We are calling this parks and recck
committee meeting to order at
[0:10]
5:04 p.m. And we will start with the
pledge of allegiance
[0:19]
to the flag of the United States of
America and to the republic for which it
[0:24]
stands. One nation under God,
indivisible, with liberty and justice
[0:29]
for all.
[0:35]
» Minister Jenkins, will you do the roll
call?
[0:38]
» Sure.
Chairman's hearing
[0:41]
» here.
>> Uh Richard Beglin
[0:43]
» here.
>> Daniel Gerky
[0:45]
and Peter Lens
>> here.
[0:47]
» We have a quorum.
>> All right. Uh we will start with public
[0:52]
comment. Please note that public
comments are limited to five minutes per
[0:55]
person.
[1:00]
» Tiff
President
[1:04]
wanted to come today. Um I know there's
been a lot of talk
[1:08]
and a handful of other people within the
village. So I wanted to come and just
[1:12]
kind of give you guys an update of what
the soccer club is looking to do down in
[1:16]
field and kind of put together our plan
of what we want to do to present to you.
[1:20]
So the club has been talking about
making some upgrades down at the field
[1:25]
and you know it's civility work again
make sure to come to the forum get the
[1:29]
approval and everything for that so some
of the upgrades that we're talking about
[1:33]
doing our lights down there to
illuminate the 14 field as well as
[1:37]
talking about the poles we can also
illuminate the parking lot and a little
[1:42]
bit of the splash pad as well and then
we also were talking about what we can
[1:47]
do to help the grade of built down there
right by the E14 field How can we make
[1:52]
that a little bit easier for everybody
to navigate, easier for everybody to
[1:56]
maintain, things like that, keep the
integrity of the park. So, we are
[1:59]
talking about um getting some bids to
put in some concrete pillars if ever
[2:05]
softball diamonds. Um they have these
really nice kind of concrete pillars
[2:09]
every four feet stacks up into the into
the field. So it allows for a chair to
[2:14]
still be sitting there and still keeps
the integrity of the cup. So our plan
[2:18]
right now is to go out and start working
on getting some bids for this just so
[2:23]
that we have an idea of what kind of
money we're talking about. Uh the v the
[2:27]
soccer club would like to do fundraising
for that as well. And then ask the
[2:32]
village obviously for some help. We have
some grants that we were looking into um
[2:36]
getting their grants and it's a village
park. We talked to the village for some
[2:40]
assistance on some of that. Um, so what
we'd like to do is get some renderings
[2:44]
done and come back and be able to
present it to part of our committee and
[2:48]
then take it forward from there. So
timeline wise, we're looking at getting
[2:52]
bids throughout the rest of the year and
then depending on fundraising dollars
[2:57]
and things that would be good. We
possibly look at starting to upgrades
[3:00]
with parks out there. So whether that's
spring, summer, or fall, not quite sure
[3:06]
yet. We'll have to figure out kind of
what all the details behind it. But I
[3:10]
wanted to come tonight and just kind of
give you an update as to what Blood is
[3:14]
thinking about, open it up for
discussion. Um, like I said, I know
[3:18]
there's been a lot of talk, so I make
sure that we have open communications
[3:22]
between blood and the village and the
director. So,
[3:27]
» good stuff.
>> Thank you.
[3:32]
» You did it. [laughter]
[3:36]
There you go.
[3:40]
[laughter]
>> You almost sounded like an insurance
[3:42]
commercial with all the
[3:47]
» um any other public comments.
[3:52]
» Um consent agenda. We need to approve
the minutes of the April 9th, 2026 parks
[3:58]
and rec committee meeting.
>> Motion to approve consent agenda.
[4:01]
» Second the motion.
Okay. Uh take a vote. All those in
[4:07]
favor?
>> I I opposed.
[4:11]
Sent agenda passed.
Items for action and/or discussion.
[4:17]
Discussion and possible action on 2026
events. Movie night in the park. Three
[4:22]
of those still. And the tree lighting
ceremony.
[4:25]
» Yes, we mainly just need dates.
>> Are we going to be able to squeeze three
[4:30]
more? removing the money doesn't make me
happy. We have sponsorships for two go
[4:37]
up to three unless spread the 11 maybe
two spare
[4:43]
we have the money to do
and I'd say based on past years and
[4:48]
attendance you know doing one more adult
uh movie night school and then two maybe
[4:53]
more kid-friendly ones we spread them
out throughout the school year or
[4:57]
whatever you might think.
What day is this usually the day that we
[5:02]
usually have these? Weekends, Saturday
night,
[5:05]
» Friday or Saturday night. Yeah.
[5:11]
» Um I mean, we're getting into the time
of the year now where it's starting to
[5:15]
get darker a little earlier. So,
I mean, if we had like a kid-friendly
[5:20]
one to start off the season, we I'm sure
like 8:30 probably be dark enough to
[5:27]
actually see the screen. And
[5:32]
I think
>> it's get starting to get dark around
[5:36]
eight now. So,
>> yeah.
[5:40]
And at least then if it's like a if we
found like a movie that's an hour and a
[5:45]
half, I mean that's 10 o'clock.
If it's on a weekend, probably not as
[5:50]
much of a big deal for parents.
>> I don't think you want to do a Labor Day
[5:55]
weekend because people are going to be
out of town and so forth. Have a lower
[5:59]
turnout.
[6:02]
Um, do you guys have a preference on
weekends?
[6:13]
» What says Friday?
>> Friday.
[6:17]
» We have a preference on like a Friday or
Saturday night.
[6:23]
» We have signs made up for Friday.
The downfall is you're, you know, if
[6:28]
it's this weekend or next week and you
start football. So, you have football on
[6:32]
Fridays. So, you might be competing with
a lot of people traveling.
[6:35]
» Yeah, it's this week.
>> Carter's first game.
[6:38]
» Saturdays might be the better option.
Um, I'm not sure if
[6:46]
the idea is because I know if we run
into a rain or bad weather, if you're
[6:51]
still looking at coming back indoors, I
think we did here, right? One of them is
[6:57]
to your kid one if you do during the day
and then later at night for another one
[7:03]
then you have everything set up
everything's there
[7:07]
an option.
>> Oh doing like an indoor one for the
[7:11]
kids.
>> Uh it could be indoor or something you
[7:14]
know like a movie at 5 and then you know
one at eight.
[7:18]
» It's hard to do one at five though
because you can't really see the screen
[7:21]
if the sun's out at all.
>> Yeah. I'll say it. That's why I was
[7:25]
saying that's why I thought you were
maybe saying like an indoor one at five
[7:30]
and then an outdoor one
>> later.
[7:33]
» If you would do that then unless you
want to travel otherwise it'd be right
[7:37]
outside then it so
the benefit is if it is bad weather you
[7:43]
can still have it. You're not canceling
it. You're inside and if it's bad
[7:47]
weather later one you bring the later
one in.
[7:51]
And we have done them at the school as
well. There wasn't very good attendance
[7:57]
» inside or just
>> inside.
[7:59]
» Yeah, in the auditorium. We did one in
the auditorium and one in the elementary
[8:03]
school gym.
>> Yeah,
[8:06]
» I think the elementary school gym was
better attended actually.
[8:09]
» And that was such worse weather.
>> That was a horrible weather. [laughter]
[8:14]
» I think that was the first event I ever
went to. I remember
[8:18]
» no seats. Everybody is on the floor.
>> Yeah.
[8:24]
» So, are we thinking like a September,
like a midepptember?
[8:28]
» Whenever your heart desires.
>> Probably going to be September at this
[8:31]
point.
>> We're going to do them outdoors. We
[8:34]
don't want to get too late into the
year. It's since they're getting kind of
[8:37]
chilly at night.
>> We might be able to squeeze a couple in
[8:42]
» September.
>> September.
[8:44]
I know
>> the 11th or 12th and the 25th or 26th.
[8:49]
» Mhm.
>> Space them out a little bit. We have we
[8:52]
have gone into October as well. We had
kind of a
[8:55]
» Yeah, we talked we talked in the office
since there's the hype around Halloween
[8:59]
being on the 31st. It' be kind of cool
to do a trickor treatish kind of movie.
[9:06]
» Is trick-or-treating on that?
>> It's on Halloween.
[9:10]
» It's on Yeah, it's on Saturday the 31st.
Yeah. Do we really want to do a movie
[9:14]
that night though?
>> I don't mean on that night. I'm just
[9:16]
saying around that holiday.
>> If we did it Friday night, you know,
[9:21]
Friday the 13th.
[9:25]
» Maybe not that. But
13th is a Tuesday this year.
[9:29]
» Yeah, there's no Friday the 13th in
October.
[9:34]
» Um the only thing once you start getting
that later in the year, you're dealing
[9:38]
with cold nights. So,
>> I did say like because I know we went to
[9:45]
the October one a few probably last
year, year, but I don't remember. But I
[9:50]
know that I was thinking like if we did
do that one, I would offer up like my
[9:55]
fire pit and then just bring that and
throw some wood in there and have a fire
[9:59]
going
>> there that people can warm up near if
[10:02]
they want. Um,
[10:07]
» great house. Have some Christmas trees.
Is that great?
[10:10]
» Oh, there you go. Any Christmas trees
left over. [laughter]
[10:14]
» All right. So, I'm hearing September
25th could be a evening one.
[10:20]
» I think you said the 11th as well. 11th.
>> Yeah. I want to have enough time to
[10:25]
build up hype about
>> be the 25th, maybe the 9th of October.
[10:33]
And then I mean two more weeks the 23rd
that gets the week before Halloween
[10:38]
everybody's gonna be lighting their
costumes on
[10:41]
» your homecoming.
>> I hope
[10:46]
» bring a couple of fire.
>> I think that'd be kind of cool.
[10:50]
» I think that'd be fun.
>> And I kind of said Mary Kra's tongue and
[10:54]
cheek but now that I think about it that
might not be a bad venue.
[10:58]
» Really?
>> We got plenty of field. had a lot of
[11:02]
field over at Oak. We've got the big uh
the back stops you can hang sheet from
[11:06]
to you know do the screen.
>> We've got that big old 20 foot screen.
[11:11]
» That's great.
>> Forget about that.
[11:13]
» So for a date for October, what are you
thinking?
[11:19]
» Well, like I said, I mean, if we do the
25th, the 9th, and the 23rd, that's two
[11:23]
weeks in between each one.
>> Yeah. And if we put the adult one in the
[11:29]
middle
and then a Halloweenish
[11:33]
fun Halloweenish.
>> Yep.
[11:37]
» For the 23rd.
>> Let's shoot for that.
[11:41]
» Or if we want to do Saturdays so we
don't run into football.
[11:47]
» Yeah, that might be
>> the way to go unless
[11:50]
» Oh, 26 and 24. But
>> do we know do we have a chance at
[11:57]
knowing what the football schedule is
where the games
[12:00]
» maybe if there's games here we could
pull some
[12:03]
» out of town guests into
>> sports including I don't think the high
[12:08]
school's running any games up here
anymore. No, all games are in randomly
[12:12]
again.
>> John said,
[12:15]
» "Okay, well scratches that then say if
we had some out of town guests maybe
[12:20]
like if they heard there was a movie in
the park like then after the football
[12:24]
game they just come and watch the
movie."
[12:26]
» Yeah.
>> But
[12:28]
» I know everything's up at randomly if
you
[12:31]
» starts this Friday
and there is there is one on the 25th.
[12:37]
So,
>> so maybe we go to Saturdays to avoid
[12:41]
football conflict.
>> Yeah.
[12:43]
» And playoffs start on the 23rd of
October. So,
[12:47]
» yeah, Saturday might be our best bet.
>> So, it would be 10th
[12:51]
» 10th.
>> Well, the 10th and then the
[12:59]
» say that likely not available on the 26.
[13:06]
Simon can handle it.
[laughter]
[13:11]
» Said he's not available on the 26th.
>> Yeah, tied up on the 26. But uh
[13:18]
» but we got the 9th and the 23rd.
[laughter]
[13:21]
» So, but the 9th and the 23rd October.
So, we'll separate them by two weeks
[13:25]
each time.
>> Yeah.
[13:26]
» 10th and 25th.
>> 10th and the 24th because football.
[13:30]
» Oh, for Saturday.
>> Saturday. We were talking Saturday.
[13:33]
Yeah. So, we're talking the 26th of
September. the 10th and 24th of October.
[13:38]
» Okay.
>> And tenatively all starting at like 8:00
[13:44]
p.m.
>> 7 maybe if it gets darker.
[13:48]
» I mean, yeah, they can always start a
little earlier. I think I don't remember
[13:52]
what time sunset is as we get in
October. But
[13:54]
» who's our sign?
>> At dusk.
[13:57]
» Oh, okay. At dusk.
>> Yeah.
[14:00]
» Ask Google, right?
[14:07]
8:30.
>> Yeah. Yeah. Yeah. September will
[14:11]
probably be like more 8:30ish, 9:00, but
the October one should be probably 8:15.
[14:21]
» First,
>> as it starts later,
[14:24]
» dust starts at 6:52 and ends at 7:17 on
the 26th of September.
[14:30]
So it'll be dark and what's it the week
after? Because then I think it's uh the
[14:36]
throwback time.
>> That doesn't hit till November.
[14:39]
» Well, first week.
>> Yeah. Yeah. First week of November is
[14:41]
throwback. Yeah.
>> I can hear Rob.
[14:44]
» They're talking about it.
>> It might happen.
[14:47]
» All right. September 26th, October 10th,
October 23rd. The adult one in the
[14:52]
middle and at dusk.
[14:58]
I don't think that's
>> 34th.
[15:00]
» 24th, I'm sorry. Yeah. Yeah.
>> And maybe we do something closer
[15:07]
Halloween themed for the 24th.
>> Yeah.
