meeting of the Eden Town Council to

order. I apologize for starting a few

minutes [clears throat] late. We have a

few technical difficulties up here which
[0:10]
we have taken care of. Um the first
[0:13]
matter is uh consideration of approval
[0:16]
of a 2026 community waste reduction and
[0:19]
recycling grant. And we've got David
[0:21]
Meyers here and also uh Corey Gooden to
[0:25]
help us explain uh more about that.

third grant for recycling. Um, you know,

our recycling program started December

of 2023. Um, so this is for $30,000 to
[0:45]
help with a skid steer to help load um
[0:49]
the recycle into the trailer. Um, and
[0:52]
the one we currently use is about 25
[0:54]
years old. you know, dealing with all
[0:55]
that trash. You can imagine the the
[0:57]
shape that it's in. Um, you know, this
[0:59]
will go for our 26 27 budget. Um, the
[1:03]
town had to spend about $40,000 to get
[1:05]
that 30, but that'll be something we
[1:07]
budget uh come our our new budget in
[1:10]
July.

from R5 residential to R3 residential.

The affected um property is also
[3:21]
identified as pin number
[3:23]
7805-20-81-5589.

Before um we proceed on this uh hearing,

uh Councilman Sellers, is a matter of

procedure we need to discuss?

first there's a presentation of staff
[4:21]
reports and uh Dwayne Wilton, will you

There's a lot of paperwork to go around.

So, the applicant u Mr. Sellers um is
[4:47]
seeking to reszone uh property located
[4:49]
at 706 North Oak Street to R5 from R5 to
[4:52]
R3. Um in your packet you will have the
[4:55]
map showing uh the specific location. Um
[4:58]
and the existing zoning R5 minimum lot
[5:01]
size 5,000 minimum lot width 50. Uh lot
[5:04]
coverage is limited to 60%. Uh recently
[5:07]
uh council has uh approved the R3 zoning
[5:11]
district uh which um would require
[5:13]
minimum lot size of 3,000 square feet,
[5:16]
minimum lot width of 30, lot curvage of
[5:18]
60 and building height of 35. Um both
[5:22]
are uh in the proposed land use
[5:25]
classification is identified as medium
[5:26]
to high density residential.
[5:29]
uh in the uh medium to high residential
[5:33]
uh it occupies about 20% of the town's
[5:35]
planning jurisdiction uh and if you
[5:37]
remember uh R3 was uh for you know to
[5:42]
help with affordable housing I think is
[5:43]
the old calls but also for infield
[5:45]
development uh and to help with uh um
[5:48]
the the infill on lots that are already
[5:50]
non-conforming and to bring these lots
[5:52]
into a more conforming status and
[5:54]
putting restrictions kind of on how it
[5:55]
can be developed. So uh public utilities
[5:59]
um properties in the corporate limits um
[6:02]
it is uh located within the town
[6:04]
protective service provided by the
[6:06]
police department. Uh it's subject
[6:08]
properties located on Oak and East Hick
[6:11]
Street. Uh physical characteristics at
[6:12]
this point is vacant land. Um the
[6:16]
aftermission parcels of the applicant
[6:18]
seeks reszoning uh from R5 to R3.
[6:21]
[clears throat] Resoning request may be
[6:22]
considered appropriate given the
[6:23]
compatibility of the surrounding
[6:25]
residential properties and the intended
[6:27]
purpose of the parcel as single family
[6:29]
uh detached dwellings. Um the potential
[6:32]
reasonzoning of this parcel R3
[6:34]
residential is consistent with future
[6:35]
land use uh map designation for medium
[6:39]
to high density residential areas.
[6:42]
So, uh, please be aware that the
[6:45]
reszoning of this project, uh, this
[6:47]
property will will permit all uses
[6:49]
permanent R3, uh, residential as list in
[6:52]
the town of Edon's, uh, unified
[6:55]
development ordinance.
[6:57]
Grant, if granted, the reasoning
[6:58]
requests, property owners will continue
[7:00]
to have to comply with all the
[7:01]
regulations included within the town of
[7:03]
Edon's unified development ordinance.
[7:06]
Uh, you see, uh, there was an existing
[7:08]
structure that has been demolished, but,
[7:09]
uh, you see your maps there. Uh the
[7:11]
recommendation uh staff has determined
[7:13]
the applicant uh application for Mr.
[7:15]
Sellers for a zoning map amendment uh is
[7:17]
complete and that is compatible with the
[7:19]
2018 land use plan and that the
[7:21]
reszoning would result no inconsistency
[7:23]
with the existing and future land
[7:25]
classifications for the subject property
[7:27]
and it meets uh the requirements of the
[7:30]
town of E10's uh unified development
[7:32]
ordinance. uh the plan board met on
[7:36]
March 2nd and as we recommended approval
[7:38]
of this reasoning request
[7:41]
uh so town council plan consistency
[7:44]
statement um would be required at this
[7:46]
point but uh that's it for the
[7:53]

