[0:46] library was originally a Carnegie
[0:48] founded library
[0:50] and I got an email from the Carnegie
[0:53] Foundation that as part of the America
[0:55] 250 celebration that they've reached out
[0:56] to all of the I think it was over 2,000
[1:00] Carnegie libraries that were founded by
[1:02] the Carnegie by Andrew Carnegie back in
[1:04] the day. Um, and then about I think it
[1:06] was like 1,500ish of those are still
[1:08] operating. and the Carnegie Foundation
[1:10] is going to be giving us a $10,000 grant

[1:20] already have a plan of what to do with
[1:22] that. So on the next line item, if you

[1:34] maintenance guys. We got in a truck and
[1:35] we drove up to the North Logan City
[1:37] Library that they were getting rid of
[1:39] theirs. And so I spent a whole day
[1:41] taking that thing apart and bringing it
[1:43] back. Um I didn't put it back together.
[1:45] The other guys did, but um they put it
[1:47] back together. Um and so we got that for
[1:50] nice and cheap. And so then the plan is
[1:51] I want to get two of the individual
[1:53] study pods because often we have people
[1:56] that use our reading rooms, but those
[1:58] can hold up to 12 people or six people
[2:01] and but like 80% of the time it's just a
[2:02] single person. So this way what I'm look
[2:05] what I'm want to do is get two of the
[2:07] single ones are kind of like a phone
[2:08] booth style. Um so I hope to use that
[2:11] $10,000 for that sometime this spring.

[3:32] the kiosk, or they can pay at the
[3:34] information desk. So, we still have all
[3:36] those options for people to make
[3:37] payments.

[4:09] card all completely online without
[4:11] actually having to come physically into
[4:12] the building. So that's my goal for this
[4:15] year. That's my big project to get done
[4:16] this year.

[5:09] events to celebrate America 250. ordered
[5:11] a bunch of um books celebrating America
[5:13] and American history and we we'll have
[5:15] some special displays and I'm hoping to
[5:17] get some more decoration as well in the

[5:48] um due to some cost savings, we were
[5:50] actually able to make her a regular

[5:57] staff hours and so we're going to be
[5:58] able to expand our programs a little
[6:00] bit. Not a ton, but optimize more of
[6:02] that and then also just have a little
[6:04] bit more staff hours. Um, as far as the
[6:07] building and grant project updates, so
[6:09] our north side has been fully zeros
[6:10] escaped. You can and you can see all
[6:12] that and all that beautiful rock. Um,
[6:14] and then we've got the picnic tables
[6:16] installed. Um, and we our HVAC system is
[6:20] currently undergoing a big upgrade that
[6:21] increases the effectiveness and
[6:23] efficiency. Essentially, they're going
[6:24] through and replacing all the valves
[6:26] that control the air flow in the
[6:28] ceiling. Um, because apparently a lot of
[6:30] them have been broken. So that's been
[6:32] it's kind of revealing to be like,
[6:33] "Yeah, that's why this room's always
[6:35] cold or hot or whatever it is." So
[6:37] they're working on that. Um hopefully in
[6:39] the next couple of month, uh next couple
[6:41] of weeks that will be completed. They
[6:43] just ran into some issues where um they
[6:45] get up there and it's like, "Oh,
[6:46] actually this whole thing is broken." So
[6:47] we instead of replacing just this one
[6:49] piece, we have to replace this whole
[6:50] section. And and since I'm not managing
[6:52] that project, that's through the parks
[6:54] and recck department. Just
[6:56] communication's a little bit slower. And
[6:58] then we're also going to be getting new
[7:00] digital thermostats so that every it'll
[7:02] be a smart system. Um, we're not getting
[7:04] a new chiller like I thought we would be
[7:06] getting this year. Just turned out to be
[7:08] too expensive. So, we are getting that
[7:10] next year. So, that'll be really nice
[7:12] when that's all done. Um, and then the
[7:15] stamped concrete east project has also
[7:17] been finished. You can see out there we
[7:19] got the beautiful stamped concrete and
[7:21] the rock around the trees. So now the
[7:23] last big project for as far as the zero
[7:26] escaping and and building maintenance is
[7:28] the big grass area in the front and on
[7:30] the east side of the library. Um so I
[7:33] have some I had a meet I had a
[7:34] preliminary meeting with our new mayor, Manzion. Um I don't can't share
[7:39] details at this meeting yet, but I hope
[7:41] next meeting to be able to share some
[7:43] awesome plans. It seems I was given she
[7:46] gave me very tentative approval. Um, but
[7:48] then we still have to go through the
[7:49] whole budget process and and capital
[7:51] projects and everyone else also also
[7:53] asking for money. So, we'll see where
[7:55] that goes. But let's just say I'm I I'm
[7:57] extremely excited for it. I think it'll
[7:59] be I'm not just going to zero it. We're
[8:01] going to put it to some use. So, TBD on
[8:04] that. Um, some event highlights that
[8:07] we've got going on. So, we're back in
[8:08] the swing of things with normal programs
[8:10] after our our Christmas break and then
[8:12] we're starting to gear up for summer
[8:14] reading. Um hopefully friends of the
[8:16] library will be contributing to