[15:10]
» Yeah.
[15:13]
» And you're good with still doing a
fireman's?
[15:16]
» What do we think? We I mean, Fireman's
is a good spot. I mean, it's got all the
[15:21]
electric there and
>> restrooms.
[15:23]
» Restrooms. Yeah, we could run a
concession stand there.
[15:26]
» There you go. Popcorn. Just a boat load
of popcorn.
[15:30]
» I think Fireman's is a good spot and it
gives people an opportunity to walk
[15:34]
there a lot easier, too.
>> Parking is an issue, but
[15:41]
» All right. And then the tree lighting
ceremony
[15:44]
that is typically
[15:50]
four, right? And we want to shoot for
St. Nick's day.
[15:55]
» So which is when?
>> Well, St. Nick is the 1 of December,
[15:58]
right?
>> No, St. Nick is like the December.
[16:01]
» Yes, I think. Yeah.
>> And that would be a Saturday here. So
[16:03]
that might be a perfect to the
>> I mean just be late. Normally we do it.
[16:09]
» That's what I was saying.
>> Oh, you want to do it before then?
[16:12]
» Sunday.
>> All right.
[16:15]
» Maybe the 29th.
>> I know. I know. We offset it last year
[16:20]
for some reason.
>> Yeah. Maybe just to accommodate family
[16:23]
vacations or something so we can go
>> 29th in November. Thanks.
[16:30]
» So we'll make sure that all the lights
work. We'll contact Santa.
[16:36]
» Will people still be on holidays the
29th
[16:40]
» coming off of Thanksgiving? I say that's
that's what that's the way we've done it
[16:45]
for many many years and then last year
we we did alter it and I don't know how
[16:49]
that changed attendance. I don't know if
anybody really
[16:52]
» took note.
>> It's in the evening on Sunday though.
[16:55]
You got to be back for work on Monday so
you can go cyber shopping. Oh, I mean I
[16:59]
mean so you can work and [laughter]
and uh so you probably have a lot of
[17:04]
people coming home side of Sunday during
the day and some kids right away. That
[17:09]
works. You can
November 29th. That'll be fine.
[17:15]
» Anything else besides the normal lights,
Santa? Maybe some hot chocolate that you
[17:20]
want to do?
>> Well, I'll provide a fire pit again.
[17:23]
» Provide a fire pit.
>> So,
[17:26]
fires.
>> Yep.
[17:28]
» I think the fire pit was a hit last year
>> having especially it was pretty cold,
[17:33]
but maybe a second one if we can find
one.
[17:38]
Um we try to spread the love with the
choir. Um so we've gone between NOSD
[17:44]
um divine savior the forget that church
group that came one year St. John's.
[17:51]
» Um so we'll continue that rotation.
We'll reach out. I think
[17:55]
» divine next. Okay. They just did it.
>> Um so we'll continue to spread the love
[18:00]
on who wants to come. Um, any other
suggestions what you want to do?
[18:10]
» That's good.
>> Yeah. Siren, you have any suggestions?
[18:16]
» All right. This is all you, baby.
>> Kids kids.
[18:23]
» Santa and the lights.
>> Santa and the lights.
[18:27]
» Yeah. So, we're going to do the uh small
Christmas trees at the uh nonprofit
[18:31]
clubs again, decorating them.
>> Yeah. Last
[18:34]
» Don't give me anything. [laughter]
>> We have those last.
[18:38]
» Yeah. Last year, if you remember, we
collected a lot of different um trees
[18:42]
that were kind of handme-downs.
>> They I think two of them maybe didn't
[18:47]
make it through the winter.
>> Um
[18:50]
» last year, they're all pretty good.
>> They were.
[18:52]
» Yeah.
>> Year before. I know.
[18:54]
» Yeah. Um, so we'll have them readily
available and years past we just toyed
[18:59]
with people paying for them or not and
really we're just in the Christmas
[19:02]
spirit, you know, come decorate it for
free and we enjoy that. So
[19:07]
um,
>> did you want to reach out to the school
[19:11]
about the
>> Oh, the decorations ornaments.
[19:16]
Yeah,
[19:24]
» you can tell. We have some
some
[19:29]
play every year.
>> Yeah, they can make new ones.
[19:33]
» Cool.
>> I don't know what it would take, but and
[19:36]
kind of an out of the box idea for us. I
mean, there are places that provide
[19:41]
reindeer for events like this.
>> Mhm.
[19:44]
» Just a thought.
>> Real ones.
[19:46]
» Real ones.
>> Real
[19:47]
» like a petty. Yeah.
>> I don't think they fly. But
[19:51]
» they don't get their flying magic until
Christmas Eve.
[19:55]
Sorry.
>> So, Simon, you're on reindeer duty
[19:59]
» and it's just an idea, something to
explore.
[20:01]
» Yeah. We'll see what happens. Should we
squirrel away one of those elf on a
[20:05]
shelf somewhere in the park and not tell
anybody and see if any of the kids spot
[20:09]
it?
>> And if they find it, they win a prize.
[20:12]
» But if they touch it, they
>> magic.
[20:17]
» Oh, my kids had a meltdown when a friend
of ours reached up and touched the elf.
[20:23]
» They were screaming and crying. I mean,
that would be something I think would be
[20:27]
neat if you do something like a
scavenger hunt there for prizes for the
[20:32]
kids or whatnot, but that'd be kind of
fun. Yeah,
[20:35]
» the prize could be as simple as, you
know, one of the movie theater size
[20:39]
boxes of candy that you get at Walmart
for a couple bucks.
[20:42]
» Yeah.
>> Cool.
[20:45]
We'll put some stuff away for you.
>> They'll find it. [laughter]
[20:49]
» And once you can spot it, they'll all be
pointed out to each other.
[20:53]
It's basically a giveaway as soon as I
want to know if they all get to point it
[20:58]
out.
>> All right. Good.
[21:00]
» Good. Yep.
>> Sounds great. Thank you.
[21:03]
» All right. Discussion and possible
action on draft parks and open space
[21:08]
plan.
>> All right. Well, it's ironic that our
[21:12]
former former parks chair is here
because this project started uh when she
[21:17]
was chair of the parks and wreck program
uh
[21:22]
» and uh it has taken that long to get
this finalized. So, we're here. This has
[21:28]
been updated from the 2024 plan to 2025
to 2026. We're now in the 2026 reition
[21:33]
or edition and I would really like to
get this adopted so it can last just at
[21:37]
least through 2030. Um, I'm not going to
go through every page. Um, but this has
[21:42]
been reformatted many times over the
last couple years and I'll just kind of
[21:46]
hit on the high points of kind of
decisions I need you all to make.
[21:51]
So, we will start with
[21:57]
number these pages a little bit.
>> I know I should probably number these
[22:00]
pages.
>> I was just saying
[22:04]
» um we'll go to this part that's
highlighted here. So, this acknowledges
[22:10]
that this plan is not just ours. Ozaki
County, uh, as their partners with their
[22:16]
parks program, they need to review it,
too. Um, so the language that's
[22:19]
currently here is from when the plan was
last updated. So, once it gets approved
[22:24]
through you all, it'll get kicked to
Ozaki County and their land use depart
[22:28]
department to review as well. And part
of what they'll update is what their
[22:33]
plans are. And then um you'll see later
on there are some properties and open
[22:38]
spaces that we know are within the
village that are under their ownership.
[22:42]
So if they have any plans or ideas for
property that's within the village that
[22:46]
they own and they will add that to this
to this plan.
[22:50]
Um section two talks about planning
background. We won't need to go through
[22:53]
but it's just tables of data that we had
to update.
[22:58]
Um let's go to the planning process. So
that's section three.
[23:04]
So section three talks about uh an
inventory. So last year we did an
[23:08]
inventory of our outdoor recreational
facilities within the village limits
[23:12]
that you see composed here. Um we did
some public participation. We had a
[23:16]
community survey that we did a year or
so back. Um so you see information about
[23:20]
that. The part that's highlighted here
talks about public participation. We've
[23:25]
done various um reition and renditions
of that, but I think having at least one
[23:32]
public hearing for the public to come
like Tiffany and other groups like that
[23:36]
to share their ideas that we can include
in the plan um would be nice to do.
[23:41]
» Um so that'll be one portion of this.
Um a lot of this talks about park
[23:47]
accessibility. Um, so keep in mind that
all features that we have are
[23:53]
grandfathered into the village, but as
soon as we touch them for like a
[23:57]
crosswalk, for example, then we have to
comply with ADA standards. So we need to
[24:01]
think about that as we, you know,
whether it's our playgrounds or
[24:04]
entrances into parks, as soon as we say
we're going to add a crosswalk, well now
[24:09]
that crosswalk has to be compliant with
ADA standards.
[24:12]
Um, you have some definitions on
different parks. So we have examples of
[24:16]
mini parks like the one um near trusty
Searing's neighborhood. We have
[24:20]
neighborhood parks that are a little bit
bigger. We have community parks that are
[24:23]
for everybody. We have county parks. And
so it goes to the definitions of that.
[24:29]
[clears throat] And then you move on to
section four which talks about our
[24:33]
system of parks that we have. So table
five, which is this fancy chart here,
[24:40]
shows the inventory of what parks we
have, their sizes, and then what type of
[24:44]
park that they are. And then after that
chart, it goes through each park
[24:49]
individually. So this is where I want us
to start actually looking at and getting
[24:53]
feedback. So you all took a park tour a
couple weeks back. You compiled your
[24:59]
information and ideas. I conferred with
director Paulus and lead bars here and
[25:05]
we put together what we feel like are
our recommendations that you guys all
[25:09]
have for each park. So the way that this
that each park is laid out is it shows
[25:14]
the general parcel information. It shows
existing features and then it shows
[25:18]
recommendations. And so that's what I
want us to take a look at. So we'll
[25:21]
start with Marie Krauss Park. Some of
the recommendations were disc golf
[25:25]
amenities providing additional seating,
community pavilion, developing a large
[25:30]
public pavilion, which we'll be talking
about a little bit later. Uh trail
[25:34]
signage, so having wayfinding signage
along the trail that goes through the
[25:38]
park and uh the abuing disc golf course.
Uh inclusing inclusive play, so having
[25:44]
some sort of all-inclusive dry play um
access, which again we'll be talking
[25:48]
about a little bit later. Um additional
parking. So when we think about not just
[25:52]
Marie Cross Park but Oak Park that's
abudding there, we need to think about
[25:56]
what do we do with overflow parking
there. And then finally, both in this
[26:00]
plan and past plans, we've talked about
having a sledding hill somewhere on the
[26:03]
park. So my first question is, do you
feel that all of these things are
[26:07]
representative of what you guys wanted?
Do you want to see anything else? Do you
[26:10]
not want to see something
say now forever hold your peace?
[26:16]
And again, this doesn't mean it's gonna
happen in the next five years, but these
[26:19]
are our goals and recommendations.
>> Not next year.
[26:22]
» Probably not next year.
>> I like them all. So,
[26:27]
» I think they're all fine. I mean, the
sledding hill I'm
[26:32]
» kind of either way on.
>> Sledding Hill would be nice because
[26:35]
right now you have to drive the kids to
Hawthorne Hills if they want to sled.
[26:38]
Otherwise, we had it right here. Take
your sled and walk over there. You know,
[26:43]
» I mean, I get it. You know,
>> Hawthorne Hills is really nice for it is
[26:48]
» but
it's it's a drive.
[26:52]
» Yeah. If we don't get other properties
or we don't have the topography for it,
[26:56]
then it's not going to happen.
>> Right. Right. Little bit of pipe dream
[26:59]
right now.
>> All right. Go with that one.
[27:04]
Next is Children's Park. Recommendations
are evaluating and updating playground
[27:10]
equipment. again making this park more
inclusive for um ADA accessibility
[27:16]
playground surfacing replacing um that
surfacing with a more conducive play
[27:23]
area like the mulch or whatever you
might want to put around there. Um we
[27:28]
talked about this is one of the
opportunities for nature-based
[27:30]
education, pollinator gardens, things
like that that we could put there
[27:34]
because there's some land to do that.
adding seating and gathering areas like
[27:38]
picnic tables and benches and then
replacing the existing sign with uh our
[27:45]
branding logo sign. But for that one
specifically, we'll still do something
[27:49]
cutesy with that to pay homage to the
children's park sign because we think
[27:52]
that's pretty cool.
Anything else you want to see at
[27:56]
Children's Park?
[28:06]
Okay, moving on to Fireman's Park.
Fireman's Park, again, we would replace
[28:12]
playground equipment. Um, parking we all
know is not great there. We have a
[28:18]
little bit of a parking lot next to the
fire station and limited parking lot.
[28:21]
Parking along the road, so that'll
continue to be an issue. Uh, park
[28:26]
identification signage, again, updating
with the branding,
[28:30]
electrical and lighting, improving um
light and accessibility throughout the
[28:34]
whole park. there. We have some areas
that are lit but not all. Um then the
[28:39]
actual accessibility to the different
amenities
[28:43]
and then improving the metobrook crease
creek crossing there uh maintaining the
[28:48]
pedestrian bridge. So we have a newer
bridge that we put there, but we're
[28:52]
always cleaning up that um water area
and all of that for pedestrian crossing.
[28:56]
» Is that that crossing area that goes
between that then over toward Marie
[29:01]
Krauss and so forth?
>> No, the it's the bridge. It's a bridge
[29:05]
in the middle of the park.
>> Right. Right. Okay. Thanks. Thank you.
[29:08]
» Yeah.
[29:15]
» Nope. But we could add it to the plan.
>> First time I suggest back.
[29:24]
» Yeah.
basketball court.
[29:31]
» The end game was put on the road and the
court starts.
[29:39]
» Well, I would have to say since we put
the rocks there, people don't park in
[29:43]
there anymore. I mean, there's a lot of
people during day night. So,
[29:51]
» your rocks are free.