able to pour or be able to put uh some
[8:42]
smaller homes there. Uh which I've heard
[8:45]
from the community is a great necessity
[8:47]
for the school system and the new school
[8:50]
is there and uh the board of education
[8:52]
that's right there. So, this could be an
[8:53]
asset to them as well.

>> And the only difference between R5 and
[8:57]
R3 is the minimum lot size. Everything
[8:59]
else is pretty much the same.

setbacks uh are a little uh lenient on

and I mean it's sort of my understanding

that these these type of developments
[9:28]
are encouraged by

not necessarily our main street but the
[9:33]
sort of main street approach brings
[9:35]

[9:36]
middle of town. It helps create, you
[9:38]
know, a vital thriving center core of
[9:41]
the of the town.

mean, it's all right there. Just Yeah,

we'll I guess everything's already

And Dwayne, this fits in with our um

future land use map and plans and goals.

basically marrying the R5, which is our

smallest lot. Uh so it's all considered

medium to high residential. Uh when we
[10:18]
update our land use plan, we'll include

the R3 zoning district, but as of right
[10:22]
now, it's it's listed under the the
[10:24]
medium to high resial density.

And this house is on um like Mosley
[10:29]
Street, MLK. They all would be in this type of
[10:33]

feet wide. Basically, this

to existing lots.

them at this point on attempting to meet

this helps alleviate that, put stricter
[11:06]
or put a standardized um kind of
[11:10]
development ordinance in place for those
[11:12]
particular properties.

in in town. But Chris can explain to you

what he wants to do and I think it's
[11:51]
wonderful width on those lots.

and some square foot which is not three

lots and not three homes. Um by going to

we're also trying to build some houses

that are in considered affordable um

that got painted R15

and we're building on 50 by 100 lots and
[13:06]
I have to you know, I have to use those
[13:09]
setbacks, which makes it even harder to
[13:12]
get a house on those lots. So, I think
[13:14]
the more we can set these up the right
[13:17]
way, the better off we're going to be
[13:18]
moving forward where, you know, the the
[13:21]
setbacks meet what you actually have for
[13:23]
a piece of property.

>> What uh size houses do you anticipate um
[13:29]
would be placed on these lines?

>> Uh anywhere from a two bed, we do a
[13:33]
two-bedroom, two bath. It's about 850 square ft. Um up to maybe 11,200
[13:42]
square ft². Again, we're, you know,
[13:44]
we're we're asking for smaller lots.
[13:45]
We're working on smaller lots. So, we
[13:47]
may have to go up, you know, a twotory
[13:50]
version, which we've got several models
[13:52]
of that.

including the driveway and the porches

and the I always tell customers, I know

those is um the ultimate question of
[17:38]
whether we've approved this. But before
[17:40]
we get to that, there are four
[17:42]
preliminary questions that the council
[17:44]
must answer in the positive before we
[17:46]
can move to the next question. And so
[17:48]
the first question that we always have
[17:50]
in this type of thing is uh whether or
[17:52]
not the uh proposed uh change will
[17:55]
endanger the public health or safety.
[17:58]
And I would entertain a motion um that
[18:01]
this project would not endanger the
[18:03]
public health or safety.

I pulled the goals and objectives from

our land use plan. Uh and those are

listed in the staff report. uh develop
[21:41]
and implement uh strategies to promote
[21:43]
three generation population growth. Uh
[21:45]
ensure the town's development ordinance
[21:46]
conducive with emerging uh economic
[21:48]
trends such as telecommuting and
[21:51]
industry entrepreneurship.
[21:53]
Establish local uh development policies,
[21:55]
programs, resources to promote increased
[21:57]
home ownership in town. Uh
[22:03]
the town will encourage location,
[22:04]
business, residential development and
[22:06]
service providers that serve retirees
[22:07]
while creating jobs for young residents.

