and tonight we're talking

about a collaboration
[16:32]
with the city of Phoenix
[16:33]
foreign trade zone
[16:34]
and we're glad
[16:35]
to answer any
[16:36]
questions in general about
[16:37]
foreign trade zones
[16:38]
but also this particular
[16:40]
inter-government agreement
[16:41]
with the city of Phoenix
[16:45]
so I'm going to do
[16:46]
a little reading here
[16:47]
and then I'm going to try
[16:48]
to
[16:49]
explain a little bit about
[16:50]
what foreign trade zones are
[16:51]
so this
[17:17]
mean when foreign
[17:20]
foreign elements come into
[17:21]
the United States
[17:22]
so I will use this portfolio
[17:25]
it has the the shell the
[17:28]
notebook and the pain each
[17:29]
one of those let's say has
[17:30]
a dollar Customs tax in a f
[17:34]
doesn't receive those
[17:36]
duties until
[17:38]
after it leaves the
[18:07]

little bit of background
[18:18]
on the

foreign trade zone tool
[18:20]
so like Mike said
[18:21]
it's essentially
[18:22]
a federal program
[18:23]
that the Federal government
[18:25]
has allowed the
[18:27]
the states to take
[18:28]
advantage of
[18:29]
and specifically
[18:31]
sub-regions of the states
[18:32]
and it really is a business
[18:33]
attraction tool so
[18:35]
a company coming
[18:36]
in that qualifies for zone
[18:42]
crisis meeting the
[18:43]
criteria for
[18:44]
foreign trade zone they
[18:45]
would get a tax reduction
[18:46]
of approximately 72%
[18:48]
on their
[18:49]
business property tax
[18:50]
so it is an
[18:51]
opportunity for them to do
[18:52]
some Savings in a state likee
[18:55]
really do not have any
[18:58]
many economic
[18:59]
development tools this is
[19:00]
pretty much our only
[19:01]
one that we have in the
[19:02]
state as I think about nine f
[19:06]
throughout the state
[19:07]
and a number of years ago
[19:09]
the zone that really covered
[19:12]
75 the City of Phoenix has
[19:14]
foreign trade zone
[19:15]
and about I would say 13 14
[19:17]
years ago a group of
[19:19]
West Valley leaders
[19:21]
specifically the
[19:23]
economic development
[19:29]
folks and the West Valley
[19:51]
administrative and
[19:52]
marketing support for Zone
[19:54]
277 the West Valley zone
[19:56]
so it is again it's a great
[19:58]
a for us to work with
[20:00]
the communities in the West
[20:01]
Valley currently there are
[20:03]
approximately 12 projects
[20:05]
within the
[20:06]
zone so a lot of those
[20:07]
projects that you see along
[20:09]
the loop 303 Corridor
[20:11]
are in the zone 277
[20:14]
so with that that's kind of td
[20:16]
and history and the
[20:18]
relationship with the
[20:19]
city of Phoenix has zone
[20:20]
is an excellent one
[20:22]
if there were typically
[20:26]
five by
[20:27]
geographical boundaries and
[20:32]
it's not hard and fast
[20:32]
but say anything west of
[20:33]
ice 17 really kind of
[20:34]
falls under the Zone
[20:35]
277 having said that
[20:37]
the city of
[20:38]
Tolleson still at times
[20:39]
will utilize them 75
[20:41]
but we coordinate that
[20:42]
if there's
[20:43]
something in our area or
[20:44]
in their area
[20:45]
we make sure we pick up the p
[20:47]
so it's a great working relat
[20:50]
positive tool that were fortu
[20:58]

how why are these guys
[21:01]
going into 75 instead of
[21:03]
277 in why aren't they weren
[21:06]
what's the benefit Pros

cons it's great question

so as a general rule

companies that come into the

West Valley were encouraging
[21:16]
the greater America before
[21:17]
in trades on the West Valley

