[2:07] council meeting. Item B, approve the minutes of August 24, 2026 city council

[6:56] I guess with the new Houston toll tags, they weren't reading the tags
[7:00] appropriately. So those all been installed.
[7:03] um addressing RFID costs for club employees. It sounds like there was a

[7:11] uh discussion with the clubs are addressing that. And then there's been
[7:15] ongoing phone system challenges at Spectrum on site to address those. It
[7:19] sounds like it's been persistent for the past several weeks.

[10:33] attending for educating the parents and the children on what is allowed and
[10:40] what's not allowed and the consequences of what might happen.

[10:50] electric dirt bike and an increase in ebikes as opposed to you know

[11:05] batteries that they've been starting on fire and what to do. Um there's a lot of

[16:04] POA. The MUD has kindly asked that we pay the minimous amount for rent, but
[16:10] they are also providing us with electricity, cable, building maintenance
[16:16] they will cover as well. Also, what they've asked effectively is for us to
[16:20] clean and then provide them access when needed and we'll determine what we're
[16:24] going to do with this conference room. And then separately, we're going to
[16:29] discuss an item
[16:35] G uh city council. I want to thank Cartha Noeli and Britney Mikausski for
[16:44] stepping up to uh run for city council elections.
[16:48] Uh city council and mayor se were unopposed. So we will be welcoming
[16:53] Britney and Caric as well as myself for another term. So

[17:24] general law municipalities appropriating the various amounts therefore providing
[17:28] a severability cost providing for the publication and an effective date.

[20:05] intersection light outside of Wilman's crossing
[20:09] which we'll actually have a discussion on today because the POA has some
[20:13] attendees in attendance we'll have a discussion item on uh intersection works
[20:18] debt service fund 100cc you see $8,18368.
[20:23] We've allocated 0 for the hotel occupancy fund.
[20:33] And I do want to also echo Sarah's comments and thank everyone and commend
[20:37] the council for the work that has gone into this budget as well as the past
[20:41] council's work to keep a balanced budget. I'm proud that year after year
[20:44] we continue the commitment to sound fiscal stewardship
[20:48] and we have never under this council's tenure and the prior ones uh never
[20:53] budgeted a deficit and only set aside a modest surplus as a margin of safety. We
[20:57] kept our property taxes low while ensuring the community needs and
[21:01] priorities are fully considered. Every dollar has been allocated with care,
[21:05] discussed publicly in our budget workshops, and each expenditure is
[21:08] thoroughly reviewed to ensure it serves a clear purpose and delivers value to

