[0:00]
I'm going to go ahead and um call the
[0:03]
meeting to order. Uh so um could I have
[0:08]
a roll call vote please? And we'll start
[0:11]
with those that are remote.
[0:13]
» Emily Fine,
[0:16]
» Mike Parad,
[0:19]
» Selena Thomas present, and Veronica Keel
[0:23]
present. Uh Anna is trying to sign in.
[0:27]
So Anna is gonna um
[0:32]
[clears throat] just [cough]
[0:34]
[snorts]
[0:41]
All right. [clears throat] So um Anna
[0:42]
Wilkins is going to be able to join us.
[0:45]
She's trying to sign into the Zoom. So
[0:48]
as soon as she's in the Zoom, we'll
[0:50]
we'll have her with us as well. Um did I
[0:53]
say Veronica Cal present?
[0:55]
» Yes.
[0:55]
» Okay. Thank you. And Emily Fine is
[0:58]
remote. All right. Um,
[1:01]
the meeting is being recorded by TCAM
[1:04]
and it'll be uploaded to the YouTube
[1:07]
channel after the fact. [clears throat]
[1:09]
Uh, is anybody else recording?
[1:13]
Doesn't seem. All right. Um, I have no
[1:17]
topics unanticipated 48 hours in
[1:20]
advance. Does anyone else
[1:24]
anything else? I just want to double
[1:26]
check the agenda real quick.
[1:28]
» Okay, it's pretty brief.
[1:31]
[clears throat]
[1:33]
Um while uh Selena's looking at the
[1:35]
agenda, Tam, this is for you. Um I have
[1:40]
another message for Anna. Uh
[1:43]
uh if you could allow Selena to screen
[1:46]
share, that would be great. she's our
[1:49]
screen share person. So I don't know
[1:51]
what we're going to be screen sharing
[1:53]
but probably the CR but just so that
[1:56]
she's able to do that.
[1:59]
» So um for the agenda
[2:03]
» That face salter is Anna. I believe last
[2:07]
meeting we postponed talking about the
[2:11]
um
[2:12]
the conservation restriction plan from
[2:16]
Dillis and Roy the map.
[2:18]
» Oh,
[2:21]
I I assumed we were going to look at
[2:23]
that under review of CR and next step.
[2:25]
» That was my only
[2:26]
» Because it's an appendix, correct?
[2:28]
» Okay. I think so.
[2:29]
» Yeah. So, I'm not going to add that that
[2:32]
we'll just roll that in as part of the
[2:35]
CR because it is part of the CR.
[2:39]
» So, okay. What's the do?
[2:45]
» That's the one that legal data select
[2:48]
board. Correct. That one or is there
[2:51]
» Um I think this one came in a No, you're
[2:54]
right. We did look at the select board
[2:56]
meeting. Yes,
[2:57]
» It's that same one. Okay. Um, hi Anna.
[3:02]
We're happy to have you here. So, Anna
[3:04]
Wilkins from North County Land Trust has
[3:07]
joined us.
[3:10]
And um, Selena had asked whether we were
[3:14]
going to look at the um, map for Dillis
[3:17]
and Roy. And in my mind, we were doing
[3:19]
that under 2.1 re review of the CR and
[3:23]
next steps because it is an appendix
[3:26]
um for the CR and we're going to be
[3:28]
looking at all of those. Okay. So um
[3:34]
[clears throat] all right. And uh I'm
[3:37]
moving on to 1.4, the review and approve
[3:40]
the meeting minutes for 35 2026.
[3:44]
Um is there a motion?
[3:48]
Um,
[3:49]
Selena Thomas, I have a motion to
[3:53]
uh approve the meeting minutes for March
[3:57]
5th.
[3:58]
» Second.
[3:59]
» All right. Mike Plaid has seconded. Is
[4:02]
there any um comment on the minute?
[4:05]
» I had one comment. Um, actually, I
[4:09]
should pull them up, shouldn't I?
[4:14]
» [clears throat]
[4:17]
» Um, so my comment was in the section
[4:21]
2.2.
[4:23]
I believe there is a typo.
[4:26]
Um,
[4:29]
I believe it says BMP instead of BDR.
[4:37]
Of course, I don't have those saved
[4:38]
anywhere. [clears throat]
[4:41]
» I have it.
[4:44]
Uh this is the CR committee.
[4:48]
Um
[4:55]
there
[4:59]
» What's what section is it?
[5:01]
» Uh 2.2
[5:09]
document.
[5:11]
» Um The baseline document report will
[5:14]
need to include one, two, three,
[5:18]
» The habit
[5:19]
» As an appendix to the BMP.
[5:22]
» That would be the BDR.
[5:23]
» Oh,
[5:24]
» Okay.
[5:27]
» That's what I remember.
[5:28]
» That's what I thought too.
[5:30]
» Yeah. All right.
[5:35]
[clears throat] Okay.
[5:37]
Um, any other edits? So, are we good
[5:40]
with that edit? I am.
[5:42]
» So, so what do you should I do something
[5:47]
with the minutes then? Should I
[5:50]
» Should I fix the typo and send them to
[5:54]
Sabrina? Is that what I should do?
[5:56]
» Uh, no. You should let me edit it. And
[5:59]
okay,
[6:00]
» And if this is are there any and then I
[6:03]
will submit to I send them to the town
[6:06]
clerk to be stamped in
[6:08]
» And then he puts them up online for us.
[6:12]
» So um uh so I'll I'll change BMP to BDR.
[6:17]
Is there anything else at all?
[6:20]
» No.
[6:22]
Um
[6:26]
all right in that case uh is there uh we
[6:30]
need to vote to accept the minutes. So
[6:33]
um let's start remotely with um Emily.
[6:38]
» Should we say to accept the minutes with
[6:42]
the typo corrected?
[6:44]
» Uh yes. So maybe we need a motion to
[6:48]
» Emily. Emily fine. Yes.
[6:50]
» Okay.
[6:51]
» Like pot said. Yes.
[6:52]
» Okay. Selena Thomas. Yes. And Veronica
[6:55]
Kelly. All right. I will make that
[6:58]
change and submit it to the town clerk.
[7:04]
All right. Uh our next thing is the
[7:07]
review of the CR and next steps. So what
[7:10]
I uh so and this this is looking at the
[7:13]
appendices making sure we have what we
[7:16]
need. Selena had sent uh when she sent
[7:19]
the CR update from the last meeting, she
[7:23]
sent three things that we needed to look
[7:25]
at.
[7:28]
So, [clears throat] do you want to
[7:32]
um
[7:35]
did we want to start with this?
[7:38]
» Yeah. At the top. Yeah.
[7:47]
Or do we want to start with the map from
[7:49]
Dillis and Roy? What do you think?
[7:53]
» What would you guys like to start with?
[7:55]
The map from Dillis and Roy or the CR?
[7:58]
Any strong opinions on that?
[8:01]
» No strong opinions, but I think the the
[8:03]
map might be pretty easy. We might
[8:07]
» Yeah, let's do that so that we actually
[8:09]
get to it this week. [laughter]
[8:11]
Yeah. So we'll stop with start with the
[8:14]
math.
[8:16]
So
[8:20]
» Okay and actually um is is it possible
[8:23]
for me to share my screen because I I
[8:26]
edited the PDF with comments.
[8:29]
Um which might be easier to talk through
[8:33]
» The PDF of the
[8:35]
» The map.
[8:36]
» The map.
[8:37]
» Yeah.
[8:37]
» Okay. What do you think, Selena?
[8:39]
» Yeah, I think that would be good. Okay.
[8:46]
All right.
[8:49]
Can you see this?
[8:51]
» Yes.
[8:52]
» Okay. So, the um the original lines are
[8:56]
the red ones. Um I think you know unless
[9:00]
it's needed. So the thing that strikes
[9:04]
me is that with it as it is, the these
[9:08]
kind of fingers are on their own or or
[9:12]
aren't necessarily contiguous with the
[9:15]
rest of the conserved area.
[9:18]
This shape here, this narrow strip is um
[9:24]
unless it's really necessary to be
[9:26]
within the CR,
[9:28]
it would be more of a
[9:32]
a liability or
[9:37]
a headache for con for for monitoring
[9:41]
and enforcement to have a strip that is
[9:45]
between two unless you were fencing off
[9:47]
both sides like running a fence on
[9:50]
either side of that. [clears throat] um
[9:52]
it's just going to be
[9:57]
um
[9:59]
or somehow delineating that very clearly
[10:02]
on the ground.
[10:04]
Um, if there if there's not a lot of
[10:07]
value, it's probably
[10:12]
not the the you ba basically you're
[10:16]
you're just inviting
[10:18]
violations or enforcement issues or
[10:22]
things that have to get addressed over
[10:27]
time. I totally agree with you and also
[10:30]
those other right ofways between the
[10:34]
houses those don't belong in the CR
[10:36]
either. Yeah. So that's another are they
[10:40]
so basically the question are these
[10:42]
spindles necessary in this if they are
[10:45]
necessary
[10:46]
then
[10:49]
um by all means we should keep them like
[10:53]
this one obviously has the roadway again
[10:57]
it doesn't need to be like this portion
[11:00]
of it doesn't necessarily need to be in
[11:03]
the CR
[11:06]
um it's just a roadway way.
[11:09]
[laughter] Right. Right.
[11:13]
» So So those are like that's just a
[11:16]
question for you all to to I'd love to
[11:19]
you know
[11:21]
» I I think this is something that I would
[11:24]
run by town council. Um I I would just
[11:27]
say we leave those out that they're not
[11:29]
necessar.
[11:34]
One would be all the um extensions and
[11:37]
I'd have to figure out how we define
[11:39]
those.
[11:40]
» Yeah.
[11:41]
» All of the extensions out to Horseshoe
[11:44]
Drive.
[11:44]
» Well, I think just by not including them
[11:48]
as red hash on the map of what is the CR
[11:51]
that defines it. So, we don't have to
[11:55]
except that it's part of what's um maybe
[11:59]
you know better than me, Anna. Uh I it's
[12:03]
part of the property, you know, of the
[12:06]
plot plan kind of. Um
[12:10]
» Yeah, but at the same time, you're not
[12:12]
including this part of the plot plan,
[12:16]
» Right?
[12:17]
» And we define that. So we could just
[12:19]
define the fingers from horseshoe drive,
[12:23]
however the right way,
[12:26]
» Right?
[12:28]
» Yeah. The same as as this area. So, you
[12:32]
know, it's still owned by the town. If
[12:35]
somebody decides to put their shed on
[12:38]
it, it's still a trespass onto town
[12:41]
land, but it's not a conservation
[12:43]
restriction violation,
[12:45]
» Right?
[12:46]
» So, that's the and and
[12:49]
you know, I I think that the land trust
[12:52]
would prefer not to
[12:56]
um
[12:58]
to to have that be within
[13:01]
a an annual monitoring
[13:04]
report, we may end up having,
[13:08]
you know, open violations because
[13:10]
somebody's, you know, leaf pile is on
[13:14]
the CR
[13:16]
and it just drags on and on and on
[13:19]
because um,
[13:22]
you know, it's not a major issue that
[13:24]
people are going to deal with, but then
[13:26]
over time it just gets eroded, you know.
[13:28]
But anyway, anyway,
[13:30]
» I
[13:31]
» Yeah, I think we call those rights of
[13:34]
way, right? Because
[13:36]
» Those are just um those are so that the
[13:40]
town can go from Horseshoe Drive onto
[13:44]
the
[13:45]
that property.
[13:47]
But one place also that I know that
[13:50]
there's
[13:52]
a violation already is on that far one.
[13:55]
The one furthest that we can't see it.
[13:58]
You need to scroll. Yeah, that one. Um
[14:03]
there's like patio furniture and all
[14:06]
sorts of things in there.
[14:08]
» So yeah, so that would have to get
[14:10]
resolved before the CR was recorded. But
[14:14]
when we did the baseline documentation
[14:16]
report, they're going to pick up
[14:18]
anything else that's outline outlined.
[14:21]
» Yeah, we did have one encroachment that
[14:24]
the town did handle. It was a shed that
[14:27]
that uh um a butter had on the town
[14:30]
property and they were very
[14:33]
accommodating and willing to take care
[14:36]
of that.
[14:37]
» Yeah. Yeah. Typically typically these
[14:40]
things aren't a a big deal. Um but over
[14:44]
time it it can um you know it's better
[14:47]
to have the conservation area be fairly
[14:50]
obvious.
[14:52]
» Okay. So
[14:53]
» And have it be this little little strip
[14:56]
and then you're sending a volunteer out
[14:58]
there or you're sending a a an intern or
[15:01]
a summer person to go monitor and they
[15:05]
they they're not sure you know exactly
[15:07]
where the line is and etc. So
[15:10]
» Sorry. Are you also recommending to
[15:13]
remove the last one to the north there?
[15:17]
» No, I would keep this one in that is
[15:19]
broad enough and contains um part of
[15:22]
that um
[15:24]
» The the slope there. And I think that's
[15:27]
valuable. It also gives um frontage for
[15:32]
you know
[15:34]
um access to monitor potentially if but
[15:38]
that I mean that's that's not really an
[15:40]
issue but [clears throat] you know if if
[15:43]
the town is
[15:45]
yeah I don't know that's that's a wide
[15:47]
enough swath that I think it's valuable
[15:50]
» And it's also kind of an a Emily I think
[15:54]
that's part of the active area is that
[15:56]
not Right. Yes. Yeah. So, I think that's
[16:00]
valuable.
[16:03]
» Okay.
[16:03]
» Okay. So, that's the spindles question.
[16:08]
» The other question is the shape um
[16:10]
around the far far field uh soccer
[16:14]
fields field two. Um just wondering why
[16:18]
it came to a point there. Um, and so
[16:22]
this golden or orange area and the blue
[16:25]
area are my suggestions of actually
[16:27]
including those areas in the CR. Um,
[16:30]
unless there's a reason for
[16:34]
not having them. Um
[16:38]
» Where is the um the uh
[16:45]
area for lightning strikes and also the
[16:50]
» So that is down in the um down near the
[16:53]
main driveway road
[16:55]
» Right in here. Those boxes
[16:57]
» The box to the right is the lightning
[17:00]
[clears throat] structure. The left is a
[17:03]
potential playground area someday in the
[17:05]
future, but not currently being planned
[17:10]
to be built.
