[0:00] That wasn't this one.
[0:05] » I actually swore at my computer for logging me out.
[0:08] » I was giving you a pretty stare notice, but
[0:12] » Oh, I noticed. >> Were you?
[0:14] » I picked up. >> You can feel the gingers now.
[0:22] » He just tried to look. You're too young to give me the look.
[0:25] » It doesn't scare ting out. That's what all I came up
[0:29] with. So, >> you've got years to practice the luck
[0:32] and that ain't it either. Nice try, though. Remember, I've lived
[0:37] with a bread head for 37 years. >> I was going to I was going to say you're
[0:46] » ready or we don't
[0:51] yelling about out there. >> Dinner.
[0:58] We got this little bites at the store. Make sure the same die for. They are so
[1:05] » I like them. They don't like them. >> Oh yeah.
[1:14] » Marvin, we just don't feel we have to sign some paperwork afterwards.
[1:19] » Don't let me forget to say. >> Okay. Yeah, I know. I'm do this every
[1:22] time. Let me forget. to tell me the room number. All right,
[1:27] it's 7 o'clock and call the meeting to order.
[1:32] Any agenda additions other than SIP grant on 9.5B?
[1:40] Somebody want to move with that? Sure. All in favor? Carried.
[1:47] Yes. None. Administration reports. >> Okay. I do not think public works was in
[1:53] the package when it went out last week. Oh, I did see it. Okay.
[1:57] » Um and Laura's was in there. So, I will just present mine. Um
[2:04] so, uh we've been attending the bi-weekly
[2:07] meetings for the 2026 infrastructure project for Frederick Avenue. Every two
[2:12] weeks and Wednesday, we were meeting here at 9:00.
[2:16] um had NPE review the 113 Frederick Avenue water flow issue at um Centergard
[2:22] Poultry Farmhouse in Frederick. Um they will be sending us
[2:28] some um thoughts on how to correct that that
[2:33] issue there. Um assisting Connect Mobility with the internet setup uh in
[2:38] the new subdivision off of Frederick Avenue. um to put the internet service
[2:44] on a telephone pole which required for assist participation and everything. So
[2:49] it is all done. We should not have an issue again. So we learned our lesson.
[2:54] Do not put any um major radios on a house um because then we have to rely on
[3:00] that house to always keep the connection for us. So now it is on the power pole.
[3:04] If it goes out it goes out because of power outage. Um to date, uh we have
[3:10] done quite a few cemetery interments, which is about six to date so far. Um
[3:17] we've been corresponding with the realtor for the sale of the municipal
[3:20] acquisition properties. We just have not had a chance to get together. Um one
[3:26] will call the meeting, the other one has to cancel. So it's it's in the works, so
[3:30] it's going to happen soon. uh replacement replacement of inoperable
[3:35] CC on the Broadway was done by Grace. We selected Graze to do this because it was
[3:40] too close to the building um and it required sidewalk removal etc. So um
[3:47] Graze is the experts at that so we let them do it. Um Ruby Rock will replace
[3:52] the concrete when they're finishing Frederick um sometime this week or next
[3:56] week. And they will also be replacing uh the ashvault that we had to dig up here
[4:02] in front of the office. And then they are giving me a price to do the ashvault
[4:07] um over to get rid of the concrete that's crumbling here and put an ashalt
[4:12] all the way to the door. So they said that's the cheapest option. Um ongoing
[4:18] we're still dealing with a complaint of uh smoke nuisance and dog barking. Um
[4:22] ICF research and meetings are ongoing. uh county transfer site agreements. Uh
[4:28] we meetings need to be set up and so the discussion could start on the
[4:32] collaboration and we are in transition to the Calgary
[4:36] 911 and they expect the Telus migration to be completed by December 10th
[4:42] curbside recycling bins are going to be arriving before October 1st and the
[4:47] first pickup is scheduled already for October 14th.
[4:51] Um, TNT Disposals is going to be the company that's going to be picking up
[4:55] the recycling if anybody's needs to know that. Um, and we're finalizing the step
[5:01] grant for the 2026 um, summer student program and the FCM feasibility study.
[5:08] We're just waiting for one more report and then we can submit that. MEGP grant
[5:13] for the solar is in its final steps and the Lions trees 12 Colorado blue spruces
[5:20] were planted at the sports ground and that finishes up planting trees for the
[5:23] year. Yay. Don't worry this year.
[5:27] » Any questions? >> Somebody wanted was there did they have
[5:31] a estimated date of completion for February?
[5:34] » Oh, sorry. That's going to come up in the federal. Oh, yeah. Okay.
[5:40] I'll move to accept all three.
[5:44] » Yeah.
[5:49] » Sorry. I thought I heard
[5:53] I heard 5.1
[5:57] minutes from July 29th.
[6:01] I'll make a motion to accept the minutes as presenters.
[6:03] » Um, one little point. Oh, sorry. I should have had this out. It's in my
[6:07] other one here. Um I did add into two motions um for this the
[6:14] close session the uh appraisal >> appraisal to add Valera Consulting into
[6:19] the motion. So that was all we did. I just added Valera into the motion so
[6:24] that we know that Valera did the consulting.
[6:26] » So the two as amended >> as amended.
[6:29] » So I'll make accept the minutes as amended. I heard you say I heard you say
[6:34] all in favor
[6:41] » unfinished business meeting standards by
[6:46] » uh we are again going to table this sorry
[6:50] » I'll move to table 61 all in favor
[6:55] » bylaw >> again we will be tableabling
[6:57] » table rat all in favor carried.
[7:04] » Same. >> Three.
[7:08] » Bryant. >> All in favor? Carried.
[7:13] MP project 2026. >> Okay. So,
[7:18] » go ahead. I just got questions. >> Okay. So, the meeting today um was to
[7:23] discuss the timeline and when we're going to be finishing and what needs to
[7:27] be finished, right? So um the projected date for completion will be September
[7:32] 30th if not before but that is the date that we gave ourselves today and within
[7:38] that there's a um there's no extra added time for MP or any room. So with all the
[7:43] extra projects that they've been taking on they balanced out the site. So, um,
[7:50] yeah, so September 30th, if not sooner, weather pending, right? Again, because
[7:54] they got to >> make sure they can't pull concrete if
[7:57] it's raining. And so, there's just the tie-ins for the concrete's that got to
[8:00] be done now and in front of reliable motors. So,
[8:04] » so on the concrete, I got a question. >> Yes.
[8:07] » In front of the post office. Why was that done that way?
[8:10] » Uh, because we wanted to put a wheelchair ramp in there.
[8:14] » Yeah. Okay. >> So, that actually I have the designs
[8:17] here. So that was to tie in to existing design that was already there. And this
[8:23] is the uh design for reliable motors. >> Okay, I'm good with that.
