[7:37]
» Call to order. Roll call, please.
>> Mr. Joyce,
[7:40]
» present.
>> Mrs. UAS, Mrs. Hardwick,
[7:44]
» Mrs. Mara,
Mrs. Mr. Conrad,
[7:47]
» present,
>> and Mr. Thompson is absent.
[7:55]
Okay. Uh, next public comment. Anyone
wish to make a public comment,
[8:01]
» please.
[8:12]
» Thank you.
[8:18]
» My name is Debbie King and I live at 43
East Shore Boulevard.
[8:22]
Um,
[8:27]
I had a couple of questions
[8:31]
the other day I I mentioned to Gary Gray
is not here yet or maybe not coming. I
[8:37]
don't know. But anyhow, um about two
things about the boat in the yard
[8:44]
um
[8:48]
that's not supposed to be there and it's
been there for a long time. I haven't
[8:52]
said anything to him, but um I did
mention it to him and he said he doesn't
[8:57]
do anything about it until somebody
mentions it to him. So I thought, okay,
[9:02]
well, I'm mentioning it. I I also
mentioned to him about
[9:08]
witchbo
ver.
[9:14]
Okay. Um
anyhow, so then I also I said, "Well,
[9:21]
while we're at it," and then I told him
about um I mentioned the perpetual
[9:26]
garage sale going on at um
Oh, his name escapes me right now. My my
[9:36]
um
>> dress,
[9:39]
» it's right on the corner. It's um
shoot I can't believe I forgot his name
[9:47]
right now.
[9:50]
Okay. But it's a perpetual I mean you
all know it. Everybody sees it every
[9:55]
day.
He's always got stuff out there and he's
[9:59]
got for sale signs up there right now
and he has had for quite a while with
[10:04]
these two bikes. Um but he's always got
something out there. Um, so I'd like
[10:11]
some It just looks like
It just looks terrible, I think.
[10:18]
Um,
yeah. And that's it. And if somebody
[10:24]
could re review
for us and it'll get in the Timberlake
[10:30]
Times then what the um
[10:35]
the burning
uh what we're allowed to burn and not
[10:41]
burn, you know, it's against like I
think the state of Ohio.
[10:47]
» Yes, I would like it in there. Yeah.
>> Okay.
[10:52]
because um yeah, I tried to warn not
warn but I tried to teach a new resident
[10:59]
that and I don't think she believed me
at all.
[11:03]
So I thought, okay, well, I'll bring it
up here and maybe it'll get in the
[11:07]
Timberlake Times, but yes, if you could
put that in the Timberlake Times just I
[11:12]
know it's the towards the end of burning
season, but
[11:18]
» Well, that's true. That's true, too. I
mean, those are
[11:25]
more time than August because usually we
don't have a July council meeting. So we
[11:29]
don't have a July we don't have an
August um times. Did I wrong?
[11:34]
» Thank you.
>> August we'll get in the next times.
[11:37]
» That's that would be that would be our
next issue out. Thank you.
[11:42]
» Thank you. Especially down on the beach.
>> Yes.
[11:45]
» If that could be added in there. All
right. Thank you.
[11:49]
» Any other public comment?
Okay, thank you. Uh, next I just want to
[11:55]
make a few comments on we had a very
successful parade and uh, family fun
[11:59]
days. Uh, a lot of everyone enjoyed
themselves a lot. The police department
[12:04]
did a tremendous job mingling with the
residents and the children and they had
[12:08]
a dunk tank. They all had fun and we had
our police dog, our K9 there and uh, it
[12:14]
was it was great to see them and he was
doing demonstrations. So and then all
[12:18]
the all our council were there involved
in cooking and doing other things and we
[12:22]
had uh again just everyone in pitching
had a great time. So uh just want to say
[12:26]
that you know it was a great time for
everyone. U
[12:30]
let's get on to the reading and
disposition of the minutes.
[12:36]
» Several officers actually see you missed
it. There's some videos out there
[12:41]
because you you know when you take
pictures, at least I like to.
[12:45]
[laughter]
>> It looked to me like anybody who wanted
[12:48]
to volunteer,
>> correct,
[12:49]
» could sit there and
[12:53]
» actually was
and they and they did them wrong
[12:57]
actually. They filled it up completely
and then he shot him with a hose as
[13:00]
well. So, uh he got it really like
twice.
[13:05]
» Okay. Uh, do I have do I have a motion
to approve the regular council meeting
[13:10]
of June 16, 2026, please?
>> Smart makes a motion. I'll
[13:14]
» second.
>> Mr. Joyce seconds.
[13:17]
Uh, any corrections or errors?
Discussion. Roll call, please.
[13:22]
» Mr. Joyce.
>> Hi.
[13:23]
» Mrs. Us.
>> Hi.
[13:24]
» Mrs. Hard.
>> Hi.
[13:26]
» Mrs. Mara.
>> Mr. Conrad.
[13:28]
» I.
>> Thank you. Do I have a motion to approve
[13:29]
the special council meeting minutes of
July 30th, 2026? Please.
[13:33]
» Some move.
>> Mr. Con makes a motion.
[13:37]
» I'll second.
>> Mr. Joyce seconds. Any corrections,
[13:40]
discussion on it? Unheard. Roll call,
please.
[13:44]
» Mr. Joyce.
>> Hi.
[13:45]
» Mrs. US. Mrs. Hardwick.
>> Hi.
[13:47]
» Mrs. Mura. Hi. Mr. Conrad.
>> Hi.
[13:51]
» Thank you. Next, we can move on to
legislation. Resolution 2026-29.
[13:58]
First reading, a resolution authorizing
the mayor to hire officer Michael
[14:01]
DeMarco as a part-time patrolman for the
Timberlake Village Police Department and
[14:05]
declare an emergency. I have a motion to
suspend the rules.
[14:10]
» Mr. Mar makes a motion.
>> I'll second the motion.
[14:15]
» This is hard.
Roll call, please.
[14:20]
» Mr. Joyce,
>> hi.
[14:21]
» Mrs. Us. Mrs. Hardwick.
>> Hi.
[14:23]
» Mrs. Mara, Mr. Conrad.
>> Hi.
[14:26]
» Thank you. Next, I have a motion to
adopt resolution 2026-29.
[14:30]
Please
>> make a motion.
[14:32]
» SM makes a motion.
>> I'll second.
[14:35]
» Mrs. Hardwood seconds. Chief, discussion
on it. Discussion. I've I've known uh he
[14:42]
actually reported to me about eight
years ago when I was a sergeant for
[14:45]
another agency. He reported for me uh
then he was actually a former Timberlake
[14:48]
officer as well. So, he's kind of coming
back home to Timberlake. Um definitely
[14:54]
eager to work. And one of the great
things is he only lives about 15 blocks
[14:58]
down the way west of here. So we have
another officer close. Yes. Uh so you'll
[15:04]
see him at the hall for many events
coming up, Cindy. So you can blame him.
[15:07]
» Uh so he's already on the list for that.
Uh I think it'll be a great addition.
[15:12]
He's looking forward there. Comes with a
lot of experience. Very proactive
[15:15]
officer. Uh so another officer that will
be out there uh working the streets.
[15:21]
» Okay, great. Thank you. Roll call,
please. Mr. Joyce, hi.
[15:25]
» Mrs. US, Mrs. Hardwick, Mrs. Mura, Mr.
Conrad,
[15:29]
» hi.
>> Next. Resolution 2026-30,
[15:33]
resolution authorizing the mayor to hire
officer Jeremy Jassenic as part-time
[15:38]
patrolman for the Timberlake Village
Police Department and declare an
[15:41]
emergency. I have a motion to suspend
the rules, please.
[15:45]
» So moved.
>> Mr. Joyce makes a motion.
[15:47]
» Second.
>> Mrs. UA seconds. Roll call, please.
[15:52]
» Mr. Joyce.
>> Hi.
[15:53]
» Mrs. Zos.
>> Hi,
[15:54]
» Mrs. Hardwick.
>> Hi,
[15:55]
» Mrs. Mara. Hi,
>> Mr. Conrad.
[15:57]
» Hi.
>> Thank you. Do I have a motion to adopt
[15:59]
resolution 2026-30, please?
>> Makes a motion.
[16:04]
» Second.
>> Mr. Conrad seconds. Chief,
[16:08]
» this was this I'll try to be short on
this one. Uh, let's see. He started in
[16:12]
the United States Marine Corps, so he
separ uh retired from the uh Maple
[16:17]
Heights Police Department as a
lieutenant and has been around in law
[16:20]
enforcement for 32 plus years. has a ton
of experience. Uh so bringing that
[16:25]
in-depth knowledge to help train these
young officers. Great addition when he
[16:30]
reached out I said absolutely. So when
can you start? So looking forward to
[16:34]
have joined the team.