[17:11]
» Well, if part of the reason for
[17:13]
extending the uh the range of the CR is
[17:17]
to include in include the spindle or the
[17:20]
rightways. If you eliminate the
[17:22]
rightways, is it necessary
[17:25]
to expand it? And so the question is how
[17:28]
often is there nesting in that area
[17:31]
there
[17:33]
» In the yellow triangle
[17:34]
» Or the yellow triangle or or that bluish
[17:36]
blue
[17:39]
» There is nesting there.
[17:42]
» Okay.
[17:44]
» So then it does make sense to do the
[17:47]
yellow triangle and the blue triangle
[17:50]
within the CR.
[17:53]
» Yes. And what effect does that have on
[17:55]
the soccer?
[17:57]
» Yeah. And is that enough room on the
[17:59]
backside for people to watch the game,
[18:01]
etc. Or I mean, not not that they
[18:03]
couldn't watch the game from the CR, but
[18:06]
um
[18:07]
» Yeah. So I think that's the only thing
[18:09]
is um people do sit on the side of the
[18:12]
yellow triangle because [clears throat]
[18:14]
that field sometimes is one longer field
[18:17]
instead of two small ones.
[18:20]
» So people do sit over there. Mhm.
[18:22]
» Um, but
[18:26]
the only thing I would suggest is maybe
[18:31]
change that yellow triangle slightly so
[18:33]
that the bottom right corner of it meets
[18:39]
up with the fence line for
[18:44]
that corner, the other corner. Take it
[18:46]
up the
[18:48]
» Oh, this one like Oh, sorry.
[18:52]
So, get rid of this.
[18:56]
Hello. Oops. Hang on.
[19:00]
Oh, there we go. Just didn't want to
[19:04]
like that.
[19:06]
Then maybe bring it out to square it off
[19:09]
like that.
[19:11]
» Yes, something like that.
[19:14]
» Yeah. And it's mostly like the contour
[19:16]
of the land there, the people, the
[19:19]
» Actual space. Um, [clears throat] it's
[19:22]
flat and then it drops off into
[19:26]
» So just the
[19:28]
» Be like following
[19:30]
this contour.
[19:32]
» Yeah.
[19:33]
» Kind of there. Is that right?
[19:35]
» Yeah. Somewhere right in that general. I
[19:39]
don't think it's even that big. I think
[19:40]
it's a little closer to the field than
[19:42]
that.
[19:43]
» Okay. But yeah, um I would just say
[19:46]
keeping the the
[19:50]
» Right
[19:53]
» Lining with the blue so it's in line
[19:55]
with that fence
[19:56]
» Would make it easier for people to be
[19:58]
able to know exactly where it is.
[20:02]
» Right.
[20:04]
Maybe we can put a couple of boulders or
[20:06]
something here just dotted along.
[20:10]
» Yeah. Um, so does this need to go back
[20:12]
to Dillis and Roy then for redraw? It
[20:15]
will.
[20:16]
» Um, okay. So, so
[20:19]
» The and and [clears throat] are you I
[20:22]
mean I'm assuming that beyond this fence
[20:24]
in the naturalized area,
[20:27]
this slope is not an area where people
[20:29]
are going a lot. Is that true?
[20:32]
» That's not um the only reason the fence
[20:35]
is where it is is because we didn't want
[20:37]
to build the fence on the hill.
[20:38]
» On on the hill, right? Yeah. So,
[20:41]
» So it makes sense to And then I'm
[20:44]
assuming that this is going to be sort
[20:45]
of a retaining wall or very ste like is
[20:48]
this a embankment? Is that what this is?
[20:51]
» There's a little bank there and um it's
[20:54]
not going to be a retaining wall. It's
[20:56]
just we're going to have the fields go
[20:58]
back to the point where the hill starts
[21:00]
there.
[21:01]
» Starts. Yeah.
[21:02]
» Yeah. And then and this is not this
[21:06]
doesn't have anything to do with the CR,
[21:08]
but what's the storm water plan for over
[21:10]
here? Is there a storm water plan yet?
[21:14]
» Um they've been working on it. So there
[21:17]
is an idea for it.
[21:20]
» Yeah. [laughter]
[21:21]
» Um mostly because the drainage here is
[21:24]
so good. um
[21:28]
putting in a gravel area next to like
[21:31]
kind of surrounding
[21:33]
will be enough that the water will drain
[21:36]
but um
[21:39]
» Yeah got it. All right. Very good. So um
[21:44]
that's great. Okay. So remove the
[21:46]
spindles and kind of expand it basic and
[21:48]
I can Selena I can um now that we've
[21:50]
discussed this in the committee I can
[21:53]
send this as a sketch plan. The only
[21:56]
other uh
[22:00]
Yeah. And and I guess I would just
[22:02]
suggest that um during the construction
[22:07]
or during, you know, when you're putting
[22:10]
in the fence or something, if it could
[22:13]
put a
[22:15]
um a few, you know, maybe a boulder
[22:18]
every 50t or something just to kind of
[22:23]
along that line
[22:25]
» To help
[22:26]
help just like draw the
[22:28]
» Here it is. Yeah.
[22:29]
» Demarcated line. Yeah, we've got lots of
[22:31]
boulders that we're going to be moving.
[22:33]
So, I don't think that would be
[22:34]
[laughter] a problem.
[22:36]
» Yeah, every 25, 50 feet, something like
[22:38]
that. Some It doesn't need to be like a
[22:41]
a a wall or anything. It's just like,
[22:43]
you know, to
[22:45]
» Mark it.
[22:46]
» I don't know if you remember from when
[22:48]
we were there doing the walk, but along
[22:51]
the parking right now there's boulders
[22:54]
to keep people on the road. So,
[22:57]
» We're not going to need them when we put
[22:59]
in the fence. So, we can move some of
[23:01]
them [laughter] over there.
[23:02]
» They could all go there.
[23:03]
» That's perfect. That would be great.
[23:06]
Okay. All right. So, I will save this
[23:08]
and send that over to you, Selena and um
[23:12]
Ronnie.
[23:13]
» Okay. Thank you.
[23:15]
» Um and I will stop sharing.
[23:18]
Not that I don't like to share, but yes.
[23:22]
Yes. I stop sharing.
[23:25]
» Anything else on the map, Selena, that
[23:27]
you wanted to point out?
[23:29]
Um, I don't think so. Um,
[23:38]
» Oh, can I just say one other thing is
[23:40]
that we'll need um
[23:46]
it is helpful. So I don't
[23:52]
once the shape of the CR is finalized
[23:55]
within the CR they're um the legal
[23:57]
description is going to need to be
[23:59]
written out or on the survey plan
[24:01]
they're going to have to do meets and
[24:02]
bounds of the the boundary.
[24:05]
Um, so that is something that
[24:10]
um we'll need to get from Dillis and Roy
[24:13]
is a legal description basically of the
[24:15]
CR.
[24:20]
» And is [clears throat] that that first
[24:21]
paragraph?
[24:23]
No, it's it's like 25 feet go from the
[24:31]
pin in the stone wall go 25 ft north
[24:35]
northeast 72 degrees,
[24:39]
you know, whatever
[24:40]
» Is that located then as part of the
[24:42]
appendices. Yeah, it's appendex A and
[24:45]
then the reduced survey is appendix B
[24:50]
and um but they um
[24:56]
if you you are going to need the call
[24:59]
the the call sheet basically the meats
[25:02]
and bounds.
[25:04]
» Okay, which
[25:04]
» Which they call the legal description. I
[25:06]
I
[25:07]
» As far as
[25:10]
as far as my experience goes. Okay.
[25:14]
» Survey.
[25:16]
[clears throat]
[25:19]
» All right.
[25:22]
[clears throat] And um Selena, if if we
[25:27]
it it um
[25:31]
if it's easier.
[25:34]
Oh,
[25:35]
well, [clears throat]
[25:39]
never mind. I'm gonna I'm not going to
[25:41]
suggest that. So I have seen ti time
[25:43]
times where um they have used elevations
[25:47]
as the boundary. So you could say you
[25:51]
know say that um the bank of the you
[25:54]
know the back bank it's like you know
[25:59]
you know
[26:01]
600 feet in elevation. So you would say,
[26:05]
you know, the boundary is six the 600
[26:08]
foot elevation line, you know, but I've
[26:11]
seen that more in riparian areas along
[26:14]
banks of rivers than um in this area. So
[26:19]
that's I'm saying like
[26:22]
scratch that, forget I said it, but
[26:24]
that's what I was thinking. [laughter]
[26:28]
» Okay.
[26:31]
Um, so the only other thing I wanted to
[26:34]
make sure that the CR going all the way
[26:37]
out to the road, um, [clears throat] to
[26:40]
Mason Road, which is on the right side
[26:43]
of the map, um, along the driveway is
[26:48]
what you were expecting because I know
[26:50]
we talked about doing it and not doing
[26:52]
it, and I couldn't remember where we
[26:55]
left off. [laughter]
[26:57]
I thought we left off with it's part of
[26:59]
the CR. So that's what I thought too.
[27:02]
But
[27:04]
» But Anna, [laughter]
[27:06]
» I think it's [clears throat] I think
[27:08]
it's fine. Um, [gasps]
[27:14]
honestly,
[27:17]
um,
[27:19]
I recall that we left that we left it at
[27:23]
we'll leave it in, but now I can't
[27:25]
recall why. Emily, do you remember?
[27:30]
Um I know that there was a there was
[27:33]
discussion of
[27:35]
um all the trees that have grown there
[27:39]
and we probably don't want to cut those
[27:42]
because we don't want to encourage
[27:44]
nesting
[27:46]
there. However, there is nesting there.
[27:51]
Um, not I don't know that we have found
[27:54]
any listed species there, but definitely
[27:58]
painted turtles and snappers
[28:01]
nest all along there.
[28:04]
» Yeah.
[28:06]
» So, so yeah. And I think Emily, you were
[28:09]
the one that was kind of saying, well,
[28:11]
we, you know, it's really not um
[28:16]
the best area
[28:19]
um for them uh from a human interaction
[28:23]
standpoint. Is that is that right?
[28:25]
» True. We really we don't really want to
[28:28]
encourage them to go there. The thing is
[28:30]
they do go there. The only reason we
[28:33]
have very few nest protectors there is
[28:37]
because
[28:39]
um there's so much territory that we
[28:41]
need to cover during nesting season to
[28:45]
find especially um wood turtle and and
[28:50]
blanding turtles that are nesting that
[28:54]
we just don't have enough manpower or
[28:57]
woman power to um check those that area
[29:03]
as often.
[29:05]
» That's all. But if if we had enough
[29:08]
people, we could have people going back
[29:11]
and forth along there.
[29:15]
So,
[29:18]
I guess from my point of view in terms
[29:21]
of enforcement, it's not
[29:24]
um [clears throat]
[29:27]
you know, I'm not too worried about it.
[29:29]
Um,
[29:30]
» Yeah. I don't think it's a problem area
[29:32]
at all. Like, I don't think we're going
[29:34]
to have to worry about issues with
[29:38]
people
[29:39]
» Messing around in there.
[29:41]
» Yeah. Yeah. And and and from
[29:45]
the abuing properties on the other side
[29:48]
of the line, what are the uses? Is it
[29:52]
residential?
[29:53]
» There's a house and then there's the
[29:55]
river,
[29:56]
» Right? So, you know, I'm not super
[30:02]
worried about the backline.
[30:04]
Um,
[30:06]
but I think that would, you know, you
[30:08]
just basically walk down the driveway or
[30:10]
drive down the driveway and make sure
[30:12]
you know, nobody's um building a hobbit
[30:15]
house into the side of the
[30:19]
into the side of the bank or whatever.
[30:21]
» Um, I have a question.
[30:24]
Did you say that th those rocks are
[30:27]
going to be removed?
[30:30]
» I believe so because we're putting in
[30:32]
the fence instead.
[30:36]
» But the rocks are preventing
[30:39]
» Oh, no. Sorry. Just the rocks on the
[30:42]
field side.
[30:43]
» Okay. Okay.
[30:46]
» Sorry. [clears throat]
[30:47]
» Okay. So, as long as the rocks are
[30:48]
there, then that discourages cars from
[30:52]
» Yes. Yeah.
[30:53]
» Driving or parking on that.
[30:57]
» Um
[30:58]
» Well, they can't anyway.
[31:01]
» Yeah.
[31:02]
» So,
[31:03]
» Yep. Yeah. I think that's fine. I think
[31:06]
that Yeah, that's fine. Just keep it in.
[31:09]
And it's it's really kind of a neutral.
[31:12]
It's neutral in in the eyes of the
[31:16]
um land trust. I think, you know, maybe
[31:20]
the only other thing that
[31:23]
it prevents is widening of the driveway,
[31:27]
» But I don't see that being
[31:30]
» Yeah,
[31:31]
» We would want to Tesa would want to do
[31:34]
» Because we have the other
[31:37]
» I I guess I would just
[31:40]
um
[31:42]
you know, think have the town think
[31:45]
about that. um
[31:48]
for f any future
[31:53]
um
[31:57]
uses. But you know, it it could it could
[32:00]
go either way in that way. Like u maybe
[32:03]
we
[32:05]
want to prevent the town from doing
[32:06]
anything major like putting in four
[32:08]
lanes in a I don't know.
[32:12]
So, I'm gonna double check with Dillis
[32:14]
and Roy that the edge of that red line
[32:17]
is at the edge of the flat because
[32:20]
there's the driveway and then there's
[32:22]
just some flat space next to the
[32:24]
driveway where we like put our sponsor
[32:26]
signs.
[32:27]
» Okay.
[32:28]
» So, I'll make sure that that red line is
[32:30]
in the right spot.
[32:32]
» Um,
[32:33]
» Yeah. And and if you want room at the
[32:35]
top of the driveway to, you know, for
[32:37]
whatever reason to put in a gate or, I
[32:40]
don't know, whatever, you can always end
[32:42]
the line
[32:44]
um instead of at Mason Road, you know,
[32:47]
20 ft
[32:49]
down, you know.
[32:52]
» Yep.
