[0:02]
Okay.
I'd like to call the meeting to order.
[0:05]
Please stand for the Pledge of
Allegiance.
[0:09]
» I pledge allegiance to the flag of the
United States of America, and to the
[0:14]
republic for which it stands, one nation
under God, indivisible, with liberty and
[0:19]
justice for all.
>> Councilman Leader?
[0:23]
Councilman Barber?
>> Here.
[0:25]
» Councilwoman Carbone?
>> Here.
[0:26]
» Councilman Brown?
>> Here.
[0:28]
» Councilman Bronson?
>> Here.
[0:30]
» Okay.
[0:34]
The first resolution is to approve the
hiring of a part-time coordinator
[0:37]
attendant at the transfer station.
And we'll bring that to the floor.
[0:42]
» I move.
[0:44]
» Do I have the name correct?
>> Yeah.
[0:47]
» So, that was uh Eugene
>> Yep, and I need a second.
[0:51]
» I second Eugene Barber.
>> Okay.
[0:55]
Whereas the transfer station
superintendent has expressed a need for
[0:58]
a part-time coordinator assistant who
has the qualifications to operate the
[1:02]
loader, and whereas the position was
advertised on the town website, at the
[1:06]
transfer station, and at the town hall,
be it resolved that after reviewing the
[1:11]
applicants, the town board of the town
of Durham approves the hiring
[1:15]
of
somebody to begin work as of Saturday,
[1:18]
July 25th, 2026 at a rate consistent
with the union contract rate for that
[1:23]
position.
And that is um I think $22.75.
[1:28]
I have this one and take away the name
of it.
[1:31]
» No, no.
That's a lot of people
[1:35]
in the waiting interested in the
meeting.
[1:37]
» This is um
>> Should the resolution specify how many
[1:41]
hours a week we're hiring them for?
>> Um
[1:44]
» Cuz I think we talked about it. 16
Saturday.
[1:48]
Just Saturday and Sunday.
>> Yes. Not Wednesday, just Saturday and
[1:51]
Sunday. Okay.
That's what I said.
[1:54]
So, we could Yeah, like most Saturdays
and Sundays.
[1:57]
Do you want to add that to the
resolution?
[2:00]
yeah.
[2:02]
Um
On the first sentence, I guess, has
[2:07]
expressed a need for a part-time per
diem assistant that has the
[2:10]
qualification qualifications separate
the loader.
[2:13]
» Or maybe we could put it under the
resolved.
[2:18]
Yeah, I think it should be in the
resolved. So
[2:20]
in fact, you could just add it to the
end of the sentence and say for that
[2:24]
position.
[2:27]
» Work week will be Saturday and Sunday.
>> And and my reasoning for that is that
[2:33]
Wednesday's the loader is not there. So
I'm using that.
[2:37]
So that would save They use the loader
during the week for
[2:41]
the pit stuff. Okay, that's the reason
behind it.
[2:44]
» Work week will be Saturday and Sunday,
transfer station operating hours.
[2:54]
Two days a week.
>> Yes, two days a week. Wednesday's we're
[2:56]
using the loader
before they tend to that or they're
[2:59]
using it. So there's really no sense to
that.
[3:02]
» And and you know what, you might want to
add
[3:05]
in Wednesdays as needed in case you want
to take a day off.
[3:10]
That's true.
>> And Wednesday as
[3:15]
» I I I tried to find somebody just to
even ask for the year.
[3:20]
» I know they don't want to work weekends.
But he's willing to and I do believe
[3:24]
that there are some certain weekends you
might want to check with him that he
[3:27]
might be willing to
>> I have I have and I have talked with Pat
[3:30]
and he said he doesn't have any
problems.
[3:32]
» Yeah.
>> The rest of work week.
[3:35]
» Yeah.
This? Yeah. Okay, so the applicant is
[3:39]
Jeffrey Atlee. He's worked here before
for the highway garage. Um
[3:45]
he certified to run the loader. He has a
CDL.
[3:49]
» Does he want to see it?
>> You can see it if you can send it.
[3:54]
He can work the grade.
the bucket loader, but I feel only need
[3:57]
the loader right there.
You sure, right?
[4:01]
Yeah.
>> Yeah, there's no problem there.
[4:04]
You can fire him if you want.
>> Mhm.
[4:07]
» So, I didn't think he'd want to work
again.
[4:09]
» I tried to get him to come back to the
highway department.
[4:12]
» Yeah, he didn't want to plow. He didn't
want to plow.
