collection survey. See if you've been

like to go to weekly back to weekly
garbage pickup. So, we got a quote from

website. We'll have it in the paper and
[1:25]
it'll be at the front counter
for um everybody to fill out if they
[1:31]
choose to. We will take uh the results
of that from the received verified
[1:39]
um surveys that we get back and the
majority will bring to will bring to
[1:43]
council what the majority wants and then
you guys can make the decision. the
[1:48]
extra cost would be $12.95 a month,
which is what they're pay or what
[1:52]
they're paying now for bi-weekly. So
basically it would double. Um and then
[1:58]
so the total cost for garbage would go
up to $35.95
[2:02]
from 29 now because the $5 is coming off
on October 1st and we could implement
[2:08]
this on October 1st. The garbage um
integrity says they only need a week's
[2:13]
notice. So, um, we're going to have the
survey available starting tomorrow if
[2:19]
you, um, recommend that we do that and
it'll have to be filled out by September
[2:25]
17th so we can bring it back on the next
council meeting and then make the
[2:30]
decision and then let Integrity know.

uh I guess I'll start with mine. So uh

going three months for the months of
June, July and August following
[26:06]
activities. June the 2nd we had a
special council meeting regarding the
[26:10]
river intake lease. June 9th we had a
council of the whole June 13th I just
[26:15]
wanted to point out that uh at my
resident I had my water beer changed. It
[26:20]
was probably 40 or 50 years old. The
entire process took about half an hour.
[26:25]
Uh went very well considering the age of
my meter and the fact that it had to be
[26:29]
cut out and uh replplumped. So they had
to do the whole works on it. Uh the
[26:35]
installer was very knowledgeable and
very professional and
[26:39]
everything went very smooth. So I just
wanted to point that out. Uh June 23rd
[26:45]
regular council meeting. June 24th I
attended the AGM for the North Scan
[26:51]
Water Alliance. The agenda and program
was shown in correspondence for a
[26:55]
regular meeting. I think in July
everybody saw that there was quite a bit
[26:58]
in there. July the 2nd I attended the
Actto Cup as a guest of ACTO CEO Jason
[27:05]
Shark. While there I chatted with
President Nancy Sutherland.

uh she was very aware of what's
happening in Thorsby especially
[27:13]
regarding with the changing out of the
uh um gas lines and the upgrades and she
[27:20]
also was very aware of what we're trying
to do with the water and she was very
[27:24]
encouraging to it. I I did make a
comment to her that I said it's taken us
[27:28]
a long time. She says when you're
dealing with the government and they're
[27:31]
giving you money it takes a lot of time.
So I was kind of I was very impressed
[27:36]
that uh you know they certainly
certainly knew about it and was very
[27:40]
encouraging they were supporting us. So
uh July the 15th I attended the chlor
[27:46]
barbecue in Morbert along with
counselors Watson and Messen and I was
[27:49]
late for that one as well. [laughter]

ceremonies for the uh U8 provincial

Millet because it got rained out here

the next day, but uh first couple days
was pretty good there. July 28th, we had

amended boring bylaws. First greetings.
August 6, uh, place the looney in the
[28:34]
casting center ice on the arena floor.
This is a custom from the contractor for
[28:39]
all their projects recognizing the
Olympics when Canada placed the looney
[28:43]
in the ice and went on to win gold. It
goes back
[28:47]
that far and the these scouts uh they
keep they lo everyone that they do. So
[28:51]

