[0:06] Our zoning case is ZC2026-7 to order.
[0:11] Harry.
[0:12] Thank you, sir.
[0:14] So the request tonight is for a PUD2.
[0:18] The project address is 7701 Kenwood Road,
[0:21] Cincinnati, Ohio 45236. The applicant is
[0:26] Josh Shaw
[0:27] of the Kleinger Group.
[0:30] The site characteristics, 2.339 acres.
[0:35] The topography is generally flat.
[0:37] The current and proposed ISR, there's no change,
[0:40] 81.05.
[0:43] It is in the SPI overlay district, and the existing zoning
[0:47] is C single family.
[0:49] The surrounding zoning to the north is EE, planned retail.
[0:54] To the south is O and double O, office and planned office.
[0:59] To the east, it's retail, and to the west, it's C.
[1:04] Existing proposed use is a church as a conditional use.
[1:10] The request, the applicant is requesting to add architectural elements
[1:14] and improve entry to the facility, featuring various
[1:17] changes
[1:19] including bat lit, architectural glass, a steel canopy,
[1:24] and modified circulation around the building.
[1:28] An accessory structure with a cross is also proposed in the front yard.
[1:33] There's a minimal expansion of the usable square footage to the building and
[1:37] no parking lot expansion.
[1:40] A privacy fence is also proposed in the front yard with
[1:44] modifications to the existing landscaping.
[1:48] At this point, the proposed building signage has been removed from the
[1:52] application since previously submitted to the zoning commission
[1:56] meeting.
[2:00] Again, current zoning, as you see on your screen,
[2:04] to the north, double E, to the south, office and planned
[2:08] office,
[2:09] to the east, retail, and to the west, single-family
[2:13] residential.
[2:16] The survey base map, which was included with the applicant, shows three
[2:21] separate partials. I have them listed as partial number one, partial number two,
[2:24] and partial number three.
[2:30] Location plan. Basically, they're locating the
[2:34] existing site as is, asphalt pavement, concrete walkway,
[2:38] alternate work parking stalls, and dumpster.
[2:42] As you look in the bottom of the screen, that shows the dumpsters
[2:46] as they are today.
[2:51] How come those aren't screening here?
[2:55] That's part of the plan at the end.
[2:57] Thank you.
[2:57] At this point, they
[2:59] do not comply with the current zoning.
[3:00] Okay.
[3:02] Demolition plan. Basically, they're going to remove pavement, concrete,
[3:06] landscaping,
[3:07] one of the major trees along Kenwood Road, also remove
[3:11] several hedges,
[3:13] remove pavers, and then they also have some tree
[3:17] protection areas.
[3:22] Grading plan. Basically, they just have some minor changes
[3:26] because of the entryway where they're making some changes there,
[3:31] and doing some minor work up against the
[3:35] building and the sidewalk area.
[3:37] They do have controls that they'd like to put in place, and those details are
[3:41] also shown.
[3:44] Proposed elevation. I've also indicated the areas of
[3:48] modification. So, as you look at it from Kenwood Road,
[3:52] you're seeing the areas of modification.
[3:54] It shows the
[3:56] fence and the
[3:58] tower in the front elevation there.
[4:02] On the facing retail side, you see an area in the
[4:06] background beyond there to the right.
[4:08] That's part of the roof that's being modified.
[4:11] To the left, that's basically looking at the Kenwood Road
[4:15] side, where the fence is returning back into the building.
[4:23] Again, proposed elevation, area modifications.
[4:26] The side elevation facing the single family,
[4:30] basically just the right side of the building where they are
[4:33] expanding and putting in some additional
[4:37] roofing.
[4:39] That is part of your modification there.
[4:41] As you look at the facing the church parking lot,
[4:46] there's several areas that are being modified. All those are outlined in red.
[4:51] On the bottom, I've actually shown the floor plan of where they
[4:56] match what you see on the floor on the elevation.
[5:00] So to the right of that, just to kind of elaborate, that
[5:03] shows the fence and the tower.
[5:07] As you go to the second one coming again from the right,
[5:11] those blue things going up, those are the illuminated panels.
[5:15] As you continue to the larger block
[5:18] that I have outlined in red there, that shows the metal
[5:22] roofing,
[5:23] and then also the glass front panel there for the
[5:28] entry area. And I think that's the lounge area.
[5:32] What are the size of those illuminated panels?
[5:35] Say that again, Mr. Kellum?
[5:36] What are the size of those illuminated panels?
[5:40] Good question.
[5:41] Compared to the-
[5:42] I don't have the dimensions. I'll defer that to the applicant.
[5:46] All right.
[5:50] Floor plan. So as you look-
[5:53] Harry, can you use your
[5:55] arrow while you're pointing? Thank you.
[5:57] Does that show up?
[5:58] Yep.
[5:59] Okay. So these are essentially the same plan.
[6:02] I asked the architect to provide a separate plan to basically
[6:06] clarify where the fencing was going
[6:09] So again, this is the same plan as this, it's just this is a cleaner version,
[6:13] which I appreciate his help. So this is
[6:17] facing Kenwood Road.
[6:20] This is facing the church parking lot.
[6:22] That renovation I just showed you on those elevations are here,
[6:26] and also here. The rest of the renovations that you see in gray,
[6:31] those are interior modifications.
[6:36] Do we know what the distance between that fence and the road, that fence and the
[6:39] right of way is? Because the right of way's different on each side.
[6:43] What's the backing right of way?
[6:44] We do not. It was not indicated on the plans.
[6:51] Oh, okay. So this is basically just showing the,
[6:55] again, the architect submitted this as separate drawing, which is great for me,
[6:58] because then I could add the details of the fencing as they relate to where they're
[7:02] being placed
[7:04] on the front area. So
[7:09] accessory structures as defined by our code are
[7:12] highlighted here. So we have the elevation and the fence
[7:16] elevation of the fence and tower, which this area is facing Kenwood
[7:20] Road.
