receive comments regarding a a zone
[7:27]
change from agriculture single family
7.5 single family 16 SF-16
[7:34]
executive states retail and commercial
to plan development mix use residential
[7:39]
on approximately 1,5440
[7:44]
acres of land plan development 25-3118
[7:52]

The name of the residential mixeduse
development will be called Tteranova at
[8:04]
Terrell. It is currently zone
agriculture
[8:08]
executive states single family and
retail. The future land use is new
[8:14]
traditional neighborhood with local
retail and office. It's approximately
[8:20]
1,500
acres. And this developer and the owners
[8:26]
um would like to um put in a development
that will have approximately 36 3600
[8:34]
single family homes, 1,200
multifamily residents with a 50 acre
[8:41]
mixeduse known as the village square
with shops, neighborhood and regional
[8:46]
services along with a network of hike
and bike trails and 26 interior parks
[8:52]
throughout the development that will
encourage outdoor enjoyment and
[8:56]
community gatherings. This project is
projected to span from 15 to 20 years
[9:02]
encompassing 14 phases.
Uh we sent 141 notices to abudding land
[9:10]
owners and to date we've had six
responses
[9:15]
prior to yesterday and today. So, I'm
going to read off some addresses that
[9:19]
were not a part of your packet, but
prior and in your packet are six
[9:24]
responses not in favor, three responses
in favor, and one undecided response.
[9:31]
Also, the neighbors of the um new Glenn
Haven estates, they secured petitions
[9:38]
not only from that neighborhood, but
surrounding areas, and those are
[9:42]
attached in your packet. To date, I have
one individual at 15101
[9:50]
High Point Road, which is in our ETJ
that is waiting to make to gain um
[9:55]
additional information. Not in favor for
Birdong Court,
[10:01]
155 Birdong Lane, 140 Lexington,
1670 Griffith, 22 2110 Griffith, and
[10:12]
2111 Griffith. And in favor is 147 bird
song. If you will turn over to page 119,
[10:24]
there is a concept plan.
This will give you a little overview of
[10:30]
what the um the infrastructure the the
the different types of uh zoning and the
[10:38]
green spaces and the uh retail
commercial use.

the developer will be invited up to make
um a presentation and can um address
[10:49]
some of this a little bit clearer. If
you'll go to the next page,
[10:54]
page 20, it gives you a plan an idea of
how many uh property owners and where
[11:01]
their locations that they have legal
title to. The next page
[11:08]
is 21. That is just a little bit to show
you the open space and um the park plan.
[11:16]
Page 22 is just a little rendering
sketch of what the village at Terrell
[11:21]
will look like.
Page 23 is the buffer uh the location
[11:26]
map which will um encompass the 1544
acres that this development is
[11:33]
proposing. Page 24 is the zoning. So if
you can see right now the green is
[11:40]
agriculture, the red is commercial. Then
the blue is the dark blue is executive
[11:47]
states with the light blue already in a
planned development. Then we have um red
[11:53]
is the retail
and then the yellow is the proposed
[11:58]
single family 7.5.
The next page we're going to come back

to because I'm going to invite Chris
Snap to come up and talk about our
[12:06]
thorough affair on page 25. Page 26,
we've all talked about our comprehensive
[12:13]
plan. We have not only the ones for our
zoning, our parks, our thorough affair,
[12:18]
but this will give you the definition.
And I'm going to try to from now on to
[12:23]
make uh give you definitions of what
that future land use, this one in
[12:27]
particular is the future land use of the
new traditional neighborhoods. So that
[12:32]
kind of gives you an oversight of what
that is um involved in page. Uh the next
[12:40]
page is the buffer map.
So it's real hard to see, but there is a
[12:45]
blue border around the 1500 and
something acres. The red shows the 200
[12:51]
foot buffer zone which by law were
required to send notice in regards.
[12:58]
The following pages is the abuing land
owners that received those um notices.