[4:14]
Yeah, he didn't want to plow. I already
asked him.
[4:17]
» [laughter]
[4:20]
» Okay, so is there any you want to see
this summer?
[4:22]
» This is only for the summer, too, right?
>> Yeah, this is just for the summer.
[4:25]
» Till fall.
Till grass, man.
[4:28]
» Uh we probably ought to say that.
>> Yeah, well, yeah. Well, well, I suppose
[4:32]
we can
>> Um
[4:36]
Okay, well, that money is going to run
out.
[4:38]
» So, that money will run out. Yeah, we
had that allocated.
[4:41]
» In in in addition to what we just wrote
in the results section, maybe we should
[4:46]
say
for the term
[4:49]
or for the duration of the summer until
whatever date Right. Whatever date he's
[4:54]
going to pick.
[5:00]
» Cuz the money we allocated
[5:05]
» Yeah, it depends on how many um
Yeah.
[5:08]
Um how about in keeping with the
budgeted amount?
[5:11]
You know, because there's there's uh
there's almost 5,000. I think it's 4,800
[5:15]
left in that budget, which if he was
working Wednesday, Thursday, and Friday,
[5:19]
the whole time, you know, he wouldn't
even run out of money by the week of
[5:23]
September.
So, if he's not going to do Wednesday,
[5:26]
» No, I I really don't know.
>> he can go further into the month. So,
[5:29]
I'm thinking till the money runs out.
>> [cough]
[5:31]
» However,
for the duration of the [clears throat]
[5:33]
summer,
[5:36]
commencing at the completion of the
budgeted amount. Say something like
[5:40]
that.
>> Not not commencing.
[5:42]
Ending.
>> Which I mean
[5:45]
» And you you mean ending.
>> For the duration of the summer.
[5:50]
Okay.
>> Once you've consumed the budget.
[5:54]
» Whenever the money goes out.
>> [cough]
[5:56]
» Because that would bring them into fall
because you do still have the people
[5:59]
coming up your town.
>> Oh, yeah.
[6:01]
» They'll come right up until first snow.
I've been watching my receipts
[6:07]
for the last 2 years and even January,
February, March were usually slow right
[6:12]
up
all you know
[6:14]
people.
And I think more of
[6:24]
» How about not to exceed not to exceed
budget amount.
[6:28]
» Yeah.
[6:37]
» And if you want Cynthia, I can type this
into [clears throat] this and send it to
[6:41]
you in a Word document so you have the
full thing.
[6:45]
» So we'll put Jeff's name in the on the
blank there.
[6:47]
» Yeah, we'll put Jeffrey
acronym.
[6:54]
Okay.
And I'll do that. I'll type his name in
[6:57]
there.
>> Thank you.
[6:58]
» Okay.
[7:00]
Okay.
>> Any other discussion that you want to
[7:04]
have before we vote?
>> Okay. All in favor say aye.
[7:07]
» Aye.
[7:19]
» Second resolution is to approve the
submission of the RFP seeking proposals
[7:24]
for feasibility study and construction
costs for
[7:27]
50 by 80 pavilion.
Someone want to bring this to the floor?
[7:31]
» I will.
>> Yeah, done. And then add you to be
[7:35]
second.
Okay.
[7:38]
Um
So, Warren County Planning
[7:43]
has been helping work on this proposal.
They've done the majority of the work on
[7:47]
this as far as all the wording.
I've also gotten Well, it's all on the
[7:51]
thing. I'll read it and then we'll
move both from there.
[7:54]
Whereas the Town of Thurman is the
recipient of the Smart Road Grant in the
[7:58]
amount of $35,000 for the purpose of
hiring an engineer to complete a
[8:02]
feasibility study which would include
the design and estimated costs as well
[8:07]
as ABA compliance requirements and
provide a document that can assist the
[8:11]
town in obtaining grant funding for the
implementation of the project. And
[8:15]
whereas an RFP has been completed with
the assistance of the Warren County
[8:18]
Planning Department, Warren County
Purchasing Department, and various
[8:22]
professionals at the Department of
Environmental Conservation, Division of
[8:26]
Lands and Forests.
And whereas this grant requires
[8:29]
submission to New York State certified
minority and women-owned business
[8:33]
enterprises as well as New York State
certified service-disabled veterans, be
[8:38]
it resolved that the Town Board of the
Town of Thurman approves the submission
[8:41]
of an RFP seeking proposals from MWBE
and SDVOB qualified engineers.
