[2:54] up good evening thank you for having me um I feel like like I'm ending my night

[3:01] on a good note I started with County Commissioners don't tell

[3:05] them I feel like um I do this every couple quarters just do the rounds so

[3:11] there's been lots of presentations um this is the 2024 annual report from

[3:15] stepping stones and I just want to point out some of the highlevel items so the

[3:22] first page or page 2 2024 highlights January purchased the shuttles April

[3:28] moved on site June opened the individual shelter units and navigation Center uh

[3:33] August we had representative Marsh and some other officials that came in toured

[3:38] and we had our first annual fundraiser in September uh October the solar panel

[3:43] project was um started with installation I did sign another contract today on

[3:49] that so hopefully the switch will go on soon um and then in November we received

[3:55] word that we did get funding for the outdoor cooking space and to finish uh

[4:00] the sprinkling in the navigation Center so we can put the stove in there and

[4:04] then in December celebrated our second consecutive year of or second year of

[4:08] consecutive nights stays and then um wanted to also point

[4:15] out the so page six was the page I had the most trouble with was how do we

[4:22] define success and I have people ask me how many people have graduated the

[4:26] program how many successes do you have and it's really hard to give numbers

[4:32] because every situation is so unique so we have had successes and hopefully by

[4:38] giving some of the stories that does show what we're working on and just how

[4:43] individual our cases are uh and um I'm trying to do a better

[4:49] job of sharing our impact stories as well so when I go around and talk like I

[4:54] was at Rotary last week and actually shared the impact video that we made for

[4:58] our Gala and just being able to share that we've had families come through and

[5:05] are now permanently housed and keep in touch and those are those are what we're

[5:09] working for day in and day out um and so I just want to make sure that we are we

[5:15] are showing that and sharing that information and then I wanted to look at

[5:21] page 10 our next steps and what we're working on this year so as I stated we

[5:26] did get funding uh I'm really appreciative of dakot Consulting and all

[5:31] of the work that they're doing to make sure everything's ready for the

[5:35] contractors once we get to that step uh we continue to work on growing our

[5:40] Partnerships Financial sustainability volunteers uh I continue to do Outreach

[5:46] and educate community visit churches different organizations I was at s

[5:52] Optimist in Hermiston this evening so again just getting out there and letting

[5:57] the community know what we're doing and how they can can help and be a part of

[6:01] it so if you have any questions or Dave if there's something I didn't touch

[6:07] on I don't have anything nope okay I was wondering do you have any uh any

[6:14] anecdotal information about how the other um transitional housing pilot

[6:18] projects across the state are doing I could probably answer that a

[6:22] little bit better uh Bruce the um so there were like I said there were

[6:28] eight that received the the funding um two of those Pilots uh have do not exist

[6:35] today so six uh after they went through their two-year process um not really

[6:41] sure exactly on all the reasoning behind why the two weren't there one of them um

[6:45] combined I guess with sort of a nearby Regional a different Regional solution

[6:50] and the other just they couldn't uh make it work I guess so six of them are

[6:54] moving forward um our we were only one of three out of the eight that created

[7:01] this transitional housing element others were uh our sleep center Services only

[7:07] sort of that emergency one night only Sheltering um they're continuing on uh

[7:12] as well and um so yeah it's been overall it's been pretty successful our program

[7:16] with the excuse me set up this way with transitional housing has been pretty

[7:20] unique and um one that uh Jin's made presentations and and so have I both in

[7:26] eastern Oregon and on the west side as well seems to be a model that um many

[7:32] municipalities throughout the state are interested in following yeah so I just a

[7:37] side note I mean I I thought it was really interesting so I I participated

[7:41] in that act leadership and training um Pro you know program a year ago and had

[7:47] uh you know 15 minutes to sit down at a large table discussion with the governor

[7:52] and I just decided I mean she you know showed up out of you know she didn't

[7:56] have to be there but she didn't you know a stuff was really not her cup of tea

[8:01] but I took the opportunity to you know switch to pitch a little bit and I you

[8:05] know thanked her for you know the office supporting the transitional housing and

[8:10] she immediately became interested in the discussion so I I can tell you the

[8:17] governor's office is very interested in following up on all these programs yeah

[8:23] I'll say that I mean we have our our path meeting later this week our

[8:26] advisory uh meeting or is it next week no this week this week There's

[8:30] um but holiday on Monday just kind of messes with your schedule a lot so um

[8:35] right now for and we'll bring this as we move forward in budget but we don't have

[8:39] identified funding for this facility at all uh for next fiscal year and so uh

[8:44] when we went and visited at the loc day at the capital this was on our list of

[8:49] priorities it's on loc's list of priorities to continue to fund housing

[8:54] and homelessness programs and it's in the governor's uh proposed budget to the

[8:57] legislature and so we anticipate that we'll be be able to receive uh State

[9:02] funding uh was talking with mayor very briefly before this some of this is a

[9:06] little bit of a qu I'll say a small if not larger question mark because Federal

[9:10] funding programs right now are uh shut off then back on and then shut off again

[9:16] so there's a lot of uncertainty at the federal level which a lot of the state

[9:20] funding are State pass through funds that are coming from um those dollars

