[6:32] Oh, are we recording?
[6:34] OK, welcome. Welcome one and all to the City of Vineyard Planning Commission meeting. It's May 6, 2026 at 7:00 PM.
[6:43] Well, call this meeting to order and start with an invocation with our new member Daharia.
[6:49] Thanks.
[6:52] Our Father in heaven, we are grateful for this day and.
[6:55] And the opportunity we have.
[6:57] Planning Commission to.
[6:59] Further, the development of.
[7:01] Our beautiful city Vineyard.
[7:04] We pray that they'll help us.
[7:08] Placed before us.
[7:10] Help make decisions that will benefit our city.
[7:13] And our citizens.
[7:16] Pray that bless us to be.
[7:19] And all that we do and so.
[7:22] Thank you for praying.
[7:26] Amen. Thank you.
[7:33] I pledge allegiance to the flag.
[7:36] Of the United States of America.
[7:38] Thank you very much for which it stands.
[7:41] One nation under God.
[7:43] Individual liberty and justice for all.
[7:48] Great. Thank you so much.
[7:53] All right, item number 2.
[7:55] Are our presentations, recognitions, awards, proclamations? Anthony, do we have anything to?
[8:02] Proclaim or.
[8:03] Present under this.
[8:04] Today.
[8:06] No, please. All right. Seeing as we recognize nothing, we'll move on to Item 3, which will be our public comments.
[8:14] Are there any members in the audience, anyone in the audience who would like to provide public comment for anything not on the
[8:18] agenda today?
[8:22] Now is your time.
[8:25] All right, seeing none, we will close item number 3.
[8:30] And move on to our consent items. There are no items on the consent calendar.
[8:35] Which moves us.
[8:36] Immediately into item number 5 and we'll move to 5.1.
[8:41] Which is the election of a chair and vice chair.
[8:44] For the 2026.
[8:46] Calendar year, Anthony, could you give us just a little?
[8:50] Presentation on what that means.
[8:53] Yes. Thank you very much, Chair, I will.
[8:56] Thank you for this opportunity, but I'd like to just mention a few things here Every year, according to the bylaws of the Planning
[9:01] Commission.
[9:05] You are required to vote.
[9:07] To nominate.
[9:08] And elect.
[9:11] A chair and a vice chair.
[9:13] For the Planning Commission.
[9:15] Unfortunately, we haven't had a lot of meetings this year.
[9:18] And it had to be pushed all the way through to May. But it's better late than never. So we're here and it's a chance for you as
[9:23] planning commissioners.
[9:29] Seen all the?
[9:30] Good and hard work that you know you yourselves have been doing.
[9:34] Nominate each other.
[9:36] For yourself.
[9:38] For either a chair.
[9:40] Or a vice chair.
[9:41] And then you.
[9:42] You know you'd have a vote.
[9:44] Where you choose.
[9:45] Whatever nomination.
[9:47] That you make.
[9:50] If you think the old.
[9:51] The chair and vice chair also did such a great job. You can just hold, you know, keep them in place.
[9:57] And have a unanimous vote on that and keep moving. So these are so many options that you can.
[10:04] Decide to go with for this item.
[10:08] For today.
[10:09] So at this point, I'll turn it over to the.
[10:12] Acting chair, who happens to be the chair for last year's Planning Commission.
[10:16] And that would be Nathan Steele to keep going with this.
[10:19] Cool, thanks. A quick question before we open up for conversation is everyone.
[10:25] Present here a.
[10:26] Full member.
[10:28] Of the Commission or are there any alternates?
[10:31] Today.
[10:31] We have some alternates and I can pull them up.
[10:33] OK. Are the alternates eligible to be chair or vice chair or only full members? Only full members, OK.
[10:38] But they can nominate.
[10:39] OK, excellent.
[10:41] Does anyone know off the top of their head if they are an alternate? I think Brad is. I think the rest of us are.
[10:46] Full right?
[10:51] There's a few that we're missing. Chris isn't here. Jordan isn't here. And remind us.
[10:55] Vice Chair.
[10:57] Who is?
[10:58] The current vice chair.
[11:02] I believe. Is it you? That's David Pierce. Yeah, that's what I thought.
[11:06] OK. All right.
[11:09] So with that, any members of the Commission if you'd like to ask questions?
[11:13] Or make nominations. Now is your time.
[11:19] I have a question. I have a question.
[11:22] Does the chair of the Planning Commission go to the DRC meetings?
[11:27] Supposed to either go or nominate someone to.
[11:31] Appoint someone on the Commission to represent the Chair.
[11:37] What? What to nominate?
[11:45] I would like to nominate.
[11:47] To continue to be.
[11:49] Board chair.
[11:52] 2nd that.
[11:53] OK.
[11:55] All right. Should we do chair and then we'll do Vice chair?
[11:59] Yes.
[12:00] Any other nominations?
[12:02] At all.
[12:07] Your schedule still permits you to.
[12:10] To serve, OK, Yeah, as long as these meetings being moved to 7:00.
[12:15] Really helps with that. So yeah, OK.
[12:19] Very good. OK.
[12:21] All right, so.
[12:23] Take that nomination and the second.
[12:25] We'll go ahead and do a vote for the chair and then we'll do the vice chair. So all in favor of.
[12:29] Me continuing on his chair.
[12:31] Aye.
[12:33] Any opposed?
[12:35] All right, that passes.
[12:37] And then for Vice Chair?
[12:42] I'd like to nominate David Pierce.
[12:45] I'll second that.
[12:48] All right. Any other nominations?
[12:53] All right.
[12:55] All in favor for David Pierce, serving as vice chair.
[12:58] Aye aye. Any opposed?
[13:01] There we go. Passes unanimously.
[13:03] We'll run it back for another year.
[13:05] OK, that's the official ruling.
[13:07] OK, uh.
[13:09] Excellent. Is that all you need for 5.1?
[13:12] Yes, that's all we need. Great. We'll move on to 5.2, which is a conditional use in site plan application.
[13:18] For Tire Auto Body Shop and retail at 430 S Geneva Rd. Regional Commercial zone.
[13:27] Yes.
[13:28] I I've got it.
[13:30] OK, OK.
[13:32] So.
[13:33] We don't have the applicant here at the at the moment, but.
[13:37] I would go through this whole presentation OK, so I'm sorry to interrupt.
[13:41] If we.
[13:43] Were they planning on attending?
[13:45] If so, we may be able to move it.
[13:47] To later and do 5.3 now, Would that be preferable?
[13:52] Yeah, we could do that.
[13:53] They were planning on attending, but because they're not here, I'm not sure. So we could just move it to the next one if you guys
[13:57] are OK addressing yours now, OK.
[14:03] No formal action for that because it's all within business item number 5. So we are going to.
[14:07] Table 5.2.
[14:09] Until later in the meeting.
[14:10] And we'll address 5.3 right now.
[14:13] Which is the site plan amendment for Utah City Wellness Center and Resort Pool Phase 2?
[14:17] Yes.
[14:18] Thank you very much. Thanks for staying on your toes while we shift like that.
[14:22] No problem.
[14:22] Thank you.
[14:23] So.
[14:25] I'll be presented on the site plan amendment for the Utah City Wellness Center.
[14:30] Phase 2.
[14:31] Just to give you a location context it is located on.
[14:36] I don't know if you can see this, but it's 250 W.
[14:40] 1000.
[14:41] 25 N.
[14:44] Here in Utah City.
[14:46] Right to the.
[14:48] If you can tell from my cursor, it's right on the.
[14:51] Each side of the vineyard connector.
[14:55] And looking at the entire promenade or.
[14:59] Green Line.
[15:00] It's located within this section right here.
[15:07] So it is.
[15:09] In the Town Center.
[15:11] Is it in the Town Center zoning?
[15:13] Of.
[15:15] Code and the use that they're.
[15:18] Requested for. I mean, they're looking to amend.
[15:21] Just to give you a.
[15:23] Some context is permitted within this aquatic.
[15:27] The aquatic facility is permitted within the Lake Promenade Town Center zone.
[15:32] For our code.
[15:36] Now just to give you some background and overview as well.
[15:40] This was approved.
[15:42] This entire project was approved back in 2023 December.
[15:48] With a Wellness Center, a spa building, a restaurant.
[15:52] A pool building and.
[15:54] They are in this amendment.
[15:57] Look into.
[15:59] Update or change the.
[16:01] Entire elevation, so it looks a little different from what?
[16:05] I mean a lot different from what was initially.
[16:07] Proved.
[16:11] So this does not show as much but.
[16:16] This is the site plan that was previously approved.
[16:19] This is.
[16:21] Currently, what they're looking to change, and this is the phase two-part of it.
[16:26] Which is on the on the South side of way.
[16:29] The main pool.
[16:31] It's going to be on the South side of the.
[16:33] Of the.
[16:34] The lot.
[16:35] And this I don't know if you can follow my cursor.
[16:38] But on this?
[16:39] North and East side is the.
[16:42] Spa building and restaurant.
[16:50] So nothing actually changed with the landscaping. It was approved the other time they went above and beyond what is required.
[16:57] In the space.
[16:59] Actually, in this space, according to our code, they only required about 16 trees.
[17:03] But they're providing well over 50 trees in this space, so.
[17:07] I just thought I'd point that out.
[17:09] And previous elevations that were approved.
[17:13] Back then.
[17:14] Looked like this.
[17:18] Build size.
[17:21] And you know, capacity. Everything still stays the same, just architecturally.
[17:26] Things have changed.
[17:27] And they wanted to look this way instead.
[17:34] I'm just going to go through.
[17:36] The elevations and if you have any questions you can just stop me rather than just.
[17:40] Trying to.
[17:41] Explain every architectural change in here.
