[0:00]
Good morning all. Welcome to the August 21st already meeting of the Board of Directors of the
[0:09]
Tons City Public Utility District. To still let you know the meeting is available by Zoom or
[0:16]
health phones and the instructions are on the agenda.
[0:22]
So let's call to order at 831 this morning and I'll be talking about seeing this in the
[0:32]
pledge of allegiance.
[0:33]
Thank you.
[0:36]
I pledge allegiance to the flag of the United States of America and into the
[0:42]
on the other for which it stands one nation under high in this world.
[0:58]
I'd be a purple of today's agenda by your emotion.
[1:04]
I do the group of the gender on our side.
[1:07]
I do the question about the patient.
[1:09]
That's a second.
[1:11]
Dan and Ellie.
[1:13]
Thank you very much.
[1:15]
All of us in pain.
[1:16]
All right.
[1:17]
All right.
[1:24]
any person may address the board for up to three minutes today and that will be time
[1:32]
on any subject that is not on today's agenda.
[1:39]
So public and room come on up, state and name come up to the podium and good morning.
[1:48]
Let's
[1:53]
see Ballon
[1:57]
or second half of the homo.
[2:01]
I didn't hear the construction road leading to the park to the water
[2:13]
and the men's and
[2:13]
riding, but I think I'm also here hoping to share my views with other people to homo or
[2:20]
my VL listening in.
[2:24]
I think
[2:30]
coming down really
[3:52]
25.
[3:53]
I mean 25 seems a little fast for
[3:57]
the residential.
[3:58]
It's
[4:02]
interesting to go just one scoop at a time and that'd be really hard for us to understand why
[4:10]
You can't
[4:21]
put you peri noise either as long as it has house every time it goes by
[4:27]
Why is he up to take
[5:01]
Greatly, maybe see it just go once a day, even less possible, because it's just pretty much a noisy vehicle that exhaust a lot of dust and it doesn't seem to be real beneficial. So time will be great if you guys consider maybe using that.
[5:21]
Thank you, Mr. Allen.
[5:23]
Okay, thank you.
[5:24]
Appreciate your comments.
[5:31]
They're telecommit in the room.
[5:37]
On one point, I don't have any hands raised.
[5:43]
Oh, I just got the hands raised.
[5:46]
All right.
[5:48]
I'm lead.
[5:50]
We should be able to unmute and make your comments.
[5:54]
Yes, my name is Lee Kim Cannon.
[5:56]
I have a cabin on.
[5:57]
So, I need to 63, older, if it's to be fifth avenue, on the corner of Alder and fifth.
[6:07]
And I concur with Mr. Allen's comments.
[6:12]
We get an inundated with the trucks and the sweepers and the water.
[6:18]
The drivers have been very conscientious about keeping their speed, which I really appreciate.
[6:24]
even there's feet down, but we do have my grandson up there and he can't even write his
[6:32]
bike. We're very concerned about all the traffic, the congestion.
[6:39]
You've had several
[6:40]
family members that have canceled coming up to visit this summer because of the construction,
[6:45]
And so it really impacts our family.
[6:51]
Also, I was wondering about your contractors.
[6:55]
Number one, I know that you have a contractor list.
[7:00]
I would like to know how you've added them.
[7:03]
Also, could you put together a database of contractors and, for example, put it together
[7:13]
so that we know who the contractors are, the properties that they're working on,
[7:20]
the number of feet that they're working on, and the quality of the job.
[7:26]
We have no way of knowing about the quality of the vendors that you put on your list.
[7:31]
And after I would assume when you put together and approve their,
[7:39]
I
[7:42]
can't even think of the word now.
[7:43]
When you approve the work that's going to be done at the home,
[7:50]
that you're going to know the amount of footage that they're going to be doing
[7:54]
and probably the price.
[7:56]
So I'm concerned about the quality of contractors,
[8:00]
whether they're going to gouge us.
[8:01]
We have no idea about the price that they're going to charge for me,
[8:06]
for my neighbors, for the people down the street.
[8:12]
So I would really appreciate some type of quality feedback
[8:18]
if anything else from the work that is being done
[8:21]
by the contractors.
[8:25]
That's it, thank you.
[8:29]
Thank you.
[8:30]
Appreciate your comments.
[8:34]
I'm now I have Tim has his hand raised.
[8:39]
You can unmute him, make your comments.
[8:42]
Good morning. Can you hear me? Yes. So I would like to
[8:52]
synthesize and concur with Mr. Allen and I was there at a meeting prior to the start of this
[8:58]
project with Mr. Tummy and people from granted and we were told by them that the traffic was
[9:06]
only going to run down all their to the projects but as soon as the project started the traffic was
[9:12]
divided down first, down sixth street where I live and the reason that they were only going to
[9:20]
go down older to the job site was because they were responsible for damaging any of the roadways
[9:27]
and they were going to minimize that damage to the roadways by limiting where the truck is good
[9:32]
to go. But as soon as the project started, that game was off and they were running all around the
[9:37]
of it. I would absolutely concur that the drug drivers 99% of the time are absolutely driving
[9:44]
conscientiously and safely so that is an issue. So I'm grateful to that because I walk
[9:50]
with my dog all the time. She happens to be deaf and doesn't even hear them and they stop
[9:55]
and wait for her to move around. So that's great on their part.
[10:01]
The other issue that I would like to address if, although I'm supposed to only limit to one issue, so I can either raise my hand again or I can talk about that now, whichever you guys want.
[10:14]
Just now is fine.
[10:16]
Okay. And that is the coronation of the water.
[10:20]
I've asked Mr. Tummy about this issue and he referred me to Aaron, who sent me a email that said basically they were
[10:30]
preemptively chlorinating the water before the project started because the chlorination started about two or three weeks before the project started and that in a few
[10:39]
little while the water would be chlorinated because you're going to be opening the valves to our water system.
[10:45]
My question is, there's no way, well, I can't say there's no way, but it makes no sense that you're
[10:52]
quarantining the water preemptively because of the construction, because I can't imagine that you've
[10:59]
connected the pipes that you're putting in now with the old system yet, and even if you have
[11:03]
there's a valve that's got to be closed otherwise water would be flowing down those pipes.
[11:07]
So why are you worried about preemptively quarantining?
[11:11]
Secondly, he said that once you meet the system was online or even before that, you
[11:16]
were going to connect us to the water distribution thing at Chambers, and therefore,
[11:22]
state mandates, chloration. I understand those rules. However, if we were only on our old
[11:28]
well, which seems like it's, for 50 years or more, is amplifies water most of the time,
[11:36]
Why do we need to be connected to that system permanently
[11:40]
where we'll be receiving service water?
[11:43]
There's I know there's a valve because there's obviously a valve now.
[11:47]
So if there's a valve, why can't that valve stay closed?
[11:52]
And in less it's an emergency.
[11:54]
Either.
[11:57]
You're cognizant.
[11:58]
Yeah, appreciate it.
[11:59]
It might, it's my time up.
[12:01]
It is up. Thank you.
[12:03]
Okay.
[12:12]
I'll go ahead and close the window and come in at this time and let's see where RB we are at consent calendar staff.
[12:25]
But just could I just acknowledge them all and has reached out.
[12:33]
I'll just say we here at constraints from everybody in the neighborhood.
[12:36]
And so we
[12:41]
do have, I think,
[12:53]
my understanding is that
[12:58]
the traffic through the light of what's going to be a four to five year project is you guys work on the contractor.
[13:06]
or regularly
[14:11]
the half multiple kind of relocation
[14:19]
and then they get a situation as to-
[14:31]
That list of contractors is on the website, and then the job is to
[14:39]
see you.
[14:42]
Back to consent calendar.
[14:45]
Nothing from staff to-
[14:46]
No, nothing from staff.
[14:50]
This was
[14:55]
donor John Dana.
[15:00]
Those in favour, public comment on the consent calendar, pardon, aye, no public comment.
[15:10]
All those in favour?
[15:11]
Aye, aye, no public motion, motion passes unanimously.
[15:18]
We will go into our action items.
[15:22]
Item number one will be the top of cross country lodge project of date.
[15:41]
Good morning, Kim Booye, intern director of Arts and Recreation and Director of Strategic
[15:46]
Affairs.
[15:48]
We have a secret island with us today from the top of the rest country, the Education
[15:54]
Association.
[15:55]
As you know, we've been partnering with them for a few years now on the global cross country
[16:02]
log project and to the last two years ago, the board signed a letter of intent to
[16:09]
to obligate funding for their project, they have forgotten their phase one construction and that
[16:17]
was for the trail that parking lot.
[16:19]
And so today we have an update on the C-Ray and that project and timing and that steps
[16:27]
moving forward.
[16:29]
So I'm going to pass it on over to C-Ray.
[16:32]
Good morning.
[16:33]
Good morning.
[16:34]
Feels like I've been here a lot, but I appreciate everything.
[16:39]
My intent today is to provide an update on what we're doing now and as we look forward.
[16:48]
I'm also going to be describing a proposed management strategy that we have for managing the baseline parking lot with a request to you to approve a portion of that.
[17:05]
And so that we can record with that.
[17:09]
But phase one activities, that which you are on the partner,
[17:13]
we have a total of seven funding partners per phase one.
[17:18]
At the end, we kicked off in early 2025.
[17:22]
Yeah, yeah.
[17:26]
And in 2025, we have the sewer and water cable
[17:29]
and telephone infrastructure, as well as all the preliminary
[17:34]
grading for the driveway and parking lot done.
[17:36]
In so far in 2026,
[17:41]
today we have installed the permanent drainage system up there.
[17:45]
We've cracked in 4.90% of the curb and gutter yesterday.
[17:50]
They did the first construction lift of the painting for that 90% of the parking lot.
[17:56]
They've started the electrical trench to provide electric service from the pump house up there.
[18:02]
That got started a couple of days ago.
[18:04]
And then we will be wrapping up that and then turning our attention to the back part of the parking lot and we'll be doing the grading curtain gather and moving for there.
[18:18]
So at the conclusion of this construction season we will have completed all of us the primary features of base one.
[18:29]
There's a few things that are going to slide into 2027.
[18:35]
There is an ADA sidewalk connection to the school that is a feature of our shared parking
[18:43]
agreement with the school that we will not get done this year.
[18:47]
Next year we will be doing the striping of the parking lot and some of the parking lots
[18:54]
and possibly delivery energy, actually pulling the wires and sending the electrical service,
[19:00]
but that's kind of still in under negotiation.
[19:04]
The conduit will all be in.
[19:05]
Everything will be ready for delivery energy to activate the system.
[19:11]
Then we have something that to activate.
[19:13]
Because this area is going to remain a construction site,
[19:16]
And we are requesting a delay in managing it as a public access point until after those facilities are in next year.
[19:27]
We expect that to be by July 4th we're hoping so that we can be having that area serve as the public access point to the trail system that we promised in phase 1.
[19:43]
We have to get permission from all of our other funding agencies and the permanent agencies to open that in advance of the rest of the project being done, but we've had preliminary discussions with everyone and we think that's on track.
[20:01]
So that's a part of what we're doing today. So looking ahead, we're doing next. We have several challenges. Although we have raised about $7 million to the project, as a whole, and another $3 million that are on a contingent match that is currently undergoing, we have a meaningful funding gap before we can get started with base two.
[20:27]
construction cost inflation has increased that gap to a degree. We don't actually even know right now.
[20:35]
And obviously the longer we delay getting the launch built, the more it will cost.
[20:42]
So that is our challenge.
[20:46]
The phase two funding in hand, which you see up here on the left,
[20:50]
It's just under $2 million completing the match challenge.
[20:55]
We'll raise that to over $5 million.
[21:00]
That's all short of what we need.
[21:03]
Our 2025 estimate was that the building would cost $11 million.
[21:08]
So we have a gap.
[21:11]
We have, I have with me today, Monica Sard, who's our new development director.
[21:16]
It's a gap, but we are confident that we can close it, and so we are working, our capital
[21:23]
campaign committee is working every day to cultivate the new donors and fill that we need.
[21:32]
Right now we're also working with a general contractor on three construction services to
[21:38]
dial in what a 2027 cost estimate really is, so that we actually, we have a better sense
[21:45]
what our target is. That not only is necessary to do for all of the reasons that you all know,
[21:51]
but it's really important for hundreds that our potential donors have a have a real sense of
[21:58]
where we're building. We also recognize that our small nonprofit needs to continue the internal capacity
[22:06]
building that we've been doing for several years, so we're ready to step into this opportunity
[22:14]
we have been updating and targeting our approach to strategic planning and business planning.
[22:20]
These are some excerpts from our first business plan we ever did.
[22:25]
And we are in the process right now of collecting the data necessary to update this.
[22:31]
We are right-sizing our operational needs and our revenue streams.
[22:35]
and we're improving the internal controls.
[22:39]
All of those things are steps that are necessary
[22:41]
for our little community-based nonprofit
[22:46]
to be ready to step up to the responsibility
[22:49]
of running a year-round recreational site.
[22:54]
I think you were introduced at a previous meeting
[22:57]
to our new executive director.
[23:00]
They actually have an entire new staff
[23:03]
that we've brought on in the last year
[23:05]
in order to help us eat these challenges.
[23:08]
Molly is a part of it.
[23:10]
Dave is a part of it.
[23:11]
Our new project director is Tara Doddinson.
[23:15]
And so, and we are currently in the market for a marketing person.
[23:20]
So, I think that's not going to be a big deal.
[23:24]
But we've also brought on several new board members recently
[23:28]
that bring skills to the table, that are things we have not had in the past.
[23:33]
So we are actively pursuing those things that we need to do to be ready.
[23:41]
So the next steps for us,
[23:45]
what we're working on right now, we are for the building
[23:50]
permit itself, we are through all of the plan checks stuff, we are currently negotiating
[23:54]
with the county about the fee schedule, you can imagine, something that will come to you
[24:03]
In the next couple of months, probably, is the easements for the electrical services.
[24:09]
There's an easement for the main building service, as well as the service to the EV Chargers.
[24:17]
Those who are working on the liberty.
[24:19]
Final inspection this fall, and the AS builds, but the phase 1 activities are required by all of our funding sources, so that will be being done.
[24:28]
And then preparing the operating agreement for the parking lot, our management strategy.
[24:36]
We have presented to the staff and we've gotten some comments back.
