members who've worked with and adjacent to this project
[3:03]
for many years. Director quinn now running the
[3:07]
district for caltrans office and has been engaged with this
[3:10]
project in many ways for many, many years.
[3:13]
director sweet, who's been on our executive working group
[3:17]
and working with us internally for many years.
[3:18]
on behalf of mayor laurie's office and director kinkaid who
[3:21]
has been with ac transit now for six months to the week I
[3:25]
believe and we had worked with in his capacity as an associate
[3:29]
administrator at the federal transit administration.
[3:30]
so excited to have your expertise and leadership on the
[3:34]
board and welcome you to the hottest board meeting of 2026.
[3:40]
okay, so happy transit month today.
[3:44]
september is transit month and we are joining our bay area
[3:48]
colleagues in celebrating all things transit this month we'll
[3:51]
have details on the transit center's free activities
[3:52]
and events but most notably invite you and members of the
[3:55]
public to join us for our second annual pop-up transit
[3:59]
art fair on september 23rd. It's a fun event in our grand
[4:05]
hall where we have artists in the transit space providing
[4:09]
their wares for for purchase in our grand hall and you'll
[4:14]
see some of that artwork from last year hanging in our main
[4:17]
office because we had a local artist depict the bus bridge as
[4:21]
seen from our rooftop park. So ari walsh, our facilities
[4:25]
director will provide more information about the upcoming
[4:28]
events along with a review of the transbay joint powers eight
[4:31]
anniversary celebration rooftop rhythms that just happened a
[4:35]
couple of weeks ago in august along with our partners at the
[4:38]
transportation security administration we held the
[4:41]
first full scale public safety exercise of our facility
[4:42]
in late august and had over 400 police public safety fire,
[4:48]
transit and volunteer staff working through our public
[4:52]
safety communications and it was a great opportunity to
[4:54]
train train jointly with our partners and strength test our
[4:58]
communications connections and preparations for a wide
[5:01]
range of public safety incidents.
[5:02]
and you'll hear a little bit more about that from our chief
[5:05]
of security rodney here shortly regarding the portal we're
[5:09]
continuing to advance technical durable work.
[5:10]
you'll hear me say that most meetings because that is our
[5:13]
our mission to move this forward and to address the
[5:17]
funding gap we've been working on a couple of specific things
[5:21]
since our last meeting. First, the state ended their
[5:24]
legislative season on august 31st and the last few days as
[5:28]
many of you I know are aware because you were engaged
[5:31]
in them were in intense negotiations on the future of
[5:35]
the cap and invest program which will populate some
[5:36]
funding for one of our target resources which is the transit
[5:39]
intercity rail capital program or rcp.
[5:43]
so legislators from both sides worked to address a reduction
[5:46]
and what we call tier three funding which included rcp as
[5:50]
well as transit operating and affordable housing funding
[5:53]
and that pot is expected to be smaller than as previously
[5:58]
planned though we remain cautiously optimistic for our
[6:01]
chances in the upcoming award decisions which we should hear
[6:03]
in the coming weeks for the tricep application that we
[6:06]
submitted in the spring for $750 million that 750 million
[6:11]
is is in line with previous awards for things like bart to
[6:14]
silicon valley caltrain electrification and there are
[6:16]
some comparable requests to do the same program for the high
[6:20]
desert corridor in l.a. Metro to our south.
[6:23]
the portal is the only named project in all of northern
[6:27]
california. So despite that lower capacity
[6:31]
we have shared our cash flow with cal star and the
[6:32]
governor's office so that we can continue working on those
[6:35]
durable technical work products to advance the project and have
[6:39]
a long term multiyear commitment so we can start
[6:43]
negotiating a full funding grant agreement with pall's
[6:46]
former colleagues at the federal transit administration
[6:49]
. We also helped shepherd ab 2308
[6:53]
with assemblymember haney's office to extend the term of
[6:57]
collection of net tax increment from the former state owned
[7:01]
parcels that were created by the construction of phase one
[7:04]
of the transbay program. This will extend that from its
[7:07]
current expiration of 2050 through to 2075.
[7:08]
so we can harness some of the land values for the unbuilt
[7:14]
projects such as parcel f block four and others in the transbay
[7:18]
district and we can bond against that longer time frame
[7:22]
as a way of meeting our matching requirements.
[7:23]
>> so this is good news to us. It's good news to our partners
[7:27]
at fta as we continue to advance that funding gap.
[7:30]
the governor has until september 30th to sign that
[7:33]
bill and we are now starting the local implementation that
[7:36]
is a state authorization that we will then need to run
[7:38]
through our successor agency to redevelopment the office of
[7:41]
community investment and infrastructure as well as
[7:44]
our board of supervisors. So with your help we'll be
[7:48]
before some of your bodies in the coming months to
[7:49]
effectuate that at the local level we are also working to
[7:55]
recruit an ac transit representative on our community
[7:59]
advisory committee. We have an open seat and invite
[8:03]
all submittals from the public. >> submittals are due at the
[8:04]
end of the day today we've been out canvasing on the bus deck
[8:11]
in our park and out on social media and talking to our
[8:13]
colleagues so if you know of a great representative
[8:16]
representing riders on the ac transit system please send them
[8:19]
our way. We meet monthly and we do
[8:20]
provide them some food as they come and talk about the portal
[8:24]
and our future. Finally the quarterly financial
[8:27]
reports are in your packets and our chief financial officer
[8:30]
she members is available should you have any questions?
[8:34]

