cannot be completed yet cuz still
[26:36]
waiting for financial statements from
some entities. Although,
[26:40]
just received the library's
a few minutes ago,
[26:44]
but haven't heard anything at all about
the planning district
[26:49]
or eyes.

a result, the province has

I would say strengthened their stance on
the deadlines for financial audits. So,

what may have been forgiven before uh
their like the letter that we just
[27:19]
received says, "If you don't provide it,
you will have your funding
[27:24]
uh frozen."
And the reason why they're doing that is
[27:27]
because they're saying, "We're going to
hold you accountable."
[27:30]
I would suggest it wasn't such strict
guidelines before.

we're doing a great job catching up, so

we're kind of saying

pool staff that were wanting more hours

Our recreations actual recreation staff

gutted out the concession that got flood

damage and the bathrooms, but we will
have contractors come in to redo those.

We just don't want to take away from
houses that needed more than

our facilities at the park right now.
So, we'll wait on that.

And then we do have we have called in a
a contractor to go through and look at
[33:49]
all of the trees in the park because a
number of them did fall down and need
[33:54]
clean up. And we want to make sure by
professionals that what is still
[33:58]
standing is safe.
So,

they were they just updated me today
that they're about 75% done reviewing
[34:06]
that and we'll go from there.
So, our goal is to hopefully have it
[34:10]
reopened at the beginning of August and
to continue with the programming that we
[34:14]
were going to be doing down there this
summer.

those are two gems, especially the
Legion Park and the sooner we can get

those facilities parks ready for the

[34:38]
eligible,

[34:40]
we should be looking at that direction.
And

also uh do we have a timeline of when
the the sweeper, if it's able to or is

it possible for them to go on the
passing region park to sweep up the

cement? Um and I forgot to ask uh Mr.
Harvey too about uh a first pass on the
[34:56]
streets.

and we're talking about financing for

medical services and those monies we put

recruiting and retention

with the PMH

the medical service team letting them
know that if we can help them with the

did attend it and saw
the library board do a good job and the

For myself Swan River Health Facilities

Foundation is moving along with similar
administrative changes so we now have
[50:35]
some new people in place we're just
trying to meet up during the summer
[50:39]
months which is kind of sometimes a hard
thing to do but we still have some other
[50:42]
things that we're dealing with. We I did
speak with CAO
[50:48]
CEO Tracey Smith about some of the
issues with the hospital and have
[50:52]
provided space in our
foundation house if we need to have
[50:58]
nurses stay there and whatever support
staff they need for any additional
[51:03]
services or procedures that need to be
provided in our hospital from the
[51:08]
Dauphin area so that's something that is
ongoing but we had some communications
[51:12]
last week
through our foundation.
[51:16]
Also the vet board
we are working on
[51:21]
doing our building repairs I believe
that started yesterday so hopefully we
[51:25]
can mitigate some of the issues with uh
some water leaking into the building
[51:30]
that we've been dealing with over the
winter months for the last two years so
[51:33]
that's ongoing
and that's
[51:36]
it for me for my
committees.

So we move on to 8 8.1.
Whereas Rail Safety Week
[51:47]
is to be held across Canada from
September 21st to 27th, 2026.
[51:53]
Whereas 252 rail crossings and
trespassing incidents occurred in Canada
[51:58]
in 2025, resulting in
69 avoidable fatalities and 60 avoidable
[52:05]
serious injuries.
Whereas educating and informing the
[52:08]
public about rail safety, reminding the
public that railway railways are private
[52:13]
property, and raising awareness
of the dangers associated with highway
[52:18]
rail grade crossings, ensuring
pedestrians and motorists are looking
[52:22]
and listening while near railways, and
obeying and obeying established traffic
[52:27]
laws will reduce the number of avoidable
fatalities and injuries caused by
[52:33]
incidents involving trains and citizens.
Whereas Operation Lifesaver is a
[52:37]
public-private partnership whose aim is
to work with the public, rail industry,
[52:43]
governments, police services,
media, and others to raise rail safety
[52:48]
awareness. And whereas CN and Operation
Lifesaver has requested city council
[52:53]
adopt this resolution in support of its
ongoing efforts to high to raise
[52:59]
awareness, save lives, and prevent
injuries in communities, including our
[53:03]
municipality. Be it resolved that
National Rail Safety Week be declared
[53:07]
from September 21st to 27th, 2026.

