trustees are present. Uh, do you have

proclamations. And first, uh, line of
[5:53]
business, uh, we'll turn it over to our
[5:55]
fire chief for a couple new hires. Uh,
[5:57]
Chief Clemens, sir, throw the floor to
[5:59]

» Uh, thank you, Mr. Dills. Uh, tonight,
[6:01]
before I bring up the two candidates,
[6:02]
just want to make a couple comments. Uh,
[6:03]
the two individuals that I'm going to be
[6:05]
presenting to you this evening, uh, have
[6:07]
both been working for the fire
[6:09]
department for the last three to four
[6:10]
months on a seasonal part-time basis. Uh
[6:14]
it's a way for us to try to recruit u
[6:17]
individuals that don't have all the
[6:18]
certifications that they need uh to be
[6:20]
hired full-time but are working towards
[6:21]
that. Both of those individuals have
[6:24]
taken the opportunity that was given to
[6:26]
them here this summer and taken full
[6:27]
advantage of it. Uh and I'm super
[6:29]
thrilled to uh introduce both of them
[6:31]
here this evening. So with that being
[6:32]
said, if I could have Brendan Riley
[6:34]
please come up.
[6:41]
So, I'd like to introduce and recommend
[6:42]
Mr. Brendan Riley for consideration for
[6:44]
the position of full-time firefighter
[6:46]
EMT. Brennan grew up in the Milford area
[6:49]
and is a 2021 high school graduate of
[6:52]
Summit Country Day. After high school,
[6:54]
he attended the University of Kentucky
[6:56]
where he earned his bachelor's degree in
[6:57]
business management in 2025.
[7:00]
Following college, he pursued his
[7:01]
firefighter and EMT certifications
[7:03]
through Cincinnati State. He is
[7:05]
currently attending Butler Tech, working
[7:07]
towards his paramedic certification,
[7:09]
which will he will obtain next year.
[7:11]
Brennan enjoys golfing and fishing in
[7:13]
his free time. He successfully completed
[7:16]
all aspects of the hiring process,
[7:18]
including a background, polygraph,
[7:21]
psychological evaluation. I would
[7:23]
recommend a conditional offer of
[7:24]
employment to Mr. Riley is a full-time
[7:26]
firefighter EMT at a rate of pay
[7:28]
consistent with step one of the
[7:30]
collective barting agreement effective
[7:32]
September 28th, 2026 at 7 a.m. pending
[7:36]
successful completion of a physical
[7:38]
examination.

family. Um, I I want to ask, I mean, I

think it's so invigorating seeing you

come join our team here and and serve to

the community. Is there anything that
[9:08]
you think we should be doing better to
[9:11]
attract young talent? Um, any any any of
[9:15]
your classmates, that type of dynamic?
[9:18]
What was your call to service? Putting
[9:20]
you on the spot, but you don't need to
[9:22]
be on, but looks like you can handle the
[9:23]
stage well.

I don't think you guys have to do
[9:27]
anything better. Um, I just think the
[9:31]
it's kind of tough right now with with
[9:33]
EMTs and then the medics. I just think
[9:36]
the fire service in general is tough to
[9:38]
get EMTs on when most departments are
[9:41]
medic medics only. So, um, I don't think
[9:45]
the way you guys run it can't be
[9:48]
improved. But um no, I I got this is so
[9:52]
attractive to me with a lot of veterans
[9:54]
in my family. Um just wanted to do
[9:57]
something for the community and people
[9:59]
in that community,

» So that is just the call call to serve.

me is Mr. Trevor Muchmore. Uh Trevor is
[11:39]
uh introduced as a consideration for the
[11:41]
position of full-time firefighter EMT.
[11:43]
Trevor is a 2025 graduate of Wyoming
[11:46]
High School. While still enrolled in
[11:48]
high school, Trevor pursued his
[11:50]
firefighter and EMT certification which
[11:52]
he which he obtained shortly after high
[11:55]
school graduation.
[11:57]
He has previous work experience for
[11:59]
working for the city of Wyoming as well
[12:01]
as Lachland Fire Department. He is
[12:03]
currently attending Cincinnati State
[12:05]
working towards his paramedic
[12:06]
certification as well as an associates
[12:08]
degree in fire science which he will
[12:10]
obtain next year. Trevor has
[12:13]
successfully completed all aspects of
[12:14]
the hiring process including
[12:16]
[clears throat] a background polygraph
[12:17]
and psychological evaluation. I would
[12:20]
recommend a conditional offer of
[12:21]
employment to Mr. much more as a
[12:23]
full-time firefighter EMT at a rate of
[12:26]
pay consistent with step one of the
[12:27]

It's uh it's it's such impactful work in

in the community especially uh if you've

ever been on the receiving end of of

needing aid uh from you know our our

safety services, our fire, our EMS. Uh
[13:37]
so, you know, again, same same
[13:40]
perspective. What's what's your call to
[13:42]
service? uh what what kind of inspired
[13:45]
you to [clears throat] to I'd say push
[13:48]
against some of the the grain of where
[13:50]
maybe some of your peers are going
[13:52]
because it's just such a high calling to
[13:56]
to serve others. But what's your call?

» So um in high school I joined uh the
[14:01]
Wyoming Fire Department as a cadet. I
[14:03]
fell in love with it. I wanted more. So
[14:05]
I joined the lock and fire department as
[14:07]
a cadet also to get more experience and
[14:09]
then ultimately I found this place to
[14:11]
give me better experience in a future in
[14:13]
career.

» Wonderful because of that early
[14:16]
engagement through uh like a high school
[14:19]
youth program.
[14:20]

wanted to uh sorry to spring something

on you, but I wanted to talk about it
[17:04]
before public comments in case anybody
[17:06]
wanted to come and talk about it. was um
[17:10]
uh we're not going to have open
[17:11]
conversation right now about it, but I
[17:13]
wanted to see your thoughts on y'all's
[17:14]
schedule before the next October
[17:16]
business meeting. Uh the subject of
[17:18]
flock cameras has come up quite a bit.
[17:20]
And so I've done some research and I
[17:23]
don't recall any government entity
[17:25]
anywhere in the tri-state that has done
[17:27]
a um work in session like a uh town hall
[17:30]
style meeting. And so I was thinking of
[17:32]
let's let's schedule a um uh work in
[17:36]
session town hall style meeting and uh
[17:39]
for I'm thinking as far as the
[17:41]
parameters the rules because I don't I
[17:42]
don't want to be there all night but I
[17:43]
do want folks to have a say is um 90
[17:47]
minutes and maybe the first 10 20
[17:49]
minutes let's give our police department
[17:50]
the floor have the chief give a
[17:52]
presentation and then after that open it
[17:55]
up for five minutes of conversation each
[17:58]
and then uh cap it off at an hour.
[18:00]
That'll leave us about 10 15 minutes at
[18:02]
the end to have some discussion. But I
[18:04]
think it'd be neat. No other government
[18:05]
entity has has done this as far as
[18:07]
having they've either made a decision
[18:09]
yes or no. We're going to keep them uh
[18:11]
whether or not what direction we're
[18:13]
going to take. But I think it would be
[18:14]
neat if we did a work in session town
[18:16]
hall style meeting and uh just let folks
[18:18]
get up to the mic and talk and say
[18:20]
whether they're for against them and and
[18:21]
then we can make a decision on the
[18:23]
future. So wanted to see if there's a
[18:25]
date before the next October meeting
[18:26]
that works. um anything or any dates
[18:31]
that don't work at all?