Town is supportive of cottage industry

entrepreneurship. The town encourages
[22:12]
development of housing types that
[22:14]
accommodate retirees, young
[22:15]
professionals, and millennials.
[22:17]
Uh you see uh an exter
[22:23]
same location 76 North Oak Street. Um
[22:27]
the matri process requires applicants to
[22:29]
specify the exact pros use uh of the
[22:31]
land and allows the town council place
[22:33]
restrictions on the actual development.
[22:35]
You see an excerpt from the UDO showing
[22:37]
major subdivisions and the requirements
[22:39]
of a major space use permit plan of
[22:41]
board met for this one again on March
[22:43]
2nd unanimously recommended approval
[22:47]
um to the town council with staff
[22:49]
recommended conditions and uh we'll once
[22:51]
again go through those four um five
[22:55]
requirements that has address these
[22:56]
conditions of attached application
[23:00]
um and uh I have uh two of the approved
[23:03]
staff recommended and approved planning
[23:05]
board recommended conditions. All
[23:07]
details [clears throat] and improvements
[23:09]
including but not limited besides
[23:10]
signage, infrastructure, sidewalks,
[23:12]
landscaping, street lighting shall be
[23:14]
installed slash constructed according to
[23:15]
UDO requirements. All necessary traffic
[23:18]
improvements, utility installations and
[23:20]
connections, electric, water and sewer
[23:21]
built with town standard and drainage,
[23:23]
storm water detention improvements shall
[23:25]
be installed by and all associated and
[23:28]
required fees more by the developer. Um
[23:31]
staff does find the proposed use to be
[23:33]
in conformity with the Gington Shaw
[23:34]
[clears throat] Lenny's plan and
[23:35]
officers the following decision
[23:36]
statement for the council's
[23:37]
consideration.
[23:38]
Um so you have uh the
[23:42]
consent statement [clears throat] right
[23:43]
there and list of the goals that were
[23:45]
read through before. So basically uh
[23:47]
taking one parcel and converting it into
[23:50]
uh uh four uh subdivided lots um and
[23:54]
matching the zoning requirements of R3.
[23:59]

so u the planning board recommended
[24:04]
approval unanimously and you as part of
[24:07]
the staff are coming back with the same
[24:09]
recommendation that we approved it.

this are those basically the same as the
[24:15]
reasons why you recommended that we um
[24:18]
change the zoning from R5 residential to
[24:20]
R3 residential.

creating uh a lot consistent with the R3
[24:27]
zoning district that was approved by
[24:28]
council. Um checking off a bunch of the
[24:31]
uh goals and policies that the land use
[24:34]
plan uh has identified including you

[24:38]
development of housing types that
[24:40]
accommodate retirees, young
[24:41]
professionals and millennials. uh and
[24:43]
knowing that their uh intentions are to
[24:45]
uh build single family detached
[24:47]
dwellings. Uh and the opportunity to
[24:49]
meet these goals and policies is the
[24:51]
reason why I came, you know, planning
[24:53]
board and and myself came on and u
[24:56]
recommendation of approval for the um
[24:59]
major special use permit for the
[25:00]
subdivision. [clears throat] And if we
[25:03]
approve it, um that doesn't necessarily
[25:05]
mean that they just get that bill out
[25:06]
there and do whatever they want to do.

They're still going to have to meet all
[25:09]
the requirements of the town that you
[25:10]
just set forward.

that is imposed by town council they

would have to follow as well as UDO

requirements building code requirements

uh if approved tonight the next steps uh

port building permit uh I would probably
[25:26]
meet with them beforehand uh and then a
[25:28]
zoning permit to make sure they're
[25:30]
meeting setbacks of the R3 zoning
[25:31]
district so there's still checks and
[25:33]
balances in place to make sure that all
[25:35]
the requirements are being met
[25:38]

residential. The subject property is
[32:21]
further identified as having pin number

7804-08-88-921.

an application uh for a um basically
[32:47]
reszoning from R5 to R3 zoning district

3070s Queen Street.48 acres uh

basically the same as before. Um within

density residential.