[26:43] agreement for public safety improvement at the city's Lman's crossing entrance.
[26:48] We do have I think three people representing in various
[26:52] capacities of POA uh for our discussion. What I wanted to do was to
[26:59] one review the spy glass partners uh services agreement that we've
[27:05] discussed splitting in some capacity with the POA
[27:10] to fund that as well as just other general thoughts around the intersection
[27:15] plans and how we can all work together. I didn't know if Greg or Joel would like
[27:20] to one if you guys have any perspective or anything you would like to share on
[27:23] the spy glassass agreement how you are approaching it.
[27:27] » Yeah. >> And then how we what are kind of next
[27:29] steps for us all to collaborate on the uh intersection.
[27:32] » Appreciate it. Um so I think it probably is because we did some significant
[27:38] diligence which Joel did most of so it might we all understand [snorts] the
[27:43] question that we're trying to solve that's been around for a decade. Um but
[27:47] history has caught up with us and I think we're actually at some collection
[27:50] points but so um Joel and Tap in needed to
[27:56] why don't you just talk about the the process that we've undertaken to get to
[28:00] this meeting including the committee input the the identification and vetting
[28:08] of potential project managers why we think we needed a project manager how we
[28:13] came to recommend spy Thank you. Uh the uh POA last year
[28:20] decided to form uh to start looking into the issues relating to our intersection
[28:28] and what's coming up. Part of that effort was to hire traffic and close to
[28:35] that. We ended up hiring a company called half HF
[28:40] and commissioned them to do a study of the intersection
[28:44] make certain recommendations. When the POA uh received [clears throat]
[28:49] POA board received that study from half the board did not take action on it but
[28:56] then formed what we call the Lman's intersection committee uh headed by
[29:00] Jimos to my right uh to begin to engage with
[29:06] that and to make recommendations surrounding
[29:10] the intersection. And those came out of they began to study that they came up
[29:16] with the draft plan that's on the village website. That's that concept
[29:20] plan of the intersection formed by that committee. I will say it was a very good
[29:25] committee. There were engineers on there. Jim's a civil engineer. There
[29:29] were lawyers on there. It was just a good cross-section of people in our
[29:34] community that spoke well and knowledgeably about issues related to
[29:39] that and they took their job very seriously and actually did a really good
[29:43] job. Part of that uh is the board then received their recommendation and
[29:49] recognized that in order to move this forward we needed a project manager. So
[29:55] CC CMC and I pulled together names for uh uh project management. I called
[30:03] someone I knew called Square One. The person I know at Square One was project
[30:10] management. Uh individual used to be a project manager at Chazco, a big fairly
[30:15] large uh commercial construction company in town. Uh they declined. Uh said it
[30:21] was a small project. just didn't get their attention. Uh I asked them for uh
[30:27] to help me understand what the cost surrounding this may be and they said
[30:32] around $80,000 a year to manage something like that if they were
[30:37] guessing and engaged with another company and I apologize I did not bring
[30:42] my file and I cannot remember their name but they are also a project management
[30:47] company of a commercial grade. uh sent them all the same documentation I sent
[30:52] to Square One. I had a conference call with them. Uh they estimated their cost
[30:59] to be $14,000 a month. They recognized that with the various entities involved
[31:06] like the POA village, the city of Lakeway potentially there was going to
[31:10] be lots of meetings and coordination and they said yeah it's going to be
[31:14] expensive. uh also engaged with spy glass which Jim recommended. I asked Jim
[31:20] if he had any contacts in that field. Jim recommended SM Spy Glass who also
[31:26] does project management's currently doing one uh bringing the subdivision
[31:31] online so that these people all understand the project. That's the net
[31:35] net of the proposal that you have in front of you.
[31:41] Um, so we had a in-person sort of final selection meeting just by last week. Had
[31:48] Tom Carol and Angie attend that meeting so they could get a sense of uh, Will
[31:54] Romo, the the principal who would be running the project, ask questions, and
[31:58] hopefully develop enough context to bring back that context for the
[32:01] council's uh, consideration. So I think that's sort of where it was left off. I
[32:06] know that your deliberations about how you manage your involvement are still
[32:11] part of what we're trying to help solve today. Um just we are coming to this
[32:17] with a with a complete blank slate. We're not the only thing we want to be
[32:21] prescriptive about is a desire to solve the problem. So whatever the city needs
[32:28] because perhaps have more guard rails to to navigate is fine with the POA. Uh we
[32:34] do recommend spy glass. We think the diligence there was was appropriate. He
[32:38] knows the players here. He has the relationships. Um he's willing to take
[32:42] on sort of the the managed chaos of a of a multistakeholder
[32:47] um project. And I'll just small tangent though, should we proceed to partner, we
[32:53] need to come up with a very compact administration function to report in and
[32:57] manage spy glass because he he was very adamant and I for reasons that are
[33:02] common sensible to me that he he literally only wanted one or two points
[33:05] of contact otherwise he wouldn't be able to. So we would need to build some way
[33:09] to get all the voices heard and all the consensus built before it touches a
[33:13] single node of communication back and forth to um to spy glass. So that would
[33:18] be important in any subsequent construction if we of the organization
[33:21] if we agree to partner. Um so our initial just sort of initial and
[33:28] inertial assumption was you know we got this guy he brought the contract to us.
[33:33] It's got our it's got our you know name on the signature line. It's $10,000 a
[33:37] month. It's monthtomonth. The assumption there is it's the project requirements
[33:41] are going to be lumpy. So on some some months he's going to be over earning
[33:44] that 10. On some months he's going to be under earning.
[33:47] It it it makes more common sense to me because that's how the real world works
[33:50] than have him, you know, quote a nominal hourly rate which can sometimes make
[33:55] things pretty lumpy and also creates the temptation that well why did you take X
[34:00] time on my project and I my experience managing these projects at least at this
[34:06] phase on retainer level makes sense. So EK also is the cost-effective
[34:11] alternative. So um I guess I would ask the council to maybe articulate back
[34:19] what what structure imperatives do we need to accommodate to to get your
[34:24] financial sponsorship at least for the spy glassass phase and the spy glassass
