All right, we'll start with the pledge.
I pledge algiance to the flag of the
[0:22]
United States of America and to the
republic for it stands. One nation under
[0:28]
God, indivisible with liberty and
justice for all.
[0:37]
» Roll call. Daniel Blanket
>> presa
[0:42]
Welsh Mega Dean all present.
We'll start with uh approval of minutes
[0:51]
from the August 11th, 2026 regular
meeting.
[1:14]
» I'll make a motion to Approve the
minutes for office 1126
[1:19]
recommendations.
[clears throat]
[1:22]
» Daniel Leip makes a motion to approve
the minutes.
[1:27]
» Megan Deckman seconds. All in favor?
>> I approve.
[1:32]
» Board of officers and employees
start with the fire department. Mr.
[1:48]
his is going to be in your email.
>> So you got a contract
[1:52]
» not in there because I forgot about it.
that Bridget sent out that is for the
[1:58]
baby box.
Um, from what I gather Chris started, we
[2:06]
have to accept that and sign that or
everything will start
[2:13]
happening. So then money contract comes
all that he said they run it just like
[2:21]
any other have to do. I get three bids.
The contract is coming to do it.
[2:27]
Um, but what I he just told me on the
phone that sign is not obligated us for
[2:34]
money
like a monthly thing going for money. It
[2:39]
just gets the wheels rolling for
[2:48]
your ammo.
[3:06]
It was 16,500
>> and then the only
[3:12]
said
the way you're supposed to go
[3:16]
to pay camera since [clears throat] our
state
[3:20]
has to pay
box that
[3:25]
specialist.
[3:34]
» What's the yearly fee?
>> 500
[3:38]
give or take the quote for sure. That's
what he was saying. It might be in that
[3:41]
paper. So 600,
[3:53]
but that's also all there's kind of
rules to go along with this,
[4:11]
which we could probably delivery fee. We
pick it up ourselves
[4:15]
all that.
>> Where's it at?
[4:20]
» Oh, the 600 was the delivery fee.
>> So, the other one's probably a month
[4:28]
like you said.
>> So, annual fee 600
[4:33]
term renewal 600.
[clears throat and cough]
[4:35]
» We're not looking at the same payment.
I'm looking at the email, the actual
[4:40]
email. Oh, never mind.
[4:50]
» And the annual alarm service annual fee
monitoring is $300 annual based on
[4:54]
location.
[5:51]
» [clears throat]
[6:50]
» He said if you want to look at it more
[6:56]
but obviously table
[7:00]
that way you can read I know
[7:11]
we have to take a different policy for
this. I would venture to say what must
[7:17]
our medical
[7:22]
insurance liability now what malpractice
[7:27]
» I don't think it's malpractice but yeah
something like
[7:46]
No.
[8:23]
I need to find my stuff. Let's get it.
>> Um, click on that.
[8:27]
» Yeah.
>> Yeah. Click on that.
[8:37]
» Council.
[8:41]
» You don't have
[8:51]
Hit
that button.
[9:02]
» Who's your loser before?
>> Do you have yours on?
[9:09]
» That has to be on.
[9:22]
So I need to remember afterwards and get
the password.
[9:35]
So they must not
[9:56]
do
[10:01]
motion.
[10:13]
Dustin Reese makes a motion to grant a
sign the safe haven baby box contract.
[10:29]
Teresa Lo seconds.
[10:33]
» All in favor?
>> I
[10:36]
» I
>> approved.
[10:42]
» Thank you, Chief. Nie,
[10:46]
» David Water.
>> Nothing. Thank you.
[10:52]
» Bruce sewer.
[11:01]
says [clears throat] you're connected.
>> So you guys should have a quote from ECC
[11:07]
contracting.
>> You are now
[11:10]
» out there on
[11:15]
» clean.
[11:19]
Most of the pipes are actually under the
dirt
[11:24]
about two feet.
[11:28]
All right. EC and coolies come out cool
with the sunshine ECC right now. Go off
[11:34]
of is a quote for 3700 to jet covers
approximately 300 ft and TV a 15inch
[11:43]
line. All those at the very end go to a
15inch line. We're not sure where it
[11:48]
goes any maps. So we need to make sure
it's not connected to the system. It's
[11:53]
in line with the manhole that manhole is
in clay.
[11:58]
So we don't think it drop 15, but we're
also not sure where else
[12:04]
we're going to get it. See where it
goes.
[12:13]
So I just want to get approval for the
3700 for DCC to it out Jason and I will
[12:20]
help take it out. So all is generally
[12:36]
» yeah make sure the clear lines that
cross
[12:42]
right there from there one by there's
one by rand and there's one at ox city
[12:50]
area they have that across the street
that
[12:55]
go
[13:02]
over
there.
[13:16]
Pre Welsh makes a motion to approve the
$37 million for ECC for the jetting.
[13:25]
» Megan Delman seconds. All in favor? I
approve.
[13:31]
» That's it. Bruce.
[13:36]
» Okay, Eric.
>> Nothing. Jason. Nothing.
[13:45]
I don't have nobody. I don't have
anything. I don't think
[13:49]
» Chief Chief Dudley.
>> I seen him back there. I was looking
[14:01]
back in the back.
[14:05]
» Nothing.
[14:13]
getting away with that easy.
[clears throat]
[14:17]
» So the community like
[14:25]
I don't know to investigate it figure
out what's going on but like people are
[14:30]
cooking and not up and the bathrooms are
getting bad again. I don't know what's
[14:37]
happening. It was just the men's, not
the women's, too.
[14:56]
» No, he's not. He had baseball coach.
>> We don't have anything. I don't I don't
[15:03]
know what's happened, but you guys are
close enough. There's somebody coming
[15:08]
in. I don't know.
[15:25]
» Anybody else?
[laughter]
[15:28]
[clears throat] I'm gonna wait to get
what I'll have done.
[15:32]
Nothing. Thank you.
[15:37]
[clears throat]
[15:40]
» Okay.
Standing committee. Oh, Bridget.
[15:44]
» Nothing. Standing committees.
[15:56]
I just need another
>> Can you give us your name for the river?
[16:01]
» I need another road closure for gas on
the 19th. Um
[16:08]
long from Paris
to church from 7:30
[16:17]
p.m. to 900 p.m.
[16:34]
» Theresa Walsh makes a motion to approve.
>> Megan Deman second. All in favor?
[16:40]
» I opposed.
>> Approved.
[16:44]
» Thanks guys. Thank you.
[16:51]
Okay, let's go to unfinished business.
Commonwealth Engineers Water Project.
[17:04]
» I don't have much of an update on the
water project. Um I don't have much of
[17:08]
an update on wastewater project either.
You should have got one. I know.
[17:15]
email item today.
They
[17:19]
they chose to view the PD as a update to
the compiance plan which is fine. This
[17:24]
has to have some changes made to it. So
regular 13 looking into it.
[17:30]
» Is that what you said?
>> Would you do me a favor?
[17:34]
» Would you make sure they get sent those
to me?
[17:37]
» You should have it. I forwarded it. I
thought I forwarded it to everybody.