[laughter] if you need more
[29:59]
assist.
[30:02]
» And I I know it's a little late in the
game at this point, but since we have
[30:06]
the soccer and softball people here, is
there any need or desire for like a
[30:11]
storage shed or what I mentioned?
>> Um, soccer, I'm going to say
[30:20]
» yes.
>> Yes.
[30:23]
Yes. I mean, yes and no.
[30:28]
» I mean, specifically at firemen's
>> at firemen that I don't even know what
[30:32]
storage there
>> we
[30:35]
store over there for stuff, right?
>> Yeah. Over by the generator, there's a
[30:43]
a room.
>> There's a storage room at the back of
[30:45]
the firehouse there. We use that to
store some gear and first aid equipment
[30:49]
and so forth.
you know, a a field shed that could be
[30:53]
used for things like m you putting up
soccer, you know, just storing this
[30:58]
stuff might not be a bad idea. I would
like to see something that that way that
[31:03]
storage room in the firehouse could be
repurposed for something for the
[31:06]
firehouse.
>> We don't typically hold practices there.
[31:10]
It's games on Saturdays.
[31:18]
» And again, it's just a thought. Are you
gonna take this opportunity to ask a
[31:23]
couple of the leaders of the clubs?
[31:27]
» You want us to add fencing for
basketball
[31:31]
court?
>> Does that seem I mean, now that we have
[31:37]
the rocks there, does that seem like
it's
[31:40]
» The fencing was to prevent people from
driving on the court, right? Well, I
[31:43]
think the best thing would be more to
keep the ball in the street
[31:48]
like
>> a creek
[31:54]
» I would make for that is
you you have Peterson there and they
[31:59]
have a lot of semi traffic um and if
kids are using that corridor I've seen
[32:05]
balls go across the street there um so
you have the semi traffic coming through
[32:10]
there I mean
>> that's a dangerous Thanks.
[32:15]
» Yeah, fence isn't a bad idea.
>> I can see a benefit to that.
[32:20]
The other suggestion I wanted to ask
about was so as you talk about overflow
[32:25]
parking or parking in general, can we
make it more
[32:31]
kind of parking friendly to get people
to park back along that empty street and
[32:38]
then actually put like a decent like
gravel path from the basketball courts
[32:44]
down to that walking bridge. So it's
actually like a nice path that stays dry
[32:50]
to get across and
>> go along Welo where the garage is.
[32:54]
» Wheeler or Wheeler
>> Wheeler.
[32:56]
» So the issue that we've gone into
with that bridge is it's not ADA
[33:04]
and I'm not sure if I have to look more
into it. if you're going to build in a
[33:10]
waterway,
[33:14]
how much we can do. So, that was some of
the issue was people couldn't make that
[33:20]
bridge or couldn't walk it because of
how steep and then step. So, we fixed it
[33:27]
to make it so people could at least get
up and down. I mean, the field site
[33:32]
there was it was like this. So, we fixed
it, but I mean, if we start making that
[33:38]
it's not compliant that people can walk
and think you're just holding cells up
[33:46]
for liability that people are tripping
over the bridge or get hurt.
[33:52]
» I was just thinking it's probably I
don't know if it's worse for us to have
[33:55]
just like wet grass leading up to a
wooden bridge and then people are
[34:00]
getting their shoes nice and wet and
slippery and then they go and step on
[34:03]
the bridge. And that's why especially
later they would park on basketball
[34:09]
court and face that way so they wouldn't
have to get out. They could watch the
[34:12]
game.
But if we bring soccer up here,
[34:30]
» that was just my only other is it if we
could create a way to make people want
[34:37]
to park along that street and easier
access to get to the fields from there.
[34:42]
if it would motivate people more to park
along that empty road.
[34:47]
» Just to bring up something I mentioned
one other time. Uh if we put like a
[34:51]
crosswalk, know you didn't like that,
but put a crosswalk between uh
[34:57]
St. Rose is that the
um St. Rose and the Firehouse so that
[35:03]
people could cross. I mean, parking
along there would be a short walk, too.
[35:08]
You parking on Milwaukee Avenue, parking
in uh St.
[35:12]
Having a crosswalk there that people can
hit the button on so they're crossing
[35:15]
with their kids would make that a little
bit more appealing, too. And there is a
[35:21]
crosswalk there that might work. I mean,
it kind of on the firehouse side, it
[35:26]
comes into the middle of the block, but
it does have a little uh one of those
[35:29]
little metal a ramp down to the street
and a little metal uh thing for
[35:35]
traction, I guess.
So I think the concern lies again is if
[35:40]
we start messing with crosswalks then we
say oh now it's got to be ADA and is
[35:45]
there enough room there to make it ADA
compliant and
[35:50]
then we open a new cano arms of
>> I guess it could be looked into.
[35:54]
» Yeah.
>> Don't have to do it but we look into it
[35:57]
and see how
>> dramatic a problem it would be. Yeah.
[36:04]
» Okay. So, I got fencing around
basketball court.
[36:08]
[laughter]
>> We're good.
[36:12]
All right. Um, next is the Guzacowski
Retention Pond Green Space. So, for
[36:18]
those who don't know, that's that weird
long shaped property here. That sounds
[36:23]
like your parks tour you guys had a lot
of fun dreaming big dreams for that
[36:27]
property. So, um, for this one, we talk
about, uh, future recreational access.
[36:35]
So, again, uh, how you get into this
oddly shaped park with accessible park
[36:40]
and curve ramps and all that stuff.
Updating your park identification
[36:44]
signage. And then the next two bullet
points are about what do you want to use
[36:48]
and do in this park, right? There's a
nature trail option, boardwalk, dog
[36:53]
park. I know you guys kind of
brainstormed all of those things
[36:55]
happening down there.
Um, what have been your thoughts since
[36:59]
then?
>> Remember DJ was talking about birders
[37:03]
setting it up so that there was, you
know, it was attractive to birds that
[37:08]
would attract birders to come and spend
time in that. The dog park, I don't
[37:13]
know, you know, with that water there,
if they get into that water, they're
[37:16]
going to get sick.
>> It would have to be fenced.
[37:20]
» Yeah,
>> you'd have to fence the whole area to be
[37:23]
a dog park. and and and that just kind
of reduces a little bit of the natural
[37:28]
aspect of things when you start whacking
fences in everywhere. Uh on the other
[37:33]
hand, if you set it up with a lot of
different wild flowers and so forth that
[37:36]
you've got bugs and birds and so forth
that make it a nice nature nature area,
[37:42]
I think that may have more appeal maybe
with a walking path
[37:48]
that's ADA compliant.
So, Maro, the the first bullet point
[37:53]
about developing a nature trail and
boardwalk,
[37:56]
» how would that work for ADA compliance
and if we just turned it into a nature
[38:00]
trail? Like, if we were using wood chips
for walking trails, I guess we'd have to
[38:06]
look into that. I mean, not every state
park has ADA compliant hiking trails. to
[38:11]
put in sidewalks is one thing, but to go
and now do ramps and that that's where
[38:18]
the ADA really falls in. So,
>> yeah. So, they have to access the park.
[38:23]
So, like entering into the park space,
we'd have to have a ramp and signage and
[38:27]
all that jazz, but then after that, it's
not like we would pave the entire path,
[38:31]
» right?
>> Yeah.
[38:33]
So, if we had wood chips, I mean, we
could just do wood chip pass through
[38:37]
there and then start throwing out
different wildflower seeds.
[38:45]
What's that look for?
What else is it good for right now?
[38:53]
» You wouldn't have to mow it. That would
be the plus side. [laughter]
[39:00]
All right. So, I crossed off dog park.
I Well, but it might be a better place
[39:05]
for that.
Um, but I I'll add in language about
[39:10]
pollinator gardens and all that jazz
along the trail.
[39:15]
Anything else?
>> On the next page, you do have shade tree
[39:20]
and native planted.
>> Oh, thank you. Yeah,
[39:23]
» I didn't know you missed those.
>> Nope. I just flipped the page over and
[39:26]
didn't see it. Um, this talks about
adding shade trees, invasive species
[39:31]
management,
uh, storm water education. So, all those
[39:34]
nature-based things that we could do
there.
[39:36]
» I mean, what getting back to kind of,
you know, native prairie type of plants,
[39:42]
that does require getting some of those
invasives out of there, but that's
[39:46]
something that you can get people to
volunteer to do occasionally. You know,
[39:50]
I have a party to go out. Alumni weekend
at my college, we had a big prairie area
[39:55]
for the for the biology department. And
at alumni weekend, they get a whole
[40:00]
bunch of us suckers to go up there at a
hot summer day and cut buckthornne out
[40:05]
for hours.
[40:08]
Maybe get a few people to do that here.
You know, be camaraderie be a little
[40:12]
fun.
What?
[40:16]
looked.
[40:22]
[laughter]
>> All right, let's go on to the Metobrook
[40:25]
green space.
So, this is the kind of weird two lots
[40:29]
that are separated by Metobrook Drive
there. Um, the far east lot is you would
[40:35]
think would be a nice residential lot.
Uh, but that is almost completely in the
[40:39]
flood plane and cannot be built on. Um,
so that's why it's in our ownership. We
[40:43]
have some trees planted there. And then
the longer parcel there is the um
[40:49]
probably more usable park space. So when
you look at the recommendations again it
[40:56]
talks about the feasibility of these
areas the pedestrian connections. Uh the
[41:03]
big thing here is that if you're going
to have a dog park this seem to be a
[41:06]
prime location against less area
defense. It's it's elongated to allow
[41:11]
dogs to run back and forth. Um, as far
as the setup cost, Eric talked about a
[41:16]
little bit. We'd have to do the fencing.
We need to have um, you know, the doggy
[41:21]
bag stations and things like that. And
you have a hope and a prayer that people
[41:26]
are going to take good care of the
property, right? And if they don't, then
[41:29]
you rely on our team and for maintenance
and cleanup of that. So, that's the risk
[41:33]
that you run. Um, but there has been a
decent um I'd say uh
[41:40]
resident inquiries about a dog park. It
has been overwhelming, but we've been
[41:44]
asked over the in the past. It was in
the survey that there was some interest
[41:47]
in it. So, it's really up to you all if
you feel like we want to move more
[41:52]
seriously with that because if not, I
don't really know what else we do with
[41:55]
this kind of weird shape person.
>> I mean, I' I've heard several things
[42:00]
about dog park. we we could use a dog
park around here and my experience with
[42:05]
dog parks in the area such as Mutland
Meadows and Grafton,
[42:09]
» Peppe Pepe's Playground up in Belgium. I
mean, the the patrons in general, I
[42:14]
mean, there's one or two bad bad apples,
but in general, they they do pretty good
[42:18]
job of cleaning up after themselves.
>> Yeah.
[42:22]
» So,
[42:26]
how would you think about fencing along
the creek there? Because the creek still
[42:29]
runs.
>> Yeah. Uh the first place she listed in
[42:33]
Brick where was that
Grafton? Is that in the open or is that
[42:37]
» it's wooded and uh there's trails?
>> Yeah, the one in Belgium is
[42:41]
» that's a wide open field.
>> Here you got houses and the creek and
[42:47]
kind of a main thorough area. Not sure
if the residents and everything would
[42:53]
like that right there. But it's nice you
got nice parking here. Not driving down
[42:57]
the middle of nowhere. So I'm not sure
how that would
[43:01]
go with
being in the village like
[43:06]
other
[43:09]
» what else you could do with it?
[43:15]
» I've never seen it flood on top there
like Stony Creek. But
[43:21]
» is the western portion in the flood
zone?
[43:26]
the witch marks
>> the the longer section western portion
[43:30]
of it
>> I maybe just a little bit over the curve
[43:34]
when the storm sewer can't handle it but
when it did it I think this year that
[43:39]
twice where you put the road close signs
out with your heavy water high water I
[43:44]
think within 20 minutes it was down
>> I mean if we were to put in a couple of
[43:48]
I mean a couple of picnic tables maybe a
couple of little grills in the ground
[43:53]
» they'll sit there
>> they'll sit there. Yeah. You know,
[43:56]
people might use them.
>> No, they'll use them.
[43:58]
» Yeah.
>> by the hydrant to prove a point the next
[44:02]
day sit on it.
>> Yeah. See, so I mean spot to sit
[44:06]
» turn it into a nice little patch to be a
park for a specific purpose. Just a nice
[44:11]
bit of green space for people to uh use,
you know.
[44:16]
» I agree.
>> I think that would be a nice inexpensive
[44:19]
way to make these a little bit more
useful.
[44:23]
um generate more community.
[44:28]
» I mean, we can always use that flood
zone space for that though
[44:32]
» for a sitting hanging.
>> Well, yeah, we could do that over there.
[44:35]
We could try to put together a short dog
run over here.
[44:38]
» Yeah. Or if we really didn't want to use
it for that, I don't know if that
[44:43]
western portion is buildable, but we
just consider selling it and let
[44:47]
somebody build there.
>> I don't think it's big enough for that.
[44:52]
That's the creek that goes through.
>> Okay.
[44:55]
» Yeah,
trust me. You know that I would have
[44:58]
suggested that.
[45:02]
» Um, no, this is pretty much unbuildable
property. That's why it's in the
[45:05]
village's ownership and can do something
with it.
[45:09]
» Um, I like that idea of the kind of
seating area to the on the east property
[45:13]
because what else are we going to do
with that? It's not big enough for a dog
[45:17]
park, but
>> then the rest, you know, that being a
[45:20]
run kind of area for dogs.
You make that a seating area. Make sure
[45:24]
the picnic tables have
[45:30]
» I would like to actually see that flood
because every time I've been down there,
[45:33]
even in the spring, it's not flooded.