foreign trade zone
[21:19]
this particular company
[21:20]
already has an operation in
[21:22]
Phoenix and in Chandler and
[21:24]
what the Phoenix foreign trad
[21:30]
essentially in the same
[21:31]
Zone
[21:32]
and to not have to come
[21:33]
out of the Kustoms treatment
[21:37]
operational efficiency
[21:38]
this really
[21:38]
assist their efforts
[21:40]
we worked with them for
[21:41]
several months to
[21:42]
understand the operation
[21:43]
but also to get to get a
[21:47]
statement that they will in t
[21:51]
so really this is just an
[21:53]
administrative
[21:54]
action at this point
[21:55]
they will not be
[21:56]
pursuing the tax treatment
[21:57]
that Center
[21:58]
identified as potentially
[21:59]
available okay so that the
[22:03]
reduce property taxes is an a
[22:05]
separately yeah so yet exact
[22:08]
support from local
[22:09]
jurisdictions for that
[22:11]
and in part of the
[22:12]
conversation that we had
[22:13]
over the last several months
[22:14]
with the company and
[22:15]
their consultant was that we
[22:19]
property tax
[22:20]
reclassification
[22:21]
but that we would be
[22:22]
providing counsel the
[22:24]
opportunity to support
[22:25]
the collaboration with the ci
[22:27]
we understand the
[22:28]
operational efficiency okay
[22:45]
so this is a pretty
[22:47]
significant process actually
[22:49]
Centrist team

manages that process this
[22:51]
is anywhere from

three to six

month process and each tax

jurisdiction essentially

it would be a combination

of the

density they would get

like for like land
[26:13]
use designations and then
[26:15]
be cohesive with the
[26:17]
existing

North Copper Canyon parcels

to the North and South as

part of the PD Amendment

there are also

requesting that the roadway

alignments be realigned

and then the the drainage

Channel be

realigned as well to better

suit the development

proposal and the roadways

incorporated into the

this is something I'm persona

because from the moment we
[57:54]
decided to bring the
[57:55]
library operations in
[57:56]
house it was all
[57:57]
about the residents and
[57:58]
of other community in
[57:59]
this is an Avenue that we're
[58:01]
do so all right
[58:05]
so a little
[58:06]
bit about this commission
[58:07]
it is based
[58:08]
much like many of our other a
[58:11]
resident volunteers
[58:12]
who will meet monthly and
[58:14]
are supported by a
[58:15]
staff liaison
[58:16]
Catherine Smith and men will
[58:17]
serve as our staff
[58:19]
in that capacity
[58:20]
issues our city librarian
[58:21]
the
[58:22]
mission of our commission
[58:23]
is to support and
[58:24]
promote Library
[58:25]
services that meet the specif
[58:27]
community Through policy
[58:29]
programs and engagement
[58:32]
mention a big component of th
[58:36]
and we've loved hearing
[58:37]
all of the ideas
[58:38]
the thaws the
[58:39]
opinions of our residents
[58:40]
of our patrons this

is going to be a

route that we can really

harness all of those

and they can work with Cather

we can Implement and really

design

art the public art in

whereas the library commissioy

policies those are very the g

some leeway with those

but at the same time

some of those
[1:00:26]
are very strict and
[1:00:27]
how those policies are
[1:00:28]
created so my

caution with that would be

that we're going to lose

some of that technicality

but at the same time
[1:00:35]
our commission's will work
[1:00:36]
together the department is wo

cohesively blend those

divisions

so while there's lots of

synergies this gives them

the opportunity to kind of

shine on their own

[1:07:02]
not just an update but more
[1:07:04]
vague final closeout kind of
[1:07:05]
summary of what we did in
[1:07:07]
come where we've been
[1:07:09]
as we're aware
[1:07:11]
in November of 2017
[1:07:13]
we went to
[1:07:14]
voters with an election for
[1:07:19]
General obligation Bond it has
[1:07:22]
on that ballot we had questi
[1:07:25]
to for traffic congestion
[1:07:27]
mitigation in 34 pavement pr
[1:07:31]
by our residents and so her
[1:07:35]
happened next
[1:07:36]
so a lot of our
[1:07:37]
communication with
[1:07:39]
a residence at that time we h
[1:07:41]
we had discussion
[1:07:43]
a couple of those goals reall
[1:07:47]
within five years
[1:07:48]
so we had the
[1:07:49]
election in November of 17
[1:07:51]
of the time the
[1:07:52]
paperwork happens really the
[1:07:53]
fiscal 18 through
[1:07:54]
22 all the
[1:07:55]
projects were completed
[1:07:56]
I will say that the
[1:07:58]
land was purchased in
[1:07:59]
July of 22
[1:08:01]
technically miss it that one
[1:08:02]
by a month and there's a
[1:08:04]
few final closeout
[1:08:05]
costs coming
[1:08:06]
through full transparency
[1:08:07]
here there's some clothes th
[1:08:10]
were complete and being
[1:08:12]
by the city providing those
[1:08:13]
services to Residents
[1:08:14]
in that five-year
[1:08:15]
window that
[1:08:16]
we had talked about
[1:08:18]
the other goal that we
[1:08:19]
stated was our
[1:08:20]
text estimate so
[1:08:21]
with the Geo Bond
[1:08:22]
one of the reasons
[1:08:23]
it selected approved by our
[1:08:25]
residents is it does
[1:08:27]
create a secondary property
[1:08:28]
tax that secondary property
[1:08:30]
tax pays The
[1:08:31]
Debt Service payment off
[1:08:33]
so what we told
[1:08:34]
those residents
[1:08:35]
is that we had
[1:08:36]
estimated no higher than
[1:08:38]
point for two to six in fiscal
[1:08:43]
after we issued that debt
[1:08:44]
we were at point 4 2
[1:08:46]
and then from 20 to 23
[1:08:48]
we've been at
[1:08:49]
point three eight eight zero
[1:08:50]
which for each
[1:08:52]
hundred thousand
[1:08:53]
of limited property
[1:08:54]
value of your home
[1:08:55]
that's not market value that'
[1:08:57]
from the county is $39
[1:08:59]
per year that you pay that

