[13:44]
I'm good. Thank you, Mayor Solomon, and good morning Council.
[13:48]
Thank you very much for having me this morning. I
[13:50]
hope everyone's having a good summer so far. Uh, I'm
[13:54]
going to share my screen. I believe you have the
[13:56]
slides in your package, but I'll go ahead and share
[13:58]
it so that I can advance them. Uh, and let
[14:02]
me just do this so you guys can see them.
[14:04]
So this morning, I just wanted to provide a short
[14:07]
highlight of some key accomplishments that were in the past
[14:12]
fiscal year, the current year. Uh, at Headwaters to Sheriff,
[14:19]
a few interesting items. So that's just our strategic plan,
[14:23]
which of course, everything we do is align to, but
[14:25]
I just wanted to recap and share some numbers from
[14:28]
our last fiscal year. So that was the year ending
[14:30]
March 31, 2026. So you can see our ED visits
[14:34]
were over 34, 000, close to 35. Our day surgeries,
[14:38]
or about 5, 500. You can see our dialysis visits.
[14:42]
We had over 22, 000 outpatient visits, uh, switching to
[14:46]
the right there. We completed over 424, 000 lab tests
[14:51]
are diagnostic imaging numbers went up because of our MRI.
[14:55]
So we're over 74, 000 now for the year. And
[14:58]
then of course you can see our number of staff,
[15:00]
um, is usually studying around 850 and positions we have
[15:04]
close to 200. So some really remarkable stats over the
[15:09]
last fiscal year. I'm also pleased to share that the
[15:12]
hospital, uh, ended in a very strong financial position. We
[15:16]
actually ended with, um, our surplus of 1. 6 million
[15:21]
dollars. And that is, you know, mostly due to, funding
[15:25]
that we received very late in the fiscal year, but
[15:28]
it's also due to some excellent, uh, diligence by all
[15:32]
of our teams at headwaters. We've really been keeping a
[15:34]
cosign on our expenses, our supply costs, looking for savings
[15:38]
opportunities wherever we can. So being very, very diligent. So
[15:42]
strong financial year run for the hospital, which is great.
[15:47]
Uh, of course, um, I'm going to highlight some of
[15:49]
our proudest accomplishments. I think the, you know, the biggest
[15:52]
one and the one that certainly provides huge positive benefit
[15:55]
to the communities that we served was the launch for
[15:58]
new MRI, which happened, uh, in the fall. And so,
[16:03]
you know, once it's up to full capacity and we're
[16:05]
getting there, we'll be doing up to 8, 000 scans
[16:09]
per year. Uh, and you can see the types of
[16:11]
scans we're doing there on the right, uh, and so
[16:14]
we are making our way up to that number, but
[16:16]
it has already made a huge impact on our communities,
[16:19]
which is very positive. Uh, another huge positive accomplishment that
[16:25]
I want to highlight is the big focus at the
[16:28]
hospital in terms of our emissions, our green footprint and
[16:32]
reducing all of that, becoming more efficient. I'm really happy
[16:35]
to say that, and that's just one of the checks
[16:37]
we receive from Enbridge last year, but we actually received
[16:40]
the highest rebate, uh, in the province last year. So
[16:43]
we've been upgrading all of our boilers, all of our
[16:47]
heating and cooling systems, all of that. So, uh, again,
[16:50]
becoming more efficient, uh, and certainly always looking at, uh,
[16:54]
how we can reduce any negative impacts to the environment.
[16:58]
Uh, and so in total, we received close to 278,
[17:02]
000 dollars in rebates again, which is excellent and huge
[17:06]
shout out to our facilities teams and all the stuff
[17:08]
behind the walls. Uh, some other accomplishments are just going
[17:13]
to highlight. So there are many, uh, certainly we're very
[17:16]
proud of just looking at the photos, uh, we're very
[17:19]
proud of our partnership with the Duffer and OPP in
[17:23]
regards to our M13 team. So that's, um, our nurses
[17:27]
at Ride along with police officers to those that are
[17:30]
suffering any type of mental health or addictions crisis trying
[17:33]
to avoid an emission to hospital and treating them, again,
[17:36]
the sports state even in the community. Of course our
[17:39]
paramedics as well that were so pleased are part of
[17:42]
the hospital team here. They underwent an accreditation. Um, which
[17:48]
is excellent. We also really pleased to be continuing to
[17:51]
partner with the Toronto metropolitan university School of Medicine bringing
[17:56]
in students, our community paramedicine program, relocated, uh, and we
[18:02]
continue to look at benchmarking, looking for savings across a
[18:06]
hospital. And it's been two years now, which has equated
[18:09]
to five million dollars in savings achieved across the hospital.
[18:13]
Uh, these are just, uh, I wanted to highlight some
[18:15]
of our annual reward recipients. We like to highlight members
[18:18]
in the community. And of course, those inside the hospitals.
[18:21]
So those are just some great snapshots from our annual
[18:23]
awards ceremony, which just happened in June. Uh, and that's
[18:27]
just a summary of all of our recipients and the
[18:29]
words we give out. Uh, I would be remiss if
[18:32]
I didn't also do a big shout out to our
[18:35]
foundation who completed their biggest campaign yet in Headwater's history.
[18:40]
They successfully raised over 18 million dollars to support us
[18:44]
and being able to bring the MRI to headwaters and
[18:47]
also support many other pieces of equipment, uh, and the
[18:50]
technology and software that is needed, uh, behind the scenes
[18:53]
to support all of them. So very grateful to the
[18:56]
community members who do donate to the hospital. Looking ahead
[19:00]
to this fiscal year, uh, we are continuing to focus
[19:03]
on our work, our emergency department has been given the
[19:06]
approval to undergo and expansion, uh, and full renovation. So
[19:11]
that is underway, which is very exciting. We hope to
[19:13]
have shovels in the ground next year. Uh, we continue
[19:16]
to look at reducing our wait times as always and
[19:19]
looking at how we can enhance or expand, uh, current
[19:22]
services and programs in the hospital, uh, we are making
[19:26]
some investments in some high pressure area such as our
[19:28]
surgical services, emergency department, as I mentioned, are obstetrical department
[19:34]
as rapidly growing. Uh, we had over a thousand deliveries
[19:38]
over the last couple of years. We're breaking records with
[19:40]
over a hundred bursts per month. So it's an area
[19:44]
that's really growing. And then of course we're focused on
[19:46]
geriatric services or ambulatory care clinics and respiratory services in
[19:51]
the hospital. We continue to look at, uh, digital innovations
[19:55]
using artificial intelligence in the hospital to support our clinicians.
[19:59]
Uh, and of course a decision making and communication. Uh,
[20:03]
and I think the last place I just want to
[20:05]
focus on is, you know, partnerships are really important to
[20:08]
us at headwaters. We're always looking at expanding partnerships, looking
[20:12]
at how partnerships can better support access to care for
[20:15]
those patients who walk through our door to ensure a
[20:19]
smooth, uh, continuum of care. So just in summary, I
[20:24]
think kind of the key takeaways I wanted to share
[20:26]
is just that, you know, at the hospital, uh, given
[20:30]
financial pressures across the system, we're always very fiscally responsible.
[20:35]
We continue to do benchmarking at data. We're monitoring our
[20:38]
costs, uh, definitely we want to ensure long - term
[20:42]
sustainability, uh, but never, never compromising quality and safety inside
[20:47]
the hospital, uh, we're looking at always improving our infrastructure
[20:51]
and access to care. I talked about emergency department expansion
[20:54]
and the other programs that were investing in. Of course,
[20:57]
we want to, you know, continue to offer as many
[20:59]
services as possible as we can at headwaters. And then
[21:03]
lastly, and probably most importantly, we're always focused on supporting
[21:06]
our staff, our positions, volunteers and learners having a just
[21:11]
culture, uh, living our values of kindness accountability respect and
[21:15]
teamwork is a top priority to us here at headwaters.
[21:19]
And then just the last few slides again, we're just
[21:21]
some highlights from the year, some of the awards we
[21:23]
receive new programs and services we launched. Our teddy bear
[21:27]
clinic is the photo on the left. There are annual
[21:29]
teddy bear clinic is coming up, uh, in September. So
[21:32]
stay tuned to hear more about that, which were pleased
[21:35]
with, uh, and again, just some other photos with our
[21:38]
partners. And of course last but not least, I hope
[21:41]
everyone knows how to get in touch with us. If
[21:44]
you ever need anything or want to give any feedback,
[21:46]
uh, or want to support the hospital in any way
[21:49]
possible. And I'm more than happy to answer any questions
[21:52]
from Council or from yourself mayor solvent Kim. As usual,
[21:59]
well done. And it's always, uh, something going on at
[22:03]
the hospital and how is something very positive in a
[22:06]
place that sometimes isn't helpful or positive stuff. But keep
[22:11]
this going in. Question some council comments. For you. Yeah,
[22:17]
I've got a couple, I guess nobody else wants to
[22:20]
start. So yeah, I will echo. And I'll start with
[22:23]
the exercise. I can't remember if you've had one in
[22:26]
the last few years. If you could comment on that.
[22:29]
And then it's, it's there any danger of you being
[22:32]
a victim of your success and getting less funding because
[22:34]
you had a surplus. Yeah. Excellent question. So I'll answer
[22:40]
the first one first. The last two years we've had
[22:45]
a surplus. The prior year was, it was a bit
[22:47]
smaller. The year before that we had a small deficit
[22:50]
and the one year small deficit, it was a timing
[22:52]
issue with receiving the funding in the next fiscal year,
[22:55]
which then caused a surplus in two years ago. So
[22:59]
typically though, we're very strong financially. So we're landing pretty
[23:03]
close to being balanced with either usually a small surplus.
[23:07]
So strong position there. Uh, but to answer your second
[23:11]
question, it is something we discuss, uh, at our board
[23:14]
meetings on a regular basis, uh, in regards to, are
[23:17]
we hindering ourselves with our strong financial results and being
[23:20]
very diligent with how we monitor our expenses? Um, it,
[23:26]
it hasn't hindered headwaters to date. I think if anything
[23:30]
it is shows the ministry and Ontario health are a
[23:34]
funder and who are accountable to that, uh, we are
[23:36]
very fiscally prudent and do have a high level monitoring
[23:39]
here. So I don't think it's hindered us. I hope
[23:41]
it doesn't ever, um, because yeah, we are very physically
[23:45]
responsible here at headwaters. Yeah. If it does, I think
[23:49]
our system is even more fast works than it is,
[23:53]
right? Like I think the organisations that are doing well,
[23:56]
she can be rewarded, not punished. Yes. Above my paper.
[24:01]
The amorag machine, I'm assuming what's hindering to be more
[24:07]
scans is, um, clinicians or technicians or whatever. And that's
[24:11]
funding. Or is there something else. Uh, no. So great
[24:17]
question. So we are currently funded to operate at 16
[24:20]
hours a day. Monday to Friday. That's the provincial funding
[24:25]
we receive. Uh, we made the decision with input from
[24:28]
our patient and family advisors to actually stagger that. So
[24:31]
we operate at seven days a week, uh, as we
[24:34]
want to ensure that there was accessibility and warnings, evenings.
[24:38]
Of course during the day. So we've, um, shared those
[24:41]
hours across seven days. Uh, were funded for the 16
[24:45]
hours, which enable us to do 8, 000 scans per
[24:47]
year. We're not there yet. Only because we're still in
[24:49]
the ramp up phase. So there's no hindrance at this
[24:52]
point. I think there will come a time where we
[24:55]
will be fully blocked using the 16 hours a day.
[24:59]
And then it will become a funding gap. And then
[25:01]
we will need the extra funding to be able to
[25:03]
operate at 24 seven, but we're not there yet with
[25:05]
demand. Yeah, I'd say hours a week is that right?
[25:11]
I'm trying to do math in my head. 16 times
[25:14]
five would be 30. So 80 hours a week we're
[25:17]
kind of short. Brain is halfway working. Um, and are
[25:21]
those scans in our catchment air, in your catchment area?
[25:26]
Or are you bringing in people from outside. Great question.
[25:30]
Great question. So both. So, uh, of course our priority
[25:35]
is to serve our catchment areas. And the communities that
[25:38]
we serve, uh, however, referrals do come from outside. So
[25:41]
I know we received referrals from new market, uh, from
[25:45]
south of us. The word gets out. Um, and, you
[25:49]
know, positions know that our wait terms are much shorter
[25:51]
here because we're a brand new MRI. So we are
[25:53]
serving from all over. That was curiosity more than anything
[25:59]
else. I mean, I. Yeah. No, no. There's been some
[26:02]
folks I think that I've travelled from afar to come
[26:04]
to headwaters is what I've heard, to be honest, to
[26:05]
get it much sooner. Right. It's here. I mean, last
[26:10]
but not this, this is unfair. Um, I'm going to
[26:15]
ask anyways. And then I wear the ask if maybe
[26:18]
next year it becomes part of your presentation. Are you
[26:20]
able to provide context in terms of last year? So
[26:26]
ER visits. You said first or from your presentation, I
[26:31]
got, it's either babies or old people. It's using the
[26:34]
hospital. Uh, but are you able to ride context? Is
[26:37]
that increasing decreasing or less statement. State. In terms of
[26:42]
the ED visits or the numbers overall, like you're, I
[26:46]
always ask for all of it. So, uh, you know
[26:52]
what Paul is on with me. She's our comm specialist.
[26:56]
Great suggestion. We will include some year over year next
[26:59]
time I come. I think that's actually great to show
[27:01]
the trending cause it is an excellent question. So ED
[27:04]
visits have actually been consistent over the last couple of
[27:07]
years. I can tell you that we've hovered around the
[27:09]
35, 000 last few years pre COVID in terms of
[27:13]
UD visits. We were up to 41, 000. So when
[27:16]
I first got to headwaters, it was quite high. And
[27:19]
then a Purse COVID, everyone saw a decrease. Uh, in
[27:24]
terms of some of the other areas, we've seen growth
[27:27]
probably in all the other areas. We've seen growth, to
[27:29]
be honest. So births for sure when I got to
[27:33]
headwaters a number of years ago, we were around seven,
[27:35]
800 a year. We're 1100 last year. You saw the
[27:39]
numbers there. And that's increasing. Same with our number of
[27:42]
lab tests. DI scans, obviously with the MRI, uh, chemo
[27:47]
we've expanded dialysis. We've expanded our number of chairs. So
[27:50]
we're, we're growing in all the other areas. Great. Thanks.
[27:59]
The one question I have, and I've asked it before,
[28:02]
but I wouldn't mind a refresher. You mentioned all the
[28:07]
increasing number of tests that you have to be done.
[28:10]
The number increasing of, I guess, bursts hopping in the
[28:14]
area. Um, there's just an increase use of the facility
[28:19]
as a whole. And then I look at the headwaters
[28:26]
health care centre website. And I take a look at
[28:29]
joining our teams here in at the headwaters. And I
[28:34]
can't help but notice that I'd say 75 to 85
[28:39]
percent. Of all the positions that you're trying to fill
[28:43]
are either temporary, casual, or part - time. Would it
[28:47]
not be easier to catch and retain staff at full
[28:50]
- time status. Yes. Excellent question. Very good observation. Uh,
[28:57]
yes, it is always easier to hire full - time
[29:01]
permanent into full - time permanent rolls. Um, and we
[29:05]
have, so it is a strategy that, we call it
[29:08]
now our people on culture team looks at continually with
[29:10]
our managers. Can we convert two part - time lines?
[29:14]
Uh, so most of the positions are unionized. So there,
[29:18]
we have to follow the collective agreement and the rules
[29:20]
within that. Uh, and how many lines which equates to
[29:24]
FTE is very complicated, but we always look at, can
[29:26]
we convert two part - time into a full -
[29:28]
time? Cause it's always easier to recruit into a full
[29:31]
- time permanent. You're absolutely right. So we have done
[29:34]
a number of those, um, kind of amalgamations of roll,
[29:38]
uh, that challenge that we do have and the roles
[29:40]
that you see posted are commonly their maternity leaves or
[29:47]
medical leaves or educationa leaves and are constantly to always
[29:53]
have some level of casual staff that can just fill
[29:56]
in for vacations. Or some of the leaves. So it
[30:01]
is, um, a bit of our reality, but you're absolutely
[30:05]
right and that we do look at whenever possible to
[30:08]
create full - time permanent roles because they are much
[30:11]
easier to hire into. We do all hospital struggle hiring.
[30:16]
Anything that's part - time or not permanent these days.
[30:24]
Lord for any comments, we can do this. I don't
[30:27]
think holes on the line. Come on with just a
[30:32]
comment if you want to take a look at me.
[30:35]
You'll know that I'm probably a guy that's going to
[30:37]
use the hospital quite election. Anyway, so I did go
[30:46]
over there and I, well, I'm a big, you know,
[30:50]
now advocate for how darn nice everybody is over there
[30:53]
and how good everybody does their job. And it's proud
[31:00]
of the work you all do your staff yourself. And
[31:03]
everybody that has anything to do with that food's not
[31:06]
even about it. You know, that's it. I'm not recommending
[31:10]
a long state, but it's, it's very nice. And I
[31:13]
was really, very impressed. That, you know, what my experience
[31:20]
was like. And I just like to think, do your
[31:23]
team and we have a great hospital. That's a very
[31:28]
short trip from here. And all that all put together.
[31:32]
It seems to be like a very good outfit. Nothing
[31:36]
to complain about from me. So I'd like to thank
[31:39]
you, too. And thank you for delegating to us and
[31:42]
tell us what's going on in Netflix. Thank you very
[31:45]
much, Mayor Solomon and Council. And please know we are
[31:47]
here always and, uh, appreciate the positive feedback. Thank you.
[31:51]
Thank you. Have a great day. Enjoy the rest of
[31:53]
your summers. By Philly. Second by James. Here's all the

[32:24]
Do she move by one. Second. Be result that we've
[32:31]

[32:36]
L - PANCHO. JR S5 TV productions limited to address
[32:43]
counts on favourite. General. Mears only
[32:54]
explain our greatness. We are very excited. To actually come
[33:03]
here. Um, and then.
[33:20]
Our street. So, uh, the filming of this intelligence
[33:30]
here is that we're looking to do is become nine
[33:34]
days total between September the 11th Friday. Tuesday, November 22.
[33:41]
One of the days we fall on a. Sunday senate.
[33:44]
Oh yeah. They're really neck. We're only going to be
[33:47]
Monday to Friday. For me. And we're looking to do
[33:50]
the first day that we're telling would be a later
[33:52]
call our. Day starting at around one o'clock in the
[33:55]
afternoon. These timelines are just a guide for now. And
[33:59]
they shipped slightly here and there, not by much. They
[34:02]
generally pushed it down or 2. 30 direction. As we
[34:05]
filled for our win times. Um. I said we wish
[34:11]
to do closures on mainstream. Right. Um.
[34:23]
On the board, you can see basically the plant that
[34:27]
we've set up for, the highlighted buildings of glue are
[34:32]
considered name sites for us for filming. The one that's
[34:37]
kind of the U - shaped that is actually a
[34:39]
set that's in Bhashua. Our overall plan for the show.
[34:44]
In the tower. Tentative. Somewhere else
[34:54]
that we're going to be on as well. But the
[34:57]
majority of the kind of in the main section, we
[35:00]
do have two interior days that we're still letting them.
[35:03]
We're looking to film the OG Dyer downtown. So two
[35:07]
of those days we'll foster the interior of the out
[35:09]
of the night. So seven days out. About on the
[35:13]
streets. As well as upon side street. We're going to
[35:19]
turn the air gas building into a gas station. Cycles.
[35:22]
In the background. We're filming purposes there around the corner
[35:26]
at the green store. We did discussions them to actually
[35:31]
put them into a lot of body shop, canning shop.
[35:35]
And all iconics were filming around the corner. I need
[35:39]
a lot of body shop where turning that into the
[35:41]
great starts like government weren't
[35:47]
really. Um, we've got traffic management plans that we can
[35:54]
hand out as well that we put out. We're looking
[35:57]
to deep to our big trucks around. So they're not
[36:00]
going through the main town during all the filming theories.
[36:03]
Uh, that'll be the traffic management plants. So everything will
[36:06]
be done by 07 over CD by police. And vitamin.
[36:13]
Uh, track staff. We will have, uh, our own security
[36:19]
in the town. Nothing weird not that you have. I'm
[36:23]
scared. But we call them LS piece. And they'll be
[36:25]
wearing time with vests. One of the best are easily
[36:28]
market. You can see who they are. And they'll be
[36:31]
there to help with moving flow of people along and
[36:36]
just the general keeping. If we have any on records
[36:39]
that want to come down, we'll keep married out to
[36:42]
move them get out. Uh, as we want to keep
[36:46]
all the businesses open during all of our filming and
[36:50]
our app. There are times we'll move you to hold
[36:52]
up people for certain filming activities. Um, we're doing some
[36:57]
drone shift. Down the main stretch. And we do have
[37:01]
one rate scene with our main actor going down the
[37:03]
hill into town as he walks into tell. One of
[37:07]
the proposals that we do want to do on the
[37:10]
main strip is to paint lines. The parking lines turned
[37:15]
them by understanding how this in the past turn them
[37:17]
back to the angle parking on both sides of the
[37:21]
street for that. And we would be using the city
[37:24]
approved contractor to do work for that or to free
[37:28]
network apartment force and then restore it back to the
[37:30]
way they want to finish as well. Another aspect that
[37:36]
we're. Looking to do. There's diagram of. The parking that
[37:41]
we do. When it is angled and done with the
[37:43]
centre line, it will accommodate still north and south traffic.