[34:30] phase is to really tell us what are the next phases, what are the time frames,
[34:34] who are the constituents, where is this? He knows how to go down to to Lakeway
[34:38] and pull the papers and talk to the developer and know exactly where we are
[34:42] and exactly what we need to do. And we look at this as there there's certainly
[34:48] two distinct pieces of real estate, if you will, that either side has better
[34:53] standing to to operate within. What happens, you know, in Lakeway, you know,
[34:57] we very much believe in that in that intersection. I very much believe that
[35:01] that the city has better standing to engage with Lakeway to have a uh a
[35:07] public benefit argument to be managing that traffic flow. Um and it's, you
[35:13] know, it's off private property. It interacts with, of course, whatever
[35:16] we're going to do on the loan as entry side, but these they have to work
[35:20] together. It has to be a seamless plan. It's just we're sort of more natural
[35:25] owners uh both literal and potentially and on the PO side. and figurative of
[35:30] the problem side of of those two sides of the equation, but they can't be they
[35:35] can't be broken apart and I would argue it would be very difficult to do them in
[35:40] sequence instead of simultaneously coming up with an overall solution.
[35:44] That's what spy glass is supposed to help us get. So our current ask and and
[35:49] our only current ask is you know hopefully a buyin to the vision of this
[35:54] is a joint uh this is a joint project either till finish or there's a reason
[35:59] it can't be a joint project um but the immediate next step and which is a
[36:04] gating item is getting people smarter than the expertise at least that resides
[36:09] with the POA probably with the council as well in in public project management
[36:14] of this scale to help us actually map it out to give us that roadmap to to get us
[36:20] to where we need to be. So, it's $10,000 a month monthto-month. Um, you know,
[36:25] we're looking to split that with the council right now. And if enabling that
[36:30] from a regulatory perspective or even a span of control perspective, the POA
[36:37] doesn't care. We just we just want Spy Glass to to go to work. So if if we're
[36:42] the prime contractor, if we're both or the contract ee or if we're both on the
[36:46] contract where only the city is and we contribute, we are completely agnostic
[36:51] on on enablement mechanisms. We just are eager to to get the problem under
[36:57] control and get kind of caught up with the the time frame that's unfurling in
[37:02] front of us. Have have we engaged with the lakeway
[37:06] city hall to see like if what they're willing to contribute to the project?
[37:11] » So we've we've all so Tom, Sarah, myself, Angie,
[37:17] and a few other representatives that have previously met with both Mayor
[37:21] Kilgore, city manager of Lakeway, and the developer to discuss the
[37:27] intersection. They have a signed agreement for the
[37:31] intersection design that's been outstanding. I won't say approved
[37:37] because from our side, we never really approved it, but that's
[37:43] probably neither here nor there at this point, but there is a a design with a
[37:48] traffic signal design. We've allocated $100,000 per a prior agreement that the
[37:52] city had made to contribute that to the intersection traffic signals so that we
[37:58] could sign off on design. There is a set traffic design. What the mayor of
[38:04] Lakeway and city manager have indicated is that if there are changes to
[38:10] the design or changes to infrastructure, land,
[38:17] you know, widening lanes, doing anything else that we can suggest it if it's not
[38:24] causing any damage to Lakeway, they would be supportive of Village of the
[38:29] Hills paying for whatever changes and improvements and amendments we would
[38:35] like to make. So part of this preliminary design includes a right turn
[38:41] lane to mer if you're going out of the gate to merge on crossing. So that's
[38:45] going to be across their property. So our understanding we would no
[38:53] » and that's all pending I think a lot of the work this body is going to do
[38:56] correctly. Yeah. So that's that's part of we don't have enough information to
[39:00] fully determine what the appropriate layout of the intersection is. We have a
[39:05] very nicely laid out preliminary plan, but the intention of spy glass is one to
[39:11] manage the project, but two also just kick us off so we can actually figure
[39:14] out how to best attack this problem. But lakeways indicated they will work with
[39:20] us, okay, is what they have said. If I may just that that's very
[39:24] consistent with sort of the we've had informal conversations across different
[39:29] people at different times as part of this project and the signals that we've
[39:32] got nothing official obviously the signals we've gotten that very
[39:35] consistent with that that they're >> they understand it's a problem we're
[39:38] trying to solve and sort of as long as it doesn't cost them anything if you
[39:43] will yes >> uh they're [laughter]
[39:46] they're they're good with it. The other point I wanted to point out is the city
[39:50] has in terms of ultimate enablement this tool of you know a relatively common
[39:56] off-the-shelf approach of an interlocal agreement with Lakeway which is a much
[40:02] more efficient and you know statutoily recognized bureaucratic way to just get
[40:08] to the problem quickly whereas it would be much much more difficult for the POA
[40:14] to negotiate that that same subject matter. in a in a public to private.
[40:20] » I agree with that. >> Okay.
[40:23] » Mayor, can I make I think there's a timing issue too that we need to really
[40:28] get on with this. It's a long process of do all this coordination. There got to
[40:33] be a cadre of professionals gathered, another traffic engineer, a civil
[40:38] engineer, a landscape architect, and of course, you got to find a general
[40:41] contractor. And in the background, uh it's a bit mysterious, but all of those
[40:46] professionals will go through a staged uh process of getting where they need to
[40:52] be to build something and they'll have to come up with their own concept plan
[40:56] that's approved. Then they'll that will have to go to a schematic plan that
[41:01] morphs into a design development plan. And then finally, you get to a
[41:05] construction document plan. Only then are you ready to build. My point in
[41:10] saying that is uh this takes time for the professionals and to get it built.
[41:15] My guess is by the time we start and go release somebody like spy glass and to
[41:21] get to a point of building this thing, it's a year. So we need to move.
[41:27] » So what does the eight months then include for spy glass? He's he's
[41:31] indicated a duration of eight months. And in terms of scope, he's got
[41:34] everything coordination, solicitation, evaluation, all those things. ST I think
[41:38] you mentioned but are we saying after the eight months
[41:43] is completed by spy glassass then we would have those documents referencing
[41:46] and then it would be >> yeah I I Tom I s I would think that yeah
