[0:21] Please stand for the pledge.
[0:27] » of the United States of America and to the Republic for which it stands, one
[0:32] nation under God, indivisible, with liberty and justice for all.
[0:40] » Cecily, roll call, please. Counselor Augsburger.
[0:43] Counselor Bronson. >> Here.
[0:45] » Counselor Heggie. >> Here.
[0:47] » Counselor Richards. Counselor Sanchez.
[0:50] Council President Thorstad. >> Here.
[0:52] » Mayor Coleman. Present. Let the record show that there are four present and
[0:55] three absent. Next item on the agenda is the consent
[0:58] agenda. There are three sets of minutes in this consent agenda. Feel free to
[1:02] pull one or make a motion to approve the whole set.
[1:05] » So moved. >> Second.
[1:07] » I have a motion and a second to approve the consent agenda. Um Cecily, please
[1:11] call for a vote. Counselor Bronson. >> Yes.
[1:14] » Counselor Heggie. >> Yes.
[1:15] » Council President Thorstad. >> Yes.
[1:17] » Mayor Coleman. Yes. Let the record shows that there are four eyes to approve the
[1:23] consent agenda. Recognition of visitors and hearing of
[1:26] petitions. I don't see anybody who submitted anything. So, we'll move on to
[1:30] old business. Um public hearing and request for Council Action Resolution
[1:34] number 17 for 2026. I'm going to pass this off to City
[1:38] Manager Ogden. >> Yeah, Madam Mayor, uh you have uh before
[1:43] you an RCA um regarding the uh city-owned property at 3101 Zelkova
[1:49] Street, um which we have been calling Corey Park.
[1:53] As Council will recall, on the 14th of July. There was consensus to move
[1:59] forward with the formal naming process of Quarry Park as the proposed name.
[2:05] Um, under the city's policy for naming public publicly owned facilities, that
[2:10] process requires a 30-day public notice period. Uh, the notice of the proposed
[2:15] time uh, and tonight's public hearing was published in the New Era on July
[2:19] 29th. Uh, staff has not received any public comments uh, to date. So, tonight
[2:24] gives council the opportunity to uh, hear any public testimony regarding the
[2:28] proposed name uh, and then make a formal decision. So, if council approves
[2:34] resolution uh, number 17 for 2026 the property would be officially named
[2:40] uh, Quarry Park. As far as financial impacts, there's
[2:43] really no immediate financial impact. Um, in the future, there could be, you
[2:48] know, signage and things like that that would need probably need to be in the
[2:51] park. Um, but uh, it's also uh,
[2:55] noteworthy that uh, formal adoption of the name also would not prevent future
[3:01] sponsor- sponsorship opportunities or even future renaming if council chose to
[3:06] do so. So, following the public hearing,
[3:10] um, staff's recommendation would be to approve this resolution.
[3:14] » Okay. I will open the public hearing up at 6:33 p.m.
[3:20] We've heard the staff presentation regarding this uh, regarding 3101
[3:24] Zolkobi Street to be named Quarry Park. I will invite testimony from those in
[3:30] favor.
[3:32] Seeing that there's no one present, I don't hear any.
[3:36] Um, I will invite testimony of those opposed.
[3:40] Anybody online? Okay.
[3:43] I will invite testimony for those who are neutral.
[3:47] And hearing none, I'll move on. We You deliberate this item if there's any
[3:52] counselor who'd like to discuss it.
[3:56] Nope. I will now close the public meeting at
[4:00] 7:34. Um I can now entertain a motion to
[4:05] approve resolution number 17 if you so desire.
[4:10] » So moved. >> Second.
[4:12] » I have a motion and a second to approve resolution number 17 for 2026.
[4:17] Any discussion?
[4:21] Hearing none, Cecily call roll. >> Councilor Haigh-Ky.
[4:23] » Yes. >> Council President Thorstad.
[4:25] » Yes. >> Mayor Coleman.
[4:26] » Yes. >> Councilor Bronson.
[4:28] » Yes. >> Let the record show that there are four
[4:30] eyes and no nays to approve resolution 17 to name 3101 Azalea Court Street
[4:37] Corey Park. Next on the business, uh request for
[4:40] council action approving a contract for city prosecution services.
[4:46] » Madam Mayor and council, you have before you an RCA for um approving a personal
[4:51] services agreement with Miller, Castleton and Flynn for city prosecutor
[4:57] services. So as you're all aware, on July 14th, after a work session, staff
[5:03] issued separate uh solicitations for the city attorney related services including
[5:10] an R uh RFP for uh specifically for the city
[5:15] prosecution services. Uh so we received two responses and Miller, Castleton and
[5:20] Flynn was the highest scoring firm. Uh this agreement provides for Catherine
[5:26] Pratt to serve as the city prosecutor with a flat fee of $4,500 a month for
[5:32] prosecution services. Uh the scope includes municipal court
[5:36] criminal cases, uh court appearances and trials, coordination with the PD and
[5:42] municipal court, victim and witness communication, discovery, case
[5:47] management, and then other related administrative responsibilities.