[37:48]
Going past it. And. We do want to affect some
[37:55]
of the street lights in the main section. The. Black,
[38:01]
three lights on there. We want to put an LED
[38:03]
light in it. And box it with a diffusion. And
[38:06]
that will turn that like to help create a better
[38:09]
glow for us. And what currently comes off a bit.
[38:12]
Um, we'll do the work with the authorized contractors for
[38:17]
electrical work that do this. We also wish to install
[38:21]
a one end down by the diner at the intersection
[38:24]
there. We want to install a four way flashing red
[38:27]
light. To give it as a small town feel for
[38:30]
that. We're going to use outside electrical contractors. We're looking
[38:33]
at platinum to hang that light for us. And that
[38:37]
would be done just prior to our filming. And then
[38:39]
as soon as we are done filming, uh. In our
[38:43]
restoration. We're making our loud
[38:53]
people might want people might not like that now because
[38:58]
they finally. Yeah. And that's, that's a proposal. We are
[39:03]
talking to the businesses. I know there's been a bit
[39:05]
of some miscommunication that went around to that. And we're
[39:09]
sorting that out now to be on board with everybody
[39:12]
to let them know that yes, we're going to be
[39:15]
talking to all the individual businesses and Adam Unies here
[39:18]
today. Sorry. He doesn't have much to say. I just
[39:20]
brought in. He's going to be my face for grand
[39:22]
valley. That's going to be down here working with Decent
[39:25]
and Jake Organ, right? And he's going to be basically
[39:29]
his whole purpose in life is to become a lesson
[39:32]
for your grandma. Yes. Tornado Argument Evolve. Firefighter. In terms
[39:39]
of parking, we're going to need to take the parking
[39:41]
spaces for the entire duration for our shoe just to
[39:44]
keep it clear for circuit shots when we look up
[39:46]
the street. We look down the street. And the buildings
[39:49]
that we're going to be dressing businesses on. So part
[39:54]
of there for alternate part of what we're looking at
[39:57]
is we do want to approach for it to be
[39:59]
approaching the grocery store. I meant some parking for them,
[40:02]
but we don't want to take all of our way.
[40:03]
Obviously we want to make sure people get the grocery.
[40:06]
Storm. They got there on groceries and get in and
[40:08]
out. And we'll facilitate as much in and out as
[40:11]
we can. There is a parking lot to the far
[40:15]
end. The west. The west side. That the city has
[40:19]
that we'd be looking to rent from the city to
[40:21]
accommodate people parking there. For the duration of us. Being
[40:26]
tapped. Trying to think of. Anything else. That I have.
[40:31]
Alright guys, we're looking to film at the food bank
[40:34]
of the road as well. So we want to make
[40:37]
istonations of animal to turn that too far, actual, uh,
[40:41]
library. Us. That's all for them. How it is. And
[40:47]
who we're not turning on my marine to library. Yeah.
[40:55]
And your main setup that was at the arena and
[40:59]
the thing was the big and camp. All over basement,
[41:03]
our big large trucks and everything we're going to be,
[41:06]
I believe is the plant right now. That's also where
[41:09]
our main crew lunch and everything will be. Our preparing
[41:11]
will be up there. So we don't have any Ring
[41:14]
Down and taking away parking for what we are already
[41:17]
taking away from for filming. To free up the other
[41:20]
spaces for residents. And people count. Our catering is supplied
[41:27]
by our own cater that follows us to show. But
[41:32]
I can tell you from experience, we're in towns like
[41:34]
this whenever we break for lunch, the crew they can
[41:36]
badge lower restaurants. Uh, as well as our pregnant raptors,
[41:40]
they're more than likely being restaurant. And. Uh, yeah. That's
[41:49]
what I have to say so far. What you type.
[41:54]
Could you scroll down on the stock requort. Well. Gives
[42:03]
the lights. And that. S. Like the street lights of
[42:07]
what we wish to accomplish. Yeah. Our goal is to
[42:11]
have control. For our teams. And the intention is not
[42:17]
to affect the pressure speed like that. The servicing with
[42:22]
street. Safety research. They're making them that way. But, uh,
[42:27]
our goal, so we're concurrently, I said. And of course,
[42:32]
anytime we're not here on weekends, we will open up
[42:36]
and, you know, really argument everything. That we're clear as
[42:40]
much about ourselves out of the way. Well. You know,
[42:44]
things happen. All right. Thank you very much for the,
[42:49]
uh, the lowdown. We'll have some questions. I'm going to
[42:52]
start off. I know Paul is busy today. So we'll
[42:56]
go with all you had some questions for you, gentlemen
[42:59]
here. Filming. That's my company. Tired. Go ahead. I'm fine.
[43:08]
If you can hear me. Financial implication for the
[43:18]
town. What's the town receiving financially? Maybe I jumped on
[43:21]
it and missed it. But for the rental and everything
[43:24]
that we, the company's using the properties, the arena, I
[43:28]
take it, they mean the arena, they don't mean the
[43:29]
arena. They mean the, the, uh, fairgrounds. Me and the
[43:33]
building as well or what's the. I think they're also
[43:36]
renting the upstairs of the arena building. For one share.
[43:40]
Yeah. So they're paying the rental fees for any of
[43:43]
our, any of our parking lots. There's a rental fee
[43:47]
on our usual five film permit. And then any of
[43:52]
the other fees is going to the businesses as they're
[43:56]
renting their space or changing their building. So the parking
[44:01]
lots are included under the rented. Yes. Yeah. My goal
[44:08]
is when we rent the parking spaces, it's going to
[44:10]
be for the townsfolk to be in. Yeah. We want
[44:13]
to limit our stuff to parking farther away up at
[44:16]
the fairgrounds. For all of our improving. Well, paying respectively
[44:21]
paying the 500 dollar permit fee wasn't ever to meant
[44:24]
to be renting parking spots. Exactly. That's separate. Yeah. The
[44:29]
film we could be on top of us renting for
[44:31]
the parking as well. Correct. So if we talked about
[44:36]
what we're renting about for what's the, what's the plan?
[44:40]
We had discussions about the fee. They just haven't finalised
[44:43]
what they want rent yet. So once we do that,
[44:46]
then we'll be sending them a bill for the rental
[44:48]
of those for the number. And is that just that's
[44:50]
a staff decision, not council decision? Um, well, I haven't
[44:55]
had any policy on that. So we were just going
[44:58]
to kind of go. Never rented it. So I just
[45:01]
hope we're asking for enough. Well, look at some money.
[45:04]
Yes. Business
[45:14]
owners, business owners. If you ask the majority of them
[45:16]
see no economic benefit to the town to do this,
[45:20]
there is been a bunch of misinformation outright misinformation and,
[45:27]
and business owners are not generally speaking, are not in
[45:30]
favor for any of this. So, um, it's, yeah, it's
[45:35]
been poorly done. And, um, it needs parking still not
[45:40]
being addressed, um, by having the spots, um, yeah. So
[45:47]
that's the majority. There's some that yes have signed contracts,
[45:50]
but the ones who have not, um, that's a long
[45:53]
way to come. So my suggestion would be is we
[45:56]
don't, uh, give a permit. And so we know the
[45:59]
downtown, we have to ensure that the residents and the
[46:04]
business owners continue to operate and continue to make the
[46:07]
money they have any other times. Yes. Crew. So to
[46:12]
the point the crews go downtown, other film shoots, business
[46:16]
owners would say that's absolutely incorrect. They may have one
[46:18]
person or two people in through the day. So, um,
[46:22]
but that's, that's from our business community. And yeah. Anyone
[46:32]
else with the question again. One of the days that
[46:37]
you've filmed dates there. Yeah. So long, you're one of
[46:40]
the cooling days you're showing that you're going to be
[46:43]
filming on Sunday, September 20th. What sort of time frame
[46:47]
you're looking at. The reason I'm asking is it does
[46:50]
get busy at certain times. On the main drag. And
[46:56]
I'm just sort of curious. About how it's going to
[46:58]
work. There's one church at the top of the hill
[47:02]
across the water tower. That saw anytime from. That's one
[47:09]
of the services. Oh, hard to possibly and two. Yeah,
[47:14]
I think it is kind of two. Yeah, 10 o'clock
[47:15]
the true service and then 230. So about a half
[47:19]
an hour. So 930, you're going to see a bunch
[47:22]
of vehicles go up. And maybe an hour and a
[47:25]
half later. Go down again. Because a bulk of them
[47:29]
either, you know, they're all in town and everything else.
[47:32]
So just sort of keep that in your great dark.
[47:36]
Cause it is busy. Definitely will. Uh, and the anticipate
[47:41]
called that day is around noon. Cause that will keep
[47:44]
that in mind to make sure. With parent traffic stoppages
[47:49]
on that face just so we can expect. Two tribu.
[47:55]
And how weather dependent is that date. Is this one
[47:58]
is all our dates are pretty solid. Unless we get
[48:02]
something really unforeseen like, um. Rental downpours and lightning is
[48:09]
sort of that funding is really lonely back. And source
[48:13]
down and stop us to push it here or so,
[48:16]
but it wouldn't be more than that. It's not. And
[48:18]
then the only other city could happen. Like I said,
[48:23]
it'll be a super prior was arriving in front of
[48:25]
our doctors institute. That was, that would be the only
[48:28]
thing that would, but we would know that right away.
[48:34]
The most part we just tried to push through with
[48:37]
what we need for our family schedule. As we're going
[48:42]
to put away me, but you guys are going to
[48:44]
be 84 locations. For this block of filming. And you're
[48:48]
a very important location for us. And we appreciate the
[48:52]
time that it takes to set us up. And we
[48:55]
will, uh, adjust. Concerns of time. We're going to go
[49:00]
back and talk to businesses. And we will, I want
[49:03]
to make this a positive too. I have been in
[49:05]
the industry over 20 years myself. And I felt small
[49:09]
towns. And I do want to hand it to have
[49:12]
a positive experience. And we welcome back again. Anyone knows,
[49:19]
one. Thank you guys for obviously coming. Take a talk
[49:23]
to explain this. There's certainly been a lot of, I
[49:26]
guess, uh, I don't want to say misinformation, but a
[49:29]
lot of confusion, I guess in terms of who you
[49:31]
talk to and to understand maybe each individual business owner
[49:34]
may have had a different experience, um, I know parking
[49:37]
was a big one. So thank you for addressing that.
[49:39]
I'd be renting out the back alley space for, you
[49:42]
know, townspoken able to come in utilise. This schedule here,
[49:48]
did the local business owners go similar schedule so that
[49:50]
they have an idea or an all being distributed. Okay.
[49:54]
Analysis was another one. So this will probably clarify quite
[49:56]
a few things. I know even just seeing the shooting
[49:59]
schedule here. I mean, is probably a big relief because
[50:02]
they were under the anticipation or sorry, Prussian, it was
[50:04]
going to be like a month long when in fact,
[50:06]
it's not, um, something I want to mention since I'm
[50:10]
always the ad schools also going back since you guys
[50:13]
are going to be located quite heavily around that area.
[50:16]
We do have a number of children that rely on
[50:18]
bosses. Hans, the school board or busy. Have they been
[50:23]
made aware of this because certain closures will have hacked
[50:27]
how they navigate the allowing other arrangements. As of right
[50:31]
now, no, but we more than happy to notify them
[50:35]
about everything and give them apps for plans. That is
[50:38]
a priority. We don't want anybody to miss their bus.
[50:40]
We want them to all get to their squamo. Yeah.
[50:42]
School. The first day goes backwards on the eight. So,
[50:45]
um, again, is this short term? But I mean, it's
[50:48]
definitely going to be how they're getting around. You also
[50:50]
have learning that you can throw it out. Sorry. Yeah.
[50:55]
You get a clear contact. We'll definitely make sure there's
[50:57]
a clear plan for those. I guess one thing I'd
[51:02]
also say is, I mean, we've never encountered a project
[51:04]
of this magnitude. Um, so we're kind of learning as
[51:07]
we're going as well. Um, I just, just, I guess
[51:11]
from just a touch on something, Paul kind of got
[51:13]
into, I guess with, again, all the little bits and
[51:15]
sonners kind of, you know, you hear one thing and
[51:18]
you hit all the small town. Um, I would say
[51:20]
that I wish maybe we had. Gone some of these
[51:25]
things Iron Dote a little earlier. I think the business
[51:28]
own. Had major concerns. They could have coordinated with the
[51:31]
GIA of a Council. We could have kind of had
[51:34]
everyone here. Um, that way I think it would have
[51:36]
just alleviated a lot of the stress and a lot
[51:39]
of the headache. Something that all kinds of do. But
[51:44]
again, we're learning this is a first. This doesn't seem
[51:46]
as invasive. And, you know, I guess as bad as
[51:50]
it was being went on B. Sorry, no, no, please,
[51:54]
why? Adamant is going to be taking over, like not
[51:57]
taking over, but headlinking is more goal is we're going
[52:00]
to talk to everybody. You actually everybody notice the exact
[52:03]
schedule, all businesses up and down. So we know everyone's
[52:07]
on the same page. For what we're doing. And I
[52:10]
said, businesses were applying scient. Play both. Yeah. Um, I
[52:18]
guess, yeah, just there from when I guess they were
[52:20]
initially approached to now, I guess there's still a lot
[52:23]
of laundry. So again, like I know this is one
[52:25]
of the big concerns. This should help them. Um, Clarifying
[52:28]
and advising on your plan to rent out the parking
[52:31]
space or parking lot stories. So that way it doesn't
[52:34]
comple. Affect the businesses. It will obviously affect the traffic
[52:38]
because unfortunately the way the town goes, we have so
[52:40]
limited spark parking now is if you can't get parking
[52:43]
off the time, they'll just kind of keep going. Right.
[52:46]
So that is a kind of a growing concern that
[52:48]
some of the businesses face. Um, let me just say
[52:52]
here another side X compile some questions. Just from talk
[52:56]
to people in the area. But I mean, a lot
[52:57]
of this stuff is something you're going to have to
[52:59]
work out with. I think yeah, we should just take
[53:03]
note that BA should probably be the call next time
[53:06]
we'll show these gentlemen. How can we get one into
[53:08]
this volume again? Uh, and we just kind of look
[53:11]
at all of the aspects. Again, this is learning process
[53:14]
for us too. Uh, I mean, that's kind of it
[53:18]
for me. I mean, I wanted to address obviously school
[53:20]
buses. Thank you guys for coming in and being here.
[53:22]
This was a huge, I guess a huge question. We
[53:25]
have a lot of people wondering. You can see, make
[53:29]
sure I don't have it. And then I'll see it
[53:30]
for you. Call for Joker touched on the church. Good.
[53:37]
I'll pop up. But if I do let that be
[53:39]
Mirko or their guys, somebody else to say. Thank you
[53:43]
guys. Very good question. I wrote down, what is the
[53:50]
bear. I'm assuming you've been talking to the exercise. Yes.
[53:57]
Because they're usually not. How should I put this? Not,
[54:05]
not. So, cause you, and usually we set up a
[54:08]
link ahead. So, but I'm assuming you talk with them
[54:10]
and they're okay with use of being there on the
[54:13]
20 seconds. Yeah. A little bit overlap. Yeah. Money talks,
[54:20]
I think usually. Which is fine. And I will say
[54:23]
I am blissfully unaware of any sort of, cause I
[54:27]
don't think in town. Right. So whatever. I mean, I
[54:30]
look at this like a construction job, right? Like it's
[54:32]
going to suck for a little bit for, for some
[54:35]
people. But I think the benefits that I think we
[54:38]
can get out of it, I've got to turn that
[54:42]
somehow. Yeah. We get some, I'm reading your last page
[54:47]
here. Who knows? It's actually true or not. But I
[54:51]
think we've got to try. And we've had other building
[54:54]
that I think it's worth in another, right? I am
[54:57]
the people I talk to for other filming projects. They've
[55:01]
been pretty damn pleased about it. So I don't see
[55:03]
why this would be a. I'll echo, yeah, I think
[55:07]
the BIA probably should have been involved earlier because if
[55:11]
you are shutting down the whole downtown, that is going
[55:13]
to. This word. And it's only for 10 days. We'll
[55:18]
survive. And I'm not going to walk away meaning anybody
[55:22]
with a seller taste in their mouth business was. We
[55:25]
will communicate with everybody afterwards with a follow up. And
[55:28]
then we will discuss certain things. If the loss of
[55:31]
business here or there was certain ones we'll discuss with
[55:33]
them, they will make it. As well. Oh, and yeah,
[55:40]
I don't know about people will let you take down
[55:42]
that regular. Like people are laughing. I mean, I think
[55:46]
look like once every two months people want a crosswalk
[55:49]
somewhere. So if we get a 10 quarter, we want
[55:51]
you might just have to leave it there. It's done
[55:54]
properly as we get through. Don't get people's hopes. I
[56:01]
don't make everything worthwhile. You know, it's funny how things
[56:05]
like that. I usually do, right? So again, yeah, not,
[56:10]
not to downplay if there have been issues, but I
[56:12]
think, you know, our job is to try to make
[56:15]
this positive different time. You have to let you guys
[56:17]
are here. Yeah. If you've got a sort of a
[56:21]
designated whipping boy, I wouldn't want to be you a
[56:23]
couple of the eights. I like to learn this for
[56:27]
something similar before another jurisdiction before. And I've always left
[56:30]
them in the hose. I had copies with the mayors
[56:32]
afterwards about how successful the film cut me in. And
[56:36]
I'm sure this will be no different than anything. So
[56:38]
there you go. There's your handing of my coffee. It'll
[56:42]
be not.
[56:52]
Me. Yeah. No. I'm, I'm, I think I've got the
[56:59]
only thing I want to just say this is more
[57:01]
on us is in terms of like the winemaking and
[57:04]
some of the major changes. I'm assuming we're going to
[57:05]
have that or somebody appointed to kind of oversee and
[57:08]
approve and all stuff. So already on and very much
[57:10]
involved in the conversation. Yes. Yeah. You guys already addressed
[57:13]
who I was going to suggest our chosen line of
[57:15]
contractors, but you guys already addressed. That's what you're doing.
[57:18]
Sounds up there. Sorry. That was it. Right. Thank you
[57:22]
very much, Jim, for coming in. And yeah. Oh, you
[57:26]
got anything else? I see it. Falling there. Just, yeah,
[57:30]
I was just going to, two more comments. So as
[57:32]
far as Matt goes communication is key. So today nobody
[57:35]
knew that the pylons are going to be out on
[57:37]
Main Street blocking off parking. Yes. It's only till noon
[57:40]
this morning, but there was zero communication. So that'd be
[57:43]
one, uh, the second bit, it's way easier to sell
[57:46]
if the direct link to residents that we can say,
[57:49]
Hey, we got XYZ out of this. Right now when
[57:53]
ASTA said to telling as far as I only knew
[57:54]
was getting 500 bucks for the filming permit. So if,
[57:57]
if we have a direct, uh, say a joke about
[58:00]
the crosswalk, but to me, I thought, well, the crosswalk
[58:03]
after this paid for and installed after this would be
[58:06]
perfect. So, um, but yeah, that's those are the two
[58:10]
things. Communication and a direct link to something that we
[58:14]
can say, Hey, this is what we got left with.
[58:17]
So. But yeah, thank you. Thank you, Paul. We will
[58:21]
make sure. To send out from this point forward. I'd
[58:26]
be happy to talk with you directly throughout the remaining
[58:28]
of the process here to address the server. And with
[58:32]
all of you. Yeah. Thank you. Just since he again,
[58:39]
just to try to alleviate some of the, I guess
[58:41]
everybody, is this, is this public can be made public.
[58:45]
Or how do we feel? We're not posting it online.
[58:49]
Yes. We're going to give it to the businesses. Yes.
[58:51]
We're addressing that. But I don't want to put it
[58:54]
on. Website. This devil can fail. We can do, we
[58:58]
can do a better schedule. Like we'll do a cleaner
[59:01]
one. It has a little bit. Tighter timeline for it.
[59:04]
That way you can allow you guys to post for
[59:06]
filming tastes. Okay. That would be ideal. Just so just
[59:09]
because again, like I like, you know, Paulson, Paul's probably
[59:11]
got text messages from anger people. Right. So we can
[59:17]
certainly, we'll throw that together. So we're clear and tighter.
[59:21]
Yeah. And then we can. Yeah. That way because if
[59:24]
someone's trying to go get the morning coffee or something
[59:25]
like that or totally grocery store, they know now, okay,
[59:28]
this day, this time period, they kind of got a
[59:30]
heads up. If they miss it, they miss it. Well,
[59:32]
at least we can, we have something that we get
[59:34]
to kind of share. You know, while you're maybe integrity
[59:37]
of your project and on jeopardizing anything, of course, but
[59:40]
giving the residents something, I think that would probably go
[59:43]
a long way. Yeah, no problem. We're also going to
[59:45]
be doing a filming notification in the town for what
[59:48]
comes out. That'll have them right down on our days
[59:50]
where our trucks are parking, you know, anything like that.
[59:52]
That's typically what we do. We'll get that sooner than
[59:55]
later for everybody just with the prep coming up. That's
[59:58]
going to start in certain sections. We'll have a breakdown
[1:00:01]
on that. And that notification will go as wide as
[1:00:04]
you guys want us to do. Normally we'll cover the
[1:00:06]
entire downtown stretch and then we'll go out as well
[1:00:09]
to feeder areas. And then that notification can be posted
[1:00:12]
online as well. We've had that for lots of filming
[1:00:16]
them. We've got to do it. No, if that's a
[1:00:18]
different scale, but yeah, that's why just because it's going
[1:00:22]
to impact. I mean, some people wouldn't really bother at
[1:00:25]
all, but it just, I got to get just to
[1:00:26]
be good. To know people, you know what? And again,
[1:00:29]
just because we're getting into school, because it's like a,
[1:00:31]
if it was, you know, filming in the month of
[1:00:33]
August, there'd be a lot easier to vague. Some of
[1:00:35]
the traffic and everything else. But one school starts, it
[1:00:38]
gets quite a bit more busy. Cause then you're going
[1:00:41]
to have a lot. You've got a lot of foot
[1:00:42]
traffic too, right? Like they've eliminated some of the busing
[1:00:45]
and stuff. So I mean, you got to have a
[1:00:46]
lot of young kids also kind of walking around. You're
[1:00:49]
going to have to work with. Yeah. We'll make sure
[1:00:51]
we can see if we get to where they. Officers
[1:00:56]
with us. Yeah. Like I said, just this is more,
[1:01:01]
this is our first time actually kind of talked to.