I've got some color uh around that
[18:37]
concept. Um I was really actually hoping
[18:40]
that we would have an agenda on
[18:42]
tonight's meeting just to solicit public
[18:44]
comment and feedback on the flop
[18:46]
cameras. So hopefully we can hear that
[18:48]
at public comment tonight. But I really
[18:50]
wanted the township because to me it's
[18:52]
nice to have what you're recommending.
[18:54]
Uh you want to do a town hall style on
[18:56]
it, but
[18:58]
That's a frankly I'd like to just get it
[19:01]
on the agenda as new business and be
[19:03]
soliciting the feedback and I guess my
[19:06]
point there is unfortunately it's not
[19:09]
advertised and already on the agenda for
[19:10]
tonight. I would like us to I guess move
[19:13]
faster on that. But um going forward to
[19:16]
October um I would almost welcome the
[19:19]
same thing the regular scheduled meeting
[19:22]
night of October. Let's put it out
[19:23]
there, see how much community feedback
[19:25]
wants to come and be part of that. And
[19:28]
then determine if it's a reason to have
[19:30]
a followup a week later,
[19:33]
whatever it may be for continued
[19:35]
conversation, more of a forum if if that
[19:38]
if that need is made. Otherwise, um you
[19:42]
know, my perspective on it too is uh if
[19:45]
community getting more information
[19:48]
uh through
[19:50]
is is needed. Um, I'm I'm supportive of
[19:54]
having some type of citizen-led
[19:56]
committee uh that can become a liaison
[19:59]
with the flock vendor and receive some
[20:03]
information uh and provide information
[20:05]
back. So, um I think that's what
[20:08]
communities across the the state or
[20:10]
country are are trying to have
[20:11]
engagement on. So, not opposed to a town
[20:14]
hall. I just think activity and traction
[20:19]
matter. So what I would actually ask for
[20:21]
is that we just be supportive of
[20:22]
standing up a citizen led committee
[20:26]
if it's not an overburdensome action to
[20:29]
the staff. I mean two hours a week or
[20:32]
something to that effect. I don't know
[20:33]
what your thoughts are.

» I think I want to have a uh town hall
[20:38]
style meeting that's a working session
[20:39]
and I would like to put it out there for
[20:41]
two weeks or so. Miss R can or heir can
[20:45]
uh put it out there for two, three weeks
[20:47]
before our next October meeting and let
[20:49]
folks just come up and talk. Uh no other
[20:51]
government entity that I know of has
[20:52]
done it. And so I'd like to keep it
[20:55]
separate from our actual scheduled
[20:56]
business meeting and make that specific
[20:58]
night because I I think there would be a
[20:59]
lot of people that show up and so I
[21:01]
think uh it'd be nice to just solicit
[21:02]
feedback and we're all about community
[21:04]
engagements. I just like to hear what
[21:06]
the residents want us to do as far as
[21:07]
that direction. Um Mr. Becker, what's
[21:10]
your thoughts? I I do like the idea of
[21:12]
the town hall meeting. I I would also
[21:15]
request that a representative from Flock
[21:18]
be at that meeting or at least be
[21:19]
invited. Give them the opportunity to
[21:21]
attend. So, you know, their schedule
[21:25]
would would be a factor. I don't know
[21:26]
how free they are and can dispatch
[21:28]
people. I think their headquarters is in
[21:30]
Louisville, I want to say. So,
[21:32]
fortunately, it's not all that far away.

get a chance to talk. I don't want to be

all night either. And then the last
[24:44]
10ish minutes, 15 minutes, you us three
[24:47]
can deliberate and then and then call it
[24:49]
a night. So, I'm thinking an hour. I'm
[24:50]
thinking 90 minutes. at out a cap. Does

that see fair and reasonable?

weekend and it's just continued one one

episode of issues versus another. Um,

Sergeant Danielle Smith has been
[27:38]
assigned to the case. Appreciate that.

Um, but we're still not getting enough
[27:44]
uh issues addressed here. I've
[27:46]
recommended a camera with the speed sign
[27:49]
or speed bar like I used to have in my
[27:51]
old neighborhood um to try and address
[27:54]
some of the eating on the very narrow

street um when they're drinking drunk
[27:58]
and they're just out of control. There's

been pot smoking in front of the
[28:02]
building that uh almost on a nightly

basis that's starting to curve off now

thankfully because we're outside a lot.

I do a lot of yard work. We have two

dogs, rescue dogs. So it's just one

thing after another. They'll be in the

parking lot till late at night, early in

the morning I should say. Like last week

they were there and woke me up at

quarter till 4 in the morning. I had to

call the police. His car alarm was going

off. He has this woman pressed against
[28:28]
his vehicle um enjoying himself and it's

like this is Oh yeah, you have not seen

what we've seen.

who was part of that, he apparently,

according to um, Sergeant Smith, has
[29:19]
been um, incarcerated about a month
[29:21]
after that situation. I didn't ask what
[29:23]
because I don't care. He's in jail.
[29:24]
That's what I count. That's what matters
[29:26]
to me. But something needs to be
[29:29]
addressed when it's closing time and why
[29:31]
it's closing time till 2 am on a
[29:33]
workday. I don't understand that. If
[29:36]
it's a VFW hall, it should act as a VFW
[29:38]
hall. And I also have veterans in my
[29:40]
family as well as policemen. The Bla
[29:43]
family, the Crumman family, the Ror
[29:45]
family, all the way out to Kentucky. My
[29:48]
grandfather was a Cincinnati policeman
[29:50]
plus the service in my family, retired
[29:53]
veteran. And it's ridiculous. They're a
[29:56]
disgrace to the veterans as far as I'm
[29:59]
concerned and my husband who's also a
[30:01]
veteran. So something's got to be done
[30:04]
with this place across the street.

So, I'll give you the summary of

area. And so what when they did that
[32:30]
study, they said that none of the
[32:33]
ditches should be changed in any way
[32:36]
because it comes off of Glen Glenn
[32:38]
Willow. It comes down hits with hits
[32:41]
Glendale and does a 90 degree turn
[32:45]
across the street from my house and then
[32:47]
it does a n another 90 degree turn to go
[32:50]
down the ditch.
[32:52]
So when they came in and did the um
[32:55]
water new water pipes,
[32:58]
people tended to put in pipes and cover
[33:01]
the ditches.
[33:02]
So now I have they have the water
[33:06]
running right down the hill right into
[33:09]
my house.
[33:10]

because of the study, it's already been
[33:16]
known that this should have never
[33:18]
happened. There should have never been a
[33:20]
pipe put in there. So I'm just calling

photographs and the 2022 aerial

photographs that the ditch lines were

both piped in and then also graded to

where there is no ditch line on the side
[34:18]
opposite of their street. Okay. And so
[34:21]
those open ditch lines provided, you
[34:23]
know, excess capacity for that for that
[34:25]
water to kind of dissipate and then get
[34:27]
into a storm structure that we sized
[34:30]
under the road and all of that what's
[34:32]
since been piped. Now I know Matt has
[34:34]
already had that TV. Is that correct? Uh
[34:38]
so we have those results. I'm waiting to
[34:39]
see those. Uh we also are going to try
[34:43]
to work with the county to see if they
[34:45]
can provide us with a drainage analysis
[34:49]
uh for how to fix this since um there's
[34:54]
some debate over what caused this.