[9:24] and so we're working continuing to work through all of that one thing that uh

[9:28] Jess's been quite modest about is on this page when it talks about their

[9:32] fundraising in Gala they've been very for an

[9:36] organization um uh that's been working with path here for a couple years they

[9:40] they've been highly successful in their ability to to get folks to donate and

[9:44] the community's just been overwhelmingly supportive and uh just very generous

[9:49] with with their financial donations not only their time as well but they done

[9:53] very well with financial donation and so we're still doing the

[9:57] trifecta or whatever it is Hermiston and us and yilla County are still funding it

[10:03] yeah so it's um us yilla County and Hermiston I would say are the primary

[10:07] Partners Ekko and Stanfield are also included in that IGA and then um uh Iran

[10:13] and Borman are uh they have separate intergovernmental agreements U non

[10:18] voting members U but have the facility is available for their use as well

[10:21] they're like the bronze sponsor yeah right and the silver and then the gold I

[10:27] get it

[12:06] you guys for your service and I mean that uh you guys have a big job uh I

[12:12] have uh had about every weekend about six High

[12:17] School sophomores come over to my house and have a game night and it seems to be

[12:25] a an opinion of the middle school kids and the high high school kids that we

[12:30] need a crosswalk uh there between that crosses Highway 30 at jxa over to the

[12:37] Harvest Food Store they they they Traverse that every day at school

[12:42] there's a bunch of them there it's not highlighted the crosswalks uh that

[12:47] aren't highlighted uh are kind of an enigma for the drivers you you you don't

[12:52] seem to notice a crosswalk unless there's a line across of course we're

[12:56] coming out of a period where where uh you matilla had a crosswalk at every

[13:01] intersection two of them and uh uh you know old teacher caveat is that if

[13:06] everything's highlighted nothing's highlighted but uh uh you know they

[13:11] think and I think we need a crosswalk there painted at least and even better

[13:16] one like the one at Switzer and 7:30 with a with a with a painted sidewalk

[13:21] and a sign or even better yet uh the one that's got the got the flashing light uh

[13:29] so uh that's that issue uh uh why you got

[13:35] your paint out to paint the sidewalk uh uh it's also kind of been a

[13:40] habit for the city to go around and paint white circles around the chuck

[13:44] holes and the potholes uh uh I know the one on my street they had to come around

[13:49] and paint the white circle around it every couple of years because they get

[13:52] wore off from you driving over the potholes and the Chug holes well at uh

[13:59] at uh McNary between uh McNary between wamit Street and um matilla Street there

[14:07] is a lot of chuck holes all with white circles around them in the past the

[14:12] white circles are about worn off so I kind of think we either need to paint

[14:17] new white circles around them so they're more identifiable when you drive over

[14:20] them or uh maybe like they did on my street finally come along with some uh

[14:25] tarmac and film uh of course that section Street there is so bad that it

[14:30] begs for just a a redo right there a lot of traffic there with that new uh

[18:36] and Regional labor information and it's going to be a event that you won't want

[18:42] to miss for those employers out there so if you go to the Eastern Oregon

[18:48] Workforce board so eb.org they've got their whole agenda there for the program

[22:07] don't know if um we have um excuse me we have representatives from Amazon here as

[22:12] well tonight if um you wanted to help answer questions or I know you also were

[22:17] interested in giving a little check-in as well so happy to co co- answer

[22:22] however you need yeah so uh my question is like what what actually changes in

[22:26] this second Amendment and then how does this impact the city and then in turn

[22:30] how does this impact the other taxing districts moving forward yeah I mean I

[22:35] can answer that if you wanted to talk about what you have on on the amendment

[22:39] why don't you go

[22:46] ahead and I can answer the other ones on the impacts but if you want to talk

[22:49] about the specific goal of the amendment hi there Shea Sharman with the

[22:54] economic development team um so this amendment effectively use the microphone

[22:59] will be short there there you go thank you uh this amendment takes us back to

[23:03] the original terms uh negotiated in the original eles agreement that was

[23:07] executed October of 2022 um we had amended the performance

[23:12] criteria for that agreement in um I think it was early

[23:18] 2023 um we did have a site build plan change at this property um there's a

[23:23] pretty significant slope on the campus and uh through all all of our

[23:27] engineering efforts realized that we're not able to build out the full full four

[23:31] buildings as originally expected and so we do have to pull the the build plan

[23:36] into two buildings at this campus because of the slope and you want to

[23:41] speak to so it's a decrease in size of Campus or is it a decrease in it's a

[23:45] decrease in footprint okay yeah yeah so they still meet all the state

[23:49] requirements for uh job creation and uh wage requirements of those positions uh

[23:55] but the way those contracts are set up is uh their pay payments are based upon

[23:59] $5 per square foot of all uh facilities that are constructed out there and and

[24:05] as they mentioned that big uh so this is going to change from four buildings down

[24:09] to two um but that's not necessarily what the contract is they had at any

[24:13] time they can change site plans or things like that as long as they met

[24:16] those uh requirements for uh job creation uh and and wages that are there

[24:22] um so the impacts that'll come uh from this facility not So Much from the

[24:27] amendment that we're looking at here today is going to be that change of of