[17:44] Yeah, we'll let you finish your presentation first, OK.
[17:48] One thing that.
[17:49] You know, with this new change, we.
[17:51] We discussed with the applicant was the North facade of the.
[17:58] Of this elevation change that they wanted to make.
[18:01] Had a much blank wall.
[18:03] And we wanted to.
[18:05] Make sure that it provides a more pedestrian, pedestrian friendly approach.
[18:12] So we talked about potentially breaking it up with some landscaping in which they agreed with. So that's how it's going to look
[18:17] like some IV's and some trees.
[18:22] Just to make it look more appealing and not look like a blank wall.
[18:26] On the on the.
[18:27] Pool building side of the building.
[18:32] And this is how.
[18:33] What they have also.
[18:35] Updated the restaurant to look like.
[18:38] Now, having said that, the conditions.
[18:41] Of approval based on the review and every.
[18:44] Thing that we've had to go through.
[18:46] Was that they pay the outstanding fees and you know, these are standard.
[18:52] Conditions that we have.
[18:53] The applicant.
[18:55] Is also required as I mentioned earlier.
[18:57] To have the northern facade of the.
[18:59] Pull meet the agreed upon landscaping to provide a more pedestrian friendly experience and limit the blank wall.
[19:07] So they agreed to again.
[19:09] Include these trees and other landscaping elements to make it look.
[19:14] Better and.
[19:16] You know, more human scale as well.
[19:20] There's another part of it that I have not spoken about, but this condition is born out of a meeting that we had this morning,
[19:25] which is the applicant should provide a safe.
[19:30] Park in and circulation plan while the spar building is being.
[19:34] Completed or finished up? I want to go up here to explain a few things.
[19:39] So when you look at this site plan that's being.
[19:42] You know, uh.
[19:43] Shown here.
[19:44] The applicant has.
[19:47] A phase in plan for this.
[19:49] You know, development itself where they look into.
[19:52] Get the phase two which is the main.
[19:55] Down here.
[19:56] This looks better.
[19:57] With the the main pool.
[19:59] Completed by next summer.
[20:02] But.
[20:03] Completed and open to the public.
[20:05] By next summer.
[20:07] At the same time.
[20:09] They will be working on.
[20:11] The you know, the spa building and the restaurant area.
[20:15] So we came up with that condition.
[20:19] To have better fencing.
[20:21] And, you know, a good circulation plan.
[20:24] And also parking plan.
[20:26] So that while they're doing all of.
[20:28] The, you know, finishing.
[20:30] Finished work in this other part of the building.
[20:34] People can still use the main pool safely.
[20:37] And not have any issues since it may still be an active construction site.
[20:43] On the North End and east side of the site.
[20:47] So that's the reasoning behind.
[20:50] The.
[20:53] The last condition that was included.
[20:56] Would need to have all of those at least.
[20:59] Discussed and agreed upon.
[21:01] Before.
[21:03] They are or.
[21:04] They have that as part of the conditions before it gets to the point where they need to start operating the main pool.
[21:10] So that's about it.
[21:13] Staff recommends approval of this site plan amendment.
[21:19] I essentially.
[21:20] Nothing changed other than how.
[21:22] That's going to look on the, you know, the various facades, that's the elevations.
[21:27] And.
[21:31] Here's a sample motion.
[21:32] For this.
[21:34] Application. Umm.
[21:36] We also have the applicant here, so if there are any questions that.
[21:41] We have concern in this presentation.
[21:43] We can.
[21:46] Ask them as well to clarify.
[21:48] Thank you.
[21:49] Great. Thank you so much. Anthony, before we hear from the applicant or before we ask questions of the applicant, are there any
[21:52] questions for Anthony?
[21:56] From anyone on the Commission.
[22:00] You're.
[22:01] Yeah. All right.
[22:03] Jeff Yeah, OK, great.
[22:06] The 4th question so the pool will be completed.
[22:09] About the summer of.
[22:11] 2027.
[22:13] And in use.
[22:15] And there will be construction.
[22:17] Continuing on the north and east sides, yes.
[22:24] According to what was shared by the.
[22:26] Applicant.
[22:29] Whoever makes the motion can ultimately make this decision. I would just recommend the nitpicky in me on the last bullet. Rather
[22:35] than saying while the spa building is finished up, I'll just say that the.
[22:41] Parking circulation plan will.
[22:43] In effect until the SPA building receives its certificate of occupancy. Just so it has a better definition.
[22:49] To it. That would be my only suggestion.
[22:53] Are there any other questions for Anthony?
[22:59] Maybe. Do we have accessibility measures for people with wheelchairs accounted for?
[23:06] So I'd like to.
[23:08] Rams and ask the applicant to move up front.
[23:11] Introduce yourself. We all don't know you so.
[23:14] OK. Before you, that was a great question. Anyone else?
[23:18] All right, so.
[23:20] There we go. Come up.
[23:22] You can address that.
[23:23] As well as just an overall little brief explanation if you could.
[23:27] Just summarize really quickly what are the changes.
[23:30] Yeah, because this isn't a new site plan or a new landscape plan.
[23:34] It's adjusting something that was already approved.
[23:37] With just a couple changes. So if you could just summarize that, that'd be great.
[23:40] Yep, that's right, Bronson Tatten.
[23:42] With Utah City.
[23:43] This is BJ.
[23:45] Also with Utah City.
[23:49] He's our director of architecture.
[23:51] Architectural.
[23:52] Related questions.
[23:54] We're gonna have BJ come up.
[23:56] But so as far as parking goes.
[23:59] We do have a parking plan that surrounds the site.
[24:02] We do have.
[24:05] Accessible stalls just down the street.
[24:07] From here.
[24:10] There's also.
[24:12] Future parking plan to the north of the block that we haven't built yet but will likely be coming online.
[24:20] Let's see, 13 C is.
[24:22] Next fall.
[24:26] Yeah. So there will be additional.
[24:30] Accessible stalls up in the block to the north.
[24:35] So some of the changes that we.
[24:38] Why we're coming today is just what Anthony was saying. We.
[24:41] Have changed the exterior elevations so.
[24:44] In May of last year, we came in with the phase one and these are the elevations for the phase one building. So the one on the left
[24:49] is the restroom building.
[24:54] And like pool equipment.
[24:57] Rooms.
[24:58] And then this building on the right hand side.
[25:01] This is the concessions building.
[25:03] And then in our.
[25:05] If you can, go to the other kind of the perspective renderings.
[25:11] We were initially thinking this building would be more of like a mountain, modern.
[25:15] Architectural style.
[25:16] And so that's what you're seeing in here. So this was.
[25:20] That would have been two years ago.
[25:22] And we have.
[25:23] Progressed in like our architectural styles within Utah City and so.
[25:28] You see now the elevations are changing to a more traditional like.
[25:32] Georgian architectural style.
[25:35] That's more fitting with.
[25:38] Some of the other buildings that will be coming online in Utah City.
[25:42] So the footprints and the.
[25:45] The square footages of the building stayed the same although the restaurant.
[25:49] Was conceptualized at 2 storeys.
[25:52] We have a portion of two-story above the restaurant but.
[25:57] Anthony, maybe you can go to the rest the restaurant.
[26:01] Elevation.
[26:03] So on the bottom left elevation, that's like when you're coming down Broad Street, that's the elevation that you see. So it's the
[26:07] east elevation.
[26:12] The portion to the right.
[26:14] Is part of the.
[26:16] The restroom or restaurant?
[26:18] Building umm.
[26:19] It's a double volume to stories.
[26:21] And then the bulk of the restaurant is that single story off to the left.
[26:26] So we did.
[26:27] The restaurant.
[26:28] Did shrink a little bit in square footage but the the parking.
[26:32] We've just kept the same parking. And to clarify, the restaurant shrinking is just removing.
[26:38] Portions of the second story and.
[26:40] Yeah. And I should say that this.
[26:42] This.
[26:44] This version of the restaurant.
[26:46] We do.
[26:47] We do plan on having that roof.
[26:51] Um, accessible.
[26:52] So you can come up into the second story piece of the restaurant and.
[26:56] And be out on the roof.
[27:00] Outdoor seating on the.
[27:01] Yeah, wonderful.
[27:03] OK. So that's kind of one of the changes as far as the square footage goes, but the rest of the Wellness?
[27:09] And.
[27:11] The upper pool and the equipment, it's all still just the same.
[27:16] Great. All right. Thank you. Are there any questions for the applicant?
[27:20] Daria, I'm looking at you.
[27:22] I have several OK.
[27:26] I read through the agenda packet and I was reading everything.
[27:31] So I have several questions if that's OK with everyone.
[27:37] I I was looking at First off, I was looking under the general demolition notes.
[27:41] And I'm wondering where all this demolition material is going to end up.
[27:46] As far as soil goes.
[27:50] Whenever we dig a footing.
[27:51] Will excavate and any of that soil goes onto adjacent blocks for fill in.
[27:57] Future.
[27:58] Projects.
[28:01] No, none of the.
[28:04] None of the soil that we're excavating in the area now is.
[28:07] Is impacted like environmentally impacted That cleanup happened?
[28:11] Before we bought the property.
[28:13] And like before 2019.
[28:15] So you're just moving it around in the in the whole Utah City area, so.
[28:20] Part of this.
[28:21] Area.
[28:23] Which?
[28:24] A lot of it has already been removed, but there was an old.
[28:26] **** like a big berm.
[28:29] It was built through this section.
[28:31] That has all been.
[28:32] Moved away.
[28:33] Like if you look further north up toward HCI, you'll still see some of the **** that's up further up there.
[28:40] But yeah, this.
[28:41] This one's all been cleared.
[28:43] So now the excavation that's happening is all.
[28:47] Underneath.