[41:51] his uh whoever does this their their first order of business is going to be
[41:56] corelling and and guiding that whole process with all of those subconsultants
[42:02] into a coherent plan set. So there's got to be that coordination across those
[42:07] different disciplines. Uh early on uh I have done these kind of projects my work
[42:12] myself. Jim has done them. So we kind of understand the process. Early on that
[42:17] person will go out for competitive bids based on percentage markups and other
[42:24] fee kind of things. I would think early to partner with a general contractor to
[42:28] do costing along the way. And uh so yeah, I'm sorry for rambling here, but
[42:35] the first thing is to coales all the professionals, then get a GC as a part
[42:40] of that mix and then start doing it. I'm just totally guessing that from the
[42:46] start to the finish, we can drive on it, it's done is a year.
[42:53] » Does does Lakeway have a GC already picked out for the intersection?
[42:59] So they're my I have not met with any of those, but
[43:03] but my understanding is yes, they have a general contractor of course doing their
[43:09] uh main street. I think it's going to be the same GC. That's a guess.
[43:14] » Yeah. Yeah. So I would be curious if Spy Glass has experience or relationship
[43:18] with those guys. And then do you guys envision spy glass being um forward
[43:23] facing to the GC's or is there still kind of somebody from the city side or
[43:28] the PA pa side interfacing with lakeway pulling permits etc.
[43:33] » I would say that uh from the we I think spy glassass needs to be in my capacity
[43:40] of having done this for private owners I've been named the owner's rep. So I
[43:45] would become the face for everything and the authoritative person to speak.
[43:50] Obviously behind that uh there's a process involved. I see spy glass
[43:56] working that process becoming the face. I don't know how the the city our city
[44:01] wants to approach this as we're open to however we need to do that. But I would
[44:06] think on the POA side, we would probably want to appoint another intersection
[44:12] committee that I'm hoping Jim would actually chair because he understands
[44:17] the process really well. He knows some of these people. He to speak for him,
[44:22] but he's personally met with the mayor. just has relationships that would be
[44:27] very helpful in this arena. So I think that behind the scenes somebody like Jim
[44:33] can help spy glass and ensure that the face is speaking what we want the face
[44:38] to say. That makes sense. >> He be I think he would be in every
[44:43] meeting but there's two there's two sort of communication channels workflows if
[44:47] you will. sort of the political for lack of a better term workflow and then
[44:51] there's like the hardcore project management. I think that he would be the
[44:57] collectives face expert uh you know on those topics. So it probably be
[45:02] essential for him to be in every single meeting. Um but there would be you know
[45:08] a political overlay or the negotiation of the local agreement that city
[45:12] representative would be there. But again, from talking to him, I think the
[45:16] only way he's going to be successful is if he has very limited points of
[45:20] contact. And that I I would imagine that's him, one person with like subject
[45:25] matter knowledge like Jim or yourself for each organization being the
[45:29] interface from the organization to gym and then whatever kind of broader
[45:33] committee structures or community input, you know, operate below that. But it all
[45:38] rolls up to, you know, two two subject matter experts talking to the subject
[45:43] matter expert who's the quote unquote face. And then, you know, the mayor for
[45:47] the city and me for the POA during our terms would kind of overlay when I guess
[45:52] it's a little less. It's not angles and roads. It's, you know, how do we
[45:57] implement this? What's the time? What's the procedure, communication strategy in
[46:01] the fundraiser? >> Yeah, the the or chart makes sense to
[46:03] me. I just want to make sure that you know he's interfacing
[46:07] um with the with the lakeway with the
[46:10] developer with the GC and we want to make sure he's got as much goodwill as
[46:14] possible. Um so we could certainly kind of help put lubricant on it but he's
[46:20] going to have the relationships too I hope.
[46:23] » And and I'll tell you I know he does know the developer and um he does know
[46:27] the developer. hasn't worked for them ever before, but he's [clears throat]
[46:30] working on two projects like we just talked about out out in Marble Falls,
[46:34] out in Summit Rock, too. So, but he knows um he does know this area. He does
[46:38] know the contractor also. I know the contractor. So, um so between the two of
[46:43] us, yes, there would be that communication you're talking about
[46:47] as well. control. The only thing I would add to that real
[46:52] quick is that um yes, he would be over, you know, he would be over bidding
[46:56] listing out the engineer, landscape architect, and the other um the other
[47:00] professions that you just mentioned that we would need in this. There's just a
[47:04] few of them. Um and then uh and then you would also have that interface with um
[47:09] with the contract with the one we pick and then with the city and this process
[47:12] that we're talking about and we'll come up with an organizational charge due to
[47:17] follow and make sure that we're running through the different you know the POA
[47:21] and and the city here on any communication having the city but we
[47:25] have when I when I spoke to the city just to kind of follow up on your
[47:28] question earlier um we tried to look at this preliminary um exhibit you know
[47:34] this land plan together with the least amount of changes to to their plan. Now,
[47:40] the left turn lane coming off of Low's Crossing and the right turn lane, those
[47:44] are the and then also there's a crosswalk. We want to make sure they
[47:48] have in the right place to be able to enter our our subdivision for the school
[47:53] and for other people that are walking. And so, those are the main things that
[47:57] would affect that. I think by the way we laid this out and like I said, we'll
[48:00] verify this with the consultants that are hired. I think we laid it out with
[48:04] the with a minimal change to to their plan
[48:10] » and and again the the the project [clears throat] that we're talking about
[48:14] specifically is the intersection but does it also include a internal rework
[48:19] of the Lman's gate and kind of all those roadways or no? Um uh the concept plan
[48:29] is only a concept plan would envision uh a new merge lane going out u as you come
[48:36] in off of Lman's going north backing that queuing lane up and then
[48:41] potentially a turn lane going south on Lman's from Emmas into our neighborhood
[48:47] a new turn lane as I recall conditions adding another uh res resonant gate.
[48:55] [clears throat] So, we uh free that queuing up, taking down the wall where
[48:59] the current uh fence gate is. It's not used anymore, [clears throat] making the
[49:05] visibility more straightforward in widening things. Our big it doesn't, it
