[5:31] Hi. Um, welcome everyone. For those of
[5:34] you who have never been with us before,
[5:36] get this out of the way right away. We
[5:38] are an advisory committee. So, we advise
[5:41] the village board. The village board has
[5:43] the final say. Um, we may vote on things
[5:46] today. Uh, they take it under the board
[5:49] takes it under adisement, but again,
[5:50] they have the final say on the matters
[5:53] we discuss and vote on tonight. That
[5:56] being said, uh, this portion of the
[5:58] meeting, again, for those who haven't
[5:59] been with us, is a public comment on any
[6:02] issues that aren't on today's agenda.
[6:05] So, any of the commissioners have any
[6:07] public comments tonight?
[6:10] Hearing none, anybody from the audience
[6:12] have public comment on any issues,
[6:15] gripes, concerns about the village?
[6:18] Hearing none, we'll move on um on to old
[6:22] business uh which is a continuation of
[6:24] the public hearing case number 2605 at
[6:27] 8905 Planefield Avenue which was before
[6:30] us in May. Uh the petitioner had some
[6:33] homework to do and obviously they are
[6:35] still working through that. So they
[6:37] would like the case to be we had
[6:38] continued it till tonight. Um they don't
[6:41] have everything in order yet. So they're
[6:43] going to continue uh the case to the
[6:45] July 23rd meeting. So, that being said,
[6:48] I'll entertain a motion at this time to
[6:50] continue case 2605 to July 23rd, 2026 at
[6:55] 7 p.m.
[6:56] >> So moved.

[7:07] » Commissioner Weber. I, Chairman Grun,
[7:07] >> I. Uh, off we go. Uh, first case tonight
[7:11] » I. Uh, off we go. Uh, first case tonight
[7:11] in new business is a public hearing case
[7:13] number 2609, a request for variation
[7:15] from section 62-75, bulk yard and space
[7:20] requirements to allow an increase in the
[7:22] maximum building coverage from 30% to
[7:25] 36% to allow a detached garage in an
[7:28] existing a single family district for
[7:31] the property located at 3734 Raymond
[7:33] Avenue. This case is a request for a
[7:35] variation which triggers a public
[7:37] hearing. I'd like to entertain a motion
[7:39] to open public hearing for this case.
[7:42] >> So moved.

[7:56] » I. Uh. Because this is a public hearing,
[7:56] I'm going to ask that the petitioner and
[7:58] anybody that would like to comment on
[8:00] this particular case to stand so I can
[8:02] swear you in.
[8:04] >> Please raise your right hand and repeat
[8:05] » Please raise your right hand and repeat
[8:05] after me. I. State your name.

[8:13] » is the truth.
[8:13] >> The whole truth
[8:14] » The whole truth
[8:14] >> and nothing but the truth.
[8:17] » and nothing but the truth.
[8:17] >> Great. Um if you could come to the mic
[8:19] » Great. Um if you could come to the mic
[8:19] and state your name again and the floor
[8:21] is yours to state your case and then
[8:23] we'll follow up with the staff report.
[8:24] >> Uh good evening. I'm Alex Hawky. Um do I
[8:27] » Uh good evening. I'm Alex Hawky. Um do I
[8:27] need to spell it or anything? Nope. I
[8:30] live at 3734 Raymond. I've been there
[8:32] for about nine years. Uh my wife and I
[8:35] are trying to build a small one and a
[8:36] half car detached garage. It's our
[8:39] understanding the house had a garage
[8:40] previously before we moved in, but it
[8:42] was torn down for some reason that we're
[8:45] not entirely sure about. Uh where the
[8:47] footprint of the existing structure is
[8:48] is the same footprint as the the
[8:51] previous structure, which is right now
[8:52] just a paved asphalt park. Uh we're
[8:56] under contract with Stanley Garage
[8:58] Builders. They're in permit review right
[9:00] now.
[9:02] I think I think that's it for the big
[9:05] >> questions of the petitioner.
[9:09] » The the fence that's currently there,
[9:11] the wood fence that's around the parking
[9:12] pad, is that going to be removed? Will
[9:14] that remain?
[9:14] >> Yeah, that'll get demoed with when the
[9:16] » Yeah, that'll get demoed with when the
[9:16] garage gets built except for maybe the
[9:19] section, you know, between
[9:21] >> the garage and the neighbor's garage
[9:22] » the garage and the neighbor's garage
[9:22] which has our gate.
[9:26] » Um, any other questions of petitioner?
[9:30] Okay. Um, if you could have a seat and
[9:33] just in case we have to be recalled.
[9:35] Staff, the floor is yours.
[9:38] >> Okay. 3734.
[9:40] » Okay. 3734.
[9:40] I will premise this whole thing that
[9:42] ever since these these two petitions I
[9:44] came I keep getting them confused. So
[9:47] that's I don't know why they're close to
[9:48] each other. They're very similar. And so
[9:50] I apologize for all of my confusion over
[9:54] the last couple weeks. Anyway, I'm
[9:56] getting older. Uh, here's a survey. You
[9:58] can see the the what we'll call a
[10:00] parking pad right now in along the alley
[10:02] there which was what the old garage was.
[10:06] Uh there's the front of the house. Of
[10:08] course, there's the environs there. It's
[10:09] zoned a single family as all the
[10:11] surrounding properties are.
[10:14] This is the parking pad. Uh you see the
[10:17] the fence that I guess you talked about,
[10:20] commissioner,
[10:22] as always has the plans. It's it's not a
[10:24] huge garage as he said, one and a half
[10:26] cars.
[10:27] I'll call it twocar garage, but it's a
[10:29] small two-car garage. The height is
[10:31] fine. They dimension it to the peak. Of
[10:33] course, we dimension garages as the
[10:34] mean, but it works. Uh, pretty much a
[10:38] standard garage. Got the 6275. This is a
[10:41] 30% to 36% coverage. And the numbers, I
[10:45] have them in your thing. Uh, it goes up
[10:47] about 220 ft. Um so from 1120 I call it
[10:53] 1130 square feet up to 1350. So give or
[10:58] take
[10:59] 2 220 additional feet. Um they did
[11:03] submit responses to these standards of
[11:05] review as always and um I've just
[11:09] forgotten the section number this
[11:10] section the zoning ordinance where this
[11:11] one comes from and we believe they meet
[11:13] those standards and back up and we
[11:18] recommend approval of the variation
[11:20] request for this garage to be built for
[11:23] all the reasons we have for garages
[11:25] getting the cars off the street and and
[11:27] all that good stuff too.
[11:29] >> Questions of staff
[11:34] Um although there's nobody from the
[11:35] public present, I do have a letter that
[11:38] >> Oh, I forgot received. I'd be happy to
[11:41] » Oh, I forgot received. I'd be happy to
[11:41] read it. Um this is from David Salaldo
[11:46] at 3718 Raymond. My family located at
[11:50] 3718 Raymond is delivering this message
[11:52] in favor of the increase of the maximum
[11:53] building coverage from 30 to 36% for the
[11:57] property at 3734 Raymond Avenue. The
[11:59] increase in building coverage allowing
[12:01] for the construction of attached garage
[12:02] is favorable to us. It will likely
[12:05] improve the value of the home in
[12:06] question and the block as a whole. In
[12:08] addition, the purpose of the code
[12:09] section appears to be mitigate storm
[12:12] water runoff on the property. There is
[12:14] minimal functional difference between a
[12:16] garage and an open parking pad and the
[12:18] amount of storm water runoff experienced
[12:19] by the block. And as such, we see no
[12:21] downside to the increase.
[12:24] That's a good neighbor. It's quite a
[12:26] nice letter actually. Um, any other
[12:29] questions of staff or the petitioner at
[12:30] this time?
[12:36] » Um, okay. I will entertain a motion to
[12:38] close the public comment portion of the
[12:40] hearing and open up the discussion to
[12:42] the commissioners.
[12:43] >> So move.
[12:44] » So move.
[12:44] >> Second.
[12:48] » Commissioner Miller.
[12:49] >> I.
[12:50] » I.
[12:50] >> Commissioner Soda.
[12:51] » Commissioner Soda.
[12:51] >> I.
[12:52] » I.
[12:52] >> Commissioner.
[12:53] » Commissioner.
[12:53] >> Commissioner Weber. I chairman.
[12:55] » Commissioner Weber. I chairman.
[12:56] >> Hi. Floor
[12:59] » Hi. Floor
[12:59] is open.
[13:01] Fellow commissioners,
[13:04] >> I'm in favor of the variance requests
[13:06] » I'm in favor of the variance requests
[13:06] due to the substandard lot size of 30 ft
[13:10] versus the typical lot size of 50.
[13:14] >> I agree.
[13:16] » I agree.
[13:16] >> As
[13:18] » As
[13:18] again
[13:21] water onto the subject property.
[13:25] Beautiful job on the house.
[13:31] » You want to do it?
[13:35] » I have no additional comments.