[24:41]
We're working on that timing for opening it to the public as part of that strategy.
[24:48]
And with your approval today, we can be continuing to work on that and creating that as a basis for an operating agreement,
[24:57]
which could which would be ready before we open.
[25:02]
We also are working on securing the donations to meet the rest of the match challenge. We have until the end of this year to raise another million dollars.
[25:15]
That's our – we have raised two – we have raised
[25:20]
$3 million so far. We have another million to go before we can – before we can claim the contingent pledges.
[25:29]
Again, we're developing the 2027 cost estimates, and then the operation, we overall operation not only with the parking lot, but we're working on our business plan for operating a lot from its built.
[25:46]
So specifically, I am looking for approval from you to schedule our opening for public access at this parking lot starting next summer.
[25:59]
and then continuing through until the lodge is open and beyond.
[26:06]
So, before I take any questions, if you have any,
[26:10]
I wanted to really just take an opportunity to thank you again.
[26:14]
Your staff are unfailingly supported.
[26:18]
Advice and direction and clear consistent messaging,
[26:23]
as well as the ongoing support that we have received from this board.
[26:28]
We have a shoulder to a pretty big rock, and we recognize that we're moving that rock.
[26:39]
But we can't do it without our community, and we're seeing that support from all across
[26:48]
So,
[26:52]
I want to thank you, and now I can answer any questions you have for me,
[27:00]
and I don't know.
[27:03]
I've got a question to you for Sean. I don't think the agenda is very action for a month.
[27:09]
We're really going to have to do the action from you guys, and that's okay.
[27:13]
This has been more of an informal conversation with the board based on past updates from the TCCCSEA.
[28:20]
I want to talk about that.
[28:21]
Sure.
[28:23]
I'm really stimulated by this board's action a couple of years ago of committing two and a half million dollars in total to the project reconstruction and construction phases.
[28:35]
We had a private donor that stepped up and said to us,
[28:40]
I've been watching you for a while, and you haven't been ready yet, and now you're ready for me.
[28:45]
And he set up a max challenge for us whereby he has pledged a million dollars.
[28:53]
And there's two steps.
[28:54]
We had to first match that million.
[28:59]
And then we had to take that two million and imagine again.
[29:04]
And so it's for a total of four million.
[29:07]
And so we have met any, you know,
[29:10]
gave us some timelines and it's kind of this kind of a gig
[29:13]
of a thing.
[29:15]
But we have met, we met the first match,
[29:19]
the first part of the match for the first million,
[29:22]
early, we have now met half of the second part,
[29:26]
and we haven't till the end of the year to complete
[29:29]
the second part of that challenge.
[29:31]
So that's what we're working on.
[30:00]
Is he not passing up? And that's the current pace doesn't get us from five and a half million to 11 or whatever it is by next year.
[30:14]
But we are, you know, our strategy for raising this money, we believe in. And the way that private money is raised,
[30:27]
philanthropic money at this level, it's raised, is it comes in waves? And we are ready.
[30:34]
We are creating the conditions where we're ready for this next.
[30:41]
And then it sounds like we're the operating agreement.
[30:49]
So I'm understanding with
[31:06]
that,
[31:07]
and what the operating agreement
[31:12]
is for me, the ownership of the cost of the cross country,
[31:15]
or something else, because it's things like I'm going to make that sort
[32:14]
of,
[32:14]
And
[32:22]
we
[32:29]
have not sought to operate a remote parking lot remote from our lodge as a, as a, as a, as a separate entity.
[32:41]
We have accepted the responsibility that we will do that on the short term basis until this large scope.
[32:47]
And
[32:53]
so we understand that responsibility,
[32:58]
that is part of our strategic planning right now that is part of the ramifications of a potential delay and how we operate a remote facility.
[33:11]
It offers us some opportunities and it also offers us some challenges and so we're working
[33:19]
that into everything that we're thinking about next winter but really starting next.
[33:32]
There's a very question, Sussan Ray.
[33:36]
I have a lot of comments going with what
[33:40]
do we want to take, and in formal votes, then
[33:45]
we're going to go to another one.
[33:52]
So
[33:56]
I just wanted to echo some of the comments that Dan was making, was before us as the
[34:02]
parking lot, building this a separate discussion for another day, but I am looking at your
[34:09]
the status, slide carefully to see how that's all going to shake down.
[34:14]
And then I also had questions about remote access,
[34:17]
and how you might address that, that's been answered as well.
[34:21]
And it's a separating the two items, the parking lot from the building.
[34:26]
And I'm going to support it, the parking lot if we're in it.
[34:30]
One of the things I've learned around town recently is that we need to separate
[34:34]
Who owns the tape, my person, who owns the lamp, and the name that we have for our
[34:39]
responsibility is done. I'm sure that'll be spelled out from reasonable seats.
[34:47]
Do I hear other support, staff recommendation?
[34:52]
I'm in support, staff recommendation?
[34:55]
I'm in support.
[34:56]
I don't foresee it, I'm going to correct me if I'm wrong.
[35:01]
Pressing rush to open this scene, not from our perspective. I mean, it's not really ready, and we don't not offer any degree ready. So, you know, it's not there right now.
[35:14]
So, yeah, I think it's part of my staff recommendation.
[35:18]
The staff award is to receive an update.
[35:20]
That's correct. It's an award to receive an update.
[35:25]
It's really more, we asking for any further media action from staff on this.
[35:30]
I know it doesn't sound like other warden members are in there.
[35:35]
And it sounds like what we can expect is that the parking lot will get finished.
[35:42]
Early next season.
[35:45]
Staff and total cross country would be caught in through a operating agreement.
[35:49]
We can expect to see that back in front of us for a parking lot.
[35:53]
Is it up to sometime in the next year?
[35:56]
That would say before that.
[35:57]
I mean, we would need, from our perspective, we will need to have it even a crew by the
[36:02]
floor before we allow the party to want to be open off on the hands of the nation.
[36:06]
Yeah, sure.
[36:08]
Give me a drink at the place that I'm doing, we're going to cut it this.
[36:12]
That's the first order.
[36:13]
You're going to have to cut it this side.
[36:16]
All right.
[36:16]
Thank you, Ray.
[36:17]
You bet.
[36:18]
Thank you very much.
[36:24]
I'm going to add in two, and that's the crew.
[36:27]
The enterprise resource playing vendor selection and statement of work and authorized general manager to execute final master services of brainage, and we'll look at Ryan.
[36:53]
Yes, thank you, Ryan.
[36:55]
It's an action item where we're making recommendations for guidance, assisting the memo here for the board to improve and authorize the general manager to execute statement of the work with RSM.
[37:11]
U.S., that's the vendor to drop off the stack of the script and ended up making a selection
[37:15]
report.
[37:17]
Of course, substantial provision, and I'm sorry, and substantial performance would be attached
[37:21]
to the graph same at work, and I'll not to exceed one million $300,000, $500,000 for
[37:28]
it.
[37:28]
There are implementation services.
[37:31]
The next item is to authorize General Manager to approve an executing a final master
[37:36]
services agreement with horizon and to authorize the general manager to approve and execute
[37:41]
a three-year software license subscription contract with a four-related ERP software, and
[37:48]
I'm not going to see 300 and 30,000 for that three-year contract, so a little bit of background
[37:55]
as we go in July, staff and presentation for the ERP system, basically going over one ERP system.
[38:04]
is what staff is currently working on with the limitations and challenges that that system presents,
[38:12]
as well as the potential for efficiencies and other improvements that are used to the district.
[38:20]
And we also kind of went over what the implementation process is going to be,
[38:24]
wherever we were with the selection process, so that kind of schedule is listed on here as well.
[38:29]
And then the services that we're looking for and our selection criteria, all those kinds of things.
[38:35]
So we would overall have that presentation last month at the board meeting.
[38:39]
So today, a few members from the RSM team are here to introduce themselves.
[38:44]
I kind of go over what the partnership is going to look like between them and the district.
[38:50]
So before I head back to another, there are any questions on this item.
[38:57]
I'm not a question, I am not a lot of a question later about the implementation services.
[39:04]
Yes.
[39:05]
So we'll go ahead and let them have a presentation.
[39:08]
So let them introduce themselves and we'll kind of go from there.
[39:14]
Thanks Ryan.
[39:16]
Do you hear me?
[39:18]
Yes.
[39:19]
Perfect.
[39:20]
Thanks everyone.
[39:21]
And appreciating us hop in there in the board meeting and talk about the enterprise
[39:26]
change the district is going to go through and my name is Alan Matthew. I have one of our
[39:31]
delivery leads at Arsum and the Microsoft practice focused in the state of the government industry
[39:37]
along with the Ida Chankarada and Tony Hemie and I'm going to share my screen here really quickly.
[39:47]
Let me know when you can see my screen perfect. So today we're going to talk about just a
[39:54]
Introduction to RSM and some of the platforms that we are posing here the service
[40:00]
This is the invitation services itself. What these solutions are going to be moving forward in our future
[40:07]
phase and as well as our production methodology to those, to the invitation itself as well and kind of
[40:13]
wrap up and talking about the district and this is a partnership in this process and we're going to make sure
[40:19]
that those district rules and responsibility that are made aware early in the process as well.
[40:28]
So, starting off here, quick introductions, so introduce myself and I'll be acting as our
[40:36]
finance liaison in the implementation as when we go forward, put it back around, I started
[40:41]
in our assurance practice, I have my CPA and was on our assurance side for about five years
[40:46]
prior to moving into our technology, it's all to the side where I mean focus now is into sustainable
[40:51]
government. So maybe 20 in town if you just want to quickly do introductions there.
[40:59]
going to meet you getting off mute so we'll go ahead.
[41:03]
Good morning.
[41:03]
Every one in Happy Friday.
[41:04]
It's a John Corado here also CBA.
[41:06]
I lead our national Microsoft Government practice,
[41:09]
we look forward to the partnership and it's successful
[41:11]
implementation.
[41:13]
Welcome.
[41:14]
Thanks John and Tony.
[41:14]
How may I sort of be exact as function from this project.
[41:18]
And I hope Cody Dalmik has found this here in our sense.
[41:22]
Thanks.
[41:23]
Not on the call with us, but a couple of the projects we use as a
[41:26]
the Tau-Italian dessert kez met already.
[41:30]
So, you know, FOX of your project manager here, we're going to date a day with your team and
[41:34]
your Democratic Manager, talk about her experience with the Stiffle and Covern Practice,
[41:39]
the testimony court will, as our Premier League, you know, she was conducting those
[41:43]
discovery sessions, built that high-level solution to show that, hey, what we can do that,
[41:49]
and that's available. Jason from the HR payroll, we're going to the solutions here in a second,
[41:54]
he deleting that first stream. And then Adam Bennett, as a relationship, we do have people located
[42:00]
all over the US and he's actually a local to the district. And so if there's any sort of
[42:07]
escalation needed, he's come on site and help support the engagement as needed.
[42:13]
Again, next couple of slides here, just talking about the firm, you know, I know we've gone over
[42:18]
R7 in general, but just talking about, you know, audit taxing consulting, they're probably
[42:23]
county firm. So we're able to leverage that experience across line of businesses, not trust
[42:28]
in our technology consulting, state and government industries, but as well as our tax and
[42:33]
audit practices as well. We have people all over the U.S. So, you know, I might not be facing
[42:39]
California, but we do have a team based in their U.S. And, you know, as we kind of talk to the
[42:44]
slides and the private services that we offer, you know, someone from the district mentioned,
[42:51]
You know, if you have people over has that support or our district team, you know, we're not
[42:56]
asking for the district to amend their schedules of any nature.
[42:59]
It's more of where you have a team in place and the team that we're staffing to help support
[43:03]
the district's needs.
[43:04]
So that way, you know, you're not planning on backwards for any of these support options as well.
[43:10]
You know, these two slides here talking about the Microsoft practice itself here at the firm
[43:15]
and our expertise is not, you know, not going to talk too much about it, but talk more
[43:20]
about the fact that the idea of going forward
[43:23]
is leveraging a Microsoft platform
[43:24]
as that cloud-based solution, right?
[43:28]
Moving from string work to Microsoft as well,
[43:30]
and that we are supporting the district
[43:34]
in this next phase, right?
[43:38]
I'm making sure that they're set up for success
[43:39]
and being on solutions that can scale
[43:42]
with a district as they want to grow, right?
[43:44]
And that's where we want to make this
[43:45]
for one time in a move from on premise to on cloud
[43:48]
And then the ability is almost there right with different platforms
[43:52]
ago, but with Microsoft.
[43:54]
And RSM is there to be that partner along the way,
[43:57]
and to make sure that we're able to support
[43:59]
at scale that district wants to grow as well.
[44:03]
This is also in the UKG site.
[44:05]
We'll talk about the payroll aspect as well.
[44:07]
But also just mentioning that we're not just one product.
[44:11]
We have these multiple services lines that we do offer.
[44:15]
But again, just putting the district on a platform
[44:17]
that is able to grow and we have to be bandwidth to help support the district in those in
[44:22]
that growth itself.
[44:29]
So next going into our approach and services here, right? We have the
[44:36]
pleasure coming on site a couple of times and have a long couple of demos there as well
[44:42]
as virtual meetings and going to understanding a little further what the districts requirements
[44:48]
are for a future state system and, you know, our idea here again is to leverage the Microsoft
[44:55]
platforms and introduce some other capabilities there, you know, such as Microsoft.
[45:00]
Is essential as the future state cloud-based ERP system, right? And so it has a capabilities of financial aspects, as well as automated payables, expenses, and that platform that your systems can pay your utility bills, right?
[45:17]
So that's all embedded there within the Microsoft Business Central ERP system and some of our extensions there, as well as leveraging Microsoft and introducing the perturing side.
[45:26]
And, you know, we showcase, you know, a high-level example of that, and what's available, and, you know, again, with those tools being on the same, you know, platform itself, it's easier to integrate those platforms as well, right?
[45:39]
So making sure that there's financial integrations, so it's a main, and then also leveraging UKG has the payroll solution there from the human resources, time entry, et cetera.
[45:53]
Again, leveraging this feature state and these Microsoft tools to make, and we're just cloud based tools to make sure that the district has the ability to grow.
[46:05]
You know, we talked about future phases down a line when the district's comfortable in these systems and that there's the ability to add on a enterprise asset management system.