um vacant. This this particular lot was
[33:07]
a vacant land with a former class C
[33:09]
trailer park uh on it. Um
[33:14]
the request resone after mentioned
[33:15]
parcels um from R5 which is 5,000 ft to
[33:18]
R3 allowing 3,000 ft minimum. Uh this
[33:22]
resist may be considered appropriate
[33:23]
given the compatibility surrounding
[33:24]
residential properties in the tenant
[33:26]
purpose of the parcel. proposed
[33:28]
reszoning classification R3 residential
[33:30]
does not alter the predominant existing
[33:32]
land use pattern in the surrounding
[33:34]
area. Uh the potential reszoning of this
[33:36]
parcel R3 residential is consistent with
[33:38]
future land use plan designation of this
[33:40]
enabling properties as medium high
[33:42]
density. Um proposed reserve results in
[33:45]
no change either existing or future land
[33:46]
use classification properties.
[33:50]
Uh you see a uh current zoning map uh
[33:53]
showing
[33:54]
uh the R5 uh zoning district
[33:58]
uh as well as the location of that and
[34:02]
the location on the
[34:05]
[clears throat] land use map. Uh staff
[34:07]
has determined that application from uh
[34:10]
Jes from for a zoning map amendment
[34:13]
reszoning is complete that is uh
[34:15]
compatible with the 2018 showing land
[34:18]
use plan and that the reasoning will
[34:20]
result in no inconsistency with the
[34:21]
existing future land use classification
[34:23]
for the subject property. Uh plan board
[34:26]
metal March 2nd unanimously recommended
[34:28]
approval of this resoning request. Uh,
[34:31]
one thing I do want to state is um that
[34:33]
this is this is just a reszoning uh and
[34:36]
not uh a major special use permit or
[34:39]
anything like that. This is just the
[34:41]
they're going to uh present what their
[34:43]
intentions are with the property. But uh
[34:45]
this isn't if if it requires them to
[34:48]
come back for a specialist permit, they
[34:49]
will. Uh I think after this I would work
[34:52]
with them on any feedback that is given
[34:54]
to kind of u wrangle it in. But, uh, as
[34:56]
what they've given me, it meets the R5
[34:58]
zoning district, um, requirements. Uh,
[35:01]
so I just wanted to put that up. But,
[35:04]
um, so, and then the town council, uh,
[35:06]
planning consistency standard.

Mr. Mayor and town council. Um, like
[37:18]
Dwayne mentioned, we're working on the
[37:20]
R3s tonight. Um, I come as a private
[37:22]
resident. Um, we'd like to test the uh
[37:25]
cottage fort concept in that um on that
[37:28]
lot similar to the uh trailer parks. And
[37:30]
we've thrown together a kind of a 3D
[37:32]
rendered model of what that could
[37:34]
potentially look like uh with a a
[37:36]
walkable
[37:38]
uh smaller square foot concept um that
[37:42]
provides accessible housing units that
[37:44]
are walkable downtown um and right next
[37:46]
to and honor that kind of street near
[37:48]
the the mill village. Um, so this is just a mockup of a model. The
[37:54]
architectural designs have not been
[37:56]
finalized or anything of that sort, but
[37:58]
the idea being that this is Queen Street
[38:00]
here. And so you have the cottage court
[38:02]
concept in the R3 zoning is that all the
[38:04]
houses face a common common courtyard.
[38:07]
Uh, 300 square ft per unit. Uh, and then
[38:10]
the clean street facing houses, which
[38:12]
actually I think I turned it around on
[38:14]
you, would be this side, would have kind
[38:16]
of a wraparound porch to look as if
[38:18]
they're facing the street as well as the
[38:20]
common space between the units. [cough]
[38:24]

>> That's the That's what we're going off
[38:27]
of. A two bed, one bath, 900 to,000 ft.

any more unless you go a lot smaller on

stand it out. Not trying to make a track
[39:06]
housing in there. Not trying to put up a
[39:09]
townhouse. I think it would stand out a
[39:11]
little too much in that area, but I
[39:14]
think that was also approved in that
[39:16]
area. But, you know, this would just
[39:18]
kind of just blend with everything on
[39:20]
the street and up the street and just
[39:22]
trying to mimic
[39:24]
what the town already is.

trying to change the houses too much.

Not trying to make one small, one

little. They're all going to pretty much
[39:48]
coincide with each other like this to
[39:50]
make them all blend
[39:52]
just like
[39:55]
each character, color, elevation. Okay.