[17:39]
» Oh, I thought Daniel got it. I didn't
see it. Daniel was in there initially,
[17:42]
but I'm pretty sure. Did anybody
everybody else get it?
[17:52]
» Well, then I meant to forward it to you
this morning.
[17:54]
» Yeah,
>> they may have your email on
[17:57]
» as long as you're getting it to Bridget.
She
[17:59]
» I think I may have just sent it to
Brucey
[18:02]
» now that I think about it. I think I
looked and Brucey wasn't on there. I got
[18:06]
distracted. Today was distraction day.
I'll send it to you.
[18:17]
The the one thing I did want to talk
about was on the lead service line
[18:21]
project. So we submitted that you'll
remember
[18:26]
earlier this year to see if there was
money available. We did come back with
[18:32]
an offer 50% grant 50% zero interest
loan on whatever end result looks like.
[18:40]
So uh we coordinated with your great
consultant on projects for Sean. He put
[18:46]
together some options, testing
discussion points for your
[18:50]
consideration. The next step if this
project is going to move forward service
[18:55]
line is to let iPad know yes, we're
interested in continuing and then move
[19:02]
forward figuring out what size project
we want to move forward with and get
[19:06]
under
[19:10]
But so John's got more info and and
details on that what that offer means,
[19:16]
but I'm here for questions and service.
[19:23]
Sean Klein here financial group. So
yeah, my purpose here tonight is to talk
[19:29]
about the the SRF offer that you're
receiving and uh and decide uh to what
[19:35]
degree you want to move forward with.
And so I'll just kind of rewind a little
[19:39]
bit. So for fiscal year 2027 SRF, this
is the last year of the land service
[19:45]
lines funded funds that they have with
the byproducts of infrastructure. So
[19:51]
this is the last of five years
in this you guys applied. We did asset
[19:56]
management plan and all that due April
1. The request that we had was $5
[20:01]
million. That that was how we
characterized the need for the town. And
[20:05]
the SRF came back and said, "Yes, we're
gonna fund that whole $5 million need.
[20:10]
We're gonna find we're gonna fund $2.5
million worth of grants. Don't don't
[20:16]
have to pay."
And then $2.5 million 0% loans. Now,
[20:22]
they also implicit in that said if you
don't need $5 million,
[20:29]
$3 million, we can quote rightize it for
your project. Of course, talking to the
[20:35]
engineer, we don't know what the scope
of that project is for yet. So, that's
[20:40]
something that's one factor for us to
think about is what to what degree we
[20:44]
want to keep the $5 million on the
table. Do we want to parse it down and
[20:48]
say, you know, we want to take a little
bit now, a little bit later. I know
[20:53]
you're in here. We met so far. We've met
a couple times. Last Friday, I didn't
[20:57]
think I could make it up tonight, so I
came last Friday with maybe a good
[21:01]
conversation. Um
was saying
[21:06]
we're not sure. We're not sure what we
need. My advice was if you're not sure
[21:13]
options open to you until you kind of
get this bid out and then you know what
[21:17]
you're dealing with
if you want to proceed. So if you choose
[21:21]
to proceed, you might want to proceed
with you know all options because I
[21:26]
think you got to do this within 10
years. Is that the is that the
[21:30]
regulation? Yeah, it's part of the EPA
model. So there's 10 years to identify
[21:35]
material service lines. This is the
water service line to each person's home
[21:41]
and then if it's lead or galvanized
material that needs to be replaced
[21:46]
within 10 years. So this funding package
would cover identifying it, having your
[21:52]
contractor come or look at it, probably
choose to have them identify it and then
[21:57]
do the replacements.
Level two
[22:00]
» [clears throat]
>> Okay.
[22:05]
» Yeah. And then I think you got to do 10%
per year or something like that.
[22:08]
» Yeah. Starting in 2027,
you EPA's rule is you're supposed to
[22:13]
replace 10% of the per year. The tricky
thing is if you don't know how many you
[22:18]
have, you don't know how many that is
going to be. But in the pupil that write
[22:24]
the laws mine 10% per year will be 100%
completion at the end of
[22:31]
this option would be to do as much as we
can now with this grant money and
[22:35]
hopefully it's all of it and it takes
care of it. You don't have to do another
[22:39]
project in the subsequent
[22:49]
meter to the house. It's both sides of
the meter. So it's from the water
[22:56]
» in town. Yeah. Everybody
wasn't a part of the water.
[23:02]
So it covers both sides from water man
and meter all the way to
[23:12]
» So when we did the uh water project did
keep tabs on how many of you found that
[23:19]
were
>> Yes.
[23:21]
» And was there only like three?
>> Yes.
[23:25]
» Three out of how many homes?
>> There were three lead lines. There were
[23:30]
significantly more gallons.
>> So that's a little bit of a gray area
[23:35]
and now we kind of
>> but they've been replaced.
[23:38]
» The ones on the private
>> on our side.
[23:41]
» Yeah. So the ones on the private side
are still there.
[23:43]
» Yes.
>> I think there may only be one or two
[23:45]
lead lines that we know of in the
private area.
[23:50]
So if that continues and keeps, you
know, and that's reflective of the whole
[23:55]
town, it may not be a 5 million maybe
significant less. Right now, what we're
[24:02]
looking at is we just don't know
until you can look and see what those
[24:07]
lines are made of.
There's no way to know.
[24:13]
» We recognize we don't have to mess with
those. I mean, we know where they are.
[24:18]
So we're only looking at covering the
area that we have not changed the line.
[24:22]
» So we would go we would do the private
side ones. So in the project area we
[24:28]
know they're lead
>> the three
[24:31]
» if the galvanized lines are classified
as required.
[24:37]
Those would qualify for replacement
under this project as well. Then it
[24:41]
would be everybody outside of the
project.
[24:46]
So how how typically we've been doing
these projects is when we some build up
[24:51]
front or we knock on front doors, we
talk to people if we can see where the
[24:55]
service line comes into their home,
we'll inspect it there. If not, we can
[24:59]
look at the pits. Sometimes that's not
really representative of what's in the
[25:03]
ground. Um so then during the
construction, the contractor come out
[25:07]
and pop [clears throat] all the service
lines, but we don't know at that time.
[25:12]
And that's really the best way to tell
that that material looks the same.
[25:17]
» If you remember, we did the
questionnaire,
[25:19]
» but we hardly got any back in comparison
to what we should have got back.
[25:23]
» And a lot of people miscatate
because if it's a metal line, it's hard
[25:28]
to tell. If they say it's lead, it may
[25:34]
even tarnishes. you know, is unless
you're a trained person who knows how to
[25:41]
test these pipes, it's hard to tell the
difference in some of these, especially
[25:44]
if you're just looking in your crawl
space.
[25:49]
» So, [snorts] what about that?
[25:54]
If it's not connected to your system,
[26:05]
if they have a service line, even if
it's shut off or the home's abandoned,
[26:11]
but they're still connected to the water
man, it needs to be included in the town
[26:18]
inventory.
And these are the letters that get sent
[26:22]
out every year.
Novemberish
[26:27]
letters have to go out.
[26:34]
Soon as those are replaced or verified,
the letters have to stop
[26:39]
people.