[46:15]
And there's the ability to have, you know, a full robust, you know, they have data lake there, right? Or, you know, full sweet integrations itself as needed. So it's really just that stepping stone into what's what the district is capable of, but we want to make sure that it's done right in this phase approach.
[46:35]
So I'll pause here, just want to see if it any questions on kind of services and solution itself.
[46:48]
Okay. Perfect.
[46:49]
So talking about our approach and next we'll be our methodology there so what I
[46:54]
focus on and we appreciate that district is it acknowledges you know how a
[47:00]
project manager will kind of help drive its success of this invitation and so
[47:05]
we also you know mentioned Inda who was on site well and her team will be
[47:10]
those project managers to help facilitate the communication with our team make sure
[47:15]
Those deadlines are tracked internally,
[47:16]
but also communicate to the district nature
[47:20]
that we're scheduling things in advance,
[47:22]
talking about anything, up in advance,
[47:24]
and what those implications could be a down line.
[47:28]
We want to make sure that we're proactive
[47:30]
and set a reactive in these situations,
[47:31]
and making sure that everything's lined up front, right?
[47:34]
So as we get into what the phases are,
[47:37]
it's always better to have that proximity
[47:40]
to the alignment early on.
[47:42]
And that kind of goes into the communication
[47:43]
as far as our project, right?
[47:44]
having weekly status updates, you know, we're not going to keep district in the
[47:47]
dark, it's going to make sure that we have those not just status update with your team,
[47:52]
you know, we have those works to meetings, right?
[47:54]
It's not as simple as saying, like we have one meeting in its done, right?
[47:57]
We want to make sure that we're walking with district in this process and making sure that,
[48:02]
you know, what is going on and and confirmation of that right?
[48:05]
We don't want to walk away from meeting and assume everything.
[48:08]
We want to make sure that we're walking with your team together as well as communication
[48:12]
to, you know, steer code comedings board meetings as well. So that way everyone's aware of the status
[48:17]
of the project and if there's any concerns or escalations that need to occur, those are addressed
[48:22]
as early as possible. Change management. We know how excited the district is in this and also where
[48:29]
that there's is the change management as you go from one system to another. And now having both the
[48:35]
and a new payroll system, that there is going to be some maybe pushbacks here and there,
[48:42]
or not everyone's able to commit that time, right? And so we have our methodology built in to
[48:47]
make sure that RSM is providing tools for the district to be successful, and also those trainings
[48:53]
available, so that way if there is some need to come back to it, but we have that recommendation there
[49:01]
for the district to leverage and support those users.
[49:05]
As well as risk mitigation, you know,
[49:07]
you know, mentioned a couple of times being proactive on this,
[49:10]
instead of reactive and making sure that, you know,
[49:13]
if there are blockers that they're being brought up early
[49:15]
and so casing what those input, you know,
[49:18]
what that impact is on the potential.
[49:26]
Down into our methodology,
[49:27]
break it into five phases, right?
[49:30]
Mobilization, social verification,
[49:32]
implementation, deployment and fill life. So mobilization, you know, my
[49:37]
candidate there and all the bullets, but kind of talk I love with
[49:40]
here, mobilization is, you know, getting those project tools
[49:44]
spun up. So, you know, once we execute the contract, we are
[49:48]
used to be working with our community and tools, such as the header
[49:51]
DevOps, the nation hub, and the ratio case of both those, when we are on
[49:56]
site, and the ability of the fact that, you know, those are going to be
[50:00]
So that way anything that we're doing, it's not going to be ours to move in that you have the ability to look at those after the fact and it's an easier way to onboard your people, has you go post-intentation as well.
[50:13]
But right, that mobilization phase there is kind of getting that line and also working with Ryan and team and the project manager to make sure that to make sure that we had the schedule set.
[50:25]
Right, so for when we go to social verification, right, we have a deeper discovery, but we
[50:31]
had a discovery session already with team and go through the RFP requirements with making
[50:36]
sure that we can understand all the desired future-based businesses and then kind of align
[50:41]
that with the RFP and what we define in scope, as well as doing process walk-throughs.
[50:47]
You want to make sure that this is an iterative process of when we hear things from the district
[50:52]
that we're configuring it and showing it and also getting that validation.
[50:55]
and so that way you're aware what's going on and getting that form of sign-up on every
[51:00]
extra part to be configured going forward and that's kind of the end of that solution verification
[51:04]
process. Going into your implementation is going to be the heavy work there of configuration and
[51:09]
any kind of development itself as well as our team doing internal testing. Again this is going to be
[51:15]
our team doing internal testing and validation with the district so it's kind of a partnership approach
[51:19]
there. It's going to deployment there, that's where we're going to do a training trainer and that's where
[51:24]
make sure we have a couple for users from the district that are involved in this process
[51:28]
and making sure that we train them. They feel comfortable in the system and then they're
[51:33]
able to train the rest of their team. Of course, we're going to be supporting along the process,
[51:37]
but that's going to give that ownership and capability to the four users that are district.
[51:43]
Then we try to do a Bacco live and that's, you know,
[51:46]
reflecting what goal I was going to be and making sure that there's no hiccups or bugs in making
[51:51]
for the district is comfortable with what Dactola processes.
[51:55]
So it's not just a kitchen button to find out
[51:57]
what we know how that is going to happen.
[51:59]
I'm going forward.
[52:01]
And then we have some other authorizations in the mix
[52:03]
before we do go live.
[52:05]
And then have a designated hypercure support
[52:07]
for your team, whether it's multi or it's virtual,
[52:10]
we're there making sure that there are no issues moving forward.
[52:17]
Again, putting that in perspective, our timeline here.
[52:20]
So the goal, as we gave feedback, is to give a lot of April 1st of 2027 with the different phases here.
[52:30]
So the next step, from here, we're working with Ryan and Team and scheduling out those dates and getting those counter blocks and everything.
[52:37]
With the district, making sure that we have the availability from your team as well as our teams to make everything work here.
[52:48]
It talks about all these air discreters, so I might just skip over this, just pointing
[52:53]
about, you know, we do have the public sector experience.
[52:55]
A lot of this is based on the Microsoft ERP and that they're leveraging what's available,
[53:00]
but there's also more, you know, it's not like you have to have the RSM to do all the
[53:05]
configure, if you've figured it's going forward, right?
[53:09]
There's the ability to use some of the other models there as needed.
[53:13]
And our approach here, right, to make sure we hit that timeline date.
[53:16]
is getting any kind of risk and making sure that the
[53:20]
dishers aware of what can happen so that way we're in the ERP as of
[53:24]
for one itself to get those outcomes.
[53:32]
Any questions before
[53:33]
going into rules and responsibilities there?
[53:39]
Yeah, okay.
[53:44]
Just one slide here and the goal this is just showcasing
[53:49]
right? Even though we have these project rules from the client side,
[53:53]
People, you know that the district, there are people that wear different hats into these areas.
[53:58]
There could be some people that are maybe subject matter experts that are leads in other areas or there may be one that's a subject matter expert in two subcretations, right?
[54:07]
So, you can't just put it as a visual, just showcase, you know, there is a level that's needed on the district.
[54:13]
Whether it's the status meetings, but it's the discovery sessions that we talked about in the solution verification phase.
[54:20]
But there is going to be some global commitment and support that we will need from the district to make sure that we are able to execute decisions and move to the next phase in a timely manner to make sure that we are able to keep the progress growing to go live in the desired time as needed.
[54:37]
So this is kind of showcasing that and that aspect. But again, there may be some overlaps in terms of personnel. So there may be some more time needed in some of these areas of knowledge.
[54:56]
And I think that's all they had.
[55:00]
Do not know if there is any other questions.
[55:39]
So the total patient
[55:54]
services and then there's
[56:06]
me like it's at a 1.3 by a million.
[56:12]
I just give you 2.3 by a million, though.
[56:16]
Why do you say that correctly?
[56:18]
One, two, three, six, seven.
[56:22]
Over time.
[56:23]
Yes.
[56:28]
That's very bad.
[56:29]
It's 3.30 for the three years, not to 3.30.
[56:33]
Okay.
[56:34]
All right.
[56:34]
Like this, that will be an annual
[56:42]
amount of about $110,000
[59:37]
in that type
[59:43]
of team on the software side.
[59:57]
We're going to $1,000 in implementation budget.
[1:00:00]
How much of that has had a helping bill getting the system set up to what we think we need on the front end?
[1:00:10]
And then how much additional resource is going to be available so that once it's up and running and we figure out all the other opportunities for improvement.
[1:00:21]
do is earn up money in here and is the process of studying out so that I can happen.
[1:00:28]
Yeah, part of the implementation process, on one of the slides that Alan Shons,
[1:00:35]
there's after Goly, there's a couple of months of what they call hypercare.
[1:00:40]
And that's designed to address those issues and to support us through those first couple of months of Goly.
[1:00:46]
Additionally, there's kind of the pre-go-lock phase where there's a lot of testing and mocked go-lives.
[1:00:52]
Breast really dialed in before we go live and catch those in the issues ahead of time.
[1:00:59]
And then there's the ongoing support of services that they provide.
[1:01:04]
And so probably a follow-up.
[1:01:05]
There's in terms of that testing phase,
[1:01:08]
and maybe it's too early to answer the question.
[1:01:10]
But curious how what that is going to look like, and is it effectively going to be a system built to what we think we need, kind of, use it in the background, kind of in parallel to our other system.
[1:01:29]
So that all of the
[1:01:33]
main interface with this is a testing
[1:01:39]
process that's at that scale
[1:01:41]
or you can have one that's much more confined that some of the end users of the system may not get exposed
[1:01:47]
to a couple of clicks.
[1:01:49]
It's which gets what we've asked for in our
[1:01:56]
other ones.
[1:01:57]
We're actually going to be
[1:04:28]
honest with us.
[1:04:29]
Out of the realities,
[1:04:36]
honest about we need your support.
[1:04:42]
We go through budget process instead.
[1:05:00]
You can use your weekly cans
[1:05:57]
and burn a bunch of your budget to make the perfect, before you implement
[1:06:01]
versus get it. It could be what you think is pretty close to say something your budget for kind of post
[1:06:08]
implementation services.
[1:06:12]
So that when you're actually, because you're not going to fully,
[1:06:18]
until you're
[1:06:18]
and
[1:06:23]
testing, I think you know, as much
[1:06:31]
as way to be like
[1:07:13]
you.
[1:07:13]
Yeah, and good morning, everyone all chime in here.
[1:07:17]
You guys all, you hit the nail on the head here.
[1:07:21]
Our methodology has been governed around risk mitigation
[1:07:24]
and governance from start to finish.
[1:07:27]
We have about five iterations of testing.
[1:07:29]
So I like to say, you know, winner, winner often.
[1:07:32]
We will start with really solution verification,
[1:07:35]
which is like prototyping.
[1:07:36]
We'll go through each one of your business requirements.
[1:07:37]
will walk you through how the system handles your desired output and then we'll go in the user
[1:07:42]
acceptance test and then we'll go in the system testing then we'll go in integration and to
[1:07:47]
end testing then we'll do a Macho live testing and then then we'll cut over. So your users will be in
[1:07:54]
the system from day one up until go live and what I can't stress enough to all of our clients is we
[1:07:59]
will push as hard as we can push as a third party vendor on the importance and the significance
[1:08:04]
of engagement of your core project team to verify and validate throughout every stage of our process.
[1:08:12]
And throughout every stage of our process, we'll have stage gates built in.
[1:08:15]
We will track through dashboards, all of the statuses of everyone in your business scenarios, and all of the feedback.
[1:08:22]
So if it passes, we'll track the pass, if it fails, we'll track why it failed, we'll ask for feedback, we'll remediate, and we'll have you retest.
[1:08:29]
So, again, the importance throughout a project like this is the level of engagement and the frequency of how often we get you in the system hands on keyboard, our goals to get your team is comfortable as possible prior to go live, ensuring that the system is working the way that we need it to.
[1:08:46]
What you'll hear me say throughout the project, I'll challenge your team in a fun meaningful way. This is like a hackathon, break the system as soon as you can.
[1:08:55]
We want you breaking it on day one. The sooner you can break it, the sooner we can fix it.
[1:08:59]
But we're going to configure it to meet your desired business outcomes.
[1:10:00]
And trying to get to the point where we have a live, go live function system. The alternatives that
[1:10:07]
work presented to us by other vendors work, yeah, take a year and a half or two years. And we felt
[1:10:14]
that the better approach for us was to commit our resources and do everything we can to make this
[1:10:24]
possible so that we can get to using a function system.
[1:10:27]
I think
[1:11:41]
beyond the implementation,
[1:11:51]
they're ongoing.
[1:12:05]
They do have an hourly rate, I'm not sure what it is, but if it was basically,
[1:12:18]
you know,
[1:12:19]
I certainly looked at the highlighted section, and especially that you said,
[1:12:28]
the rest of them.
[1:12:32]
And Janet, would you tell them about that?
[1:12:35]
It was said that if you find that you're more staff,
[1:12:40]
and you need some temporary help to keep up the payroll systems,
[1:12:43]
And I don't have a problem with that.
[1:12:46]
And I also think that there's probably going to be some challenges for these right now.
[1:12:50]
And all of you, myself, must have financed folks to try to get up to speak with any new reports
[1:12:55]
that have been coming out to keep us in the loop, too.
[1:13:00]
But I'm sure you guys will, as soon as we can.
[1:13:15]
I'm sure you guys will, as soon as we can.
[1:13:17]
Thank you.
[1:13:21]
There are three sections to this motion that looks like so do I hear a motion to prove the enterprise resource planning vendor selection?
[1:13:32]
I would just suggest to recommend that if someone else is willing to just put it to stop our information down.
[1:13:39]
I would stop our information and appreciate all the effort that's going to do this for the last few years and a lot.
[1:13:46]
You know, I'm going to say, let's get on it.
[1:13:49]
So yeah, turn the key on and step up against.
[1:13:52]
Thank you.
[1:13:53]
On and on your message, I'll say that, but you're going to
[1:13:58]
sit down for a few days, you can park.
[1:14:03]
OK, OK, I had to tell it to you, so all of us in favor,
[1:14:11]
in the post, no motion passes unanimously.
[1:14:15]
Thank you, Joan, and a lot of work is on
[1:14:18]
to that Brian as well. And fingers crossed it all goes smoothly.