>> Great. Thank you.
[16:37]
» Thank you for your service.
>> Roll call, please.
[16:41]
» Mr. Joyce.
>> Hi.
[16:42]
» Mrs. US.
>> Hi.
[16:43]
» Mrs. Hardwick.
>> Hi.
[16:44]
» Mrs. Mura. Hi.
>> Mr. Conrad.
[16:46]
» Hi.
[16:49]
Uh, next resolution 2026-31.
Resolution authorizing the mayor to hire
[16:55]
officer Jordan Phillips Taylor as
part-time patrolman for the Timberlake
[16:59]
Village Police Department and declared
emergency. Do I have a motion to suspend
[17:02]
the rules, please?
>> So moved. Mr. Joyce makes the motion.
[17:07]
» Second.
>> Mr. House second. Roll call, please.
[17:11]
» Mr. Joyce.
>> I.
[17:12]
» Mrs. US.
>> Hi.
[17:13]
» Mrs. Hardwick. Mrs. Mara. Mr. Conrad.
>> Hi.
[17:18]
» Thank you. Do I have a motion to adopt
resolution 2026-31,
[17:22]
please?
>> Spire makes a motion.
[17:25]
» Second.
>> Mrs. Uh seconds.
[17:28]
» Chief.
>> So Jordan, I'm going to blame uh
[17:32]
Sergeant Lawrence if if there's any
issues. So I'll just do it that way. But
[17:36]
uh Jordan has actually been a police
officer in the state of Illinois,
[17:39]
Indiana, and now in Ohio. Uh he actually
is not only a DR, but he's actually a DR
[17:45]
instructor. uh so let's just go up the
notch even far farther than that has a
[17:50]
lot of knowledge in uh different certi
certifications comes with a wealth of
[17:54]
knowledge to us as well so uh again
someone that's going to bring a lot of
[17:59]
uh experience and education and some
ideas to the department so we're looking
[18:05]
at three strong candidates tonight to
come bring them onto the department and
[18:08]
help us make us even a better department
than we already are
[18:12]
» you live here now though you're not
going to be computing [laughter]
[18:15]
I Are you starting to work your way to
Pennsylvania or
[18:18]
» Yeah, that's that's next year. No,
[laughter]
[18:22]
no, hopefully not. No, I'm kidding. I'm
kidding.
[18:25]
» Okay, roll call, please.
>> Mr. Joyce,
[18:28]
» hi.
>> Mrs. Us.
[18:29]
» Hi,
>> Mrs. Hardwick. Mrs. Mara, Mr. Conrad,
[18:33]
» I
>> thank you. Next resolution 2026-32.
[18:38]
Resolution amending the permanent
appropriations for the village of
[18:41]
Timberlake, Ohio for the year 2026 and
declare an emergency. I have a motion to
[18:45]
suspend the rules, please. SMAR makes a
motion.
[18:48]
» I'll second.
>> Mr. Joyce seconds. Roll call, please.
[18:52]
» Mr. Joyce, Mrs. US, Mrs. Hardwick.
>> Hi,
[18:55]
» Mr. Mura.
>> Mr. Conrad.
[18:58]
» Hi.
>> Thank you. Do I have a motion to adopt
[19:02]
resolution 2026-32,
please?
[19:05]
» Motion.
>> Makes a motion.
[19:09]
» I'll second.
>> Joy seconds. Discussion.
[19:13]
Uh so we just have some adjustments for
our 2026 appropriations.
[19:19]
Um we will need to add funds to line
item uh in the general fund payment to
[19:25]
another political subdivision from
22,000 to 97,000.
[19:29]
And this is to provide funds for
citation fees for the traffic cameras.
[19:33]
This is an estimate uh for the rest of
the year. So we may need to adjust that
[19:38]
depending how things go. And then also
um second item contractual services in
[19:44]
the police department is u we're
increasing that from $8,000 to $28,000
[19:50]
and this is for the retainer um due to
due to targeting targeting solutions per
[19:55]
the contract that we agreed uh with you
know our contract we signed with them.
[20:00]
So that's part of the agreement. There's
there's a retainer. So
[20:06]
» Okay. Thank you. Roll call working on
that.
[20:11]
U Mr. Joyce.
>> Hi,
[20:13]
» Mrs. Yas.
>> Hi,
[20:14]
» Mrs. Hardwick.
>> Hi,
[20:16]
» Mrs. Mura. And Mr. Conra.
>> Hi.
[20:20]
» Thank you. Next is resolution 2026-33.
A resolution authorizes fiscal officer
[20:26]
to advance 40,000 41,1404140
[20:33]
from the general fund 1,000 the sidewalk
construction fund 4202 and declare an
[20:38]
emergency motion to suspend rules.
>> Mr. Conway makes a motion.
[20:45]
» Second house seconds. Roll call, please.
>> Mr. Joyce.
[20:50]
» Hi.
>> Mrs. US, Mrs. Hardwick. Mrs. Mara and
[20:54]
Mr. Conrad.
>> Hi.
[20:56]
» Thank you. Do I have a motion to adopt
resolution 2026-33,
[21:00]
please?
>> So second makes a motion. Mr. Conrad
[21:04]
seconds. Discussion on this.
>> Um, so this is these are additional
[21:08]
funds for um engineering uh fees. Um
there's a we received an invoice from
[21:16]
ODOT. I think it was for that exact
amount. And that's um for to continue
[21:21]
the project um well to keep going uh
efficiently. Yeah. So,
[21:26]
» it's essentially a retainer of our local
chair uh for the contract mount put out
[21:30]
engineering amount construction uh the
safety sidewalk on Lake Boulevard
[21:37]
just a piece of document contract with
them terms and then forwarding
[21:43]
» $41,000
with anticipation of getting that
[21:47]
reimburseed by submit.
>> Okay.
[21:53]
Thank you. Roll call, please.
>> Mr. Joyce,
[21:56]
» hi.
>> Mrs. US, Mrs. Hardwick, Mrs. Mara, and
[22:00]
Mr. Conra.
>> I think we're going to swear on our new
[22:04]
officer's neck before we continue with
legislation.
[22:09]
» Let's go with Jeremy first.
[22:23]
» Yes.
[22:26]
Me too. Look smart.
[22:31]
So I'm saying wear glasses before you
[22:56]
hear me just silence. Silence.
I was defense.
[23:44]
There's some paperwork.
[24:10]
Yeah, that's
Thank you.
[24:16]
Hello.
[24:43]
United States of States.
[24:48]
state of Ohio.
[25:12]
Okay.
[25:36]
This is your one chance too.
[25:44]
Sweet.
[26:14]
signatures.
[26:47]
Thank you.
[27:00]
You sure?
[28:34]
pieces right here.
[28:59]
Yes.
[29:02]
» There you go. See, doing the research.
>> Oh, okay. I was like, you're Google pass
[29:08]
on Google today. Look.
>> Thanks.
[29:16]
» All right. We'll keep your seat warm.
[29:24]
» Okay.
[29:31]
Resolution 2026-34.
[29:35]
Final resolution enacted by the village
of Timberlake, Ohio, herein referred to
[29:40]
as legislative authority local public
agency or LPA in the matter of the
[29:45]
stated described project.
Quote, C4 resolution text attached. This
[29:51]
is the state standard template and we
must use the same language for
[29:55]
compliance purposes. Close parenthesis.
I have a motion to suspend three reading
[30:01]
rule. Please
>> move
[30:04]
makes a motion.
>> A second.
[30:06]
» Mrs. Mar seconds. Roll call, please.
[30:13]
» Mr. Joyce.
>> Yes. [laughter]
[30:18]
» Mrs.
>> Hi,
[30:19]
» Mrs. Hardwick. Mrs. Mara.
>> Hi.
[30:22]
» Mr. Conrad.
>> I.
[30:24]
» Thank you. Do I have a motion to adopt
resolution 2026-34,
[30:29]
please?
>> So moved.
[30:30]
» Mr. Conrad makes a motion.
>> Second.
[30:32]
» This is Mar seconds discussion on this.
>> Yeah, this is pretty standard contract
[30:36]
boiler plate language g us by ODOT
signing off the next phase of the word
[30:44]
of the general provisions and if it
costs more than 41,000 we're in the hook
[30:50]
for that. It's calculated based off of
the detailed design and engineering
[30:55]
work. So it's just a follow on to the
appropriation they've already made.
[31:01]
And there is a way to change it, but I
don't think Mr. Harrison suggested any
[31:05]
changes to it.