[26:45]
So with that as kind of trying to scope
in the project I think I think that's a
[26:50]
really important discussion to talk
about that scope the question is what's
[26:55]
the impact financially
and so and again we can always come back
[27:00]
to the scope project but if we start
with the the most aggressive approach if
[27:06]
you did accept the $5 million offer and
you have to pay that $2.5 million back
[27:11]
over 20 years at 0%.
So what we did is we did a rate study
[27:16]
and we said where are you currently at?
Where are you currently at today? We
[27:20]
would recommend a 17% rate increase.
This is at 4,000 gallons.
[27:26]
So we recommend 17%. Last year you were
a little bit negative but I would
[27:32]
essentially call you kind of break even
last year require 10% coverage which
[27:38]
means I need I need my revenue
requirements and then I need when we do
[27:43]
SRF we're going to have to do what's
called par with SRF and that 10% goes to
[27:48]
25%.
So that's another factor that kind of
[27:52]
drives a little bit.
But that 17% we would recommend right
[27:57]
now. And then for the loan itself for
the 2.5 we recommend 10%. So and the
[28:04]
reason I want to break those up is
because if you wanted to right size this
[28:07]
project
just remember it's 10% for $5 million.
[28:13]
So if you wanted to only do 2.5 million
then that 10% would be 5%. And so you
[28:19]
can proportion it like that. Pretty
straightforward.
[28:23]
Does that make sense?
[28:30]
And again wanted to hold five million.
If you wanted to dial something back, we
[28:35]
would dial back from from that 10% of
proportion. So you think about for every
[28:41]
million you cut back there be a 2% drop
on the re
[28:47]
» but your recommendation is 27%. total if
you take the five million that is that
[28:52]
is the the biggest
if you had $5 million now the
[28:58]
conversation about
if you think it's a bit more
[29:01]
conservative
[29:05]
we want to
>> but that's also why I was asking
[29:10]
what's
[29:17]
» this is the last
[29:22]
I met a couple weeks ago and they said,
"Oh, legis."
[29:29]
And I said, "So, you have funding?" He
said, "No, we do not have funding for it
[29:32]
yet." It'll either be funds that they
will allocate and send to us. So,
[29:36]
they'll tell us take our current funds,
div them up, and allocate a certain
[29:40]
portion to lead service. But as it
stands today, we have no led service
[29:47]
line.
So I just want to make sure you aware of
[29:52]
that too.
and write that message. No,
[29:57]
» I think the the offer letter or email
that came from IFA kind of the next step
[30:02]
is just if we're going to move forward,
let the IFA know and then release it
[30:07]
together and put together what scope or
size project the town's comfortable
[30:11]
proceeding with and we get started on
design and then the next thing the SRS
[30:16]
needs to see is the project goes to bid,
we get bids in and we a little bit. So,
[30:23]
it's kind of right now we're just in the
do we want to proceed given this 15%
[30:30]
grant that there's offered um or you
know are we going to try to do this at
[30:37]
some other level which as of right now
I'm not really aware of the grant out
[30:43]
there
[30:48]
» when do they want the response by
>> they didn't tell me when they didn't
[30:51]
respond I didn't think I'd seen
>> butine
[30:57]
if we decide to to proceed closing would
be in what they call their fourth fiscal
[31:02]
quarter which would be January,
February, March 3rd. So it be April, May
[31:07]
or June somewhere this next April, May
closing time.
[31:11]
» So we have to have bids in hand before
that
[31:15]
meaning this winter we need this fall
winter we need to be designing and
[31:20]
bidding the project. those enhance by
what March.
[31:23]
» Yeah.
>> Yeah. And right now what SRF is
[31:26]
requesting is if a community wants to
move forward, please let us know. We'll
[31:30]
allocate those funds for them. We'll put
it aside. We'll give a closing date in
[31:35]
that fourth quarter. If they don't want
to move forward, that's okay, too. Just
[31:39]
let us know so we can reallocate those
funds to another.
[31:49]
I think
I think hedge your number a little bit
[31:54]
higher and then when your bids come in
you can battle it back. Again, if you
[31:57]
don't want to proceed with five minutes,
that's okay. If you want to proceed with
[32:00]
a one minute, I mean, you can do that's
well within your your preview as well.
[32:04]
You can select whatever number that's
what Rachel's here with us to kind of
[32:09]
say what do we think this scope is like
based on your prior work.
[32:15]
» And your understanding is they would
keep that 50%. Yes, it will always they
[32:20]
call it right size. So if you decide to
go to million
[32:26]
billion%
>> they'll always keep that proportion.
[32:31]
» I know you're new with dealing with
this. Okay. So I just want to I mean I
[32:35]
know we got to get this thing moving at
some point in time but you know one of
[32:39]
the biggest problems we have uh and our
residents have is we went 30 years
[32:44]
without a rate increase in this town.
So, now that we've fixed some sewer
[32:49]
problems and had to go out and borrow
$30 million, um, now that we've done
[32:53]
other things that we've needed to get
done with these line replacements, etc.
[32:59]
You know, our water, they call it the
water bill. It's a utility. It is not
[33:03]
the cheapest round. It's not the highest
either, but it's not the cheapest, but
[33:06]
now you're tell%
increase. I would have a catastrophic
[33:13]
event happen in this town with a 27%
increase. So
[33:19]
» we still have to do this.
>> That Yeah, that's the other part. We
[33:22]
still got to get it done within the next
10 years.
[33:25]
» And uh so I hate to give away free
money. So I think if there's no time
[33:30]
thing you could give us all
>> at least till next month where we can
[33:35]
run through some numbers all kind of you
know grab each other and talk.
[33:39]
» Sure. I It's not that we actually have
decision tonight.
[33:42]
» Sure. I mean there's there's a lot of
things you got to balance. There's a lot
[33:45]
of kind of things you got to weigh you
know maybe some more inepth
[33:48]
conversations about prior projects get
arms around the scope
[33:53]
know that we will have a definitive
answer for them next month or whatever
[33:59]
you guys think.
But what they're looking for is like if
[34:04]
you don't want it please let us know so
we can help.
[34:08]
» Well I think I mean I'm just talking out
loud. I'm not talking for everybody. I'm
[34:12]
talking for myself, but I don't want to
give up any free money [clears throat]
[34:14]
to help skip the project. I just don't
know how big one we want. That's my
[34:19]
opinion.
[34:22]
» And they're they're willing to give us
50% free. thing. But right now, you
[34:27]
know, one of the biggest things are
happening with all the tax law changes,
[34:30]
um, is we're looking at a huge cut in
our annual income, which we only get
[34:35]
700,000 a year now, but it looks like
we're going to right now the proposals
[34:39]
that are out there, we're going to be
shorted about $70,000.
[34:42]
So, now to add another payment to a
budget that we already have streped. It
[34:46]
took us six meetings last time to get it
to to balance. Um, and talking about
[34:51]
adding another payment, we just have to
look at some things.
[34:53]
» Sure. Sure. Just remember SEA1 those tax
changes that are that are coming those
[34:59]
tax changes don't impact your utilities.