[1:14:26]
I know well, I don't
[1:14:27]
know where to go. Thank you. Thank you. All right, thanks guys.
[1:14:32]
Thank you everyone. Thank you everyone. Excited. Let's get started.
[1:14:40]
Let's see. We've got five and three approved. The revised 2026 class-sized season on part-time
[1:14:46]
salary range. It's me and thank you. How can you know the resources manager?
[1:14:50]
This items is recommended as a board approved two revisions to our current classified part-time and seasonal salary ranges of the two.
[1:15:00]
The provisions are the results of splitting our current recreation specialist position into, and that is a seasonal
[1:15:07]
position, taking that part that one position, splitting into two higher level positions, with increased
[1:15:13]
responsibilities, as we've identified a need in multiple recreation programs for more adult oversight
[1:15:20]
in those programs. So with this, the splitting of the two, the position into two higher level positions
[1:15:25]
come the salary revisions that were included in the report.
[1:15:30]
Happy to answer any questions.
[1:15:33]
I should highlight this as an effect on our full time position.
[1:15:36]
These are seasonal positions, but would be budgeted via the recommendations
[1:15:40]
to seasonal staffing budget.
[1:15:44]
That is my question.
[1:15:45]
Yeah, I got it.
[1:15:46]
So this would be effective today.
[1:15:49]
It would, yes.
[1:15:51]
And it's funded in the current.
[1:15:53]
It's correct, yes.
[1:15:54]
So the seasonal sampling, reparation, I'll do up a little bit.
[1:15:57]
Okay.
[1:15:57]
From a budgetary standpoint is, I'll just say, now on issue, if he is recruiting tool
[1:16:03]
for us to hopefully attract, maybe, more responsible candidate to help with some of the
[1:16:10]
reparation programs.
[1:16:11]
So if this incremental, it's more about targeting a different...
[1:16:18]
Okay.
[1:16:18]
I was just going to please weather to
[1:16:23]
your budget as you go in the next.
[1:16:27]
It's a very non-nolish,
[1:16:33]
right?
[1:16:33]
Give me a little bit.
[1:16:41]
Um, very other comments, questions?
[1:16:46]
Public comment?
[1:16:49]
Fair enough.
[1:16:50]
Yeah, here.
[1:16:51]
Motion.
[1:16:57]
Second.
[1:17:00]
John Dan.
[1:17:01]
All those in favor?
[1:17:03]
All right.
[1:17:05]
All right.
[1:17:05]
Okay.
[1:17:05]
I'm going to get somebody.
[1:17:07]
Yeah.
[1:17:07]
Yeah.
[1:17:09]
Please.
[1:17:11]
Uh,
[1:17:11]
Okay, I'm far with the 227 budgetful and pulmonary capital improvement program discussion.
[1:17:25]
This is our sub-downsend.
[1:17:27]
Director of Engineering.
[1:17:29]
So this is our first preview of the 227 contract project and the contract program.
[1:17:36]
I did review this list of projects.
[1:17:47]
So today is an opportunity for any board members to ask any questions that you were not able to discuss during your subject committee, and I'm happy to answer any questions.
[1:18:01]
I'll not be going through the details to you or cover that committee.
[1:18:05]
Just one note for the group. There was a question that came up with respect to the late course.
[1:18:08]
program project that is still planned to be big this year, just a reminder that an
[1:18:16]
authorization to fit that did come before the board and February 26. Due to
[1:18:22]
coming limitations associated with that work, we had a small window in the
[1:18:26]
spring that we opted not to attempt to construct during prior to May 1st, so we
[1:18:34]
will be fitting this for a construction when they'll be getting their lever first.
[1:18:40]
With that, I'm happy to answer any questions you have on the remainder of the time.
[1:18:46]
So, I think that's been making you two killed, you know?
[1:18:50]
On the...
[1:18:52]
I'm sure you remember retaining walls.
[1:18:55]
It's under closed gold.
[1:18:56]
I thought we were just...
[1:19:01]
Yes, it was one.
[1:19:02]
It doesn't necessarily roll to the next year.
[1:19:04]
It just means...
[1:19:04]
It's rolled to the next year.
[1:19:06]
It's rolled to the next year.
[1:19:07]
Yeah, okay, okay, yeah, all three of you go down, especially if you're building a building because you're
[1:19:15]
retaining lots of work. Yeah, yeah, I'll just add just for the sake of the public. I'm not asking for approval of any
[1:19:22]
projects, it is a very preliminary list of the list of projects so that we do our planning and
[1:19:28]
budgeting process. We know we have to miss any projects. So just for the sake of the public. It's a very
[1:19:33]
and you'll hear more and we'll be asking for
[1:19:46]
more comments.
[1:19:48]
Other comments?
[1:19:52]
Thank you.
[1:19:53]
I was sorry.
[1:19:55]
So, yes.
[1:19:56]
We will take this.
[1:19:57]
I'm not sure.
[1:19:58]
I don't know.
[1:20:03]
Item number 5 will be a date on community engagement for the Tulsa City Community Center and a feasibility study project.
[1:21:19]
All right, I will call for that later, after the presentation.
[1:21:27]
All right, thank you.
[1:21:29]
Good morning.
[1:21:30]
I can't go into a director of arts and recreation.
[1:21:35]
This item is a discussion update on the key management
[1:21:39]
around the time that needs to go to study for two triple C.
[1:21:44]
Before I get started, I just want to invite Sean to jump in.
[1:21:47]
in point in time, I was not involved in the history and the planning for it, but I've done my best to try to capture some of that.
[1:21:56]
And then in terms of the item and the recommendation that we are seeking feedback and direction regarding the purpose of the upcoming community,
[1:22:05]
the AT&T meeting, the desired level of board participation in that meeting, and then also what
[1:22:13]
we are actually communicating to the public at that time, and that would be under the next
[1:22:18]
steps and future steps of this presentation. So at that, I'll get ready and just go over what
[1:22:27]
we're planning to discuss today and actually distribute you of the planning and feasibility
[1:22:32]
study approach, we're going to look at the prior direction from the board and go to the
[1:22:39]
progress to date provided update on the preliminary results of the community engagement survey
[1:22:45]
that is launched, and then we'll see clarification on board direction for two side effects.
[1:22:54]
So really the approach, as you'll recall, that this followed the end of the joint active
[1:23:01]
assessment project with North Tahoe and the board really decided looking at what could happen on property that we actually own.
[1:23:08]
And so we launched an effort to do some planning and feasibility around the top of city community center.
[1:23:15]
With that approach, the board was seeking an efficient process.
[1:23:19]
So I believe there was a cap to the amount of money that would be spent on consulting services.
[1:23:24]
really preliminary programmatic level design conceptual design for, you know, a modest pool facility,
[1:23:35]
a genesis of combined facility, and then also additional amenities that could occur on that site.
[1:23:46]
So, yeah, I did want to highlight that this really was a very high level programmatic level of design,
[1:23:53]
but very schematic, not conceptual,
[1:23:56]
and really, really preliminary cost estimation for this.
[1:24:01]
And I'll just put under score,
[1:24:02]
the point here, what we heard from the work of the time
[1:24:06]
was, a lot of uncertainty.
[1:24:08]
There's certainly a lot of desire to see it,
[1:24:12]
that a many of you like this in our service area,
[1:24:15]
but I've also a lot of concern that the costs might be prohibited.
[1:24:19]
And so what we really heard from you guys was,
[1:24:21]
We're willing to continue to spend some time
[1:24:25]
at the staff time and money, and getting us to a point
[1:24:28]
where we might be able to engage in public to see,
[1:24:32]
should we keep moving these ability study process
[1:24:34]
for, or should we stop and focus on another.
[1:24:38]
And I think that's where we are today, essentially,
[1:24:40]
is that that?
[1:24:47]
Yeah, so in that we created some questions
[1:24:49]
that the board was looking to answer.
[1:24:51]
And that was what can the property physically accommodate?
[1:24:54]
And so as part of this study,
[1:24:56]
There was the land capability assessment, so that would have died.
[1:25:01]
What was actually billed, how much of the property is billed, and then what configuration, cutting, billed things, we built.
[1:25:08]
So, you may recall some of those schematic designs.
[1:25:11]
And then, yeah, what would some of these facilities look like and how much would they cost?
[1:25:16]
So, I remember that the programmatic, well-designed.
[1:25:19]
And then again, what other active recreation amenities could be accommodated?
[1:25:23]
And then also a book at whether you would be looking
[1:25:28]
to keep existing building on site or door
[1:25:31]
being staff resources and offices into any facility.
[1:25:37]
So that was kind of the questions
[1:25:38]
that were answered by this feasibility study.
[1:25:44]
So then a quick look at the progress today.
[1:25:46]
I mean this is a progression of work that began at 1.25
[1:25:50]
when this effort was launched.
[1:25:52]
consultants were brought on, as I mentioned, to do the link capability, the program level
[1:25:59]
designs and some cost estimates. And then Board Workshop was held in the speaking in
[1:26:06]
January of 2026, that really outlined all of the work that the consultants had performed.
[1:26:12]
And then in March of 2006, the Board directed staff to develop a plan for the community,
[1:26:18]
I think to Sean's prior point about whether there was desire to move forward or desire to stop.
[1:26:27]
I just want to note that at that time there was not a selection of one of those alternatives,
[1:26:32]
the board directed staff to proceed with all three.
[1:26:38]
And then we're here today to talk about what moving forward could look like.
[1:26:43]
And we've got some separate updates on that.
[1:26:50]
So then real quickly just looking at the community engagement preliminary results, we brought this as just a staff update to the Parking Rack Committee.
[1:27:01]
I've spoken of both of the committee members about bringing the entire thing to the board today to review.
[1:27:08]
So the results that we brought to the Parking Rack Committee were prior they were from August 5.
[1:27:14]
We updated those so they looked a little bit different than what you saw in the committee, but not a full lot different.
[1:27:19]
So basically, what we're seeing is that there's a fairly
[1:27:23]
people level of support for any or all of the design
[1:27:28]
or the conceptual designs.
[1:27:31]
There's a bit of interest in a citizen-led advocacy group.
[1:27:36]
And then also, you can see there's a fair amount of registered
[1:27:39]
voters that did in the survey.
[1:27:42]
I just want to remind the board that got high-leveled
[1:27:45]
So when imagines it was tested at these levels, those came from the March 20 board meeting where the board directed staff to look at a 75-25-cost split, 75% of construction costs coming from outside the district and 25% coming from property tax within the district.
[1:28:10]
So that was not a policy decision of the board.
[1:28:13]
That was just the action.
[1:28:15]
And the board would keep in mind that that cost split could be
[1:28:19]
dialed either way at any time.
[1:28:25]
So then we're just seeking board direction on our recommendations.
[1:28:29]
Based on those results, we believe that there is a desire
[1:28:34]
of the key to look at what this is a book like.
[1:28:37]
And so we're recommending that we do
[1:28:39]
forward with a community meeting and so we're really looking for direction on what we
[1:28:45]
would be telling them at that meeting. We would recommend that we are keeping them engaged,
[1:28:51]
but we also want to understand the voice design and what level of participation from the board
[1:28:57]
and also from the community as we move this part that forward. So part of it is, I mean, we're
[1:29:03]
kind of right on time because we're entering into budget right now, so if we would hire consultants
[1:29:08]
to progress the level of design to a higher level for our recommendation as all three concepts based on what we've heard from the public.
[1:29:18]
And then looking at specific amenities.
[1:29:25]
Is there a walking track or those kinds of amenities to those concepts and then updated construction estimates.
[1:29:33]
And then also we need to determine operating models and cost estimates, so what hours of
[1:29:40]
operation, user fees, things like that, and then also looking at hiring a consultant
[1:29:49]
economic expert that can help us with a task measure, a type of community disabilities
[1:29:55]
district.
[1:29:56]
I love your research, property assessment or something like that, but what do you have to do?
[1:30:02]
So, that would be the consulting work that we were people looking at, engaging, but as we move forward.
[1:30:11]
Now, we've identified some future steps as well. We would anticipate at some point that the board would actually select one of those concepts that would then be brought forward to a potential ballot.
[1:30:23]
We've been looking for updated directions from the board on a financial model, that's that 75-25.
[1:30:29]
The talking about what we get, the estimated cost estimate, what level of production is the board able to live willing to invest.
[1:30:38]
As then, I took just the ballot measure of design and polling, then we withdrew the seat results from that.
[1:30:44]
And then, you know, the future will include secret design and construction potentially.
[1:30:50]
And so with that I just, this is a slide that you've seen before, this just kind of gives a very high level estimate of time.
[1:30:59]
You know, where are you talking about, you know, if starting today we're looking at it to date to 10-year horizon, potentially.
[1:31:05]
So this is kind of like how we see some of that happening over the next, you know, through 2027 we continuing with potential,
[1:31:14]
And so it worked at more Holy Developed, this conceptual models, and then looking to solidify the funding and
[1:31:21]
semantics design, building a decarmeding and then finding a contract.
[1:31:31]
Have you seen the question?
[1:31:37]
Save the comments.
[1:31:39]
You're a little bit better on how to talk about it.
[1:31:42]
Very soon.
[1:31:42]
I'll give a question.
[1:31:44]
On the presentation.
[1:31:48]
Well, I've done this in the name.
[1:31:50]
I don't think that's all I've got to call that.
[1:32:04]
So, I'm not sure I'm going to do the basics.
[1:32:07]
I'm going to direct into those next steps that we identified
[1:32:10]
with more fully developing the concepts
[1:32:13]
and operating models that we're looking at.
[1:32:16]
That doesn't matter design.
[1:32:19]
I would call that the feasibility.
[1:32:22]
Continue to move forth the feasibility.
[1:32:24]
That's a good question.
[1:32:31]
Yeah.
[1:32:32]
Yeah, I had it earlier.
[1:32:34]
The, well,
[1:32:39]
I guess a question I've got.
[1:32:43]
I think all three concepts forward, so I just, we've got a lot of work and a lot of work
[1:32:53]
in this idea of erecting, you know, about a dollar jail, and then we've done just
[1:33:00]
in conceptual design, level work, all ready for
[1:33:06]
key-triple C site, you know, to a very high level,
[1:33:11]
Or just a GM just a pool and a combined facility.
[1:33:14]
And a lot of other questions in my mind that we move forward is that more information
[1:33:23]
are going to get from a little bit more design work on the GM, a stand-alone GM, stand-alone
[1:33:30]
pool versus a stand-alone facility.
