[0:42] reports good evening mayor Truman and members of city

[0:45] council December 21st 2015 8:00 a.m. Valley Center City Hall I

[0:53] arrived for my first day of service with the city of Valley Center George Co was

[0:57] serving as the interim City administrator at the time

[1:00] and had already left for the holidays Christine pan who served as the finance

[1:04] director had also left for the holidays as well thankfully Christie was here and

[1:09] showed me to my new office in the basement she apologized on behalf of

[1:14] George and Christine and said they must have forgotten that I was starting today

[1:18] thus began my service with Valley Center the past 8 and a half years have been

[1:22] amazing it has truly been an honor to work and collaborate with my fellow

[1:26] staff members the governing bodies including the planning and zoning board

[1:30] Economic Development board in the city council and many Community organizations

[1:34] including Main Street Valley Center and the Chamber of Commerce I take great

[1:38] pride in knowing that I am leaving Valley Center better than when I arrived

[1:42] when I look back over the past 8 and a half years we have made significant

[1:46] progress in the betterment of the community at the start of my service it

[1:50] had been s years since the last ploted subdivision had been approved by the

[1:54] city since the end of 2015 we have approved eight new subdivision PL with

[2:00] two more going through the approval process right now the number of building

[2:04] permits for new construction has grown substantially and we can now proudly say

[2:08] that we have certified staff that can conduct all residential and commercial

[2:12] building inspections in house which is keeping tax dollars here and not being

[2:16] sent to Cedric County speaking of building permits back in 2021 at the

[2:20] request of City administrator Clark I was asked to lead the development of a

[2:23] new building permit application form working together with my department

[2:27] staff and the public works department we reduced the new construction building

[2:31] permit application packet from nearly 20 pages to one page printed front and back

[2:36] as you can imagine this change was greatly welcomed by both contractors and

[2:40] developers during the past 8 and a half years the city has made great strides in

[2:44] planning for the current and projected growth taking place in our community

[2:49] during my tenure we have seen the conception and execution of two

[2:53] strategic plans a new pedestrian and bicycle master plan a community survey

[2:58] that was instrumental in the creation of the new Aquatic and Recreation Center

[3:01] now being built north of the middle school and a grocery store Market study

[3:05] that staff uses in his continued mission of bringing a new grocery store to

[3:09] Valley Center during the 2020 census I served as the city's main point of

[3:14] contact with the Census Bureau and was able to serve on the Cedric County

[3:17] complete count Committee in partnership with Cedric County we were able to

[3:21] update our future land use map and designated Urban growth area to better

[3:25] plan for the future expansion of the community the newest planning project

[3:29] under way is the drafting of the new 10-year comprehensive plan this document

[3:33] will provide valuable guidance as the city continues to develop over the next

[3:38] decade in order to encourage growth and investment in Valley Center New

[3:42] incentives were adopted during the past several years the housing and Senate

[3:46] program and the commercial housing and Center Program both of which were

[3:49] drafted by my office and approved by city council have led to the

[3:52] construction of numerous single and multiple family residences and

[3:56] neighborhoods I never thought I'd be a real estate agent but with the creation

[4:00] of the Valley Center Land Bank back in 2017 it became my responsibility to

[4:04] Market and sell the 46 slots in the Ridgefield subdivision that were put

[4:08] into the land bank we were able to sell all 46 Lots within 3 years which was no

[4:13] easy feat the city now operates a booth at the annual waa home show where we

[4:17] showcase new homes and subdivisions our school district and the community in

[4:22] general by the way market calendar now for next year's show which will take

[4:26] place from January 30th through February 2nd one of the accomplishments that I am

[4:31] most proud to have been a part of was the creation of Main Street Valley

[4:34] Center in early 2016 with the support of city council I reached out to our

[4:39] Chamber of Commerce and created a steering committee comprised of downtown

[4:43] business and building owners and other community stakeholders that wanted to

[4:46] see progress made in revitalizing our Historic downtown court within a year

[4:50] the steering committee transitioned into its own 501c3 nonprofit organization and

[4:56] has worked tirelessly to improve the core of our community

[5:00] in 2020 uh 2022 Main Street Valley Center became a designated Main Street

[5:04] Community with the Kansas Main Street program Valley Center can hold its head

[5:08] high as being the only designated community in cedri county and one of

[5:12] only a few in South Central Kansas the following is a list of projects and

[5:16] events that have given New Life to our downtown food trucks on Main Street cies

[5:21] on Main Street the farmers market mainstream enhancement grants the

[5:25] veteran banners program Hometown Christmas the downtown planters and the

[5:30] downtown facade lighting project during the pandemic Main Street Valley Center

[5:34] took the lead in providing nearly $110,000 to local businesses through the

[5:38] commercial businesses relief grant program Main Street Valley Center's

[5:41] continued efforts have encouraged private sector investment in the

[5:44] downtown Corridor totaling nearly $450,000 to date the m valy center board