[8:27] » Yeah. >> So yeah,
[8:30] » I just couldn't figure out why it was like that. I thought
[8:33] » Yeah. So we're going to have the lines marked out. It's going to be for a
[8:36] wheelchair access versus them having to go out to because there is no ramp up
[8:42] there. It's just the curb, right? So >> go by a sign and put a
[8:46] » Oh, yeah. wheelchair access. Yes. >> Yeah.
[8:50] » So, I do have more another question I guess. Why is there very few barricades
[8:55] and stuff up? >> Like who's liable that sidewalk coming
[8:59] out of the post office? >> It's a like it's a drop off
[9:04] » under the road. >> Oh, I thought they it is
[9:07] » there's no barricade. There's very few barricades. Every morning they blow over
[9:11] whenever in the morning they're always blown over.
[9:14] » I and we have residents that are going and set them back up and I that is to me
[9:18] not acceptable that residents are >> okay I will call
[9:24] » well it's and you know what to be honest with
[9:27] you the way they have the road blocked off I'm surprised somebody hasn't tried
[9:31] to drive around the sign >> yeah I am going to be going for a
[9:35] walkabout tomorrow so I will take a look >> well I guess one question I have who's
[9:40] idle >> and they or
[9:43] » I just wanted to be sure that we're not >> Yeah, I would
[9:48] » question I have a question on reliable motors.
[9:52] » Yes. So, we're >> they say top soil and seed and they're
[9:58] redoing the entrance rightway. >> Yes. That's all village owned property
[10:03] » right up to the building. >> Right up to the building. Definitely.
[10:09] Say it again. Right up to the building. Yes. Okay.
[10:12] Yes. So, we worked with Reliable Motors to see what they needed done, but
[10:17] because there was always water issues going that way into the Shaw as it was.
[10:22] So, now they because they're not bringing in any more big trucks, we
[10:25] said, well, and it came down to where we're just going to the the sidewalk
[10:29] will be straight across and then they will ramp down into the reliable motor.
[10:33] So, all the water from now on will go to the road. And um again, I was hoping
[10:40] that the setback would have been a little bit further towards the building,
[10:44] but because of the sloping and the curb, it that's where it ended up. So, uh what
[10:52] I had in my mind and what is physically possible is two different things.
[10:57] » I never realized we're going to do the fancy grass. I thought it was just
[10:59] gravel. >> Well, and there could be lava rock. I
[11:03] mean, we do use lava rock everywhere else, but it's just
[11:06] » I'd rather use washed rock to be honest. >> Yeah. Something else.
[11:10] » Yeah. Because I mean, lava rock in here looks terrible.
[11:14] » Yeah. And anything to do with top soil. >> So, maybe this might be a place for
[11:18] maybe a different design. Maybe if we want to put rock just throw some
[11:26] in there. You needed to come out because of the slope.
[11:29] » Yeah. Well, the slow from the driveway, the approach, right? Number one. Um, so
[11:34] that the water flows away and down, right? So,
[11:39] » and and um we are putting the curb right through and then so then all this water
[11:44] that is usually going downhill is going to go down the street and then down into
[11:49] the ditches. So, everybody that's had problems with their sump pumps
[11:53] continuously running down there will that issue will hopefully be gone now.
[11:58] » So, okay. Yeah.
[12:00] » Okay. Anything else? >> Um,
[12:06] in regards to um, home services, they were the ones that
[12:13] went and did the connections for the temporary water services. Um, typically
[12:20] homeowners are supposed to their CC or their shut offs were not operable.
[12:27] So t typically the homeowner is responsible for that to repair, but we
[12:33] have two residents here um that refuse to pay.
[12:37] Um and I question whether or not this is a village issue or a resident issue.
[12:42] » It's inside their house. >> Yes,
[12:45] » it is their issue, not ours. >> Okay. So my next thought is we had to do
[12:54] this to connect them to the project. Is this their problem or is this our
[13:00] problem? >> Yeah, I get it.
[13:02] » Yeah. >> Is it like a lot of
[13:04] » Well, if they weren't going to pay for it, then we they shouldn't have
[13:08] » and they would have been without water period for about two months.
[13:11] » Well, that's their problem. I had to replace mine cuz it wouldn't
[13:16] open and close. I paid for it. What's the cost?
[13:20] » One is 34125 and the other one's 15225.
[13:28] » Unfortunately, I think the president has been sent like any other resident has
[13:33] had to change it because they don't want to change it or whatever else that
[13:37] doesn't I don't think that really gives an opportunity to push it back on the
[13:42] village.
[13:46] taking the small board over that. >> This has nothing to do with
[13:50] » keep things even though. So we've always if it's always been the resident's
[13:55] responsibility >> and if you don't do theirs then
[14:01] » or say a village pays for theirs then the village would have to pay for the
[14:05] entire street. Absolutely. And then what about the last project? You know what I
[14:10] mean? Or the next project the next project.
[14:13] » We're setting the precedence. We can't change the rules for one or two people.
[14:23] » Well, they pay >> so that the um home first services will
[14:29] be out of pocket. >> Could we could we not pay for the
[14:34] recover through property tax? That's fair. Can we not put all the property?
[14:39] » I can inquire. I am not sure about that. It is to do
[14:44] with the property, but unfortunately it's to do with the inside of the house.
[14:49] » Okay. But >> the worst comes the worst to meet you.
[14:51] You can lean the house. >> Yeah. But let's play devil's advocate.
[14:56] So that neighbor talks to their neighbor and says, "Hey, I just told them I
[15:00] didn't want to pay for it." And the village paid for it. So then says,
[15:03] "Well, hey, >> I'm not paying for mine." And then, you
[15:07] know, >> it's just a chain reaction. it goes down
[15:10] and then all of a sudden everybody else says, "Hey, I want my money back because
[15:13] you're obviously paying for it." >> Yeah.
[15:15] » You know, so it it it's a requirement of the job.
[15:21] » I think that she just needs to find out >> how to recover
[15:25] » how to recover it. >> Okay.
[15:26] » Yeah. >> We can't make like
[15:30] we can't make assumptions. It has to be blank.
[15:34] We have to we have to he needs to get paid.
[15:38] » Yeah. But it shouldn't come out of our other rate payers pocket, but they us.
[15:43] » No. Okay. >> No.
[15:45] » So maybe we could just get a motion to have us um
[15:49] » I'll move for you to do some research on whether we can put it under tax
[15:54] recovery.
[15:59] » All in favor?
[16:03] Is that it from? >> Um yes. So, I got you guys all seen the
[16:08] pictures. Um, yeah.
[16:12] » So, do you want to make a motion to accept his information or make motion?
[16:17] » Sorry, your hand was sore. Richard favor
[16:25] » legal correspondence email agreements for land donation.
[16:29] » Okay. So I think this is going to be the final
[16:32] um agreements that we will be looking at
[16:36] and signing. So there is the um I did send it to legal so there was um the
[16:41] conversation and I replied back um to all his questions. Um the only thing he
[16:47] wanted to make sure that council was aware of is like this property that
[16:51] we're taking on is asis in its conditions whatever.