[32:54]
So,
[32:56]
um, it I and I would encourage that if
[33:00]
you think you're going to want some to
[33:03]
be,
[33:05]
you know, putting a gate house up there
[33:07]
someday to take tickets or I don't know
[33:09]
what. Um,
[33:10]
» Yeah, we currently have a gate down
[33:13]
where the parking starts. Um,
[33:17]
» Yeah.
[33:18]
» I
[33:19]
» So, you don't Yeah,
[33:20]
» I'll talk about
[33:21]
» What I'm I'm just bringing up the, you
[33:24]
know, the ambiguous future and all of
[33:26]
the possibilities because once the CR
[33:28]
goes on,
[33:30]
» Right,
[33:30]
» You don't want to be saying, "Oh,
[33:32]
actually [laughter]
[33:34]
that area is actually really useful for
[33:36]
us."
[33:37]
» Yeah. Um, or actually we like to, you
[33:40]
know, sometimes park up there and wave,
[33:43]
you know,
[33:44]
wave people into our fundraiser or
[33:46]
whatever. I don't know.
[33:48]
» They
[33:50]
on on the river side of the access road
[33:55]
from Mason Road up to the parking area.
[33:59]
It's the flat area where the turtles
[34:01]
nest
[34:03]
[clears throat]
[34:06]
» Where the signs get put. Where the
[34:08]
sponsor [clears throat] signs get put.
[34:10]
Is that what you're saying?
[34:11]
» What?
[34:12]
» Where the sponsor signs are?
[34:15]
» Yeah. On that side. Yeah. There was one
[34:18]
time there was a painted turtle.
[34:19]
Somebody came to us and said, "Oh,
[34:22]
right." Uh, and it was um partway down
[34:26]
and it was it was nesting. It did get
[34:29]
spooked off of its nest, but it was
[34:31]
nesting
[34:33]
Yeah. between the road and and the first
[34:36]
parking area.
[34:40]
I don't know whether you could put all
[34:41]
your signs on the other side of the
[34:44]
road. [laughter]
[34:54]
Sorry.
[34:55]
» You would also put signs in the new
[34:57]
parking area.
[34:59]
» Yeah. So, we are intending to um have
[35:02]
signs like along our fences in the
[35:05]
future, but that'll depend on when all
[35:09]
of this gets built. [laughter]
[35:13]
All right. Um, so yeah, I will talk to
[35:17]
the TASA board
[35:21]
and have Delis and Roy update the map.
[35:35]
[clears throat]
[35:46]
Okay. Um, anything else on the map?
[35:53]
All right.
[35:55]
So, that takes us to the CR and then
[35:58]
we'll come back to appendices.
[36:01]
So Selena had sent out an email about
[36:05]
things that um needed to be
[36:07]
» And I actually found a couple other
[36:09]
things along the way.
[36:10]
» Oh, good. So do you want to
[36:13]
» Sure.
[36:13]
» Take over on this part.
[36:15]
» All right. Um so what I would say is if
[36:18]
anybody has anything on page one or two,
[36:22]
um we can do that first because my first
[36:25]
thing is on page three.
[36:27]
» All right. So this was page one. Are
[36:30]
[clears throat] the dates correct?
[36:32]
Um for for the things that are there.
[36:36]
» What
[36:37]
» I forgot I said. [laughter]
[36:39]
» So uh town council had sent us maps and
[36:42]
one of the maps maybe is um one of the
[36:46]
exhibits because it's the well building
[36:48]
and the access road. Do you have that
[36:50]
one? Can you bring that one?
[36:51]
» I can bring that one.
[36:54]
um our our interim town administrator
[36:57]
was uh um getting things because we have
[37:01]
a question on next week's special town
[37:03]
meeting to allow a 50-year lease for
[37:05]
Tesa. And so he wanted maps of the area.
[37:10]
And so council sent what he thought the
[37:13]
maps should be. He sent the deed, one of
[37:17]
the maps, which we do have, and then
[37:19]
this other map that I had never seen,
[37:22]
» And it's of the well. Um,
[37:27]
» Sorry, my computer's slow.
[37:29]
[clears throat and cough]
[37:32]
» Yeah, I know. I saw I saw that map and I
[37:34]
was like, "Oh, cool. That's the map we
[37:36]
wanted to see
[37:38]
a long time ago." I haven't talked to
[37:41]
him, so I don't know where he found
[37:43]
that. Um,
[37:45]
» Well, it's recorded, so
[37:48]
» Yeah. Um, I'm looking for a date.
[37:51]
» File 94. 1994.
[37:55]
» Yeah. So, this anyway.
[38:02]
Okay. So, that one was
[38:07]
the water.
[38:10]
Come on computer.
[38:20]
There we go. Okay.
[38:39]
» [clears throat]
[38:45]
» So, is it too small to see? If you can
[38:49]
make it bigger, that would be good.
[38:56]
There
[38:57]
» On the Y [clears throat]
[39:00]
» My Zoom stuff is in the way.
[39:03]
» [laughter]
[39:04]
» That happened.
[39:15]
You have to use the sliding bars. I hate
[39:18]
that part. I hate that you can't click
[39:20]
and drag.
[39:23]
So this, if you can see my, this is
[39:27]
where it shows that this little finger
[39:30]
or right of way is part of parcel 3 dash
[39:36]
uh B-3- A,
[39:38]
which is where the water department
[39:41]
wants their road.
[39:44]
» Yeah. Interesting that they're going to
[39:46]
Well, how wide is that? 25 ft. And they
[39:49]
only need what did they say?
[39:52]
» 12.
[39:52]
» 12.
[39:54]
» Yeah.
[39:55]
» Which is good because that gives them a
[39:57]
buffer on either side, but they'll have
[39:58]
to make it a little windy.
[40:01]
» Yeah. It's got a little turn at the
[40:03]
beginning.
[40:04]
» Yeah.
[40:07]
» Interesting.
[40:08]
» Which is really funny that they built
[40:11]
that little turn into [laughter] the lot
[40:13]
line,
[40:13]
» Right? They they must have had to have
[40:16]
that 16 foot setback from the edge of
[40:19]
the house
[40:21]
» That
[40:22]
» And then they were like, "Whoops,
[40:24]
we started building the house. Now we
[40:26]
have to
[40:28]
» Yeah. existing [laughter] house under
[40:29]
construction." Yeah, I think that's what
[40:32]
happened.
[40:34]
» Like, oh,
[40:36]
» Yep.
[40:37]
» Got to be in compliance. They're they're
[40:39]
16 feet.
[40:40]
» But if it's 12 feet, they might be able
[40:42]
to go right down the middle. Yeah, they
[40:44]
might
[40:44]
» Might. Yeah,
[40:46]
» It won't matter. So,
[40:48]
» It's true.
[40:50]
» Anyway, okay.
[40:52]
» So, the
[40:53]
» Go ahead.
[40:53]
» Date.
[40:55]
» Yeah.
[40:57]
» And if this map needs to be included,
[40:59]
then we might need a different um book
[41:02]
number. And
[41:04]
» Right. [clears throat and cough]
[41:07]
» Yeah. You know, I would include
[41:10]
the um the previous map, which I guess
[41:14]
is uh plan number. Oh, let's see here.
[41:18]
Come on.
[41:21]
» Yeah, cuz the other two maps are
[41:24]
this site.
[41:28]
» So, maybe we just add this one in as
[41:30]
well.
[41:31]
» Yeah.
[41:32]
» Yes, that's what I'm thinking. that we
[41:35]
use these two that um
[41:37]
» All right. So, this is 24494
[41:41]
the book
[41:43]
and it's
[41:47]
page
[41:49]
252
[41:52]
» And the other one
[41:53]
» And it was recorded.
[41:55]
» I wonder if this is
[41:58]
the other one says 2449. [clears throat]
[42:02]
Wait, where where are you seeing that?
[42:04]
» Yeah. So 2449
[42:07]
uh page 249 is a different um map.
[42:13]
» Yeah,
[42:13]
» That is of this. So
[42:16]
is it this certification date this 11193
[42:21]
that for me? This is a question for
[42:23]
Adam.
[42:25]
Um yeah, I would think so.
[42:28]
The other one is 94.
[42:34]
» [clears throat]
[42:36]
» I'm not sure which is the right date to
[42:39]
put on.
[42:41]
» Well, [clears throat]
[42:42]
it wait a second. What are you guys
[42:45]
talking about?
[42:46]
» Yeah, sorry. It's this in the
[42:48]
» Oh. Oh. Oh. Oh.
[42:52]
» Yeah.
[42:54]
So what you want is plan number 331
[43:00]
page 1 through three. So
[43:04]
the the book the book and page has to do
[43:09]
with the deed reference I believe
[43:14]
» That's the document. So if you want to
[43:16]
are you referencing the plan or are you
[43:19]
referencing the
[43:21]
» So both. So there's this first one, this
[43:25]
book for that's the deed,
[43:28]
» Right?
[43:29]
» And then the second one is
[43:31]
[clears throat] the map that goes along
[43:33]
with that,
[43:34]
» Right? So I don't think that that if you
[43:38]
put 2449, page 249 into the plan
[43:45]
in the Middle Sex South Registry of
[43:47]
Gans, it would not come up with this.
[43:50]
You would need plan number 331,
[43:55]
page one, two or three.
[43:59]
» Okay. I have registry of deeds at plan
[44:03]
book 0194
[44:05]
is plan 331.
[44:08]
» Yeah. Yeah. Let me let me just let me
[44:11]
just check what I'm saying against the
[44:14]
registry of deeds right now just to make
[44:15]
sure that I'm not full of hot air.
[44:19]
But I'm pretty sure
[44:23]
» In any event, I think the two maps that
[44:26]
Adam sent are the two that we want in
[44:30]
here.
[44:31]
» Let me let me let me let me search
[44:34]
records.
[44:36]
» Wrong. It should be 2449.
[44:41]
And so yeah, if I put in this map
[44:45]
number, it comes up
[44:48]
um
[44:49]
» In the registry.
[44:51]
» Yep.
[44:52]
» The 2449
[44:56]
» 24494
[44:59]
» 24494
[45:02]
» And which that's the map that we were
[45:05]
just looking at. The other one, the 2449
[45:10]
also comes up.
[45:11]
» Huh.
[45:14]
» At the same place
[45:15]
» In the registry of deeds.
[45:19]
» Okay.
[45:19]
» So, it's two different maps.
[45:23]
» They both are in the registry.
[45:26]
» Got it.
[45:28]
[cough and clears throat]
[45:31]
» Plan book.
[45:34]
Amazing.
[45:39]
[sighs]
[45:43]
» I [clears throat] can put it in.
[45:45]
» No, it's all good. What? However it
[45:47]
However, if it if you check it and then
[45:50]
it works, then that's fine.
[45:52]
[clears throat] That's it.
[45:54]
» So, maybe we just want one reference,
[45:56]
the 24494.
[45:59]
» But they're two different maps. So, do
[46:02]
we want one reference or do we want two?
[46:05]
» Might as well
[46:06]
» Might as well
[46:08]
have both of them listed.
[46:12]
» I agree. [clears throat]
[46:14]
» Yeah. So, this is the registry and if
[46:16]
you click on the So, this is the 24494
[46:21]
page 252.
[46:23]
» And you click on the image.
[46:25]
» Yeah.
[46:27]
It [clears throat] pops up in a new
[46:28]
window and you can't see it, but it is.
[46:30]
[laughter]
[46:32]
» Great. That's great. That's great.
[46:34]
That's great.
[46:35]
» Here.
[46:36]
» Yeah. Yeah.
[46:38]
» We change it to 249
[46:41]
with the other insert.
[46:43]
» Great.
[46:44]
» That also comes up. So, is the book
[46:46]
24449
[46:49]
or 2449?
[46:53]
» 4494.
[46:55]
Oh, you know what?
[46:56]
» Yeah, it's
[46:58]
» This is not right. Haha. Okay.
[47:04]
I can't see that up [laughter] there.
[47:05]
So,
[47:07]
» This was supposed to be 24494,
[47:12]
page 252.
[47:15]
The other one um
[47:18]
does not show up,
[47:21]
» But it but it's 244. Okay, let me pull
[47:25]
this one up.
[47:26]
» So, the other one is 24449
[47:29]
page 249.
[47:31]
» How confusing can they make it for us?
[47:34]
» That's all the same numbers in different
[47:37]
order.
[47:38]
» Yes, exactly. for our for those of us
[47:40]
who are num numerally challenged this is
[47:43]
a nightmare.
[47:46]
» So if you make it 24 so if you edit that
[47:49]
the plan recorded at book 244
[47:53]
out of four nine page 249.
[47:56]
» Oh
[47:57]
» Do you see where I am?
[47:58]
» I see where you are but it doesn't have
[48:01]
an additional it has an additional four
[48:03]
on the end.
[48:04]
» Yes.
[48:05]
» No.
[48:05]
» No.
[48:06]
» A four before the nine.
[48:07]
» Four before it. So three fours
[48:10]
» Three fours nine. So 24 44 49 page 249
[48:17]
and book 244 [clears throat]
[48:20]
94
[48:22]
page what was it? 331 or 251 250
[48:25]
» 252
[48:27]
» 25
[48:27]
» 252 okay
[48:29]
» I I will say now that we've gone through
[48:31]
all of [laughter] this
[48:34]
[gasps]
[48:35]
» Yes
[48:36]
» Is that um
[48:39]
recently
[48:41]
um department of conservation services
[48:44]
has
[48:47]
has taken out
[48:49]
the deed and
[48:54]
plan references in the preamble.
[48:58]
No, not the deed, but the the plan
[49:00]
references in the preamble and just
[49:04]
points people to the appendex and that's
[49:06]
where they put it because they were
[49:08]
finding that there were too many typos
[49:10]
between the preamble and the appendix in
[49:14]
terms of the book and page numbers. Hi.
[49:17]
[clears throat]
[49:17]
» Um,
[49:18]
» But I say stick it in there because
[49:21]
that's the way that um
[49:24]
» Misa wants to [clears throat] see it.
[49:26]
And maybe
[49:27]
and then it's and then it's also if you
[49:30]
look at the plan because so so it's the
[49:35]
it's also the the definitive subdivision
[49:38]
of land for James Craraven dated 4121
[49:41]
1994.
[49:43]
This last revision has to be wrong.
