[0:00] I will
[0:06] ever
[0:11] I would spray my
[0:15] giant
[0:33] eventually
[0:46] go back home.
[1:17] Seems
[1:23] I like
[1:42] what's
[1:51] Iron A couple tonight, Chief.
[2:21] All right.
[3:39] What's that?
[4:04] reached out
[4:08] to
[4:32] assist
[4:37] out
[4:47] any Cool.
[5:04] You guys ready?
[5:08] » All right. Well, welcome everyone. If
[5:10] you could please rise and join us in the
[5:11] pledge of allegiance.
[5:15] I aliance to the flag of the United
[5:17] States of America and to the republic
[5:20] for it stands one nation under God
[5:23] indivisible with liberty and justice for
[5:26] all
[5:33] right welcome everyone thanks for
[5:35] joining us tonight and Mr. Campbell, let
[5:40] the record reflect that all three
[5:41] trustees are present. Uh, do you have
[5:44] any correspondence tonight, Mr.
[5:45] Campbell?
[5:45] » No, sir, I do not.
[5:47] » All right. Thank you, sir. No
[5:49] proclamations. And first, uh, line of
[5:53] business, uh, we'll turn it over to our
[5:55] fire chief for a couple new hires. Uh,
[5:57] Chief Clemens, sir, throw the floor to
[5:59] you.
[5:59] » Uh, thank you, Mr. Dills. Uh, tonight,
[6:01] before I bring up the two candidates,
[6:02] just want to make a couple comments. Uh,
[6:03] the two individuals that I'm going to be
[6:05] presenting to you this evening, uh, have
[6:07] both been working for the fire
[6:09] department for the last three to four
[6:10] months on a seasonal part-time basis. Uh
[6:14] it's a way for us to try to recruit u
[6:17] individuals that don't have all the
[6:18] certifications that they need uh to be
[6:20] hired full-time but are working towards
[6:21] that. Both of those individuals have
[6:24] taken the opportunity that was given to
[6:26] them here this summer and taken full
[6:27] advantage of it. Uh and I'm super
[6:29] thrilled to uh introduce both of them
[6:31] here this evening. So with that being
[6:32] said, if I could have Brendan Riley
[6:34] please come up.
[6:41] So, I'd like to introduce and recommend
[6:42] Mr. Brendan Riley for consideration for
[6:44] the position of full-time firefighter
[6:46] EMT. Brennan grew up in the Milford area
[6:49] and is a 2021 high school graduate of
[6:52] Summit Country Day. After high school,
[6:54] he attended the University of Kentucky
[6:56] where he earned his bachelor's degree in
[6:57] business management in 2025.
[7:00] Following college, he pursued his
[7:01] firefighter and EMT certifications
[7:03] through Cincinnati State. He is
[7:05] currently attending Butler Tech, working
[7:07] towards his paramedic certification,
[7:09] which will he will obtain next year.
[7:11] Brennan enjoys golfing and fishing in
[7:13] his free time. He successfully completed
[7:16] all aspects of the hiring process,
[7:18] including a background, polygraph,
[7:21] psychological evaluation. I would
[7:23] recommend a conditional offer of
[7:24] employment to Mr. Riley is a full-time
[7:26] firefighter EMT at a rate of pay
[7:28] consistent with step one of the
[7:30] collective barting agreement effective
[7:32] September 28th, 2026 at 7 a.m. pending
[7:36] successful completion of a physical
[7:38] examination.
[7:39] » Fantastic. Thank you, Chief. And uh
[7:42] Brennon, welcome. Welcome tonight. So,
[7:44] uh you've been with us all summer long.
[7:47] Appreciate you very much for taking the
[7:48] part-time program. I assume you got a
[7:49] fair amount of family with you, right?
[7:51] » Yeah, we got a whole bunch.
[7:52] » Well, floor floor is yours, brother. Go
[7:53] and call them out, please. Uh, my dad
[7:55] Tyson, stepmom Edith, sister Taylor,
[7:58] girlfriend Kitty, Aunt Joy, cousin Ryan,
[8:02] Grandma Wolf, Grandpa Wolf,
[8:05] Aunt Jennifer, Uncle Bob, Uncle Chris,
[8:08] Grandma Donna, Grandpa Vic.
[8:11] » I I have a feeling that when we uh
[8:14] approve you and you're done tonight, I
[8:15] have a feeling about 75% of this crowd
[8:17] is going to be leaving us tonight. So,
[8:19] the uh the uh uh Mr. Becker, anything
[8:22] for Mr. Riley? Well, I was just thinking
[8:24] the reason traffic was light getting
[8:25] here. Everybody's here. [laughter]
[8:28] » Hey, did I did I hear Northern Kentucky
[8:29] University? Did I
[8:30] » UK? University of Kentucky.
[8:32] » Oh, it was UK and it was a business
[8:34] business management degree.
[8:35] » Yes, sir.
[8:36] » Okay. By mine went to NKU, I think what
[8:38] he said. That's where I got my degree.
[8:40] That was many decades ago. But hey,
[8:43] anyway, just uh want to thank you for uh
[8:45] being part of Union Township and uh
[8:47] we're looking forward to getting you
[8:48] started. That's all chairman.
[8:50] » Mr. Luke, sir. Uh, hey, it's uh really
[8:53] exciting to have you here with all your
[8:56] family. Um, I I want to ask, I mean, I
[9:00] think it's so invigorating seeing you
[9:03] come join our team here and and serve to
[9:06] the community. Is there anything that
[9:08] you think we should be doing better to
[9:11] attract young talent? Um, any any any of
[9:15] your classmates, that type of dynamic?
[9:18] What was your call to service? Putting
[9:20] you on the spot, but you don't need to
[9:22] be on, but looks like you can handle the
[9:23] stage well.
[9:24] » Um,
[9:26] I don't think you guys have to do
[9:27] anything better. Um, I just think the
[9:31] it's kind of tough right now with with
[9:33] EMTs and then the medics. I just think
[9:36] the fire service in general is tough to
[9:38] get EMTs on when most departments are
[9:41] medic medics only. So, um, I don't think
[9:45] the way you guys run it can't be
[9:48] improved. But um no, I I got this is so
[9:52] attractive to me with a lot of veterans
[9:54] in my family. Um just wanted to do
[9:57] something for the community and people
[9:59] in that community,
[10:00] » Military and and and uh
[10:03] » Police and and just military veterans.
[10:06] » So that is just the call call to serve.
[10:09] » Yes, sir.
[10:09] » I love that. Well, I'm sure I know
[10:12] you're doing them proud. So, thank you.
[10:14] » Thank you.
[10:15] » And then Brennan, uh you could If you
[10:17] look behind you, all these firefighters
[10:20] are here for for you and the other
[10:22] gentlemen after you. So, pretty cool.
[10:23] They show up. It's it's it's good
[10:24] camaraderie here. So, um but good. I'm
[10:26] glad you're here. [laughter] And uh
[10:28] gentlemen, I'll entertain a motion for
[10:29] the approval of the hire route to the
[10:31] position of firefighter EMT Step One
[10:33] effective date September 28th, 2026 at 7
[10:36] a.m. at a rate pay consistent with the
[10:38] collective baron agreement pending
[10:40] successful completion of medical and
[10:42] physical examination.
[10:43] » So move.
[10:44] » Second.
[10:45] » Mr. Campbell. Roll call.
[10:46] » Mr. Becker.
[10:47] » Yes.
[10:48] » Mr. Lo.
[10:49] » Yes.
[10:49] » Mr. Gills.
[10:50] » Yes.
[10:51] » All right. Congratulations, Bren.
[10:55] [applause]
[11:04] » Make sure you
[11:06] congratulations. Welcome.
[11:18] » [clears throat]
[11:20] » All right, next up we got uh same stick
[11:22] with our fire department is uh Trevor
[11:24] Mushmore.
[11:26] » Come on up here, Trevor. Perfect.
[11:31] All right. And chief, same thing. I'll
[11:32] throw the floor to you, sir.
[11:33] » Thank Mr. Dills. Uh so here in front of
[11:35] me is Mr. Trevor Muchmore. Uh Trevor is
[11:39] uh introduced as a consideration for the
[11:41] position of full-time firefighter EMT.
[11:43] Trevor is a 2025 graduate of Wyoming
[11:46] High School. While still enrolled in
[11:48] high school, Trevor pursued his
[11:50] firefighter and EMT certification which
[11:52] he which he obtained shortly after high
[11:55] school graduation.
[11:57] He has previous work experience for
[11:59] working for the city of Wyoming as well
[12:01] as Lachland Fire Department. He is
[12:03] currently attending Cincinnati State
[12:05] working towards his paramedic
[12:06] certification as well as an associates
[12:08] degree in fire science which he will
[12:10] obtain next year. Trevor has
[12:13] successfully completed all aspects of
[12:14] the hiring process including
[12:16] [clears throat] a background polygraph
[12:17] and psychological evaluation. I would
[12:20] recommend a conditional offer of
[12:21] employment to Mr. much more as a
[12:23] full-time firefighter EMT at a rate of
[12:26] pay consistent with step one of the
[12:27] collective bargaining agreement
[12:29] effective September 29th, 2026 at 7 a.m.
[12:33] pending successful completion of a
[12:34] physical examination.
[12:36] » Thank you, Chief Trevor. Welcome. You uh
[12:40] same thing. Got your family here?
[12:41] » Yeah, please go ahead.
[12:42] » My uh my mom Jamie, my grandma Barbara,
[12:45] my stepdad Tony, and my step brother
[12:47] Evan.
[12:47] » I love it. I love it. It's fantastic. Um
[12:50] and then uh Mr. Becker, I'm going to
[12:52] throw the floor to you, sir. Go ahead.
[12:53] » Yeah, I heard So, I heard Wyoming,
[12:55] Lachland. You live on that side of town?
[12:57] » Uh, yeah, I live in Wyoming.
[12:59] » Okay. Plan to move a little closer
[13:01] maybe?
[13:01] » Uh, potentially in the coming years.
[13:02] Yeah.
[13:03] » All right. Well, we'll look forward to
[13:04] having you as a resident uh in Union
[13:06] Township. That'd be great.
[13:07] » Yes, sir.
[13:08] » Welcome,
[13:09] Chairman.
[13:10] » Mr. Luke,
[13:10] » Mr. Becker, you got an open uh bedroom
[13:13] at the house for him?
[13:15] » Uh, I might be able to work out a rental
[13:16] arrangement.
[13:19] » [laughter]
[13:21] » We're again thr th thrilled to have you.
[13:23] It's uh it's it's such impactful work in
[13:26] in the community especially uh if you've
[13:29] ever been on the receiving end of of
[13:30] needing aid uh from you know our our
[13:34] safety services, our fire, our EMS. Uh
[13:37] so, you know, again, same same
[13:40] perspective. What's what's your call to
[13:42] service? uh what what kind of inspired
[13:45] you to [clears throat] to I'd say push
[13:48] against some of the the grain of where
[13:50] maybe some of your peers are going
[13:52] because it's just such a high calling to
[13:56] to serve others. But what's your call?
[13:59] » So um in high school I joined uh the
[14:01] Wyoming Fire Department as a cadet. I
[14:03] fell in love with it. I wanted more. So
[14:05] I joined the lock and fire department as
[14:07] a cadet also to get more experience and
[14:09] then ultimately I found this place to
[14:11] give me better experience in a future in
[14:13] career.
[14:14] » Wonderful because of that early
[14:16] engagement through uh like a high school
[14:19] youth program.
[14:20] » Yes, sir.
[14:21] » Okay, that's great. Well, hey, really
[14:24] really appreciate Trevor. Uh team's
[14:27] looking forward to having you sir. Thank
[14:28] you.
[14:29] » All right, Trevor, the uh let's get us
[14:32] started. The uh gentleman, I entertain a
[14:34] motion for the hire of Trevor Muchmore
[14:36] to the position of firefighter EMT Step
[14:38] One effective uh September 29th, 2026 at
[14:42] 7 a.m. at a rate pay consistent with the
[14:44] collective bargain agreement pending
[14:45] successful completion of medical and
[14:47] physical examination.
[14:48] » So moved.
[14:49] » Second, Mr. Campbell. Roll call.
[14:51] » Mr. Becker,
[14:52] » Yes.
[14:52] » Mr. Lo,
[14:53] » Yes.
[14:54] » Mr. Gills,
[14:54] » Yes. Motion carries.
[14:55] » Congratulations,
[14:57] [applause]
[15:05] Welcome.
[16:06] Jeez.
[16:22] Let the room clear up for a minute.
[16:44] All right. And then uh by the way,
[16:46] there's already a handful. If you if you
[16:47] like public comments tonight, there's
[16:49] public comment cards back there. Now, if
[16:51] you're here to talk about the zoning
[16:52] case tonight, I would suggest doing that
[16:54] separately, but um and then in a minute,
[16:56] we'll come by and collect those cards
[16:57] from you. And then, uh gentlemen, uh I
[17:00] wanted to uh sorry to spring something
[17:02] on you, but I wanted to talk about it
[17:04] before public comments in case anybody
[17:06] wanted to come and talk about it. was um
[17:10] uh we're not going to have open
[17:11] conversation right now about it, but I
[17:13] wanted to see your thoughts on y'all's
[17:14] schedule before the next October
[17:16] business meeting. Uh the subject of
[17:18] flock cameras has come up quite a bit.
[17:20] And so I've done some research and I
[17:23] don't recall any government entity
[17:25] anywhere in the tri-state that has done
[17:27] a um work in session like a uh town hall
[17:30] style meeting. And so I was thinking of
[17:32] let's let's schedule a um uh work in
[17:36] session town hall style meeting and uh
[17:39] for I'm thinking as far as the
[17:41] parameters the rules because I don't I
[17:42] don't want to be there all night but I
[17:43] do want folks to have a say is um 90
[17:47] minutes and maybe the first 10 20
[17:49] minutes let's give our police department
[17:50] the floor have the chief give a
[17:52] presentation and then after that open it
[17:55] up for five minutes of conversation each
[17:58] and then uh cap it off at an hour.
[18:00] That'll leave us about 10 15 minutes at
[18:02] the end to have some discussion. But I
[18:04] think it'd be neat. No other government
[18:05] entity has has done this as far as
[18:07] having they've either made a decision
[18:09] yes or no. We're going to keep them uh
[18:11] whether or not what direction we're
[18:13] going to take. But I think it would be
[18:14] neat if we did a work in session town
[18:16] hall style meeting and uh just let folks
[18:18] get up to the mic and talk and say
[18:20] whether they're for against them and and
[18:21] then we can make a decision on the
[18:23] future. So wanted to see if there's a
[18:25] date before the next October meeting
[18:26] that works. um anything or any dates
[18:31] that don't work at all?
[18:32] » Uh [clears throat]
[18:34] I've got some color uh around that
[18:37] concept. Um I was really actually hoping
[18:40] that we would have an agenda on
[18:42] tonight's meeting just to solicit public
[18:44] comment and feedback on the flop
[18:46] cameras. So hopefully we can hear that
[18:48] at public comment tonight. But I really
[18:50] wanted the township because to me it's
[18:52] nice to have what you're recommending.
[18:54] Uh you want to do a town hall style on
[18:56] it, but
[18:58] That's a frankly I'd like to just get it
[19:01] on the agenda as new business and be
[19:03] soliciting the feedback and I guess my
[19:06] point there is unfortunately it's not
[19:09] advertised and already on the agenda for
[19:10] tonight. I would like us to I guess move
[19:13] faster on that. But um going forward to
[19:16] October um I would almost welcome the
[19:19] same thing the regular scheduled meeting
[19:22] night of October. Let's put it out
[19:23] there, see how much community feedback
[19:25] wants to come and be part of that. And
[19:28] then determine if it's a reason to have
[19:30] a followup a week later,
[19:33] whatever it may be for continued
[19:35] conversation, more of a forum if if that
[19:38] if that need is made. Otherwise, um you
[19:42] know, my perspective on it too is uh if
[19:45] community getting more information
[19:48] uh through
[19:50] is is needed. Um, I'm I'm supportive of
[19:54] having some type of citizen-led
[19:56] committee uh that can become a liaison
[19:59] with the flock vendor and receive some
[20:03] information uh and provide information
[20:05] back. So, um I think that's what
[20:08] communities across the the state or
[20:10] country are are trying to have
[20:11] engagement on. So, not opposed to a town
[20:14] hall. I just think activity and traction
[20:19] matter. So what I would actually ask for
[20:21] is that we just be supportive of
[20:22] standing up a citizen led committee
[20:26] if it's not an overburdensome action to
[20:29] the staff. I mean two hours a week or
[20:32] something to that effect. I don't know
[20:33] what your thoughts are.
[20:35] » I think I want to have a uh town hall
[20:38] style meeting that's a working session
[20:39] and I would like to put it out there for
[20:41] two weeks or so. Miss R can or heir can
[20:45] uh put it out there for two, three weeks
[20:47] before our next October meeting and let
[20:49] folks just come up and talk. Uh no other
[20:51] government entity that I know of has
[20:52] done it. And so I'd like to keep it
[20:55] separate from our actual scheduled
[20:56] business meeting and make that specific
[20:58] night because I I think there would be a
[20:59] lot of people that show up and so I
[21:01] think uh it'd be nice to just solicit
[21:02] feedback and we're all about community
[21:04] engagements. I just like to hear what
[21:06] the residents want us to do as far as
[21:07] that direction. Um Mr. Becker, what's
[21:10] your thoughts? I I do like the idea of
[21:12] the town hall meeting. I I would also
[21:15] request that a representative from Flock
[21:18] be at that meeting or at least be
[21:19] invited. Give them the opportunity to
[21:21] attend. So, you know, their schedule
[21:25] would would be a factor. I don't know
[21:26] how free they are and can dispatch
[21:28] people. I think their headquarters is in
[21:30] Louisville, I want to say. So,
[21:32] fortunately, it's not all that far away.
[21:34] » I thought it was Georgia. Maybe I'm
[21:36] wrong.
[21:37] » Maybe there's a district office in
[21:38] Louisville. Chief Race, where where's
[21:40] our office?
[21:40] » We have our rep is based out of
[21:42] Louisville. So,
[21:43] » That's what I'm thinking.
[21:43] » Okay.
[21:44] » Okay.
[21:45] » Is there is there a date? Uh we can I'm
[21:49] thinking six o'clock as well. And the
[21:51] reason why is uh in case anyone wants to
[21:53] talk about flock tonight, I would say,
[21:55] hey, give us your thoughts, but probably
[21:57] come back again at the town hall. Uh but
[22:00] um any any dates that that don't work?
[22:03] Um I'd like to do it before our next
[22:05] October meeting. So, we we got a month
[22:07] notice or we have a whole month to work
[22:09] with, I should say. But, I'd like to
[22:11] give um like to give Miss Miss R the uh
[22:17] um at least a week to put it out there
[22:19] hard
[22:21] so we can have make sure what's your
[22:23] what's your thoughts, Mr. Logan? Any
[22:25] dates that do or don't work?
[22:28] Um,
[22:29] yeah. I meant don't have my
[22:32] calendar, my other calendar in front of
[22:34] me right at the moment to give you
[22:35] dates, but uh would you target like a
[22:38] Monday night?
[22:41] » Would that be a benefit?