And to get to the back ones

of the units. And to your earlier

economics of the development of the site

So the six units at a smaller footprint
[40:30]
makes the economic makes it paper a
[40:32]

bring it in and split it into two two
[40:36]
lots or two units on there, you got to
[40:37]
do larger houses at a higher price
[40:40]
point.

each house has a driveway.

It does next to it. And there is room
[40:54]
enough to double the driveway to double
[40:56]
the car parking. Again, this is just a
[40:58]
concept that we put together to get
[41:01]
through the approval. And then obviously
[41:04]
once through this approval, we then go
[41:06]
to the building approvals, which then
[41:08]
we'll change up what we have to to make
[41:10]
the changes, you know, to meet code.

One nice thing about having the
[41:15]
driveways on the side is that it adds to
[41:17]
the set, you know,

My um biggest concern comment and I I

structures to be built on North Oak is
[42:37]
last year because of power failure.

According to the lineman who worked on
[42:43]
the lines across from my house, my brand
[42:46]
new HVAC unit was blown out because what
[42:49]
the linemen had told me is one fuse, one
[42:53]
transformer blew, they changed the
[42:55]
transformer, power went back on, and
[42:57]
then another transformer blew, they
[43:00]
changed that and another one went on. So
[43:02]
last, I believe it was around October,
[43:06]
um the power went on and off three times
[43:10]
on South Oak Street. My home is at 107
[43:13]
South Oak. My name is Leslie Kasbarrow.

I apologize for not saying that to begin
[43:18]
with. Um I live at 107 South Oak. My uh
[43:23]
the computer board inside of our HVAC
[43:26]
unit was blown out. Uh both the
[43:30]
electricians from the town told me it
[43:33]
was because of the power outages as did
[43:36]
the four separate HVAC companies who
[43:39]
still have not been able to find a a
[43:42]
control board to put in to fix my brand
[43:45]
new HVAC system that I put in uh a year
[43:50]
less than a year ago. My entire winter
[43:52]
was spent with space heaters and a gas
[43:55]
fireplace. Thankfully, I'm in a position
[43:58]
where I can afford to pay twice as much
[44:01]
for my utilities because I can't use my
[44:03]
brand new HVAC system. If you're
[44:05]
planning on 10 more housing units on the
[44:08]
exact same block,
[44:11]
I want to make sure that we're not going
[44:15]
to have issues with power, that there's
[44:17]
substantial issues with power. I know
[44:20]
having had meetings with the town and
[44:22]
the town has and I would like to
[44:25]
personally commend Corey um for
[44:28]
following through, taking very accurate
[44:31]
notes and and and really trying to
[44:34]
assist us with a variety of issues we
[44:36]
had and I have absolutely no complaints
[44:40]
about any of that. He stood up to his
[44:42]
word on everything. I'm not looking to
[44:45]
damper anyone's projects. Certainly, I
[44:48]
own a restaurant. So, when you bring
[44:49]
more people in, it's much more money in
[44:51]
my pocket, but I don't want to live
[44:54]
another winter with pieced together, and
[44:56]
I'm certainly not going through a summer
[44:58]
here with no air conditioning. So, I
[45:01]
want to make sure that there are things
[45:04]
in place that will guarantee that we're
[45:07]
not going to cause more problems with
[45:09]
the grid by putting all these new
[45:13]
houses. That's my one concern.

and look at encourage population growth,

promote economic uh development, provide

recreation and open space and foster

housing choice. Uh the goals listed um
[57:55]
the most applicable goals is development
[57:57]
develop and implement strategies to
[58:00]
promote three generation population
[58:01]
growth in town that builds on existing
[58:03]
resources and efforts to attract retirey
[58:05]
population. expand these efforts to
[58:07]
include attracting new millennial and
[58:08]
mid-career professionals. Uh ensure the
[58:11]
town's development ordinance is
[58:12]
conducive to economic trends as telecom
[58:14]
community college industry
[58:15]
entrepreneurship establish local
[58:17]
development policies, programs,
[58:18]
resources promote increased ownership
[58:20]
within town. Uh
[58:24]

[58:26]
business residential development service
[58:27]
providers that serve retirees while
[58:29]
create jobs for younger residents. Uh
[58:31]
the town encourages the development of
[58:33]
housing type that accommodate retirees,

Um as you stated, this is outside of the
[58:39]
town corporate limits. Uh uh the water
[58:43]
uh services um
[58:46]
will be uh available by Chan County and
[58:49]
electric by the town. Uh the park is
[58:51]
located um within the town's HJ. Um
[58:55]
[clears throat] the subject uh property
[58:57]
is located uh on Whiteitman Lane.