[13:39] I'm going to recommend approval of case
[13:41] uh 26-09
[13:43] for various v variation from 62-75
[13:46] bulkyard space requirements to allow an
[13:49] increase in the maximum building
[13:50] coverage from 30 to 36%
[13:53] to allow a detached garage in an
[13:55] existing family a single excuse me
[13:59] existing a single family district for
[14:01] the property located at 3736 Raymond
[14:03] Avenue with the following conditions. Uh
[14:07] the property shall be developed in
[14:08] substantial completion with compliance
[14:11] with the plans prepared by Stanley
[14:12] Garage uh builders submitted within the
[14:15] application and any gutters and
[14:17] downspout shall be directed towards the
[14:19] private property um rather than
[14:24] second.
[14:31] Commissioner Miller
[14:32] >> I.
[14:33] » I.
[14:34] >> Commissioner
[14:35] » Commissioner

[14:37] >> I
[14:37] » I
[14:37] >> Commissioner Weber I chairman
[14:40] » Commissioner Weber I chairman
[14:40] >> I uh first step complete this matter
[14:43] » I uh first step complete this matter
[14:43] will go before the president and village
[14:45] board of trustees at their July 13th
[14:47] meeting. All the best to you sir.
[14:55] Um on to the next case.
[14:58] Similar to the last case, uh public
[15:00] hearing,
[15:01] uh planning and zoning council case
[15:03] number 2610, a request for variation
[15:05] from section 62.75, bulky yard and space
[15:08] requirements to allow an increase in the
[15:10] maximum building coverage from 30% to
[15:13] 32.27%
[15:15] to allow a new detached garage in an
[15:17] existing a single family residential
[15:20] district for property located at 3741
[15:23] Morton Avenue, Brookfield, Illinois.
[15:26] This case is a request for variation
[15:28] which triggers a public hearing. I'll
[15:29] entertain a motion to open said hearing.
[15:32] >> So moved.
[15:34] » So moved.

[15:44] >> Hi. Uh, so just like the last case, um,
[15:47] » Hi. Uh, so just like the last case, um,
[15:47] petitioner and any public comment, um,
[15:51] please stand and raise your right hand
[15:52] so I can swear you in. I state your
[15:54] name. I am
[15:56] >> swear the testimony I am about to give
[15:58] » swear the testimony I am about to give
[15:58] >> the testimony about
[16:00] » the testimony about
[16:00] >> is the truth
[16:01] » is the truth
[16:01] >> the truth
[16:01] » the truth
[16:01] >> the whole truth
[16:03] » the whole truth
[16:03] >> and nothing but the truth.
[16:06] » and nothing but the truth.
[16:06] >> Uh please approach the mic and the floor
[16:07] » Uh please approach the mic and the floor
[16:07] is yours. Sir,
[16:08] >> thank you.
[16:10] » thank you.
[16:10] >> I'm the homeowner and the current state
[16:13] » I'm the homeowner and the current state
[16:13] is we have a dilapidated old garage that
[16:16] garage door is parallel with the alley
[16:18] and next to it we have a big concrete
[16:20] kind of driveway. plan is to build a new
[16:23] garage where the concrete driveway is,
[16:26] demolish the old garage and turn that
[16:28] into grass because the new one's going
[16:30] to open up into the alley.
[16:32] And we're the v variation is for the
[16:35] building space because we'd like to be
[16:37] 660 ft for two cars plus lawn equipment
[16:40] and toys and that's allowed by the lot
[16:43] size, but it puts us over the uh house
[16:45] plus garage size.
[16:50] questions of the petitioner.
[16:55] Um, hearing none, if you have a seat and
[16:58] we'll call you in reserve if need be.
[17:01] Staff, the floor is yours.
[17:06] » Thank you. U, I'll back up. Here we go.
[17:09] This is the the larger lot than the last
[17:11] one. It's uh
[17:13] I measured it this afternoon for a fun.
[17:15] It's about 365 ft from the other one we
[17:18] just heard. So, we got we got these
[17:21] things in the same neighborhood. Maybe
[17:23] that's why I keep getting them confused.
[17:24] Anyway, you can see on the top upper
[17:27] right hand corner of the survey the uh
[17:29] the existing garage, of course, the
[17:31] driveway to the to the uh the south of
[17:33] it. I guess that is that's where the new
[17:35] garage will go. And uh it's it's great
[17:38] that the old garage and the concrete pad
[17:42] are removed and returned to green space.
[17:44] So, that's a plus. Um, here's house
[17:47] twotory brick house. Oh, you know, I was
[17:50] going to put the picture of you with
[17:51] your public hearing sign on there and I
[17:53] didn't do that.
[17:55] >> So, anyway, uh, it's zone A. It's zone A
[17:58] » So, anyway, uh, it's zone A. It's zone A
[17:58] all the way around it. Uh, there's the
[18:00] dilapitated garage. And, of course, you
[18:02] can see the driveway there. So, siloed
[18:04] garage and that's where the the new
[18:05] garage goes. The old garage goes away.
[18:08] Um, this is the right numbers. So, um,
[18:12] about 213 ft over the maximum 30% of the
[18:18] lot should be 2250. This is 2463.
[18:23] So 213 ft over
[18:26] not a whole lot in the grand scheme of
[18:28] things.
[18:29] And the drawings the the we went around
[18:33] with the architect on these a little bit
[18:35] because he didn't like our numbers, but
[18:37] we won that. And um
[18:41] you know the garage meets the code, the
[18:43] height and all those sorts of things.
[18:45] There it is again. And you know we're
[18:48] recommending approval of this variation
[18:50] request just like the last one. They met
[18:53] these standards. And there you go.
[18:55] Recommended approval.
[18:57] >> Questions of staff.
[19:01] » Questions of staff.
[19:01] >> Yes. I forget. Does the eve is the Eve
[19:05] » Yes. I forget. Does the eve is the Eve
[19:05] allowed to be in the sidey guard? back.
[19:08] >> I say yes.
[19:13] » Other questions to staff
[19:19] hearing? None.
[19:22] >> Um, I make a motion to approve.
[19:26] » Um, I make a motion to approve.
[19:26] >> Have to close the hearing.
[19:27] » Have to close the hearing.
[19:28] >> You have to close.
[19:28] » You have to close.

[19:31] » Oh, sorry. You're right. My bad. I need
[19:31] that back.
[19:33] >> Thanks, Scott. That's it. Um,
[19:37] » Thanks, Scott. That's it. Um,
[19:37] I'll now entertain a motion to close the
[19:39] public comment portion of the hearing
[19:40] and open up the discussion to the
[19:42] commissioners, which I already did
[19:43] prematurely. I apologize.
[19:47] >> So moved.
[19:47] » So moved.

[19:58] » I, Chairman Grum,
[19:58] >> I. So, we already had Todd's comment,
[20:02] » I. So, we already had Todd's comment,
[20:02] and again, I apologize for that.
[20:04] So
[20:07] there sir,
[20:11] » I'll entertain a motion at this time to
[20:13] recommend approval of the variation from
[20:15] 62-75
[20:17] bulk yard and space requirements to
[20:19] allow an increase in the maximum
[20:21] building coverage from 30% to 32.27%
[20:26] to allow a new detached garage subject
[20:29] to the following conditions. The
[20:31] property shall be developed in
[20:32] substantial compliance with the plans
[20:34] prepared by 3SI incorporated dated uh
[20:38] 42126
[20:39] last revised 5126
[20:42] submitted with the application.
[20:45] Um any gutter down spouse shall be
[20:47] directed towards the private property
[20:49] rather than into the public
[20:54] that motion or entertaining motion.
[20:56] >> Um
[20:58] » Um
[20:58] suggesting offering
[21:01] So move.
[21:02] >> Okay.
[21:06] » I'll second.
[21:09] » Okay. Um, Commissioner Miller
[21:12] >> I.
[21:13] » I.
[21:13] >> Commissioner Sabota.
[21:14] » Commissioner Sabota.
[21:14] >> Hi.
[21:14] » Hi.
[21:14] >> Commissioner Stra.
[21:15] » Commissioner Stra.
[21:15] >> Hi.
[21:16] » Hi.
[21:16] >> Commissioner Weber. I chairman Grunt.
[21:18] » Commissioner Weber. I chairman Grunt.
[21:18] >> Hi.
[21:22] » Um, good luck to you, sir. Um and again
[21:26] this will be before the board of trust
[21:28] the president and the board of trustees
[21:31] on July 13th. All the best. Um
[21:36] okay.
[21:41] So now we're all going to be guinea pigs
[21:43] and Libby will explain why in a minute.
[21:45] But this is um the next order of
[21:48] business tonight is a discussion of
[21:50] property improvement grant request for
[21:53] signage and facade improvements for good
[21:55] time good X times Barberhop PLLC at 3501
[22:00] Maple Avenue. Um uh this is a public
[22:04] meeting to review the property
[22:05] improvement program grant applications
[22:07] for facade improvements and signage
[22:09] improvements. There are two separate
[22:11] requests. I'd like to ask staff for a
[22:13] brief overview of the program as this is
[22:15] our first time hearing these requests.
[22:18] Libby, I'll turn it over to you.