[31:11]
» Yes, they do. If there is a path you get
any heartburn at a later date, let me
[31:16]
know.
>> Okay. Thank you. All right. Roll call,
[31:19]
please.
>> Mr. Joyce. Hi.
[31:21]
» Mrs. US. Hi.
>> Mrs. Hardwick. Hi.
[31:24]
» Mrs. Mara. Hi.
>> Mr. Conra. Hi. Thank you. Next ordinance
[31:30]
03-2026
third reading an ordinance enacting a
[31:35]
moratorum on the acceptance and approval
of applications for data centers within
[31:39]
the building Timberlake and declared
emergency. I have a motion to adopt
[31:43]
ordinance number 03-2026.
Please
[31:46]
» make a motion. Second,
I made a motion. Mrs. Mar second
[31:54]
discussion on this
[31:59]
none heard. Roll call please.
>> Mr. Joyce.
[32:03]
» Hi.
>> Mrs. US. Mrs. Hardwick. Mrs. Amara.
[32:07]
» Hi.
>> Mr. Conrad.
[32:08]
» Hi.
>> Thank you. Next reports I just want to
[32:13]
report today we had a tax hearing uh at
the auditor's office.
[32:20]
So we met they they go after the over
the tax budgets and they went over
[32:24]
basically seeing what we have as far as
surplus to see if basically if uh you
[32:30]
know we'd have to adjust it so forth.
So, we have a pretty good surplus that
[32:35]
we've accumulated over the last five
years, obviously. And this is and I told
[32:39]
them that we've had some major uh issues
with our storm sewers with flooding and
[32:43]
so forth. We had a storm studies done
and we're going to need basically
[32:47]
complete system and $14 million. And uh
you know, when they asked for the
[32:52]
reserve, first of all, I told them,
well, you know, it's over half a million
[32:55]
we built of the which was
substantial less. Well, actually a lot
[33:00]
more than that. But either way, when
they saw the number, then they says,
[33:03]
"Well," and I says, "Well, look, we've
done that. We started at zero." And he
[33:08]
because he goes, "Where are you going to
get those $14 million?"
[33:12]
I said, "Well, God, all things are
possible." He goes, "The same way with
[33:16]
property taxes."
So,
[33:19]
» and he said, "Yes."
>> Of course. I said, "Of course." So,
[33:22]
anyway, uh, you know, I told him, you
know, basically, we've been saving up a
[33:26]
lot because we need matching funds for
grants. And I say it's not just our
[33:29]
sewer system, storm sewer. We need
sanitary sewers. Our manholes. We need
[33:33]
flushing maintenance on that also done.
Connection repairs. I know that's coming
[33:38]
up next. Uh and uh manholes like I said.
And then also water manes. Uh that's
[33:44]
another going to be another project we
have to do on because you know we have
[33:47]
many many water main breaks. I think
this past month we had two or even
[33:50]
three. Um so and we got spots
everywhere. You know we we need them
[33:55]
upgraded. I mean the water is It's not
good here. Like I said, it's it's got a
[33:59]
lot of debris in it. Uh I get it at the
end at my house. I see it all. So again,
[34:05]
it's all in there. But um yeah, other
than that, it went real well. I mean,
[34:10]
they basically didn't have anything much
to say. Uh they looked at all the
[34:13]
balance sheets and everything and
everything looked good and uh and
[34:17]
obviously I said, "Well, of course,
we've got one of the best fiscal
[34:21]
officers in Lake County." So I says,
"And by the way, he's doingvious
[34:25]
obviously does Lake and also
>> Lake Line.
[34:28]
» Lake Line. So, I mean, not Lake like
[34:30]
Lake like Lake like Lake like Lake like
[34:30]
Lake like Lake like Lake like Lake like
Lake like Lake and
[34:32]
» Perry Village. Yeah. So, yeah. And uh
like I said, it won't work well. So,
[34:39]
» is that the new uh tax budget hearing
that was based off of the state house as
[34:44]
one of the five
>> property tax reforms? They have it every
[34:49]
year, but this year they
>> the authority to
[34:52]
» this year they asked people to show up
and past years they basically just had a
[34:57]
10-minute hearing and assumed nobody
would show up and they didn't ask for
[35:00]
anybody to come.
>> But now they have the authority to dial
[35:03]
down your inside millage if they find
that they have reserves beyond what is
[35:07]
reasonable.
>> I I think they had some authority
[35:10]
before. It's just that the legislation
kind of clarified it.
[35:16]
We get to stay whole.
No more money getting taken from us,
[35:21]
mayor, like the local government fund.
>> No. Well, I mentioned that also about
[35:25]
the local government fund. Of course, I
had to.
[35:28]
» And and uh and how basically, yeah, we
were He says, "Well, you got more
[35:33]
money." I says, "No, we're stuck at the
same amount for the next 10 years." I
[35:38]
says, "And we should be getting a lot
more than we're getting anyway now." I
[35:41]
says, "But either way," I said, "We
won't go there." But yeah, that was
[35:44]
another thing that I did bring up. But
uh about the plant next door, that's
[35:50]
uh basically what they're going to do is
the East Lake Power Plant. I'll give you
[35:54]
guys they're going to have a ribbon
cutting ceremony in grand opening. What
[35:57]
they're going to be doing there is uh
celebrating the launch of their first
[36:03]
demonstrative facility transforming
Ohio's coal ash into lower cost building
[36:10]
materials, critical minerals, and new
jobs. So it's on Wednesday, September
[36:16]
9th. Uh we are invited u to the uh open
house there, the ribbon cutting ceremony
[36:21]
there. Uh on September 9th,
>> 2 to 4 in the afternoon. What it'll do
[36:26]
is reclamation of ash and to make them
into cement
[36:29]
» cementageous materials and also critical
minerals which are let me see where's
[36:35]
the other uh basically with here on
September 9th America's first coal
[36:41]
refinery comes to life at the former
East Lake Power Plant on Lake County
[36:46]
shoreline Jupiter is demonstration as a
demonstration facility the prov the
[36:51]
proving ground for process that turns
coal ash into products the country
[36:57]
needs. Minerals for semiconductors and
national security. A cement ingredient
[37:03]
that lowers the cost of building and a
fertilizer co-product for Ohio farms.
[37:09]
Juniper was made possible by combining
Phoenix Materials technical expertise
[37:14]
with IDA's decades of coal ash
expertise. This project was supposed to
[37:18]
was supported by the Ohio Department of
Development, US Department of Energy,
[37:24]
and private investors with no local tax
dollars involved. Over the next year,
[37:29]
Jupiter will gather the data needed to
turn a promising process into a national
[37:34]
industry.
[37:38]
» This is the first place they're doing it
right here. Yes.
[37:41]
» So, I heard that they are not going to
tear the towers down. that there's
[37:46]
they're not going to use them for, you
know, uh putting out smoke or whatever
[37:53]
because that's not what they're going to
do anymore. But I heard that the towers
[37:58]
have asbestous in them and they felt
that it was going to cause too much
[38:03]
environmental disruption if they were to
tear them down. Um
[38:08]
» that's that's you haven't heard
anything.
[38:10]
» I didn't hear anything on that, but I
didn't hear that they were going to come
[38:12]
down. So I don't believe you know and no
indication they're going to usually what
[38:17]
I heard was they're going to leave the
towers and also part of the building
[38:20]
there because that's where they have
power coming in there they regulate it
[38:24]
but uh they're just taking down now they
are taking all the metal parts out the
[38:28]
conveyors and all the other beams and
stuff. That's what you hear all the
[38:32]
noise. Basically, it's all those beams
are just actually have an excavator and
[38:35]
they're pulling out metal and just
collapsing it and they have torches in
[38:39]
there with guys burning it and pulling
it and it's all just falling right down.
[38:43]
So, taking basically dismantling it
piece by piece.
[38:46]
» Huge, huge plant.
>> Yes.
[38:48]
» I'll make sure you'll make sure the
council gets this, right? Final email.
[38:51]
» Yeah, I'll send you guys out the show
that
[38:54]
» Johnny's for you to put in the times,
too.
[38:56]
» Yeah, we can put it in the times, too.
And coal ash is the same thing they used
[38:59]
to burn at the plant. So that's produce
the electricity and now they're just
[39:03]
» they used to call it fly ash but
>> different. Yeah, it's coash, but yeah,
[39:07]
it's
>> does have have its health and
[39:10]
environmental concerns, but we'll expect
our neighbors to be on the up and up in
[39:14]
that, but
>> well, they want to call it coach because
[39:17]
so we know where it comes from coal
instead of from flash and go where's it
[39:20]
come from? You know,
>> been collected over the years that they
[39:25]
were operating and they they've never
>> This is the byproduct. Would they they
[39:29]
burn the coal? This is the flash is what
the byproduct is using that
[39:34]
» this left over from when they were a
coal burning plant or is this this stuff
[39:38]
that
>> this is all this is all and these are at
[39:41]
all the coal plants throughout Ohio.