90 and it goes into I believe Matt

measured it's a 27 in inside diameter

concrete pipe. Now, we don't know what's
[35:36]
downstream from that. All we can see is
[35:38]
the opening. The TV results will tell us
[35:41]
what the approximate size of the pipe
[35:42]
is. So it comes down, it hits an
[35:44]
embankment. The road's at an embankment.
[35:46]
Has to make a 90 degree turn. So this
[35:49]
pipe here has so much capacity. This
[35:51]
pipe has so much capacity. It without
[35:54]
causing catastrophic damage to people
[35:56]
who are across the street, right?
[35:58]
Ripping all of that out, all of that. Is
[36:00]
there a way to provide overflow or
[36:02]
bypass relief or do we have to go in and
[36:05]
stretch that that pipe all the way
[36:07]
along, rip people's driveways out? We

study that. We need an engineer to tell

us on that. Um my my mind tells me what

issue for many years. And when the

township collaborated with the with the

county uh on the schoolhouse project
[37:12]
where they
[37:14]
schoolhouse had been dirty
[37:17]
and it needed repaving, they repaved it.
[37:20]
They put in sidewalks. They put in
[37:23]
curbs.
[37:24]
And they also put in
[37:28]
Matt, you know the term, but to me it's
[37:30]
a retention pipe so that some of the
[37:33]
flood water coming down schoolhouse from
[37:37]
from basically old 74 would be held back
[37:43]
so that we we live upstream from the
[37:46]
rising Mrs. Rising and her husband when
[37:50]
he was alive. and he and I have been to
[37:52]
many meetings with this former boards
[37:56]
and uh
[37:59]
former
[38:01]
maintenance people. So, we thought that
[38:04]
that would help. Instead, I've spoken to
[38:06]
the neighbor Caddy Corner across from
[38:08]
the street who's even more upstream and
[38:10]
he says he's st and this has been since
[38:13]
our meeting with Corey with Mr. Wright,

sorry. um that he said he retrieves

unbelievable amounts of garbage. I know

we retrieve garbage from our side. So

somewhere

uh pop and beer bottles, broken glass,

you name it, comes is channeled through.

Now in the last rain, which Mr. Wright
[38:38]
quantified as a 5,000 year,

big one. We think it wasn't quite 5,000.

But at any rate,

And that was rejected by one homeowner

the bottom line is people like Mrs.

Rising can no longer tolerate the flood
[39:31]
of water. The house across the street
[39:34]
from her is a rent now rental property

owned by one of the county officials and
[39:41]
there is some speculation that she
[39:43]
without
[39:45]
permission from the township put in the
[39:49]
blockages the smaller pipes at the two
[39:53]
90 degree angles which is
[39:56]
constricting the water. So, we just ask
[39:59]
that this time, somebody please with Mr.
[40:04]
Taylor and Mr. Wright's assistance and
[40:07]
your approval, somebody needs to remedy
[40:09]
this. We did approach Mr. Dills to begin
[40:12]
with, and he was concerned because of
[40:15]
the redwood property that's being built
[40:19]
there on schoolhouse on the other side
[40:22]
of schoolhouse, the sidewalk side of
[40:24]
schoolhouse. Official officially we're
[40:27]
not supposed to get runoff from them
[40:29]
according to Mr. Taylor and Mr. Wright.

But at this point, who knows? Neither we

who have the lowest street, lowest house

has the lowest house on Glendale, can

afford any more property damage. We've

November and then there's bigger kids

until something happens like happened in

Miami Township years ago where a child

drowned

and Miami Township had to pay a

multi-million dollar settlement for the
[42:11]
loss of his life. We don't want to see
[42:14]
that happen.

Township, but I went to their meeting
[45:59]
last month and I thought it'd be a good
[46:01]
good idea. So, I know energy aggregation
[46:04]
plans are really functional to decrease
[46:07]
the cost of electricity. Unfortunately,
[46:09]
it's been increasing quite a bit for
[46:11]
many reasons, including data centers and
[46:13]
their infrastructure. But I see that
[46:16]
Union Township and Anderson Township
[46:17]
arguably have the best aggregate plan
[46:19]
right now at about 10 cents per kilowatt
[46:21]
hour. Um, but what's better than that in
[46:24]
the area would be around Dayton. There
[46:27]
is a coalition of like 20 different
[46:29]
communities that have one energy
[46:30]
aggregation plant is about 10% better
[46:32]
than yours and much better than mine in
[46:34]
Pierce. I was curious if Union Pierce
[46:37]
Anderson would be considering a council
[46:40]
just for energy aggregation to decrease
[46:42]
the cost because the better we could
[46:43]
combine for purchasing power the better
[46:45]
we can negotiate cost for American
[46:47]
people. So I thought that was the idea
[46:48]
and just wanted to bring it up.

township I very much dislike aggregation

because our call every every year when

December of 27 and I think they ended in

December of 26. So that could be

different by what they expect the cost

of energy to be over time. That's why

like in the past didn't we get longer

deals with energy and now we're getting
[50:39]
say 18 months like in compared to
[50:41]
multiple year like four or five years.

So I don't have the research on that at
[50:46]
the moment I guess to be point blank but
[50:49]
I do know that that example seems to be
[50:51]
better than ours.

the past year. I'm aware that they have

um a need for it. It's a supply demand

put that together and assume that's part

of why energy prices are going up. I

don't really have like the data to

support that right with me or anything.

that. First of all, it doesn't really

align with my Republican values. Um, the

second point is, um, I want to thank the

chief um, for creating such a open
[52:35]
department. I was able to get multiple
[52:37]
records requests. Um, your people are
[52:40]
very professional, upstanding, great
[52:43]
police officers. Lieutenant Blankenship
[52:44]
has been fabulous. Fabulous.

Um, my next thing is with the destroyed
[52:51]
cameras that have been in our township
[52:54]
and we weren't able to get a conviction
[52:56]
with those, does that not speak to the
[52:58]
community not wanting those
[53:00]
[clears throat] in the public? So, that
[53:02]
be my first point. My second point is if
[53:05]
we can look at this through the lens of
[53:07]
Chichrid versus the United States was
[53:09]
just a Supreme Court case that was just
[53:10]
decided in May. Um and that dealt with
[53:15]
geoffence warrants and geoence warrants
[53:18]
being a mass net and a bunch of innocent
[53:22]
people getting caught in that net. So
[53:25]
just a couple things to think about
[53:26]
there. feels like the jury has already
[53:29]
decided that we're not going to force
[53:31]
the flock and then chitchat versus the
[53:33]
United States. Also, the Ohio House has
[53:37]
a bill in there right now dealing with
[53:38]
flock cameras. Um, and that is going to
[53:41]
be up to the individual cities,
[53:43]
townships, citizens to vote on them. Who
[53:45]
knows if it gets through or not? We all
[53:47]
know how the House works, but just
[53:48]
throwing that out there. I appreciate

fact that other townships around can

pull from us and that there are not

while we may put checks and balances

here. Where are those checks and

balances on other departments?