[22:42] » Monday, Tuesday.
[22:43] » I got a lot of travel with with work
[22:44] right now. So, that's what I'm looking
[22:46] at. Like literally the next three weeks
[22:48] are travel.
[22:49] » Monday it is. Is there a Monday? Is you
[22:51] you oppose the Monday?
[22:52] » I can usually make about any evening
[22:55] work.
[22:58] So your answer is no. I don't I don't
[23:00] have any opposition to
[23:03] Monday. Uh I can tell you
[23:07] » I don't know the 21st. Uh looks good.
[23:11] 28th. Uh I can do the 28th.
[23:16] » We have to Can we narrow down the 21st
[23:18] or 28th? I'd like to balance the
[23:20] schedule against my work schedule I
[23:24] carry in with me tonight.
[23:25] » Okay. So We're both good with those. And
[23:27] then uh um uh Mr. Wright, whatever one
[23:31] Mr. Lo picks, that's that's what we'll
[23:33] do. And then uh let's set it for 6 PM on
[23:35] that night. Is that what we think?
[23:37] » That that Yes, we just have to have time
[23:39] to get the uh meeting notice out. I
[23:41] think that we would have the ample time
[23:43] to
[23:44] » To properly notice that meeting on our
[23:46] website, Facebook, all of those things.
[23:48] » M Mr. Chairman, I I I think we should
[23:50] consider making a seven seven o'clock
[23:52] meeting start because I think more
[23:54] people could get here. It's easier for
[23:56] them at seven since it's not a regular
[23:58] business meeting where we could be going
[23:59] late.
[24:01] » Seven might be a better start time.
[24:02] » Let's do that then. Uh
[24:04] » And you would just like me to coordinate
[24:05] with
[24:06] » Yeah. So, we'll pick either one. Uh uh
[24:09] Miss Are you okay with either one of
[24:10] those dates? I give you enough time to
[24:12] market it. And then what we'll do is uh
[24:15] Oh, that's fine. Seven o'clock is fine.
[24:17] I'd like to uh give the This is how I
[24:20] was thinking in my brain. you both think
[24:22] is uh giving the floor to Chief Ree and
[24:26] uh letting him, you know, do his thing
[24:28] and then uh have the police department
[24:31] do their thing and then uh we can have
[24:34] the thing is I want to give at least an
[24:35] hour to the floor and each person gets,
[24:38] you know, I want to cap it off of five
[24:40] minutes because I I want everybody to
[24:41] get a chance to talk. I don't want to be
[24:42] all night either. And then the last
[24:44] 10ish minutes, 15 minutes, you us three
[24:47] can deliberate and then and then call it
[24:49] a night. So, I'm thinking an hour. I'm
[24:50] thinking 90 minutes. at out a cap. Does
[24:52] that see fair and reasonable?
[24:54] » Yeah.
[24:55] » Okay. Five minutes public participation
[24:57] each. That's it. And then uh Okay, cool.
[25:00] Uh and then Mr.
[25:02] We'll push it out. But I think it'll be
[25:04] neat. We're the only government body I
[25:06] think that's done, you know, a public uh
[25:08] meeting like that and uh I think it'll
[25:09] be a good thing. So,
[25:10] » And Chief Reese, if you can reach out to
[25:12] the representative in in Louisville and
[25:13] see if he's available either of those
[25:15] nights or they if they can dispatch
[25:16] somebody, that' be great. Do do we have
[25:19] a targeted outcome out of the town hall
[25:21] that we think?
[25:22] » Yeah, I'd like to get feedback and if
[25:24] and if after after we get feedback then
[25:26] uh um then we'll make a decision as far
[25:28] as the future of what we're going to do
[25:30] with flock and and um license plate
[25:32] readers in the future. So yeah.
[25:35] » Okay.
[25:37] any apprehension you guys have for
[25:39] having a citizen-led committee on it as
[25:42] well to engage in policies back best
[25:45] practices utilization and work with
[25:47] flock directly.
[25:49] » Yeah, I'm going to defer to Chief Ree on
[25:51] that, but I don't have a problem at my
[25:53] first glance. I don't have a I don't
[25:54] have a problem. I mean, Mr. Becker
[25:57] » I I don't
[25:57] » I don't have a problem with that either.
[25:59] Maybe that's something we we uh we're
[26:01] trying to make part of the of the U town
[26:04] hall meeting.
[26:05] » Perfect. But then maybe put that
[26:06] together afterwards depending on how the
[26:08] discussions go, what the public wants.
[26:10] » Perfect.
[26:11] » Okay, cool. Okay, thanks guys.
[26:12] Appreciate you being on board with that.
[26:13] » The uh Yes, please.
[26:15] » Yeah, I'll just I'll connect with you,
[26:17] sir. We'll work that out and I'll send a
[26:20] note out regarding the actual date and
[26:23] time and we'll get it.
[26:24] » Yeah, because the top of my head is
[26:26] Mondays are are typically better there.
[26:29] But yeah, I'll connect with you.
[26:30] » Perfect. So, so if anybody wants to talk
[26:32] about flock tonight, you're more than
[26:33] welcome to, but I would suggest waiting
[26:35] for one of those two dates. Uh, and then
[26:36] we'll we'll all get it out. But, uh, all
[26:38] right. Public comments. All right. Let's
[26:40] see here. We've got
[26:43] Well, looks like there's some flooding
[26:44] on Glendale. All right. So, we'll talk.
[26:46] Let's do this first one first. We do
[26:47] this one. Uh, uh, Miss Jane Phelps, are
[26:50] you here?
[26:51] » All right. Come on up, miss. Please.
[26:52] Yes.
[26:56] » Please. Yeah. Yeah. Come on up. Yeah.
[26:58] Township.
[26:58] » Oh, it's okay. Oh, hold on one second.
[27:00] You just want to state your name and
[27:01] address for the record and
[27:03] » Jane Phelps. I'm at 4284 Solder Lane.
[27:06] » You have five minutes. The floor is
[27:07] yours, please.
[27:08] » Sure. Um, I summarize what I have sent
[27:10] now to the BFW of Ohio as well as the
[27:13] Missouri VFW Hall
[27:15] » Center because my neighbors and I have
[27:17] had enough of the BFW Hall bar across
[27:19] our street. I'm right across the street,
[27:22] my husband and I, and it's just been
[27:24] awful. These are the small sample of
[27:27] M80s that were let off on Memorial Day
[27:30] weekend and it's just continued one one
[27:32] episode of issues versus another. Um,
[27:35] Sergeant Danielle Smith has been
[27:38] assigned to the case. Appreciate that.
[27:40] Um, but we're still not getting enough
[27:44] uh issues addressed here. I've
[27:46] recommended a camera with the speed sign
[27:49] or speed bar like I used to have in my
[27:51] old neighborhood um to try and address
[27:54] some of the eating on the very narrow
[27:55] street um when they're drinking drunk
[27:58] and they're just out of control. There's
[28:00] been pot smoking in front of the
[28:02] building that uh almost on a nightly
[28:05] basis that's starting to curve off now
[28:07] thankfully because we're outside a lot.
[28:09] I do a lot of yard work. We have two
[28:11] dogs, rescue dogs. So it's just one
[28:14] thing after another. They'll be in the
[28:15] parking lot till late at night, early in
[28:17] the morning I should say. Like last week
[28:20] they were there and woke me up at
[28:22] quarter till 4 in the morning. I had to
[28:24] call the police. His car alarm was going
[28:26] off. He has this woman pressed against
[28:28] his vehicle um enjoying himself and it's
[28:33] like this is Oh yeah, you have not seen
[28:36] what we've seen.
[28:37] » I just want to make I I think I did hear
[28:39] what I thought I heard you say.
[28:40] » I did hear it. Uh that's not even I
[28:43] could go into more stories that we've
[28:45] seen.
[28:45] » It sounds like police work.
[28:47] » Yes, it does. Believe me, it is. Um, and
[28:50] so I'm just summarizing everything, but
[28:53] I have sent off letters as of this past
[28:55] weekend. My husband and I did along with
[28:57] our neighbors. There's a sign affidavit
[28:59] in here that I've also turned in to um,
[29:01] Sergeant Smith
[29:03] um, from our neighbors over that
[29:05] Memorial Day weekend when it was
[29:06] horrible um, all the way down on Minkx.
[29:09] They could hear them. They thought bombs
[29:11] were going off. Uh, one of the gentlemen
[29:13] who was part of that, he apparently,
[29:15] according to um, Sergeant Smith, has
[29:19] been um, incarcerated about a month
[29:21] after that situation. I didn't ask what
[29:23] because I don't care. He's in jail.
[29:24] That's what I count. That's what matters
[29:26] to me. But something needs to be
[29:29] addressed when it's closing time and why
[29:31] it's closing time till 2 am on a
[29:33] workday. I don't understand that. If
[29:36] it's a VFW hall, it should act as a VFW
[29:38] hall. And I also have veterans in my
[29:40] family as well as policemen. The Bla
[29:43] family, the Crumman family, the Ror
[29:45] family, all the way out to Kentucky. My
[29:48] grandfather was a Cincinnati policeman
[29:50] plus the service in my family, retired
[29:53] veteran. And it's ridiculous. They're a
[29:56] disgrace to the veterans as far as I'm
[29:59] concerned and my husband who's also a
[30:01] veteran. So something's got to be done
[30:04] with this place across the street.
[30:07] So, I'll give you the summary of
[30:09] information. That's all I have to
[30:11] » To give you. And we will continue to
[30:13] call the police whenever this should
[30:15] occur. But as I was concerned also at 5
[30:18] a.m. when I get up because I have an
[30:20] international company to manage and so
[30:22] I'm dealing with people in my direct
[30:24] reports from Turkey, UK, uh, India.
[30:28] » You want to be on the mic if you want if
[30:29] you want the cameras to pick you up.
[30:30] » Yeah, our microphone's not very good.
[30:32] » Okay. So, I have an international
[30:34] company in my position as a director,
[30:37] and I have to be up at 5:00 a.m. And as
[30:39] I have explained to the sergeant, but
[30:41] she was like, "Well, we can have someone
[30:42] come back there." I said, "No, I just
[30:43] want you to get them off of the
[30:44] property." I'm okay with walking in the
[30:47] dark. I've walked in the dark all my
[30:48] life with my pets because I'm an early
[30:51] bird due to my job. So, I don't need the
[30:55] police to take care of me. I need them
[30:57] to deal with the illegal activity going
[30:59] on across the street.
[31:02] That's what I want to manage is that
[31:04] activity.
[31:06] I'm not afraid in the dark. And I'm not
[31:09] packing a gun. I could say that either.
[31:12] So, but it's ridiculous. It shouldn't be
[31:16] acting like the nasty ass bar that it
[31:18] is. It shouldn't all of the day and the
[31:22] night and the morning. It's ridiculous.
[31:24] That's all I have to say.
[31:26] » Thank you, Miss Phelps. Chief, are you
[31:27] aware of all this? Okay, fair enough.
[31:29] Yeah. Okay. Thank you, Miss Phelps.
[31:31] Appreciate you bringing that to our
[31:32] attention. Thank you.
[31:33] » Yeah.
[31:36] All right. And I got a uh you looks like
[31:40] you're probably a couple or related.
[31:42] You're more than welcome to speak
[31:43] together or separate, but uh is it Hey,
[31:44] Big. Is that correct?
[31:49] » Oh, okay. All right. Miss Judy, come on
[31:51] up, please. Yeah, come on up.
[31:55] » You're throwing things already.
[31:58] Miss Judy uh rising, please just state
[32:00] your name and address for the record for
[32:01] Mr. Campbell.
[32:02] » Okay. I'm Judy Rising. I live at 4462
[32:04] Glendale Drive.
[32:05] » Miss Judy. And then
[32:06] » And I'm here about the flooding.
[32:08] » Yes, ma'am. Five minutes. The floor is
[32:09] yours. Yes, ma'am.
[32:11] » So, I live on the lowest part of
[32:15] Glendale and that's where the drainage
[32:17] system runs. And we've talked to Matt
[32:20] and Corey and showed them the they did a
[32:23] study in 2009 of the watershed shed
[32:26] area. And so what when they did that
[32:30] study, they said that none of the
[32:33] ditches should be changed in any way
[32:36] because it comes off of Glen Glenn
[32:38] Willow. It comes down hits with hits
[32:41] Glendale and does a 90 degree turn
[32:45] across the street from my house and then
[32:47] it does a n another 90 degree turn to go
[32:50] down the ditch.
[32:52] So when they came in and did the um
[32:55] water new water pipes,
[32:58] people tended to put in pipes and cover
[33:01] the ditches.
[33:02] So now I have they have the water
[33:06] running right down the hill right into
[33:09] my house.
[33:10] » So
[33:12] because of the study, it's already been
[33:16] known that this should have never
[33:18] happened. There should have never been a
[33:20] pipe put in there. So I'm just calling
[33:22] you attention to it now. So it's on
[33:24] record. [snorts]
[33:26] » Thank you, Mr. Rising. By um I think I
[33:29] spoke with you too, correct? I think so.
[33:31] Yeah, on the phone. So, uh, Mr. Wright,
[33:33] are are we good on this?
[33:34] » Uh, yes, sir. Um, we have, uh, talked to
[33:38] Choice One, who's our engineer. Uh, we
[33:41] have a proposal. Uh, it's not going to
[33:43] be cheap. It'll be 167,000 to restudy
[33:46] this. It's complicated.
[33:50] » Um, there I talked to the contractor
[33:54] that these good folks actually gave me a
[33:56] phone number with. Uh, he was with
[33:58] Howell Construction.
[34:01] Um, it appears that a review of aerial
[34:05] cgraphy
[34:06] sometime between the 2021 aerial
[34:08] photographs and the 2022 aerial
[34:11] photographs that the ditch lines were
[34:13] both piped in and then also graded to
[34:15] where there is no ditch line on the side
[34:18] opposite of their street. Okay. And so
[34:21] those open ditch lines provided, you
[34:23] know, excess capacity for that for that
[34:25] water to kind of dissipate and then get
[34:27] into a storm structure that we sized
[34:30] under the road and all of that what's
[34:32] since been piped. Now I know Matt has
[34:34] already had that TV. Is that correct? Uh
[34:38] so we have those results. I'm waiting to
[34:39] see those. Uh we also are going to try
[34:43] to work with the county to see if they
[34:45] can provide us with a drainage analysis
[34:49] uh for how to fix this since um there's
[34:54] some debate over what caused this.
[34:56] » Got it.
[34:56] » Um that said, we have we have a proposal
[34:59] from choice one to study it. My
[35:01] preference I you know again they're
[35:03] great engineers. My preference would be
[35:04] have the county look at it. But as I
[35:07] understand it and Matt can stop me. Let
[35:10] me stop her time. Sorry, Matt can stop
[35:12] me. And I'm not a storm water engineer.
[35:14] The pipe underneath the road with a
[35:16] structure has so much capacity, right?
[35:19] It's sized to, I think, approximately a
[35:21] 42 inch round culvert, but it's actually
[35:24] a it's an elliptical culvert or
[35:26] whatever. And it does come down to this
[35:30] 90 and it goes into I believe Matt
[35:32] measured it's a 27 in inside diameter
[35:34] concrete pipe. Now, we don't know what's
[35:36] downstream from that. All we can see is
[35:38] the opening. The TV results will tell us
[35:41] what the approximate size of the pipe
[35:42] is. So it comes down, it hits an
[35:44] embankment. The road's at an embankment.
[35:46] Has to make a 90 degree turn. So this
[35:49] pipe here has so much capacity. This
[35:51] pipe has so much capacity. It without
[35:54] causing catastrophic damage to people
[35:56] who are across the street, right?
[35:58] Ripping all of that out, all of that. Is
[36:00] there a way to provide overflow or
[36:02] bypass relief or do we have to go in and
[36:05] stretch that that pipe all the way
[36:07] along, rip people's driveways out? We
[36:09] don't know. We don't know. We have to
[36:10] study that. We need an engineer to tell
[36:11] us on that. Um my my mind tells me what
[36:16] I think needs to happen, but I need an
[36:17] engineer to confirm that.
[36:18] » But we are actively working on that. We
[36:20] had a great meeting. I think we sat down
[36:21] for hour and a half and I appreciate the
[36:24] plans that you held on to uh and uh
[36:27] those were very useful. So,
[36:29] » Thank you, M. Yeah, thank you. Thank
[36:31] you, Mr. Ris. Appreciate you. Uh, and
[36:34] Thomas and Jane, I'll leave it up to if
[36:35] you both want to come together or not.
[36:36] It's up to you.
[36:38] Perfect. And then, uh, just state your
[36:40] all's name and address just for the
[36:42] record. And then five minutes. The floor
[36:43] is yours, please.
[36:45] » I'm Jane Cammer Havik, 4476 Glenn Willow
[36:49] Drive. We first brought this. Oh, Tom.
[36:52] » And I'm Thomas Havik and I live 4476
[36:56] Glen Willow Drive.
[36:59] Um, this has been kind of an ongoing
[37:01] issue for many years. And when the
[37:05] township collaborated with the with the
[37:08] county uh on the schoolhouse project
[37:12] where they
[37:14] schoolhouse had been dirty
[37:17] and it needed repaving, they repaved it.
[37:20] They put in sidewalks. They put in
[37:23] curbs.
[37:24] And they also put in
[37:28] Matt, you know the term, but to me it's
[37:30] a retention pipe so that some of the
[37:33] flood water coming down schoolhouse from
[37:37] from basically old 74 would be held back
[37:43] so that we we live upstream from the
[37:46] rising Mrs. Rising and her husband when
[37:50] he was alive. and he and I have been to
[37:52] many meetings with this former boards
[37:56] and uh
[37:59] former
[38:01] maintenance people. So, we thought that
[38:04] that would help. Instead, I've spoken to
[38:06] the neighbor Caddy Corner across from
[38:08] the street who's even more upstream and
[38:10] he says he's st and this has been since
[38:13] our meeting with Corey with Mr. Wright,
[38:15] sorry. um that he said he retrieves
[38:20] unbelievable amounts of garbage. I know
[38:22] we retrieve garbage from our side. So
[38:25] somewhere
[38:26] condoms,
[38:28] uh pop and beer bottles, broken glass,
[38:32] you name it, comes is channeled through.
[38:34] Now in the last rain, which Mr. Wright
[38:38] quantified as a 5,000 year,
[38:41] » That's my guess. It was big. It was a
[38:44] big one. We think it wasn't quite 5,000.
[38:46] But at any rate,
[38:48] » Yeah,
[38:48] » Tom, we the channeling next to our house
[38:52] is going pretty well. It cuts through
[38:55] Mr. Novik's property and he was in on
[38:57] the original thing. There was something
[38:59] called the Green Valley Project, which
[39:01] if any of you want proposed, if anyone
[39:04] wants to talk about Matt, we filled Matt
[39:07] pretty much in on the details of that.
[39:10] And that was rejected by one homeowner
[39:14] along the creek because it would in
[39:16] necessitate homeowner taxes. And if one
[39:19] person along the creek vetoed it, he did
[39:22] veto it. He no longer lives there. But
[39:26] the bottom line is people like Mrs.