[22:19] >> Thank you, Chairman Gren. So, as you
[22:21] » Thank you, Chairman Gren. So, as you
[22:21] noted, this is the first time this
[22:22] matter is coming before the PZC. Uh,
[22:25] prior to that, all property improvement
[22:27] program applications were decided um and
[22:31] the applications were filed with the
[22:33] economic development commission. uh the
[22:35] board made the decision to implement and
[22:38] adopt an economic incentive uh policy
[22:41] which was adopted sometime in December
[22:43] of 2025. And as part of that, we took uh
[22:47] we took an um all the applications and
[22:50] all the different programs that the
[22:51] village offers and we evaluated where
[22:55] they would be best served and which
[22:57] commission it should go to. So, because
[22:59] the planning uh and zoning commission
[23:02] reviews architecture, site plans,
[23:04] design, it seemed appropriate to bring
[23:07] the facade portion of that to the
[23:09] planning and zoning commission and the
[23:10] board approved that within our property
[23:12] improvement program. So, signage, if
[23:15] it's only an application for signage,
[23:16] that's still being decided by the
[23:18] economic development commission for
[23:19] businesses. If it's facade, it comes to
[23:22] the planning and zoning commission. And
[23:23] if it's both, so the board did increase
[23:26] it from um 20,000 total to 22. So you
[23:30] can add the signage of maximum of 2,000
[23:33] and 20,000 for the facade. That's all
[23:36] going to be heard before the uh planning
[23:37] and zoning commission. So uh the
[23:40] petitioners have the uh distinction of
[23:42] being the first applicants before the
[23:44] planning and zoning with their property
[23:46] improvements.
[23:48] >> Um thanks for that uh explanation. Uh
[23:52] » Um thanks for that uh explanation. Uh
[23:52] any questions of staff at this point
[23:54] before we get started?
[23:56] Okay. Uh will the applicant please stop?
[23:59] It's not a public hearing so I don't
[24:01] have to swear anybody in. Right. Great.
[24:03] Um the applicant come forward make a
[24:04] presentation regarding regarding the
[24:06] grant requests. Come to the mic and
[24:08] please state your names and address
[24:11] please. And the mic is yours.
[24:14] >> Awesome. Hi. Good to see you guys. Um
[24:16] » Awesome. Hi. Good to see you guys. Um
[24:16] thanks for having us. We are Mike and
[24:18] Jessa from Good Times Barber Shop. Um, I
[24:22] don't even know where to start.
[24:25] Um, so basically we've been open since
[24:27] August of 2022. Um, when we first
[24:30] opened, we purchased the building. I
[24:32] believe prior to that, I don't know the
[24:33] exact year, our existing building at
[24:36] 3501 was open, but I think it was
[24:39] abandoned for 13 plus years. And then L
[24:42] maybe some people that are from here
[24:43] longer know a little bit better, but
[24:45] Linda Soal had owned the property for a
[24:47] little gutted, flipped the inside, and
[24:49] then we were able to purchase from them.
[24:52] Um, and then we turned it into our
[24:54] barber shop. So, we've always known
[24:56] about the PIP grant ever since we first
[24:58] talked with like when Paul worked here,
[25:00] seeing if our zoning worked for barber
[25:02] shop stuff and they always told us and
[25:04] it was uh Kendra was the first person I
[25:07] probably talked to when we were first
[25:08] opening when I was like, "My gosh,
[25:10] there's a young girl here." Like, I
[25:12] thought I was going to have a wall of
[25:14] something like just doubting us of
[25:16] buying and opening everything. So, she
[25:19] had printed out everything of where we'd
[25:20] be able to put a sign if we got the PIP
[25:22] grant, all that fun stuff. So that has
[25:24] always been in our mind of wanting to go
[25:27] after, but it was always, of course, our
[25:29] first time opening the business, getting
[25:31] everything running smoothly, figuring
[25:33] out taxes as independent contractors for
[25:35] the first time. Um, so now we're in a
[25:37] place where we feel confident and ready
[25:40] to put time and energy into this
[25:42] improvement on our building of the
[25:44] outside exterior. And I do know it needs
[25:47] it like that. The shingles, the there's
[25:50] birds in it right now. So, I just think
[25:52] it's a really good time with the
[25:53] beautifying of the fountain that we went
[25:55] through, it getting reconstructed and us
[25:57] being there. They got the sheds are all
[25:59] getting all redeveloped. I feel like
[26:00] there's a focus on eight corners right
[26:02] now. So, to know that we could hopefully
[26:05] get this going and fix our outside to
[26:07] match our inside is why we're really
[26:11] motivated to get it done sooner than
[26:13] later and to have exterior lighting that
[26:16] works in a building that doesn't look
[26:18] like it's still closed down. And I
[26:20] always joke that it looked like an old
[26:23] oil change place with the if anyone's
[26:25] familiar with the building. We we did so
[26:27] much work to it ourselves too. Like I
[26:29] know Belinda did the paid to get the
[26:31] inside renovated with beach before it
[26:34] was beach. So we have photos of all the
[26:37] work sweat equity we did of like
[26:39] painting the aluminum. Paul was still
[26:42] the uh main zoning or permit guy. all
[26:46] the things when we did the resale uh
[26:48] inspection thing, we fixed everything on
[26:50] that. I think the first month we got the
[26:52] signage removed, which was that giant
[26:55] billboard sign and then the billboard in
[26:57] the back.
[26:58] >> Um so I'd love to like if they wanted to
[27:01] » Um so I'd love to like if they wanted to
[27:01] look at any of the photos. I'm wondering
[27:04] if the main thing is just figuring out
[27:06] you guys, I'm assuming as zoning and
[27:10] planning are going to just check with
[27:11] our quotes what we're getting done is
[27:14] worth what we're asking for of it. So
[27:16] all that money is being used properly
[27:18] and also that everything that we'd like
[27:21] to upgrade on the exterior facade falls
[27:24] in the realm of what this PIP grant is
[27:26] for.
[27:31] questions of the petitioner at this
[27:32] point.
[27:36] » Um, I have a couple. Um, have you talked
[27:38] to staff about building permits if this
[27:41] goes ahead?
[27:43] >> They said that we didn't need architect
[27:45] » They said that we didn't need architect
[27:45] drawings regarding the awning, which is
[27:47] probably the bigger the biggest of all
[27:49] the fixes. Everything else is pretty
[27:50] minor of like changing like sophets,
[27:52] metal, uh, fixtures and everything like
[27:55] that. And then I didn't ask about like
[27:58] signing permits and all that stuff, but
[27:59] I don't think anything is out of code
[28:02] because I think signing and everything
[28:04] has to be below your roof. I know
[28:05] there's the issue with the pig on top of
[28:07] beach going above and that's why our one
[28:09] giant sign came down. It was above the
[28:11] the building.
[28:12] >> Um
[28:13] » Um
[28:13] >> well, you you would need a separate
[28:14] » well, you you would need a separate
[28:14] signage permit for sure.
[28:16] >> Yes. Yeah. As far as the other stuff, I
[28:17] » Yes. Yeah. As far as the other stuff, I
[28:18] don't I didn't get as far as to know
[28:19] what the permits would be for
[28:21] >> and and I'll I'll explain why I'm
[28:23] » and and I'll I'll explain why I'm
[28:23] asking. um the the the drawings and and
[28:27] again, everybody's guinea pigs here,
[28:28] right? And you seem like you're really
[28:31] anxious to get this done and beautify
[28:33] the property, which we all appreciate,
[28:35] right? Um that said, some of the images
[28:39] that you sent us or me particularly as
[28:42] an architect, um it's hard to figure out
[28:44] what you're going to do. Yeah, I'd love
[28:46] to talk and especially the main
[28:48] storefront, which I'm looking at what
[28:51] you have now, which to me is in terms of
[28:55] the division of the windows and the
[28:56] glass is somewhat interesting. And then
[28:58] I see this picture of
[29:01] >> flat glass and
[29:02] » flat glass and
[29:02] >> they did that. Yeah.
[29:03] » they did that. Yeah.
[29:03] >> And hold on, hold on, hold on. Flat
[29:05] » And hold on, hold on, hold on. Flat
[29:05] glass and a six panel,
[29:08] >> no disrespect, Home Depot solid door,
[29:11] » no disrespect, Home Depot solid door,
[29:11] you know. So I I does that doesn't seem
[29:14] to me to be an improvement to the
[29:15] property. It seems like it's you know so
[29:19] it it's hard for me to figure out you
[29:22] know what you really want to do.
[29:25] >> Yes.
[29:25] » Yes.
[29:25] >> And and that gets back to the question
[29:27] » And and that gets back to the question
[29:27] of the architecture because I think if
[29:29] you're changing the storefront, which I
[29:31] didn't see in any of the quotes, you
[29:33] would need a permit for that. Um, I I'm
[29:36] not sure
[29:38] why you would need a permit because
[29:40] you're you're pulling down the the
[29:43] if if you do a roof, you need a permit
[29:45] for a roof.
[29:46] >> Yeah. They said it'd be under a roofing.
[29:48] » Yeah. They said it'd be under a roofing.
[29:48] Okay.
[29:48] >> Yeah. So, just to clarify, the next step
[29:50] » Yeah. So, just to clarify, the next step
[29:50] would be to apply for all the permits
[29:52] with our building.