[1:01:03]
We're learning a lot. On it as we're sitting here.
[1:01:06]
So a lot of these things are going to kind
[1:01:07]
of come up again. As we're just a big conversation.
[1:01:10]
So that's good. Appreciate it. And so just one for
[1:01:17]
the. Pra. Three weeks.
[1:01:27]
No, I'm sorry. See, I don't know. Sorry, I interrupted
[1:01:33]
you. Yeah, no, I'm just saying that you can always
[1:01:38]
come get a call. With Jason. Probably be a good
[1:01:44]
idea. It might be beneficial. I'll just throw it out
[1:01:47]
there too. The BIDing on the first to September as
[1:01:49]
well. It's like I know you're going to be the
[1:01:51]
gentleman in town. So if you want to come in.
[1:01:54]
Yeah. I want to talk to the BA. And I'm
[1:01:58]
as well. Okay. Perfect. Well, I'm one of the members.
[1:02:01]
Yeah. So that's why it's like, you have been talking
[1:02:03]
to the BA. Just not as a PIA. Remember you
[1:02:06]
talk with as a business owner. Yeah. Usually after these
[1:02:10]
meetings, the thing is that he downloads the window. I
[1:02:15]
thought our plan is following. Well, of course, I just
[1:02:20]
got, but we typically do make it to donation to
[1:02:24]
DIA. Okay. That was going to be one of the
[1:02:25]
next questions. I know that was going to arise. So
[1:02:27]
thank you very much. Yeah. I think that again, with
[1:02:29]
what you guys provided here today, and I think it's
[1:02:31]
going to put a lot of the concern at ease,
[1:02:34]
um, and again, you guys are still working points on
[1:02:36]
the local business owners. Hopefully you guys can just get
[1:02:38]
all that sorted out soon. Yeah. Um, and again, pop
[1:02:41]
into the BI meeting on the first, the 106 o'clock,
[1:02:45]
probably done on, but I can, we'll get behind. Yeah.
[1:02:48]
Yeah. Uh, okay. That's it. For me. Anybody else, let's
[1:02:54]
go. Okay. So I can leave accomplished what we've sort
[1:03:00]
of said to do here today. And that is, you
[1:03:03]
came in and give us your process and what you're
[1:03:07]
going to do. You've heard of our concern. And I
[1:03:09]
think between us. We will keep it constant. Communication on
[1:03:16]
how we're going to do this. And hopefully we'll wish
[1:03:18]
ourselves both reduck. And yeah, something that in the end,
[1:03:25]
everybody will say, Jesus, that was great. But it's my
[1:03:30]
hope. And there we go. All right. Any more questions
[1:03:35]
for us. Uh, nothing from my hands. I just want
[1:03:39]
to thank you there, Soldman Council Tuesday. A lot of
[1:03:44]
us to present this team. Okay. So this will be
[1:03:46]
seeing each other once we're all. Thanks. For watching. Ocean
[1:03:51]
by Lauren. So can we fill B resolve the Council
[1:03:56]
Receives Deputation from Mason Johnson Scott Alexander and Adam L.
[1:04:02]
P. A. Honcho - JrS - 5 TV productions limited
[1:04:07]
all in favor. Great cookies. And he's like, you're going.
[1:04:12]
To. Secure him and have one.
[1:04:32]
Through the door and what are you. Going to do?
[1:04:40]
We're in an helmet. I don't see a helmet. Don't
[1:04:43]
ask me. I'm just like.
[1:05:00]
Do you do that helmet for that bike up there.
[1:05:02]
No, not yet. Oh. He. S not shreds a helmet
[1:05:06]
enough. Pretty much. Pretty much, but you know how hard
[1:05:10]
it is. To find something for this big deal. To
[1:05:13]
read about you on Facebook later. So we have a
[1:05:21]
resident concerned about and everybody had the townspire about the
[1:05:25]
e - bike. Saturation. I just heard what news yesterday
[1:05:34]
in Toronto's doing study started today. So having a lot
[1:05:39]
of problems. They had 540 nine collisions between pedestrians and
[1:05:44]
he likes last. Year. It is in front of their
[1:05:48]
mind. Their strategy is education. And then. Nobody is really
[1:05:57]
positive about where these e - bikes are. They're not
[1:06:00]
allowed on the sidewalks. I don't think anybody really knows
[1:06:04]
the rules. So where you can drive these things with
[1:06:07]
Cybox are. Placed. You can't. And the parking to them
[1:06:13]
too. So please leave in Toronto starting today are going
[1:06:16]
around. Just try to make people aware of where they're
[1:06:22]
supposed to be. In helmets and all the other stuff.
[1:06:26]
That was mentioned. And after the education pieces produced and
[1:06:32]
they think is known, then, um, Enforcement Logan. People being
[1:06:38]
claborately abusive. Education is taught. I think that idea. I
[1:06:47]
don't change the time earlier. That you've come to our
[1:06:49]
time in Arbits on our town end wherever our police
[1:06:55]
services touches. Like I said, shoulder. We're into one place
[1:07:00]
that we do. It's hard to enforce. E - bike.
[1:07:04]
Guys driving wherever we want. They are not. So I
[1:07:08]
don't know what the best attempt would be. Maybe something
[1:07:14]
on our site to say, look at these things off
[1:07:17]
the street. They're just going to be lips out. We
[1:07:24]
have to. Because you do notice. It on.
[1:07:33]
Thank you. All. So much. So the OPP and the
[1:07:41]
various services board met last month. For this exact thing.
[1:07:49]
E - bikes. Scooters. And the issues surrounding the various
[1:07:54]
communities. There is pilot program that was going down. It
[1:08:02]
still is. And it's been extended automatically to 2029. The
[1:08:06]
biggest concern with that at that time was that there
[1:08:10]
was no input from a few groups that are directly
[1:08:15]
impacted by. One is seniors. And the other is
[1:08:25]
disabilities. And how that relationship with the scooters and bikes.
[1:08:34]
On the sidewalks. Work. At this point again, I think
[1:08:41]
you touched on it as well, that there is sort
[1:08:43]
of limited. Can do. Um, but like e - bikes,
[1:08:50]
there are a number of rules with a knee bike.
[1:08:55]
With regards to the size. Needs pedals. Weight, top speed,
[1:09:02]
et cetera. But the scooters, there's a scooter. And so
[1:09:09]
the police are sort of on or on the board
[1:09:13]
of not so much enforcement, but education. Because you see
[1:09:17]
a lot of them granted anecdotally. But you see a
[1:09:21]
lot of the kids without comments. Pride in those bikes.
[1:09:26]
Or write those scooters. And they're not going slow. And
[1:09:30]
they don't have. Necessarily just one person on them. They
[1:09:34]
usually have two. So quite often they'll have. To. So,
[1:09:40]
yeah, it's not just here, it's everywhere. Um, and it's
[1:09:46]
something that the OPP is very well aware of, but
[1:09:48]
they're also limited by what they can do with respect
[1:09:52]
to the terrible how we traffick Act and other Ontario
[1:09:56]
regulations and Bylaws and such. So they recommend recommendation changes
[1:10:05]
is an education piece first. And, you know, because like,
[1:10:09]
the big thing is, if you see kids on bikes,
[1:10:12]
the majority of the kids on bikes are wearing helmets.
[1:10:15]
As soon as you get them on a scooter, I
[1:10:17]
don't know what's going. On. For some reason. And the
[1:10:22]
disconnect of, well, I'm here wearing that helmet on a
[1:10:25]
bike. And why you're not wearing a helmet on the
[1:10:29]
scooter. So that has to be tied together again. And
[1:10:35]
just good reserve by correctly, are inclinging allowed in bike
[1:10:40]
lane. They're more horizon vehicle. On this drive. They can't
[1:10:46]
drive at bike mode. Here it's like. And. I just,
[1:10:53]
like on the sidewalks, of course, dangerous tag. Because you
[1:10:56]
walk out of the grocery store and they go, okay,
[1:10:58]
he's coming 40 kilometers down the road. Bang. So we're
[1:11:04]
going to have to look at something. Just, I don't
[1:11:07]
want to throw anything yet. YouTube, but I guess with
[1:11:10]
our police, our, our aware of fact. And we are
[1:11:15]
going to have to do a. Is there be this
[1:11:19]
is the second letter root we have received as Council
[1:11:22]
and there's another one prior to this one as well.
[1:11:25]
Can I get those three separate? Inside of that so
[1:11:28]
I can forward it to attach me back and say,
[1:11:31]
Hey, listen, this is still an ongoing thing. So that
[1:11:35]
they're aware. And also as an FYI, one of the
[1:11:38]
questions asked that the meeting was with respect to injuries
[1:11:41]
caused by the East Energy bikes and there's no uptick
[1:11:47]
as it were possible. Does anybody say that they've been
[1:11:51]
aware of. For injuries with respect to these scooters or
[1:11:55]
the bike. So that was asked. But nothing, nothing that
[1:12:02]
they had on file that were specifically ISO or civil.
[1:12:05]
It might be something that it might be on a
[1:12:09]
question later on, bringing the hospital. So it was this
[1:12:11]
caused by. Test. Anyway. It makes sense. So what we'll
[1:12:19]
do is, yeah, get those two and four. Well, Detachmander.
[1:12:26]
I can imagine all the towns in our area. He's
[1:12:29]
the Detachment Commander. Who has the same problem. Had in
[1:12:38]
a unified way. Every time he's the same. Hey, come
[1:12:44]
on. Yeah. I mean, it's like Call John Carolina too.
[1:12:48]
We've, we've spoken about this. I think even before we
[1:12:51]
got complaints, we've talked about it. Because of just near
[1:12:54]
misses that we want to push on the observed in
[1:12:56]
town here. But I mean, it's just tough spot for
[1:13:00]
us. It's going to kind of start the mill, right?
[1:13:02]
Because we've already established a can of Brad J these
[1:13:05]
guys down. And same thing. I mean, it's on the
[1:13:07]
OPP to enforce. But the best thing we could do
[1:13:10]
is education educate the parents. But I think our last
[1:13:13]
house meeting I spoke myself. I've seen parents right now
[1:13:15]
with their kids doubling on the things. Like again, Councillor
[1:13:18]
John Colube too. And I mean, at the end of
[1:13:20]
the day, they're buying these things. They're letting them go
[1:13:23]
wild on them. Um, we're fortunate that nothing's happened yet.
[1:13:27]
But unfortunately, on wood, I like for something that happened
[1:13:32]
in a positive light before something does, but I mean,
[1:13:35]
yeah, we can educate and talk a little bit of
[1:13:37]
face. But I mean, there'll be some sort of enforcement.
[1:13:42]
Because even the bikes to touch on that, I think
[1:13:44]
as a, as an adult writing a full - size,
[1:13:46]
I think you're supposed to be on the road. Whether
[1:13:49]
it's a fight lanterning, how supposed to be on the
[1:13:50]
sidewalk. Scooters, I guess, have kind of fallen into a
[1:13:53]
grey area. Um, as you can touch on there, like
[1:13:56]
city Toronto. And I mean, this is all going to
[1:13:59]
brand. You can pick these things up off the side
[1:14:01]
of the road. Disease scooters and just go crazy. Right.
[1:14:04]
So. The, uh, they got to do something totally sooner
[1:14:08]
than later. Uh, but I guess I'm sure we provide
[1:14:11]
a correspondence. There you know. We want to, we are
[1:14:14]
aware. We have the discussion. Uh, we agree cohort to
[1:14:17]
believe that education is kind of the best. Right now.
[1:14:20]
Um, if there any parents watching or listening that Czech
[1:14:23]
B things, I mean. I don't know. I speak your
[1:14:26]
kids do better. But the amount of times I've seen
[1:14:28]
kids fly around these same for like six kilometers an
[1:14:30]
hour moments. It's crazy. I would never let them skip
[1:14:33]
one of these things like it. Right. Some of these
[1:14:35]
kids remind kids class. So I know how old they
[1:14:37]
are. And the two young to be operating these things.
[1:14:43]
Thanks. Yeah. Just one last comment. So the OVP has
[1:14:49]
pretty much come out and seed at least here locally
[1:14:52]
and detachment that they are not going to be able
[1:14:54]
to enforce their way of the usage of the e
[1:14:58]
scooters. So that's why I think one of the sort
[1:15:01]
of go to the schools possibly do an educational component.
[1:15:05]
Maybe we talk to the school boards and say ban
[1:15:09]
eat weights and these scooters off the properties. As well.
[1:15:12]
So the kids can't take them to school. So that
[1:15:15]
also might be satisfaction. So allow skateboards and scooters. Like
[1:15:23]
non - water. So officially to the capacity, I don't
[1:15:26]
know. I have to ask. I know a lot of
[1:15:29]
schools of fans skateboards like eons scooters that fell into
[1:15:34]
that. But there's now. You'd be interesting to see, I
[1:15:40]
guess we'll find out the next couple of weeks that
[1:15:42]
we see a catalogue up front. I also can't really
[1:15:46]
anticipate a kid wanting to leave that thing out there.
[1:15:48]
You can't walk it out of the same time. Yeah.
[1:15:50]
So then you just don't use it. They're going to
[1:15:53]
have to do an actual bike or no, I agree.
[1:15:56]
I don't think we'll start seeing them pop up there.
[1:15:58]
It's kind of what I'm getting at. I mean, they're
[1:16:00]
too expensive to lose. But I mean, yeah, it is
[1:16:03]
getting way worse. Cause again, the amount of times I'm
[1:16:05]
seeing the parents how double their kids. It just, it's
[1:16:08]
mind boggling. And I'm actually see them, they're ending up
[1:16:11]
over the ball diamonds. I saw this past weekend. Some
[1:16:13]
kids are taking a lot on Amaranths now. The takers
[1:16:15]
of the past, the trails, like kicking things off road.
[1:16:19]
You know, it's like the kids were in flip flop,
[1:16:22]
right? Like it doesn't make any sense. Like, you know,
[1:16:25]
um, we would hope that we wouldn't be having these
[1:16:27]
conversations. But, um. I don't know. I guess from a
[1:16:30]
talent perspective now, because I think we can put out
[1:16:33]
on social media, Facebook page is the easiest thing to
[1:16:36]
post. Hey guys, you know, we're aware of the concern.
[1:16:40]
Maybe step one, do this. Up to design. Um, is
[1:16:43]
there any age gifts you might notice? Is there any
[1:16:45]
atristrictions to these things? Cause I know some places we
[1:16:47]
were wondering 16 and under 16 is for e -
[1:16:51]
bike. But the scooters and scooters are scooter. And you
[1:16:58]
can see, like you said, I've seen little kids on
[1:17:02]
Juven had six year olds for her years, but I
[1:17:06]
don't think five, six, seven years old and around these
[1:17:08]
little bees. I was like, man, you get those bumps
[1:17:11]
on hammer at the end. Yeah. So that's why they're
[1:17:14]
on the sidebar. Anything that we put out, I would
[1:17:21]
like to see what the OP is putting. On. Yeah.
[1:17:24]
And we can just piggyback off of it or even
[1:17:25]
take what you've already done and share it. I mean,
[1:17:29]
that would be more ideal. The reality. So it's coming
[1:17:31]
from that. We don't have to reinvent the wheel. Yes.
[1:17:35]
Okay. So back to the letter. There's mention here that
[1:17:41]
rules dictate by talent by loss. And we know which
[1:17:44]
ones. We have skateboard rull. That's all we don't have
[1:17:50]
anything else. So I, cause we are policy as we
[1:17:54]
respond to letters. Right. So. I'm assuming part of the
[1:17:59]
response to this letter will be that we have no
[1:18:02]
Bylaws specifically speak to scooters outside bottles. We'll organise Dean
[1:18:10]
for some type of to me. That's what I. So
[1:18:12]
technically it's not really illegal. Right. That or it's a
[1:18:16]
grey area. Cause it's a new, it's a new technology.
[1:18:21]
Right. And I think this is what we're saying. And
[1:18:23]
then we would pivot to here's what the OPP recommends.
[1:18:27]
And we repose that on our Facebook page, why not.
[1:18:30]
And then the other thing I can say is, you
[1:18:32]
know, I'm assuming we don't control grand violent collective. I
[1:18:36]
love grand value. You're making very community association. We will
[1:18:39]
not be posting on those. Right. Like we post and
[1:18:42]
they want to share. If they want to share, right?
[1:18:45]
But we're not posting on those. That's what I would
[1:18:47]
say to this later. And then yeah, we get it.
[1:18:51]
But I mean, at the end of the day, right,
[1:18:53]
this is a parental responsibility thing. Right. You don't want
[1:18:56]
your kid to have a head injury. At the very
[1:18:58]
least, put a damn helmet on. But I mean, I'm
[1:19:01]
not going, I'm not going to go around and say
[1:19:04]
I'm going to pay the OPP a whole bunch of
[1:19:05]
money to try to solve location from Roman Street at
[1:19:08]
home. That's not their problem. That's right. Do some hacking.
[1:19:16]
I think should I write some of that down or
[1:19:18]
do you get back? No, please write a couple points
[1:19:21]
just to, and that Council Direct Staff respond to the
[1:19:24]
letter. With your two or three points that you said.
[1:19:29]
Right, James? Just out of curiosity, the whole kids with
[1:19:35]
regular bikes wearing helmets. That, like when I was a
[1:19:40]
kid, that wasn't the thing. And it has been obviously
[1:19:43]
in the last 10, 15 years, all of a sudden.
[1:19:48]
It was a, so it was up a lot. Like
[1:19:50]
the winter book. I'm not sure if it's highly traffic
[1:19:53]
act or what, but there's, it's just a regular pedal
[1:19:56]
bike. Child under X needs to have a helmet. So
[1:20:01]
that's something that probably needs to be done. And again,
[1:20:04]
I don't know how that was enforced because all of
[1:20:07]
it. You just seem, just hurts a kiss and humbles.
[1:20:11]
And that's all they are. But now, because of these
[1:20:13]
e - scooter things, it's the same situation like that.
[1:20:17]
I think the biggest thing is a lot of the
[1:20:20]
direction and enforcement has to come from the province under
[1:20:24]
the highway traffic actor or whatever act of the use
[1:20:27]
for likes with using out. And how they operate when
[1:20:31]
move. The other thing. Cop's going to pull over a
[1:20:37]
10 year old kid. And I see your ID. They
[1:20:40]
do it furbice. I have a high camp. Their kid
[1:20:44]
doesn't need to have ID. No, but they do pull
[1:20:47]
them over and advise them. And I know some of
[1:20:52]
you, sage it, some smaller local police. They have the
[1:20:55]
opposite where they will award like give little gift certificate
[1:21:00]
to the kids found. With their own saddle. Yeah. That
[1:21:03]
was self - speciality. That's something that came up worrying
[1:21:08]
what they expected behaviours. But they go to their buddies
[1:21:12]
and say, Hey, look what I got. Because I was
[1:21:15]
doing this in the cops. Yeah. Question. Wie sits again.
[1:21:22]
You cited the trauma, what they're doing. The starting study.
[1:21:25]
What was the end date or anticipation? Uh, it wasn't
[1:21:28]
long. Well, I would like to, because the issue was,
[1:21:35]
it was supposed to go up to 205 or even
[1:21:39]
this year, but then they are maturity extended to 202.
[1:21:42]
Okay. That's what I thought. I thought I heard that
[1:21:44]
actually in there. This initial one is supposed to end
[1:21:48]
this month. Like the reason for the reason I'm asking
[1:21:53]
is because if that's what they're doing, that gives us
[1:21:55]
an anticipation on when we could expect some sort of
[1:21:58]
actual policy or type change. Right. So because like if
[1:22:02]
it was, you know, ending soon, okay, cool. Maybe afterwards,
[1:22:05]
they're going to say, okay, this is a problem. We'll
[1:22:07]
now adjust this accordingly to reflect motarized e bytes, E
[1:22:11]
scooters and whatnot. But otherwise, yeah, I mean, it goes
[1:22:13]
up to 2028, 2029. I mean, it's going to be
[1:22:16]
number of years. For those in any of that could
[1:22:18]
actually be enforced. I think they had enough complaints. I
[1:22:22]
hope so. Cause like I think the unit would touch
[1:22:24]
on. It's just this is new stuff. Right. So hopefully
[1:22:27]
they could just get ahead of it before again. We
[1:22:28]
can talk about, um, but again, it's just unfortunately, I
[1:22:33]
mean, even with these things, you're going to need actual
[1:22:34]
enforcement. And I mean, you could put something out today
[1:22:37]
and do your link here. There's still going to be
[1:22:38]
a group of kids running around. Right. So again, education
[1:22:41]
for the parents, I think it is almost important. But,
[1:22:45]
uh, hopefully you'll be peaking. So the pilot program is
[1:22:50]
sitting a requirements for elements, minimum age for the writers.