[24:30] size of footprint that's there in the building um this focuses back like as

[24:35] they mentioned to the original uh agreement prior to Amendment one which

[24:41] because so the the ORS allows you to um there's essentially two Paths of options

[24:47] that you can choose for uh to meet the criteria for the abatement and so this

[24:52] gets us again back to that 130% and uh I think it's a minimum of 25 job creation

[24:57] that's there so they still meet those criteria okay so in other words this

[25:02] just cuts it in half it cuts the footprint in half the footprint in half

[25:07] right okay yeah and we don't have a site uh we don't have building plans that

[25:12] they've turned in yet I'm not sure if if you have a different plan for if each

[25:16] individual building within the campus is bigger or small or anything like that

[25:21] based upon what you already have but um yeah they just don't have the ability

[25:25] with the topography to be able to build out all four

[25:28] and then go ahead I'm sorry go ahead okay so then the second question was how

[25:31] does this how does this impact our our future tax doll like how is this

[25:35] impacting us salware yeah so it'll the impact will be uh from the two buildings

[25:41] not being uh constructed the

[25:46] um uh as far as the Enterprise Zone goes and the abatements that's going to look

[25:50] uh very similar uh because um except for those those annual payments again are

[25:56] based on $5 per square foot so uh generally speaking uh a full campus a

[26:02] full buildout is approximately a million square F feet um a little less than and

[26:06] so this one would be somewhere in the ballpark of half a million square feet

[26:09] give or take um and so their annual uh payment that they in new of taxes

[26:14] they're pilt uh will will be adjusted according to that um all the other

[26:20] additional payment criteria the Student Success fee the public safety fee

[26:23] there's no changes associated with those uh those are those are different items

[26:27] that are in those contract s this has to do with that uh that what they call the

[26:31] additional payment in the in the contract okay Council any further

[26:35] questions at this time Darren I know you had one sorry um no that's what I was

[26:38] gonna ask how is it going to impact those uh taxing districts but it sounds

[26:42] like it's really not going to change too much it's just the size of the building

[26:46] well I mean I'll be I'll be clear looking both during the um during the

[26:50] abatement program 15 years and then afterward when it's on ADV valorum um it

[26:55] will cut uh the total tax contribution by about half but um but they like I

[27:02] said they still meet all the criteria of the state program that's there and as

[27:06] the land owner property owner service owner they certainly have the yeah my my

[27:10] only my only question is that the Matrix stays the same it's just smaller no

[27:14] change to the Met to that matrix it's just going back to pointing to that ORS

[27:17] that talks about 130% uh median income and 25 job creation and does this impact

[27:23] timeline at all or is this similar timeline just with a reduction yeah the

[27:26] timeline hasn't shifted um based on this alone it's just we're reducing the

[27:30] footprint right okay it should go faster right yeah right if only that were the

[27:36] way work okay I'm not sure if you had

[27:39] anything else we invited him here just in case you had any other General

[27:42] updates that you wanted to take advantage of uh at the moment while we

[27:45] were

[28:07] during the last presentation we did change our uh Community grant program to

[28:12] two cycles per year so two application Cycles so just Clos this the end of this

[28:25] that's kind of the latest update so more to come on that front but really

[28:58] 22 2025 resolution of the city mtil council uh calling a city measure uh

[29:06] election to submit to the electors of the city uh the question of Contracting

[29:12] a general obligation Bond inbet never even seen that word before that's a new

[29:17] one indebtedness in one or more um Series in

[29:23] an aggregate principal amount not to exceed 19 million

[29:28] 800,000 to finance the cost of a Capital Construction and Capital Improvements

[29:32] declaring intent to reimburse uh

[29:36] expenditures designed or designated and and authorized representative in

[29:42] delegating responsibilities and related matters Melissa is that your mouthful

[29:46] that's that's a lot that's a mouthful that's a tough bad that was there

[29:53] indebtedness that is I need to Google that all right under I'll do a quick

[29:59] introduction on this item and then Melissa will uh go into the slide deck

[30:03] presentation and we do have our bond Council uh joining us uh on Zoom as well

[30:08] in case you had specific questions for them um just a couple things that you'll

[30:13] see in the presentation here that looked a little bit different than what you've

[30:16] uh seen prior to um one is I'll just is the 19.8 million uh when we presented

[30:22] this before we' were always presenting worst case scenarios and so now that

[30:25] you've given us direction to bring forward uh this item

[30:28] as a resolution to you we've updated that as we've looked at Dollar spent

[30:31] today and so on you'll hear a little bit more of that here in just a moment um um

[30:36] that and then excuse me we also are going to take some time to to go over

[30:41] just uh there were some questions last time as to kind of the history as to how

[30:44] did we get here and so we'll talk about that we've done um we did we have done A

[30:48] needs assessment and needs analysis uh through this process that was presented

[30:52] the council about a year ago we have had uh community in uh input sessions and so

[30:56] on and so you'll hear about that as well so wanted to talk about that and then

[31:00] what this process would look like today and and moving forward should Council

[31:04] choose to uh adopt this resolution so I'll

[31:07] have thank you um so put this up on the screen for me as well um as they

[31:14] mentioned we look looked at several items related to the police department