August 18th, special council meeting for

projects we're doing and how we're doing
them. So the ONS project uh that we had
[32:13]
from the government is complete water
treatment 100 administration office of
[32:17]
the sale 100 and recreation completed at
100. So um that's all good. So we have
[32:22]
manuals, we have stuff, we have forms,
we have everything we need for that. uh
[32:26]
circular materials have been uh we went
to their kickoff meetings and the roll
[32:31]
out schedule and uh that's all was
completely a full report. Uh privacy act
[32:36]
off the privacy commissioner is still
building a plan to start to classify
[32:40]
documents and again that that language
is is still from the last uh last month.
[32:45]
So basically designation of privacy
officer which is me mandatory staff
[32:50]
training document classify system etc.
So, we're are just finishing off the
[32:54]
plan. Uh we'll get to classifying
information probably 2027 and 2028 and
[33:00]
2029.
Emergency management. Uh Leoo County is
[33:04]
proposing a meeting with all the CEOs to
look at regional emergency management.
[33:08]
This was tried a few years ago with some
serious roadblocks. So, uh the CEOs are
[33:13]
very interested in how this will be
beneficial and efficient. We'll see. Uh
[33:17]
it always comes with a cost and that's
not being nasty. It there is a cost. The
[33:22]
last time it was $15,000.
So we'll work through it and and we'll
[33:27]
advise uh July and August highlights. So
attending construction toolboxes as
[33:32]
often as possible to keep up with any
issues that we could solve or bring
[33:35]
forward. Construction is on budget. Uh
curbon gutter is being staged with
[33:40]
paving after. So they do the curbon
gutter. They put gravel underneath it.
[33:44]
Then along comes border pavement.
They're at a heck of a time right now.
[33:47]
They took a 40 chase a water break and
it was in a service line and so they got
[33:53]
all that fixed and then there was tree
problems with our famous elms and so
[33:59]
that was all looked after as well. Um we
had a uh new uh we have a new Alberta
[34:06]
municipal insurance carrier um
representative so met with met with them
[34:11]
and and had lunch and that's very good.
So, we finished September is the PRQ
[34:16]
questionnaire. That means what do you
how many staff do you have? How many new
[34:20]
buildings do you have? How many new
pieces of equipment do you have? That's
[34:23]
just them uh getting any new information
so they can up our our premium
[34:28]
basically. That's all done. That usually
takes a half a day. And then the finite
[34:32]
tracking what we ensure will come in
October before our insurance policy is
[34:35]
bound. So, uh that's when we have to
count tractors and greater blades and
[34:40]
all that sort of thing. But we've been
doing that for four and a half years.

So, we're getting better at it. Uh,
monthly meetings with the league player
[34:46]
to keep informed. I try and stop every
Tuesday night if they're at fire
[34:49]
practice. And if they're just coming in
off a practice or coming in off an
[34:52]
event, I try and stop in and uh just
chat with them. Uh, and uh we'll uh
[35:00]
we'll do some finite tracking with them,
what we ensure, and that'll come in
[35:03]

16inch pipeline was fixed at the intake
meetings with Alberta Environment.

along with mayor and counselors.
Attended by invit invitation Mr.

Bchenko's open house in Devon on a
Saturday to make valuable connections

with his chief of staff. So, here's
here's how we like to work. If I want to
[35:43]
talk to Minister Buenko, I have to come
to the mayor and council and get
[35:46]
permission to to take one of you with
me. I can't just phone him. Well, hi,
[35:49]
how's it going? Uh, but with his chief
of staff, uh, we're all on the same par
[35:54]
level. I can phone them anytime. So, I
met with his chief of staff about a
[35:58]
couple issues that that I want some
support on. And uh it may not be uh
[36:03]
Minister Buenko's um ministry, but when
they'll they'll let you have access to
[36:09]
the other chiefs of staff when you
become co colleagues. Right. First u
[36:14]
first one I want to look at is uh a road
agreement with uh lead actually with the
[36:19]
province with respect to 778. So I'm
going to look at a road agreement and
[36:23]
that's strictly for basically the cement
uh the uh permacete that goes in our
[36:27]
water main breaks. So, uh, that letter's
been sent off through Mr. Boyenko's
[36:33]
chief of staff to the chief of staff,
Alberta transportation. The second one
[36:37]
is is a project that we want to think of
for the uh, industrial parks. I want to
[36:43]
talk to Alberta Innovates and that's a
different ministry through uh, municipal
[36:48]
affairs. So, uh, Minister Municipal
Affairs chief of staff and I will chat
[36:53]
about that and and we'll all we all get
to know each other and make friends. So,
[36:57]
you get more done at that level. And I'm
not breaking a protocol because I'm
[37:01]
pretty fussy with protocol with the
government. Excuse me. Um,
[37:06]
orders sent out for mowing lots in June
with either enforcement under contract
[37:09]
or mowing attaching, billing to taxes.
All those lots have now been done.
[37:13]
Billing is being attached and uh, of
course, uh, we wait always because when
[37:19]
an order goes out, the landowner has an
appeal time to which we have to wait.
[37:22]
So, that's all done and finished. And we
do have our frequent offenders that uh
[37:29]
we will get after that next year. Again,
reviewing with the team bylaws,
[37:33]
policies, and more to come. We're making
progress simplifying and making sure uh
[37:36]
the policies and bylaws make sense. We
were just discussing one this afternoon,
[37:40]
Cindy and I and Jesse, that we had a
very robust discussion about it, which
[37:44]
is good. And we realized it didn't make
sense. So, we got to send it to legal.