[28:48] That impacted soil that has already been.
[28:50] Has already left.
[28:51] OK, good. Thank you.
[28:53] OK.
[28:57] Yes, I'm going to ask you about the.
[29:00] Wellness Center, the South elevation.
[29:03] It's kind of all blank.
[29:05] Aren't we supposed to have like 30% of blazing?
[29:08] On those on those blank buildings, aren't we supposed to have 30%?
[29:13] Windows on all buildings.
[29:15] That's a good question. So when we're internal facing that?
[29:18] That requirement is for the streets.
[29:21] But where we're internal, there will be in. What you don't see in here is there's cabanas.
[29:25] That are embedded into that facade.
[29:28] And we probably should have shown them, but there's.
[29:30] I believe there's six cabanas.
[29:32] That fit into that facade.
[29:35] There will be like.
[29:39] How would you explain that?
[29:41] It just openings in that building facade.
[29:43] And cabanas will be in there with.
[29:45] Couches like sofas.
[29:47] And then behind that wall is all of the pool equipment.
[29:50] So that's why there aren't any windows is because you'd be looking at.
[29:53] The pool equipment, OK, but I'm wondering.
[29:56] Can we not?
[29:57] Do some type of textural glazing.
[30:01] You know.
[30:02] Going to think I'm silly but.
[30:07] OK, I am not a graphic artist.
[30:09] But this is from my shower.
[30:12] Door. Did you do that with some crayon?
[30:17] Yeah, you know you can make it.
[30:20] Opaque.
[30:21] Different colors.
[30:23] And you can frame it and make it.
[30:27] Something.
[30:28] A visual, something visual to look at so that that's not a bad.
[30:37] Consideration.
[30:38] Or else I think I think.
[30:41] Concrete. You know how concrete.
[30:44] That underpasses 20 the 2002 Olympics, and they have the concrete.
[30:49] Beautiful.
[30:50] Things like that.
[30:51] Could you do something like that other than just?
[30:55] Tree or Bush?
[30:57] And cheers.
[30:59] Can you can you do something like that to?
[31:05] Yeah, the the fin, yeah.
[31:08] Well, the.
[31:11] We can definitely do texture.
[31:13] On that concrete and with the cabanas, the cabanas will act like.
[31:19] I wanted to.
[31:21] Are we talking about the north? The North?
[31:23] Yeah, OK.
[31:25] Wall. The blank wall, yeah.
[31:26] And so that's the one wall on this building.
[31:29] That.
[31:31] This building is so large and has so many different.
[31:34] Needs to it. We've got to have.
[31:36] One place to be able to deal with trash and all these different things so they.
[31:40] The pool the there's the secondary pool in the plan. They both look at ground level. The 2nd pool in the main area.
[31:47] Is elevated.
[31:48] So we.
[31:49] That pool hangs down into that space and that's where we have our shipping or receiving our trash, all these different things, so.
[31:56] And we want to do exactly what you're saying, I mean.
[31:59] Sometimes these elevations.
[32:01] We put these together to get these approvals and we're in the midst of finishing up this building and trying to articulate the
[32:04] zone.
[32:07] We want to do exactly what you're talking about. We've started with.
[32:10] Landscaping.
[32:12] We're trying to be very true to the style of the building, the detailing of it. I mean, you saw the cupola and some different
[32:16] things. We're trying to put a lot of that detail in here.
[32:21] This area we're still working through a little bit in terms of all that articulation because.
[32:26] Just like you.
[32:27] It means a tremendous amount to us to make this whole development.
[32:31] Authentic.
[32:33] And so we do want to put those textures in the concrete. We're looking at, do we put columns on that wall? Do we put different?
[32:40] You know, we've talked about embedded artwork in that wall.
[32:43] So we're trying to do that, but we want to find just that, right?
[32:47] Kind of way to do that that's authentic to the building, not just.
[32:51] We did it.
[32:51] To match this other thing right I.
[32:54] If I could just clarify, are we talking about the facade that?
[32:57] You have a red ring up of right now.
[32:59] That's the only.
[33:00] Facade, yes, so OK.
[33:04] Can I make a comment?
[33:06] So this discussion began with the South.
[33:11] And I wanted to be sure that you're clear with that because the South end.
[33:15] Where that doesn't face the right, it doesn't, yeah, it doesn't face the right away. So yeah. So there are no restricted to any of
[33:18] these.
[33:22] But the north side?
[33:23] Is just what?
[33:24] We have here that we had discussed earlier.
[33:26] And you know, BJ just went over.
[33:31] You know, to make that work or look better.
[33:34] We talked about some landscaping to break it in a little bit, right? Because the previous version was more blank than it was just
[33:41] modification. The purpose of this is to approve the modifications which adds a bit more dynamic texture and all texture to it.
[33:51] OK, that sounds good.
[33:54] And then I think I just have one more.
[33:58] Oh, how many?
[34:00] How many seats are in that restaurant?
[34:02] We don't have yet.
[34:04] We don't know. It's more than anything, it's a shell at this point. We don't have the exact restaurant tour.
[34:10] The type of restaurant, OK.
[34:12] I was just trying to address that with parking, making sure that we do have adequate parking for that.
[34:18] We do plan to ballet that restaurant.
[34:20] You had valet, that restaurant.
[34:22] I mean, that's the intent. There will be we, we do have parking for the restaurant, but.
[34:28] There will be a valet option that you could pull up and someone will take both cards. Yeah.
[34:33] When earlier when?
[34:36] Martina was asking about accessibility.
[34:39] How far you said?
[34:40] It's not too far. How far is accessible during that construction phase?
[34:45] Just just for her information.
[34:49] That's a good point too, because I wanted to clarify a little bit on the construction phasing.
[34:53] So I think what?
[34:56] I want to put words in.
[34:57] Anthony's mouth. But we have a phase one.
[35:00] Phase one is supposed to open.
[35:02] Like in December.
[35:03] That's not a great time to open pools.
[35:05] And so we probably won't actually open that phase one should finish.
[35:09] While.
[35:10] We're still building Phase 2.
[35:13] Phase Two's main pool.
[35:15] And Wellness building should all open in August.
[35:18] That's what construction schedules we're seeing.
[35:22] From CERC.
[35:23] But.
[35:26] I think that's.
[35:28] From in.
[35:30] BJ and I were talking Phase 2 will all be done together so we won't open the main pool without the Wellness.
[35:35] Also being open.
[35:37] But phase one.
[35:38] Like come May of next year.
[35:40] When pools traditionally open, we will probably open.
[35:44] The kids pool and splash pad.
[35:47] But we will make sure that the circulation so.
[35:50] When?
[35:51] When the main facility opens.
[35:53] All of this parking along the north that you can see in this site plan.
[35:57] Will all be available and.
[35:59] When we open phase one.
[36:01] We'll make sure that we understand.
[36:02] What's required for phase one? I think there's a table in the last approval that.
[36:07] Articulated that.
[36:08] And we'll make sure that that parking.
[36:11] Chris and Pat and Patty.
[36:13] Building officials will.
[36:14] Make sure that that parking is available and open when.
[36:17] We open.
[36:19] Certain get CFO.
[36:20] Buildings, yeah, I think it's important to note that.
[36:23] No certificates of occupancy are granted.
[36:27] For commercial buildings like this, unless it's already shown that they're following.
[36:31] The Americans with Disability Act.
[36:33] Yep, correct.
[36:36] So there's accessible parking here.
[36:39] The additional parking that we'll have.
[36:41] A little bit later is on the block to the north.
[36:44] And then there's also.
[36:45] Built accessible parking just down the Green Line.
[36:49] Over by the Racquet Club.
[36:51] So you'll have plenty of ADA parking available.
[36:54] Yep, Yep.
[37:05] OK, just one more.
[37:07] Psych.
[37:14] You named one of the buildings.
[37:15] Oh yeah, yeah.
[37:17] So were you planning on?
[37:20] Painting Monet's water with lilies on that mural.
[37:24] We should. We should.
[37:26] We should.
[37:29] You know, that might be a little.
[37:32] Strange, but I think that would be a pretty cool idea.
[37:36] I mean you've you've named it a larager array.
[37:39] You might as well do it.
[37:41] We should do that.
[37:42] We need a little more culture and Vineyard. I think that's great.
[37:46] No class up the joint.
[37:48] Thank you, Dorian. Do you want to know where that's at?
[37:52] You want us to point that out?
[37:53] Well, sure, you can find it out.
[37:56] So it's kind of hard to.
[37:58] Does it look better on here?
[38:00] Yeah, yes.
[38:03] I'll go ahead.
[38:05] OK, so.
[38:07] You see the upper pool?
[38:08] The one that's on the top of the page.
[38:10] Just to the right, there's kind of a blue.
[38:13] Long rectangle.
[38:14] That is like a glass roof.
[38:16] And the space underneath that is like layers, mineral baths and spas. And that's the urangery. It's glass all the way around on
[38:21] the sides.
[38:26] A large skylight. Underneath it is a large mineral tub. Hot mineral tub. A cold tub.
[38:33] And then you go inside.
[38:35] One layer further into the building and.
[38:37] That's the whole bathroom.
[38:38] Bathhouse component.
[38:39] Saunas snow showers.
[38:43] Is that all available for the community or is that just for restaurants?
[38:47] It's all for. It will have different levels that for everybody.
[38:51] Yeah, I think you should sort of virally.
[38:53] By level student memberships.
[38:55] At the beginning.
[38:57] It's, I don't think it's been fully worked out, but yeah, it would be like what we compare it to is like Orem Rec Center. If
[39:01] you're in Orem or Vineyard City resident you get.
[39:06] A discounted rate, but the general public pays a little more.
[39:10] So there would be some, there would be a tier.