[39:28] Rising can no longer tolerate the flood
[39:31] of water. The house across the street
[39:34] from her is a rent now rental property
[39:37] owned by one of the county officials and
[39:41] there is some speculation that she
[39:43] without
[39:45] permission from the township put in the
[39:49] blockages the smaller pipes at the two
[39:53] 90 degree angles which is
[39:56] constricting the water. So, we just ask
[39:59] that this time, somebody please with Mr.
[40:04] Taylor and Mr. Wright's assistance and
[40:07] your approval, somebody needs to remedy
[40:09] this. We did approach Mr. Dills to begin
[40:12] with, and he was concerned because of
[40:15] the redwood property that's being built
[40:19] there on schoolhouse on the other side
[40:22] of schoolhouse, the sidewalk side of
[40:24] schoolhouse. Official officially we're
[40:27] not supposed to get runoff from them
[40:29] according to Mr. Taylor and Mr. Wright.
[40:33] But at this point, who knows? Neither we
[40:36] who have the lowest street, lowest house
[40:39] on Glenn Willow, nor Mrs. Rising, who
[40:42] has the lowest house on Glendale, can
[40:44] afford any more property damage. We've
[40:47] lived there since 1974.
[40:50] Judy, how long have we lived there?
[40:53] since 1975.
[40:55] So, we've been good citizens.
[40:58] Some of you may know me from having been
[41:00] in front of this board before on the
[41:03] same thing or as somebody sitting in the
[41:06] audience as a reporter. I'm no longer
[41:08] reporting, but believe me, if it
[41:10] necessitates, and I don't like making
[41:13] threats, but if it necessitates going to
[41:15] the press,
[41:17] I've got some ends, and I really don't
[41:20] want to have to do that. But something
[41:22] has to be done to keep the homeowners
[41:25] safe. We now have all of our children
[41:28] are grown and have families of their
[41:30] own. But there are a lot of young
[41:32] couples that have moved in. We've got
[41:34] somebody across the street from us who
[41:37] has maybe a six-month old baby. The
[41:39] people behind us have an 11-month old
[41:41] baby. The people next door to us on the
[41:43] other side of the creek that really
[41:45] suffers because their yard gets cut off.
[41:48] has a a little girl that'll be three in
[41:50] November and then there's bigger kids
[41:52] down the street. So, are we gonna wait
[41:56] until something happens like happened in
[42:00] Miami Township years ago where a child
[42:04] drowned
[42:06] and Miami Township had to pay a
[42:09] multi-million dollar settlement for the
[42:11] loss of his life. We don't want to see
[42:14] that happen.
[42:16] » I appreciate it. We want our property
[42:18] protected. We want our neighborhood
[42:20] children protected. And certainly Mrs.
[42:22] Rising should not have to have water
[42:25] coming into her house.
[42:27] » Thank you for your attention. And we
[42:28] hope to hear back if not from you as
[42:31] individual trustees than from Mr. Taylor
[42:34] and Mr. Wright.
[42:35] » Thank you.
[42:36] » Thank you both very much. Appreciate
[42:37] you. Yeah. Good job. Thank you.
[42:39] » And then uh Mr. You're uh right, Miss
[42:42] Taylor. I know you met with all those
[42:45] neighbors at 5, six o'clock at night on
[42:47] a Friday night. Appreciate you both very
[42:48] much uh doing that and hearing hearing
[42:50] what they said to say. So, appreciate
[42:51] that. Um Okay. Is there anyone else for
[42:54] public comment tonight? Oh, please come
[42:56] on up, Mr. Dean. Yeah. Or do it. Yeah,
[42:58] please. Yeah, I got you.
[43:01] » You probably know this by me now.
[43:03] » I do. I do. I got you. Here you go.
[43:05] Perfect. Perfect.
[43:09] I got you. You got it. You got it in
[43:11] this way.
[43:13] Oh, you got it.
[43:16] You got it. Good to see you.
[43:18] All right.
[43:21] » All right. Mr. Dit, sir, you go ahead.
[43:23] You got the floor.
[43:24] » Uh, Melvin Dit 3902
[43:26] Banks Road, Union Township, Ohio.
[43:31] Okay. I am speaking here tonight because
[43:34] on the events I did not see the list of
[43:37] the 15th of September with the memorial
[43:42] dedication
[43:44] at Union Township Park for
[43:48] memorial for the Revolutionary War
[43:50] soldiers
[43:52] and patriots. So
[43:56] whether I read too fast and just missed
[43:58] it,
[43:58] » We just finalized.
[44:00] So that's that's my bad. I that not
[44:03] township related, but big deal. Now, I'm
[44:06] sorry. I don't want to steal your
[44:06] thunder. Uh go ahead, Mr. Dwit.
[44:09] » Um just I would hope that u a lot of
[44:13] people would show up. I know the time of
[44:15] day is not conducive to a lot of people
[44:18] showing up. 10:30 in the morning right
[44:21] there at Veterans Park right there on
[44:23] the corner.
[44:24] and um just would like to see a lot of
[44:28] people show up for that event. Again,
[44:30] 15th of September, 10:30 in the morning,
[44:35] dedication for the Revolutionary War,
[44:38] soldiers
[44:40] and patriots.
[44:43] » Mr. Thank you. Appreciate your time.
[44:45] Thank you very much.
[44:47] » I I think she said she's got over uh 50
[44:50] VIP or reservations or RSVPs already for
[44:53] that.
[44:53] » You really Yep. Not her, but that's
[44:56] right. I remember.
[44:57] » Yeah. And uh
[44:58] » Because I when he was talking I was like
[45:00] I thought I was speaking at that. Okay.
[45:02] Yeah.
[45:02] » And then uh another really cool thing
[45:04] about the event and uh we worked with
[45:06] the police department and the fire
[45:07] department and I believe they're going
[45:09] to have some live fire.
[45:12] » Musket fire.
[45:13] » Musket fire.
[45:14] » It's pretty cool.
[45:15] » So you'll have reenactment stuff going
[45:18] on and uh be a cool event.
[45:20] » That's awesome. So,
[45:21] » And this is uh Lisa, was it um a
[45:25] fundraising effort by um
[45:30] » Claremont?
[45:31] » Yeah, genealological society. Yes. Thank
[45:33] you, sir. They raised funds for this
[45:35] monument and it's outstanding. So,
[45:39] » Awesome. Awesome. Thank you, Mr. Dit.
[45:42] All right. Next, uh uh is it Keegan
[45:45] Slaney?
[45:46] » Slaney. All right, sir. Come on up,
[45:47] please. And name and address for the
[45:48] record. and then uh five minutes. The
[45:51] floor is yours, sir.
[45:51] » Sure. I'm Keegan Slaney. I live on 3769
[45:56] Sturbridge Way. This is actually Pierce
[45:58] Township, but I went to their meeting
[45:59] last month and I thought it'd be a good
[46:01] good idea. So, I know energy aggregation
[46:04] plans are really functional to decrease
[46:07] the cost of electricity. Unfortunately,
[46:09] it's been increasing quite a bit for
[46:11] many reasons, including data centers and
[46:13] their infrastructure. But I see that
[46:16] Union Township and Anderson Township
[46:17] arguably have the best aggregate plan
[46:19] right now at about 10 cents per kilowatt
[46:21] hour. Um, but what's better than that in
[46:24] the area would be around Dayton. There
[46:27] is a coalition of like 20 different
[46:29] communities that have one energy
[46:30] aggregation plant is about 10% better
[46:32] than yours and much better than mine in
[46:34] Pierce. I was curious if Union Pierce
[46:37] Anderson would be considering a council
[46:40] just for energy aggregation to decrease
[46:42] the cost because the better we could
[46:43] combine for purchasing power the better
[46:45] we can negotiate cost for American
[46:47] people. So I thought that was the idea
[46:48] and just wanted to bring it up.
[46:51] » Well said. Um personally
[46:54] » Uh on a uh I say an employee with the
[46:57] township I very much dislike aggregation
[47:02] because our call every every year when
[47:04] it rolls around
[47:05] » Because by law we have to allow we have
[47:08] you know the whole opt out program or
[47:10] whatever you'll see on I don't follow
[47:12] Mr. record falls next door 10 times 100
[47:14] times more than I ever will. But you'll
[47:16] see people on there, oh my gosh, Union
[47:17] Township. Oh, the aggregation program. I
[47:19] don't I don't want this. I want to opt
[47:20] out. By law, we have to because the
[47:23] folks voted on it back in 15 or 16, 2015
[47:26] or 16 or whatever. And so our phones get
[47:28] flooded because people are angry at us
[47:31] because if we're opting, you know, we're
[47:32] in the aggregation program. And I hate
[47:35] it because of that. And so because our
[47:37] phones get flooded because people are
[47:38] angry at us for it. And so for that
[47:41] reason, I can't stand it. However, for
[47:43] the cost savings, I absolutely love it.
[47:45] I just wish I don't know how to educate.
[47:48] We try to put it out in our newsletter.
[47:49] We try to do it all to educate folks.
[47:51] Listen, we we have to do this. Like,
[47:52] it's a law. Like, unless you all want us
[47:54] to to vote on it again, there's nothing
[47:56] we can do about it. But I'm all about
[47:58] partnering with other townships to to to
[48:00] save the folks more cost savings.
[48:02] Absolutely. Um, so I got I got your
[48:04] information and then uh I'll have uh Mr.
[48:07] Wright reach out to you and and I'm all
[48:09] about it. good job on the homework of up
[48:11] in Dayton. I didn't know that. So
[48:13] » Yeah, I went to Pierce and they actually
[48:14] said reach out to my state
[48:15] representatives because he did not think
[48:16] they could merge. He's like that's a
[48:17] great idea. We could reach out to union
[48:19] if it was allowed but then I started
[48:21] researching it more because Freeman had
[48:23] he was fairly like he he's excited about
[48:25] the idea and then he was like we can't
[48:27] really do it but I figured out a
[48:28] different group did. So
[48:29] » Mr. Slain well done. Good job. So yeah,
[48:31] we'll definitely be in touch with you
[48:32] and and seriously good job on your
[48:34] homework as well by the way. Fantastic.
[48:36] Go ahead please. So le leveraging
[48:38] leveraging our buying power really the
[48:41] main thing you're getting at. Yeah,
[48:42] » We do have uh actual examples of doing
[48:45] that here in the township when it comes
[48:47] to repaving the roads.
[48:48] » Uh we're able to partner with the county
[48:51] and leverage the buying power with the
[48:52] county and be able to pave more roads. I
[48:54] mean this board by working together and
[48:56] doing that took it from on average about
[48:58] a mile a year to 10 miles
[49:01] » Uh what last year the year before. So um
[49:04] that's the same concept and you're
[49:06] absolutely right in the aggregation
[49:08] Corey does the council of local does the
[49:10] council of local governments um weed
[49:13] into also the aggregation program that
[49:15] like bu that deeders with with the is it
[49:19] dery
[49:20] » How do they actually do their their
[49:21] aggregation across the jurisdictional
[49:23] lines
[49:24] » So that would be I'd have to reach out
[49:26] to OKI to see if that's something they
[49:28] could tread into um one of my first
[49:30] calls will be to energy alliances who
[49:32] manages our program and they actually
[49:34] manage most of the programs around here.
[49:36] And so, um,
[49:39] I think, you know, it's worth exploring
[49:41] for sure.
[49:43] » I just don't know.
[49:44] » Do you do you have any black and white
[49:45] data on the fact of jurisdictions not
[49:48] getting the benefit of that leverage
[49:49] buying power because it's likely
[49:51] » It's likely being
[49:54] accomplished through the energy
[49:55] aggregator, but it's not explicitly like
[49:58] Union Townships working with Pierce
[50:00] Township,
[50:01] » Right? I I guess what I know is there's
[50:03] a technical council in Dayton that
[50:05] combines even across county lines.
[50:07] That's why I mentioned Anderson
[50:08] Township. You could add in New Town or
[50:09] anything else. I do not know any
[50:11] examples where the aggregate like bulks
[50:13] up and it gets a worse deal. However,
[50:15] right now with how energy costs are kind
[50:18] of skyrocketing in the past fiveish
[50:20] years. I know that the 10% the number
[50:23] that I mentioned before it is slightly
[50:25] different because you guys end in
[50:26] December of 27 and I think they ended in
[50:28] December of 26. So that could be
[50:31] different by what they expect the cost
[50:33] of energy to be over time. That's why
[50:36] like in the past didn't we get longer
[50:37] deals with energy and now we're getting
[50:39] say 18 months like in compared to
[50:41] multiple year like four or five years.
[50:44] So I don't have the research on that at
[50:46] the moment I guess to be point blank but
[50:49] I do know that that example seems to be
[50:51] better than ours.
[50:51] » Okay. And if you don't mind me asking
[50:53] you may you started off your point by
[50:55] talking about data centers being a
[50:57] reason for driving energy prices.
[50:59] » Right. Right. Are you are you just
[51:02] purely
[51:03] » I guess it's speculative. I would say
[51:04] that's I would say that's speculative
[51:06] based on the fact that I know in Ohio
[51:09] we're the seventh most amount of data
[51:11] centers in the country. I know we keep
[51:13] on having more of them. Say Brown,
[51:15] Adams, Pike, Washington counties, all of
[51:17] them have had data centers come in in
[51:19] the past year. I'm aware that they have
[51:22] um a need for it. It's a supply demand
[51:24] issue I would assume. So I kind of just
[51:27] put that together and assume that's part
[51:29] of why energy prices are going up. I
[51:31] don't really have like the data to
[51:32] support that right with me or anything.
[51:35] » I'm just just curious to to understand
[51:38] the perspective that you're sharing
[51:40] fully. So
[51:41] » Yeah, thank you.
[51:42] » Of course.
[51:43] » Appreciate you. Thank you, Mr. Lane.
[51:45] » The uh Okay. Uh Mr. Nick Reese, come on
[51:47] up, sir.
[51:50] » Sir, then name and address for the
[51:52] record in five minutes. The floor is
[51:53] yours, sir. Please.
[51:54] » Appreciate it, Nick. Uh Nicholas Reese,
[51:56] 4249 Illiam Avenue.
[51:57] » Yeah, please.
[51:58] » Uh I appreciate uh the town hall. Um I
[52:00] came here to speak on flock and I
[52:02] appreciate that recommendation. That is
[52:04] the best thing ever. I love it when
[52:06] government takes input from so thank you
[52:08] very much.
[52:09] » Sure.
[52:09] » Uh I'll make it brief since we're doing
[52:10] that. Um the first thing is um my
[52:13] ideology is I'm right. I'm a Republican.
[52:16] I grew up learning about small
[52:18] government, Republican values. Um and
[52:21] this county kind of leans right. So,
[52:23] that's kind of where I want to go with
[52:24] that. First of all, it doesn't really
[52:26] align with my Republican values. Um, the
[52:29] second point is, um, I want to thank the
[52:31] chief um, for creating such a open
[52:35] department. I was able to get multiple
[52:37] records requests. Um, your people are
[52:40] very professional, upstanding, great
[52:43] police officers. Lieutenant Blankenship
[52:44] has been fabulous. Fabulous.
[52:48] Um, my next thing is with the destroyed
[52:51] cameras that have been in our township
[52:54] and we weren't able to get a conviction
[52:56] with those, does that not speak to the
[52:58] community not wanting those
[53:00] [clears throat] in the public? So, that
[53:02] be my first point. My second point is if
[53:05] we can look at this through the lens of
[53:07] Chichrid versus the United States was
[53:09] just a Supreme Court case that was just
[53:10] decided in May. Um and that dealt with
[53:15] geoffence warrants and geoence warrants
[53:18] being a mass net and a bunch of innocent
[53:22] people getting caught in that net. So
[53:25] just a couple things to think about
[53:26] there. feels like the jury has already
[53:29] decided that we're not going to force
[53:31] the flock and then chitchat versus the
[53:33] United States. Also, the Ohio House has
[53:37] a bill in there right now dealing with
[53:38] flock cameras. Um, and that is going to
[53:41] be up to the individual cities,
[53:43] townships, citizens to vote on them. Who
[53:45] knows if it gets through or not? We all
[53:47] know how the House works, but just
[53:48] throwing that out there. I appreciate
[53:50] you guys' time.
[53:51] » Oh, thank you. Thank you, Mr. Reese.
[53:52] Appreciate you,
[53:53] » Chair. I'm sorry. Yeah, M Reese. No,
[53:56] actually question for
[53:57] » Oh, never never mind. I thought you got
[53:58] a question. So, you're good.
[53:59] » Well, yeah, I got a question for him.
[54:01] » The gentleman brought up the flock
[54:04] camera that was destroyed.
[54:06] I understand a grand jury
[54:10] uh refused to hand out an indictment.
[54:12] So, that was a felony charge.
[54:15] » Has the prosecutor decided to file new
[54:18] charges that are misdemeanors or where
[54:20] does that stand? Well, it's technically
[54:23] not up to the prosecutors, up to the
[54:24] department, and that is an avenue that
[54:27] we're pursuing. Uh, I don't want to
[54:30] speak too much about it, but there's
[54:32] certain things we have to do uh before
[54:34] we make that decision on whether to
[54:36] present it as a misdemeanor or again as
[54:37] a felony. So, we're we're just not there
[54:39] yet.
[54:39] » I see. Okay. Thank you.
[54:40] » You're welcome.
[54:42] » Good. Yeah. Thank you, Mr. Becker.
[54:44] » You're referencing uh the opportunity to
[54:46] to provide feedback.
[54:49] What
[54:50] would you have interest in a citizen
[54:53] committee
[54:55] uh initiative for
[54:57] » So
[54:57] » For rec recognizing technologies like
[55:01] light automatic license plate readers
[55:04] that's technology now there might be
[55:06] other technology that's coming um the
[55:09] same type of questions may be pres
[55:12] present pres presented so
[55:14] » The way I balance everything with my
[55:16] ideology is
[55:18] if we give up our freedoms, we'll never
[55:20] get them back. That goes for the Second
[55:22] Amendment, First Amendment, every single
[55:23] amendment we have. Um it it scares me.
[55:26] Um I'm 33 years old. I still have a good
[55:29] amount of life left a for ahead of me.
[55:32] Um as far as
[55:35] it's the all-encompassing power. So the
[55:38] fact that other townships around can
[55:41] pull from us and that there are not
[55:44] while we may put checks and balances
[55:46] here. Where are those checks and
[55:47] balances on other departments?
[55:50] I can only affect what's going on inside
[55:52] my township. I can't address what's
[55:54] going on inside another township whether
[55:56] it's Pierce or 50 miles up the road. I
[55:59] just can't. Um,
[56:02] that's a tough question because I I'm
[56:04] not saying that there are no positive
[56:06] benefits in that. They've been proven.
[56:08] There have been tons of positive
[56:10] benefits, but I don't know if they
[56:12] outweigh the negatives. And I don't know
[56:14] if
[56:15] technology keeps increasing, which it
[56:18] will. It increases at a rapid rate. I
[56:21] mean, where is AI going after this? We
[56:24] just don't know.
[56:25] So my my real question is if
[56:30] I support a committee or a systemled
[56:32] initiative, if another trustee wants to
[56:34] as well, would you be interested in
[56:36] volunteering to try to serve on
[56:37] something in that capacity?
[56:39] » Always once that takes shape back.
[56:41] » Yes.