Market challenges so that's ws

it was I thought it was

pretty amazing so anyways

would like to
[1:09:56]
inflation so over the
[1:09:57]
last five years we've had
[1:09:58]
record inflation
[1:09:59]
everyone's talked about it
[1:10:01]
really didn't really in
[1:10:03]
history in a very long time
[1:10:05]
supply chain issues
[1:10:06]
and a global pandemic
[1:10:07]
that was mixed in to the mid
[1:10:11]
those things and if
[1:10:12]
that wasn't enough
[1:10:13]
we also had a very
[1:10:15]
significant surge
[1:10:16]
in growth and not just
[1:10:17]
surprised but in
[1:10:18]
the state of Arizona
[1:10:20]
when we were going through
[1:10:21]
these projects we knew
[1:10:22]
we would experience growth
[1:10:24]
however we
[1:10:25]
definitely didn't project
[1:10:26]
the amount of
[1:10:27]
growth that we did see so
[1:10:29]
projects that we had
[1:10:31]
we looked at growth and
[1:10:32]
expansion and when we
[1:10:33]
scoped them so in addition
[1:10:35]
there was also
[1:10:37]
there's a lot of like I said
[1:10:39]
well so there's a lot a
[1:10:41]
vlaar JH scale construction
[1:10:43]
projects happening
[1:10:44]
throughout the state and what
[1:10:46]
a lot of pressure
[1:10:47]
on the construction
[1:10:48]
market so
[1:11:06]
so
[1:11:07]
visually I like to
[1:11:08]
visual so I wanted to show
[1:11:10]
project construction
[1:11:11]
when our
[1:11:12]
timeline so when our
[1:11:13]
projects happened
[1:11:14]
and then overlaid with
[1:11:15]
that construction
[1:11:17]
so you can see that
[1:11:18]
blue line that goes across
[1:11:20]
is the construction
[1:11:21]
inflation starts in
[1:11:28]
2017
[1:11:29]
we're about five percent in
[1:11:29]
the end of 2020 to we end
[1:11:30]
just above 25% so over that d
[1:11:31]
it increased
[1:11:33]
twenty percent on average
[1:11:34]
some areas were greater somew
[1:11:36]
but that was the
[1:11:37]
average inflation
[1:11:38]
for that time period
[1:11:39]
so the purple bars

that's when we
[1:11:41]
started the project and when
[1:11:42]
we finish the project so da

of projects going the
[1:11:52]
other thing I mentioned was
[1:11:54]
growth so we
[1:11:56]
projected growth we New Growt