[39:12] System.
[39:14] That's what we've talked about in the.
[39:18] In the police agreement with the city.
[39:21] OK, let's.
[39:23] We're going to do some public comments later.
[39:25] Let's just adjust these right now and then I'll open up questions.
[39:28] To the public, thanks.
[39:32] OK, Brad Graydon.
[39:36] Well, just a comment. This is really exciting.
[39:41] I think we here in Vineyard love.
[39:43] Pools.
[39:46] Up until this point, maybe there's only HOA pools. We've had a couple.
[39:51] Cool pools for.
[39:53] A few years My son recently visited the new.
[39:56] Pool by the overpass.
[40:00] In that HOA, yeah, the orchards.
[40:02] And I believe also holdaway fields has an HOA.
[40:06] And they're planning on a pool.
[40:09] You guys are going to be open.
[40:11] Next year.
[40:13] What?
[40:14] You know, so far these have all been HOA pools.
[40:17] And, you know, limited access.
[40:21] But as far as?
[40:23] Access.
[40:24] To these pools.
[40:26] Yeah, fees, who's who owns them, who can go there?
[40:31] What can you say about that?
[40:33] Yeah, yeah. So the ownership structure is?
[40:36] We will build this. We'll deed it to the city.
[40:40] The city will own. The ground will own.
[40:43] Everything.
[40:44] And then we have a lease agreement to lease it back and.
[40:47] Operate it for the city.
[40:49] And in that agreement.
[40:51] We talk about like.
[40:55] I don't think it articulates exactly what the pricing will be.
[40:58] Because we.
[40:58] We we haven't hired the operator that will actually.
[41:02] Run it. We've been talking to a lot of people.
[41:04] They will be the ones that will establish the pricing.
[41:10] But.
[41:10] The the agreement that we have is that it will not be.
[41:13] For profit.
[41:16] Run Facility.
[41:18] It'll any profits that roll off of it.
[41:22] Rolled back into maintaining the facility. So that's.
[41:25] That's.
[41:26] Kind of where the pricing will be set, we need to understand what it's going to cost to run it.
[41:31] The fees and everything, we'll need to cover that.
[41:34] And then anything that comes above that will.
[41:36] Will get put back.
[41:40] Into the into the facility and in the in the green Line.
[41:43] OK, very cool. You're yeah, you're keeping it reasonable, not Lagoon.
[41:47] Pricing.
[41:48] Yeah. And so I guess to be clear too, this is not an HOA pool.
[41:52] This is a.
[41:54] This is.
[41:55] More like a city pool.
[41:57] That the city is hiring someone else to come and.
[42:00] Run it for them.
[42:01] Kids from Salt Lake and.
[42:02] Show up and swim.
[42:04] Yep, they pay the membership fees.
[42:07] Or if there's, you know, a day, use that's.
[42:10] A day use fee. You can just show up and come in.
[42:15] You'll you'll pay an entrance fee.
[42:19] So yeah.
[42:20] Cool. OK.
[42:22] There any other questions?
[42:26] I see one forming.
[42:28] In your mind, no.
[42:30] Yeah, just going back to the accessible stalls for like away from the beginning on.
[42:36] I'm just nervous that there might not be enough.
[42:40] Or if the distance might be.
[42:42] Too much.
[42:43] For someone in a wheelchair.
[42:45] To access comfortably.
[42:51] So how many were you thinking in this phase one and how many in the Phase 2?
[42:56] Yeah, I'm not sure off the top of my head.
[42:59] I don't recall off top of my head the number.
[43:02] But I would say to the point made earlier, we do comply with ADA, we comply with all the building codes. It's in our best interest
[43:08] as well to make sure that we provide the required number amount.
[43:14] They're within that close proximity.
[43:16] The ADA requires that they're approximate.
[43:19] Relationship to the front entries of the building and things of that nature. So.
[43:23] I mean as we are.
[43:24] Working through both phases, we will make sure that we can apply, I mean it's as much for our benefit and the communities benefit
[43:29] and all those things as well so.
[43:33] There's many things that you can do to find areas to value engineers. Those are not those areas.
[43:39] OK, perfect. Thank you.
[43:41] That's reassuring. I'm just.
[43:43] I've seen jobs done that are.
[43:47] They're illogical.
[43:49] As somebody who's in a wheelchair.
[43:52] I totally agree and ultimately.
[43:54] I think with everything we're trying to do, just as a side kind of social note.
[43:58] We're trying to prove to the community that we're serious about doing this right, doing it something that's.
[44:03] Way above par for the community and.
[44:06] For perpetuity.
[44:07] So it's our goal.
[44:10] Really appreciate it. Thank you.
[44:13] All right.
[44:16] I want to hear from the public. If there is any public comment or questions, what we'll do is ask the questions, we'll record them
[44:20] down.
[44:24] Lend the public comment time and then allow either staff or the applicant to address those.
[44:28] One of the things I wanted to just make sure.
[44:31] We are staying within focus on what?
[44:34] The.
[44:35] Action we are considering this evening is This is not an approval of the entire.
[44:40] Plan, uh.
[44:40] It's already been approved.
[44:42] What we're looking for is the modification.
[44:45] To the elevations.
[44:46] Which is what?
[44:47] Is really the only action that we can do tonight and so any of the conditions as well I want to make sure we're tying it to.
[44:56] The elevations and not trying to add any other scope that's beyond what we're asking.
[45:00] Tonight.
[45:01] With that being said.
[45:02] Members of the public, I know that we had a couple questions if you want to come and raise them.
[45:06] Now is your time.
[45:06] Just please give us your name too.
[45:19] Karen Cornelius Villas resident.
[45:22] It looks like it's going to be beautiful.
[45:24] No doubt about that.
[45:26] I do have a question and.
[45:28] It doesn't have to do with the elevation, sorry, but it's about parking.
[45:31] And I want to know if the number of parking places.
[45:35] Are already in the approved plan.
[45:38] They can't remember and I understand that that's not with them.
[45:42] But I think before anything is approved, we need to know phase one, phase two, phase three.
[45:47] What our number of parking places are going to be.
[45:50] Because no doubt this is going to be a huge draw.
[45:53] And it does seem like our space over there is limited.
[45:58] And one more question, since you talked about ADA, I have a question about ADA that is not related to this, but it's important.
[46:05] I have had several friends contact me since I knew I was coming here.
[46:10] To add.
[46:11] For me to ask why there are no 88 parking places?
[46:15] At the Alabilities Park.
[46:19] So I would like that answered.
[46:22] OK.
[46:23] Thank you.
[46:24] 01 more.
[46:25] It doesn't have to do with the elevation either.
[46:28] I just want to know.
[46:29] How we're paying for this?
[46:32] And was that already?
[46:34] That I'm sure that this has already been.
[46:38] Described and planned and it's already been approved, but I just that's a question I have, so I'd like an answer to it. Thank you.
[46:43] All right. Thank you.
[46:47] OK. Are there any other members of the public with questions?
[46:50] Please.
[46:55] Jane Pierce from Cascade.
[46:57] I do have one question about the landscaping that you're going to be putting in.
[47:01] With the the critical issue of water throughout all of.
[47:06] Utah.
[47:08] Just the whole state.
[47:10] In consideration with that.
[47:12] Are you going to consider any sort of?
[47:16] Xeriscaping, which would not use a lot of.
[47:20] Extra water to maintain whatever type of.
[47:25] Of landscaping that you do.
[47:28] Good question. Thank you.
[47:32] OK.
[47:36] That's all their application is for.
[47:39] Well, that's not really my comment.
[47:40] Terry Ewing, The Villas.
[47:44] How many months?
[47:46] A year will these.
[47:47] Public pools be available.
[47:50] And is the.
[47:53] The upper pool.
[47:54] Part of the spa.
[47:56] That's a membership, correct?
[47:59] And is.
[48:01] That an indoor or outdoor.
[48:04] Because I assume it would be closed.
[48:07] The other pools are closed.
[48:10] And because I've had grandchildren in swim.
[48:13] Will these pools be available to our schools for swim meets?
[48:18] Or even swim less.
[48:19] Swim meets.
[48:22] And let's see, what else.
[48:24] Thank you everybody else.
[48:26] Answered questions SO.
[48:28] That's mine.
[48:29] Thanks, Terry.
[48:31] All right, three out of four.
[48:33] Are you coming up?
[48:36] Oh, almost had it.
[48:39] OK.
[48:41] All right, with that, we'll go ahead and close the public comment.
[48:45] I'm gonna allow the applicant to come up to answer these questions that I've recorded. I will say though, some of these are
[48:48] operating.
[48:52] Questions.
[48:54] As they said earlier.
[48:56] The operations plans hasn't already, hasn't been.
[48:59] Totally finalized yet?
[49:01] So I'll give you a little grace. If you don't know the answer is 2 of them. If you do and you're able to answer them, then by all
[49:05] means please do second.
[49:09] It really is just an application about.
[49:12] The.
[49:12] Elevation change.
[49:14] And so.
[49:15] Some of these questions I don't want to spend too much time on because that is not what was agendized tonight. So we need to stick
[49:21] on what's on the agenda. But that being said, if there is the ability to address them, please by all means do. And then if there's
[49:26] further questions, I would hope that you would be able to talk outside the meeting to answer any of those. So if you could come up
[49:31] and just ask really quick.
[49:39] When it comes to the parking spaces at the All Abilities Park, since that wasn't on the agenda, I would hope that you could
[49:43] address that after the meeting to answer that.
[49:47] Question regarding the.
[49:50] Paying for it.
[49:51] This right now.
[49:53] Is a private development, you don't know need to go into those details, but if you could give a little feedback as to how that
[49:56] budget was established.
[50:00] Yeah, we're we're paying for it.
