[2:03]
Chairman, This is a microwave link
[2:05]
that was damaged in the storm on Monday, July 27.
[2:08]
It goes to the Bloomingdale police department.
[2:10]
They are currently up and running on the AST.
[2:12]
He went back up solution, which is for grateful for that.
[2:16]
So we are asking that you do waive the formal bid
[2:19]
process for Southside.
[2:20]
They do have to see just compliant personnel that
[2:23]
is required for this.
[2:24]
And we were very grateful for the work.
[2:26]
They do a great job.
[2:28]
And they are one of our, you know, cybersecurity vendors
[2:31]
as well.
[2:32]
Great.
[2:33]
So we had a backup, so they weren't down.
[2:36]
But this is we need to get the first line of defense out there.
[2:40]
This is the first line out of the backup system.
[2:43]
And it's been working perfectly great.
[2:45]
I have no questions, no other questions, any questions
[2:49]
from the committee?
[2:51]
Hearing None.
[2:52]
All those in favor?

Item number six, consideration of a resolution approving
[3:03]
the direct purchase of three vehicles for the public works
[3:07]
department from Elmhurst.
[3:09]
Ford of Bensenville, Illinois.
[3:11]
And the total amount of $345,136 and a request to waive
[3:16]
the formal bid process funding and account number.
[3:19]
640.9964 DoorDash for 347640.9964.
[3:22]
DoorDash 4350 and 6409964.
[3:24]
DoorDash 4351.
[3:26]
Motion.
[3:26]
OK.
[3:27]
Thank you, Ryan.
[3:30]
Thank you, Madam Chair.
[3:33]
The Public Works Department is requesting approval
[3:36]
to purchase one 2027 423 50 pickup truck with accessory
[3:41]
is for the street division Another 2027 Ford F-350 pickup
[3:47]
truck with accessories for the water division,
[3:49]
as well as a 27 Ford f 750 Super cab
[3:53]
chassis outfitted with a now paid crane body for the sewer
[3:57]
division.
[3:58]
These vehicles will replace a 2011 international crane truck.
[4:01]
2015 Ford F 350 pickup truck, as well as a 2016 Ford
[4:06]
off 350 pickup truck.
[4:08]
All these will either be repurposed, treated in
[4:10]
or sent out to auction.
[4:11]
We are requesting a waiver of the formal bid process
[4:14]
since all three vehicles will be purchased directly
[4:16]
from Elmhurst Ford Elmhurst.
[4:18]
Ford was able to provide us with more favorable pricing
[4:21]
than all the joint purchasing contracts available.
[4:24]
So this will be a little bit of a savings
[4:25]
to the village in the end for purchasing from Elmhurst Ford.
[4:29]
So at this time, we respectfully request approval
[4:32]
of the resolution in the amount of $345,136,
[4:36]
as well as a waiver of the formal bid process.
[4:39]
Thank you.
[4:40]
Thank you.
[4:41]
Not very often that happens that the price
[4:43]
comes in lower than the joint purchasing contract rate.
[4:46]
Not too often.
[4:48]
No.
[4:48]
Great in and we did talk about this.
[4:51]
Our budget.
[4:52]
These are part of our these are all functional vehicles.
[4:55]
OK Any questions from the committee hearing none.
[4:58]
All those in favor anyone one opposed motion carries.
[5:03]
Item number seven Consideration of the first One year contract
[5:08]
extension for Muskeg painting and decorating of this done deal
[5:11]
in a way for street light painting services and the not
[5:15]
to exceed amount of $30,000.
[5:18]
RFT number 25-8-1 funding and account number 100.2510.
[5:26]
Dash 4180.
[5:28]
Motion second.
[5:30]
Thank you, Brian.
[5:31]
Thank you, Madam Chair Last year,
[5:34]
we issued a request for proposal for Street Light painting
[5:37]
services.
[5:37]
And we did receive one request, which was from Muscat
[5:41]
and since they were the sole sole proposal,
[5:44]
we did ask them for an update to the contracts.
[5:48]
Since this does allow 4, 2, 1 year extensions.
[5:51]
So our request tonight is for the first one year
[5:54]
extension for this.
[5:55]
Muskrat did increase their pricing from $900 to $948
[5:59]
per pole for the 40 foot Lake Street
[6:01]
poles with ornamental basis.
[6:03]
In this year, we're planning on painting 31 of them
[6:06]
with the money that we have available So at this time,
[6:09]
we respectfully request approval.
[6:10]
The first one year contract extension to Muscat for painting
[6:14]
services in the not to exceed amount of $30,000.
[6:18]
Thank you.
[6:19]
Thank you.
[6:19]
And we are happy with her work.
[6:21]
Last year.
[6:22]
Yes, they've done a phenomenal job for us Great.
[6:25]
Any questions on the committee hearing none,
[6:28]
all those in favor?
[6:29]
I anyone Opposed.
[6:30]
Motion carries.
[6:31]
Thank you, Brian.
[6:32]
Thank you.
[6:33]
You.