it was definitely came in
[1:12:00]
stronger so the
[1:12:01]
projects that we scoped
[1:12:02]
originally 2016 2017
[1:12:05]
before we went
[1:12:06]
out for that election
[1:12:07]
we wanted to make sure that to
[1:12:09]
serve Us in the be the
[1:12:11]
most efficient facility
[1:12:12]
to offer those services
[1:12:14]
so three of the
[1:12:16]
I guess biggest
[1:12:17]
changes that we made that
[1:12:18]
were most significant
[1:12:23]
of the public safety
[1:12:23]
evidence Readiness Center
[1:12:24]
we ended up
[1:12:24]
combining a lot of separate
[1:12:25]
projects
[1:12:26]
into one to be more
[1:12:27]
efficient to allow for
[1:12:28]
a little larger
[1:12:29]
area to have
[1:12:30]
some growth it's
[1:12:31]
definitely cheaper
[1:12:33]
to add some square footage
[1:12:35]
in a thoughtful way
[1:12:36]
then try to either build
[1:12:37]
another building
[1:12:38]
or add it on later we added
[1:12:41]
for Bay's to
[1:12:42]
the evidence room
[1:12:43]
and then we had some
[1:12:44]
dedicated defense
[1:12:45]
tactics W room
[1:12:49]
some additional space
[1:12:50]
just to ensure
[1:12:50]
we could provide
[1:12:51]
proper training storage and
[1:12:52]

so we try to do it all

at once make it as efficient

tightly so those are
[1:13:44]

so in total we had an

overage of 10.5 and all the
[1:14:25]
projects which equates to
[1:14:29]
15.7% which I think without eh
[1:14:30]
in the scope changes
[1:14:31]

beat inflation itself
[1:14:33]
of the 20% that we saw
[1:14:35]
so yes continue
[1:14:36]
to brag about that
[1:14:38]
but if you
[1:14:39]
look at the funds
[1:14:40]
I talked about growth
[1:14:41]
being a significant reason
[1:14:43]
why we had
[1:14:44]
that ten million dollar
[1:14:45]
overage
[1:14:46]
so development impact fees
[1:14:47]
that's equates of that
[1:14:48]
10 million about
[1:14:50]
41 percent came from
[1:14:51]

voluntary compliance are
[1:23:00]
enforcement efforts
[1:23:01]
are working but just thought
[1:23:05]

so as Tracy mentioned

we have some efforts that we
[1:23:13]
put in place they
[1:23:14]
don't require
[1:23:15]
counsel action
[1:23:16]
one of those is an update
[1:23:17]
to the group home business
[1:23:19]
license process so we mention
[1:23:21]
our processes and figuring ou
[1:23:24]
you
[1:23:25]
can see here this is the
[1:23:26]
section of the city code
[1:23:27]
that allows the city to
[1:23:28]
reserve the right to
[1:23:29]
request any
[1:23:30]
information necessary
[1:23:31]
to issue
[1:23:32]
City business licenses
[1:23:34]
and so we have begun
[1:23:35]
looking SS very closely and i
[1:23:39]
and legal some immediate imp
[1:23:43]
initial application so we'rec
[1:23:50]
implemented what
[1:23:51]
we're calling our
[1:23:57]
90 day holds so those
[1:23:57]
that come in and make an
[1:23:58]
application to the city and
[1:23:59]
are still potentially in the
[1:24:00]
licensing entity they can
[1:24:01]
essentially
[1:24:01]
hold their spot if they
[1:24:02]
meet the zoning we'll take in
[1:24:07]
the licensing process
[1:24:08]
with the state
[1:24:09]
entity come back
[1:24:10]
to us once they have that
[1:24:11]
and finish the licensing
[1:24:12]
process with us we are
[1:24:15]
actively vetting solutions
[1:24:18]
to take the group
[1:24:20]
home information and we'll to
[1:24:24]
as we're collecting
[1:24:25]
those locations and
[1:24:26]
contact information
[1:24:27]
not only
[1:24:28]
retaining that for business
[1:24:29]
licensing and
[1:24:30]
code enforcement but
[1:24:31]
geocoding that for
[1:24:32]
Public Safety as well
[1:24:33]
so they have that when they'r
[1:24:36]
24 hours we have no longer
[1:24:40]
allowed group home
[1:24:41]
business licenses
[1:24:42]
to be eligible for the
[1:24:43]
automatic renewal
[1:24:44]
process so if you're the Burg
[1:24:46]
corner and you've been there
[1:24:47]
forever and you have
[1:24:48]
a city business license you c
[1:24:50]
renewal process
[1:24:51]
it's pretty easy for us to
[1:24:52]
tell that you're still there
[1:24:53]
you're still in business
[1:24:54]
you're still doing what
[1:24:55]
you need to do not as
[1:24:57]
easy so much for these
[1:24:58]
group homes and so
[1:24:59]
what we have what
[1:25:01]
we're in the process of
[1:25:02]
implementing our
[1:25:03]
annual inspections that
[1:25:04]
will coincide with that
[1:25:06]
so you come in for a renewal
[1:25:07]
code
[1:25:08]
enforcement and fire go out
[1:25:09]
and re-inspect the home
[1:25:10]
make sure you're still
[1:25:11]
meeting all of your license
[1:25:13]
requirements so
[1:25:15]
licenses would expire one yea
[1:25:17]
versus December
[1:25:18]
31st of each year
[1:25:42]
eating an actual
[1:25:43]
packet that outlines all of
[1:25:43]
these changes and then
[1:25:45]