[29:53] >> So, they So, and and then that gets back
[29:55] » So, they So, and and then that gets back
[29:55] to, you know, if if you don't need an
[29:58] architect and it doesn't appear that you
[30:00] have an architect yet. Um and and the
[30:03] renderings frankly show that you know so
[30:06] I think it's and we can get to that part
[30:08] in our discussion portion of it. So uh
[30:11] but now at least I know the process.
[30:13] Yeah.
[30:15] >> So um that's the big question. Um the
[30:18] » So um that's the big question. Um the
[30:18] old shingled mansered roof awning there.
[30:21] That's what Pat was worried. He's like
[30:23] do they consider awning or roofing? And
[30:24] then they said that it would be
[30:25] considered an awning that it wasn't
[30:28] structural. Everything's structural. So,
[30:30] I guess the big question is what's
[30:32] beneath that, right? So, the shingles
[30:34] right now, they're some type of aluminum
[30:36] connecting siding shingles and the
[30:39] plywood behind it because I believe it's
[30:41] at least from the 80s, if not possibly.
[30:43] I know the building was built in like
[30:45] 70, I believe. The awning might have
[30:47] gotten put on in the 80s, I think. And
[30:50] the reason that there's just a light
[30:52] acrylic sign is because all of the wood
[30:54] behind it is completely rotted, like
[30:56] smush, right? So, the big question when
[30:58] I've talked with different contractors
[31:00] was, "We don't know exactly what's
[31:02] behind it." I do know that it's a uh
[31:05] what's the word for the concrete though?
[31:07] Um
[31:10] I can't think of the word, but um
[31:15] the stones
[31:19] you say block.
[31:21] >> Yeah, cinder block. Sorry. It's cinder
[31:23] » Yeah, cinder block. Sorry. It's cinder
[31:23] block building, right? So, I think if
[31:26] that was removed, it might be cinder
[31:28] block. I don't know if the bricks went
[31:29] all the way up. This building at one
[31:31] point was just a flat roof storefront
[31:35] and then they put the furnace on top of
[31:37] it of the steel roof and gabled it. So,
[31:40] we just got our roof to get approved to
[31:43] get redone with our insurance. And the
[31:45] goal would be that when we get the roof
[31:47] done that we could get the waterproofing
[31:49] over the edges and get our st black
[31:51] metal standing seam metal awning
[31:55] replaced on that huge front of it that
[31:57] takes up like the biggest chunk of it.
[31:59] The windows are fine. I used to hate the
[32:01] little squares, but I like them because
[32:03] a few of them have a gas leak and that's
[32:05] a simple $100 fix to redo the gas. We
[32:09] used to work at Brookfield Barber and
[32:11] the issue with one solid piece of glass
[32:13] is that they get fogged up. They're not
[32:16] you have to get really expensive if you
[32:18] want it to be clear all the time and in
[32:19] the winter. So, I have fallen in love
[32:22] with our little squared things. Um, so
[32:25] yeah, the biggest thing is having that
[32:26] black standing
[32:28] uh seam awning replaced that can
[32:30] actually hold channel letter things
[32:33] because of the water issue of the damage
[32:35] to that wood, the electricity that's
[32:37] there. We switched out the can lighting
[32:39] when we first bought it and it maybe
[32:41] only worked for a year. So, I think
[32:43] there's an issue with the electricity
[32:44] behind there. And with that, we would
[32:47] It's a lot, but if we could get behind
[32:50] there and we're going to take it down. I
[32:52] get to redo the electric, get better
[32:54] lighting so it's safer and looks better
[32:56] at night. Um I we could put an exterior
[32:59] barber light. I'd like to put an
[33:01] exterior power like source like a little
[33:04] extens um a box an exterior box so I
[33:09] could put Christmas lights because we
[33:10] decorate for all the things we do all
[33:12] the events through with the town on the
[33:14] circle. Um those benches were cheap. I
[33:17] think I'd really like to switch them to
[33:19] composite decking with iron. That would
[33:22] look nicer, be safer outside with the
[33:24] public when they do what they do
[33:26] outside. Um but we need a a different
[33:32] awning if we want to change um to have a
[33:34] signage that can actually be held up.
[33:39] And then as far as that, then it'd be
[33:40] just all the other metal to match it.
[33:42] And then there's the two siding on the
[33:45] sides
[33:46] and those it just looks like old house
[33:49] siding. We painted it when we first got
[33:51] it. It's falling apart. Behind it is
[33:53] plywood that's getting water damage.
[33:56] Like it's just old building. Um, we want
[33:59] to switch this to Hardy. We're looking
[34:00] longterm. We bought this building in
[34:02] 2022. We've worked in the Lrange,
[34:05] Brookfield area, cutting hair for 10
[34:06] years. We're gonna We live on Deo. Like,
[34:09] we're going to retire here. So, any
[34:10] money that helps us to invest in this
[34:13] building is staying with us, staying
[34:14] with the town, and that's kind of what
[34:16] we're looking for.
[34:22] » Other questions? The petitioners?
[34:24] >> You answered my question. On page 51, it
[34:26] » You answered my question. On page 51, it
[34:26] indicates that under sighting there
[34:27] could be vinyl, composite board, or
[34:30] hardy board. And you' mentioned you
[34:32] going with a board sighting.
[34:33] >> Yeah, he put a full thing about the
[34:35] » Yeah, he put a full thing about the
[34:35] heart. I relooked at the one of the
[34:37] contracts and they said that and I think
[34:39] that'll last longer.
[34:44] » Yeah, that was PAX rendering. I like my
[34:46] rendering because it showed it. The only
[34:48] other difference because after I
[34:50] submitted the facade application, I got
[34:53] the final quotes for the signage and saw
[34:55] the different prices. The only thing
[34:57] we're going to NYX and get rid of is the
[35:00] circle with our logo light. We cut that
[35:02] out for the budget so I could keep the
[35:04] signage bigger to be more legible for
[35:08] drivers. So, I just didn't update that.
[35:10] I do have another photo rendering where
[35:13] it would get rid of um that. So, it's
[35:15] just the Good Times Barberhop signage on
[35:17] that one because it was going to be like
[35:20] 8,000. Wanted to stick closer to 6,000.
[35:23] We'll get
[35:24] >> We actually have that.
[35:25] » We actually have that.
[35:25] >> Okay. I did put that in. I wasn't sure.
[35:28] » Okay. I did put that in. I wasn't sure.
[35:28] >> Okay. That and then I didn't photo edit
[35:30] » Okay. That and then I didn't photo edit
[35:30] benches.
[35:31] And then as far as the color of the
[35:34] siding, I I'm
[35:36] >> I I haven't even sat down with the
[35:37] » I I haven't even sat down with the
[35:38] contractors of which one we know we'll
[35:39] use to pick colors or anything. It's
[35:41] very It feels very early in the process.
[35:44] It's more to see if it's going to be
[35:45] feasible. Now,
[35:48] >> I do like the divided lights, the
[35:51] » I do like the divided lights, the
[35:51] divided windows. Yeah.
[35:53] >> I think it adds charm, especially at
[35:54] » I think it adds charm, especially at
[35:54] night.
[35:55] >> Yeah.
[35:56] » Yeah.
[35:56] >> And the biggest thing was the aluminum
[35:58] » And the biggest thing was the aluminum
[35:58] frames. They were aluminum when we
[36:00] bought the building. And one of the
[36:02] things was we did aluminum primer. We
[36:04] coated the windows to protect them and
[36:06] we painted them black and it gave it
[36:07] more of like a farmhouse look. So, I
[36:09] think having standing stain black, we
[36:12] love brick. I'm going to some quotes
[36:15] separately from this and do tough
[36:17] pointing on it. I think it needs it. Um
[36:19] that'll just help with that. And then we
[36:21] have like a five-year plan of other
[36:23] fixes that we want to do. We have a
[36:24] small business loan that helped us
[36:26] purchase the building. It matures seven
[36:29] years. So we have three more years on
[36:30] it. And I've been saying this for a
[36:32] while now, but when I do that, I would
[36:34] like to redo the parking lot. That'll
[36:36] become another beautifying thing. So
[36:37] we're just that's our heart. That's what
[36:40] we're working on. And I think we're
[36:42] going to use to the best of its ability
[36:44] to fix this building and keep it here
[36:46] for a long time.
[36:50] » Other questions of the petitioner at
[36:52] this point?
[36:55] >> Okay. Um I have a seat. We'll call you
[36:57] » Okay. Um I have a seat. We'll call you
[36:57] in reserve if we need to. Staff, floor
[37:00] is yours.
[37:03] Okay. Comes back to me. U we all know
[37:07] where the barber shop is. I don't go
[37:09] there very often, but I know where it
[37:11] is. I go by it twice a day. Um, of
[37:14] course, here's the building with the
[37:15] the, you know, the the front that we all
[37:18] like those divided glass.
[37:22] Put the sides here. View from Grand and
[37:24] view from Maple because of course we we
[37:26] always talk about four-sided buildings
[37:28] and they're looking at doing all all the
[37:30] sides. So, that's a good thing. Um, as
[37:33] he said, there's two requests. You know,
[37:35] the signage is up to $2,000. The bulk of
[37:38] it, the exterior is up to 20. Both are
[37:41] 50% of of the cost, the eligible cost.