[49:46]
um
[49:48]
» Because it's earlier.
[49:49]
» Yeah. Yeah. Um prepared by David E. Ross
[49:52]
and recorded in as plan book 01994
[49:58]
uh plan 331.
[50:03]
» Okay.
[50:05]
» Yeah. So maybe that jog isn't in there
[50:09]
in the final.
[50:11]
[clears throat]
[50:11]
» I had Yeah. I had never seen what um
[50:18]
what was sent to us by
[50:21]
council
[50:22]
» 0194
[50:24]
331
[50:26]
» Does not exist.
[50:27]
» It does not exist.
[50:32]
[cough]
[50:32]
» How did [clears throat] I get that?
[50:38]
Right. I take this in right.
[50:42]
01994
[50:44]
is 351. Yeah.
[50:49]
01994.
[50:51]
» Are you looking at a plan book as
[50:53]
opposed to a book and a page? Like did
[50:56]
you select plan
[51:00]
» Instead of recorded land?
[51:01]
» Yes.
[51:02]
» Aha. That's the difference.
[51:08]
» [clears throat]
[51:13]
[laughter]
[51:20]
» There it is. Okay. Now, is this the one
[51:23]
with the Let's look at that if we can
[51:27]
and and figure out the dates on this.
[51:29]
[laughter]
[51:30]
» I think I have to stop sharing and share
[51:32]
the
[51:33]
» That's okay.
[51:39]
And then we can let um uh NHSP or MISA
[51:45]
or whatever uh decide how they want this
[51:48]
to be.
[51:54]
All right. Where's my plus?
[52:07]
It's really hard for me to see this.
[52:09]
» Yeah.
[52:14]
» And it's usually down in the corner and
[52:16]
sometimes it's handwritten for
[52:18]
» August 30th, 1993.
[52:22]
» Oh, yeah. August 30, 1993.
[52:26]
Although and the [clears throat] last
[52:27]
revision
[52:29]
was 41294.
[52:43]
» Oh, yep. So, the date of endorsement.
[52:46]
Oh, that that's where I got the April
[52:48]
11th. Oh, I have April 12th. Sometimes
[52:52]
we used to hand write it off to the
[52:55]
right.
[52:56]
Um,
[52:59]
I don't see anything there.
[53:04]
Oh, the revision. See that revision
[53:06]
column there on the right? And then
[53:09]
there's handwritten dates in there.
[53:13]
[clears throat] Um, that's where I got
[53:15]
the 4593.
[53:23]
We just used to do that on planning
[53:24]
board when they would bring things in. I
[53:27]
wasn't on the planning board when all
[53:28]
this happened, but do you see um
[53:31]
» 4593? Yep.
[53:33]
» And that's why I put the last revision,
[53:38]
but the date on it, if you go back to
[53:41]
the left,
[53:44]
so I'm not sure what the right way to do
[53:46]
is here. It's received by the registry
[53:49]
on 41294.
[53:51]
So this is the registry stamp.
[53:55]
So it's probably
[53:58]
it should probably be 8:30 1993
[54:02]
with last revision
[54:05]
um of April whatever it was 1994 or
[54:10]
something. I don't know. I believe in
[54:13]
[clears throat] the preamble the
[54:14]
reference is to the date it was recorded
[54:18]
because the the information in that
[54:23]
basically what they want you to be able
[54:25]
to do is go to the registry and find the
[54:28]
supporting evidence and the t the chain
[54:31]
of title and so that
[54:35]
the the the fact that the endorsement
[54:38]
was on August 30th 1993 or whatever
[54:41]
That's a planning board endorsement.
[54:43]
That doesn't
[54:44]
mean anything until it gets recorded
[54:46]
into the registry of deeds. So, you want
[54:50]
the the book and page and the date that
[54:53]
it was recorded up in the as a as the
[54:58]
reference of like if you're looking for
[55:00]
the evidence and the chain of title of
[55:03]
where where it's coming from,
[55:06]
» That's what you're going to be looking
[55:07]
for.
[55:09]
So going back to the MISA document, we
[55:12]
we want to say uh recorded
[55:16]
at plan book
[55:20]
uh one definitive subdivision of land
[55:23]
for James Craraven prepared just leave
[55:26]
out this dated with last revision or we
[55:30]
could say recorded 41294
[55:36]
instead of dated 19 last week.
[55:40]
» I mean,
[55:42]
you know, honestly, you just want to use
[55:45]
the plan that the deed references if
[55:47]
there's any
[55:49]
» Or
[55:51]
um
[55:55]
so let me open my files maybe.
[56:02]
Where's my deeds?
[56:07]
Well, I didn't save the deeds.
[56:10]
» I have it
[56:11]
» The 18 41569
[56:15]
page 181, right?
[56:19]
» I have 41965.
[56:23]
Uh, maybe I have it wrong here.
[56:27]
[clears throat]
[56:28]
» Oh my goodness.
[56:34]
» 41569.
[56:36]
So
[56:37]
» 41569. Yeah.
[56:39]
» Yeah. It's in the words. It's right when
[56:41]
we go up to granters title that should
[56:44]
be 41569
[56:47]
instead of
[56:48]
» 41569 page 181.
[56:51]
» So that's the deed, right? And so in
[56:53]
this one it says
[56:56]
um
[56:58]
blah blah blah. Three certain parcels of
[57:01]
land shown on the plan entitled
[57:03]
definitive subdivision plan in towns in
[57:06]
Mass
[57:08]
blah blah blah plan
[57:12]
L1691-1/10
[57:16]
in Middle South County Registry of Deeds
[57:19]
plan book 244
[57:22]
9 page 249
[57:25]
» On April 12th 1994. So that is the plan
[57:29]
that you should reference.
[57:31]
» Okay.
[57:34]
» Right. Which one is that? That's
[57:37]
[snorts] uh
[57:38]
» That's the original one. It's the one
[57:39]
that we just had. Yeah.
[57:42]
» Yeah. I would say that if you if you
[57:45]
want what is what is helpful,
[57:50]
right, is to put the other maps into the
[57:53]
baseline
[57:56]
» If they're helpful.
[57:58]
You can say for reference or for but I
[58:01]
will let's see that's there's three
[58:04]
pages of that map and I do see
[58:09]
uh I don't see that um
[58:13]
little kink in the road on the actual
[58:16]
plan
[58:17]
from the deed.
[58:20]
» That is true.
[58:22]
» Yeah. So that's that's why like
[58:26]
[clears throat] um
[58:29]
that's why you want the um
[58:35]
the the the written out description
[58:38]
of the meats and bounds
[58:41]
because
[58:42]
» Uh for the for the CR, right? Um
[58:46]
because you can get all of these survey
[58:48]
plans and
[58:51]
you know th this this reference this
[58:55]
plan doesn't have that little jog. That
[58:57]
means that little jog doesn't exist
[58:59]
right
[59:01]
» Even though there's a plan that shows
[59:02]
it.
[59:03]
» I am telling you I had never seen that
[59:05]
other plan the one that um
[59:08]
» That Adam provided. I never saw that
[59:10]
before.
[59:11]
» Yeah. Yeah. So, so in the description of
[59:16]
the CR,
[59:17]
» We are taking out a lot of this and just
[59:20]
the deed at U recorded at book 2449,
[59:26]
page 249
[59:29]
on a on April 12th, 1994.
[59:32]
Is that correct?
[59:34]
Um, so
[59:39]
» I I put all this originally.
[59:42]
» So yes, and then
[59:47]
» So here's the the the other thing is
[59:49]
that at the end of this we are going to
[59:52]
have our own plan that has the just that
[59:55]
has the CR on it. Right? So we have to
[59:59]
remember that
[1:00:00]
» Like the premises you know the the
[1:00:06]
CR
[1:00:08]
is [clears throat]
[1:00:10]
on that it on that property right but it
[1:00:15]
doesn't it doesn't follow the exact
[1:00:19]
boundaries of that property right so
[1:00:23]
what you're g so so it's located on the
[1:00:27]
premises is
[1:00:29]
you know the the premises I would say
[1:00:33]
[sighs]
[1:00:36]
» I think it's just like it's just like
[1:00:39]
the water department plan
[1:00:42]
you know which is on top of of that land
[1:00:46]
you know
[1:00:47]
» Right
[1:00:49]
» So so all I'm saying is that like I
[1:00:51]
think this is why EA is saying
[1:00:54]
maybe take the description of the
[1:00:55]
premises out of the preamble,
[1:00:58]
you know, I and put it into the
[1:01:01]
appendices
[1:01:03]
that say um you know, per uh the
[1:01:08]
following conservation restriction on
[1:01:11]
land containing a portion of the 40 acre
[1:01:14]
property include um
[1:01:19]
uh uh
[1:01:23]
um as defined on expan um on
[1:01:28]
exhibit A or as described in exhibit A
[1:01:32]
and shown on the recorded plan
[1:01:37]
in exhibit B. And you're not going to
[1:01:39]
have the recorded plan information until
[1:01:41]
you record the plan.
[1:01:42]
» So you just put a placeholder there.
[1:01:45]
» That was what the TBD
[1:01:47]
» Yeah. Right. Yep. And so I think we can
[1:01:51]
say, you know, a portion of a 40 acre
[1:01:55]
property
[1:01:57]
um at um
[1:02:00]
recorded in book
[1:02:03]
uh 41569
[1:02:05]
page 181 blah blah
[1:02:09]
and further described in appendix A or
[1:02:14]
further defined in appendix A and shown
[1:02:17]
on recorded plan in appendix B and just
[1:02:19]
leave it at that
[1:02:21]
because otherwise
[1:02:23]
um you're
[1:02:26]
referring to
[1:02:28]
more than you need to refer to, right?
[1:02:31]
Um,
[1:02:33]
as long as the deed is referenced that
[1:02:36]
it's attached to
[1:02:41]
I think we're we need that.
[1:02:50]
All right. So, we need the premises
[1:02:54]
described in the deed record book blah
[1:02:57]
blah blah.
[1:03:01]
But take out [clears throat]
[1:03:08]
this part.
[1:03:11]
Uh yeah. So [clears throat] yeah, take
[1:03:14]
out that because um
[1:03:20]
and the plan
[1:03:22]
uh recorded at book TBD page TBD. Yeah.
[1:03:30]
My husband just brought me some pizza,
[1:03:32]
so I'm going to eat. I'm sorry.
[1:03:34]
[laughter]
[1:03:36]
» Go right ahead.
[1:03:40]
» Okay. So then we don't need all the rest
[1:03:43]
of this that also shown on
[1:03:46]
» Other than um
[1:03:51]
the very last sentence I think or maybe
[1:03:55]
the a reduced copy of which is attached
[1:03:57]
here too as exhibit B you know
[1:04:02]
» So I would [clears throat] say um let's
[1:04:04]
see I described and I don't um
[1:04:10]
is is exhibit A the deed
[1:04:13]
» Is a portion of the 48
[1:04:19]
» And excluding the area.
[1:04:22]
So can can we just say let's see the
[1:04:25]
following conservation restriction on
[1:04:28]
land
[1:04:30]
uh
[1:04:33]
located in towns in Mass. So just to so
[1:04:37]
get rid of a portion of the 40 acre
[1:04:39]
property
[1:04:41]
I think in town's mass
[1:04:47]
um portion of the 40 acre [laughter]
[1:04:51]
» Look here you
[1:04:54]
» Or maybe okay
[1:04:57]
restriction on land containing a portion
[1:05:01]
[clears throat]
[1:05:02]
» That okay so keep sorry I'm sorry Selena
[1:05:06]
You're okay.
[1:05:09]
» So, um, so keep the portion of the 40
[1:05:12]
acre property,
[1:05:14]
but delete including parcels B1, B, B2,
[1:05:19]
B1, parcel D, partial B3A, and excluding
[1:05:23]
the area exhibit C. So it just says
[1:05:27]
containing uh a portion of the 40 acre
[1:05:29]
property located in towns of Mass
[1:05:32]
Commonwealth of Massachusetts premises.
[1:05:36]
Which premises is described in
[1:05:42]
I would say
[1:05:48]
um
[1:05:53]
it's described
[1:05:55]
in the D below and the plan recorded
[1:05:59]
book page Middle Sex South
[1:06:04]
and then period after registry of deeds
[1:06:07]
period because we don't want and also
[1:06:09]
shown on Squanak Motors
[1:06:12]
because um
[1:06:15]
the the yeah
[1:06:17]
[clears throat] because the deed will
[1:06:19]
reference that plan
[1:06:26]
if the
[1:06:29]
uh
[1:06:31]
» So do we need this um registry of
[1:06:35]
a reduced and then all the way to a
[1:06:38]
reduced copy of which is attached here
[1:06:40]
too as exhibit B or so as descri
[1:06:47]
and and then you can also
[1:06:49]
[clears throat]
[1:06:49]
say
[1:06:53]
a description of which is included in
[1:06:55]
exhibit A and a reduced copy of which is
[1:06:58]
attached here to as exhibit B.
[1:07:00]
[clears throat]
[1:07:02]
» Okay. Do we need this part about the
[1:07:05]
plan book?
[1:07:07]
» No.
[1:07:07]
» Plan book?
[1:07:08]
» No. Okay.
[1:07:19]
Yes. And this is where we would say
[1:07:24]
a description of which
[1:07:26]
is attached here to as exhibit A.
[1:07:31]
a legal description on which
[1:07:34]
» You want to keep that. I would just add
[1:07:35]
it in in front of the Yeah. In front of
[1:07:38]
because you want to keep the reduced
[1:07:40]
copy that
[1:07:43]
» Yep.
[1:07:48]
Oh, maybe now I can think a little
[1:07:50]
clearer that I've got some food in my
[1:07:52]
[laughter]
[1:07:53]
It always helps to have the food
[1:08:00]
and a reduced coffee. Yeah. Yeah, that
[1:08:03]
looks good.
[1:08:05]
» Does it need to say a legal description
[1:08:08]
though?
[1:08:09]
» Need the word legal.
[1:08:14]
» Was that a yesing? Yeah, you can. Yeah,
[1:08:16]
add legal description because that's
[1:08:18]
what it will be.
[1:08:25]
» And then I'd leave the the last sentence
[1:08:28]
in.