[49:11] also envisions pulling the flag pole bed, if I can call it that, more forward
[49:16] to create more known route and to get around it so
[49:23] people don't try to cut through there. It does not envision reworking the guard
[49:27] house at all. We don't think that needs to be done. [clears throat]
[49:30] » Does look like it also includes extensive landscaping and new signage.
[49:34] » Yes. >> So, those are the visual improvements.
[49:37] » Yeah. This is why I mean it's a joke between Jim and I. He's a civil engineer
[49:41] and his dad is a landscape. In my jobs, I've said anybody can mess up a project
[49:46] is a civil engineer. He said that's what my dad used to say. He was a landscape
[49:49] architect. So, yeah, we need civil engineering to get it to get it right.
[49:53] We need a landscape uh design, an architect to get the softness right. U
[49:59] the PLA envisions that kind of softness uh and a and a a more gracious entrance.
[50:06] Uh uh our there's some sentiment on the POA board that our community our base uh
[50:14] at the gates looks a little tired and dated and that as a part of this process
[50:19] we could uh fairly economically incorporate it and give ourselves a bit
[50:25] of a faceelift. But part of that process is bring those,
[50:29] you know, schematics to you guys during that process so that you can see those
[50:34] things and approve them as well. You know, Mikey's mentioning there's there's
[50:38] only so much you can do coming into the subdivision, but once you get to the
[50:41] creating that visibility better and being able to bring traffic out of off
[50:46] of Lmens to into our into our neighborhood where our city where
[50:50] [clears throat] it can get in and get off of Lmens. That was the intent of the
[50:54] of the concept plan. We will will not be asking for any direct subsidy of any
[50:58] private. >> Sorry, what was that?
[51:01] » We're not going to be asking for any direct subsidy of improvement to private
[51:04] properties. >> I think that's like backing up this
[51:07] whole project. The greatest complexity of it is that it's a private and a
[51:10] public kind of source of of area and then those funds associated to those.
[51:19] Um, and I appreciate what you just said about this being on the private side of
[51:24] things. Is there a way down the line that things will be able to be kind of
[51:30] vetted out that these are improvements and projects specific to
[51:38] » private property versus the public or you know that the things that this the
[51:43] village of the hills >> can get LTFR on board to approve
[51:48] » accordance to the safety plan. Are those things that you all see?
[51:52] » Well, I mean there's a there's a natural physical line of demarcation in the
[51:56] property line. So, I mean that's which is to me at least the sort of conceptual
[52:01] starting point is anything anything that's not on POA property is on lakeway
[52:06] property and that I consider that you know your your operating field um you
[52:13] through interlocal agreement and negotiation with with a sister city. Um,
[52:18] so I think the the challenge that you're grappling with is I think largely
[52:22] conceptual and I I guess that's a conversation you have to have with your
[52:26] the city attorney. But I mean I I shared the I shared the very quick research I
[52:31] did and since since we can't draw a physical line and we don't want any
[52:36] direct dollars allocated to any physical property of the POA that you know we
[52:43] want you to operate in what's happening on an interlocal basis with lakeway land
[52:48] and the problem set is how to take the pieces that are out there and kind of
[52:55] jigsaw them with pieces that are over here on our plan to create efficient and
[53:00] safe ingress and egress to the to the city. Yeah.
[53:03] » Which um I I believe and the city attorney can correct me that there are
[53:07] direct precedents of intersection management outside the physical
[53:12] boundaries of a city to enable major traffic thorough affairs.
[53:17] » Well, and don't you might call me wrong. I think collaboration is the number one
[53:21] thing that I would like to make sure happens according to this project
[53:26] because like you said the entrance the visual side of things. City council has
[53:30] talked about extending the entire limestone wall system um to enhance as
[53:37] well. So just want to make sure that that is top of mind in the process.
[53:40] » Yeah. If you have other projects that are sort of ancillary or orthogonal to
[53:44] this that it makes sense to bundle up with since kind of while we're there
[53:48] while we're doing it, you know, absolutely our our our mind's open for
[53:51] sure. >> And do I understand from an
[53:53] accountability standpoint, Joel, you'd be the point of person point person on a
[53:58] lot of the projects and >> uh TBD, but if I would envision I'm
[54:06] happy to be like the liaison. I was liaison from the PLA to the first
[54:11] intersection committee, >> right?
[54:12] » Uh but Jim's got more expertise and Jim came out of a civil engineering
[54:17] background and and much more suited for this.
[54:20] » These two will be involved if I can make them involve. I mean, we're obviously
[54:24] we're going to push the smartest people to the front. No way it's going to be
[54:27] me. So, [laughter] >> I feel like I love both of them.
[54:30] » He's asked me to be a liazison to, you know, and kind of take keep the same
[54:34] role with the POA. I tell them what the policy sits around.
[54:38] » Awesome. And according like with the time because we are on a time crunch or
[54:42] at least we feel it. Um I saw the POA is hosting the meetings on the Lemons
[54:47] intersection. Is that happening or would that be happening just to keep the
[54:52] motions? >> We would have we would need to have
[54:55] regular Yes. I'm willing to help if the POA likely to do that as I'm willing to
[55:02] help. Jim's willing to help. >> I think that's required. Right. So
[55:05] there's two things and I'll jump up in front of you. So there's the agreement.
[55:10] Do we have a spy glass which it seems like that's predicates everything else,
[55:13] right? We can't come up with anything next step. So we would need to
[55:16] understand can the city participate in the funding of this in any way
[55:21] standpoint or otherwise separate apart from that because I agree
[55:25] there is Tuesdays at 10:30 there's a meeting that is on the weekly updates
[55:29] from the POA that there's some intersection committee happening. I
[55:32] would advocate strongly that we get the appropriate resources involved in a
[55:37] weekly meeting so that we can like we're on the wrong side of the time
[55:42] frame right now. So this is an eightmonth agree
[55:46] scope of work with spy glass that there's other things going on. I I
[55:51] haven't listened to the Lakewood City Council meeting from earlier this week
[55:54] but last month it was um Joe Bland construction's been signed for the road
[56:00] work. that road work is going to be completed in Q1 and Joe Bland has the
[56:04] reputation of finishing early. So any way that we can get like this thing
[56:09] moving in whatever appropriate way but then also from the collaboration between