[5:50] of directors are committed to its Mission and it has been a pleasure

[5:53] serving with them I now thank each board member for their

[5:58] service and for the many many hours they've spent as volunteers Advocates

[6:03] and champions of Main Street what we've discussed tonight barely scratches the

[6:07] surface of what we've been able to achieve these past 8 and a half years in

[6:10] Aly Center what we've achieved has been made

[6:14] possible because of successful Partnerships and cooperation both from

[6:18] within our city organization and community and allies in the county

[6:22] surrounding region and state I would like to thank George Co for giving me

[6:26] the opportunity to come and serve as the community development director and thank

[6:30] his successors Scott hildbrand and Brent Clark for putting their faith in me and

[6:34] providing me with resources and encouragement to lead my department and

[6:37] team I also thank Mayors Lori Dove L cerillo and Jet Truman along with all of

[6:43] the members of city council the economic development board and the Planning and

[6:46] Zoning Board that I've had the honor of working with for their uh for working

[6:51] with for this their service to the community and their support as we worked

[6:55] on Bold new initiatives and programs drafting Creative Solutions to sometimes

[7:00] very difficult problems and approving projects that make Valley Center a

[7:04] remarkable place to call home operate a business or make a significant public or

[7:08] private investment to my fellow department heads and City staff I thank

[7:13] you for the years spent together and all the progress we've made to make our city

[7:17] team more cohesive and effective in carrying out our various

[7:20] responsibilities and being wise stewards of the taxpayers dollars I take with

[7:25] many me many happy memories and a few inside jokes including nits and running

[7:29] it up the the flight if you ever need someone to

[7:32] karaoke an employee event in their Christmas onesie pajamas give me a

[7:37] call to my department staff Bill Andrew Brittney Ortega and Es bonara thank you

[7:43] for your daily efforts to provide exceptional customer service to our

[7:47] residents contractors Builders and other business partners and being ever

[7:51] dedicated to magnifying the roles in which you serve you represent the city

[7:56] well and I couldn't ask for a better team I wish you all the best to Valley

[8:01] Center thank you for welcoming this native hoer on a cold December

[8:07] morning and making an indelible imprint on my heart that I will take with me for

[8:12] the rest of my life thank

[8:43] members of council um few items to bring to your attention at our uh recent

[8:48] outdoor spaces and our public properties and outdoor spaces board meeting uh some

[8:52] of the discussions that we've been having and work one of the projects that

[8:55] we're working on is is uh coming up with a survey side Ames and playground survey

[9:01] for the community so that's something that uh we've been working on for the

[9:05] last couple meetings and we're going to be putting that out to the public we'll

[9:08] go through social media outlets and be on the website hard copies available as

[9:13] well um what we're wanting to do is um have this collect some information about

[9:20] our current status of our playgrounds and and the side amenities out there as

[9:25] well but specifically keing in on our playgrounds of them and parts

[9:31] availabilities and just to try to keep up and as well as you know looking it

[9:37] new opportunities new opportunities for making them more inclusive for all types

[9:44] of ailments and disabilities as well as you know just keeping it keeping a

[9:49] modern playground system as well so that's something that we're looking at

[9:53] long term obviously for more like CIP necessarily budget this year

[9:59] uh we're we're looking at you know somewhere in a 3 to five year range

[10:03] knowing where our playground equipment is is at in this so just wanted to bring

[10:08] that item to you all's attention and mention that as well so uh other items

[10:15] um the pool opens this Saturday May 25th uh there will be a rhythm cutting for

[10:22] the new Splash Pad at noon um at that time so I don't know a whole lot about

[10:28] it I know ad Clark had put out a flyer in social media and probably send it out

[10:32] to you all as well but I just wanted to make that announcement was made uh along

[10:36] with that um pool first day of the pool is always free day so just as a reminder

[10:42] that's water is good and cold but it'll still be fine the lifeguards have been

[10:47] enjoying it and my staff has been so proud of them they've been over there

[10:51] working their tails off this last week and several weeks actually but

[10:55] especially this last week trying to put the finishing touches on

[10:59] as well as are the contractors for the splash

[11:04] so the last item I have is the Ford Street welcome sign I know that that's

[11:09] been bits and pieces here in the process um

[11:14] obviously many of you probably have seen that the stonemason has been out there

[11:19] he's got it pretty well ready to go and my understanding is the sign itself will

[11:25] be uh they're looking to try to set that in the next we or so perit their

[11:30] concerns are obviously getting down in that site with their with their crane

[11:34] equipment and you know if it's muddy and not want to tear things up and get stuck

[11:40] on on some slopes and stuff there so that's kind any

[11:47] questions okay thank

[11:55] you good evening Mar councel a few things uh first off is that I'll be

[12:00] having my Citizens Academy graduation this Thursday at 6:30 uh here at City

[12:06] Hall so we get that this next class concluded uh

[12:12] we did get our uh new police officer graduated from the police academy last

[12:17] Friday so he started his field training and so we're of course still in the

[12:22] process of trying to hire more officers since we still got about five positions

[12:27] to get filled um uh the last thing as you all know from the uh what's been in