>> Okay.
[39:44]
» So, what they're going to do is
>> this is the pilot.
[39:46]
» This is the pilot. What they're going to
do is they're going to take this and
[39:49]
then move it from plant to plant and go
>> process move.
[39:53]
» Well, they're Yeah, the process. They're
going to process where the material is.
[39:56]
They're not going to ship material in.
>> Okay.
[39:58]
» So, they're going to use whatever
materials existing on, you know, in that
[40:02]
area, reclaim that material, process it,
and then move on to when they get done
[40:07]
with that plant, move on to the next.
>> This will be a year and a half. That's
[40:10]
what the we got. That'll be a year and a
half.
[40:12]
» Okay. And then and then that will shut
down again. And then they're going to do
[40:17]
other development. I guess it's going to
be maybe some kind of a housing.
[40:20]
» That was the hint that they
>> open up the hint is maybe some type of
[40:24]
housing and also
>> after the year and a half
[40:26]
» open up the beach and the pier for the
public.
[40:29]
» Okay.
>> For East Lake. That's that'd be great.
[40:32]
» That's the rumor.
>> What it's what's called waste
[40:35]
valorization. So they're taking the
waste that they would have to find a way
[40:38]
to dispose.
>> I think that's a great idea. finding a
[40:41]
process to turn it into potentially
>> taking old tires and making uh you know
[40:48]
out of it. Yeah.
>> Once again, Lake County leads the way.
[40:51]
» Yes,
>> we're the mustard seed.
[40:53]
» Good.
>> Of Ohio must seed the data center.
[40:59]
» Okay. Solicitor's report.
[41:04]
» The uh safety cameras are starting to
produce citations.
[41:10]
and I have working with the local for to
smooth out pick up come out of the
[41:18]
processes. So we should begin to start
seeing
[41:23]
coming in from that
>> I I have a question regard to that. Um,
[41:28]
what is there an offset that we then
have to experience if we're generating
[41:36]
revenue from that from what our funding
would be from the state of Ohio?
[41:42]
» I know that legislators don't like these
speed cameras. I know that it's a civil
[41:47]
charge versus a criminal charge.
So
[41:53]
» your local government Neil, so you lose
your local government fund portion.
[42:00]
» Dollar, that's what the the law says
that they pass is it's dollar. So it's
[42:04]
essentially we have a $43,000 deductible
>> potentially, but I don't know how they
[42:09]
if it's fiscal year, it's only
operational half a year. Do they take
[42:12]
half? You know, I don't know how the
math gets done.
[42:15]
» Yeah, it doesn't really specify they go
about doing it. If they looked at as a
[42:19]
deduct, you'd have to you'd replace your
government fund,
[42:23]
» right? So up to
>> up to $43,000, it would then trigger
[42:30]
even. So it's till 43 and then anything
above and beyond that would be a new
[42:35]
revenue stream.
>> I I would imagine since it goes it goes
[42:38]
to the county, the budget process that
eventually the county would report it to
[42:42]
the state and then vice versa.
>> There probably going to be a lag in that
[42:45]
report.
>> There probably would be some some type
[42:47]
of lag. I imagine.
>> But there there's the law does not I've
[42:52]
not read the law, but does the law
provide them to go back to prior years
[42:57]
or is it just
>> I don't think it's that cut out.
[43:02]
» Okay,
>> that's not
[43:06]
doable. Um just some quick math. Uh we
would need 287
[43:12]
tickets to Ped.
>> Okay. And the only ones that were exempt
[43:17]
are like school zone speed cameras were
not part of that legislation.
[43:24]
» I think we may
citation.
[43:29]
» Yeah. But we also have from the Facebook
postings of a lot of people that are
[43:35]
going to be civil disobedient
u civily disobedient in terms of uh not
[43:41]
paying.
Everyone is able to protest in their own
[43:46]
right. I hope that they just don't speed
through and when we are able to have
[43:52]
offices that will be left for
[43:59]
» so the previous year Mr. Harrison, just
for yours, it's section 5747.502.
[44:10]
» Review it, give your opinion at a later
time.
[44:14]
» Okay, I will absolutely do that then. Uh
that there's nothing else that I have to
[44:21]
report.
>> Thank you.
[44:24]
» Okay, this is hardwick.
I'll report it.
[44:28]
» I just want to
since things get into the really tires
[44:34]
from our meetings.
[44:43]
» Um I mean about
those u man strips and whatnot on our
[44:50]
walls and the contract information
systems to be put on the walls. Um so um
[44:59]
I just want people reading what the
regulations rules and regulations are
[45:03]
appear
>> on the v on the village hall contract
[45:07]
when they're running it.
>> Yes.
[45:10]
» Yeah. People don't read the entire
contract when they're writing it.
[45:20]
» Keep their deposit.
>> Keep their deposit.
[45:25]
» Yeah. We got to retouch up the wall.
>> Pay attention. You don't think
[45:31]
» tried the carrot?
I need to use the stick.
[45:35]
» Well, that's why we collect a deposit.
>> Have we ever denied anybody?
[45:47]
» I mean, it's not a bad idea to highlight
those areas quickly, you know, in the
[45:53]
contract so they don't just see
[45:59]
There's initials that says you
[46:07]
first question.
[46:13]
» Okay. Well, how's the rentals coming?
[46:22]
one of our best
July.
[46:30]
» Okay, good.
>> One one thing I'd like to point out as
[46:34]
somebody who did rent the
is that
[46:40]
um renters need to wait till cleaners
come through or they're allowed to get
[46:49]
in in the past. What has what had
happened was if nobody was renting it
[46:54]
day before and the place was clean, you
could get key on the evening before your
[47:00]
event in order for you to do the proper
moving tables and that sort of stuff. Um
[47:08]
with
>> Yeah. Because if it's not cleaned
[47:14]
before the next group comes in, there's
no opportunity.
[47:18]
And so
[47:28]
you know
[47:32]
I have to
[47:40]
chair too hard to clean.
[47:45]
There is an option.
>> They can come in, clean it themselves
[47:49]
and then start eating.
>> They can always volunteer that you know.
[47:54]
» So just saying
[48:10]
» not an option.
[48:13]
Is it worth putting a doss and don'ts or
biggest uh rules or regulations that are
[48:20]
» questions?
Thank you. Like you know, no stuff on
[48:24]
the walls, just reminders in the times.
[48:36]
» We're going to do another one. We have
to revise a little bit of that, too. I'm
[48:39]
going to revise it. And actually the
even the breakdown. Okay. Like after
[48:44]
tonight, I'm going to take and put the
TV and the chairs away, but leave the
[48:49]
tables and these those chairs like that.
I think this is way we'll leave it set
[48:53]
up. And this is way we want them to put
it back with just the tables here and
[48:55]
those chairs there, but not these
because when these are left out and they
[49:00]
they use them, these they're getting
ripped up. I can tell every single time
[49:04]
they're they're one by one one by one
they're all getting pretty much ripped
[49:08]
up. And again, there's no other way to
stop. And then the TV, I just found it
[49:13]
earlier today. It was in there, but the
mop handle was against the screen.
[49:19]
» Okay. I freaked out obviously. I plugged
it in. Thank God. Nothing is wrong with
[49:23]
it. But I am going to give more signs.
I'm going to put all over there. Do not
[49:28]
touch, you know, that's it. And
>> it's not part of the stay in there.
[49:31]
» It's not part of the rental.
>> So unfortunate.
[49:33]
» No, it's not part of the
>> That's council property right there. I
[49:37]
mean that's right now we're recording.
We wouldn't be online without that right
[49:41]
there.
>> Is it safe for actually being in there
[49:43]
with all the against it or just hear the
sign?
[49:47]
» Someone pulled it out from the village
club pulled it out without my permission
[49:51]
and plugged in their thing and was using
it.
[49:54]
» Okay, that's just
>> Yeah, does use
[49:59]
» it. To come into space in here, take
some of that space. That's actually
[50:04]
» village club closet and they have a key
to that and that's So we could
[50:07]
» We don't even have a key then.
>> That's too small anyway.
[50:12]
» That's too small.
>> Yeah,
[50:14]
» it's pretty small.
>> It's not.
[50:16]
» So that's just not under lock key,
right? Or
[50:20]
» it's like Goldman kitchen.