[31:18] construction um first thing that we'll touch on is the cost estimate timeline

[31:23] so we originally issued our RFP for design in September 20 22 at that time

[31:29] we had a Target cost but it was really just um a gap um and so in the RF we

[31:36] said we'd like to be able to construct this for seven and a half million um we

[31:40] selected McKenzie um who went through the process of conducting the needs

[31:44] assessment report which was finalized in March

[31:47] 2024 that report showed a construction only cost of 16 million but there are

[31:53] additional um costs that go with the project so what you have here is the

[31:57] first estimate that we got um they had done a

[32:01] little refining between the needs assessment and that March 5th council

[32:05] meeting so the Construction Consultants and owner cost um there had a range of

[32:11] 20.7 to 25 million which is on the worst case

[32:18] scenario um the next slide there we received two additional cost estimates

[32:24] as we've gone through this process one in August of 24 and one in November of

[32:30] 24 um the left one was just a little bit more refined as they work through design

[32:36] it actually went down a little to 20 million to

[32:40] 24.2 um but the last component that was added was dispatch and so that increased

[32:46] that backup to a range of 211 to 256 um when we're talking about what we

[32:52] actually need financing for um oh I guess first before I go on that

[32:59] I do have some construction comparables we received comments about why is this

[33:03] building higher than others um and so I have yilla PD Milton free waterer Malala

[33:11] and Canon Beach were some of the comparables that our Architects were

[33:14] able to provide us um and they looked at construction costs and square footage so

[33:21] a dollar per square foot and then they also broke out separately site cost and

[33:26] then escalated for um comparable construction period so our

[33:32] site cost um here is really what adds quite a bit of cost it includes all the

[33:38] owner furnish items such as Furniture lockers training equipment AV telephone

[33:44] security um and in our case we have some added cost with utility

[33:49] relocation um we purchased the property behind the existing Police Department um

[34:00] substantial cost for monitoring we have to have a monitor present throughout

[34:05] construction um out of the out of the site cost um you'll see that ours it

[34:13] looks higher but we do have dispatch in there and 1.4 million is the equipment

[34:18] needed to run a Dispatch Center and so the final cost that we

[34:23] used um for the bond Levy was 19.8 million we took

[34:28] um expenses out that will have already been paid for prior to construction the

[34:33] bulk of that being the design Anda position numbers um and so that got us

[34:39] to the

[34:41] 19.8 um the next slide I just show some updates on our time frame as far as um

[34:47] Matt Donahue presenting to council um we did ask him to update option three which

[34:54] is what you guys have guided us to pursue using the new cost of 19.8

[34:59] million instead of that original 24.2 and it reduced it down to a levy

[35:04] rate of

[35:12] 27 and then finally as I told you last time our next was going

[35:18] toly B Council um on board so the day after the last council meeting we

[35:25] solicited Bond Council proposals and that were due on February 11th we

[35:30] received three highly qualified proposals um

[35:34] and they were all very qualified we went with the lowest proposal Ty and that was

[35:40] um with oric we previously have worked with or they uh assisted us with the

[35:47] financing Pur and also served as Underwriters for

[35:56] the and then the last slide that I have here for you is just other Consultants

[36:02] um so underw writing we have selected meso that was Matt you who presented the

[36:07] bond financing options to you um and then we also have a couple Consultants

[36:13] that we still need to engage with so prior to the bond uh measure we'll bring

[36:18] on a public relations consultant looking at the waha group that's going to be

[36:22] about 30,000 but the other two we do not need to hire until after the May

[36:28] election which would be a municipal advisor and the credit rating

[36:32] agen um for everything but the public relations consultant all of those fees

[36:39] are contingent on the bond sale going through and so their payments are

[36:44] deducted at the end um we do have um Bond Council on

[36:51] with us tonight they helped us and we greatly appreciate how quick they were

[36:55] um we had like a one day trip to get this resolution prepared for you guys

[36:59] and they were fantastic so we have the resolution if you have any

[39:43] you so much um that time of year again um where we come before you to update

[39:47] some handbook things um most of them are to um just clarify some language um um

[39:54] updates to state law recommendations by the L

[39:58] um for employee handbooks for municipalities um briefly go over them

[40:01] if you have any questions please let me know um starting off on pages 9 and 10

[40:05] um just updates to um the amenities and City operation sections just to make

[40:09] sure that we were incorporating all of the um great things to um staff has done

[40:15] in the last year um also on page 26 on the work week

[40:20] and operating hours um as the city continues to grow um there is need to um

[40:26] offer alternative Works uh week schedules rather than the you know 85s

[40:31] or 410s um and so this updated language

[40:34] allows us to to be a little bit more flexible with staff um specifically um

[40:39] it includes a 980s schedule if you're familiar with that um which just allows

[40:44] us to um update the beginning and end of the work week um to allow us like I said

[40:49] a little bit more flexibility to get staff those 40 hours um in between a two

[40:53] week period still be compliant with fsla um la

[40:58] um on page 37 just updated some language to the attendance and punctuality um

[41:03] policy I'm just clarifying that lead balances are the employees

[41:07] responsibility um I do my best to update employees with their lead balances on