appreciation to
members of council and administration

basically everybody in the Swan Valley
[1:22:12]
that that came together and helped out
each other and did what was required to
[1:22:16]
do and is still doing what's required to
do to

survive and mitigate the the flood
response that we've had
[1:22:25]
that we've never seen
I guess in the valley ever, from what
[1:22:29]
people are saying.
I also want to
[1:22:33]
I guess mention that as we tweak our
tweak emergency plan, this is one of the
[1:22:38]
first
times that an EOC was opened up within
[1:22:42]
the town of Slave Lake, and that wasn't
really managed and operated by council
[1:22:46]
as a whole as we had agreed to
previously that
[1:22:50]
councilors are there to liaise on with
different departments, but not actually
[1:22:54]
be doers of actually uh
parts of the EOC unless it's just a
[1:22:59]
specific role, but not as council as a
whole. So, while there's still probably
[1:23:03]
some tweaking to do on that, it was
great to see that
[1:23:07]
for the first time that it was put in
action that it actually worked as well
[1:23:10]
as it did.

shed. Anybody who's had any overland

that have their own wells, and the
[1:23:29]
testing is free for now. See if they can
get
[1:23:32]
get them tested.
So, also just
[1:23:36]
uh
in light of the flooding,
[1:23:39]
uh it's
always grateful for LP being helpful
[1:23:45]
whenever there's a a disaster. So, this
is twice now that they've been involved
[1:23:48]
that they
uh
[1:23:50]
lend us a great big pump for the lift
station. I would suggest that maybe we
[1:23:55]
look into
making an application so we can just
[1:23:58]
plug in to what we have there instead of
stripping the wires going into
[1:24:04]
our panels there and doing that a lot of
work. So, it seems to be that they have
[1:24:08]
three of these panels, and it's
something that they're going to have all

I I just uh so much respect for his team
and his typing skills.

I I difficulty believing that any man
can type all this stuff so quick and
[1:26:18]
write it down. I was sitting with two
high-end businesses because hundreds,
[1:26:23]
maybe thousands of added revenue would
come.
[1:26:26]
He uses Otter AI. It records everything
that says Dwayne says, it says Don says,
[1:26:31]
it says it's all recorded and then they
can sit and start thinking about it as
[1:26:35]
opposed to recording and and it will
send out a printout key concepts
[1:26:40]
discussed, issues to be addressed.
And it's relatively and I don't know
[1:26:44]
what the cost is, but apparently it's
relatively inexpensive. But these guys
[1:26:48]
running big multinational multi-Canadian
corporations, multi-million-dollar
[1:26:53]
businesses. They run on Otter AI.
So I would encourage our CEO to have a
[1:26:59]
look at it and
free up a few times for him to talk to
[1:27:02]
some of the techy guys.
It's used often in our little town hall
[1:27:06]

happens, I can give you more information
on what that is, but they are looking at