[7:21] This is the back lit panel.
[7:26] This area here, this is the top part of the fence that's proposed.
[7:30] This is the bottom part of the fence.
[7:31] So as you look at this detail here,
[7:34] part of the zoning commission's recommendation was this could not exceed six foot
[7:38] tall.
[7:40] They would have stone on the bottom and some type of wooden
[7:42] material-like on the top part, not to
[7:46] exceed six foot.
[7:49] This is the illuminated tower,
[7:52] also with the cross, as you can see here.
[7:54] They did change that to 20 feet. Now,
[7:59] most of this presentation is going to differ from your staff report
[8:03] because I did get a lot of these drawings
[8:06] early this morning, and I was able to incorporate them in on the PowerPoint.
[8:09] So,
[8:11] there's going to be some differences from what you had on your staff report.
[8:16] How come we got them so late?
[8:20] I'll defer that-
[8:20] I mean, this is all
[8:21] new information. We're looking at it for the first time.
[8:23] Yeah. This is difficult for us to...
[8:25] Yeah.
[8:26] I will defer that question to the applicant.
[8:31] Oh, so here's, again, another rendering that the architect did
[8:35] produce showing the tower, the fencing,
[8:38] the
[8:40] daycare entrance here in the front,
[8:42] and then showing the side view of the fence and the tower
[8:46] here.
[8:50] As far as the parking, so currently,
[8:54] as submitted, the parking spaces for this development use multiple
[8:58] addresses. I've outlined all the areas and the
[9:01] partials that are included in the parking.
[9:04] So
[9:06] the applicant did estimate somewhere around 166
[9:10] parking stalls.
[9:11] Are all those parking spaces owned by the applicant?
[9:16] They are not.
[9:17] And that's my next slide, I
[9:21] think. Yeah, so.
[9:22] Sure.
[9:23] I do have one shared lease
[9:26] where they are sharing of the parking, and that was from Mr.
[9:30] Greg Panciera
[9:32] with the church.
[9:35] This was the parking lot spaces that was provided by the applicant, where they're
[9:38] at, the west side, the main light, handicap, guest,
[9:42] doctor's office, backlight, astria.
[9:45] So this is a doctor's office, which
[9:48] currently actually has regulation regarding the use of these
[9:52] stalls
[9:54] being Monday through Saturday.
[9:56] I don't have that agreement, but I did mention it to the engineer and the architect
[10:00] that we would need that agreement for all the parking.
[10:03] The other two photographs are shown
[10:07] are
[10:08] part of that 166 number.
[10:12] And a club patriarch.
[10:13] Any questions so far?
[10:18] Utility plan. Basically, my main
[10:22] concern at this point was the FDC and the PIV
[10:26] based on where they plan to,
[10:29] if approved,
[10:31] install this fence that goes
[10:33] through here,
[10:35] new landscaping area. And then the FDC at this
[10:39] point is proposed in the landscaping bed.
[10:42] The PIV is outside of there. And what I've shown is, this is a
[10:46] current photograph from this morning that shows those two items.
[10:51] On the floor plan, this is the area of where it's located at.
[10:59] Now, on the bottom of this, I'm going to start with this.
[11:02] This is the planting plan, but this is the existing condition here,
[11:06] existing landscaping.
[11:08] They are proposing modifications to the whole
[11:12] front elevation of the space.
[11:15] The monument sign and any landscaping here would
[11:19] not be modified.
[11:21] So with this landscaping here, they do have a plate
[11:25] legend describing everything, which was very clear to me.
[11:29] They also are proposing planters and benches.
[11:34] That's these areas here and also through here.
[11:37] Inside or outside the fence?
[11:40] They will be inside
[11:43] the fence there.
[11:46] Outside agency reviews. So we did get a
[11:50] comment from MSD
[11:53] that the sewer capacity is available to serve the site.
[11:57] The other was from our fire department that they need to have access to the FDC
[12:01] and PIV along Kenwood Road.
[12:04] The rear of the building to be free of obstructions,
[12:07] and I'll show you why that's a concern
[12:13] And then as far as should the board be inclined to approve the
[12:16] proposal, please consider the following conditions.
[12:19] Now,
[12:20] this is a mix of conditions from zoning commission and from staff.
[12:24] So the several items here, the last three
[12:27] items and some additional items up top are from
[12:31] staff, but for the most part, this is what zoning commission
[12:35] recommended.
[12:40] Now I will take any questions.
[12:43] Any questions?
[12:46] Well,
[12:49] I feel like I would have a lot of questions, had I-
[12:53] And the applicant is here
[12:54] ... it's not like the first time I'm seeing things in very small type and have had
[12:56] the opportunity to actually review this with some level of depth detail.
[13:00] So
[13:01] it's a little concerning to me that I don't really have
[13:05] had the opportunity to really digest this in the manner that I would like to in
[13:08] order to be able to have a
[13:11] conversation about it.
[13:12] Yeah.
[13:16] Tracy, anything?
[13:18] I agree with Tracy.
[13:21] We received a report last night at 6:00 o'clock that
[13:24] didn't have
[13:26] all this information that this all new.
[13:31] It's hard to, obviously we can't see the print.
[13:34] We have to tell what goes and what.
[13:37] Around here, we try to live by the rule that if you're asking us to
[13:41] make an informed decision, we have to have all the information.
[13:44] In this case, we don't. We haven't till right now.
[13:47] And so, I don't know how you want to-- You want
[13:52] to go ahead? Let's go ahead-
[13:53] Yeah, please
[13:53] ... if you want to come up and give us your name and address for the record and any
[13:57] additional information you want to add to it prior to us.
[14:03] So I'm Tony Torres. I'm the project architect.