right mr. Harris good morning vice chair mandolin and the
[9:00]
directors. I'm pleased to present the
[9:04]
security quarterly update covering the performance from
[9:07]
april through june of 2026. Today's presentation cut will
[9:14]
cover two main areas. >> first, the performance
[9:17]
review of our contract security operations.
[9:21]
and second, a strategic briefing on our recently
[9:24]
completed multiagency four scale exercise.
[9:29]
we remain firmly committed to maintaining the highest
[9:32]
standard of safety. >> we remain firmly committed
[9:40]
to maintaining the highest standard of safety public
[9:43]
welcome in interagency coordination for all our
[9:45]
patrons tenants and regional transit operators to ensure the
[9:52]
transition operates safely and smoothly.
[9:55]
our security contract management focus on three areas
[9:58]
and those three areas are personal turnover post staffing
[10:02]
and competency testing. >> turning to these three kpis
[10:10]
personnel turnover our contractor sets a threshold
[10:14]
requiring high staff retention a us achieved about 93% in this
[10:18]
category for post staffing. In terms of actual hours worked
[10:25]
versus expected scheduled hours a us achieved about 98% and for
[10:32]
post insight competency testing across 24 test administered
[10:36]
examination ins in q2 to security officers average about
[10:42]
98% significantly above the mandatory 85% passing overall
[10:49]
contract security performance for kitty demonstrates
[10:50]
excellence. A contract adherence
[10:53]
and operational reliability security excellence is
[11:01]
ultimately driven by individuals dedication on the
[11:02]
front lines. We would like to take a moment
[11:06]
to recognize security professional the quarter four
[11:09]
key team shadab azizi. >> his commitment embodies
[11:13]
security standards and reflects the high caliber of customer
[11:16]
service facing security we strive to maintain at the
[11:20]
transit center moving from routine operation to
[11:26]
specialized emergency preparedness.
[11:27]
I want to brief the board on a major inter interagency
[11:31]
milestone recently completed at the facility by the
[11:35]
transportation security administration.
[11:36]
I still program is for intermodal security training an
[11:40]
exercise program is a premier federal initiative that funds
[11:43]
and support multi-agency readiness the surface
[11:47]
transportation hubs. >> some of the milestones if
[11:51]
you recall back in february of 2024 tgp was selected by tsa to
[11:55]
conduct a initial tabletop exercise evaluating strategic
[11:59]
emergency response workflows. >> subsequently based off that
[12:02]
tabletop exercise, tsa re selected the tjp back
[12:07]
in october of 2025 to organize and execute a full scale
[12:14]
exercise just two weeks ago overnight on august 26th
[12:20]
through august 27th. We successfully executed a full
[12:21]
scale exercise directly inside the transit center.
[12:25]
>> this exercise brought over 400 participants including
[12:31]
operators, operators, actors, role players, local, regional
[12:33]
and federal law enforcement agencies as well as regulatory
[12:37]
agencies doing non operational hours with no impact to the
[12:40]
morning schedules. The exercise was designed to
[12:50]
evaluate four core emergency management objectives one
[12:54]
multi-agency interoperability we establish a unified command
[12:59]
post integrating surfaces local pd, san francisco fire
[13:03]
department, san francisco department of emergency
[13:05]
management, tsa and some in our regional transit operators as
[13:09]
well as law enforcement. We successfully tested
[13:10]
and shared radio frequencies and joint tactical decision
[13:14]
making. Number two was the real time
[13:17]
operational readiness of participating first responders
[13:20]
responded on a realistic time pressures and simulated
[13:24]
stresses testing perimeter security control, ground
[13:28]
dispersal victim triage and emergency access pathways.
[13:32]
three was our emergency operations plan validation
[13:36]
exercise are designed to uncover friction points before
[13:37]
real incidents occur. We validated our physical
[13:41]
security emergency operations plan as well as our security
[13:44]
systems integration along with our public address system cctv
[13:48]
area tracking and etc.. >> and finally it was the last
[13:55]
piece was the federal regulatory compliance.
[13:56]
this exercise keeps gpa and puts us at the forefront
[14:00]
for future grant opportunities from department homeland
[14:03]
security as well as the federal transportation administration.
[14:07]
>> in conclusion, t2 has demonstrated a strong baseline
[14:11]
performance across all security contracts for kpis along
[14:15]
industry leading emergency readiness validated through our
[14:18]
federal tsa partners. We remain dedicated to
[14:23]
protecting assets, supporting our tenants partners,
[14:27]
safeguarding the thousands of passengers who pass through the
[14:31]
salesforce transit center every day.
[14:32]
I want to thank you, the board for your continued leadership
[14:35]

