[2:00] there's not a ton to report on since a

[2:02] couple weeks ago.

[2:03] Um, I did want to plug the 70th annual

[2:06] Concours d'Elegance, which will be

[2:07] taking place on June 28th, and tickets

[2:10] are available at the website below.

[2:14] Oh, and then it's the 100th anniversary

[2:16] of the Mercedes-Benz Corporation, so

[2:18] that's what they'll be highlighting this

[2:19] year.

[2:22] Thank you to everyone who attended the

[2:23] town pride event on June 9th, couple

[2:26] pictures from the day. Huge thank you to

[2:28] our youth commission for organizing the

[2:30] event and taking care of all the

[2:32] details, as well as staff from our city

[2:34] manager's office, and of course public

[2:36] works for the setup and takedown. It was

[2:38] well attended and a beautiful day, great

[2:40] speakers.

[2:43] Rethink waste summer swap. Um, this is a

[2:46] great event that they put on to um,

[2:49] discourage waste and throwing things

[2:51] away, trying to find another life for

[2:53] things, and there is

[2:54] um,

[2:55] requirements of they must be donated in

[2:57] good or fair condition, and then the

[2:59] link is available so you can see what

[3:00] items are available to swap, and that's

[3:02] on June 20th.

[3:06] Reminder about fireworks, uh, even

[3:08] though some other jurisdictions do

[3:10] permit fireworks, uh, Burlingame,

[3:12] Hillsborough, and Millbrae do not. They

[3:14] are all prohibited and illegal, um, and

[3:16] make sure to call and report if you

[8:03] would like to ask our city attorney,

[8:04] Christopher Diaz, to explain the

[8:06] requirements of Proposition 218

[8:09] governing this public hearing and the

[8:11] proposed rate adoption.

[8:17] » Thank you, Vice Mayor Rackstell. Um so,

[8:19] yes, um as we noted last um council

[8:22] meeting and we'll note here today as

[8:24] well, this public hearing was set in

[8:26] compliance with Proposition 218.

[8:28] The town mailed the notice of the June

[8:30] 8th public hearing to the record

[8:31] property owners subject to the

[8:32] imposition of the proposed water rates

[8:34] and tenants directly liable for the

[8:36] payment of such rates. For example, the

[8:39] customers of record who are not property

[8:40] owners were sent notices more than 45

[8:43] days prior to the date of this public

[8:44] hearing.

[8:47] At the June 8th public hearing, the city

[8:48] council continued the hearing to today's

[8:50] date and that's why we're here this

[8:51] evening.

[8:52] The purpose of the public hearing is to

[8:54] is for the city council to hear all oral

[8:55] testimony and consider all written

[8:57] protests concerning the proposed rate

[8:59] increases.

[9:00] It is also held to determine whether

[9:02] there is a majority protest to the

[9:03] proposed rates and whether to proceed

[9:05] with the adoption of the proposed rates.

[9:07] Members of the public who do not who did

[9:09] not provide testimony on June 8th are

[9:11] invited to provide oral testimony during

[9:12] tonight's public hearing.

[9:14] In addition, property owners and tenants

[9:16] may submit a written protest by hand

[9:17] delivering it to the city clerk prior to

[9:19] the close of the public hearing.

[9:21] Property owners and tenants are not

[9:22] required to provide oral testimony at

[9:24] today's hearing in order to in order for

[9:26] your written protest to be counted

[9:28] toward determining whether a majority

[9:29] protest exists.

[9:31] However, oral testimony without a

[9:32] written protest will not be counted when

[9:34] determining whether a majority protest

[9:36] exists.

[9:37] The public hearing will be closed after

[9:39] the City Council has heard and

[9:40] considered all oral testimony on these

[9:42] items.

[9:43] So, in order to be counted, protests

[9:45] must be in writing, state that you are

[9:46] protesting the proposed water rate

[9:48] increases, include the name of the

[9:49] property owner or tenant, the assessor's

[9:51] parcel number or service address, and

[9:53] signature of the person submitting the

[9:55] written protest. Any protest submitted

[9:57] by email or other electronic means will

[9:59] not be accepted as a formal written

[10:01] protest.

[10:02] All valid protests submitted to the town

[10:04] by mail or hand-delivered prior to

[10:06] today's public hearing and received by

[10:07] the City Clerk since the notice of the

[10:09] public hearing was mailed will be

[10:10] counted.

[10:12] If written protests against the proposed

[10:13] rate increases are presented by owners

[10:15] or tenants of a majority of the

[10:17] identified parcels upon which the

[10:19] proposed uh water rates are to be

[10:21] imposed, the City Council may not impose

[10:23] the rate increases. Conversely, if there

[10:26] is no majority protest, the City Council

[10:27] may impose the rate increases. Pursuant

[10:30] to state law governing Proposition 218

[10:32] in determining whether a majority

[10:33] protest exists, only one written protest

[10:36] per parcel may be counted. Thank you.

[12:51] proposed rates.

[13:04] proposed rates for water rates.