[50:02] There we go. Yeah.
[50:03] OK. Thank you for your generosity.
[50:06] OK, we're paying for it.
[50:08] OK, developer.
[50:10] All right. As for parking, that's already in the approved plan.
[50:14] That was already approved in the.
[50:16] Previous approval.
[50:18] All right, when it comes to landscaping, if you could.
[50:21] Speak a little bit on water wise planting and whether that was considered in the landscaping palette. Yes.
[50:28] Definitely, uh.
[50:29] Using water wise plants the.
[50:33] Like kind of Zurich principles.
[50:34] Are definitely in here. It's actually.
[50:37] Better for pools that we don't have a lot of leaf.
[50:39] Litter blowing into the pools and so.
[50:41] That strategy is definitely.
[50:43] Planned into the landscape plan.
[50:45] OK, excellent.
[50:48] A mix of.
[50:49] Drought tolerant and native species? Yep. Well, not bringing in any. Yep, and crazy great.
[50:53] OK.
[50:55] And then the operations questions.
[50:59] Once those are more finalized, I imagine you'll be making those public for the community to know. Yeah, the the question about the
[51:03] upper pool, correct.
[51:07] That that one in particular, we know we want to have it open year round.
[51:11] So all of the decking.
[51:12] Is getting.
[51:13] Like it'll all be heated.
[51:17] For snowmelt.
[51:18] The the pool will be heated. All of the pools will be heated with the district energy system. So we have.
[51:24] Pretty inexpensive heat.
[51:26] To heat the pools.
[51:27] It won't be natural gas that.
[51:29] You know we're burning.
[51:30] To heat the pools, it'll be the.
[51:32] District energy that will come through.
[51:35] And keep the.
[51:36] Temperatures up.
[51:37] All of the other pools though.
[51:38] Because of the.
[51:40] They're at the on the main deck.
[51:43] We will probably close those.
[51:45] We'll probably be able to extend the season.
[51:47] Of the pool.
[51:49] Longer than.
[51:51] Then pulls around.
[51:52] Because of the district energy, but.
[51:54] You know, as the air temperature cools.
[51:56] It's just not as inviting to be out there but.
[52:00] We will we'll we'll have the radiant heating in the deck on the upper pool, which will.
[52:05] Help keep temperatures up.
[52:07] OK, well, wonderful.
[52:09] Thank you. It is outdoor. The upper pool is outdoor. OK.
[52:12] Excellent. Thanks.
[52:15] OK, so with that, I just wanted to provide a couple comments and then if anyone has other things to say or want to make a motion,
[52:21] they're welcome to. I just want to commend you. I think this is an incredible.
[52:27] Development and it just keeps getting better and better.
[52:29] Everything that we consider.
[52:32] Great contributions community.
[52:35] With a lot of generous.
[52:37] Donations to the city as well. So I appreciate all of that.
[52:41] And I really appreciate this vision. I think it's great.
[52:46] So with that or is anyone?
[52:49] Want to make a motion, Anthony, if you could put the motion language up there?
[52:53] If anyone wants to just.
[52:55] Say the sample motion, I just recommend you say.
[52:58] Conditions as presented.
[53:00] Rather than read each bullet point.
[53:02] But anyone want to make one?
[53:05] The last bullet.
[53:08] You had a condition on that. Oh, I would just reword it and when you say as presented, you could say and suggested modification
[53:12] just saying that the.
[53:17] Circulation plan.
[53:19] Would remain active until the small building receives its certificate of occupancy.
[53:29] Can I get the mural?
[53:31] Part of the elevation.
[53:35] You can make that motion. I personally would.
[53:38] Not like to make that a requirement. I think that is a good suggestion to them. I would not feel comfortable requiring it.
[53:45] Yes, OK.
[53:50] All right, Brad, I saw you leaning towards the microphone.
[53:56] All right, OK. I'll go ahead and make a motion to approve the site plan amendment application Plan 26004.
[54:02] With the conditions as presented with the suggested modification for the last one in the SPA building.
[54:10] I'll second the motion.
[54:11] OK, all in favor say aye.
[54:13] Aye, any opposed?
[54:15] All right, PESS is unanimously.
[54:17] Thank you. Thank you.
[54:19] All right, let's move on.
[54:20] To back to 5.2 Back to the future conditional use in site plan application for entire auto Body Shop and retail.
[54:29] Anthony.
[54:39] Thank you very much. That was a good one.
[54:41] So I'm going to be presenting on the tire, auto Body Shop and retail.
[54:49] If I can find my mouse OK, got it.
[54:52] So just to give you a location context, this is located.
[54:55] On the corner of.
[54:57] 400 S.
[54:59] And Geneva?
[55:00] Geneva Rd.
[55:01] Which is where my mouse is.
[55:05] Currently float in.
[55:06] Is that clear?
[55:09] So they had a.
[55:11] You know a.
[55:13] Approved a couple of months ago.
[55:15] It has not been recorded yet.
[55:18] We had a few conditions of approval.
[55:21] At the time that needed to be corrected, they have done that.
[55:24] But they've not recorded it yet. That would be required.
[55:28] Before they can obtain a building permit so.
[55:32] It's in the works. They have an approved plat.
[55:34] But.
[55:35] A subdivision.
[55:36] But it's not been recorded.
[55:39] Again.
[55:40] This area that's, you know, highlighted in the red box.
[55:44] Is within the original commercial.
[55:47] Zoning district of our city.
[55:51] Now the.
[55:53] Various uses that.
[55:54] Was, you know, shared with us with this application.
[55:58] Where?
[55:59] Vehicle and auto body repairs minor.
[56:04] As well as a restaurant and retail sales and services.
[56:10] The restaurant and the retail sales and services are all outrightly permitted in the original commercial zone.
[56:18] However, the.
[56:19] Vehicle and auto body repair minor.
[56:23] Use is one that requires A conditional use.
[56:27] Permit.
[56:29] Hence the reason behind.
[56:31] This.
[56:32] Application being both a conditional use permit.
[56:34] And.
[56:37] A site plan.
[56:40] So the lot is about 2.4 acres large.
[56:45] And it has two buildings that have been proposed to go on it. We have building A.
[56:51] Which has a square footage of about 19,000.
[56:55] You know.
[56:56] 800 square feet.
[56:59] They meet all the setbacks.
[57:01] And also building B.
[57:04] Was at some point.
[57:06] Almost 9000 square feet, but because of various uses that we.
[57:11] Pointed out to them that need it even more parking.
[57:15] It it made them shrink the building up a little bit to accommodate the more parking.
[57:20] Due to the various uses that are going in there.
[57:23] Which made it about 8200 square feet.
[57:28] Building B as well.
[57:29] Sits to the north and it.
[57:32] I will show you it also meets all the required set back.
[57:36] Now I wanted to point out in this project overview summary that.
[57:42] You know the architects had here listed as a.
[57:45] As a warehouse.
[57:47] In there.
[57:48] It's not a warehouse. A warehouse is not.
[57:50] Permitted in the original commercial area. It's essentially it's a tire shop.
[57:56] Right, and they need storage.
[57:57] So in there.
[57:59] Description they.
[58:00] They named their storage warehouse, but it's not a warehouse, it's storage for the tire shop.
[58:05] And I also wanted to point out that the minor.
[58:08] Vehicle.
[58:10] Body of.
[58:12] Auto Body Shop and repair.
[58:15] What makes it minor is everything.
[58:18] That they do has to be in a contained environment in the.
[58:21] You know, enclosed environment, so it's going to be in a.
[58:25] Building with, you know, the garage doors that can be opened and closed to let in cars and out.
[58:31] So I just wanted to point that out.
[58:35] The requirement for landscaping is about.
[58:37] 20% of the entire development they provided more than we need. That's 21% if we calculate.
[58:45] The building height and everything meets.
[58:48] The requirements as.
[58:52] As the city has in the code.
[58:55] So this is the floor plan for building A.
[58:58] Just to get you oriented.
[59:02] You would have.
[59:03] This would be the building. A would be the.
[59:07] The one with the tire shop, so this on the South side, so this.
[59:12] Building.
[59:13] I don't know if you can tell from my cursor, but.
[59:15] This.
[59:16] Here would have where my cursor is would be Geneva Rd.
[59:19] And this here would be where you have the tire shop.
[59:23] And they would have the other retail stores.
[59:25] On the other side of it, creating that L.
[59:29] And building B.
[59:31] Has this.
[59:33] Building.
[59:34] Where you have my cursor would be 400 S.
[59:38] And Geneva Rd. is going to be on the east side of what is being shown right now.
[59:47] So altogether, this is how it's expected to look.
[59:50] With a tire shop here.
[59:53] Building A and Building B.
[59:55] Will the restaurant and.
[59:57] Other retail spaces that.
[1:00:00] That are also aligned in 400 S.
[1:00:04] Here's a landscape plan.
[1:00:06] We worked with them to get in.
[1:00:08] You know, water wise.
[1:00:11] Plants and make sure that they meet the vineyard.
[1:00:15] Vineyard tree manual requirements and they meet it all with their landscaping.
[1:00:21] Landscaping.
[1:00:23] Plan they.
[1:00:24] Over delivered.
[1:00:26] You know, for instance, with the trees we only require.
[1:00:28] Based on the size and the.
[1:00:30] Project coming in, we only required about 30-4 but they provided about 51 trees.
[1:00:36] So.
[1:00:37] They tried to make this as appealing as possible.
[1:00:41] And.
[1:00:42] All their selection also did.
[1:00:45] Take into consideration some water wise you know.
[1:00:48] And zero scape in.
[1:00:50] Principles to make it.
[1:00:51] You know, save more water than usual.
[1:00:54] So here are the elevations.
