[5:27] Thank you. It is important to begin each public gathering
[5:30] with a Land and Territorial acknowledgement to recognise the indigenous
[5:33] people for being good stewards of the Land and Environment.
[5:35] Here where we're meeting today, the Township Brock is traditionally
[5:38] being a hunting and fishing ground for First Nations peoples.
[5:41] We reside on and benefit from the Williams Treaty Territories
[5:44] on the Land of the Mississaugas in Chippewas. May we
[5:46] share the Land as long as the sun rises, the
[5:48] grass grows, and the river flows. For those that are

[8:04] but we do have one Presentation 7. 1, which is
[8:07] from Mr. Delight, which is our audit results Report Presentation.
[8:11] Stephen, go ahead when you're ready. Nice to see you
[8:13] again. You as well. Thank you very much. And as
[8:16] I have done in the previous years, I'll be quick.
[8:21] Here to report on the status of the audit. We
[8:26] are largely completed this point. The substantive work has been
[8:30] finished. A little bit of file cleanup to be done,
[8:33] but no expectations of any changes to the statements which
[8:36] have been provided to you in draft. I won't go
[8:39] through those statements in any detail, but if you have
[8:42] any questions, I'm sure between Trina and myself, we'd be
[8:45] happy to answer them for you. I just want to
[8:47] quickly go over the audit itself. Remind members of Council
[8:52] that we are appointed by the township to perform an
[8:54] audit. We do the audit in accordance with Canadian Auditing
[8:59] Standards. Those standards were not, have not changed since last
[9:03] year. And so our audit approach was consistent. The statements
[9:06] themselves are prepared in accordance with Canadian Public Sector Accounting
[9:10] Standards. There were no significant changes to those standards from
[9:14] last year. And so you're accounting policies that were used
[9:17] to prepare this year's statements are consistent with those in
[9:20] the previous year. As I mentioned, we have completed the
[9:24] audit. Our audit looks at everything. We don't just pick
[9:28] a few accounts and test those. But we do identify
[9:33] for you, those areas where we think there's either a
[9:35] little greater risk or they're more complicated. So the errors
[9:39] we identified for risk revenue into third revenue. Those are
[9:45] significant because Canadian Auditing Standards say we have to treat
[9:48] them that way. When it comes to a municipality, the
[9:52] biggest risk is specifically with recognition of deferred amounts. So
[9:57] development charge revenue, revenue, you would be receiving from certain
[10:01] types of reserve funds that are obligatory as a term
[10:06] we used. You can only recognise revenue from those revenue
[10:10] streams when you incur eligible expenses. And so that's an
[10:14] area where we tend to focus a lot on. And
[10:17] our testing in those areas this year was fine. No
[10:19] issues were identified. Management override of controls. Is another area
[10:25] where accounting standards require us to treat it as a
[10:28] significant risk. The idea being there is a risk that
[10:31] management could override a system. You have internal controls in
[10:35] place. We look at those controls and we're satisfied with
[10:38] them. But there is always a risk that management would
[10:41] attempt to override those controls. We do specific testing in
[10:44] that area to address that, primarily journal entry testing. We
[10:49] will identify all the journal entries that were posted during
[10:52] the year. We then profile those entries looking for certain
[10:56] characteristics. If the characteristics are present, we then select those
[10:59] entries and take a closer look at them, making sure
[11:02] they were properly prepared, approved and posted, but primarily we're
[11:06] looking at it from a business perspective, does this entry
[11:09] actually make sense. That testing was completed, no issues or
[11:13] concerns were identified. There is no indication of managements over
[11:16] out of control. Uh, and the third item that was
[11:19] listed was, um, with regards to year and accruals and
[11:22] other estimates. And this is a common one that we
[11:25] would put in any of our audit plans. Uh, simply
[11:28] because there are certain amounts at the end of a
[11:30] year where management does have to estimate. Uh, your provision
[11:34] front collectible taxes, um, uh, tools for salaries, wages or
[11:39] other potential liabilities. Um, and because those are estimates, we
[11:44] can't verify it a hundred percent when we do the
[11:45] audit. So for those areas, what we do is we
[11:48] just assess the process that was undertaken to come up
[11:51] with the estimate. We take a look at the backup
[11:53] supporting the estimate. And we conclude whether or not we
[11:56] believe those estimates are reasonable based on all the information
[11:59] that's available. And based on our testing, no issues are
[12:03] concerns were identified. Um, in terms of the audit itself,
[12:07] as I mentioned largely finished, we don't audit a hundred
[12:10] percent of all transactions. We are in fact, uh, auditing
[12:14] to a materiality level. Um, the materiali level that was
[12:18] set for this year's audit was 600, 000 dollars that
[12:21] is consistent with last year's What that means is if
[12:24] we find errors that individually or cumulatively exceed 600, 000,
[12:29] we would not be in a position to provide you
[12:31] with a clean or unmodified audit opinion. Uh, if you've
[12:35] looked at the draft, you will notice that the opinion
[12:38] we're proposing is a clean, unmodified opinion, indicating that we
[12:41] did not identify any, uh, significant errors or we didn't
[12:45] identify any actually, um, and so, uh, we will be
[12:49] able to provide a clean, unmodified opinion once we wrap
[12:53] things up for good. On the second page of my
[12:56] executive summary, you'll see a list of outstanding matters. Uh,
[13:00] that we need to go through just to wrap it
[13:02] up. One is a side management representation letter. Uh, a
[13:06] draft of that was included in the package that we
[13:08] provided. That's a letter that we will ask management to
[13:11] sign back, uh, to us just asserting that they've essentially
[13:14] told us the truth, the whole truth and nothing but
[13:17] the truth. Uh, and providers with all the backup that
[13:19] we needed to support everything, uh, that we were looking
[13:22] for. Uh, subsequent events, they need to be reviewed up
[13:25] to the date of our audit opinion. So essentially we
[13:28] have to do an assessment of has anything occurred at
[13:31] the township from the 31st of December up until, uh,
[13:36] the, uh, the date of our audit opinion. And if
[13:39] that is the case, we need to assess whether or
[13:41] not they would impact on the financial statements, uh, at
[13:45] December 31st. Now obviously lots has happened, uh, at the
[13:48] township from December 31st to today, uh, but our focus
[13:51] is on, was there anything that happened that should or
[13:54] would have impacted what the numbers look like at December
[13:56] 31st. As of today, we are not aware of anything,
[14:00] uh, would require any additional disclosure or changes. Uh, nor
[14:03] do we expect to have anything, uh, from that. Um,
[14:07] and then I mentioned already the third item on my
[14:10] list completion of certain audit testing and documentation. Uh, we've
[14:13] largely finished the audit as I say, uh, we just
[14:16] have to go in and clean up our documentation and
[14:18] make sure everything's been written down, et cetera, et cetera.
[14:21] Um, that will happen within the next day or so.
[14:23] And so, um, I'm quite comfortable that we'll be in
[14:27] a position to issue your audit opinion very soon. Um,
[14:31] the audit went well. Trina and her team were very
[14:36] supportive providing us with information on a timely basis. Um,
[14:41] and so from that, I really don't have anything more
[14:45] to say other than we're close to being able to
[14:48] wrap it up. And I think that's everything I need