[12:33] the news about the shooting that we are investigating that happened early Sunday

[12:38] morning uh so that case is still under investigation so myself and detective

[12:43] meder have been working pretty hard on that uh here the last few days a lot of

[12:48] interviews and U trying to sort through that situation so that is all I have at

[12:55] this point if you have any questions

[13:23] as you may imagine the street scw been pretty busy last couple of days stor

[13:29] we may have a little bit left ENT is pretty fortunate as compared to Hol we

[13:36] have we have extended some some assistance to City hallad so far they

[13:43] generator from us for down lift station and we were able to L them a d trip so

[13:51] we have we have been in contact with them and offering some assistance uh

[13:55] water and waste water guys have been very busy just

[14:00] duties rounds um and meridians they're continue

[14:05] to poor this week they're working on poring from Third Street on continue to

[14:10] work on sidewalks and it's actually Street down there now for a while so

[14:17] that's exciting Ryan I wish you all the best and I can actually thank you for

[14:23] bringing me to City Live Center thank you for that

[14:29] and congratulate crew theyve done a good job this lasted of

[14:49] do uh just to inform you we have made a conditional offer for the finance

[14:54] director position um if everything checks out passes all the different

[15:00] tests June 10th I believe is his start date so we look forward to that the

[15:07] community development director position is open and posted so if anyone knows if

[15:15] anyone who has those very unique skills that ran

[15:22] possesses please send them to our website they're in need and and fill out

[15:26] an application so um we also do want to offer our condolences to Chief Newman

[15:53] Friday thday going to the elementary schools

[15:58] high school school

[16:01] ofland I went to all five schools U to present their signs to them

[16:07] you know we had them D streets up in the place Edition that was to do that for

[16:17] those kids was something they they all had all had a good positive

[16:25] response it was just a lot of fun we especially because Harvest place was

[16:31] their street so not only they get a street sign they're going to have an

[16:36] addition sign probably out front to see so they were really excited about that

[16:42] and uh I want to thank sta for putting those signs together for because that

[16:47] was really something they can display those signs

[16:53] and put them up in the school somewhere um just want to reiterate that

[17:00] we have a farewell from Mr Ryan Thursday at 4: and 6 to 6 here in City Hall we

[17:07] have the academy and

[17:11] Saturday there's a ribbon cutting for a new business at

[17:16] 11:00 bubble

[17:20] and and then the splash pad at new so got some activity going on with the new

[17:26] business and a new player

[17:32] show you'll be an exciting weekend that's all I

[17:41] have you're

[17:45] not um first of all I've been getting a lot of calls in reference to two

[17:51] subjects one is

[17:59] people are getting interested especially the

[18:03] new projects that we have going on that's the

[18:07] first and the second one is

[18:12] golf what I'd like to do is

[18:32] but I'd like to bring these before the council and have discussion because

[18:37] believe it or not the golfs is

[18:45] 2002 and the traffic is Al also

[19:05] the thing is the L comme

[19:11] and talk L

[19:17] ideas um on Transportation there's going to be two

[19:21] subjects one isun by state by itself

[19:32] uh the transportation being disa is

[19:39] not and we have a lot of people here

[19:45] that have a problem getting to their doctor Tes or what true

[19:59] and it's always seems that the transportation picture is for

[20:12] which

[20:15] why now Senor C does have a gentleman that does

[20:21] part time part time to me does not work for a simple reason's say you have one

[20:29] day have do that individual he's working he's not

[20:34] going work

[20:36] all that's person but we need to discuss that also

[20:42] as to whether we want to push for the transportation system would actually

[20:50] start in Park City but uh I'm trying to get to move

[20:57] Center starting point that we have a center

[21:05] to and and come back to the city now there's three different places within

[21:12] which

[21:22] stop facilities so this is one reason

[21:28] we need the support so there's going to be a meeting on in

[21:44] on recomend people want to go there do your

[21:50] in the other thing is too you've heard rumors about the transportation system

[21:56] for railroads of people open the state opening of the

[22:03] railroad system to run north with the Bic train

[22:09] traffic Valley Center from newon to Oklahoma City

[22:36] just bring you up today on some of the other things that I wanted to talk to

[22:41] you about also due to my

[22:47] condition I've come back quite a bit so I some

[22:52] that take over permanently L and I'll help him as much as I can I'm going to

[22:59] restrict myself basically to the counil time and a few other

[23:07] things the senior citizens program with that I

[23:43] thank work pretty good that's all I thank

[23:50] you yeah I wish you the best I know you worked with me on many many questions

[23:57] through so I really appreciate that help me grow to be counil person so I

[24:03] apprciate

[24:09] that ran thank you for everything I've got to work with you um more than most

[24:16] council members because of Economic Development um one of the things you did

[24:21] not list in your job title which I don't think's official but you're a

[24:25] cheerleader and you have always been a cheerleader for Valley CER and and I

[24:29] thank you um for everything that you've done um everything that you've touched

[24:34] is is better um you've left it better so we wish you the best of luck and

[24:41] um if you want to come back I think our Do's