Uh so basically R20 means a minimum of
[59:04]
20,000 square feet. If you look at the
[59:06]
preliminary plat that was submitted
[59:07]
within the application, we're ranging
[59:09]
anywhere between uh two and almost 4
[59:12]
acres I believe it was. So well above um
[59:16]
what is actually needed for that
[59:18]
particular zoning district. Uh the
[59:21]
recommendation of the major special use
[59:22]
per process requires advocates to
[59:24]
specify specify the exact proposed use
[59:26]
of land uh and allows town council to
[59:28]
place restriction on the actual
[59:29]
development. Uh according to the
[59:31]
advocates, I'll let them speak on this
[59:33]
uh for single family detached uh loans.

Uh the plan board met on March 2nd, 2026
[59:38]
and unanimously uh recommended approval
[59:41]
uh of the miss use permit application uh
[59:45]
along with the uh five questions that
[59:47]
y'all will vote on tonight. Uh next is

the uh future land use map uh showing
[59:54]
the location. Uh and if you have that
[59:56]
front of you, Councilman Bond, you'll

see that is just inside the ETJ

we've done a bad survey prevention
[1:03:41]
subdivision plat here of six locks. The
[1:03:43]
clients wanted to use each all the
[1:03:46]
existing drainage of the agriculture
[1:03:49]
land and actually did have a
[1:03:51]
[clears throat] crop planted on it last
[1:03:52]
year, soybeans. Um,
[1:03:55]
and they didn't want to disrupt the
[1:03:56]
drainage. So, we're going to let each
[1:03:58]
cut of land be a lot and they vary in
[1:04:01]
sizes from just a little under two acres
[1:04:05]
to 4 and 12 acres, 4.3 acres. Again,
[1:04:09]
there's we're putting six units on 18
[1:04:11]
acres of land. which is very low
[1:04:14]
density. Uh like I said, it exists under
[1:04:18]
R20 zoning which would allow uh a lot on
[1:04:21]
every half acre. Uh but but going with
[1:04:24]
the low density end is not to disrupt
[1:04:26]
the drainage. Like I said, the existing
[1:04:28]
drainage patterns are set up. So we
[1:04:30]
didn't feel like going through and
[1:04:32]
disrupting all that and doing a lot of
[1:04:34]
land disturbing. Each cut of ground is
[1:04:36]
going to be a one unit residential lot
[1:04:39]
or one house. Um the
[1:04:45]
um like I said the all the joint owners
[1:04:47]
got mailings for the meetings. Uh you
[1:04:50]
notify them all by mailings and uh but
[1:04:53]

As cities grow, they want to have a say

point this may get annexed in later down
[1:05:16]
the line. Uh but so as mun

municipalities grow in all the counties

say in what's going on and uh and that's
[1:05:28]
what's taking place here. We're actually
[1:05:30]
in the county and will remain in the
[1:05:32]
county, but the uh but the city has a
[1:05:35]
say on what's happening at their back
[1:05:37]
door for now.

idea. Um so, basically uh we have 1.67
[1:14:56]
67 acres at 114 and 116 Mexico Road. Uh
[1:15:01]
the existing land use is is commercial
[1:15:03]
the zoning is commercial highway.
[1:15:05]
Existing land use is vacant property
[1:15:06]
with existing uh building um and
[1:15:09]
appeared to been commercial at some
[1:15:11]
point. Um so going through the four
[1:15:14]
things again I won't bore everyone with
[1:15:16]
it. uh you know this one really hints on
[1:15:20]
the promoting of economic development uh
[1:15:24]
and uh identified the goals and
[1:15:26]
objectives and policies uh in place uh
[1:15:29]
that kind of mirror what this uh you
[1:15:32]
know use would be. Um pro promote and
[1:15:36]
establish a broad range of new
[1:15:37]
commercial uses in town. Um develop and
[1:15:40]
implement strategies to promote three
[1:15:42]
generations of population growth. uh
[1:15:45]
developed a strategy for expanding job
[1:15:47]
opportunities in healthcare, tourism and
[1:15:48]
vocational training sectors. Uh town
[1:15:52]
encouraged the location of business,
[1:15:53]
residential development, service
[1:15:54]
providers that serve retirees while
[1:15:55]
creating uh jobs for younger residences.
[1:15:58]
Uh the the town of Edington encourages
[1:16:00]
new commercial uses to locate in any
[1:16:02]
commercial area uh within town. Uh the
[1:16:05]
town encourages entrepreneurship and the
[1:16:06]
opening of new locally owned businesses,
[1:16:08]
particularly retail establish
[1:16:09]
establishments and uh restaurants. Um
[1:16:15]
property is uh in the ETJ um
[1:16:21]
but it's just outside of the town
[1:16:24]
municipal limits.
[1:16:28]