[22:54] right on the piece. They're heading to the park or
[22:56] wherever. That's where we see a lot of the racing
[22:58] happening as well as when the morning shift or the
[23:03] morning shift to the factory at the end of the
[23:05] road happens, um, there's, uh, excessive speeds always at that
[23:10] intersection. So although the four - way stop, I'm in
[23:14] full support of that. That'll be definitely a deterrent coming
[23:17] from the park, um, but the prohibit people from flying
[23:24] on the pea street from Cameron. Thank you, Councillor Canavan.
[23:27] I know that there are not funds for speed humps
[23:31] right now. And I think that although we took that,
[23:33] uh, suggestion for would, I think that's why we're not
[23:36] seeing it in this report for action. It's not to
[23:39] say that that couldn't be actioned at another time and
[23:42] that it could be looked at. But, um, right now
[23:46] we're contemplating items that are within the present budget. Unless
[23:53] you'd like to add anything. Well, I guess that, oh,

[24:00] actually planning on putting the radar speed board in that

[24:32] road, I wonder if we could at least follow up
[24:36] with that request. It's one yield sign. I have a
[24:39] feeling it's the only yield sign in that subdivision, um,
[24:42] but to change it to a stop sign because there
[24:45] was some concerns from a resident, uh, around that. And
[24:48] I don't think we need to look at the entire
[24:51] township to change every single yield sign to a stop
[24:55] sign just to address this concern. Thank you very much

