[15:48] Public Arts Commission. Uh we will just
[15:51] have uh I'll call this meeting to order
[15:53] and we'll just have everybody go around
[15:54] quickly and just briefly introduce
[15:56] themselves. We can start. Yeah.
[15:59] >> Elias Gwyn.
[16:01] >> Yep, that's fine. Emma Rider,
[16:04] >> Sophia Gutierrez,
[16:07] >> Emmanuel Carter,
[16:10] >> Deanna Roboti,
[16:12] >> Sisha Bur, Commissioner Parks.
[16:15] >> All right. Um, so yes, we will review
[16:19] the minutes from last week's meeting.
[16:22] Um, there isn't a whole lot on there. We
[16:25] didn't have quorum, but just again, just
[16:27] to kind of review, make sure everybody
[16:29] reviews it. Um, yeah, we'll just look at
[16:31] that.
[16:37] I move to approve.
[16:39] >> Second.
[16:40] >> All right. So, all in favor?
[16:44] Perfect.
[16:46] Motion passes with all. Perfect.
[16:52] All right. Uh, so we'll move on to our
[16:54] main motions. Uh we have Spack 2519,
[16:58] Jump Shot and Skyline by Alli Walker. Uh
[17:01] if you would like to come up. Uh and
[17:05] yeah, if you want to tell us a little
[17:06] bit about uh your proposal.
[17:09] >> Uh yes, I'm looking to uh paint a mural
[17:12] on the side of the CNC Mini Mart over on
[17:15] um North Saline Street. Uh the owner
[17:17] would like to do uh the Syracuse City
[17:21] skyline at dusk on both sides of the
[17:23] entryway. Um and then on the corner uh
[17:28] entitled jump shot, he uh would just
[17:31] like a ve very generic character um
[17:34] reaching up for a jump shot um with just
[17:38] a nice orange blue palette to just match
[17:40] our lovely city.
[17:44] » Yeah. Awesome. Uh Shisha, because I know
[17:47] we don't have in color. Do you have an
[17:49] image in color?
[17:50] >> Oh, yep. I do, I think. Sorry. I don't
[17:53] know if I didn't come
[17:54] >> just so that we can look over.
[17:55] >> You know what? I don't know if I do.
[18:01] » You have one.
[18:01] >> I don't. Nope. Let's say Ally, do you
[18:03] have an image and color portrait just so
[18:04] that we can just a quick look at it?
[18:08] >> And Ally, these uh Coca-Cola logos,
[18:10] they're advertisements that are
[18:12] currently on the building or
[18:13] >> they're already currently on the
[18:14] building and they are for
[18:17] >> um
[18:18] >> the business itself.
[18:21] Coca-Cola.
[18:24] >> Gotcha.
[18:26] >> And then um
[18:30] » because I'm kind of in the logo mindset,
[18:32] this this basketball form in the
[18:34] background does have the feeling of a
[18:37] logo to me. Oh, no. Seeing it in color
[18:40] changes it completely. Okay. Because
[18:41] there is one there's like a national
[18:43] basketball league with a blue tone. No,
[18:47] I try to stay away from anything that
[18:49] would have to do, but I wanted to at
[18:50] least capture the
[18:52] >> This is why it being in color matters.
[18:53] It's like my brain went to that other
[18:56] recogn
[18:58] uh you know encapsulated basketball with
[19:02] the gentleman jumping up there in case
[19:03] you missed that right there.
[19:07] >> Okay.
[19:08] >> Very literal.
[19:13] Yeah, we can open up to any other
[19:14] questions.
[19:17] >> What's the condition of the wall right
[19:19] now?
[19:20] >> Uh they repaired the bottom. So if uh
[19:22] unfortunately your black and whites
[19:24] don't probably show it, but they
[19:25] repaired the bottom of the wall too as
[19:27] well. Um and the sidewalk, it was just
[19:29] uh
[19:31] over time period had worn down. Uh so
[19:34] they've uh over the summer they've got
[19:37] all new um bottom exterior repaired the
[19:40] wall and then they repaired the sidewalk
[19:42] too as well. Uh it looks like um
[19:46] between switching owners there was a
[19:48] sidewalk that was put in. Um so there
[19:51] were some uh parking stoppers there that
[19:54] they also moved to as well. And then
[19:55] he's in the process of also repairing
[19:58] the back portion of the wall that nobody
[19:59] can see but he just wants it done. It's
[20:02] a brand new owner that has just taken
[20:03] over this uh building and business.
[20:07] >> Is there a maintenance plan? Because I
[20:09] can imagine if it's if it's had issues
[20:11] before.
[20:12] >> Um it could
[20:13] >> is maintenance plan as far as I mean
[20:15] most of the murals that I've painted
[20:17] here around Syracuse. Uh we put a UV
[20:19] coating over it. Um I make sure that
[20:22] there's a nice uh uh the building's
[20:24] primed, ready to go, so there's a nice
[20:26] backdrop. And usually they last up to
[20:28] about seven, eight years. And I take a
[20:30] lot of pride in my art. So, if there's
[20:32] any defacing, it's usually gone within a
[20:34] week. Um, the owners and I usually just
[20:37] have a a small agreement where they'll
[20:38] just call me back and I just make sure
[20:40] everything looks great.