changes so we are working

those group homes so they cans

they can be educated

about these changes

aren't we can educate

as as we're helping them
[1:26:18]
in other ways
[1:26:20]
that's what my client
[1:26:23]

we are also looking at

adopting some fees
[1:26:28]
related to the group home
[1:26:29]
business licensing we

want to because of the time t

they're definitely

more costly to

staff than just
[1:26:41]

intend to utilize that

unlicensed Sober Living

homes operating
[1:28:12]
especially where it's
[1:28:13]
negatively impacting our
[1:28:14]
residents our community and
[1:28:15]
the health of the people
[1:28:16]
in the home so we're
[1:28:18]
happy to report that we do
[1:28:19]
have that tool in our
[1:28:20]
tool belt now that said
[1:28:24]
violations of the internation
[1:28:26]
code in some specific
[1:28:28]
city code violations do
[1:28:29]
still require that
[1:28:31]
Code Enforcement issue a
[1:28:34]
for civil citation can be
[1:28:38]
the question was
[1:28:39]
also asked if
[1:28:40]
we're doing anything to
[1:28:41]
support other jurisdictions
[1:28:42]
or have have Outreach and
[1:28:44]
again vice mayor we have
[1:28:46]
a meeting scheduled next
[1:28:47]
week with Council representat

Pena we know is working with
[1:28:54]
the local police chief's code

facilities and to exclusivel

being used to sober
[1:29:49]
living facility so it's

another tool in our

tool belt to help combat
[1:29:53]
these unlicensed Sober
[1:29:54]
Living homes
[1:29:55]
and to prohibit transients
[1:29:58]
residency in the if
[1:30:02]
adopted this would become
[1:30:03]
part of
[1:30:04]
chapter 26 of the surprise
[1:30:06]
Municipal Code
[1:30:07]
it would be available
[1:30:08]
online and
[1:30:09]
enforceable 30 days
[1:30:23]
so
[1:30:23]
what does the short term
[1:30:25]
rental code require
[1:30:26]
it does require a
[1:30:27]
City license to operate
[1:30:29]
at each location so that
[1:30:30]
is similar to a group home
[1:30:32]
it requires registration
[1:30:34]
of a rental property with
[1:30:35]
Maricopa County
[1:30:37]
24-hour points of emergency
[1:30:40]
neighbor noticed ation
[1:30:43]
posting the
[1:30:44]
property with the
[1:30:45]
City's License as a
[1:30:47]
short-term rental proof
[1:30:50]
of a valid TPT of
[1:30:52]
some general liability
[1:30:53]
insurance and then
[1:30:56]
he's got a question oh yes de
[1:31:01]
from the
[1:31:02]
sidewalk I don't know
[1:31:03]
that you'd be able to see it
[1:31:06]
posted inside the
[1:31:06]
residence but again that
[1:31:07]
there's neighbor notificationl
[1:31:10]
be required to be notified
[1:31:11]
that the property has been
[1:31:13]
licensed and then inside
[1:31:14]
the home there
[1:31:20]
dinner a conspicuous place that
[1:31:22]
with the city license
[1:31:22]
number how many neighbors
[1:31:23]
how far it is the
[1:31:25]
all of the adjacent
[1:31:26]
neighbors so immediately on
[1:31:30]
the home and
[1:31:31]
then the neighbors I believe
[1:31:32]
across the street and caddy
[1:31:33]
corner so anybody
[1:31:34]
that would be an immediate
[1:31:35]
proximity to view or be
[1:31:37]
impacted by
[1:31:38]
noise or things happening
[1:31:39]
within the home are we
[1:31:40]
able to modify that
[1:31:41]
so if you're walking
[1:31:42]
down the street in used as
[1:31:45]
a group home there
[1:31:45]
you could see
[1:31:46]
the license or
[1:31:47]
some sort of information
[1:31:48]
on the front of the house
[1:31:49]
to see that it
[1:31:50]
is being used as a business
[1:31:53]