[16:56] » Yeah. Mhm. if there's anything like we're just using it for stockpiling
[17:01] piles right now and that it actually it's been like that for many years.
[17:06] » There's no contamination. >> Uh we don't know that, right?
[17:10] » But there's holes there. >> There's site test there's test sites
[17:15] » there. Yeah. So as far as you have to disclose if there was
[17:18] » Yeah. And we did get the report in 2020 two or 2021.
[17:23] Uh yes, we received a copy of the RMA which is the um
[17:30] oh sorry
[17:42] » yeah we don't want to take on something that's going to come back
[17:46] we wouldn't know if there is a sample they do it says here in section He says
[17:53] that all lab results disclosed to the village shall be treated as conventional
[17:57] information training shelter bearing in the terms of the agreement.
[18:01] » So we'll have to they'll have to obviously
[18:04] » disclose disclose everything. So I don't see a problem.
[18:09] » Okay. >> And they did do that huge report a few
[18:12] years ago and so all right. So yeah we need four
[18:17] different motions basically. So the first one is to um sign the ax easement
[18:23] and access agreement. >> Richard, all in favor? Carried.
[18:30] » And then the next one would be to the restrictive covenant.
[18:37] Sorry. >> Yeah. I I like restrictive. Okay, I'll
[18:41] make a favor.
[18:45] Car >> and acknowledge
[18:50] acknowledgement. >> Acknowledgement. Thank you.
[18:54] » Restricted favor.
[18:58] » Amen. Amending agreement. >> Yes.
[19:02] » So the amending agreement to sign the amending agreement. I'll
[19:06] » have a guess where I am. All in favor? carried
[19:12] » 66 curbside recycling public utility bylaw.
[19:16] » Okay. So, as curbside recycling is going to be commencing, our public utility
[19:22] bylaw allows residents to um dispose of five bags of garbage a week with the
[19:29] curbside recycling. I actually printed this off just before you guys came in.
[19:34] Uh there is so much recycling that they will take. You can just look at what
[19:39] they don't take. It's going to be a lot >> that they don't
[19:45] they do take. >> So basically, I mean, you're looking at
[19:50] what they don't take. Diapers, toys, books.
[19:52] » So it's going to be kind of hard for um Martin, right? Just depends what
[20:00] you know. I open your mouth and jar. Don't
[20:04] » batteries, paper towel, organics, ceramics, clothing, garden hose, propane
[20:09] tanks, and hazardous aerosols. So, but everything else basically toothpaste
[20:14] tubes like you rinse it out. I'm not sure about the toothpaste tube. I
[20:18] haven't gone right into that one, but like hand lotion bottles, just rinse
[20:21] them out, throw them in there, put the caps back on, throw them in. Yeah,
[20:25] everything pretty well is caps back on. like rinse it cap on in the garbage.
[20:31] Um tin foil, um the the clamshells, like everything. So what we're asking is to
[20:39] reduce the amount of garbage in our utility bylaw to maybe two bags a week
[20:44] and float for >> people to use their recycling.
[20:47] » Yes. If we allow them to continue doing five bags, they won't recycle.
[20:51] » But the trouble is in the past guys would still pick them up. No, we we had
[20:56] a discussion today and we had said that we would not be
[21:01] » if we go down to two then we stay at two and that means doesn't mean if it's
[21:04] going to sit there for a week. >> We would also like to have um tags that
[21:10] they could come and purchase from the village office if they want extra
[21:14] pickups and then we could just have that in our where they would just purchase an
[21:18] ext.
[21:23] » Yes. And that's the other option, right? >> That's where does their
[21:29] » you go. I think it's it used to be two bucks a bag. It's probably five or 10
[21:33] bucks a bag. And you just get a little sticker and you stick it on the bag.
[21:37] » Yeah. >> The bill makes 10.
[21:41] » So instead of the stickers or tags, can we not go ahead change the bylaws to
[21:49] two bags? If somebody puts out three bags,
[21:53] I don't want to leave it on the street, birds, everything else getting into it.
[21:58] So, say you take the three bags and then they get a notice on the door. They had
[22:03] one extra bag, it's $10. Um, pay, you know, whatever write up you have for the
[22:10] tag. >> Yep.
[22:11] » And then if they don't pay it, it goes on their taxes at the end of the year.
[22:15] » Yeah. So, we can we can address it that way. No problem. And then people will
[22:21] start >> adhereing to the amount of bags allowed.
[22:26] » Yeah. >> I don't know. I don't know. But then you
[22:28] got to go back to their house and put a >> No. When when they pick up
[22:32] » Right. Then >> Oh, I see.
[22:34] » They pick up three bags. They'll take the three bags and then they put a
[22:37] sticker on their door. Right there. >> On the door.
[22:40] » You You have one extra bag. That's a $10 fee payable this way. or it goes on your
[22:45] taxes and or maybe it's $15 on your taxes because it's extra work, right?
[22:50] » Yeah. >> Or they can pay the village office
[22:52] within 10 days, you know, >> whatever write up you have a little tag
[22:58] » and it just goes right on their door. It's just taken care of quicker and we
[23:02] don't have garbage sitting out on the street. That's not fair to the other.
[23:06] » No, no, I get it. >> Or more work for public works.
[23:09] » Well, that's what I'm looking at. So if they got to run, I think it's I think it
[23:14] should be just put out to everybody that here's what it is.
[23:17] » Yeah. >> And it's two bags. And if you if you
[23:19] want, you can spend 10 bucks and pick up another bag. But I think it needs to be
[23:24] put out to them, right? >> Yeah. Absolutely.
[23:26] » What about Sorry. What about if we did kind of both? You get to buy the tags in
[23:32] the office for five bucks. If there's no tags, then it's 10 because that covers
[23:38] the cost of the public works. have to go do the the slip for the door and
[23:43] everything else. And that's also the penalty for them. You come up, you buy a
[23:48] pack of, you know, four or five stickers, tags, whatever else. You go
[23:53] over, you put on five bucks a tag. If you don't want to do that and you just
[23:57] want to throw it out, make them deal with it, then it's 10 bucks.
[24:01] » Yeah, I'm good with that. >> Yeah, I'm just thinking this might be a
[24:04] little early for this discussion. No, I I till you see what happens with this
[24:08] recycling and then make your changes. Maybe we don't need to make a change.
[24:14] » I I know there's some people like right now James is saying they're like seven
[24:19] bags and they're just chronically >> already over.
[24:22] » Yeah. Yeah. Yeah. Right. Well, you know, I
[24:25] » I think there'll have to be a grace period. Absolutely. You know, like 30
[24:29] days or 45 days or whatever else. >> Yeah. But just to say yes, at the end of
[24:33] this date, it'll be too bad maximum.
