[12:25] So there is no plans to further that any.

[12:42] There was no conflicts and making the right of way
[12:44] for drainage, utilities, health, safety,
[12:47] and welfare of the public.
[12:48] As a result, the official vacation will remove the city's
[12:52] public interest in this land.

[12:59] The planning and zoning board voters
[13:03] voted unanimously to recommend approval of resolution
[13:07] 24 1 as presented.

[14:46] and/or decreases to the adopted budget for fiscal year 2024.

[14:53] capital projects, ARPA expenditures and prior year
[14:57] encumbrance rollovers.
[14:59] In addition, the resolution includes transfers
[15:02] between individual accounts within the adopted budgets

[16:26] So it was the basis of two Florida statute conditions
[16:31] that we had to make some minor changes
[16:34] to the comprehensive plan.

[16:39] It should have been highlighted the changes
[16:42] and underlying most notably, most notably
[16:45] is the actual plan is being adopted
[16:50] in the comprehensive plan.
[16:52] We also caveated that if changes there is or as
[16:58] amended because sometimes there's scrivener's errors
[17:00] and stuff in situations like that,
[17:03] it is still going to be valid and this
[17:05] is what we're going to follow.
[17:07] The other ones are kind of straightforward on that.
[17:10] We're mandated by the regional Planning Council
[17:13] and in your packet also was the whole 10 year
[17:17] water supply facility work plan for your review
[17:20] and consideration.

[18:49] to city council develop its 25th October 1 2024
[18:54] to September 30th, 2025 budget goals which the city manager
[18:59] will use as guiding principles and a starting point
[19:03] to build the annual city budget over the next several months.
[19:08] Budget will then be presented back to the city council
[19:10] this summer.
[19:12] Thereafter the council will continue
[19:14] to refine it through July and August
[19:17] and finally finalize it in September
[19:21] with public commentary and input along the way.
[19:25] I've provided prior year budget goals.
[19:29] The current list of projects and initiatives that
[19:32] are underway and then a draft of your council goals
[19:38] for the ensuing year.
[19:42] What I would recommend is we.
[19:47] Go look at the goals and the order
[19:53] and see if anybody has any issue with any of those goals.
[19:55] If you do and three of you do, then they'll be removed.
[19:59] If you don't, then they'll stay.
[20:01] And whatever the collective goals are from all five of you
[20:06] will then be incorporated into the budgeting process.

[21:39] as necessary for the final budget clarification.

[21:47] What my desire that is we keep hearing take us to rollback,

[21:54] and he said he could do it.
[21:55] It's not so much that we have a budget.
[21:57] That's right at rollback but that we show if we
[22:01] were to go back to rollback.
[22:03] This is what would have to be cut.
[22:05] Services would have to be cut, employees manpower.
[22:08] And I don't think that's something
[22:09] we want to do when we're increasing manpower, especially
[22:12] in the fire department.

[22:15] So the citizens know if they keep, you
[22:18] know, take us back to rollback.
[22:20] Well, this is what it would lose if we did that.
[22:22] So that's my intent, that it's not so much that I'm saying
[22:25] I want to go to the rollback just
[22:27] to show the public what it would take to do that.

[22:34] I mean, if you're going I don't have an issue with identifying
[22:39] rollback rate and the dollar associated with it
[22:42] and correlating that to.
[22:45] How it correlates to all the services.

[22:58] Maintain the level of service.

[23:22] that to get an understanding what the collective wisdom
[23:25] of the board is.

[23:29] Is it to increase revenues, decrease things of that nature?
[23:33] I would agendize that first to discuss
[23:37] what it is you're looking for.
[23:38] Once you vote on that, then I'll either reduce the budget
[23:42] or increase the budget based on your final vote.