[56:12] the two entities and others the club or otherwise to start having those weekly
[56:17] or whatever the appropriate cadences get those on the books and have some cadence
[56:22] of accountability of what we're going to be doing next
[56:25] » in preliminary I mean certainly we want all the stakes stakeholders at the table
[56:29] um but I think that the mud they're willing to be fast followers I mean
[56:33] they're just there to >> tell us what you're going to do and
[56:36] we'll tell you if we need to react to anything. So, they're they're kind of
[56:39] tracking it, but they they haven't necessarily said they want to be part of
[56:42] the primary conversation. It's like when when you sort of find something that we
[56:47] need to be involved with with, we absolutely want to be uh involved that
[56:52] the conversation with the club without speaking for them or saying it's a
[56:55] commitment. For them it was more we are generally invested in in improving the
[57:00] aesthetic and when you have ideas about that come talk to us about sponsorship.
[57:05] So I >> their input is important. I don't think
[57:08] we're there >> totally understand. I'm just putting it
[57:11] out there. Whatever entities need to be involved in the appropriate cadence.
[57:14] Sometimes POA and the village need to be engaged quickly if it's weekly or
[57:20] otherwise and then as needed the other. >> Yeah. What and what concerned us from
[57:25] the feedback that we got the last time is that if this if the public safety
[57:30] blessing becomes a threshold for city participation,
[57:35] we don't think we'd have the ability to get down all these steps to actually get
[57:39] you a plan to be blessed by ourselves. We don't we don't have the money or the
[57:47] relationships with Lakeway that you would bring to the
[57:52] table to get us to that to that plan. I mean at that point we'd have to sort of
[57:56] re if the city's not able to participate for whatever reason. I mean, at that
[58:01] point, we'd have to go back and say, either we do nothing, we the POA do
[58:04] nothing and we react to whatever develops or we would have to, you know,
[58:10] dramatically change our budget and consider a special assessment, which I I
[58:14] think would be fairly controversial.
[58:19] » Sorry, I know you want to >> I just want to clarify that. So, there's
[58:23] the there's one contract for the POA work
[58:26] that y'all are going to do around the gate, right? And is that right?
[58:30] » We No. So we haven't even gotten to that right now.
[58:34] » We're just talking about the spot glass project management and pre-esign
[58:37] project. >> Tell us what we don't need to know. Tell
[58:39] us what we don't know. Tell us who we need to hire. Start start conceptually
[58:44] identifying and and creating big conversations around this. But we don't
[58:48] have >> you don't have a budget or anything for
[58:50] the other project. Okay, we're trying. We are
[58:54] » in the very preliminary phase and spy glassass is our sherpa for this whole
[58:58] project on both sides of the property line.
[59:01] » Okay. What is it about this and what is the agreement or what is Lakeway already
[59:05] doing? Like they have a contractor you said and they're doing some of the road
[59:08] work already. >> They're they're implementing the 2022
[59:11] plan. They they are thus far satisfied with their latest traffic study and the
[59:17] four-way the four-way uh light that we've signed up to since 2022 but
[59:22] haven't implemented. That's their plan >> and that's what the city has already
[59:27] funded or committed to funding. Okay. >> So, and they have I mean we've made
[59:32] multiple approaches to them over the years and said we we think it's
[59:35] insufficient. the traffic study isn't contemplating a lot of variables that
[59:39] that have arisen since that traffic study was done. We did our own traffic
[59:43] study and they're like, "Hey, right now we have an agreement. That's what's
[59:47] going to happen as a as a default matter. If you come to us with something
[59:52] fully baked, fully funded, and we don't have to do anything, we're open to it."
[59:56] And that's been the posture for essentially three years, I believe,
[1:00:02] if not longer. If anything is if anything the tone has gotten more
[1:00:07] collegial and cooperative but the the base position of this is as far as we
[1:00:13] Lakeway are concerned this is baked there's an agreement we you know we have
[1:00:17] a traffic study we've checked all the boxes
[1:00:20] we we have a four-way intersection that's that's funded and agreed that's
[1:00:24] it that is correct >> so so just out of abundance of clarity
[1:00:30] and I support this glassass agreement but is the POA saying that um without
[1:00:35] participation economically from the city that they are unable or unwilling to
[1:00:42] sign glass agreement. >> We don't I mean the five the five it
[1:00:46] were to split this the $5,000 a month is you know something that is not in
[1:00:51] budget. We could we would go back and try and move things around. We think
[1:00:54] that this is a critical initiative but um we can only get it so far and if and
[1:01:01] if we start getting into six figures then I I don't think we have that scope
[1:01:05] without dramatically raising people or doing
[1:01:16] » okay and then even if we were to do that sort of grab the project ourselves fund
[1:01:21] it ourselves I still think we'd be doing it one hand high behind your back as
[1:01:25] we're have less standing. We don't have the benefit of an interlog agreement
[1:01:28] with with Lakeway. So we'd be the we'd be the the suboptimal party to try and
[1:01:34] solve that. >> Do you have something to say to add?
[1:01:42] No, I mean I'm just trying to I mean I understand this is the issue just the
[1:01:46] low just the spy glassass agreement is the one that's before but just thinking
[1:01:50] down the road I just I'm thinking about okay
[1:01:53] who's taking out this contract these are public improvements we have procurement
[1:01:57] rules that we have to follow or can you know can the POA do those and just
[1:02:01] [clears throat] that's why I was just trying to understand sort of the what
[1:02:05] part what part of the construction could be part of an IA with Lakeway and then
[1:02:10] what part would be the city's contribution to the construction project
[1:02:16] if if any but >> I would assume a side glass professional
[1:02:20] has done maybe ours a little more unique but
[1:02:23] would be able to make sure we meet all those requirements
[1:02:30] we understand these are traps you have to run we are not proprietary about the
[1:02:34] whole project I mean if you def if it makes sense for the city to be in a lead
[1:02:38] and us to support we're fine um whatever that cooperation or legal
[1:02:43] structure or legal enablement looks like is completely fine with us. We just we
[1:02:48] want to bring our resources to the extent we have talented volunteers you
[1:02:52] know with subject matter expertise we want to bring that
[1:02:55] um again at least at least in our minds it's the most critical kind of
[1:03:00] infrastructure question in front of the community regardless of which