[37:46] I'm just blow through these because
[37:48] you've seen these are all in your packet
[37:50] with the Home Depot door.
[37:55] These were the the numbers. These are
[37:57] all in your packet there. How they came
[37:59] up with these.
[38:02] Well, the number we come to the $19,000
[38:04] we go down to that. So they got the two
[38:06] quotes as that's required
[38:08] by the program. You can see the PACC is
[38:11] 396. The other one was a little higher
[38:14] at 426. Um so that puts 50% at $19,800.
[38:23] Similarly um
[38:26] the signage come through here
[38:30] you know wrong way here. two two signs
[38:35] round numbers 5910 and 763.
[38:38] Um so it comes down to $2,000 out of the
[38:42] 5100 cost for the signage
[38:45] and that's what that's
[38:48] you know all she wrote that's that's a
[38:50] very simple process of the cost and the
[38:54] rest is up to you guys
[38:56] >> questions of staff.
[39:02] » Okay. Um, as this is not a public
[39:04] hearing, we're going to do this a little
[39:06] more casually. So, we're going to open
[39:08] discussion to commissioners, um, but we
[39:10] may need staff input. We may need, um,
[39:13] petitioner input as we discuss things.
[39:16] Um, because like I said, this is the
[39:17] first for all of us. So, um, bear with
[39:21] us and don't take anything personally.
[39:23] So, um, okay, I'll open in the
[39:25] commission for questioning and
[39:27] discussions. I just want to bring up a
[39:29] few points. So, having read um kind of
[39:32] the PIP information,
[39:34] um the PIP is intended to encourage
[39:36] exterior commercial property
[39:38] improvements and enhance the appearance
[39:40] and economic vitality of the village's
[39:42] commercial corridor. So, I think that's
[39:44] one of the points that we should think
[39:46] about. Um there's also, and I haven't
[39:50] written it down, it also says that the
[39:51] PIP, and correct me if I'm wrong, staff,
[39:54] can't be used for regular maintenance.
[39:56] You know, so I think it's our within our
[39:59] purview to figure out, you know, how
[40:01] much of the money that the petitioner is
[40:05] asking is actually for
[40:07] enhancement and app enhancing the
[40:10] appearance and economic vitality of the
[40:11] village's commercial corridors and how
[40:14] much of it is for maintenance. And it's
[40:17] not their fault that the building has
[40:19] fallen into disrepair. I get that. But
[40:22] um so I think those are some of the
[40:24] things that we can keep in mind and I'm
[40:26] sure you have other thoughts. So
[40:32] » go ahead Todd.
[40:33] >> Sure. Sure. So in general to see
[40:35] » Sure. Sure. So in general to see
[40:35] >> in general I like the intent and I I
[40:38] » in general I like the intent and I I
[40:38] appreciate the materials that have been
[40:39] presented. It's I do struggle with
[40:43] what's been discussed versus what can
[40:45] actually occur through permitting and
[40:47] process. Right.
[40:49] So I I believe some of these items can
[40:52] be done without a true building permit.
[40:55] They probably just be done with a
[40:56] maintenance permit like roofing would,
[40:59] right? It wouldn't need an architect
[41:01] necessarily for that. So while I
[41:04] understand what the applicant desires,
[41:08] it's hard to understand what what
[41:11] actually would be.
[41:14] » I share that struggle.
[41:17] >> So then we We wouldn't be able to learn
[41:21] » So then we We wouldn't be able to learn
[41:21] that it sounds like because the
[41:23] permitting process comes after.
[41:26] >> Well, we could ask for it. We could we
[41:28] » Well, we could ask for it. We could we
[41:28] could. Yeah.
[41:29] >> Okay.
[41:30] » Okay.
[41:30] >> We're talking about almost approaching
[41:32] » We're talking about almost approaching
[41:32] this as a planned development, reviewing
[41:34] materials, colors, final decisions on a
[41:39] contract.
[41:40] >> I I again, I don't know what our
[41:41] » I I again, I don't know what our
[41:41] latitude is.
[41:44] I I think that that's the case because I
[41:46] I think we're charged with is is are
[41:50] these upgrades really enhancing the
[41:53] facade significantly?
[41:56] >> And if so, then I think we should grant
[41:58] » And if so, then I think we should grant
[41:58] the money. But if not, you know, you
[42:01] know, is is pulling the old man roof
[42:04] material off and fixing all this the
[42:07] substrate behind it to me seems like
[42:10] maintenance, but you know, I don't know.
[42:13] >> And and if I can just um talk about PIP,
[42:16] » And and if I can just um talk about PIP,
[42:16] and this is this is new, so there's a
[42:18] lot that's uh within your purview to
[42:19] decide. The PIP program was specifically
[42:22] designed for the three tiff districts wi
[42:24] which happen to have more distressed
[42:26] properties there. Um so there is some
[42:28] leeway in terms of considering um what
[42:31] would be general improvement to the
[42:34] area. So in other pips that have been
[42:36] decided and the PIP came went in in
[42:38] 2021. Um there's another example right
[42:41] down the street on Broadway the um oh de
[42:44] what is that Chris Watland's building
[42:47] >> oh Winn's playroom. So that's one
[42:49] » oh Winn's playroom. So that's one
[42:49] example if you're familiar with that
[42:52] kind of kitty corner to u Mary's um that
[42:55] building received the full PIP and when
[42:58] the applicant applied for it they were
[43:00] looking for only redoing the windows and
[43:02] at that time the the EDC looked at the
[43:04] whole building and said can you can you
[43:06] redo more of the structure paint it redo
[43:09] all the windows so there was a
[43:11] discussion about beautifying it and
[43:13] that's part of what the PIP is for is to
[43:15] enhance some of the buildings it's not
[43:17] for straight maintenance though. Um,
[43:19] tuck pointing for example, but removing
[43:21] a mansered roof if that's within the
[43:23] purview, updating outdated signage,
[43:25] removing monument signs, it is within
[43:27] that. Um, as far as what kind of
[43:29] limitations you want to place on that,
[43:31] um, we're just trying to be cognizant
[43:33] within the the the grant and what
[43:35] applicants can do. So, it's not a plan
[43:37] development per se, but you certainly
[43:39] have um leeway with architectural
[43:41] standards, you know, renderings if
[43:44] additional renderings are needed for the
[43:46] permit process. So they they will have
[43:48] to go through the permit process for
[43:49] signage and so forth. Architectural
[43:51] renderings are not required per se, but
[43:54] it really depends on the project. There
[43:56] could be one where they might be
[43:57] required. So I don't know if that helped
[44:00] or
[44:02] >> go ahead
[44:17] replacement damage or decorative
[44:19] elements
[44:22] and decorative elements
[44:27] windows and doors.
[44:32] So that's why I brought up that damage
[44:34] because I thought that
[44:35] >> right completely understand that is
[44:37] » right completely understand that is
[44:37] correct.
[44:37] >> Y
[44:43] » I feel first of all to say that I think
[44:46] this business is a great addition to
[44:48] that area. I mean that is such a tiny
[44:51] building that you know what you've done
[44:55] and what is in there now I think it
[44:57] really has added to eight corners and
[44:59] every time I drive by there it just
[45:01] looks like
[45:02] there's activity going on. So, I'm happy
[45:06] to see that and I'm, you know, I'm happy
[45:09] to hear that you would like to make
[45:12] these improvements to the building. And
[45:14] I think what they've shown us in terms
[45:17] of the signage would
[45:20] u be more readable to um to folks who
[45:24] are driving around the circle
[45:26] >> because it's not always easy to read
[45:29] » because it's not always easy to read
[45:29] something while you're trying to avoid
[45:32] an accident driving around the circle or
[45:34] even those that are walking or biking.
[45:38] Um,
[45:39] so to me it looks like, you know, it
[45:43] would be an enhancement to eight
[45:46] corners,
[45:47] >> just the signage or everything.
[45:49] » just the signage or everything.
[45:49] >> Well, I think it depends on what we have
[45:51] » Well, I think it depends on what we have
[45:51] to,
[45:54] you know, what we, you know, what we can
[45:56] include,
[45:57] >> I guess I'll say. So, whatever is um
[46:01] » I guess I'll say. So, whatever is um
[46:01] allowed to be included in this, you
[46:04] know, I I would be in favor of it in
[46:07] order approve it.
[46:08] >> So, so let me throw back at staff in in
[46:10] » So, so let me throw back at staff in in
[46:10] terms of
[46:13] you know, we we've heard a little bit
[46:16] more clarity today from the petitioner
[46:18] in terms of, oh, we're not going to do
[46:19] that storefront, we're going to keep
[46:20] this storefront. I think the Manser roof
[46:24] is pretty clear what they're going to
[46:26] do. But and they want to do black, but
[46:29] they haven't picked out the siding
[46:30] colors or, you know, because with Hardy
[46:35] Plank siding, for instance, you could do
[46:37] a lot more for the same cost, you could
[46:40] do a lot more interesting infill in that
[46:42] sighting than the lap sighting that's
[46:44] there now, which is pretty terrible,
[46:46] frankly, you know. So, I think,
[46:48] >> you know, so I guess back to staff is
[46:52] » you know, so I guess back to staff is
[46:52] What is your if you if if this gets
[46:54] approved and it gets approved by the
[46:55] board, what is the end expectation?
