[0:09] hello and welcome to this week's Terrace
[0:11] Bay council
[0:12] meeting CEO John Hall is proposing some
[0:15] changes to the format of future Council
[0:18] meetings the recreation department is
[0:20] seeking funding for upgrades to the
[0:22] town's sports facilities and two new
[0:25] firefighters will be joining the fire
[0:27] department the evening's full agenda is
[0:30] up next
[0:35] [Music]
[1:08] everyone have reached hour at 6:30 on
[1:12] Monday October 7th I all this meeting of
[1:14] the corporation of the Town ter Bay
[1:16] order declaration the Council of the
[1:19] township of ter Bay hereby acknowledges
[1:21] that we are in the Robinson Superior Tre
[1:23] teritory and the landine on which We
[1:26] Gather is the traditional territory of
[1:27] the na
[1:30] any additions deletions or amendments to
[1:33] the agenda hearing none I have a motion
[1:36] move by counselor Johnson second by
[1:39] councelor St Lou resolve the council
[1:40] approve the agenda for the regular
[1:43] council meeting held on October 7th as
[1:46] presented all in favor
[1:53] Carri any disclosures of
[1:57] Interest hearing none
[2:00] minutes of the last council meeting I
[2:02] have a motion move by councelor St Louis
[2:04] second by councelor Johnson resolve that
[2:06] the minutes of regular council meeting
[2:08] held September 16 2024 be approved as
[2:13] presented any questions on the motion
[2:16] all in favor
[2:22] Carri report from Administration John
[2:26] proced procedural bylaw discussion hey
[2:30] Administration sorry time may be
[2:32] necessary for Council to review this
[2:33] procedural bylaw Council passed most
[2:35] recent bylaw in
[2:38] 2021 29 2021 and a small amendment in
[2:41] July 2022 byla 16 procedure vla
[2:45] basically Govern of council
[2:47] Administration is proposing a change to
[2:49] how in camera and closed sessions are
[2:50] held in order to facilitate smoothly
[2:51] transitions between open and closed
[2:52] sessions and potentially provide a more
[2:54] efficient flow of council business from
[2:56] the perspective of the public attending
[2:57] both virtually and iners counil in
[3:00] camera sessions are currently included
[3:01] at the end of the agenda and when
[3:03] necessary Council passes resolution to
[3:05] enter the close session live streaming
[3:07] stops the galleries cleared in camera
[3:09] business is dealt with and the close
[3:11] session is Jed open meeting live
[3:13] streaming typically restarts and the
[3:15] open meeting then concludes any further
[3:16] business on the agenda but typically is
[3:18] two remaining resolutions a or one the
[3:21] date for the next meeting and two
[3:23] adjournment uh there are several changes
[3:24] that could be made uh to the order the
[3:26] agenda facilitate the above but it could
[3:28] possibly be achieved through a matter of
[3:29] procedure the existing provisions of the
[3:31] bylaw so you can maintain the status quo
[3:33] as outlined above no bylaw be required
[3:36] maintain the close session at the end of
[3:38] the agenda but include mandatory recess
[3:39] to passing of a motion to go to camera
[3:41] again that's procedural we don't need to
[3:43] B for that either uh holding in camera
[3:45] at the beginning of the agenda uh bylaw
[3:48] would be required for that to change the
[3:49] order of our of our typical agenda
[3:51] that's included in the bylaw so council
[3:53] could potentially be and speaking
[3:54] hypothetically here uh from 6:00 to 6:30
[3:57] uh providing a definitive time for the
[3:59] regular meeting to start so if we ended
[4:01] up if we did it without that um we could
[4:04] end up going 15 minutes late and people
[4:06] who want to attend standing outside
[4:07] which is not good so it's better to have
[4:09] the dependent start at 6:30 7 whatever
[4:12] the case may be uh screaming however
[4:14] would only start at 6:30 p.m. with the
[4:15] regular meeting any en camera buiness
[4:17] are not concluded within that 30 minute
[4:19] period or 40 what whatever we choose uh
[4:22] could be resumed at the end of the
[4:23] regular open business uh so it still
[4:25] requires Open Session to start the