harris's remarks and photos and I believe was the largest
[15:18]
full scale exercise of its kind that tsa has conducted
[15:21]
nationally since the pandemic. That is correct.

facility operation quarter update.

I'm ari walsh, jpa facility director.
[15:51]
>> happy to be here with you on this beautiful day.
[15:54]
let's kick it off with some fun stuff.
[15:55]
so statistic x. Aren't those fun?
[16:00]
they're fun when they go in the right direction which this
[16:03]
graph shows. We're just showing a pretty
[16:04]
significant increase last year and then some stabilization
[16:10]
this year still moving in the positive direction but of
[16:12]
course we always want to keep progressing and improving those
[16:15]
numbers. Some highlights from our summer
[16:18]
programing. So august was a very big month
[16:22]
for both mr. Harris and myself with his full scale exercise
[16:26]
and then we also hosted a three day music festival
[16:30]
in salesforce park which was the first one we've ever done
[16:34]
there. Lot of work, a lot of fun
[16:37]
especially when you bring in bands like tune-yards as we
[16:39]
can see here we had over a thousand rsvp for that show
[16:44]
which took place in the amphitheater here.
[16:48]
and then the next day keep it nice mix of music.
[16:52]
we had some free techno with lady starlight and adrienne
[16:56]
again 1000 hours vp's very successful and a lot of happy
[17:02]
people. Sunday we had suds francisco
[17:06]
funk and fermentation festival first of its kind where we
[17:09]
celebrated some great funk music and things that are
[17:13]
fermented like coffee, beer, caboolture hot sauce, sour toe
[17:17]
all great things from san francisco.
[17:21]
so again just a very great weekend with no incidents
[17:24]
and no issues new amenity alert we got to keep the music going
[17:32]
and one way to do that is to add a piano which we did in our
[17:34]
wetlands garden. So if you're any good or just a
[17:37]
beginner, check it out. We'd love to hear.

most of us would love to hear those tunes being played at
[17:47]
some upcoming programing preview.

so we've got the all women's montclair big band jazz coming
[17:55]
this saturday. So check that out at the

amphitheater and then we have a math quest coming up to help

celebrate transit month here at the transit center.