[11:26] circulation policy. So, this this policy
[11:31] we've I've actually already updated it.

[11:38] quick update with this policy and the
[11:40] mayor already has signed it and approved
[11:42] it. um these changes uh just due to the
[11:45] fact of the timing that I needed to get
[11:47] it done sooner rather than later than
[11:49] waiting for this meeting um because on
[11:52] the advice of the attorney I had to make
[11:53] these changes before I could send people
[11:55] to collections. So what we what I've now
[11:57] what we've now started doing um if you
[11:59] look under section nine of the
[12:02] circulation policy so it's on page three
[12:06] um made some updates to this section.
[12:08] I'll read through those and we'll we'll
[12:09] talk about them. So 9.2 Two, we
[12:12] clarified that when any item other than
[12:14] a device or technology item is overdue
[12:15] by more than 14 calendar days, the
[12:17] patron will be build for the item and
[12:18] circulation privileges will be blocked.
[12:20] Devices and technology items will be
[12:21] build to the patron on the first
[12:22] calendar day overdue and circulation
[12:24] privileges will be blocked. Obviously,
[12:25] since those are higher ticket items, we
[12:29] don't give you that 14-day grace period.
[12:32] Um, so 9.3 is where the big changes were
[12:34] made. So, the new um paragraph says,
[12:37] "Patrons who fail to return or pay for a
[12:39] library materials for more than 30 days
[12:41] shall be referred to the city attorney
[12:43] for further action, which may include
[12:45] prosecution for library theft. After
[12:47] referral, an additional attorney
[12:48] processing fee will be added to the
[12:49] library account according to the current
[12:51] fines and fees schedule. Library
[12:53] accounts that remain delinquent 30 days
[12:54] after referral, the city attorney may be
[12:57] referred to a third party collection
[12:59] agency. the account holder shall be
[13:01] liable for any crude costs, fees, and
[13:03] charges incurred in the pursuit and
[13:05] execution of collection efforts. So, we just had to add that language before
[13:10] to make it abundantly clear that we have
[13:12] people and I want to clarify this is not
[13:14] everybody. This is people that have many
[13:17] items that have not been returned and
[13:19] we're talking hundreds of dollars.
[13:22] Um I ran a report of the last 5 years
[13:26] and we had almost $50,000 worth of
[13:29] unreturned books.

[14:42] and you can't check out or put more
[14:44] items on hold until you return or pay
[14:46] for or replace the books that you have
[14:48] checked out. And then if after another
[14:51] 30 and you get an email notification as
[14:53] well. If after 30 days after it was due,
[14:56] you still haven't returned the item or
[14:57] done anything, then we send you a
[14:59] letter. Then another 30 days after that,
[15:03] then we if you still haven't returned
[15:05] it. So we're now going on almost 2
[15:06] months from when it was due, then we
[15:09] refer you to the city attorney's office
[15:12] and then they send you a letter and then
[15:14] another 30 days. So it's it's 4 months
[15:16] after

[15:21] have gotten multiple notices, email um

[15:35] whichever they want to do. um we talked
[15:39] about possibly cuz you if you look in
[15:41] the section you do see it says including
[15:43] prosecution for library theft that was
[15:45] that option was discussed but just based
[15:48] on talking with the city attorney as
[15:50] well as seeing what other libraries do
[15:52] sent just sending people to collections
[15:53] makes the most sense as it's the least
[15:56] amount of work for the for the city but
[15:58] then also people actually have responded
[16:00] better I I talked to some other library
[16:02] directors and they said that no we found
[16:03] that people actually responded better
[16:05] like they got more people paid paid
[16:07] their bill or returned the items if they
[16:09] were sent to collection versus being
[16:11] prosecuted. So anyway, I thought that
[16:13] was an interesting