[1:03:09] is that the POA has to regularly operate and make it function. So, in my mind,
[1:03:15] the POA should be in the driver's seat for the majority of the project just
[1:03:20] because the long-term plan for the POA to manage it. you know this excuse me um
[1:03:28] so the um hiring spy glasses we talked about I mean they're going to set up
[1:03:33] this so that we have an engineering firm that has a project manager we got set it
[1:03:38] up to where we have that contractor we're talking about you'll have a
[1:03:40] project manager too it'll be under his umbrella which will be under us you know
[1:03:43] whoever if y'all you know as Joel's asked if I'll be le thear be ahead of
[1:03:48] that committee of that part of it I I'll be fully involved with that because
[1:03:52] since [clears throat] the engineering days I I've developed for the last 18
[1:03:55] here. So, I have some background. I know I know what I don't know, too. So, the
[1:04:00] complicated part to me has always been the different layers of the approvals
[1:04:04] here, right, with the city and the mud and BOA and and with the city of Lakeway
[1:04:09] as well. And so, this first step of hiring spy glass is so important to to
[1:04:14] organize what we're all talking about. But it's going to every question you all
[1:04:18] have asked is very is is very um important to this because it's going to
[1:04:22] have we're going to get those answers probably within the first I would tell
[1:04:26] you the first 60 to 90 days of of spy blast. So being on board with us because
[1:04:31] I'm going to make sure we do and I've worked [clears throat] with this with
[1:04:33] that company before so I know what to expect from them and I know they know
[1:04:37] what to expect from me. So, we will create that probably within the first 60
[1:04:41] days um of hiring them. And so, we'll have a better organization of what we
[1:04:45] need to answer the questions to be able to take whether it's to the city of of
[1:04:50] Lakeway for right away issues, things like that, or even just the other
[1:04:53] funding issues that come up. Um, but that's the important part of this.
[1:04:57] That's what we don't have yet. Like you said, we have a concept plan. We have
[1:05:00] volunteers from the neighborhood that come up with what we have. But this is
[1:05:03] to set some of these things for y'all to make better decisions from with