It uh when you're dealing with money and
charging people things, it has to be
[37:52]
right. And especially if there's a fee,
sorry, a fine attached because the last
[37:57]
thing we want is to have to go to court
and have lawyers. Otherwise, there's no
[38:01]
point writing the fine. If it's not a
provincial ticket, we're we're spending
[38:06]
probably, let's say, on a bylaw ticket
that they that the person got the ticket
[38:10]
is challenging. The lawyer fees are
about $2,000 for a $500 ticket. So,
[38:16]
we're going to fix that up in the smile.
We notice that anomaly, so get that
[38:19]
fixed. Uh we're working with the upward
health inspector on matters as
[38:23]
requested. As he comes in and asks for
things uh he doesn't tell us the files,
[38:27]
he doesn't tell us anything. He just
requests certain information from us.

Want to start working with county on new
messaging or we have been for fire

recruitment in Thorsby. If you look on
the uh website,

You can see that signs are being

changed. We actually turned uh the
intersection down here at Hanken beyond

the Treasury branch. It has to be for we

ways. So that's all fixed. And a few
other places we're starting to get

either yields or stop signs of the
streets coming out on 50th here because

they should be yield because that's a
major artery. So we're working on all

they may have to cut in. Uh everybody
that had something taken off their

property gets it back. So, if it's a
sidewalk, you won't get the blocks back.

having trouble. Um, not that they didn't
know what to do, but they they're

summer, I have been liazing with meter
[43:46]
core read the new meter installations.
Um, as of today, there are 51 meters
[43:52]
that are still remaining, of which only
27 are in the construction zone. Um the
[43:58]
remainder access, plumbing or refusal
issues which are being dealt with. Um
[44:03]
all installed meters have also been
placed in billing software. We've sent
[44:07]
multiple letters to residents rewater
replacement meeting or booking
[44:12]
deadlines. Um we've notified a couple
residents of potential water leaks. So
[44:16]
that's the one benefit of the new
software and they were very happy that
[44:22]
we called them. Um
uh we worked on financial policies and
[44:27]
bylaws. Submitted the borrowing bylaws
to the loan local loan authority for
[44:32]
dispersement September 30th barring any
court challenges which I do not foresee.
[44:38]
Um submitted all grant amendments and
applications for 2026. All have been
[44:42]
accepted. Just waiting for minister's
approval on the CCBF and that's just a
[44:46]
rubber stamp basically. um received LGFF
operating funds and that was $88,000. Um
[44:55]
received the remaining 2025 commitment
and the partial payment of 2026
[45:00]
estimated commitment from Leuke County
for the recreation agreement. Um I've
[45:05]
leazed with tax service regarding the
upcoming tax sale which is happening on
[45:10]
September 22nd I believe. Um we've uh
facilitated installation of new phones
[45:17]
due to new phone system. I submitted and
now have received um the funding for
[45:24]
FCSS for 2026.
Um meetings regarding new recycling plan
[45:29]
that rolls out October 1st and
eliminates the recycle fee on
[45:33]
residential bills. Letters went out to
residents in this month's water bills.