We did have a few that were returned.
They were undeliverable. We tried to do
[13:08]
our due diligence to find those owners
with no luck because they turned around
[13:12]
and came right back. And I'm going to

to just bring forth some information

concerning our city of thoroughfare map.
You've you've heard this uh seen it
[13:56]
before. We've talked about it numerous
times. We had a revision here not too
[13:59]
long ago, but basically relative to this
uh development, Pteranova,
[14:06]
uh the road that's going to be uh
included into this is going to be the
[14:13]
one that's is Lexington Drive. It's not
going to be widened or anything like
[14:19]
that. It's just going to be a
connectivity. If you recall, our city
[14:23]
thoroughfare map is just a guideline and
a direction and a vision as we have a
[14:28]
growth in the city and as it we extend
our area out. We could continually look
[14:34]
at congestion and uh traffic flow and
connectivity as we go throughout. Uh I
[14:42]
want to bring forth as when you look at
this the first phases that we talked
[14:47]
with the developer that to do is
basically uh have the primary first
[14:54]
phase come off Griffith Street area.
There's going to be a multi-lane uh
[14:59]
connectivity off that. It's going to be
much larger than what's on the current
[15:03]
Lexington Drive. So, that's not going to
be the the main conduit into this, but
[15:10]
it's going to be another connectivity to
the roads. So, uh the first phase will
[15:15]
be coming off of Griffith and going into
there. If you'll go back,
[15:21]
uh Katie to
page 19 of the concept plan.

that gives you kind of a depiction of
[15:40]
the main uh roads that will be going
through the development and uh they'll

be done in phases obviously. So, I just
want to bring that forth. this

thoroughfare map and the concern they're
going through Lexington that has always
[15:57]
been on our thoroughfare map for a very
long time. Uh so that's nothing new to
[16:04]
us from there but uh this road it's like
I said it's not going to be widened or
[16:11]
anything like that.

to say that staff has been working with
this developer for a year. And you know,
[18:16]
we're always looking for boxes to be
checked that they comply with our zoning
[18:20]
ordinance, our comprehensive plan, our
thorough affair plan, what have you. So,
[18:25]
we had a valid application after 16
revisions, I believe. And so, staff is
[18:32]
here to present that we recommend. We're
we're in um recom requesting a a
[18:39]
recommendation to make your
recommendation to city council which
[18:44]
will be either on November the 16th or
the 30th. Now, of course, we're going
[18:49]
through a development agreement. We're
going through annexation. So, this
[18:53]
zoning, regardless of what your
recommendation is, will still be pending
[18:58]
on the final execution of those two
documents. Okay. So again, uh staff
[19:05]
recommends approval of zoning
application PD25-3118
[19:13]
pending the approval of the development
agreement and annexation petition and I
[19:18]

there phase one includes what we're
calling a loop road, turnover road,

wagon road that goes to poetry road and
phase one the phase one area is a

the drainage. When you start putting
concrete down, there's going to I

already have my creek flood on a regular
basis and it's not going to do anything

but get worse. And what's going to
happen to my property
[24:26]
values when this starts occurring?

Griffith Avenue. I'm directly affected

by phase one. I'm surrounded by three
sides. We will have 70 houses in between
[24:59]
me and my grandparents and a small uh
chunk of woods and most of phase one,

phase 2 and I think phase 10 floods and
it stays wet year round. Um so I'm
[25:11]
deeply concerned about the flooding that
will happen. You know, if we do the math
[25:15]
on 1500 acres, it comes out to 63
million and some change square foot. And
[25:21]
if you add up all the concrete, we're
we're roughly 43 million square ft of
[25:26]
concrete. So all that natural saturation
we're going to lose, that's going to end
[25:30]
up on our lands. And that's what we're
concerned about. Thank you.

they're going to connect Eldora and Bird
Song at some point um to this in a small
[26:29]
way. Um once we received the resoning
letter uh from the city regarding
[26:34]
Terteranova, um Glenn Haven residents
and myself, we formed this petition. And
[26:38]
if you didn't get a copy or there was uh
two names redacted today in favor of
[26:43]
this from this list. So I'll be happy to
give you an updated copy. the um
[26:48]
information that was based in the media
and um site math maps that we received.

Um, the subdivision identity
[37:09]
there should be other openings to the uh
proposed
[37:14]
uh additions. Uh, I think that's my
greatest concern be living on Lexington
[37:20]
and being concerned for the children and
the residents there.

land grab by our city.