and this math quest is transit themed and is focused on a
[18:11]
journey across america which is pretty cool for slide eight
[18:18]
here. As director van de water had
[18:19]
mentioned, we are working with s.f. Transit riders to
[18:26]
celebrate the annual bay area transit month at the transit
[18:29]
center. And we've got two great events
[18:30]
planned. The first is in and be on
[18:34]
saturday the 19th which focuses on high speed rail and will be
[18:37]
held in our main plaza of the rooftop park from 2 to 5 p.m..
[18:43]
>> then on wednesday the 23rd we're bringing back our second
[18:47]
annual pop up transit art fair bringing art vendors and our
[18:51]
transit partners together for one lovely afternoon.
[18:54]
and we invite the public to join us for this great event
[18:58]
which will be at our grand hall on the first floor from 3 to 6
[19:03]
p.m. Where we are working with muni to bring out one of their
[19:05]
beautiful vintage busses and we'll have some raffle
[19:08]
prizes to make things extra fun.
[19:11]
>> and also participating in the ride contest which is a
[19:16]
tour of the train box in s.f. Transit riders grand prize so
[19:22]
you got to enter there sweepstakes there and you could
[19:27]
check out our beautiful train box.
[19:30]
these events are complemented by free activities in our park
[19:34]
for the week of september 22nd and we look forward to seeing
[19:37]
you all out there. Just some quick neighborhood
[19:42]
updates taking care of the neighborhood is really
[19:45]
important obviously. >> and the east cut they don't
[19:49]
cut any corners and as you can see here, they've actually
[19:52]
wrapped a couple electrical boxes and featuring the transit
[19:56]
center in park just one of the many ways that they go about
[19:58]
beautifying the area. Some quick economic updates for
[20:04]
everyone. While office vacancy is down
[20:08]
about 3.5%, we are still over 30% but it is going in the
[20:12]
right direction getting a lot of leases signed in primarily
[20:19]
driven by growth in the air and tech sector but also with
[20:23]
the tourism sector as well. So some positive news there.
[20:27]
and then just looked at a few metrics, some a bit of a stats
[20:31]
nerd if you couldn't figure that out already and just like
[20:35]
looking at metrics like bay area or bay bridge traffic
[20:38]
which is at 90% of the 2019 levels downtown bart stations
[20:45]
are seeing increased offloading.
[20:48]
so a lot of folks are getting off at downtown bart which is
[20:52]
great in the revitalization of downtown muni ridership is up
[20:56]
and rush hour freeway speeds are down 4% which is showing
[21:01]
more congestion which should translate in more people taking
[21:05]
transit which we all need. Unfortunately rents have gone
[21:09]
up by 14%. It's a but it is showing
[21:12]
economic growth. >> tenant updates so we've had
[21:18]
the beer bottle kiosk in the grand hall and the beer bottle
[21:22]
pergola work kind of on here for a while.
[21:24]
>> the main reason is due to the build out costs that beer
[21:27]
bottle was seeing. >> so to value engineer those
[21:31]
projects we switched to more of a furniture model which is
[21:35]
significantly less expensive but activates the space almost
[21:39]
as well especially when you add shuffleboard tables and pinball
[21:45]
tables and things like that. >> so making some good progress
[21:49]
there. And then an update on the p one
[21:52]
restaurant on the park level that we were looking into
[21:59]
creating an event space there. But we do have an active rfp
[22:01]
out right now for a real estate broker.
[22:04]
so before we build that out to an event space we want to give
[22:08]
them a fair shot at trying to find a long term partner to
[22:12]
lease the space. >> and then as always, please
[22:16]

that sounds really exciting is the emphasis on having at

vendors or artists show and if it's artists how you know is

there a selection process? >> so the artists it's a little

bit of both. Artists can sell things but
[22:45]
they don't have to so they can sell a little trinkets and lily
[22:49]
madison is doing the real work on this one helping with
[22:52]
organizing things. >> but did you want to say

>> yeah, I guess. I mean just just to flesh out

the question is, you know, are that people are they paying for
[23:03]
space or are there is there an emphasis on artists showing

are interested as we have space there's no cost to participate.

>> we aren't charging them. We are requiring them to
[23:42]
provide a license agreement just to be on site with a
[23:43]
certificate of insurance as needed.