Um, so right now on the eastern parcel
[45:40]
talks about a kind of like a playground
similar to Children's Park. So, if
[45:45]
that's not what the direction you want
to go and it's more just kind of a
[45:48]
natural seating area, then I'll change
that language to that. Is that what
[45:52]
you're thinking?
>> What's that?
[45:55]
» Right now, in this in this
>> document, it says that the eastern
[46:00]
parcel will be like a children's park
kind of place with a playground and all
[46:03]
that.
>> We don't want another playground to
[46:05]
maintain.
>> No.
[46:06]
» Then I will remove that language and say
it's a seating. And being that's in the
[46:11]
flood zone, I wouldn't want play
equipment and then putting sand down and
[46:16]
everything else and then we'd actually
somehow end up in a flood right there
[46:20]
and then [laughter]
half the playground's underwater.
[46:24]
» Playground would just set to be
a little more expensive.
[46:29]
» But you're good with the western parcel
being some sort of walking path past a
[46:33]
recreational area dog park if we've run
into funding to do that?
[46:40]
Great.
All right. Freedom Park. We all know
[46:44]
about Freedom Park.
Um, again, we have improving
[46:49]
accessibility,
improving park identification. Uh, this
[46:53]
is a good spot for donor opportunities
in the future. We talk about, you know,
[46:56]
benches and tables and all that that we
can name after people. Um, fencing. Um,
[47:02]
somebody in one of your surveys you
brought up fencing and I don't know what
[47:06]
that means, but I think it's the fencing
around the playground wanting to improve
[47:10]
that. I'm assuming
>> freedom is the one up by the church by
[47:14]
the
>> where Tuesday tunes would
[47:17]
» talked about fencing at this one.
>> The only fence that's there is that kind
[47:21]
of couple wood planks that are around
the playground. Somebody brought up
[47:25]
fencing and that's why
>> a couple years ago
[47:30]
» Oh, good.
Yeah,
[47:32]
» along the main road
>> go to Freedom Park when we did our
[47:35]
little store.
>> Okay,
[47:38]
» we didn't
>> I swear on somebody's survey they broke
[47:41]
fencing.
>> Oh, maybe they thought they were Freedom
[47:42]
Park. He just said, "Were you talking
about fencing at the
[47:45]
» I know I talked about fencing at the
park
[47:48]
» by the church."
>> By the church.
[47:49]
» Oh, veterans.
>> So, he might have had that and blamed
[47:52]
them.
>> Maybe I labelled it wrong.
[47:53]
» Are you good with me exing out fencing?
>> Yeah. Okay.
[47:56]
» Yeah. Freedom. Yeah. Freedom Parks. Hold
on. Triangle over there over the field.
[48:00]
There's the street lighting.
>> Um, you guys talked about year round
[48:03]
recreation. So, you know, yard games
maybe made of stone or different things
[48:08]
like that to be passively there for
people to enjoy. Um, the big thing is
[48:13]
restrooms and concessions. We've talked
about that forever. It's now probably a
[48:17]
half a million dollar project. Okay.
whenever we would get a grant from on
[48:21]
high. I will say that we got um the DNR
wrote back on the grant that I wrote in
[48:26]
spring and politely declined us because
there wasn't enough funding, but in the
[48:31]
response they did say, "Send us your
updated parks and open space plan and
[48:35]
we'll kick you higher up in the list."
So, I would recommend we keep this
[48:39]
language in here because then it helps
us later on.
[48:42]
» Okay. Um, and then the pavilion, we all
know Eric's headaches with the pavilion
[48:47]
um, fabric that's there. And so having
some sort of permanent structure in the
[48:51]
future would be great, but again, that's
would only be when money rains from on
[48:56]
high.
Um, in addition, we have some shade
[49:00]
trees, uh, which are kind of planted
there, but we can increase that. And
[49:05]
then um just upgrading the landscaping,
signage, lighting, all of that to kind
[49:09]
of since it is in the middle of the
village and getting some nice branding
[49:13]
and marketing about that.
Anything else you want to add to Freedom
[49:18]
Park.
[49:27]
All right. Next is Veterans Park. That's
the one up there by the church.
[49:32]
» Yeah. Um, this one has not had much
attention over the last uh couple years.
[49:38]
We've had some improvements from donors
that have helped to that park. U, but
[49:42]
you guys talk about playground safety,
playground lo location. I know that was
[49:47]
a part of the plan two times ago that
your forefathers talked about just kind
[49:52]
of uprooting that whole playground and
moving it somewhere else due to the
[49:56]
location there. I will say it's used a
lot by the um church and daycare right
[50:00]
next door. Um, so we have to think about
that if we we were to remove it. Um,
[50:06]
again we have accessibility, playground
surfacing, updating that property
[50:11]
boundaries. So it's kind of weird
because on the east side we have uh just
[50:16]
a a residential property that's right
there. So they've talked about doing
[50:19]
fencing at one point to separate public
from private. And then on the east side
[50:25]
or on the west side, make sure that we
have a nice barrier there, at least some
[50:29]
rocks to stop any pedestrian traffic
from the parking lot from going into the
[50:33]
playground. Um, it would be nice to
improve that.
[50:37]
We talked about
>> rocks, so
[50:41]
Okay, we'll grab those rocks.
>> I'm pretty sure the data center guy
[50:44]
probably threw a few at us.
reinforcements.
[50:50]
» Oh, we always do local businesses.
>> Um, and then we go on to say donor
[50:55]
opportunities again, benches, papers,
things like that, improving our park
[50:59]
identification, and then anything that
we were to do to improve the veterans
[51:02]
memorial itself. Um, again, we'll
acknowledge the Stefan family and others
[51:06]
that have improved that already, but we
can always, you know, make it bigger and
[51:09]
better if we wanted to moving forward.
So
[51:13]
» I'm sure veteran schools would
>> projects too.
[51:19]
» Correct.
>> Well, what I was thinking along the east
[51:23]
and west side like towards the front
portion is like kind of a wall that
[51:29]
matches like the memorial portion but
like more of a decorative wall along
[51:35]
each side there.
>> Might be like two feet tall. It's gonna
[51:39]
prevent people from parking in there and
then
[51:43]
» a way that should you go forward with an
idea like that too.
[51:49]
» I was I was thinking that too if we had
some sort of a wall like that platform
[51:54]
for anybody name their face or whatever
they served. I mean
[51:58]
» right
>> I think I think that would get a lot of
[52:01]
people really
>> Yeah. I mean it ties into not just
[52:04]
adding a wall stop looks like it's used
for something right as
[52:10]
» y
having them decorative along each side
[52:15]
kind of matching each other
I think would be beneficial and add a
[52:21]
look to that part for the memorial.
>> Cool.
[52:29]
All right, that's veterans.
Uh, next is Stony Creek Park. This is
[52:35]
the one that had the most comments and
potential.
[52:39]
» Um, storm water management. We all know
that that's the area that floods. Um,
[52:44]
we're on it. You guys all know that. Um,
let's look at uh pedestrian connection.
[52:53]
So right now that sidewalk goes up to
our public parking lot and then it stops
[52:57]
and then it starts right. So the idea
would be having this sidewalk that
[53:01]
connects all the way up Filillmore to
the park itself.
[53:06]
Um this is the location of uh Simon's
idea that he had brought forth towards
[53:11]
the beginning of the year about a
nature-based playground. Again we have
[53:14]
the space to do it. It's a more natural
setting. Um so if we ever engage in that
[53:19]
um idea then that would be the thought
there.
[53:23]
uh recreational courts. This has also
been talked about in the past. Improving
[53:26]
the basketball, changing it to um what
is it called?
[53:29]
» Pickle ball.
>> Pickle ball. Um any kind of things like
[53:33]
that that you'd want to do. Improving
the creek and bridge. Our team has been
[53:37]
doing that uh recently, but we can
improve that and put the bridge back.
[53:45]
Um we have that fencing on the north end
of the property that is in the middle of
[53:50]
no man's land. We don't know if it's
ours. We don't know if it's property
[53:52]
owner, it's falling apart, if it's
getting hit by trees, at some point we
[53:56]
should probably replace that. Um, grills
that are rarely used are still there. We
[54:01]
either need to remove them or update
them. Um, talked about adding horseshoes
[54:05]
here, improved park identification, more
donor opportunities, more shade trees,
[54:11]
and uh, more natural resource management
around the creek that's there. Well, the
[54:15]
area that's a flood plate. I mean,
horseshoes, couple of metal spikes in
[54:20]
the ground and a little sand pit. I
mean, you get some water in there, it
[54:23]
goes away, and it really you could set
that up for things like that.
[54:28]
» I I you know, I can see using that area
for for things like for shoes and so
[54:34]
forth.
>> What are you allowed not allowed to do
[54:36]
for
Are you allowed to do anything
[54:39]
permanent?
um like building structures is where
[54:43]
we'd run into issues, but of that I mean
if a plays around in the flood plane and
[54:49]
just more likely to get damaged and are
[54:57]
any other thoughts on that?
the gorillas if we were to keep them
[55:02]
there. I guess my suggestion would be to
take them and move them out closer to
[55:06]
the pavilion rather than
>> 40. [laughter]
[55:14]
» I feel like if they would get used then
they'd be more likely used during a
[55:19]
party that's kind of had the pavilion.
I think the only reason
[55:25]
the last ones where some a couch on
there
[55:30]
otherwise they've never I've never seen
it's kids that throw sticks and
[55:35]
everything in there.
[55:39]
It's just another thing with that in the
long run.
[55:45]
Kind of like the idea trying to find
something to do with that half bass
[55:49]
court. It's not really a full court if
it could be turned into something else.
[55:54]
I mean, we had people ask about pickle
ball. I don't know if it was big enough
[55:58]
for pickle ball.
>> I just seen a thing about pickle ball
[56:01]
down at the Somebody had posted
something about
[56:03]
» Marie Cra fully converting one of them
down at the tennis courts. Yeah.
[56:09]
» To a pickle ball court. So
>> maybe.
[56:12]
» So it's got to be pretty close that
basketball court.
[56:14]
» Yeah. So we've looked at it. I mean, the
condition of it isn't great. We'd
[56:17]
probably end up just tearing out that
whole asphalt and and redoing it for
[56:21]
pickle ball. So, it' be a little bit
more cost than just painting over it.
[56:25]
» Right.
[56:32]
» All right.
Next is the Partridge Lane Nature
[56:35]
Preserve. I'm not even going to go into
this because it's just um woodland that
[56:41]
you can choose to walk through and it
also acts as storm water management for
[56:45]
the village.
[56:50]
We could. Yeah, I think that's park
identification, is that it?
[56:54]
» The homeowners might rip them down.
Might not be too happy.
[57:02]
» Yep. Public property.
>> Make sure there's a a flock camera
[57:07]
there. So, if anybody not,
>> you may be talking about that in about a
[57:13]
month. So,
>> I'm sure. Um, next is the multi-purpose
[57:17]
trail. Again, there's not too much to
talk about that we haven't already
[57:20]
talked about. This is the trail that
runs from Fireman's and then through and
[57:23]
into Marie Cross Park. Um, so again,
it's wayfinding and accessibility and
[57:29]
and improvements like that. Um, we've
improved when we can the asphalt and
[57:34]
walkways that go through there. We did a
decent chunk of it over the last year
[57:39]
here. Um, but other than that, it's
improving ramps and doing stuff like
[57:43]
that whenever we have the money and time
to do it.
[57:48]
» All right.
[57:52]
» Yep.
>> Yeah. And I don't know how much of that
[57:55]
is us versus the railroad company. Do
you know like do we do we own and manage
[58:02]
that defensing?
>> We don't own it, but we do.
[58:06]
» Okay. No, but if you're talking by the
tracks.
[58:10]
» Yes.
>> No,
[58:10]
» the maze.
>> That the the maze. Yes, that's us.
[58:13]
» The maze. Yeah.
>> Yeah. I think uh
[58:17]
the railroad company's right away is a
little bit bigger than a normal highway.
[58:21]
So, I don't know. It's like 40 ft
something like that
[58:26]
from there. So, and I think that fence
was right at the rightway.
[58:31]
» And the maze is meant to to hopefully
stop people from walking into the train
[58:35]
tracks.
[58:38]
Well, I I would think stop people like
on a bike or something shooting through
[58:42]
» just as a train is shooting through the
path that they move fast out here. But
[58:46]
still,
>> we can move fast.
[58:48]
» Oh, yeah.
[laughter]
[58:51]
» So, you know, it's a safety feature.
>> Yeah.
[58:57]
» All right. Any other thoughts on the
individual parks and the rest of it we
[59:01]
can speed through here. So section five
is a needs assessment.
[59:07]
So this is the table from land area
standards and I don't want to bore you
[59:12]
but based off the population in the
village you should have so much acreage
[59:17]
of parkland. Long story short we're
doing pretty good. We have a lot of
[59:21]
parkland. We go above and beyond the
amount of parks that we need to have
[59:25]
based on the population of the village.
Um facility needs. It talks about again
[59:30]
the highlights of of improving ADA
signage addressing drainage and flooded
[59:36]
flooding. We also talk about the uh
little league baseball facility that is
[59:42]
not villain zoned right that's been a
priority I think over all the renditions
[59:46]
is that at some point we need to take
ownership over Oak Park. Um so that
[59:50]
remains here.
Um I'll move on. Table eight shows a
[59:56]
summary of your guys's survey results.
Then when you get bored you can look at
[1:00:00]
all this.
[1:00:04]
Uh moving on to key opportunities for
village parks and open space. It talks
[1:00:08]
about village green future park. So
that's this side of the village where we
[1:00:13]
don't have any parkland. Um this body
knows that the board has been talking
[1:00:17]
about parkland up there. We have some
potential sites for that.