[1:33:33]
It's going to put us in a better position to decide which of those three facilities you go forward
[1:33:39]
with than what we already have.
[1:33:42]
So we don't need to answer that right now.
[1:33:44]
But that's, it's a question in my mind that we do move forward.
[1:33:50]
I would be just kicking the handout road because we, as a board,
[1:33:54]
or currently I have different opinions on that.
[1:33:56]
And I suspect we may continue to have different opinions on that later.
[1:34:01]
And are we just spending, insulting resources and other money on just kind of perpetuating
[1:34:07]
or domaining and decision we should be making sooner out of the later.
[1:34:16]
I think that'll have something to do with next step is hosting the community meeting.
[1:34:27]
I think that's the direction I think has to happen first.
[1:34:42]
Yeah.
[1:34:44]
I guess the other question I've got is survey results that we receive today because this is still a bit.
[1:34:53]
Maybe it's in total September 7th.
[1:34:55]
Do we, I know we talked in our last meeting about.
[1:35:00]
Trying to get some insight as to how people were hearing about the survey. Do we have any sense from this information and to help people learn about this?
[1:35:09]
Yeah, so at the last few questions, we showed that and how to apply for it. So we do have that.
[1:35:17]
Whether it's social media, EU's, web programming, those are a few signs actually out on sites. So we go a little bit of that information in there.
[1:35:26]
And then just, you've also dissected that whole website traffic into different media.
[1:35:35]
I don't know.
[1:35:42]
Sorry.
[1:35:45]
I'm going to open it up to public comment.
[1:35:50]
Deborah, I know.
[1:35:51]
Well, I'm studying.
[1:35:54]
I'm Robert Heinz.
[1:35:56]
I'm living dollar 20.
[1:36:00]
Every nine years.
[1:36:01]
After 29 years, I've been on too far, I've wrecked seven.
[1:36:05]
The hour-round trip,
[1:36:12]
I've wrecked seven, before I broke.
[1:36:15]
Now we've
[1:36:21]
been four by then.
[1:36:23]
So anyway, the bottom line is, I've wrecked seven or around here.
[1:36:28]
So we have year-round, you know, physical activities.
[1:36:34]
All I can do is
[1:36:37]
they form on you, so we'll see me again then.
[1:36:40]
But it's always really cool.
[1:36:43]
You're just a group.
[1:36:51]
Our caregivers can drive stuff.
[1:36:57]
I read my motto is in my lifetime.
[1:37:00]
But don't know what you know, that's sad as a little bit through the hourglass cookie.
[1:37:10]
All right, I'm going to jump in there.
[1:37:13]
On the time of the recording.
[1:37:16]
I also have been looking at this for my oldest job this 30 years old.
[1:37:22]
We've been doing this over and over and over for years and years and years.
[1:37:26]
I think one of the biggest reasons for this,
[1:37:28]
also is first to have a first built community when my oldest was born.
[1:37:35]
Most of the people I know moved to trucking.
[1:37:38]
They moved to trucking because it had more things for the community.
[1:37:40]
They don't direct center.
[1:37:43]
There's I hear over and over again that people aren't going to buy houses here
[1:37:48]
because there's nothing for the community.
[1:37:50]
And it's all in truckier and kind.
[1:37:52]
So if we don't do something and stand out for the community and make an option for that,
[1:37:58]
It's not going to do it any of us any good.
[1:38:03]
Let's say also one other thing that we forget that there are elderly people in the community
[1:38:09]
and they're here in the winter times and there's no work for them to walk safely, having
[1:38:13]
a red center, having an, I think the option of the pool with is would be amazing because we
[1:38:19]
really don't have a big community gathering space and as you guys know everything in
[1:38:24]
that you change as much, and all the new spaces that we do have that have been used previously
[1:38:30]
are doing the way.
[1:38:32]
So I really think that there would be a great thing.
[1:38:38]
And thanks a lot.
[1:38:39]
Thank you.
[1:38:40]
Thank you.
[1:38:41]
Thank you.
[1:38:41]
Thank you.
[1:38:45]
I mean, it's not just the little kids.
[1:38:47]
There's a whole community here.
[1:38:49]
It could.
[1:38:50]
Culture Points on my Daniel McCourt.
[1:38:53]
I'm all alone here in Top of City,
[1:38:54]
so I just wanted to just discuss a few of the other ideas.
[1:38:59]
I think everybody likes the idea of a restoration center,
[1:39:02]
but the property that I believe that you're proposing
[1:39:05]
to do this on already does have an existing beautiful building
[1:39:08]
that we can do more community programs out of,
[1:39:13]
and then also has a nursery.
[1:39:15]
So I definitely have to concern about what the boards
[1:39:18]
That's our, that existing business, that's already there that supports the community and
[1:39:23]
where he said it already does, so that's a huge concern because everybody in the community
[1:39:27]
loves that nursery and also to the fact that there is a pool that will be going in of the
[1:39:34]
approved squad valley, palesates, new proposals.
[1:39:39]
So by the time that this comes around eight to 10 years, that pool out there that's 10 miles
[1:39:43]
away, it's probably going to be already up and working.
[1:39:47]
So, just something to think about as we're moving forward, I'm not opposed to it, but I think that the actual property site has some problems there, and I would like for you to make that clear and open to the community.
[1:40:14]
Thank you.
[1:40:18]
Thank you. I was there in person earlier, but I decided to come home to listen to this. I am really excited about the prospect of a recreation center.
[1:40:30]
I'm a honom, honom on our outside at Tahoe City and I moved my father to Trucky and he was
[1:40:39]
living there until just a couple years ago when he passed away but we used the Trucky Center
[1:40:47]
all the time and including you know in the winter walking around the indoor oval they had on the
[1:40:57]
can floor. During that time there, and I would work out with weights there, and during that
[1:41:04]
time, I noticed how well-used it was, not just the swimming pool, but the fitness gym, the
[1:41:15]
basketball courts, the walking, or jogging, oval, all of it was well-used. So I think just considering
[1:41:26]
one or the other just a swimming pool, doesn't really answer enough of the needs for
[1:41:32]
the public and Tahoe city. All of those spaces were very well used every time I was there.
[1:41:43]
The other thing I just wanted to comment on or ask about was when there is other surveys that
[1:41:50]
go out that I'm going to suggest that you consider asking age of the survey taker because
[1:42:01]
my concern is you may have a skewed survey with just older people answering the questions
[1:42:09]
and I think it's really important to get input from the whole age spectrum, you know, voting age
[1:42:19]
people who are living on their own, so young people as well.
[1:42:24]
The other concern I have, I'm fully supportive of this facility, but I also want to
[1:42:31]
make sure that if it is built and I hope it is that it is affordable to everyone, including
[1:42:38]
seasonal workers.
[1:42:41]
These no workers have it so tough and are very limited means and it's critical in my mind
[1:42:50]
as a community we need to be able to make these things affordable to seasonal workers and
[1:42:58]
people who are in lower salary brackets.
[1:43:02]
And I just wanted to ask one question when there might be a community meeting in how
[1:43:09]
hoping that it will be advertised well and advanced and at a time when more people can
[1:43:16]
show up like on a weekend rather than during the week.
[1:43:21]
So is there a scheduled time frame for the community meeting at this point?
[1:43:29]
Okay.
[1:43:30]
Thank you.
[1:43:30]
Thank
[1:43:33]
you, Tim. Much appreciated.
[1:43:40]
Thank
[1:43:43]
you.
[1:43:43]
Oh, close.
[1:43:45]
Public comment.
[1:43:56]
You want to hear that we watch in the forward.
[1:44:02]
And how's that going?
[1:44:04]
Are you reading?
[1:44:05]
Come on.
[1:44:05]
The discussion goes.
[1:44:07]
Judy, you have more.
[1:44:09]
Please.
[1:44:09]
No, we are.
[1:44:10]
Yeah, they're out there.
[1:44:11]
That's what they're looking for.
[1:44:12]
Yeah, we're looking forward.
[1:44:14]
My
[1:44:19]
daughter, you're all looking at me.
[1:44:20]
Oh, sir.
[1:44:21]
So I'm going to start with something funny.
[1:44:23]
And that is the someone from North Tahoe community district, that's why they weren't included.
[1:44:30]
I'm a slave, but that's where this all started.
[1:44:35]
To Danielle's comment about the pool
[1:44:41]
that many may not be open to people outside of that area.
[1:44:46]
We know that hasn't been decided yet.
[1:44:49]
So that may or may not be an option for those of us in this.
[1:45:02]
Under the open-ended comments, there was that there have been, and I've heard this also being out on the streets and on the streets.
[1:45:13]
About a preuse or membership instead of a bond measure of some stories.
[1:45:18]
And when I explained that how long it might take to earn raise 30 million dollars from the user fees after the thing is built.
[1:45:27]
I get the same kind of response.
[1:45:30]
I can't help, I can't help.
[1:45:35]
So a survey and I've said this at every single meeting
[1:45:39]
and then we've talked about it before.
[1:45:41]
A survey tells us the answers to our questions.
[1:45:46]
It responds to what we wanted now.
[1:45:49]
The idea, the community meeting is to hear what the community wants.
[1:45:53]
And so, to dance point of waiting to many concepts forward, I think, and Dr. Schobel said it as well, I think we've waiting till we hear what happens after workshop because that's where we ask for community input, whereas the survey is answering our questions to the survey.
[1:46:14]
There's
[1:46:17]
a question on here about polling as one of the next steps.
[1:46:25]
Similarly, I don't
[1:46:28]
want polling can be very valuable.
[1:46:32]
We've done the polling.
[1:46:33]
I think that there's a clear indication
[1:46:36]
that something is wanted.
[1:46:41]
The critical article in the case is the question.
[1:46:44]
And I think that we can kind of hear through some of that ourselves
[1:46:48]
as what's demonstrated recently in trucky.
[1:46:51]
Holy doesn't always mean it.
[1:46:54]
And the library passed and spied up,
[1:46:57]
polling saying it'll never happen.
[1:46:59]
And there was a grassroots effort
[1:47:01]
that showed that, that wasn't necessarily the case.
[1:47:05]
So I'm not.
[1:47:06]
They've been spending additional months on polling
[1:47:09]
and can be very costly and time consuming
[1:47:13]
and not necessarily get us where we want to be
[1:47:16]
depending on where we go.
[1:47:18]
I am still in support of the 75-25 split and I mean let me see what else, my balance
[1:47:27]
pretty much here.
[1:47:28]
I think we should move forward with the community meeting and not develop additional concepts
[1:47:35]
or consultities until we hear what that result is and maybe it's more than one community
[1:47:43]
Also, I know that the answer to the community group was in this strong as we thought it might be,
[1:47:51]
but if you're out there talking to people, there are a lot of people that are willing to serve on some sort of an advocacy group,
[1:47:57]
because as I explained, an initiative like this doesn't go forward without the support of community,
[1:48:03]
and it's going to take a lot of community support for something like this.
[1:48:13]
Yeah, I'll jump in, I agree with everything you said.
[1:48:19]
Well, that's that.
[1:48:23]
Right, thank you.
[1:48:25]
Including the, uh, your comments about Paul.
[1:48:30]
So, I've been involved a lot over time.
[1:48:34]
Not that would be very helpful.
[1:48:37]
I think what we've heard here with the public is that there's majority support, but we're
[1:48:43]
not sure if there's a super majority support, and
[1:48:48]
the question is going to continue to
[1:48:50]
remain open until the voters answer it, and maybe it's not quite just called the question
[1:48:56]
in the law.
[1:48:57]
And if they sum up the answer and she gets, it has to pose to be
[1:49:05]
certain about losing an initiative
[1:49:07]
that you never call the question in the first place.
[1:49:16]
I'm usually going to make sure to move forward in the winning strategy,
[1:49:19]
but it's a moving forward to the coin flip strategy.
[1:49:23]
Given the circumstances around this project is the right way to go.
[1:49:31]
So the only ad on it, say, is the
[1:49:38]
very project and trucky,
[1:49:42]
but there was such a strong grassroots community advocacy
[1:49:47]
that was well organized and well funded.
[1:49:49]
like get out of the boat campaign really targeted the yes voters that's that's what got that over the finish line
[1:49:58]
It wasn't
[1:50:00]
It was a combination of, it was really that that led to the success. So, yeah, I think for me, if, you know, if we fast forward some amount of time to a point where we're potentially considering some putting a funding measure on the ballot,
[1:50:27]
that is, I'd be willing to move forward with a coin flip, or maybe even move forward, where I'm seeing at that moment where I'm losing position.
[1:50:36]
If I'm seeing a well organized advocacy group out there, and when I say well organized, you know, this is what all do
[1:50:45]
respects to the community.
[1:50:48]
If it takes funding, it takes, you know, funded leadership, it takes one or two key people that are,
[1:51:00]
it's going to be, yeah.
[1:51:01]
It's like, yeah, I'm old, old, old, old, old, old.
[1:51:03]
I can do some other initiative or I'm not sure right now that kind of illustrates.
[1:51:09]
It needs to happen again.
[1:51:12]
Right.
[1:51:12]
Right.
[1:51:12]
No.
[1:51:15]
And I would help if that group, we could find after the community need to sort of support.
[1:51:23]
Yeah.
[1:51:23]
That's what we'll have.
[1:51:25]
There's a lot of people in this district.
[1:51:38]
And definitely,
[1:51:44]
indefinitely, and continue to kind of have an hog that maybe we're getting to a point where
[1:51:51]
if that organization may grab.
[1:52:08]
I'm going forward with community answer a lot of questions, including, do we keep the property?
[1:52:16]
Is it turns out that nobody wants to do anything with it?
[1:52:18]
That that helps them on range, facility planning, that's on our strategic plan.
[1:52:25]
And no is all somebody answer,
[1:52:31]
but keep them important and get to an answer.
[1:52:38]
So I have my questions from you, so this evening, sure.
[1:52:45]
Or leave them asking the community to select which one they want,
[1:52:51]
like what, like what, like what, where's that happen
[1:52:53]
in terms of what we're actually living?
[1:52:55]
Can I just ask to hear from my colleagues?
[1:52:59]
First of all, that might be another question.
[1:53:02]
Well, they're hearing already
[1:53:04]
that we have three concepts out there.