education requirement again
[1:33:35]
somewhat limited by Statute
[1:33:37]
but we
[1:33:40]
placed it in the ordinance
[1:33:41]
to the extent allowed
[1:33:44]
as for requiring an
[1:33:47]
owner to post
[1:33:49]
on the exterior of the
[1:33:51]
residence you know that
[1:33:53]
that's something we
[1:33:56]
likely could do
[1:33:57]
I think you'd have to
[1:33:58]
be careful that we have
[1:34:03]
you know sign
[1:34:05]
ordinances already in place

that may need to be

re-examined if you

the owner to notify us
[1:35:49]
proactively of any changes

but it just puts a stop and
[1:35:52]
gives us an automatic look
[1:35:52]
every year at the
[1:35:54]
property again to confirm ac
[1:36:00]
because I
[1:36:00]
don't want to assume
[1:36:01]
when you
[1:36:02]
ask the question you
[1:36:03]
asked if the posting for a
[1:36:07]
sober-living could be
[1:36:08]
placed on the exterior

of the home

I just want to be clear this

is a short-term rental

hosting and what we found
[1:36:15]
is that in some cases
[1:36:17]
we're seeing the
[1:36:18]
sober living folks
[1:36:19]
trying to skirt the
[1:36:22]
current process
[1:36:24]
identifying as
[1:36:26]
a short-term rental
[1:36:27]
so this then puts the same
[1:36:30]
eyes on
[1:36:31]
a short-term rental as
[1:36:32]
it would as a
[1:36:33]
sober living but
[1:36:34]
it would not have the
[1:36:35]
net effect of
[1:36:36]
of identifying a home as a
[1:36:38]
sober living home or a
[1:36:40]
transitional living home
[1:36:41]
for maybe probationers
[1:36:44]
or that sort of stuff
[1:36:46]
it would just be generally
[1:36:48]
short term rental okay
[1:36:53]
okay councilman
[1:36:56]
why don't want
[1:36:57]

[1:36:58]

sometimes do not get

registered with the

as a rental
[1:37:41]
property with Maricopa
[1:37:42]
County it just shows
[1:37:43]
it's an
[1:37:44]
owner occupied property
[1:37:45]
kind of doing it and
[1:37:49]
they don't then
[1:37:50]
pay the city of
[1:37:51]
surprise any
[1:37:52]
transaction tax on the
[1:37:54]
property because
[1:37:56]
they're not telling us
[1:37:57]
that they're doing it
[1:37:58]
and they don't have general
[1:38:00]
liability insurance so
[1:38:03]
just on those three things
[1:38:05]
I think that could in additi
[1:38:09]
short-term rentals I think
[1:38:11]
all of those things
[1:38:12]
providing the city with an
[1:38:15]
emergency contact
[1:38:15]
because if the if the
[1:38:18]
owner of the property
[1:38:19]
is in Wyoming and the
[1:38:21]
property is here
[1:38:22]
and there's a fire
[1:38:29]
fire
[1:38:29]
comes in and helps them
[1:38:30]
but they don't necessarily
[1:38:30]
know who to contact
[1:38:31]
until we go
[1:38:31]
and look it up and find the
[1:38:32]
Forum and blah blah blah so t
[1:38:33]
so I think it could benefit
[1:38:35]
a number of
[1:38:37]
loopholes that may have
[1:38:37]
existed in
[1:38:38]
people who were utilizing
[1:38:38]
their homes
[1:38:39]
as short term rentals ER be 0r
[1:38:43]
they're doing it with
[1:38:45]
and providing
[1:38:47]
a more positive environment
[1:38:49]
to the city and the city
[1:38:51]
awareness as well
[1:38:52]
as to the community and and
[1:38:55]
you know making sure
[1:38:56]
that the
[1:38:57]
people call up and they go
[1:38:58]
well what
[1:38:59]
were they doing out of their
[1:39:03]
that they're get that their h
[1:39:05]
for you know two weeks
[1:39:06]
or whatever but I think I kno
[1:39:12]
with with
[1:39:13]
short-term rentals as
[1:39:14]
opposed to
[1:39:42]
a bunch of neighbors comeover
[1:39:45]
so first of all
[1:39:47]
awesome awesome
[1:39:48]
awesome work and the
[1:39:49]
fact that you don't have the
[1:40:07]
hink that's a great
[1:40:08]
step for the first
[1:40:10]
our city to be doing and I w
[1:40:14]
for all the work that they'vel
[1:40:16]
they probably get lumped
[1:40:19]