[24:40] » I was just kind of asking as far as a public works perspective goes,
[24:45] what are the like I understand not leaving garbage out, but what if we were
[24:50] to uh leave it out for 24 hours and if it's not gone by 24 hours, we take it.
[24:55] » Well, what Okay, so we have a weight restriction on a bag.
[24:58] » Nothing over 50 pounds. So, what do we do with it when it's over 50 lbs?
[25:02] » It has to be It's supposed to be left behind and tagged as too heavy, right?
[25:06] » So, we're already leaving bags if they're overweight.
[25:10] » See, what need >> Yeah.
[25:12] » What needs to happen is, okay, say I'm the one that put a bag out or I put four
[25:18] bags out and we can only get two. >> James needs to come here and say
[25:26] he he left two bags out. Do you have contacts for everybody in town?
[25:30] » You contact them and say, >> right?
[25:36] » I don't know. >> I was trying to think of the
[25:41] least amount of labor running around.
[25:45] » It'll be a form letter that's already completed that's already started. And
[25:49] James has to put the address, the date, and the amount of bags that he left
[25:55] behind us extra or took us extra for the first maybe like, you know, for October,
[26:00] right? So, but I mean, as long as we can give people ample warning.
[26:05] » Well, why don't we start right now >> with getting it out that we are changing
[26:10] it to two bags maximum >> because of the curbside recycling.
[26:14] » Curbside recycling and then we'll go for >> free to everybody, right? Mhm.
[26:18] » If we start finding that it's and then we can change it.
[26:22] » Okay. >> But at least if we start advertising
[26:24] that right now. >> Absolutely.
[26:25] » Yeah. >> And you know, as long as you guys set
[26:30] the amount, the limit, then we can address the overages and stuff like
[26:34] that. I don't think that really needs to come back to you guys. We will deal with
[26:38] it in letters and maybe like you said, um, fines,
[26:43] » right? I will make a motion that we reduce our bag pickup garbage starting
[26:47] October 1st to two bags maximum. >> First pickup is until 14th.
[26:53] » Okay, you guys pick the date. >> What are we 14
[27:03] » that would give them that would give them a uh recycling days.
[27:07] » Okay, a day's worth of recycling.
[27:11] » My motion in November 1st. to November 1st.
[27:15] » Yeah, starting November 1st be two bags maxing.
[27:19] » Okay. And what's our we just recycling?
[27:26] » Blue get bin. Yeah. >> Okay. So, we'll redo this bylaw and
[27:30] bring it back to the um October council meeting for approval for two bags.
[27:41] » Okay. All in favor?
[27:46] » Oh, sorry. Martin, thank you.
[27:50] » So, real quick, I just had one question that was that was asked about the the
[27:56] paper and cardboard. Does it matter if it's red?
[28:01] » Um, that will be if you go on to this um circular materials.ca/standard,
[28:07] it will have more detailed information there,
[28:10] » okay? on all this stuff. So, um yeah. >> Well, it can't need to be shredded
[28:16] because not everybody has shredded. >> Well, no, but they were No, but what
[28:19] they were asking is that if they put like their personal documents through
[28:22] the shredder and then in a bag for recycling, will it be picked up then or
[28:27] will they not? >> Oh, I see.
[28:28] » Like they were going to bag it and tie it, but they just want to make sure we
[28:31] get picked up. >> Yeah. Cardboard.
[28:34] » Fill that blue bin up awful fast. >> Yeah. Paper and cardboard. Um, so there
[28:39] is a category in there. So, but um definitely I will inquire because we're
[28:43] still talking back and forth with the um um shredded paper I'll put here.
[28:51] » And what was the the scheduled how many recycling pickups?
[28:56] » Um every other week. >> Every other week. Every Wednesday.
[29:00] » Yeah. By weekly. >> Have your cardi.
[29:04] » Yeah. >> Okay.
[29:06] I just happen to know you
[29:12] the only thing I know
[29:16] because here
[29:23] » All right, moving on.
[29:27] » Financial reports. >> Yeah, the only one that's not ready was
[29:30] August. Sorry. So, but June and July have been completed.
[29:36] in the package. >> Any questions on June?
[29:44] Brandice. All in favor? Carried. Any questions on July?
[29:53] I move July. All in favor? Carried. Obviously.
[30:01] » He is not. He doesn't. It's just not completed. So yeah, it's fine. No.
[30:05] » Okay. Correspondence.
[30:10] » She'll be pressed. >> Yeah. This is just in correspondence.
[30:17] It's not something that we would >> No. If there's anything of importance,
[30:22] launch update, project update.
[30:30] Alls I can tell you is we didn't get approved this time.
[30:34] But others matter because the rest of it was in camera.
[30:40] » But when I say this,
[30:44] » what was in launch update one? >> It um
[30:55] positive. >> There's Yeah, there's
[31:00] there's positive things coming. Very nice.
[31:03] » Submitted an application. No federal funding available for this type of
[31:06] project. Landscape is changing including the
[31:10] transition from CHC to build Canada homes.
[31:17] » I wish I could tell you more than that >> because I was pretty happy with our last
[31:24] meeting. So, >> hey, we want to move correspondent says
[31:31] information. I'll go ahead and do that. >> All in favor? Carried.
[31:36] New business policies.
[31:40] We approve that. >> Approve that.
[31:46] We want to move that. We'll make all in favor.
[31:53] Three year five three year operating 5year capital not completed.
[32:00] » Correct. We'll just table it till next meeting.
[32:02] » Anyone move to table? All in favor
[32:08] transfer site agreement. >> Yeah, we were meeting got postponed and
[32:14] so it's not completed yet. So we can just table it.
[32:20] » And all in favor council enumeration.
[32:25] Yeah, we put this on here because I think people were a little confused on
[32:29] what consisted of a meeting um timeline and so just to confirm that everybody
[32:35] like um if you're attending an MPC meeting is different than attending
[32:40] council meeting. Correct. So that would just be a quick meeting like what we did
[32:44] today would be $40, right? And then the regular meeting would then move to the
[32:50] regular um renumeration fee. Um, so just to make sure that everybody's on board,
[32:56] but if if we do have where we do because everybody was doing different things.
[33:00] Some people charge for stars, some people didn't. So I think it's within
[33:05] council that we all every time we do book something that we say, okay, is
[33:09] this a regular council meeting or it isn't. So we decide right then and there
[33:13] if it is or not and then we can record that.
[33:15] » Okay. >> Um, yeah. And then we don't have to go
[33:18] back and forth and figure out is it was this a meeting approved or not. So,
[33:22] we'll just do it that way. >> Okay.
[33:24] » Um >> certainly if there were any questions on
[33:26] the renumeration sheets, you addressed it with the individuals.
[33:30] » Oh, yes. Okay. >> Yeah. No, but we got the other one
[33:33] figured out. And then Yeah. And then mileage or not mileage. Yeah. So, if you
[33:37] drive um >> to the meeting and come back to
[33:41] standard, that's mileage. Um yeah, I was confused on one.