[47:00] >> Well, we we would
[47:01] » Well, we we would
[47:01] >> what do you think you're going to see?
[47:03] » what do you think you're going to see?
[47:03] >> Well, we would expect it to look similar
[47:04] » Well, we would expect it to look similar
[47:04] to the plan that they're they're
[47:06] providing and the more detailed plans
[47:08] would be once they receive their
[47:09] permits, but if there's specific
[47:11] conditions, so for example, if this
[47:12] board said we would like to see a Hardy
[47:14] board that is Xcolor as part of this
[47:17] grant, that would be within your
[47:19] purview. or we don't want we don't want
[47:21] to see the six panel door. That would be
[47:23] a condition that would be placed on
[47:25] that. Uh previously when some of the the
[47:28] PIP facade grants have been approved, it
[47:31] was just based off of the general plan
[47:34] of what um what the petitioner was
[47:36] applying for in terms of overall
[47:38] improvement. And the PIP the PIP is
[47:40] really there designed to in recognition
[47:42] of business owners trying to beautify
[47:44] the properties. If I may, um,
[47:48] >> some of our recent PIP for exterior
[47:50] » some of our recent PIP for exterior
[47:50] facade include Irish Times and Tishlers.
[47:54] The one of the objectives of the program
[47:56] is to improve the appearance of the
[48:00] building. Um, as Libby mentioned, if um,
[48:03] you had a request to consider in the PIP
[48:07] application, um, we could add that as a
[48:10] condition. uh they would go through the
[48:12] permitting process and get all the
[48:14] required permits for the roof for
[48:16] signage. So that would all be met and if
[48:19] it did require architectural plans that
[48:22] would be required as well. So we do want
[48:26] to see improvement on public facing
[48:28] streets in a tiff district to make the
[48:30] appearance of a building better and um
[48:33] most of the applications that have come
[48:36] through since 2021 included
[48:39] um such improvements. Um if you remember
[48:42] uh the style house on Grand Boulevard,
[48:45] um they had a similar type of request
[48:48] with the signage and with um colors. It
[48:51] wasn't necessarily um um doing hardy
[48:56] work that would require architect
[48:58] architectural plans,
[49:00] >> but I'm happy to answer any other
[49:01] » but I'm happy to answer any other
[49:01] questions about prior um PIP submissions
[49:06] that may help guide you. But
[49:07] >> no, and and I
[49:10] » no, and and I
[49:10] If if they don't need an architect,
[49:11] that's great. As much as I love
[49:14] architects,
[49:15] um,
[49:17] but I guess,
[49:22] you know, going forward, we're setting a
[49:24] we're we're setting, can't say that
[49:26] word, gentleman. We're setting a
[49:28] precedent here depending on what we
[49:31] allow, what we don't allow. Um, I I
[49:34] guess being frank, I'd like I'd like a
[49:37] I'd like an image of what this thing's
[49:39] going to look like. And I don't I don't
[49:41] have that now, frankly, because now I
[49:43] hear, well, we're going to keep this
[49:44] storefront. We're not going to do the
[49:45] other storefront that was in the
[49:46] package. And we're going to we're going
[49:49] to do Hardy Plank sighting, but that's
[49:51] not really what's rendered.
[49:53] So, I don't know. And maybe I'm being
[49:56] maybe I'm asking too much. I don't know.
[49:58] What do you think? What I'm hearing from
[50:00] what Libby said is that that it can
[50:04] start out being more of a conceptual
[50:06] plan and then it's as
[50:10] the process moves forward then the
[50:12] details
[50:13] >> right
[50:14] » right
[50:14] >> are worked out. But is that something
[50:17] » are worked out. But is that something
[50:17] that we need to review?
[50:20] >> You can
[50:23] » You can
[50:23] well it depends on the scope of the
[50:24] project. So, a facade could be a $5,000
[50:27] facade. Architectural plans are not
[50:29] generally required for certain projects
[50:31] anyway, but especially for one that's on
[50:33] a smaller scale here because we're
[50:35] trying to encourage um you know,
[50:38] encourage business owners to avail
[50:40] themselves of the funds. But that being
[50:42] said, because they are village funds,
[50:44] you do have leeway. This is a slight
[50:46] this is on the higher end because it's
[50:48] the maximum that's being offered. So,
[50:50] you do have leeway and conditions that
[50:52] you can certainly put on it and and this
[50:54] is the right form to talk about it. If
[50:56] there's, you know, if you don't like the
[50:58] signage, if the windows, there's a
[51:01] different recommendation for that. Um,
[51:03] and certainly the petitioner could also
[51:05] answer if there's additional questions
[51:06] on that. So, all of those conditions
[51:08] would be put into place before they then
[51:10] apply for the permits. Well, it has to
[51:12] go to the board. So, once the board
[51:14] approves it, then they would apply for
[51:16] the permits.
[51:18] See, and that's what what you had
[51:19] mentioned, Karen, and that's my worry a
[51:21] little bit is is if if we don't put the
[51:25] conditions on it, and I'm not sure we
[51:27] could get all the conditions tonight. I
[51:29] don't But if we did,
[51:30] >> if we didn't, then we will never know
[51:33] » if we didn't, then we will never know
[51:33] what it's going to look like. Right.
[51:35] >> Right.
[51:35] » Right.
[51:35] >> I mean, I I assume they were doing new
[51:38] » I mean, I I assume they were doing new
[51:38] storefront with this, no disrespect to
[51:40] Home Depot, but with the Home Depot door
[51:42] until I heard otherwise tonight.
[51:44] >> Yeah.
[51:44] » Yeah.
[51:44] >> So,
[51:46] » So,
[51:46] >> Right. So, if we don't have all the
[51:48] » Right. So, if we don't have all the
[51:48] information,
[51:50] >> so your packet does include the current
[51:52] » so your packet does include the current
[51:52] renderings of what the building looks
[51:54] like. And if you if you notice the um
[51:57] current drawings and then you compare it
[51:59] to the proposed drawings,
[52:01] >> right?
[52:02] » right?
[52:02] >> Um I do see the I I did the door change
[52:06] » Um I do see the I I did the door change
[52:06] was that
[52:12] » that's visible from the street. So the
[52:14] door that was mentioned in it, that's
[52:16] the weird thing with the property
[52:18] >> there. That's what I'm talking about.
[52:20] » there. That's what I'm talking about.
[52:20] >> So
[52:22] » So
[52:22] that rendering was from PAC when we
[52:25] first started talking.
[52:26] >> You said that earlier. I understand it.
[52:27] » You said that earlier. I understand it.
[52:27] >> And he was focused on just showing us
[52:30] » And he was focused on just showing us
[52:30] the black metal scene and then getting
[52:32] our done.
[52:33] >> Right.
[52:33] » Right.
[52:33] >> So he had said on the app that they use
[52:37] » So he had said on the app that they use
[52:37] that he couldn't find a clear door to
[52:39] show. So the windows and door the
[52:44] is how it is going to stay how it is.
[52:47] >> So now you understand our confusion,
[52:48] » So now you understand our confusion,
[52:48] right? Because this was this was in our
[52:50] package as proposed, right?
[52:52] >> And when we first talked when I talked
[52:53] » And when we first talked when I talked
[52:53] to him and he made that rendering, he
[52:55] knew that we're doing black standing
[52:56] scene, but he and I hadn't talked in
[52:58] person yet fully about the options for
[53:00] siding. And if there was input, I would
[53:03] love it. I just hate our cheap
[53:06] residential signing siding that's on
[53:09] there and I wanted something that can
[53:10] last longer. I knew is something but I
[53:14] was asking about other options of
[53:16] something that will be last long
[53:22] now. Um it seems like board is a good
[53:25] option. He was also talking about
[53:34] board
[53:48] So the door
[53:51] and this is where it gets into the
[53:53] nitpicking of what's allowed and not
[53:55] allowed
[53:57] in the specifics of the what is allowed
[54:00] to be covered in it. It says up to a
[54:02] roof line. So we have a dormer that's
[54:04] visible from the street and that dormer
[54:07] is our access door to our furnace. So
[54:10] whenever you have the
[54:12] That thing is like
[54:14] shingles on it. The door kind of
[54:17] whatever but you see it from every angle
[54:20] like other maple but all on this kind of
[54:24] so the door is that
[54:32] we're going to do down there. So not the
[54:34] front door, not the back door, just that
[54:36] and then all the metal. So the trim
[54:38] around the windows uh
[54:41] metal and fashion everything will be
[54:43] replaced.
[54:44] I just feel like if we were fighting
[54:47] about
[54:52] able
[54:58] to upgrade the building,
[55:01] » it sounds like
[55:04] this process could um be helpful to the
[55:08] applicant, especially our commission
[55:10] because we have architects and our
[55:13] commission
[55:14] that if it sounds permissible for them
[55:18] to give for you guys to give
[55:21] recommendations to the applicant
[55:24] like she was saying. I mean is that
[55:26] something that
[55:27] >> is the absolutely that that's the that's
[55:30] » is the absolutely that that's the that's
[55:30] the whole intent of moving it to the
[55:32] planning and zoning with previous PIP
[55:34] applications. This would have been the
[55:36] site plan that was approved and then
[55:39] then they would come in for permits.