Utilities are referred to as enterprise
[35:03]
funds. So they kind of stand alone in
their
[35:08]
so yeah there's a there's a lot of
changes coming
[35:13]
and and that we get we get involved with
those. We we do a lot of tip analysis a
[35:18]
lot organizations. So yeah we see a lot
of those coming down. One of the things
[35:22]
I try to let council know is thus far
they haven't really hit the utilities.
[35:29]
» Well, one of our biggest problems or not
problems but things we've had to deal
[35:33]
with here as recent is we've had to do a
lot of work. We just had to put in a new
[35:36]
well. Um so, you know, you're talking
about looking at our water and I know
[35:41]
everything's supposed to be
self-sufficient there, but um it's been
[35:44]
tight right now just because we've had
to spend a lot of money that we just
[35:47]
didn't plan on.
>> Yeah. Uh so anything that we we were
[35:50]
ahead on is as David can contest um well
now we don't have any funds sitting over
[35:57]
there because we had to use them but we
can't not have a well either. So um and
[36:02]
you know it ain't like we got 13 wells.
So we start getting one of them's not
[36:06]
working it's it's a priority for us. We
were lucky enough to come up with some
[36:11]
imagination on not having to build a new
building and everything else to get it
[36:16]
done, but it still cost us money that we
were not anticipating.
[36:21]
So, David's fund does not look too good
right now.
[36:24]
» We're search
[36:28]
Bruce.
[36:34]
» Yeah.
>> Yeah. Like when we go to bid just for
[36:40]
the sake of let's say you set
you go out the bid the bid come back at
[36:45]
$2 million you $2 million.
So you could right then and then that
[36:51]
too would be against. So that's that's
back to that right side of the community
[36:57]
based on
[37:03]
the rest.
[37:08]
» Yeah. It just would be nice to know how
many it'd really be horrible to spend
[37:13]
three months.
>> How quick will you know the product as
[37:16]
far as what it should
>> if we wanted to do everything it would
[37:22]
do what we put in the report that
includes pot holding everything. We made
[37:27]
an assumption of how many would be
replaced until we know the material was
[37:32]
in the ground. We won't know how many
replaced. So I know um we talked about
[37:38]
talking about looking pits and possibly
homeowners to see if we can do interior
[37:43]
inspections.
That's one step. The other option, like
[37:46]
I said, is have the contractor come out,
helpful, see what it is, and then we
[37:51]
know exactly.
[37:55]
So, really, we won't know. There's no
way to know what's in the ground until
[37:58]
we look at
>> unless there's some old town records
[38:02]
that I haven't seen that show materials.
And if we had some, guess what? It
[38:08]
wouldn't be accurate anyway. Our lines
aren't even accurate. I mean, now
[38:12]
they're now the new ones are, but you've
seen the old maps.
[38:15]
» The good thing is we know
are in the project. So, we know the
[38:20]
town. And I think when we wrote the
report,
[38:22]
» how many homes are in the project area?
Do you remember?
[38:27]
» I know. I'm
>> What project area?
[38:30]
» The water lines. The ones we just did.
one that we just done,
[38:34]
» not this new project.
>> No,
[38:36]
» we don't even know what that project is
yet. Correct.
[38:40]
» Now, we do know it's ones we haven't
done.
[38:42]
» Yeah, it could be the whole town,
>> the whole water system, I should say.
[38:48]
» So, I know we know for sure there are
three lead lines, two on the private
[38:52]
side, one on the town side. Um, and 11 I
show 11 gallon lines on the town side
[39:00]
and 24 on the private side. My guess is
those are in the project area. We also
[39:04]
have 142 steel lines which we need to
confirm if those are galvanized prime
[39:11]
replacement or not. And then roughly
300 to 400 that just
[39:24]
I have a total of
317 unknown on the town side. We do have
[39:31]
a good chunk that we know are not lead.
So I have almost 400 that we know are
[39:34]
not. So that's good.
[39:39]
» Total total is what
350 properties.
[39:45]
I think I estimated that.
>> But that was in the last project, right?
[39:50]
» No, this is this is good.
>> Yeah.
[39:52]
» So that takes that takes the project
area and those flyers that some people
[39:56]
did turn in.
>> Yep. is what that's made out of.
[40:00]
» But what I'm what I'm asking is
[40:05]
the last project
>> we should know because we have the
[40:09]
records.
>> We do and that's in here,
[40:10]
» right? So, how many homes was that? Do
you have any idea?
[40:13]
» Okay. I'm trying to figure out how many
homes are left to be checked.
[40:18]
» There's only 500 develop.
>> We've roughly got about 650 some meters
[40:22]
in town.
>> 650.
[40:26]
» Yeah.
300 out
[40:32]
» and Rachel's trying to give you an idea
about the timeline. I just do a quick
[40:36]
refresh on that. If the council says
they want to move forward with whatever
[40:41]
degree project, one of the next steps is
we'll have to bring bond council on
[40:46]
board. That's kind of the attorneys. I
don't know if you have a preference or
[40:49]
if you'd like us to make a
recommendation, we'll be happy to do
[40:52]
that. Uh but then it would be bond we
bring bond council on the board then we
[40:57]
would bond council of course when chor
is involved right we do that because we
[41:01]
got a lot of this legally we got so we
have a bond ordinance implement
[41:07]
authorize us for longterm financing also
authorize us for shortterm financing
[41:15]
one things Rachel alluded to is you know
to get ready to go to bid before closing
[41:20]
they need funds to pay for that ing work
up front and and that'll be covered in a
[41:26]
long-term closing, but usually we would
call a lot of anticipation early on to
[41:31]
get that engineering work going so they
go out the bid and they get those bid
[41:35]
facts and see what that scope works.
So we have a bond council, we have an
[41:41]
ordinance, we have a discussion about a
bond anticipation note.
[41:46]
All those things tend to take a little
bit of time and you know kind of what
[41:52]
you know I'm sure you want to get
started if you [clears throat] authorize
[41:55]
this project. So just some of those
things are in front of us to think about
[42:00]
not meant to rush it just meant to to
kind of paint a picture for you.
[42:04]
» And I'm hoping I I can come back to talk
more about it. Talk about the scope and
[42:09]
kind of what has to be done with certain
deadlines and all that. We just wanted
[42:13]
to give you updates tonight that we do
have an offer which is great. It's a
[42:18]
great offer
and give you something to think about.
[42:25]
» And I can be I can be contacted. I know
several members of council. I think I
[42:29]
tried to email last Friday when I came
up for a meeting. So if you don't have
[42:34]
my contact information, I'm sure you
have as well. But if you got questions,
[42:38]
you can call me. If you got questions
about SEI1, you can call me and ask
[42:43]
about those, too. I'll give you my I'll
give you my opinions on that, too. Any
[42:52]
other questions I can answer?
[42:58]
» You want to think
a date on when you might be able to get
[43:01]
a response?
>> I I think I think you give us till next
[43:06]
month when we have to all time all of us
have time to talk.
[43:11]
» I think that's correct.
>> It's a slow process since we can't just
[43:14]
go sit together and talk. I mean, we'll
>> yeah,
[43:16]
» we'll do some one ons and have some
conversations, but
[43:19]
» I'll let know that it's under
consideration by next council meeting
[43:24]
like this. So, we won't stone. We'll
stay.