>> I got a key for it. I'll show you later.
[50:24]
It's not too big though. And plus they
have all kinds of stuff loaded in there.
[50:28]
Anyway, there's there's a
>> It's accessible and not as
[50:33]
» This is more space than that. Yeah, more
space.
[50:38]
» Lock it up,
but then the renter would
[50:44]
so that doesn't stop them from
>> No. If I put everything away in there,
[50:48]
put the chairs and everything and then
just leave the rest and just leave this
[50:52]
out. It's no problem.
>> The chief had a bunch of gun safe locks.
[50:56]
Probably set up some sort of pole and
have it locked up in there so that
[51:02]
» hook it up to the bottom. You know, it's
a long loop.
[51:10]
» They were pulling out the chairs on the
rack and the rack absolutely has done
[51:16]
some damage. So, I've asked this
starting with the village club not to
[51:22]
bring the rack out on it.
So,
[51:27]
» the rack is too heavy. It almost drags
it. It almost drags across the floor.
[51:33]
» So, That's about
>> Okay, Mr. Conrad, you're here next.
[51:38]
» Thank you, mayor. Um, we talked about
the safety sidewalk projects of some
[51:42]
things going around, some some loose
ends to tie up before it goes to sale in
[51:47]
October, which is when they'll put the
bid out, select the contractor or
[51:51]
contractors that will be doing project
in the construction uh phase of
[51:58]
been a two-year adventure, I'd say.
the
[52:04]
» probably this
>> probably this fall. Uh we haven't marked
[52:08]
on the detailed design. So the
construction companies or companies that
[52:13]
come out to do a bid on the job will
know that those will be removed by the
[52:18]
village prior to start date of
construction.
[52:22]
» But yeah, let's keep in contact. It's
it's getting to the point where we
[52:24]
should
>> we should probably meet and and select
[52:28]
the the U tree service vendor.
>> Yeah.
[52:33]
» Then inform them and then give them an
approximate timeline.
[52:36]
» Yeah. And give them because it you know
if it helps them which I'm sure
[52:40]
» yes to
>> to get you know you have from it's got
[52:44]
to drop that date is
>> say October 31st have it done before
[52:48]
then. we don't care how long it takes
you, how many, you know, like that type
[52:50]
of thing to give them the flexibility
since they've been quite flexible
[52:55]
accommodating us.
So,
[53:01]
yeah. So, let's let's do that for sure.
and the mayor and myself attended SC
[53:07]
ceig
[53:11]
committee of funding
sanitary waste water
[53:17]
improvement projects
has OWTA's there US EPA was there
[53:25]
entity was there so it's basically
consortium of potential funding sources
[53:31]
for projects like our
project. The majority of offerings or
[53:36]
potential funding sources out there are
loans from 0% for small governments,
[53:46]
EPA loans,
new potential opportunities for grants.
[53:52]
Mayor and myself have kind of talked
about piecing it out or doing a thorough
[53:56]
review
planning document we received from the
[54:02]
federal EPA through their uh technical
assistance programs. We have a have a
[54:07]
plan and schematically with [snorts]
their data
[54:14]
potential green infrastructure in terms
of bio retention
[54:19]
permeable pavement but
Like mayor said, the tenative estimate
[54:25]
is $13 million. I don't know that we'll
ever get to that $13 million
[54:30]
figure. It's given our our size, our
financial status. So, we'll have to be
[54:37]
creative in how we piece it out.
[54:41]
Phases do have it split out four phases
that all
[54:46]
three to five million
section storm square. So, Mayor myself
[54:52]
will take a deeper look at it and see if
there's not like
[54:57]
phase one that'll take care of 90% of
the problems and then work on finalizing
[55:03]
the rest
from what I know those those engineering
[55:08]
u estimates are usually a bited
reeled in a bit back sheet calculation
[55:16]
not back sheet there's there's thought
behind it at least historically or at
[55:20]
least experience with sidewalk project.
It's coming in way less
[55:26]
estimated
spreadsheet. So more to come on that.
[55:31]
It's going to be a huge project. It's
going to take some creative staff.
[55:41]
Stop putting down
trying to
[55:52]
take it.
>> Okay. Uh, family fun days. Nice day.
[55:58]
Beautiful day. Uh, nice crowd. Um,
we uh cooked almost 200 hot dogs, 125
[56:09]
hamburgers. Um, I don't know how many uh
sausages uh barbecued
[56:16]
uh kabasi sausages. Um, people were
pretty happy with it. Um, the one thing
[56:22]
that that I would change, and I'll talk
to the village club about this, is that
[56:27]
they uh don't know how to use sterno.
So, um,
[56:32]
» pan dilemma.
>> Yeah, they just put it right under the
[56:34]
pan. There no steamers. Um, and and so I
I it was like, you know, really,
[56:41]
» it's every year, Jerry. Is it
>> usually when
[56:44]
» my my my wife had a suggestion and um
unfortunately because of logistics it
[56:51]
didn't happen but um that we we put it
in a 200 degree oven and leave it in the
[56:58]
the the pans and then bring it out and
then be ready to serve it. then the
[57:04]
sterno might work um but without the
steamer
[57:10]
um pots to to to boil the water or to
keep the water hot, keep the the food
[57:15]
warm. So, we had some complaints about
the cold hot dogs and and some of our
[57:20]
more aggressive residents came out and
put their hot dog back on the grill. Um
[57:26]
but you know, you can't please everybody
stand on your head and spit nickels
[57:32]
and they have issues, right? Yeah,
that's right. So anyway, but uh I think
[57:37]
that everybody know if anybody went away
hungry, it was their own fault.
[57:43]
Entertainment was great. Exactly.
>> Exactly right. Thank you to your uh your
[57:49]
niece.
>> Cousin.
[57:51]
» Oh, cousin. Okay.
>> Cousin.
[57:52]
» All right.
>> Cousin, but she's so young we call her
[57:54]
niece.
>> Cousin niece.
[57:57]
» Um
>> yeah, thank you. On a down note, I
[58:01]
received a complaint about someone
complaining who was driving in the
[58:07]
parade
um from a resident and the resident felt
[58:13]
that somehow city village council was
responsible for determining who gets to
[58:20]
go in the parade. Um, the one thing I
would like to say, um, because I I don't
[58:26]
know that I I'm sure the resident would
prefer that I would answer the
[58:31]
complaint, but I don't feel like I can
answer the complaint because I'm not
[58:38]
part of the the body that
>> we don't put together.
[58:41]
» We don't we don't
>> the club did together. So, whoever they
[58:43]
invited or whoever they allowed,
>> well, it's they apparently they don't
[58:47]
invite people. They just allow people,
>> right? And nobody really is there to uh
[58:53]
to to vet uh anybody who decides they
want to come. And I've had a
[58:59]
conversation with our legal counsel and
we have to be very careful about how we
[59:04]
police that. Um excuse the the term um
but how we um we we enforce that. Um
[59:12]
because we really can't prevent somebody
from expressing their first amendment
[59:17]
rights. So, um, it's something I think
that the village club's going to have to
[59:22]
to address, but it's the village club
and it's not village council. And that's
[59:27]
the point that I'm trying to make, I
guess, um, to this this resident who
[59:32]
made the complaint.
[59:38]
» Oh, it is. It is. But, um, I shared it
with the mayor and the mayor says, "Oh,
[59:43]
that's Chad GPT." He just typed in his
parameters and spit it out. So sounded
[59:49]
very official.
I'm still
[59:54]
» Yes.
Um the the the last thing that I have is
[59:59]
that um the uh the the tree commission
as we looked at it a couple of months
[1:00:06]
ago now. We looked at the language um
specifically paragraph 27404
[1:00:14]
and paragraph 700 uh.07. 7 with regard
to what the tree commission um used to
[1:00:22]
be and it was very different than what
the tree commission is meant to be right
[1:00:30]
now. It it starts with the the um the
name of the committee. used to be called
[1:00:37]
the Tree Conservation and Landscaping
Commission. And it identified specific
[1:00:43]
duties um with regard to what people on
the committee or commission were going
[1:00:50]
to be responsible for. And that was to
actually tell people that they had to
[1:00:55]
take down trees in their own yard. And
that is absolutely not what we want the
[1:01:01]
new tree commission to be doing. So, I
took um a shot at rewriting 27404
[1:01:10]
and 700.07
and I sent it off to our legal council
[1:01:15]
and he came back and he said, "Well,
um, okay, but you have a whole bunch of
[1:01:22]
drafting problems with the old language
that's in there." And so you really need
[1:01:26]
to correct that first before you can go
about modifying it in to what you're
[1:01:33]
looking for. So um he sent me
um a copy of
[1:01:40]
um the language as it exists today with
corrections for the u punctuation and
[1:01:47]
and drafting and got it all in the right
tense and all of that stuff. So I have a
[1:01:53]
copy of that. everybody here.