[56:42] » Um and I think I just take this from the
[56:45] approach that technology is not going
[56:48] away. And the gentleman earlier spoke
[56:50] about data centers in a 15-second clip.
[56:54] Technology is not going away unless you
[56:55] believe that it will. If American values
[56:58] are not built into the systems, there
[57:01] will be a vacuum that will be created
[57:04] and countries around the world like
[57:06] China's Communist Party will fill those
[57:08] vacuums and they will inherently not
[57:10] have American values built in. And that
[57:13] is a huge concern for future generations
[57:15] and protecting freedom.
[57:17] » I I totally agree with that. Um that
[57:19] being said, what are our American values
[57:22] right now?
[57:23] What are
[57:26] » Yeah. No, you're we're on the same page.
[57:28] » That's the scary part. I mean, we're
[57:30] going to extremes on both left and
[57:31] right. I mean, we have govern uh
[57:34] governor candidates getting attacked.
[57:36] Governor candidate. That's crazy. Um we
[57:39] have presidents being attacked. I I just
[57:41] I don't know what our American values
[57:44] are and if we can get a unified view on
[57:46] American values. And I think that is
[57:48] what's kind of nice about America is we
[57:51] have melting pots and it doesn't
[57:53] necessarily melt together. We still have
[57:54] our communities and everything,
[57:55] Chinatowns, Little Italies, things like
[57:57] that. But when we come out to the
[57:59] community, that's when we need to be
[58:00] together. And I just don't know if we
[58:03] have the decorum anymore to be able to
[58:05] do that. But I would always be happy to
[58:07] serve on any committee. I will say
[58:09] obviously I'm going to be biased, but
[58:11] that is my two cents. Um, and then just
[58:14] to the grand jury indictment and kind of
[58:16] goes back to the ham sandwich, right? A
[58:18] grand jury can always will always indict
[58:20] a ham sandwich and if they didn't, I
[58:22] feel like that is screaming that your
[58:24] community does not want it. But
[58:26] appreciate you guys. Thank you.
[58:27] » Thank you, Mice. Thank you.
[58:32] » All right. Uh, Jason Stever, sir, come
[58:35] on up, please.
[58:36] » I'm with you.
[58:40] » Five minutes. Just name and address for
[58:42] the record, sir. Yes, sir. Jason Steber,
[58:44] 4181 South Jensen Loop. The uh the
[58:48] greatest atrocities committed against
[58:50] groups of people have always been by the
[58:51] government. While Mr. Lo just said that
[58:55] AI is going to be part of our life and
[58:56] the use of it is going to be part of our
[58:58] life, I submit to you that while it may
[59:01] be, we still have to take in the human
[59:02] element. That is what is driving this
[59:05] force and that's really what's creating
[59:06] the the uh the fear that's within our
[59:09] community. And here are a couple reasons
[59:11] why.
[59:12] Reynoldsburg, Ohio. Two officers were
[59:15] investigated for running 47 unauthorized
[59:18] searches and 53 unauthorized searches on
[59:21] the same vehicle. In Columbus, Ohio, a
[59:25] civilian oversight board determined that
[59:26] an officer violated policy by searching
[59:29] flock camera for an accident that he
[59:31] caused.
[59:33] In Indianapolis, Indiana, a officer used
[59:36] the license plate reader um and made
[59:39] hundreds of searches involving only a
[59:41] select few license plates. In
[59:44] Louisville, Kentucky, a DEA agent used
[59:48] the police department's credentials to
[59:50] conduct an immigration related flock
[59:52] search.
[59:55] To heir is human. We are giving way too
[59:58] much authority and way too much use to
[1:00:01] humans to allow them to error. And now
[1:00:04] from what our understanding from the
[1:00:06] last time we interacted uh Chief Tony is
[1:00:08] there's a 30-day cycle of when we do
[1:00:10] audits of how these searches are being
[1:00:14] done. That gives the police officer 29
[1:00:17] days to illegally search me or follow me
[1:00:20] before the search is done or before
[1:00:22] we're auditing what they're doing.
[1:00:25] This one is not necessarily flock, but a
[1:00:28] Bethl police chief recently within the
[1:00:30] last three months used a police vehicle
[1:00:34] to drive to Dayton for an affair. And I
[1:00:36] bring this up to say that we're having
[1:00:38] governmentissued items being illegally
[1:00:41] used. And this isn't in socialist New
[1:00:44] York City. This is right here in our own
[1:00:46] backyard. Some of this is happening in
[1:00:47] our own county. While the use of this
[1:00:50] technology may be useful down the road,
[1:00:53] we do not have the safety protocols. We
[1:00:55] do not have the audits, we do not have
[1:00:57] the proper setup to allow humans to
[1:01:00] error and use it to their own advantage
[1:01:02] or to use it in an otherwise harassing
[1:01:04] manner. I believe that while the town
[1:01:07] hall may be a good idea, until the
[1:01:10] village has spoken, until the township
[1:01:12] has spoken, that this is a good idea and
[1:01:13] everybody wants it, I believe you need
[1:01:15] to cut those off right now. And then
[1:01:17] when the community comes behind you
[1:01:18] after the town hall and they say, "Yes,
[1:01:21] please. We're giving you the authority
[1:01:22] to use that over us, then you can turn
[1:01:24] them back on. But at this point in time,
[1:01:25] we're setting ourselves up for a lot of
[1:01:27] illegal issues and a lot of illegal
[1:01:29] searches."
[1:01:32] » Thank you.
[1:01:32] » Thank you, M. She appreciate it. Thank
[1:01:34] you very much.
[1:01:36] Uh, Mr. Stever.
[1:01:39] » Yes, sir.
[1:01:40] » If there was a citizen committee, you're
[1:01:42] referencing a Columbus, Ohio civilian
[1:01:46] oversight committee. It's apparently
[1:01:47] part of their governing process. Is that
[1:01:49] something that you would volunteer for
[1:01:51] or like to be interested in if that was
[1:01:53] part of a process? I heard a
[1:01:54] recommendation there to
[1:01:56] » Pause the program or cancel the program
[1:01:58] right now. Is that right?
[1:01:59] » I heard a recommendation to pause using
[1:02:02] automatic license plate readers. That
[1:02:04] would be my recommendation. We
[1:02:05] » Pause or eliminate all together.
[1:02:07] » Well, I mean, if you're going to do a
[1:02:08] town hall, if that actually occurs and
[1:02:10] the flock representative actually does
[1:02:12] show up, you can determine it from
[1:02:14] there. But at this point in time, it's
[1:02:15] an immediate pause until you can have
[1:02:17] the backing of your constituents that
[1:02:20] they actually want this in place.
[1:02:22] But yes, I can serve on the board and
[1:02:24] you guys have my email. So, just uh
[1:02:26] shoot me a message. Okay.
[1:02:27] » Thank you.
[1:02:27] » Thank you, Mr. Ste.
[1:02:29] Last one. I got Mr. Kyle Corker. Sir,
[1:02:31] come on up, please.
[1:02:36] You got five minutes. Just name and
[1:02:38] address for record, sir.
[1:02:39] » Kyle Kirker, 4072 Silverstone Lane. Um,
[1:02:42] I'm going to talk about Flock for a
[1:02:43] little bit, but the last two gentlemen
[1:02:45] were way more eloquent in research than
[1:02:46] I am. So, I just I walked in here with
[1:02:49] some anxiety and skepticism about Flock.
[1:02:52] I'm really encouraged to hear that you
[1:02:53] guys want to have citizen feedback. Uh,
[1:02:56] you're suggesting that we change the
[1:02:57] time so more people can be involved.
[1:02:59] You're suggesting that we have citizen
[1:03:01] oversight. I'm walking out a lot more
[1:03:03] confident than I walked in. So, thank
[1:03:05] you uh for what you're doing with that.
[1:03:06] And so, just questions for to be
[1:03:09] considered in the town hall because I I
[1:03:11] don't want it to feel like it's anti-
[1:03:13] police. It's general distrust in people
[1:03:15] in government. It's not anti- police. I
[1:03:17] think in Union Township in general,
[1:03:19] we're we're pretty, you know, back the
[1:03:21] blue. Um but some some general questions
[1:03:24] I have because I think you're going to
[1:03:25] make a presentation or someone will make
[1:03:27] a presentation about how we're using
[1:03:29] flock. Uh I'm well aware of the
[1:03:31] benefits. What are the results? Has it
[1:03:34] uh what has crime lowered at all after
[1:03:36] flock by a greater extent than it
[1:03:38] usually lowers? Are your clearance rates
[1:03:41] uh higher because of flock? Are there
[1:03:42] any notable cases that you can point to?
[1:03:45] I know that can be tricky, but maybe
[1:03:46] even in general terms. Um let's change
[1:03:50] the benefits from theory to what is it
[1:03:52] actually doing for our community. And
[1:03:54] then the skepticism.
[1:03:56] Um,
[1:03:59] he talked about the audits. What are the
[1:04:02] audits showing? I don't want to just
[1:04:05] hear that they're happening, but I want
[1:04:06] to know, are the audits showing that
[1:04:09] it's being used effectively? Does it
[1:04:10] show that adjustments need to be made? I
[1:04:13] think Flock was installed two years ago
[1:04:15] roughly.
[1:04:16] » Yep.
[1:04:16] » Okay. So, that's fine. We've learned a
[1:04:19] lot since then. We have a lot of
[1:04:20] examples of it being used. And it's not
[1:04:22] just small anecdot anecdotal examples.
[1:04:26] There's hundreds of examples that have
[1:04:27] been found through investigations. So,
[1:04:29] we've learned a lot since then. So, I
[1:04:31] want to know the benefits. I want to
[1:04:32] know what safeguards we currently have
[1:04:34] in place, but then I want to know based
[1:04:37] off of what we've been learning over the
[1:04:39] last two years, what adjustments to
[1:04:41] policy do we need to make. Final
[1:04:43] comment, if we focus in on flock only,
[1:04:46] that would be a mistake. There's Axon,
[1:04:48] there's other competitors, but there's
[1:04:50] also maybe in the future facial
[1:04:53] recognition systems. We can't just focus
[1:04:54] in on this one item. What is the Union
[1:04:58] Township's approach to future law
[1:05:00] enforcement technology going to look
[1:05:02] like to protect civil rights? So, uh,
[1:05:05] looking forward to hear your
[1:05:06] presentation and again, it's not anti-
[1:05:08] flock, anti- police, just really looking
[1:05:11] forward to understanding better what
[1:05:13] safeguards do we have and we shouldn't
[1:05:16] be afraid to make adjustments if we need
[1:05:18] to.
[1:05:18] » Thank you.
[1:05:19] » That's good. Thank you. Mr. Kirk, do you
[1:05:21] have anything?
[1:05:22] » Uh, I'll ask Mr. Mr. Kirk the same
[1:05:24] question there if interested if there's
[1:05:26] a committee of course.
[1:05:27] » Okay.
[1:05:29] And all all of this I can save it for
[1:05:31] new agenda items.
[1:05:33] Go ahead.
[1:05:34] » Anyone else? Last last call for public
[1:05:36] comments.
[1:05:39] » You got to come up to the mic miss but
[1:05:41] I'm sorry. Actually I'm sorry. I
[1:05:42] apologize. I make it real brief. But
[1:05:45] once you
[1:05:46] » Just wanted to bring your attention to
[1:05:48] the Glenness
[1:05:50] Withersville Bridge, you know, that
[1:05:53] recently opened a couple months ago. The
[1:05:56] fact that if you're coming from the
[1:05:58] library side to your side,
[1:06:02] there is no indication on the library
[1:06:05] side about the signage for the turn
[1:06:08] lanes. so that people are not always in
[1:06:11] the lane they need to be, whether it's
[1:06:13] to go straight or to turn right by the
[1:06:16] White Castle or whatever. And I've seen
[1:06:18] in the few times that I've gone over
[1:06:20] that overpass, every time somebody has
[1:06:23] cut somebody else off because they're in
[1:06:26] the wrong lane. So, I'm just wondering
[1:06:28] if signage would be of any help. Thank
[1:06:30] you.
[1:06:31] » Appreciate that, Miss Heavy. Thank you.
[1:06:32] The uh Okay. Anyone else has not spoken
[1:06:35] yet tonight? Okay. All right. Seeing
[1:06:38] none, let's close public comments.
[1:06:41] » Oh, ple please. Yeah. Yeah. But hey,
[1:06:43] time up real quick. Just everyone knows
[1:06:44] the rules. So, hold on. Time out real
[1:06:45] quick. Hold on. You can come on up. But
[1:06:46] just I'm going to bend them tonight. But
[1:06:49] once once you speak and you have your
[1:06:51] five minutes, then we have to, you know,
[1:06:52] go. But but go ahead. Go ahead. It's
[1:06:53] fine. Go ahead. Please.
[1:06:55] » Five.
[1:06:55] » I guess I was asked a good question
[1:06:57] about why I brought up Danny Sanders as
[1:06:58] well. I do want to be articulate in my
[1:07:01] opposition to how it currently has been
[1:07:02] going through because I think this at
[1:07:04] the state level we don't have enough
[1:07:06] legislation to allow for proper
[1:07:10] regulation to be followed. I guess right
[1:07:13] now there's Ohio House Bill 706 is
[1:07:17] sitting in the house. It's probably not
[1:07:18] going anywhere at 646. It's just a
[1:07:20] committee just to have knowledge over
[1:07:22] what type of have a committee to study
[1:07:24] what type of effects data centers have.
[1:07:26] At the moment, I'm concerned because in
[1:07:28] Claremont count, Claremont County and
[1:07:30] Pierce Township, they're trying to put a
[1:07:31] data center in and they can market it in
[1:07:34] one way and then perform a different
[1:07:36] function because there's no legislative
[1:07:37] branch to tell them that they broke a
[1:07:39] law. So, I think if they're worried
[1:07:40] about water usage, worried about
[1:07:42] electric usage, we need to have some
[1:07:44] sort of governing body to regulate them
[1:07:46] so they're not in the wild west in this
[1:07:48] sort of way. I know you briefly asked
[1:07:50] about that. I did not give a good answer
[1:07:52] for what I thought about data centers in
[1:07:53] the moment and I just wanted to clarify
[1:07:55] because it does matter to me.
[1:07:57] » Thank you.
[1:07:58] » No, I appreciate it. Thank you.
[1:08:00] » Yeah. Thank you. Thank you.
[1:08:01] » Uh okay. Anyone else that has not spoken
[1:08:04] yet?
[1:08:04] » All right. Seeing none, I'll close
[1:08:06] public comments. Okay. Department
[1:08:08] reports. All right. Chief Clemens, fire
[1:08:11] and EMS. Sir, the floor is yours.
[1:08:13] » Thanks, sir. Uh, in the month of August,
[1:08:15] the fire department responded to 242
[1:08:17] fire and service calls, 700 EMS
[1:08:20] responses, totaling 942 total calls,
[1:08:24] which averages about 30 calls a day. We
[1:08:27] made patient contact with 599 patients
[1:08:29] and transported 481 of those. The fire
[1:08:33] department completed 965 hours of
[1:08:35] training, were a part of 12 public
[1:08:38] education details,
[1:08:40] hosted 47 hours of ride time for local
[1:08:43] EMT students, completed seven life
[1:08:46] safety inspections and two inspections
[1:08:48] with the Claremont County Building
[1:08:49] Department. And that concludes my
[1:08:51] report.
[1:08:52] » Thank you, Chief. Mr. Becker.
[1:08:54] » Uh, yes. I got couple of I got a
[1:08:58] question.
[1:08:59] » Yes, sir.
[1:09:01] So, uh, Chief Clements, on on the, um,
[1:09:05] the year-to- date activity report there,
[1:09:08] the [clears throat] top four items, uh,
[1:09:10] fire and service call responses,
[1:09:13] emergency medical responses, patient
[1:09:15] contacts, and hospital transports. It
[1:09:17] jumped out at me on here that, um, July
[1:09:20] and August, there's more activity than
[1:09:22] there has been the rest of the year.
[1:09:25] It's concentrated in July and August,
[1:09:27] more so than any other time. Is that
[1:09:28] normal seasonal or something going on in
[1:09:31] July and August? What's going on there?
[1:09:33] » Uh it it's easy to point the finger
[1:09:36] directly at the season. You know,
[1:09:37] summertime people are out and about,
[1:09:39] more active. So more
[1:09:41] injuries occur when people are more
[1:09:43] active. Um I say that, but then looking
[1:09:46] at at [clears throat] last year's data,
[1:09:48] August was actually one of our lowest
[1:09:49] months of responses. So uh it is
[1:09:51] definitely an interesting number. Um,
[1:09:54] and it it could be possibly just the the
[1:09:56] growth of the township and more more
[1:09:57] people wanting to come here in Union
[1:09:59] Township. Uh, the more people that come
[1:10:01] here, the more accidents and injuries
[1:10:04] could occur. Um, I wish I had a crystal
[1:10:06] ball on when and why injuries uh and and
[1:10:09] sicknesses, fires occur. Um, but
[1:10:14] I don't really have a I don't really
[1:10:15] have a direct answer on that, but it is
[1:10:17] interesting information to look at.
[1:10:18] » That's fine. I was just uh curious if
[1:10:20] there was something particularly going
[1:10:21] on if it was more statistical variance.
[1:10:23] All right. Thank you.
[1:10:24] » Yes, sir.
[1:10:25] » Mr. Luke,
[1:10:28] » Uh now Chief, uh just appreciate it. Um
[1:10:31] are
[1:10:33] is your department finding ways to use
[1:10:36] any new innovative technology to reduce
[1:10:39] manh hours and be more efficient and
[1:10:42] higher return to taxpayers?
[1:10:44] » Yes. Yeah. So, we've there's there's
[1:10:45] definitely uh uh usages of AI within the
[1:10:49] the command staff. Uh for some of our
[1:10:51] reporting, some of the some of the
[1:10:52] numbers that I've gathered here today uh
[1:10:54] were utilizing charts that we've seen
[1:10:55] have been utilized by AI. Um on the the
[1:10:58] daily operations of the operations uh
[1:11:01] staff, not a ton of technology outside
[1:11:04] of our our normal,
[1:11:06] you know, systems in place for our docu
[1:11:08] report documentation.
[1:11:10] » Okay. All right. Thank you.
[1:11:14] All right, Chief. [clears throat]
[1:11:14] Appreciate you. Love how your guys show
[1:11:16] up for the two new hires. It's
[1:11:17] fantastic. So, good stuff, Chief. Uh, by
[1:11:21] the way, for public comments, I like
[1:11:23] that. I enjoyed that. Thing is, if if
[1:11:26] y'all didn't come up and tell us about
[1:11:28] your specific flooding issue, I we don't
[1:11:31] drive every road of every day, right? If
[1:11:32] y'all didn't tell us your opinion of the
[1:11:33] flocks and how that's going and what's
[1:11:35] going on the VFW, uh, appreciate that
[1:11:37] very good, good dialogue. I really,
[1:11:38] really appreciate that. Uh, Chief Ree,
[1:11:41] sir, uh, give us an update on the police
[1:11:44] department, sir.