[14:06] My office is actually at 106 West Fifth Street
[14:10] in Santa Ana, California.
[14:13] So I'm here representing the church with Josh, the applicant
[14:17] on this.
[14:18] So we were working with Harry over the last couple of days just to get these
[14:22] exhibits to him. There were some minor modifications to them in terms of the
[14:26] fence. So he wanted some more clarification on the
[14:30] changes that were made from the zoning commission before to the fence, and so
[14:33] those are the things that were updated.
[14:36] So, from the original application, there really hasn't
[14:40] been too many changes. They asked us to reduce the tower height to 20
[14:43] feet as opposed to 22 feet seven, I believe it was, because
[14:47] accessory structures, I think, have a limit of 20 feet there.
[14:51] And then the fence itself, we know that that was something that is not always
[14:55] permitted on the front there, but it's a security fence for the
[14:59] preschool entrance. And so they wanted us to change the materials of it
[15:03] to be a little bit more
[15:05] resembling what the existing architecture is.
[15:08] So the changes were minor, just based on the previous comments, and we were
[15:12] just working with Harry as quick as we could to make the exhibits
[15:16] updated.
[15:18] So there weren't a lot of other changes, really.
[15:21] The question was asked
[15:23] about the distance between the proposed fence and the right of way.
[15:27] Do you know what that is?
[15:28] Yes. That's roughly 25 feet.
[15:31] How many feet?
[15:31] 25.
[15:33] And that's actually from property line.
[15:35] From the right of way, it's about
[15:40] 35 feet.
[15:42] I don't think there's 35 feet.
[15:43] It can't be.
[15:44] There's no way.
[15:44] I don't think there is.
[15:45] There's not 35 feet-
[15:46] There's no way
[15:46] ... from the building to the street.
[15:47] There's not even 25 feet from the building to the street.
[15:51] So I'm scaling the drawing as it is from there.
[15:53] And so,
[15:57] let me just check the scale on
[15:58] this.
[16:05] The dimension that I have from the fence to
[16:11] the property line, which is pretty much the back of the sidewalk, was
[16:15] 25 feet.
[16:20] Yeah.
[16:21] Yeah. That would be very surprising to me.
[16:25] Thank you very much.
[16:26] Actually, we have Pastor Loren here who represents the church as well, so
[16:30] he can actually come up and speak here too.
[16:32] Yeah. Loren Hott.
[16:34] 4345 Watterson Street is my home address.
[16:37] What this image
[16:39] may not show, those hedges that are currently there are anywhere
[16:43] between five and six feet wide. On the other side of those
[16:47] hedges, toward the building, we have a current sidewalk.
[16:51] So there's a lot more depth. All of those bushes come out.
[16:54] So this image might not show visually 25 feet, but I can
[16:58] assure you there's
[17:00] all of that space there.
[17:03] The reason we wanted this beautiful aesthetic, I actually like the recommendations
[17:07] that your team made to update the fence.
[17:09] It's going to cost us more to put stone in, but it's going to be
[17:13] a better look for the neighborhood and a better look for the area.
[17:17] That's the preschool entrance, and so families come in, and
[17:21] they come out, so it's more secure to have a fence that's
[17:25] aesthetically pleasing there
[17:28] for where kids and families drop off their kids every day to go to
[17:31] preschool. And so
[17:34] think of a lot of that overgrown shrubbery coming out, beautiful
[17:37] landscaping on the other side, the street side, outside the
[17:41] fence. We want it to look beautiful.
[17:45] Good Shepherd's been here for almost 75 years, right across
[17:49] from our prized mall, and we want it to reflect the same kind
[17:52] of beauty, upscale look that we see across the street.
[17:56] And so we're excited about it. Our congregation
[18:01] has just pledged over $4 million to support these renovations.
[18:05] It's a real moment, a banner moment at Good Shepherd.
[18:08] People are really excited to do this.
[18:11] We surpassed our fundraising goal by a million dollars.
[18:15] We have other resources on hand. We've been working with this team.
[18:18] We're really excited about this project.
[18:20] We want it to be beautiful
[18:22] for Kenwood and for the neighborhood. So thank you.
[18:26] Are there any other questions that I can answer?
[18:28] Just-
[18:29] Is this-
[18:29] ... let me know.
[18:31] So is the entrance changing, or is this the same entrance you've been using?
[18:34] Same entrance for the preschool now.
[18:36] So families, they park, then they walk their kid, and
[18:40] they go in this side entrance here.
[18:42] One of the nice things about this whole project and the interior renovations,
[18:46] our preschool operations will be completely locked away from the rest of the
[18:50] building for security. So we're updating security, making
[18:54] it easier for folks there,
[18:57] updating landscaping all along Kenwood Road to really make it
[19:01] more beautiful. It was mentioned earlier, one of the very tall trees,
[19:05] the one further toward Dewey's,
[19:08] is planned to come out with the approval.
[19:11] And you'll notice as you drive down Kenwood Road, huge branches are all the
[19:15] way hanging over Kenwood Road. We hate taking out a big tree,
[19:19] but we think while we're doing all this work, let's do that.
[19:22] Heaven forbid one of those branches falls right on Kenwood Road.
[19:26] The tree's old and mature, so we're going to plant
[19:30] new plantings and then work with a great landscape
[19:33] architect to really make the church look
[19:37] beautiful.
[19:39] Okay.
[19:42] Any questions?
[19:46] just have some general questions about the
[19:50] illuminated panels.
[19:55] How big are they? What are they made of?
[19:58] Yeah. So the illuminated panels that are on the-
[20:00] Are they on all the time?
[20:03] Illuminated with what?
[20:06] So they're back-
[20:06] Color light?