[43:30]
» Thank you very much.
>> Thank you.
[43:33]
[clears throat]
[43:39]
» Absolutely.
>> You guys have that I didn't realize you
[43:41]
did.
I just got up this morning a quote for
[43:46]
cellular degree meters and I didn't
really want to push it just yet because
[43:50]
I want this is what we want. This is
what we're going to have to go to
[43:55]
eventually. Uh it's not I still keep
everything analog
[44:02]
there still has to be communication
[clears throat]
[44:04]
between the two wells at the river plant
system
[44:11]
» and that system is paying.
Now, we can redo that system, but it's
[44:17]
going to be around $6,000 to redo that
and those money into the old outdated
[44:24]
system when we could go sell your
[44:31]
I don't know if any
director said that we in through the
[44:35]
trees and the woods back there. That's
pretty embarrassing. That's what they
[44:40]
have to do. But this way, eliminate all
that.
[44:45]
And it would be much much more
beneficial for the SK system. That way
[44:51]
we could program it to for the cellular
part to my plant and it could give us a
[44:58]
daily usage and all that all that.
>> So are you looking into this D?
[45:05]
» Well, yes. That's what that that's just
for one
[45:10]
new cellular meter. Uh that is
everything that makes that work and
[45:16]
program by states.
>> And you'll need how many of those?
[45:22]
» How many do you need?
>> Yes.
[45:27]
» How many you need? [clears throat]
>> We're going to have four wells.
[45:30]
» One for each well.
So,
[45:36]
uh, Rachel also mentioned that there was
money left over
[45:42]
possibly USDA
[45:51]
[clears throat]
[45:55]
» communications.
[45:58]
It
>> wasn't that long ago we were having
[46:00]
problems with it either or what, five,
six years ago probably we were having
[46:05]
problems with that community
at least once a week.
[46:14]
» I think it was right when I came on the
board there was I just heard the tail
[46:18]
end. They were having problems and do
something
[46:25]
Joe
some of that stuff like HG or something.
[46:29]
» Yeah.
[46:34]
» It was a long time ago, but they were
having issues with it.
[46:49]
» Which which network do they use?
>> Which network do they use?
[46:56]
to my knowledge. I mean, I don't know. I
mean, I I hear people say different
[47:00]
things on who gets best reception around
here, but it' be nice to check see who
[47:04]
they use to see who Let's find some
people with using that same
[47:09]
» possibly, you know, like us whatever
>> maybe. Okay.
[47:18]
Well, I know since we've had the tower
down here on the north end of town, it's
[47:22]
been a world of difference,
>> but I'm not really asking for anything.
[47:26]
I just want to explain that
[47:31]
we're going to have
should have been done years
[47:39]
a
[47:43]
five to update. So let's see what we
don't have left in
[47:46]
» there.
[47:56]
» But 10 five we should have that left in
this thing. So I mean we should be able
[48:00]
to cover it through the project
>> times four
[48:03]
» times four.
>> No that's it's 2650 each or 2640 each.
[48:09]
Was it 2640?
>> It was 10 each. Right. It's
[48:14]
» 106.
>> I thought you said 2640.
[48:22]
» I know how many wells we got. I just
thought he said 2640. Thank you. 10,000.
[48:28]
» How much are we?
[48:32]
» Not 40,000.
>> No, I mean we have close to 20.
[48:34]
» Yeah.
>> Why is it not going towards
[48:40]
» We're working on that. So, they did the
paving. They There are two or three
[48:45]
intersections they were supposed to do,
but they did not do. And now they can't
[48:51]
fit us in their schedule for the rest of
this year. So, we talked about the
[48:55]
option of
they'll give us a credit back and I
[48:59]
think the credit is close to 17,000.
Well, I think we need to have them come
[49:03]
and look at the road the county put in
here on Avenue because if you look at
[49:08]
their, excuse my language, crappy roads,
I think they all should be redone. It's
[49:12]
they're horrible.
>> We drove them when
[49:17]
» Yeah, we looked them all over and the
county made them look like amateurs. I
[49:21]
mean, horrible. That that that's almost
a joke. I I want to have a conversation
[49:25]
with you on it because I I don't think
we should accept them. Okay.
[49:29]
» And there's horrible marks down. I mean,
it's just it it I've never seen such a
[49:32]
bad job.
But we inspected them Thursday and
[49:39]
» No.
>> Okay.
[49:40]
» Once we start talking about the
intersection thing and they can't get to
[49:43]
it this year.
So, like I said, I I wasn't here in town
[49:47]
when they were doing those roads, but I
know they had to do them awful fast and
[49:50]
like I said, crappy.
You if you go look down, you'll see
[49:54]
exactly what I'm talking about. One,
then drive down Fort Wayne Avenue.
[50:00]
I'm gonna get with David and come up
here.
[50:08]
What's our project and what's
>> right?
[50:14]
» Yeah, the gas [clears throat]
line project is all over. I don't want
[50:18]
to
[50:21]
» I got
David's got more
[50:35]
» I sent it to you. I sent you an email
and said, "This is what I have. Let me
[50:39]
know if these aren't going to work."
>> I know I did that. [laughter]
[51:12]
I sent it to you Friday.
[51:17]
Right here and scan your clothes for the
meeting.
[51:22]
I'm not completely losing.
[snorts]
[51:33]
» Yeah, I think
[51:42]
the vote.
But it doesn't include. So what
[51:47]
depending on which one they take over
years that twoear warranty.
[52:06]
So,
[52:12]
$90.99
[52:16]
with a 2-year warranty.
[52:32]
It's
>> $10.
[52:36]
I'll make a motion to approve the Epson
printer for $99.99 including the 2-year
[52:40]
warranty. Second,
>> all in favor
[52:47]
of that, Dustin.
>> Thanks, David.
[52:54]
» Let's move on to new business. Sarah
Hines Halloween event October 30th.
[53:06]
No, you're good.
[53:14]
» Indiana
[53:17]
goal is to help
fund things like that. We're hosting our
[53:24]
first annual um event on October 30th
and I rented this building, the church
[53:30]
of God and then hopes to also use the
park and then
[53:36]
out front. Um basically vendors,
games, things like that, the local
[53:43]
community, but we'll also have raffles
in all
[53:47]
in the area as well as any nonprofit
initiatives that the town wants to use
[53:51]
it for. I'd be happy to have come to a
meeting after we know how much the final
[53:56]
number is and how it be funded that way
as well. Um, but we're just asking to
[54:00]
close off the road outside here on your
street from um 200 East to right at the
[54:07]
school there from 5 to 9 p.m. on October
30th.
[54:14]
» I see
the parade
[54:20]
right down there.
Okay.
[54:24]
» So, are you going to have vendors on
Harris Street?
[54:26]
» No, it's just closed also like
>> That's what I was wondering. So, the
[54:30]
parade actually function as part of like
totally fine to be functioning through
[54:35]
as part of the event. Not that I'm
saying we did this, but you know what I
[54:39]
mean? Like there I think that goes along
great. I don't know how you guys feel
[54:42]
about it, but I'm happy to. I just
didn't want to have a lot of kids out
[54:46]
there. Um, and I didn't want,
>> you know, cars running through and kids,
[54:51]
you know, in costumes and stuff. So,
that's a big thing kind of similar to
[54:56]
the way the car show was set up where
that's kind of the
[55:06]
» motion.