[1:02:01]
» I think what I think what I'd like to
>> You wrote it.
[1:02:05]
» What's that?
>> Mr. Harrison, you wrote it. Remember
[1:02:09]
sometimes you look back at your work
though. That's pretty good.
[1:02:13]
» Number.
[1:02:20]
» Yeah. Right.
So, what I'd like to do is to uh
[1:02:25]
consider this
first reading if we want and and
[1:02:31]
consider it for next month's agenda. Um,
but basically what what I'd like to do
[1:02:39]
is I would like to um have us clean up
the language first and then at the same
[1:02:46]
time introduce my revised proposal
>> next month.
[1:02:51]
» Next month.
>> Okay.
[1:02:52]
» Okay. So, um I'm not looking for a vote
tonight on this. I'd like you to take
[1:02:58]
this and and consider it. John, if we
could get this into the um agenda for
[1:03:04]
next month, that would be great.
>> Shouldn't we have a committee meeting on
[1:03:08]
it? Pre-committee meeting and then
before we'll review it during a
[1:03:12]
committee meeting.
>> I suppose we could.
[1:03:14]
» Yeah.
[1:03:17]
» You could even
the committee
[1:03:21]
produce the correction.
>> Okay.
[1:03:26]
» Details and then bring it back.
Oh, all right.
[1:03:30]
» At the next meeting and we'll put on the
next meeting at first.
[1:03:32]
» Okay.
>> We'll call the tree committee meeting
[1:03:36]
here in the next week or so.
>> We have to talk about what kind of trees
[1:03:39]
we're going to plant, too.
>> Well, we we do we need to we need to
[1:03:42]
talk about that and the the tree city
USA application will open up again after
[1:03:48]
Labor Day and so need to to be moving in
that direction. I need
[1:03:53]
» a freestanding tree committee is
probably best suited then, not the half
[1:03:56]
hour before council.
>> Yeah. Oh, yeah. Yeah. Absolutely. And
[1:03:59]
you'll all be invited, but you know, but
I I think that we can find a time that
[1:04:05]
the street committee can meet without
having to jam it up against the next
[1:04:09]
council meeting. And that way we'll have
a little bit of time to
[1:04:14]
discuss
[1:04:17]
damage done to the tree.
>> Oh, okay. by the deer
[1:04:21]
» by the local uh fauna
[1:04:27]
» by the local the deer have been our
trees
[1:04:30]
» the ring
[1:04:35]
» forgot my jar of ticks at home
>> in these words now
[1:04:45]
we um
that is
[1:04:49]
consider any plant legally by government
authority as harmful agricultural
[1:04:57]
ecosystem.
[1:05:00]
Just this year um I found a wonderful
nursery around the world and they only
[1:05:07]
have native plants.
Talk about
[1:05:16]
» but my backyard now is
weeds because they are flowering
[1:05:24]
beautiful weeds that you know they're
not they're flowering weeds and they're
[1:05:31]
beautiful. So there's also a house of a
corner of
[1:05:38]
possibly that has sideyard that also has
that type of
[1:05:43]
if you want to call it.
>> So beauties in the eye of the beholder
[1:05:46]
you're saying?
>> Sorry.
[1:05:47]
» Beauty's in the eye of the beholder.
you're saying?
[1:05:49]
» Well, um yeah, like
>> weeds are weeds.
[1:05:52]
» Yeah.
>> Yeah. Because just because
[1:05:56]
» you don't like
milkweed.
[1:06:01]
» Yeah.
>> Butterflies do
[1:06:03]
» and they plant things are
>> dandelines
[1:06:07]
exclude them. Look at
>> these
[1:06:11]
clover
honey started
[1:06:16]
to be grass.
It's crazy. It should all be factual.
[1:06:21]
» From my recollection of history, you
unfortunately will need to blame it.
[1:06:27]
» Okay.
>> Okay.
[1:06:29]
» Is it from my recollection a front lawn
or lawn in general status? He was so
[1:06:37]
wealthy you did not have.
[1:06:42]
» That's why the Welsh and the Irish get
along. They become an enemy.
[1:06:49]
deadline
easy to become extinct. I mean, you
[1:06:53]
know, we need all those things. So, when
somebody says this guy's got this in his
[1:06:58]
yard, she's got that yard and I don't
like the way it looks.
[1:07:04]
Is that reason to
>> Yeah. I I think that the only thing I
[1:07:08]
would like to see us consider regulating
and again this is just a consideration
[1:07:14]
is height.
[1:07:20]
» You got to grow it in the middle of your
front yard.
[1:07:26]
» But it is in my backyard.
>> We have a height already. It's eight
[1:07:31]
inches. Okay. But here's the problem.
When it gets above 8 in, a lot of the
[1:07:36]
grass sprouts and flowers kind of it
looks like little flowers.
[1:07:40]
» Yeah.
>> So then they say, "Well, it's like
[1:07:42]
natural flowers." So can't win in some
some of these instances.
[1:07:46]
» Well, this tree committee meeting seems
to be the contentious.
[1:07:51]
» So let's go. Let's do it. All right.
>> Schedule it. So
[1:07:55]
» All right. I'll be I'll be contacting
the the committee members and then
[1:07:59]
inviting the other council members to
attend.
[1:08:02]
» Okay.
[1:08:05]
» [laughter]
[1:08:09]
» I want this to be as benign as we
possibly can make it. I I I'm not
[1:08:13]
looking to create controversy here.
Matter of fact,
[1:08:17]
» to me, the the existing language is
controversial.
[1:08:22]
Um, and what I'm trying to do is I'm
trying to simplify that so that we're
[1:08:28]
not putting resident to the to resident
in terms of, you know, nose tonose kind
[1:08:36]
of thing. I I I
maybe it's utopian on my part, but I'd
[1:08:41]
like people to get along.
[1:08:48]
Yeah. Oh yeah.
>> Anyway, that's it. Thank you.
[1:08:53]
» Um I was going to piggy back on to you
there with the uh how nice uh
[1:09:02]
family fun days went. I'm sorry to hear
about the the food complaints. I I had
[1:09:07]
not experienced any of those. Um which I
would hope a whole lot of other people.
[1:09:12]
» What's the cost of that food?
>> No, they just told
[1:09:15]
» No, no. What's the cost of that food?
>> What's the cost of it? They always look
[1:09:19]
great. You got
>> a free room temperature. It's still a
[1:09:23]
good free hot.
>> In in in fairness though, the Village
[1:09:28]
Club was trying to suggest and if you
saw their their flyer, they're trying to
[1:09:34]
suggest that it would be a $5 donation
from all attendees.
[1:09:41]
Now, they had their tip jar set out here
next to where you bought your tickets
[1:09:45]
for the the raffle. Um, but I'm not sure
a whole lot of people were putting
[1:09:51]
money.
>> Really, honey?
[1:09:53]
» I know.
>> Yeah.
[1:09:55]
» Missing your head chef. That's why you
got
[1:09:59]
» grill master.
>> The entire day I thought was just
[1:10:03]
absolutely wonderful in terms of our the
sense of community and the involvement
[1:10:09]
of the community. It was really nice to
be in this building with the new floor
[1:10:13]
and seeing it utilized by a very
diverse, you know, group. We had
[1:10:19]
families, we had youngsters, we had, you
know, longtime residents here. Um, the
[1:10:25]
Timberlake Police Department was having
great, you know, rapport with everyone.
[1:10:30]
Um, people mingling, the music was
fabulous. Everything started with that
[1:10:35]
parade. I thought the 250
um, and our whole patriotic theme was
[1:10:41]
carried out very well. And
>> the liberty, we had we had many, many
[1:10:46]
things. We had,
>> you know, the the liberty bell that they
[1:10:49]
could ring, which was right here from
Lake County. We had our own um copy of
[1:10:55]
the Declaration of Independence, not
only read by one of our commissioners,
[1:10:59]
but available for residents.
>> And we don't have that forever in our
[1:11:05]
own capacity to the time
on it or to you know just be able to
[1:11:12]
hang
shower.
[1:11:16]
I thought it got a lot of
different things instead of just the
[1:11:22]
kids games and and raffle, you know, um
around food. There were just lots of
[1:11:28]
ways to have a conversation with people
and I personally saw a lot of that
[1:11:33]
happen and I thought that was fabulous.