[1:08:35]
» Okay,
[1:08:37]
[laughter]
[1:08:38]
» So we have that one now.
[1:08:40]
» That one. Gree cheers for Selena editing
[1:08:44]
on the fly with everybody yelling at
[1:08:45]
her. [laughter and gasps]
[1:08:48]
» Okay, so that takes care of page one.
[1:08:51]
Are the dates correct? Squan Cookook
[1:08:53]
Meadows definitive subdivision of land
[1:08:55]
blah blah blah. And then the next one,
[1:08:58]
uh, the Tesa soccer complex is leased
[1:09:02]
finalized placement of this piece or
[1:09:05]
remove. So what did we do with it?
[1:09:09]
All right. So, that was on page three,
[1:09:10]
right?
[1:09:11]
» Um, no page is really given here.
[1:09:17]
One one. Maybe it is on page three. It's
[1:09:23]
There it is. Sorry. Yes, that was my
[1:09:25]
next. Okay, that's this. Um, so when we
[1:09:30]
talked at the last meeting, we suggested
[1:09:33]
taking this
[1:09:35]
sentence that's in I and moving it to be
[1:09:40]
part of G,
[1:09:41]
» But that didn't seem to make sense in my
[1:09:46]
brain.
[1:09:46]
» Okay.
[1:09:47]
» So, my thought was, um,
[1:09:50]
should it be a definition?
[1:09:55]
» Oh, that's a good thought. Um,
[1:10:01]
yeah, let's let's see where that would
[1:10:03]
fit.
[1:10:09]
I I wasn't sure where to put it,
[1:10:11]
honestly. Selena like I don't know where
[1:10:14]
this goes.
[1:10:17]
All right. So, definitions
[1:10:21]
um
[1:10:23]
impervious structure
[1:10:28]
passive recreation. Yeah, you could just
[1:10:30]
put F, you know.
[1:10:41]
Um, and then I guess you could just say
[1:10:44]
Tesa Soccer Complex colon.
[1:10:47]
» Yeah.
[1:10:53]
» Um,
[1:10:56]
described. Yeah.
[1:11:23]
Oops.
[1:11:26]
Okay.
[1:11:29]
We good with that?
[1:11:31]
» Yeah, I think that that's
[1:11:33]
[clears throat] appropriate.
[1:11:35]
» Okay.
[1:11:37]
All right. So,
[1:11:40]
um,
[1:11:42]
the next thing I found, assuming I
[1:11:45]
didn't forget something else I found
[1:11:46]
before, [laughter]
[1:11:49]
um, oh, Veronica, did you have a chance
[1:11:52]
to check on the
[1:11:54]
» I did not.
[1:11:55]
» Okay,
[1:11:56]
» I still have this material. Let me look
[1:11:58]
at that.
[1:12:03]
» It was whether or not the well would
[1:12:05]
have chlorine.
[1:12:07]
» Okay. or other have you know I just
[1:12:10]
didn't want
[1:12:12]
there to be a conflict between what the
[1:12:14]
well require like what the what they
[1:12:17]
needed
[1:12:19]
» You know
[1:12:19]
» Yeah let me talk to um water about that
[1:12:23]
nothing I don't think is added at the
[1:12:26]
wellhead
[1:12:27]
» But if this is a um prohibited use and
[1:12:30]
then in the allowed uses we say
[1:12:34]
what the well means does that cover
[1:12:37]
that.
[1:12:40]
It may
[1:12:42]
» You it it so
[1:12:47]
potentially
[1:12:51]
it's very broad. The well the the
[1:12:54]
allowance for the well is very broad. It
[1:12:57]
and um
[1:13:00]
let's just jump down there for a second
[1:13:01]
because I need to refresh
[1:13:05]
my memory.
[1:13:07]
Right. That's
[1:13:08]
» Use of the area as a well
[1:13:12]
as described in the deed and outlined in
[1:13:15]
the towns and bylaw section.
[1:13:19]
Uh so
[1:13:24]
um
[1:13:29]
I don't know does that cover it? Um
[1:13:34]
» Cuz the bylaw I'm pretty sure
[1:13:38]
[clears throat]
[1:13:44]
[laughter]
[1:13:48]
like they say no toxic or hazardous
[1:13:50]
materials as well. [clears throat]
[1:13:54]
Um,
[1:14:07]
yeah. If it's not a if it's not a thing,
[1:14:09]
it's not a thing. Um,
[1:14:15]
I don't think it is.
[1:14:20]
» All right, then we can resolve that
[1:14:21]
comment. And because I I I didn't know,
[1:14:25]
so I was just bringing it up. I don't
[1:14:27]
want to create
[1:14:29]
» I'm gonna have Dave Van check that. I'm
[1:14:32]
just going to ask him to just check
[1:14:34]
that. Make sure that that meets his
[1:14:35]
uses. It should.
[1:14:37]
» Yeah,
[1:14:37]
» It should. Okay,
[1:14:42]
» Great. So, we can resolve it.
[1:14:44]
[sighs and gasps]
[1:14:45]
» Okay, good.
[1:14:47]
» All right. [clears throat] Um,
[1:14:50]
so then the next thing
[1:14:54]
I found was
[1:14:56]
here. Okay. [clears throat] Um,
[1:15:00]
I think soccer is supposed to be playing
[1:15:02]
fields, not soccer.
[1:15:05]
» Yeah, let's do playing fields. Yeah. Um
[1:15:08]
[clears throat]
[1:15:09]
and then
[1:15:12]
we say the division of fisheries and
[1:15:14]
wildlife but it was defined as
[1:15:18]
referred to as division. So I think we
[1:15:21]
should remove the of fisheries and
[1:15:23]
wildlife
[1:15:25]
» Um [clears throat]
[1:15:25]
» Up in the definitions or something or in
[1:15:28]
the
[1:15:28]
» Definitions
[1:15:30]
or but is this okay? Yeah, it's in the
[1:15:33]
beginning.
[1:15:35]
Um,
[1:15:38]
as long as they say the Division of
[1:15:40]
Fisheries and Wildlife is referred to as
[1:15:42]
the division, I think it's fine.
[1:15:46]
» Okay. Same here.
[1:15:51]
[clears throat]
[1:15:53]
Um, and then
[1:15:56]
we have where permitted twice. Where was
[1:15:59]
that one?
[1:16:04]
Somewhere in here
[1:16:08]
» Where permitted
[1:16:10]
» Here
[1:16:11]
» Is where
[1:16:12]
» Permitted [laughter]
[1:16:15]
» Place. Yeah, we have it twice.
[1:16:19]
» Where? Yeah,
[1:16:20]
» I would say we're permitted by this
[1:16:22]
conservation restriction. Got the other
[1:16:25]
where permitted. Yeah, the one at the
[1:16:27]
end.
[1:16:29]
» Okay.
[1:16:29]
» And then there's another division of
[1:16:31]
fisheries and wildlife.
[1:16:33]
Yeah, which can just be the division
[1:16:36]
right underneath it.
[1:16:38]
» Looks like that text is from their
[1:16:40]
template.
[1:16:41]
» I think it is.
[1:16:44]
I can double check. I have it pulled up.
[1:16:47]
I had it
[1:16:48]
» Which is I mean [clears throat] I just
[1:16:50]
think it's amusing.
[1:16:54]
Yeah, I found a bunch of those type of
[1:16:56]
errors in their template where they
[1:16:59]
[laughter]
[1:17:01]
they did things and then they uh didn't
[1:17:05]
do the same thing later.
[1:17:09]
Okay, so that's the where permitted.
[1:17:12]
There's another division of fisheries
[1:17:14]
and wildlife in the next line
[1:17:21]
[clears throat]
[1:17:22]
» And apparently I deleted us.
[1:17:29]
[clears throat] Okay.
[1:17:32]
All right. Next thing is just a little
[1:17:34]
below.
[1:17:38]
Um that's the Wellfield.
[1:17:41]
Ah this exhibit.
[1:17:45]
Um
[1:17:48]
» Is this where you want to put um
[1:17:54]
» So we said we needed
[1:17:56]
» Other map
[1:17:59]
the
[1:18:02]
that the sideboard sentence
[1:18:04]
» Really call out like that there'll be a
[1:18:06]
road there. It just shows that that
[1:18:10]
right
[1:18:12]
» Access
[1:18:13]
[laughter]
[1:18:14]
» Right um
[1:18:19]
» As described in the deed and outlined
[1:18:23]
um
[1:18:25]
I would put it in what would that be
[1:18:28]
exhibit D
[1:18:29]
» Well well um Ronnie could we just say as
[1:18:34]
shown on the CR R plan
[1:18:39]
exhibit B
[1:18:43]
cuz it cuz that has the road.
[1:18:45]
» It does have it and it's spelled out.
[1:18:48]
Yeah.
[1:18:50]
Um,
[1:18:52]
that might be the simplest
[1:18:55]
» Because I because I think even I mean
[1:18:57]
the the uh
[1:19:01]
like you're saying it doesn't show the
[1:19:02]
road on the plan that the select board
[1:19:05]
uh or this the town administrator said,
[1:19:08]
but the um and it also has that weird
[1:19:11]
jog that we don't think is actually
[1:19:13]
there.
[1:19:17]
That is a bit
[1:19:20]
Exhibit B.
[1:19:22]
» Yeah,
[1:19:22]
» Is a [clears throat] reduced survey,
[1:19:24]
right?
[1:19:25]
» Yeah. The shown in exhibit.
[1:19:29]
» Yeah.
[1:19:33]
» Not to be consume confused with parcel
[1:19:36]
B, [laughter]
[1:19:38]
» Right?
[1:19:43]
» Okay.
[1:19:51]
Um,
[1:19:56]
[laughter]
[1:20:02]
oh yeah, one of the places
[1:20:05]
where they
[1:20:09]
so they used division here, but it's not
[1:20:13]
the division like it is everywhere else,
[1:20:15]
including in the very next sentence.
[1:20:21]
» I I was a um put athe in. [laughter]
[1:20:27]
» I was a tech writer for a long time. So,
[1:20:31]
» It's amazing. It's a I love it. I love
[1:20:34]
it so much. And And we're going to be
[1:20:36]
giving them like a really really good
[1:20:39]
CR. Well, you should be like, "Listen,
[1:20:42]
you should send this as your template
[1:20:44]
next time. [laughter]
[1:20:46]
That's right.
[1:20:49]
All right. Um,
[1:20:51]
then
[1:20:52]
we go to the last page before the
[1:20:57]
signatures.
[1:21:07]
Right here. Uh, no, not right there.
[1:21:10]
Sorry. Right here. [laughter]
[1:21:12]
Okay. So, I was looking at the original
[1:21:17]
template and for this homestead thing,
[1:21:21]
» Um, it had this first paragraph and then
[1:21:26]
the word or the second paragraph.
[1:21:29]
[clears throat]
[1:21:29]
» Yes.
[1:21:30]
» Um,
[1:21:32]
so I'm not sure this first paragraph
[1:21:35]
applies.
[1:21:37]
It it probably so
[1:21:44]
the
[1:21:49]
basically a conser well we can try to
[1:21:52]
take it out. EA might
[1:21:56]
» I'm wondering if this second paragraph
[1:21:59]
is better than the first. So, I'm gonna
[1:22:02]
reject [clears throat] this change for a
[1:22:04]
minute.
[1:22:04]
» Yeah. Yeah, that's fine.
[1:22:05]
» We can
[1:22:11]
» Well, so,
[1:22:15]
» Right. [clears throat] So,
[1:22:22]
[clears throat]
[1:22:28]
neither of them apply.
[1:22:30]
» They don't apply. This [laughter] is
[1:22:32]
» Neither.
[1:22:33]
So, [clears throat] so here there's the
[1:22:37]
I issue for me was like,
[1:22:41]
you know, there's no homestead. Like, we
[1:22:43]
want to say
[1:22:45]
nobody's living on the property. Nobody
[1:22:48]
can claim this
[1:22:50]
as their homestead because basically the
[1:22:53]
like legally speaking
[1:22:56]
what this these two paragraphs are
[1:22:59]
trying to get at is are there is there
[1:23:01]
anybody who has rights to this land that
[1:23:05]
could come and supersede the the
[1:23:09]
conservation restrictions. So they want
[1:23:11]
to know does the bank have a mortgage on
[1:23:14]
the property? Is there somebody else who
[1:23:16]
has title? Is there is there a homestead
[1:23:18]
or something where somebody can claim
[1:23:20]
that, you know, this is this is their
[1:23:22]
where they live, their their place of
[1:23:25]
residence?
[1:23:27]
So, it could be that
[1:23:30]
maybe this the town solicitor I don't we
[1:23:34]
could what we could do is just take out
[1:23:36]
both and just see what they do.
[1:23:42]
Um, I I think we have to say that there
[1:23:46]
is no homestead there because like those
[1:23:49]
three acres that I just gave to fish and
[1:23:51]
wildlife, we had to have a thing about,
[1:23:56]
you know, that there's no homestead on
[1:23:58]
those three acres. So,
[1:24:00]
» And I guess and I guess the
[1:24:04]
so the so
[1:24:08]
I think you
[1:24:13]
[sighs]
[1:24:14]
so the second one paragraph specifically
[1:24:17]
talks about like leans on the property
[1:24:19]
basically and that if you have
[1:24:22]
if you have like anything on your title
[1:24:25]
where somebody else could could like a
[1:24:28]
mortgage age, home equity, line of
[1:24:30]
credit,
[1:24:32]
um any sort of like tax lean, whatever
[1:24:36]
that that you can have those things, but
[1:24:39]
they have to be subordinated to the
[1:24:42]
conservation restriction. You need a
[1:24:44]
letter from your financial institution
[1:24:47]
saying that the
[1:24:49]
» CR comes first and then
[1:24:52]
» I don't think that's part of this
[1:24:55]
paragraph. I think that's its own
[1:24:57]
standalone. That was a
[1:25:00]
» Oh, beyond that. Oh, is that below that?
[1:25:03]
» Yeah.
[1:25:04]
» Oh, maybe I just I just assumed that
[1:25:07]
that's what that was.
[1:25:09]
» No, this three is a separate thing.