[1:00:56] Oh, I didn't realize I was in this mode.
[1:00:58] So here are the elevations for building a.
[1:01:02] So to the north.
[1:01:04] So this here is going to be.
[1:01:07] This one here is going to be the East.
[1:01:13] Elevation.
[1:01:15] So the maximum height for this entire site is essentially 60 feet.
[1:01:19] And.
[1:01:20] They were just maxing out at about 30 feet.
[1:01:23] Height.
[1:01:29] This is the elevation here that shows.
[1:01:32] North and South.
[1:01:33] The South side is what you know. You can tell it's a garage.
[1:01:37] Doors for entry into the tire shop.
[1:01:46] And for building.
[1:01:48] We've worked with them to get this far actually.
[1:01:52] The South elevation is going to be into the interior lot.
[1:01:56] However, the north elevation here.
[1:02:00] Again, coming back to what Diarrhea had expressed interest in the other project.
[1:02:04] They had a blank wall.
[1:02:06] With nothing on it because it's the back of.
[1:02:08] You know a retail space, right? We worked with them. They got some good windows. They had some.
[1:02:13] You know.
[1:02:14] Architectural features here with the roof. Just played with it.
[1:02:18] They also.
[1:02:19] Did express.
[1:02:20] Some you know.
[1:02:22] Interest in.
[1:02:23] Having a mural on the north.
[1:02:25] Elevation side because it's right on.
[1:02:27] 400.
[1:02:31] Mural again.
[1:02:33] So on 400 S.
[1:02:35] And.
[1:02:36] They're open to having something fun and inviting.
[1:02:39] Because we expressed to them that it is one of the major gateways into the city.
[1:02:44] And we cannot just have a back house.
[1:02:46] Looking, you know, building which.
[1:02:50] Which really essentially.
[1:02:53] Based on everything else, they meet their requirements because of the windows and everything that they have provided, but we asked
[1:02:56] them to do more.
[1:03:00] Because of the gateway nature of that.
[1:03:02] Corridor.
[1:03:03] And it being.
[1:03:05] 400 S.
[1:03:06] So, umm.
[1:03:08] They do have plans to put on a beautiful mural to.
[1:03:11] Make it welcome in for people getting into Vineyard through Foreign to South.
[1:03:16] So here are the elevations for the east side and the West side.
[1:03:21] Of the buildings.
[1:03:23] On building B they capped out at about.
[1:03:26] You know, less than 30 feet as well.
[1:03:28] Though they have a maximum height of about 60 feet.
[1:03:32] And here are the conditions of approval that we have here.
[1:03:36] Based on the conditional use permit.
[1:03:39] I mean, we have the standard pay all the fees that you owe.
[1:03:42] However.
[1:03:44] The main one that we had to include was.
[1:03:47] To.
[1:03:49] Ensure that all vehicles.
[1:03:51] Vehicle repairs or whatever is done on.
[1:03:54] On in the tire shop.
[1:03:55] Is entirely within an enclosed space.
[1:03:58] Because that is what?
[1:03:59] The.
[1:04:01] What does what they're applying for the minor?
[1:04:04] Shop.
[1:04:05] That's one of the things we did not put anything here about the mural because.
[1:04:11] It is not.
[1:04:13] We can require them to do it.
[1:04:15] We just talked them into it and they were excited.
[1:04:18] To do it. So thank you for doing that.
[1:04:20] Yeah.
[1:04:22] So we recommend approval.
[1:04:24] Of the site plan and conditional use permit.
[1:04:27] As we have.
[1:04:28] You know, presented to the Commission.
[1:04:30] Please let us know if you have any questions or concerns.
[1:04:33] Thank you. We'll get there. One of the things that would help just as we are discussing this.
[1:04:39] There's really two items.
[1:04:41] That they are seeking approval for.
[1:04:43] One is the conditional use permit.
[1:04:44] Which is.
[1:04:45] The use that they're proposing with the.
[1:04:47] Tired Body Shop?
[1:04:50] And then the second one is the site plan.
[1:04:52] Application now.
[1:04:55] Future uses such as the restaurant if they want to be doing things.
[1:04:59] That would be above and beyond what the required.
[1:05:03] Zoning and stuff are they would come in at a later date. So I don't, I want to make sure we don't get hung up with things like the
[1:05:07] restaurant or what kind of retail is going to be going in those other pads. We don't know and we're not asked to know that right
[1:05:11] now, yeah.
[1:05:16] OK. I wanted to just make that clear.
[1:05:18] Great.
[1:05:19] Any questions for staff?
[1:05:21] Oh, OK, one one other condition that.
[1:05:24] We forgot to put in here and thank you so much.
[1:05:27] My, you know, my able engineers.
[1:05:30] So they also made.
[1:05:31] A change here. We worked with them.
[1:05:34] Our engineers did all the good work.
[1:05:36] I want to go here, so it's very.
[1:05:40] So you can relate to it better.
[1:05:42] But on 400 S, we didn't want to hold up any kind of traffic, so they.
[1:05:48] They agreed to put in a median that blocks.
[1:05:51] Them from having anyone.
[1:05:53] Turn left into the property, so it's going to be right in right out only.
[1:05:57] Way to go.
[1:05:59] Which one? This one?
[1:06:01] There will be a.
[1:06:03] Road but all the way past this so.
[1:06:06] You can't come down here.
[1:06:07] Into the property.
[1:06:10] With the median extent likely from the intersection.
[1:06:13] All the way West to.
[1:06:16] Vineyard Rd.
[1:06:17] Or to the ball fields? Or OK to that first Rd. OK first intersection. Yep.
[1:06:22] Great. The one that is.
[1:06:24] Kind of straight from the elementary school.
[1:06:25] Yeah, that weird intersection thing, essentially down to that intersection. Yeah, I did want to point out too with the mural idea,
[1:06:31] just as a side note, this, this lot is kind of depressed.
[1:06:36] So as you come up to Geneva, it raises up quite a bit. So it's it's kind of in a.
[1:06:41] Hole that's about 6 feet or so.
[1:06:44] So like.
[1:06:45] This corner here.
[1:06:47] Just a thought with that mural.
[1:06:51] OK, excellent.
[1:06:54] All right, the other one.
[1:06:56] While we're asking the questions if.
[1:06:58] One of you could just maybe pull up Google Maps.
[1:07:01] Just as a reference.
[1:07:02] Point for all of it, because.
[1:07:04] I'm sure I at least I know.
[1:07:06] There's going to be some questions just about the.
[1:07:09] Overall neighborhood context there, but Daria, we've interrupted you enough.
[1:07:13] So that's those were my 2 questions. The 4th South.
[1:07:17] With that in and out, only the right way, right?
[1:07:22] To the right. Excuse me.
[1:07:24] I'm concerned about.
[1:07:27] The alignment of the Vineyard Rd.
[1:07:29] With the parking lot.
[1:07:33] Is it going to be impacted until we get that taken care of?
[1:07:36] It won't be impacted, but we.
[1:07:40] We are addressing that as a separate concern with with Oram.
[1:07:44] OK, so.
[1:07:47] You would put the median in.
[1:07:49] For this.
[1:07:52] For this project.
[1:07:53] Yeah, it would end about there.
[1:07:56] That median just apartment, is that what that is? Yeah, just right before Vineyard Rd. Yeah. So that's Vineyard Rd. now and right
[1:08:02] about there. And it would reflect what you're seeing within.
[1:08:09] The yellow lines correct because you got turn lanes.
[1:08:14] Essentially that yellow line right here.
[1:08:16] They're just going to replace that yellow line with the concrete barrier.
[1:08:23] Oh yeah, Vineyard, maybe that's your question.
[1:08:26] Yeah, people can still turn left on from Vineyard Rd. onto Foreman, OK.
[1:08:34] OK. Well, because aren't we trying to align the parking lot with Vineyard roads to the elementary can get out. I just want to make
[1:08:38] sure that that can still take place.
[1:08:42] We're looking at options for that, but yeah, that that would still be able to take place. We're not, we're not going to impact
[1:08:46] those those possibilities.
[1:08:49] And my other question was about the corner for South that dip.
[1:08:54] You know, people have run into that fence and knocked it down and it's kind of dangerous.
[1:09:00] And so I'm wondering if they should be putting up some kind of barricade.
[1:09:04] Of some sort to protect that corner.
[1:09:07] And maybe with a big.
[1:09:09] Call Marquis to say it's.
[1:09:13] Castro plasma or whatever they want to call it, yeah.
[1:09:16] The Castro tire.
[1:09:18] So I don't know.
[1:09:20] I'm Yeah.
[1:09:22] I think upon development.
[1:09:24] That will provide enough of a visual or.
[1:09:26] Barry, right now, I think you're get a lot the people running up there because.
[1:09:30] You're not seeing much. I'm hoping upon development you might see it more.
[1:09:35] Into that corner.
[1:09:39] If there's if there's development in there.
[1:09:43] Zoom out.
[1:09:46] Right, but as you.
[1:09:48] There's gonna be some trees on that corner, it looks like.
[1:09:52] But yeah.
[1:09:53] To your point there, there will be a building, so it'll be a visual thing and then there will be some trees along there. Did they
[1:09:57] have a signage placement at all?
[1:10:01] You know, not at the moment.
[1:10:03] So.
[1:10:04] I mean, we could.
[1:10:05] We could discuss with them on the signage placement as well.
[1:10:10] And also lighting in the parking lot.
[1:10:12] Is that a requirement?
[1:10:18] They will have a lighting plan, photometric plan, so the.
[1:10:22] That would be required.
[1:10:24] Kind of speaking for planners, but.
[1:10:26] That's all tied to building permit, isn't it?
[1:10:29] Usually it should be tied to site planner, which is what we're approving today.