[20:47] » Uh, I just have a quick question on time
[20:48] frame. Uh, because I miss Yeah, right
[20:51] now it's very difficult.
[20:52] >> Uh, it took me a little while to find
[20:54] the right person. So, um, it was
[20:56] scheduled for uh,
[20:58] >> the summer. Um, we've now pushed it back
[21:01] and uh we're just going to uh hope for
[21:04] spring as soon as we get a nice piece of
[21:07] weather.
[21:07] >> That's fair. Okay.
[21:08] >> Um, looks like we'll start with the
[21:10] front and then we'll go to the back side
[21:11] as well.
[21:12] >> Okay, perfect.
[21:17] Any other questions?
[21:24] » Can I get a motion?
[21:25] >> Let's go. A motion to approve.
[21:28] >> Second. All right. So, we have Deanna
[21:30] and Elias. All right. All in favor?
[21:35] >> Awesome.
[21:36] >> Beautiful.
[21:36] >> Great.
[21:37] >> Thank you very much.
[21:38] >> So, motion passes. Thanks, Ally. And
[21:40] yeah, um just keep us posted on when
[21:42] you're completed.
[21:43] >> Absolutely.
[21:44] >> I will add that I live in that
[21:46] neighborhood and look at that store
[21:48] every single day, so it'll be nice to
[21:50] have some color.
[21:52] >> A little more color over on that side.
[21:55] >> Welcome. Come on in.
[21:58] or you can Yeah, either way.
[22:02] All right. So, yes, I know that that was
[22:04] the primary motion
[22:06] uh up for consideration.
[22:09] Um now we will just move into some
[22:12] discussion. I know that there were some
[22:14] things that we discussed last week. Uh
[22:17] but Commissioner Bird, is there anything
[22:20] else that we need to discuss tonight?
[22:26] Um, I don't think so. The only thing I
[22:28] would mention is as we have a new mayor
[22:30] coming in in January,
[22:32] um, some I would recommend and and she
[22:36] as well that we wait on terms have been
[22:38] extended to the end of the month. I know
[22:40] some there's three people on the
[22:42] committee now that currently have termed
[22:44] out. Um, so those um, letters will come
[22:48] out from the mayor's office in January
[22:50] and you will be able to choose if you, know, stay on the committee or not.
[22:54] the com, excuse me, the commission or
[22:55] not. Um,
[22:58] other than that, there were questions
[23:00] posed at the last meeting. I am still
[23:02] working through some of those. Um, I did
[23:06] bring some of the ordinance with me
[23:08] because I've been studying and reading
[23:10] through them. And I think what we
[23:12] recommend, what was recommended last
[23:14] meeting to host like a art commission
[23:16] 101 to revisit some of this. We just
[23:19] have to talk about when that could take
[23:21] place, what your schedules look like. We
[23:24] said starting I I recommend we start
[23:26] with the commission and then even do a
[23:28] public yes meeting about thi you know
[23:30] this is what the application is this is
[23:32] how you go through the process this is
[23:34] who we are this is what public art our
[23:36] coordinator is
[23:37] >> can can we do an annual public info
[23:39] session um
[23:41] >> I think during the winter is a great
[23:43] time um because people are usually
[23:46] planning around that time
[23:49] >> um or yeah and it's not like the
[23:52] summers, everyone's traveling and that
[23:54] gets difficult or they're working on
[23:55] stuff.
[23:56] >> But if we do a yearly um info session,
[23:59] that gives, you know, a lot of community
[24:02] members opportunity to come in, people
[24:04] who've never done murals before.
[24:06] >> Um
[24:07] >> I agree. And new artists that may be
[24:09] afraid of the process because they just
[24:10] don't know.
[24:11] >> Yeah. And it also is an opportunity to
[24:13] orient any new commission members
[24:15] because we do change off and often it's
[24:17] just like here's
[24:18] >> the packet's great. I'm really glad Tina
[24:20] did that. But
[24:21] >> usually we're like welcome. Okay, now
[24:22] let's get started.
[24:23] >> Yes, no pressure.
[24:24] >> Okay,
[24:25] >> agreed.
[24:26] >> I think it might also be helpful to have
[24:27] that hybrid like if we could do that
[24:29] somehow on Zoom. I know that it's live
[24:31] streamed, but
[24:32] >> the info session I believe we could. I'm
[24:34] still um trying to dig deep and figure
[24:38] out if we can do meetings virtually. I'm
[24:41] not I I'm still reading through the
[24:43] literature.
[24:44] >> From what I've heard uh cuz I checked in
[24:47] with Tina too um to see about this. I
[24:50] don't think we can for open meeting law
[24:52] reasons that they have to be public like
[24:54] that. Um because essentially like we
[24:57] can't have an public open meeting on
[24:59] Zoom.
[25:01] >> Yeah,
[25:01] >> it can be it can be WebEx though because
[25:05] that's what um the state uses and that's
[25:08] what we did um during CO.
[25:12] >> See, but I think that was a special
[25:13] circumstances. I think they've dropped
[25:15] all those things because
[25:17] >> I mean they set it all up for co so that
[25:19] yes people can do that but I think they
[25:20] dropped a lot of that unless maybe we
[25:23] can try to add that back in. I don't
[25:26] know based on the open meeting law and
[25:28] maybe that's something we need to just
[25:29] review as well open meeting laws and
[25:31] what we need to do for these meetings.