[1:25:13]
» Yeah, I know. I see that now. I see that
[1:25:15]
now. What I'm saying is like maybe I
[1:25:17]
thought that this second paragraph was
[1:25:19]
the third paragraph as well. Um but
[1:25:23]
still
[1:25:35]
well I guess it's the question for the
[1:25:37]
town if the granter reserves and retains
[1:25:41]
any and all homestead rights.
[1:25:44]
Do you want that or do you just want to
[1:25:47]
say we attest that there are no
[1:25:50]
» It'll right it's neither
[1:25:54]
» Neither
[1:25:56]
works because it's not a homestead.
[1:25:58]
» I know [laughter]
[1:26:00]
but I guess maybe the first one does
[1:26:02]
basically say it's not a homestead.
[1:26:06]
» I think that's why we picked that. It
[1:26:10]
seems like the template is saying to us,
[1:26:13]
choose one of those paragraphs,
[1:26:16]
» Right? And I think Yeah, I think I was
[1:26:19]
saying I out of those two, the first one
[1:26:23]
makes slightly more sense to me, but
[1:26:25]
neither of them actually fit.
[1:26:28]
[clears throat]
[1:26:33]
And maybe maybe that's an like you're
[1:26:36]
saying Selena, maybe that's a question
[1:26:37]
for the the like the town solicitor or
[1:26:41]
something.
[1:26:42]
You know, what are the implications to
[1:26:44]
the town if they choose one or the
[1:26:47]
other?
[1:26:49]
» Okay.
[1:26:50]
» So, I'll put a note here.
[1:27:15]
Okay. So then I noticed
[1:27:19]
in this paragraph
[1:27:22]
um
[1:27:24]
that Anna had put a question that we
[1:27:26]
didn't talk about last time.
[1:27:29]
» I Oh, I I did ask and Ronnie said no.
[1:27:34]
» No, there isn't Danny. Okay. So then we
[1:27:37]
should put in this text, right?
[1:27:43]
Um,
[1:27:47]
» Sure.
[1:27:48]
» Yeah, it wouldn't hurt to do that.
[1:27:51]
» That text is from EA,
[1:27:57]
» The EA template, so they're hopefully
[1:28:01]
they'll accept it. I don't know
[1:28:07]
» If the if if Misa doesn't um says oh no
[1:28:14]
E O EA when we submit it to them will
[1:28:16]
come back and say this needs to be in
[1:28:18]
there. [laughter]
[1:28:22]
» Yeah.
[1:28:30]
[clears throat]
[1:28:31]
Okay.
[1:28:33]
So then I will
[1:28:36]
close that comment.
[1:28:40]
All right. Um
[1:28:44]
that was it other than making sure that
[1:28:46]
the exhibits are what they are supposed
[1:28:49]
to be. So the description of the
[1:28:51]
premises.
[1:28:54]
» Yeah.
[1:28:55]
» The reduced copy and then the TESA
[1:28:58]
soccer complex.
[1:29:02]
So, with the um map
[1:29:08]
that we reviewed tonight, it actually
[1:29:11]
calls out the Tesa Soccer Complex as
[1:29:13]
part of that map.
[1:29:15]
[cough and clears throat]
[1:29:16]
So, I'm not sure if we need exhibit C or
[1:29:19]
if we just refer to exhibit B
[1:29:24]
in all those spuns.
[1:29:26]
» Oh, I see what you're saying.
[1:29:31]
Now, I I have a question.
[1:29:34]
What happens? So, we're doing a 50-year
[1:29:36]
lease lease. What happens if and and I I
[1:29:40]
say this not because I think taste is
[1:29:42]
going away, but my son played for PATU
[1:29:45]
hockey and it no longer exists.
[1:29:47]
» Yes.
[1:29:48]
» So, should we be calling it Ali's
[1:29:52]
Playground?
[1:29:54]
I I'm I'm I mean, yes, [laughter] but
[1:29:57]
I'm serious because what if it becomes
[1:30:01]
something else like it could become
[1:30:03]
lacrosse fields or
[1:30:05]
» Right. And that's why we referred to it
[1:30:07]
as playing fields rather than soccer
[1:30:10]
fields. And the reason I called it the
[1:30:12]
Tesa Soccer Complex was because that's
[1:30:15]
how we
[1:30:18]
» Made our plan, right?
[1:30:20]
» Yeah. Um, so I I'm just wondering if and
[1:30:24]
Anna maybe you can answer this question
[1:30:26]
too. How do we make it that that playing
[1:30:29]
area is how do we refer to that so that
[1:30:33]
it doesn't have to be a a soccer
[1:30:38]
complex?
[1:30:39]
» So in perpetuity,
[1:30:41]
» I think calling it the TA soccer complex
[1:30:44]
is not saying it has to be. It just says
[1:30:48]
that's what we called it on this map
[1:30:50]
that you're looking at. Okay.
[1:30:52]
» And we couldn't call it Holly's
[1:30:54]
playground because that's the entire
[1:30:57]
parcel
[1:30:58]
including the CR part.
[1:31:02]
» Huh. Okay. But we could instead of
[1:31:05]
saying Tesa Soccer Complex, we could
[1:31:07]
just call it the
[1:31:10]
» Field complex.
[1:31:12]
» Yeah.
[1:31:12]
» Planefield complex. Or Yeah.
[1:31:14]
» Yeah. Let's Let's do that. Let's playing
[1:31:17]
field complex. [laughter]
[1:31:20]
» So again,
[1:31:23]
» Just so part of exhibit B or does it
[1:31:26]
need to have its own?
[1:31:28]
» I think it could exhibit
[1:31:29]
» I think it could be its own it's I mean
[1:31:32]
I think we could refer to exhibit B
[1:31:36]
» Everywhere.
[1:31:38]
» I I don't think there would be any
[1:31:39]
problem with that. thing field somewhere
[1:31:43]
as I would say um shown in instead of
[1:31:48]
described
[1:31:50]
» Y
[1:31:51]
» Um
[1:31:53]
» Shown in
[1:31:55]
uh expansion plans um exhibit B is shown
[1:31:59]
in exhibit B. Yeah.
[1:32:01]
» Yeah.
[1:32:04]
And just call it something. The playing
[1:32:06]
field complex is a generic thing.
[1:32:10]
So,
[1:32:11]
» So exhibit B shouldn't say TASA
[1:32:14]
soccer fields or whatever it says.
[1:32:18]
» I'm going to get to that one.
[1:32:20]
» So, that Okay. So, that has to be
[1:32:23]
changed, too.
[1:32:25]
» Okay.
[1:32:28]
» So, we only have then exhibit A and
[1:32:30]
exhibit B.
[1:32:32]
» [clears throat]
[1:32:32]
» The description of the premises, legal
[1:32:35]
description of the premises, and the
[1:32:37]
reduced copy of the recorded plan.
[1:32:43]
» So, under definitions, we're not going
[1:32:45]
to have Tesa soccer complex anymore.
[1:32:48]
» It's going to be playing field complex
[1:32:50]
instead.
[1:32:51]
» Okay.
[1:32:53]
Thank um yeah, I was just going to say
[1:32:56]
or should we just say recreation
[1:32:58]
complex,
[1:32:59]
but
[1:33:00]
» There's an idea that works. Yeah, that
[1:33:04]
works too.
[1:33:06]
» That makes it very generic.
[1:33:09]
» Yeah.
[1:33:10]
» Recreation.
[1:33:13]
» Okay.
[1:33:14]
» [sighs and gasps]
[1:33:18]
» Which is should we say which is leased
[1:33:20]
by the town
[1:33:22]
» Or just
[1:33:26]
» It's owned by the town.
[1:33:29]
» Um
[1:33:31]
» We can just leave that out. We don't
[1:33:33]
have to Okay. Because who knows? I mean
[1:33:36]
it at some point
[1:33:38]
» In 51 years it may not be leased
[1:33:41]
anymore. It could be that the town is in
[1:33:45]
a different place and using the
[1:33:47]
recreation department is doing something
[1:33:50]
there. I I don't know. I mean, who
[1:33:53]
knows?
[1:33:56]
» Yeah.
[1:34:00]
Recreation complex. And
[1:34:05]
this was my job for a long time.
[1:34:08]
» You're so good at it. I'm I am
[1:34:11]
» Way better than me.
[1:34:13]
» We are so lucky.
[1:34:15]
» I know. Oh my gosh.
[1:34:18]
» Selena, I could uh if you want a summer
[1:34:22]
gig.
[1:34:23]
[laughter]
[1:34:26]
help me with my chat. [laughter]
[1:34:31]
» I This is, you know, I got so many
[1:34:35]
conservation
[1:34:36]
projects that [laughter] I could use
[1:34:38]
technical assistance with. Technical
[1:34:40]
writing assistance.
[1:34:44]
» Okay. Unless I forgot anything I
[1:34:46]
included in my email to you guys
[1:34:49]
originally.
[1:34:50]
» I think the last What was the last? Let
[1:34:52]
me I have your email. I think it might
[1:34:54]
have been the exhibits part.
[1:34:55]
» It's the exhibits. Yeah.
[1:34:58]
Um, exhibits in the final list at the
[1:35:00]
end of the document is the description
[1:35:02]
of the premises. B is the reduced copy
[1:35:05]
of the plan.
[1:35:06]
» Yeah.
[1:35:07]
» C is the taste of soccer complex, but
[1:35:09]
we're removing C.
[1:35:10]
» Yeah.
[1:35:11]
» We also mentioned in the allowed uses
[1:35:13]
that there should be an exhibit of the
[1:35:14]
well building and access, but we fixed
[1:35:16]
that already.
[1:35:17]
» Yep.
[1:35:18]
» But we don't have anything exhibits for
[1:35:19]
this yet. So, and that is the entirety
[1:35:22]
of we've gotten everything else.
[1:35:24]
» Okay.
[1:35:26]
So,
[1:35:28]
» All right. All right.
[1:35:31]
» I think we can send this over to is it
[1:35:34]
Misty?
[1:35:36]
» Misty. Misty.
[1:35:39]
» Yeah.
[1:35:42]
» All right. So, that is review of CR and
[1:35:45]
next steps. So the next steps is to send
[1:35:48]
it to Miss Deianne and see what she
[1:35:50]
says.
[1:35:51]
» Do we need the map from Dillis and Roy
[1:35:55]
before we send this [clears throat] to
[1:35:56]
Missanne?
[1:35:57]
» Um, we could I think we should give her
[1:36:00]
the existing map with the caveat that
[1:36:03]
things
[1:36:04]
» Be edited slightly.
[1:36:05]
» Edited. Yeah,
[1:36:08]
» That's what I think. What do you think,
[1:36:09]
Anna? Do you think that'll confuse her?
[1:36:12]
No.
[1:36:12]
» Good.
[1:36:13]
» I don't think so. I think it's close
[1:36:15]
enough.
[1:36:16]
And it gives it that gives her a a good
[1:36:20]
sense of what we're trying to do. I
[1:36:22]
mean,
[1:36:24]
» It's not majorly different.
[1:36:27]
» She may have some of the same comments
[1:36:29]
on the map that we did. Yeah.
[1:36:32]
» Um, we're putting the habitat management
[1:36:35]
piece in as part of the BDR. Correct.
[1:36:38]
» Yes.
[1:36:39]
» She It's possible that she'll ask about
[1:36:41]
that because she's concerned about the
[1:36:44]
habitat. Should we send her that and
[1:36:47]
just as well and say this will be part
[1:36:51]
of the BDR?
[1:36:54]
» I I don't know.
[1:36:55]
» Yes, I think you should send her that.
[1:36:57]
And um can you scroll up to the baseline
[1:37:02]
um section?
[1:37:04]
There's a part of my brain which is very
[1:37:07]
unreliable.
[1:37:08]
[clears throat]
[1:37:09]
» Might
[1:37:11]
think we might have
[1:37:14]
this section or the baseline.
[1:37:16]
» That's the one.
[1:37:17]
» Okay.
[1:37:19]
» So,
[1:37:22]
okay. Um,
[1:37:25]
never mind. Nope, that doesn't have it.
[1:37:27]
But maybe within the reserve, right? I
[1:37:30]
is there some reference to the There is
[1:37:32]
a reference to the management plan in
[1:37:35]
this, isn't there?
[1:37:37]
» It was in here somewhere cuz we changed
[1:37:40]
to Oh, that was in the minutes.
[1:37:45]
Never mind. [laughter]
[1:37:49]
um
[1:37:56]
» Could be in the um permitted uses like
[1:38:02]
um
[1:38:09]
habitat mission.
[1:38:12]
» I think they called it a conservation
[1:38:15]
» The conservation
[1:38:16]
» Management plan or something. There you
[1:38:18]
go. All actions and activities require
[1:38:21]
authorization by the conservation
[1:38:23]
management permit.
[1:38:26]
Um,
[1:38:29]
conservation restriction.
[1:38:31]
Uh, scroll up a little bit.
[1:38:38]
So, the CMP requires habitat registr
[1:38:40]
restoration.
[1:38:45]
Replicable CMP requirements. Uh
[1:38:51]
maybe under
[1:38:54]
» There was more for CM.
[1:38:56]
» I I so the CMP I thought the
[1:39:03]
» The permit but do we do the habitat
[1:39:07]
management plan? We have to submit the
[1:39:10]
habitat management plan in order to get
[1:39:15]
» The conservation management permit.
[1:39:19]
» Okay.
[1:39:22]
» Yeah,
[1:39:22]
» That's right, Emily. That's right. So, I
[1:39:26]
think maybe we had talked about
[1:39:32]
not needing to reference the plan
[1:39:35]
because the permit requires the plan. Is
[1:39:39]
that right?
[1:39:40]
» Yes. I I think that Misty needs the
[1:39:43]
habitat management plan first.
[1:39:50]
They're not going to accept the the CR
[1:39:53]
without
[1:39:56]
having seen our habitat management plan
[1:39:59]
and okaying it,
[1:40:02]
» But I think we can submit them both at
[1:40:04]
the same time.
[1:40:05]
» Yeah.
[1:40:09]
» All right. So,
[1:40:11]
» I was just thinking to myself like,
[1:40:14]
you know, should the should the plan be
[1:40:17]
referenced in the CR? And I don't think
[1:40:20]
it needs to be if the permit is
[1:40:23]
referenced in the CR because
[1:40:24]
» Right
[1:40:26]
» You can't get the permit without the
[1:40:28]
plan.
