[5:39] installed in three. That was part of the capital budget improvement and does make

[5:42] it a big difference when you're trying to back into that trailer. Now, you can

[5:45] see what's what's back there. Uh, yeah, the towers got some upgrades

[5:49] back in July. So for about 2 hours we couldn't uh

[5:53] talk to each other. Only by uh >> It's frightening.

[8:20] Both those days were like the plus 35 days, so the guys really got their

[8:26] workout that day. Equipment checks and association meeting. So, we have five

[8:29] new firefighters here. Just building ready to start the firefighter one and

[8:32] two. And firefighter Summers is enrolled in

[8:36] the fire investigator course. And there's another upcoming county-wide

[8:40] EV electric vehicle fire training course as well.

[8:43] So, we're going to send a couple folks to that.

[8:46] Um Jan is also enrolled in part four of the fire code. That's just that's

[8:50] dealing with courtroom, which is stuff that we have we have to go to court.

[8:54] What procedures that we have to do as a fire department to put that in motion in

[9:06] Um we're looking for things for the fire services grant. And that's just says 226

[27:05] fees are pretty much staying the same. Um and any extra money that may be

[27:12] required will be taken out of the reserve for now, so that they're not

[27:17] putting any extra burden on the townships. So, the

[27:23] budget the recommendation for the budget to go forward was passed unanimously,

[27:29] and I think everyone felt that there had been a real effort. I felt this year

[27:33] there was a very good explanation of the whys and what's.

[27:38] And uh again, given a it's a transition year,

[27:42] it just makes good sense. The other piece that I think will be uh

[27:48] important for the new council to be aware of is it's not looking like this

[27:52] trans- this change is going to happen early in 2027 as predicted. It'll

[27:58] probably be close to the year. So, we may

[28:04] municipalities may want to have or will want to have a representative sitting

[28:08] there for the that period of time. Um and I know we're talking about the

[28:13] budget, but just to underline to the uh the recommendations around

[28:19] representation on the board, um the the ministry the government is sticking to

[28:24] their plan, so that there would be

[28:27] one rural representative from our area, and that will be someone appointed

[28:34] through the United Counties. So, the upper tier will appoint that person. So,

[28:38] I just keep underlining that because it's I think it it's got real

[28:42] repercussions for the rural the rural voice on that committee.

[30:32] notice about it, but anyway, um this is

[30:37] we've received this grant now 2 years in a row, so this will be the third year

[30:41] for applying for the this the seed grant. Once again, it has to do

[30:47] has to be focused on recreation [clears throat] if you're

[30:51] municipality under 20,000. And um

[30:56] » [clears throat] >> a seed grant is just kind of what it

[30:58] what it says. It's planting a seed to grow something bigger.

[31:03] And so one So if you take a look, the purpose is

[31:06] for organizational planning, piloting a new program, or building capacity to

[31:11] plan for future programs and services. And so in speaking to Ron and and and to

[31:18] Jennifer and and and Colin as well. Um and just thinking about we've been

[31:24] trying to um you know, we we had the seed grant for

[31:29] our master plan. And then from that, the seed grant for the trail that we're now

[31:34] implementing so that we have various projects and we can kind of evaluate at

[31:39] the end where we want to go with them. So with this one, um

[31:44] actually this it it seemed like a natural growth. One

[31:48] of the things that we've been really trying to do is promote partnerships and

[31:53] build collaboration to help us deliver our recreation programs because we're

[31:58] such a small municipality and don't have the staff necessarily.

[32:03] With that, you want volunteers, too. But that's a whole other um thrust. So

[32:10] the grant focus, looking at the theme better together, and it would be a focus

[32:14] on strengthening and building partnerships to promote active living in

[32:18] front of young. So the rationale, we've developed the

[32:22] recreation master plan. Now, how do we act on it? How do we grow it? How do we

[32:27] maintain our recreation programs? And we all know the struggle we've had with

[32:31] volunteering, you know, people volunteering, etc.

[32:35] Um and I look at also the capacity for staff. I mean, there's a great will to

[32:40] develop partnerships, but that takes a lot of work and meetings and more

[32:44] meetings and following up with the meetings. And also looking, um, you

[32:49] know, groups like the and just throwing some out there. I mean, the National

[32:54] Park, the Parks Commission, different sports leagues, even different

[32:58] businesses. Like, you know, we have the yoga group over just over the, um,

[33:03] township line and our there opportunities there.