[55:40] here there there is an opportunity to
[55:42] have that dialogue with the petitioner
[55:44] and make recommendations or even
[55:46] conditions if there's specific ones
[55:48] especially when it's a a grant that's a
[55:50] maximum grant
[55:52] and and this is the right forum for for
[55:54] site design or any other
[56:02] » they did one too
[56:04] >> and they also building their first year
[56:09] » and they also building their first year
[56:09] and they did
[56:10] pretty similar in a sense where they
[56:14] painted new
[56:20] stories are a little bit less and then
[56:22] they change the exterior.
[56:23] >> Yeah, that's the dental office.
[56:25] » Yeah, that's the dental office.
[56:25] >> Yeah.
[56:36] » Cleaning it up.
[56:44] just
[56:46] building
[56:50] while
[56:52] painted the square windows that we
[56:54] painted underneath the
[56:58] little bit of paint that we threw on it
[57:01] like just updated it so much more for
[57:04] us. And just these these fixes like
[57:09] all the way around. I think
[57:11] more eyes
[57:14] building
[57:16] while driving.
[57:36] » I think so too. And that's why I think
[57:38] we should
[57:40] take the opportunity to have some input
[57:42] on what the finished product is going to
[57:45] look like in terms of the type of
[57:47] sighting and a direction toward color
[57:52] a specific color but um
[57:59] I remember
[58:01] was harps realy was time and then um for
[58:07] a And I I worked on the interior for
[58:10] Linda Harps to bring the interior
[58:13] cleaned up to code at least before you
[58:17] purchase the property. So I'm very happy
[58:19] to see
[58:20] something
[58:23] happen with this building
[58:28] when you first opened. I was having to
[58:29] see that. But now to make these
[58:32] improvements
[58:34] and bring more focus so to speak and
[58:40] activity recognizable to everybody is a
[58:44] great idea.
[58:46] Um
[58:48] I feel the same way
[58:51] Trisha Grunt did
[58:53] mentioned about a lot of these things.
[58:57] I think that the sighting Should
[59:01] the car be complimentary to the brick or
[59:03] the the framing
[59:06] of the windows?
[59:28] He chose
[59:30] it.
[59:32] >> It was terrible.
[59:39] » Have you for the infill of the elevation
[59:41] that we're seeing there in the lower
[59:43] part that has the window, have you
[59:45] considered a face brick? That's a thin
[59:48] brick. opposed to the vinyl or the hardy
[59:51] brick or hardete.
[59:54] I was wondering that too.
[59:58] » I think depending on the manufacturer um
[1:00:02] there are a lot of options available
[1:00:05] that you might be able to find something
[1:00:06] that's very similar or sensitive enough
[1:00:08] to it
[1:00:09] >> that it may match because right now
[1:00:11] » that it may match because right now
[1:00:11] >> there's such a distinction there's kind
[1:00:14] » there's such a distinction there's kind
[1:00:15] >> Yeah. And I I I think Todd makes a good
[1:00:17] » Yeah. And I I I think Todd makes a good
[1:00:17] point. You, you know, because you'd
[1:00:19] still have to do a complimentary color
[1:00:21] because you'd never you'd never find a
[1:00:23] brick to match your existing brick, you
[1:00:25] know. So, I think Chris's comment about,
[1:00:27] you know, a color that's complimentary
[1:00:29] to the brick rather than, you know,
[1:00:31] because again, look at that. I mean, you
[1:00:34] don't need an expert to tell you that,
[1:00:36] you know, doesn't look that good.
[1:00:38] >> Like a charcoal brick.
[1:00:39] » Like a charcoal brick.
[1:00:39] >> Yeah.
[1:00:40] » Yeah.
[1:00:40] that you know and that and I think with
[1:00:42] the black metal
[1:00:44] uh uh roofing on the Manser roof um
[1:00:48] which I'm going to keep calling it a man
[1:00:50] roof because that's what it is. Um I
[1:00:52] think that would be that would be
[1:00:54] better. Um and I I don't have is there
[1:00:57] any issue with the mansered roof because
[1:00:58] I think that probably is going to turn
[1:01:00] out just fine. I would say on the the
[1:01:04] >> metal the metal standing seam,
[1:01:06] » metal the metal standing seam,
[1:01:06] >> not the metal standing seam, but the
[1:01:07] » not the metal standing seam, but the
[1:01:07] entry into your the furnace area.
[1:01:10] >> Here it's shown graphically in the
[1:01:11] » Here it's shown graphically in the
[1:01:11] white.
[1:01:12] >> Yeah,
[1:01:12] » Yeah,
[1:01:12] >> I think it should be black to match.
[1:01:15] » I think it should be black to match.
[1:01:15] >> That's what I think,
[1:01:19] » right? Because there's no reason for it
[1:01:20] to stand out.
[1:01:21] >> Yeah.
[1:01:22] » Yeah.
[1:01:22] >> Yeah. We didn't choose any color yet.
[1:01:24] » Yeah. We didn't choose any color yet.
[1:01:24] Like this is just
[1:01:28] easily
[1:01:30] including
[1:01:37] that service store.
[1:01:39] >> Yes.
[1:01:42] » Yes.
[1:01:42] Instead of neon green,
[1:01:53] » what else?
[1:01:57] » All right. I'm gonna I'm gonna say I'm
[1:02:00] gonna say this. I you know, again, this
[1:02:02] is a first for us. I think I'd hate for
[1:02:05] the petitioner to come back with
[1:02:07] drawings that are more recognizable in
[1:02:11] terms of what the end product's going to
[1:02:12] be. It doesn't it doesn't seem fair
[1:02:15] because I I appreciate their enthusiasm
[1:02:17] and I think whatever they do will be um
[1:02:21] you know you know and again architecture
[1:02:24] a lot of people argue with me all the
[1:02:25] time is I think in many respects it's
[1:02:28] subjective you know what he likes I
[1:02:31] don't what Jennifer likes Todd doesn't
[1:02:33] you know so um but I I think the manert
[1:02:37] itself in terms of standing seam metal
[1:02:39] roofing is going to be a big benefit it
[1:02:42] it'll show off the new sign. I have no
[1:02:44] issue with the sign. So, um I'm I'm
[1:02:48] prepared to to offer a motion with some
[1:02:51] conditions if the rest of us are
[1:02:54] willing.
[1:02:56] >> I do recall
[1:02:58] » I do recall
[1:02:58] >> that in past cases on occasion we would
[1:03:02] » that in past cases on occasion we would
[1:03:02] leave some final decisions in staff's
[1:03:05] very capable hands.
[1:03:07] >> Absolutely. You could offer the
[1:03:08] » Absolutely. You could offer the
[1:03:08] commission can offer additional uh
[1:03:10] recommend additional enhancements or to
[1:03:13] materials. Um if there's certain
[1:03:15] aesthetics, those can all be
[1:03:17] appropriately recommended. Um they could
[1:03:20] be conditions or they can s just be
[1:03:22] suggestions to the proposed plan. Once
[1:03:25] it comes down to the actual permitting,
[1:03:26] they're they're going to have to submit
[1:03:28] all the things that comply. But as far
[1:03:30] as the aesthetics, the material, um any
[1:03:33] other items
[1:03:36] you can offer all of those.
[1:03:39] >> So then that's kind of our wish list,
[1:03:42] » So then that's kind of our wish list,
[1:03:42] right?
[1:03:43] >> Right.
[1:03:43] » Right.
[1:03:43] >> But it exceeds the budget.
[1:03:45] » But it exceeds the budget.
[1:03:45] >> Yeah.
[1:03:46] » Yeah.
[1:03:46] >> Well, and and that's where it comes down
[1:03:48] » Well, and and that's where it comes down
[1:03:48] to, you know, the petitioner, the scope
[1:03:50] of their project, and what's realistic.
[1:03:54] >> Some can be conditions, some can be
[1:03:56] » Some can be conditions, some can be
[1:03:56] recommendations. Um, this is an
[1:04:00] especially appropriate forum because you
[1:04:01] can offer suggestions to the proposed
[1:04:04] plan that aren't necessarily conditions.
[1:04:07] to the grant itself
[1:04:13] and this is why it's with you.
[1:04:17] » All right. Well, well, let's talk about
[1:04:19] the the condition slrecommendations.
[1:04:22] Um, I feel strongly about the existing
[1:04:26] storefront to remain as a condition,
[1:04:28] >> not a recommendation,
[1:04:29] » not a recommendation,
[1:04:29] >> including the divided lights.
[1:04:31] » including the divided lights.
[1:04:31] >> That's the whole storefront system. Yes,
[1:04:33] » That's the whole storefront system. Yes,
[1:04:34] >> I agree. Um, is that is that true for
[1:04:37] » I agree. Um, is that is that true for
[1:04:37] the side or are you just checking
[1:04:39] >> just the the main entry storefront? I'll
[1:04:42] » just the the main entry storefront? I'll
[1:04:42] call it. How's that?
[1:04:46] » Because I don't want to see what's on
[1:04:47] that. I don't want to see what's on
[1:04:49] there.