[8:50]
Okay? And then you have
I think it's like 15 or 18 pages of this
[8:54]
proposal.
So, I need board approval before I can
[8:57]
send this out to all of the
minority and women-owned businesses and
[9:03]
disabled vets that are on the list that
I get from these
[9:07]
organizations.
>> So, in your resolution, I think this
[9:13]
sentence it something doesn't make
sense. It said would include a design
[9:17]
and estimated costs. I mean, when you're
talking about estimated cost estimated
[9:22]
cost [clears throat] of what?
Cuz this is this is the design. You're
[9:25]
you're hiring the engineer and
it's for you
[9:29]
you're contracting for engineering
services.
[9:33]
What estimated costs are we talking
about?
[9:35]
» The estimated costs for build for
whatever they decide as far as what it's
[9:39]
going to cost for the whole project. For
the pavilion itself, for the ADA
[9:43]
compliancy,
anything else that we
[9:46]
» So, you you're talking about
to prepare a cost estimate.
[9:49]
» Yes.
>> Okay, then I think we need to rewrite
[9:52]
this.
So, feasibility study which would
[9:57]
um
include
[10:01]
» They're going to design Well, they're
not going to build it, but they're going
[10:03]
to design it.
[10:06]
» I would say it would include the
necessary design documents
[10:10]
and
an engineering cost estimate.
[10:16]
» An engineering cost estimate? Well,
>> Or an engineer's cost estimate.
[10:24]
I mean,
to say estimated cost, I mean, it's
[10:27]
confusing the way cuz that doesn't say
what you mean.
[10:32]
It's not
saying what you're intending it to say.
[10:37]
I hate to be picky about it, but it it's
not grammatically correct.
[10:42]
» All right, so it would include the
necessary design
[10:46]
and
engineered cost estimate? Isn't that
[10:50]
sort of the same?
[10:54]
» Estimated cost makes it sound like the
estimated cost to build it or I mean,
[11:00]
the
>> It would be
[11:02]
» I didn't say that right. Um
[11:08]
Tell you what, just make it say
estimated cost of construction.
[11:12]
» Okay.
[11:15]
» Just take the S off and say of
construction afterwards.
[11:18]
» All right, that's fine. That works for
which would include the necessary design
[11:23]
and estimated cost of construction. Mhm.
Okay.
[11:35]
» Did you get that?
>> I'll type it in for her anyway. I always
[11:39]
fix it in I always If anything changes,
I do it in Word so she has it to copy
[11:43]
and paste for the minutes. Yeah.
[11:48]
Right.
>> Um I just have one question about the
[11:52]
what we're talking about here. How did
we arrive at this size that you like?
[11:57]
» Um to fit the to fit the ice rink in
side of it with room.
[12:03]
I think it would be like
40 by 65 is the ice rink. So, we'd have
[12:08]
about a few feet around the edges of the
ice rink.
[12:11]
» So, the ice rink that we have is
[snorts]
[12:15]
it's just a recreational ice rink. It's
not
[12:18]
it's not like a regulation hockey size
or a
[12:21]
» hockey size.
It's 40 by 65.
[12:27]
» Regulation hockey is a lot
>> Well, it came with it came with hockey
[12:32]
uh
goalie things and stuff.
[12:35]
» I think that's just
for kids to play. I mean, it's not it's
[12:40]
not a whole
competitive size ice rink. Competitive
[12:43]
size ice rink is way bigger.
>> Well, our ice rink I think is 40 by 65.
[12:48]
» Yeah.
Okay.
[12:49]
» So, that left me about 5 ft because of
the pillar the way the pillars will take
[12:53]
up space on the concrete.
So, we need
[12:57]
a little bit bigger than what that would
be.
[13:02]
» I mean,
I just want to make sure that
[13:05]
what we're building is going to suit the
intent that you're trying to go for
[13:10]
because it sounds like from what you've
said before that you want to bring
[13:14]
people to town.
>> Right.
[13:16]
» To rent space or to rent ice time?
>> Well, not just that like but we could
[13:21]
have flea market up there or self-serve
coffee could be up there. They'll have a
[13:25]
dance floor area there.
>> And those things are all like you can
[13:28]
make it of
you can make it any size you want those
[13:31]
things. But when you start talking about
something like hockey
[13:35]
the ice rinks are specific sizes.
Regulation size is the one that we had.
[13:40]
» Right. Rather than do a regulation
>> Yes.
[13:43]
» This this is just
>> Well, we got we got to go a little bit
[13:45]
bigger than what we had.