Kudos to everyone who was involved and
[1:11:38]
everyone who came in whatever, you know,
capacity you helped out. I thought it
[1:11:43]
was well well worth.
[1:11:48]
» Good. Thank you.
This is Mar. You're next.
[1:11:54]
» I'd like to be Jeff Hannah. Jeff Hannah
donated the sausage, right? Noted the
[1:11:59]
» and the hamburgers and the hamburgers.
Yes.
[1:12:01]
» $600 of the meat he donated. Thank you,
Mr. Hannah. Also, didn't you donate the
[1:12:07]
did you donate something?
>> The hot dogs. Okay. So, a lot of
[1:12:11]
donation, a lot of work went into people
making sure that the village club
[1:12:14]
doesn't have to spend their money. And
Laura Lavell, I asked I thank her as
[1:12:18]
president for doing what she does. She
does a lot on her own. She does a lot of
[1:12:21]
work. So, give her a lot of credit for
that. Um, the chief, boy, you guys
[1:12:25]
nailed it with the um dunk the police.
People really enjoyed that. So like and
[1:12:33]
the K9
>> and all the officers showing up. Yeah,
[1:12:36]
that that was a really that was a really
good show. I really appreciate that.
[1:12:44]
» We were trying to get you to do it, but
didn't [laughter]
[1:12:50]
» is it Lieutenant Shilling?
>> Sergeant Schilling. Um was apparently
[1:12:55]
mouththing off to the chief and the
chief wasn't going to let that go.
[1:13:01]
follow the rules in terms of the dunk.
So, he slapped it as opposed to
[1:13:08]
» throwing the ball at it.
>> Allegedly. Yeah. I I noticed that was
[1:13:13]
not actually on camera.
>> Malfunction, [laughter]
[1:13:22]
» but u anyway the uh the sergeant uh
testified to that effect. Of course, it
[1:13:29]
is a he said, he said kind of situation.
So,
[1:13:33]
» so I'd also like to talk about the tree
committee. That's great. Let's get
[1:13:35]
together. Let's get these these trees in
the ground. East shores looking kind of
[1:13:40]
bare. I'd like to get that done before
the fall. That would be nice. And I'm
[1:13:43]
also um I'm glad you're revising this
because I'm going to make I want this to
[1:13:47]
get in the minutes. When someone's
having a problem with their neighbor not
[1:13:50]
taking down a dangerous tree and it's on
private property, we are not the judge
[1:13:54]
to say you have to take it down. And
when two neighbors get into it and they
[1:13:58]
think that we are liable, we are not
liable. It's on private property, they
[1:14:02]
can't we cannot be held liable that one
neighbor won't take down a dangerous
[1:14:06]
tree because the other neighbor wants
it. And those phone calls I will take
[1:14:10]
and those phones, pardon me, allegedly
won't take down. Exactly. So, um I hope
[1:14:15]
we get that settled in here, too, that
we are not going on private property to
[1:14:20]
take down other people's trees because
the other neighbor allegedly thinks it's
[1:14:24]
dangerous,
>> right? Otherwise, I told them we would
[1:14:29]
be actually trespassing on their
property. So, that's it. Thank you.
[1:14:33]
» Thank you, Mr. Rosis. Financial report.
[1:14:40]
The ending balance for the general fund
through July 31st is $67,131.
[1:14:47]
Our total monthly receipts were $41,469
[1:14:52]
versus expenditures of $66,378,
[1:14:58]
resulting in a net deficit for the month
of $24,99.
[1:15:04]
With a net advance out to the sidewalk
fund of $19,128,
[1:15:10]
there was a deficit of $44,037.
Expenditures were above expectations for
[1:15:16]
the month due to higher than anticipated
payments to Willoughby Municipal Mun
[1:15:22]
Municipal Court for court costs and the
purchase of body armor which will
[1:15:26]
eventually be which will eventually be
mostly reimbursed by grant funding. the
[1:15:30]
body armor. By comparison, receipts were
$52,67
[1:15:36]
in July of 2025 and expenditures were
$63,674.
[1:15:43]
Income tax revenue was $27,56
net for the month versus $43,222
[1:15:51]
in July of 2025.
Assuming expenditures remain well
[1:15:56]
managed and income tax revenues continue
to be robust, we still do anticipate
[1:16:00]
maintaining a positive trajectory
through the remainder of the year. At
[1:16:05]
this time, we estimate a surplus of
approximately $77,500
[1:16:09]
for fiscal year 2026, excluding any
capital transfers, and this does not
[1:16:14]
include any um new revenue sources at
this time.
[1:16:18]
calculations will be revised once we
have a better idea what amount of
[1:16:22]
revenue revenue we may expect from the
traffic cameras.
[1:16:26]
Other significant fund activity and
miscellaneous and other fund activity
[1:16:29]
this month notable expenditures included
$19,763
[1:16:34]
from the sidewalk construction fund. We
received a reimbursement from lake tran
[1:16:40]
for the sidewalk project. uh $5,698
was returned to the state highway fund
[1:16:47]
while $1,429
was returned to the general fund.
[1:16:51]
Additionally, OPWC reimbured $6,872
towards the project. Of note, we made
[1:16:58]
our bianual payment of $7,086
towards our OWDA sanitary sewer loan and
[1:17:06]
$550 including five hall and one
pavilion deposit returns were dispersed
[1:17:12]
from the hall rental security refund
fund 9019901
[1:17:22]
surprising decrease. It it varies a
little bit year to year as far as which
[1:17:28]
months have higher revenue. I mean, I
think
[1:17:31]
» I think month is the month of May is
always pretty is we get some pretty
[1:17:37]
significant income tax in May. Um, and
some of the other months that are they
[1:17:44]
just kind of vary year to year, but
overall we're still doing pretty well
[1:17:48]
for the year. So,
>> yeah. Thank you, [clears throat] Chief
[1:17:54]
Report.
>> Another busy month,
[1:17:59]
we're still
[1:18:02]
first month.
[1:18:11]
Thank you. Uh again, just very, you
know, unfortunately, we keep getting
[1:18:15]
more and more calls for service. had an
incident last night which we'll we we
[1:18:21]
addressed last night which we'll go into
detail on that. So some more OBIs. We're
[1:18:26]
up to 30 OVI arrest this year so far
which surpassed last year OBI arrest. So
[1:18:31]
uh we're well above every single number
that we did last year. We actually
[1:18:35]
surpassed everything by July 1st. So
lots more training to come.
[1:18:41]
» Okay. Thanks Chief. Next zoning property
maintenance. Uh Gary G is not here but
[1:18:46]
he send me the permits that were issued.
There were two permits issued for fence,
[1:18:53]
one for siding, one for uh ramp, two for
driveways.
[1:19:00]
There was one other roof permit and then
two interior alteration permits
[1:19:06]
under purchase and approvals. I have a
motion to approve the June 2026
[1:19:11]
financial reports, please. So moved. So
Joyce makes a motion. I'll
[1:19:15]
» second. Ma seconds.
Uh, roll call, please.
[1:19:20]
» Mr. Joyce,
>> hi.
[1:19:21]
» Mrs. Hi, Mrs. Hardwick. Mrs. Mara,
>> hi.
[1:19:24]
» Mr. Conrad.
>> Hi.
[1:19:26]
» Thank you. Do I have a motion to approve
the July 2026 financial report, please?
[1:19:31]
» Make a motion.
>> Second.
[1:19:34]
» Seconds. Roll call, please.
>> Mr. Joyce.
[1:19:37]
» Hi.
>> Mrs. US.
[1:19:38]
» I.
>> Mrs. Hardwick. Hi.
[1:19:39]
» Mrs. Mara.
>> Hi.
[1:19:40]
» Mr. Conrad.
>> Hi.
[1:19:42]
» Thank you. Next, I have a motion to
approve reimburse Councilwoman Nancy Mer
[1:19:47]
of $109.16
for the purchase of the replica
[1:19:51]
declaration of independence for family
days.
[1:19:54]
» Mr. Car makes a motion.
>> Seconds
[1:19:58]
it
>> Mr. Joyce.
[1:20:01]
» Hi,
>> Mrs. Hi.
[1:20:03]
» Mrs. Hardwick. Mrs. Mura.
>> Hi,
[1:20:06]
» Mr. Conan.
>> Thank you. Open up
[1:20:21]
it.
What was that?
[1:20:26]
Our favorite. Jesus.
Thank God. Okay. Uh Debbie King is my
[1:20:33]
name. I live at 43 East Shore Boulevard.
Um, lots to talk about
[1:20:41]
the tree commission. Are you in charge?
