Commission, and we would like

to encourage the community to

participate in our annual back
[1:34:24]
to school supply drive. This is
[1:34:25]
held in partnership with
[1:34:27]
Torrance Unified School
[1:34:29]
District. Every donation helps
[1:34:30]
provide students in the
[1:34:33]
district who are in foster care
[1:34:35]
or experiencing homelessness
[1:34:36]
with the essential school
[1:34:37]
supplies they need for a
[1:34:40]
successful school year.
[1:34:42]
Requested donations include,
[1:34:44]
but are not limited to,
[1:34:45]
backpacks, lunch bags,
[1:34:47]
notebooks, folders, binders,
[1:34:49]
umbrellas, hair products, and
[1:34:50]
other essential school

of the community. Alert sirens

on Wednesday, AUGUST 5th at

11:30 A.M.. That

from now. As a reminder, this
[1:35:53]
is only a test. The test will
[1:35:55]
include a one minute all clear
[1:35:57]
chime, followed by a two minute
[1:35:59]
siren tone and another minute
[1:36:01]
of the all clear chimes. Total
[1:36:02]
testing time will not exceed
[1:36:04]
five minutes. It is important
[1:36:06]
to note the siren tone MAY be
[1:36:08]
heard farther than the chimes
[1:36:09]
during an actual emergency. You
[1:36:11]
will hear the sirens. We
[1:36:13]
encourage the community to take
[1:36:14]
action to shelter, shut and
[1:36:16]
listen for instructions from
[1:36:18]
the city. Shelter in place

means if you are outside while

go through the funding

award a design build agreement
[2:25:14]
for the Torrance Regional
[2:25:15]
Transit Center Parking
[2:25:17]
Structure project and to
[2:25:18]
approve a First Amendment to
[2:25:19]
the owners, and Owners
[2:25:21]
Representative Services
[2:25:23]
agreement. So this was
[2:25:24]
following a competitive design
[2:25:26]
build procurement process, and
[2:25:27]
staff recommends awarding the
[2:25:28]
contract to McCarthy Building
[2:25:30]
Companies, the highest ranked
[2:25:31]
proposer, based on the
[2:25:32]
technical qualifications,
[2:25:35]
project approach and costs. In
[2:25:36]
addition, staff is also
[2:25:37]
recommending to approve and
[2:25:38]
amend the Moca Systems
[2:25:40]
Agreement to continue providing
[2:25:41]
owners representative services
[2:25:43]
throughout the construction
[2:25:45]
phase. This project includes
[2:25:46]
the construction of a four
[2:25:48]
story, approximately 1000 space
[2:25:49]
parking structure, along with
[2:25:51]
the surrounding surface parking
[2:25:51]
lot. I
[2:25:53]
d also like to take this
[2:25:54]
moment to recognize the
[2:25:55]
collaborative efforts of the
[2:25:56]
many city departments and staff
[2:25:57]
whose dedication and
[2:25:58]
partnership have been
[2:25:59]
instrumental in bringing this
[2:26:01]
project to this important
[2:26:03]
milestone. Thank you
[2:26:04]
specifically to community
[2:26:06]
development and the fire team,
[2:26:10]
as well as public works. So
[2:26:12]
once this project is completed,
[2:26:13]
um, this project will
[2:26:15]
significantly expand parking
[2:26:17]
capacity at the transit center,
[2:26:18]
improve access and convenience
[2:26:20]
for transit users, and support
[2:26:20]
the city

s long term
[2:26:22]
transportation and mobility
[2:26:23]
goals. Um, with that, we
[2:26:24]

funding mechanisms go, this is

funded through a measure. I

think the finance team was

this project is to be completed

by la 28 Olympics, and as such,

the award at this time will

timing to to make sure that

we

re able to construct a
[2:27:11]
surface lot and start the
[2:27:13]
project. We will continue to

work with our metro and

regional, uh, any potential

partners to identify external
[2:27:20]
funding for the balance of the
[2:27:22]
project. But we also do not
[2:27:24]
want to compromise the number
[2:27:26]
of parking stalls. Given

opportunities as a sports,

entertainment tourism

attraction hub. As such, we

will recommend council approval

City Council that chairpersons

and members are selected for

the six City Council standing

committees and three special
[3:09:31]
standing committees. The

current committee assignments
[3:09:34]
were last selected appointed on

APRIL 20th 3rd to 2024. This

report provides an overview of
[3:09:39]
the selection process for City
[3:09:41]
Council. Ad hoc committee,

special standing committees,

informal working group with the

Torrington High School District

to usd to establish a joint use
[3:10:24]
agreement for shared public

facilities and exchange
[3:10:29]
services. Resolution 2020 355
[3:10:31]
was subsequently approved on
[3:10:34]
MAY 23rd, 2023, formalizing the
[3:10:35]
agreement. While the agreement
[3:10:36]
has been executed, the mayor
[3:10:38]
wishes to continue this working
[3:10:39]
group. The Tuesday Working
[3:10:40]
Group will consist of four
[3:10:42]
members total, two City Council
[3:10:44]
members selected by the council
[3:10:45]
to represent the city, and then
[3:10:47]
two members selected by the
[3:10:47]
Torrance Unified School
[3:10:49]
District Board at their
[3:10:50]
discretion to represent the
[3:10:53]
school district. Um. Per the
[3:10:55]
mayor selection. The following
[3:10:56]
members from the City Council