[1:53:09]
I believe that those three concepts can be changed,
[1:53:16]
tweet a little, depending upon what we hear from the community,
[1:53:24]
as well.
[1:53:26]
Yeah, I'm kind of as we're going to be survey results and I support it on the gym.
[1:53:33]
It's about 10% yes, I support it on the coast of quantity.
[1:53:36]
Facilities, 7% yes, we support it on the coast of quantity.
[1:53:39]
They're all 37% yes.
[1:53:42]
They're all so close.
[1:53:44]
Yeah, so I don't know if that's what it says, like a different amount of quality.
[1:53:48]
Also,
[1:53:53]
I want to move forward with community engagement and help us act, refine the
[1:54:05]
project.
[1:54:07]
I hear what you're saying.
[1:54:09]
What do we want to ask them as this community meeting?
[1:54:16]
And I think we still go forward with three concepts.
[1:54:22]
How to make that into a community meeting?
[1:54:32]
We just need to actually guide you.
[1:54:37]
I just want you to put my colleagues on.
[1:54:40]
No, I don't. I don't know if they're having to be meeting,
[1:54:44]
and then you can refine exactly what they're asking.
[1:54:47]
Right? I think one is any of these three options,
[1:54:52]
or there are other options, but something you want.
[1:54:55]
But I had number two, how much are you doing really well?
[1:55:00]
And I think that's part of the question we need to find out before we really go out. You go home.
[1:55:07]
Because if we find out, yeah, we want to top-notch, but we're only going to go home today.
[1:55:14]
But I wouldn't confuse it with any more concepts out there, whether or not they'd be small, such as a public track, or any of that.
[1:55:24]
Well, I think we keep it very focused on what we've already asked the community in the survey.
[1:55:33]
Yeah, I just feel like we've already got that incorrect.
[1:55:36]
A lot of that information John might be dated by...
[1:55:40]
On the...
[1:55:41]
It may be getting a bit dated, but it's there.
[1:55:45]
I think
[1:55:50]
my aim is to
[1:55:55]
certainly do we want to try to have some concept of cost to...
[1:56:05]
some of the open-ended comments.
[1:56:07]
I mean, I think we have to take those into consideration as well.
[1:56:12]
Yeah.
[1:56:14]
I just, my suspicion is at the end of the day.
[1:56:19]
I think everything I've seen is there's conceptual
[1:56:24]
community support for a next time around the pool.
[1:56:29]
When you introduce the question of how much are you willing to
[1:56:32]
to catch yourself for it, that crazy, another dynamic in the conversation.
[1:56:42]
I just got a feeling, again, the day we buy it as a board, you're going to need to kind of take
[1:56:47]
this general with information out there and come to consensus on calling the question
[1:56:53]
on one of these three facilities.
[1:56:56]
And maybe we get more insight out of the community meeting as the witch option to go forward with.
[1:57:02]
point.
[1:57:05]
We're looking at this from different sides of the same point, right, because I don't think
[1:57:12]
we ought to get quite that analytical, at this point we have, there's a lot of different
[1:57:17]
information here.
[1:57:19]
And my idea of the workshop, and I go back to when I was talking about being focused
[1:57:25]
before the survey, is that we take the information that we have, that this be a staff
[1:57:31]
led, not board-led meeting. That would be how I see it. And that we start with
[1:57:41]
five, 30,000 foot questions that facilitate conversation. That's what we want to. We want to
[1:57:48]
hear the community things. And to sit here and increase the pose, what we're going to hear, even
[1:57:54]
I don't know what I want. But I'm not going to increase the pose what we can hear. And I think that
[1:58:01]
So what we do is we ask questions that stimulate conversation, get that conversation going,
[1:58:07]
we're going to get a lot of information out of that.
[1:58:11]
I think we have great staff that are leaving that discussion and facilitating it and I just
[1:58:17]
don't want to overthink that before we get there.
[1:58:20]
I think we presented what we presented.
[1:58:24]
We did that in order to get a survey done.
[1:58:26]
We asked the questions on the answers to for the survey.
[1:58:31]
I'm not going to second guess that now.
[1:58:33]
Until I hear from my community work.
[1:58:37]
What are you really willing to do?
[1:58:41]
Yeah.
[1:58:43]
I appreciate that.
[1:58:44]
I've supported the community workshop.
[1:58:48]
That's going to give us one more data point amongst a lot of data points that we already have.
[1:58:54]
In terms of what feedback we get out of that workshop.
[1:58:56]
And I think we're
[1:59:01]
how we'd be surprised if, out of that workshop,
[1:59:05]
we use the order like, aha, this is going to be going
[1:59:09]
up or just this option.
[1:59:11]
Just that, I don't think we may, I don't think it's going to be that simple.
[1:59:17]
I think at the end of the day is, I think at the end of the day we're going
[1:59:21]
to have to, yeah, we're going to have to make a decision.
[1:59:24]
We're going to have to make a decision.
[1:59:26]
And that's what I'm going to hear from my other colleagues as well, but the decision could be something.
[1:59:35]
I don't know what it is, I don't know what it is.
[1:59:40]
There's support for moving forward.
[1:59:42]
I think the next step would be a workshop, or we're willing to do that and move forward with that much of the puzzle,
[1:59:49]
and I don't know what to look for.
[1:59:51]
Now, I'm willing to host that community.
[1:59:56]
It will be staff run.
[2:00:01]
Do we want to have various stations or do we just do the one presentation?
[2:00:09]
I guess that's what I'm getting.
[2:00:11]
We're not.
[2:00:12]
We're not.
[2:00:14]
We're directing.
[2:00:16]
I know.
[2:00:16]
I really have to make those suggestions on just throwing that out.
[2:00:21]
Yeah.
[2:00:22]
So I know that's the hot new way of doing community meetings and stations.
[2:00:30]
I don't find them that productive, because everybody gravitates to where they want to
[2:00:35]
gravitate to.
[2:00:36]
And there's value in everybody hearing what everybody has about that.
[2:00:40]
That's where you stimulate discussion.
[2:00:44]
Setting up stations once again, you're directing, yeah, to a certain degree by saying, here's
[2:00:51]
you get to comment on and say let's have an open discussion about this so that's kind
[2:00:57]
of how I view it as a stafflet with some key leading questions to get the conversation.
[2:01:06]
Is now what we wanted to conversation in the community about what they're thinking about.
[2:01:12]
Just what we're thinking about.
[2:01:16]
We do, and we also need some people to be intimidated in that large meeting format to speak
[2:01:23]
about things that are very good, or both of us aren't going to answer this.
[2:01:27]
What's up?
[2:01:28]
Yeah.
[2:01:28]
Like I said, I'm waiting for a comment from my follow-up, I'll I'm not going to do that.
[2:01:37]
One, just, I know staff is waiting for us to direct them, I mean, I think you've heard
[2:01:45]
that we are all in favor of hosting that community.
[2:01:50]
And then you're looking forward to that one.
[2:01:52]
I mean, how is it going to turn?
[2:01:55]
Now, we need to kind of go now.
[2:01:58]
I can open it up to public comment if Robert has a question.
[2:02:03]
I thought that the idea for him, there's such a significant, there's such a significant community interest in this, this something that you might be able to have on a weekend.
[2:02:15]
going to greet our community for just a big deal, that's something I'm going to consider.
[2:02:21]
It's all right.
[2:02:22]
It sounds like no, I need to Friday 8.
[2:02:25]
That's all right.
[2:02:26]
After you're out.
[2:02:28]
Yeah.
[2:02:29]
All right.
[2:02:30]
And then, you know, if economics are obviously, you know,
[2:02:34]
I'm a major concern.
[2:02:35]
This is a step, a economic step project that you put something forward.
[2:02:42]
You know, say, I'll get a step one.
[2:02:44]
would be
[2:02:51]
a hesitation, it will.
[2:03:14]
Concern, when we invite the community, and I'm all in favor of it, is that typically,
[2:03:19]
I think the ones that are show up and the ones that are in favor, and how do you
[2:03:24]
embrace those as much in favor of it, and who will probably, maybe not go for it,
[2:03:33]
positive, and who does come kind to the vote.
[2:03:35]
That's one of the times a lot of meetings around here, I think you're underestimating the community.
[2:03:42]
And the way this probably will go out of, you know, we look at how people heard about the survey.
[2:03:49]
You can come in, there are people who voted no.
[2:03:52]
And all those think people are going to be invited just to stay in a workshop.
[2:03:56]
And I think if you think that people on the outside of an answer don't show up in the community workshops, probably around for weeks.
[2:04:06]
I'm not.
[2:04:07]
I'm not.
[2:04:08]
I agree.
[2:04:09]
I'm not.
[2:04:11]
I'm always a little doubtful that there was.
[2:04:14]
We were not in favor of the more children.
[2:04:16]
I look at them.
[2:04:20]
I guess.
[2:04:22]
Location wise.
[2:04:23]
I mean, what are we looking at?
[2:04:26]
Potentially the high school.
[2:04:27]
So I do want to say, like, we're, we're insisting a barge number of people that would come to this.
[2:04:31]
And we brought this now instead of that September after the final results, because we knew that there was going to be a lot of lead time in terms of getting a meeting like this out to the community.
[2:04:44]
So we would be preparing for a large number of people.
[2:04:48]
So I think that there's an opportunity, I mean, logistically, that's one thing, whether it's stations or life pulling or whatever, a microphone, however we facilitate the conversation at that time.
[2:04:59]
Thank you.
[2:05:00]
What I just want to understand is what is this conversation I would try to facilitate, because I understand what you're saying. I mean, I'm hearing the three concepts and then tweaked or changed.
[2:05:10]
Like how much are we really asking the community to change what this process has already pulled us?
[2:05:15]
I can't ask if you go into a community workshop and say okay everybody redesign this we're going to be there
[2:05:24]
Yeah, so I just want to say yeah, I'm not I'm not I don't like or tell me. Yes, I'm not asking that
[2:05:31]
But thank you. I think we need a larger location. Yes, and a very large
[2:05:40]
of the entire community.
[2:05:46]
Yeah.
[2:05:46]
So the real weak mentality factor, sure.
[2:05:49]
The school district probably, their cafeteria, like I said, works.
[2:05:53]
We can be set up to do live polling.
[2:05:55]
We can have a microphone.
[2:05:57]
We can have stations at the end.
[2:06:00]
That, that, like I said, is kind of logistics.
[2:06:02]
Why?
[2:06:03]
And hoping to get is, like, you know, the 30,000-foot-level questions.
[2:06:08]
like what? We heard what the community has responded to. So I'm just trying to understand what
[2:06:14]
additional information are we wanting that they're responsible for.
[2:06:20]
Yeah, I do too.
[2:06:23]
And you said possible that we could have it on a weekend, but take into consideration the
[2:06:30]
the date that's chosen that there are no other activities out there such as football and
[2:06:37]
soccer.
[2:06:39]
But if it's in the E&E, I think it will be more well attended.
[2:06:46]
I don't know.
[2:06:49]
I'm trying to make my romanticist public meeting to let from Dias appreciate comments about
[2:06:58]
You know, quite a set of eating high and when brought a special community can attend, or will attend, not can attend, there's not a lot of people like to keep their week down for themselves and not necessarily go to these kinds of meetings.
[2:07:15]
So I had a first step on figuring out a high-end debate.
[2:07:20]
What's that up?
[2:07:22]
True food health.
[2:08:22]
Oh, a number of
[2:08:26]
options are in California, I'm not sure if we know yet.
[2:08:30]
Yeah, I know.
[2:08:31]
We don't know.
[2:08:34]
Yeah, we don't know.
[2:08:41]
Yeah, we don't know.
[2:08:42]
Yeah, we don't know.
[2:08:43]
We don't know.
[2:08:44]
We don't know.
[2:08:44]
We don't know.
[2:08:46]
So I wouldn't say you went.
[2:08:48]
No, I'm going to tell you.
[2:08:49]
We're going to ask that you
[2:08:55]
should post another one.
[2:09:24]
Another one.
[2:09:31]
That's what we're going to know.
[2:09:37]
Let's form a community group and give them a series of
[2:09:47]
10.
[2:09:47]
Again, I don't want to
[2:09:53]
give three of them.
[2:09:55]
I'm not a high school, I was seeing you doing it here.
[2:10:00]
Are you all right?
[2:10:02]
All right. Let's take a look.
[2:10:04]
Maybe people?
[2:10:05]
Oh, I'm all right.
[2:10:06]
Oh, I did.
[2:10:06]
I'm not.
[2:10:07]
I'm not.
[2:10:08]
Great. All right.
[2:10:09]
Thank you.
[2:10:11]
We can get 300 people to come out to apply your move.
[2:10:17]
We'll wrap it up.
[2:10:20]
All last one more time.
[2:10:22]
On line 5, I'm going to comment.
[2:10:25]
I'll ask staff if you've heard enough?
[2:10:30]
No, quite.
[2:10:33]
A couple just a couple of things.
[2:10:34]
I think we were penciling in based on our calendars for work in districts, board meetings,
[2:10:40]
or in the late October meeting.
[2:10:50]
That was a lot of them that they're
[2:11:03]
reading with the final results of this study.
[2:11:25]
You guys?
[2:11:26]
I'm on the phone.
[2:11:27]
Yes.
[2:11:28]
I heard
[2:11:31]
late October.
[2:11:32]
I was a
[2:11:39]
push-ups to
[2:11:47]
just let them know when
[2:11:55]
men are going in bad, not knowing anything.
[2:11:58]
I think
[2:12:05]
the same decade and continually I work on this.
[2:12:11]
But you did certainly do that.
[2:12:13]
Was it after they...
[2:12:15]
For the services?
[2:12:16]
Yes.
[2:12:18]
A lot of
[2:12:37]
community meeting
[2:12:45]
needs to be
[2:12:51]
some kind of...
[2:12:59]
I think so.
[2:13:00]
I think so.
[2:13:03]
Yeah, and I think that actually started talking to people about when I thought we were
[2:13:07]
having that.
[2:13:09]
But the script meeting in June, I started talking to people and seeing if they would be interested
[2:13:14]
in having added some of those people to the mailings that would, you know, put the email
[2:13:19]
so I don't think we can have to inform that at the meeting, but I think we continue to
[2:13:30]
prior to that meeting, potentially our September board meeting, do we want to create some
[2:13:38]
structure or a call for
[2:13:43]
some kind of an ad hoc committee
[2:13:48]
to see how many people raised their hand?