>> Yeah.
[13:48]
Well, because the pillars are right in
front of them.
[13:52]
» The people
most of the people go to the time and
[13:56]
Zachary they want to sit on the same
platform with the band with no walls in
[14:01]
front.
>> Mhm.
[14:02]
» And this would be perfect. And that's
about the average size that the other
[14:07]
» Yeah.
>> And that's about what we could deal with
[14:10]
up there and what we don't you know.
>> Well, see we
[14:13]
we've always had our regular pavilion
plus the white tent. When you add up
[14:18]
that square footage it's it's pretty
large.
[14:21]
» So,
I guess what I'm what I'm going with
[14:23]
this is
what I'm
[14:26]
» [clears throat]
>> is rather than
[14:28]
specify and tell the engineer this is
the size we want have him evaluate what
[14:33]
we're trying to do and tell us what size
fits our needs.
[14:37]
» Mhm.
>> Because maybe he'll come back and say,
[14:40]
"Well, it really should be 60 by 100." I
don't know.
[14:45]
» Yeah.
>> You know, we're we're we're dictating
[14:48]
the size that we don't even know if that
size is right because having only 5 ft
[14:53]
around the sides
if you're going to have
[14:56]
like spectators parents coming to watch
a hockey game
[15:00]
they don't usually just stand around the
boards and having only 5 ft doesn't
[15:04]
leave much room for people to stand
around it. So,
[15:07]
ultimately you may end up wanting a
different size rink than what you're
[15:11]
specifying. And if you lock the engineer
into it and he designs this and then
[15:15]
later on we go, "Man, that didn't really
work."
[15:18]
You might want something different.
>> In section two though it does say
[15:23]
approximately.
It says approximately 50 by 80.
[15:27]
It says 50, actually. Yeah. 50 by 80,
approximately. So, I mean, that's up for
[15:32]
discussion when they
>> Okay.
[15:35]
» We're limited to what you can actually
build up there for the distance of
[15:39]
property.
[15:46]
» Yeah, I just don't want to see him walk
into something
[15:50]
It's all the money we have or something
that
[15:52]
cuz that's all we wanted, whatever.
>> Yeah.
[15:54]
» I mean, it should be.
[15:57]
» We we can
We can make anything happen.
[16:02]
» What is the figure approximately 50 by
80?
[16:05]
» Yeah, that's what it says in the It says
approximately in the RFP.
[16:11]
I'll tell you, I don't know how those
>> Well, the notice questionnaire says
[16:14]
processing for 50 by 80.
>> No, it doesn't say it on this page.
[16:20]
» Yeah.
>> Should be soon. But, I can add that.
[16:23]
» I I would That would be my
recommendation is to to make it
[16:29]
» Okay, I can do that.
[16:35]
» Yeah, but you don't want it bigger.
Always go bigger.
[16:38]
» Always go bigger. No, I don't know. 50
by 80, I mean, we measured it up there.
[16:42]
Yeah, it's a pretty good size.
>> It'll be tight. It'll be tight. It'll be
[16:44]
tight.
Piece of ground we have 80 ft.
[16:48]
Yeah. Everything I've ever built needs
to be bigger.
[16:51]
» [laughter]
>> I'm telling you, it's just it's just the
[16:54]
way things work.
[16:57]
» And no one ever wants to go smaller.
>> No.
[17:00]
» Yeah.
>> So. It's pretty much
[17:04]
» I think my requirement is I need to have
at least 60% of it from a minority
[17:09]
women-owned business [snorts] and then
6% from disabled veterans. So, we'll
[17:13]
have to send this out to every single
the on the list, no matter where they
[17:16]
are in the state.
It's quite a bit of people.
[17:19]
Um we went through that one.
[17:23]
But we do have some local.
>> Yeah. Yeah, yeah. Do you see them there?
[17:30]
» Who was it?
[17:37]
Oh.
Oh, yeah. You had told me about that.
[17:40]
Yeah.
[17:45]
Okay. Is there any other discussion on
it?
[17:48]
Okay. All in favor, say aye.
>> Aye.
[17:55]
» Um
I did, when I went down to my county
[17:59]
meeting,
[18:05]
Okay. There are two bills here. One is
Packerland.
[18:09]
They came in. They're from when the
paving was done back in June. One is
[18:13]
from May.
Um they didn't get paid with the last
[18:18]
come on
meeting. And Pat needs these to
[18:23]
file for chips. I think it's due August
8th.