That land has been farm land for over a
hundred years,

but now the city has decided to take it
in. And it'll happen. Your development
[38:21]
will happen. Not a problem.
But you do disturb
[38:26]
all that we've had peace and quiet out
there. I will be directly affected
[38:33]
already directly affected by some of the
work that's been done on the highway.
[38:37]
Nike drive down at the end floods
because of all the water that comes from
[38:43]
there.
I don't agree with it because it always
[38:47]
brings higher crime. Apartments always
bring higher crime. The apartment
[38:53]
complexes that Terrell now has, except
for the new ones,
[38:57]
crime.
And the owners don't keep up with them.

You should be ashamed.
You know, Forny used to laugh at us
[39:08]
because we were the higher crime rate in
Terrell.
[39:13]
I'm a realtor. I go into Forny all the
time. The crime rate is unreal over
[39:18]
there.
During COVID and the high sale of homes
[39:22]
and land grabbers from out of state
investors.
[39:28]
Now they're having to sell those homes.
I can walk into a home. I can walk into
[39:32]
a neighborhood and drive by and see
which ones
[39:36]
are by investors.
The lot sizes in Forny and the
[39:42]
surrounding towns in these really tight
communities is horrible.
[39:47]
People that are buying, they want larger
lots. They want to be able to feel they
[39:53]
have a piece, not a small piece with a
tree in the front that's going to
[39:57]
eventually go up into your foundation in
your driveway.

I know. I've been on cleanup committee
several years ago where I just got
[40:07]
volunteers and we went out there and
cleaned them up.
[40:13]
We need trees more than we need
sidewalks and parking lots.

I ask you, Mr. Morales, if you continue
with this,

that you make this not cookie cutter.
larger lot lots. People will buy larger
[40:30]
lots and they will pay for larger lots.
We want trees. We don't want a bunch of
[40:38]
concrete.

Bring back classy,

not one that looks just like the others.
for all the surrounding homes

that are going to be devastated by your
concrete and the flood. Maybe you can do

your elevations and pour that back into
all your ponds and your rivers that

going to do a a little community down
[41:08]
there, make it where people want to
come.

Make it where they want to decorate it.
Make it where they want to have a

Christmas tree that people can actually
go out and do.

re-examine the building density, the
[43:00]
green space, and the traffic, not only
in the new area, but the impact on the
[43:04]
surrounding neighborhoods and
businesses. I propose Terrell, y'all,
[43:10]
us, all of us. I guess examine the
possibility of connecting green spaces,
[43:16]
looking at it more globally and
holistically as far as where do we want
[43:20]
Terrell to go. This is a big chunk of
land, 1500 acres. We have such an
[43:25]
opportunity here to really make
something special as somebody else just

Terrell uh what is the 5, 10, and 20

year plan here? Um because we could do
these little cookie cutter type
[43:40]
neighborhoods, but it doesn't draw in
and connect community. It doesn't make
[43:45]
me want to be able to go to somebody
else's neighborhood and uh play in their
[43:49]
parks because I feel like I belong
there. Um I know one of the people on
[43:55]
Facebook at least said, you know, you
can go there and enjoy their parks. Um,
[44:01]
I'm sorry, but half a million dollar
houses up $1.5 million houses. I don't
[44:07]
see them inviting me in on my with all
my kids and whatever. I I don't see that
[44:12]
happening. Um, they're going to say,
"Why?" One, there's not going to be
[44:16]
parking
for me as an outsider to go into these
[44:21]
new this new community. Um, I would
really like to propose that Terrell
[44:25]
looks at how do we uh create a more of a
universal community in Terrell when we
[44:32]
do have new developments like this that
they segue into what's already existing
[44:38]
which right now because we've had very
little zoning or coding um here in
[44:44]
Terrell as far as building there is no
cohesiveness between communities um and
[44:51]
that's not anybody's fault. It's been
going on a long time here in Terrell. Um
[44:56]
I know we're a small small town. We've
got uh leadership and citizens and
[45:02]
everybody that's uh you're in a
difficult position. Um right now I
[45:06]
really feel like we have to put the
health of our current and future
[45:10]
citizens uh wildlife and the landscape
first. Uh ter being encroached on all
[45:16]
sides by vigorous development. the
opportunity for for financial gain is
[45:20]
and I'm sure it's intoxicating. Um but
uh due to lack of land planning for
[45:26]
decades, Terrell represents a mismatch
of communities, zoning or lack thereof
[45:31]
as well as the businesses. Um I believe
there is a genuine concern the school
[45:36]
system, property taxes, the roads,
pollution, the increase to our cost of
[45:40]
living and the burden to the utility and
safety systems are real. In my opinion,
[45:46]
the optimum outcome would be organically
growing a safe and thriving ter
[45:50]
community for young families to retirees
versus focusing on executive housing.
[45:56]
Um, I find that offensive really that
that's the focus of this neighborhood is
[46:02]
executive housing. how many can really
afford a $400,000 house um or want to um
[46:11]
and that's the starting point or oh you
can live over here in these apartments
[46:16]
it doesn't make sense to me at all um
and why why are we building ridiculous
[46:23]
houses like that and I'm sorry not
trying to offend anybody if they live in
[46:27]
houses like that but it's just a lot um