[33:46] » I'm just sitting here looking to be honest with you. I know you and I had
[33:51] the conversation about stars and I thought, well,
[33:54] » yeah, >> but it it really is a council.
[33:57] » Yeah. >> So, yeah, it should have been.
[34:00] » So, we'll address that each each time we say, "Okay, we're going." It is a
[34:04] council function and it's >> we do all have to be on the same page.
[34:07] Yeah. Yeah.
[34:10] » Yeah. >> Yeah. I didn't put it down and she asks
[34:12] me and I don't know. I just wanted to go. I didn't put down, but that's cuz I
[34:16] didn't go.
[34:20] » So anyway, I think that'll be just our process that if we if we say we're going
[34:25] to this meeting that Yes, it's Yeah. regular council
[34:29] » just have that transparency for everybody here.
[34:32] » Okay. And it just make our like job. >> Do you want to accept information on
[34:37] that? >> Yes. Um
[34:39] pretty quickly this happen. All in favor? Carry.
[34:46] ACP grant. >> Okay. So, the 2026 2027 um applications
[34:53] are out to go out again by October 1st. They don't give you much time. Um so, we
[35:00] need a motion from council to um participate. Sorry. Uh I didn't print
[35:10] off that. Can you go print off that one? You'll have to go on my computer though.
[35:14] » And that's this is a stamp. >> No, this is uh Alberta Community um
[35:20] partnership. >> So, this is the one that we need to
[35:24] have. >> Is that from right?
[35:26] » No, >> it was from um
[35:30] » Maryanne. >> Maryanne.
[35:31] » Yeah, Maryanne. Sorry. She's got the She sent me the
[35:36] motion and I It's uh went to admin instead of CIO.
[35:42] Um so this is one we partner with county um
[35:47] and they never usually um contribute towards it. It's usually the village
[35:52] that would be putting the funds towards it's a 90 10 um grant.
[35:58] So we would be if we put in for the 150 we would be responsible for like 16,000.
[36:04] So >> a motion.
[36:07] » Yeah. So and then the next one is the stip grant. So, I just took it off in my
[36:12] consent agenda because it was we were denied, but it's now ready for the
[36:16] second round. >> Okay. So, we'll deal with 95 first.
[36:19] » Uh, well, yeah, I'm just waiting for the motion. She's got Yeah, she said
[36:23] » there's a specific motion that needs to be read. So, sorry.
[36:27] » Is it for all of them together or just >> just for the ACP grant?
[36:30] » Who wants to make this predetermined motion?
[36:35] » Uh, it seems reasonable, please. Okay.
[36:39] » It's just a grant, right? So, you can fill it out.
[36:43] » All in favor?
[36:46] » And so then the next one is the STIP just came in. Um it is um deadline for
[36:53] November 30th. So again, I'd like to get it in early and they're just letting us
[36:58] know that if we want to resubmit in our applications, if we haven't been
[37:02] approved um to do so and just adjust your budget numbers for funding in 2027.
[37:09] So um that >> yeah. Okay. So I will do that
[37:17] » and this is for the strategic transportation infrastructure program
[37:21] grant that we were doing which was for our industrial work.
[37:24] » So
[37:29] » okay so I I provided you a little bit of information on the table today. Um
[37:37] we we've gone back and forth about franchise fees for many many years. Um
[37:42] today I included in the first page Sunny had a very good um comments about why
[37:48] the village should charge trans uh franchise fees. Sorry.
[37:55] Um so basically it comes down to um
[38:02] insure tax exempt entities like schools, churches, government buildings
[38:07] contribute through their electricity use. So all these people, they don't pay
[38:11] property taxes, but they could assist in the franchise fee with with um being um
[38:20] charged the franchise fee, whatever you guys decide. Right now it's 4% onto
[38:26] Foris and ATCO. So both of them actually I'm lucky
[38:31] they're coming up at the same time. So this is good because it has to go
[38:35] through public advertising. It's processed. So that's why we have to look
[38:38] at it now for 2027.
[38:43] So if you look at the um I think it was um
[38:50] a pass gives you the timeline it was in your package of everything that needs to
[38:54] be done. Yeah, we have to follow all that otherwise in that it doesn't apply.
[39:00] I also provided you um I did the breakdown already of the percentages
[39:05] that would be um >> yeah and I also indicated to you which
[39:12] how much property taxes they also pay. So
[39:17] so ACO pays the property taxes which is probably still transferred back to all
[39:22] the residents in some sort of manner. We just don't know how. But um the
[39:27] franchise fee, it's very transparent. It is on the bill and it it it says
[39:34] goes right towards Oh, thank you. >> Well, I have to say I actually disagree
[39:40] with that statement that you mentioned about the reason that it's a good reason
[39:46] to have the >> because I think if those entities that
[39:51] aren't paying taxes There's a reason they're not paying
[39:55] taxes. So why are we trying to get them to pay part of that? I think that's
[40:03] that's backhanded. Like either we're wanting them to contribute that way or
[40:09] they're exempt for the church
[40:15] » in standard. It's the church. >> Nobody.
[40:20] » We are the government building. >> Yeah.
[40:23] There is no school in town.
[40:28] That's true. >> So, and and those numbers did show you
[40:32] the revenue that it would create based on their projected numbers for 2027,
[40:37] right?
[40:53] Um so when you were okay another one that
[40:57] he's got here too is when when you look at increasing
[41:01] uh franchise fees on this side it doesn't increase you can then keep your
[41:06] property taxes lower. Um,
[41:11] » yeah, it just I mean it's always >> you're taking from Peter to Paul
[41:15] basically like right >> well there's it's done money on your
[41:20] taxes or you're getting done. >> So that really is a Yeah, it's nothing
[41:25] to be saying that doesn't make sense to knock their property taxes down but then
[41:30] we have to franchise >> still
[41:37] that's all. Yeah. >> So you have higher users would be more
[41:41] responsible for the you know >> that fee, right?
[41:45] » The people that are the higher users. So they're still going to pay.
[41:48] » You have even some businesses that are >> still paying 4% on 100,000 is more than
[41:53] 4% on a thousand. >> Yeah.
[41:55] » They're still paying their percentage, right?
[41:57] » Yeah. >> So that's totally up to council. So
[42:01] right now we sit at 4 both, right? Well, if you want to make any changes, this is
[42:07] where it needs to be. Start the process for next year
[42:12] at the latest. I think if you want to um I'm just seeing here what the latest is
[42:18] here. >> I've never been a huge fan of the
[42:23] franchise we sell, but >> no, the 4% just it's not it doesn't add
[42:29] up to much, but it just brings in a little bit of revenue for us.
[42:34] And I'm I don't but raising it, but I don't want to go back to zero either. I
[42:41] think it makes sense just to keep it consistent.
[42:46] » Would you look at some of these places? >> An average of 4%
[42:51] » um estimated rate >> for a resident would be like about $320
[42:58] a month >> for 4%.