[1:00:21]
Um, other possibilities, the Partridge
Lane, uh, nature preserve, you know, how
[1:00:27]
could we continue to utilize that space?
Uh, we've talked about a proposed Fonia
[1:00:34]
Creek nature preserves and hiking trail.
Um, again, I don't want to bore you with
[1:00:39]
history, but the original plan had the
village purchasing a bunch of property
[1:00:43]
through the middle of the village uh to
create an interconnecting trail. Um I
[1:00:48]
think during your time we we kind of
axed a lot of that because it was
[1:00:53]
already privately owned and again we we
weren't in the business of buying more
[1:00:56]
public land. Uh but again that idea is
still still lives in this document for a
[1:01:01]
future body to consider. All right. So
then we get to the important part. So
[1:01:05]
this village of Fredonia park
improvement projects. So what you have
[1:01:09]
here is a breakdown of all of the
recommendations from each of those parks
[1:01:12]
that we talked about except for what we
just added an associated cost next to
[1:01:16]
it. So what I need from you all is let's
prioritize this and it doesn't need to
[1:01:22]
be like one through seven. It could be
just high priority versus low priority.
[1:01:26]
So that way in the future we'll add
these things to our CIP list and we're
[1:01:31]
not going to add things that are kind of
low of the total for you guys. Maybe a
[1:01:35]
maybe a fence around the basketball
court is a is a easy thing that we can
[1:01:39]
do one year and just get it done. Well,
then that's a higher priority. Or maybe
[1:01:43]
it's a safety thing and you know that
playground's falling apart. We really
[1:01:46]
need to update it. We need some sort of
kind of priority list so that way then
[1:01:50]
we have direction as a team of what
projects to tackle sooner than later. Um
[1:01:54]
so let's look at Marie Cross Park. Here
you see all the listed stuff that we had
[1:01:58]
talked about.
Who has an idea? Let's go.
[1:02:06]
What's the highest priority on this
list? Maybe it would start there.
[1:02:10]
» It's the highest priority on that list.
>> Yes.
[1:02:13]
» Oh, we're like we're doing each
individual thing. I see.
[1:02:17]
» Yes.
You have a little chart. I just got to
[1:02:20]
fill in higher. I just got to fill in
high or low. So like bleachers and
[1:02:24]
athletic viewing viewing area like
Tiffany had just said, is this a high
[1:02:28]
priority for the village? I would argue
if we're going to have a partnership,
[1:02:32]
right, I would mark it as high so that
way we're kind of planning for it
[1:02:35]
alongside them,
>> right? I would say high on that.
[1:02:39]
» I'd say that's pretty high. I think the
disc golf stealth course, it attracts a
[1:02:42]
lot of people from out.
>> It does attract a lot of people. We've
[1:02:45]
got that national tournament. We've got
people coming. I know a lot of people
[1:02:49]
who disc golf stealth. Oh, you looking
for Oh, yeah. I love that color.
[1:02:52]
» Yep.
>> Upgrading that to attract more people
[1:02:56]
and keep people coming to it, I think.
and it's not that expensive to throw in
[1:03:00]
seating. So, I I'd put that at a higher
priority. But
[1:03:04]
» I was wondering with that if there was
more opportunity to partner with like
[1:03:07]
the school and like their woods program
to see if they want to build a bench to
[1:03:14]
put out there and or like
>> individual seats. That's as far as
[1:03:23]
plenty of opportunities if someone's
looking to, you know, build a bench,
[1:03:26]
donate it, and whatever, then I do a
voice coat eagle project.
[1:03:33]
» There you go, Ne.
>> With the I just want to mention, I hold
[1:03:36]
you up with the seating and the batches
of that. Uh, I usually give Dan takes
[1:03:43]
care of that. So, I usually give them a
bench
[1:03:49]
a bench every year. Uh we talk about if
we're getting gar uh garbage cans and
[1:03:55]
picnic tables, we give him the old ones
and then he puts them where he wants. I
[1:04:00]
mean, we really don't touch that. He
takes care of it.
[1:04:06]
So,
I get him a bench, he puts it wherever.
[1:04:10]
So, and I was down there on Sunday and
he was getting ready for this coming
[1:04:15]
weekend and he was putting the bench out
that was here. So, we really don't go
[1:04:20]
through that. I mean, if he needs help,
we'll help him. But,
[1:04:24]
» but I would argue if we make this a low
priority, then we're going to shift from
[1:04:27]
doing that and moving those assets to
something else. You know what I'm
[1:04:31]
saying? If this isn't a high priority,
then we'll stop doing benches for him
[1:04:34]
and then we'll move that money to
something else.
[1:04:36]
I think it for the most part in the past
you used the money that came from the
[1:04:40]
tournaments.
>> Yes. Basically
[1:04:45]
or he paid to rent the park or rent the
disco
[1:04:49]
» then we bought him a bench for that. So
>> money came in and went right back to it.
[1:04:55]
» So I mean as far as our our priorities
as a village I'd probably put that as a
[1:05:00]
little
[1:05:07]
Okay.
[1:05:13]
» Ward started talking about putting in
pavilion and we got that donation from
[1:05:17]
Port Washington. So,
>> I mean that has to be a high priority.
[1:05:21]
If there's throwing money at us, we got
to show them that we're putting it up.
[1:05:24]
» Yeah.
>> Yep.
[1:05:25]
» We can't really put that off,
>> right?
[1:05:28]
» I heard based on the conversation before
Sleing Hill is kind of low. Yeah.
[1:05:32]
» Um, additional parking is, you know,
it's going to be low until we have the
[1:05:36]
opportunity to have space to park,
>> right?
[1:05:39]
» Um, new playground
>> that we might be talking about a little
[1:05:44]
bit.
>> Yeah,
[1:05:45]
» that higher.
>> Put that over.
[1:05:48]
» Okay. And then village ID signage. So,
we have the signage kind of there. It's
[1:05:55]
on the bathroom facility. We would move
it to the front of the park. I mean
[1:05:59]
that's the only cost there which is
going to be less than even the free five
[1:06:02]
that's here.
>> I think there is a dollar side in
[1:06:07]
» there is I know but I'm talking about
switching them out.
[1:06:13]
Okay.
Children's
[1:06:18]
pollinator garden.
[1:06:21]
» Hello.
>> Yeah.
[1:06:23]
» I mean I like the idea of it.
[1:06:27]
equipment needed up
park.
[1:06:32]
» Okay. But that is high any
accessibility. So a ramp to get into the
[1:06:35]
park.
>> That would be I mean I suppose that
[1:06:39]
would be high with the upgrades of the
equipment.
[1:06:42]
» Okay.
Shade trees.
[1:06:47]
» I feel like that can be low on the
village side and we could probably get
[1:06:50]
some programs to donate and plant the
tree.
[1:06:55]
adding park table and benches.
[1:07:00]
» Medium.
[1:07:04]
» What we got over there right now? We got
a bench.
[1:07:06]
» We have one one built-in bench.
>> Not a picnic table over there anymore.
[1:07:13]
» One one tree, one bench, and one.
>> I mean, there ought to be a picnic table
[1:07:17]
or something so a parent can sit there
while their kids screwing around. you
[1:07:21]
know, some place to sit and
>> I mean, it's not like we're talking
[1:07:24]
about a bunch of picnic tables.
>> Say a picnic table at the most.
[1:07:30]
» Yeah.
Um, and then the ID signage.
[1:07:34]
» I mean, I think ID signage should be
kind of a moderate everywhere. You know,
[1:07:38]
if we can afford to get it done, we
ought to do it just so that the village
[1:07:41]
looks consistent no matter where you go.
>> Yep.
[1:07:47]
All right.
This is the last part of this, by the
[1:07:51]
way. After this is all other data that
you can look at whenever you feel like
[1:07:54]
it.
>> Um, Fireman's Park, we have AD
[1:07:57]
accessibility improvements.
[1:08:02]
» It's not too bad right now, is it?
[1:08:07]
» You have to go into the grass and it's
all a wheelchair through there.
[1:08:12]
» Yeah, we talked about we'd extend
sidewalk from the fire fire department
[1:08:16]
parking lot along that full
um northern area of the park. I mean,
[1:08:22]
you get to the playground, you get to
the ball diamond.
[1:08:24]
» So, right along right along Park A.
>> Yeah.
[1:08:33]
» I guess of these three things, what what
if any are high?
[1:08:37]
» They can all the playground
>> equipment is over 20 years old. It's
[1:08:41]
falling apart. It needs to be replaced.
I mean me I go for the baseball first
[1:08:45]
but I'm I'm biased so you know so but
the the playground equipment definitely
[1:08:50]
» they can both be high it's okay
>> both the they the playground equipment
[1:08:55]
slightly higher than the baseball
>> that the playground equipment in my one
[1:09:00]
year at the bubard I placed one
full-time year I placed three or four
[1:09:03]
things in that playground
>> yeah would you say that's the worst
[1:09:07]
playground that we have
>> I don't know if it's the worst I think
[1:09:10]
children wor but the vitamins gets used
by more people who are vocal about
[1:09:16]
» what's going on,
>> right?
[1:09:17]
» Kind of thing. So, um I think children's
is in worse shape, but fireman gets used
[1:09:23]
by more people.
>> Fireman's is also more publicly used as
[1:09:26]
we do have the the the baseball
children's play youth league and we have
[1:09:31]
soccer and so we have people coming
there for those kinds of things.
[1:09:35]
» I know like divine savior will walk the
kids over there. They use that.
[1:09:39]
» So, school does.
>> Yeah. So, It'd be I think it really does
[1:09:44]
have a higher priority than children's
or any of the other parks too.
[1:09:48]
» Then I added fencing for the fireman's
park, the basketball
[1:09:52]
high, low
[1:09:56]
» I can put it as high and see kind of
cost would be to that
[1:10:00]
» at least along the roadside.
>> Yeah. When you mention the fact
[1:10:04]
basketball gets wet, I'm not as worried
about it.
[1:10:07]
» Yeah.
>> As if it ran out in front of a semi.
[1:10:10]
Right. So
>> correct
[1:10:12]
» or Simon chugging along lawn mower or
something.
[1:10:16]
» All rightski.
I removed the dog park. So now we have
[1:10:20]
the nature path for 5k and ID signage.
[1:10:26]
» Well,
if if we're talking about that park, I
[1:10:30]
mean that's pretty cheap stuff right
there. Make it high priority. Make it
[1:10:34]
more usable. Make it more used. I mean,
this is probably the easiest that that's
[1:10:37]
like lowhanging fruit that we could we
could revitalize that whole park in in a
[1:10:42]
year.
>> Yeah.
[1:10:43]
» Um and get it done.
>> I mean, if we were to then rate the
[1:10:46]
parks on which one should be tackled
first.
[1:10:48]
» Yeah. That's that's a whole other
conversation.
[1:10:51]
» But
>> all right. Uh Metobrook. So, this is
[1:10:55]
again the dog park. Um fencing and
garbage receptacles. Uh this had the
[1:11:01]
mini playground which you guys removed.
And then ID signs.
[1:11:07]
» And we also talked about maybe having
just a couple of picnic tables. Oh yeah.
[1:11:11]
» Building grills over in that eastern
section.
[1:11:13]
» Yeah. Benches.
>> Things that can get wet and aren't that
[1:11:18]
big a deal.
[1:11:22]
I think the Yeah. between that and then
the the dog park stuff could be probably
[1:11:28]
be high. And again this the park ID sign
like like Pete said.
[1:11:33]
» Yeah.
do them all as as as well.
[1:11:36]
» Yeah.
>> Standardize and you know make us look
[1:11:40]
like a organized village.
>> Um Freedom Park, I would suggest you
[1:11:45]
mark that as high for the multi-purpose
building again for grant.
[1:11:50]
» Um replacing pavilion. I I'll be honest,
I don't I don't think that there's at
[1:11:56]
least right now there's not a good grant
opportunity specifically for that
[1:12:00]
purpose. So, if you guys ever want to
replace that pavilion, I mean, it's
[1:12:04]
literally us paying the money to do it,
>> right?
[1:12:07]
» Um, which is not fun, which is why you
see it quoted like $120,000.
[1:12:13]
Um, I don't know. We could say it's
high, but I just don't think it's going
[1:12:16]
to happen unless funding comes from on
high, you know,
[1:12:20]
» for like the band shell thing that we're
talking about.
[1:12:23]
» Yeah. Is there opportunity instead to
try to utilize like one end of the
[1:12:30]
pavilion that we build at Murray Krauss?
So then the bands are always covered and
[1:12:37]
there's like there's opportunity for
people to be inside and outside
[1:12:41]
» hanging out there. Kids can be playing
in the splash pad where music's going.
[1:12:45]
» Oh, I see. Moving it to Marie Krauss. to
Marie Krauss and making that kind of our
[1:12:51]
dedicated Tuesday tune spot because
>> there's opportunity there to be playing
[1:12:55]
the
>> fields. People can, you know, kids can
[1:12:58]
run around in the fields.
>> Yep.
[1:13:01]
Less traffic or parking.
I don't know. I don't know where you
[1:13:06]
located. I don't know. I have to look
the space again. But if you have that
[1:13:11]
hash the clamshell kind of looking out
toward the soccer fields and so forth. I
[1:13:15]
mean, you got all that green space. I
got a couple of log chairs. I can carry
[1:13:18]
those over there, set it up, and enjoy
the music all evening long, you know.
[1:13:24]
» Just throw out there like tonight.
>> Oh, yeah.
[1:13:29]
» Yeah. We just move Tuesdays on the week.
>> I mean, we can coordinate we can
[1:13:36]
coordinate things like that.
>> I just, you know, if we're going to
[1:13:39]
move, it's kind of nice to have things
up there at the entrance of the village.
[1:13:42]
So,
>> yeah. But Marie Krauss was much larger
[1:13:47]
and and probably we give the kids who
are interested in listening to the band
[1:13:53]
something to do.