[1:10:38] I'm sorry. Go ahead.
[1:10:40] I'm curious.
[1:10:42] Because that.
[1:10:44] That 400 N area is all it already is, pretty congested during like school hours and start and end.
[1:10:53] Like do we need?
[1:10:54] To have an entrance exit point that way? Or can we just keep it on Geneva?
[1:11:02] I think with.
[1:11:04] With fire safety and like emergency safety access you'd need.
[1:11:08] You need 2 points of access.
[1:11:11] And then the.
[1:11:12] That it would be nice if we could just have both of them on the Geneva side, but.
[1:11:18] Because of.
[1:11:18] Because of you dot regulations, yeah, you can't fit 2 on on the Geneva side.
[1:11:24] So the we specifically worked with UDA on placing the entrance on Geneva.
[1:11:29] And then we would also need the one on 400 S for.
[1:11:33] Second entrance. I feel like there's got to be like some good signage or something.
[1:11:39] You know.
[1:11:40] Kids and.
[1:11:41] And then business traffic like it could.
[1:11:45] Collide and that could.
[1:11:46] Totally. I think the right in.
[1:11:49] Is awesome.
[1:11:50] There, Yeah.
[1:11:53] I hear your concern though.
[1:11:56] Yeah, we could. We could maybe.
[1:11:58] You know, work on something that visually at that 400 S entrance.
[1:12:06] We're also working on a project.
[1:12:09] At the school intersection, at the at the Lakeside Park in school intersection, we're going to realign that intersection and put a
[1:12:13] traffic signal there.
[1:12:18] So that can that will help regulate traffic a little bit as well.
[1:12:23] And then as we, as we spoke previously about the aligning.
[1:12:28] Vineyard Rd. and the parking lot of the school where?
[1:12:30] Where we're looking at options on that as well.
[1:12:34] And potentially even if once we get that aligned, we were looking at putting another crosswalk at that point.
[1:12:42] To break that, break that pedestrian path.
[1:12:47] Great. Thanks.
[1:12:49] Are there other questions for staff?
[1:12:57] OK.
[1:12:58] The two-story office space.
[1:13:01] Is that it's now going to be retail?
[1:13:04] Is that correct?
[1:13:11] Who is going to be office? And now it says.
[1:13:13] Retail and then basement.
[1:13:16] Below and the first one didn't have anything about a basement storage.
[1:13:20] I'm just warning.
[1:13:22] Does that upstairs have windows?
[1:13:26] Two, if it's going to be retail.
[1:13:28] It's not going to be retail. From what?
[1:13:32] You know, we had presented it will be just an office for the tire shop as well.
[1:13:38] Unless I have it mistaken.
[1:13:41] Well, on my agenda packet it said it was going to be.
[1:13:45] For the upstairs, I can probably circle back because this is something that.
[1:13:49] I didn't do the full review on.
[1:13:52] The person does not.
[1:13:53] You know, work for the city anymore.
[1:13:56] So I have to.
[1:13:57] You know, I had to work, you know, step in with Rachel.
[1:14:00] To get into.
[1:14:01] Getting it to this point.
[1:14:03] There's something we could talk to them when they come to.
[1:14:07] When it gets to building permit.
[1:14:08] Stuff and like the trees and you know.
[1:14:11] Well, this is the site plan. This is your questions about trees. Now's the time. This is the time.
[1:14:15] For that, OK.
[1:14:17] It says the ground cover the ground is going to be have crushed rock.
[1:14:21] And we're going to have 20 honey locust trees.
[1:14:25] Those trees?
[1:14:27] Are miss.
[1:14:30] They have little tiny leaves and their branches are like twigs.
[1:14:34] And if they're going to fall in that crushed rock?
[1:14:38] That place is going to be ugly.
[1:14:41] As far as?
[1:14:43] Cleaning up.
[1:14:44] It's going to be hard for them to blow out all those leaves and keep it clean.
[1:14:48] The cement when it gets wet.
[1:14:51] People are gonna slip.
[1:14:55] Good luck.
[1:14:56] Not a great treaty for for this. And they are.
[1:15:01] They get to be.
[1:15:02] 40 to 50 feet tall and 30 to 35 feet wide.
[1:15:07] So that's going to take up a lot of space and if they're going to be put in the circular.
[1:15:13] Concrete thing.
[1:15:15] The concrete is going to raise and you're going to have sidewalk problems and.
[1:15:20] That's just my thought.
[1:15:28] OK.
[1:15:31] I'm trying to think OK I have a whole lot of comments but first anyone else?
[1:15:39] OK, hearing none members of the public.
[1:15:42] That's your time to provide comment on this application, so if you want to head up.
[1:15:46] Come and do it now.
[1:15:50] OK, there you are.
[1:15:53] That's right.
[1:15:55] Russ Levins from the Villas.
[1:15:57] I want to know where the representatives from Guilford Rand are.
[1:16:00] Why aren't they here tonight?
[1:16:03] I mean, there could be something real extenuating.
[1:16:05] But they aren't here.
[1:16:06] That sends a message to me.
[1:16:08] And the honey locust tree we had, we had one in our yard.
[1:16:11] And what she's talking about is true about those honey locust trees.
[1:16:15] So we, we know all about those. Thank you.
[1:16:21] OK.
[1:16:24] All right, ending that, Anthony, you're about to say something and then?
[1:16:28] We I know we have so many more questions.
[1:16:31] I I wanted to say that with the tree concern that you're, you just brought up.
[1:16:36] Would you want us to have a condition in there for them to? I have an idea.
[1:16:41] I'd like to propose on that because I was thinking that's OK.
[1:16:44] Yeah, sure you can.
[1:16:46] All right, first.
[1:16:47] Are, and this is a question for public works and engineering?
[1:16:50] Are any of those proposed trees along the right of way, and therefore it would be?
[1:16:55] The city's responsibility.
[1:16:57] To maintain.
[1:16:59] No. OK, so that is important to note.
[1:17:03] I don't think it is appropriate.
[1:17:05] For us to say.
[1:17:08] That tree's not allowed.
[1:17:09] If we haven't already provided some kind of tree list where it's permitted.
[1:17:14] Tree, can you speak on that? Is it? Yeah. So we did it on the list.
[1:17:18] Usually when we go through all the.
[1:17:21] All the all the trees and plants provided in our landscaping plants. We look at what we have in a tree manual.
[1:17:28] And all this checked the boxes.
[1:17:31] So and they happen to be on private property.
[1:17:34] What I was going to suggest.
[1:17:36] Based on the comment you made, was.
[1:17:38] They could work with our.
[1:17:40] You know city.
[1:17:41] To make some good suggestions because he knows a lot about these.
[1:17:45] So here's how.
[1:17:47] We're going to make that a condition.
[1:17:49] Because originally under that I totally agree they need to work with the arborist and come with.
[1:17:54] Up with the landscape plan.
[1:17:55] That would make.
[1:17:56] Sense, especially with the context of what those trees are doing in the area.
[1:18:02] Right now that's just simply a suggestion in order to make it a condition.
[1:18:06] I would state that they need.
[1:18:08] This would almost become a code enforcement.
[1:18:12] Issue.
[1:18:12] If they are not maintaining it.
[1:18:14] And so.
[1:18:16] If we are seeing.
[1:18:17] Uplifts in the sidewalks, obviously you've got to fix that. That's an ADA issue. But if we're seeing.
[1:18:24] The.
[1:18:25] Droppings of these trees getting out of control, and they're not maintaining it.
[1:18:28] I want to make sure that means they're in violation of this site plan.
[1:18:32] Or of the conditional use permit.
[1:18:34] That's going to get them to change.
[1:18:36] The species of the tree a lot more quickly.
[1:18:40] So that would just be something I would suggest.
[1:18:43] So we hold them to it, not just to get it built the right way, but that they're taking care of it in perpetuity.
[1:18:48] Beyond that?
[1:18:50] And I think we're within.
[1:18:52] Our rights of a Commission to add that as a requirement to.
[1:18:55] The conditions of approval.
[1:18:57] For the site plan and the conditional use permit, more of the site plan, not the conditional use permit. That has nothing to do
[1:19:01] with just the site operations, but their site plan.
[1:19:05] OK, umm.
[1:19:08] Go back to Google Maps.
[1:19:09] OK, I'm going to adjust the thing I'm.
[1:19:11] Concerned about?
[1:19:12] What is going?
[1:19:14] I think the people.
[1:19:15] Happiest about this development?
[1:19:17] Are all the parents of the softball and soccer players who park along that road?
[1:19:25] Free parking, absolutely it is right what I want to make sure we do.
[1:19:33] Is if they are going to be putting any kind of restrictions.
[1:19:37] On their parking spaces.
[1:19:39] It is not the city's responsibility to police.
[1:19:43] Monitor that.
[1:19:44] That is purely a business decision.
[1:19:47] For them to do that.
[1:19:49] OK. Is there something in the conditional use permit?
[1:19:53] Where we can say.
[1:19:55] I don't want to tell them that they should reserve spots.
[1:19:58] Hopefully they've done their homework and they know that they should and say it's business parking only but.
[1:20:03] I don't need to require it.
[1:20:04] I just do not want the city to start getting complaints from them.
[1:20:08] Saying people are using my parking lot.
[1:20:10] Right. Can you think of some?
[1:20:14] Kind of.
[1:20:15] I don't know if it needs to be a condition, but some kind of notice.
[1:20:18] That, uh.
[1:20:19] We're not responsible for monitoring their parking lot.
[1:20:22] They are.
[1:20:24] Does that make sense what I'm saying?
[1:20:26] Yeah, that, that makes sense. And I I believe at least to me.
[1:20:30] Yeah, and this OK.
[1:20:32] Yeah.