[1:11:45] » Thank you, Mr. Dills. In the area of uh
[1:11:47] the dispatch center in the month of
[1:11:49] August, our dispatchers handled 5,64
[1:11:51] calls for service and processed 443
[1:11:56] uh documents for adult and juvenile
[1:11:58] court. Uh in the area of uh records
[1:12:00] requests, our records uh ladies handled
[1:12:04] 186 record requests and redacted five
[1:12:06] body camera videos in the month of
[1:12:08] August. in the area of public affairs.
[1:12:11] Um, our officers attended our our honor
[1:12:13] guard attended uh the not only the Union
[1:12:16] Township Police Night Out, but the
[1:12:17] Pierce Township Police Night Out and
[1:12:19] displayed the colors of both at the
[1:12:21] request of Chief Brockster. Uh, we also
[1:12:24] did a first responder event at Christian
[1:12:26] Life Church. And we started a new
[1:12:28] tradition this year. I think it's it's
[1:12:29] really neat. We're going to try and
[1:12:30] build on this every year, but we had
[1:12:32] officers out at all the uh public grade
[1:12:34] schools for the first day of school this
[1:12:35] year to greet the kids as they got off
[1:12:37] the bus. So that was met with a lot of
[1:12:40] » With a lot of fanfare from the parents.
[1:12:42] So in the area of operations uh our
[1:12:44] officers took 330 incident reports in
[1:12:46] August, 119 crash reports, made 421
[1:12:50] traffic stops, issued 163 citations,
[1:12:53] issued 270 written warnings, made 72
[1:12:56] criminal arrests, 67 traffic arrests,
[1:12:59] and served 72 warrants. In the area of
[1:13:02] training, our officers attended 80 hours
[1:13:04] of training in the month of August. And
[1:13:07] currently, we have three open police
[1:13:08] officer positions on our staff and one
[1:13:11] open dispatch position. I did want to
[1:13:13] make one note uh and you'll see this in
[1:13:16] our investigative uh call outs for the
[1:13:18] month of August. I always like to bring
[1:13:20] receipts for the success of the flock
[1:13:23] cameras, and I appreciate the gentleman
[1:13:25] that uh that asked uh about some of the
[1:13:28] successes we've had just in August
[1:13:30] alone. Uh we responded out to a report
[1:13:32] of a stolen vehicle on Mapleport. Not
[1:13:34] only did we recover the stolen vehicle,
[1:13:36] we recovered two other stolen vehicles
[1:13:38] out of Hamilton County uh through the
[1:13:40] flock cameras. Also in the month of
[1:13:42] August, we had a burglary at the
[1:13:44] McDonald's in East Gate South where they
[1:13:45] broke in through the uh the uh
[1:13:48] drive-thru window and stole the safe. Um
[1:13:51] again, through the the uh success of the
[1:13:53] the area flock cameras, we were able to
[1:13:55] locate the suspect vehicle and make an
[1:13:57] arrest on that. So, um, that's just
[1:13:59] investigations. That's just one month.
[1:14:01] That doesn't include some of the cases
[1:14:03] that our officers are working because
[1:14:04] they obviously have access to the flock
[1:14:06] camera system as well. So, you know,
[1:14:09] again, I just want to follow up and say
[1:14:11] I think it's a great investigative tool
[1:14:13] and it's making our township safer. So,
[1:14:15] thank you.
[1:14:16] » Thank you, Chief Reese. Mr. Becker.
[1:14:18] Sure.
[1:14:18] » Yeah. I have uh one item, Chief. So on u
[1:14:21] it's on the call out reports. You I'd
[1:14:23] like to uh re review those and find some
[1:14:26] things interesting others alarming.
[1:14:29] December 7th, I'm sorry, August 7th, uh
[1:14:31] there was a death investigation at the
[1:14:33] Motel Beach Bond. It was a twomonth-old
[1:14:36] uh little girl was found deceased.
[1:14:40] What's the story on that?
[1:14:42] » Yeah. Um appreciate the question.
[1:14:44] Unfortunately, I can't talk too much
[1:14:46] about it. It is an open case. Um I can
[1:14:48] tell you that we're waiting on some lab
[1:14:50] results to come back as far as
[1:14:52] toxicology and we do not believe there's
[1:14:54] any foul play involved. This is
[1:14:56] unfortunately a tragic accident.
[1:14:58] » Yeah. Okay. All right. Thank you. Talk
[1:14:59] to you.
[1:15:02] Um yeah. Um Chief, thanks for thanks for
[1:15:06] the report and the information. Um
[1:15:10] there's a question about the about about
[1:15:13] uh ONMAC license plate readers and
[1:15:15] technology utilization.
[1:15:17] uh and and the benefits or successes uh
[1:15:21] that they actually make an impact.
[1:15:26] Knowing that the program or that you
[1:15:28] started with it two years ago, do you
[1:15:30] think knowing the information you have
[1:15:32] now you're able to track any data better
[1:15:35] to help communicate that? Because I have
[1:15:37] to imagine going into it, you maybe
[1:15:39] didn't know what benefit you're truly
[1:15:40] going to get out of it other than kind
[1:15:43] of subjectively what you've talked about
[1:15:44] for for crime. Um, and
[1:15:48] are you in a better position now, do you
[1:15:51] think, where you can correlate
[1:15:52] utilization and and crime prevention
[1:15:56] with safeguards?
[1:15:58] » I think we can. I mean, I I think that
[1:16:01] we we've made a greater attempt to
[1:16:03] document this document the successes and
[1:16:06] like I'd said earlier, the investigative
[1:16:08] unit uses them for the big cases, but
[1:16:10] we've got patrolman that are out there
[1:16:11] every day, whether it's a theft report
[1:16:13] or a hit skip, hit auto accident that
[1:16:16] are using them. So, what we're trying to
[1:16:18] do, like you said, is look at the data
[1:16:20] better, come with more receipts on the
[1:16:22] successes. I to answer the one
[1:16:24] gentleman's question, I believe our
[1:16:25] audit system is good, is top-notch. I've
[1:16:28] had our flock representatives tell us
[1:16:30] your department does more than most and
[1:16:33] we're increasing that. We've taken some
[1:16:35] steps this month to uh increase our
[1:16:37] safeguards. You know, I I think and we
[1:16:40] have not we not we have not had one
[1:16:42] documented misuse of these cameras in
[1:16:44] two years and we're using them every
[1:16:45] day. So, I think our policies are
[1:16:48] strong. Uh I think our audit system is
[1:16:50] strong. More than that though, I believe
[1:16:52] in our officers and that, you know, it's
[1:16:54] easy for me to say that, but I believe
[1:16:55] in the people that we've got, but more
[1:16:56] than anything, I believe in the
[1:16:58] mechanisms we have in place that would
[1:16:59] deter or catch any misuse on these
[1:17:01] cameras.
[1:17:03] » Does our current policy allow for like
[1:17:05] immediate termination,
[1:17:08] » Misuse?
[1:17:09] » It's a good question. So, we have
[1:17:10] because we are a union shop, we it's a
[1:17:13] union, we have progressive discipline
[1:17:15] that we have to follow. So, if the if
[1:17:18] the if it was an innocent mistake or or
[1:17:21] a procedural mistake, in other words,
[1:17:23] not somebody, you know, the common
[1:17:25] phrase you hear is somebody tracking an
[1:17:27] ex-girlfriend or or a neighbor that
[1:17:29] they're mad at or something. If it's an
[1:17:30] innocent documented mistake where the
[1:17:32] officer just simply forgot to put uh the
[1:17:34] event number into the into the uh the
[1:17:37] fox spreadsheet, then yes, we would
[1:17:39] utilize progressive discipline. If
[1:17:41] somebody is utilizing the cameras
[1:17:44] uh for something significantly more
[1:17:46] heinous, there's nothing that says that
[1:17:49] I can't jump up in the scale of
[1:17:51] progressive disciplines. In other words,
[1:17:53] there's nothing that says that I can't
[1:17:54] go from issuing a written citation to
[1:17:57] the officer to demotion, suspension, or
[1:18:00] even termination depending on how
[1:18:01] egregious the action is. So, I don't
[1:18:03] know if that answers your question. I
[1:18:05] have to go through the progressive
[1:18:06] discipline steps. You know what I would
[1:18:08] like to see is the legislature come up
[1:18:10] with a criminal charge that would
[1:18:12] suffice for it. And I think that's
[1:18:14] coming. I think that's going to happen.
[1:18:15] » So my next question followup to that
[1:18:18] would be do you see that as similar to
[1:18:20] like is that the Brady list? Would that
[1:18:23] be similar topic area?
[1:18:25] » The Brady list when you get into the
[1:18:27] Brady list you get into more officers
[1:18:29] lying.
[1:18:30] » Okay.
[1:18:31] » Whether they're called on the carpet in
[1:18:32] court or they're called on the carpet by
[1:18:33] their by their superiors. But pseudo if
[1:18:35] they got terminated here for violating a
[1:18:37] policy of public trust.
[1:18:38] » It could be Brady list. It would depend
[1:18:40] » Some type of new list that's like
[1:18:43] does not allow them into a public trust
[1:18:45] position.
[1:18:46] » Right. Right. And you know I think our
[1:18:48] standards of conduct too it's states
[1:18:50] very clearly any violation of our
[1:18:52] policies and obviously our flock system
[1:18:54] is documented by our policies. Any
[1:18:56] violation of a policy our standards of
[1:18:58] conduct call for progressive discipline.
[1:19:00] So, I think we've got good procedures
[1:19:02] and policies in place to deter and and
[1:19:05] and even punish officers that would use
[1:19:07] it in a negative fashion.
[1:19:08] » I I just don't I I honestly don't see
[1:19:11] the program being able to exist if it
[1:19:13] was abused a single time
[1:19:17] um given the data set and the
[1:19:19] environment of community right now. So I
[1:19:22] think that um if if it's not a pathway
[1:19:27] directly to termination for misuse
[1:19:32] that that that jeopardizes the the
[1:19:36] sounds like from some of the speakers
[1:19:37] tonight there's maybe a mustard seed of
[1:19:41] trust with it if best if that and if
[1:19:44] there was one violation of that trust
[1:19:48] there'd be no recovering just be that
[1:19:50] absolutely terrible for any government
[1:19:52] tool. So if we have to look at something
[1:19:56] for
[1:19:58] moving towards immediate type of
[1:20:00] termination for any type of abuse of
[1:20:03] that [clears throat]
[1:20:04] database
[1:20:05] uh or if we need to have a discussion of
[1:20:08] pausing them or bagging them
[1:20:11] I think we must do that and it may
[1:20:14] actually help with the data set that
[1:20:16] would be able to there's public records
[1:20:19] that came in public record requests Um,
[1:20:23] I didn't build it out myself. I I
[1:20:25] allowed uh I took the public record
[1:20:28] request that that was was communicated
[1:20:30] out and uh allowed it to be analyzed and
[1:20:34] it shows 6,12 logged search entries
[1:20:38] between January and August of this year.
[1:20:41] Sex offenses at the very top. Larseny
[1:20:43] and theft second burglary, breaking
[1:20:46] entering, third, um wanted person and
[1:20:50] warrants. fourth stolen vehicles fifth
[1:20:54] um and hit and runs on the top on that
[1:20:56] frame magnitude down about 331 times for
[1:20:59] mag for hit and run downward. So
[1:21:02] descending amount of inputs upward all
[1:21:05] the way up to 1672
[1:21:08] sex offense searches. So I would have to
[1:21:10] imagine by bagging or pausing or
[1:21:12] stopping these that we potentially would
[1:21:16] have what unresolved
[1:21:19] cases of sex offenses
[1:21:23] lararseny and theft, burglary and
[1:21:25] breaking and injury.
[1:21:26] » You would have to see data I think that
[1:21:28] would correlate and if you would be able
[1:21:29] to look at the data and say that's when
[1:21:31] that's when the trustees bagged the flot
[1:21:34] cameras.
[1:21:37] » Yeah. I can't sit here and say that
[1:21:38] every case we investigate is going to
[1:21:40] successfully be solved through the use
[1:21:42] of a block camera, but I think it would
[1:21:44] take away from our ability to catch some
[1:21:46] of these people.
[1:21:47] » Okay,
[1:21:48] » It's good good conversation. Do you
[1:21:50] definitely bring that up when we do our
[1:21:52] work session town hall?
[1:21:55] » I just wanted to hear from the chief
[1:21:57] about this one. It's kind of timely and
[1:21:58] pertinent with public feedback tonight.
[1:22:01] So that's that's why I appreciate the
[1:22:03] the public coming to the public comment
[1:22:05] on it. Chief, uh, uh, over 5,700 calls.
[1:22:10] That's the most we have taken all year
[1:22:12] to date, it looks like. Is that is that
[1:22:14] correct? Looks like it.
[1:22:14] » Yeah. For the summer.
[1:22:16] » So, so please tell our dispatch center a
[1:22:18] great job. It's a lot of hard work,
[1:22:19] Sergeant Grim and his team. Appreciate
[1:22:21] it very much. Also, uh, I always like to
[1:22:23] point this out. Uh, citations issued in
[1:22:27] the month of August was 163 citations.
[1:22:32] Warnings issued was 270. So, we're not
[1:22:35] out there just giving tickets
[1:22:36] willy-nilly. I always like to point that
[1:22:37] out. So, uh, great job with our police
[1:22:39] force. Appreciate you. Um, okay. Service
[1:22:42] department. Uh, Mr. Taylor. Sir, floor
[1:22:44] is yours.
[1:22:45] » Thank you, Mr. Cemetery Division. From
[1:22:47] August 1st through the 31st, 17 burials
[1:22:51] were performed generating $36,600.
[1:22:55] Five resident graves were purchased
[1:22:57] generating $10,000. Two colarium niches
[1:23:00] were purchased generating $6,000. The
[1:23:03] total amount generated for the period
[1:23:05] was $59,518.
[1:23:08] In the parks division, uh weekly mowing,
[1:23:11] trimming, and landscape maintenance
[1:23:12] continues on at all township buildings
[1:23:15] and within our parks, the roads the road
[1:23:19] department, uh the road department
[1:23:21] passed a total of 17 potholes over three
[1:23:24] township streets and a total of 26 work
[1:23:27] orders were completed on multiple
[1:23:29] township roads. And that concludes my
[1:23:32] report.
[1:23:33] » Good. Mr. Becker.
[1:23:34] » Nope.
[1:23:35] » Mr. L.
[1:23:36] » No. Good. Thank you,
[1:23:37] » Mr. Jiller. It's been very, very, very
[1:23:39] hot outside, so appreciate your team
[1:23:41] very much. Uh, it's not been easy. Thank
[1:23:43] you, sir.
[1:23:45] Mr. Flouty, planning and zoning
[1:23:47] commissioner or director. Sir, uh, floor
[1:23:49] is yours. Go ahead, sir.
[1:23:51] » Thank you, Mr. Chair. Starting with
[1:23:53] inspections for the month of August, we
[1:23:56] had a total of 41. 17 complaints
[1:23:59] received, eight unfounded complaints, 21
[1:24:02] warning citations, 15 non-compliance
[1:24:06] letters issued. There were 10 resolved
[1:24:08] with and without actions with
[1:24:10] complaints, 529 illegal signs removed,
[1:24:15] 14 misellaneous issues resolved, 28
[1:24:20] monthly violations total for the month
[1:24:22] of August with
[1:24:24] 34 of them being reinspected with
[1:24:27] violations and three nuisances added.
[1:24:30] For the permit activity, we had two
[1:24:33] commercial permits issued, two signs,
[1:24:36] three single family homes, three
[1:24:38] additions,
[1:24:40] one deck, 10 accessory buildings, and 18
[1:24:43] pools and fences for a monthly permit
[1:24:46] issued of 39, and a revenue in August of
[1:24:50] $10,635.
[1:24:52] And with that, that concludes my report.
[1:24:54] » Mr. Fani, good job. Thank you, sir. Uh,
[1:24:56] Vice Chair,
[1:24:57] » Nothing. Mr. Lope,
[1:24:59] » No. Thank you. Good report. Mr. Clotty,
[1:25:01] appreciate you very much. The uh before
[1:25:04] I begin, I always look like Hey, Mr.
[1:25:06] Commissioner Painter, thanks for joining
[1:25:08] us. Distinguished guest, appreciate you
[1:25:09] being the the attendance with us
[1:25:11] tonight. Good to see you.
[1:25:12] » The uh Mr. Wright, our township
[1:25:14] administrator, sir, the floor is yours.
[1:25:16] » Thanks, sir. [clears throat] Given the
[1:25:18] discussion we've had, I'll be very
[1:25:19] brief. Uh we're still working on the old
[1:25:22] State State Route 74 sidewalks. I just
[1:25:24] received uh some notices that Law Han
[1:25:27] Associates, who's a rightaway a
[1:25:28] consultant, will be sending out some
[1:25:29] public involvement, public engagement
[1:25:31] activities through that ODOT systemic
[1:25:33] safety grant. I did receive some
[1:25:36] preliminary good news from OKI today.
[1:25:38] Pleased to announce that the TA project
[1:25:41] for the ICO sidewalks, which is from the
[1:25:44] Walmart terminus back here all the way
[1:25:46] to Eastgate Boulevard, it'll tie into
[1:25:48] the the improvements that were made
[1:25:50] behind the Civic Center. Uh all of those
[1:25:52] projects were recommended for funding.
[1:25:54] So they all made the cut off. So that's
[1:25:56] about a two to three year uh two to
[1:25:58] three year funding process but uh uh
[1:26:01] yeah we'll we'll get started on that on
[1:26:04] confirmation from the executive
[1:26:06] committee or whatever on that. So that's
[1:26:09] positive news. Um we resubmitted our
[1:26:12] systemic safety application to ODOT.
[1:26:14] There's a a hearing or a kind of a
[1:26:17] presentation coming up uh where they'll
[1:26:19] represent that project. As I understand,
[1:26:22] the road resurfacing program is nearly
[1:26:24] complete with the exception of Locust
[1:26:25] Lane, which we had a gas line cut. Uh, a
[1:26:29] resident ordered a gas line service and
[1:26:31] we didn't want to cut the street after
[1:26:33] we resurfaced it. So, that is pending.
[1:26:36] Um,
[1:26:38] and everything looks really nice from
[1:26:39] the roads that I've been able to get out
[1:26:41] to. So, again, I appreciate the board
[1:26:43] and the partnership with the county in
[1:26:45] that. Uh, we're continuing to work on
[1:26:47] the safe routes to school plan. Uh the
[1:26:50] Elmont project, the OPWC project for
[1:26:53] Elmont Old State Route 74. Uh permanent
[1:26:55] easements have been procured. I asked
[1:26:57] the county for a projected bid
[1:26:58] advertisement date. Probably going to go
[1:27:01] out to bid in the next couple months.
[1:27:02] They really aren't able to do much work
[1:27:04] in the wintertime. So you'll see that
[1:27:06] that'll be an early probably an early
[1:27:08] 2027 project. Um, again, last week we
[1:27:12] met with the residents of Glendale and
[1:27:14] and Glenn Willow to talk about uh the
[1:27:18] this issue and some of the the findings
[1:27:21] that we've been able to uh develop and I
[1:27:24] think we have more work ahead of us. So,
[1:27:26] I appreciate the board, you know,
[1:27:29] giving us some guidance in that. We do
[1:27:32] have a Jed 9 hearing scheduled for
[1:27:34] October 13th. That's with the village of
[1:27:36] Betavia for uh the addition of one
[1:27:39] property off of State Route 125. Um we
[1:27:43] are working with the city of Milford
[1:27:44] also on expansion of the Jed 8 property
[1:27:47] related to the recently announced
[1:27:49] project that the board will see for
[1:27:52] reszoning uh in the next month or two.