[13:08] consider the proposed resolution

[13:10] adopting maximum rates for water service

[13:12] charges and authorizing the

[13:14] implementation of revenue stabilization

[13:16] factors to the volume charge rates as

[13:18] necessary and taking other actions

[13:53] water rate changes charges. Um

[13:57] every year we are subject to uh

[14:01] evaluate. And we will have an

[14:03] opportunity to discuss the rate to see

[14:05] if the revenue is sustainable uh in

[14:08] terms of supporting our operations. So,

[14:11] I just want to make that clear to the um

[14:14] our

[14:15] uh to our town residents that every year

[14:18] we will be reviewing this operations and

[14:21] the revenues to see if uh there is

[14:24] probable cause to continue to have the

[14:27] prop 218 um

[14:30] rate increases.

[14:37] Uh Vice Mayor Ringstale, I I want to uh

[14:41] emphasize how important uh what uh

[14:44] Councilmember Schwang just said. And I

[14:47] want to remind people that these are

[14:48] maximum rates. So, they're not

[14:51] necessarily the rate, but they are the

[14:54] maximum that can be charged. So, I think

[14:57] your council will do its level best to

[15:00] make sure that everything as

[15:03] Councilmember Schwang said, it meets our

[15:05] financial goals, but also is fair and

[15:09] transparent for the public.

[15:14] >> Yes, and I would just like to thank my

[15:16] colleagues on the dais this afternoon

[15:18] for clarifying those two important

[15:20] issues.

[15:21] And also further emphasizing

[15:24] that

[15:25] it's it's revenue stabilization effort

[15:29] on the way because there are other

[15:31] parameters that are changing

[15:33] which includes the cost of purchase of

[15:35] water

[15:37] as well as

[15:38] replacing aging infrastructures

[15:41] as well as addressing um

[15:45] recent rulings that are conflicted in

[15:47] terms of where we should be which

[15:49] direction we should be moving and I I

[15:51] think I'm Councilmember Truong

[15:53] um hit the nail on the head.

[15:56] This is something that will be assessed

[15:58] on an annual basis going forward.

[16:01] And I know some residents have reached

[16:02] out to me personally and expressed

[16:05] concern that they are making tremendous

[16:08] effort to conserve water and they were

[16:10] concerned that the rates are going up.

[16:13] Um unfortunately, you still need to

[16:14] project out your revenue to make sure

[16:17] you can fund your water system. So, as

[16:20] the as people become really good at

[16:22] conserving water and other parameters

[16:24] are changing such as the cost of water

[16:26] because of climate and

[16:28] how much snow we have etc. etc. and

[16:31] replacing aging infrastructure.

[16:33] The shift in that cost continues and

[16:35] it's beyond our control. So, those are

[16:38] some of the parameters that's moving

[16:40] this number. And I I think the the

[16:42] bottom line is this is something that

[16:44] will be reevaluated annually.

[16:47] And the residents need to be reassured

[16:49] that this is something that is critical

[16:52] in terms of just

[16:55] the basic um operation of the town and

[16:58] the council and especially the staff the

[17:01] finance staff keep a very close eye on

[17:03] this.

[17:04] So, thank you very much to the staff

[17:06] that have worked on this for the past

[17:08] several years.

[17:10] I know it's been quite challenging at

[17:11] times.

[17:12] Much appreciated.

[23:13] >> Just really briefly, I came from uh One

[23:16] Shoreline meeting uh this afternoon and

[23:18] I want to report that the board adopted

[23:22] the One Shoreline work plan,

[23:25] flood zones budget, operating budget,

[23:28] and capital

[23:30] uh projects budget. Um one of the things

[23:33] that I want to highlight is that um

[23:35] we also adopted a resolution to accept a

[23:39] grant of 9,620

[23:43] uh sorry, 962,500

[23:47] um

[23:47] from the San Francisco Bay Restoration

[23:51] Authority to for the planning and design

[23:54] of the Brisbane Liv- Living Shoreline

[23:57] project. And I the reason that I want to

[24:00] highlight that is because we all drive

[24:02] on 101. And if you see the freeway um on

[24:06] the shores, you will see the roads are

[24:09] uh the bank is uh eroding to the oceans.

[24:13] So, this is why um

[24:15] all these projects from the One

[24:16] Shorelines are critical to all of us,

[24:19] even though Hillsborough sits on the

[24:21] hill. Um we all drive on 101, and so it

[24:26] is critical that we have those repair

[24:28] and um

[24:30] uh it does impact all of us. So, I want

[24:33] to thank Hillsborough, my council

[24:35] colleague, who continue to support

[24:37] membership uh to the One Shoreline, and

[24:41] I continue to um

[24:43] want to um applaud One Shoreline for

[24:46] doing all these critical projects. Thank

[24:48] you.

[24:50] >> Thank you for that. Uh that is a is very

[24:53] important. We are so interconnected here

[24:55] in all of San Mateo County, and uh we

[24:58] really appreciate your work on that on

[25:00] that board. Thank you. And anyone else