>> Yeah, we just have to be more strict
[1:13:56]
about, you know, renting out our park
and reserving dates for everybody so we
[1:14:00]
know when they're going to be there
versus us and all that. But
[1:14:07]
» um
Okay. So, under Freedom Park, I put hi
[1:14:12]
for the multi-purpose building pavilion.
I mean, we can say hi. Again, it'll
[1:14:17]
happen when it happens. Year-round yard
games
[1:14:22]
was passionate about that.
>> I think I mean, it it's a nice idea.
[1:14:27]
» Yeah.
>> But I I don't think it's necessarily
[1:14:31]
dark.
>> So, when I was doing research on it a
[1:14:35]
few years back, it's like concrete.
So, They're there all the time. They
[1:14:41]
want
[1:14:44]
to go in
>> or stone chest board.
[1:14:47]
» Yeah,
>> I've seen those. Corn Germantown has a
[1:14:52]
part with those in it.
>> Yeah, they weren't stupid expensive
[1:14:58]
in
>> your mowing over the cornhole bags.
[1:15:02]
» Yeah, Eric and I both want to do
something like this there. Um, our
[1:15:06]
concern is
do you provide the chest pieces?
[1:15:11]
What happens when somebody takes one?
What happens when it blows off, gets run
[1:15:16]
over in the road? Or your cornhole bags?
Do you provide those? What happens
[1:15:19]
somebody takes one? Are you buying a new
one every year or every two weeks?
[1:15:24]
» And so, if you're putting the games, but
you're not providing the equipment for
[1:15:27]
the games.
>> I think it's easier for people to bring
[1:15:30]
a bag of bags to toss, right, than to
bring the whole board.
[1:15:34]
» Yeah.
But does it I mean there's no cost
[1:15:39]
efficiency to it or and you're not but
does the cost of putting it in if you're
[1:15:44]
not providing the equipment to use it
make sense?
[1:15:47]
» Well, I mean like with chess boards
people are you know if people know
[1:15:51]
there's a chess board there they can
bring the pieces
[1:15:55]
so it's right.
>> I mean if we put in horseshoe pits do we
[1:15:58]
have horseshoes?
>> Right.
[1:16:00]
That's the I don't know.
>> That's like I I don't recommend we
[1:16:06]
provide the items to use the games
because you run into the risks of okay,
[1:16:12]
now there's unsupervised kids at the
park and horseshoe rings.
[1:16:18]
um what possibly people
this would add to the shops here and so
[1:16:24]
forth, but if we had like a place where
people could go and get these items, you
[1:16:30]
know, so stopping by here and putting
$10 down for a bag of bags for the
[1:16:36]
cornhole,
>> right? I I don't want to add more work
[1:16:40]
» to the people, but you know, if you come
back and you've only got six of the
[1:16:44]
eight bags, well, you're not getting
your 10 bucks back because you got to
[1:16:47]
replace those bags.
>> I don't know if there's like a way that
[1:16:49]
they do
like a vending machine where you just
[1:16:53]
put a dollar in and you get access to
whatever's in there. And I mean,
[1:16:58]
» suppose it's like a
>> get it back. But if there's some sort of
[1:17:02]
I mean like they do those shopping cart
things that you put like 50 cents to buy
[1:17:06]
the shopping cart back cents back. I
don't I don't know if there's a way to
[1:17:11]
do that with a with play. those systems
are.
[1:17:15]
» I've been to parks that have both and
most of the time the ones I see that
[1:17:19]
have like where they have the bags there
or the like the horseshoe rings there,
[1:17:24]
they're kind of more private type
playground
[1:17:30]
spaces or like at campgrounds and
they're that stuff is near like a
[1:17:35]
building where there's almost always
like somebody to kind of supervise that
[1:17:38]
stuff. I don't really recommend having
because even what stops then a
[1:17:44]
10-year-old kid from putting a dollar in
and then pulling out the horseshoe rings
[1:17:48]
and um I'd much rather have it where
yes, we have these spaces to use this
[1:17:55]
stuff and you bring your bags with you
or you bring your horseshoe rings with
[1:17:59]
you.
>> I think that's the better way to go.
[1:18:01]
» Yeah.
>> So, I'm hearing that our team really
[1:18:04]
wants to put these in. Do you agree in
putting it as a high priority? They're
[1:18:09]
not that expensive. I no problem.
[1:18:14]
» Would you use them if the stuff wasn't
there to use them? [laughter]
[1:18:18]
» Uh, personally, no. I don't.
[1:18:23]
» Yeah. But if you knew it was there and
then you happened to be at Wally World
[1:18:28]
and you saw that there was a sale on
[laughter] Cornhole.
[1:18:31]
» There you go.
>> Would I buy them just to go through?
[1:18:38]
There you go.
>> But if I'm down there
[1:18:46]
playing,
>> they could be provided. We could have
[1:18:50]
them and be provided when we have events
going on.
[1:18:53]
» Sure.
>> Yeah.
[1:18:55]
» That's that's a nice kind of
>> or somebody rents the park.
[1:19:01]
» I know you guys do have a fee for
renting the park and you have a if
[1:19:06]
something gets broken or whatever it
comes out of there. Correct.
[1:19:08]
» So,
>> oh yeah,
[1:19:09]
» you don't get it back is to charge
people for it.
[1:19:12]
» Yeah.
[1:19:16]
» Cool.
>> Right. Veterans Park, uh, replacing the
[1:19:21]
sand with some other material, providing
those vehic vehicular barriers or the
[1:19:27]
wall fencing that we talked about, and
then other ADA stuff and silage.
[1:19:33]
» And don't forget the the well with the
wall. Yeah. Maybe using
[1:19:38]
» I'd say that define property through
fencing or landscape would
[1:19:43]
» I think that would be a real priority
simply because it would motivate you get
[1:19:48]
people interested in hey we're doing
something profession doing something and
[1:19:54]
people can participate they can buy a
brick for a family member or something
[1:19:58]
that you know I I really think that
would be
[1:20:00]
» an excellent uh way to just kind of get
the people in the village motivated
[1:20:05]
in the village.
[1:20:09]
And I think that kind of kills two birds
with one stone. It will define the
[1:20:12]
property line and then the one above it
to provide the barriers for traffic. So
[1:20:17]
» yeah.
>> Cool. Um do you care about replacing the
[1:20:22]
sand like we've been doing in our other
parks?
[1:20:26]
» Well, is isn't that required? Isn't that
something that
[1:20:30]
» it's technically not considered saving?
Soction wise
[1:20:35]
» and to be consistent with the rest of
the playgrounds in the village, it
[1:20:39]
probably ought to be replaced.
>> All right, let me skip down to
[1:20:47]
» uh Stony,
>> right?
[1:20:51]
» Um Stony Creek, we talked about that
pedestrian connection to Fredonia AB. So
[1:20:55]
again, that's extending sidewalk all the
way up there.
[1:20:59]
Um, removing replacing outdoor
playground equipment, possibly the
[1:21:03]
naturebased play playground,
converting the basketball court to
[1:21:07]
pickle ball,
removing a fence, moving grills, adding
[1:21:12]
horseshoe.
What are your thoughts?
[1:21:15]
» That that dilapidated little slide
that's on the western edge of the park
[1:21:20]
area, it needs to go away. Walk in and
that looks so bad. I hope we get that
[1:21:25]
off by the end of the year. [laughter]
by the end of the week.
[1:21:30]
» Looks like if you kicked it, it would
fall over.
[1:21:33]
» We've been talking about getting rid of
that.
[1:21:36]
» What happened when you mentioned it?
Eric says, "Not yet." [laughter]
[1:21:43]
» Some sort of emotional connection to
her.
[1:21:45]
» I don't know if it was there when he
went there as a kid or something, but
[1:21:54]
» All right. So, replacing playground
equipment. Some of it was kind of done
[1:21:57]
recently, right? The Lions Lions did
some stuff.
[1:22:00]
» Yeah.
>> Yeah. Some of some of it's in good
[1:22:02]
shape.
>> What? The big metal one.
[1:22:08]
» The big metal.
>> I love that big metal.
[1:22:15]
» Have a nose bleed when you went up on
that one.
[1:22:18]
» You go to the top of that metal one, you
get a nose bleed, man.
[1:22:22]
» All right. So, sidewalk up to the park.
>> Yeah.
[1:22:25]
» Who care? Low, high.
>> And most people are going to drive, so I
[1:22:31]
don't know that it makes that much of a
difference.
[1:22:32]
» Low it is. Um, replacing the playground
equipment.
[1:22:39]
» Sounds high to a few people in this
room.
[1:22:41]
» Yeah, some [laughter] of the stuff
really needs to just
[1:22:44]
» go. It makes it look bad. I mean,
>> you said replace, maybe not.
[1:22:48]
Yeah, some of it can just be
>> refurbish
[1:22:51]
» um chain link fence.
>> Well, where would we be putting that?
[1:22:57]
» It's on the north side there already
falling apart. We don't know whose it
[1:23:01]
is. There's branches going property
owner wouldn't mind if we just tore it
[1:23:05]
the hell out.
>> He wants it out.
[1:23:08]
» We've talked about pulling it out,
replacing it. He wants it out. Doesn't
[1:23:11]
want it replaced.
>> Well, if it's on our property, then
[1:23:14]
» does it need to be replaced? Do we need
it, sir? We don't have fence anywhere
[1:23:18]
else in the park, do we?
>> No, it's just to separate that woodland
[1:23:21]
from the
>> There is one by the house that's right
[1:23:25]
next to that parking lot.
>> Oh,
[1:23:27]
» that separates the house from the park.
>> Yeah,
[1:23:29]
» but they but they put that
>> Yeah, it's for other reasons.
[1:23:33]
» I mean, yeah, take that out and get rid
of it.
[1:23:37]
» So, just remove don't replace.
>> Yeah. What do you think? And I can see
[1:23:41]
kids are going to start going through
those woods and that property owner is
[1:23:44]
going to get kicked off.
>> Then he's going to want his own damn
[1:23:46]
» fence. He can put up his own. There we
go. [laughter]
[1:23:50]
» I think he thinks it's his fence. So if
you put a new one in, you'd have to pay
[1:23:52]
for it. That's my guess is why he
doesn't want a new one.
[1:23:57]
» Well, but
>> okay, we'll have that conversation. Uh
[1:24:02]
grills. Do you care about grills?
>> Getting getting the old ones out of
[1:24:07]
there would be a good thing. uh moving
putting a couple of newer ones near the
[1:24:12]
pavilion.
>> Sounds like they're not used though.
[1:24:15]
» Doesn't sound like they're used I guess.
So,
[1:24:18]
» but Falls has a really cool thing in one
of their parks. They have a big old like
[1:24:22]
fire pit type grill on one end of the
pavilion. It' be kind of interesting to
[1:24:28]
look into down there. Not anytime soon,
but something to think
[1:24:32]
» until someone puts a couch in it.
>> Till someone puts a couch in it.
[1:24:36]
» Until someone puts a couch in it. That'd
be a really good kel grill to put on.
[1:24:41]
But I mean, I know we've used it for
engineering group outings and stuff,
[1:24:46]
cook our barbecue and whatever on it.
[1:24:51]
» I skipped over that pickle ball court
conversion. That high low.
[1:24:56]
» There are enough people interested in
having a pickle ball court somewhere in
[1:24:59]
the village. I I'd put that at higher,
right?
[1:25:04]
Is there high enough demand and in
addition to the ones that are at Wabonia
[1:25:09]
Park and the
>> Well, those are task courts really.
[1:25:12]
They're not really mapped out for pickle
ball. I don't know much.
[1:25:17]
» Yeah, they're lying for it.
>> But that stuff out there that that's
[1:25:22]
higher tennis ball tennis instead of
pickle ball is supposed to be lower or
[1:25:26]
something. So technically they're not
pickle ball regulation even though they
[1:25:31]
are for pickle ball.
That would be the argument.
[1:25:35]
» Can the Nets be moved?
>> Can the Nets be moved down though?
[1:25:41]
» Yeah, I don't know.
[1:25:45]
But
[1:25:50]
» is the location of it
[1:25:55]
» cross
the highway right there is miserable on
[1:25:59]
a bike. There's no good way to get there
unless you're driving.
[1:26:02]
So that would be the only
>> Stony Creek would be a nice
[1:26:06]
» Is that accessible from park side?
>> Is there a way to get there?
[1:26:10]
» No. No. There's a driveway, but I think
it's
[1:26:14]
private. [clears throat]
>> Yeah.
[1:26:18]
» And over by Stony Creek Park right
there, you've got that uh uh adult
[1:26:23]
daycare center. I don't know if they'd
be able to have day eight trips over to
[1:26:27]
do a little pickle balling, you know,
that folks. I don't know. You know, but
[1:26:32]
» having it in the village like that, you
know, a place that's reasonably easy to
[1:26:36]
get to makes some sense.
>> Guess I need to learn about pickle ball.
[1:26:41]
I know zero.
>> I got enough hobbies. [laughter]
[1:26:44]
» I I I only know anything about it
because my wife and my kids play it on
[1:26:48]
E. Well, that [laughter]
kills the point of playing the sport for
[1:26:53]
real, but okay, whatever.
>> All right, I'm hearing that it's time.
[1:26:58]
» Sure. uh adding horseshoe.
[1:27:03]
» Well,
>> I mean it's cheap, but there's no
[1:27:06]
priority on that.
>> All right. And then just so we can book
[1:27:10]
it and finish this last one is Village
Green Park. So this is the again
[1:27:15]
proposed space up by the Hillrest lots.
Um so if and when it gets to the point
[1:27:22]
that we were to develop that lot, then
this is the stuff that it talks about.