[41:12] every pay stub um and also as reminders as leave expired um but the city wanted

[41:16] to make it clear that staff know that it is their responsibility to keep their

[41:20] lead Banks um under the required

[41:25] limits um also in that same vein um an update to our Le vacation leave um um

[41:32] there was some ambiguity on how often staff could sell back um vacation hours

[41:36] to keep them under the limit um and so we just made sure that that was clear

[41:40] that it is um only 80 hours uh once purpose year um as opposed to multiple

[41:46] 80 hour increments so Brandon was that

[41:54] you we haven't had any issues but we wanted to uh

[41:57] stop those before they

[42:01] okay um and then updates with um protected leave both at the federal and

[42:07] state levels um the State Rec updated their Oregon Family Leave Act um in

[42:12] conjunction with the p leave Oregon program um so we updated our Oregon

[42:17] Family Leave Act policy to be compliant with state law um and what you'll also

[42:22] see is the state does allow employers an opportunity to um

[42:28] administer their own pay Oregon programs um they call them equivalent plans um

[42:32] we've been running with the state program for the last about two years or

[42:35] a year and a half as long as the programs been

[42:39] um available it's a really good program um but the city thinks we can do it

[42:43] better um and cheaper um currently the state program costs um the employer and

[42:49] the employee 1% of their annual wage um of that 1% uh 60% is paid by the

[42:55] employee and 40% is paid by the employ um if we bring it inhouse and allow um a

[43:00] separate leave bank for paid leave Oregon qualifying um conditions um the

[43:05] city can save that 1% um for both City and staff um so we've we've looked at

[43:10] other equivalent plan options um from other municipalities around the state

[43:15] and we feel that the plan that we have in our handbook now as presented to you

[43:18] guys um benefits staff um one they don't have to wait for the state to approve

[43:22] paid leave of Oregon um we've had some recent um employees who have used used

[43:27] it where the approval process took weeks and they couldn't go without a paycheck

[43:32] for weeks um and so we think that this will help streamline that process quite

[43:36] a bit page is that on um that is starting on page

[43:42] 42 like stri 117 thanks us oh yeah sorry that's might the cleaned out no you're

[43:49] okay yeah but yeah so you'll see a huge section of crossed out and then the

[43:54] added pass that policy um that's updating the FMLA the ofla and

[44:00] then with the new paid leave Oregon equivalent plan for your

[44:10] [Music] guys employees leave balance um we don't

[44:15] have access to how much they have left and they're allowed to use Intermittent

[44:19] Leave so it makes tracking perer for us very difficult and that would eliminate

[44:24] that as well3 okay I one pass it okay

[44:30] awesome a few other U language type updates um we made sure that our uh

[44:36] Communications and mobile device policy um just included um language that

[44:42] prohibits staff from downloading any kind of extra apps on any city issued

[44:47] phones um that way it just cleans up and we don't get in any kind of trouble by

[44:52] download appropriate apps um clean up some language for the bilingual

[44:58] incentive um to move that which is set by the wage scale every year um not that

[45:03] we're proposing anything right now at least um but just to allow us an

[45:07] opportunity to if we do decide to change up or propose at least um a different

[45:12] bilingual incentive structure um which just allows us to do it a little bit

[45:17] easier um also um specifically on advice of Lo the league of Oregon cities um we

[45:23] have included on page I want to say it's 70 65 or 70 um

[45:30] some language um about um employee recognition um and what's allowable um

[45:37] like plaques certificates um Awards things of that nature um length of

[45:41] service type things along with um if the city is um hosting any of our Community

[45:47] Partners or potential clients or franchises or anything of that nature um

[45:53] allowing the city to host a lunch um which allows staff um particularly our

[45:58] upper management um with busy schedules to work through their lunch um and have

[46:03] City provided um meal um for them and the um hosted

[46:12] Partners um also um just along those same lines

[46:17] if the city or when the city does other events such as Landing dayses or rock

[46:21] the locks um allowing the city or authorizing the city to purchase um

[46:26] t-shirts Council um to identify us better um as

[46:30] staff working the events um things we've the past but we want to make sure um on

[46:35] llc's advice that we just kind of clean up our handbook um specifically for

[46:39] those types of things the last thing I'll mention um on

[46:43] page 38 on the paid holiday benefit um you'll see um later on in executive

[46:48] session when we talk about the collective bargaining agreement um one

[46:52] of the benefits that was requested in that bargaining group was uh Christmas

[46:57] Eve as a paid holiday um our current Police Officers Association has that as

[47:03] a paid holiday um and so the police sergeants the the new police Sergeant

[47:07] Association um has requested that as well um if that's authorized um later on

[47:13] that would also uh require the city in our Teamsters bargaining agreement to

[47:19] include that as a paid holiday for our Teamsters members as well um and so

[47:23] we're proposing just giving it to all staff um with more than if if approved

[47:27] that would put more than half of our staff having that holiday off and not

[47:31] the other half so that just kind of cleans it up to where all staff have the

[47:34] same perfect they get a celebrate my birthday that sounds

[48:18] so oh yeah so a couple things um your next

[48:25] your next meeting is is April 1 first which I know the the policy now says