I I guess my main question is why must
we embrace this type of growth the same
[46:41]
way other communities all over Texas,
all over really the United States have

know people run into money problems or
um things go into disrepair. Um, and

then then where does that leave us as a

So, what we're going to do and as we

meet work with this developer as we go
through each of the phases, we've talked
[49:08]
about and we heard tonight about holding
them accountable throughout the phases.

And that's exactly what we're looking at
doing as we progress through the phases.

So, it's not going to say you it's a one
stamp. You get free access for all these
[49:22]
1500 acres, 2,000 acres. So as the
development
[49:27]
occurs, it's naturally our our economics
and our world changes and so our traffic
[49:32]
patterns will possibly change. And as
the phrases go through, then we'll look
[49:37]
at doing uh traffic impact studies
throughout to see if the changes uh make
[49:43]
a substantial impact to our congestion
of 205 and things of that nature. So,
[49:49]
we'll constantly be looking at that and
what evaluations
[49:53]
and recommendations we need to do as far
as altering paths or increasing roads or
[49:58]
something of that nature.

since we're moving in phases. So, you
know, we're hoping that we keep doing
[50:05]
studies as whether be every two or third
phase as we continue to go along. Okay.

allow for additional students. the
location where the schools are relative
[51:41]
to Teranova.
It would be very if we have schools
[51:45]
within Teranova, they would be extremely
close to the existing schools. So, it
[51:48]
makes no sense to have schools within
Teranova, but maybe around Teranova
[51:53]
would make more sense.

Terteranova
being approved.

» Correct. Therefore, the necessity for
additional schools would have been
[52:06]
outside of the scope of considering
additional 3,800 residences. So, at that

Commissioner, we have been in contact
[52:26]
with the TISD.
They knew of this project coming in.
[52:31]
they've been a part of um our meetings
here in the last few months.
[52:36]
Even though we do request from the um
developers to consider a school site, we
[52:43]
need the TISC to tell us where they want
school sites. The city has decided that
[52:50]
we would accommodate them for elementary
schools when we have the opportunity to
[52:55]
negotiate that with the developer. But
the de uh TISD does have Mr. Morales and
[53:02]
his team's contact
[53:06]
out the other side of the development.
Is there uh are there in other land
[53:11]
owners that you would have to
obtain
[53:16]
ownership or easement rights to build
the road out on the other side?
[53:21]
» On the other, not on Griffith's side,
but on the County Road 245 side
[53:25]
» west of 205. Um east on uh towards
County Road 245.

where he can have the same use as his
[1:06:06]
surrounding neighbors to town home 12
for him to build a single family

residence. Now on page 60 is a picture
of there where there was a home

is since gone. So, when he comes back to

installed and the affidavits are

received and the road meets our
standards of what we ask him to put into

PNC on June 23rd, 2022. and final

approval by city council on December
28th of 22. A development agreement was

also executed by the city council on

final plat was presented to you all on
September the 12th of last year. And
[1:21:29]
phase 1 C construction plat was
presented this year to you all January

23rd. So now this developer is selling
lots out there and they're ready to
[1:21:40]
start the third phase which is this 1D.

chance to drive out there, but they've
[1:22:38]
really got some homes popping up. I see
on Facebook, you know, realators are
[1:22:43]
already selling lots, homes, and so
they're they're moving and progressing
[1:22:47]
very well.
Staff has reviewed this construction
[1:22:52]
plat uh civil drawings as well as the
other item analysis that were presented.

and staff recommends that um PNZ approve
construction plat 25-14.