[25:34] Um cuz yeah cuz we could do some Zoom
[25:37] things that would be very helpful. Um
[25:40] but I don't know if realistically that
[25:42] is something that we can do.
[25:46] >> Um yeah. Um just a quick uh refresher
[25:49] too for some of the stuff we talked
[25:50] about last week. Um we talked about um
[25:55] uh commissioner terms. So making sure
[25:56] that we're um again so kind of checking
[25:59] whose terms are up. How do we kind of
[26:00] talk about the process of uh having
[26:03] people step down or step up? Uh
[26:05] especially because we this is a
[26:07] volunteer commission so everybody has a
[26:09] day job and because most of us work in
[26:11] the arts world, we also have a day job
[26:13] and a side job and another like hobby
[26:15] thing. Like that's just that's real like
[26:18] um so talking about what does that look
[26:21] like in terms of um how many sessions
[26:24] and meetings you can actually attend
[26:25] versus not. um what does the process
[26:28] look like if someone has extended and
[26:30] not attended and essentially is holding
[26:33] a position hostage because that means
[26:35] that all of us have to be at every
[26:36] single meeting because if not then we
[26:39] don't have quorum and we can't do
[26:40] business um
[26:44] uh something else too was talking about
[26:45] a vice chair um cuz currently we don't
[26:48] have a vice chair I think we can
[26:50] probably hold off on that until January
[26:52] when we get back to make sure that again
[26:55] because if people's terms are up if you
[26:57] want to step down then that would be I
[26:59] mean if all three I don't know who those
[27:01] people are and we don't have to say that
[27:03] here and now but um essentially if all
[27:06] three of those people then step down we
[27:08] need four people to step up and that
[27:10] would literally mean that everybody
[27:11] who's still on the commission has to be
[27:12] at every single meeting um which is
[27:14] going to be a hassle um
[27:16] >> that's kind of how it is
[27:18] >> yeah no it's a problem currently so
[27:20] we're going to do our best to kind of uh
[27:23] start just navigate that in general I
[27:26] too. Luckily, it's coming at a decent
[27:29] time where not a lot of public art is
[27:30] coming in. Uh, but we should definitely
[27:32] try to resolve this at least by March
[27:34] because that's when people are really
[27:35] going to start proposing stuff again.
[27:39] Um,
[27:40] >> I would also like to add that um for us
[27:44] to even look in on um how to help people
[27:47] find funding towards it as a commission
[27:49] really pushed that. Right now TNT is
[27:52] looking for applications
[27:54] start there. We're changing it a little
[27:56] bit, but it's starting now like for
[27:58] December.
[27:59] >> If you guys, anyone who wants to do a
[28:02] piece of artwork or interest, start
[28:04] getting your information and getting out
[28:05] there and getting approvals because
[28:08] remember you need all that process done.
[28:11] So there is funding out there, but I
[28:14] think we should also have a way to help
[28:16] direct artists towards those things.
[28:19] >> And those funds are also for performance
[28:22] art,
[28:23] >> musical things. if you want in your
[28:25] neighborhoods and stuff. All the TNTs
[28:29] are looking for people to be members of
[28:31] TNT board too
[28:32] >> and that helps to um do the funds in
[28:36] your neighborhoods. So if anyone's
[28:38] interested I like here
[28:42] >> they're short people
[28:44] but it's a great funding and it's not
[28:46] that hard to do.
[28:48] >> Can we circle back to the new member new
[28:50] commissioner that's the process for
[28:52] that? What what's the takeaway on that?
[28:54] So do
[28:58] » so uh
[28:58] >> you sent me an email with a you
[29:00] recommend I I found it so I know the
[29:03] recommendation. Okay. Sorry.
[29:04] >> Yes. So um
[29:06] >> from what I understand and it it
[29:08] actually so that's also why we need to
[29:10] go into which commissioners because from
[29:12] what I understand the
[29:15] >> so on the commission there's supposed to
[29:16] be I believe six artist spots and five
[29:19] non-art spots. So, those are positions
[29:22] that are I mean, we all are kind of in
[29:24] both. I feel like many of us are. Um,
[29:26] >> but I think it's based on how it's
[29:28] categorized.
[29:30] >> I don't know which is which, but one is
[29:32] appointed by the mayor, the other is
[29:34] appointed by common council. So, what we
[29:37] are what I'm going to say for now is
[29:40] definitely we are looking for
[29:41] recommendations. Um, again, I know we
[29:44] have officially one spot open.
[29:47] Potentially, just given again the kind
[29:49] of information we've discussed tonight,
[29:51] there may be four to five spots open.
[29:54] >> The one that's currently open, is that a
[29:55] mayor position or a common
[29:57] >> position? I'm not 100% sure. So, that's
[29:59] something that again we can kind of come
[30:00] back in January to confirm and say this
[30:02] is that, but again, that doesn't um
[30:05] >> if you have someone in to recommend, I
[30:08] think recommend them regardless. Um,
[30:10] >> okay. I would like to make a
[30:11] recommendation.