[5:51] Uh the agreement runs through August 30th of 2028 with the opportunity for up
[5:57] to three additional one-year extensions. Um and the full scope of services is in
[6:02] your packet uh and staff recommends uh approval of the agreement with
[6:08] uh this particular firm to uh do our prosecuting.
[6:14] » Thank you. Thank you also for seeking out those um RFPs and we do have one
[6:19] before us with a contract attached. Um counselors, do you have any thoughts,
[6:23] questions that you'd like to discuss?
[6:28] Hearing none, I will entertain a motion to approve
[6:31] the contract.
[6:34] » So moved as recommended.
[6:38] » Second it. >> So I have a motion and a second to
[6:41] approve the contract for city prosecution services.
[6:44] Any discussion?
[6:47] Hearing none, Cecily, please call for a vote.
[6:49] » Council President Thorstad? >> Yes.
[6:51] » Mayor Coleman? >> Yes.
[6:52] » Councilor Aronson? >> Yes.
[6:54] » Councilor Heggie? >> Yes.
[6:56] » Let the record show that we have four eyes and no nays to approve the contract
[7:00] for city prosecution services. Next item on the agenda, request for
[7:03] council actual action approving the equipment and services contracts for the
[7:07] water treatment plant generators project.
[7:10] » Yeah, Madam Mayor and council, um this one's pretty exciting as
[7:15] uh you're aware the uh water treatment plant generators are one of the council
[7:20] goals for the 26-27 year. Under the viable and sustainable service
[7:26] essential services, um and so um and you're all aware we've been working
[7:31] to secure uh these generators uh to get connected down there. Uh so we
[7:38] did um as you're also aware get a uh grant for these generators. There is a
[7:43] local city match, which has already been budgeted for.
[7:46] Uh so, basically, the work for council tonight is just a um
[7:51] um take a look at and uh we have two
[7:54] agreements, basically. We have an agreement with uh TAG, uh which would
[7:58] provide the generators and automatic transfer switches along with the
[8:02] controls, electrical work, and so on um for installation of these generators uh
[8:08] in the amount of $818,124. And then the second agreement would be
[8:13] with Landis Consulting for the engineering and professional services
[8:18] associated with the project. So, it would include electrical design,
[8:22] uh some limited construction support, uh and and other things that go along
[8:27] with that. So, in that uh Landis agreement is a time and materials not to
[8:31] exceed $128,718.
[8:37] So, together, uh the two agreements uh total $946,842.
[8:43] Um and these both of these contracts would move the city forward with the
[8:47] design, procurement, and installation required
[8:51] for the work needed to to get these generators connected and up and running.
[8:56] So, and staff obviously recommends the approval of both agreements.
[9:01] » Any questions from councilors regarding this?
[9:04] » I yes, I have a question. What's the estimated time of completion when those
[9:10] generators will be working and able to uh
[9:13] » So, yeah, we're still a ways out. I don't remember the exact time. Do you
[9:18] remember, Susan? >> It's about 9 months for the purchase of
[9:20] the generators, and then probably another month to 3 months for
[9:23] construction. So, about a year out, then. Yeah. Correct. But, we just
[9:26] received a 2-year extension from the feds. So, we have no concerns with the
[9:30] timeline.
[9:33] » Any other questions from councilors?
[9:39] I will entertain a motion to approve the equipment and services contracts for the
[9:43] water treatment plant generators project.
[9:45] » So moved as recommended.
[9:49] » I'll second that. >> I will I have a motion and a second to
[9:53] approve this contract. Any discussion? Hearing none, Cecily, please call for a
[9:59] vote. >> Mayor Coleman?
[10:00] » Yes. >> Councilor Bronson?
[10:01] » Yes. >> Councilor Heggie?
[10:03] » Yes. >> Council President Thurston?
[10:04] » Yes. >> Let the record show that we have four
[10:06] eyes and no nays to approve the contract for the water treatment plant generators
[10:10] project. And I want to say thank you to staff for getting that going and coming
[10:14] in under budget is good as well. So, thank you.
[10:16] » And thank you. And I want to say thank you to Cecily for working so hard with
[10:21] with the government for the grant. It's been um it's been a journey and um it's
[10:26] been a bit complicated at times and she's put in a lot of hours and work for
[10:30] that. So, thank you. >> Thank you, Cecily. Government grants are
[10:32] not fun. So, thank you for enduring that.
[10:35] All right. Next item on the agenda is reports of committees. Any councilors
[10:39] have something to report from the committees that they are liaison to?
[10:42] » Uh Madam Mayor, may I? >> Yes, please.
[10:44] » Um the parks um for the pie contest, they're still
[10:49] looking for contestants. I think quite a few, right?
[10:56] At least two more. So, if you know any bakers,
[10:59] I know I think the judges We got the judges. It's just the
[11:02] the contestants. >> Sorry, I forgot I had to speak in the
[11:04] microphone. Um we need at least a minimum of five contestants. Not five
[11:08] pies, but five contestants. Um and we right now have three.
[11:12] » Okay. >> And that's three adults. We don't have
[11:15] no children, but we at least need three children and five adults.
