are called transportation
[48:10]
development credits
[48:12]
and can be applied toward non-federal
[48:14]
share federally funded projects.

Um so

with that being said uh
[48:23]
consequently the $296,000
[48:26]
grant requires no city match.

Of the grant amount of $294,000
[48:33]
is allocated from the preliminary
[48:34]
engineering while $2,000 is dedicated

grant amount of 294 for the preliminary

engineering engineering will be

available on reimbursement basis as an

engineering selection process what's

the effort behind that is to slow down

vehicles coming into the intersections.

that that's the main thing is just a
[53:16]
safety factor. Um and so, as kind of as
[53:18]
Deputy Mayor had mentioned earlier,
[53:20]
there's some sight distance issues where
[53:22]
the intersection is currently raised. Um
[53:24]
and so, this one will level that out and
[53:26]
also just give better sight distance
[53:28]
through the intersection and hopefully
[53:30]
slow down traffic through the
[53:33]
the Yakima Valley Highway.

collisions that do occur at roundabout
[53:39]
are your typical T kind of collisions.

They are bumper to bumper.

And so it's much safer for passengers

when you have that kind of If you were

way to have a collision. And it's not at

normal speed limit. It's usually a slow

down limit because they kind of

S curve into the roundabout. You've seen

those and that forces you to slow down.

YVCOG, currently has a call for projects
[59:50]
open to preserve only projects through
[59:52]
the surface transportation, uh, block
[59:54]
grant, which is STBG program. Each
[59:57]
jurisdiction is encouraged to submit up
[1:00:00]
to two applications for this funding
[1:00:02]
cycle. Each application has a maximum
[1:00:04]
funding of $1 million STBG is a federal
[1:00:08]
funding, uh, program that typically
[1:00:10]
requires a 13.5%
[1:00:13]
local match. However, toll credits may
[1:00:15]
[snorts] be available to fund the match.
[1:00:18]
If the toll credits are not available,
[1:00:20]
the city would be required to provide
[1:00:21]
the local match up to $135,000
[1:00:25]
for each project selected for funding.
[1:00:27]
The city is proposing to submit two
[1:00:29]
applications for Lincoln Avenue
[1:00:31]
resurfacing project between 6th Street
[1:00:33]
and 16th and, uh, 16th Street. Lincoln
[1:00:36]
Avenue, uh, currently has extensive
[1:00:39]
extensive cracks and patchwork from
[1:00:41]
various utility replacements and
[1:00:43]
upgrades. The proposed project would
[1:00:45]
improve the appearance of the corridor,
[1:00:48]
extend the useful life of the roadway,
[1:00:50]
and include ADA compliant upgrades to
[1:00:52]
improve safety and accessibility.
[1:00:55]
Construction is anticipated in 2028
[1:00:58]
to 2029.

in the road to able to hurt uh, our

resident or suffer our our insurance and

concerning our audit. And so, he kind of

went over a couple of things that that

might be of concerns, and we've talked
[1:30:02]
about it in finance committee, too. So,

there's no surprises there. Um but um he
[1:30:08]
did say it would be a few more days
[1:30:09]
before they started with the actual
[1:30:13]
enter into So they're doing a lot of
[1:30:15]
conversation with staff and and with
[1:30:17]
Jessica's staff and uh
[1:30:19]
So but it's going along it's coming
[1:30:22]
along and I think we're going to
[1:30:25]
We'll be okay.

clerk regarding tonight's agenda which

was all all

work out pretty nicely.

on that and also to make sure that

everybody comes down for

to support those folks who are bringing

their money their their wares so we can

give them money so that we can get

department. Um I'm looking for support

for our public records requests. We have
[1:37:17]
still a backlog of those.

Uh providing modification for the
[1:37:21]
council rules of procedures. We have
[1:37:23]
some new job descriptions.

And uh coming up here in our October
[1:37:28]
workshop, we'll be reviewing a modified
[1:37:31]
organizational chart.