[4:26] meeting and pass a motion to enter to
[4:28] close session and adjourn the
[4:30] proceedings the other option uh which
[4:32] our neighbors to the East do hold a
[4:34] close session with its own separate
[4:35] agenda proceeding or following the
[4:36] regular council meeting B Amendment
[4:39] would definitely be required for that
[4:40] still requires Open Session to start the
[4:41] meeting and pass a motion ENT po session
[4:44] and enduring the proceedings are open
[4:46] with any of the options discussed above
[4:47] there's the options of trying on a trial
[4:49] basis reevaluating after specified
[4:51] period so finan locations on this time
[4:54] the options are maintain the status quo
[4:56] no change at this time maintain the
[4:57] close session at the end of the meeting
[4:58] but uh a manage party recess with the
[5:01] pass of the motion to go camera amend
[5:03] the procedural B move to close session
[5:05] to the beginning of the agenda with a
[5:06] set time for regular Open Session to
[5:07] start and maintain the status qual
[5:09] Administration onwi Administration
[5:11] recommends uh maintaining the post
[5:12] session end the agenda for now but
[5:15] including mandatory Rec passing the
[5:18] motion any
[5:20] questions no I'm
[5:25] fine mandatory five minutes
[5:29] two more quick points so the five minute
[5:31] has been included in the in the motion
[5:33] to go in uh again we can try this until
[5:35] New Year we can look at it again if it's all looking for us if you will um
[5:40] our neighbors do do it a bit differently
[5:43] uh scriber I believe does their
[5:44] beginning the meeting having been
[5:47] inscriber before coming to Terrace Bay a
[5:48] lot of that had to fact that their
[5:49] meetings were longer than ours um and
[5:52] people are tired trying to deal with any
[5:54] kind of 10 I think so they made the
[5:58] decision um shortly after I left to
[6:00] actually have their post beginning which
[6:02] is the second option there so just two
[6:04] more
[6:06] points
[6:08] questions any motion move by councel
[6:11] Johnson second by councelor St Louis
[6:13] resolve by Council approve maintaining
[6:15] the C session at the end of the of the
[6:17] agenda but include a mandatory recess
[6:20] with pass the motion to go into camera
[6:23] all in favor
[6:28] car and then
[6:30] local government week John thank you
[6:32] worship uh so this year local government
[6:34] week is taking place from October 20th
[6:35] to 26 uh there is
[6:37] a a pile of tools available from MTO
[6:42] am's doing some as well too we promoted
[6:45] it last year and we we didn't do much be
[6:47] on promotion um in terms of an activity
[6:49] this year one of the thoughts I had was
[6:51] we could uh have bit of an open house
[6:53] one night during the week and do some
[6:55] promotional aligns well to councilors
[6:57] comit you know staff and not all Council
[6:59] but a couple of council um and just have
[7:02] to the public answer questions just have a dialogue I can I can formulate
[7:08] that there is a resolution there just
[7:09] declaring local government week but to
[7:14] council
[7:18] question few years ago we had uh think
[7:22] it was a grade six class
[7:25] in
[7:27] and it was really really eye openening how
[7:35] logical they thought about what be doing
[7:39] passing
[7:41] budgets year marking funds budget I
[7:45] think it blew us all away just how how
[7:49] responsible
[7:51] they just wondering maybe we something
[7:54] like that
[7:56] again the chair uh definitely can look
[7:58] into it um can contact the schools to
[8:01] see if they're doing but the only
[8:03] problem there is whether or not they're
[8:04] doing the Civics unit grade five and
[8:07] grade 10 that do Civics as part of their
[8:09] curriculum is if they're doing the
[8:10] Civics un at the same time local
[8:12] government but uh we're always open to
[8:14] having come back and run through a
[8:16] similar exercise that we did it was uh
[8:18] it wasn't we did done it twice we done
[8:20] it once with grade 10 and once with
[8:21] grade five so but I can definitely reach
[8:23] out to the principles and just see what
[8:25] uh