I can only affect what's going on inside

my township. I can't address what's
[55:54]
going on inside another township whether
[55:56]
it's Pierce or 50 miles up the road. I

just can't. Um,

that's a tough question because I I'm
[56:04]
not saying that there are no positive
[56:06]
benefits in that. They've been proven.
[56:08]
There have been tons of positive
[56:10]
benefits, but I don't know if they
[56:12]
outweigh the negatives. And I don't know
[56:14]
if
[56:15]
technology keeps increasing, which it
[56:18]
will. It increases at a rapid rate. I
[56:21]
mean, where is AI going after this? We
[56:24]
just don't know.
[56:25]
So my my real question is if
[56:30]
I support a committee or a systemled
[56:32]
initiative, if another trustee wants to
[56:34]
as well, would you be interested in
[56:36]
volunteering to try to serve on
[56:37]
something in that capacity?

approach that technology is not going

believe that it will. If American values

are not built into the systems, there

will be a vacuum that will be created

and countries around the world like

China's Communist Party will fill those

vacuums and they will inherently not

have American values built in. And that

is a huge concern for future generations

and protecting freedom.

I don't know what our American values

are and if we can get a unified view on

what's kind of nice about America is we

have melting pots and it doesn't

necessarily melt together. We still have

our communities and everything,
[57:55]
Chinatowns, Little Italies, things like

that. But when we come out to the

community, that's when we need to be
[58:00]
together. And I just don't know if we

have the decorum anymore to be able to

do that. But I would always be happy to

serve on any committee. I will say

to the grand jury indictment and kind of

goes back to the ham sandwich, right? A

grand jury can always will always indict

feel like that is screaming that your

community does not want it. But

greatest atrocities committed against
[58:50]
groups of people have always been by the

AI is going to be part of our life and

the use of it is going to be part of our
[58:58]
life, I submit to you that while it may
[59:01]
be, we still have to take in the human
[59:02]
element. That is what is driving this
[59:05]
force and that's really what's creating
[59:06]
the the uh the fear that's within our
[59:09]
community. And here are a couple reasons
[59:11]
why.
[59:12]
Reynoldsburg, Ohio. Two officers were
[59:15]
investigated for running 47 unauthorized
[59:18]
searches and 53 unauthorized searches on
[59:21]
the same vehicle. In Columbus, Ohio, a
[59:25]
civilian oversight board determined that
[59:26]
an officer violated policy by searching
[59:29]
flock camera for an accident that he
[59:31]
caused.
[59:33]
In Indianapolis, Indiana, a officer used
[59:36]
the license plate reader um and made
[59:39]
hundreds of searches involving only a
[59:41]
select few license plates. In
[59:44]
Louisville, Kentucky, a DEA agent used
[59:48]
the police department's credentials to
[59:50]
conduct an immigration related flock
[59:52]
search.
[59:55]
To heir is human. We are giving way too
[59:58]
much authority and way too much use to
[1:00:01]
humans to allow them to error. And now
[1:00:04]
from what our understanding from the
[1:00:06]
last time we interacted uh Chief Tony is
[1:00:08]
there's a 30-day cycle of when we do
[1:00:10]
audits of how these searches are being
[1:00:14]
done. That gives the police officer 29
[1:00:17]
days to illegally search me or follow me
[1:00:20]
before the search is done or before
[1:00:22]
we're auditing what they're doing.
[1:00:25]
This one is not necessarily flock, but a
[1:00:28]
Bethl police chief recently within the
[1:00:30]
last three months used a police vehicle
[1:00:34]
to drive to Dayton for an affair. And I
[1:00:36]
bring this up to say that we're having
[1:00:38]
governmentissued items being illegally
[1:00:41]
used. And this isn't in socialist New
[1:00:44]
York City. This is right here in our own
[1:00:46]
backyard. Some of this is happening in
[1:00:47]
our own county. While the use of this
[1:00:50]
technology may be useful down the road,
[1:00:53]
we do not have the safety protocols. We
[1:00:55]
do not have the audits, we do not have
[1:00:57]
the proper setup to allow humans to
[1:01:00]
error and use it to their own advantage
[1:01:02]
or to use it in an otherwise harassing
[1:01:04]
manner. I believe that while the town
[1:01:07]
hall may be a good idea, until the
[1:01:10]
village has spoken, until the township
[1:01:12]
has spoken, that this is a good idea and
[1:01:13]
everybody wants it, I believe you need
[1:01:15]
to cut those off right now. And then
[1:01:17]
when the community comes behind you
[1:01:18]
after the town hall and they say, "Yes,
[1:01:21]
please. We're giving you the authority
[1:01:22]
to use that over us, then you can turn
[1:01:24]
them back on. But at this point in time,
[1:01:25]
we're setting ourselves up for a lot of
[1:01:27]
illegal issues and a lot of illegal
[1:01:29]
searches."

don't want it to feel like it's anti-

[1:03:29]

benefits. What are the results? Has it

uh what has crime lowered at all after
[1:03:36]
flock by a greater extent than it
[1:03:38]
usually lowers? Are your clearance rates
[1:03:41]
uh higher because of flock? Are there
[1:03:42]
any notable cases that you can point to?

I know that can be tricky, but maybe

even in general terms. Um let's change

the benefits from theory to what is it
[1:03:52]
actually doing for our community. And

then the skepticism.

think Flock was installed two years ago

off of what we've been learning over the

last two years, what adjustments to
[1:04:41]
policy do we need to make. Final

that would be a mistake. There's Axon,

there's other competitors, but there's
[1:04:50]
also maybe in the future facial
[1:04:53]
recognition systems. We can't just focus

Township's approach to future law

enforcement technology going to look

like to protect civil rights? So, uh,

At the moment, I'm concerned because in
[1:07:28]
Claremont count, Claremont County and
[1:07:30]
Pierce Township, they're trying to put a
[1:07:31]
data center in and they can market it in
[1:07:34]
one way and then perform a different
[1:07:36]
function because there's no legislative
[1:07:37]
branch to tell them that they broke a
[1:07:39]
law. So, I think if they're worried
[1:07:40]
about water usage, worried about
[1:07:42]
electric usage, we need to have some
[1:07:44]
sort of governing body to regulate them
[1:07:46]
so they're not in the wild west in this
[1:07:48]
sort of way. I know you briefly asked
[1:07:50]
about that. I did not give a good answer
[1:07:52]
for what I thought about data centers in
[1:07:53]
the moment and I just wanted to clarify
[1:07:55]
because it does matter to me.

the fire department responded to 242
[1:08:17]
fire and service calls, 700 EMS
[1:08:20]
responses, totaling 942 total calls,
[1:08:24]
which averages about 30 calls a day. We
[1:08:27]
made patient contact with 599 patients
[1:08:29]
and transported 481 of those. The fire
[1:08:33]
department completed 965 hours of
[1:08:35]
training, were a part of 12 public
[1:08:38]
education details,
[1:08:40]
hosted 47 hours of ride time for local
[1:08:43]
EMT students, completed seven life
[1:08:46]
safety inspections and two inspections
[1:08:48]
with the Claremont County Building
[1:08:49]
Department. And that concludes my
[1:08:51]

jumped out at me on here that, um, July
[1:09:20]
and August, there's more activity than

there has been the rest of the year.