[1:27:55] So that's uh again a very positive
[1:27:57] thing. We have three separate nuisance
[1:28:00] resolutions to present for the board.
[1:28:02] two vehicles, one uh junk, debris,
[1:28:05] grass, etc. Appreciate Mr. Flouty and
[1:28:08] Mr. Berkkey working on those. Uh that's
[1:28:10] a tough job uh going out to those
[1:28:12] properties and and following up on that.
[1:28:15] Also have an item for a fund custodian
[1:28:17] agreement for the board to manage the
[1:28:19] assessment payments that are anticipated
[1:28:21] to come eventually through the new
[1:28:22] community authority. This is very
[1:28:24] similar to how we manage the funds for
[1:28:26] the special improvement districts and is
[1:28:28] more of a housekeeping matter.
[1:28:30] Additionally, we are required to adopt
[1:28:32] the findings of the annual TIRC meeting
[1:28:35] per statute. Uh the recommendation was
[1:28:38] for continuation or approval in all of
[1:28:40] those instances and there were no
[1:28:42] adverse recommendations or findings in
[1:28:44] that regard.
[1:28:47] Um typically a September item uh that
[1:28:50] you might be used to seeing the rates
[1:28:51] and measures approval. Uh that is not on
[1:28:54] the agenda because of the recent
[1:28:56] legislative changes at the state house
[1:28:57] that's impacted the budget commission.
[1:28:59] and the budget commission has to make
[1:29:00] some additional determinations on that.
[1:29:02] We'll probably see that hopefully in
[1:29:04] October in that. And then uh just a
[1:29:07] couple of other things. Um we have some
[1:29:11] great stuff going on in September, the
[1:29:13] Jungle Gyms, uh Union Township Fireworks
[1:29:16] Celebration in partnership with
[1:29:17] Crossroads, uh Jungle Gyms, RJ Cinemas,
[1:29:21] uh September 26th. Hopefully the
[1:29:23] weather's beautiful like it was last
[1:29:24] year. Um, you know, we'll have touch a
[1:29:27] truck at 5, uh, vendors at 6, fireworks
[1:29:31] at or around 8:45 or dusk, whichever
[1:29:35] occurs first. Uh, it's really 8:45's go
[1:29:38] time. Is that correct, Lisa?
[1:29:40] » And I think that's duskish
[1:29:42] time. Maybe it might be earlier than
[1:29:45] that. So, it's dark.
[1:29:47] » Sunsets's about 8 o'clock.
[1:29:48] » Yeah, it's dark out. I mean, it's
[1:29:49] basically dark outside.
[1:29:50] » You got a bedtime job?
[1:29:52] » Uh, it's not far from that. Anyway, stay
[1:29:54] tuned to our Facebook page and uh on our
[1:29:58] website for more updates or whatever.
[1:29:59] That just shows you what I know about
[1:30:00] daily savings time. So, and then uh the
[1:30:03] fire department's got a bunch of uh fire
[1:30:05] prevention week related items. They're
[1:30:07] actually doing tours of all, I believe,
[1:30:09] all of our fire stations on different
[1:30:10] dates and times. So, if you've ever
[1:30:12] wanted to see what station 48 looks
[1:30:14] like, you know, you can go um there on
[1:30:19] uh what date is that, Chief? um on 107,
[1:30:24] you know, and I think we'll publicize
[1:30:25] that on the uh Facebook page for the
[1:30:27] fire department. So, check that out. And
[1:30:29] I think Lisa is still looking for a few
[1:30:31] openings for the sip and shop on October
[1:30:34] 17th. So, are you still looking for more
[1:30:36] vendors? Perfect. That's all I have.
[1:30:40] » Thank you, Mr. Wright. Uh vice chairman,
[1:30:42] » Nothing. Mr. L.
[1:30:45] Yeah, still still hung up on one thread
[1:30:48] of questions. Um,
[1:30:51] with license plate readers. Um, are you
[1:30:55] tracking Columbus, city of Columbus,
[1:30:57] believe they have a transparency portal
[1:31:00] that's turned on by flock and I don't
[1:31:02] know if it autopopulates their their
[1:31:04] numbers or what they have. I don't know
[1:31:05] if that's an excess fee right now. Is
[1:31:08] there a reason why we don't currently
[1:31:09] use that? Chief and I actually just
[1:31:12] talked about this at the end of last
[1:31:14] week about engaging the transparency
[1:31:16] portal uh in that and different
[1:31:19] communities provide different from what
[1:31:20] I've been able to gather is different
[1:31:22] communities provide different levels of
[1:31:24] utilization of that. But that is a tool
[1:31:26] that they provide us with and we would
[1:31:29] have the ability to integrate that. It
[1:31:32] as I understand it's a link that you
[1:31:34] embed in your website and then it goes
[1:31:36] to sort of a portal.
[1:31:38] » It's hosted by their portal. Looks like
[1:31:39] they it looks like they operate and run
[1:31:42] all of it.
[1:31:42] » I don't believe there's an additional
[1:31:44] fee for that. Is there chief?
[1:31:45] » I I'll have to look into it. And you can
[1:31:47] » It would be ridiculous to charge a
[1:31:48] single scent for it.
[1:31:50] » I totally agree.
[1:31:51] » Uh cater it to what you want to put in
[1:31:53] there.
[1:31:54] » Okay. That's to me I think that's a
[1:31:56] structural thing that needs to be like
[1:31:59] immediately added into just what we
[1:32:02] provide. Transparency, accountability,
[1:32:04] communication to to constituents. that
[1:32:07] that was a conversation last week too.
[1:32:09] » And
[1:32:11] and then the other piece someone made
[1:32:13] reference about having flock leaison or
[1:32:15] representatives. I have to imagine that
[1:32:17] their company if they're absent of a
[1:32:19] strategic coms and infrastructure
[1:32:21] support right now nationwide with I
[1:32:23] don't care if it's them battling Axon
[1:32:25] for for market share or what it may be.
[1:32:28] um if they're absent of that, the the
[1:32:31] communities that are likely terminating
[1:32:33] contracts and turning off cameras are
[1:32:35] probably getting the attention. I'm I'm
[1:32:38] afraid that, you know, to execute Mr.
[1:32:40] Dills's uh town hall idea that we will
[1:32:42] not get any concept of really
[1:32:45] significant support from Flock. Uh
[1:32:47] unless we have additional leverage there
[1:32:49] and I I I'm on the fence now from here
[1:32:52] and everybody I'm not on the fence. I
[1:32:54] would support that we bag it bag the
[1:32:56] flock cameras uh until things like the
[1:32:59] transparency portal figured out until
[1:33:01] things like uh a defined disciplinary
[1:33:04] plan is is determined if it's you know
[1:33:06] one of our officers abuses the program
[1:33:09] and it can go straight to immediate
[1:33:11] termination. I understand we have our
[1:33:12] collective bargaining agreements, but
[1:33:14] that may be the ship that has to come
[1:33:15] first before the adoption of this
[1:33:17] technology unless we can point to the
[1:33:20] data set that everyone in the community
[1:33:21] is now saying, you know, we need this.
[1:33:25] Um, so, uh, we we can talk new agenda
[1:33:29] item later, but if you guys would want
[1:33:30] to bag the flock cameras,
[1:33:35] help to address the public's concerns
[1:33:36] that we've been hearing, and I think
[1:33:38] also give that company the ability to
[1:33:42] say we're at risk of losing more clients
[1:33:45] and customers to serve, that they're
[1:33:47] going to want to address our residents
[1:33:48] and our constituents.
[1:33:50] Um, and I think structurally there has
[1:33:52] to be
[1:33:54] the policy and safeguards there in
[1:33:56] place.
[1:33:59] So that's just an continued thread. How
[1:34:02] long would it take to get the
[1:34:03] termination policy into collective
[1:34:05] bargaining agreement or or to be able to
[1:34:08] » Utilize something like that? Well,
[1:34:10] » If there's a program, if there's a
[1:34:12] camera program, it's abused,
[1:34:14] » I'd have to talk to our legal counsel,
[1:34:17] but I believe that I would have to at
[1:34:18] least entertain anou with the bargaining
[1:34:22] unit, and it would be all three of their
[1:34:25] police. And so, you know, for that, that
[1:34:28] has to require a union ratification.
[1:34:30] » Yeah.
[1:34:31] » And a ratification by the board of
[1:34:33] trustees. You have anou tonight.
[1:34:34] » Yep.
[1:34:35] » In front of you. So,
[1:34:38] » You know,
[1:34:40] I mean, I don't know that it would take
[1:34:41] 9 months or a year, but I mean, they're
[1:34:43] going to give me a pretty early
[1:34:44] indication as to whether they're going
[1:34:45] to want to pursue that or not when I
[1:34:47] talk to, you know, the union president.
[1:34:50] And we can certainly engage in those
[1:34:52] conversations. But, I mean, if they like
[1:34:56] using the cameras and and there's no
[1:34:58] question about the public trust aspect,
[1:35:01] you kind of got to we're all on on on on
[1:35:03] the on the same serving the community
[1:35:05] together ship. And so, yeah. So I I
[1:35:08] would new agenda. I'm not trying to
[1:35:11] surprise you, but I would I would ask
[1:35:12] the trustees to think about that
[1:35:15] » About bagging and making that
[1:35:17] determination what the impact would be.
[1:35:19] What would be the impact of bag the
[1:35:20] cameras or or pause the system
[1:35:23] by 8 a.m. tomorrow or 8 a.m. the next
[1:35:25] day or 8 a.m.
[1:35:27] » 3 days from now. It's
[1:35:28] » Just a matter of going out and putting
[1:35:29] covers.
[1:35:30] » You could bag them.
[1:35:31] » You're still going to pay for them.
[1:35:33] But it at least starts to address the
[1:35:34] fir it starts to remedy some of the
[1:35:36] concerns in the community until there's
[1:35:38] a something the community feels
[1:35:39] supported with. Right.
[1:35:43] » Right. Because the town hall is going to
[1:35:45] address it.
[1:35:46] » Hold on. Hold on. If you want me to put
[1:35:48] that item on the agenda, I will put it
[1:35:50] on the item on the agenda. Um
[1:35:54] I can do that.
[1:35:56] » No, I'm just asking for for the new
[1:35:58] business tonight. We could just make a
[1:35:59] motion if we want to. if if you guys
[1:36:01] think that that's enough time for you to
[1:36:03] think about, hey, let's pause it until
[1:36:05] these some of these steps are in place.
[1:36:06] But right now, we could pause pause the
[1:36:08] program effectively.
[1:36:10] » My take is let's have our town hall
[1:36:12] style meeting like I suggested and uh I
[1:36:16] don't I'm not making a knee-jerk
[1:36:17] reaction right now. I want to first give
[1:36:20] oh, you know, no other government
[1:36:22] entity, like I said before, has done a
[1:36:24] public town hall style work concession.
[1:36:26] I want to do that. I want to give the
[1:36:28] police chief his time to have his floor.
[1:36:30] Um, I'm not going to make a knee-jerk
[1:36:32] reaction tonight. So, I want to I want
[1:36:34] to give if we have a full house, we'll
[1:36:36] have a full house. We'll let everyone
[1:36:38] speak. Let's let's let's do that. That's
[1:36:40] my thoughts. I don't want to make a
[1:36:41] knee-jerk reaction on it. So,
[1:36:43] » I concur with the chairman.
[1:36:44] » Let's let's let's also let the chief and
[1:36:46] then maybe he wants to have a couple
[1:36:47] detectives come up and talk as well how
[1:36:49] how it's been good for them. And we can
[1:36:50] have some folks come up and say how it's
[1:36:51] been terrible for them. and then but
[1:36:53] let's let's have a town hall and then uh
[1:36:55] and then and then after that we can we
[1:36:56] can determine the direction. That's my
[1:36:58] thoughts. But if you want to put on a
[1:36:59] vote tonight, we can put it on a vote
[1:37:01] tonight. We can do that, too.
[1:37:02] » It doesn't sound like either either of
[1:37:04] you would support pausing it. So,
[1:37:05] » I would not support that. Um just so you
[1:37:07] know, but if you want to put it on a
[1:37:08] vote, we can put a vote on record. Um
[1:37:12] let's let's do a town hall. If you want
[1:37:14] to put it on vote, I'll put it on a
[1:37:15] vote. But I say let's have a town hall.
[1:37:18] It'll be good good for the public. We're
[1:37:19] the only government entity in greater
[1:37:21] Cincinnati. That's that's that's doing
[1:37:22] that. So, that's cool. I like that. And
[1:37:24] then uh and then then we can vote on it
[1:37:26] with no action could be taken because
[1:37:27] it's just a work session. And then come
[1:37:29] that's why I said I wanted to do it
[1:37:30] before October. Then come October, we
[1:37:32] can make a decision. Um but if you want
[1:37:34] to put it on tonight, we can we can go
[1:37:36] on record tonight. We can do that too
[1:37:38] under new business. Would you like that,
[1:37:41] Mr. Logger?
[1:37:45] » You're both telling me you're not going
[1:37:47] to support it. Um So we can take a vote
[1:37:50] if you want to take a vote to to pause
[1:37:51] the program as we solicit community
[1:37:53] feedback and stand the policies.
[1:37:57] » Okay. When we get to that new business
[1:38:00] when we get to new business, we'll do
[1:38:01] that. Not a problem. But let's follow
[1:38:02] the agenda and then we get to new
[1:38:03] business. We'll do that because I know
[1:38:05] there are some folks that have traveled
[1:38:06] here for their zoning. Oh, sorry. Mr.
[1:38:08] Wright, did you have anything else? I
[1:38:09] » Have nothing further.
[1:38:10] » Did I ask you if you had any questions,
[1:38:11] Mr. Wright?
[1:38:12] » Okay. Mr. Anything else for Mr. Wright?
[1:38:14] » No.
[1:38:14] » Okay. Good job with your report, sir.
[1:38:16] Thank you. The uh Okay. public hearings.
[1:38:18] Let's get on with our zoning case. All
[1:38:20] right. Uh and uh Mr. Flouty, sir, are
[1:38:24] you ready to present?
[1:38:25] » Yes, sir. Thank you, Mr.
[1:38:26] » All right.
[1:38:27] » It's okay.
[1:38:29] » We have one case before us tonight. It
[1:38:30] is 5-26-
[1:38:33] the applicant is Bri Hill Development.
[1:38:36] The applicant is requesting that two
[1:38:38] parcels totaling 9.977
[1:38:43] acres be reszoned from R1 single family
[1:38:45] residential to PD development in order
[1:38:48] to construct
[1:38:50] six single family homes. The there are
[1:38:54] two parcels one
[1:38:57] with partial number 414220A
[1:39:01] 022 and 41 4220004
[1:39:07] both being off of Glenns Withers bill.
[1:39:09] Some relation to the 2030 plan is the
[1:39:12] analysis of the proposal
[1:39:15] yields that the plans as submitted align
[1:39:17] with the recommendation of the 2030
[1:39:19] comprehensive land use plan. The
[1:39:21] affected properties are located within
[1:39:24] the IV point corridor focus area overlay
[1:39:28] as defined by the 2030 plan. some
[1:39:31] analysis looking in the existing PD plan
[1:39:34] with sub area three which if you
[1:39:37] remember was approved back in case
[1:39:38] number two-26-Z
[1:39:41] consisted of 15 single family detach
[1:39:44] structure residential homes construction
[1:39:47] will be off the shared points of ingress
[1:39:49] egress with the ter termini of LMA and
[1:39:52] Weeble Lane respectively the six lots
[1:39:56] here within this case of 526-Z
[1:40:00] would be of similar types of structures
[1:40:03] and the average lots being 30 to 35 feet
[1:40:06] in width. The units are projected
[1:40:10] to be around 1,700 to 2500 square ft
[1:40:14] with rear entry garages. The arrangement
[1:40:17] and configuration of the units is such
[1:40:19] as it promotes and reinforces the
[1:40:21] walkability character of the corridor
[1:40:24] consistent with the 2030 plan
[1:40:26] recommendations. Setbacks range with
[1:40:29] within five feet of sideyard setbacks
[1:40:32] with larger rear yards with the re rear
[1:40:35] detached garages and the front yard
[1:40:38] varying with due to the existing curb
[1:40:41] radii.
[1:40:42] The proposal aligns with the Glenessi
[1:40:45] withville Icult roads revitalization and
[1:40:49] improvement plan. In some background
[1:40:52] information, the subject properties were
[1:40:54] indirectly addressed in staff report
[1:40:56] 226-Z
[1:40:58] through which adjacent properties were
[1:41:00] reszoned to PD. Given the types of
[1:41:03] structures and uses with this proposal,
[1:41:07] this is essentially an extension of or
[1:41:09] the completion of the last area approved
[1:41:13] through that case.
[1:41:15] staff has determined that the proposed
[1:41:17] development does not necess necessitate
[1:41:20] additional required governing provisions
[1:41:23] which are called for in section article
[1:41:26] 6 section 680 through 687 of the zoning
[1:41:29] resolution. A review of the applicant's
[1:41:32] proposal yields that the development
[1:41:33] plans presented are consistent with both
[1:41:36] the PD district regulations and the
[1:41:38] adopted recommendations of the 2030
[1:41:41] comprehensive land use plan.
[1:41:43] Furthermore, the submitted plans propose
[1:41:45] an appropriate transition between the
[1:41:47] largecale existing highdensity multif
[1:41:49] family to the north and east and the
[1:41:52] more traditional single family
[1:41:53] residential development to the south of
[1:41:55] the Icults road corridor. Density along
[1:41:58] the frontage within this sub area three
[1:42:00] for the lots located on the southern
[1:42:03] side of Icults road nets around 6.5
[1:42:07] units an acre after deducting pro
[1:42:10] projected rights of way and varying
[1:42:12] street frontages. At the August 26
[1:42:16] zoning commission meeting, there was a
[1:42:19] recommendation to the board of trustees
[1:42:24] that the plan is to be approved subject
[1:42:27] to five recommended modifications that
[1:42:30] are found in our packet tonight. And the
[1:42:32] action required is in accordance with
[1:42:34] 680 through 687 of the zoning resolution
[1:42:38] that the board of trustees is to enter
[1:42:40] into a motion to approve as submitted.
[1:42:42] approve with additional modifications or
[1:42:44] deny the zoning map amendment
[1:42:46] application presented in the Union
[1:42:49] Township zoning case 5-26-Z.
[1:42:53] And that concludes my report.
[1:42:55] » Mr. Flouty, uh, vice chairman, any
[1:42:57] questions?
[1:42:58] » No.
[1:42:58] » Mr. Logan, any questions?
[1:43:00] » No.
[1:43:00] » Okay. Um, was there any anyone that was
[1:43:05] Mr. Flouty, was there anyone that was
[1:43:06] against this case at the zoning hearing?
[1:43:09] » Uh, there was no one. There was one
[1:43:11] person present, but they did not speak
[1:43:12] at the meeting.