[33:07] Um, the Y, you know, different groups. But also, um,

[33:11] looking at things like some of the barriers we've had, for example, with

[33:15] the school board and the community use of schools and and trying to navigate

[33:20] that sort of thing. So, the deliverables what we're looking at is,

[33:25] um, exploring various partnerships, um,

[33:29] hopefully developing, um, some partnership agreements or templates for

[33:34] agreements. I think that's one of the things we've realized as we've been

[33:37] revisiting some of our, um, not just recreation, but you know, some

[33:42] of our recreation, um, uh,

[33:46] agreements over the years. If there's a history of a verbal history, but we

[33:50] haven't always had things in writing. So, this would help get some things down

[33:53] in writing for future groups. And, uh, so developing, uh, templates and, um,

[34:00] looking at, you know, memorandums of understanding, but having someone

[34:03] dedicated to doing that over a 6-month period and working with with staff and

[34:09] and the hopefully there'll be a rec committee to to do that. So, that's our

[34:14] recommendation for the grant. Um, we're collecting some we've reached out

[34:20] for some, um, uh, quotes.

[34:23] Um, you can see that the funds available are 10,000 to 100,000. So, we'll

[34:27] probably be in the lower range of that by we have to know by Wednesday, but I'm

[34:31] I'm thinking it'll probably be about 25 to 30 and then that would thousand

[34:37] that we would be asking for. But the purpose then is in in the fall the grow

[34:42] grant will be coming out and that's a big that's will help you grow your

[34:47] programming or take a you know it and it's a bigger ask. So anyway, so this is

[34:54] just again to kind of support us as a local municipality. So does that all

[34:59] make sense? Is that Yeah.

[35:04] » I know that there's a lot of work goes into those grant writing. It takes

[35:07] forever to write grants. >> Well, it's got

[35:10] yes and no depending. This one wasn't too bad and Ron of course is always a

[35:14] huge help with all of that and good ideas and

[35:18] Jennifer and good partners to talk to.

[35:21] » That's what I mean it takes takes a a lot of people a lot of work.

[35:30] I I just feel it's important for council to know what why the what and the why

[36:40] at the roof for the rink as as um one one of our asks for that grant. Um

[36:47] now, something to keep in mind is the it's a 50/50 split for this grant. We

[36:53] last time there was a chance for our small municipalities for a 70/30 split

[36:58] and anyway, we didn't get to that point. That's not available to us. So, that's

[37:02] something else to consider. It's not due until December 22nd, but I think we you

[37:08] know, when we talk about the recreation reserve fund and you know, what thinking

[37:12] down the road, what are what are is the priority in terms of recreation for

[37:15] Front of Young? Is it still the the rooftop for the rink? Are there other

[37:19] things? So, those are conversations I think that need to be had um before the

[37:25] application goes, but this is a huge chance for us to do something.

[37:32] everybody's been waiting for. So, we want to do this one well.

[39:25] uh they're proposing to

[39:28] that the 401 be turned at Sherwood Springs overpass

[39:32] and go north

[39:35] toward Halli- Halli's Road. So, that would knock out a lot of uh

[39:41] the like Andy Clapp's property and some of the other properties on Sherwood

[39:43] Springs. It would require a

[39:48] expropriation of other properties all along Halli's Road

[39:52] and maybe some of the properties that uh people who owned

[39:55] north of Highway 2. And be far more costly

[40:00] and more disruptive than the current plans. Do you remember when we went to

[40:05] the open house at the Legion? And the the plans there were

[40:09] fairly simple, you know, fairly simple and straightforward. They own the

[40:11] property the they the province owns the property

[40:14] where they're proposing to to expand the the the lanes.

[40:19] Except for maybe they don't want to have to knock out the the the salt shed down

[40:22] at the end, but they don't want that too.

[40:25] That's less disruptive and less costly than what Mr.

[40:29] DeCruz has proposed. So, I'm going to suggest that we I can write

[40:33] a letter if if it's okay back to the minister saying we discussed it and we

[40:39] disagree with the with that proposal and that they should carry forward with the

[40:43] their current plan. If that's okay with everybody.

[47:17] A number of us went to that. They showed us a plan. There's three or four

[47:20] options, and they explained why option A, B, and

[47:24] C didn't work, but option D is is most preferred.

[47:29] And it does make more sense when when when they're talking about maybe only

[47:32] have to take one piece of property or knock down the salt shed or something.

[47:36] Basically holding the the the expansion of the 401 within the existing

[47:42] property that the province owns. They might have to come a wee bit north

[47:46] and but there's still room room there for three lanes on each side to turn

[47:51] into a six-lane. Um I don't know how far along the I I

[47:55] they're moving in the uh overpasses right now are being widened.

[47:59] They've been working on this one for a long time.

[48:01] Um they replaced Halleck Road. And they have to do some work in Cherry

[48:06] Valley Springs. Then I think once that's done, you'll see them starting to widen

[48:10] their highway highway. So hopefully within the next within the

[48:14] next 5 years maybe.

[48:47] take a whole bunch of people's houses and that stuff. Where they were going

[48:55] to put the six lane in. This proposal tonight is from a private

[48:59] gentleman who presented it to the other township and now has asked it to be sent

[49:03] to us to make to make a drastic change against

[49:12] ministry is already and what we've already