[30:13] >> Uh I have a very good friend named
[30:15] Rebecca Patterson who is an artist, an
[30:17] art teacher, and a small business owner
[30:21] in Syracuse. And she happens to be right
[30:23] here.
[30:24] >> Hi, Rebecca.
[30:25] >> And I do think that the non-art
[30:27] position, there were artists in those
[30:29] positions.
[30:30] >> Oh, probably. I have I have it right
[30:32] here. I can read the ordinance.
[30:33] >> Yeah. So, I I don't think it's like you
[30:36] cannot be an artist,
[30:37] >> right? No, for sure. And again like I
[30:39] said many of us like what is an artist?
[30:42] What's an arts administrator? What is
[30:43] that? Because many artists do
[30:45] administrative work for themselves and
[30:47] many administrators have been in some
[30:50] way involved in the arts in some way. So
[30:52] >> I think the spirit of the rule was to
[30:54] make sure there were at least this many
[30:57] artists.
[30:57] >> Yes. Yes. I think the the the idea of it
[30:59] is to ensure that again it's well again
[31:01] also that it's not just
[31:02] >> on them. We're all artists.
[31:04] >> Well um yeah. Um, Rebecca, if you would
[31:07] want to maybe introduce yourself and say
[31:08] a little something. Yeah.
[31:10] >> Um, hi, I'm Rebecca Patterson. I have
[31:13] been an eighth and nth grade art teacher
[31:15] for 18 years. Um, I have run a mural
[31:19] club for my students for I want to say
[31:23] three years. We stepped back from it
[31:24] this year just as a temporary pause cuz
[31:26] life got a little overwhelming. But um I
[31:29] am familiar with the process of trying
[31:31] to walk young people through what that
[31:33] looks like and what is a mural versus
[31:36] just a normal work of art. Um have very
[31:39] strong ties to the area. I was born and
[31:41] raised here. I live a mile up the road.
[31:44] Um we own a local business and are just
[31:47] very invested in the community as a
[31:49] whole obviously with it being where we
[31:52] live. So, I'm very interested in uh just
[31:55] hearing already it's already so
[31:58] interesting and hearing things that I
[31:59] hadn't even like considered as a part of
[32:02] what goes into putting a mural on the
[32:03] side of a building. So, um it sounds
[32:05] like something that is a great um
[32:08] learning experience and a good
[32:09] opportunity to work with and meet new
[32:12] artists and just be a bigger part of the
[32:14] art community.
[32:16] >> So, I can tell you this. I've been on
[32:19] just starting on this. I've been using
[32:22] so much in my classroom.
[32:24] >> Oh, I will tell you, we did the walk to
[32:26] the city and we went and saw the I saw
[32:28] the boxes and one of the boxes was a
[32:30] monster book one. It was cute as can be
[32:33] and the kids loved it and then we saw a
[32:35] plain box and I said, "Which one would
[32:37] you like better?"
[32:39] >> Not needless to say, the kids are all
[32:43] four more boxes.
[32:44] >> Yeah. Yeah. And you know, I'm in contact
[32:46] with hundreds of young artists every
[32:48] single day. So,
[32:50] >> and that's what I'm saying.
[32:51] >> Yeah.
[32:51] >> I had my students actually look up.
[32:54] >> That was part of their goal was to look
[32:55] up because there's so much beautiful
[32:57] things around.
[32:57] >> Yeah, for sure.
[32:58] >> Rebecca, can you repeat your last name,
[33:00] please?
[33:01] >> Patterson. P A T E R S O N.
[33:03] >> I missed it.
[33:04] >> That's nor Syracuse Junior High.
[33:08] >> I mean, in the past, the recommendations
[33:10] were just sent to Kate or Ann.
[33:14] >> Yeah.
[33:14] >> Okay.
[33:15] >> So, I'll I have it I have the email from
[33:17] you.
[33:17] >> Yeah.
[33:18] >> Okay. So, we're good on that.
[33:19] >> Yeah.
[33:20] >> Okay, cool.
[33:21] >> Also to Thank you, Rick.
[33:24] >> Stand before I
[33:26] um
[33:27] >> stand
[33:28] >> on that. Any updates on the public art
[33:32] coordinator position?
[33:33] >> So, we're re we had to rebenchmark the
[33:36] position because the job description
[33:39] wasn't clear.
[33:40] >> Okay.
[33:41] >> We talked about last meeting defining
[33:43] the role of the commission versus the
[33:45] public art coordinator. So HR, it's in
[33:48] HR's hands to benchmark and then we'll
[33:50] post it.
[33:51] >> Do you have a rough timeline of when
[33:54] that might be or
[33:55] >> I'm hoping soon. I I don't know, but
[33:57] I'll I'll confirm with HR,
[33:59] >> but it's something it's one of the
[34:00] things at the top of my list. So
[34:02] >> Okay. Awesome.
[34:02] >> Yep.
[34:03] >> And will you send it to all the
[34:04] commissioners when it's live?
[34:05] >> I will.
[34:05] >> Thank you.
[34:06] >> I will. Thank you.
[34:06] >> Yes.