[1:43:13] » Okay. And then will you just keep it on
[1:43:15] the screen of of what the the houses
[1:43:18] will look like. These are all single
[1:43:19] family.
[1:43:20] » Yes. Single family homes. Yes.
[1:43:22] » Great. Okay. Perfect. Perfect. That's
[1:43:24] all I got for you. Thank you, sir. Okay.
[1:43:26] Uh uh gentlemen, I'm going to entertain
[1:43:28] a motion to open public hearing zoning
[1:43:30] case 5-26-Z
[1:43:32] and Zulu.
[1:43:33] » So move.
[1:43:34] » Second.
[1:43:35] » Okay. No discussion. Mr. Campber, roll
[1:43:37] call.
[1:43:38] » Mr. Becker.
[1:43:39] » Yes.
[1:43:40] » Mr.
[1:43:41] Yes,
[1:43:41] » Mr. Dills.
[1:43:42] » Yes.
[1:43:42] » The public session is open at 7:38 p.m.
[1:43:46] » All right. So, now it's time for public
[1:43:48] comments on this specific case. And uh
[1:43:50] when you come up to speak, obviously we
[1:43:52] start with the proponent, which would be
[1:43:54] the developer. And uh Oh, perfect. You
[1:43:56] got it. Yeah. And then so the way I like
[1:43:59] to normally do zoning cases is um have
[1:44:02] the developer speak first and then uh
[1:44:04] and then anyone that's for the zoning
[1:44:06] cases, they'll speak after him and then
[1:44:07] anyone that's a opponent of the case.
[1:44:10] And so uh we'll start there. So all
[1:44:12] right, will you state your name and
[1:44:13] address for the record?
[1:44:14] » John Hanks, 5306
[1:44:18] Wilson Avenue, St. Louis, Missouri.
[1:44:20] » Perfect. And then do you swear to tell
[1:44:21] the truth, the whole truth? You bought
[1:44:22] the true soap you got?
[1:44:23] » I do.
[1:44:23] » Great. Please. Uh floor is yours, sir.
[1:44:26] Thanks for having me tonight. Appreciate
[1:44:28] it stepping in for Mr. Failis, so uh uh
[1:44:31] just uh um it's first time in front of
[1:44:36] uh the the board of trustees here. So,
[1:44:38] » It's an intimidating group, I
[1:44:39] understand.
[1:44:40] » Yeah. Yeah. Uh appreciate everyone's
[1:44:43] time uh tonight. Uh we're looking This
[1:44:46] is, you know, this was kind of the hole
[1:44:48] in the the donut of our our plan. And um
[1:44:52] uh so we've you know once we're able to
[1:44:56] uh uh you know
[1:44:59] acquire this parcel or these two parcels
[1:45:02] u I think you know you have more
[1:45:04] complete picture of what that um you
[1:45:08] know that corridor could look like with
[1:45:10] with uh you know the homes all facing
[1:45:14] Glenni and um you know the rear entry
[1:45:18] garages and we'll be able to eliminate
[1:45:20] eliminate [clears throat]
[1:45:20] the curb cut that's on uh front SD and
[1:45:25] you know we uh really looking forward to
[1:45:28] get getting that development started. Uh
[1:45:32] so uh you know this will allow us to
[1:45:35] engineer the whole site and plan the
[1:45:37] whole site. So it's not two different
[1:45:41] you know utility connections and stuff
[1:45:43] like that. So it's a lot more efficient
[1:45:44] and uh you know hopefully
[1:45:48] you know we'll we'll be able to get
[1:45:49] going you know in the next year or so
[1:45:53] and see some beautiful new homes along
[1:45:56] that corridor.
[1:45:58] » Perfect. Thank you Mr. Hanks. Uh vice
[1:46:00] chairman. Any questions?
[1:46:02] » Yeah. So, the whole project it looks
[1:46:04] like it's eight lots. Is that correct?
[1:46:07] » Uh I think currently there are eight or
[1:46:10] nine lots.
[1:46:12] » So, how uh so on so how many units are
[1:46:14] you envisioning when this is complete?
[1:46:17] » You mean on on this parcel or the whole
[1:46:18] the whole strip?
[1:46:19] » Well, it's actually actually both
[1:46:21] questions. So, yes, the whole the whole
[1:46:23] thing and these two parcels.
[1:46:25] » So, these parcels uh will contain six
[1:46:31] And then the total is
[1:46:34] 21.
[1:46:36] » Okay,
[1:46:37] » That's all I have. Thank you.
[1:46:38] » Yeah.
[1:46:39] » Yeah, Mr. F that was correct. 21. That's
[1:46:41] what I thought too. Okay. The uh Mr.
[1:46:43] Loker, any questions?
[1:46:45] » Okay.
[1:46:46] » Thanks.
[1:46:46] » The uh Mr. Hanks ballpark. What are you
[1:46:49] going to be selling these houses for?
[1:46:50] Ballpark?
[1:46:52] » Probably uh the 4 to 500.
[1:46:55] » Okay. Four 4 to 500. Okay. Great. And
[1:46:56] these are all single family, not multif
[1:46:58] family.
[1:46:58] » Fantastic. And then basically the
[1:47:00] board's already approved. I'll say to
[1:47:02] the left and to the right, but this is
[1:47:04] the center the center piece. Well,
[1:47:06] » Yeah.
[1:47:06] » Got it. Okay. And this would allow us to
[1:47:09] connect the two uh culde-sacs
[1:47:13] which would you know help with you know
[1:47:16] circulation and um you know I think I
[1:47:19] don't garbage trucks and stuff like that
[1:47:23] circulating around versus going around
[1:47:25] and inefficiently
[1:47:27] going back up and down.
[1:47:30] So, so basically the the two in
[1:47:32] culde-sacs there, they're going to be
[1:47:33] connected and so I guess that would help
[1:47:35] UPS FedEx drivers there. Yeah. Yep.
[1:47:38] Okay, fair enough. Okay. Uh I think it's
[1:47:40] all the questions I have, Mr. Appreciate
[1:47:41] you very much. Yeah, good job. Thank
[1:47:43] you. Uh is there anyone else that is a
[1:47:45] proponent of this case that is for this
[1:47:47] case?
[1:47:48] » Okay, how about an opponent?
[1:47:51] Last call. All right, seeing none, uh
[1:47:53] gentlemen, I'll entertain a motion to
[1:47:55] close this public hearing case 5-26-Z
[1:47:57] and Zulu.
[1:47:58] » So moved. Second.
[1:47:59] » All right. Any discussion? Mr. Campbell.
[1:48:01] Roll call.
[1:48:01] » Mr. Becker.
[1:48:02] » Yes.
[1:48:03] » Mr. Lo.
[1:48:04] » Yes.
[1:48:04] » Mr. Dills.
[1:48:05] » Yes.
[1:48:06] » Public session is closed at 7:43 p.m.
[1:48:09] » All right. Uh, gentlemen, let's open the
[1:48:11] conversation up for the board of
[1:48:12] trustees. Uh, vice chairman, anything?
[1:48:14] » Uh, yes. So,
[1:48:17] you know, the the the public for a long
[1:48:19] time has been complaining about
[1:48:21] highdensity housing in Union Township.
[1:48:25] Uh, I share that opposition.
[1:48:28] You know, rather than six lots or six
[1:48:30] units going on these two lots,
[1:48:33] you know, frankly, I don't see any
[1:48:34] reason why
[1:48:37] one or two nice houses could go in those
[1:48:39] two lots. Obviously, the developer can
[1:48:41] make more money, more units. I get that
[1:48:42] and don't begrudge that. Um, you know,
[1:48:46] the the the areas to the south, that's
[1:48:48] all still R1. Um, and and you know, I'm
[1:48:52] concerned about the the not just the
[1:48:54] character of the neighborhood, but the
[1:48:55] character of Union Township continuing
[1:48:58] to go in this direction. I I voted uh no
[1:49:01] on the proposal of the neighboring lots,
[1:49:03] the other six, and that's my intent this
[1:49:06] evening.
[1:49:07] » I really thought you were going to be
[1:49:08] yes vote on this one.
[1:49:09] » Did you really?
[1:49:10] » No, I did not.
[1:49:11] » You never know. Might fool you some
[1:49:14] surprise you.
[1:49:15] » Mr. Luxer, uh, what's your thoughts?
[1:49:17] » No. Um, I think it's uh like fills the
[1:49:21] hole. So, it's uh is exactly that. I
[1:49:24] mean, it continues on. It's a
[1:49:26] continuation of the product previously
[1:49:28] uh presented. And um to me, like I've
[1:49:32] said that it is kind of the only refresh
[1:49:36] main street thoroughare that you can
[1:49:38] gain in the township. And so, it's a
[1:49:41] dense location as is, but again, these
[1:49:44] are single family homes. They may be
[1:49:45] town homes. It may not be someone's
[1:49:46] preference because they're attached, but
[1:49:49] they're single family.
[1:49:54] Mr. Flotty, we we put the uh the example
[1:49:56] back up. Yeah. So,
[1:50:00] » Yeah, it's a single family house, 4 to
[1:50:02] 500,000, nice middle class. Um
[1:50:06] you can go back to the other one. The uh
[1:50:09] and
[1:50:10] » That is a nice looking house.
[1:50:11] » And I mean I mean so it's not a you got
[1:50:14] apartments in front of it. You got
[1:50:16] apartments to the right [clears throat]
[1:50:17] of it. Uh, and here you I mean I would
[1:50:19] rather have a nice $400 $500,000 house
[1:50:22] there instead of uh more apartments and
[1:50:26] and I like the the downtown type of
[1:50:28] model. It looks really nice in New Town.
[1:50:30] Um yeah, I mean I think it'll be good.
[1:50:33] Okay. Um well, with that being said, uh
[1:50:36] gentlemen, I will entertain a motion for
[1:50:39] the approval of Union Township zoning
[1:50:41] case 5-26-Z and Zulu with the
[1:50:44] modifications.
[1:50:45] » So moved.
[1:50:46] » Second.
[1:50:47] » Okay. Any further discussion? Mr.
[1:50:48] Campbell, roll call.
[1:50:49] » Mr. Becker,
[1:50:50] » No.
[1:50:51] » Mr. Log,
[1:50:52] » Yes.
[1:50:53] » Mr. Dills,
[1:50:54] » Yes.
[1:50:54] » Motion carries.
[1:50:55] » Congratulations, Mr. Ranks.
[1:50:57] » All right, moving on. Old business.
[1:50:59] There is none. Uh, Mr. Log, I will uh
[1:51:02] ask you to make your motion, however
[1:51:04] you'd like to word it, or I can,
[1:51:05] whatever you prefer. If you'd like, you
[1:51:07] still do that.
[1:51:08] » Um, to be on the motion agenda.
[1:51:11] » Say it again.
[1:51:11] » Or you want to Yeah, I think proper I
[1:51:14] don't I'm not a Robert.
[1:51:16] » You tell me. Robert rules
[1:51:17] parliamentarian,
[1:51:19] » But I think you would need a motion to
[1:51:20] append the the motion portion of the
[1:51:23] agenda.
[1:51:24] » I think you're right. I think you were
[1:51:25] right. Yep. So before I do that, uh, M,
[1:51:28] [laughter] you still want to do that and
[1:51:29] to totally okay if you do. No sweat.
[1:51:31] » So
[1:51:33] I mean I I I would appreciate both of
[1:51:36] your support because I mean we're
[1:51:39] hearing from the community. I know this
[1:51:41] is something that's went within the
[1:51:42] authority of of
[1:51:45] the program having been established
[1:51:46] previously didn't have to come to the
[1:51:47] board, but maybe it is a more sensitive
[1:51:49] item that needs to come to the board.
[1:51:51] » Well, before we debate it, we'll do
[1:51:52] that. Do do you want to go ahead and put
[1:51:54] it on on the agenda?
[1:51:57] » Well, I mean, this is after the fact. I
[1:51:59] wanted it on the agenda coming into this
[1:52:01] meeting, but um
[1:52:03] » That's [clears throat] fine.
[1:52:03] » I just I didn't know that. I'm sorry.
[1:52:05] » I get that we're not for the community's
[1:52:07] perspective. We're not allowed to talk
[1:52:09] township business directly to each other
[1:52:11] outside of this meeting or outside of a
[1:52:13] public meeting. So it makes
[1:52:14] communication sometimes difficult and
[1:52:17] that's why you see this because it would
[1:52:19] be a violation of the sunside record for
[1:52:21] me to say, "Hey Joe Dills, let's put
[1:52:22] this on the agenda."
[1:52:24] » So [snorts] it makes it difficult
[1:52:25] sometimes.
[1:52:26] » So why it sounds like he wants to go and
[1:52:28] have a debate about why don't we go in
[1:52:30] uh so gentlemen, I'll entertain a motion
[1:52:33] » The language I would give you is
[1:52:36] » Okay, go ahead.
[1:52:39] I move to immediately suspend the
[1:52:40] township's flock camera program. Cameras
[1:52:42] covered and disabled within 48 hours.
[1:52:45] » You want a motion agenda?
[1:52:46] » Give me some draft language.
[1:52:47] » Oh, we got to first add it to the
[1:52:48] agenda. So, gentlemen, I need a I need
[1:52:50] to entertain a motion to amend the
[1:52:52] current new business agenda and add the
[1:52:55] the flot camera vote.
[1:53:00] I'll make the motion. It's okay. So, so
[1:53:01] moved.
[1:53:02] » Second.
[1:53:03] » Okay. Uh Mr. Mr. Cameron, roll call.
[1:53:06] » Mr. Dills. Yes,
[1:53:08] » Mr. L.
[1:53:08] » Yes,
[1:53:09] » Mr. Becker.
[1:53:10] » No.
[1:53:11] » All right.
[1:53:11] » Motion carries.
[1:53:12] » Okay. Go ahead and state your motion.
[1:53:13] Let's put it on there and then we'll
[1:53:14] discuss and vote on it.
[1:53:15] » Okay. I would move I move to immediately
[1:53:17] suspend the township's flock camera
[1:53:19] program. Cameras covered and disabled
[1:53:20] within 48 hours. All network searches
[1:53:22] halted. Existing records preserved until
[1:53:24] the board approves at a public meeting
[1:53:26] written policies on access retention,
[1:53:28] sharing, authorized use, prohibitions on
[1:53:30] discriminatory surveillance and
[1:53:32] monitoring of protected activity,
[1:53:34] independent audits, public reporting,
[1:53:36] and the public complaint process and
[1:53:37] discipline up to including termination
[1:53:39] for intentional misuse consistent with
[1:53:41] applicable law, bargaining agreements,
[1:53:43] and due process. Resumption requires the
[1:53:45] affirmative vote of the board at a
[1:53:46] public meeting.
[1:53:48] » Did you just type that up? That's
[1:53:49] impressive. Um,
[1:53:53] So moved.
[1:53:54] » Second.
[1:53:55] » Okay. Uh Mr. Campbell, roll call.
[1:53:58] » Mr. Dills.
[1:53:59] » Oh, hold on. Hold on. First. Well, for
[1:54:01] first discussion. Sorry. First
[1:54:02] discussion. So, um All right.
[1:54:04] Discussion. You want to suspend them? I
[1:54:07] I I stand by what I said before. I'll
[1:54:08] keep my comments brief. Uh I do not I
[1:54:10] want to wait till we have our town hall
[1:54:12] style meeting and then I want to get
[1:54:14] some feedback from both sides and then
[1:54:15] uh and then October meeting we can make
[1:54:17] a decision. That's my answer. I'm
[1:54:19] sticking to it.
[1:54:19] » To the chairman's comment. Okay,
[1:54:21] » That's fine. We're probably not far off
[1:54:23] right there. I want you to just
[1:54:24] understand that if a motion like this
[1:54:27] passes, I believe it gives more
[1:54:30] visibility to the company like Flock to
[1:54:32] actually give resources to come and
[1:54:34] address the constituents concerns. And I
[1:54:38] think that would be more successful of a
[1:54:40] town hall and community feedback. And
[1:54:42] the chief may even have some data points
[1:54:44] and response from temporary suspending
[1:54:46] of the program in the time period
[1:54:49] between now and town hall is scheduled.
[1:54:50] So, I'll stand by that. I think your
[1:54:51] heart and minds in the right place. Um,
[1:54:53] you know, I I see both sides. I just I'm
[1:54:57] not prepared to make a vote on this
[1:54:59] tonight. I I I need to We have talked
[1:55:02] and campaigned a lot about soliciting
[1:55:04] feedback. I think I think I think a town
[1:55:06] hall will be fun. I I'm I'm excited to
[1:55:08] get feedback. It's a very important
[1:55:09] Fourth Amendment issue. Uh and and
[1:55:11] there's both arguments. I like where
[1:55:12] your head's at. Uh but I just I just I
[1:55:15] don't think I'm not ready to make a
[1:55:16] knee-jerk decision tonight. And so uh um
[1:55:19] I need I want to make a more educated
[1:55:20] decision. So I want to solicit solicit
[1:55:23] feedback. I want to hear some from my
[1:55:25] some from the detectives their stories.
[1:55:26] I want to hear from my chief. I want to
[1:55:27] hear from stories about you know the the
[1:55:29] gentleman brought up you know
[1:55:30] Reynoldsburg Ohio and Columbus Ohio and
[1:55:32] Louisville and there's issues there and
[1:55:33] I want to hear both sides and then uh I
[1:55:36] just want to listen and then after that
[1:55:37] hey let's make a decision October.
[1:55:39] » I can understand painting the motion as
[1:55:42] a knee-jerk decision. I guess I'd also
[1:55:45] say the perspective is when the program
[1:55:48] was first presented two-ish years ago
[1:55:51] and there was not the public scrutiny
[1:55:53] and discussion at large even to the
[1:55:56] effect of
[1:55:58] criminals don't need to know where the
[1:56:00] cameras are so we can capture the
[1:56:01] criminals. Um maybe that was the wrong
[1:56:05] thing to just approve or allow that type
[1:56:07] of program to get unfolded without the
[1:56:09] proper due process in place. So I just
[1:56:12] view temporary suspension of it as
[1:56:15] providing the right time and get it back
[1:56:16] on the rails in the best direction that
[1:56:18] builds will and trust with the community
[1:56:20] with at large. [snorts]
[1:56:22] » Okay. Motion and second's already been
[1:56:24] made. Uh Mr. C. Any further discussion?
[1:56:27] Mr. Kim, roll call.
[1:56:29] » Mr. Dills,
[1:56:30] » No.
[1:56:32] » Mr. Lo,
[1:56:33] » Yes.
[1:56:34] » Mr. Becker,
[1:56:35] » No.
[1:56:37] » Okay. Uh moving on the uh consent
[1:56:40] agenda. Uh, gentlemen, I'll entertain a
[1:56:42] motion for the approval. And I'm going
[1:56:44] to read all this off. For the approval
[1:56:45] of the minutes from August 11, 2026
[1:56:47] regular meeting minutes, August 11, 2026
[1:56:50] zoning meeting minutes. The approval of
[1:56:51] payments as prepared by fiscal officer
[1:56:53] Ron Campbell. And approval of the
[1:56:55] monthly financial report as prepared by
[1:56:56] our fiscal officer Ron Campbell.
[1:56:58] » Some moved.
[1:56:59] » Second.