[11:19] » Thanks. Um also um just want to shout out the um
[11:22] public works for the parks conditions. Um
[11:25] it's just been amazing over the summer with the great weather and every time I
[11:29] go by Sankey, there's always families out there. The
[11:33] the trail down the hill what they added this last week looks great. So, if you
[11:37] haven't been out there, swing by. So, yeah.
[11:40] » I'd like to add to that public works even the project that they're working on
[11:44] next to us with the park that's going in.
[11:46] They're doing great work. It looks amazing. Um so, yeah.
[11:50] Shout out to public works. Any other counselors?
[11:54] Yeah. >> Yeah.
[11:55] » I was down there at Sankey Park last week touring through that and it's it's
[11:59] coming out very nice. Very nice. Uh great addition down there.
[12:05] » Okay. Next item on the agenda is department reports. We have a library
[12:10] report and also public works report within our packet. Do we have any
[12:13] questions for directors?
[12:17] Anything you would like to highlight, Director Daisy?
[12:21] » I'm the only one over here. Um I just like to highlight they're in the middle
[12:25] of our teen clothing drive. Um we're accepting donations through September
[12:29] 26th and then we'll be having uh from 2:30 to 5:00 on September 28th, we'll be
[12:34] letting the teens um shop for free and they don't have to
[12:38] be a school district member. Um even if someone from another city wanted to
[12:42] come, all the everything that we have is free. We have tons of clothes, makeup,
[12:47] um bags, shoes. We have a lot of stuff going on.
[12:52] » Nice. Thank you for doing that for the community. That's great.
[12:56] Okay. Next item on the agenda unless any counselors have questions.
[13:00] » I have a question. Um public works up.
[13:04] Well, can we get a quick update timeline wise uh
[13:08] on the our sewage plant?
[13:12] Yeah, where is it at? Where is it you I know we had to have some financial
[13:16] things in play first and how are we doing on all those things?
[13:19] » Yeah, we are still working with uh the Is it the engineering firm? Is it West
[13:25] or East? >> Yes, they're still working with West
[13:27] Yost, um, but we're still also waiting on audit
[13:30] completion. So, until those are current, there's only so much we can do.
[13:34] » Correct. And those from what I have read, they're they're they're coming
[13:38] along nicely. Yes.
[13:40] » Hopefully we'll have that caught up soonish.
[13:43] » This year? >> Yes.
[13:45] » Calendar year? >> That's yep. That's the goal. That's the
[13:47] hope. >> Hopefully, yeah.
[13:50] » I I just don't you know what the the size of the grant that's involved
[13:53] there. >> Yeah.
[13:54] » Yeah, I just um don't want anything to get away.
[13:58] » Yeah. >> That's a lot of money, so.
[14:00] » It is. I also noticed though in the report that we've gone 23 months without
[14:05] an issue [clears throat] with DEQ. Is that correct? So,
[14:08] um, way to go public works for keeping that.
[14:10] Good job public works. Yes. >> So, thank you.
[14:14] Um, any other questions from councilors?
[14:18] Next item on the agenda, reports of city officials.
[14:21] » Yes, Madam Mayor and council. I uh most of you stole my thunder. I was going to
[14:26] mention uh Sankey Park, um, and really thanks to Dominic Shawn and Tyler for
[14:31] the incredible job they did with the rock. Um, they
[14:35] » [laughter] >> uh really thinking outside the box, just
[14:38] really making it look nice there. And so, I'm thankful for them. Kudos to
[14:41] them. And then I was going to mention the
[14:43] fitness court, um, that's going to be built this week and it's looking great
[14:47] out there. And then just reminder, um, with school starting back up, just you
[14:52] know, be mindful of the school zones and uh school buses, having to stop for the
[14:57] school buses. I think we're going to put something out
[14:59] on social media regarding the school buses here uh soon uh on the PD side.
[15:05] Um, so just, you know, watch your speed. And then
[15:08] uh congratulations to Officer Bolcom, who's our new school resource officer.
[15:12] We just had a post on our Facebook page uh with a picture of him holding a sign,
[15:17] you know, first day of school. So, um kind kind cool. So, he's excited
[15:21] about that. The school's excited about that, and so uh congratulations to him.
[15:25] And finally, I was just going to mention um we have our 20th annual Harvest
[15:30] Festival coming up that first Saturday, October 3rd um from
[15:35] 11:00 to 4:00 at Sankey Park. So, would love to see the community there. Uh it's
[15:40] always uh wonderful, and thank you to Angela for and staff for uh putting all
[15:45] the time and effort into coordinating that.
[15:49] » Great. Thank you, um City Manager Ogden. Next
[15:53] item on the agenda is the mayor's report, and I I too want to say thank
[15:57] you to city staff for the work that they've been doing. Um I also um
[16:01] want to say that this week is the 25th anniversary of 9/11. The American Legion
[16:06] will be hosting an event at noon at their place to honor that anniversary.
[16:11] If anybody would like to attend, they're welcome to.
[16:14] Um that is all I have. So, the next item on the agenda is council business for
[16:17] the good of the order.
[16:22] Hearing none, I will adjourn this meeting at 6:46 p.m.
[16:32] » 15 minutes, 16.