[20:30] Uh so the strategic plan for fiscal year
[20:34] 25 through 2028. So our vision statement
[20:37] one is the to and this is on page two
[20:39] says the Twilla City Public Library
[20:41] provides the community with fair and
[20:42] equal access to vital information
[20:44] resources. And so we have three
[20:45] objectives to help meet that vision. So
[20:48] objective 1.1 is attend regular outreach
[20:51] events to grow the number of active
[20:52] registered card holders to over 15,000.
[20:55] So I will say that this this first
[20:58] objective is a little optimistic. Uh
[21:00] when I made it and or when I first
[21:03] proposed this all the way back at the
[21:04] end of 2024
[21:06] um beginning of 2025
[21:08] um we had about 12,000 card holders.
[21:11] However, when we made the switch to Koha
[21:14] um this time last year, we also did a
[21:16] very deep cleanup of our card holders
[21:19] and I found out that our real number is
[21:21] actually about 10,000. We had a lot of
[21:23] people I think co co threw a huge wrench
[21:26] in things. Like if you look at our card
[21:28] holder numbers precoid, postco were
[21:31] still not quite hitting it, but I am
[21:33] confident that the card holder numbers
[21:35] that we have now are bulletproof
[21:37] accurate.
[21:37] >> Accurate. Um because I was finding out
[21:39] that under the old system, we had quite
[21:41] a lot of people that it said they were
[21:44] active when they were 100% not active.
[21:47] So that was one of the reasons we
[21:49] switched to the new system because it
[21:50] actually keeps better track of that kind
[21:52] of thing. So we currently only have
[21:53] about 10,000 and it is pretty ambitious
[21:55] to grow by 50% in 2 and 1/2 years. But
[21:59] that is one of my big goals is I would
[22:00] like to eventually get to 15,000 active
[22:03] card holders. And this counts. This
[22:05] counts everybody. Residents,
[22:06] non-residents, and juveniles. So even if
[22:09] you get your kids a card, that does
[22:10] count towards this number.
[22:13] >> Tilla County is the fastest growing
[22:15] county in the state. So that's very
[22:17] doable.

[22:44] library physical and digital collection
[22:46] to achieve annual circulation of over
[22:47] 350,000 total items by the end of fiscal
[22:50] year 2028.
[22:52] Um, so we are well on track for this
[22:54] one. We had 275,000 checkouts the last
[22:58] year. So, we're up up. I think that was
[23:00] up.

[23:05] especially Libby is just growing like
[23:08] crazy. So, and I've made a concerted
[23:10] effort to dedicate a lot more of my

[23:19] switching our catalog system and being
[23:22] able to buy more books and buy more
[23:24] audio books and ebooks. So, and I know
[23:27] that there's things might be also
[23:29] improving on that front because Libbyy's
[23:31] made some changes. It used to be that
[23:33] you could choose like suspend your hold
[23:34] or deliver later, but now they've just
[23:36] made it suspend holds and it'll
[23:38] automatically remove the holds after a
[23:40] year if you suspend your hold for a year
[23:42] cuz I think that was also causing a lot
[23:44] of issues of people using the holds as a
[23:46] TBR list rather than like genuinely
[23:48] putting it on hold.

[24:25] able to look up using the the cell phone
[24:27] tracker thing because that that he's
[24:30] used with working to figure out how many
[24:32] people attend like the Founders Point,
[24:33] Hobby Lobby, things like that.
[24:36] >> And he was able to verify some data for
[24:38] us of how many cell phone users come and
[24:41] then compared us to the pool. And we
[24:42] actually have a slightly more people
[24:44] come to the library than go to the than
[24:46] go to the city.

[28:14] sleek. Um, and then also we'll be able
[28:16] to do the online payments and renew
[28:18] cards online by the end of the year.