[8:28] what's this government we maybe letting
[8:31] them know ahead time when it
[8:35] is okay
[8:37] thanks we have motion move by counc
[8:40] Johnson second by counc St Lou whereas
[8:44] October 20th to 26 2024 local government
[8:47] week in Ontario an opportunity to
[8:49] reflect on the vital Services delivered
[8:51] by Municipal governments and whereas
[8:54] Municipal governments play a vital role
[8:55] in helping to define the character
[8:58] priorities fisal makeup and quality of
[9:00] life for communities across Ontario
[9:03] therefore be it resol that I follow
[9:05] meisi on behalf of the corporation of
[9:07] the township ter Bay to hereby join with
[9:10] Partners such as Association of
[9:12] Municipal managers clerks and Treasures
[9:15] of onial in in acknowledging and
[9:17] celebrating the work of the local
[9:19] municipalities by proclaiming October
[9:22] 20th 26 2024 as local government week in
[9:26] the town of ter Bay all in favor
[9:35] Car Finance Danny our budget schedule
[9:39] for this year and next
[9:43] year the budget process administrative
[9:46] budget plan present to council provides
[9:49] tielines which Administration toote the
[9:52] course
[9:54] preparation immate circumstances
[9:57] Administration Council shall drive to
[9:59] meet these goals this sh Administration
[10:02] is proposing pre-budget Council
[10:04] Direction section to be part of the
[10:06] first council meeting DEC the intent
[10:09] will be for Council to provide feedback
[10:11] on what they would like to see in budget
[10:14] Administration set Mond final pass fin
[10:20] at Option approve the2 B presented or
[10:24] being not5 marketed
[10:32] any
[10:33] [Music]
[10:38] questions for
[10:41] that we don't
[10:45] any
[10:47] thanks motion by counc St Lou second by
[10:50] councel Johnson resol the council
[10:52] approve the
[10:53] 20125 budget plan as presented all in
[10:56] favor Carri
[11:06] luk onial Tri Foundation Capital Grant
[11:10] approval thank you at the February 524
[11:14] meeting Council F resolution the council
[11:17] support application to the Ontario
[11:19] Foundation
[11:21] capam assisting trans area and then this
[11:26] project
[11:27] 11,000 by inreasing the number of
[11:30] publicly accessible Recreation opportuni
[11:32] so the township has been improved to
[11:36] $200,000 M Space featuring tennis bleb
[11:39] and
[11:41] basketball the township has received for
[11:44] court instulation companies from
[11:46] installation companies excuse me for the
[11:48] removal of the existing surface
[11:50] installation PL surface equipment and
[11:53] light these C
[11:55] come fing and Airport Administration
[11:57] will bring for the sub or
[12:03] recomending so the
[12:06] financial and Council chooses to enter
[12:09] thef Grant contract cp33 961 Township
[12:14] will receive $2,000 through existing
[12:17] transports so our options option A the
[12:20] council approval get Grant contract cp13
[12:23] 3961 and if the appropriate F be brought
[12:25] forward option b is do not approve yet
[12:30] contract direct Administration otherwise
[12:32] recomendation
[12:35] is any
[12:37] questions
[12:39] so if we do what we're do then sounds
[12:46] you and we
[12:52] know yeah so that significantly
[12:55] decreases our our if we get the Cent
[12:59] okay so I'm all for
[13:07] that yeah I if we can if we can grab
[13:10] another gr and lower our cost get a
[13:16] quality so before you start work on this
[13:19] you have to wait for that other Grant
[13:21] Luke
[13:22] or any that would be yeah and when would
[13:26] you know March March okay
[13:37] other questions a motion move by councel
[13:40] Johnson second by counc St Lou the
[13:42] council approve the OTF Grant contract
[13:46] cp1
[13:47] 33961 and that the appropriate bylaw be
[13:50] brought forward all in favor
[13:59] next one Luke the application for what
[14:02] you just talked
[14:04] about thinkk so as
[14:08] evid
[14:10] are
[14:12] revitalizations 2024 Rec plan recomend
[14:15] resarch in the sports and reing the
[14:17] space to accomodate tennisball and
[14:20] basketball the expected outcomes of this
[14:22] project State play surface increase op