Dustin Reese makes a motion to close
[55:10]
from Harris Street from Rean to Union on
October 30th from
[55:15]
» this is 5 to 9 and I got this
>> from 5 to 9
[55:24]
» from 5 to 9.
>> Second
[55:26]
» Daniel second. All in favor I approve.
And then I just had one other thing if I
[55:33]
could just since I have everyone in the
room. um a big um thing that we try and
[55:38]
do in communities which this is our
first fundraising event but I started a
[55:42]
similar fundraising Indianapolis before
we moved here um was educating you know
[55:48]
the the town and stuff and so I wanted
to ask the fire and police department if
[55:53]
they would be willing or wanting to set
up like some kind of education whether
[55:58]
it's fire um smoke detectors things like
that I don't know if you guys have
[56:03]
available for that type ofation
But um could be a really beneficial
[56:08]
thing for the kids in the area just like
to not fire you know coming into your
[56:14]
house on fire that we were doing before.
So obviously you guys can take
[56:23]
whatever but I would love if you would
be interested.
[56:28]
Okay.
>> Thank you so much.
[56:30]
» Thank you.
[56:35]
Brendon Rumsville
[56:39]
30
[56:48]
[laughter]
[56:59]
county
I How many of you realize that 2027 is
[57:04]
in fact the 200th anniversary of the
incorporation of Del County? So, as a
[57:08]
result, we're hoping at the end spread
as much information about that yearong
[57:15]
celebration, encourage local towns to be
involved in whatever way you want.
[57:21]
There's going to be a um a bsentennial
ball on January the 30th and there's
[57:29]
going to be we're we're hoping for a
communitywide bell ringing ceremony on
[57:34]
the 26th of January
we were incorporating so bells around
[57:41]
churches that you can cheer with them.
see if they wouldn't be willing to ring
[57:45]
the bells on that day at noon in an
effort for us to to spread that cheer
[57:50]
along the way. On the 11th of September
next year,
[57:54]
» Brendon, what was the date on the bell
ring?
[57:56]
» 26th.
>> Bel is January the 26th.
[58:00]
» 26th
>> 2027. Yes, sir. Um, on September the
[58:04]
11th, 2027,
there's going to be a parade and so
[58:09]
we're inviting everybody to become part
of that parade. We're marching bands.
[58:13]
We're hoping for schools uh to march.
We're hoping for floats and engagement
[58:19]
by the entire county. And I believe the
double paragraphs and move it way around
[58:25]
for white river
that paragraphs again
[58:30]
as we're working on this project which
has been now the student has been for
[58:35]
just about a year now. Um we're to a
point time now we're going to be
[58:41]
launching a website that is going to be
accessible through the Delaware County
[58:46]
Historical Society. So it'll be a
secondary website
[58:51]
what's going on with the bison table. So
if the town has something that you want
[58:56]
to to share that can go on that website
as an event I think working with the
[59:02]
Halloween program that's something
continue and you want that to be on that
[59:10]
web page analogy something that we would
certainly certainly entertain all the
[59:15]
submissions that go through the Del
County Historical Society the
[59:21]
there's to touch when everything here is
unpleasant and unkind. So here's an
[59:27]
opportunity I think for us as
not just not just
[59:34]
but everybody to say okay we are all
part of this and so we can do things to
[59:41]
educate our kids we can do things to
celebrate in lots of different ways we
[59:47]
um we have we have a whole I mean it's
it's about to become a big deal and we
[59:54]
um we want to be able to look back on
where we've been, celebrate where we
[1:00:01]
are, and then start looking towards the
future and open that. So, um, if you've
[1:00:07]
got any questions, I'm more than happy
to answer them and I will be glad to
[1:00:13]
come back anytime you
[1:00:22]
» Lambert's at 319 North Harford Street
Extension.
[1:00:28]
They're not here, but I did receive a
phone call from the um company that is
[1:00:33]
doing their survey that's required as
part of
[1:00:38]
um that lot doing the alley. They need
to know how much you guys are going to
[1:00:45]
give them.
You should have a map in there. Um
[1:00:50]
looking at it, it's a 60ft easement. Um,
[1:00:56]
so I think
David went and had lines located for
[1:01:01]
811. The only thing that showed up was
out there on Hartford Street
[1:01:07]
» and
on the center
[1:01:10]
» on Center Street
>> and over Oh, sorry. Back on Center
[1:01:14]
Street. Um, so the side that they're
looking at is there on Davis Street. So
[1:01:20]
I think I had estimated from their
original about 25 foot and that would
[1:01:25]
still give us some from the edge of the
road south we would have have a decent
[1:01:32]
amount of footage
right there.
[1:01:40]
So that's up to you guys. But that's
what David and I had looked at and had
[1:01:44]
done.
[1:01:47]
So this is their current that's the 25
foot.
[1:01:51]
» So this is their current property line.
>> And then I went out 25 foot and drew a
[1:01:57]
line so that we'd see how much we had
left from here to there. And that leaves
[1:02:02]
us I think it was like 10 foot or so.
>> So from my [clears throat] understanding
[1:02:06]
is they're wanting to build something
right here. That'll give them enough
[1:02:09]
room to do what they're wanting to do. I
assume
[1:02:12]
» I has to be 5 foot off the property
line. So [clears throat]
[1:02:15]
» 20 foot long
>> depends on Yeah.
[1:02:20]
» Or maybe they were going to turn it this
way. I don't know.
[1:02:22]
» Yeah. I don't I haven't seen a broker.
[clears throat] So that I don't know.
[1:02:33]
» So it's that it's that second line. So
you have that dotted yellow line. That
[1:02:37]
very next red line. That would be the
where the 25 foot would start and go
[1:02:42]
south.
So yeah, that was kind of my question
[1:02:46]
because they have a lot of time. They
not want my original
[1:02:51]
» I don't know how far. I just put 25
foot.
[1:02:54]
» She's looking 25 ft to the north. So if
there's both lots there, I would think.
[1:02:58]
» So if the lot straight, then it would
still be 25 foot.
[1:03:08]
» Yeah.
>> Well, and that would be 25 out.
[1:03:14]
Then why would they want to
>> Well, last I talked about want to build
[1:03:19]
a garage
[1:03:23]
» and they've been Yeah. taking care of.
[1:03:32]
[clears throat]
>> So the company was Ashton Land Surveys
[1:03:36]
who called.
[1:03:39]
I thought someone was going to be here
but
[1:03:44]
I guess not.
[1:03:50]
» No.
>> Correct.
[1:03:52]
» Which has been there probably for 20
years.
[1:04:09]
» They're not connected though.
[1:04:14]
if that's you want to give them. I was
just giving you an idea. I said 25 foot
[1:04:18]
does leave us
feet between the actual edge of the road
[1:04:23]
and the property line.
>> How much does it
[1:04:26]
» uh I would say looking at that probably
5 to 8 foot
[1:04:30]
» wouldn't be anywhere 10 foot.