>> and then also we are asking them to sell their merchandise
[23:50]
as well as bart and muni will also be selling and then
[23:54]
transit partners will be providing information.
[23:57]
>> yeah great. And I think it's great that
[23:59]
we're reaching out and interacting with different
[24:02]
populations in that right and the artist community will
[24:05]
yeah and we were keen on the fact that you called out art
[24:09]
span last year and wanted to ensure that we have that open
[24:12]
line of communication with them so they'll be there.

meeting of this past tuesday, september 8th.
[25:25]
our agenda included a monthly staff report, quarterly updates
[25:29]
on security and facility operations and finally on the
[25:33]
portal will emerge as well from whom you've just heard they
[25:37]
gave the staff report. Martin munoz asked if the
[25:41]
governor was likely to sign matt haney's bill ab 2308 which
[25:45]
was to extend a period of collection from other tax
[25:49]
revenue bonds from 2015 to 2075.
[25:52]
rodney harris gave a security update all as well on that
[25:56]
front joslyn tom thompson asks the reason for the full scale
[26:01]
april exercise oh and the committee wished well should
[26:07]
office who was their quarterly employee or officer of the most
[26:13]
recent one who is now going to work for as a san francisco
[26:15]
police officer out of the frying pan and into the fire,
[26:21]
ari walsh gave his update on facility operations.
[26:26]
paul met paul bendix asked if there has been more tourism at
[26:30]
the portal, henry camilla was asked a question that was much
[26:34]
more relevant to the high speed rail project than to the portal
[26:41]
but he got an answer just the same.
[26:42]
henry also asked if the portal could be used to host more
[26:45]
major events alfonso rodriguez and gave the portal update eric
[26:52]
shot meyer asked about the completion of the portal they
[26:55]
how about the competition part made the competition the portal
[27:00]
faces for state funding rokita hartley asked that detailed
[27:03]
question on the earn earn value management update that alfonzo
[27:07]
had provided. Eric was were more detail on
[27:11]
the schedule of the acquisition of right away and finally
[27:14]
regarding memorandum of understanding is among the
[27:19]
agency partners in the t.j. Pay I asked if there has been a
[27:24]
discussion of the cost level which though the approval would
[27:27]
be required for change orders for instance both for design
[27:31]

profits that was the extent of snc $38 billion proposal to

land a lee to san francisco in two hours and 40 minutes $38
[30:17]
billion back in 2000 then might have ever all to go away but

they went to morocco. They delivered morocco high
[30:29]
speed rail 200 miles. Those stations got $2 billion.

wanted to note today one is an enabling works contract that
[31:44]
will allow us to relocate utilities on townsend street
[31:49]
in advance of heavy construction along the
[31:50]
alignment. But first we need to hire the
[31:53]
designer of record the rfq for the solicitation is expected to
[31:57]
be released later this month. Second procurement which is our
[32:01]
largest scope element of the entire program which is hiring
[32:05]
the designer to complete design and to build the civil
[32:09]
and tunnel scope elements of the portal is a procurement
[32:12]
under in progress right now and we are using a progressive
[32:16]
design build approach. We expect the proposals to come
[32:19]
in on that scope of work by the end of this month.
[32:22]
other items listed here are in support of our successful
[32:27]
delivery of the pre-construction phase and that
[32:28]
is we will be turning our attention immediately to
[32:31]
procuring the engineer if not the engineer record excuse me
[32:35]
an engineering consultant that will help support us with all
[32:38]
the design deliverables and design reviews necessary
[32:39]
for the progressive design build contract.
[32:42]
that solicitation will begin soon as this ten your rfq is
[32:46]
out the door or yes. Next item is our two documents
[32:53]
that are pretty key and helping us advance all of our contracts
[32:57]
in the program. That's the change management
[32:58]
plan and another document that's called the change
[33:01]
control board charter. You might recall that in our
[33:05]
mou with our five agency partners we said that we would
[33:08]
create a change control board. The charter explains their role
[33:12]
and responsibilities but that the key to support such a
[33:15]
charter is the change management plan.
[33:19]
that change management plan will define roles
[33:22]
and responsibilities to receive process any requested changes
[33:25]
establish the delegations of authority to do so and the
[33:30]
process for which that entire workflow occurs.
[33:34]
speaking of workflow we're also developing a mapping of the
[33:38]
entire workflow which shows the process of all of the
[33:42]
deliverable urls not just changes but the list of
[33:46]
deliverables that the progressive design build
[33:49]
contractor is asked to submit in then explains how we receive
[33:52]
them, process some, review them and approve them.
[34:02]
it's a complicated process so mapping is important for common
[34:10]
understanding between the contractor and this agency
[34:14]
and finally something that we call open book estimating when
[34:16]
the progressive design build contractor joins us that first
[34:21]
phase is to advance design but we want to advance design with
[34:24]
visibility of the cost associated with that design not
[34:28]
just the cost but the cost of construction.
[34:29]
so open book estimating is the process that will ensure
[34:33]
visible bility of how design decisions are going to
[34:36]
translate into construction cost.
[34:43]
I mentioned in past presentations we've begun a
[34:44]
right away acquisition program and we've released two offers
[34:48]
on two parcels for appraisals are in process.
[34:52]
the fta is reviewing a couple of them.
[34:55]
we are also advancing the work that will lead us to a request
[34:59]
before the board of supervisors to obtain a subsurface easement
[35:02]
which will allow us to build the tunnel and occupy the
[35:04]
street that begins with a record a survey public works is
[35:07]
reviewing it that's almost complete.
[35:11]
once that's complete we'll be able to begin the legal
[35:12]
description for the subsurface easement.
[35:17]
>> risk management is something I've talked about over the
[35:18]
years and that is the cornerstone of our project
[35:22]
delivery. What I wanted to highlight to
[35:24]
the board is that we are taking a more active approach to risk
[35:29]
management in preparation for onboarding our progressive
[35:32]
design build contractor. That means that a risk
[35:33]
management plan is being updated to identify measures
[35:40]
that more actively manage, mitigate, report and resolve
[35:44]
risks and that a process is ongoing with our agency
[35:45]
partners will have an updated management plan for their
[35:49]
review. But I want to thank the county
[35:52]
transportation authority for their assistance in having us
[35:56]
shift gears to a more risk management approach and the fta
[36:00]
that is our constant partner in all things risk management.
[36:06]
lastly I want to show the months that lie ahead some of
[36:11]
the durable work that we are planning to do.