[34:07] >> Awesome. Um
[34:08] >> yeah,
[34:10] >> but I I will just just so we know for
[34:13] the um
[34:14] >> section 51.8
[34:17] public art commission defines the 11
[34:20] voted members um how many are appointed
[34:23] by um council. My I guess right now my
[34:28] issue is I don't know who's appointed by
[34:30] who. So that's what I'm working with the
[34:32] mayor's office to figure out. Once I
[34:34] have that, I'll know what positions are
[34:36] open for council.
[34:38] >> Yeah, go for it.
[34:40] >> Don't do you guys know who?
[34:42] >> I personally don't. Mayor,
[34:44] >> mayor. Mayor,
[34:47] >> Sophie, hold on. Hold on. Sophie,
[34:50] >> you're too fast.
[34:52] >> Three are mayor.
[34:53] >> Can the Yeah. Can the mayor folks raise
[34:55] hands?
[34:56] >> Us.
[34:57] >> I believe I'm also mayor.
[34:59] >> Okay.
[35:00] There's all your five mayors and then
[35:02] your council m
[35:04] >> browser
[35:05] >> looking at my email. I'm trying to
[35:07] figure out probably
[35:09] >> I mean I can easily get it from the
[35:10] mayor's office. I'm working with them on
[35:13] this now.
[35:14] >> Yeah.
[35:14] >> That way we know when someone comes in
[35:16] who has to appoint. So do I
[35:18] >> I should I should say that
[35:21] >> I got a letter from the mayor. I don't
[35:24] Does that mean it was the mayor? Okay.
[35:27] >> We all got letters from the mayor. I got
[35:29] a mayor, but I know m uh you were
[35:32] recommended by the council. So, I'll
[35:34] check into yours
[35:35] >> cuz we all get letters.
[35:36] >> Yeah, mine also says from the office of
[35:38] the mayor.
[35:39] >> Yeah. So, that's why I put a aster cuz I
[35:42] really don't know. I guess I was
[35:44] supposed to go get sworn in by the
[35:46] mayor, but it was during co so they're
[35:47] like, "You're not going to do that."
[35:49] >> Yeah. I don't
[35:49] >> That's all I remember.
[35:50] >> I was sworn in by the city clerk.
[35:53] >> The city clerk.
[35:55] >> Yeah. Is that that's who you Okay. Yeah,
[35:57] I was also surrounded by the mayor mayor
[35:59] office.
[36:01] >> So again, I think this is something
[36:03] where we can figure we can go into that
[36:05] because someone has these records
[36:06] somewhere.
[36:07] >> So they exist. We will figure it out and
[36:10] we can maybe reassess again. That's why
[36:13] >> I think what's h what's going to happen
[36:15] realistically is again we're in
[36:16] December. Um the holidays are coming up.
[36:18] It's snowing outside. We're probably not
[36:21] going to be a lot of people are not
[36:22] going to be doing a lot of work. I
[36:23] understand that. So, I think in January
[36:25] we can kind of reassess, relook at some
[36:27] of these things um and start putting
[36:30] some action plans in motion to keep them
[36:32] going forward. Um cuz even to something
[36:36] I would like us to start again, this is
[36:38] just a brainstorming. Um the I know that
[36:41] last meeting we talked a little bit
[36:43] about the master plan and some of the
[36:44] task force that we have in relation to
[36:46] that master plan. Um that master plan is
[36:48] now probably over 10 years old, if not
[36:51] 10 years old. Um, so it probably needs
[36:53] some re-evaluation. Um, and even the
[36:56] task force that we initially set up, um,
[36:59] probably should be re-evaluated on what
[37:01] they're actually doing, what their
[37:02] purpose is, um, what are the things that
[37:04] we're going to be doing moving forward.
[37:07] Um,
[37:08] so yeah, so those are I think what I
[37:11] need just to say, I think what I'm
[37:12] getting at is that I think there's a lot
[37:14] that's we have to do, but we don't have
[37:16] to do it right this second. I think
[37:18] there I think that's the truth. Like
[37:19] there's a lot.
[37:20] >> I think we really are new.
[37:22] >> Yeah.
[37:23] >> And that's
[37:24] >> be able to do this all together
[37:26] >> for sure. Um yeah,
[37:29] >> for the dates, I know last meeting you
[37:31] all talked about whether Tuesday is a
[37:33] good date. I don't know the common
[37:35] council chamber schedule. I did propose
[37:39] for the next meeting. We'll put out
[37:40] we're working on or the calendar. We
[37:43] like to put it out a year so that
[37:45] everybody knows when the meetings are.
[37:47] So, the next proposed one, if it's the
[37:48] second Tuesday of the month, is January
[37:50] 13th. Tuesday, January 13th at 5:30.
[37:55] >> We talking about potentially changing
[37:56] the day of the week.
[37:57] >> No, it's always the second Tuesday.
[38:00] >> Okay.
[38:00] >> But, but I mean, I know that's a
[38:02] question that came up. Is this not a
[38:04] convenient time or day and that's why
[38:07] folks aren't showing up?
[38:08] >> I would love it to be not Tuesday. I
[38:09] would love it to be Mondays, but I don't
[38:11] know if that's possible.
[38:12] >> CPC sometimes
[38:15] is a problem.
[38:17] So I think
[38:19] I don't know I mean Tuesday I also don't
[38:22] know the chamber schedule the calendar.
[38:24] So um but I just put on there tenatively
[38:29] I guess January 13th would be the next
[38:31] meeting.