um letters to commercial and public
service properties regarding
[45:40]
discontinuation of recycling due to new
government program as these types of
[45:45]
properties are not eligible. They all
got letters. I asked them to contact me

them and I haven't heard from any of

[48:26]
memberships in July, we had 161 and
August 169, 12 of them being Art Expos
[48:33]
employees.
So, pretty steady numbers over the
[48:37]
summer. Our summer programs we ran for
six weeks from July 7th to August 13th
[48:43]
with over 300 kids attending. Uh most of
the programs sold out actually. Um Sam,
[48:50]
we had new summer staff this year and it
was phenomenal. It was we had a really
[48:54]
good crew so hopefully we can get him
back next year. Sam did a great job as
[48:59]
usual. Um I started working on the Chris
project which is the climate ready
[49:04]
infrastructure service program. So the
engineering company that we're working
[49:09]
with is sustain sustainable projects
group out of Calgary. It'll take about
[49:14]
eight weeks to complete. So they're
doing like a climate resiliency study on
[49:18]
our building to see how much our
building can withstand for future
[49:21]
climate you know flash floods or
different things. And then um with the
[49:27]
priority being on the roof assessment
and the building envelope um to see what
[49:31]
options are available. And then they'll
also work with us on funding. So, um,
[49:35]
help us with the federal grants that are
quite complicated. So, that's my hope
[49:40]
for our roof, uh, financing or funding.
Um, the Roving Energy Management
[49:47]
Program, which is the first one I the
first program I did, we're just wrapping
[49:52]
that up and with our $10,000 grant,
we've had um 10 smart thermostats
[49:57]
installed throughout the facility. Um,
there's still some money left in that
[50:01]
grant. So, we're looking at a couple
other options. But with the new
[50:05]
thermostats now, it's all like
controlled from my phone, like from an
[50:09]
app. There's alerts. So, if we lose
power in the night, our building
[50:14]
temperature drops, I'll be notified
directly on my cell phone. Bonus, but a
[50:19]
good thing, right? So, it's pretty neat.
So, it'll it'll be nice. We haven't
[50:25]
implemented them yet, like using them
because we're not calling for heat yet
[50:29]
in the facility. But, um, the hockey
schedule was pretty much probably 95%
[50:35]
finalized in early August and basically
we're fully booked for the whole season.

» So, still finalizing little tweaks here
and there, but uh it's it's good. Um,
[50:48]
we'll also be hosting seven hockey
tournaments this year, which is from
[50:51]
years past. Um, so I requested three
weekends from West 39 that they did not
[50:56]
book games in those weekends so I could
sell it to out of town tournaments
[51:00]
because that's where the money is. Um,
and so they sold I sold them instantly.

So it was it was great. So
should help with our revenue there and
[51:11]
West 39 was uh fine with accommodating
that. Uh, the arena floor project. So
[51:18]
we're wrapping that up. So, it's
complete chaos over at the complex right
[51:21]
now in the final stages, but boards and
glass have pretty much all been
[51:25]
installed. We're just uh the new the new
glass and netting is going to be coming
[51:30]
up putting up this end of this week. It
should be um they should be completely
[51:35]
done by next Friday at which time we'll
be start cooling our floor to build ice.

Um brine is being uh was started today
to u charge the system and we're

starting the plant either Thursday.
Still expected opening is on September

28th.
Um summer maintenance. Jenna did a great
[51:59]
job even with all the moisture and
whatnot. Um wre havoc on our grounds and
[52:05]
thank you to public works for helping
with our hay fields. It was it still is
[52:10]
a challenge right now, but it was it's
great that we were able to get your
[52:13]
help. Um, baseball bleachers. So, that
project is uh being done right now. So,
[52:20]
the um the gravel pads with borders have
been completed for the existing diamond
[52:27]
for the old diamond. We're also going to
be doing the same thing for the new
[52:31]
historic if we have enough funds. Um so
cleaning up the old set of bleachers the
[52:36]
grounds around it. So it looks really
good. We have
[52:40]
um combined the home plate will be the
big bleachers. It's I think eight rows I
[52:45]
believe eight eight rows 21 ft wide. And
then we had two small bleachers that
[52:51]
like three row bleachers. So, we moved
on to third base and first base and put
[52:55]
gravel pads around there so it just
looks nice and clean and professional.
[52:59]
So, that should be probably wrapped up
um
[53:05]
by end of next week for sure. So, yeah,
and I'm probably forgetting lots of
[53:11]
stuff, but that's the end of my report.