It's concentrated in July and August,
[1:09:27]
more so than any other time. Is that
[1:09:28]
normal seasonal or something going on in
[1:09:31]
July and August? What's going on there?

» Uh it it's easy to point the finger
[1:09:36]
directly at the season. You know,
[1:09:37]
summertime people are out and about,
[1:09:39]
more active. So more
[1:09:41]
injuries occur when people are more
[1:09:43]
active. Um I say that, but then looking
[1:09:46]
at at [clears throat] last year's data,
[1:09:48]
August was actually one of our lowest
[1:09:49]
months of responses. So uh it is
[1:09:51]
definitely an interesting number. Um,
[1:09:54]
and it it could be possibly just the the
[1:09:56]
growth of the township and more more
[1:09:57]
people wanting to come here in Union
[1:09:59]
Township. Uh, the more people that come
[1:10:01]
here, the more accidents and injuries
[1:10:04]
could occur. Um, I wish I had a crystal
[1:10:06]
ball on when and why injuries uh and and
[1:10:09]
sicknesses, fires occur. Um, but
[1:10:14]
I don't really have a I don't really
[1:10:15]
have a direct answer on that, but it is
[1:10:17]
interesting information to look at.

» Yes. Yeah. So, we've there's there's

definitely uh uh usages of AI within the
[1:10:49]
the command staff. Uh for some of our
[1:10:51]
reporting, some of the some of the
[1:10:52]
numbers that I've gathered here today uh
[1:10:54]
were utilizing charts that we've seen
[1:10:55]
have been utilized by AI. Um on the the
[1:10:58]
daily operations of the operations uh
[1:11:01]
staff, not a ton of technology outside
[1:11:04]
of our our normal,
[1:11:06]
you know, systems in place for our docu
[1:11:08]
report documentation.

» Thank you, Mr. Dills. In the area of uh
[1:11:47]
the dispatch center in the month of
[1:11:49]
August, our dispatchers handled 5,64
[1:11:51]
calls for service and processed 443
[1:11:56]
uh documents for adult and juvenile
[1:11:58]
court. Uh in the area of uh records
[1:12:00]
requests, our records uh ladies handled
[1:12:04]
186 record requests and redacted five
[1:12:06]
body camera videos in the month of
[1:12:08]
August. in the area of public affairs.
[1:12:11]
Um, our officers attended our our honor
[1:12:13]
guard attended uh the not only the Union
[1:12:16]
Township Police Night Out, but the
[1:12:17]
Pierce Township Police Night Out and
[1:12:19]
displayed the colors of both at the
[1:12:21]
request of Chief Brockster. Uh, we also
[1:12:24]
did a first responder event at Christian
[1:12:26]
Life Church. And we started a new
[1:12:28]
tradition this year. I think it's it's
[1:12:29]
really neat. We're going to try and
[1:12:30]
build on this every year, but we had
[1:12:32]
officers out at all the uh public grade
[1:12:34]
schools for the first day of school this
[1:12:35]
year to greet the kids as they got off
[1:12:37]
the bus. So that was met with a lot of
[1:12:39]
uh
[1:12:40]
» With a lot of fanfare from the parents.
[1:12:42]
So in the area of operations uh our
[1:12:44]
officers took 330 incident reports in
[1:12:46]
August, 119 crash reports, made 421
[1:12:50]
traffic stops, issued 163 citations,
[1:12:53]
issued 270 written warnings, made 72
[1:12:56]
criminal arrests, 67 traffic arrests,
[1:12:59]
and served 72 warrants. In the area of
[1:13:02]
training, our officers attended 80 hours
[1:13:04]
of training in the month of August. And
[1:13:07]
currently, we have three open police
[1:13:08]
officer positions on our staff and one
[1:13:11]
open dispatch position. I did want to
[1:13:13]
make one note uh and you'll see this in
[1:13:16]
our investigative uh call outs for the
[1:13:18]
month of August. I always like to bring
[1:13:20]
receipts for the success of the flock
[1:13:23]
cameras, and I appreciate the gentleman
[1:13:25]
that uh that asked uh about some of the
[1:13:28]
successes we've had just in August
[1:13:30]
alone. Uh we responded out to a report
[1:13:32]
of a stolen vehicle on Mapleport. Not
[1:13:34]
only did we recover the stolen vehicle,
[1:13:36]
we recovered two other stolen vehicles
[1:13:38]
out of Hamilton County uh through the
[1:13:40]
flock cameras. Also in the month of
[1:13:42]
August, we had a burglary at the
[1:13:44]
McDonald's in East Gate South where they
[1:13:45]
broke in through the uh the uh
[1:13:48]
drive-thru window and stole the safe. Um
[1:13:51]
again, through the the uh success of the
[1:13:53]
the area flock cameras, we were able to
[1:13:55]
locate the suspect vehicle and make an
[1:13:57]
arrest on that. So, um, that's just
[1:13:59]
investigations. That's just one month.
[1:14:01]
That doesn't include some of the cases
[1:14:03]
that our officers are working because
[1:14:04]
they obviously have access to the flock
[1:14:06]
camera system as well. So, you know,
[1:14:09]
again, I just want to follow up and say
[1:14:11]
I think it's a great investigative tool
[1:14:13]
and it's making our township safer. So,
[1:14:15]

it's on the call out reports. You I'd

December 7th, I'm sorry, August 7th, uh
[1:14:31]
there was a death investigation at the
[1:14:33]
Motel Beach Bond. It was a twomonth-old
[1:14:36]
uh little girl was found deceased.
[1:14:40]
What's the story on that?
[1:14:42]
» Yeah. Um appreciate the question.
[1:14:44]
Unfortunately, I can't talk too much
[1:14:46]
about it. It is an open case. Um I can
[1:14:48]
tell you that we're waiting on some lab
[1:14:50]
results to come back as far as
[1:14:52]
toxicology and we do not believe there's
[1:14:54]
any foul play involved. This is
[1:14:56]
unfortunately a tragic accident.