[1:22:55]
And weight and speed restrictions. I guess, how are they
[1:22:58]
going to govern the speeder strict? This is just a
[1:23:03]
UK. I think it's a good cake. It could be
[1:23:06]
Australia. They were all driving on the wrong side of
[1:23:08]
the road. But, um, they, um, they have. Specialized equipment.
[1:23:16]
That'll just pull over. And as soon as the C,
[1:23:19]
you're hurt a bunch of people on the bikes or
[1:23:21]
the scooters. A poll boar over here. And they've got
[1:23:25]
a little dynamil set up. And then. A little dilemma.
[1:23:31]
And they just tested or even they'll just take a
[1:23:34]
look at the battery roller size of it and all
[1:23:38]
that sort of stuff. Yeah. And ideally that would be
[1:23:40]
good. But I mean, the reality is like a lot
[1:23:42]
of these things are coming from China. I mean, they're
[1:23:44]
not governed at all. I can choose how fast you
[1:23:46]
want to go. They're supposed to be governed by, uh,
[1:23:48]
government in Canada with respect to. But this is the
[1:23:51]
size they're not going to. Well, they are one they
[1:23:54]
declare the mod that commercial invoice in Canada Barter is
[1:23:58]
supposed to be reviewing that. And it says it's only
[1:24:00]
a 500 watt. And unless they actually go and look
[1:24:04]
at it. But this is the thing. That comes in
[1:24:07]
at 750. Yeah. All right. Beautiful discussion. Uh, I got
[1:24:16]
a motion with my gene segment war. We resolve the
[1:24:19]
Council received the Public question regarding rise non - card
[1:24:23]
vehicles received from a house. And further the councill directs
[1:24:27]
staff to respond. There are no by loss that specify
[1:24:33]
mentioned E scooter. Staff. We'll communicate. The OBP and host
[1:24:41]
best practices on town's face page. Down does not control
[1:24:45]
the other pages mentioned in the letter and monoclosed. On
[1:24:50]
them, but encourages to share. Okay. And comments on the
[1:24:56]
number. We did it just.
[1:25:12]
CO. On camera. Start just in a little
[1:25:22]
bit Council know about small edition at the water flower.
[1:25:29]
So that orange will radio system has better. Communication of
[1:25:34]
this art. Took the, uh, took the lead on assuming
[1:25:41]
that there wouldn't be any issues with this. They're not
[1:25:44]
adding building changing. They're just plugging extra stuff in to
[1:25:48]
what's arguing there and all of our units. If the
[1:25:54]
questions have an answer, I don't, I don't speak technical
[1:25:57]
radio steep, but if you want to know the specific
[1:26:00]
sign. Inventory, what's it happens? So we know those peers.
[1:26:06]
What's going on top? No, it's inside. The water cap.
[1:26:11]
Yeah. There's, I guess they in the room there. They
[1:26:13]
have a repeater on it. And then the existing antenna
[1:26:16]
that's already up there will feed that. Doesn't have any
[1:26:22]
impact on structure. Carry on. Is it the same way
[1:26:26]
it's done on the Ornill To. Inside the tower. I
[1:26:30]
don't know. I don't know how they do it in
[1:26:32]
March for years. Oh, cause I would have assumed. It
[1:26:34]
was funny outside the. Call. Well, like the antenna is
[1:26:37]
over the outside. They're just using our interface. So I'm
[1:26:40]
trying to do it. Oh, they may have a little
[1:26:43]
building or something that they have theirs in our place.
[1:26:46]
There's a little room in the water tower inside if
[1:26:48]
that holds that stuff. Orange will man and set up
[1:26:51]
different. Same thing. I'm going to ask the obvious question.
[1:26:59]
I'm here. For somebody would ask if we're getting paid
[1:27:03]
for that. Are they just? I didn't mention rents or
[1:27:08]
anything. They're covering old cause. And it really is for
[1:27:13]
our benefit because they come over here all the time
[1:27:15]
for mutual aids. I didn't really think that would be
[1:27:19]
on work. I just thought it was on the record.
[1:27:22]
No problem. We're on orange roll. It doesn't cost the
[1:27:24]
wind act. Those would be like. Yes. So now on
[1:27:33]
the right, that's fine. Anyone else? Okay. Oh, get yourself
[1:27:42]
a Council of C's. Staff memory coverage. Service. Question on
[1:27:49]
favor. Mr. Port is regarding a request
[1:27:59]
for maintenance on the Gashtani. Forgive me if I'm saying
[1:28:03]
that wrong. Gosh, Toni drain into works. Johnny. Okay. Standard
[1:28:08]
process. They've just met the request engineer looks at what
[1:28:11]
needs to be done. We get somebody and do it.
[1:28:13]
Then we build that on there. Question. Let me know.
[1:28:20]
If I can't answer it. I'll try to get the
[1:28:21]
answers. But. Yeah, prospects fortune to all
[1:28:31]
land owners on the drain. Have vapened circulated because the
[1:28:35]
usually, I don't know for clean out if there is,
[1:28:39]
you can feel it or not. Or it's just. Fine.
[1:28:46]
A little bit. Cause I'm assuming everybody on the drain
[1:28:52]
would get some portion of it. Even though it's only
[1:28:57]
like building three or four that'll get the major kids
[1:29:00]
will happen. But everybody's going to get a bit of
[1:29:02]
it on the ceiling. So only one person asks for.
[1:29:10]
That. Is that how it was only the one that
[1:29:12]
was password and then everybody has the paper. Because they
[1:29:15]
all went, that those properties may not be the current
[1:29:17]
owners. But the problem is back in the day all
[1:29:20]
agreed that this was all happening on air proper. Right.
[1:29:26]
To take your point farther doesn't even matter if you're
[1:29:29]
able to land drains into it or not. During the
[1:29:33]
drag simply says, if you can bring into a range,
[1:29:36]
you have to pay. Because there is the potential kind
[1:29:42]
of that there. That's why I just wondering what the
[1:29:44]
appeal. But I think, yeah, with clean outs, because it's
[1:29:48]
not, if we were going to try to change the
[1:29:50]
drain at all, then. Which. Is 89
[1:30:00]
and 20, oh. Seven.
[1:30:10]
To save, c'est que ça manipule. So what? So they're
[1:30:17]
just going to do the park in blue. Is that
[1:30:19]
a tape? Every. Has to pay for. Those. It makes
[1:30:26]
the whole and it gets, of course, like they will
[1:30:30]
have the two properties immediately embody that section will pay
[1:30:35]
most of it. Because they have the biggest benefit. But
[1:30:40]
everybody, I'm assuming everybody will have a payload. Put it
[1:30:46]
down the line, it's a bit of a benefit for
[1:30:48]
everyone. There's a pencil benefit, right? Or maybe again, it
[1:30:53]
depends on the pair of city catalysts. I don't remember
[1:30:56]
what it is. All those properties in that outlined area
[1:31:03]
for watershed. Yeah. And again, the defendant's based on having
[1:31:07]
the acres to put it too, right? Because some of
[1:31:09]
those farms are, it's not the entire farm that's going
[1:31:12]
in. That provided this report. I did a little investigation.
[1:31:22]
In our laws tracking. And I do think that the
[1:31:28]
previous years as well too, in other sections. Thank you.
[1:31:32]
Yeah. All of you, great skip. Plaintiff's periodically, but it's
[1:31:36]
usually up to a landowner to passport. So a lot
[1:31:39]
of what happens privately because it's cheaper and faster than
[1:31:43]
just doing that. It makes her generally have your neighbours.
[1:31:52]
The questions on the backscore, cinema. We resolve the Council
[1:31:57]
receives the report. Cadget tiny draining works. Uh, Request.
[1:32:07]
Drain it. That counts except that drain works under section.
[1:32:17]
74, the Drain Jack 1990 signed by FedEx 10, owner
[1:32:22]
of Part Lot, 26 Concession 7 and for the Council
[1:32:26]
Council Direct. Towns Drained Super Boot. Intended Miles Douglas of
[1:32:30]
RJ Burn inside the associates. We have to proceed with
[1:32:34]
maintenance work on the Gatch Shine Drain Nature Works as
[1:32:38]
outlined in this letter. August 5, 2026. Equations aren't fair.
[1:32:54]
Is bringing, um, to Council's attention, the opportunity to participate
[1:32:59]
in, um, provincial province - wide discussions on modern wastewater
[1:33:04]
corporations. The intent of my bringing list to you is
[1:33:10]
to commit the town to saying, yes, we will switch,
[1:33:16]
but I think that we need to at least be
[1:33:18]
involved in the conversations. And, um. Where possible at least
[1:33:25]
put our feet back into it on the potential indications
[1:33:29]
of this new model for providing these surfaces. To the
[1:33:32]
community. Whether it may eventually become a provincial mandate that
[1:33:40]
you will switch. I don't know. It may just be
[1:33:44]
that they stick with the larger cities and let us
[1:33:47]
decide how we want to do it locally, but there's
[1:33:51]
definitely some changes coming. So I thought I present this
[1:33:53]
confirmation to you and let you know about this opportunity.
[1:33:58]
Questions. I mean, I think at the end of the
[1:34:05]
day, we're going to be told what we're doing. And
[1:34:07]
it's not going to matter. But it's better to let
[1:34:10]
each try that to just wait. So. Go for it.
[1:34:18]
At this point it's not causing. No. You could, uh,
[1:34:21]
just time. It's only you're sitting through these webinars. I
[1:34:24]
just want to rest. Let's hopefully. Mark. First, what am
[1:34:31]
I doing? No, it would be. Such an invision like
[1:34:38]
a corporation inside the corporation. Well, no, it wouldn't be
[1:34:43]
inside would be separate from, but recording too. But I
[1:34:49]
hydro. Like hyper, right? That's what I'm thinking too. Yes.
[1:34:54]
But becoming grand value water or duffer and water or
[1:34:58]
the greater governary and water or something. So we were
[1:35:06]
at the Western wardens yet to retopers. So there was
[1:35:10]
that, um, our die life. Yeah. You know from Alberta.
[1:35:14]
Is that sort of the same idea. Which was really
[1:35:18]
interesting and made a lot. You know, made you think
[1:35:21]
about it, but I'm still concerned about the prophetization of
[1:35:26]
water. But that's just personal thing. I mean, we, but
[1:35:30]
I think if we're not at the table, we don't,
[1:35:32]
um, we don't know what's going on. My. Wife said
[1:35:39]
she's talking about the job. And picking up. So on
[1:35:43]
there and super blonde. Back. So yeah, so that was
[1:35:48]
the same thing. Yes, it is. So I think this
[1:35:52]
is the initial stage. But I agree with that.
[1:36:11]
If you resolve the Councillor seeds reported expression of interest
[1:36:14]
water and way to our corporation model and that counts
[1:36:18]
of directs the CAO to respond to Rome's expression of
[1:36:22]
interest posting for water in wayswater corporations by August 13,
[1:36:26]
2026. I discussed.
[1:36:39]
Report is just an update to inquiry from Council regarding
[1:36:44]
the replication master plan. And just to let you know
[1:36:50]
that unfortunately. Master plan is not an eligible study under
[1:36:56]
our DCs unless we delay doing it Monday update the
[1:37:03]
plan or the DC that we can add it. But,
[1:37:06]
um. As it says, we can still definitely have doing
[1:37:10]
the master plan. It just feels like use NTC money.
[1:37:13]
Too. Okay. Just letting you know. That keeps. Carry on.
[1:37:21]
Okay. Oh, I guess we did the exit. Here's the
[1:37:24]
mammal. Question. Right. I apologise for having just popped up
[1:37:27]
there. I did just want to, if I may just
[1:37:29]
jump back briefly to the old, waste the. Water operation
[1:37:33]
thing. What's the down Unreal was reading through here? I
[1:37:36]
guess like in overall benefit, roll versus. Khan. Like what
[1:37:39]
is their own problem. To say, what do you guys
[1:37:41]
believe on that? Like we feel like it's a great
[1:37:43]
idea, a great move or just whatever. Sense I thought
[1:37:47]
was participate in the expression of interest. Okay. So that
[1:37:50]
we're aware of the conversations. But not really fake. Oh,
[1:37:53]
you're not. Yeah. Okay. Cool. I'm okay with that then.
[1:37:56]
Because like when I was reading through this, I was
[1:37:57]
like, I don't like this. I want to express that.
[1:38:02]
Okay. Cool. Okay. So I apologise for a jumper back.
[1:38:06]
But thank you for allowing me. But I think we
[1:38:11]
may not. Have much choice. I assume typically how these
[1:38:15]
things go as well. But in the meantime, you know.
[1:38:22]
We moved on. In. Yeah. Any computer. Yes.
[1:38:35]
Okay. So we never. Did the. Pressure. Plan, I guess.
[1:38:40]
How about a fact, I guess, so then going for
[1:38:42]
the grant now for the, uh, billion project and stuff
[1:38:45]
like that. In terms of like the master plan, like
[1:38:49]
let's just say it's done. And then it's the longer
[1:38:51]
part of it. I guess there's no heel.
[1:39:00]
Before, I guess, uh, to kind of a company that
[1:39:03]
requests for the grant that we're going after. For. The
[1:39:05]
mom. It would have. Yeah. How would you? Grand applications
[1:39:09]
submitted. We have the successful so far. Now, but she
[1:39:13]
translated. It's becoming more and more an emphasis in these
[1:39:18]
applications that you say, it's nice that you're asking, but
[1:39:21]
where did you decide that this piece of thing was
[1:39:24]
something you wanted to do. Yeah. So having that right
[1:39:27]
creation master plan will strengthen any of those applications. For
[1:39:30]
sure. I wasn't sure. What we actually had to do.
[1:39:34]
In terms of the great. Application. Motion move by. Second
[1:39:42]
by James, do you resolve this Council receiver update reputation.
[1:39:49]
Master plan. All right. The next subject is the financing
[1:39:56]
agreement. Community centre. Uh, between the three municipalities. We sent
[1:40:03]
them at an agreement a year ago. And they have
[1:40:09]
scented back with their amendment. It was sent to me
[1:40:17]
that they both have signed the agreement as presented in
[1:40:22]
your package. If felt Council is in concerns. I'm not
[1:40:29]
sure where he was. The question is for us, I
[1:40:37]
think you could sign this under restricted acts. If either
[1:40:41]
of the other two municipalities all into restricted acts, they
[1:40:44]
may not have assigned anything. Conspirations in their budget. So.
[1:40:51]
Um. Not all century hundred times those municipalities are meeting
[1:40:56]
before me. That council could probably be at least one.
[1:40:59]
If not more. Um, but unfortunately this is where we
[1:41:04]
are with this agreement. It'd be great. Great. We'll sign
[1:41:07]
and send it back. And turn over to the finance
[1:41:10]
department to build them and track it and all that
[1:41:13]
stuff. But there's still some back and forth meat. Then.
[1:41:18]
I have to take that time. Too. Negotiating or said,
[1:41:21]
all right, let's start. Lauren. Yeah. Number nine on this.
[1:41:26]
He's grand alley cease to seize boards pursuing. I didn't
[1:41:32]
read eight. I cowarded there's an agreement. But ground value
[1:41:37]
shell reimburse. Amen. Thanksgiffrax or for the total amount of
[1:41:39]
contributions that have been contributing to the agreement. Both of
[1:41:42]
us. So why would we do that? Especially we're ceasing
[1:41:46]
the board. I mean, it's probably for some sort of
[1:41:49]
good season. For you guys. So why would we want
[1:41:53]
to reimburse them. Especially that much. I don't have an
[1:41:58]
answer for that. Other than that, their position is that
[1:42:02]
they feel that if they're no longer on the boards
[1:42:04]
and they should be getting their money back at the
[1:42:07]
interview. Did we write this? Who wrote this? Sorry. I'm
[1:42:10]
assuming they're legal. Okay, right? Combination of EC. Yeah. We
[1:42:15]
definitely consult out our evil or a great day. They
[1:42:19]
can do it. I'll probably come back with this. Hopefully
[1:42:21]
wrap it up before this tremendous. I don't think sorry.
[1:42:25]
I don't know. It looked like you were free with
[1:42:26]
me here. I mean, this is just one thing. But
[1:42:30]
yeah, like we thought I really. Think they're kind of
[1:42:38]
going as a whole. I mean, we definitely want to
[1:42:40]
hand cover the box, so to speak. And just get
[1:42:43]
our legal opinion on this. And if there any changes,
[1:42:46]
I would definitely do that conversation rather than move it
[1:42:49]
forward. That's it. I believe our original agreement, our regional
[1:42:56]
document sent to them. I have it. Word such that
[1:43:02]
if the board ceases to exist, um, the municipalities have
[1:43:08]
any further obligations. But they've since added this compensation piece.
[1:43:15]
To it. And I would, I, just anecdotal he wrote
[1:43:22]
that their position is that if they're. If their constituents
[1:43:29]
don't have representation in operating a facility, then they should
[1:43:35]
not have to have had contributed capital to that facility.
[1:43:43]
Even if it was years ago. That's their question. I
[1:43:49]
just, I just want to clarification because it says should
[1:43:51]
grant vale cease to participate. So is that a grant
[1:43:55]
valley? Just like this room decides we're not, we're not
[1:43:58]
doing the board anymore. That's right. Which one essentially mean
[1:44:01]
that we're taking over. Oh, yelled in the building. I
[1:44:05]
understand. Okay. Misunderstood. I understand. So if we decide, oh,
[1:44:08]
that, okay. Cause then it said the next one says,
[1:44:12]
if either one of the other two don't want to
[1:44:15]
participate, we don't owe them anything. They just, it would
[1:44:19]
stop. But it's if we decided we don't want to
[1:44:21]
play anymore. Okay. Let's do. Thank you. Does this reflect
[1:44:27]
the amount of C cells on the board disagreement. Is,
[1:44:32]
do you know where. I'm here? That's not in this.
[1:44:35]
No, there's that in this. That's also a discussion. I
[1:44:39]
think we should have. I mean, we're about 16 two
[1:44:42]
or. Six one percent. I mean, we should have our
[1:44:45]
compensation. Right. Cause I do come in from the fire
[1:44:49]
side, right? I mean, like we, we have so much
[1:44:51]
more stake in it. And I guess responsibility, especially physically,
[1:44:56]
their financially, sorry, I'll say, but I mean, they have
[1:44:59]
the same amount of same amount say, you know what
[1:45:01]
I mean? Like if they just fire is different, the
[1:45:03]
community said, no, I understand what a piece. How many
[1:45:05]
members still think maybe Centre boards? If you have 50
[1:45:09]
grand valley has 50 percent of that board. It's four
[1:45:11]
from us and then two from the other two. Okay.
[1:45:14]
So it should be one less from either one of
[1:45:17]
those parts. So they're shooting four for granted valley and
[1:45:21]
three from the other two. Let them figure it in
[1:45:24]
those three yard. But it should be four and three.
[1:45:27]
But that's not the discussion. No, no, I'm, yeah, that's
[1:45:30]
fine. Okay. So. I'll let you guys. Yeah. James. So
[1:45:38]
just sort of. Expanding more on the planners question. So
[1:45:46]
grey Valley decides to, I just wanted a straight and
[1:45:48]
clear in my mind. And grandma hat decides to see
[1:45:51]
the participating. We would volunteer to pay, what is it,
[1:45:59]
the reimbursam or Anthony's carry for the total contributions. That's
[1:46:03]
one of your grand value decides to pull it. Now
[1:46:06]
if either one of those two pull out, which is
[1:46:12]
section 10, we don't have to pay them back. But
[1:46:17]
we just sort of carry on by ourselves at that
[1:46:19]
point. So is that clear that we're not paying them
[1:46:22]
back? I believe so bad. They, if you read down
[1:46:27]
into section 10, then the contributions of that non -
[1:46:31]
participating municipalities shall be in the end. And.
[1:46:41]
Oh, just in paragraph A, B existing border agreement, um,
[1:46:47]
so the board shall continue to be responsible. For the
[1:46:51]
debt. It's not saying that because there are now another,
[1:46:55]
the board agreement says that if a municipality leaves, they
[1:47:00]
are responsible for any depths that they incurred. Essentially operating.
[1:47:07]
That's what they're getting on here. But they're saying with
[1:47:09]
the board agreement covers any operating Details. And yes, if
[1:47:15]
Amarith leaves Amaranti, we compensate for the deficit that the
[1:47:20]
responsibility for as board. But not the capital globe of
[1:47:23]
the County. Not, but they don't want their money back.
[1:47:26]
But they're also not going to make the rest of
[1:47:28]
the payment going forward. That's what that number seven, I
[1:47:34]
don't think that actually works in this situation. Point seven.
[1:47:41]
Is that any money contain. Hey, yes, it does. Because
[1:47:45]
we have, we have our annual unabs that we have
[1:47:48]
to pay. And if we get a sponsorship, then we
[1:47:51]
would use that money towards those annual payments. We can't
[1:47:54]
use that as a lump sum. No, I would just,
[1:47:58]
the way I read it is that if we say
[1:48:01]
we get a three easy numbers, a hundred thousand dollar
[1:48:05]
naming ranked. Is that a hundred thousand dollars is to
[1:48:10]
go to decrease the loan. But we don't have a
[1:48:13]
loan, do we? We have a venture. Yeah. So the
[1:48:16]
way that doesn't decrease it. Well, we can apply it
[1:48:20]
instead of taking money from townships. See, but that doesn't
[1:48:24]
increase it. You're right. And I think that's not clear
[1:48:26]
there because they think though all of a sudden it's
[1:48:29]
called. It's not one point one million all of a
[1:48:30]
sudden we only have one. So no. I see. So
[1:48:33]
okay. Even if I made, I think we should have
[1:48:40]
kinned killers discuss the use of that. Those funds. I
[1:48:43]
mean, there we could do that. Should you get like
[1:48:46]
a, uh, you know, great. Yeah. Okay, because those are
[1:48:52]
important to discuss that, you know, any, whatever cool, but
[1:48:54]
at least have the discussion rather than just automatically to
[1:48:58]
do this. My biggest concern is. A number of years
[1:49:06]
down the road. East Carrier. Probably more so those
[1:49:16]
directly to the east of us. We'll say, you know
[1:49:19]
what we're going to pull out again. Yeah. Want our
[1:49:23]
money back. But this is very deliberately saying. It's not.