[1:57:00] » Discussion. Mr. Campbell. Roll call.
[1:57:01] » Mr. Becker.
[1:57:02] » Yes.
[1:57:03] » Mr. Lo.
[1:57:04] » Yes.
[1:57:04] » Mr. Dills.
[1:57:05] » Yes. Motion carries.
[1:57:06] » Okay. And uh, Mr. Wright, which two am I
[1:57:08] excluding here? Yes, sir. So, on the
[1:57:11] purchase orders, uh I'm going to ask
[1:57:13] that the board carve out
[1:57:15] » Yep.
[1:57:16] » Um the last two.
[1:57:18] » Okay.
[1:57:18] » Um and again, I believe most of these
[1:57:22] with the exception of the total quality
[1:57:25] logistics reimbursements because those
[1:57:26] are recent.
[1:57:27] » Yeah.
[1:57:28] » Have already been approved via docuign.
[1:57:30] » Okay. Uh so the first and four I will
[1:57:33] read out and entertain a motion on and
[1:57:35] then the second two uh related to some
[1:57:38] buildout items at the 4357 Ferguson
[1:57:41] building. I'll ask for a second uh
[1:57:45] motion.
[1:57:45] » So basically first floor first floor
[1:57:47] first and then then the last two by
[1:57:50] themselves.
[1:57:50] » Yes sir. That's correct. No problem. So
[1:57:52] I will uh read uh the first four. So the
[1:57:55] first one is to the Claremont County
[1:57:57] Transportation Improvement District for
[1:57:58] the Elmont old 74 turn lane OPWC
[1:58:02] contribution plus the sidewalk as per
[1:58:04] our T agreement in the amount of
[1:58:06] $200,86411.
[1:58:09] That's our [clears throat] total of our
[1:58:10] local match on that. The second item is
[1:58:13] to the transportation improvement
[1:58:14] district to the Mount Carmel Tobasco
[1:58:16] Road Clpike intersection improvements
[1:58:18] design work and local match from the
[1:58:20] township's perspective and that's the
[1:58:22] amount of $121,958.
[1:58:26] If you remember, we discussed that at
[1:58:27] the last meeting. The third one uh is to
[1:58:30] total quality logistics for their July
[1:58:32] reimbursement uh economic development
[1:58:35] agreement in the amount of $36,9541.
[1:58:40] And the fourth one is the total quality
[1:58:42] logistics for the August 2026
[1:58:44] reimbursement in the amount of 63,72.31.
[1:58:51] So I need a motion on those four.
[1:58:53] » All right. So gentlemen, a motion for
[1:58:54] the purchase orders exceeding 15,000 as
[1:58:56] just read by Mr. Wright.
[1:58:58] » So moved.
[1:58:58] » Second.
[1:58:59] » Mr. Campbell. Roll call.
[1:59:00] » Mr. Becker.
[1:59:01] » Yes.
[1:59:02] » Mr. Lug.
[1:59:03] » Yes.
[1:59:04] » Mr. Dills.
[1:59:05] » Yes.
[1:59:05] » Motion carries.
[1:59:06] » All right. And then Mr. Wright. Second
[1:59:08] items. Go ahead.
[1:59:08] » Second item. Uh so the the second round
[1:59:11] of purchase orders this is for the
[1:59:12] service department to Lowe's credit for
[1:59:14] 40 4357 Ferguson Drive for Soma Home
[1:59:18] Holdings Suite 120 cabinets in the
[1:59:20] amount of $33,472.68.
[1:59:25] Second item of business is to America's
[1:59:27] Floor Source LLC uh for suite 120
[1:59:31] flooring. That's for a pending tenant
[1:59:32] lease that we have uh in the amount of
[1:59:35] $43,824.
[1:59:38] » Okay, gentlemen. A motion for and for
[1:59:40] the approval of the two items that Mr.
[1:59:42] Ra had just read off.
[1:59:43] » So moved.
[1:59:45] » Second.
[1:59:49] » Uh Mr. Camp. Sorry.
[1:59:51] » Ber.
[1:59:52] » Yes.
[1:59:52] » Mr. Dills.
[1:59:53] » Yes.
[1:59:54] » Mr. L.
[1:59:55] » I will abstain.
[1:59:56] » All right.
[1:59:56] » Motion carries.
[1:59:58] » Okay.
[1:59:59] Second item on the motion agenda is
[2:00:01] approval of the memorandum
[2:00:03] understanding. Uh Mr. R, you want to go
[2:00:04] and read that one off?
[2:00:05] » Sure. Yes. And I'll be real brief in
[2:00:07] this. So basically this is a em uh anou
[2:00:10] that's been under discussion for some
[2:00:11] time with the uh uh fire union uh as to
[2:00:16] how do we get better at basically um
[2:00:22] recruitment uh to Mr. Lo's comments
[2:00:25] earlier about recruitment being able to
[2:00:27] work with under the current contract our
[2:00:29] hands are tied, cuffed, whatever on
[2:00:32] reimbursements
[2:00:34] uh for um or to pay for medical school.
[2:00:37] Uh that is a significant recruitment
[2:00:39] tool and we are basically fighting a
[2:00:41] recruitment battle one hand behind our
[2:00:43] back with that. Those two gentlemen
[2:00:45] tonight came here in spite of that. But
[2:00:48] I think that thisou addresses that. It
[2:00:51] puts significant, you know, rules around
[2:00:54] uh being able to pay for that, making it
[2:00:57] a term and condition of employment,
[2:00:58] extending pro probationary periods to
[2:01:01] where they have to go get it, uh making
[2:01:03] them ineligible for any other uh tuition
[2:01:06] reimbursement for the duration of that
[2:01:08] period. And it gives us a tool basically
[2:01:10] to be able to hire EMTs, get them into
[2:01:13] the system, get them trained, and then
[2:01:15] it also has a clawback in that if they
[2:01:18] leave us prior to so many years of
[2:01:20] service. I appreciate the chief working
[2:01:22] really hard with the fire union on on
[2:01:24] negotiating this and I think while it
[2:01:27] will cost us a little bit of money to
[2:01:29] put people through uh medical school, I
[2:01:32] think it's going they're going to be our
[2:01:33] people and you know we'll be able to
[2:01:36] build the culture from within and so
[2:01:38] it's good. Okay. Any questions for Mr.
[2:01:41] Wright?
[2:01:42] » No.
[2:01:42] » No. Okay. Gentlemen, entertain a motion
[2:01:44] for the approval of the memorandum of
[2:01:45] understanding for the IAFF local 30
[2:01:48] 3412. So moved.
[2:01:50] » Second.
[2:01:51] » Any discussion? Mr. Camber, roll call.
[2:01:53] » Mr. Becker.
[2:01:54] » Yes.
[2:01:55] » Mr. Lo.
[2:01:56] » Yes.
[2:01:57] » Mr. Dills.
[2:01:58] » Yes.
[2:01:58] » Motion carries.
[2:01:59] » Okay. Next one is the approval of the
[2:02:00] 2020 uh tax incentive review council. Uh
[2:02:04] Mr. Rank, go ahead, sir.
[2:02:05] » Yeah. It's just a uh uh we were at the
[2:02:08] TIRC. They recommended uh to continue.
[2:02:11] Uh we have to accept their
[2:02:13] recommendation. So this is simp simply a
[2:02:15] statutory uh requirement as per section
[2:02:18] 570985E.
[2:02:21] » Good dealc.
[2:02:22] » No problem. Gentlemen, entertain uh a
[2:02:24] motion for the approval of 2026 tax
[2:02:26] incentive review council as
[2:02:28] recommendation.
[2:02:29] » So moved.
[2:02:30] » Second.
[2:02:31] » Mr. Campbell. Roll call.
[2:02:33] » Mr. Becker.
[2:02:34] » Yes.
[2:02:34] » Mr. Lo.
[2:02:35] » Yes.

[2:02:40] this is a new Senate Baitment
[2:02:41] resolution. Gentlemen, I'm going to read
[2:02:42] off all these addresses and we'll make

[2:05:43] » Any discussion? Mr. Campbell. Roll call.
[2:05:45] » Mr. Becker.
[2:05:46] » Yes.
[2:05:46] » Mr. Lo.
[2:05:47] » Yes.
[2:05:47] » Mr. Dills.
[2:05:48] » Yes.
[2:05:48] » Motion carries.
[2:05:49] » Okay. And uh resolution 2026-55.
[2:05:53] Uh Mr. Right. Any explanation on just a
[2:05:56] billing issue with Civic Plus? I mean,
[2:05:57] we run into this every year and it's I
[2:06:00] mean, they provide a service and this is
[2:06:02] kind of housekeeping. Is that correct,
[2:06:04] Mr. Campbell?
[2:06:05] » Yes.
[2:06:06] » Yep.
[2:06:06] » Yep. Yep. Just housekeeping. All right.
[2:06:08] Uh, gentlemen, a motion for the approval
[2:06:09] resolution 2026-55,
[2:06:11] then announce certificate for Civic
[2:06:13] Plus.
[2:06:14] » So, move.
[2:06:15] » Second. I do have point of discussion.
[2:06:17] » Okay. Discussion.
[2:06:18] » Uh, hey, Mr. Wright. They've they've
[2:06:20] been great. Uh when we relaunch the
[2:06:24] whole township infrastructure and
[2:06:25] website, transparency, accountability,
[2:06:26] communication,
[2:06:28] » Is there um any new product lines that
[2:06:30] you're getting out of them for uh our
[2:06:33] public our public data that we already
[2:06:35] have and we maintain like such a large
[2:06:37] portion of it that if a resident wants
[2:06:39] to ask a question about Union Township
[2:06:41] records, an AI related response can take
[2:06:45] them directly to that.
[2:06:46] » I I have not seen that yet. We're happy
[2:06:48] to investigate that more. Uh I know that
[2:06:51] we were finally able to resolve the
[2:06:53] Cclick fix issue which is which is that
[2:06:57] AI is that have some AI in it? Okay,
[2:06:59] that is good. Oh, that's good. Uh so uh
[2:07:02] we had an issue with Apple app the Apple
[2:07:04] app.
[2:07:05] » We were finally able to resolve that
[2:07:07] with Apple. So we just had training on
[2:07:09] that. That'll replace the kind of
[2:07:11] archaic request tracker. Some people
[2:07:13] like it, some people hate it. It's
[2:07:15] pretty clunky. So Cclick fix is when are
[2:07:18] we implementing? in the next few days.
[2:07:20] » Okay. So, that has been a positive. And
[2:07:23] I did did see something that uh they
[2:07:25] send you notices when you're kind of in
[2:07:27] the back end of the website about
[2:07:29] accessibility uh and things. We have
[2:07:31] some accessibility deadlines that we
[2:07:33] have to make meet. So, uh that was
[2:07:35] helpful. And I I guess they have some
[2:07:37] backend tools that kind of alert you.
[2:07:39] I'm sure it's sales growth oriented if I
[2:07:42] had to guess because it's something else
[2:07:43] they can help us with. Uh but at the end
[2:07:46] of the day, um it's been a positive. I I
[2:07:48] I like the platform. It's easy to add
[2:07:50] it, easy to modify.
[2:07:52] » Okay. All right. Thank you. Again, all
[2:07:55] all that concept comes out of the fact
[2:07:57] of of efficiencies and
[2:07:59] » Sure.
[2:07:59] » Um wanting to maintain a high level
[2:08:01] quality uh for the residents and
[2:08:04] constituents and um it's just uh
[2:08:09] what direction we need to be looking at
[2:08:10] for the maximum return on investments.
[2:08:13] Thank you.
[2:08:14] » Discussion. Good. Mr. K. Roll call.
[2:08:16] » Mr. Becker. Yes, Mr. Lo.
[2:08:18] » Yes,
[2:08:18] » Mr. Dills.
[2:08:19] » Yes.
[2:08:19] » Motion carries.
[2:08:20] » All right, gentlemen. Last item on the
[2:08:21] agenda is a motion for the approval of
[2:08:24] resolution 2026-56
[2:08:26] funds custodian agreement with the Union
[2:08:28] Township New Committee Authority.
[2:08:32] » So moved.
[2:08:33] » Second. Any discussion? Mr. Kimber. Roll
[2:08:36] call.
[2:08:36] » Mr. Becker.
[2:08:37] » Yes.
[2:08:37] » Mr. Lo.
[2:08:38] » Yes.
[2:08:38] » Mr. Dills.
[2:08:39] » Yes.
[2:08:40] » Motion carries.
[2:08:41] » Okay. Comments from the board. Vice
[2:08:42] Chairman, start with you. Go ahead, sir.
[2:08:44] Uh so
[2:08:46] yeah, what I want to just kind of
[2:08:48] briefly address, so it was um early
[2:08:50] August I put out on social media that uh
[2:08:53] I had an emergency room visit out at um
[2:08:56] Claremont Mercy. So I just wanted to
[2:08:58] give kind of a a brief update on what
[2:09:00] what's going on with that. So what
[2:09:01] happened was I had a number of symptoms
[2:09:03] that were
[2:09:05] um mimicking that of a heart attack. So
[2:09:07] it turned out it was not fortunately,
[2:09:09] which begs the question then what was
[2:09:11] it? Well, it could be any number of
[2:09:13] things. So, since then, I had a um CT
[2:09:17] angiogram that appeared to be a clean
[2:09:20] reading. Uh this evening, I was kind of
[2:09:23] running late getting here if I was going
[2:09:24] to make it on time to the meeting or
[2:09:26] not, but I had a um cardiac MRI, so
[2:09:30] they're investigating some things. Uh
[2:09:32] but with the old ticker, see what's
[2:09:34] going on in there because we we still
[2:09:35] don't know. Um
[2:09:39] Mr. Dit mentioned the uh Revolutionary
[2:09:41] War move monument. I'm not gonna be able
[2:09:44] to make it to that event. I have a
[2:09:45] doctor's appointment uh that that
[2:09:47] morning. So anyway, that's really the
[2:09:49] update on what's going on with me. I
[2:09:51] mean, uh you know, I'm feeling fine and
[2:09:53] uh you know, things are getting checked
[2:09:55] out and so far so good. That's all I
[2:09:57] have. Chairman,
[2:09:57] » It's incredible. Thanks, John, for the
[2:09:59] update. Mr. Lo, sure.
[2:10:02] Um, no, I just uh want to thank you guys
[2:10:05] for the the discussion tonight. Uh,
[2:10:08] highlighting some uh sensitive visible
[2:10:11] uh items in the township uh from
[2:10:14] automatic license plate readers to I
[2:10:17] know we heard one gentleman speaking
[2:10:19] about uh data centers and energy and
[2:10:22] infrastructure. And I believe that
[2:10:24] Commissioner Painter joining us is uh
[2:10:28] taking a leadership role uh as a senior
[2:10:31] advisor I believe uh to EPA uh
[2:10:34] administrator Lee Zelden on local
[2:10:37] governments essentially. I don't know
[2:10:39] the exact title but local governments,
[2:10:41] state governments uh handling uh
[2:10:44] constituent concerns and addressing
[2:10:46] them. Um so you know I think that this
[2:10:49] is a continued evolution. We're going to
[2:10:51] see a symptom of technology like
[2:10:53] automatic license plate readers. Uh
[2:10:56] we're going to see different symptoms
[2:10:57] and forms um of a greater issue. Uh data
[2:11:01] centers, energy uh closed loop water
[2:11:07] centers that that provide power back to
[2:11:09] the grid uh that bring energy costs
[2:11:12] down. Um but it's also very interesting
[2:11:15] just to hear everyone's perspectives
[2:11:17] because um at the heart of all this
[2:11:21] they're at least I have the perspective
[2:11:23] and sentiment that
[2:11:27] those in this world that want to see our
[2:11:29] country fail want to exploit
[2:11:32] some of our greatest strengths and
[2:11:33] that's our first amendment and they seed
[2:11:36] misinformation campaigns um and that can
[2:11:39] be from um things like compute power and
[2:11:43] quantum uh that helps us prevent, you
[2:11:46] know, hypersonic attacks on our our
[2:11:49] great cities. Um all the way down to you
[2:11:53] can see some of the discussion that
[2:11:54] happens with uh automatic license plate
[2:11:57] readers and where we have to balance and
[2:12:00] govern between a board with limited
[2:12:04] resources, police officers,
[2:12:07] um and wanting to do what's right by the
[2:12:09] residents. So, I just thank you guys for
[2:12:11] for the discussion and um look forward
[2:12:15] to to getting the date set for the town
[2:12:18] hall and how that continued feedback uh
[2:12:20] continues to mature and and move
[2:12:22] forward. So,
[2:12:24] uh and I did just draft that on the
[2:12:26] spot. So, uh I had a little bit of help
[2:12:29] uh with uh a friend Claude, but yeah,
[2:12:35] » I like Claude, too.
[2:12:37] » I use it quite a bit. there. Well, I'm
[2:12:40] glad you're adopting. I wanted to
[2:12:41] actually plant that because that is my
[2:12:43] push to our department heads and all
[2:12:46] employees and at the same rate where we
[2:12:48] can make sure we're safeguarding that or
[2:12:50] I don't safeguard's the right word, but
[2:12:52] put the right rails in place because
[2:12:53] this is going to be the future. John,
[2:12:56] you're real deep in economics. You know
[2:12:58] that our our birth rate is down, right?
[2:13:01] Death rate is up. So, 10, 20, 30 years,
[2:13:04] we talk about our our future and our
[2:13:07] kids. We don't have the same manpower
[2:13:10] replacing manpower we have today. We all
[2:13:12] individually have to do more if we want
[2:13:14] to have the same quality of living
[2:13:17] or quality is going to drop.
[2:13:21] Okay.
[2:13:23] The uh Mr. Penn, congratulations on the
[2:13:26] pure plant last month. Big big deal for
[2:13:28] the county. So, congratulations on that.
[2:13:30] Um gentlemen, you both are aware,
[2:13:34] everyone's aware that uh Costco finally
[2:13:36] submitted their plants. That's huge for
[2:13:37] our township in Eastgate. I'm excited
[2:13:39] for it. And um lastly is the um yeah, I
[2:13:44] we it's been a while since we had a war
[2:13:46] concession. I'm looking forward to it.
[2:13:47] It'll be it'll be some good discussion.
[2:13:49] So be good to hear back from the
[2:13:50] residents. Um okay, upcoming events. Uh
[2:13:54] our Union Township uh zoning commission
[2:13:57] uh will meet Wednesday, September 23rd
[2:13:59] here, right here at 7 PM. Union Township
[2:14:02] Board of Zoning Appeals will meet
[2:14:03] Thursday, October 1st, right here at 7
[2:14:05] PM. Our next regular meeting is October
[2:14:07] 13th uh at uh right here at 6 PM. Uh
[2:14:10] township office will be closed Monday,
[2:14:12] October 12th in observance of Columbus
[2:14:14] Day. The last farmers market of the
[2:14:15] season will be f uh this Friday, 400 pm
[2:14:18] uh to 7 p.m. right here at the Civic
[2:14:20] Center campus. Our annual Mount Mariah
[2:14:22] Cemetery lantern lighting is Saturday,
[2:14:24] September 19th from 5 to 7:30 p.m. Union
[2:14:28] Township fireworks celebration is held
[2:14:30] Saturday, September 26th. Uh Mr. Rebecca