Um yeah. Um Chief, thanks for thanks for

there's a question about the about about
[1:15:13]
uh ONMAC license plate readers and
[1:15:15]
technology utilization.
[1:15:17]
uh and and the benefits or successes uh
[1:15:21]
that they actually make an impact.
[1:15:26]
Knowing that the program or that you
[1:15:28]
started with it two years ago, do you
[1:15:30]
think knowing the information you have
[1:15:32]
now you're able to track any data better
[1:15:35]
to help communicate that? Because I have
[1:15:37]
to imagine going into it, you maybe
[1:15:39]
didn't know what benefit you're truly
[1:15:40]
going to get out of it other than kind
[1:15:43]
of subjectively what you've talked about
[1:15:44]
for for crime. Um, and
[1:15:48]
are you in a better position now, do you
[1:15:51]
think, where you can correlate
[1:15:52]
utilization and and crime prevention
[1:15:56]
with safeguards?
[1:15:58]
» I think we can. I mean, I I think that
[1:16:01]
we we've made a greater attempt to
[1:16:03]
document this document the successes and
[1:16:06]
like I'd said earlier, the investigative
[1:16:08]
unit uses them for the big cases, but
[1:16:10]
we've got patrolman that are out there
[1:16:11]
every day, whether it's a theft report
[1:16:13]
or a hit skip, hit auto accident that
[1:16:16]
are using them. So, what we're trying to
[1:16:18]
do, like you said, is look at the data
[1:16:20]
better, come with more receipts on the
[1:16:22]
successes. I to answer the one
[1:16:24]
gentleman's question, I believe our
[1:16:25]
audit system is good, is top-notch. I've
[1:16:28]
had our flock representatives tell us
[1:16:30]
your department does more than most and
[1:16:33]
we're increasing that. We've taken some
[1:16:35]
steps this month to uh increase our
[1:16:37]
safeguards. You know, I I think and we
[1:16:40]
have not we not we have not had one
[1:16:42]
documented misuse of these cameras in
[1:16:44]
two years and we're using them every
[1:16:45]
day. So, I think our policies are
[1:16:48]
strong. Uh I think our audit system is
[1:16:50]
strong. More than that though, I believe
[1:16:52]
in our officers and that, you know, it's
[1:16:54]
easy for me to say that, but I believe
[1:16:55]
in the people that we've got, but more
[1:16:56]
than anything, I believe in the
[1:16:58]
mechanisms we have in place that would
[1:16:59]
deter or catch any misuse on these
[1:17:01]
cameras.

» Does our current policy allow for like
[1:17:05]
immediate termination,
[1:17:08]
» Misuse?
[1:17:09]
» It's a good question. So, we have
[1:17:10]
because we are a union shop, we it's a
[1:17:13]
union, we have progressive discipline
[1:17:15]
that we have to follow. So, if the if
[1:17:18]
the if it was an innocent mistake or or
[1:17:21]
a procedural mistake, in other words,
[1:17:23]
not somebody, you know, the common
[1:17:25]
phrase you hear is somebody tracking an
[1:17:27]
ex-girlfriend or or a neighbor that
[1:17:29]
they're mad at or something. If it's an
[1:17:30]
innocent documented mistake where the
[1:17:32]
officer just simply forgot to put uh the
[1:17:34]
event number into the into the uh the
[1:17:37]
fox spreadsheet, then yes, we would
[1:17:39]
utilize progressive discipline. If
[1:17:41]
somebody is utilizing the cameras
[1:17:44]
uh for something significantly more
[1:17:46]
heinous, there's nothing that says that
[1:17:49]
I can't jump up in the scale of
[1:17:51]
progressive disciplines. In other words,
[1:17:53]
there's nothing that says that I can't
[1:17:54]
go from issuing a written citation to
[1:17:57]
the officer to demotion, suspension, or
[1:18:00]
even termination depending on how
[1:18:01]
egregious the action is. So, I don't
[1:18:03]
know if that answers your question. I
[1:18:05]
have to go through the progressive
[1:18:06]
discipline steps. You know what I would
[1:18:08]
like to see is the legislature come up
[1:18:10]
with a criminal charge that would
[1:18:12]
suffice for it. And I think that's
[1:18:14]
coming. I think that's going to happen.
[1:18:15]
So

» So my next question followup to that
[1:18:18]
would be do you see that as similar to
[1:18:20]
like is that the Brady list? Would that
[1:18:23]
be similar topic area?

» The Brady list when you get into the
[1:18:27]
Brady list you get into more officers
[1:18:29]
lying.

» Whether they're called on the carpet in
[1:18:32]
court or they're called on the carpet by
[1:18:33]
their by their superiors. But pseudo if
[1:18:35]
they got terminated here for violating a
[1:18:37]
policy of public trust.

» It could be Brady list. It would depend
[1:18:40]
» Some type of new list that's like
[1:18:43]
does not allow them into a public trust
[1:18:45]
position.

» Right. Right. And you know I think our
[1:18:48]
standards of conduct too it's states
[1:18:50]
very clearly any violation of our
[1:18:52]
policies and obviously our flock system
[1:18:54]
is documented by our policies. Any
[1:18:56]
violation of a policy our standards of

conduct call for progressive discipline.

So, I think we've got good procedures
[1:19:02]
and policies in place to deter and and
[1:19:05]
and even punish officers that would use
[1:19:07]
it in a negative fashion.

the program being able to exist if it
[1:19:13]
was abused a single time
[1:19:17]
um given the data set and the
[1:19:19]
environment of community right now. So I
[1:19:22]
think that um if if it's not a pathway

directly to termination for misuse
[1:19:30]
um
[1:19:32]
that that that jeopardizes the the
[1:19:36]
sounds like from some of the speakers
[1:19:37]
tonight there's maybe a mustard seed of
[1:19:41]
trust with it if best if that and if
[1:19:44]
there was one violation of that trust
[1:19:48]
there'd be no recovering just be that
[1:19:50]
absolutely terrible for any government
[1:19:52]
tool. So if we have to look at something
[1:19:56]
for
[1:19:58]
moving towards immediate type of
[1:20:00]
termination for any type of abuse of
[1:20:03]
that [clears throat]
[1:20:04]
database
[1:20:05]
uh or if we need to have a discussion of
[1:20:08]
pausing them or bagging them
[1:20:11]
I think we must do that and it may
[1:20:14]
actually help with the data set that
[1:20:16]
would be able to there's public records
[1:20:19]
that came in public record requests Um,
[1:20:23]
I didn't build it out myself. I I
[1:20:25]
allowed uh I took the public record
[1:20:28]
request that that was was communicated
[1:20:30]
out and uh allowed it to be analyzed and
[1:20:34]
it shows 6,12 logged search entries
[1:20:38]
between January and August of this year.
[1:20:41]
Sex offenses at the very top. Larseny
[1:20:43]
and theft second burglary, breaking
[1:20:46]
entering, third, um wanted person and
[1:20:50]
warrants. fourth stolen vehicles fifth
[1:20:54]
um and hit and runs on the top on that
[1:20:56]
frame magnitude down about 331 times for
[1:20:59]
mag for hit and run downward. So
[1:21:02]
descending amount of inputs upward all
[1:21:05]
the way up to 1672
[1:21:08]
sex offense searches. So I would have to
[1:21:10]
imagine by bagging or pausing or
[1:21:12]
stopping these that we potentially would
[1:21:16]
have what unresolved
[1:21:19]
cases of sex offenses
[1:21:23]
lararseny and theft, burglary and
[1:21:25]
breaking and injury.