[6:35]
Item number eight is consideration
[6:37]
of a resolution approving the Second Amendment to a lease
[6:40]
agreement between the village of Addison and new Cingular
[6:43]
Wireless.
[6:44]
P c US LLC at 626 North Swift Road motion.
[6:50]
Second, thank you for my Thank you, Madam Chair.
[6:53]
And members of the committee.
[6:55]
A new Cingular Wireless also known as AT&T,
[6:57]
is currently leasing a portion of the village's own property
[7:00]
located at 626 North Swing Road to House R Cellular equipment
[7:04]
and their antennas.
[7:05]
They have them located on our water tower at that location.
[7:09]
They're currently paying just over $3,600 a month in rent with
[7:14]
an annual 3% increase in escalator provision that are
[7:17]
in most of our lease agreements.
[7:20]
And that set to expire in 2037.
[7:23]
They've reached out to staff basically saying
[7:25]
that the 3% escalator provision isn't sustainable anymore
[7:30]
as it goes up every year.
[7:32]
It just it's tough, you know, on an annual basis to maintain that
[7:37]
they say they are indicating as a result,
[7:39]
they're kind of reevaluating their sites So they requested
[7:43]
to have the monthly rent reduced from $33,610.29 to $2750.
[7:51]
And from a 3% annual increase to a 2.5% annual increase
[7:56]
after several months of negotiate
[7:58]
she's going back and forth with them.
[8:01]
I was able to keep them at the 3% and reducing the rent to two
[8:06]
$2,900 as opposed to 2750.
[8:09]
This was almost about a year in the making
[8:11]
to try to get this lease agreement done.
[8:14]
Finally, they did agree to do that.
[8:16]
It was shared with staff and the resolution
[8:20]
and the agreement were reviewed by our village attorney as well.
[8:25]
We did find it to be acceptable.
[8:26]
It's good to get some income coming in the site or not.
[8:29]
Eventually we're going to cut back to where we're at.
[8:31]
So starts requesting your favorable consideration
[8:34]
in improving both the resolution and the Second Amendment
[8:38]
to the lease lease agreement between new Cingular Wireless
[8:41]
and the Village Thank you.
[8:44]
This seems can to be a trend with these companies wanting
[8:50]
reductions in their rent.
[8:52]
Yeah, I think we've had some last year, right?
[8:54]
Yeah.
[8:55]
Initially when I First started looking at this agreements,
[8:58]
there were 5% escalator provisions and those have been,
[9:01]
you know, dropping down to four to 3 to 3 and a half to four.
[9:06]
So this was the first one that came in at 2.5%
[9:10]
plus with the reduction.
[9:12]
This first agreement came out in 1995.
[9:14]
And then it was amended.
[9:16]
The First Amendment was in 2017 and 2017.
[9:20]
We approved a reduction to 2750.
[9:25]
So that's they wanted to go back to the 2017 numbers.
[9:28]
So we were able to at least negotiate them to get them off
[9:30]
of that and maintain a 3%.
[9:32]
So we looked at that as a win.
[9:34]
OK, great.
[9:35]
Well, good work from them.
[9:37]
I have no more questions.
[9:38]
Any questions from the committee?
[9:40]
Hearing None.
[9:41]
All those in favor?
[9:42]
Anyone opposed?
[9:44]
Motion carries.
[9:45]
Thank you, Mike.
[9:46]
Thank you.
[9:47]
Item number Nine is consideration of a resolu Lucian
[9:50]
approving an order form from webs edge for the production
[9:54]
of promotional and recruiting materials for the Addison Police
[9:58]
Department in the amount of $27,300 and a request to waive
[10:03]
the formal bid process Funding and account number one
[10:08]
for 0.9000-416 for motion.
[10:11]
Second.
[10:12]
Thank you Roy.
[10:13]
Thank you, Madam Chair.
[10:14]
If you this item for your consideration is a resolution,
[10:17]
an order form for website H with the Addison Police Department.
[10:21]
The International Association of Chiefs
[10:23]
of Police, host of the larger and most prestigious
[10:26]
conference in the country every year.
[10:28]
So the ACP has a production company website
[10:32]
and every year they reach out to a handful of agencies
[10:36]
that they want to do production videos for the year
[10:38]
and featured at the annual aCP conference
[10:40]
following the conference.
[10:42]
The videos are then replayed throughout all their outlets
[10:45]
for about 12 months and all the materials
[10:47]
are turned back over in the form of recruiting and production
[10:50]
videos back to the home agencies.
[10:52]
Somehow, Webb's Edge and ACP came across village of Addison.
[10:57]
They reached out and they want to feature
[10:59]
the village of Addison and the Addison Police Department.
[11:02]
And this year, ACP Conference in Orlando in October.
[11:06]
So considering where we're at with recruitment,
[11:09]
we continually try to seek out the best We've
[11:12]
been pretty successful locally.
[11:14]
We're trying to increase our reach, though, nationally.
