[4:20] worry about this water coming down the hill. That's going to go that way. Uh so
[4:24] any water. So the only water I have to deal with is what's on the site. So I
[4:29] have that little swale here. I moved that that rain garden down here. I moved
[4:33] the driveway up so it it would work a little better. And then under and this
[4:38] if it reaches capacity, which during the big storms it will. Um I have a little
[4:45] a culvert under the driveway >> and each side of the culverts I got
[4:50] little plunge pools or little stone lined plunge pools and then under the uh
[4:56] this water will go into the driveway and then it's going to eventually go into
[4:59] the wetland and not into the street and then over here on this side of the
[5:04] driveway I pitch the driveway a little more so that all that water from the
[5:10] driveway will hit a stone line swale and that too going to discharge over here.
[5:17] And because of the the way the existing topography is, I mean, here's kind of
[5:22] like a natural swale that heads down this way. So, I I had to try to tie into
[5:28] that. And that that's kind of why I've got extra plans here. Would that be

[38:45] is that after uh two growing seasons, well there are some other caveats, but
[38:49] we're at the point now where the the big uh standard is that after two uh full
[38:56] growing seasons, at least 75% of the replication area is populated by
[39:04] uh indigenous plant species. Okay? And uh we most certainly have that. Um
[39:12] when you do a weather replication, you're supposed to replicate like for
[39:16] like, right? So if it was a forested swamp, in the end, you want it to be a
[39:21] forested swamp and so on and so forth. This was a forested swamp. So what they
[39:26] did is they planted trees and shrubs and then in the you know, in the herbaceous
[39:31] layer they they put down a seed mix. Uh
[39:36] I'm not going to say that this is I in my opinion overall this uh well and
[39:42] replication area is compliant. Uh the first third of it uh at the entrance is
[39:49] a little strange to me because it's mostly populated by a grass called
[39:56] barnyard grass which is a like a weed grass. It's native but it's like a weed
[40:01] grass. It's not something that would you would see in a seed mix. Okay. But as
[40:07] soon as you get about one/ird in there, it clears up and the vegetation is much
[40:11] lower. You see a lot more u wetland uh herbaceous vegetation. I saw one dead
[40:19] swamp white oak and there are a couple others on the right side that are that
[40:25] are flagging. So that's something that I would I would keep your eye on. Um but
[40:32] uh that first third this area here see it's just it's it's like a jungle. It
[40:37] the the grass is taller than me. Okay.
[40:42] But then you get past that and it's open, you get a lot of the the what I
[40:47] call quote unquote normal herbaceous species in the understory. The trees are
[40:51] doing just fine over here. Uh so what's going on close to the road? I I don't
[40:58] know. But I think that it it should be looked into because what I did here is I
[41:02] took a picture right down that line to the left is all the barnyard grass which
[41:06] by the way is not a wetland species. Uh in the understory like down by the
[41:12] ground uh in that jungle is another plant called bitterdock that is also not
[41:18] a wetland species. So, I recommend that the wetland scientist who uh helped to
[41:25] build this, it is supposed to be on call to do the inspections and uh corrections
[41:31] if needed, be be called to to take a look because there's a major difference
[41:36] between this and the 7 foot tall uh barnyard grass and this and the normal
[41:42] uh wetland vegetation over here. Okay,
[41:48] here's here's one of the that that's the one dead tree. That's a swamp white oak,
[41:52] which which is kind of confusing because the other swamp white oaks in there are
[41:56] doing great. And then this is a picture of Lago going
[42:00] uphill, but uh that's what we have still technically in
[42:06] compliance, but you have another full growing season to go. My recommendation
[42:11] is to get the I believe it was Glenn uh get him back to see what's going on
[42:17] and give an opinion to uh Mr. Lennand as to what might need to be done if

[43:26] and what was completed. We were under the assumption that we
[43:30] would be going to a more completed project than we saw
[43:34] through the approval process through conservation.
[43:38] One of the conditions was that before we started any construction of a home
[43:44] that this roadway would be completed. Um
[43:50] started building enforcement, get back on track. I think sometime in
[43:56] March or April, we allowed work to go on on the other side with a completion date
[44:01] of end of July. They asked for June, we gave them till July. So, I think that's
[44:04] why me and Bill reached out at the beginning of August to see where we were
[44:09] as far as completion of the project. Um,
[44:16] if we start at the beginning of the road on the left side, there's quality
[44:20] swelles that weren't they weren't done. Jeff Walsh said they
[44:25] weren't. There was infiltration trenches front left going in where telephone
[44:30] poles proposed. Yeah, >> these quality swailes and that trench
[44:34] » and then the trench on the right side wasn't completed.
[44:37] So, there's a few things left at the beginning of the entrance of the road.
[44:41] And then as we traveled down, everything looked good over the bridge. And when we
[44:46] got to the end of the bridge, there was storing of construction
[44:51] equipment in the resource area that in your order conditions says not to. There
[44:54] was an excavator and a dump truck there that day. So, we just ask you to be
[44:58] mindful for that in your order conditions. Keep your equipment out of
[45:01] the the area of the wetland.
[45:06] And then it appears that the elevation on the right side of
[45:11] the driveway was much different than the approved plan. And we didn't notice that
[45:15] there was no grading. There was no quality.
[45:19] There was no water quality swelles. There was no check dams.
[45:25] And Jeff Walsh said that if that was his intent, there would be a a new plan. a
[45:32] new plan to reference what his >> changes were and his concerns were was
[45:37] this grading and how that water would be captured in this upper section because
[45:41] this is where the biggest change started taking place as this load was much lower
[45:45] than the upper road. >> Yeah. Well, the two driveways go

[45:52] » So, I guess we were surprised to see why it's not
[45:57] completed. It appears that the plan isn't being

[59:16] if if the fence is in the right place as per
[59:20] the plan, there were materials that made its way into the resource area.