[38:32] >> Should we send out some doodle polls?
[38:34] >> That's what
[38:36] >> I think
[38:37] >> with some I I I would happily create as
[38:40] many doodle polls as you guys would like
[38:44] for January. I think that would be fine.
[38:46] Yeah. Well, I think we just The thing
[38:48] with January is we need it to be a month
[38:51] in advance. So, we would need to
[38:52] confirm. I think maybe
[38:53] >> No, I'm talking about Well,
[38:56] we should probably hold the meeting in
[38:58] January. Yeah. And because we'll have a
[39:00] lot of new information by then and
[39:02] whatever.
[39:03] >> Um, but as far as like
[39:06] >> having a yearly, you know, session where
[39:08] we have an educational thing, you know,
[39:11] >> or changing the date after that, I'm
[39:13] happy to do those incentives out. So,
[39:16] >> I'll just have that in my mind on my
[39:18] to-do list and we'll talk about it again
[39:19] in January.
[39:20] >> I think that's perfect. Yeah. So, let's
[39:21] keep the January 13th and then maybe by
[39:23] that day we can maybe you and I can
[39:27] maybe look and see
[39:28] >> you can see when the chamber is free if
[39:30] you are looking at dates
[39:32] >> so that way we
[39:33] >> and then we can possibly decide like a
[39:35] different day if that works better for
[39:37] people because again too we might have a
[39:38] bunch of new commissioners. We'll uh
[39:41] commissioners. Yes. Yeah,
[39:42] >> we won't have any commissioners by then,
[39:44] but hopefully.
[39:44] >> No, but we we'll know we'll have a
[39:46] better sense of kind of what we're
[39:47] playing with because then we can kind of
[39:50] reassess from there. Again, I think
[39:51] there's just too many things like in
[39:53] flux to pin things down right now is a
[39:55] little difficult. Um, but I do like that
[39:58] idea of like sending out I'll do the
[39:59] poll and also looking to see like what
[40:01] the general calendar looks like.
[40:03] >> So, last month we talked about um
[40:09] Maggie. Maggie.
[40:10] >> Yes.
[40:12] asked. We we talked about communication
[40:14] about these meetings.
[40:15] >> Yes.
[40:16] >> And so I recommended and I did send out
[40:19] a meeting a calendar invite. Is that
[40:22] more helpful than 10 emails asking are
[40:25] you available?
[40:26] >> So good.
[40:27] >> Much better. Yeah.
[40:28] >> I mean I got immediate responses when I
[40:31] sent it out. So moving forward when we
[40:33] bring on a public until the public
[40:35] coordinator comes on that's what I will
[40:37] do and I will have them do that as well.
[40:39] I think that's perfect.
[40:41] >> That's
[40:41] >> okay.
[40:42] >> Just wanted to check in and see if it
[40:44] worked.
[40:45] >> That was great. Thank you.
[40:50] » All right.
[40:51] >> I have a quick question.
[40:52] >> Yes.
[40:53] >> So, for new
[40:56] applicants to be commissioners, they
[40:58] still have to fill out the online form.
[41:01] I assume
[41:02] >> it I don't see it very clearly on the
[41:05] website. What I would recommend, Emma,
[41:07] for now is just send me a letter, a
[41:11] recommendation. You sent an email,
[41:13] right? Eli sent an uh email. Yeah, a
[41:15] quick email saying, "Hey, I have someone
[41:18] >> um I want to recommend. How do I go
[41:20] about doing that?" Just send an email.
[41:22] If I need more information, I'll follow
[41:23] up with you.
[41:24] >> Okay. I don't have anybody in mind, but
[41:25] I was just if we wanted to to be there
[41:28] >> in the city of Yes. president of the
[41:30] city
[41:31] >> and not super important but like the
[41:33] commission members are not accurate on
[41:35] the website but I don't know who's in
[41:37] charge of updating that
[41:38] >> so they're not updated I noted that
[41:40] today um I've I have someone helping
[41:43] with the website the we are still in
[41:46] pause with the new website but I I
[41:49] recognize that Tina's name is still the
[41:51] um president or the chair and so I
[41:54] already reached out to get that changed
[41:55] >> okay so
[41:56] >> all good and you all added
[41:58] >> the parks or just things on the website
[42:01] sometimes take a while to
[42:03] >> get updated. Like the volleyball
[42:05] schedule wasn't posted, but that's a whole other
[42:07] >> It wasn't posted.
[42:08] >> It was emailed out to us, but it's not
[42:10] like on the website for parks.
[42:12] >> It's on reces.
[42:14] >> Oh, okay.
[42:15] >> Yeah.
[42:16] >> All the check there.
[42:17] >> Check all the different fields out on
[42:19] >> Instead, it's just I send like three
[42:20] emails to Trevor going, "What's
[42:22] happening?"
[42:23] >> Yeah. He posts all those schedules off
[42:25] top. Sorry, this is not our commission
[42:28] conversation is on
[42:29] >> it's on recess.
[42:31] >> Okay.
[42:31] >> Yes. All right. Anything else from
[42:35] commissioners?
[42:38] >> Do you know if they're going to the
[42:40] highway department going to talk to like
[42:42] the TNTs about the artwork that they
[42:44] were going to put on?