[2:13:51]
Well, I don't know. If you're asking me, I don't know how you do that until you've, like,
[2:14:04]
And I think it's unfair to those people that were asking this sit on a committee because this is a project that is several years away and to try to guard or interest today for something we don't know about yet what direction it's going to take.
[2:14:22]
And I'm not saying we appoint the committee that are in September.
[2:14:29]
So deciding to create a committee and to recruit for it is different than appointing
[2:14:34]
who's on it, right?
[2:14:36]
So we're
[2:14:40]
going to create some kind of a focus committee.
[2:14:43]
As a board, we could start that at the September Board meeting.
[2:14:47]
That would be one more piece to be on the bottom for the community meeting and
[2:14:51]
And hey, the board is decided to create this committee and it's looking, you know, to look at this.
[2:15:00]
Members, if there's a project and devised the board on in a more detail, I'm not sure if that
[2:15:06]
that whether it's that us starting that process, if we're going to start it, whether it's
[2:15:11]
before if the only workshop, or I really wanted to, what's that?
[2:15:15]
I think that's premature.
[2:15:17]
I did too. We've already got, yeah. We participate in a system-led initiative
[2:15:23]
different place. They're spending measure on the ballot and we've got thirty-five percent
[2:15:28]
that say, yes, we're three hundred and seventy-five. We have about an hour and a half.
[2:15:32]
It counts for that. Exactly. So we already know that we have a group of people out there that
[2:15:42]
really want us to have it. So we lean on them, hopefully they will be after community meeting.
[2:15:50]
Yeah, I'm just hearing that Judy wants to move this training down the tracks.
[2:15:55]
It's like we're gonna move it down the tracks. Let's start doing it.
[2:15:58]
Yeah, the other side of that point is that you can't ask volunteers to get enthusiastic about something
[2:16:05]
when you don't know what we're asking.
[2:16:07]
And there's nothing worse than getting volunteers lined up and then having nothing for them to do.
[2:16:15]
It's the community waiting is going to give us direction.
[2:16:32]
I think we need to come out with some questions that need to be asked, or discussion items that need to be discussed at the committee.
[2:16:40]
You know what I mean?
[2:16:42]
I do this here with the community.
[2:16:43]
Thanks, Gus.
[2:16:44]
Now, all we're going to do is ask some really questions that we get that conversation.
[2:16:48]
It's been really good things about, like, yeah, like how they interact with summer.
[2:16:53]
I get what.
[2:16:54]
So my, I have a question based on, you know, staff's recommendation to receive with some consulting
[2:17:00]
work on designs and then operating models.
[2:17:03]
Is that, is that an X?
[2:17:04]
We're not ready to go.
[2:17:06]
And I was like, I don't know if I'm satisfied with it.
[2:17:08]
So we're asking the community if we're ready to do that.
[2:17:12]
I don't think that's just that.
[2:17:14]
Right, I don't hear it.
[2:17:16]
Got it, so.
[2:17:17]
I think it's, you know, there's these big plans.
[2:17:20]
I mean, I have to put some thought and conversation into this,
[2:17:24]
but what about these plans excites you?
[2:17:27]
What does it?
[2:17:29]
What is your threat, you know?
[2:17:30]
Where's the threshold?
[2:17:31]
But maybe we have a lot of aristocrats from the consultants have some of those slides that show the GM, those three concepts.
[2:17:47]
Uh-huh.
[2:17:48]
Yeah, and they were more than what we show on the survey.
[2:17:55]
Yeah.
[2:17:55]
That's a dance point.
[2:17:57]
What does that think?
[2:18:10]
I don't know how to get you guys what you need because I'm just not clear on what it is that
[2:18:17]
further than I think I've heard that you want and I think we can work with the,
[2:18:29]
the part of the concern
[2:18:30]
about is if it's staff led frankly I don't know what we're leading,
[2:18:40]
we can set it up and help
[2:19:15]
How does stimulate conversation?
[2:19:18]
Not necessarily what did we want to hear?
[2:19:22]
But how do we stimulate conversation?
[2:19:24]
Do you hear something we might not be thinking of?
[2:19:27]
Or we might not be hearing otherwise?
[2:19:30]
Or the whole point is, I don't want to hear from the community,
[2:19:34]
what is it you like?
[2:19:35]
What don't you like?
[2:19:36]
What do you think could be supported?
[2:19:39]
And I just don't want to hear what,
[2:19:43]
But maybe I'm not here, maybe, you know, if we keep asking the questions, we're going to get answers to these questions.
[2:19:53]
But there's more of the other questions out there that we're not thinking of.
[2:19:56]
And I'm seeing that in every initiative in this community, there's always.
[2:20:00]
There's this one, there's this one and then there's this one that I never even thought of. And I think there are ways to stimulate that conversation using the three concepts that we have as a starting point, not an ending point.
[2:20:16]
And I think, too, maybe we pull in the recreation side of it as well, just to help us.
[2:20:24]
That's absolutely, you know, current, okay.
[2:20:27]
100%.
[2:20:27]
Our core year, whoever.
[2:20:29]
What aren't we here?
[2:20:30]
What, yeah, maybe we're missing something.
[2:20:35]
Yeah, that's cool.
[2:20:36]
That's not like the war.
[2:20:37]
That's just war for a whole group.
[2:20:39]
One, just one firefighting question or maybe,
[2:20:42]
and we don't need to answer it today, but I'm hearing it,
[2:20:46]
and I'm a little concerned about the dynamics of a hundred fifty people
[2:20:53]
to structure that in some ways we're allowed to do that.
[2:20:57]
Like a town hall.
[2:20:58]
Okay, so are you envisioning, you know, people come to the podium to ask,
[2:21:04]
or to give you input, like at just structurally, how do you have,
[2:21:08]
you don't want stations that's fine.
[2:21:09]
I'm just trying to figure out how we set it up to structure the meetings,
[2:21:13]
so that we have a structure.
[2:21:14]
We need to be able to help people understand how they're going to be
[2:21:19]
So anyway, I think that's the thing that I would like to hear more from you guys on how we do.
[2:21:31]
Yeah, so can we set a date, have that date in mind?
[2:21:36]
Will whenever our next partner set them or something?
[2:21:40]
Yeah, we start working on...
[2:21:41]
Well,
[2:21:45]
it sounds like it is going to be a notice for meeting a qualified, or if more than two of you would like to attend
[2:21:53]
to hear this conversation, then when it needs to go, is it has a more
[2:21:57]
event, the aim which is fine. So I just want to make sure we're clear about that.
[2:22:02]
Well, we can start reaching out to you guys to get things that, so we can start working out.
[2:22:17]
What is this going to say based on kind of what I'm hearing about, like the desired
[2:22:21]
here from the community? I think that's opportunity for the board
[2:22:25]
for that feedback to help new strategic planning
[2:22:31]
I don't know which is,
[2:22:36]
and what is the desire that is forward to,
[2:22:44]
but it'll be on like
[2:22:47]
the one that can really be on the same, so I want to be really clear about it.
[2:22:54]
We've heard of this going to be informing facilities, right?
[2:22:57]
Not just programming, but facilities, when I came back and said it, the answer could be
[2:23:02]
now ultimately, and then we have a facility that we tried to decide.
[2:23:18]
provide one out of comment. This is less specific to this community meeting, because kind
[2:23:25]
of where my head's at, you know, you know, the technical lingering nature of this issue.
[2:23:31]
It should we just be thinking about a 20, 20, 28 election to potentially put a funding
[2:23:43]
initiative on the ballot, and just calling the question, and it's three years of it's
[2:23:51]
twenty twenty six-hour, that time's going to pass, and so that's far away as you can come.
[2:23:56]
And there's another community initiative on the March twenty twenty eight ballot.
[2:24:02]
Yeah.
[2:24:03]
And I've said, I mean, to make that decision now, but I just feel like this topic is going
[2:24:09]
I can continue to win during the winter and turn.
[2:24:13]
I'm sorry, but until we put something on the calendar
[2:24:17]
that we're working towards and not in adding a problem
[2:24:20]
in the town.
[2:24:22]
So this is the fourth meeting to discuss
[2:24:24]
whether we do have that or not, but I need to do it.
[2:24:28]
I wouldn't do it on the march or tune in the town.
[2:24:34]
I think that November 2020-28,
[2:24:41]
Dallas is not something we're going to want to be anywhere in the air.
[2:24:44]
Well, I hope we will be real nervous, but I don't think normal people are going to want it.
[2:24:49]
Put it on.
[2:24:50]
I don't want to be a lower than normal action.
[2:24:52]
I don't want to be a major in the future.
[2:24:55]
I don't want to be a major in the future.
[2:24:55]
Yeah.
[2:24:56]
Part of that part is gone.
[2:24:57]
Maybe we just kind of set it apart.
[2:25:08]
So if I could offer one thought, I'll give you those lines in anticipation of budget for a capital for this project, I think if we are looking towards the ballot initiative, there's some work to be done on the last.
[2:25:24]
Yeah, we're very schematic level and it's actually a level design structure.
[2:25:29]
Yeah, so I got some glue and I'm considering surfaces.
[2:25:32]
Yeah, are we going to be critical to supporting that?
[2:25:37]
OK, that's a very awesome thing to do.
[2:25:41]
I think I hope that you have enough info to at least get started.
[2:25:51]
And I think it's time to move on to time number six.
[2:25:59]
Thank you for the discussion.
[2:26:04]
Dr. A review draft 2027-231 is just a few different priorities
[2:26:12]
and for operating principles.
[2:26:18]
This item is the continuation of the Special Board Workshop that the Board had on July 31,
[2:26:26]
where we spent several hours going through the proposed for operating principles and strategic plans.
[2:26:32]
The next five years, we've presented a draft of both documents that include the revisions you guys directed us to make,
[2:26:40]
and once a few other tweaks that as we were making those revisions, we thought should be made as well.
[2:26:45]
So there are a clean versions and revision text version,
[2:26:50]
so that you could track the changes,
[2:26:52]
specifically, if you were paying attention to and made
[2:26:55]
to us during that workshop.
[2:26:57]
Really, today, I'm just asking for any final thoughts
[2:27:01]
in direction so that we can prepare the finals
[2:27:04]
to keep your plan with the goal of bringing it
[2:27:07]
to the point order at the September 14th
[2:27:09]
for final adoption.
[2:27:13]
Turn it over to you.
[2:27:15]
I just want to say I appreciate the red line version.
[2:27:21]
Captured what lightest and things.
[2:27:26]
It captured what I call the conversation.
[2:27:31]
Yeah.
[2:27:31]
Yeah.
[2:27:32]
Yeah.
[2:27:33]
And it
[2:27:38]
looked light.
[2:27:48]
Okay.
[2:27:48]
I'm glad you're there.
[2:27:50]
I think there was a team effort.
[2:27:52]
We tried to make sure we captured everything.
[2:27:54]
you guys directed us to work, we're very happy with where it is right now, but it sounds
[2:28:00]
like you guys are already well, so we will do a final pass-over's mission and catching
[2:28:06]
minor stuff, but at this point we're getting ready to prep the final document and we'll
[2:28:10]
be ready back to the work for approval and submit.
[2:28:13]
Anyway, we've worked on this enough for my perspective and it could be a concern that I
[2:28:17]
unless there's an desired, you know?
[2:28:21]
I don't know.
[2:28:22]
So that would be a good presentation on that, but I don't do it.
[2:28:27]
I would be okay in a consensus well in John.
[2:28:32]
So.
[2:28:33]
Exactly.
[2:28:35]
Thank you.
[2:28:36]
Thank you.
[2:28:37]
Thank you.
[2:28:37]
Sure.
[2:28:37]
I appreciate all your energy.
[2:28:39]
Thank you.
[2:28:40]
Great.
[2:28:40]
Your feedback.
[2:28:43]
Public comments.
[2:28:45]
Do you want to take a five-minute break?
[2:28:49]
Okay, I have feelings.
[2:28:52]
Before we go on to a report.
[2:28:54]
10.59.
[2:28:56]
Five minutes.
[2:28:58]
Thank you.
[2:29:05]
We're just fine.
[2:29:05]
Yeah, we're just fine.
[2:29:07]
Yeah, we're just fine.
[2:29:08]
We're just fine.
[2:29:09]
No?
[2:29:10]
No.
[2:29:11]
We're just fine.
[2:29:41]
And you're coming forward.
[2:29:46]
Yes.
[2:29:47]
And the brothers.
[2:29:49]
We do.
[2:29:49]
We do.
[2:29:50]
We do.
[2:29:51]
Yes.
[2:29:52]
That's right.
[2:29:54]
Yeah.
[2:29:56]
We do.
[2:35:01]
All right,
[2:35:05]
to department reports. Ryan, may you respect your opinions?
[2:35:13]
Yes, thank you. Nothing really to add. Just where the staff is really getting into budget seasons. So all of this to get by staff is going to be contributing a lot towards that. Excited in the report, taking off in your opinion.
[2:35:27]
I mean to you.
[2:35:30]
I think you should know that.
[2:35:32]
Of course, the ERP has clear-up area of the section 4-4-3 units.
[2:35:37]
And you can do that, but yes, that should.
[2:35:40]
Yeah, that'll be a great kind of thing.
[2:35:43]
I'm trying to comment on the same.
[2:35:43]
We'll be able to really update our processes for budgeting, for supporting, for everybody.
[2:35:49]
So we'll look forward to it.
[2:35:50]
Is there a minimum of what?
[2:35:54]
We only buy it any, enough of this here.
[2:35:56]
I'll connect with this.
[2:36:00]
I'm sure you tell these women healthy on his mother's day.
[2:36:05]
There's any questions about you, I'm happy to try it.
[2:36:07]
Or we can get it.
[2:36:11]
And then sorry, good to meet you.
[2:36:14]
I have nothing to do with climate change.
[2:36:16]
But I'm happy I'm very interested.
[2:36:21]
I don't be happy I'm sharing that capital projects are great.
[2:36:24]
You heard a little bit about that today.
[2:36:26]
It's a Tauceyar, a Mancree, a Wester of Tri-O.
[2:36:29]
So they're going to pull people.
[2:36:32]
And you're going to learn.