[18:26]
So there won't be enough time to wait to
pay them. So these are the bills. So
[18:30]
they're small. They're 1,245.
And then this other one is for Mike
[18:35]
Tobin.
And what happened here is
[18:40]
for some reason Microsoft 365, which is
our email and the word
[18:45]
word and excel and all that,
wasn't taking my credit card. So Mike
[18:49]
Tobin put it on his personal card
to get to keep us running cuz they had
[18:54]
to shut our email down for a bit.
Um and I want to reimburse him as quick
[18:58]
as possible.
So I have a resolution.
[19:02]
I'll have to do it to the floor, but um
just to approve these two bills to be
[19:07]
paid.
>> So those are ones that we're adding to a
[19:10]
previous abstract? What are these?
>> This is This is the next abstract. It's
[19:14]
abstract eight. It's our August
abstract, but this allowing me to pay it
[19:18]
now instead of waiting for the meeting.
Like a prepayment like these up here.
[19:23]
» Okay.
>> And they're listed on here.
[19:27]
So.
>> So, you want to
[19:30]
state a resolution for it?
>> Yeah.
[19:32]
Resolution to approve
two invoices from abstract eight for
[19:37]
Peckham and Malcolm
>> in the amount of
[19:41]
» Yeah, in the amount of
Peckham is in the amount of $247.10
[19:47]
and $998.12.
[19:51]
Malcolm is $311.64.
[19:56]
And I'll take this over for you,
Cynthia.
[19:59]
» Thank you, ma'am.
>> Yeah.
[20:02]
Okay.
>> So, that's the resolution. I'll make the
[20:05]
motion.
>> Second.
[20:20]
» Okay.
All in favor, say aye.
[20:23]
» Aye.
>> Any opposed?
[20:29]
And then
the discussion item I have is when I was
[20:33]
at the county
I was talking to Evan Garrett about our
[20:38]
cemetery situation.
Ethan Garrett from county planning was
[20:41]
there, and he said that they do
they do cemetery planning like what we
[20:46]
need done. So, yesterday I had meetings
again. I brought a copy of the
[20:53]
cemetery plot that we had done already,
the survey that we had already received,
[20:58]
and I brought it down there, and real
property scanned it in. He's going to
[21:01]
send it to Ethan, and I'll find out if
they can help us planning cemetery. He
[21:06]
said that they it.
>> Okay. So, along those lines, I did call
[21:12]
Don Barrow. Spoke to him. He said they
have all the field work done. He
[21:16]
apologized profusely for not wrapping
this up. He said that he would pull up
[21:20]
that afternoon and talk to his guys and
that he will be sending me something.
[21:25]
» Oh.
>> He indicated like within a day or two,
[21:29]
but it's been more than that. So, I If I
don't hear something by early next week,
[21:32]
I will call him again.
But, he he knows that it's long overdue.
[21:37]
He knows he's got to get it done. He is
He's committed to getting it done. So,
[21:43]
I'll give him another week or so and
if he doesn't get it done, I'll just
[21:48]
call somebody.
>> Okay.
[21:52]
Yeah.
They're all busy. Yeah, exactly.
[21:58]

[22:15]
Anybody? plant that it was closing.
>> I heard that rumor. I Maybe it's just a
[22:20]

heard the rumor about
[22:24]
Finch shutting down.
>> I don't
[22:26]
know. The only thing I've heard is Finch
buying it.
[22:28]
» Yeah. Yeah.
>> They're not closing. They're just not
[22:31]
buying. So, it's still open.
>> Yep.
[22:39]
Okay. So, do you want to let Jeff know
>> Yeah, I'll tell him.
[22:45]
» Great. Thank you. I appreciate it. I
appreciate you.
[22:48]
» Do you need him to fill out paperwork or
is he already an employee? So,
[22:51]
» He's been an employee and I just got to
make sure he doesn't want to change
[22:55]
anything, but yeah, all I had to fill
out was an application. That's what
[22:59]
So, but he's been
Yeah, if he wants anything again,
[23:06]
Yeah.
[23:17]
Yeah.
Yeah, somebody ordered
[23:21]
Yeah.
Thank you.
[23:25]
And be good.
[23:30]
I like that.
>> [snorts]
[23:33]
» He'll work till the money runs out.
That's how long he'll work.
[23:40]
When does that start? Remember though,
right?
[23:43]

All right, well, we know.
[23:49]
That's when you're gone.
Okay.
[23:52]