[48:28] 3:31 so if you wanted I you I would assume you could pass by motion to be a

[48:33] day late and be the next day on April 1 if that's something you want to do to

[48:36] get it updated um I think we could do that um do that BR bring up March 4th

[48:42] for April 1 yeah yeah J so what what you have in front of you now is very very

[48:48] very much a draft formatting for the document is bad uh the chapters may get

[48:53] rearranged um but we wanted to keep this moving forward as were trying to meet uh

[48:58] from the direction you provided at workshop and other meetings after that

[49:02] and there's a color code there on second page and this will be something that

[49:07] eventually goes away but one of the things that we were trying to highlight

[49:10] was where did this come from and so is was it part of loc's model if it's if

[49:15] it's their model proposed rule verbatim then it's highlighted blue if we're

[49:20] changing it a little bit um then that that section that's updated but it's

[49:24] still llc's proposal then it's highlighted green so for example if

[49:28] something they set a section in the agenda but our agenda runs slightly

[49:33] different so for example they have they called it like the signin roster we

[49:37] don't have a sign-in roster we have a sign-in sheet and so little things like

[49:41] that that that kind of get changed as well if it's in your current policies

[49:45] and procedures manual it's yellow if we're modifying a section of that a

[49:50] little bit then we're looking at it pink and then if it's something that's all

[49:53] new proposed that's from based upon your directions and discussion

[49:57] or may have existed in one of the other policies that we had provided you as an

[50:02] example or it may be something that's included in umil city code that doesn't

[50:07] uh that is also better to kind of highlight into this manual as it's

[50:11] incorporating some of those sections so if it's part of UCC I've put it as a

[50:15] comment section here on the side just referencing which where this code that

[50:19] came from um and we can we can kind of go through uh some of that too um the

[50:25] sections that are not highlighted right now are um sections that have not been

[50:29] touched or or or reviewed by staff yet there's not a proposal there but it's

[50:33] still included in here this it's that is still loc's model and staff isn't

[50:38] recommending that we adopt it yet we still just provided it to you as here's

[50:41] where that is one of the things that's been tough through the process we talked

[50:45] about before is right now are your current policies and procedures are

[50:48] established as they're in alphabetical order they're not contextual or content

[50:53] based and so shifting over to this is is um is a great idea it just um it's it's

[51:00] difficult to take well we have an incorporated in here which sections

[51:03] should it run into and so uh for now a lot of this you'll see a lot of

[51:07] highlighted yellows some I'm sorry highlighted Blues some of the yellows

[51:10] are coming in one of the that's the kind of The Next Step coming here uh that'll

[51:14] come to you next will be to continue to grab sections that you might have in

[51:17] your existing policies and roll roll them into here some of them are

[51:22] obviously the majority over this is anecdotal but 70% is are in both of

[51:28] course and so some of them might be highlighted in blue here we're just

[51:31] taking llc's model rather than taking ours because that's um the standard

[51:35] that's essentially being followed throughout the state through llc's

[51:38] recommendation and so we've decided to to move that forward here if you'd like

[51:42] so that's how this is set up that's why there's all those colors there and so if

[51:46] you have that I'll I'll walk you through some of these uh Pages or highlights or

[51:50] if you have some and I again we apologize we weren't able to um mail

[51:55] email attach that to you sooner we just wanted to make sure they have this

[51:58] opportunity to walk through it so there wasn't any confusion in the beginning so

[52:01] that we can answer those questions here as we go through it live and then Dave I

[52:05] had a question on page 33 like some of the things that were changed weren't

[52:09] highlighted so I was noticing like we changed it from like attorney said 15

[52:13] minutes previously now it says two hours like is that still what we want

[52:20] any of that there yet so we haven't got to that section that's an llc's model on

[52:24] page 33 and so staff we just just haven't we haven't been able to review

[52:31] sections today and we have a little more time you want to keep working through

[52:34] that we certainly can come and and get some direction from curious I think we

[52:37] just no no proposal from staff on any of that yet okay so the front of this

[52:42] packet me this proposed uh policy manual is very colorful um and the middle is

[52:48] sort of not so much and then there's another section that is colorful again

[52:52] because that was based upon well it's based on your your Workshop discussions

[52:55] and so we tried to get some of that stuff Incorporated in there

[53:00] um all right um is there a way that we can set aside um a workshop or something

[53:08] to where and I know we've done this in the past you know on a Saturday or a

[53:13] Sunday and this is what we do um because I would me personally I would feel

[53:20] better if we had a a focused attention just to do this

[53:26] and not be distracted with everything else agreed because I think that this is

[53:30] important for us to make sure and because a lot of this stuff we haven't

[53:34] changed for years and and I I just think that it's important for us to do that

[53:40] yeah we absolutely if um so you adopted your calendar for the year and so we've

[53:45] been trying to bring this through the calendar but yeah if you if you all want

[53:48] to create a workshop a special meeting Workshop we can definitely figure out

[53:52] the date and time that works for all of us preferably or most of us if we have

[53:55] to do that rout how do you feel about that I think that's a great idea I think

[53:58] a Saturday or or a Friday afternoon at like 5:00 you know would be great we