[2:36:33]
And there was something on next door you thought we saw about how the water is treated in the new water treatment plant because they were, but the next door press had to do it, I guess, how it did this feeding water and I said, well, then do it, then on the left door is, I'm going to stay in the yard and talk about that one next door.
[2:36:58]
We've got a lot to talk about today's idea as we're starting to do.
[2:37:02]
We did.
[2:37:03]
Sara, it's our nine joined Spencer Archer from Tendie James.
[2:37:08]
We were invited to present the U.S.
[2:37:10]
and Technology and Water Treatment Plan to the
[2:37:15]
Association of Engineering.
[2:37:17]
I don't know if I've had their summer education series
[2:37:21]
that was over in South Michigan.
[2:37:22]
A lot of interest.
[2:37:28]
Right, you're cool.
[2:37:30]
They weren't the same project that had been on.
[2:37:34]
I'm right at the top, so earlier and here.
[2:37:36]
So we report the highlighting it after.
[2:37:39]
You'll believe.
[2:37:43]
What do we have?
[2:37:44]
Park and Rap.
[2:37:46]
Yeah, and nothing too much.
[2:37:48]
I just wanted to draw the courts attention to a new section in the
[2:37:52]
RAC report that we're going to start adding to the recreation challenges.
[2:37:57]
And a changes just keep the board a price of things.
[2:38:01]
This particular one is about RAP and
[2:38:03]
having mad and, you know, to Katie's item about seasonal position updates and things like that so we can help solve that issue.
[2:38:13]
We're also going to do the same at parks just so that we're able to keep the board abreast of certain things that are happening.
[2:38:23]
Are we addressing the rat?
[2:38:26]
We are addressing the rat.
[2:38:27]
as Katie mentioned, that we were providing that view position,
[2:38:30]
the Rex Specialist, too, and that it was originally
[2:38:33]
useless now, we're providing it for it.
[2:38:37]
We are capping enrollments with wrap-ups,
[2:38:39]
till we have staffing.
[2:38:41]
Similar, it's also a plus, but also coming back as well.
[2:38:45]
They are also capping until they find documents,
[2:38:47]
who it's not a, this is not a unique,
[2:38:51]
or a kind of staff of year,
[2:38:56]
but open up
[2:38:57]
for our spots on the wrap program for wrap-up.
[2:38:59]
From that reason, students.
[2:39:01]
If you show people a minute, it just be clear that this is
[2:39:04]
I'd like to ask a little man and make sure that we start the right number of staff right now.
[2:39:10]
That's the best.
[2:39:11]
That's the best.
[2:39:12]
Yeah.
[2:39:12]
Keep our race here between staff and the staff and the kids.
[2:39:16]
Yeah, proper.
[2:39:16]
It's the kids.
[2:39:18]
Yeah.
[2:39:18]
Well, thank you.
[2:39:20]
All right.
[2:39:21]
The agencies are out there in the same staff.
[2:39:23]
Yes.
[2:39:23]
They said eight plus.
[2:39:24]
They're pretty back.
[2:39:25]
They're after school program.
[2:39:27]
They really have.
[2:39:28]
I want to say around 30 right now.
[2:39:29]
A number of kids.
[2:39:30]
Because they're waiting to bring on staff.
[2:39:32]
especially if you've been all sorts of people around the world to be the same kind of
[2:39:37]
How many impact early in the day on the requests that we've had for other preschool programs?
[2:39:47]
Yeah.
[2:39:48]
For preschool programs?
[2:39:50]
Well, they've talked a lot of time, talk a lot of time, kind of thing?
[2:39:54]
Well, they've talked a lot of time, talk a lot of time, talk a lot of time.
[2:39:58]
Yeah, that's more of a facilitation.
[2:40:00]
I'm just a meeting space for parents to bring in their toddlers and hang out. So at the time, you just need to see for besting themselves.
[2:40:08]
Yeah, yeah.
[2:40:09]
It's more about opening a facility where parents can bring their toddlers themselves and not leave them with the stuff.
[2:40:23]
Yeah.
[2:40:23]
Can I?
[2:40:25]
Uh, Joe Man?
[2:40:26]
Should I speak for it?
[2:40:29]
Just wanted to go back maybe on that, I don't know.
[2:40:32]
and sharing report is the right place, but just to recognize all of the staff efforts related to
[2:40:41]
time, literally, and staff time from every department.
[2:40:52]
May they might know.
[2:40:56]
The Federalist Service,
[2:41:02]
based our core values and the way we are going above and beyond.
[2:41:06]
I think that's a reflection of the direction under your seat, from hearing staff,
[2:41:15]
using the contractor, and actually very pleasantly surprised it, despite the impacts to certain
[2:41:23]
streets that are unrecognized to the...
[2:43:01]
All of a sudden there was a customer that came in with her paperwork, and Chris came to the
[2:43:08]
counter, as well as Aaron, and just to hear the interaction, it was so positive. And I think the
[2:43:17]
Master's so much appreciated, the way she was treated, as well, and actually she was
[2:43:23]
positive.
[2:43:24]
It's not only a shirt, maybe a piece of your fruit, but I just want to acknowledge this
[2:43:30]
staff.
[2:43:31]
The feedback, you know, being out on the street and doing stuff, and then here, but you
[2:43:36]
guys are handling this really well, or thank you for the way you're going about it.
[2:43:40]
I realized this is a big deal, and so it's sort of all encompassing in a way that I have
[2:43:46]
and other projects that I've never seen in school projects.
[2:43:50]
Yes.
[2:43:53]
You know, I think they're hopefully there's more positive than the negatives.
[2:43:58]
And that's a constant of the staff.
[2:44:01]
And I think that's all I wanted to add.
[2:44:07]
I'm happy to answer any questions that I defer to Tim or Katie.
[2:44:14]
And I just want to give those dates to the top point out by answering, we were hitting some
[2:44:20]
miles to ask that I think on the SRF loan, hoping to have that executed by the end of the year,
[2:44:26]
so you have should be seeing that soon and things that Steve and our bomb council should be
[2:44:30]
going to school adviser for getting comments back to state waterboard on that.
[2:44:35]
It's in legal review with them, so making movements there.
[2:44:41]
A huge appreciation to Sarah and Julie on helping to get the U.S.D. avum going.
[2:44:48]
We're making great progress on that as well.
[2:44:51]
And then I actually had a site visit with a policy director from Schiff's office.
[2:44:57]
He had selected top visitors as one of the MR projects.
[2:45:00]
So just hoping that, you know, manage that relationship and keep that project moving, hoping, you know, the budget federal budget season goes well and see.
[2:45:10]
Yeah, thanks, Canada. And thank you Steve. Steve really did take the lead on consolidating all the comments from our team.
[2:45:18]
10 John goes on and got everything consolidated and back to the state on their agreement on their what they were calling their expedited time line
[2:45:30]
not requests, so thank you for all of us to consolidate all of
[2:45:37]
you.
[2:45:37]
And is this going to do you have anything on utilities that you want to have for the course of the
[2:45:47]
year?
[2:45:48]
Uh, additional verbal reports to you today.
[2:45:55]
Well, hello, sir.
[2:45:59]
Uh, here you are, I have a comment on getting the course bonus course.
[2:46:03]
No public comment.
[2:46:04]
Thank you.
[2:46:06]
I've, I've, I've,
[2:46:10]
I've, well, I've just moved in to the course bonus.
[2:46:14]
I just want to acknowledge the kudos that we received both for the light trail.
[2:46:21]
You know, I actually really took a minute and looked at how that has leveled out.
[2:46:27]
It's so much better.
[2:46:29]
It's just so much better.
[2:46:32]
And that got recognized.
[2:46:34]
And then there was another one about rap that you see I answered him.
[2:46:38]
And one of these thought I adopted like,
[2:46:42]
do they all hate me?
[2:46:43]
Should I send it?
[2:46:44]
I don't know.
[2:46:44]
I can't even know your comment.
[2:46:46]
Let's go.
[2:46:47]
Let's go.
[2:46:51]
Another better for Danny Slump.
[2:46:54]
I just want to acknowledge you to see that that.
[2:46:56]
I can't understand it.
[2:46:57]
But I want to come out because
[2:47:02]
it's a long time.
[2:47:03]
Board member.
[2:47:14]
I can a lot of time to address the concerns.
[2:47:22]
I want to thank
[2:47:29]
you.
[2:47:30]
No.
[2:47:30]
That was an easy reason.
[2:47:32]
It's awkward.
[2:47:33]
Yeah.
[2:47:33]
I was going to take one, go to the conclusion.
[2:47:36]
Yeah.
[2:47:37]
You're response to a report response.
[2:47:39]
The emails.
[2:47:41]
I appreciate that as well.
[2:47:44]
I was kind of suppressing weren't here today.
[2:47:47]
You're offering a phone call.
[2:47:49]
Yeah.
[2:47:49]
You're.
[2:47:57]
Hey.
[2:47:58]
Any public comment on the questions?
[2:48:01]
No.
[2:48:02]
Okay.
[2:48:03]
Director Sport?
[2:48:08]
Well, I'll just go.
[2:48:09]
Okay.
[2:48:10]
Go ahead.
[2:48:10]
I did attend that T.C.A.
[2:48:17]
homeowners, I mean, on August 2nd.
[2:48:19]
I think it was.
[2:48:21]
As
[2:48:24]
far as the open question time, there was one person
[2:48:27]
that was unhappy with the top of Cedar Project.
[2:48:32]
But after the meeting, talking to people,
[2:48:36]
they were very positive and happy with the project going forward.
[2:48:41]
That's a great benefit to community.
[2:48:45]
Can you summarize maybe the happy person is just the rates or the noise or the rates, noise and
[2:48:55]
coordination?
[2:48:58]
Kind of, you come to everything and Aaron was there as well, right?
[2:49:09]
Yeah.
[2:49:09]
What director feels is the same young that made comment earlier today during the public comment for a lot more important than the same
[2:49:25]
I'll just say that we attended
[2:49:28]
was John and
[2:49:30]
two weeks
[2:49:31]
and
[2:49:32]
Ellie
[2:49:33]
along with
[2:49:35]
Kim and Sean
[2:49:35]
and
[2:49:36]
and Ryan
[2:49:37]
All attended
[2:49:38]
It was a late-time summit on Wednesday, it was hot, and I thought it was so hot, but
[2:49:49]
well it has been in its beaches by all,
[2:49:55]
I want to give it a shout out, I was having breakfast
[2:49:59]
at Royale.
[2:50:00]
Some trees got removed. It went very exciting. You're all watching the trees and the list of the, I guess, in front of, um, even to gallery, in particular. And, um, at this area, exciting and everybody is the rest of the country. So, thank you for addressing some of the dead trees in town, um, because that was definitely one of them. And I guess they got your engagement turned on on other trees, which should help the life of those.
[2:50:30]
Thank you for
[2:50:31]
Yep, no
[2:50:33]
Yeah, it was very exciting. That was on there a little walk you didn't
[2:50:39]
That's what's that strategic plan priority?
[2:50:42]
Yes
[2:50:43]
That's right
[2:50:46]
What did you do?
[2:50:48]
All right, okay, it's got a head start on it
[2:50:51]
Yeah, that was awesome
[2:50:52]
And Kim and Kay and I did a walk of the entire side of walks
[2:50:56]
And we have some things to talk about
[2:50:58]
But generally, I will say
[2:51:08]
things that struck me was that
[2:51:17]
the, I mean, some way what hit me was the driveway capers
[2:51:23]
and the curves.
[2:51:25]
So it's a, like, this is a lot of condition.
[2:51:27]
But there's some areas, but also, like, just when you're, as you're walking, visual thing that struck me was the condition of the individual privacy.
[2:51:39]
Our problem.
[2:51:43]
Yeah.
[2:51:44]
It's not neither.
[2:51:56]
Are the agents.
[2:52:03]
Intersection will be, well, yeah.
[2:52:05]
on time that the whole parking lot, because there's just something that, yeah, some of them
[2:52:11]
they, but I'm just talking about sort of, you know, individual driveways, Peter's a bumper
[2:52:16]
company that's like, some are better than others, but it's just aged concrete. Most of them
[2:52:20]
were, for the same time, the sidewalks were done, and those have really hard, and so anyway,
[2:52:29]
we have some things.
[2:52:45]
I was well-educated, thank you, Terry, about some of the plaques that were
[2:52:50]
on the walkways and the sidewalks and so I'm going to give up to the ask me.
[2:52:56]
Hey, who was my black?
[2:52:57]
I thought anybody would wait back when I said I didn't.
[2:52:59]
You know, that was our responsibility, but I'm very stringing out.
[2:53:03]
You know what I'm funny, of course.
[2:53:05]
So now we know, we do pay attention to that.
[2:53:08]
So it's a property, you know.
[2:53:10]
That was a very good concept.
[2:53:11]
So we've been dating.
[2:53:13]
I don't know.
[2:53:14]
This is another, this is another different thing.
[2:53:16]
But yeah.
[2:53:18]
Yeah.
[2:53:18]
I didn't know that. We started a practice program a long before I joined the stage.
[2:53:26]
And we stopped it. It's a big out of hand. Frankly, it was one of those things that sounded like a good idea at the time.
[2:53:34]
And then I think grew to a point.
[2:54:01]
I wrote my guitar.
[2:54:06]
The team
[2:54:11]
doesn't very job changing, but it's a pretty big
[2:54:18]
thing.
[2:54:18]
Heather, do these as the food
[2:54:24]
isn't subject for
[2:54:30]
any other
[2:54:36]
review?
[2:54:36]
Okay, I don't know.
[2:54:42]
You work on your birthday Sunday, but after birthday, you're really enjoying it at least after your job.
[2:54:50]
And it's not going to be hot at all down there.
[2:54:52]
Go.
[2:54:53]
I have one more day.
[2:54:55]
Yes.
[2:54:56]
And that is possible.
[2:54:58]
It could be.
[2:55:00]
Based on a current lack though calendar, that the question before the community regarding the corporation could be on the Marcher June 2020, I can't March it was April 2020.
[2:55:19]
Okay, now we'll go, maybe we'll preview and staff to present your calendar, can you?
[2:55:23]
No, thanks a lot.
[2:55:27]
Thank you. I would just have some work to do in conjunction with Park and Rack Committee on the T-Tripal C project, but other than that, I didn't know any doctoration, also a variety of actions.
[2:55:38]
You know, it's your time.