a date that they can work together. I
know the firework kind of thing has to

thinking and planning of what we can do

condolences out to Tracy Bouchard's

family as um you know, her her

her mom has passed away. So, I just like

So, obviously, you know, like we
community has seen like and not not only
[1:33:36]
the Swan River, but the whole valley has
seen
[1:33:40]
uh some devastating losses here in in
the last month and it's just been
[1:33:44]
heartbreaking, but the Parkland area and
our in our briefing that we had with um
[1:33:50]
the Parkland municipalities yesterday,
there is over 1,000
[1:33:56]
events that will be more than 1,000. I'm
guessing it might be even closer to
[1:34:00]
1,500 or maybe 2,000 events that are
going to be documented uh throughout the
[1:34:05]
whole Parkland region
uh towards DFA and damages to those
[1:34:10]
municipalities. So, it's it's it's quite
uh alarming. And so, the municipalities
[1:34:15]
got together and
uh over the last, you know, few weeks to
[1:34:18]
talk about how we as a as a district,
the Parkland district, can work together
[1:34:23]
on
advocating for what we need in this
[1:34:28]
region and making sure that we have uh
what it takes. But, let's say if it's
[1:34:32]
DFA claims or if it's, you know,
anything to help while residents, of
[1:34:37]
course, do DFA, but also with our
municipalities to get the money that
[1:34:42]
they need. If you have a municipality
that has, say, $3 million
[1:34:46]
in in damages, and they have to go and
say they may have an up up-front money
[1:34:51]
from the province of, say, 1/2 million
or 1 million, where does where does the
[1:34:55]
$2 million come from? So, these
municipalities are quite concerned about
[1:34:59]
this right now. And so, this is the goal
of this here um
[1:35:04]
uh
with this
[1:35:06]
group or whatever getting together on
this flood situation.
[1:35:11]
We talked about um
advocating the province. The province
[1:35:14]
really needs the to
um start on this um flood review for
[1:35:21]
2026. And they need to lead that. They
can't leave that leave that to the
[1:35:26]
municipalities. I think it needs to be a
regional Parkland flood 2026 review. And
[1:35:32]
something that I sent that to the
premier yesterday on that. And I'm
[1:35:36]
certainly hoping that we can see some
traction on that. I've advocated several
[1:35:40]
different times to different ministers
about, you know, up-front money to
[1:35:44]
municipalities and and also to
residents. You know, I was told by a
[1:35:48]
read from down south in 1997, the
municipalities or uh residents of the
[1:35:53]
municipalities down there in '97
received upfront $5,000.
[1:35:58]
And uh
and I was kind of taken back by that.
[1:36:02]
And I went, "Wow, you know, so I kind of
spoke to the the minister yesterday and
[1:36:06]
said, you know, like you know, we
we've done it once before. And there's a
[1:36:09]
lot of people that need need the money,
you know, sure they might have some you
[1:36:13]
know, they may have
insurance that might come, but some
[1:36:16]
won't have that and they need to put a
new cattle in their house, they might
[1:36:19]
need a new
sock or a new hot water tank or they
[1:36:23]
might need, you know, a new furnace and
certainly $500 is a nice touch, but
[1:36:28]
definitely is it's not going to be
enough and this is going to be this is
[1:36:31]
going to be really tough. So, these are
a lot of things that the the
[1:36:35]
municipalities were talking about
yesterday including the mention of the
[1:36:39]
the Dauphin hospital. And in my
conversation with CEO Slate, I said that
[1:36:45]
our hospital has two great operating
operating rooms and we have OR recovery
[1:36:51]
rooms and all that that we can handle,
which we have already been doing some
[1:36:55]
procedures and more surgeries. Those
surgeons those doctors need to have a
[1:36:58]
place to conduct their business and
they're going to need something soon.
[1:37:02]
So, this is so an avenue where we can
actually provide some of those services
[1:37:07]
now that we have a CT scanner in Swan
River. There's a lot of services that we
[1:37:11]
can provide in the town of Swan River
because of our facility. And and CEO
[1:37:17]
Slate had, you know, reaffirmed and said
that absolutely we have probably an
[1:37:22]
amazing
facility that we can we can do that, but
[1:37:25]
there obviously steps the province has
to take um with uh
[1:37:31]
uh getting those things in place.
Uh I don't really We've talked a lot
[1:37:37]
about the flood stuff, you know, and I
you know,
[1:37:39]
the the volunteers and and and and
just amazing to see, you know, all the
[1:37:44]
people that have come together and
we'll talk about this for a long time
[1:37:49]
and I'm sure that in this
you know this day is I don't want to
[1:37:53]
call it a celebration but this day of us
getting together
[1:37:56]
will be able to express more gratitude
towards a lot of the people that really
[1:38:00]
came and stepped up to plate. Um I thank
uh
[1:38:07]
uh Counselor Malik for his words
earlier. But you know what? I don't do
[1:38:12]
all that just because or you know
I have the time or what I I I I have the
[1:38:18]
support of council and and a lot of you
have phoned me and and gave me your
[1:38:24]
uh support. Administration, I've had
other mayors and reeves
[1:38:29]
uh call me and and do exactly the same
thing. So it just makes it a lot easier
[1:38:33]
to do your job when you have people that
are reaching out and and uh giving the
[1:38:38]
the most assistance that they possibly
can. You know, including several
[1:38:42]
ministers I had the opportunity to to
talk to over the last month and uh and I
[1:38:48]
continue to uh to talk to them on on
many things I'd like to advocate for.
[1:38:53]
I think today I was speaking to I don't
want to go too long but I do want to
[1:38:57]
make sure we give thanks to our
administration especially with them
[1:39:00]
taking on their jobs and their roles
everyday roles of running our
[1:39:04]
municipality but also to going and
running an EOC on top of all that and
[1:39:09]
the and the stress that came with it and
the time that they had to spend
[1:39:14]
uh outside from their families and their
jobs to to get the job done. I had some
[1:39:18]
people tell me today or actually the
last little while that the updates that
[1:39:23]
um our administration and mainly
Director Gordon Broom who had done a
[1:39:28]
great job in providing those, they said,
you know, they really liked the fact
[1:39:32]
that you numbered them and I know that
we learned that a long time ago and so I
[1:39:36]
I like that we continued on with that
and and uh you did a a great job and and
[1:39:41]
the rest of the team too.
As well as you know we don't have
[1:39:45]
Mr. Dennis here but
there's a lot of stuff that he really
[1:39:49]
kind of got his feet wet got his feet
so to speak and
[1:39:54]
maybe it's a bad choice of words but but
you know what he he really did step up
[1:39:59]
and and was under a lot of pressure for
a long time there so
[1:40:03]
it's nice to see that team Rubicon come
to the community and and taking on some
[1:40:07]
of those those roles in the emergency
center for us as well as Red Cross and
[1:40:13]
and all that but there's a lot of other
people that we've been talking to in the
[1:40:17]
last month and and actually in the last
week on supports that we can get from
[1:40:22]
people and
I just I thank them and and we've opened
[1:40:27]
up a lot of doors for a lot of support
not only for administration but also for
[1:40:31]
our community
as well. So we'll hear a lot more about
[1:40:34]
that in the days and weeks ahead to
come.