[20:07] Yeah, they're back lit. So the illuminated panels themselves, if you could go to
[20:11] the
[20:12] exhibit that shows the illuminated panels on the
[20:16] next page, I believe it was.
[20:18] There we go. So if you see that back lit example over there,
[20:22] it's not a high-powered light. It's just a
[20:26] light for aesthetics that's just going to show through there.
[20:29] It kind of resembles a contemporary
[20:35] glass element there. So right now, there's not a lot that
[20:39] shows
[20:41] the church its best interest to the street, so we're just trying to really
[20:45] emphasize that entrance, make it family-friendly, and just
[20:48] having some of these panels here, like at the cross element, that's also going to
[20:51] be a-
[20:52] Now, four of these or just one?
[20:54] There's three panels at the front of the building, and then there's one at the
[20:56] tower element itself.
[20:59] Let me get you that one.
[21:01] See if I can find it here.
[21:02] Do you have dimensions?
[21:04] Yeah. The height of those panels at the front of the building are 13 feet.
[21:10] So actually, I'm showing five panels on the front of the building there, and then
[21:13] the tower element off to the side, that 20 foot that was brought down,
[21:17] that has those panels as well.
[21:19] So they're decorative elements.
[21:21] The one with the cross is 20 feet?
[21:23] The
[21:24] tower itself is 20 feet. The cross, we were told that the zoning commission can
[21:28] go higher than that. That cross element is 27 feet.
[21:31] Okay. And then the smaller panels are how much, about-
[21:33] 13 feet.
[21:34] 13?
[21:35] Yeah.
[21:35] And the other light blue to the far left is what material?
[21:39] It's a similar material, but it's up against the building.
[21:42] So-
[21:42] So it's back lit also?
[21:44] That element, I think, is going to be back lit as well.
[21:46] It's just a matter of carrying the aesthetics through from the tower to the
[21:50] entrance to the side panels.
[21:54] And the lights can be adjusted. They're LED lights, so we can have them dimmed.
[21:59] They can also be turned off on a timer.
[22:05] I mean, I'm going to be very honest with you, gentlemen.
[22:07] You're asking us to consider a lot this evening for information that we've
[22:10] literally received less than 20 minutes ago.
[22:13] Understood.
[22:14] I'm not terribly comfortable with making a decision, yes or no, quite frankly,
[22:18] because I just haven't had the opportunity-
[22:19] Sure
[22:20] ... to really digest it. I appreciate your explanations, and that's certainly
[22:23] helpful in
[22:27] plowing through all this information, but there's a lot of changes here that you're
[22:30] asking for-
[22:30] Understood
[22:31] ... that will dramatically change the exterior presence of the
[22:35] building.
[22:35] That's to beautify it and enhance it.
[22:37] So-
[22:37] Yep.
[22:42] Do you want to make a motion to continue?
[22:46] Do we do that now, or do we do it next?
[22:48] Do we do it during the-
[22:48] I think we're going to do it now. Correct, Jerry?
[22:51] If I may-
[22:52] We have to do it- I would like to see a sample panel, some sample
[22:55] materials.
[22:56] You have met your statutory requirement of public hearing.
[22:58] Okay.
[22:59] Now it's your decision on what you want to do.
[23:01] You have the right to approve, deny,
[23:03] table, whatever you want to do.
[23:05] That's-
[23:05] It's your purview
[23:05] ... that's what I'm saying.
[23:06] Yeah.
[23:06] We can continue right now.
[23:08] We can.
[23:08] And we want to continue. Okay.
[23:10] Yeah.
[23:12] Well, I'll take a motion-
[23:13] I'll-
[23:13] I would say, though, give the applicant what you want to see
[23:17] at the next hearing, and put a deadline on when it's got to be submitted to
[23:20] everybody that's on the review, so we're not in the same situation in two weeks.
[23:25] Is there any change in the landscaping?
[23:27] Yeah.
[23:27] Also, because the report that I have didn't have landscaping details in it.
[23:31] Yeah.
[23:31] No. So
[23:33] I'm Josh Shaw. I'm with Kleiner's Group, 6219 Center Park
[23:37] Drive. So I'm the applicant. I'm the site guy, not the building
[23:41] guy, so he's doing most of the talking.
[23:43] But no, there's no changes in the landscape plans, no changes in the civil
[23:47] plans.
[23:48] From what commission saw.
[23:50] From what commission saw, correct. Yep.
[23:51] So everything-
[23:51] And so do you have renderings of those, or is it just what we're seeing here?
[23:54] No, that's-
[23:55] Do you have color renderings? That's it?
[23:56] Just-
[23:56] That's the exact same thing all the way through there.
[23:59] Okay.
[23:59] The renderings and stuff that were submitted originally-
[24:03] So these aren't renderings. These are just drawings. This is just a landscape plan.
[24:06] These aren't renderings that we're seeing tonight.
[24:08] Right. If you guys need renderings, we can do renderings.
[24:11] We just don't typically do those right away.
[24:20] Is there any way to
[24:22] see a sample of these panels also?
[24:26] Yes, we can provide physical samples of them.
[24:29] Okay.
[24:33] What is the complete package of information?
[24:36] There's so many
[24:38] angles there.
[24:44] We have all the
[24:48] renderings that we use for fundraising on our website too, that
[24:52] are more artistic of the entire project, if that's
[24:56] helpful. That show these-
[24:57] Yeah
[24:57] ... renderings at night, in the day.
[24:59] Well, I think what we need is,
[25:01] whatever renderings you share with us is going to be exactly what you build.
[25:05] I know that we
[25:07] need clarity on exactly what it is it's going to look like at the end of the day,
[25:10] because
[25:14] I'm in this business, I know how it works.
[25:15] You show pretty pictures on what it's going to look like, and then what gets built
[25:18] is something different, because somebody's building off the plans.
[25:21] So-
[25:22] Sure.