[1:49:36]
Okay. That's my big issue. We get some of that.
[1:49:39]
I want to ask my biggest thing, especially the 17,
[1:49:43]
18 years and say, yeah, you know what? We're pulling
[1:49:45]
up now. It's like, yeah, you know, it does put
[1:49:49]
work that way. Maybe after four or five, but. Sorry,
[1:49:55]
how long is this agreement for? 20 years. Oh shoot.
[1:49:58]
Yeah. We really got. Would it even be in our
[1:50:05]
interest? Interest interest. I had something in there about the.
[1:50:10]
Sorry. For you. Oh. Good. Okay. Any others I can
[1:50:18]
take that. Okay. I'll tell you what Pulse. Conservative Number
[1:50:25]
9 and 12. Limited the number of years
[1:50:34]
to five or six. BAC cram values. I think that's
[1:50:40]
been compromised. I changed 12 and take out. Satisfication. And
[1:50:46]
just that if we leave the board, there are not
[1:50:49]
entitled to anything. That's what we need is how do
[1:50:51]
you hear. No, thank you for the fourth. Time. That's
[1:50:56]
right. But if we leave the board, they're not. Weird.
[1:51:10]
Um, three. So I wasn't here when the original agreements
[1:51:14]
or the decision was to move forward with the expansion
[1:51:18]
centre. But was it not a four decision that that
[1:51:21]
should be done? Tropically agreeing. Okay. So. If it was
[1:51:27]
agreed by the port to take you the construction and
[1:51:32]
necessarily fund it to the two and a three point,
[1:51:36]
somewhat million dollars. How can we have a board member
[1:51:41]
leave and ask them for their payments to be reimbursed
[1:51:46]
and also that the relief of all future applications considering
[1:51:51]
it's their joint city to you at construction. You can't
[1:51:55]
take the construction back. Say it's done. That leaves the
[1:52:01]
full bill potentially on towns. Oaks for the next 20
[1:52:06]
years. And that's a three million doll alone. So we're
[1:52:10]
talking about, I know it's an expression in interest on
[1:52:12]
the other item that we were talking about with regards
[1:52:15]
to. Municipal corporations. But any debt that we're taking on
[1:52:19]
that also be left. And if we're doing internal borrowing,
[1:52:26]
that's a form of debt. Uh, Decine dollars or somewhere
[1:52:31]
that it would just a lot. Of unknowns that Municipality
[1:52:37]
may not be the difference. But this one here is
[1:52:39]
definitely known. It was definitely agreed to by the board
[1:52:42]
members to enter into this. I don't see how it
[1:52:48]
can be fair that they can aim request. To be
[1:52:52]
reimbursed. And please themselves of any future. I mean. That's
[1:52:59]
my. I agree with you. You're here. Because had that
[1:53:06]
been identified in the onset. Than the town A of
[1:53:12]
me. Different decision point forward. To put this completely on
[1:53:17]
the towns with tax bill. That's a lot to ask
[1:53:21]
of one municipality. And I don't know any business that
[1:53:27]
would agree to. Expanding capacity for a customer. And then
[1:53:34]
allow the customer to walk away two or three years
[1:53:37]
later or whatever the time frame is saying they want
[1:53:39]
their money back. For all the services that they've used.
[1:53:44]
And also I think there's, I think there's got to
[1:53:47]
be some sort of guarantees to someone. If I'm going
[1:53:49]
to build something, then there'd be some guarantees that you're
[1:53:53]
going to have a commitment for a term to actually
[1:53:57]
use the facility. For just to see part. Of that
[1:54:04]
paper. Just to respawn to treasure comments
[1:54:14]
there, I agree, but I think also at that time,
[1:54:18]
it could have been still sitting here at this point.
[1:54:20]
Trying to negotiate agreement. And we still would have had
[1:54:23]
nothing built. But I think that we decided at that
[1:54:25]
point just too. Let's just get the duct tape, go
[1:54:29]
through. And then do this afterwards. But in the midtime,
[1:54:32]
it's no. So. I think we can have a result
[1:54:36]
of it. But that decision. Yeah. This is a great
[1:54:44]
deal for Amor Anthony's scary. Under great deal for us,
[1:54:47]
but it's the best one we're going to get. And
[1:54:51]
I think we have to acknowledge that. I don't like
[1:54:54]
some of them at the end of the day though.
[1:54:56]
I understand where the treasure is coming from, but if
[1:54:59]
either one of the townships leaves, and which I think
[1:55:02]
is possibility, what's going to happen is that their residents
[1:55:06]
that use the facility will end up paying through the
[1:55:08]
notes. As a way of covering this, right? Like that's
[1:55:11]
how we're going to do it. The only risk in
[1:55:14]
here for the town really is the town deciding that
[1:55:18]
we don't want to be part of the board anymore.
[1:55:21]
That's the only big financial risk that I see. Right.
[1:55:27]
So after that, I see kids re scary and amarrhym.
[1:55:31]
If you want to play hockey pain. Right? And then
[1:55:35]
they can be pissed off. But not the house link
[1:55:40]
kids. Just where are they going to go. For? Are
[1:55:42]
they going to pay that much there too? Orangell has
[1:55:45]
ridiculous out of pound rings. You gripe. That's the whole
[1:55:47]
thing. So, so I don't see that. Like I don't
[1:55:51]
see the other mutaties leaving as I have a risk.
[1:55:56]
I see very upset residents from those municipalities when they
[1:56:00]
get a bill from us. But that's not going to
[1:56:01]
be our problem. That's going to be a brand to
[1:56:04]
be scary. Um, so I think we signed this because
[1:56:09]
or else it doesn't happen. Like I don't see, I
[1:56:13]
don't see it. I don't see another deal. And I
[1:56:16]
see and I see as men having to make paper.
[1:56:25]
I would say that. Before we do, we kind of.
[1:56:30]
Denote. Steve for me. It is contributional there because I
[1:56:33]
agree with a balance. At least how this special legal,
[1:56:37]
see what we can come up with. Um, and if
[1:56:40]
at the end of the day, this is the best
[1:56:42]
we get. We have that discussion. We can see it
[1:56:45]
as. What. The opportunity. How. The decision is made. You
[1:56:51]
guys lovely set it. So. Okay. So the deal that
[1:56:58]
the deal is for us. Is if we stay as
[1:57:03]
a member of the word and don't read, we don't
[1:57:05]
know anybody anything. Right. They are shared. Yeah. We just
[1:57:09]
make a payment after they. The implication is that it
[1:57:17]
is written in here that if one of the leaves,
[1:57:20]
the other one doesn't have to paint more, right? We
[1:57:22]
have to pay more or find that money more. It's
[1:57:26]
on grand family. It's time the mold. Of them. For
[1:57:31]
the rest of them. Yes. If I want you. And
[1:57:36]
that lets you mention, we get that from. Hydrogen. That's
[1:57:43]
one. I think we can all agree that it's quite
[1:57:45]
likely that within the next 20 years. As the disagreement
[1:57:49]
is that there's something that's going to change. So we,
[1:57:52]
we can't necessarily prepare the. Kind of hit plus. Look
[1:57:56]
at the tax base. And, you know, an anticipation of
[1:57:59]
what mayor, you know, what we know is going to
[1:58:00]
happen. We can't be blew. More of them. So I
[1:58:04]
think it's definitely worth safe. Something. In there, at least
[1:58:07]
to the tune of the amount of whatever it was.
[1:58:10]
Um, it would also then discard some belief. But. What
[1:58:17]
do you do when they don't agree to it? Right.
[1:58:18]
Like that's anxious. It's taken a year and a half
[1:58:21]
to get to this. That's what we built at first.
[1:58:26]
And we have to make a payment. Like. Anything to
[1:58:34]
pay, I believe they've been billed for everything up to
[1:58:37]
the end of the grant. Nothing since then towards the
[1:58:41]
diventure. Not my neighbour.
[1:58:53]
Sorry. James, you're going to make some rep. I'm. Curious
[1:58:58]
how I see perpynext. I guess the deception talked about
[1:59:05]
previously. What was it in the community support me going
[1:59:09]
to, well, just build it and figure it out later.
[1:59:12]
And we're going to do a new agreement or what
[1:59:13]
was the. Not quite, but it was sort of like
[1:59:20]
when we were going to build a day, everybody seemed
[1:59:22]
to be, yeah, okay. Something happened. To
[1:59:32]
one of the, one of our partners. Nothing that we
[1:59:37]
did to, but somebody else didn't make a little bit
[1:59:40]
of. Sidetracked. I fell in that bit. For the ultra
[1:59:47]
suspicious of everybody. And when they presented for this discussion.
[1:59:54]
So I don't think that there shouldn't be zero concern
[1:59:58]
then to hold them accountable, the decision that was made.
[2:00:00]
Because they were a part of it. And they can't
[2:00:02]
turn around and say, Oh, well, I can't do anything
[2:00:06]
to decisions. Okay. And again, I think. Even I'm going
[2:00:10]
to go very well. And I don't see any issue
[2:00:12]
or something. And then I have to protect us. Cause
[2:00:14]
again, what is the alternative they leave? Be nothing else.
[2:00:17]
And then we're stuck holding today. It seems to be.
[2:00:22]
Out there. Yeah. I think ideally they won't leave. And
[2:00:28]
continue to. But they're also nothing wrong. With having such
[2:00:30]
a state price. Because again, supposed for 20 years, unless
[2:00:33]
you want to change the time frame of how long
[2:00:35]
this runs for. Make sure, uh. Okay. I don't know
[2:00:40]
how to. Get back. To this thing. I don't want
[2:00:43]
to. Complicate this too much. If it's been so, so
[2:00:46]
difficult to get this far. But including something else seems
[2:00:50]
like the lower. Apps, I guess, right here. Uh, we
[2:00:57]
can just up on point of clarification. When I think
[2:01:00]
it's a nine second part of the agreement or my
[2:01:05]
report. I don't know. I'm just wondering if there's any
[2:01:08]
more in the agrair. Grand Valley is required to reimburse
[2:01:12]
the camera and East Aerofax for the respective contributions. Yeah.
[2:01:16]
That means even the contributions towards matching the grand place
[2:01:21]
from, no, it's just on the debt, right? That each
[2:01:24]
have contributed under this. Three. Times. So by signings before,
[2:01:32]
so this is the worst. Thing. If you're a success
[2:01:35]
of cancels, they want to shut down the board than
[2:01:40]
grand valley. We'll have to reimburse them. And that would
[2:01:45]
be made noble to cancel, but the Council at the
[2:01:47]
time. Okay. So can't reverse. You have a lot of
[2:01:52]
money. Especially you have to do it after 17, 18.
[2:01:59]
Years. Yeah. But wait till the last minute. Yeah. I
[2:02:03]
don't do. That. Let's just need to be
[2:02:13]
rewritten as to quarter as. Though. So should this happen
[2:02:17]
within X number of years. That the following show in
[2:02:21]
place. So I can say we would get back up
[2:02:25]
to five years. Yeah. Three years to get back to
[2:02:28]
your 17 years. They only get five years back. That
[2:02:33]
might be, that's something I thought about. I told him,
[2:02:36]
I don't know. They would go for that. But that's.
[2:02:40]
Not a little quirk negotiation. What could happen given that
[2:02:46]
October 26. We have a new election. There may be
[2:02:48]
a new council in either one of these municipalities. This
[2:02:53]
agreement could become before them. And then they could just
[2:02:56]
say, look, we want to leave. Right? From what I
[2:02:58]
understand, there have been no payments made so far. Because
[2:03:01]
the first team is doing November. So nothing would be
[2:03:05]
nothing. But yet is this Council Continuous office four years.
[2:03:09]
And at the end of that term of Council, you
[2:03:10]
could have to pay that four years ago. So just
[2:03:13]
considering rewriting those paragraphs to put in some timelines.
[2:03:24]
I want to spend all your work. Like again, great
[2:03:27]
ideas. How many years of payments does the kind of
[2:03:30]
brand value on the main, which I was getting reimbursed?
[2:03:33]
That's what we're, because if we negotiate, it's all on
[2:03:37]
us. And we will never get those back for damn
[2:03:40]
sure. Correct. Right. They won't say, Oh yeah, we'll, we'll
[2:03:45]
make up. Like right into your disagreement or nothing. Right.
[2:03:48]
Like I think we have to look at it that
[2:03:50]
way. And I get trying to make it better and
[2:03:52]
clear. But we all know who we're dealing with. Right.
[2:03:56]
We have been dealing with these people for the last
[2:03:58]
four years. I know exactly what's going to, if we
[2:04:02]
don't sign this, nothing happens this term. And I suspect
[2:04:07]
nothing ever happens. They just leave. And then we've got
[2:04:10]
a hundred percent of it and then we're fighting like
[2:04:12]
out. Again, the only risk I see here is the
[2:04:18]
kind of grain valley pulling out the board. And if
[2:04:21]
we get 50 years out of the road, we can
[2:04:23]
grit our teaks for another five. Right? I get it.
[2:04:33]
I don't like this. I like this screaming either. I
[2:04:36]
really don't. All right. It's best we're going to do.
[2:04:41]
And the problem is yeah, we're suck because this is
[2:04:44]
the last chance we have to do with your sign
[2:04:47]
it or we kiss a goodbye. If there's no negotiating
[2:04:51]
anymore, not this year. That's just real. Oh.
[2:05:01]
I just go stand. I want people later intimi. On
[2:05:04]
the risk of that. If that's what they want to
[2:05:05]
do, you can, the other. I'm using. We can get
[2:05:07]
rei. That's their. Cut too. I mean, the decision. The
[2:05:12]
responsible. But already.
[2:05:24]
For signing this end over. It'd be sort of one
[2:05:28]
plug your nose and do it. But like I said,
[2:05:31]
I think clarification needs to be a number seven or
[2:05:34]
the anything. Um, long is we don't have to pay
[2:05:38]
them back. If they decided to leave, then other than
[2:05:47]
the fact that we just carry out with. Yeah, as
[2:05:53]
long as we don't have to pay them back. Cause
[2:06:00]
I just need traction. The recommendation was to sign it
[2:06:04]
as is. Not peace and all means a bit different
[2:06:08]
option of counts.
[2:06:24]
There's an 0. 7 is going to be an issue.
[2:06:26]
That somewhere around the line that we get a naming
[2:06:28]
rate. And they say, well, I'll come alone is still
[2:06:31]
whatever it is out for so many years that should
[2:06:33]
have been paid to that. That's why it's subtle model.
[2:06:44]
They'll set them off another conspiracy. Oh, not only. Screw
[2:06:50]
them again. This isn't, I don't think it's in this
[2:06:54]
one. I think so another one. They said that, you
[2:06:59]
know, that doesn't come. Then the building should go to
[2:07:03]
the challenge. Or not to the attachment to the County.
[2:07:06]
That's not in this one. There is a thing in
[2:07:09]
here. There's something, but if the board, it's understood that
[2:07:13]
if something else weird happens or if it goes to
[2:07:16]
the county as a part of a county upload, then
[2:07:20]
we then negotiate. It doesn't go into that, like you
[2:07:26]
said. I guess why, why would. Something like that.
[2:07:36]
Well, see the province forces of amalgamation. Well, that would
[2:07:40]
be like, yeah, it's different. Right. And then that's what,
[2:07:43]
that's what that points kind of trying to. Take your
[2:07:46]
weight. Sometimes maybe I've read it like instead of having
[2:07:50]
grand alley get something. We'd rather have it uploaded to
[2:07:52]
the county. Okay. Well. We can do something.
[2:08:07]
There's a motion that could be voted on and then
[2:08:09]
something else. Or great something different. You're right. I'm done.
[2:08:19]
I'm not reading anything on to this motion. I'm just
[2:08:21]
putting on who's going to, no, I won't even do
[2:08:23]
that. You put all moving. Okay. That's fine. There's not
[2:08:29]
a secondary. You just don't feel bad. Zoros has to
[2:08:36]
go across the room because Lauren's not. Goodness man of
[2:08:41]
pet. Oh, don't worry. I've always got back up. James
[2:08:50]
Dent, you tired to get up. No, I'll get it.
[2:09:13]
Councillor John. You resolve the Councillor sees the report Community
[2:09:19]
Centre financing for execution. The further that Council approves the
[2:09:25]
insurer municipal agreement for the expansion and rehabilitation of the
[2:09:30]
manual industry community centre as amended. By the townships of
[2:09:34]
Amreth, he's scared. And as presented with the report authorizing
[2:09:39]
the mayor and clerk to sign the Bylaw and directs
[2:09:43]
F to prepare and present the necessary agreement by law
[2:09:48]
for passing. Any questions on the motion to be. Recorded.
[2:09:55]
What. Can I have a question? Good question of the.
[2:10:01]
CAO. Um. So if we were going to, if I.
[2:10:13]
Only ask for clarification of a percent. Another. One where
[2:10:20]
we have the. Small enough modification at a VAL clarification
[2:10:29]
in the affirmative. That you can still sign it. Same
[2:10:33]
or substantially the same. Yeah. And that's the only thing
[2:10:36]
you're going to be allowed to do. 10 days. Now.
[2:10:39]
And I'm not having a special meeting at the top,
[2:10:41]
but you can call whatever BT you want to show
[2:10:44]
up. To just have one of this. Thanks. Like with
[2:10:50]
that, because I don't mind getting that. But I, right,
[2:10:53]
like I get where people are coming from. But at
[2:10:57]
the end of the day, it's disagreement or not. Right.
[2:11:00]
If we want some clarification around the time, but we're
[2:11:02]
not, like go renegotiating is not an option. It's basically
[2:11:10]
trying for a brand new agreement next term. That's it.
[2:11:17]
Then I would move to Amendment Duck. But yeah, to
[2:11:24]
try to come up with a new agreement. This is
[2:11:27]
the best we're going to, especially we're going to do.
[2:11:30]
Here. Possible. I think they're going to get worse from
[2:11:35]
here. And the only, and as we were saying, the
[2:11:41]
worst thing that happened. Is if, well, they're going to
[2:11:45]
jump out. Quite. Blank. At some point, we don't open
[2:11:50]
any money out of. Time. Or do. That's. Going to.
[2:11:58]
Be, if they call, if they're out of it. And
[2:12:02]
we trust. Yeah. We would be over one. We can
[2:12:05]
collect that money in different way. Yeah. Right. Yeah. This
[2:12:10]
is good. With the, uh, with the higher ice time.
[2:12:14]
For just being coverage. Whether you can figure who's in
[2:12:19]
that return. That's this and the other book called. The
[2:12:22]
90 programming that. People would have to register. Like for
[2:12:26]
every program, they have to give their assets. They're massive
[2:12:30]
surcharge for it. It's not as simple as just like
[2:12:31]
when you register your kids for hockey. And the other
[2:12:34]
ways that would have to be verified. They would be
[2:12:37]
a huge trust that they would have to pay all.
[2:12:39]
And then also now cost complicated for the. Telegram value.
[2:12:43]
Oh, no, no. It would be no, but we have
[2:12:46]
to. Do our intelligence. From really. Every little thing. In
[2:12:50]
regards. But sorry regarding that community centre. Where are you
[2:12:55]
going from? Are you going to get just. One? It
[2:12:58]
would be a nightmare. It's not, that's nothing new. It's
[2:13:03]
municipalities everywhere. Let's continue. So yeah, so that's my question
[2:13:11]
there. If we rewrote a new resolution and reflecting the
[2:13:18]
hand, I'm asking the question now, could we do it.
[2:13:22]
Yes. Yes. And you could still sign it. We could
[2:13:26]
still sign it either with, with, um, rewarding of question
[2:13:30]
seven to clarify that is not a longer. And let
[2:13:34]
me, any rights, Honnie could go against the venture payments.
[2:13:39]
Um, I don't think that would be material enough to.
[2:13:46]
Eight convince them not to sign it or be, um,
[2:13:49]
change the rest of the nut that we have to
[2:13:52]
bring them back to. Kent. You're saying either sign this
[2:13:57]
is that we had clarification on numbers. I'm just trying
[2:14:02]
to figure out how bad. I make a function commanded
[2:14:10]
to kind of. Further that. Yes, I'll go ahead on
[2:14:19]
how about, um, receive the report. And where did the
[2:14:23]
Council Cruise the Internet Juvencible agreement for the expansion and
[2:14:26]
rehabilitation in principle? Cause you're approving it in principle. As
[2:14:33]
a mentioned by the conscious timer. And then include and
[2:14:36]
further that South be directed to see clarification with respect
[2:14:39]
to paragraph seven. And then what we can do and
[2:14:44]
that. Pass the bylaw itself once you receive that notification
[2:14:50]
at the September 8. Because you're looking for direction that
[2:14:57]
you're looking for clarification. That could come forward as hell.
[2:15:02]
And that you'd be authorized projected by all the passing.
[2:15:07]
And. Execution of the next. Class. Because Brady, because this
[2:15:16]
would be fine to sign if we're under restricted acts
[2:15:20]
after the 21st. That would be a question of the
[2:15:23]
treasure as to whether are these payments in our. Yes
[2:15:28]
payments are our already in our budget. Yes. So. I'm
[2:15:35]
really, you're just looking for, you are approaching the agreement
[2:15:38]
in principle with just that clarification with respective paragraph setting.