[23:50] Yeah in other words, the residential housing,
[23:54] the impact fees are involved with that.
[23:57] Our impact fees haven't been touched in years
[24:00] and we're losing financing.
[24:03] And what is happening is in a lot of new development,
[24:06] because the impact fees that we're getting
[24:08] is not enough to take care of everything that we need.
[24:11] The people that have been here 30, 40, 50 years
[24:13] are having to make up the difference
[24:15] because we have to get loans.
[24:16] So when we do that agenda, we can discuss that a little bit
[24:21] further.

[24:31] Transfer to the Lake County school board, which that is.
[24:36] Uh, we're in the middle of doing that, so I think that'll be,
[24:41] In time with this budget, continue to lower debt
[24:44] and not go into further debt.

[24:49] When that comes before you.
[24:53] Councilmember Pfister continue improvements and renovations of
[24:56] the Regional Park East Campus.
[24:58] We continue to do that.
[24:59] We're working with the County and we'll incorporate that.
[25:03] Restructure impact fees.
[25:05] Again, we just talked about incentives
[25:08] for economic development.
[25:11] Continue efforts for golf cart crossing at the hospital.
[25:16] Downtown lighting improvements for safety.
[25:20] Improvements and explore possible
[25:21] commercial participation at pontoon promenade.
[25:26] Lobby local lawmakers to legislate
[25:28] the closing of gaming rooms.
[25:32] Increase their family oriented small events and activities.
[25:38] Assure that employee pay and benefits are competitive
[25:40] to attract and retain the best.
[25:46] Council member price try to get to the rollback rate.
[25:50] And if not, continue to lower millage rate.
[25:55] Accelerate city debt repayments.
[25:57] Although current interest rates might postpone this.
[26:02] Continue to pursue grants, provide the same level
[26:04] of service to our residents, increase
[26:07] reserves, accomplish the waste the West Main Street gateway.
[26:14] Convert existing public works facility to surface parking.
[26:21] Repaving our roads.

[27:55] Maintain recommended reserve levels.

[28:18] drive and North Duncan drive.

[28:29] for FY 25 budget department directors,
[28:32] and I will be meeting next week to incorporate those
[28:35] into their work plans and budget plans.
[28:38] Then we will come back with you with a balanced budget
[28:41] this summer for your deliberation and tweaking
[28:45] and adding and doing what you do with public input
[28:49] along the way.

[29:01] the purchase of the home.

[29:13] I, I don't think the mayor was as prepared as he should have

[29:22] So I don't want us just to close our eyes
[29:24] and say it can't be done or we won't hear it again.
[29:27] This kind of reminds me years and years and years ago,
[29:30] back when we were in one of our worst economic times,
[29:33] I wanted to build a dog park.
[29:35] Tabriz didn't have a dog park, and nobody
[29:37] y'all wouldn't spend money.
[29:38] And I remember the mayor at the time
[29:40] when I brought it back like the third time, and the mayor said,
[29:43] you're not going to have a dog park.
[29:45] And I said, well, if I find the money

[36:30] So I made a report on how it was adopted and a timeline,

[36:37] On August 20th, 2014, the city of Tavares
[36:42] passed ordinance 20 1412, which added the city regulations
[36:47] and definitions of medical marijuana dispensaries
[36:51] and amended the chapter 8 and table 8
[36:54] to permitted and special uses, allowing
[36:57] medical marijuana dispensaries in the c-2 highway
[37:02] commercial district only.
[37:06] However, what happened was on June 23rd, 2017,
[37:11] the Florida legislature passed Senate Bill eight, a amending
[37:17] Florida statute 381986, requiring that local government
[37:23] agencies either ban medical marijuana dispensaries
[37:27] within their boundaries or allow dispensaries to operate
[37:32] within the same zoning districts that would allow
[37:36] pharmacies to be to operate.
[37:41] So on December 20th, 2017.
[37:47] Aveiro city council adopted ordinance 20 1721,
[37:51] which restricted medical marijuana dispensaries.
[37:56] Two only located on the commercial downtown,
[38:00] which is Main Street and some of the zero 19 general commercial.

[45:15] Well, if you follow that, I believe that land