[42:59] » Yeah, that's what 4% is approximately. like just a basic, right? Rate 11.
[43:09] » Well, I definitely I definitely would not be in favor of raising it
[43:12] » and if you guys are really >> um I just want to go
[43:17] » in favor of keeping the same. >> It kind of evens out the middle there.
[43:22] You guys have something else to make.
[43:27] I'll make the motion we do not change the franchise fees and keep that status
[43:33] quo. All in favor carried
[43:38] half masking policy. >> Yeah, we've had because of uh certain
[43:43] residents passing but I think we should develop a policy on who we lower the
[43:51] school. So something to think about that we will
[43:57] » I have first responders is highly important I don't think residents I'm
[44:05] sorry but it's always only been uh government
[44:09] » elected officials >> elected officials and first responders
[44:12] and that's >> that's the way that's my belief killed
[44:18] in the line of duty that's right Yeah.
[44:22] » Yeah. I think >> okay. So we we'll just develop it and
[44:24] then this question goes away and if somebody like I said calls say well our
[44:28] policy is that it's >> last month we we'd be raising a lower
[44:32] and nothing >> it'd be half bounced all August.
[44:37] » Yeah. >> And then how where do you determine who
[44:41] and what are the parameters? >> Three people died.
[44:46] » Yeah. >> And one person asked about are we
[44:48] lowering the map for for this person? >> Yeah. What about the other?
[44:52] » Yeah. >> Yeah.
[44:52] » And the other people that >> And the other people
[44:54] » quiet lived here for 50 years with them.
[44:58] » Well, somebody moved in here and lived here a month and nobody knew
[45:02] » whether it's a legacy family or not. Even if that individual moved to the
[45:05] property in the past, not
[45:10] » I I agree with you sticking with office. >> People feel
[45:16] agree. >> Okay. So, we'll just um
[45:18] » bring something. Okay. Get a motion. >> Sure, I'll do that. Brian did it.
[45:26] All in favor removal.
[45:31] » Okay. So, we have a tree in the boulevard that is apparently um
[45:39] » what? >> Second Street and Frederick or Elsenor
[45:45] Avenue. Sorry, I've got pictures here. So, um, so this tree is apparently right
[45:52] over the sewer line.
[45:56] » Oh,
[45:59] » who planted it? >> I don't know.
[46:02] » It's been there for >> property though.
[46:04] » Yeah. >> So, typically boulevards are the
[46:08] responsibility of the homeowner to take care of. Mhm.
[46:12] » Um, so if that is council's policy, then the homeowner would like to take the
[46:18] tree down to or remove the tree so that they can remove this the roots going
[46:25] into sewer line. So >> the homeowner wants to do that.
[46:30] » Yes. Well, he he would like if the village would assist, but I
[46:35] » I know that the residents are responsible for maintenance in the
[46:39] boulevard, but whether a tree See this is
[46:42] » I don't know had this argument before. >> So the village didn't plant the tree,
[46:47] » but it's on our property. >> Yeah.
[46:50] » So then we're responsible for tearing it down and that cost.
[46:56] » Yeah. >> I think he said he'd take it down.
[46:57] » Yeah, I think he will take it down. But he wants permission because it is in the
[47:01] boulevard to >> if that's the permission to cut it down
[47:06] as long as it's not. Yeah. >> Yeah.
[47:09] back to what was the reason for removing the tree?
[47:12] » It's right over it. So, because it's so but at the same time, James actually
[47:18] thinks it's this tree back here that's giving the roots.
[47:21] » That's a spruce tree that's right there, right?
[47:23] » Yeah. >> Spruce trees don't go down 8 feet.
[47:26] » Yeah. So, James actually thinks it's this one back here.
[47:29] » That one. >> So, maybe we investigate more where the
[47:34] Yeah. >> behind it.
[47:37] probably. >> Yeah, I think so.
[47:40] » I don't see anything exit.
[47:43] » It's right here. Right.
[47:48] That top screw is right over top. >> It's right here.
[47:57] » We have the wrong >> We had the same discussion here.
[48:00] » Right there. There's Yeah, but see that's
[48:02] » we had a lady saying that it was the spruce trees
[48:07] » and I we had an arborist come out and I said to him flat out so this is in her
[48:13] sewer line. Is it those trees or is it that popler tree? And he said I'll 100%
[48:17] guarantee it will not be the spruce trees. It be the popler tree.
[48:21] » Yeah. >> Cuz he said those popler roots they'll
[48:24] go across the street. >> Oh yeah.
[48:27] » But I don't care if he wants to take it out. I Well, you can kind of see it and
[48:31] it is kind of dark, but >> back over there by the house. Okay.
[48:34] Yeah. Yeah. Whatever that tree is. >> There's a tree right here.
[48:38] » Yeah. >> That's the tree.
[48:40] » Well, this is >> Well, that's on his property.
[48:42] » And that's on Yeah, that's on their property. This is the tree in question.
[48:45] » Well, that's Yeah. >> And that's also six years ago. So, that
[48:48] tree is >> I'm fine. Just give permission.
[48:50] » Yeah. Love it. Cut it down. >> Yeah. And then like I said if the popper
[48:54] comes back to create a problem on this there's dark anyway. So that gets us
[48:58] into >> he removes the spruce there. So the
[49:00] problem is I'll give you a little hint. When you cut trees down and tell him
[49:06] this if he's going to leave the stump for a while you drill up about 12 holes
[49:09] in it and you pour Epsom salts in the hole.
[49:12] » Yeah. >> And you keep doing that and wetting that
[49:14] Epsom salts down. And I've in two years we've have no suckers coming.
[49:21] So, um, go back on the elsewhere, the gravel.
[49:32] » So, you're talking about that little one on the front corner.
[49:34] » Yeah. >> Yeah.
[49:35] » Well, it may be >> that's 23. So, that's two years ago.
[49:39] » Yeah.
[49:42] » It's quite possible. >> Look at the the shoots that we get up
[49:46] here in the driveway and it's coming from these trees. Yes, I don't.
[49:51] » No,
[49:54] » the the sewer line goes in at that angle into this house.
[49:58] » It's I think it's actually the water line. Well, I don't know.
[50:02] » Well, it was blue, but >> yeah, it was blue paint. Blue is water.
[50:06] » That's water. >> Yeah.
[50:09] » If he wants to replace it, he takes >> I really It really don't matter to me.
[50:14] He wants to take it down and pay the cost of it.
[50:18] So, but the one he's asking for is >> that one right there.
[50:22] » Yeah, it's one >> right there.
[50:25] That's the one in question. >> Yeah.
[50:27] » See, your sewer and water are going to be basically in the same spot. So, if
[50:31] they come out at an angle, it's the sewer will be there, too.
[50:39] » Well, within the near vicinity. >> Yeah. It's repeat.