>> I'm not in charge of the tree
[1:20:46]
commission. Tree commission is a it's an
advisory board. I am the chair of the
[1:20:52]
tree committee.
>> We don't have a commission yet. It's not
[1:20:55]
official.
>> No, we have we have a commission.
[1:21:00]
» We're not swearing things like that.
>> No, we we already we already appointed
[1:21:04]
people. We appointed them at
>> June meeting.
[1:21:08]
» But it's not the commissioner and the
old like what we're doing.
[1:21:10]
» No, we're changing changing.
>> We have a new commission that needs to
[1:21:14]
be codified,
>> right?
[1:21:17]
» Correctly. Right.
>> Because the current laws as they stand,
[1:21:22]
the ordinances are incorrect.
>> Okay.
[1:21:26]
» Go ahead.
>> Um, am I on that committee? The last I
[1:21:30]
knew I was. I don't know. No, I think
that we I'm pretty sure
[1:21:35]
» I have to go back through the minutes,
but I'm almost positive. If you're not,
[1:21:38]
then we'll nominate you, B.
>> Okay, thank you. Cuz I I have like a
[1:21:42]
hundred trees in my
>> That is not a requirement to be on the
[1:21:46]
tree commission. No, I know. But I'm I
was told these were going to be we were
[1:21:51]
we meaning the commission or committee
whatever going to plant these in August
[1:21:55]
and it's already what the 18th and
>> yeah I say
[1:22:00]
» if they don't get in the ground
>> will not be planting them in August.
[1:22:04]
» No.
>> Well no not not in the next 12 days.
[1:22:09]
Whatever. I'm not I I will we'll call
together the the group, but um
[1:22:16]
you know, we have to sort of decide how
we're going to uh proceed and and and
[1:22:22]
who we're going to uh get to to actually
do the planting. I don't think that you
[1:22:27]
want to go around and plant 100 trees.
[1:22:33]
» Well, we're our interest.
Yeah.
[1:22:38]
» Yeah. And we want to get established
trees. We're we're, you know, seedlings
[1:22:43]
are great, but
there's a few of us in this room that
[1:22:48]
might live long enough to see them.
>> Are these all potted seedlings? Is that
[1:22:52]
what they are? Or what kind of trees are
they? Are they pot in pots already? Or
[1:22:56]
you say you have a hundred?
>> They're they're Well, that might be a
[1:23:00]
slight exaggeration, but they're all
those trees that he brought to the
[1:23:05]
» Oh, yeah.
>> Yeah. I've got those that I've been
[1:23:07]
nurturing.
>> Okay. Some of those some of those are
[1:23:10]
little uh pine trees.
>> Pine trees. Yeah.
[1:23:12]
» Red pine. Um I'm trying to remember.
>> I don't know one kind from the other,
[1:23:16]
but
>> but the Yeah, they're all in soil.
[1:23:29]
» The pine trees.
>> Yeah. Any tree that's that small. They
[1:23:34]
Yeah.
Well, exactly.
[1:23:38]
» They should stay in pots for a couple of
years until they have height of about
[1:23:44]
this high and then you can put a cage
around it. But, um, we'll we'll talk
[1:23:50]
about that in the next
community meeting because you got three
[1:23:54]
minutes. Go ahead. Let's
>> Okay.
[1:23:55]
» Finish up here. Um,
and I I was frightened by the that idea
[1:24:02]
that uh a villager said
that there was somebody in the parade
[1:24:08]
that didn't belong that didn't live in
Timberlake.
[1:24:14]
» All right. I know. Well, first of all,
council has has nothing to do with
[1:24:19]
» and I understand that
>> point was well made, but I hope somebody
[1:24:25]
takes it to the um to the other
committee to the village club,
[1:24:31]
please, because that needs to be taken
care of.
[1:24:35]
» I would encourage you to attend the
village club meeting, the next one, and
[1:24:39]
bring that up directly yourself.
>> Okay. I don't know if I can. village
[1:24:45]
club.
>> I'm I'm here tonight when I should be
[1:24:47]
done at the game, but I wanted to be um
Yeah. So I I don't know I don't know
[1:24:52]
when the village club meetings are
>> second. [snorts]
[1:24:59]
» No,
the concern that you had.
[1:25:04]
» Yeah, their signs are posted throughout
the village of when their meetings are.
[1:25:08]
» It's usually the second Monday of uh the
month. school board meeting second
[1:25:13]
Monday of every month.
>> Yeah.
[1:25:15]
» 7 o'clock.
>> Yeah. Um and who did didn't you say that
[1:25:20]
that they they should talk to somebody
about the legality of that?
[1:25:28]
Didn't you wasn't that you that brought
that up or no?
[1:25:31]
» Yeah.
>> Of dis of vetting people for the parade.
[1:25:39]
» I
want to seriously consider how they
[1:25:44]
would go about doing such a thing if
they chose to go about doing such thing.
[1:25:51]
» Okay. Okay. I'll I'll mention that to
her then. Um and Hank is the one who has
[1:25:56]
a perpetual garage sale going on.
>> Okay.
[1:25:59]
» And I noticed his name wasn't mentioned
as having purchased a garage sale per
[1:26:05]
» Okay.
>> Um
[1:26:10]
Okay. And if you could clarify something
for me, too. I understand I did not see
[1:26:16]
this on Channel 5 News, but I was told
by a villager, and I I trust you guys
[1:26:24]
more than
I trust what he says, but that on
[1:26:29]
Channel 5 News the other day, they said
that the data center is going in there.
[1:26:34]
» No, it's not.
>> Unequivocally, not on Channel 5 News.
[1:26:39]
That's what he said.
>> Who said this?
[1:26:45]
» That's okay. I I I don't want to mention
his name.
[1:26:48]
» Say I don't know.
>> Yeah.
[1:26:49]
» We We just We just gave you a report.
>> I'm sorry. What' you say?
[1:26:54]
» We just gave you a report that
something's going in there. Did you hear
[1:26:56]
today? Tonight.
>> Oh, yeah. Yeah. And I wrote that down
[1:26:59]
and I plan on telling you.
>> Oh,
[1:27:02]
» I'll tell you afterwards then. Yeah.
>> Um
[1:27:07]
» there are some facts about
that refer no data centers in my
[1:27:14]
backyard type of thing. And that just
unless you're knowledgeable with what is
[1:27:20]
actually going east
that
[1:27:25]
can affect
people need to educate themselves
[1:27:32]
say and do things that are incorrect
that it's the battle for incorrect
[1:27:38]
information.
Um people can read through these like um
[1:27:43]
actually minutes that are online as well
and find out, you know, that the
[1:27:48]
military was put in there for them. And
it it just um infuriates me that people
[1:27:56]
spread um
incorrect information
[1:28:01]
because then something may hurt.
you know, educate yourself before you um
[1:28:09]
try and educate other people.
>> Well, that's why I thought I'd ask you
[1:28:14]
guys because I know you're on top of
that and I know you said earlier about
[1:28:18]
Jupiter going in there,
but that's only And then I think you
[1:28:24]
said that the section 8 apartments
>> section 8
[1:28:29]
» you didn't
pardon me.
[1:28:32]
» Said there's some rumors.
>> Well, yeah. Yeah. Oh, that's right. You
[1:28:35]
didn't say section 8. Um I I think we
heard before
[1:28:39]
» kind of maybe housing development or
something maybe there. And then I heard
[1:28:43]
of they're going to open the beach and
the pier up
[1:28:46]
» to East Lake residents.
[1:28:53]
» Yeah.
And that's great. And LA County for
[1:28:57]
leading that.
Um
[1:29:01]
okay.
[1:29:04]
That's [snorts] it. Thank you for
bringing that up again though.
[1:29:10]
» All right. Next to enter the executive
session to consider the
[1:29:15]
» should I leave it on
>> appointment employment dismissal dis
[1:29:19]
promotion demotion or compensation of a
public employee or official.
[1:29:26]
And I would like
>> a motion you need a motion. Also, I'd
[1:29:29]
like to invite uh John Rascus, fiscal
officer and chief do be present in the
[1:29:34]
meeting. So, I have a motion.
>> Make a motion.
[1:29:38]
» Second, Mr. Joyce. Second,
>> please.
[1:29:43]
» Mr. Joyce,
>> Mrs. Hi,
[1:29:46]
» Mrs. Hardwick.
Mrs. Hardwick.
[1:29:50]
» Mrs. Hardwick.
>> Mrs. Mara.
[1:29:52]
» Hi,
>> Mr. Garn.
[1:29:53]
» Hi.
>> No business to be conducted after,
[1:29:57]
right? No,
>> no business will be conducted
[1:29:59]
afterwards.
>> Thank you.