[1:16:32]
requested to have a major space use
[1:16:33]
permit for a multi-use incubator space
[1:16:37]
uh for small businesses uh and with uh
[1:16:39]
some outside storage. Uh so what I did

is being uh kind of a unique use and not
[1:16:45]
really defined within our UDO uh I went
[1:16:48]
with outside storage as needed a major
[1:16:49]
space use permit um and then anything
[1:16:51]
else that kind of fall underneath that.
[1:16:54]
Um and uh the major space use permit
[1:16:56]
process requires applicants to specify
[1:16:58]
the exact proposed use of land and
[1:17:00]
allows town council to place
[1:17:01]
restrictions on actual development. Uh
[1:17:03]
you'll see uh where I took excerpts out
[1:17:06]
of the UDO. Uh basically this is office
[1:17:08]
use not otherwise classified uh an
[1:17:11]
outside bulk storage of non-hazardous
[1:17:13]
material. Um the planning board met on
[1:17:16]
March 2nd and we unanimously recommended
[1:17:19]
approval of legis permit uh with uh to
[1:17:22]
town council with staff recommended
[1:17:24]
conditions. Once again you have to
[1:17:26]
answer those five questions. uh uh the
[1:17:29]
proposed use is compatible with the
[1:17:30]
eastern future land use map uh where it
[1:17:34]
shows it as being a commercial uh space.
[1:17:38]
So the uh applicable regulations from
[1:17:40]
the UDO uh the following conditions were
[1:17:46]
um suggested all details and
[1:17:48]
improvements shall be installed and
[1:17:50]
constructed according to UDO
[1:17:51]
requirements. uh all necessary traffic
[1:17:53]
improvements, utility installations and
[1:17:55]
connections. Uh drainage uh storm water
[1:17:58]
detention improvements shall be
[1:18:00]
installed and associated fees by the
[1:18:02]
developer and storm water drainage shall
[1:18:04]
meet uh any required NCDQ regulations.
[1:18:08]
Um and staff does find the proposed use
[1:18:10]
of conformity with the land use plan.
[1:18:12]
>> Uh so that's kind of where it is now
[1:18:16]
with the staff.
[1:18:18]
Can that be county water town electric
[1:18:22]
and also have access to town sewage?
[1:18:25]
Correct.

It'll be uh we'll have to have future
[1:18:31]
conversations about any annexations that
[1:18:33]
wish to happen for the extension of uh
[1:18:35]
services. Um and Mexico Road is a DOT

road. So uh if they want driveway
[1:18:41]
permit, if they need driveway permits,
[1:18:42]
it would go through NC DOT.
[1:18:44]
uh if they want an extension of any type
[1:18:46]
of utility services, then we would have
[1:18:48]
to look at a annexation of the property.

startup. Um, and I'll I'll let them

answer that, but it's it's uh I guess if
[1:19:11]
uh someone wanted to do uh tent, I think
[1:19:14]
was broad, then they can ran out of a
[1:19:16]
space to do tent while they um they're
[1:19:18]
not having to spend money on a larger um
[1:19:21]
unnecessary area. So, they would have a
[1:19:23]
place to do that.