[25:23] Yeah, we're well into schematic design.
[25:25] We're 30% into working drawings, and there's been no change to the design except
[25:29] for what the zoning commission has provided in terms of the fence height.
[25:34] What was the only change?
[25:36] And the tower height.
[25:37] And the tower height.
[25:38] Yeah.
[25:40] So pretty much all of these exhibits are what they were before, except for fence
[25:44] and tower.
[25:46] Do we make a motion to
[25:50] table this and-
[25:52] Just continue
[25:52] ... or continue it-
[25:53] Continue the process
[25:54] ...
[25:55] and ask that
[25:57] our planning and zoning administrator
[26:00] pursue a more complete set of plans?
[26:02] Sure.
[26:02] A complete set of documents that-
[26:05] Sure
[26:05] ... will give us an opportunity. I mean, because I don't want to
[26:09] give you three things tonight and then go, "Oh, crud, now I'm looking at it with
[26:12] greater detail and I need five, six, seven, and eight-
[26:15] Sure
[26:15] ... and it's later." I mean, I don't want to-
[26:17] Well, and I think that
[26:19] it's probably prudent to ask for renderings of the landscaping, since you're
[26:22] dealing with setback, variance request, and fence in the
[26:26] front yard type request. I think the board probably wants to see-
[26:29] Simpler
[26:29] ... what this looks like-
[26:29] I want to see what that's going to look like.
[26:30] That is a dramatic change
[26:32] ... at the actual landscape. Normally you don't ask for that, but in this
[26:34] particular case, it may be appropriate because they're asking for a lot of
[26:37] different things that aren't typically standard with this type of
[26:40] development.
[26:45] That's a good question.
[26:49] It was the
[26:51] 7th.
[26:53] The 7th of July.
[26:54] July. Plus seven.
[27:00] Okay. How long would it take you to get all that stuff together?
[27:04] I mean, we
[27:05] just don't want it the day before the meeting.
[27:08] Understood.
[27:08] Plus, we got the 4th of July in there.
[27:10] Yep.
[27:11] Yeah.
[27:11] So.
[27:12] Ordering the samples is pretty easy for us. We can get those within a week.
[27:15] The landscape rendering-
[27:18] That's probably a couple of weeks to get that
[27:21] done at some point. I
[27:23] would allow a couple of weeks. I know our landscape group's
[27:27] pretty booked up right now, so
[27:31] we'll get them to squeeze it in there somewhere.
[27:33] But-
[27:33] And I do think the backlit-
[27:34] So you kind of-
[27:35] The backlit components are-
[27:39] So again, that's the color samples that we can provide for that, so you can see the
[27:43] actual materials.
[27:44] The renderings-
[27:45] The colors aren't going to change.
[27:48] I mean, you said they're LEDs, so we're assuming they can change.
[27:51] No, the panel itself, because it's an exterior design, it's a
[27:55] polycarbonate panel. It's just a high-density plastic.
[27:58] It's lit from behind. It's meant to look a bit like stained glass, just in a
[28:02] contemporary way.
[28:04] So that color is not changing.
[28:05] Is it clear or is it colored?
[28:06] It's colored.
[28:07] Colored.
[28:09] That's weird.
[28:10] Is it a bunch of different colors or is it-
[28:12] The glass is colored.
[28:13] No, the lighting behind the-
[28:15] No, the actual polycarbonate material, the plastic in front of it is the
[28:19] color part. The light behind it is white. It just shines through it.
[28:23] So the polycarbonate's going to be blue?
[28:24] Yes.
[28:26] Out of our namesake of Good Shepherd, beside still waters,
[28:30] a nod, right across the street is Tiffany's.
[28:33] You see that, beautiful touches of light.
[28:36] We want it to be really tasteful.
[28:39] Think of Summit Park, they have a lot of this there, but it's very
[28:42] tasteful. It's understated. We don't want to be a bright blue beacon.
[28:47] We don't want to upset neighbors. But we do want it to be
[28:51] this warm, inviting, other lighting around the building for
[28:55] safety, but also at night when you drive through Kenwood,
[28:59] the mall is lit up and bright, and we're almost
[29:03] non-existent across the street. We don't want to compete with that.
[29:06] We want to match it. We want it to really
[29:11] be visually appealing for Kenwood.
[29:18] A lot of universities have those sort of panels at night as you're walking along
[29:22] pathways.
[29:24] We've all seen these.
[29:27] Yeah. And again, the lighting level can be adjusted, so it's not meant to
[29:31] be a nuisance. It's not meant to be a traffic hazard.
[29:34] It can be adjusted to a lighting level that's appropriate.
[29:37] Yeah. And those ones you see against the building, the
[29:40] 13-foot-tall ones, they're right up against the building.
[29:43] They're not out in the parking lot.
[29:45] They're not on the other side of the sidewalk.
[29:48] Everything is tight onto the
[29:51] facade of the building.
[29:54] That's the kind of stuff it would be nice to see.
[29:58] Because when we're looking at this, we can't tell what that is.
[30:02] Sure. And again, there is a-
[30:03] So if you need a couple of weeks, that puts you into the 4th of July.
[30:06] With the 4th, can you get this done by the 7th?
[30:10] Or should we go to the next meeting?
[30:12] Because we would want some time to review it.
[30:14] I mean, we wouldn't want you to deliver it on the 6th-
[30:15] Yeah. Sure. We can't get this on the 6th
[30:16] ... and we're trying to-
[30:17] If we do the drawings by the 14th
[30:21] Our meeting's the 21st. Are you guys okay with that?
[30:24] We're okay with that.
[30:25] Yeah. I don't see a problem with that.
[30:27] With the 21st?
[30:29] With the 21st. If that's what we need to meet at, then we can do that week, the
[30:32] 21st.
[30:32] And we can ask our team to have any requests-
[30:35] Yeah, handle that.