[1:27:26]
So, small playground, planting shade
trees, pedestrian. I would argue this is
[1:27:30]
probably all low in our priority list
since we don't even have the property
[1:27:33]
technically.
>> Yeah.
[1:27:36]
» And then when we do, then we can talk
about updating it.
[1:27:40]
» I agree with that.
>> Great. Um, let me just quickly flip
[1:27:45]
through this, see if there's anything of
importance. While I do that,
[1:27:50]
um, the next steps, so I'm be looking
for recommendation
[1:27:54]
um, tonight for this document now that
we've cleaned it up. The next step would
[1:27:59]
be a public hearing or public
participation um, time period. So that
[1:28:04]
would happen in front of you all
>> um, to get their feedback. So pretty
[1:28:08]
much what I would plan on doing is I
would probably make a little
[1:28:10]
presentation. We'd present it to the
public and say, "These are our ideas.
[1:28:15]
What's your feedback and and response?"
And then we would um add their feedback
[1:28:20]
to this plan and then it goes to the
full board for adoption. And once you
[1:28:24]
guys adopt it, again, it's not just you.
We have to kick it to the county for
[1:28:27]
their approval. Um if you read through
the front, the engineer has to approve.
[1:28:32]
I mean, there's a lot of levels in order
for it to be a um DNR qualified parks
[1:28:37]
and open space plan. But then again,
that's what allows us to get access to
[1:28:40]
the grants and all that other good
stuff. So,
[1:28:43]
that sound good?
What's the What's the timeline look
[1:28:47]
like?
>> When do we have to have this public
[1:28:50]
hearing? Are we talking
>> I mean, it can happen as quickly or as
[1:28:53]
slow as you want. Right. This is
technically a 2030 plan and we're only a
[1:28:57]
year in. Um
so I probably, you know, maybe in fall
[1:29:03]
we can do a public hearing. Um choose
one night, make it, you know, really
[1:29:08]
well known that we're doing this and the
people that are interested in groups
[1:29:11]
like that that want to come and give
feedback. So in October like maybe
[1:29:15]
» yeah be good.
>> Right.
[1:29:22]
» Um so I would make a a motion to
recommend parks and open space plan as
[1:29:28]
amended and then set a public hearing.
You know we could say for sometime in
[1:29:33]
October.
>> So moved.
[1:29:36]
» Thank you.
>> So seconded.
[1:29:42]
So we
>> motioned and Okay. So all those in favor
[1:29:47]
» I
>> I
[1:29:49]
» All those opposed.
Motion passes.
[1:29:52]
» While we're all sitting here, do you
want to set a date for the public
[1:29:54]
hearing that works for everybody?
>> What about
[1:29:58]
the first meeting in October?
>> Like like do
[1:30:02]
» when would our first meeting be in
October?
[1:30:05]
» We talk first meeting board meeting.
Yeah. So October 1st.
[1:30:11]
October 1st is when Elena
>> think so.
[1:30:14]
» Think we're gonna have that much
participation?
[1:30:16]
» I do.
>> Oh wow. Okay, we'll come
[1:30:19]
» we'll come back on some of the surveys
that we did and public hearings
[1:30:25]
even
some of that it was two plus
[1:30:29]
» well so for the first the first board
meeting would be October 1st.
[1:30:33]
» Yeah. or well given that feedback I I
didn't think we I mean just based on
[1:30:39]
every every other public hearing I've
seen very little feedback u maybe we
[1:30:44]
need to do an abandoned
>> we just'll designate a night outside of
[1:30:49]
a meeting
>> do we want to have it on if we have a
[1:30:51]
planning park parks and recck meeting
>> well it would be a park
[1:30:56]
» basically be our parks
[1:31:00]
» I was just thinking we do it on a board
meeting night just just free up the
[1:31:04]
schedule, but it sounds like we're going
to have
[1:31:07]
» some participation.
>> So maybe we go independent of board
[1:31:11]
maybe.
>> So if you want to keep it Thursdays, we
[1:31:14]
can do it on the 8th maybe. So a village
board parks thing and then village board
[1:31:18]
in the month of October.
>> Are Thursdays good for you?
[1:31:24]
» Yeah, I mean I keep my Thursdays pretty
open for board meetings.
[1:31:30]
» Should you Thursday the eth? All right.
October 8th.
[1:31:35]
And what time do you want to start? You
want to do six?
[1:31:38]
» You won't be able to be here.
[laughter]
[1:31:41]
» Perfect.
>> You can make it work. You'll be here.
[1:31:45]
» Yeah. The only thing on my calendar that
night is honor soccer practice.
[1:31:54]
» 6 p.m.
>> 6 p.m. So, October 8, 6 p.m.
[1:31:57]
» Yeah. All right. All right. Thank you.
Are we going to have this open-ended or
[1:32:02]
are we going to put a cut off on it? I
mean,
[1:32:04]
» well, it's a public meeting and you're
chairing, so it ends whenever you say,
[1:32:09]
"All right, we've heard enough." You hit
the
[1:32:11]
» gap. You can tell people, "You got five
minutes. That's it."
[1:32:14]
» I would I would make sure we have some
structure, right? You know, whether it's
[1:32:16]
five minutes per person or whatever.
Let's, you know, we'll have
[1:32:19]
» Did you have a deep desire to be able to
attend?
[1:32:22]
» I mean, we could change it.
>> Don't change it. I mean, yes, I do have
[1:32:25]
a deep desire to make.
>> So, I'm saying what about Wednesday?
[1:32:30]
I'll just see that practice.
>> Wednesday's definitely don't work for
[1:32:33]
» you're going to run into counter stuff.
>> Oh, yeah. That's great.
[1:32:36]
» All right. Just tell Hal you got
something better to do.
[1:32:44]
» Okay. I mean, I want to honor you as the
person that
[1:32:49]
» Y
>> I I 100% appreciate that. I will make it
[1:32:52]
work. I can tell you that when we did an
[1:32:59]
Wow.
>> And there was a lot of
[1:33:03]
» That's good. We want to see that.
>> It was really really good.
[1:33:08]
» Discussion.
>> So
[1:33:12]
» people are very
>> nobody needed a police escort.
[1:33:17]
[laughter]
>> All right.
[1:33:18]
» Cool. And so you and I as chair can talk
about the structure of that meeting and
[1:33:22]
what you want it to look like. So
>> great.
[1:33:24]
» All right. discussion and possible
action on Marie Krauss pavilion.
[1:33:29]
» All right. Uh we're building a pavilion.
>> Oh,
[1:33:36]
» you good?
>> Yeah.
[1:33:37]
» Okay. Uh we're building a pavilion,
believe it or not. Um so we got $65,000
[1:33:42]
from Port Washington State Bank uh for
this pavilion. Um, we also are uh in I'd
[1:33:49]
say in in almost final talks with No
Lumber to donate some if not all of the
[1:33:55]
lumber materials
um for this and then in final talks with
[1:34:00]
Andrewj Construction to assist with
project management and um at least
[1:34:05]
getting the concrete at cost um for this
pavilion as well. So, a lot of a lot of
[1:34:10]
great community partners that are coming
together to to do this. Um you see in
[1:34:15]
your map here this kind of structure
laid out. So we've measured it. Um do
[1:34:20]
you know the approximate size up top
you're in?
[1:34:23]
» No.
>> Um well it's pretty it matches what you
[1:34:26]
see here in the picture. The plan would
be on the northern side. That would be
[1:34:31]
enclosed uh storage areas um with access
to electrical and plumbing facing
[1:34:38]
towards the inside of the pavilion. Um
and then enough space there for a good
[1:34:42]
amount of you know uh picnic tables and
things like that to go underneath there.
[1:34:47]
Um plus of doing this obviously is it
makes the rentability of that park so
[1:34:52]
much more higher birthday parties for
splash pad um gathering place for soccer
[1:34:57]
groups and whatever else want to utilize
that space. Um and again future events
[1:35:03]
and things like that that we'd want to
do. We now have an a covered structure
[1:35:07]
to do that. Um, if we really wanted to
go big, we've talked about um,
[1:35:11]
winterizing that structure. If you've
been in a county park, you'll see that
[1:35:15]
there's rolling doors that are there
that kind of enclose it. Um, we I I
[1:35:20]
don't think we'll have the capital to do
that. Um, but if there's a way to maybe
[1:35:26]
set this up so that way in the future we
could add features like that, then that
[1:35:29]
would be nice for us to do.
>> I think the biggest draw to that park is
[1:35:32]
summer activities. So, I mean, the
soccer, the
[1:35:36]
» the splash pad, the
[1:35:40]
I would guess not because
[1:35:45]
» nice.
>> Well, if we have a sliding hill, he's
[1:35:48]
going to have to.
[1:35:54]
» Good thing Eric left. You'll tell him
all about all the things we approved. He
[1:35:59]
was gone.
>> Um, so again, we don't know the exact
[1:36:03]
dimensions, but it's a pretty sizable
pavilion that'll be there. Um, we're
[1:36:07]
restricted to the north because we still
need to have some storm water drainage
[1:36:11]
that's going to continue there and then
it hits the parking lot where we have
[1:36:14]
storm water drainage set up too. Um, but
other than that, it's pretty exciting
[1:36:18]
project. We're really just kind of
letting you know and if there's any
[1:36:21]
major things that you want to tell us
about the pavilion that you want or
[1:36:24]
don't want, you know, now's the time.
But we appreciate all the donated and
[1:36:29]
community efforts to make this happen.
So, any thoughts?
[1:36:35]
I'm excited about it.
>> Yeah.
[1:36:37]
» Solar panels to help power it.
>> Dude, my electric bill is 73 cents,
[1:36:45]
right?
>> That gas.
[1:36:47]
» I don't know if you've seen those solar
panels on my roof, but uh they make
[1:36:51]
» they pay off, right?
>> And we got all these roofs without any
[1:36:54]
solar panels.
>> You think the energies would install
[1:36:58]
those for free? [laughter]
>> Well, they're not free, but they would
[1:37:02]
pay for them.
How far in are you in
[1:37:06]
to like offset the cost?
Cuz I looked into them too, but it would
[1:37:11]
take me like even if my electric bill
went down to nothing,
[1:37:15]
» it would take me like 10 years or
something to
[1:37:18]
» Oh, where am I?
>> So, I'm like,
[1:37:21]
» but it's not like they're going to come
down. They don't have any moving parts.
[1:37:24]
» Yeah.
>> And they keep the roof going from
[1:37:28]
wearing those quick. Was Eric's plan to
have storage in that storage?
[1:37:33]
» Yeah.
>> Well, it' be an addition to Yeah. Um
[1:37:40]
» the shed.
>> Oh, yeah.
[1:37:45]
» I think you said that was the original
plan for that shed. So talk about moving
[1:37:50]
it but
idea is
[1:37:55]
» part of our
fundraising
[1:38:00]
generates funds to
[1:38:07]
» cool
um so I know it says action on here I
[1:38:11]
mean I guess your action is this looks
good please proceed with getting a free
[1:38:16]
pavilion.
[1:38:19]
If you want to make a motion that's a
little bit
[1:38:22]
» motion to move forward on building a
pavilion at Marine Crow Park to the spot
[1:38:28]
» as presented.
>> As presented.
[1:38:29]
» Thank you.
>> Second.
[1:38:33]
» All right. Uh all those in motion say I
or all those in favor say I.
[1:38:39]
» I.
>> Opposed.
[1:38:42]
Motion passes.
Right. discussion and possible action on
[1:38:47]
Robert
>> Omi Amy
[1:38:49]
» Omi Amy
>> Amy donation
[1:38:53]
» um so we got a significant donation as
you all know about $96,000 from Robert
[1:38:58]
AB foundation or from the foundation to
us um it's been sitting in our account
[1:39:04]
segregated for a parks and wreck purpose
um the chairman Seiring and I have
[1:39:09]
talked a little bit about um creative
ways to use those funds and really it's
[1:39:14]
up to the discretion of the village of
what we want to do with it. Um to to
[1:39:18]
back up on an accounting standpoint, so
we've been talking about it for a number
[1:39:22]
of years of segregating our parks and
wreck funds away from our general fund.
[1:39:26]
So we have finally done that. So like
this nice revenue thing sheet that you
[1:39:30]
see here in front of you. All of the
revenues that we generate from events
[1:39:34]
this year goes into that segregated
fund. It'll earn a little bit of
[1:39:38]
interest and it'll help to fund future
events and things like that that we do.
[1:39:42]
So right now the Robert Amy donation is
also sitting in that segregated fund for
[1:39:47]
that purpose. You guys could leave it
there. It could earn interest for 10
[1:39:50]
years, right? And grow and wait to spend
it or you could say we have a really
[1:39:54]
cool project and we want to spend all
the money right now. Um my
[1:39:58]
recommendation is probably to do a
little bit of both, right? I think you
[1:40:01]
can use this money as foundational
support for something, right? Whatever
[1:40:05]
you want it to do and then maybe split
the other half to earn yummy interest
[1:40:08]
over the years and grow that fund. Um,
and so that's where I'll leave it
[1:40:12]
because Trusty Sering had a cool idea of
what maybe we could do with some of that
[1:40:16]
money. Take it away.
>> Yes. So, as you can see in the
[1:40:20]
renderings, um, the idea of adding a
playground behind the splash pad and the
[1:40:27]
new pavilion. Um,
but as I talked to Mr. Jenkins. Um, I
[1:40:36]
would like this playground to be more
than just like a little kid playground.
[1:40:41]
I want something for even like our
teenagers that can actually be there.
[1:40:46]
Maybe when a parent is with their kids
as flash or we did move Tuesday tunes
[1:40:51]
where even teenagers are having fun with
us. This rendering is smaller than the
[1:40:55]
one I sent you, but
>> they would. I looked at a larger one and
[1:40:59]
possibly I know a lot of parks that I've
been do with my kids, the ones that have
[1:41:03]
the zip lines are packed all the time.