Hey. Um, I'm just going to quickly
mention the first thing for that isn't
[57:02]
on here. Um, and it was mostly me. I'm
not 10 hornet. What I am doing is trying
[57:09]
to say I my guys were busy, so I ended
up doing it. I spent I can't even count
[57:14]
the hours that I spent um assisting with
me core, trying to get access, trying to
[57:20]
get appointments, trying to get
whatever. Literally days and days and
[57:24]
days over the last last month. So, which
Cindy knows uh her and I together worked
[57:31]
continuously. So, that's not written
down here. I just wanted to mention it
[57:34]
because I completely forgot about it.
Soon as I thought about it, I got a
[57:38]
headache again. [laughter]
Anyway, moving on. uh monthly meter
[57:43]
readings, putting door knockers out, cut
offs, filling potholes inside the town.
[57:48]
Um Casey and Cole continue training with
Dave at the water treatment plant. And I
[57:52]
should mention uh they're both um
Casey's going for his level two. Cole is
[57:57]
going for his level one so they can
study in all their free time. Um
[58:02]
actually every morning they study a
little bit. uh assisting Somerville to
[58:06]
complete the ATO project, assisting
Pernis to complete third Avenue product
[58:12]
uh project, pardon me, dealing with
flooding in town and restoring sewage
[58:17]
and storm water overloading systems. Um
maintaining storm sewer drains during
[58:24]
heavy rains, dealing with resident
issues is ongoing. Continued equipment
[58:29]
maintenance including mowers, uh grass
cutting and trimming throughout town.
[58:34]
Um, great gravel roads throughout town
limits on the watering plants on Hank
[58:40]
and Boulevard and draftsmith maintenance
on Hanken Boulevard. Um, maintaining,
[58:46]
cutting, trimming the cemetery. Special
mention Liam. He has done a great job on
[58:53]
a very, very tough job. Um, training the
summer students. Uh, we did have pretty
[58:59]
good summer students this year. I
actually have uh no complaints about
[59:03]
them.
um fixing the brake at the river intake.
[59:07]
Huge project which is now done and we
have success in that which is awesome.
[59:13]
And uh we got our uh a new pump online
at the lift station which is which was a
[59:19]
big part of the storm sewer drain
issues. Um so we now have two pumps
[59:25]
working. They actually work in tandem
together. One turn one turns on then the
[59:29]
other takes turns turn pumps on. So
they're constantly we have two pops
[59:34]
constantly working not at the same time
but in in tandem together which is the
[59:39]
first time in from what I understand
almost 15 years that they've had two
[59:44]
bumps working at stations. Um yeah I
think that's about it. I I'm sure I'm
[59:51]

We've taken a look at all that. Um we

were talking about that today. And uh
remind me after council remind me

a matter for you Chris and I think I

solved the problem for us today. So um
nothing bad. So anyways, you'll see them

starting to fence it up today and
they're just selling all their stuff

online auction. It'll be there until
probably the end of September. But like

I said, we've got plenty of room for our
trucks to get in. I pretty much talk to

every uh trucker that's come in on that
golf station. I'm trying to point to

selfie when I'm working late. I I do my
rounds and so they're all really
[1:01:29]
pleased. I was there with a guy uh the
other night from Crow and I said, "How
[1:01:33]
long you been here?" He had a 13,000
liter try and he said, "I've been here
[1:01:38]
15 minutes. I'm half full already."

pulling water for potato farming. So,

they got to get the potatoes out of the
ground. So, we're chatting about that,

couple of things that are coming. So,

she's been very busy with the library
conversation group and uh uh food pick
[1:02:37]
updates. Uh me she's got a busy with the
247 mental health line as well.
[1:02:44]
uh she's uh busy working with the county
on the FCSS subsidized counseling
[1:02:49]
program which is awesome and the home
visitation and the parenting courses and
[1:02:53]
the food bank and the senior thrift shop
and income support emergency funding. Uh
[1:02:58]
we we found a resident uh that a couple
weeks ago. So between Brandy and I, we
[1:03:04]
got that resident some emergency
support. Um and of course home services
[1:03:08]
she's doing she does applications income
support applications with the regional
[1:03:13]
housing foundations and the one thing
she did put here she'll be working with
[1:03:16]
our CPO team and I on psychic premises
coming up in the fall we'll need mental
[1:03:20]
health support on a few we already know
that so it's going to be a long winter
[1:03:25]
but it's important we do it properly.
Uh the CPO uh is coming at the end of
[1:03:31]
the month. CPO will come at the end of