[50:42] » Yeah. Yeah. Because they can't be side by side. Yeah, they can depend on how it
[50:51] » Yeah, >> I don't care.
[50:55] » Somebody make a motion to allow homeowner to remove the
[50:58] » I'll make the motion to allow to the res to remove the tree in question
[51:03] » in the boulevard. >> In the boulevard
[51:07] » at his cost. >> At his cost. At his cost.
[51:11] Right. It's carried.
[51:16] LGA agreement. >> Okay.
[51:21] » So, this is to do with the um council 911.
[51:26] So, this agreement here, the LGA, which is the local government authority, which
[51:32] is council, must designate a local registration authority, LRA. Um the L
[51:38] will be responsible for determining and managing which users will be authorized
[51:42] to access the NG 911 network. So this person, this is going to be Calgary 911
[51:49] is going to be our L. So we just have to designate.
[52:00] » Well, we've already made a motion to go to Calgary 911 anyway.
[52:04] » That's correct. Yeah. So this is just to Why do we need to make another motion?
[52:08] » Uh this is what tell us you have sorry this is um
[52:12] » okay sorry >> so Oh yeah no because because of the
[52:17] staffs and everything that we have to >> um
[52:22] » I will move that motion.
[52:29] » Okay. All in favor
[52:34] carry.
[52:37] Call to action. You need support. >> Sorry, there was two different emails
[52:41] that came in. And so the last meeting we just uh as information, but it was uh
[52:47] actually the letter. So the call to action letters to if if you want to
[52:52] participate in sending this letter to the premiere and what happens is they
[52:57] put your logo on there, village standard. Um, so basically it's
[53:01] everything to do with the policing, uh, the changes to the policing, the public
[53:05] safety across the province. So if you had a chance to read it, um, that was
[53:11] the letter that they had drafted. Do you want to participate?
[53:23] Again, these are some of the things that we probably should be participating in
[53:27] if we want to keep the RCMP. Um,
[53:32] yeah,
[53:36] » I'm good with participating in it. Doesn't cost us anything.
[53:39] » No, just says you support >> Yeah, support the work. Yeah.
[53:43] » Yeah. I'll make the motion.
[53:48] » All in favor? Halloween carnival.
[53:54] So, we have a village of standard parent committee and they are requesting
[54:01] um to assist them with putting on the first
[54:07] um village of standard community Halloween carnival Saturday, October
[54:11] 31st for local children and families. So, they're looking for a donation
[54:18] of the village. Again, this goes
[54:27] Well, again, we don't do donations to individual groups.
[54:33] » We sponsored >> Yeah, we sponsor
[54:35] » an event. Yes, >> but that's different.
[54:40] » It's to provide a safe, welcoming, and festive space for families to gather
[54:44] before or during trick-or-treating. >> I was volunteer, but I
[54:53] Um, so
[54:57] I I see again the the slippery slope. I mean, everybody's got a great idea.
[55:04] Everybody wants to do things and um so they have their hand up, right?
[55:11] » Yeah. We can't
[55:16] I couldn't say have spend village resident or taxation dollars
[55:24] » to any particular one group that's for >> a small group of people you know
[55:32] » um
[55:36] » and when we do things like the Christmas thing or something that's
[55:41] the village itself or this office putting on something for
[55:45] the community for the whole community. Um this again it's still in a particular
[55:53] group of individuals right >> um I mean it's a great idea um
[56:00] but I don't think that's the use of our taxation dollars and
[56:08] what I would actually like to see instead of I would like for us to
[56:14] develop a policy a donation policy Mhm. >> So that
[56:20] when these requests come to the office, a vet can deal with
[56:26] » these otherwise every letter that comes to the office then comes to this table
[56:30] and then we have the discussion and it's the same thing.
[56:34] » Yeah. >> But if we have uh a policy in place that
[56:38] says we do not >> donate to
[56:43] Yeah. >> groups in the village. Could we donate
[56:48] something like a copy like advertisement?
[56:52] » Oh, yeah. Well, that Yeah, >> it wouldn't cost us.
[56:54] » No, no. So, we could support them through um printing. Um
[57:00] » I don't know. I think support and and donation are two very differenti
[57:05] scenarios. >> Support, sponsorship, and donation.
[57:08] Those are all three very different uh >> correct. So, I think we need to kind of
[57:13] dabble on the support side. And this is a request
[57:18] quote for donation. >> Yeah,
[57:21] » exactly. >> Yeah.
[57:35] big I made a motion not um
[57:41] » well how about we make a motion to for to create a donation policy
[57:47] » that would definitely be my >> yeah and then from there we will address
[57:51] this >> in that in that policy could we not have
[57:55] kind of as Martin said that we can We do we do not make a donation but we can
[58:00] show support in assisting with >> their
[58:04] assist nonprofit groups with printing. >> Yes.
[58:07] » And >> because I
[58:08] » this isn't a nonprofit. >> Uh
[58:10] » no that's what I'm here's my question. >> Okay.
[58:15] » So I don't know I don't know this Stephanie Bryant.
[58:21] » Yeah. >> Yeah. They've been in the community for
[58:23] a while. >> Okay. But so we have one person
[58:28] sent us a letter. Hey, there's village parents. So, they do it one year and
[58:33] they make a whole bunch of money and then they decide we're not doing that.
[58:37] Where's that money? >> Right. Where's the money they made from
[58:42] last year? >> Yeah.
[58:45] because I know other areas that have done something like this
[58:50] 30 years ago and the money is still sitting in a bank account
[58:54] » because the lady that opened the bank account
[59:01] » you know so there's no I know everybody says well you should trust people but
[59:08] sorry >> I agree with that
[59:12] » not today's day before people die first come
[59:16] about that >> given the circumstances.
[59:19] » Yes. >> Anyway, we got a motion on the floor
[59:23] about this. So, >> yeah. So, that the village cannot
[59:28] donate
[59:32] » you can write it tomorrow. Yeah. >> All in favor decre.
[59:40] » So that we cams assist with >> Yeah. in order to remain neutral. We
[59:44] don't do donations, but we can offer you support.
[59:48] » Okay. >> Reports.
[59:50] » Yeah. >> Sorry. We made a second motion at all
[59:53] and must like respond to the don. >> No, it'll be your guys's job to do.
[1:00:05] We got a letter from six. >> Oh, it was in the package. Package.
[1:00:14] You'll have a chance to read it.
[1:00:22] » I don't really have a whole lot to report. All our meetings have been in
[1:00:26] camera. >> So,
[1:00:30] » when did you meet last? When are you going to meet again?
[1:00:34] » We meet again on Monday night.
[1:00:39] Let me get to my phone and I'll get back to you.
[1:00:48] We have a special meeting calls.