[54:02] could get this approved I'm good with that f i can get a day off of work

[54:07] that's right yeah um if if we could do that in the

[54:11] next I don't know 30 days or so is that what we need to do 30 days and and then

[54:17] kind of be ready for April 1 yeah do we pick the off the off Saturday so the not

[54:29] between weeks other Tuesday I don't even know what day that

[54:42] meeting now and then that Saturday then you have the full week off or you could

[54:45] do it like we did last time when we did our Council tour you had your tour and

[54:49] workshop and then three days four days later three days later you came back in

[54:52] for a council meeting again so uh whichever whichever way you'd like we I

[54:56] personally would like to do that are you guys okay with that I'm fine the three

[55:01] days and then so would be on like March what 28th can you uh can you yeah I

[55:10] think we get let back first is when we're trying to approve this March 29th

[59:24] Charter um the the the the introduction of that it says as far as determining

[59:29] the order of business that the mayor determines the order of business under

[59:32] Council rules so that's Charter 3 section

[59:35] 8 uh so this section determined order of business establishes those Council rules

[59:41] to setting the agenda so I wanted to just be clear that what we're looking at

[59:44] is how this how our meetings are going to flow so they have each of those

[59:49] sections I've also added in there for example uh number 11 and and in that

[59:54] same order of businesses says old business um there should have been a

[59:58] highlight on that that's also in your city code um and I apologize that the

[1:00:02] reference isn't there it used to be I must have hit the delete on there the um

[1:00:06] there's a section in code that talks about bringing that old business in we

[1:00:09] we haven't had old business as an agenda item the entire time I've been here I

[1:00:14] don't know when that pop when that came off and when that got redone uh the the

[1:00:18] intent there and we heard it and some uh uh public comment on that and we had

[1:00:22] some of our discussion we met on on on the first is is

[1:00:26] the idea here and as you read through it is that anytime that's something that we

[1:00:29] believe in in a two Touch system we're trying to get any item in front of you

[1:00:32] at least twice so when you see it first it'll at least show up as a discussion

[1:00:36] item now discussion items you may take vote on eventually or you may not uh but

[1:00:40] after it's been a discussion it shows up under new business if under new business

[1:00:43] you still uh feel that we have work to do that we haven't ironed it all out

[1:00:47] then it moves into an old old business item and it stays there until it's

[1:00:51] approved later on and so um that's sort of the with each of those sections and

[1:00:57] it's defined uh throughout that and so as you go further on uh in there each of

[1:01:02] these sections are then defined um as you get

[1:01:06] into um cdefg it goes right through each of those under this uh section six order

[1:01:13] of business it defines each section on the agenda so I wanted you to just take

[1:01:17] time to kind of look that we're adding some sections back in to get into

[1:01:22] compliance both with what the charter has stated and what we currently have in

[1:01:25] the code yeah I don't know why we have changed

[1:01:28] that either because I can remember when I was mayor we had old business and that

[1:01:32] was kind of the place where we it was the

[1:01:35] catchall so we had stuff that we had discussed or somebody had brought to us

[1:01:40] that we wanted to review that we could stick so one of the things that we might

[1:01:44] want to look at so old business is kind of a old nomenclature right uh typically

[1:01:50] now that's it's uh it's showing up in uh Municipal agendas as unfinished business

[1:01:55] okay um but the reason that we're proposing it to you this way is old

[1:01:58] business because that's what your code says so if you wanted to call it

[1:02:00] unfinished business then you need to pass a new ordinance to update your code

[1:02:04] to call it unfinished business so we can do those almost simultaneously or very

[1:02:08] close to each other if we wanted to do that but at the very least we've defined

[1:02:12] what old business is and it basically says it's unfinished business okay okay

[1:02:16] I did briefly go through this since my computer's been restarting this whole

[1:02:19] time um so I did appreciate the very beginning um where it shows how you

[1:02:24] implemented like the ad from based on what we had in the charter and the code

[1:02:28] my question is is there any others that we need to add in based on what our

[1:02:32] Charter code says or is this kind of the meat and potatoes so this is still draft

[1:02:36] we haven't sent it to legal for legal review yet um but staff review we think

[1:02:41] we've grabbed everything between the charter and code that wasn't

[1:02:44] specifically in here but legal we will give them that specific Direction when

[1:02:47] this eventually gets to legal for review to say catch anything that we didn't

[1:03:13] hybrid of both what LCC uh proposed and what our discussions were there so take

[1:03:17] take some time to review that uh when we come to discuss again um prior to your

[1:03:22] meeting on uh the 11th uh for that Workshop we will um do our best to get

[1:03:28] this to you we'll email this to you that Friday before which is the 7th uh so you

[1:03:32] have the weekend uh to go over it but between the 7th and even the 11th we may

[1:03:36] even have some updates when we bring that to you we'll go ahead and just say

[1:04:31] for uh Mr wick for coming out and and presenting with some concerns about

[1:04:34] potholes and and uh I know we've discussed the crosswalk a lot and I know

[1:04:39] that we've discussed it with OD do because it's unfortunately it's a 7:30

[1:04:43] is a OD do highway so we got to work with those guys and see if what we can

[1:04:47] do I know they've denied it in the past and I know it's a bit of a civics lesson