» You would have to see data I think that
[1:21:28]
would correlate and if you would be able
[1:21:29]
to look at the data and say that's when
[1:21:31]
that's when the trustees bagged the flot
[1:21:34]
cameras.

every case we investigate is going to
[1:21:40]
successfully be solved through the use
[1:21:42]
of a block camera, but I think it would
[1:21:44]
take away from our ability to catch some
[1:21:46]
of these people.

and within our parks, the roads the road

passed a total of 17 potholes over three
[1:23:24]
township streets and a total of 26 work
[1:23:27]
orders were completed on multiple

with and without actions with
[1:24:10]
complaints, 529 illegal signs removed,
[1:24:15]
14 misellaneous issues resolved, 28

monthly violations total for the month
[1:24:22]
of August with

34 of them being reinspected with
[1:24:27]
violations and three nuisances added.

For the permit activity, we had two

commercial permits issued, two signs,

three single family homes, three

one deck, 10 accessory buildings, and 18

the the improvements that were made

behind the Civic Center. Uh all of those

projects were recommended for funding.

systemic safety application to ODOT.

There's a a hearing or a kind of a
[1:26:17]
presentation coming up uh where they'll
[1:26:19]
represent that project. As I understand,
[1:26:22]
the road resurfacing program is nearly
[1:26:24]
complete with the exception of Locust
[1:26:25]
Lane, which we had a gas line cut. Uh, a
[1:26:29]
resident ordered a gas line service and
[1:26:31]
we didn't want to cut the street after
[1:26:33]
we resurfaced it. So, that is pending.
[1:26:36]
Um,
[1:26:38]
and everything looks really nice from
[1:26:39]
the roads that I've been able to get out
[1:26:41]
to. So, again, I appreciate the board
[1:26:43]
and the partnership with the county in
[1:26:45]
that. Uh, we're continuing to work on
[1:26:47]
the safe routes to school plan. Uh the
[1:26:50]
Elmont project, the OPWC project for
[1:26:53]
Elmont Old State Route 74. Uh permanent
[1:26:55]
easements have been procured. I asked
[1:26:57]
the county for a projected bid
[1:26:58]
advertisement date. Probably going to go
[1:27:01]
out to bid in the next couple months.
[1:27:02]
They really aren't able to do much work
[1:27:04]
in the wintertime. So you'll see that
[1:27:06]
that'll be an early probably an early
[1:27:08]
2027 project. Um, again, last week we
[1:27:12]
met with the residents of Glendale and
[1:27:14]
and Glenn Willow to talk about uh the
[1:27:18]
this issue and some of the the findings
[1:27:21]
that we've been able to uh develop and I
[1:27:24]
think we have more work ahead of us. So,
[1:27:26]
I appreciate the board, you know,
[1:27:29]
giving us some guidance in that. We do
[1:27:32]
have a Jed 9 hearing scheduled for
[1:27:34]
October 13th. That's with the village of
[1:27:36]
Betavia for uh the addition of one
[1:27:39]
property off of State Route 125. Um we
[1:27:43]
are working with the city of Milford
[1:27:44]
also on expansion of the Jed 8 property
[1:27:47]
related to the recently announced
[1:27:49]
project that the board will see for
[1:27:52]
reszoning uh in the next month or two.
[1:27:55]
So that's uh again a very positive
[1:27:57]
thing. We have three separate nuisance
[1:28:00]
resolutions to present for the board.
[1:28:02]
two vehicles, one uh junk, debris,
[1:28:05]
grass, etc. Appreciate Mr. Flouty and
[1:28:08]
Mr. Berkkey working on those. Uh that's
[1:28:10]
a tough job uh going out to those
[1:28:12]
properties and and following up on that.
[1:28:15]
Also have an item for a fund custodian
[1:28:17]
agreement for the board to manage the
[1:28:19]
assessment payments that are anticipated
[1:28:21]
to come eventually through the new
[1:28:22]
community authority. This is very
[1:28:24]
similar to how we manage the funds for
[1:28:26]
the special improvement districts and is
[1:28:28]
more of a housekeeping matter.
[1:28:30]
Additionally, we are required to adopt
[1:28:32]
the findings of the annual TIRC meeting
[1:28:35]
per statute. Uh the recommendation was
[1:28:38]
for continuation or approval in all of
[1:28:40]
those instances and there were no
[1:28:42]
adverse recommendations or findings in
[1:28:44]
that regard.
[1:28:47]
Um typically a September item uh that
[1:28:50]
you might be used to seeing the rates
[1:28:51]
and measures approval. Uh that is not on
[1:28:54]
the agenda because of the recent
[1:28:56]
legislative changes at the state house
[1:28:57]
that's impacted the budget commission.
[1:28:59]
and the budget commission has to make
[1:29:00]
some additional determinations on that.
[1:29:02]
We'll probably see that hopefully in
[1:29:04]
October in that. And then uh just a
[1:29:07]
couple of other things. Um we have some
[1:29:11]
great stuff going on in September, the
[1:29:13]
Jungle Gyms, uh Union Township Fireworks

Celebration in partnership with

would support that we bag it bag the

flock cameras uh until things like the

transparency portal figured out until
[1:33:01]
things like uh a defined disciplinary

plan is is determined if it's you know
[1:33:06]
one of our officers abuses the program
[1:33:09]
and it can go straight to immediate
[1:33:11]
termination. I understand we have our
[1:33:12]
collective bargaining agreements, but
[1:33:14]
that may be the ship that has to come
[1:33:15]
first before the adoption of this
[1:33:17]
technology unless we can point to the
[1:33:20]
data set that everyone in the community

is now saying, you know, we need this.

Um, so, uh, we we can talk new agenda

to bag the flock cameras,

help to address the public's concerns

that we've been hearing, and I think

also give that company the ability to

say we're at risk of losing more clients

going to want to address our residents

and our constituents.

Um, and I think structurally there has

the policy and safeguards there in

long would it take to get the

termination policy into collective

the trustees to think about that

determination what the impact would be.