[27:11] the whole, not the whole township. I'm not sure that
[27:17] there's too many yield signs outside of Cannington. I'd have
[27:22] to check. If you want a full report on the
[27:27] changing yield signs over, then add that to the recommendation
[27:31] too. And I'll bring one forward. I'm up to the

[29:06] um, are we going to continue on our own throughout
[29:09] summer fall. I haven't made that decision yet. But I
[29:13] will. Shortly. Okay. And the other, uh, brushing and shouldering,
[29:20] how are we doing on that portion of it? The
[29:22] brushing is, uh, going along well. And the berm removal
[29:29] kind of have to wait for that a bit because
[29:31] you take the dirt out onto the calcium and then
[29:34] it gets dusty. So we'll wait until a little later
[29:37] to start that. Okay. But everything in the report from
[29:42] a month ago, that's still on track to be completed
[29:45] in 2026. I hope so. I said in the report
[29:51] that it was a lot of work. And we're working
[29:54] away at it as much as we can. Okay. And
[29:59] is there going to be a follow up report on
[30:00] that in September? That gives us six weeks at least
[30:04] of work. So can you maybe just do an internal
[30:06] memo for the next council meeting just to see where

[32:19] just that the field was not a prioritie of the

[50:46] um, it's just that type of impact. So we're looking
[50:48] at, um, again, one of the vehicles had to go
[50:51] in with for a significant amount of repair. It's just
[50:56] use. It's expected. We get the oil changes every month
[51:02] or very great on the maintenance of them. But it's
[51:04] just wear and tear for their aging. So I know
[51:08] that we're looking at some, um, stuff in the future
[51:12] to be able to replace at least one or two
[51:14] of them. Um, to get something more consistent, you know,
[51:17] through our reserves and other things, um, in, uh, future
[51:21] budget years. As per our replacement, um, for vehicles that
[51:25] the Council has a policy on. And I'm sure, like
[51:29] usual, we'll get the report that what needs to be
[51:31] fixed and et cetera, et cetera. So in the future,
[51:35] that's something they've got to think about down the line

[1:07:25] office that it does require a building permits. The lines
[1:07:29] have been made aware of that. They indicated that they're
[1:07:34] more than happy to proceed through that process and obtaining
[1:07:39] a building permit. There's a cost with that, of course.
[1:07:43] Um, the alternative would be two 20 footers. Uh, again,
[1:07:47] they have to meet setback from the existing building. The
[1:07:53] one particular item I want counseled to be considerate of
[1:07:57] is that this building, um, unlike the haunted trail, uh,
[1:08:03] location of the rail containers, it is sort of front
[1:08:06] and centre in the park. And, um, you know, rail
[1:08:12] containers, yes, they can be painted. They can be cladded
[1:08:15] to make it look like a building. However, Council should
[1:08:19] keep in mind that they are just a temporary structure
[1:08:23] realistically and Council, given that this is your park and
[1:08:28] one of your main locations at the harbour should have
[1:08:31] consideration of what this park. Um, looks like and is
[1:08:37] used like for all users at that park for longer
[1:08:41] term. And that's why we're, we're wondering if, yes, a
[1:08:46] fence, um, cladding or cladding on the building can, you
[1:08:52] know, sort of mask it for the time period. But
[1:08:55] as Council wanting it to be there for a long
[1:08:58] period of time or is it, are you going to
[1:09:00] put a time period on it and have, have the
[1:09:03] user groups enter into discussions with each other. And I'm,
[1:09:08] I'm calling on the agricultural society, the lions, um, maybe
[1:09:14] some other users down there. Enter into discussions with the
[1:09:19] municipality on looking at expanding some of those existing buildings
[1:09:24] that are there that are being used for storage. And
[1:09:28] if that makes a more logical sense for your main
[1:09:33] park at the harbour on how it looks in the
[1:09:36] future. And, and if, if council is asking the lions
[1:09:42] to go ahead with the container, then you want it
[1:09:47] fenced as opposed to cladded. Than the fence height in
[1:09:52] order to be above the container will be above our,
[1:09:56] our fence by - law, which we'll also need a
[1:09:59] fence variance that has to be part of the resolution.