[30:35] Okay.
[30:36] So that's going to be my only-
[30:37] Yeah.
[30:38] ... so that they have a-
[30:39] It's just the landscape renderings.
[30:40] Yeah.
[30:41] Looking for?
[30:41] Mr. Chair,
[30:43] could we also expand on the parking agreements?
[30:46] Yes.
[30:46] So I have all those in one document.
[30:47] We definitely need that document.
[30:48] Yeah, we need those documents for sure.
[30:49] Thank you.
[30:49] So we've spoken with Pastor Lauren to get that shared document, shared
[30:53] parking agreement, with the medical center. So that's going to be worked on, too.
[30:56] So, with all that being said, I would like to make a motion to
[31:00] continue this hearing until the
[31:02] 21st of July.
[31:05] Okay.
[31:06] At which time, we look forward to reviewing a
[31:10] complete package with a variety of additional elements
[31:14] that we will entrust our planning and zoning administrator to
[31:18] work with you, the applicant, to procure so that we
[31:22] can come together in another month or so and review in a complete
[31:26] fashion.
[31:26] That works. The 5/30?
[31:28] Do we need to-
[31:29] 5/30 works for me
[31:29] ... ask for a date by which we get those requests so that we have enough lead
[31:33] time?
[31:33] We can do that. I think-
[31:34] Because we just want to be sure.
[31:36] Yeah.
[31:36] Yes.
[31:36] I think we could
[31:37] try and ask our planning and zoning administrator to communicate with the
[31:41] applicant-
[31:41] Thursday
[31:42] ... by the end of this week.
[31:43] By Thursday.
[31:44] Thursday of the previous-
[31:46] This week.
[31:46] Yeah.
[31:46] No, by the end of this week. Communicate to you-
[31:48] Oh, yes
[31:49] ... what we need from you-
[31:50] Okay
[31:50] ... so you have-
[31:52] Yeah
[31:52] ... a long period of time to procure those items.
[31:55] And if we can just clarify, the things that are requested are landscape renderings,
[31:59] an updated perspective view, samples of materials, and the shared parking
[32:03] agreement.
[32:04] Those are the things that we're identifying at this moment.
[32:06] There may be some additional items that-
[32:08] Okay
[32:08] ... bubble up, and those will be communicated by our planning and zoning
[32:12] administrator before the end of the week.
[32:13] Great. Thank you.
[32:14] So, that was my very long motion. Would anyone like to second that?
[32:18] There is a motion and a second. Motion and a second. Any further discussion?
[32:22] Now, Harry, if
[32:25] we put a deadline of the 14th on for them to have everything to you,
[32:30] is that enough time for you if you have questions?
[32:33] It is, because-
[32:34] 21st?
[32:35] That would be fine.
[32:36] Okay.
[32:36] Thank you.
[32:37] So the 14th is good with you, gentlemen?
[32:40] Yes.
[32:40] Yes. Oh, yeah.
[32:42] No opposition.
[32:44] Okay.
[32:46] Mr. Bickford, do you want to do a roll call?
[32:48] Ms. Schwegman?
[32:49] Aye.
[32:49] Mr. Weedman.
[32:50] Aye.
[32:50] Mr. Kallins.
[32:51] Aye.
[32:51] Okay.
[32:53] Thank you, gentlemen.
[32:53] Continue to the 21st. Thank you.
[32:55] Yep.
[32:55] Thank you all. Have a good holiday.
[32:56] You, too.
[32:59] Five minutes to look around the room.
[33:02] I've got to go find everybody.
[33:04] They're all standing up top.
[33:05] They're all up there. All righty.
[33:19] Okay,
[35:59] we're going to call our 6:00 meeting to order.
[36:02] If everybody would please rise for the invocation read and seated by Mr.
[36:05] Kallins.
[36:07] Heavenly Father, as we begin this meeting, let's take a moment to thank you for
[36:11] hearing the cries for peace and granting the cease-fire in Iran.
[36:15] We ask that you bless all those that are affected by this.
[36:19] Bless those that choose dialogue Over conflict.
[36:23] In this moment of calm, we see your mercy at work and pray that the
[36:27] ceasefire continues.
[36:29] May this meeting honor your gift of peace.
[36:31] We pray that your spirit will guide our words and actions here this evening, and
[36:35] that all decisions honor you. May everything we do bring glory to your
[36:39] name. To the mighty name of Jesus, we pray. Amen.
[36:42] Amen.
[36:43] Everybody please remain standing for the Pledge of Allegiance.
[36:45] I pledge allegiance to the flag of the United States of America,
[36:50] and to the republic for which it stands, one nation,
[36:54] under God, indivisible, with liberty and justice
[36:57] for all.
[37:03] Mr. Deiters would note that all three trustees are present.
[37:09] First item on the agenda is the approval of the minutes from the
[37:13] public hearing on June 2nd. Do we have a motion?
[37:15] I'll make a motion to approve the minutes for the June 2nd public
[37:18] hearing.
[37:19] Second.
[37:20] Motion and a second. Any further discussion?
[37:23] Mr. Deiters.
[37:24] Mr. Kellams?
[37:24] Aye.
[37:25] Ms. Swygman?
[37:25] Aye.
[37:26] Mr. Weedman?
[37:26] Aye.
[37:28] Next, we'd need the approval of minutes from the trustee meeting on June 2nd.
[37:32] I will make a motion to approve the minutes from the June 2nd trustee meeting.
[37:37] Second.
[37:37] Motion and a second. Any further discussion? Mr. Deiters.
[37:40] Mr. Kellams.
[37:41] Aye.
[37:41] Ms. Swygman.
[37:42] Aye.
[37:42] Mr. Weedman.
[37:43] Aye.
[37:45] All right. Public comments. Do we have any, Harry?