doing this much work

all of these projects
[1:40:25]
to me is amazing and

an awful lot of work so

whether it's a sober living

homes or a
[1:41:05]
group home for the elderly
[1:41:06]
or a group foam for
[1:41:08]
folks with
[1:41:14]
developmental disabilities
[1:41:15]
all of those different have r
[1:41:16]
health standard so I think
[1:41:19]
this this adds one more leg
[1:41:21]
to to the process
[1:41:22]
and you guys
[1:41:23]
did a great job so

are prohibited from
[1:45:31]
occurring in a
[1:45:33]
short-term rental home so a
[1:45:35]
lot of
[1:45:36]
an adult-oriented activity
[1:45:37]
and any other
[1:45:38]
use is prohibited by
[1:45:39]
state statute
[1:45:44]
so
[1:45:46]
in terms of process how we
[1:45:48]
anticipate handling
[1:45:49]
and sort of taking on this
[1:45:51]
short term rental process
[1:45:52]
is we're going to manage
[1:45:53]
is similar to our city
[1:45:54]
business licensing process
[1:45:55]
so applicant comes in they fi
[1:46:00]
that we need
[1:46:01]
everything that's required
[1:46:02]
in the for you tonight they
[1:46:05]
pay their applicable
[1:46:06]
fees and then that applicatio
[1:46:09]
to kind of manage
[1:46:10]
and be the central hub for
[1:46:11]
that to make sure the
[1:46:12]
information gets collected
[1:46:13]
the
[1:46:14]
address gets geocoded for
[1:46:15]
Public Safety we
[1:46:17]
do have seven
[1:46:18]
City business days to do
[1:46:20]
those approval so it is
[1:46:21]
a pretty quick turnaround
[1:46:22]
and I can tell you
[1:46:30]
a quick search on VRBO
[1:46:31]
we have a lot of these
[1:46:31]
in our
[1:46:32]
city so this is going to
[1:46:32]
be a huge undertaking
[1:46:33]
in terms of
[1:46:33]
Staff time and resources to
[1:46:34]
put this process in place
[1:46:37]
similar to
[1:46:38]
the changes were making
[1:46:39]
to the business licensing
[1:46:40]
process the
[1:46:41]
license would be issued
[1:46:42]
invalid for I'm sorry
[1:46:44]
valid for one year from
[1:46:45]
date of issuance and
[1:46:48]
again not subject to
[1:46:56]
automatic renewal so they'd h
[1:46:58]
year again putting
[1:46:58]
that that property in front o
[1:46:59]
we have the most current
[1:47:00]
contact information
[1:47:00]
and then
[1:47:01]
licenses can be denied if
[1:47:02]
the information provided
[1:47:04]
if the applications and
[1:47:05]
complete if the
[1:47:06]
information provided was
[1:47:07]
false or misleading
[1:47:08]
or if the appropriate fees
[1:47:10]
aren't paid so
[1:47:14]
talking about the support
[1:47:21]
resources needed as we've had
[1:47:22]
as we've looked at implementi
[1:47:24]
as was requested
[1:47:24]
by councilwoman
[1:47:25]
Klein we have talked about
[1:47:25]
what the city resources
[1:47:26]
are that are needed
[1:47:27]
across all departments
[1:47:28]
and where
[1:47:29]
we have landed with that
[1:47:30]
is a total of four ftes
[1:47:33]
so as I mentioned in the
[1:47:34]
original presentation
[1:47:35]
we have
[1:47:36]
taken a code inspector
[1:47:37]
off of his regularly
[1:47:38]
assigned handle just the the
[1:47:43]
the short term
[1:47:44]
rental changes that that are
[1:47:45]
before you tonight
[1:47:46]
potentially
[1:47:47]
so we anticipate
[1:47:49]
needing an additional
[1:47:54]
code inspector
[1:47:55]
to allow that inspector to
[1:47:57]
go back to his regular
[1:47:57]
assigned duties and
[1:47:58]
have someone be
[1:47:58]
responsible for this
[1:47:59]
process permanently we also
[1:48:00]
are
[1:48:00]
proposing administrative
[1:48:01]
support again just the
[1:48:02]
volume of short-term
[1:48:03]
rentals we know we have in
[1:48:04]
the city fact that these
[1:48:07]
application
[1:48:08]
renewals are going to occur t
[1:48:11]
be scheduled related
[1:48:12]
to group homes that
[1:48:14]
is going to be a lot of
[1:48:15]
administrative burden workings
[1:48:18]
in public safety
[1:48:20]
the police department
[1:48:21]
does anticipate needing a
[1:48:22]
body to dedicate to
[1:48:23]
this effort as does the
[1:48:24]
fire department and
[1:48:26]
so you'll see
[1:48:27]
you've got one
[1:48:28]
time expenses there those
[1:48:30]
one-time expenses include
[1:48:31]
things like Vehicles
[1:48:32]
equipment
[1:48:34]
phones computers all of that
[1:48:36]
the ongoing is the cost for
[1:48:38]
the FTE with benefits and
[1:48:41]
so the total for those four
[1:48:43]
positions is about nine hundr
[1:48:49]
and just to be clear
[1:48:51]
the ftes or
[1:48:52]
not before you tonight for
[1:48:53]
approval we wanted to share
[1:48:54]
the information first and
[1:48:56]
get some input and feedback
[1:48:57]
on that as I
[1:49:02]
mentioned we'll be
[1:49:03]
in the future bringing back
[1:49:05]
some fees
[1:49:06]
for Council to consider
[1:49:07]
adopting so
[1:49:09]
code enforcement inspection
[1:49:12]
fee the current fire fee is
[1:49:14]
so ballpark for the codeenfor