Um, the hillside Overlay
[3:26:29]
ordinance is an important issue
[3:26:31]
for me and for many Torrance
[3:26:33]
residents. The uncontrolled
[3:26:35]
building of ADUs has far too
[3:26:37]
often taken away people
[3:26:40]
properties. Right? To view air,
[3:26:43]
light, and privacy. These
[3:26:45]
rights are supposed to be
[3:26:46]
protected by a Torrance
[3:26:49]
Hillside Overlay ordinance that
[3:26:52]
was enacted decades ago. Many
[3:26:55]
of our residents purchased
[3:26:57]
their properties in reliance of
[3:26:59]
this city ordinance. Now, the
[3:27:02]
excessive building of ADUs is
[3:27:03]
taking away these property
[3:27:06]
rights. I previously testified
[3:27:08]
before the Planning Commission
[3:27:10]
and the City Council about how
[3:27:12]
unfair this is to our
[3:27:14]
residents. I had argued for an
[3:27:16]
ordinance for so long with
[3:27:18]
stronger, more objective
[3:27:20]
development standards. I want
[3:27:22]
to thank city staff for making
[3:27:24]
a presentation and public
[3:27:26]
workshop on the Hillside
[3:27:28]
Overlay Ordinance earlier this
[3:27:30]
year. I understand that staff
[3:27:31]
is now in the process of
[3:27:34]
collecting input from residents
[3:27:35]
by creating an internet page
[3:27:37]
for people to comment about
[3:27:39]
this ordinance. I want to let
[3:27:41]
people know that the link to
[3:27:44]
provide comments on this issue
[3:27:46]
is on the front page of the
[3:27:49]
Torrance City website, and it
[3:27:50]
towards the bottom of the front
[3:27:52]
page. It is titled Single
[3:27:55]
Family and Hillside and Coastal
[3:27:57]
Overlay Zone. I encourage
[3:27:59]
residents to submit comments
[3:28:02]
and make your voices heard.
[3:28:04]
That was my first oral
[3:28:08]
communication comment. And my
[3:28:11]
second one is I want to note
[3:28:14]
that I attended the Riviera
[3:28:15]
Homeowners Association meeting
[3:28:18]
last night, and I want to thank
[3:28:20]
our Torrance, our several
[3:28:22]
Torrance Police Department
[3:28:23]
officers for making their
[3:28:26]
presentation on Riviera Crime
[3:28:27]
Update. They covered recent
[3:28:29]
crime trends and the presence
[3:28:31]
of organized theft groups,
[3:28:33]
practical steps that you can
[3:28:34]
take to protect your home,
[3:28:37]
family and property, and
[3:28:39]
burglary prevention and
[3:28:41]
personal safety handouts that
[3:28:43]
were given out at the meeting.
[3:28:44]
I just want to thank the
[3:28:45]
Torrance police officers for
[3:28:47]
doing that, and it was very
[3:28:48]
informative and it was very
[3:28:52]
well attended. Thank you.

uh, hearing a little bit about

their experience and then also
[3:30:21]
the chief, um, setting up an
[3:30:22]
opportunity for me to watch a
[3:30:24]
briefing, and I hope to see
[3:30:27]
more and, um, next week, have a
[3:30:31]
ride along scheduled. So, um,
[3:30:33]
enjoying learning even more
[3:30:34]
deeply about our police
[3:30:36]
department and with tonight
[3:30:37]
appointments, I
[3:30:38]
m excited

because, um, Council Member Liu
[3:30:42]
will be able to represent us.

fighting for those rights that

our watch parties, which were

actually several teams staying

in the city of Torrance. I know

it was not highly publicized
[3:32:13]
for obvious reasons, but, um,

for those who don

Paraguay, Canada, Belgium,

Bosnia and Herzegovina, New
[3:32:22]
Zealand and Turkey were all

here in the city of Torrance

and our, uh, our city staff and

our police department kept them
[3:32:32]
here with no issues. So really,
[3:32:33]
really proud of everyone

work on that. Um, and, uh, and

executing fifa and our watch
[3:33:12]
parties and our hosting and our
[3:33:15]
hosting of the teams here. So,

Torrance, our district

elections ensure every

neighborhood has a voice, but
[6:14:18]
our responsibility is to make
[6:14:20]
decisions that benefit the city
[6:14:23]
as a whole. This is the essence
[6:14:25]
of the one Torrance philosophy.
[6:14:27]
While each council member
[6:14:28]
represents a district, we
[6:14:31]
govern as one council committed
[6:14:33]
to the success and well-being
[6:14:35]
of the entire community.
[6:14:36]
Following the city
[6:14:37]
s transition
[6:14:39]
to district based municipal
[6:14:41]
elections, the council has
[6:14:43]
traditionally reaffirmed its
[6:14:45]
commitment to governing as one
[6:14:47]
body in service to the entire
[6:14:48]
community. I
[6:14:49]
d like to continue
[6:14:51]
that transition by asking my
[6:14:53]
colleagues to reaffirm our
[6:14:56]
commitment to working together
[6:14:59]
collaboratively, governing with
[6:15:01]
one voice, and serving all the
[6:15:03]
residents, businesses and
[6:15:05]
stakeholders throughout our
[6:15:06]
city. With that, I