[14:26] for play and increase F activity so
[14:29] current discussion so Administration has
[14:31] secured BS for the removal of existing
[14:33] surface installation of new as line
[14:36] equipment and
[14:37] liting these BS range for total project
[14:40] cost 328,000
[14:43] $475,000 Administration recomending
[14:47] tosc to offset complet
[14:51] project so NC requires applicants to
[14:55] provide 10% of the total project cost
[14:57] appliable this effect these Township
[15:00] with two application Pathways so the
[15:03] first pathway would be
[15:05] appc with the entire project cost of
[15:09] $328,000 plus
[15:11] contingency uh the benefit of this
[15:13] pathway is it allows for all project
[15:15] first construction equipment
[15:16] Professional Services to have a buildin
[15:19] contingency cost over this would bring
[15:21] the township contribution to an
[15:23] estimated $
[15:25] 32,800 both would be responsible for2
[15:28] 200,000 NFC for 95,200
[15:32] the second pathway is to apply to nhsc
[15:36] for
[15:36] $128,000 plus contingency with this
[15:39] pathway OTF funding would cover the cost
[15:42] of construction and MFC funding would us
[15:45] offet professional fees equipment the
[15:47] estimated contributions would be
[15:49] $122,800 for the
[15:53] $200,000 and 11
[15:57] 15,21 benefit of this pathway is a
[16:00] likely lower cost to Township but has
[16:02] the risk of not having concy for
[16:04] construction costs um Administration has
[16:07] received from ref for contractor is
[16:11] therefore recommending buying Toc
[16:14] $128,000 plus 15%
[16:17] contingency likely
[16:19] notation till
[16:22] march25 so our um our
[16:26] options um is that uh Council support
[16:30] Ontario Heritage Corporation application
[16:35] 71028 report Council commits to covering
[16:39] cost cost overrun expend
[16:41] identifi applications
[16:44] 5 option b the council does not
[16:48] supporty application
[16:50] 75128 direct
[16:52] Administration recation is
[16:56] often question
[17:00] no
[17:02] [Music]
[17:03] much so that space is going to be the
[17:06] same size and that's correct yeah 11000
[17:10] right now that wayu take out one section
[17:14] of the
[17:16] V and reinstall
[17:20] the Beed and for
[17:23] pi
[17:26] yeah that you have
[17:29] two full size basketball courts uh two
[17:33] full size tennis courts and four full
[17:35] siiz pball courts oriented so could all
[17:38] work certainly you play every sport at
[17:41] one time but you lay so that you can
[17:45] Maxim in the the
[17:48] tals the last one has a
[17:52] lay
[17:53] okay any other
[17:56] questions we have more to move by to St
[17:59] Louis second by counc Johnson resolve
[18:01] the council
[18:02] support norit fund Corporation
[18:06] application 751
[18:09] 0280 ter Bay multiport Court and that
[18:12] Council commits covering costs and cost
[18:14] overruns for the expenditures identified
[18:17] in no hfc obligation 7510
[18:21] 280 all in favor car
[18:30] Ryan you're up voler firefighter and one
[18:33] Junior firefighter thank you very
[18:39] much fire department strive to maintain
[18:42] a compliment of 28 volunteer
[18:44] firefighters and Deputy Chief and fire
[18:46] chief to facilitate the Department's
[18:48] ongoing
[18:50] responsibilities maintaining this number
[18:51] of volunteers is crucial to facilitate
[18:54] adequate Personnel availability at any
[18:56] given time 24 hours a day 7 days a week
[18:59] du recent resignations our current compl
[19:02] is down to
[19:04] volunteers from an open public
[19:07] invitation to submit applications
[19:08] teritory fire department has interviewed
[19:10] promising candidates that is
[19:12] recommending the following two
[19:13] applicants for the position of volunteer
[19:15] firefighter and Junior firefighter
[19:18] Stevie Clark and Harrison
[19:20] Tim financial implications non same
[19:23] provision as existing budget we are
[19:26] budgeted for one more new set of turn
[19:28] here and coveralls and there will be
[19:31] traing expenses in the
[19:33] future options are option one to improve
[19:36] the accept Stevie Clark and Harrison TCO