[11:17]
And as you'll hear in a little while,
[11:18]
when we swear in a few new officers tonight,
[11:20]
we went through an initial list of over 80 African fair,
[11:24]
a total of five officers, and we went through the entire list,
[11:29]
so we still seek out the best.
[11:31]
But it is difficult at times.
[11:33]
So we're requesting your approval
[11:35]
to enter the agreements with Webb's edge.
[11:37]
This is an approved asset forfeiture expenditure
[11:40]
for recruitment purposes.
[11:42]
There's only going to count 114 9000 for one, six for.
[11:46]
And we would ask for your approval
[11:47]
to enter this agreement to create the production video
[11:50]
and use it as a recruitment tool.
[11:53]
Very good.
[11:54]
I have no questions on the sign and many questions
[11:56]
from the committee.
[11:57]
Hearing None.
[11:58]
All those in favor and anyone opposed motion carries.
[12:02]
Thank you very and moving on to public health, safety,
[12:06]
and Judicial Committee items.
[12:08]
Item number ten Consideration of a resolution
[12:11]
approving a memorandum of understanding
[12:13]
between the emergency telephone System Board
[12:16]
of DuPage County, NTSB and the Village of Addison.
[12:20]
Consolidate aided Dispatch Center DC
[12:23]
for the 911 system interface interfacing motion second.
[12:29]
Right.
[12:30]
Thank you, Madam Chair.
[12:32]
This item for consideration is a resolution
[12:34]
approving an MOU between the teaspoon
[12:36]
in the village of Addison for the purposes
[12:38]
of connecting to the cards system
[12:42]
through asynchronous means.
[12:44]
Etsy has asked that we all agencies connecting to the card
[12:48]
throughout DuPage County enter into a retainer for Program
[12:51]
Sydney to connect to the card, for instance,
[12:54]
we just seek approval to go into Commerce coach Free CTC.
[12:59]
That requires a connection to the card.
[13:01]
So for each card connection, they're asking for an initial
[13:05]
retainer up to $2,500 for the work that costs teaspoon.
[13:10]
I t department to connect that through the asynchronous means.
[13:14]
That would eventually get down to about 500 over the course
[13:17]
of a year if we had to add more programs to that,
[13:21]
but could that go back up to $2,500?
[13:24]
There is funding and account number 100 1530 dash 4110.
[13:28]
And we would ask for your approval for the MOU.
[13:31]
OK.
[13:32]
And that's 2,500 retainer.
[13:34]
And we assume that will last a full year correct?
[13:37]
Yeah, it should, depending on how many programs we're
[13:40]
looking to connect and interface with,
[13:41]
it should last for throughout the year.
[13:43]
OK.
[13:43]
I have no other questions Any questions from the committee
[13:46]
hearing?
[13:46]
None.
[13:47]
All those in favor?
[13:47]
I need one opposed.
[13:49]
Motion carries.
[13:50]
Thank you.
[13:50]
Right.
[13:52]

[15:00]

[15:01]
The Blue Line Bar and Grill will provide staff and security
[15:04]
to help direct people where to enter exit and park on the site
[15:10]
and subject to approval.
[15:11]
Tonight, a review from the building department.
[15:13]
The police department and the fire department
[15:15]
will be conducted just to make sure there's no life safety
[15:18]
related items and, you know, security measures
[15:20]
are all in check if that is all in order,
[15:23]
then staff would issue a permit tonight.
[15:27]
We do have Jennifer Mcgaha here from the Blue Line Bar and Grill

Thank you for having me.
[15:53]
I basically, we're looking to have the Veterans Trust
[15:56]
Foundation for Labor Day.
[15:58]
Any other car shows for me?
[16:00]
I'm like an event planner.
[16:01]
I like to have events, but I also want to have a course.
[16:05]
We always back to school events.
[16:08]
Anything associated to a fundraiser?
[16:11]
Obviously Labor Day.
[16:12]
We want to do for Veterans Foundation,
[16:15]
I think is with that great opportunity for a family
[16:19]
to get together Or we have like Michael said,
[16:22]
we have a band and our patio normal car show,
[16:30]
not necessarily any vendors is just going to be more so,
[16:33]
you know, come here It's a family friendly ice arena.
[16:37]
So it's, you know, kid friendly.
[16:39]
And basically, we're just looking to have something,
[16:42]
you know, where it's like more of a family friendly event.
[16:47]
Oh, sorry, guys.
[16:49]
That's all he shared it pretty thoroughly.
[16:53]
Yeah.
[16:54]
And i understand this is an event that
[16:55]
was held there to different places,
[16:57]
and that's the first time.
[16:58]
And absent to be held.
[17:00]
I I live 45 minutes, so I know Addison and stress was
[17:04]
very familiar.
[17:06]
Very.
[17:06]
It's strong here.
[17:08]
And that's who's coming.
[17:10]
And I usually do I have.
[17:12]
I hold events in Gilberts.
[17:14]
I'm part of a VFW Eagles club.
[17:17]
So we, we hold events there for car shows and things
[17:21]
of that nature.
[17:22]