[42:46] >> Um they visited us once already. I'm not
[42:48] sure. I mean I can if I know they came I
[42:51] mean they talked about it here. Are they
[42:53] going to Southside or any of those
[42:56] neighborhood?
[42:56] >> I don't know. That would be a DOT
[42:58] question. I'm not sure.
[43:02] >> I think
[43:02] >> that's a great question that we've been
[43:04] also asking. I've emailed Joe Driscoll,
[43:07] but um curious
[43:09] >> artwork has been selected.
[43:11] >> I've heard
[43:13] and it's
[43:15] >> it's digital.
[43:16] >> You should look at the meeting when they
[43:17] were here. Um, I want to say that was
[43:20] >> I don't want to put words in their
[43:21] mouth, but they they used in-house
[43:24] graphic designers to produce samp
[43:27] samples
[43:28] >> samples. Bam.
[43:29] >> And then that have themes and then those
[43:31] themes which are, you know,
[43:33] >> the anodogation one was gone.
[43:35] >> Yeah.
[43:35] And then uh people are there
[43:37] there's a there's going to be a public
[43:39] commentary
[43:41] >> on those themes, but then what gets put
[43:43] on the building is just going to be the
[43:47] artwork by those graphic designers. From
[43:49] what I tried to nail them down,
[43:50] >> computerized um
[43:53] >> if you look, they're just like carved in
[43:55] >> designs. So they use the things. But
[43:58] what I was concerning is about what
[44:01] images are they choosing to put up there
[44:03] cuz some of the neighborhood people were
[44:05] asking, you know, who's going to be able
[44:08] to choose.
[44:08] >> I saw a lot of the themes for the Canal
[44:11] um kind of what they have over at the
[44:13] Inner Harbor
[44:14] >> and that's what they did.
[44:16] >> When we asked them on that, it was a
[44:18] pretty like
[44:20] >> we're going to do what we're going to
[44:22] do.
[44:22] >> Yeah. And I said, "Well, can we for the
[44:25] future have conversations about how this
[44:27] commission could recommend
[44:29] >> local artists and how that could then
[44:31] get worked into like I know that um in
[44:34] Arizona artists, 2D artists can submit
[44:37] work and it can get transformed into
[44:40] bias relief. That's a thing that happens
[44:43] regularly
[44:44] >> um in many other public commissions with
[44:47] federal highways. Um, but
[44:51] >> yes,
[44:52] >> we were smiled at and
[44:53] >> yeah, I I would say the what you did of
[44:57] emailing Joe is probably the best and
[45:00] most effective way. Um, and I would just
[45:03] say email him again and keep bugging
[45:05] him.
[45:06] >> Okay.
[45:06] >> Yeah.
[45:07] >> And if you have friends, tell them to
[45:09] bug them, too.
[45:09] >> Yeah.
[45:10] >> All right. Yep.
[45:12] >> Okay. Any
[45:13] >> can I was a
[45:15] >> I am happy that there will be something
[45:17] though.
[45:19] I don't want to to the people recording.
[45:21] I don't want to sound ungrateful for any
[45:22] amount of art that's getting up. I just
[45:25] >> think that there are
[45:26] >> ways
[45:29] to get involved. So, I love painting.
[45:32] So,
[45:33] >> I guess and we want to
[45:36] >> help get our artist in there some
[45:39] transparency.
[45:40] >> I do think that they would that the DOT
[45:43] team would come back and talk to us.
[45:46] Yeah.
[45:46] >> Um, so I don't think that
[45:49] >> I don't think that what's anything is a
[45:51] done deal yet and they said the
[45:53] anodation one was done.
[45:56] >> Sorry.
[45:56] >> The anodation one was done. Their design
[45:59] was they said that one was
[46:01] >> okay.
[46:01] >> I'll just add when they presented at the
[46:03] north side. They presented recently at
[46:05] the north side. I I facilitate TNT
[46:08] meetings on the north side.
[46:10] >> They did listen to what the art
[46:12] commission said and they are trying.
[46:13] They don't have a mechanism to
[46:16] >> they've never really worked with
[46:17] artists, right? They don't have that
[46:19] mechanism. So, they're they're really
[46:20] looking into it.
[46:22] >> That would be a great thing for us to
[46:23] talk about it.
[46:25] >> Like what Saiia said, they're really
[46:26] nice. They have the right intent. I just
[46:28] they don't have the ability to to
[46:31] facilitate. And I think
[46:33] >> I think this project is going to roll on
[46:35] at a pace that they're going to have to
[46:38] build as they go. And that might mean
[46:40] making some
[46:41] >> well and I and I think realistically too
[46:44] this project is what a 10 year in
[46:46] advance project like this is something
[46:48] that will not be this will be the
[46:50] commission we probably may not even all
[46:52] be commissioners by the time these
[46:53] projects are done and by the time that
[46:54] those inks happen. So I think it's just
[46:57] about being patient being open being
[46:59] transparent and that's what we're trying
[47:01] our best to do. And again, I think
[47:03] something that at least myself, but I'm
[47:06] assuming most commissioners, like we
[47:07] want to connect artists to these
[47:09] opportunities. And I think what we're
[47:10] also trying to do is what are some other
[47:12] opportunities specifically with parks as
[47:14] well. Um, I know that's something that
[47:16] Sha and I have talked about is like how
[47:17] can we since we're with parks now, how
[47:20] do we make that more solid of a
[47:21] connection? What does that look like? um
[47:24] into even less permanent things because
[47:26] again these projects that we're talking
[47:28] about are probably going to be there for
[47:30] at least 20 years at least that's what
[47:33] I'm assuming and hoping um so how can we
[47:37] kind of continue to do the other things
[47:38] um so yeah
[47:40] >> the other question is do we even have
[47:42] purview over like a federal highway or when it becomes the 81 business loop
[47:50] does it cease being right it cease cease
[47:52] being federal ederal property and become
[47:54] city property.