is capped by

and then

at any time someone calls

enforcement go out
[1:49:45]
know that is
[1:49:46]
specific to the business
[1:49:48]
licensing process it's
[1:49:49]
the annual fee that
[1:49:50]
they'll pay so when they
[1:49:51]
come in and
[1:49:52]
make their initial applicatio
[1:49:54]
license the fee would be partd
[1:49:57]
that fee and send a
[1:49:59]
code and fire inspector out tn
[1:50:01]
that group no we
[1:50:04]
have as much as
[1:50:05]
I would love to say that
[1:50:06]
yes that would be
[1:50:07]
getting that recurring
[1:50:08]
every year has
[1:50:09]
her act doing the
[1:50:10]
group occurring as well

correct and those fees we an

future needs may include

technology so we do believe

city's current business

manage today but as with

so many things the environmen

business changes and so
[1:50:33]
there may be future
[1:50:35]
technology needs as
[1:50:37]
we go forward and
[1:50:38]
try to put some of this
[1:50:40]
into practice that we hope
[1:50:42]
we're hoping for the best no c
[1:50:47]
and then we anticipate depen
[1:50:50]
goes there may be additional
[1:50:51]
staff
[1:50:52]
or budgetary resources
[1:50:53]
needed by some of our other
[1:50:54]
counterparts Finance dependi
[1:50:58]
applications that come in
[1:51:00]
potentially
[1:51:01]
the city attorney's
[1:51:02]
office if we
[1:51:03]
end up issuing a lot more
[1:51:04]
citations because of our
[1:51:06]
newly-discovered
[1:51:07]
citation Authority
[1:51:09]
potentially the city court if
[1:51:13]
in HSC be so at this time
[1:51:15]
no one's anticipating
[1:51:16]
any immediate needs but
[1:51:19]
again that that could change
[1:51:20]
depending on the impact of
[1:51:24]
these process changes and so
[1:51:29]
a series of changes
[1:51:31]
a couple of changes we have a
[1:51:34]
improving the business
[1:51:35]
license
[1:51:36]
process as it relates to
[1:51:37]
group homes and then the
[1:51:39]
Civil citation Authority
[1:51:41]
for Council action
[1:51:42]
or consideration and
[1:51:43]
action tonight is
[1:51:44]
to adopt a
[1:51:45]
short-term rental ordinance
[1:51:46]
and again we're
[1:51:47]
working on the latian
[1:51:48]
licensure process
[1:51:49]
behind the scenes for
[1:51:50]
that already as well as the
[1:51:51]
educational piece
[1:51:52]
if that is to be adopted
[1:51:55]
plan on coming back to
[1:51:56]
Council in
[1:51:57]
hopefully the near future

with authorizing FTE
[1:52:02]
resources needed to sustain

this effort

updated potential

zoning changes in

and then the updated fees