logistics and to the incredible

community volunteers and dinner who
helped us.

Um I need to you know specifically
acknowledge acting recreation manager
[1:41:22]
Morgan Buck who took complete charge of
the support center with the help of
[1:41:27]
operations supervisor Keegan Harness as
well as um just community member Nikki
[1:41:32]
Chartrand who she headed up the donation
center and did a fantastic job with, you
[1:41:38]
know, no incentive other than helping
our community. And then also to
[1:41:44]
Albert Short Term Friendship Center
executive director was Lee Sangluk,
[1:41:48]
whose guidance and expertise absolutely
[clears throat] invaluable. She went
[1:41:53]
through it all in Minnesota, so
she she was an incredible support.
[1:41:58]
So, I am very proud of how we were able
to come together and and serve our
[1:42:03]
community in such a great time of need.
Um also just a
[1:42:08]
thank you to the Swan Valley
Fire Department who came to our rescue
[1:42:14]
once again in the recreation department
this afternoon.
[1:42:17]
Um hopefully that's the last fire we
experience this year.
[1:42:22]
Um on that.
And on a happier note, just a
[1:42:26]
congratulations to the Swan Titans
Cricket Club who have completed their
[1:42:32]
immediate work that they wanted to do on
prepping their their cricket grounds,
[1:42:36]
their new cricket grounds that have been
totally signed off on. And so, they can
[1:42:40]
now enjoy that for the remainder of the
summer and they have been, so that's
[1:42:44]
wonderful.

who are helping their neighbors sandbag
and then uh remove flood debris

material, and then the NGOs who are in
town

and are uh
tackling some
[1:45:19]
tough messes and doing a good job, and
uh it's nice to have them in town.

emergency
as this, but I recognized her talents

immediately and I assigned her as our
logistics officer.

And the proof was in the pudding as we
saw, she did a phenomenal job. Um, and
[1:46:13]
it's great to be able to have strong
leaders like that working uh with me
[1:46:17]
because as you all know, I was dealing
with the flood of my own house at the
[1:46:20]
same time. And I think that the uh team
collectively did a fantastic job on the
[1:46:25]
whole.
Uh, I'm glad to hear people are
[1:46:27]
recognizing that, so
that's all I have to say. It seems like
[1:46:30]
months ago
because it's, you know, it does, but uh
[1:46:35]
it wasn't that long ago.