[29:45] be regularly reviewed and updated as
[29:47] needed to ensure the library is a safe,
[29:48] welcoming, and pleasant place for
[29:49] patrons to visit. So, I'd like thank you
[29:51] all for for that part of it of okay,
[29:54] here's a random new policy about privacy
[29:56] and faxing and so thank you for for
[29:58] helping me stay on top of that. if you
[29:59] notice anything and like Julie's
[30:01] obviously you've made several
[30:02] suggestions and stuff and those have
[30:04] been very helpful.
[30:06] Um all and then upgrade improve the
[30:09] library by enhancing the beauty and over
[30:10] overall long-term sustainability of the
[30:12] library. So that's one of my one of my
[30:14] big focuses. Um for example, I want to clean up our monuments that we have
[30:19] like the pioneer monument here and the
[30:21] mudwall monument. That's something that
[30:23] I'm looking at doing. Um the library is
[30:26] 25 years old, right? 26 this year.
[30:29] >> Um I want to set it up to ensure that
[30:31] it's still here for another 30, 40, 50
[30:34] years and that um we're being
[30:37] sustainable, right? That we're saving on
[30:39] water and and I'm doing my my part to
[30:42] ensure that the library is beautiful and
[30:45] sustainable.

[31:00] I'm happy to report that we're I went

[31:27] Wi-Fi coverage and improve quality of
[31:29] signal. Um that has also been completed.
[31:32] Unfortunately, it looks like it's now
[31:35] going away. So, we'll see cuz UEN is has
[31:39] gets a lot of federal funding and
[31:41] obviously this last year was a little
[31:43] tricky for that. I also think 40 $40
[31:46] trillion of debt, right? I think math
[31:48] eventually will say that that money is
[31:50] going to go away. Um, so that it does
[31:52] look like because what we were using
[31:53] this for is it was providing Wi-Fi at
[31:56] the Veterans Memorial Park, the Del Papa
[31:58] Park, and then the pool park. Um, but it
[32:00] does look like that that funding is
[32:02] winding down. It's not gone, but it's
[32:05] probably going to be gone. So, if you're
[32:08] no longer able to use the Wi-Fi at those
[32:09] parks, that is why. Um, but we we did
[32:12] upgrade it, but then as of about four or
[32:15] five months ago, we got the email from
[32:17] UEEN that, hey, this is probably winding
[32:20] down. So, still technically there, but
[32:22] probably it's going away. And then we
[32:25] got new credit card terminals in the
[32:27] library. So, all those fiscal year 2025
[32:29] goals were completed. Um, and then our
[32:32] fiscal year 2026 goals. So, the
[32:34] microphone reader, we got a new
[32:35] microphone reader. Um, taking out that
[32:38] old thing to the dump was that was me
[32:40] and me and Steve had to dedicate some
[32:43] time in a nice cart to wheel it out to
[32:45] the dumpster cuz that thing was massive.
[32:47] The new one is much more economically
[32:49] designed. ergonomically designed and
[32:51] everything. And then our RFID sec RFID
[32:54] security gates will be evaluated for
[32:56] replacement. Um, so we did evaluate
[32:59] those and they're working just fine. So
[33:01] we're probably not going to be replacing
[33:02] those anytime soon. Um, what we are
[33:04] going to be doing is we're working on
[33:06] upgrading our server and patching up our
[33:09] firewall. So that's where the money we
[33:11] had allocated for that is instead going
[33:13] to that. And then what we still need to
[33:15] work on this year is we are going to
[33:16] upgrade work on upgrading the Wi-Fi here
[33:20] at the library itself. So that is still
[33:23] being worked on and we hope to complete
[33:24] this year.
[33:26] Um and then the for 27 replace the RFID
[33:29] staff stations. So we do not need to
[33:31] replace those. We had those evaluated
[33:33] and as long as they work they work. So
[33:36] and then but I do have money that if
[33:37] they were suddenly break that we could
[33:38] immediately get them replaced. And then
[33:41] the server that hosts the printing,
[33:42] Wi-Fi controller, and phone system. So,
[33:44] we've already completed actually the the
[33:46] phone system one was upgraded. And then
[33:49] the printing and Wi-Fi one. We're
[33:50] actively looking at that this year cuz
[33:52] we we have enough money that we can get
[33:54] it done this year instead of having to
[33:55] wait till next year. And then same thing
[33:58] with the visitor counter and the barcode
[34:00] scanners. We actually already replaced
[34:01] the barcode scanners and the staff love
[34:03] the new barcode scanners. It made our
[34:05] inventory process in November. We
[34:07] actually got done several hours earlier.