[1:01:09] » Just a minute. I'll get back to you. Carry on to
[1:01:13] the WHMBB. We had a meeting
[1:01:17] special meeting was
[1:01:24] the 9th day of September 3rd and I can't discuss anything that was in
[1:01:29] that meeting either. And our next meeting is September 17th. You're just a
[1:01:36] welcome. Well, these are all supposed no meeting
[1:01:41] nights, right? I will try to go down to get and get
[1:01:46] back to another district solid waste.
[1:01:51] » Uh not much there either. they're dealing with with this new recycling
[1:01:58] thing and uh they're worried about their stores and stuff, but the stores are
[1:02:02] going to have to look after their own garbage now on instead of just taking it
[1:02:06] to the taking it to the dumber.
[1:02:10] Um they also now recycle solar panels at a cost of like $4.
[1:02:19] And the next meeting
[1:02:25] December 17th
[1:02:30] » meet last >> that was
[1:02:32] » August 20th. >> August
[1:02:36] » 20th. Yeah. >> Next meeting is when no
[1:02:40] » next meeting October 15th. Sorry. >> I'm like not till December. That's
[1:02:43] » October 15th. And then we have an organizational one on December 17th.
[1:02:47] Okay.
[1:02:56] WCSS uh WCSS we still come back from the uh
[1:03:02] break for August and I have not been able to get a date for the next meeting.
[1:03:08] Our new CIO is having problems returning phone calls
[1:03:14] being determined. >> Yes.
[1:03:20] WRC WRC uh we did not have the meeting last
[1:03:27] meeting on the 16th. There has been a couple emails flying around about uh the
[1:03:34] aeration diffuser for raw water which you probably were tied in.
[1:03:40] » Sorry. >> Uh the purchase of aation and a diffuser
[1:03:44] for raw water. >> Raw water. the raw water.
[1:03:48] » No. What is that? >> Uh that email.
[1:03:51] » So they're thinking about purchasing an aation diffuser for the raw water. Not
[1:03:58] sure if you've been about that. I think they have something ready.
[1:04:03] » Yeah, it's been approved. Um I'm sure we'll address that on the 16th
[1:04:12] when it comes up. We haven't had a meeting in a while, so
[1:04:17] that mean futures.
[1:04:21] Uh, so meeting futures, we had a meeting on September the 3. We're just ramping
[1:04:28] up. We've got a bunch of new projects. We're currently working on our loan
[1:04:33] portfolio for uh for August from April to August
[1:04:40] this year. We have uh sorry there's a page right now. We
[1:04:46] currently have approximately 10 loans out with about $862,000.
[1:04:53] Uh we have 300,000 has been approved but not yet dispersed and we are currently
[1:05:00] we have 2.3 million available in our CFIP account which is a uh group among
[1:05:08] all the CR offices and we're working on a fiveweek marketing challenge for
[1:05:13] digital marketing uh that will consist for entrepreneurs with challenges
[1:05:18] throughout and that is just setting off. Our next meeting is set forward
[1:05:23] September the 19th which will be board training
[1:05:29] » the 19th >> 19th September library
[1:05:34] no meeting in August we meet next Monday the 14th
[1:05:45] » how's the backyard doing >> really well thriving
[1:05:51] August
[1:05:55] meeting was
[1:05:58] » a file to find it ramp.
[1:06:03] » Uh, no update. >> No update.
[1:06:07] We want to move the consent agenda. Make a mot consent agenda. All in favor?
[1:06:14] » Oh, are we accepting reports? >> Oh, yes.
[1:06:16] » Oh, sorry. Yeah, I'll move the reports. All in favor?
[1:06:22] Richard, move consent. >> All in favor?
[1:06:27] » I always forget that on the reports. You never used to except
[1:06:33] concerns. Not at all. Brandon. No, I'm sorry. Ryan. Ryan.
[1:06:39] » No, I'm good. >> Richard. No, sir.
[1:06:44] Brandon, >> I'm not going to break the Brandon.
[1:06:48] Well, I am we just got I have a lot more shots, but
[1:06:54] a lot of it got covered. So, in our newsletter when we talked about the
[1:06:58] solar >> Yeah.
[1:06:59] » We should have mentioned something about the Lions
[1:07:02] donations
[1:07:05] paid for. >> Was it not in there?
[1:07:08] » It was not in the uh >> but we did make a note. Is they paid for
[1:07:16] the fire halls. I know for sure. >> Yes. And the communion groups, but was
[1:07:21] not um >> I never seen that.
[1:07:24] » No, I didn't. I I know. I didn't I didn't mention the lion and the solar.
[1:07:28] » Yeah, we're not done with the solar anyway.
[1:07:30] » Yeah, but could you make sure we forget that, please? Because that's a lot of
[1:07:34] money and >> Yes. No,
[1:07:36] » we kind of have a bad uh >> I think we should send them a a letter.
[1:07:41] Yes. because we kind of have we got to get
[1:07:44] back together working with somehow or another.
[1:07:48] » So I think if we you know do what we can and man the fences and
[1:07:54] » that's one way of doing it. >> Yep.
[1:07:58] » You guys don't you don't need a motion and write a thank you letter. So
[1:08:02] and I happen to be talking to Justin. >> Yeah, I think we should.
[1:08:05] » Okay. >> Yep.
[1:08:06] » I'll make all in favor. talking to Justin and County Monty
[1:08:11] today. We had issues over there. So, him and I
[1:08:15] started having a discussion about the contracts that these two villages have
[1:08:19] with the county. >> Yeah.
[1:08:21] » And he said, "Your your contracts are terrible."
[1:08:25] » Yes. >> He said there's so much of we can't
[1:08:28] enforce because the contract was made in 1978.
[1:08:33] So that's why in the ICFs this is all going to come up with their their
[1:08:37] contract of what they can look after because yeah right now they haven't got
[1:08:41] authority to enforce our bylaws with us. So, um, yeah. So, in the ICS, I think
[1:08:48] we're going to include that and make sure that we have the same as the animal
[1:08:52] control, right? So, yeah. >> Well, we kind of tie their hands.
[1:08:56] » Yeah. >> They're by officers, but we don't have a
[1:08:59] contract that they can do anything. Well, that's
[1:09:02] » exactly >> Well, if you if you guys are on that,
[1:09:05] I'm good. >> Yep.
[1:09:06] » It's going to be part of the ICF. Okay. That's good.
[1:09:10] and so often. >> So, were them rocks in the
[1:09:14] bus drive moved for a reason or did somebody move them?
[1:09:18] » Sorry. >> The big rocks and where the bus picks
[1:09:21] up. >> No, that was James. He found a couple
[1:09:23] new big slabs of stone. So, >> this way.
[1:09:26] » Um, he has Yeah. >> Okay.
[1:09:29] Looked like somebody rolled them out there.
[1:09:31] » Oh, no. We found them in the uh in the
[1:09:36] project. So he went and got them and placed them and Yeah.
[1:09:41] » Okay. >> No.
[1:09:42] » Close session. >> Yeah, we probably I guess should go in.
[1:09:48] Okay.
[1:09:53] 808 button.