[1:40:29]
» Right.
[1:40:31]
» So Selena, are you going to send that
[1:40:35]
all to Miss Deianne?
[1:40:39]
» That is the question. Um do you want me
[1:40:42]
to send it on behalf of the town? Do you
[1:40:45]
want me to set that to because it seemed
[1:40:48]
because the town is the land owner,
[1:40:51]
» Right?
[1:40:52]
» Should we be doing that with Miss
[1:40:54]
Deianne because the the thing from Brian
[1:40:59]
came to the town?
[1:41:00]
» Yep.
[1:41:00]
» Um and so uh
[1:41:04]
um I think we should probably do it, but
[1:41:06]
let me check tomorrow and I'll let you
[1:41:08]
know. And I can if I didn't already, I
[1:41:11]
think I did, but I can always send or
[1:41:14]
resend the habitat management plan for
[1:41:17]
you to
[1:41:18]
» Yeah, you could do that.
[1:41:20]
» So, I will need this. I will need the
[1:41:23]
habitat management plan and I will need
[1:41:25]
Miss Deian's email.
[1:41:27]
» Um, and I would CC you on what we send.
[1:41:31]
» Yeah.
[1:41:32]
» And um, and then the question is, do I
[1:41:34]
send it or does Kieran? I think it
[1:41:37]
» Or do we want Dan from LEC who helped us
[1:41:40]
with the [clears throat] um the habitat
[1:41:43]
to send these?
[1:41:46]
» He might get um
[1:41:50]
response or faster response
[1:41:54]
» Response from her than we had.
[1:41:57]
» Should he both or just the habitat plan?
[1:42:00]
» I don't know. He should probably do the
[1:42:02]
habitat plan. We should probably do the
[1:42:05]
the um CR.
[1:42:09]
That's what I think
[1:42:12]
cuz he is Wow. It's so
[1:42:16]
» Yes.
[1:42:18]
» Ronnie.
[1:42:20]
» Yes.
[1:42:20]
» What about this? What about if you send
[1:42:24]
both and CC
[1:42:27]
Matt
[1:42:28]
» On it?
[1:42:31]
[clears throat]
[1:42:31]
» Dan. Dan.
[1:42:32]
» Dan. I'm sorry.
[1:42:34]
» Yeah. Okay. Um and I don't know just or
[1:42:38]
could it be sent by both the town of
[1:42:43]
Townsen and Tesa?
[1:42:46]
» Well, we don't have a joint email. I
[1:42:49]
mean, I I would CC Tesa on it.
[1:42:52]
» So, the town sends and CC's Dan
[1:42:58]
uh Tesa
[1:43:00]
ETC. Okay. Mhm.
[1:43:02]
» Let me find out.
[1:43:06]
Um and and yes, send me the what we did
[1:43:09]
today for the plan and the habitat
[1:43:13]
management plan
[1:43:14]
» And then [clears throat] we'll get that
[1:43:15]
out. Um and uh so that is our next step.
[1:43:23]
All right.
[1:43:25]
On budget and funding, can I move on?
[1:43:29]
Um, I just want to be clear for the
[1:43:31]
minutes. So, who's going to be sending
[1:43:34]
the stuff to Miss Deianne?
[1:43:37]
» Um, Veronica is going to
[1:43:40]
determine who is sending
[1:43:43]
» And then it will be sent.
[1:43:45]
» Yes.
[1:43:46]
» And the goal is to have it out by Monday
[1:43:48]
or on Monday.
[1:43:55]
All right. So, I don't Did I email you
[1:43:59]
this? [laughter]
[1:44:00]
» No.
[1:44:00]
» The budget. Can I email it to you right
[1:44:02]
now?
[1:44:04]
» Um, I'm going to email I [clears throat]
[1:44:05]
did I took the budget that um Anna sent
[1:44:10]
me and I kind of munched it and um let
[1:44:14]
me do new mail to Tesa.
[1:44:18]
Um
[1:44:20]
see our budget and I just want to go
[1:44:23]
over it quickly. Um,
[1:44:28]
need an attachment. So, just give me one
[1:44:30]
minute.
[1:44:34]
[clears throat] Let me see where I am.
[1:44:43]
I think this is the right one.
[1:44:49]
So, throw it up there and see. We'll see
[1:44:51]
what comes up.
[1:44:54]
Um
[1:44:58]
the uh survey um
[1:45:01]
uh invoice got sent to the town by
[1:45:05]
Dillis and Roy. Um
[1:45:08]
and uh so that means that we have to go
[1:45:12]
out for bids to get two others. And
[1:45:16]
Kieran is seeing whether or not he can
[1:45:18]
use what Selena has already done because
[1:45:20]
we did, if you read the lease, we allow
[1:45:23]
you to do this, right?
[1:45:24]
» And we signed the MISA permit with the
[1:45:27]
select board back in January.
[1:45:31]
So, um, the permit application.
[1:45:33]
[clears throat]
[1:45:34]
So, um, in any event, uh, we had thought
[1:45:39]
it was going to go directly to NRWA, but
[1:45:42]
it didn't. And so that means that it has
[1:45:45]
to um follow the process, but Selena did
[1:45:48]
get other bids. So um there's that.
[1:45:52]
» We have an Apple to non-Apple
[1:45:57]
issue
[1:45:57]
» Issue. Oh, I'm sorry. Yeah, I didn't PDF
[1:46:02]
it, but that's what I have to do. I use
[1:46:05]
numbers. Okay. I'm sorry.
[1:46:06]
» That's okay.
[1:46:07]
» Let me open this um file, export to PDF.
[1:46:13]
Um,
[1:46:18]
okay. Let me try sending it again.
[1:46:25]
All right.
[1:46:33]
Okay. I'm just going to
[1:46:55]
» [clears throat]
[1:46:56]
» See if it works.
[1:46:59]
Did you get it?
[1:47:00]
» Not yet.
[1:47:03]
[clears throat]
[1:47:06]
Make sure the right
[1:47:10]
there. Is that better? Is it a PDF?
[1:47:23]
» No.
[1:47:26]
[clears throat and laughter]
[1:47:28]
» I'm sorry.
[1:47:29]
» Oh, wait. No. Here it is.
[1:47:31]
» You got it.
[1:47:32]
» Yes.
[1:47:33]
» Okay.
[1:47:34]
Okay.
[1:47:40]
I just did this this afternoon
[1:47:42]
right before I sent you the the agenda.
[1:47:45]
Anna,
[1:47:47]
did you get that earlier, by the way?
[1:47:49]
Had you received that or was that the
[1:47:51]
first time you got the agenda
[1:47:53]
» When I got it earlier?
[1:47:56]
» You did? Okay, that's
[1:47:58]
» Yeah,
[1:48:00]
» I I actually do appreciate you sending
[1:48:02]
it again because my days are so full.
[1:48:05]
I'm like, I don't have to look for it.
[1:48:08]
» Right. I understand.
[1:48:13]
» There we go.
[1:48:13]
» Um, so this is budget and I I was just
[1:48:17]
um I I went through and I edited things.
[1:48:20]
So, anyhow, um
[1:48:23]
» The land is donated. recording fees.
[1:48:26]
There's 210 in there. I'll bet that
[1:48:28]
that's low because I think that the fees
[1:48:31]
have been increased at the registry. I'm
[1:48:33]
not sure, but I it's an estimate column
[1:48:36]
there. The um the survey has come in at
[1:48:40]
24,500.
[1:48:42]
Um which is higher than I expected. And
[1:48:46]
so I put that in both the estimate and
[1:48:48]
the actual. I should have put 10,000 in
[1:48:52]
the estimate because that was what the
[1:48:53]
10,000 was. But um anyhow
[1:48:56]
[clears throat] doesn't matter. Uh so
[1:49:00]
under um indirect project costs there's
[1:49:03]
the cost for the land stewardship and
[1:49:06]
the legal defense. Then the baseline
[1:49:09]
documentation and Anna this is what I
[1:49:11]
wanted to ask you. I put 8,000 in there.
[1:49:14]
The number that was in there and what
[1:49:16]
you sent me was like 4,200.
[1:49:19]
But um and also if you know of people
[1:49:24]
that do this sort of work that you like,
[1:49:26]
if you could email me those, that would
[1:49:28]
be helpful.
[1:49:29]
» Yeah, I can email you that. I think, you
[1:49:33]
know, it depends on
[1:49:36]
if you got a private contractor, it'll
[1:49:38]
probably be less. Um, but
[1:49:42]
then if you hired like LEC to do it, but
[1:49:48]
LEC could do it that, you know,
[1:49:52]
um, I'd say North County Land Trust
[1:49:54]
could do it, but I don't have time, so
[1:49:57]
I'm gonna let somebody else do it.
[1:50:00]
» You're the CR holder, too, so I don't
[1:50:02]
know.
[1:50:03]
» Oh, well, CR holders can do it. Um
[1:50:06]
» Oh, they can. Okay.
[1:50:08]
» Yep. Um,
[1:50:10]
» Yeah. But
[1:50:11]
» But but I don't I would I would prefer
[1:50:15]
to
[1:50:17]
have [clears throat] someone else do it
[1:50:19]
just because, you know, the contractors
[1:50:22]
who do who are doing it all the time,
[1:50:24]
they just that's what they do. They set
[1:50:25]
their set up for it and all that stuff.
[1:50:27]
So,
[1:50:28]
» Okay.
[1:50:28]
» Um, sometimes, uh, foresters can do it.
[1:50:32]
Some foresters do it. Uh, anyway, I'll
[1:50:34]
send you my list and
[1:50:35]
» Okay. And I'll check with the
[1:50:38]
conservation commission or Mike maybe
[1:50:39]
you can to see who they've used for DDR.
[1:50:43]
» Sure.
[1:50:44]
» Yeah, they probably know. Um because
[1:50:47]
we'll have to
[1:50:48]
» Procure that.
[1:50:50]
» Yeah.
[1:50:52]
» Um so anyway,
[1:50:55]
there's that.
[1:50:57]
So going down under revenue forecast. So
[1:51:00]
I was looking at this. you had uh the
[1:51:02]
community foundation down there for what
[1:51:06]
you know for that old budget. Um and so
[1:51:10]
I just I left them there with a question
[1:51:13]
and it's for stewardship and fees. So I
[1:51:15]
combined the 2600 and the 210. I don't
[1:51:19]
know [clears throat] if my numbers are
[1:51:20]
exactly right there but anyway I didn't
[1:51:23]
know what toot was
[1:51:26]
» Uh town of towns.
[1:51:28]
» Town of towns. Okay. Um, [laughter]
[1:51:32]
I never thought of us as taught, but
[1:51:34]
yeah. Okay. Um, legal defense was 3,500.
[1:51:40]
And then the Marian started greenway
[1:51:42]
funds. That's for the survey. Land
[1:51:45]
conservation assisting grant. I just
[1:51:48]
pulled that up today and I'm going to
[1:51:50]
start communicating with them tomorrow.
[1:51:53]
» And it's Daria Mattis is the person.
[1:51:56]
» Dar. Yep. Daria Mattis. Yep.
[1:51:59]
» Daria Mattis. Do you know her, Anna?
[1:52:01]
» I do.
[1:52:03]
» Um I'm late. Um
[1:52:06]
» Yes,
[1:52:06]
» They
[1:52:07]
» Uh April and I haven't had any contact
[1:52:10]
beyond that um thing that I went to in
[1:52:13]
October where uh
[1:52:17]
» Um you know who I mean the woman
[1:52:21]
» And she uh she told me about this fund,
[1:52:26]
» But hadn't done anything with it since
[1:52:28]
then. other um anyway, but I do think we
[1:52:33]
do qualify for that for the BDR.
[1:52:36]
» Yeah, you absolutely do. I would
[1:52:37]
definitely call her. She's very lovely,
[1:52:40]
very nice, very approachable. And uh
[1:52:43]
just talk to her because she may have
[1:52:45]
insights. I don't know how far down that
[1:52:47]
fund has been spent. It's spent.
[1:52:50]
» It's first comes first serve and it's
[1:52:53]
kind of towards the end of their period.
[1:52:54]
So she'll she'll be she'll steer steer
[1:52:58]
you right and it's a very very simple
[1:53:02]
application form. So
[1:53:03]
» I I looked through that and I thought
[1:53:05]
okay having this budget helps for part
[1:53:09]
of the application anyway.
[1:53:11]
» Yeah.
[1:53:11]
» Um and um anyway so I will talk to her
[1:53:15]
then. Do you think 8,000 is about the
[1:53:18]
right amount
[1:53:20]
» For a BDR? I mean, [clears throat]
[1:53:26]
I think that's high, honestly.
[1:53:29]
» You had it at something like 42, which
[1:53:33]
seemed low to me.
[1:53:34]
» Yeah. I mean,
[1:53:36]
» We had said, we had said 5,000 before.
[1:53:40]
» Yeah. Yeah. So, I I think I think, you
[1:53:44]
know, 5,000 would be
[1:53:48]
uh on the higher end of what I would pay
[1:53:50]
for a BDR of for a pro for land this
[1:53:54]
size and the amount of [snorts]
[1:53:57]
um items that you're
[1:54:00]
interested in including. Um, I suppose
[1:54:04]
if you
[1:54:06]
Yeah, there's not really anything
[1:54:10]
overly complicated about this uh BDR. Um
[1:54:17]
» So there's a you know [clears throat]
[1:54:19]
there's a lot of attachments and you
[1:54:22]
know things to the nar the narrative is
[1:54:25]
something that
[1:54:29]
» I don't know that's not
[1:54:32]
» Going to take too much but so I would
[1:54:34]
say you know 8,000 will definitely cover
[1:54:38]
you if you're going to go to a
[1:54:40]
environmental consulting firm.
[1:54:42]
» Mhm. Um I think some of the private
[1:54:45]
contractors you'll be more around five
[1:54:48]
to four to five.
[1:54:50]
» All right. So I'll talk to Daria and
[1:54:53]
see.
[1:54:53]
» Yeah.
[1:54:54]
» Um so that's what I have budgetwise and
[1:54:57]
that's it. That's all I've done there.
[1:55:00]
Anything else we should talk about?