[1:04:52] Um, and I think um,
[1:04:57] you know, the the I'll call it a dog
[1:04:59] house, the roof do house
[1:05:01] >> to match the color of the black because
[1:05:04] » to match the color of the black because
[1:05:04] you're going to do the black sanding
[1:05:06] seam roof. That was in both quotes that
[1:05:08] I read.
[1:05:10] >> So, I think that should be a condition.
[1:05:11] » So, I think that should be a condition.
[1:05:11] Yeah.
[1:05:12] >> Yes.
[1:05:16] » Um,
[1:05:17] >> elimination of the six panel door. We
[1:05:19] » elimination of the six panel door. We
[1:05:19] covered that. We covered that, right?
[1:05:22] >> Yeah.
[1:05:22] » Yeah.
[1:05:22] >> And the service door should be also be
[1:05:25] » And the service door should be also be
[1:05:25] >> black. Yeah.
[1:05:28] » black. Yeah.
[1:05:28] Yeah. I'll put door. Okay. Um
[1:05:32] the infill sighting, I'll call it. I'll
[1:05:34] leave it at that. The infill facade
[1:05:36] material
[1:05:38] in reference to Todd. Um I I I
[1:05:43] think that should be a recommendation to
[1:05:45] make it something um complimentary to
[1:05:49] the existing brick.
[1:05:51] I mean I don't I don't know if I want
[1:05:53] it.
[1:05:54] >> What do you feel about how do you feel
[1:05:55] » What do you feel about how do you feel
[1:05:55] about that? Making a condition or
[1:05:56] recommendation?
[1:05:59] >> I feel
[1:06:00] » I feel
[1:06:00] >> because if if if this gets to be an
[1:06:02] » because if if if this gets to be an
[1:06:02] affordability issue, frankly, they could
[1:06:04] leave the gray side the way it is,
[1:06:05] right?
[1:06:07] >> Which we don't want, but
[1:06:10] » Which we don't want, but
[1:06:10] I think recommendation is sufficient,
[1:06:13] >> but the existing sighting is is a black
[1:06:15] » but the existing sighting is is a black
[1:06:15] or a gray.
[1:06:21] » Is it really charcoal? I just drove by
[1:06:23] past it today. It looked lighter to me.
[1:06:27] >> It was a sunny day. That's why
[1:06:29] » It was a sunny day. That's why
[1:06:29] >> you can't go too dark.
[1:06:30] » you can't go too dark.
[1:06:30] I got
[1:06:34] to get that.
[1:06:39] >> Yeah, Hardy might be the you know.
[1:06:41] » Yeah, Hardy might be the you know.
[1:06:41] >> Yeah.
[1:06:43] » Yeah.
[1:06:43] And I like
[1:06:46] that whole system like I can't change
[1:06:50] that on you because I'm telling them
[1:06:52] that we're using this type of material
[1:06:54] that costs this. So I don't want to
[1:06:56] change that.
[1:06:56] >> Right.
[1:06:57] » Right.
[1:06:57] >> So I don't know what that looks like. So
[1:06:59] » So I don't know what that looks like. So
[1:06:59] that very flexible and
[1:07:02] >> because there are other products just
[1:07:04] » because there are other products just
[1:07:04] like Hardy.
[1:07:05] >> Yeah,
[1:07:06] » Yeah,
[1:07:06] >> Hardy is a brand name a brand name.
[1:07:08] » Hardy is a brand name a brand name.
[1:07:08] >> There's, you know, composite woodlike
[1:07:11] » There's, you know, composite woodlike
[1:07:11] composite materials that are just like
[1:07:12] Hardy Plank.
[1:07:14] >> They're all pretty much in the same
[1:07:15] » They're all pretty much in the same
[1:07:15] price point, but there's other
[1:07:17] alternatives to to Hardy Plank.
[1:07:19] >> Yeah.
[1:07:24] And I'm looking at all the buildings
[1:07:25] that have a similar style as ours and
[1:07:28] what they do to
[1:07:30] a little nicer. And there is one in
[1:07:32] town. I forgot which one it is. It
[1:07:35] almost looks like a style.
[1:07:37] I think that looks cool. I just feel
[1:07:39] like the looks like
[1:07:42] >> like siding on an RV or something. It's
[1:07:44] » like siding on an RV or something. It's
[1:07:44] just not
[1:07:45] >> Yeah. I mean, and again, that's why I
[1:07:47] » Yeah. I mean, and again, that's why I
[1:07:47] think we should call it, you know,
[1:07:49] facade material because you could do
[1:07:50] stuckco complimentary color to the
[1:07:52] brick, too. That's,
[1:07:54] >> you know,
[1:07:55] » you know,
[1:07:55] >> um but again, you know, you got two
[1:07:57] » um but again, you know, you got two
[1:07:57] little areas to do. So, I what that
[1:07:59] price point would be.
[1:08:00] >> Yeah. So
[1:08:03] » Yeah. So
[1:08:03] should be a condition.
[1:08:06] >> A condition.
[1:08:08] » A condition.
[1:08:08] >> How do you define the condition a
[1:08:10] » How do you define the condition a
[1:08:10] durable
[1:08:13] » I think um
[1:08:14] >> complimentary
[1:08:18] if the the village is up front or
[1:08:22] essentially paying for this. I think we
[1:08:23] should have some say.
[1:08:24] >> Yeah. So confirming that the existing
[1:08:26] » Yeah. So confirming that the existing
[1:08:26] vinyl siding will be removed and
[1:08:28] replaced with a compliment upgraded
[1:08:31] compliment durable.
[1:08:33] >> Yeah, upgraded. I like the word
[1:08:34] » Yeah, upgraded. I like the word
[1:08:34] upgraded.
[1:08:37] >> But how far do we go in defining what
[1:08:39] » But how far do we go in defining what
[1:08:39] that material is
[1:08:41] >> because we we've talked about thin
[1:08:43] » because we we've talked about thin
[1:08:43] brick. We've talked about composite
[1:08:45] wood. I won't use the word hardy.
[1:08:48] >> Stone stone stone stuckle, you know.
[1:09:06] >> LP is another that's LP and are the
[1:09:09] » LP is another that's LP and are the
[1:09:09] same. It's just composite wood. It's
[1:09:11] called
[1:09:14] >> vertical lines.
[1:09:15] » vertical lines.
[1:09:15] >> You could do vertical. You could do flat
[1:09:17] » You could do vertical. You could do flat
[1:09:17] panels and you could do um um
[1:09:22] Or you could do Yeah.
[1:09:25] >> You could do strips to match your
[1:09:27] » You could do strips to match your
[1:09:27] storefront squares,
[1:09:29] >> you know,
[1:09:30] » you know,
[1:09:30] >> battens. You know, there's lots you
[1:09:32] » battens. You know, there's lots you
[1:09:32] could do.
[1:09:34] >> Vertical would make the building look a
[1:09:36] » Vertical would make the building look a
[1:09:36] little look taller as opposed to
[1:09:44] » break it up.
[1:09:48] » And so that's why I was so
[1:09:52] we have quote.
[1:10:02] So wheat
[1:10:12] and everything.
[1:10:20] » What else
[1:10:22] is that? Vinyl sighting that's existing.
[1:10:24] Do you know?
[1:10:27] >> So that's why you had trouble painting.
[1:10:28] » So that's why you had trouble painting.
[1:10:30] >> doesn't work.
[1:10:32] » doesn't work.
[1:10:32] I've tried everything.
[1:10:34] Um, anything else? I'll take a shot at
[1:10:38] it. We'll do the hard one first because
[1:10:40] I don't think the signage is We have We
[1:10:42] don't have a question about signage,
[1:10:43] right? I think signage is good. And then
[1:10:45] there's the on
[1:10:54] there right now. It's like a breathable
[1:10:58] aluminum.
[1:10:59] >> So he didn't put it in the render, but I
[1:11:01] » So he didn't put it in the render, but I
[1:11:01] pointed it out to him. So they're going
[1:11:03] to put
[1:11:06] » is let me ask this. Is it existing
[1:11:10] deteriorated siding? Is that fair?
[1:11:12] >> It's visible. And that's on the rear of
[1:11:15] » It's visible. And that's on the rear of
[1:11:15] the building.
[1:11:16] >> Yes.
[1:11:16] » Yes.
[1:11:16] >> All right. So, so we could say in all
[1:11:19] » All right. So, so we could say in all
[1:11:19] areas where you have existing
[1:11:20] deteriorating siding,
[1:11:22] >> you're going to replace with the same
[1:11:24] » you're going to replace with the same
[1:11:24] material in all areas.
[1:11:26] >> So, it's consistent on all sides. Yeah,
[1:11:29] » So, it's consistent on all sides. Yeah,
[1:11:29] that makes sense.
[1:11:30] >> Okay.
[1:11:34] » Anything else? All right. I'll take a
[1:11:36] shot.
[1:11:38] >> All right. I'll entertain a motion um
[1:11:41] » All right. I'll entertain a motion um
[1:11:41] at this time to recommend approval of
[1:11:44] the facade grant request of $19,800
[1:11:50] for property improvement grant request
[1:11:53] at 3501 Maple Avenue with the following
[1:11:57] conditions.
[1:12:03] All areas of existing deteriorated