[1:04:39]
Teresa Wils makes a motion to approve
the 25 foot.
[1:04:45]
» Canyon blanket chip seconds. All in
favor?
[1:04:49]
» I opposed. Approve.
[1:04:56]
Moving on to new business. Still bid.
[1:05:08]
So there's that one says this one says
this one does not say.
[1:05:19]
Okay. The first one is uh from Ringwood
Motors Incorporated, Ringwood, Illinois
[1:05:25]
on a 2020 Dodge Durango.
[1:05:32]
» [clears throat]
[1:05:46]
» $3,500.
[1:05:50]
» What was the minimum on that?
[1:05:55]
» Minimum 34,000.
[1:06:05]
I don't memorize things.
[1:06:10]
» Ray, you want to head up this way?
>> Yeah.
[1:06:13]
» There's 4,000.
>> Minimum bid of 4,000.
[1:06:16]
» Yeah, that's what we said
>> for the
[1:06:20]
» Yeah.
[1:06:23]
what
>> you going to tell us more about
[1:06:28]
» what
>> the agency
[1:06:37]
» let's finish
>> you know what the minimum bid was on
[1:06:41]
that ring the
[1:06:51]
Okay, this one here, it doesn't say
which vehicle is. We're going to open it
[1:06:54]
next. Doesn't say who it's from.
>> 4,000 for the Durango, 15 for the
[1:06:59]
Humvee, 4,000 for the Taurus.
>> We'll see what this one is.
[1:07:06]
It's from Mentor, Ohio, but no name. So,
we'll see.
[1:07:24]
They're bidding on the 2017 Taurus
78718
[1:07:33]
and the 2020 Dodge Durango 68718.
[1:07:41]
And that's it. That was from emergency
remarket.
[1:07:45]
» Remarketing.
>> Remarketing.
[1:07:48]
» That is not what it looks like. I
believe
[1:07:52]
» I'm used to reading Derek's handwriting.
It's horrible.
[1:08:00]
» And that was from uh Oh, yeah. And the
name was Brett Patty.
[1:08:05]
The last one is a seal bid for the 2017
Ford Taurus
[1:08:11]
from uh Ringwood Motors.
[1:08:22]
That one was uh $25.
[1:08:43]
So, none for the humb.
>> None for the humb.
[1:08:47]
» None for the hy.
[1:08:53]
[clears throat]
[1:08:58]
Chief, what do you think about those
two?
[1:09:01]
» Which one?
>> Well, this is a seven. Uh, Ringwood
[1:09:05]
Motors is higher on both.
Um, the emergency remarketing was 787 on
[1:09:11]
the Taurus. Ringwood Motors is 2500.
[1:09:17]
Um, emergency remarketing on the Durango
was 68718. Says repairs exceed value.
[1:09:25]
And on um Ringwood Motors is 3500.
They're the two Ringwood Motors have the
[1:09:32]
highest bids on both. But you know the
vehicles, you know how bad bad a
[1:09:35]
condition that they're in. So
[1:09:42]
» on both of them.
[1:09:46]
» So we'll talk about
>> ringwood.
[1:09:51]
Great. R I N G
out of uh [cough]
[1:09:56]
out of Illinois.
[1:10:05]
» So I guess uh the 2017 Taurus you guys
[1:10:12]
» ring is the highest on $2,500.
[1:10:19]
I'll make a motion to accept
[1:10:24]
» Dustin Reese makes a motion to accept
the bids on both vehicles. 2500 for the
[1:10:29]
17 Taurus. 3500 for the 20 Dodge
Durango. Second by Teresa Welsh. All in
[1:10:36]
favor?
>> I approve.
[1:10:41]
And I think we need to readvertise for
the Humvey. You want to drop the minimum
[1:10:46]
amount?
[1:10:53]
We have the minimum
>> um 15.
[1:10:55]
» We had the minimum of 15.
[1:11:01]
Drop the minimum to 10.
[1:11:06]
Is everybody okay with that? Did I
[clears throat] get a motion?
[1:11:09]
» Motion to reiter.
[1:11:15]
Dustin Reese makes a motion for a
minimum bid now on the Hund for 10,000.
[1:11:20]
» Well, second. All in favor?
[1:11:25]
» See if we can't get that one sold next.
[1:11:44]
» [clears throat]
[1:11:56]
» our first transport
[1:12:07]
per officer 7500,000
[1:12:12]
transation All
[1:12:26]
right. Thank you, Chief.
>> Uh, moving on to 2027 fire contract
[1:12:32]
rate.
[1:12:41]
There isn't. I need to know what you
guys want to do.
[1:12:51]
I believe we increased it last year. I
was already told by one they wouldn't
[1:12:54]
have money to increase it next year.
Um, that was Union Township. I haven't
[1:13:01]
heard anything from Niles, but that's a
whole another thing. So, I don't know if
[1:13:05]
you guys wanted to.
We usually try to raise it about every
[1:13:09]
other year, right?
>> And we raised last year, so I I think we
[1:13:12]
leave them alone.
[1:13:16]
» Dustin Reese makes a motion to not raise
the 2027 fire contract rates.
[1:13:24]
» Second by Teresa Welsh. All in favor?
[1:13:33]
» Relocate emergency siren.
Okay. So, if we're going to sell that
[1:13:38]
building, [sighs and gasps]
probably going to need to move the Simon
[1:13:42]
because it won't be our building. Called
the county dead. It's our
[1:13:47]
responsibility.
>> Contacted several
[1:13:51]
talking to I think the best place that
we have. But it was
[1:13:58]
three options. One on top of Bridg's
building
[1:14:03]
directly across the street.
Uh two would be on top of fire station
[1:14:07]
or three you could put it on the side of
the tower not all the way up because
[1:14:14]
speaking to
EMA there's like
[1:14:23]
49.
[1:14:27]
» Yeah. 49 ft is the highest.
So I talked to TNT Chor cuz he's the one
[1:14:35]
that wired that up there. He said he
doesn't want to touch it, but he said if
[1:14:42]
our guys can figure out how to
move it from down there and mount it
[1:14:47]
down here and then have a certified
electrician make sure that there's the
[1:14:52]
proper
electrical to that building.
[1:14:58]
Then he would wire the controls back up.
[1:15:06]
Where do you want it? I don't hear I
don't think the greatest
[1:15:13]
» I would say the fire department or the
water tower. So where would you like to
[1:15:16]
have it?
>> I think
[1:15:20]
it's been over 10 years since I looked
at it. How big it actually is.
[1:15:24]
» Is that 8 foot tall?
>> It's not.
[1:15:28]
» No, I don't think so. No.
[1:15:33]
I feel like on the floor
there
[1:15:39]
[snorts]
[1:15:42]
» so I don't remember how we got crane
crane
[1:15:47]
up there but
>> I don't remember
[1:15:54]
» and he doesn't remember how much it
weighs. I have no idea
[1:15:57]
» because I was trying to really do some
research just by knowing exactly what it
[1:16:02]
was up there on the weight to see if
like the man lift can do it. But then
[1:16:08]
everything that I kind of researched,
you're probably see your weight limit
[1:16:12]
with
whoever's on the lift plus that. Yeah,
[1:16:17]
this main lift up a whole lot.