[1:04:50] with the high school students to try to get them to learn how to use their voice

[1:04:53] correctly and get them to start putting complains in with OD do to get some

[1:04:56] change happening so we'll we'll keep that conversation happening at the high

[1:05:00] school and hopefully we can get them to file enough complaints so that that ODOT

[1:05:04] actually understands that it's more of a more of a crisis not a footnote so we

[1:05:10] working closer with those guys on that um I do want to give a quick shout out

[1:05:13] to Megan Lawrence and Heidi site for texting me in my calendar uh during the

[1:05:17] meeting that I will not be available on the 15th so I do appreciate them telling

[1:05:20] me that I am available on the 11th so I I think that is great so thank you to

[1:05:24] those two for making sure that I know my calendar because I frankly do not

[1:06:04] turn into um they did a great job dealing with the streets after they

[1:06:08] after they got cruddy so I just wanted to make a special comment about that um

[1:06:14] other than that looks like we've got some nice weather for a week and a half

[1:06:17] and then maybe a maybe another taste of winter but uh we're quickly heading

[1:06:21] towards Spring I did have a question um budget timeline

[1:06:30] what we'll uh take the place of your guys's council meeting the third Tuesday

[1:06:34] in March okay um and then we'll get have our second meeting the third Tuesday of

[1:06:39] April we'll get you a budget about a week ahead of that okay thank

[1:08:07] pretty high priority so hopefully that continues to move forward but was really

[1:08:11] happy to see this and just all of like she was mentioning the successes and

[1:08:15] whatnot um I should have asked her when she was here but with the main phone

[1:08:19] number here if there is anyone that wants to provide donations for like

[1:08:23] blankets for coats any sort of things like that is that the best place for

[1:08:27] contacting that is yes okay perfect that was my only question thank

[1:08:44] maintenance schedule um that hasn't been sent out yet I've been asking for it for

[1:08:58] there's a lot of discussion behind the scenes there it'll okay it's heading out

[1:09:18] I I also think that it's it's um nice because we can visit and we can see

[1:09:23] people and we get to hear what what your wants are because ultimately we're here

[1:09:32] on please let us know and um this is also a year of learning for me

[1:10:13] pothole can we not fix a pothole I and if the paint if the paint gets faded

[1:10:24] bit yeah because if I had one I'd just go down the whole Home Depot and get a

[1:10:30] little maybe it's something I don't know I know there's a lot to

[1:10:38] do oh yeah yeah it's bad bad spot yeah and and I and as you said it I went oh

[1:10:45] yeah yeah that's yeah I get it I was kind of being fous but not I can give

[1:10:52] you a specific generic answer that is that a thing perfect Road master plan

[1:10:57] somewhere I'm sure yeah so there's a couple things um uh dav's right so both

[1:11:03] um wamit Street and uh um Yakama Umatilla and Columbia are all in our

[1:11:13] transportation master plan they've all been identified as needing uh uh overlay

[1:11:18] and repavement so that's that's a that's as close to a complete repaving of the

[1:11:24] whole area as you get as that and overlay so uh we recognize that as far

[1:11:28] as the painting and and patching so we do the majority not all but the majority

[1:11:32] of our uh pothole repair occurs in the spring and we do that get winter because

[1:11:39] the asphalt expands and contracts all winter long by us hitting it with

[1:11:44] chemicals nature doing what it does with temperatures so on and so forth and so

[1:11:48] we kind of wait until we get past any any sort of possibility of frost so

[1:11:53] typically those repairs will begin in May um will run and uh for about six to

[1:11:57] eight weeks um and then we they take a break and we do it again uh late summer

[1:12:02] or fall uh once again we did budget uh quite a bit uh more this year for

[1:12:07] pothole repair than we have I think uh in at least the last five years and so

[1:12:12] there'll be a pretty substantial effort in that this coming spring um I don't

[1:12:17] have in front of me uh What uh has been identified but those areas there are

[1:12:22] high traffic areas and and we there's not much of an issue as far as I I hear

[1:12:28] what what's being said and I agree that area is probably I don't have list in

[1:12:31] front of me but it's probably on that list of of those holes that we're going

[1:12:34] to be ping there the the painting was is done uh if we don't have the resources

[1:12:40] or the time to get it done as just a additional um safety measure the major

[1:12:46] uh those pothole repairs is a combination of both our crew and usually

[1:12:50] contracted crew which is usually through uh the uh adults in custody uh program

[1:12:56] and so um those guys have uh repaired as much of our asphalt as our crew has as

[1:13:02] well so uh we uh we've got them on schedule uh for um I I believe starting

[1:13:08] late April for about five weeks straight give or take a couple days here or there

[1:13:12] where we don't have them so I don't have all the specifics in front of you I have

[1:13:14] the generic specifics perfect generic specifics or like I said just I was

[1:13:19] being factious but um just yeah we go awesome do you have you're good other

[1:13:27] than that I'm good to go are you sure you have few more things down no I'm I'm

[1:13:30] good okay I kind of glanced overall did okay did I see a lot so I just want to

[1:13:35] make sure on didn't mean Russia all right Council M I'm GNA interrupt you no