[2:15:49]
Ad. To a. Special. Whatever we need to do, make
[2:15:57]
this right. So what is
[2:16:06]
your, just before. I get to, what is your main
[2:16:11]
concern? Yeah. Well, I mean, again, moving past number seven
[2:16:15]
there with. Number. Nine or 10 we were discussing. Here.
[2:16:26]
About. The mind road or whatever. I think honestly the
[2:16:29]
biggest concern, I'll just get back to it as the
[2:16:32]
decision was made for, again, the project and whatnot. So
[2:16:35]
I don't think they should be able to leave. Before
[2:16:38]
all the money's are collected. I would be happy if
[2:16:41]
there was clause in there so they shoot to leave.
[2:16:43]
I mean, they're still responsible for set money. I like
[2:16:46]
input as well. Um, because again, year two from year
[2:16:49]
10 year 17 will also be very different. Should the
[2:16:56]
town of Grand Valley choose to, I'm okay with that
[2:17:01]
one. Cause again, it's, it's likely not going to have
[2:17:03]
going to happen. We have to look at what's reality
[2:17:06]
here. And it's like, do one of them is going
[2:17:07]
to leave. Uh, we have an opportunity now. To try
[2:17:11]
to make this a little bit more in our favor.
[2:17:13]
Um, the discussion was that everyone was on board regardless
[2:17:16]
of someone got the feelings hurt. And you know, we
[2:17:20]
feel a certain way. I don't think that the Counter
[2:17:22]
Grand Valley should be responsible to make the shortfall. That's
[2:17:27]
not fair for us. I understand yet we can make
[2:17:29]
up some monies probably over the next 25 years without
[2:17:33]
a town ratings, but it's going to take a heck
[2:17:35]
of a long time. Um. And then, I mean, there's
[2:17:38]
a lot that goes into place as well for what
[2:17:42]
we have to ensure that we're making. We have a
[2:17:45]
town who is not. I don't know. I'd be comfortable
[2:17:49]
with making the minor changes as we're discussing. But again,
[2:17:52]
we think that the amount that's old, they got to
[2:17:55]
be responsible for it. Um. They will still be responsible
[2:18:00]
for if they continue to be members of the board.
[2:18:03]
Yeah. My concern though is that the AIs commitment and
[2:18:06]
then they decide what even two years. And now they
[2:18:09]
just, you guys figured it out. Yeah. Right. That's not
[2:18:14]
fair. The decision was made collectively. Between the three venous
[2:18:17]
of penalties. To go ahead with this. We went ahead
[2:18:20]
with it. It's now done. And like Steven said, you
[2:18:23]
can't take it back. Right. And this is what I
[2:18:25]
was asking about how the conversation went in there. Obviously
[2:18:28]
people were part of it. Right. I don't think that
[2:18:31]
they should have that opportunity. That's not fair. Um, and
[2:18:34]
no amount of outdown fees are going to make up
[2:18:37]
for the amount of available. It's going to be cool.
[2:18:41]
But again looking at the prospective out of town fees
[2:18:44]
for the residents incredibly high. Do you think that would
[2:18:48]
maybe entitlement stay? Well, so this would also be something
[2:18:51]
that we would have to include. Right. Like this would
[2:18:53]
be part of the conversation. If we're that concerned that
[2:18:56]
they're going to just walk away, we got to let
[2:18:58]
them know what then they're facing. I don't want to
[2:19:00]
go to that extent because then it's just going to
[2:19:02]
create a disaster. Right. Like I don't want to do
[2:19:05]
that. I just want to say look. And then the
[2:19:08]
nicest legal way possible. They owe this money. So I'm
[2:19:15]
through you, Mr. Maris. One thing that I'm looking at
[2:19:17]
the actual agreement, Idon 10, thus specifically talk about the
[2:19:22]
board's agreement. Uh, under 8 B being responsible for debt.
[2:19:28]
So I guess in their existing agreement that dead, they
[2:19:33]
are responsible for debt for the future. It's specifically saying
[2:19:36]
it's excluded. Yeah. That's all they want. Right. And so
[2:19:40]
it's in their regular board agreement, but now they're for
[2:19:43]
this particular item. They're saying they want it to not
[2:19:46]
be applicable. But this gives you like, should one party
[2:19:50]
leave again? Only grant valleys goes up. And then the
[2:19:53]
other one's just going to go, okay, we're going to.
[2:19:56]
Is that in the existing agreement that we have like
[2:19:58]
with all of our courts at the debt and so
[2:20:01]
many committee centres? Yes. I don't remember. What the other.
[2:20:05]
I think I remember tried on having someone. Think was
[2:20:11]
again, the discussion about the amount of members. I'd be
[2:20:13]
okay leading that as well. Um. It is what it
[2:20:17]
is. But again, yeah, wherever it. Is.
[2:20:27]
The composition. The grand value is scheduled to purple to
[2:20:36]
a certain, if we may be in eight percentage. Uh,
[2:20:42]
east gear fractal contract. And less people than to be
[2:20:48]
an amateur. Ratio is now
[2:20:58]
60, 25, 15. So we're putting the. Lighting chair.
[2:21:15]
So my dozens, we cannot, cool. This, something has to
[2:21:18]
be done with this resolution. So. It was asked to
[2:21:24]
be a reported, it was asked if we want to
[2:21:26]
do a quote - unquote. I don't know that I
[2:21:27]
was directed to do it as a, because we did
[2:21:30]
amend it. To reflect the section seven. Minu. Corrections. There,
[2:21:39]
but it's not going. To be. A journey. We do
[2:21:44]
have money. There you go. Prais. There is a.
[2:21:57]
Motion before us. Do we want to record this. You
[2:22:04]
want to bring it to them? Yeah. No, we know
[2:22:07]
right now. Motion group by definite Council John. We resolve
[2:22:13]
the Council receives the report commander, Senate Financing Agreement for
[2:22:16]
Execution. The further that grandioly approves the principle, the intervenes
[2:22:22]
of agreement for the expansion and rehabilitation. Going to the
[2:22:26]
audit community centre as amended by the townships of Cameron
[2:22:30]
and Gary. Deer practice. As presented and with this report.
[2:22:38]
Uh, further that this Council directs CAO to have section
[2:22:45]
seven. Use of additional monies towards future, diventure payments
[2:22:55]
as these monies would not decrease the amount to. Anybody
[2:23:02]
understand the motion. Colossus. For the reason that it directed
[2:23:08]
to. Sign it. Well, or. Ask questions, right?
[2:23:20]
That's what I want to say. Yeah. That's what I
[2:23:22]
want to clarify. That's where we're actually building all of
[2:23:25]
your. Voting on here is that we would get that.
[2:23:28]
I would bring it back to this tempera meeting for
[2:23:29]
the By - B - Law to be passed. Okay,
[2:23:31]
that's what we're doing. We're not going to actually signing
[2:23:33]
it. I would include the other things. We're defering it.
[2:23:38]
And we're going to let's defer it. Things you play
[2:23:42]
to have like the composition of the board? I said,
[2:23:45]
I would, I'm, I'm willing to put that aside to
[2:23:48]
the biggest thing that is just world money. They agree
[2:23:51]
to it. Like we've got to hold them accountable. I've
[2:23:54]
already established that they've made this in their best interest.
[2:23:57]
We cannot continue to operate like this. To just send
[2:24:01]
their best interests. We have no other choice. We have
[2:24:03]
to pivot as someone. We have to protect. How their
[2:24:08]
value and the trust. Because we know that they're going
[2:24:10]
to lead at some point. Right. So we need to
[2:24:14]
establish something that Texas. I think as the jury is
[2:24:23]
pointed out. This agreement goes. By the weeks. Of Jerusalem.
[2:24:30]
How. Do we go forward. To that. Well, we're all
[2:24:35]
in agreement that it's probably going to happen. In some
[2:24:38]
way, shape or form. And that's why, and that likes
[2:24:40]
comments regard some other ways we can do this as
[2:24:44]
well. That would also protect us for years limiting. Company
[2:24:48]
oak and what have you. I need to contribution. Yeah.
[2:24:54]
Sorry, Donna. I'll let you, because I don't want to
[2:24:56]
para. Incorrectly. I have to. Say. No, that's okay. Um,
[2:25:04]
is that if the paragraph wants to be reworded that,
[2:25:08]
um. Should one of the board members wish to withdraw.
[2:25:13]
Would only be responsible for paying X number of years
[2:25:16]
back. It wouldn't be so safer instance. You wouldn't, you
[2:25:20]
wouldn't in a 15 years, let's say 10 years more
[2:25:23]
reasonable amount in a 20 year halfway through. You wouldn't
[2:25:26]
want grand value out to pay back 10 years worth
[2:25:30]
of installment payments, right? I mean, you are absolutely correct.
[2:25:35]
This is very advantageous to a town that is growing,
[2:25:40]
that has projections to grow as well. You could be
[2:25:43]
using this as, okay, in 10 years, emerent may want
[2:25:46]
to build their own community centre, knowing that they, if
[2:25:49]
they leave the board, they're going to get this X
[2:25:51]
number of dollars from Grand Valley. They can use that
[2:25:54]
money to put towards the cost of erecting this facility.
[2:25:59]
So knowing, okay, you exit, you're only going to get
[2:26:04]
X number of years back. You guys have to dispay.
[2:26:12]
Yeah. We're basically going to work almost giving reassurance that
[2:26:14]
we're not going to be the monster. Pull 12 on
[2:26:16]
the board. But we don't do that. But this is,
[2:26:19]
you know, so, and again, like we need to do
[2:26:23]
more. I think. Donna's comments and I'm both very good.
[2:26:28]
Now, if you guys all disagree with me, I mean,
[2:26:30]
I'm not owed in any way. I can go ahead
[2:26:32]
and just want to, what you're asking is more fundamentally
[2:26:36]
changing the agreement where it's just changing section seven is
[2:26:39]
just warming. Up. So passing this would just be working,
[2:26:45]
clarified. No, no real. Anything back to amarends here. Practice
[2:26:50]
other than they come to pass a bylaw to have
[2:26:53]
passed the amended would not. But I said, we still
[2:26:57]
don't have to make it in something else to reflect
[2:26:59]
what we're discussing here and go on it. And correct?
[2:27:03]
Yes. So yeah, we don't want to be saddled by
[2:27:10]
failing for 10 years. We're going to 10 years. If
[2:27:13]
they leave, if they say, Hey, we're at, we don't
[2:27:15]
owe their money. They just won't pay us rest of
[2:27:18]
their own car. I think that they should. Yeah. Well.
[2:27:23]
It's in this world. I'm asking. I mean, like, you
[2:27:26]
know, I get to see what's keeping it up here.
[2:27:28]
But I mean, explain it quite clear. Deals a deal
[2:27:33]
in their homes. And Donna brought up another very valuable
[2:27:38]
point. As she was reiterating for previous comment there. But
[2:27:45]
so we wrote in, if we. Passed as is because
[2:27:52]
if you're wanting to change those rings, then you're not
[2:27:54]
approving. This. There hasn't created in terms of that whole
[2:28:01]
thing was a quick. So since this has been after
[2:28:04]
this motion needs to be passed or slight vote at
[2:28:08]
all. It needs to be there for wild past. You
[2:28:11]
don't have to, you can vote against it in order
[2:28:13]
to defeat the motion. And then you do something else.
[2:28:17]
Okay. So. Is this a recording thing or do I
[2:28:20]
just say elevate. Counsel. All right. So this is just
[2:28:29]
to amend section seven just to clarify. That's the only
[2:28:32]
thing we're talking about. Here. Councillor Dirt. Councillor Johnker. Yes.
[2:28:40]
Uh, Councillor Platinum is absent. Detapy Marench. Project. Yes. Mayor
[2:28:49]
Solomon? Yes. Okay. If you define the number, then we
[2:28:56]
can recess the link to Jesus. Also, I think it
[2:29:00]
looks like it carried. It did carry. And again. To
[2:29:06]
clarify, though, this is now just reflecting number seven. This
[2:29:09]
is not good direction to sign the increasement even with
[2:29:12]
that or it does. No, it's coming back toward B8.
[2:29:17]
You've said that you agree with everything else in principle.
[2:29:19]
Right. I did. Well, the vote Democracy decided to say.
[2:29:24]
I just want to clarify. There will be no one
[2:29:26]
changed. So I'd say well. All right. Democracy.
[2:29:38]
You could make a function of your re - election.
[2:29:41]
Good morning. That's why she's here. We could bring that
[2:29:47]
forward. There is that needs to do that. Can you
[2:29:50]
do it? You're not just going to walk out the
[2:29:52]
door. Can we wait five more minutes. There was, uh,
[2:29:57]
I believe there's, remember the Odyssey regret. Possibly already planning
[2:30:01]
the planners. No Public Works. All three one. It's okay.
[2:30:08]
To pull that event on. So you know that. Okay.
[2:30:16]
So you are still on. Okay. So we're going to
[2:30:19]
move ahead to 1231. Which is a. Fun mat order.
[2:30:28]
It's on maths, but we wrote it, I wrote it.
[2:30:31]
We wrote it together. Okay. So if the questions, I
[2:30:35]
can answer. All right, well, it's a request from, uh,
[2:30:42]
for parking area off chemistry. Mark, did you want to
[2:30:47]
read it? Just quickly, um, that, uh, we went out.
[2:30:52]
We looked at first, I got, yeah, this shouldn't be
[2:30:54]
an issue. But then when I came back and I
[2:30:57]
started reviewing as a report says. The town can do
[2:31:02]
anything. They want to do any heart except in environment,
[2:31:06]
which action plans. So an environment protection lands, which these
[2:31:10]
property is cell, uh, does not permit a parking space
[2:31:15]
or a parking garage or a parking lot. We have
[2:31:18]
a thing is that both of those properties, so the
[2:31:21]
cells property, neither of these two properties on the, I'm
[2:31:25]
a location plan. Have we missed those numbers, but rule
[2:31:28]
number three, four, nine, 600, we own. And then went
[2:31:32]
to the north, three, four, nine, 700 is owned by
[2:31:35]
the conservation authority. I believe that the parquet or the
[2:31:39]
feature is in artwork. It's right to the corporate to
[2:31:43]
triangle. So, um, I reached out to the conservation authority.
[2:31:48]
And they said that there has to be some, it's
[2:31:50]
not just simply doing permit. They would need some other
[2:31:52]
reports. So basically we would need to reselling the tab
[2:31:56]
initiated resulting to allow out to parking CO. And, um.
[2:32:02]
We would have to apply to the conservation authority. For
[2:32:06]
her permit. Don't know what anyone else is going to
[2:32:09]
say in particular, the county, because they may, they someplic
[2:32:12]
because it's a garment's protection. They don't know. Um, we've
[2:32:15]
given the costs. So basically looking at direction from Council
[2:32:22]
as to how you want staff to perceive. With this
[2:32:25]
project. On the face of it, like the planner said
[2:32:34]
at the beginning, it looked like B's a simple review,
[2:32:37]
but it seems to be a lot more convoluted because
[2:32:40]
it is EP. It is on the floodplain. Um, you're
[2:32:43]
looking at 7, 000 dollars just for, uh. Working filled
[2:32:46]
here. It's only my line, then 2500 TCA department, GRCA
[2:32:56]
of permit, 4, 500 dollars. And that's not actual, but
[2:32:59]
you're already at 7, 000 dollars. And you haven't even
[2:33:02]
done anything yet. So much as I appreciate. Like where
[2:33:10]
it was going. And if it wasn't just a matter
[2:33:12]
of putting in a Colbert and putting some dumper too
[2:33:16]
on it, but this is getting a lot more. Uh,
[2:33:19]
complicated. Then I don't think that was even Derman initial
[2:33:24]
intention either. So at this point I would say. Don't.
[2:33:32]
Want to, too, but. For that kind of money for
[2:33:36]
a simple parking pat. There's. How big as the particle.
[2:33:45]
The hit two or driveway with two cars. Mason is
[2:33:50]
part pulling there so the array and club can get
[2:33:52]
in there or to town or. I say we do
[2:33:55]
it. So you're not running into the G platform. Well,
[2:34:04]
I mean with respect to cardinal club, I mean, we
[2:34:06]
appreciate what they do. They don't do anyone else. Or
[2:34:09]
it becomes a town thing to do. Right. Four man
[2:34:13]
hours. You only have to hire someone else. You know,
[2:34:16]
they only ask us for very much so with respect
[2:34:18]
to them.
[2:34:31]
This is what we're supposed to be plenty, funny, seven
[2:34:35]
project and budget discussion. I think this is great information.
[2:34:39]
That's our close. That's what I wrote down. I think.
[2:34:45]
It worked. And the next council will be informatizated. Yeah.
[2:34:52]
Previously, we saved me away. We're feeling, but I imagine
[2:34:58]
the next budget's going to be where the Starfast is,
[2:35:00]
but it was. Your mouches away. I just received it.
[2:35:06]
Did receive it and just keep having these conversations. You
[2:35:10]
have to sign instead. No, I'll be able to change.
[2:35:14]
I would just do it. So I will. Push it
[2:35:18]
off. 27. That's what we said we were doing. I
[2:35:23]
think you were here for that. Thank you. Weren't. So
[2:35:29]
they're basically, which doesn't mean the budget involved by answer,
[2:35:35]
they believe. And on your park. Okay. And you have
[2:35:40]
a direction at that point in time that we would
[2:35:42]
do if this did go forward, it would happen, 20,
[2:35:46]
27 for. That. All right. That's what you requested. Yeah.
[2:35:53]
Okay. John Carpell Council Staff Mammon Grand Valley Garden Corpo
[2:35:59]
Quest for parking area off Chemistry. And further that discussion
[2:36:04]
continue during the 27 budget process. Any question. It's all
[2:36:09]
in favor.
[2:36:21]
Of Stat 1 o'clock or return at 1 o'clock. Sure.
[3:11:00]
Details most of the things are on other parts of
[3:11:02]
the agenda. I don't think I have anything in dishwashing
[3:11:08]
to it other than the application for. The. Building that
[3:11:15]
Concession G3 Park is. Ready. And sent to the trailer
[3:11:22]
to the County and had a conversation with Becky Willed.
[3:11:25]
She said, yeah, I'm like, take a look at what
[3:11:27]
he said. If the questions or if anything I forgot
[3:11:31]
to update on, please let me know after you discuss.
[3:11:37]
Council. Discus. 3. Do you still
[3:11:46]
sit on that for me? Matt and James are. Okay,
[3:11:50]
so they're looking after that and they're just pressing. Okay.
[3:11:55]
Wait, that one. S not. I think daughter you sent
[3:11:57]
the resolution to the chair of the committee, but I
[3:12:00]
don't think it's a bit. So both resolutions, one with
[3:12:03]
respect to the donation that was passed out to the
[3:12:06]
BIA and the other one about change. Very. Good. We'll
[3:12:10]
be discussing. We haven't discussed that, right? Yeah. 10 seconds
[3:12:17]
for you, Mr. Merrick. Cold shops are allowed to Council.
[3:12:22]
Colt shops. Anything had those pop shots? Whatever they take,
[3:12:28]
they get through. They're like that size. They're like six
[3:12:32]
percent alcohol. Ooh, they're great. They have all boy pull
[3:12:37]
shots now. And by the way, the Dhanna, I have
[3:12:46]
to give you props up. These pops are more affordable
[3:12:51]
than buying a small pop. You get that much for
[3:12:56]
less than what you pay for a small puck. So.
[3:13:01]
They're not speeding personally unhealthy. As you stress this page.
[3:13:11]
All right. Oh, good. Next, oh, I didn't know if
[3:13:13]
any questions were anything else. If not, that's what I
[3:13:16]
was good. Okay. So just to receive that right. There.
[3:13:23]
By filming by one. Here is all the Council receives
[3:13:27]
the report CEO progress update for information birth. Colin Baer.
[3:13:38]
So I'm next on my list, Director of Finance. Hey,
[3:13:42]
Mr. Mayor. Before you Council, I have, um, my regular
[3:13:47]
update. Not much has happened since our laxa meeting, he
[3:13:52]
was on the 21st of July. However. I'm pleased to
[3:13:58]
announce that we've had a few more individuals that were
[3:14:03]
registered with taxistics on their properties. We have, um. A.
[3:14:11]
So we had eight properties. We are down to now
[3:14:17]
five properties. Three of them paid. Their arrears. So when
[3:14:24]
we look compared to, we're looking at a decrease of
[3:14:30]
approximately, and it was difficult to kind of put this
[3:14:34]
in words, but the last report indicated that we had
[3:14:38]
approximately tax of rear certificate registered.
[3:14:50]
And now we have 85. However, since the previous report,
[3:14:55]
all properties that have been registered. Uh, which were at
[3:15:01]
the process where we might have been moving forward into
[3:15:04]
tax sale proceedings, those have all been paid off. These
[3:15:09]
are the results of the newest batch or, like I
[3:15:12]
said, eight properties that are registered this year. So we're
[3:15:15]
down to nell just having five properties. And, uh, the
[3:15:20]
talks of more properties, big impayments. And this week. Property
[3:15:25]
taxes, our rears have hung down. We're now down to
[3:15:29]
about 933, 000 dollars. Versus where we were at, or
[3:15:35]
sorry, we're at 858, 000 where we were at 933.
[3:15:39]
Prior to that 1. 5 hours. So that progressively does
[3:15:43]
decrease because we haven't had an additional installment come due.