[19:39] the position of volunteer firefighter
[19:40] and Junior firefighter of the ter fire
[19:43] department option two you accept harison
[19:48] to the position of volunteer firefighter
[19:49] Junior firefighter ter department and
[19:52] direct fire chief to seek other
[19:54] candidates recommendation Administration
[19:57] recommends option one
[20:00] any questions so taking these two
[20:03] individuals were still down
[20:06] for yeah find for yeah and as a junior
[20:10] fighter we're procuring that
[20:17] to trying to get the interest
[20:20] [Music]
[20:21] of so what's the difference between a
[20:23] junior firefighter and a firefighter
[20:25] Junior firefighter will be able to they
[20:27] can get they can start getting all
[20:29] the the training
[20:31] theoretically not stuff we GE going
[20:35] inside
[20:36] fires lot
[20:40] support more vehicle
[20:50] accidents no but we can attend internal
[20:54] gear so but no bunk GE for sure October
[21:00] 18 that's that's insurance thing
[21:03] so
[21:05] that so is this a first Junior
[21:08] firefighter we've ever know no we had
[21:11] one before that became
[21:13] a full flight volunteer firefighter it
[21:16] worked out really well and uh the
[21:18] association actually has been pushing to
[21:20] start the comp firefighter program up
[21:23] again a
[21:27] little test
[21:29] yeah but I was asked by one of somebody
[21:31] from the high school to actually go in
[21:33] and see if there's any interest
[21:36] so y
[21:40] okay so are you doing
[21:51] ongoing other questions thank you Ryan
[21:56] we have a motion move by counc Johnson
[21:58] by Council stou resolve the council
[22:00] approve the acceptance of Stevie Clark
[22:03] and Harrison Tim to the position of
[22:05] volteer fighter and Junior firefighter
[22:08] of the fire department all in favor
[22:12] Carri thanks
[22:20] Ryan next is
[22:25] byla motion move by C St Lou second by
[22:28] counc Johnson resolve that Council
[22:30] approval bylaw to enter into an
[22:32] agreement the Ontario Trum Foundation
[22:34] Grant contract cp1 33961 C chair day be
[22:40] read a first second and third time and
[22:42] finally pass sign by Mar thir seal the
[22:45] number on the 7th day of October
[22:48] 2024 all in favor Carri
[22:58] other business filing of the a
[23:03] b we've asked reached out to M
[23:06] management for a meeting and some he
[23:11] never gave us said go ahead they just
[23:13] advised it probably better we
[23:16] talk share that
[23:19] time mid September just said was point
[23:23] so this is just wa after after next
[23:26] weekend in October we reach
[23:32] [Music]
[23:34] to but I know sitting in there those
[23:38] tanks getting and I think we need to get
[23:42] their we have a meeting with Minister
[23:45] Holland next week in Thunder so he might
[23:49] be able to shed a little more late on
[23:52] what's going on with with us so yeah we just need to know what plan yeah well
[23:59] definely this
[24:01] is think pretty
[24:07] Cal that's all we have
[24:10] really unless they tell us something and
[24:12] they won't they not really telling
[24:15] us like I say may Mr H has something for
[24:19] us next week when we meet with him on
[24:23] Wednesday okay question period any
[24:25] questions on L but the ask
[24:36] have an emergency plan if yes where can
[24:39] I find it and if not are there any plans
[24:44] toel yes we
[24:50] have so we don't post on our website uh
[24:53] because there's confidential information
[24:55] in there but that is uh something we're
[24:56] working on to get a plan that we can
[24:58] share publicly uh we actually have our
[25:00] annual exercise coming up on Wednesday
[25:02] uh there'll be an additional session if
[25:04] it's one of the members of council can't
[25:05] make it but so it is something we do on
[25:07] an annual basis we do plan uh updates
[25:10] and and maintenance to the plan on
[25:11] annual basis as well too uh so I am
[25:14] working on getting a doy that I can't
[25:15] post to the
[25:19] public uh we we'll make the changes to
[25:21] the bylaw one of the meetings in
[25:24] November or December so at that point
[25:26] I'll I'll add the plan so I can