[1:55:03]
» So we did say the budget [laughter] for
[1:55:06]
the survey we thought was 12,000.
[1:55:08]
» Was 12,000? Yeah.
[1:55:10]
» It came in twice.
[1:55:12]
» Yeah. That's not surprising.
[1:55:15]
» So anyway, um yeah. So anyway, so
[1:55:19]
there's that. Um and
[1:55:23]
all right, uh that's it. That's all I
[1:55:27]
have for reviewing the budget and
[1:55:28]
funding sources.
[1:55:31]
» So 2.3 is discussion of a presentation
[1:55:34]
and a presentation for boards and
[1:55:36]
committees. I did do the select board.
[1:55:39]
Selena was there on Tuesday just because
[1:55:43]
um so there was a vote on support for
[1:55:46]
the concept of the CR at Squanakook
[1:55:49]
Meadows and that uh came out favorably.
[1:55:53]
So, um,
[1:55:55]
» So we have have that presentation pretty
[1:55:59]
much done and I pretty much used the map
[1:56:02]
and the deed.
[1:56:03]
» Yeah.
[1:56:04]
» Was and just showed how the the CR kind
[1:56:10]
of matched the deed
[1:56:12]
» And and and the wording was up there,
[1:56:15]
too. It's hard to put the wording up
[1:56:17]
when we have all those strikeouts and
[1:56:19]
all, but but it's it worked. So,
[1:56:23]
» Yeah.
[1:56:23]
» And
[1:56:25]
um that's it.
[1:56:28]
» That's great.
[1:56:30]
» Should we um go to the conservation
[1:56:33]
commission, Mike? Does that make sense?
[1:56:35]
If you want to see if we should get on
[1:56:37]
your agenda at some point.
[1:56:38]
» Sure.
[1:56:39]
» And maybe the planning board.
[1:56:42]
Um but I don't know who else. What do
[1:56:45]
you guys think?
[1:56:48]
» Anybody else?
[1:56:51]
James at the last night's meeting did
[1:56:54]
ask me for the next meeting to just sort
[1:56:56]
of report on where we are on this, but
[1:56:58]
then I'll ask Colby um or I'll ask James
[1:57:03]
and we should if you want a formal
[1:57:05]
presentation in front of the
[1:57:07]
» It it can be informal. It can be you
[1:57:10]
presenting if you want. I think that's
[1:57:12]
fine.
[1:57:13]
» Okay.
[1:57:14]
» So, I mean I presented for the select
[1:57:16]
board and I didn't run it by anybody.
[1:57:19]
[laughter]
[1:57:20]
So, but just let us know so that we
[1:57:23]
could attend or if we wanted, you know,
[1:57:26]
» If three of us are there, it's
[1:57:29]
» Oh, yeah. We can do that.
[1:57:32]
» Yeah. So,
[1:57:33]
» But
[1:57:34]
» I won't be there.
[1:57:34]
» You could go with Mike and
[1:57:37]
» Or I could go with
[1:57:39]
» Emily could go with Mike.
[1:57:41]
» Yeah. One of us could be there to
[1:57:44]
support if need be. [clears throat]
[1:57:47]
» Okay. So just let us know when the
[1:57:49]
meeting is and uh
[1:57:51]
» Okay. So to make it clear,
[1:57:54]
[clears throat] this would be in
[1:57:56]
addition to this little informal report
[1:57:59]
that I'm making next meeting or do we
[1:58:01]
make this?
[1:58:02]
» No, your informal report would be what
[1:58:05]
I'm thinking of. Okay. The question is
[1:58:07]
if you would like back up to help answer
[1:58:10]
any questions just let us know when the
[1:58:13]
meeting is for sure because
[1:58:14]
» And one of going through this and I'm
[1:58:17]
thinking I had absolutely no idea that
[1:58:19]
it was going to be this complex
[1:58:21]
[laughter]
[1:58:22]
and there's a reason why I'm not a
[1:58:24]
lawyer.
[1:58:27]
And and at that meeting
[1:58:30]
um will you ask for the conservation
[1:58:33]
commission to approve of the concept of
[1:58:36]
a CR?
[1:58:40]
» Sure.
[1:58:41]
Yeah. I don't know.
[1:58:43]
» I just feel like here we are. We're
[1:58:46]
moving forward on this. This is real
[1:58:47]
now.
[1:58:48]
» Yeah.
[1:58:48]
» And people are going to be spending
[1:58:50]
money are have spent money on this.
[1:58:53]
there's money being expended and so we
[1:58:56]
want to make sure that the CR is
[1:58:59]
supported.
[1:59:00]
So that's
[1:59:02]
» And and uh the commission should be
[1:59:04]
aware that they will
[1:59:07]
um
[1:59:10]
Oh wait, no, they don't have to sign off
[1:59:12]
on the commit on the CR.
[1:59:14]
» Sorry, I was I was thinking of a
[1:59:17]
different Yeah, if they were holding it,
[1:59:19]
they would. Yeah.
[1:59:21]
» And the select board are one and the
[1:59:23]
same.
[1:59:24]
» That's right.
[1:59:24]
» Yeah.
[1:59:25]
» Yeah. So, there are no conservation
[1:59:28]
signatures, but
[1:59:31]
» I mean,
[1:59:32]
» It's just one less one less board to get
[1:59:35]
signatures from. I'm you know
[1:59:38]
I've got uh
[1:59:41]
yeah
[1:59:42]
» Too many projects where I'm like, "Oh, I
[1:59:45]
got to get this signature this."
[1:59:48]
And then um there's planning board.
[1:59:51]
» I planning board um would be good. I can
[1:59:56]
go to planning board. Selena, you could
[1:59:59]
come with me.
[2:00:00]
» Um
[2:00:01]
» So I know I know your recreation
[2:00:03]
commission or committee isn't involved,
[2:00:06]
but is that something that
[2:00:08]
» They should know about or?
[2:00:12]
» Yeah, I think that's a good idea.
[2:00:16]
I don't know who the chair is of the
[2:00:17]
recreation commission. I can find out.
[2:00:20]
» It's um
[2:00:22]
uh I kayak with her and all of a sudden
[2:00:25]
her name just went poof. [laughter]
[2:00:28]
» You will remember it.
[2:00:30]
» Okay. So, Mike is doing the cons with
[2:00:33]
one of us. So, let us know Mike and um
[2:00:37]
we'll see to it that one of us is there.
[2:00:40]
Um,
[2:00:42]
Mike, the planning board will be me and
[2:00:45]
Selena and I'll I'll check in with them
[2:00:48]
for when to
[2:00:49]
» Yep.
[2:00:49]
» And then rec commission. I'll check with
[2:00:51]
them too to see when they're meeting
[2:00:53]
next and if we could talk to them.
[2:00:55]
» Emily.
[2:00:56]
» Oh, yeah. [laughter]
[2:00:59]
The sheets are she's not the board.
[2:01:01]
She's the
[2:01:03]
» No, she's our she's our director.
[2:01:05]
Whatever.
[2:01:07]
» The recreation supervisor. And I think
[2:01:09]
it might be with Rachel.
[2:01:11]
» Rachel.
[2:01:12]
» Okay, I'll talk to Emma. She'll tell me.
[2:01:16]
» All right.
[2:01:17]
» So, at some point, do we want to have a
[2:01:21]
night at like the library
[2:01:26]
and open it to the public to come in?
[2:01:31]
» I think that's a good idea. Are we at
[2:01:33]
that point now or do we want to do it?
[2:01:37]
Let's wait until Misty gets her comments
[2:01:40]
back. Once Misty gets her comments back,
[2:01:42]
I want to run it by town council.
[2:01:45]
» Yep.
[2:01:45]
» And then submit to EOEA
[2:01:48]
if that's okay with everybody.
[2:01:51]
» Yep.
[2:01:51]
» So, um Yeah.
[2:01:54]
» So, after we've submitted it to EOA
[2:01:58]
or after it's gone through council,
[2:02:02]
» I think after it's gone through council.
[2:02:04]
Okay.
[2:02:04]
» Then we do it. it can be in the EOEA
[2:02:07]
process when we do a a thing. Okay.
[2:02:10]
» Cuz once the EOA
[2:02:12]
process is done, it's just a matter of
[2:02:15]
signatures.
[2:02:15]
» Signatures. So,
[2:02:18]
» Um just and just one little thing we
[2:02:22]
need to be careful about is
[2:02:27]
um the more people that know about
[2:02:30]
endangered species
[2:02:33]
details,
[2:02:35]
the more likely it is that there will be
[2:02:38]
poaching problems
[2:02:40]
and and it is a real issue.
[2:02:44]
um I forget the name of the guy up in
[2:02:47]
New Hampshire who wrote um a turtle book
[2:02:51]
about a place that he called the digs
[2:02:55]
and
[2:02:57]
um
[2:02:59]
and it's been destroyed by
[2:03:02]
» By people who have gone there because
[2:03:05]
they've read about it, you know,
[2:03:07]
[clears throat] and that's why in size
[2:03:09]
book it was all
[2:03:11]
a different town, a different date,
[2:03:14]
» Right?
[2:03:16]
» Um, so we just have to be really careful
[2:03:20]
about how much information
[2:03:23]
is given
[2:03:27]
to the public at large. I that's just
[2:03:31]
something we really have to watch out
[2:03:34]
for
[2:03:37]
or the place will get loved to death.
[2:03:40]
[laughter]
[2:03:43]
All right.
[2:03:45]
So,
[2:03:46]
» David Carol was his name.
[2:03:49]
» David Carol.
[2:03:50]
» Yeah.
[2:03:52]
» All right. So, um Mike will let us know.
[2:03:56]
I'll schedule the planning board and the
[2:03:58]
recreation commission and let everybody
[2:04:01]
know when that is us so that um we have
[2:04:06]
we have two people
[2:04:08]
each time.
[2:04:10]
All right, that's it for 2.3. The next
[2:04:13]
is uh agenda and dates for next
[2:04:16]
meetings.
[2:04:19]
[cough]
[2:04:20]
So,
[2:04:24]
um, the the things I can see having to
[2:04:26]
talk about are funding,
[2:04:29]
um, a presentation to the larger public
[2:04:32]
when we get to that point, and anything
[2:04:36]
that comes back from Misti.
[2:04:40]
So, I think we should wait a couple
[2:04:41]
weeks
[2:04:43]
if that's okay with everybody.
[2:04:49]
Does that sound right to you to I'm I'm
[2:04:52]
dropping everything.
[2:04:53]
» I think the other thing we need to um
[2:04:56]
look at would be the revised
[2:05:00]
um
[2:05:02]
conservation restriction plan map
[2:05:05]
[clears throat] from Dillis and Roy.
[2:05:06]
» Okay.
[2:05:10]
[cough and clears throat]
[2:05:16]
All right.
[2:05:18]
since funding the revised map
[2:05:22]
presentation
[2:05:26]
and Misty's comments.
[2:05:32]
Um, I believe when I spoke with Misty,
[2:05:39]
the timeline for getting it returned
[2:05:42]
once we send it to her was pretty long.
[2:05:46]
It would be what?
[2:05:47]
» Pretty long.
[2:05:48]
» Pretty long.
[2:05:49]
» Um, I'm looking for
[2:05:52]
I made a note.
[2:05:54]
» Like, two weeks. [laughter]
[2:05:56]
Two weeks.
[2:06:04]
» School vacation.
[2:06:14]
the is the 20th, right?
[2:06:17]
» So, this is the if I get it to her on
[2:06:20]
the 16th of March.
[2:06:23]
Um
[2:06:26]
[cough and clears throat]
[2:06:29]
» I um I have to run, but um can you just
[2:06:33]
send me a meeting invite or whenever
[2:06:36]
we're meeting next?
[2:06:38]
» Okay, that sounds good.
[2:06:40]
» Okay.
[2:06:41]
» All right. Thank you, Anna. Appreciate
[2:06:43]
it.
[2:06:44]
» Yeah. Byebye.
[2:06:45]
» See you. Bye.
[2:06:54]
» So, we're looking at April.
[2:06:56]
» We're looking at April. And I'm thinking
[2:06:58]
the 16th.
[2:07:01]
Is that too late, though?
[2:07:04]
Well, let's wait and see what um if
[2:07:07]
Sabrina finds that message.
[2:07:18]
because that's what five weeks from
[2:07:20]
today.
[2:07:21]
» Yeah.
[2:07:21]
» Um that's a long time. But I don't know
[2:07:24]
about her.
[2:07:25]
» Could we tenatively make it for the 9th
[2:07:29]
and then if we haven't heard back from
[2:07:33]
her by then, we could just switch to the
[2:07:37]
16th
[2:07:38]
» Or even the second. We could do the
[2:07:40]
second. That's three weeks. The second
[2:07:43]
is
[2:07:44]
three weeks. Does that work for you,
[2:07:46]
Mike? I think um the Easter holiday is
[2:07:52]
that weekend, the fourth and the fifth.
[2:07:54]
» Oh, yeah.
[2:07:55]
» If people were traveling or anything,
[2:08:03]
» My son has a track meet on the second
[2:08:05]
floor.
[2:08:05]
» On the second floor. Let's go to the
[2:08:07]
night.
[2:08:10]
On the 9th, I have a meeting until 7,
[2:08:12]
but it's here in town, so I could be
[2:08:14]
here at like 7:15 or 7:30.
[2:08:16]
» I could do 7:30. [laughter]
[2:08:20]
I hate to do that to you.
[2:08:24]
» So, Thursday the 9th at 7:30.
[2:08:27]
» Okay.
[2:08:32]
[clears throat]
[2:08:34]
I move that we adjourn.
[2:08:38]
I'm good at that. [laughter]
[2:08:39]
» Emily Fine, you have to say your name
[2:08:41]
because it's remote.
[2:08:43]
» Emily Fine moves to a journ at 911 p.m.
[2:08:49]
» Perfectly.
[2:08:51]
Um, is there a second?
[2:08:53]
» Second.
[2:08:55]
» Um, all those in favor, roll call,
[2:08:58]
please. Starting with Mike.
[2:09:00]
» Mike Pat. Yes.
[2:09:02]
» Selena Thomas, yes. And Veronica Cal,
[2:09:05]
yes. and
[2:09:07]
» Emily fine. Yes.
[2:09:09]
» All right.