[1:16:24]
» But we got
[1:16:40]
you put on the fire station that's fine.
I don't know how well
[1:16:44]
we have to build something
[1:17:01]
[clears throat]
>> and I don't know what kind of power
[1:17:06]
[clears throat] that motor is ridiculous
on that is saying it's three phase two
[1:17:12]
which we have free. We have free
payment.
[1:17:16]
» Why don't you uh analyze it? Come up
with a solution for the next meeting.
[1:17:22]
» Okay.
[1:17:25]
I And I want to swear it's heavy.
>> I want to really think it's heavy. And
[1:17:30]
does it really have to be that high in
the air?
[1:17:32]
» That's something you have to kind of
figure.
[1:17:35]
» Well, depending on where it is, it has
to go. Yeah. Yeah, it has to go.
[1:17:40]
» Well, it's not 2019 yet.
>> It's not 2019 yet.
[1:17:45]
» That building's probably 20
4T 25.
[1:17:49]
» And we have recently been beginning
complaints about people not being able
[1:17:52]
to hear.
>> Oh, really?
[1:17:54]
» Yeah. Like the end of Harris Street and
out um Cooper's out there on a thousand.
[1:18:00]
» But then again, you're not supposed to
be able to hear from inside the house,
[1:18:03]
» right?
[1:18:08]
a thousand down there by the river
[laughter]
[1:18:11]
» down by the river. This is a lot of
people. So here here's the other option
[1:18:18]
and this is just throwing it out there
and I'm not the other option is don't
[1:18:22]
even do anything with it because with
with the amount of
[1:18:28]
electronics that are out there people
getting the alerts on their phones and
[1:18:33]
phone calls through us and you know
everything else. I mean
[1:18:37]
it's not a retirement.
[clears throat]
[1:18:43]
» Yeah.
[1:18:47]
I mean those are your options.
>> Bring something back to the meeting for
[1:18:52]
us.
>> Sorry. Table that one.
[1:18:54]
» Yeah. Table that one
gives us his opinion.
[1:19:01]
Halloween parade October 30th at 7:30
p.m.
[1:19:07]
» So we need permission to close Harris
Street from
[1:19:12]
Front Street to up here to East Union.
getting to
[1:19:18]
» right but and then we'll line up there
on Front Street and South Street like we
[1:19:24]
did for the other
>> prayers
[1:19:32]
to
what
[1:19:40]
» from 7 to 8
[1:19:44]
that would
[1:19:49]
I got a motion from Dustin Leip
[1:19:54]
seconds. All in favor?
>> I approve.
[1:20:05]
» That's usually next month. Uh yeah,
>> Ray,
[1:20:11]
» what?
>> That's your job?
[1:20:13]
» What? trick-or- treat hours
>> for next month's meeting.
[1:20:22]
» 6
[1:20:26]
a.m.
>> 5 to 11. Whatever.
[1:20:37]
» It's
perfect.
[1:20:43]
Okay, we need to schedule
>> 2027 budget workshop.
[1:20:47]
» I can't hear what
[1:20:55]
» normally we wait and see what everybody
else is doing. So, if you want to wait,
[1:20:59]
you can do that. You have
to find
[1:21:07]
» I just
[1:21:14]
Okay. Schedule 2027 budget workshop.
[1:21:28]
» [clears throat]
[1:21:31]
» So, I would like to have it done before
September 24th because I'd like to have
[1:21:36]
the public hearing
um the 24th, 25th, or the 28th. And I
[1:21:42]
need those totals for that hearing.
[clears throat]
[1:21:49]
[snorts]
[1:21:59]
I make a motion to approve the
adjustments for $1,63.
[1:22:06]
» That's makes a motion to approve the
adjustments for $1,631.
[1:22:11]
» Second.
>> Daniel Bl. All in favor?
[1:22:14]
» I.
[1:22:18]
» Mr. Brand,
do you have any comments, questions or
[1:22:22]
concerns?
>> No questions or concerns. I just wanted
[1:22:28]
you guys
>> have a what
[1:22:31]
» a road plan. You wanted to look at it
and see if there's an opportunity to
[1:22:34]
coordinate something
[1:22:41]
and the county's doing the painting and
the municipalities materials.
[1:22:47]
activity for free
[1:22:57]
because I'm not kidding.
All your roads out here 1,200 all of
[1:23:02]
them. When I our roads paved here
recently and looked at the difference,
[1:23:07]
it is unbelievable
the work that your guys are doing
[1:23:12]
compared to what we're paying to have
done. It's there's no comparisons.
[1:23:17]
» I'll pass that.
>> I appreciate that.
[1:23:20]
» They do they do a good job.
>> It's amazing. I mean, this is crazy, but
[1:23:26]
High Street, which was one of our worst
roads. It had been bad so long that my
[1:23:31]
uncle's house had had was washed out
right where his driveway is. I mean,
[1:23:35]
deep where the road was gone. So, water
went into his property and just washed
[1:23:40]
it out on 1200. When you guys paved, my
daughter lives out there. Every driveway
[1:23:46]
you guys went in and did a little
approach
[1:23:50]
a foot and a half, two foot in.
They left that ankle breaker over there
[1:23:57]
that was 11 and 12 in deep, 4 in wide. I
I just took some gravel over to try to
[1:24:02]
fill it up because even bringing a car
in, you almost bottom it out. Now, they
[1:24:06]
were there another $30 in material and
they could have took care of a problem
[1:24:12]
that but you know, heaven forbid someone
go over and above and do a really good
[1:24:17]
job.
>> So, side note, High Street was not part
[1:24:22]
of that project.
>> No, no, I know. But I'm just talking
[1:24:24]
about the pay
>> and we've not paid them yet. So,
[1:24:26]
» Oh, good.
>> So, we have that. I need to know those
[1:24:30]
so we can send that to them before they
get paid. There's several things is
[1:24:35]
we'll go back down on them but we ice
cream is one of them that just looks not
[1:24:38]
great
just horrible.
[1:24:41]
» So question um how would it fall with
the community crossings stuff because
[1:24:46]
that's usually how we get our things
done is the community crossings and I
[1:24:50]
ain't going to lie I sat through the
paser training class I don't really want
[1:24:55]
to be certified in paser training but I
will if I have to. I mean, I'm at the
[1:24:59]
point where I can go take the test, but
I don't really want to.
[1:25:05]
» You're asking me.
>> I am asking you.
[1:25:09]
» Sorry. Yeah. Yes.
>> So, it's separate from the work that we
[1:25:14]
did between the county
was done outside,
[1:25:20]
» right?
>> But I mean going forward, I mean going
[1:25:24]
forward,
>> I think it could still be outside. I
[1:25:26]
think we will do partner and do
something above and beyond what you're
[1:25:30]
already getting crossing just like we
did this year.
[1:25:34]
» Okay.
>> But that's why we have a rotating plan.
[1:25:37]
We can look at
>> we do have a five years see how it lines
[1:25:42]
up
and see if there's
[1:25:45]
» we have a five plan that she has to tell
you.
[1:25:54]
» You know we don't have an overabundance
of funds. I mean that you know what our
[1:25:58]