[1:15:23] good towns to look at. I would consider them equal to Sutton.

[1:15:49] them. Nothing jumped out at me. Um I think similar to ours, I think we are a
[1:15:54] little less expensive. I think we definitely had room to charge more. Um
[1:16:00] so it would be good just to see a comparison chart of in any other town.

[1:16:12] comes in do we have everyone come in for a first meeting and then determine if we
[1:16:17] need an outside consultant >> the thing with an outside consultant and
[1:16:21] collecting 53g account who's going to do the accounting so the way it's
[1:16:25] structured now is it's all set fees so there's no accounting so with an inside
[1:16:29] consultant you come in and you pay say $500 to file your NOI $5 to $800
[1:16:33] depending commercial was more if there's all different criteria to it when you go
[1:16:37] through the the the thing, but then there's the cost of the town of all the
[1:16:42] tracking and accounting of money versus it just goes into directly into the
[1:16:45] funds of the town. So, if we're going to go with an inside, we
[1:16:51] should look at our fee structure. We should probably raise them to help cover
[1:16:54] the costs to the town for having an employee.
[1:16:58] Um, so to me that would be a very healthy discussion is that fee schedule.
[1:17:03] We should look at what we charge compare with Shbury and Grafton. Shbury has
[1:17:08] full-time. I'm not sure if Grafton was full-time, but I know Shburies is. Um,
[1:17:14] things that we should look at is the workload that we ask our part-time agent
[1:17:20] agent to like what's our expectation. Those are things that we kind of went in
[1:17:24] blindly to, right? I mean, it didn't work. I mean, she's she's not
[1:17:29] here in the minutes and even it just it wasn't working. There was a lot of
[1:17:32] things that wasn't working. So, I hope when we get a new consultant, maybe we
[1:17:37] can start talking about we don't need anybody, let's look at those two towns,
[1:17:41] look at ours, and do a comparison. I think we're all smart enough
[1:17:43] finance-wise to say, "Hey, this this will help." You know, like if we were
[1:17:48] charging three and it's six now, I can kind of give you an idea, rough
[1:17:52] idea. So, if we continue to work with Douglas, my understanding is Sutton gets
[1:17:56] 16, Douglas gets 16 hours a week. So, 32. However, they break that out. I was
[1:18:01] also under the impression in Austin and I were both under the impression that if
[1:18:06] someone's in Douglas, but something comes in in Sutton, they're going to be
[1:18:08] able to shoot emails and return phone calls. Kind of like job sharing between
[1:18:11] the two towns. Now, if it's not an emergency, it probably could wait for
[1:18:14] the following day. But something comes in, jump in the car if it's that big of
[1:18:17] an issue. Tammy, as everyone knows, did a great job from basically 1 one till
[1:18:22] June 30th. Tammy and I spoke and and she figured and I figured I don't want to
[1:18:28] put words in her mouth that that it's about a 16 to 18 to under 20 hour a week
[1:18:32] clerical job, paperwork job. That's all this junk, the minutes, there's a lot to
[1:18:39] it. That's before on average getting in the car and going out and looking at
[1:18:44] something. So my question is if we have an agent position and we split with
[1:18:47] Douglas and we're only roughly getting 16 hours
[1:18:52] on a normal week. I think it's only going to be paperwork they're going to
[1:18:54] get to. And that was my question because I think if you do that you're going to
[1:18:58] be delaying people meetings. We don't have to decide tonight. I just
[1:19:02] wanted to throw it all out there and get some food for thought. I agree, Bill.

[1:22:48] that I was online with the attorney where we had to do it via Zoom. So I was
[1:22:53] concerned because it was a large year but most of the majority of that was
[1:22:58] because of the Britell project. The second year that was a lot of money was
[1:23:02] 69,000 was in 2022. This was all the national grid work
[1:23:07] large project throughout the majority of town and this was also when uh Mr. Romeo
[1:23:13] all the projects were under review and all the issues with that with
[1:23:16] enforcement. So I pulled a couple things. Freedom Information Act. If
[1:23:21] anyone wants this, they can put a request in. Tammy and uh I think it's
[1:23:25] Allison, our account, were awesome pulling stuff because I wanted to see
[1:23:30] where some couple years were very expensive. Now, from 2020

[1:24:16] is you're bringing an agent in, we're going to find out an agent's not enough
[1:24:18] having 20 hours here. They're going to want to go to a full-time agent, which
[1:24:21] is going to be a six-f figure position for the town full-time if you did it
[1:24:25] five days a week. And we're going to still need a consultant. And at the end
[1:24:28] of the day, it's going to cost people more money.

[1:36:16] at executing their job, there is going to need to be
[1:36:20] the a bat phone on occasion where you reach out and say, "Hey, this falls
[1:36:25] outside of the skill set of the individual that we have or there's
[1:36:29] particular um particular qualifications that that this
[1:36:34] individual doesn't have that we need to appropriately address this project and
[1:36:38] we need to have the flexibility to do that and we have that through 53G. So
[1:36:42] really, you know, Mike, I don't know if it was
[1:36:46] you or Bella mentioned that, you know, RDAs should be something that we can
[1:36:50] manage inhouse, right? Tree removal, simple stuff like that, right? Um,
[1:36:56] we need to kind of take a look at what we do when we the whole
[1:37:03] conversation is premature because we don't know what the skills of of the new
[1:37:06] employer are going to be. >> Uh, but we can certainly have a
[1:37:09] conversation in anticipation of that. Um, and the first thing we need to do is