[3:15:48]
However, in my next report, the August 12th installment, uh,
[3:15:53]
for any payments that have not been made for that
[3:15:55]
installment roll, uh, comprise our makeup, some of our rears
[3:16:00]
tolls. Also the accounts receivable for the town. I provided
[3:16:06]
the update. On those. As a result of Council. Di
[3:16:14]
and Resolution with regard to write off. He called that
[3:16:18]
park accounts receivable is no longer included on our strength
[3:16:24]
of goll's listing. It has been written off. And we
[3:16:29]
have, um, we continue to monitor our accounts to see
[3:16:32]
the rules. So the items that are in the current
[3:16:35]
column. Just represent our data days. We do have the
[3:16:41]
items related to Lambron slash Sam Municipal and Caldreme, which
[3:16:50]
we will be moving off the less than tagging it
[3:16:54]
to property taxes so that we can recover those from
[3:16:58]
a municipal tile perspective. It'll be over a five year
[3:17:00]
period beginning next year. And for the Call Drain, it'll
[3:17:04]
be a 10 year period. Beginning next year as well.
[3:17:10]
And the last item just identifies any payments in the
[3:17:15]
months of July. Sorry, June at World for 15, 000
[3:17:20]
dollars. We've also attached the budget variants reports. It helps
[3:17:28]
payable listing. For the town. There is no accounts payable
[3:17:31]
listing for the community centre. As there have not been
[3:17:35]
any meetings since their last in July. And there's the
[3:17:41]
procurement report that's been attached. So if the questions from
[3:17:44]
Council, I'd be happy to answer. Was the procurement report.
[3:17:57]
We budgeted 370, 000 dollars. There's a tether price of
[3:18:01]
83. Which on the face of it is create other
[3:18:07]
than where did we go so offer? What is there
[3:18:13]
such a large. Discrepancy. Between the budget. And the tender
[3:18:17]
price. What that would be a big question? I asked
[3:18:21]
Matt next month. As I don't know the exact specifics,
[3:18:26]
but the original budget for the project included a certain
[3:18:31]
number of tasks to be done a certain way. They
[3:18:34]
sense that when they actually went out to tender and
[3:18:37]
when I went to look at the bridge to write
[3:18:38]
the tender, they were like, wait a minute. We could
[3:18:41]
do it this differently. How old defer. Is that great?
[3:18:49]
As long as I compare. Because I'll probably forget about
[3:18:51]
it. The same work, just different way or less. Cost.
[3:19:00]
Like not that I'm complaining about. I just concerned that.
[3:19:06]
It's not going to get out the property. That's certainly
[3:19:08]
only true. Well, Bible mentioned it. Then you get mad.
[3:19:12]
I said, bring the Details. Next week. I think that's
[3:19:16]
only. Fair. So. The additional funds that were. Raised out
[3:19:24]
for the original estimated, what is the plan. I would
[3:19:32]
go into budget. And if the surplus at the end
[3:19:35]
of the year. Still ploughing, we have to have something
[3:19:39]
though. Otherwise now we're going to. Extra, what, 300, 000.
[3:19:42]
Doll or whatever? We'll see if I can hear how
[3:19:44]
it seems. Okay. So notice what I was going to
[3:19:47]
say through you, Mr. Marcus. The amount that's identified here
[3:19:50]
is just the construction cost. So there is engineering costs
[3:19:53]
that are associated with from our engineering consultants. So it's
[3:19:58]
not just that 84, 000 or something. I just, yeah,
[3:20:03]
I just think we should have some sort of direction.
[3:20:08]
Though. Because you have been just supposed to do it
[3:20:09]
with your driver's going on by saying.
[3:20:22]
By the way, in second legends. You resolve Council receives
[3:20:31]
the report treasures update for the mission purposes.
[3:20:50]
Um, it is report. To go. We're going to. Get
[3:20:57]
there. Okay. I thought we were, I wasn't sure because
[3:20:59]
I know what Matt here. We were just going to
[3:21:01]
kind of like reports. Everyone. Speaking of that Director Public
[3:21:07]
Works. Fields? I feel that we already did the first
[3:21:11]
one. So this other one left is the update. Any
[3:21:15]
questions I can answer. Or if the answer for you.
[3:21:24]
The Bridge 5 rehab. I'm assuming we don't have a
[3:21:29]
Start date yet. And so I'm assuming it's going to
[3:21:34]
leak into the school year. And are we who's responsibility?
[3:21:39]
Is it, is the bridge will be close, I'm assuming
[3:21:42]
you've trapped it. Boots responsibility. Is it going to be
[3:21:45]
to retread specifically to Bosco. As we do for any
[3:21:52]
of them, I'm like, I believe either Matt does or
[3:21:54]
through the municipal 511 system that notice gets posted in
[3:21:58]
there in advance so that they can plan here. Who
[3:22:02]
has access to that. No, who else has access to
[3:22:05]
that system to see, to be able to lock into
[3:22:08]
it? Oh, it's publicly helpful. So like all of these
[3:22:15]
things get posted so that school board see it all
[3:22:17]
the time. I'm thinking specifically of the Christian school because
[3:22:22]
I know they use that rage. Okay. And I don't
[3:22:24]
know if they're all. Honestly don't know if they are
[3:22:27]
not because they do their bossing privately. Right. They have
[3:22:29]
their own bus. But I guess what time I know
[3:22:34]
for a fact they, they brought kids off both sides
[3:22:37]
that brief. Okay. Okay. We can make sure that they're
[3:22:40]
special. Make sure that people know, right? Like again, it's
[3:22:45]
going to be a problem, right? Let me get, it's
[3:22:47]
going to be like downtown. It's going to be a
[3:22:50]
problem. But I think one of the issues is that
[3:22:53]
people know about it at times. And we do our
[3:22:55]
best to reach everybody. We can, I think, is medication.
[3:22:59]
I know my wife. No, she's the BP at the
[3:23:01]
school. So like. Okay. I have to find them. Okay,
[3:23:11]
around. Shouldn't be a tonsuit. Yeah, let me call it
[3:23:15]
the art. Back. To the only one I have there.
[3:23:19]
And I have Matt's been keeping me up to date.
[3:23:21]
Too. But it's been quite helpful. Move on to.
[3:23:33]
Fill in the one. Resolve counsell receives all the courts
[3:23:39]
up days of fourth July, 2026 for information. In favor.
[3:23:47]
Okay, moving on with a manager of planning. Mr. Mayor,
[3:23:50]
I just have my, uh, my faulty update report. The
[3:23:53]
only item I'd like to bring what's tension UP is
[3:23:56]
that, uh, central vision grand valley where. Council Sauce Desire
[3:24:04]
to have the OP under R control that we would
[3:24:07]
make Council of Make Decisions for site specifics and minor
[3:24:11]
push fundamentals. I followed the procedure that was given to
[3:24:16]
me by County Staff. And you can see the response
[3:24:21]
that it's going to go, I really don't know what's
[3:24:25]
going to go. I guess my report and the Resolution
[3:24:28]
for this Council will go to County Council, but there's
[3:24:34]
no staff report, counting staff report, which I found very
[3:24:37]
strange. So I guess I'm asking to kept the Council
[3:24:41]
Representatives if you could plug this. I don't know where
[3:24:45]
it's going. I mean, if I read my hard report
[3:24:47]
was a lot better in tone that Amorites report, Emirates
[3:24:51]
Report was very not great. Ours was very different. That
[3:24:57]
took a different approach. They still consult with them. But
[3:25:00]
ultimately, if it's urban here, it's urbanaire. Like, I mean,
[3:25:04]
for those things, it's just, it is a duplication. Um,
[3:25:07]
for major issues, like amendments to the county official plan,
[3:25:12]
of course, we would have to send ours to there.
[3:25:14]
So. I just thought, you know, we're at a stage
[3:25:17]
now in our development that we should be able to
[3:25:19]
look after these things. I was just, I was taken
[3:25:21]
back by the email that I got. I've been pursued.
[3:25:24]
I just wanted to see that. So there was Deputy
[3:25:27]
American sort of pitch hit for us. I don't know
[3:25:31]
if there is an issue. I was going to attempt.
[3:25:33]
I think I'll just watch it. On the thing. So
[3:25:37]
yeah, that is the only thing I wanted to bring
[3:25:39]
to Council's Detention. But if there are any other questions,
[3:25:42]
um, happy to do this. For Mark.
[3:25:53]
Just a Colin, I had one on the limb, new
[3:25:56]
CAO Dr. County, I bet race, the mechanism for developing
[3:26:00]
charges. The building department not issuing a occupancy permit before
[3:26:07]
they checked in the bus. And she said, show looking
[3:26:10]
good. Thank you. And that said, I did. I was
[3:26:14]
proactive with the one and I sent an email. Cause
[3:26:17]
I hadn't heard anything. I just, I didn't want to
[3:26:19]
fall off. And the response I got back, okay. Someone's,
[3:26:26]
I'm like happy with. Uh, I dared ask because what
[3:26:30]
we call this, this, this, this, this. I think I
[3:26:32]
caught Steven. I did copy treasure for both like, wow.
[3:26:36]
And every, every sentence ended in of Excalation. Exclamations mark.
[3:26:40]
And I was just asking with the simple question. Just
[3:26:43]
like, what's the status? Because I thought it would have
[3:26:46]
been milled by now. And he, and it's like, okay,
[3:26:49]
I respond. So I was just like, I don't know.
[3:26:52]
I'm just, I'm just trying to keep the lines of
[3:26:54]
communication. Oh, but I don't want to miss it. It's
[3:26:56]
money that we're, we're old. We should have been owed
[3:26:59]
a lot of time though. So we'll see what happens
[3:27:01]
with that. So yeah, that was odd. This is odd.
[3:27:06]
So when Mark says that each sentence standard with an
[3:27:08]
exclamation mark, he's literally meaning that there was an exclamation
[3:27:12]
market at the end of each sets, which kind of
[3:27:15]
just, it was weird. Red really gave. It was like,
[3:27:18]
I was not necessarily going to just said all I
[3:27:20]
want is, no, we have an issue with yes because
[3:27:22]
they're not finished. And that's all it just went through.
[3:27:26]
Like a whole process. So I don't know what I
[3:27:28]
did. That's it. Any questions for
[3:27:38]
work, you've done by games like my long, the South
[3:27:42]
Council seeds, the report PLN, 2026 - 124 - 1
[3:27:47]
fleet planning update. Report August 2026 for information.
[3:28:00]
Congrats. For you. For those, basically two updates. One in
[3:28:05]
the Dog Count to update you and went on his
[3:28:07]
monthly update. So I guess both of those at the
[3:28:11]
same time. And answer any questions. Questions. For Resport. Dogs.
[3:28:19]
I was just curious because we kind of made the
[3:28:21]
decision to streamline and simplify the approach of the whole
[3:28:24]
Dog mount day. Um, but now I guess this report
[3:28:27]
is saying that it's just not worth it. I guess
[3:28:31]
just like, how do we go from deciding that we're
[3:28:33]
going to see it through? Because I guess it was
[3:28:36]
started, you know, I think it basically beginning this term.
[3:28:39]
Trying to come up with a solution for, I guess,
[3:28:41]
just to get it wrapped up, just it's not. What
[3:28:47]
you mean. Like we've already got, well, what is it
[3:28:50]
going on? In the Count in town and we send
[3:28:53]
out the notices in town about maybe a third or
[3:28:56]
a half registered. And we don't know what the situation
[3:29:00]
is with the others. Maybe they don't have their dogs
[3:29:02]
anymore or they're just finely ignoring their feasible to investigate
[3:29:09]
residents. It would take a lot of effort. To do
[3:29:13]
it. But this thought is that there would be zero.
[3:29:16]
Only. So if we got complaint or found that dog,
[3:29:20]
that it's not like we give them six months or
[3:29:23]
it would be no, get the dog license or you'll
[3:29:25]
be fine. Okay. I don't know. I just like to
[3:29:28]
see a follow through personally. That's kind of what we
[3:29:30]
decided. To kind of pull this year as was kind
[3:29:32]
of more tooth baby. But like, sure. It's certainly difficult
[3:29:36]
to investigate these because they'll tell you that the dog
[3:29:40]
doesn't live there. Yeah. But he knows now going there,
[3:29:43]
whatever you guys went around, it was like a deer
[3:29:46]
rebuild, right? We know there was a dog there that
[3:29:48]
there was there last time. I mean, there's no, like
[3:29:52]
that doesn't stand right. Then you know for a five
[3:29:54]
minutes. And we kind of decided that if that's the
[3:29:57]
fans they want to take, we just smile. And that's
[3:30:01]
what it will be. So yes, if we go there
[3:30:03]
and there's dog there, it's not like my point is
[3:30:06]
that we're not going to go there. And like you
[3:30:10]
said, like if the complaint doesn't probably not going to
[3:30:11]
be a complaint, right? We're going to. I don't know,
[3:30:14]
I'll let. You talk about it next time. Potentially. Hello.
[3:30:22]
There we go. Steel with the non compliance. Because like
[3:30:26]
I was never for this whole Doll Count in the
[3:30:31]
first place. But we've committed at this stage of the
[3:30:34]
game. So we're down to the last, what, 117, so
[3:30:40]
to speak. It doesn't seem fair that everybody else has
[3:30:44]
registered. It's registered. And then these people haven't and they
[3:30:48]
get away with it. There's no consequence. So how do
[3:30:52]
other municipalities? Like I'm not asking for an answer. Now.
[3:30:55]
But I think. It should be looked at because, yeah.
[3:31:01]
I don't. We'll miss all these don't do this. They
[3:31:02]
don't do the dog counts. Or they had, or they
[3:31:05]
have a large department of people whose job it is
[3:31:09]
to do dog counts. And as you find right on
[3:31:11]
the spot kind of thing. Yeah. So. The first place.
[3:31:20]
So. Certainly, um. We would, if, if the direction is
[3:31:26]
no, we want these 117 dogs pursued, we would likely
[3:31:30]
need to bring in our canine control people. And it
[3:31:35]
will just cost more. Our money end in time. So.
[3:31:39]
We're certainly going to basically at this point I read
[3:31:43]
deciding whether to cover losses. And. Just, here's what's been
[3:31:49]
fine on and not play nights that something comes up.
[3:31:54]
And also I guess from a liability point of anything
[3:31:57]
happens. The people that are registered is municipality lives, but
[3:32:01]
for not ensuring that, I don't know. Yeah. My sensing
[3:32:10]
doesn't necessarily cover that. I mean. I didn't want to
[3:32:16]
get into this. But since you brought it up, there
[3:32:17]
are certain dog species that are not allowed to be
[3:32:19]
in Ontario. We have been enforced that. And that may
[3:32:25]
be a chunk of those 117 dogs is that they
[3:32:27]
know their dog isn't a legal species. On. And are
[3:32:31]
we going to, that would be. That's a different conversation
[3:32:35]
that we would be entering. And that's where. We would
[3:32:44]
be essentially telling people to destroy their dog. That's what
[3:32:47]
the law states. That dogs have legal can't be here.
[3:32:52]
And so, um, that's another part of our hesitation. Pursuit
[3:33:00]
even further unless the problem. If the problem. Enforcement deals
[3:33:04]
is they. Dogs that have been licensed there now participate
[3:33:09]
and demonstrating that yes, Hey, the dogs are live here.
[3:33:12]
They're contributing to the program. They're contributing to potential future
[3:33:16]
dog related. Birks or doll things. And that is more
[3:33:24]
where we were headed was to get coverage for the
[3:33:28]
cost of DELP programs in town. It is on to
[3:33:32]
me up to you. It's just a recommendation that we
[3:33:35]
don't pursue for other, but we can if that's the
[3:33:39]
direction of cancer. Sorry. The other part of the discussion
[3:33:46]
I recall last was the fact that again now the
[3:33:48]
people that did comply, they're kind of getting utilised. Like
[3:33:52]
again, the short end of the state. They paid and
[3:33:54]
registered. But if they just not, then they get away
[3:33:56]
with it. Oh, this was the other part of the
[3:33:59]
discussion that we had. Right. Like this is why we
[3:34:02]
kind of also agreed to just again, you're correct. The
[3:34:05]
whole initiative was potentially like a dog park. And we
[3:34:08]
did invest in three - ish years. Into this. So
[3:34:12]
it doesn't get through and get it. Done. And how
[3:34:14]
would we do both of them. Because like if I
[3:34:16]
had done it and I was sitting here having this
[3:34:18]
discussion, I'd be like, oh my. Just reading, it's the
[3:34:23]
reality. Like so how do we handle that? That is
[3:34:26]
generally an argument than any of them. That'd be who's
[3:34:28]
the ones that were licensed before. Like when people that
[3:34:30]
have routinely licensed for the last 25, 30, 40 years
[3:34:34]
could argue that as well. In which case. My, my
[3:34:40]
direction wouldn't be to this, it would be. Just maybe
[3:34:43]
sick and it's not priority, but we still need the.
[3:34:47]
Action. That's. What I was supposed. To point of that,
[3:34:54]
Will, the costs will definitely go to anyone. This is
[3:34:58]
a bracket. He has three pile. He can do. I
[3:35:03]
will object to that. Okay. As CAO, yeah, no. He.
[3:35:10]
Doesn't just have three time. So that is the first
[3:35:14]
objection I've heard. About having three time. Yeah. So I
[3:35:18]
would still say yes either that then. I mean, or
[3:35:20]
you give everyone money back. And I'm all just completely.
[3:35:24]
That would be my stats on it. If I was
[3:35:27]
like, we're not going to see it through mid and
[3:35:29]
decision to see it. And now every hurdle, it's just
[3:35:31]
let's just give up. This has been the problem with
[3:35:34]
this. I guess it makes no sense. And that's flavour.
[3:35:40]
I mean, open to you guys this guy. Is again
[3:35:42]
Counter Ranked to the first? How much cost to give
[3:35:45]
everybody the money back. I already talk about everybody. And
[3:35:50]
then we don't. And then that, that would be the
[3:35:52]
discussion. If we're fully refunding licences and we're not going
[3:35:56]
to license anymore. Are we also going to do canine
[3:35:59]
control. And if we are doing canine control, is it
[3:36:02]
property taxes paying the cost of canine control. I'm very
[3:36:08]
neutral on this. This is your community. This is your
[3:36:13]
revenge fell. Are not quiet to do canine control. If
[3:36:17]
they do, they have the decision was made because this
[3:36:19]
is something again, this, I feel like it started with
[3:36:21]
this chart account, so it's the size that it was
[3:36:23]
going to happen with the emphasis on intensity. I. Know.
[3:36:26]
But then nothing happened with it. And it kept coming
[3:36:28]
back up. And I'm coming back up. Then not too
[3:36:31]
long ago, it would. Let's just do it this way.
[3:36:33]
We have direction to kind of represent us with how
[3:36:37]
painstaking is it going to be for him. He said,
[3:36:39]
no, do it this way. You're kind of here. Just
[3:36:41]
get it done. And now it's, some people comply. Others
[3:36:45]
don't. And now we're sitting here saying that they don't
[3:36:48]
comply. But the wholesale no complaint that there's nothing that's
[3:36:50]
going to happen. We just get away. With it. We
[3:36:53]
can't do that. Like we made that decision. So my
[3:36:57]
or we give direction to continue. I as best you
[3:37:01]
can and then new term and Council can review this.
[3:37:05]
And if they want to acknowledge it, they want to
[3:37:06]
hammer down. They want to pay more look on this
[3:37:08]
side. I just don't understand how this takes like four
[3:37:13]
years. And now we're still back to the. Doesn't make
[3:37:18]
sense. There should have been done. I should have still
[3:37:20]
been working on it. I always thought this was a
[3:37:29]
bit of the fools there. But one makes good point.
[3:37:33]
And I think at least sending another letter to the
[3:37:37]
people who didn't require the first fun. To out there
[3:37:42]
at least still on notice. I don't think bad costs
[3:37:45]
a whole lot of money. Less. Um. But yeah, I'm
[3:37:52]
going to break red paper. That's commission points.
[3:38:04]
Trying to put a bit of fear into the pen.
[3:38:06]
I don't think a hundred dollar five is enough either.
[3:38:13]
So that's how it's going to happen. Yeah. Just, just
[3:38:20]
letting it go part of it. It's like, well, kind
[3:38:25]
of this far. Right. Um. Yeah, I thought I think
[3:38:32]
we should send the letter for sure. Um, try to
[3:38:36]
follow up. Where you get. But I know we have
[3:38:43]
a lot of people keep on to put property standards.
[3:38:50]
Domingos. Yeah. I've always put a parking, but they're probably
[3:38:57]
be not as much true. So as there are. But
[3:39:01]
I mean, that's getting into operations. So yeah, I would
[3:39:06]
do a letter. No, look, as you were able, if
[3:39:10]
you happen to be down street doing something else, it
[3:39:15]
does not, yeah, there any can sort of go together.
[3:39:19]
We're only not going to go knock on this door
[3:39:21]
and see if the dog there. You know, at some
[3:39:24]
point in time, our wheelhouse could just say the dog
[3:39:27]
here, you have to give license work. And then put
[3:39:31]
it off a property order to prove that it's not
[3:39:34]
actually their comic. I don't know the process on that
[3:39:40]
whether that's a court decision. Okay. So that would be,
[3:39:45]
can I think it should be that way, right? If
[3:39:48]
Staff show up at a door and the dog there,
[3:39:50]
that's not licensed. He is your license. Here's the bill.
[3:39:55]
That should be process. And then put it on method.
[3:39:59]
Put it on the power B owner to. Prove that
[3:40:03]
it's not their dog. Or that they deserve an exception.
[3:40:15]
Okay. That's where I followed. So I will need direction
[3:40:18]
on whatever we're doing, whether we're charging or if we're
[3:40:22]
sending out a bill or if we're going whatever or
[3:40:24]
doing nothing. That's what we need. To know. What's the
[3:40:28]
resolution district? So the board.