So maybe the idea of a a larger zipline
[1:41:10]
along the back of it for kids to be
having fun with.
[1:41:14]
Um, this was kind of my idea to do with
some of those funds is to start the
[1:41:20]
process to create a fundraising for a
playground at Marie Cro or Try Play.
[1:41:27]
» Yeah. So, when we've talked about it,
it's the next kind of next signature
[1:41:31]
project that we'd be working on. So, the
splash pad, you know, took us about a
[1:41:34]
year to fund raise and then we got it
done the following year. Um, this I
[1:41:38]
mean, we're going to have to look at a
lot of specs, right? We'd start with
[1:41:41]
that of what we want kind of want the
park to look like. Um what I envision is
[1:41:46]
we'd spend the rest of this year coming
up with that kind of plan of action.
[1:41:49]
This is what it's going to look like.
These are the features we want. Um this
[1:41:52]
is the area that's going to cover. And
then then we hit the ground running in
[1:41:57]
2027 with some sort of fundraising
campaign. And I'll be as honest with you
[1:42:02]
as I was with the splash pad. Um, you
know, we need to be cognizant of the
[1:42:08]
market that we're in, the the small
close-knitness of the village. Um, if
[1:42:14]
there's other fundraising efforts going
on at the same time, right, we don't
[1:42:17]
want to be cannibalizing each other. So,
there's a lot of things like that that
[1:42:20]
we need to think about. Um, but based
off of what the quotes end up coming in
[1:42:25]
at to build, if this is a million-doll
project, then, you know, this might be a
[1:42:30]
five-year fundraising campaign, and we
as long as we're okay with that, right,
[1:42:33]
then that's what it is. Um, but we also
don't want to set our goals too high
[1:42:38]
that we're going to raise a million
dollars in a year. I don't think that's
[1:42:41]
realistic, right? So we can lay the
groundwork this fall of getting again a
[1:42:46]
rough idea of what we want the park to
look like, a rough cost estimate, and
[1:42:50]
then I can come back to you guys end of
this year, beginning of next year with
[1:42:53]
all right, where's our plan of action
and we're good to go. So
[1:42:58]
and using and let me tie back using that
50k of the Amy donation as a kind of
[1:43:02]
founding amount.
[1:43:10]
» Yes.
Okay, based on this conversation, just
[1:43:14]
the initial thoughts, I'm sitting on 30
seconds, but we're working together and
[1:43:18]
it's the soccer club and softball club
and the village is working together to
[1:43:24]
make that part of a a good part that
there's things that a soccer club
[1:43:31]
whatever we can fund raise for them, we
would donate
[1:43:36]
50 grand on softball
raises, you know, maybe for heart or
[1:43:43]
bathrooms or whatever it is to donate.
And we're all working together
[1:43:48]
to try and generate those funds for the
bigger cause, right? My goal is for that
[1:43:54]
every day down there was to have a
complex. It's softball and soccer and
[1:43:59]
smash splash and you know an all all
place for everybody to go. The only way
[1:44:07]
to do that is to have
everybody working together with the
[1:44:11]
village to make that happen, right?
[1:44:16]
» Oh, I I mean, as he was saying, you
know, cannibalizing and making sure
[1:44:20]
we're not over overlapping each other
and fighting each other for donations,
[1:44:24]
but
>> working with each other.
[1:44:27]
» Yeah,
>> that that's much better.
[1:44:30]
» And, you know, on the account of
transparency, I'm huge on transparency.
[1:44:35]
So once we put that plan together and
had an idea and knew what we wanted to
[1:44:41]
do for an end goal, then we build a
program to make sure we're being
[1:44:44]
transparent with the donors. So we're
constantly putting some type of news out
[1:44:50]
there of like here's the next thing of
our, you know, that we're trying to
[1:44:54]
raise right now. And then when we get
there, that next goal and then at the
[1:44:58]
end we have that whole entire thing in
full contrast of like, okay, we've made
[1:45:04]
it. we're, you know, it's time to
celebrate that. So, um, but yes, working
[1:45:09]
together is very beneficial because the
soccer club might pull in donors that
[1:45:14]
the village might not and the baseball
club might pull in donors that the
[1:45:18]
village might not or the soccer club
might not. So, I think everyone working
[1:45:22]
together is a huge opportunity to see
Marie Krauss turn into something amazing
[1:45:27]
for all of the families to enjoy. So,
>> yeah.
[1:45:32]
[clears throat] So then in again we're
doing our leg work this fall. I mean
[1:45:37]
you're going to do the same thing. So
>> should be different
[1:45:44]
» suggestions on that.
>> Yeah I think I think that
[1:45:47]
» yeah I think that timing works fine
because then whatever we present then to
[1:45:52]
you all for this is the entire package
right it can include your needs and our
[1:45:56]
needs and all that. So that'd be cool.
And even if somebody finishes or wraps
[1:46:01]
up their leg work faster than another,
we just wait to put it all together.
[1:46:06]
Yeah. You know, at the same time.
>> Yeah. It should be a cohesive plan.
[1:46:12]
» Yeah. I mean, the the difference is that
at the end of the day, this is all
[1:46:16]
village property, right? So, we
appreciate that these community
[1:46:19]
organizations are helping to support
that, but at the end of the day, they're
[1:46:22]
helping to improve our own property. So,
we should
[1:46:27]
take that support. Yeah.
Cool.
[1:46:33]
So,
to tie it back to what we're discussing,
[1:46:37]
are you comfortable with that split of
the Amy donation? So, again, it's a 96k.
[1:46:42]
It would stay in our fund, but we'd
segregate about half of it for this
[1:46:46]
future complex purpose or do you want to
spend that money on something else?
[1:46:51]
» What was in
the donation
[1:46:56]
package? from
>> it was very vague. They just wanted to
[1:47:00]
see it used for parks and recreational
purposes. They didn't expect naming
[1:47:03]
rights or any of that. Um
>> I still think it would be opposed to us
[1:47:08]
the Amy playground or something that
>> Yeah. But but we also don't want to
[1:47:13]
hinder ourselves because if it's a
million-dollar project and they only
[1:47:16]
only donated 50,000, right? You know,
and I don't know, Port Washington State
[1:47:21]
Bank gives us another million dollars,
right? You want to
[1:47:24]
» Yeah.
But yes,
[1:47:28]
» I mean,
>> if all else, you know, there's going to
[1:47:32]
be probably benches around the
playground, like I of course would
[1:47:36]
definitely say,
>> especially like you said, if we if they
[1:47:40]
did 50,000 and then somebody comes in
and they're like, "Oh, I'm going to give
[1:47:44]
500,000."
>> Yeah.
[1:47:46]
» If you name the playground after me.
Well, we already got that claim. like
[1:47:52]
but I definitely feel like yes we'll
have a plaque on the bench or
[1:47:56]
» there will be something that mentions
that
[1:48:00]
» flash all the donors out there
>> right
[1:48:05]
» maybe another sign like that or a PWSB
playground in partnership with OSBA
[1:48:13]
and maybe
>> Yep.
[1:48:18]
» Great. We're putting the car before the
horse.
[1:48:22]
» What do you want to do with Amy money is
what I've tried to get.
[1:48:25]
» I would like to see that bit be set
aside to
[1:48:29]
doing something like this for the future
of that complex.
[1:48:32]
» I mean, they wanted the money used for
something like this. Setting some aside
[1:48:35]
so that we can do future projects, but
using some of it in a a a
[1:48:41]
way that is visible, that is we're
clearly using this to get this started.
[1:48:46]
I think that that sends a message to the
family that yes, we're using their money
[1:48:51]
for what they wanted us to use for. So,
I think that's a good idea.
[1:48:58]
The location I've always thought and
is to use that money at Children's Park.
[1:49:06]
I think if you use I mean maybe not all
of it, I think that money there gets you
[1:49:10]
a new playground.
Um I think it's it's it's very easy that
[1:49:16]
ends up in six figures very quickly. Um
the size of Children's Park with that
[1:49:21]
current playground, I think you're
looking somewhere like 50 60 grand. Last
[1:49:24]
time I had now it's probably gone out.
Um
[1:49:29]
but if you're using that money,
>> did they have a connection to Children's
[1:49:32]
Park or you just saying?
>> I don't know. Costwise, if you're
[1:49:35]
looking because we know that park was so
bad that equipment is so bad that it
[1:49:39]
needs to be replaced but it's not used
as much as every other playground. So
[1:49:44]
now you're moving into the back end of
the office in terms of use indeed. Um
[1:49:49]
maybe not maybe using donation money for
a playground that doesn't get used as
[1:49:52]
much isn't necessarily a great idea, but
um that's not using money that the
[1:49:57]
village is then bringing in its donated
money.
[1:50:03]
I mean that was always my since that
donation came in. That was my thought
[1:50:06]
like why don't we use that for to to fix
that part.
[1:50:10]
» And I think you have a point there. It
does get pushed to the back because it's
[1:50:13]
a small park that doesn't get used a
lot. And that's probably why it's in the
[1:50:16]
condition that it is.
>> And yeah, I don't see I don't see it
[1:50:21]
getting any better.
>> Does get used a lot by the residents in
[1:50:25]
that neighborhood. Um that's for sure.
>> I know my kids use it all the time.
[1:50:33]
» Yeah, I would imagine people down there
use it. It's not You're not coming from
[1:50:37]
St. John's to use Children's Park,
right?
[1:50:41]
What if we were to use some of the Amy
money, not the whole 50 or 96 or
[1:50:48]
whatever, but some of it to start a
fundraising program for Children's Park.
[1:50:57]
Again, I wouldn't be running multiple
fundraising bids at the same time. Let's
[1:51:01]
shoot ourselves in the foot.
Um, but we can maybe if there's interest
[1:51:07]
in this idea of two, we could explore
getting some quotes on playgrounds and
[1:51:11]
then maybe if it is more in the 25 30k
range. I just don't want to eat up all
[1:51:17]
the money right away.
>> Yeah, I agree. I think I think I think
[1:51:21]
you could very easily get a play on the
size of the current children's park for
[1:51:25]
50 grand. Um, I'm not I don't want to
say that it's for sure because it's like
[1:51:30]
I said, it's probably gone up. last time
last year and
[1:51:35]
we all know how things are are
increasing in price. So,
[1:51:39]
» um but I think it's it's feasible to get
a playground in there with a half that
[1:51:43]
money.
>> Okay,
[1:51:48]
we can definitely look at that.
>> Yep.
[1:51:53]
» So, in October,
I'm just trying to think through this
[1:51:58]
through here. In October, we'll have our
parks open space public hearing and
[1:52:04]
finalize that.
Again, depending on how long it that
[1:52:08]
meeting is, you could also have an
actual parks and wreck meeting where we
[1:52:13]
bring these kind of rough sketch plans
and a quote on that and then you can
[1:52:18]
kind of give a final determination or
guidance on the Amy dollars to um but if
[1:52:23]
the public hearing is going to be three
hours long, then we might want to just
[1:52:26]
look at another date further into the
year. So,
[1:52:29]
» okay.
>> So, I don't even know that now, but I'm
[1:52:32]
just trying to think of stuff we got to
do by the end of the year.
[1:52:35]
» Yeah.
>> Yeah. All right. So, do you want to take
[1:52:39]
any official action on the Robert Amy
donation? I would say for this, you'd be
[1:52:43]
giving a recommendation to the village
board to then, you know, we'd pass a
[1:52:47]
resolution designating these funds for
this purpose. But if you're not ready to
[1:52:51]
do that because we might spend it on a
different thing, then we should wait.
[1:52:55]
If you are going to be taking a look
into what it would cost to do moderate
[1:53:01]
steps of rebuild on uh children's as
well as
[1:53:07]
whether or not 50k would be the starting
punch
[1:53:11]
» for uh
the playground down at Marie Krauss,
[1:53:17]
then I think we should wait till we get
the numbers to get an idea of what how
[1:53:21]
this money might have to be divided up.
So I I don't know. I'd say we wait until
[1:53:27]
the next time we meet so they have a
chance to repeat the numbers.
[1:53:31]
» Yeah.
>> And I I think in in the grand scope of
[1:53:34]
the playground at Marine Corral, I think
50,000 would get
[1:53:41]
swallowed up in in the grander scheme of
things and less significant.
[1:53:46]
» Yeah.
>> Whereas if Mr. Amy contributed to the
[1:53:51]
total rehab of an entire park. That's
kind of has a little bit of weight
[1:53:56]
behind it. So I think we should explore
that idea.
[1:54:00]
» Yeah, maybe make a decision later on.
>> Yeah, don't worry. That
[1:54:10]
» right now on that then.
>> I just Yeah, take no action. Should be
[1:54:14]
good. Well, we're kind of glad that
Tuesday Tunes got to cancel it because
[1:54:18]
we correspondence.
>> We're able to take time and get
[1:54:20]
everything done.
>> Yeah.
[1:54:22]
» Um I have no correspondence.
>> All right. Items for future
[1:54:25]
consideration.
>> We talked them to death.
[1:54:28]
» What's that?
>> So, we talked them to death. There'll be
[1:54:30]
a lot of items for future consideration.
>> Yes. [laughter]
[1:54:34]
» Motion to adjourn.
>> Motion to adjourn.
[1:54:37]
» I motion to
>> Oh, okay. I'll second that.
[1:54:42]
» All those in favor? I
>> I
[1:54:45]
» opposed. All right. This meeting has
ended.
[1:54:53]
» What's that?
[1:54:56]
[laughter]
>> That's a good sign.
[1:54:58]
» My wife's sitting here texting me like,
"Where are you? What's going on?"
[1:55:02]
» I told my wife as we make dinner when I
got home an hour ago.