these are topics that I normally don't present to the
[36:15]
board the first is something that you heard a moment about
[36:21]
earlier about is the early earn value management module of our
[36:25]
project management information system.
[36:28]
what is that? It's a it's a component of our
[36:32]
management toolkit that allows us to measure progress on
[36:36]
deliverables both professional services and construction
[36:39]
contracts to ensure progress is matching our spend and it gives
[36:43]
earned value visibility on on our expenditure we are updating
[36:48]
both our capital and our operating funding plans at
[36:51]
present. That's a task that will
[36:52]
continue throughout the balance of this calendar year.

and then of course we're getting ready to meet the next
[36:59]
stage gate requirement that is will appear before this board
[37:04]
concurrent with your we hope requested action to award a
[37:08]
contract for the progressive design build contract.

so because tgp receives federal funding it must comply with

title six of the civil rights act of 1964 and related federal

nondiscrimination requirements. Title six prohibits
[40:53]
discrimination based on race, color or national origin
[40:56]
in programs or activities that receive federal financial
[40:59]
assistance. The epa submits its title six
[41:02]
program update to the fta every three years.
[41:06]
the update outlines how epa works to ensure
[41:09]
nondiscrimination in the in the public I'm sorry in the public
[41:13]
services it provides this plan before you covers the period
[41:17]
from october 1st, 2026 through september 30th 2029 a title six
[41:23]
program must address nine required elements
[41:26]
and consistent with the 2023 update elements seven and eight
[41:29]
do not apply to t jpa because it has no federal funding
[41:33]
subdisciplines and construction of the new facility took place
[41:37]
outside of this covered the period covered by this update.

services. The staff leveraged a source of
[48:15]
all cooperative agreement which was competitively procured
[48:19]
and and included the services required by the.
[48:23]
through this process the staff selected a client to perform
[48:27]
the service required for the portal also have insurance
[48:30]
and entered into negotiations a client is also t.j. Is current
[48:34]
insurance broker for the transit center and has
[48:38]
extensive knowledge of his insurance program and risk
[48:42]
profile providing continuity. We as we move into the
[48:46]
construction of the phase two through the source of all
[48:51]
master agreement a client also provided a discounted rate to
[48:54]
the tga that was very beneficial.

with an administrative fee of $2.4 million based on estimated
[49:08]
construction cost of $4 billion.

adjustment to the fee based on the actual cost of the