[3:40:43]
I have a look. At the canine control by law
[3:40:45]
enforcement. Frictions. In a long time slightly. I remember what
[3:40:48]
it says. Sort of billing return debt. Anytime those pieces.
[3:41:20]
The. B - 26th age. Controlled Dog Count and other
[3:41:26]
matters were Purples Pro. And the Resolution reads, it resolved
[3:41:31]
that Council receives the metal cannot control. com, other matters.
[3:41:35]
And further that Council Direct staff to follow up with
[3:41:37]
properties that were found to have doll register. And further
[3:41:41]
that these properties be given 30 days. And further that
[3:41:44]
following these 30 days, can I control will issue fines
[3:41:47]
for unregistered line. So. We're now 38 past
[3:41:57]
that. So I guess so just that kind of renders
[3:41:59]
what the FBMer is writing that. Will happen, but. It's
[3:42:03]
already been a resolution. That's why I said like, cause
[3:42:06]
Brad had this whole thing about having to travel and
[3:42:09]
all that stuff. And we said, no, this is what
[3:42:10]
we're doing. It was a shorter scope. For now. We've
[3:42:14]
gone past that. Yeah. So thank you. Connor. So what
[3:42:21]
is, so what is the direction? How issue is fine.
[3:42:25]
That's what's already said that he should be issuing fun.
[3:42:30]
Yeah. Sorry, this is where I'm coming from. It's like,
[3:42:33]
I remember the last meeting we kind of already did
[3:42:35]
this. So to come here now, the Reedo is not
[3:42:37]
worth it. Like we already had this injection. If you
[3:42:41]
need context for any type of research, you're writing that
[3:42:44]
resolution was 2026. 0531. And it was from the May.
[3:42:52]
Here. Let me get back to that. 2026, 05, 31.
[3:42:58]
What's from the May 26. Meeting.
[3:43:19]
Followed the word. So I guess I got to ask
[3:43:29]
that that was already the previous direction from May. I
[3:43:32]
guess, how was it. I guess why are we here.
[3:43:36]
Because then this is like this kind of, I think
[3:43:38]
there was another quest for an update. But then the
[3:43:42]
update shouldn't have been this, the update should have been,
[3:43:45]
I find all of. The, I'm not sure that the
[3:43:49]
previous reports outlined the cost of that. So we wanted
[3:43:53]
to bring those, what the fact that the costs will
[3:43:57]
far exceed any fine or permit revenue. Just because this
[3:44:03]
is Brad's, this isn't going through the, whatever the graduate
[3:44:07]
is going to take matter of how time, assuming is
[3:44:09]
it to verify for Resident Evil. How far each roughly.
[3:44:14]
And then they cited our museum. And I'm just saying
[3:44:17]
there. I think, yeah, we made the decision already is
[3:44:20]
my point. And now here we are arguing, like it's
[3:44:23]
kind of like this, this is just breeze past previous
[3:44:25]
motion. This is like what I'm going to try now
[3:44:29]
to understand. Tried to just make and Council fully aware.
[3:44:35]
Of. The applications of that motion. Okay. Let's draft implications
[3:44:41]
with the word I was trying to find. Okay everybody's
[3:44:47]
all right. Um, move by Lauren's like my file. You
[3:44:51]
saw the Council receives the report doctrine update for information
[3:44:54]
purpose. And further that the 2026 - 0530 - 31
[3:45:02]
from Maine 2026 meeting the employment. Any questions on there.
[3:45:17]
What is Just try to answer. Do you know if
[3:45:24]
he's issued a client on the property with the paper.
[3:45:28]
I won't discuss specific cases and helping Council sessions. So
[3:45:32]
you could ask me after. Discussing. If I fill second

[3:46:41]
Here is all of the Council received the correspondence listed
[3:46:43]
on the Tuesday, August 11, 2026 Council Agenda. Favourite.
[3:47:00]
Can we counsel report. County Council as meeting on Turs.
[3:47:08]
Talk about. Minister Denification?
[3:47:19]
That news? I couldn't have that. That's number two. Oh,
[3:47:24]
okay. What was Ken? Take one. No, he can't. Cancelling.
[3:47:29]
Okay. Yes.
[3:47:52]
Council updates. Anybody put up to something or his summer's
[3:47:55]
taken over. He's pretty quiet. We did meet with the
[3:48:00]
OTP, which I touched on previously. Um, it's just the
[3:48:04]
chairs of the Respective Wards. That was July. Um, letter
[3:48:10]
record has met once briefly just to talk with the
[3:48:14]
stuff. Just to get, make sure things are going. As
[3:48:20]
his. Just what is happening. About.
[3:48:32]
Anybody with some new business? So there's that type of
[3:48:36]
federation. There. Producers having the barbecue tonight. I think everybody
[3:48:40]
got invited by the two. It's a name, right. Might
[3:48:44]
be worth going to. Have a nice new fire. Have
[3:48:48]
I ever seen a house. Hit miss. I had a
[3:48:54]
very, very. Nice move actually. It's not creep with our
[3:48:57]
new CAO at the county. He said. She's got a
[3:49:02]
lot of ideas, which is good. I told her some
[3:49:05]
of it. We're probably going to get her fired. And
[3:49:07]
she said, I'm okay with that. So I said, well,
[3:49:11]
then I think we're going to get a long justified.
[3:49:14]
So. Uh, yeah. So I think we'll see how that
[3:49:19]
goes, but I think. There's certainly a new energy there
[3:49:23]
anyways. But she's free to table. And I think that
[3:49:30]
was the hope. Yeah, she. Has.
[3:49:41]
Apparently they weren't going to be on what changed it
[3:49:44]
mentioned. A new business Decider would have new business. Why
[3:49:52]
don't we do closed session. Could we do a new
[3:49:57]
business app? Cause there might be something that comes out
[3:49:59]
of closed session. That might be under new business. We'll
[3:50:02]
see. Or you could include that promotion, the rising report
[3:50:05]
motion. Well, we might, we'll talk about in a closed
[3:50:10]
session, but it might be a discussion that has to
[3:50:12]
be an open session. That's what I'm asking. So if
[3:50:15]
we can hold on to new business. Okay, fine, still
[3:50:19]
around, I also have to leave. To make now. I'll
[3:50:23]
stick around. For people. I need. Help. Don't notice the
[3:50:28]
motion. You've got one. I lost. By. Love. Essentially, not,
[3:50:37]
it needs to be deferred. So I don't think we
[3:50:42]
would be, I don't think we need to pass a
[3:50:43]
resolution. We'll just put deferred. Yeah. I've just been going
[3:50:46]
to set this. So. I have to let Paul Malmore
[3:50:51]
come into Close session. So you can sneak in a.
[3:51:01]

[3:51:03]

We resolve the Council receives confidential report sale of town
[5:14:24]
grab fit in Southgate. Pool of sale. I've heard of
[5:14:28]
that Council approves the sales of the property located at
[5:14:31]
046384. Surfgate road - 04 Southgate, Ontario to be an
[5:14:38]

authorized the CAO to work with the Councilici to conclude

the sale. Equals to the favor.

[5:15:49]

[5:16:06]
By James, second by Paul, he resolved the Council receives
[5:16:09]

[5:16:13]
Gluci.
[5:16:25]
Gonna circle back to new business. Okay. You wish this,
[5:16:28]
the last. And I
[5:16:38]
get, so. Talk. A lot about. Where funding comes. Corree,
[5:16:45]
but certain one of those things. And I don't know
[5:16:49]
if this is feeds or not. What I would say
[5:16:52]
was just throwing in a preserve. My suggestion would be
[5:16:55]
to take half the money and create an endowment. Part.
[5:17:00]
Charles, the anomaly fund is that you never have access
[5:17:03]
to whatever capital you put in. But you have in
[5:17:08]
perpetuity, you have interest. And so it's not a whole
[5:17:13]
lot, but it's something that wouldn't just be property taxes.
[5:17:19]
Whether we set up our own, I don't even know
[5:17:21]
if we're allowed to. I'm assuming we could. Hand it
[5:17:25]
to the Duffy Community Country. I'm assuming we could do
[5:17:28]
that. But that managed for us. Or we have to
[5:17:32]
set up our own. But I. Just, I've been taking
[5:17:37]
a lot. About how we talk about where do we
[5:17:40]
get our money from. We only have property taxes. So
[5:17:42]
at least we have an opportunity here to at least
[5:17:45]
start something different. It wouldn't be a whole hell of
[5:17:50]
a lot of year, but we have other properties that
[5:17:52]
are surplus. We're probably going to sound. Next turn, then
[5:17:57]
maybe the next term council would add to it. And
[5:18:00]
if you can build up an invalidment pun, you can
[5:18:03]
eventually have a source of continual. I'm going to call
[5:18:08]
it a, well, revenue is the right word. That separate
[5:18:12]
property taxes. And that's what we, because for the four
[5:18:15]
seedful future, that's all we found. Right? We've got property
[5:18:18]
tax, and it's mostly resentful. And I think we need
[5:18:22]
to try something different. And that's one way of doing
[5:18:26]
differently. Grab it. Okay, so we put in a reserve,
[5:18:29]
and we don't make anything you'd be, we're going to
[5:18:31]
use the reserves. And then they're all. So that was
[5:18:37]
my gospel. It's a different federal. That's a community foundation.
[5:18:42]
And I don't know how to know what we've heard.
[5:18:46]
It lasted money with them. Bascular Museum of Dufford did,
[5:18:51]
and we're not that much different than the museum with
[5:18:53]
Doughton. First Rex took out the profit. Any comments. I'm
[5:19:01]
going to be an idea. Yeah, I will. Those two
[5:19:07]
James and Lauren. First. Give the floor ball. Okay, thank
[5:19:16]
you, Richard. Um, through you, if nothing else, LES would
[5:19:20]
have, is it one financial or whatever their group is
[5:19:24]
for investments? But I, depending on what Staff say, as
[5:19:28]
far as the limited, like it's got to be low
[5:19:30]
risk, uh, zero risk or whatever, something like that. If
[5:19:34]
I remember. From some of their discussions at conferences, so
[5:19:40]
that'd be another option if we wanted to invest. Did
[5:19:48]
you have, I'm just curious right now, have you had
[5:19:50]
any of what would this interest be used for, which
[5:19:52]
I'm like for community grants. Or are we talking for
[5:19:56]
interest to outside walks? Or what are we interested. I
[5:20:00]
think B up for, I'm throwing it to General Revenue,
[5:20:03]
right? Is what I would be. Right. Like I'm, I'm,
[5:20:06]
I'm searching for different Revenue streets. That's on search for.
[5:20:13]
Okay. That's the idea behind. Right? The flip side is
[5:20:17]
you don't have access to the principle. Right. So like
[5:20:23]
a cemetery reserve, we can't touch. It. What have you
[5:20:29]
and one financial, I guess in way you want to
[5:20:30]
make sure you don't. But. Um, just from staff, what
[5:20:35]
is we have to take some money out of the
[5:20:38]
funding to cover the lot we purchased at the West
[5:20:40]
Pa No east. Back alley? I had, I had that
[5:20:48]
number. I don't. 225 would pay for it, I think.
[5:20:52]
Oh, that's right. Okay. I think it's 225, we paid.
[5:20:55]
So we need to take that count back to that.
[5:20:57]
That's 225. And then, uh, yeah, the rest weekend decided.
[5:21:05]
Do you want. So he decided his meeting. Sorry, Paul.
[5:21:10]
Has to be decided this meeting? No, and I'll tell
[5:21:20]
you why, because you're not spending it. We're also on
[5:21:22]
technically getting in until what was their completion date. So
[5:21:27]
yeah, we'll get the money some 10 night or something
[5:21:29]
like that. Yeah. Like a week or two after clothes
[5:21:31]
and stuff. Like the next term of council too. So
[5:21:35]
we've been all the time to figure out it. Do
[5:21:37]
you want to report back on usability of this announcement.
[5:21:42]
Idea. Well, if nobody likes there, I figured I'd ask
[5:21:48]
if not, he likes the ID. I don't have to
[5:21:49]
do it anymore. It's kind of handy. Yes. Exactly. I
[5:21:53]
like it. I can get ideas that I have to
[5:21:56]
do more work, which I can do. Okay. I don't
[5:21:58]
mind doing. Okay. I personally all in favor of investing.
[5:22:03]
I mean, we've done it now in Fireboard, the BIA.
[5:22:05]
If that made it, definitely, no risk is good. I
[5:22:09]
don't really like the idea of not having access to
[5:22:11]
the principal only because of how, seeing how things can
[5:22:15]
arise and how this TARD has struggled to maybe expect
[5:22:19]
as a call. It's nice to just kind of have
[5:22:21]
a little bit of a leg out. Um, sorry. Anyway,
[5:22:27]
that's international that's it. Like I could keep going for
[5:22:30]
those type of head. I mean, we know we're going
[5:22:32]
to have their projects coming up. We know we're going
[5:22:34]
to get hit with some surprises and who the heck
[5:22:36]
knows who's going to go on, which means community centred
[5:22:38]
by a car, whatever. Um, I don't want to just
[5:22:41]
extend it because we have it, but I think it's,
[5:22:44]
I'd like to still have access to it. You know.
[5:22:51]
I agree with Deputy Maris. Suggestion. I don't know if
[5:22:57]
that's the right direction. In terms of, or the right
[5:23:01]
tool. But in general, I don't want to have access
[5:23:04]
to it because that's where we are right now. Because
[5:23:07]
we have access to a larger reserve. So we dig
[5:23:10]
into it. And screwing shots. That's the problem. Because we
[5:23:16]
say, Oh, we can just take it on a reserve.
[5:23:18]
See, bakers, those bad players, which we don't do. Doesn't
[5:23:21]
don't have enough money. So then we're right back. To
[5:23:26]
square one. That's a problem. Like I understand what you're
[5:23:29]
saying. But having that easy access is part of the
[5:23:35]
situation. Part of the problem that's got us here at
[5:23:38]
first because we have had access to the funds. But
[5:23:42]
I think also how we ended last year in that
[5:23:45]
emergency meeting had to do because we had no money
[5:23:47]
and all these other things. And now the other thing
[5:23:49]
that was a cash flow. Yeah. And BK, we also
[5:23:53]
have no reserves. You know what I mean? And like
[5:23:55]
now we could potentially have something that mortal run. Comes
[5:23:58]
from. I could be smart enough. Well, then we have
[5:24:01]
to start painting our reserves back. Which is separate from
[5:24:05]
that. See the problem with land is they're not making
[5:24:08]
any more of it. And so without the properties. Offload
[5:24:18]
them with the money in. But my biggest thing is,
[5:24:21]
is the return of these places. It's like. One percent
[5:24:25]
is not a return. That just covers the bank charges
[5:24:27]
and administration fees. That's my only. But you know that.
[5:24:38]
S what money we don't have now. We don't have.
[5:24:43]
So all we had was a lot of there. So
[5:24:44]
now we'll have 600, 000 dollars. Just take the interest
[5:24:50]
off of that as a Regustream. Excuse Paul. Thank
[5:25:00]
you, Urshi. I would lean. So either we can get
[5:25:03]
a report, but I would lean that sale of land
[5:25:07]
goes towards purchase of another piece. We're going to have
[5:25:09]
purchases in the future here as we grow. Um, that
[5:25:14]
down payment should pay for something that we're going to
[5:25:17]
need. Um, but I'm fine. Like I would move a
[5:25:21]
motion that we get direction on the feasibility of an
[5:25:24]
endowment or investing into, uh, one with LAS, one financial
[5:25:29]
or whatever it's called. But that would be as far
[5:25:32]
as I want to go at the moment. Just to
[5:25:35]
get a report pack. I also concur with buying another
[5:25:42]
property that we're going to have. To get in place.
[5:25:46]
Everyone can't jeopardize locking out half to put that money
[5:25:50]
as. And then now having access to it. Then you
[5:25:53]
can't use it device as properly. No, I said where
[5:25:57]
I'm coming from. Like why locking up if we're going
[5:25:59]
to spend it. Set up the doll in for a
[5:26:02]
certain time too. Why don't that go down to do
[5:26:06]
it. Oh, I want to do stuff. Staff looking. Can
[5:26:16]
I offer one more option? No for us to consider.
[5:26:21]
Can we pay back some of the internal bar money
[5:26:24]
that we have already. So the issue that we have
[5:26:27]
is that we know that we have internal borrowing. We
[5:26:30]
don't have necessarily a plan to repair. For the existing.
[5:26:38]
I'm not talking about the DC that we're going to
[5:26:40]
be borrowing with competition. I'm talking about the other ones.
[5:26:47]
This before long way to closing that gap. I mean,
[5:26:52]
I just thought I'd put it up there. Also, I
[5:26:55]
have to, so you have like money. So, so just
[5:27:00]
I think I kind of tried to touch on it
[5:27:03]
a while ago when I asked for a report on
[5:27:04]
where we were in December to June, but I think
[5:27:07]
we need, if we're going to do that, we need
[5:27:10]
to report on what, cause that's funding that we spent
[5:27:12]
without any tracking or control. Right. If that's going to
[5:27:16]
go back to repaid, not DCs, like it's not just
[5:27:20]
an internal cash flow thing. I think we need to
[5:27:22]
figure out what did we spend that we didn't have
[5:27:24]
money for. And if it, if it, if we need
[5:27:27]
half a million dollars of suns, repay stuff that we've
[5:27:30]
purchased or expended without knowing what the funding source was,
[5:27:35]
I think that's a, that's a very concerning, predicament we
[5:27:40]
find ourselves in. So thank you, Mr. Man, that was,
[5:27:44]
I think there were parts that I've already provided to
[5:27:47]
date. There was a horse of investigations that I had
[5:27:51]
done. I mean, for instance, purchasing that peaceful end that
[5:27:56]
we're talking about repaying that is a perfect example of
[5:27:59]
something that we had to take money out, but we
[5:28:02]
didn't have the money in our budget. Um, there were
[5:28:08]
other instances where for cash flow purposes, um, the money
[5:28:13]
was moved from reserves into our operated back end. And
[5:28:17]
it just, I think it was a regular practice before.
[5:28:20]
In some cases, it did get repaid. But based on
[5:28:23]
the analysis, I still had more to pay back. It
[5:28:31]
would be more directly related to property tabs. So rears
[5:28:34]
that we had to casually flow it from reserves. Versus
[5:28:42]
purchases life gated block. That was not budgeted for, I
[5:28:46]
can't think of any other purchases that we did that
[5:28:49]
were going on funded by the budget. So any direction
[5:28:54]
to Staff at this point is it's just a more
[5:28:58]
consideration. I like the idea. I'd make a motion that
[5:29:03]
we have a staff report back on the feasibility of
[5:29:06]
an endowment investing with, uh, LAS or what Steven just
[5:29:11]
asked for. Those three options. I think we need to
[5:29:14]
give it some consideration. So I think we need some
[5:29:17]
information to make that decision. Just information everything.
[5:29:28]
You'd have to find a second here, but that'd be
[5:29:31]
what I'd do. Sorry. I was thinking about.
[5:29:44]
Yeah. Just more, I mean, this will come back quick.
[5:29:48]
Yeah. Theft community foundation, they guarantee a five percent return.
[5:29:53]
They have to discredit five percent of their funds that
[5:29:57]
are invested every year. They've been making, while over five
[5:30:02]
percent a year, they take, they take two percent.
[5:30:12]
And then they do invest either AD. If they make
[5:30:16]
more, if the option of giving up five percent or
[5:30:21]
reinvesting it like increasing the size of these element, you
[5:30:25]
can have any sort of trouble if you need it.
[5:30:30]
And you can have up to 50 percent of the
[5:30:32]
fact. If you're in a crisis situation. The court has
[5:30:35]
to prove that. The other 50 percent is that block
[5:30:39]
in. That is the downside of having an outlet. The
[5:30:44]
upside of it is you have money. To be. Most
[5:30:49]
of us can sort of allow five since years of
[5:30:51]
extremely well though. You know, the world around excuses. They've
[5:30:56]
had a lot of really good. They have one really
[5:30:58]
bad year. Bay five years in midtines. In the past
[5:31:03]
few years. So is there a, we have a Paul
[5:31:08]
moved devotion that Staff Report back on the endowment planned
[5:31:12]
idea, the one investment program. And the Call and Reserve
[5:31:18]
payback. Jamie's second did it. I'm assuming this will come
[5:31:25]
look at recommendation. I already know what Stevens. I mean,
[5:31:31]
we can all recite him now every time we know
[5:31:34]
where that's fun. It's just in a different pocket. Let's
[5:31:40]
put it to the wraith pocket. That's me. Is that
[5:31:47]
all for conventions to make? Yep. Okay. Give me a
[5:31:53]
link so I can make down so we don't have
[5:31:54]
to get it in the Stafford on us resolution. Go
[5:32:02]
ahead. I'll catch up on this action. But you know,
[5:32:05]
if there's. My felon
[5:32:15]
second, my Lauren, he was ultimately given to introduce a
[5:32:19]
biological. Confirm the proceedings. Of the regular Council Meeting on
[5:32:23]
LDON Tuesday, August 11, 2026. And it'd be given the
[5:32:28]
necessary readings and asked a number as Bylaw 2026 -
[5:32:33]
48 on favourite.
[5:32:44]
Okay. You already did. You already told us the list.
[5:32:48]
So I'm just writing the camera. Okay. Move by James.
[5:32:54]
Sign of my poll. He resolved that we now do
[5:32:57]
adjourn this regular Council meeting at. 323. P. m. To
[5:33:06]
me again for a regular Council meeting on September the
[5:33:09]
8, 2026 6 p. m. or it's called in there.
[5:33:13]
Favor. Seeking for the 6 p. m. September's back to
[5:33:18]
two meetings. What.