Myself and Josh Ryenbark are kind of the

two owners of this LLC. Um and a lot of
[1:19:54]
this came out of just um you know
[1:19:56]
brainstorming ideas and wanted to work
[1:19:58]
together. Um you've been in Eden for
[1:19:59]
about 12 years now. um of course work in
[1:20:02]
the community as well as invest in the
[1:20:04]
community. Um work with South Broad
[1:20:06]
Investments have a building downtown. Um
[1:20:08]
but they have a building as well as a
[1:20:09]
couple rounds of properties in the area.
[1:20:11]
So um you this is my home and my my hope
[1:20:13]
is to make it better. Um you know Josh
[1:20:16]
same been here a lot longer than I have.
[1:20:18]
Um you know several wash houses. He's uh
[1:20:20]
you involved in in entrepreneurship um
[1:20:23]
and likes to make nice stuff as well. So
[1:20:25]
we came together this idea. Um the
[1:20:28]
acreage that we purchased is um just shy
[1:20:31]
of uh 1 and 3/4 acres um there on Mexico
[1:20:34]
Road and in between was the the Dixie
[1:20:36]
Auto and the um there's a a garage there
[1:20:39]
as well. Um you know with the goal of
[1:20:42]
basically putting up a building um
[1:20:43]
10,000 foot metal building um on the
[1:20:46]
space uh potential for another one in
[1:20:49]
the future, but you know uh we'll kind
[1:20:51]
of see how this goes. as well as to have
[1:20:53]
um on-site uh storage opportunities. Um
[1:20:57]
part of this is you know incubator for
[1:20:59]
us as well as incubator for whoever
[1:21:01]
wants to you know um start a business.
[1:21:04]
Um some of the ideas that kind of
[1:21:06]
swirled around and that spoke to a
[1:21:07]
gentleman who um fixes boats in his
[1:21:10]
driveway. He said he loved to have 3,000
[1:21:12]
you know square foot to figure out hey
[1:21:13]
how can I do this? This is nowhere for
[1:21:15]
that need to um you know folks that
[1:21:17]
might want to u um a place to store an
[1:21:20]
RV. There's no real good places to do
[1:21:22]
that in Edington. Um folks that somebody
[1:21:25]
doing a um a tenting business out of
[1:21:27]
their uh garage that needs 2,000 square
[1:21:29]
foot. Uh there's nowhere to do that in
[1:21:31]
Edington. So we said, "Well, let's try
[1:21:32]
to find a way to get that in Eden." Um
[1:21:34]
so that's where this came out of the the
[1:21:36]
building. um as it is right now is
[1:21:38]
10,000 ft² um with 14T um garage doors
[1:21:43]
as well as a door five doors um to be
[1:21:46]
potentially divided up into up to five
[1:21:49]
um 2,000 foot um um units as well as
[1:21:53]
opportunities for using outdoor um
[1:21:55]
space. There's a current building on the
[1:21:56]
premises. It's about thousand square
[1:21:58]
foot and um East Coast Site Works um
[1:22:01]
which is the the business owner Josh
[1:22:03]
Roden Mark is um is currently renting
[1:22:05]
out that space. Um fixing it up for
[1:22:08]
starters and then going to use that to
[1:22:09]
help source some of their goods. So
[1:22:12]
that's our goal and plan. Um
[1:22:16]

actually so there there's currently

I most likely it'll be long term because

there will need to be, you know,

if they wanted 4,000 square foot, then

there's going to be a wall that's going

to come into that bay. Um, as well as
[1:22:53]
whatever, you know, buildup needs to be
[1:22:54]
done inside. Um

so long term

bathrooms that that is a requirement is

going to have outdoor storage. So the

question is, are they going anything

stored outside is it going to be

usable? In other words, I my my concern

is that the town winds up having a
[1:24:16]
junkyard because somebody rents a space
[1:24:19]
and puts three cars that will never run
[1:24:22]
in there and then it slowly becomes a
[1:24:25]
place to store. For 100 bucks, I can
[1:24:27]
store a junk car here, a junk car there.
[1:24:30]
So, the outdoor space, are there going
[1:24:33]
to be restrictions on what can be stored
[1:24:35]
in that?
[1:24:37]
>> Um, for us in particular, I I I don't
[1:24:41]
prefer to have John. Um, and so for me
[1:24:44]
to be able to keep tenants in these
[1:24:46]
properties, it's going to have to be
[1:24:46]
nice. Um, and our major goal is going to

be or one of our goals is going to be to
[1:24:50]
fence in everything with flat fence so
[1:24:52]
that you can't see in. For instance, I'm
[1:24:54]
going to charge them 100 bucks a month
[1:24:55]
to char to park their RV. It needs to be
[1:24:57]
secured, safe. Um, you know,
[1:25:01]
if it's junk, it's got to go. Um, so
[1:25:03]
that's not going to be part of what we
[1:25:05]
have envisioned.