[47:55] >> I think some sort of jurisdiction like I
[47:58] keep applying down to Manhattan um and
[48:02] working with some of them. Um I get
[48:05] considered I just haven't done anything
[48:06] yet but um I usually make it to the
[48:09] finalists and
[48:10] >> uh they go somebody else but uh it's for
[48:12] asphalt art and it's also for game
[48:14] ballards all along the highways and
[48:17] freeways. Um, and it seems to be all
[48:20] driven through NY. That's where I apply
[48:23] to the future.
[48:23] >> Yeah.
[48:24] >> Unless it's taken over by a different
[48:26] burrow. Um, I've worked with a few
[48:29] different burrows down there and
[48:31] different people, but it all seems
[48:34] >> Yeah, I think that's something we need
[48:36] to understand.
[48:37] >> The boulevard will be state
[48:39] >> owned.
[48:41] But if the city wants art or trees in
[48:44] the boulevard,
[48:46] >> the city will do the maintenance.
[48:48] >> Yeah.
[48:50] >> New York. There's
[48:50] >> opportunities there.
[48:52] >> I believe so. And again, too, I think
[48:54] >> sculpture
[48:55] >> what we're what we're again we're in a I
[48:58] think Syracuse in general is at a weird
[49:01] like growth period for a lot of
[49:03] different things for businesses, but
[49:04] also for the arts. I think uh I started
[49:07] in 2022 with the commission and how much
[49:10] we've done since then and how much it's
[49:12] just going to continue to grow
[49:13] especially in this new position. So
[49:15] again I think and also thinking about
[49:18] kind of when we come back in January as
[49:20] well of like what are some of those
[49:21] things that we want to maybe push for.
[49:23] Um obviously like we're not going to
[49:25] paint all of 81 in like a year. Um and
[49:28] we may not even have a proposal or an
[49:29] artist in mind for a year. Um, but what
[49:31] are maybe some of those long-term,
[49:33] short-term ideas that we can kind of
[49:35] start putting planting the seeds for
[49:37] moving forward with
[49:38] >> and them putting any artwork on, even
[49:41] the digital stuff, they had nothing
[49:44] planned for the city at all. They had it
[49:47] for DWIT and everything else and if you
[49:49] went to the previous hearings, they had
[49:51] nothing budgeted for the city to get any
[49:54] of that. It was in Dwitz part of their
[49:56] deal that they got the art on it ahead
[49:58] of time. The city had nothing and
[50:01] through those community meetings people
[50:04] complained and said why aren't we
[50:06] getting art as well and they said it has
[50:09] to you also have to watch in the traffic
[50:11] and when they can put it up and what
[50:13] pieces based on traffic flow and
[50:15] dangerous because if people's eyes go to
[50:18] >> looking at the beautiful stuff
[50:20] >> I would go back to the best person to
[50:22] talk to about all this is Joe
[50:24] >> Joe Driscoll this kind of goes out of
[50:26] our purview as a a volunteer commission
[50:29] as well. And again, we're here to kind
[50:31] of support and assist artists in these
[50:34] initiatives, make sure that they're in
[50:35] the best public interest, but again,
[50:37] some of these bigger things kind of are
[50:38] out of our purview.
[50:40] >> But the good news is it's still good
[50:43] time to get involved. It's not like done
[50:46] yet. And because we're having this kind
[50:48] of weird explosive growth and there
[50:50] isn't
[50:51] sometimes it is good to not have the
[50:53] rules yet because they're looking to
[50:57] grab people. So
[50:58] >> emailing and try to attend some of the
[51:01] community meetings and speak up so that
[51:04] and tell anyone else any local artists
[51:07] you know to be doing that because I
[51:08] think that's going to create the
[51:10] momentum and we're going to continue and
[51:12] maybe have more meetings with the 81
[51:13] people. Um and then they'll that'll
[51:16] they'll understand that this is what the
[51:18] community wants. Um
[51:21] >> right.
[51:22] >> Thank you very Thank you.
[51:25] Do I hear a motion to adjurnn?
[51:29] >> Sure.
[51:30] >> Yeah. I'll motion to adjurnn.
[51:31] >> Motion, Sophia. Second.
[51:33] >> Second, Lisa. All in favor? Yay. We're
[51:37] out.
[51:39] >> Thank you all for being here.
[51:40] >> Uh 610. Yeah.
[51:48] » Each budget has two.
[51:50] >> Yes. I see your
[51:52] >> message on Facebook.
[51:53] >> Yes. Um, would anybody like
[52:03] Yeah.