[1:05:44] they follow the direction the questions come through him. They'll come through
[1:05:47] us come back to you guys if anything comes up. But yeah, he'll be involved
[1:05:50] from the preliminary engineering to CDs to bidding to approvals and and then
[1:05:58] also to the construction of it and to you know finalizing it. It's not
[1:06:01] necessarily a CMO here but it's a finalized inspection and all that. So
[1:06:06] that his contract does follow that through all those steps.
[1:06:13] And the timing of this, like we talked about, the signal, from my
[1:06:16] understanding, at one point, the city of Lakeway had it on the developer of the
[1:06:21] southern across the way to have that started in October. And watching and
[1:06:27] ever since I've been on this committee, even before then, I've been watching the
[1:06:29] construction of the bridge going over there close to the close to HB over
[1:06:33] there. And they're looks to me like they're ahead of schedule, but I do
[1:06:37] think that once that happens, we're going to see a lot more happen pretty
[1:06:40] quickly this direction. And so the signal starting in October because the
[1:06:45] developer has a certain amount of dollars set, you know, set with the city
[1:06:49] to make sure that they do it. If they don't do it, then the city can do it.
[1:06:52] Well, you know, I don't think the city will do it ahead of them, but I do see
[1:06:55] sometime this fall, you know, late fall that signals starting starting up and
[1:07:01] you know, I think they think it's more towards Easter and stuff. But like I
[1:07:04] said, those are just some of the preliminary things we're hearing, but
[1:07:06] we'll verify those. >> But I just to make sure I'm clear there,
[1:07:10] too. So the traffic signal diagram that's been created
[1:07:16] two years ago if that were to be implemented it would
[1:07:21] conflict with the conceptual drawing especially with the right hand correct.

[1:11:44] I think there are quite a few issues that we'd have to work through and if
[1:11:49] and when you guys decide that to participate in the
[1:11:55] bigger piece of the project action.

[1:18:35] uh related to salary reductions in computer office equipment
[1:18:42] subscriptions. Slight increase in insurance premium
[1:18:46] reduction in bonds. Slight increase in bank service charges.
[1:18:52] Significant decrease in training and travel. Significant decrease in what we
[1:18:57] actually expected versus what we expected for meetings. Legal notices we
[1:19:01] just discussed. Law enforcement an increase. Elections will be a slight
[1:19:08] decrease. Interlocal agreement
[1:19:12] slight decrease. So what we were doing, oh mowing and
[1:19:17] maintenance, there was a decrease as well. We increase the law

[1:19:31] So given our ex so again I just referenced the revenue or reference the
[1:19:37] general fund expenses that were budgeted for the year were149,652.97.
[1:19:46] We are amending it to reduce our expenses to $986,2172.

[1:20:01] We are coming in to the amended budget for the end of this fiscal year at
[1:20:05] $137,615.98