[37:48] None.
[37:48] None? Thank you.
[37:51] Sheriff Patrol.
[37:53] Nothing from the sheriff's office.
[37:54] Nothing from the sheriff's office.
[37:58] Thank you for participating in our Touch-a-Truck.
[38:01] Yeah. It was a good time. It was great.
[38:06] Chief.
[38:08] The only thing I have is the
[38:10] touching on the resolution for the obsolete property.
[38:13] It's a 2006 Tahoe. It's BJ's old
[38:17] vehicle, and it's finally, the bottom undercarriage is rusted
[38:21] out. The brake lines are all rusted through, and it
[38:24] probably just costs more to fix it than what the car is worth, so we're just going
[38:27] to put it on GovDeals.
[38:31] Unless you want-
[38:32] When's that going on auction?
[38:33] When you want it. You want me to just drive it to your house?
[38:38] That being said, I have a resolution declaring township property as surplus and
[38:41] obsolete, and authorizing its disposal, dispensing with the second reading and
[38:44] declaring an emergency.
[38:45] Motion to approve.
[38:46] Second.
[38:47] Motion and a second. Any further discussion?
[38:50] Mr. Deiters.
[38:50] Mr. Kellams.
[38:51] Aye.
[38:52] Ms. Swygman.
[38:52] Aye.
[38:53] Mr. Weedman.
[38:53] Aye.
[38:55] That's all I have. Thank you.
[38:57] Okay, any questions for the chief?
[38:59] Thank you and your team for participating in the Touch-a-Truck.
[39:02] Yeah, Toby did a good job setting it all up and helping with it.
[39:05] How many runs did you have during the event?
[39:08] Five.
[39:08] Just about every day.
[39:09] How many were real?
[39:10] All but one.
[39:12] One was a little kid's fingers on the MDC in the truck.
[39:16] Oops.
[39:16] He created a car hitting a building.
[39:24] Yes.
[39:24] That's awesome.
[39:24] Toby, good job.
[39:25] Good times.
[39:27] Yeah.
[39:28] Okay, Harry, planning and zoning.
[39:31] Thank you, Board. I have a resolution declaring a nuisance and
[39:35] ordering the abatement of
[39:37] the Sycamore Township properties listed below,
[39:41] and further authorizing the zoning administrator to initiate
[39:44] complaint. I have seven properties for your consideration.
[39:48] You want to pull them up on here, Harry?
[39:54] Let's see here if I have them.
[39:56] Oh, no, I have them.
[39:58] You have them. They're there.
[40:01] They're in the site.
[40:02] Operator error.
[40:03] Oh, here we go.
[40:03] There you go.
[40:05] We're getting there.
[40:07] All takes time.
[40:09] It's tough.
[40:10] There we go.
[40:10] Little backups there.
[40:11] First one, 8002 School Road.
[40:16] You can see all the vegetation here and also there.
[40:19] I think this guy's been here before.
[40:21] Most of them are repeat complaints.
[40:25] 3899 Mantell.
[40:30] Just this one.
[40:30] A repeat offender.
[40:37] 8051 Buckland Drive.
[40:48] 7256 Silver Crest Drive.
[40:59] 7600 Montgomery Road, also. This one's actually
[41:03] been going on for years.
[41:04] I think this one might have actually been done
[41:07] yesterday, because I think I drove by today.
[41:09] Okay.
[41:10] Early this morning, and I think it might've been buzzed, but I don't know.
[41:12] It's a beautiful house.
[41:13] It really is.
[41:14] I don't understand.
[41:15] It's on here every-
[41:16] Yeah.
[41:17] It's a frequent flyer.
[41:18] And I have two more.
[41:20] It's vacant. There's a pool, I think, on that.
[41:23] 6510 Kunkleman Road.
[41:26] It's on this area here.
[41:31] And then the last one for your consideration,
[41:34] 8612 Pine.
[41:41] That's it.
[41:42] Okay.
[41:42] Okay.
[41:44] Thank you.
[41:45] Do we have a motion?
[41:46] Motion to approve.
[41:47] Second.
[41:47] Motion and a second. Any further discussion?
[41:50] Mr. Deiters.
[41:51] Mr. Kellams.
[41:51] Aye.
[41:51] Ms. Swygman.
[41:52] Aye.
[41:52] Mr. Weedman.
[41:53] Aye. Thank you, Board. That's all I have.
[41:57] Okay.
[41:58] Roads, maintenance, and recreation report. Mikey.
[42:01] Thank you, Mr. Weedman. I just have one resolution for tonight.
[42:04] That is a resolution approving a joint agreement between the Board of County
[42:08] Commissioners of Hamilton County, Ohio, and the Board
[42:12] of Township Trustees of Sycamore Township in Hamilton County, Ohio, to
[42:16] administer economic impact grant awarded for public
[42:19] infrastructure improvements, and dispensing with the second reading
[42:23] Motion to approve.
[42:25] Second.
[42:25] Motion and second. Any further discussion?
[42:28] Mr. Dieter.
[42:29] Mr. Kellams?
[42:30] Aye.
[42:30] Ms. Swygman? Aye. Mr. Weedman?
[42:32] Aye.
[42:37] That's all that I have.
[42:39] Okay.
[42:44] Law director report.
[42:46] Nothing to report.
[42:52] Okay.
[42:53] Greg, administrator report.
[42:55] I believe we have a conflict for an October meeting-
[42:59] Yes
[42:59] ... that we want to look at changing the one particular day.
[43:07] Is it the 20th, I think?
[43:14] Yeah, no-
[43:14] To the 19th. I think we were looking-
[43:16] To the 19th
[43:17] ... to the 19th, moving it from-
[43:17] Yeah, from the 20th to the 19th
[43:19] ... Tuesday.
[43:19] Tuesday to Monday.