the applicant is Bri Hill Development.
[1:38:36]
The applicant is requesting that two
[1:38:38]
parcels totaling 9.977
[1:38:43]
acres be reszoned from R1 single family
[1:38:45]
residential to PD development in order
[1:38:48]
to construct
[1:38:50]
six single family homes. The there are
[1:38:54]
two parcels one
[1:38:57]
with partial number 414220A
[1:39:01]
022 and 41 4220004
[1:39:07]
both being off of Glenns Withers bill.
[1:39:09]
Some relation to the 2030 plan is the
[1:39:12]
analysis of the proposal
[1:39:15]
yields that the plans as submitted align
[1:39:17]
with the recommendation of the 2030
[1:39:19]
comprehensive land use plan. The
[1:39:21]
affected properties are located within
[1:39:24]
the IV point corridor focus area overlay
[1:39:28]
as defined by the 2030 plan. some
[1:39:31]
analysis looking in the existing PD plan
[1:39:34]
with sub area three which if you
[1:39:37]
remember was approved back in case
[1:39:38]
number two-26-Z
[1:39:41]
consisted of 15 single family detach
[1:39:44]
structure residential homes construction
[1:39:47]
will be off the shared points of ingress
[1:39:49]
egress with the ter termini of LMA and
[1:39:52]
Weeble Lane respectively the six lots
[1:39:56]
here within this case of 526-Z
[1:40:00]
would be of similar types of structures
[1:40:03]
and the average lots being 30 to 35 feet
[1:40:06]
in width. The units are projected
[1:40:10]
to be around 1,700 to 2500 square ft
[1:40:14]
with rear entry garages. The arrangement
[1:40:17]
and configuration of the units is such
[1:40:19]
as it promotes and reinforces the
[1:40:21]
walkability character of the corridor
[1:40:24]
consistent with the 2030 plan
[1:40:26]
recommendations. Setbacks range with
[1:40:29]
within five feet of sideyard setbacks
[1:40:32]
with larger rear yards with the re rear
[1:40:35]
detached garages and the front yard
[1:40:38]
varying with due to the existing curb
[1:40:41]
radii.
[1:40:42]
The proposal aligns with the Glenessi
[1:40:45]
withville Icult roads revitalization and
[1:40:49]
improvement plan. In some background
[1:40:52]
information, the subject properties were
[1:40:54]
indirectly addressed in staff report
[1:40:56]
226-Z
[1:40:58]
through which adjacent properties were
[1:41:00]
reszoned to PD. Given the types of
[1:41:03]
structures and uses with this proposal,
[1:41:07]
this is essentially an extension of or
[1:41:09]
the completion of the last area approved
[1:41:13]
through that case.
[1:41:15]
staff has determined that the proposed
[1:41:17]
development does not necess necessitate
[1:41:20]
additional required governing provisions
[1:41:23]
which are called for in section article
[1:41:26]
6 section 680 through 687 of the zoning
[1:41:29]
resolution. A review of the applicant's
[1:41:32]
proposal yields that the development
[1:41:33]
plans presented are consistent with both
[1:41:36]
the PD district regulations and the
[1:41:38]
adopted recommendations of the 2030
[1:41:41]
comprehensive land use plan.
[1:41:43]
Furthermore, the submitted plans propose
[1:41:45]
an appropriate transition between the
[1:41:47]
largecale existing highdensity multif
[1:41:49]
family to the north and east and the
[1:41:52]
more traditional single family
[1:41:53]
residential development to the south of
[1:41:55]
the Icults road corridor. Density along
[1:41:58]
the frontage within this sub area three
[1:42:00]
for the lots located on the southern
[1:42:03]
side of Icults road nets around 6.5
[1:42:07]
units an acre after deducting pro
[1:42:10]
projected rights of way and varying
[1:42:12]
street frontages. At the August 26
[1:42:16]
zoning commission meeting, there was a
[1:42:19]
recommendation to the board of trustees
[1:42:24]
that the plan is to be approved subject
[1:42:27]
to five recommended modifications that
[1:42:30]
are found in our packet tonight. And the
[1:42:32]
action required is in accordance with
[1:42:34]
680 through 687 of the zoning resolution
[1:42:38]
that the board of trustees is to enter
[1:42:40]
into a motion to approve as submitted.
[1:42:42]
approve with additional modifications or
[1:42:44]
deny the zoning map amendment
[1:42:46]
application presented in the Union
[1:42:49]
Township zoning case 5-26-Z.

character of the neighborhood, but the

character of Union Township continuing

to go in this direction. I I voted uh no

on the proposal of the neighboring lots,

work with under the current contract our

Uh that is a significant recruitment

tool and we are basically fighting a

recruitment battle one hand behind our

I think that thisou addresses that. It

puts significant, you know, rules around

uh being able to pay for that, making it

really hard with the fire union on on

negotiating this and I think while it

will cost us a little bit of money to

put people through uh medical school, I

think it's going they're going to be our

August I put out on social media that uh

I had an emergency room visit out at um
[2:08:56]
Claremont Mercy. So I just wanted to
[2:08:58]
give kind of a a brief update on what
[2:09:00]
what's going on with that. So what
[2:09:01]
happened was I had a number of symptoms
[2:09:03]
that were
[2:09:05]
um mimicking that of a heart attack. So
[2:09:07]
it turned out it was not fortunately,
[2:09:09]
which begs the question then what was
[2:09:11]
it? Well, it could be any number of
[2:09:13]
things. So, since then, I had a um CT
[2:09:17]
angiogram that appeared to be a clean
[2:09:20]
reading. Uh this evening, I was kind of
[2:09:23]
running late getting here if I was going
[2:09:24]
to make it on time to the meeting or
[2:09:26]
not, but I had a um cardiac MRI, so
[2:09:30]
they're investigating some things. Uh
[2:09:32]
but with the old ticker, see what's
[2:09:34]
going on in there because we we still
[2:09:35]
don't know. Um
[2:09:39]
Mr. Dit mentioned the uh Revolutionary
[2:09:41]
War move monument. I'm not gonna be able
[2:09:44]
to make it to that event. I have a
[2:09:45]
doctor's appointment uh that that
[2:09:47]
morning. So anyway, that's really the
[2:09:49]
update on what's going on with me. I
[2:09:51]
mean, uh you know, I'm feeling fine and

uh you know, things are getting checked

know we heard one gentleman speaking
[2:10:19]
about uh data centers and energy and
[2:10:22]
infrastructure. And I believe that
[2:10:24]
Commissioner Painter joining us is uh
[2:10:28]
taking a leadership role uh as a senior
[2:10:31]
advisor I believe uh to EPA uh
[2:10:34]
administrator Lee Zelden on local
[2:10:37]
governments essentially. I don't know
[2:10:39]
the exact title but local governments,
[2:10:41]
state governments uh handling uh
[2:10:44]
constituent concerns and addressing
[2:10:46]
them. Um so you know I think that this
[2:10:49]
is a continued evolution. We're going to
[2:10:51]
see a symptom of technology like
[2:10:53]
automatic license plate readers. Uh
[2:10:56]
we're going to see different symptoms
[2:10:57]
and forms um of a greater issue. Uh data
[2:11:01]
centers, energy uh closed loop water
[2:11:07]
centers that that provide power back to
[2:11:09]
the grid uh that bring energy costs
[2:11:12]
down. Um but it's also very interesting
[2:11:15]
just to hear everyone's perspectives
[2:11:17]
because um at the heart of all this
[2:11:21]
they're at least I have the perspective
[2:11:23]
and sentiment that
[2:11:27]
those in this world that want to see our
[2:11:29]
country fail want to exploit
[2:11:32]
some of our greatest strengths and
[2:11:33]
that's our first amendment and they seed
[2:11:36]
misinformation campaigns um and that can
[2:11:39]
be from um things like compute power and
[2:11:43]
quantum uh that helps us prevent, you
[2:11:46]
know, hypersonic attacks on our our
[2:11:49]
great cities. Um all the way down to you
[2:11:53]
can see some of the discussion that
[2:11:54]
happens with uh automatic license plate
[2:11:57]
readers and where we have to balance and
[2:12:00]
govern between a board with limited
[2:12:04]
resources, police officers,
[2:12:07]
um and wanting to do what's right by the
[2:12:09]
residents. So, I just thank you guys for
[2:12:11]
for the discussion and um look forward
[2:12:15]
to to getting the date set for the town
[2:12:18]
hall and how that continued feedback uh
[2:12:20]
continues to mature and and move
[2:12:22]
forward. So,

individually have to do more if we want

to have the same quality of living

or quality is going to drop.