[43:20] Okay. Just need a motion if that's what the board wants to do.
[43:23] I'll make a motion that we move the meeting from October 20th
[43:27] to October 19th, 2026.
[43:31] Second.
[43:31] Motion and second. Any further discussion?
[43:34] Mr. Dieter.
[43:35] Mr. Kellams?
[43:36] Aye.
[43:36] Ms. Swygman? Aye. Mr. Weedman?
[43:37] Aye.
[43:38] And I have one PO for consideration tonight.
[43:41] Diesel Direct Central LLC, $60,000 for fuel.
[43:45] Diesel Direct is the new name of World Fuel, which was
[43:49] Likens. As you know, fuel's gotten much more expensive, and so we've had
[43:53] to replenish this particular PO.
[43:56] Okay.
[43:58] Do we have a motion?
[44:00] Motion to approve the purchase order as submitted.
[44:03] Second.
[44:03] Motion and a second. Any further discussion?
[44:07] Mr. Dieter.
[44:07] Mr. Kellams?
[44:08] Aye.
[44:09] Ms. Swygman? Aye. Mr. Weedman?
[44:10] Aye.
[44:14] That's all I have.
[44:15] Okay.
[44:16] Fiscal officer, John?
[44:19] Good evening, board. The township had cash receipts of
[44:22] $129,503.66,
[44:28] disbursements of
[44:29] $573,112.70.
[44:34] A complete listing of the receipts and disbursements is available in the packet.
[44:38] Motion to approve.
[44:40] Second.
[44:40] Motion and second. Any further discussion?
[44:43] Mr. Dieter.
[44:43] Mr. Kellams?
[44:44] Aye.
[44:45] Ms. Swygman? Aye. Mr. Weedman?
[44:46] Aye.
[44:49] Okay. Next item on the agenda, trustee comments. I will yield.
[44:54] Ladies first.
[44:56] Well, I thanked the police and the fire.
[44:59] I think I'll thank our
[45:03] maintenance group for all of their work, our parks and rec and maintenance and
[45:07] everybody else, the entire staff, and
[45:10] the internal staff for that matter as well,
[45:13] for pulling off another terrific Touch a Truck event, the third annual.
[45:17] They just keep getting better and better.
[45:19] And somebody said what we gave away, close to 500, what are they,
[45:23] 500 fire hats or something like that we gave away?
[45:25] 250.
[45:26] 50? Crazy.
[45:27] Yep.
[45:27] That was before noon.
[45:29] Yeah.
[45:30] So,
[45:32] very well attended. Kids love it. Thank you for all your hard work.
[45:36] Whoever you put in charge of the weather, they get an A-too, so good job.
[45:42] Tracy, anything?
[45:44] I would like to echo that. Everybody did a great job.
[45:46] That's a fun event. It's great to see all the families with the
[45:50] little kids out, and the attendance was
[45:54] fabulous. So,
[45:55] thank all the staff. You guys did a great job on that.
[45:59] Also,
[46:01] just to let you know, there was a veterans commission meeting today, just to
[46:05] kind of wind things down, ask everybody how they felt about it, how they
[46:09] liked it. The veterans especially said that it was really a
[46:12] blessing to be involved. Everybody's very thrilled with the
[46:16] outcome. I know Greg had been
[46:20] tracking visitors through it by the computer,
[46:23] 1,250.
[46:24] Wow.
[46:24] That's unbelievable.
[46:25] So that's pretty amazing.
[46:27] Very good.
[46:27] That's unbelievable.
[46:28] And while he's here, I would like to thank Mike Gould publicly for
[46:32] the fantastic job he did really ramrodding this project
[46:36] and keeping everything moving at times when we were
[46:40] pulling our hair out.
[46:41] He did.
[46:41] So, thank you, Mike. Great job.
[46:44] And I echo those comments as well.
[46:51] Our next meeting is on June 17th.
[46:54] June 19th is a federal holiday. Our office
[46:58] will be closed,
[47:00] and monthly brush chipping is Saturday, June 27th behind the
[47:03] administration building. I will take a motion to adjourn into executive
[47:07] session as permitted by Ohio Revised Code Section
[47:09] 121.22G3, to conference with the township law
[47:13] director concerning pending or imminent litigation.
[47:16] So moved.
[47:17] Second.
[47:17] Motion and a second. Any further discussion?
[47:20] One thing I might note here is it looks like this brush chipping is actually a week
[47:23] earlier than the typical-
[47:25] Yes
[47:25] ... typical first of the month because of the holiday.
[47:28] Because of the fourth of July.
[47:28] So-
[47:28] Correct amount
[47:29] ...
[47:30] week early, folks.
[47:32] Ever since Tracy left, they take holidays off now.
[47:36] That's all right. Well, that's okay.
[47:37] There we go. Okay.
[47:38] We're kind of loosey-goosey around here.
[47:41] We still have a motion and a second.
[47:43] Motion and a second.
[47:44] Is there any further discussion besides that correction in the date?
[47:47] Okay. John?
[47:50] Do we have a motion?
[47:51] Motion's been motioned, okay.
[47:52] Yeah. Mr. Kellams?
[47:54] Aye.
[47:54] Ms. Swygman?
[47:55] Aye.
[47:55] Mr. Weedman?
[47:56] Aye. This meeting's getting out of hand here.
[48:33] Okay, we're back from executive session. Roll call, Mr.
[48:37] Dieter.
[48:38] Mr. Kellams?
[48:39] Here.
[48:39] Ms. Swygman? Here. Mr. Weedman?
[48:40] Present. If there's no other business, we'll take a motion to adjourn.
[48:44] Motion to adjourn.
[48:45] Second.
[48:45] Motion and second. All in favor?
[48:47] Aye.
[48:47] Aye. We're adjourned.
[48:49] 7:05.