[1:20:34] Yeah, and it might just be.
[1:20:36] Not even a condition, but some note when you grant the conditional use permit.
[1:20:41] Saying, uh.
[1:20:42] So you know this is your parking lot. Hey, this is nasty Midori Wars director so.
[1:20:48] I think.
[1:20:50] Our chiefs have the Holden or Rockwell would probably be best.
[1:20:55] Pseudo to answer this question directly, SO.
[1:20:58] Cities the city does not monitor and enforce.
[1:21:03] Parking on private property.
[1:21:05] On that So what I would believe.
[1:21:08] I mean, they would probably like they could do if it was.
[1:21:13] A problem was.
[1:21:14] You know, complain to this.
[1:21:16] Vineyard City since they are inside Veneer City about.
[1:21:20] The parking.
[1:21:22] And the park, yeah.
[1:21:24] You know the parking caused by the events in the park, which is run by Orem City.
[1:21:28] Is oozing into their.
[1:21:30] Private parking.
[1:21:31] So the city.
[1:21:32] Would likely get involved in terms of communication to between two parties.
[1:21:37] To help that situation, but we.
[1:21:40] But.
[1:21:41] Technically, that we By law, we would not.
[1:21:44] Enforce parking there. We could put a note in there says that.
[1:21:47] You know to as noted that the.
[1:21:49] Parking.
[1:21:50] And on the property is private parking.
[1:21:54] Or is responsibility of the owner.
[1:21:57] Just like enforcement, as long as we make it abundantly clear.
[1:22:00] Yeah, preferably in writing. Yeah, I think, yeah, what we could do is to get that exact wording on that. Likely just deferred the
[1:22:06] Anthony to talk to our Sheriff's Office to ensure that the wording is proper. I'm sure they've dealt with this problem.
[1:22:13] OK, excellent. That doesn't need to be a condition of approval for their permit or their site plan at all, but I would just
[1:22:17] suggest that staff.
[1:22:21] Meet with them as they're building.
[1:22:22] To well for their conditional use permit.
[1:22:27] Would they need to get approval?
[1:22:30] From this body.
[1:22:32] Before putting up signs that say.
[1:22:34] 30 minute parking only or parking for?
[1:22:37] Shopping centers only.
[1:22:39] No.
[1:22:39] There with they'd be within their rights to put any restrictions they want yes, OK, there we go and I would like to add as well
[1:22:42] that.
[1:22:46] I've been in a few meetings.
[1:22:48] You know, that led to this coming to this point and they are aware of this issue of parking in the area.
[1:22:54] And we laughed about it.
[1:22:56] A couple of you know, settings where.
[1:22:58] They they know it's a problem that awaits them.
[1:23:02] So great.
[1:23:04] Because I would park there.
[1:23:05] Immediately, yeah.
[1:23:08] I'll look for your Carney.
[1:23:09] They did mention that there's going to be a very good Taco spot, so.
[1:23:13] You know, get a Taco and just Taco and just park there, you know, to show your receipt.
[1:23:18] You bought Taco?
[1:23:21] Those parking spots could be a cash cow for them. You know, there's a business opportunity. There we go. Makes it, make it
[1:23:24] taxable, right?
[1:23:35] Along with the code enforcement.
[1:23:37] For cleaning.
[1:23:41] Can we?
[1:23:42] Make a strong suggestion that they.
[1:23:45] Collaborate with the city.
[1:23:46] Arborist. Mm-hmm.
[1:23:48] But that's part of the condition that.
[1:23:51] They are responsible for maintaining it.
[1:23:54] But uh.
[1:23:56] We're not going to tie them to this species of tree right now. We recommend you meet with.
[1:24:01] The arborist to come up with a better plan.
[1:24:05] I won't make them change it though.
[1:24:06] If they insist on it.
[1:24:07] And they want to.
[1:24:08] They just weep it every day. All right, go for it. Just gotta know it's high maintenance, yeah.
[1:24:14] For sure.
[1:24:17] Can we?
[1:24:17] Have an answer to Mr. Evans question about why Gilliford Rand is not here?
[1:24:24] Tonight to.
[1:24:25] Be the applicant to speak.
[1:24:28] Anthony's welcome to speak. I know you said earlier there, yeah, they said they were going to be here, but unfortunately no one
[1:24:31] sent notice.
[1:24:36] I'm not sure why.
[1:24:39] Yeah, the owner actually said they were going to be here.
[1:24:43] And the architect as well.
[1:24:45] But umm.
[1:24:46] Again.
[1:24:47] Give us a little off.
[1:24:49] Yes, it is.
[1:24:51] Frankly, to me it's a little off putting.
[1:24:54] Not to have them here, but it's not a legal requirement. Yes, it's not.
[1:25:00] OK. Thank you.
[1:25:03] Do you have any?
[1:25:04] Comments. Questions.
[1:25:06] Is there any that we missed?
[1:25:08] All right, does anyone want to make a motion?
[1:25:16] I will make a motion.
[1:25:19] That the.
[1:25:22] Conditional use.
[1:25:23] Request is approved with the conditions that we've stated in the recommendations.
[1:25:30] May OK.
[1:25:34] You'll approve it along with the conditions as presented. Okay, great.
[1:25:41] Any second.
[1:25:44] All in favor.
[1:25:45] Say aye, aye.
[1:25:46] Any opposed?
[1:25:48] All right. Passes unanimously. Please go on and share that with the applicant.
[1:25:54] All right. Now let's move into our fun work session, our floodplain regulation update and National Flood Insurance Program
[1:25:57] compliance.
[1:26:07] All right. Thank you very much.
[1:26:09] This is part of.
[1:26:13] As I'm getting my computer set up, this is part of a public.
[1:26:18] I have a public.
[1:26:20] Input process that is.
[1:26:23] Was requested for us to hold as required by the state.
[1:26:27] In regards to a new floodplain regulation up.
[1:26:31] Date.
[1:26:34] So mine.
[1:26:37] Sweet. All right.
[1:26:38] So this presentation.
[1:26:41] It has been.
[1:26:43] Include as part of the agenda package.
[1:26:47] Please you can review it through the agenda package or you can look at the screen.
[1:26:51] And, umm.
[1:26:53] Excuse me if you hear any kind of feedback. That's my.
[1:26:56] Hearing aids.
[1:26:57] Kind of going off so.
[1:27:00] And so before you sort.
[1:27:02] Start just to make sure the action that's being requested from us is simply to provide.
[1:27:06] Input exactly. There's no formal action taken. Yes, there's the work. So it's a work session, so there is no action required.
[1:27:14] And it will be. I'll get into it, but a ordinance will be presented to the City Council.
[1:27:19] On June 2nd, scheduled for June 2nd.
[1:27:22] Currently.
[1:27:23] For the City Council to adopt the OR the ordinance and the ordinance has also been provided.
[1:27:29] On the agenda?
[1:27:31] Excuse me on this agenda for review as well.
[1:27:34] This presentation is part of the public input process, and it will.
[1:27:37] Go through the steps of what we're doing, why we're doing it, how we're doing it, and.
[1:27:42] The this main points of the ordinance.
[1:27:44] So this is prepared but not only by myself but Justine Marshall, our Floodplain Manager. CFM means certified Floodplain manager, a
[1:27:51] very title that a test that is hard to get hard to.
[1:27:58] Pass and definitely tell them. Well deserved.
[1:28:02] So the purpose of this is.
[1:28:04] The purpose of this public input and also for the.
[1:28:08] For the update.
[1:28:11] On in this presentation is. Bottom line is for.
[1:28:15] Vineyard City and all other cities who are going through the same process. Excuse me?
[1:28:20] To stay compliant with the FEMA, the federal Federal Emergency Management Agency.
[1:28:26] And the NFL.
[1:28:28] I see the NFIP which is a national flood insurance program.
[1:28:33] Keeps the city eligible.
[1:28:34] For flood insurance.
[1:28:35] Put federal disaster funding.
[1:28:38] Specifically, it's for FEMA.
[1:28:39] As well as grants, which is through FEMA and other resources.
[1:28:43] Bottom line, this is to protect public safety.
[1:28:47] Property and also infrastructure.
[1:28:49] This initiative is being led by the.
[1:28:52] Utah Department of Public Safety, Division of Emergency Management.
[1:28:56] Who spent a lot of time gathering information, all that a lot of data and so forth.
[1:29:00] To put together the proposed updates.
[1:29:03] On this.
[1:29:05] So what does floodplain management, just in a nutshell, is this helps regulate?
[1:29:11] Floods, flood and flood zones in short.
[1:29:15] The main purposes of it is to help reduce flood risks.
[1:29:19] This is specifically flood risk.
[1:29:21] Not caused by broken sprinklers or broken.
[1:29:25] Faucets and inside but floods.
[1:29:27] Due to outside.
[1:29:30] Causes.
[1:29:31] Specifically.
[1:29:33] Wetlands or.
[1:29:35] Buys water such as Utah like.
[1:29:38] And of course, trying to help manage long term growth to ensure the as people as.
[1:29:44] Areas grow as develop, and so forth at.
[1:29:47] Public safety is the main focus.
[1:29:50] And loss of life, property damage, and of course, public costs.
[1:29:55] A lot of these pictures that are being shown.
[1:29:58] Are available on the.
[1:30:00] Utah's uh.
[1:30:01] On the Save Utah's website for.
[1:30:04] Other departments of public safety.
[1:30:07] So what records this update?
[1:30:10] Then a new Utah late all.
[1:30:12] Hazard analysis specifically for vineyard the new Utah lake flood hazard analysis.
[1:30:17] It's been it's util.
[1:30:19] This analysis was led by the state of.
[1:30:23] Department of Public Safety.
[1:30:25] It used updated FEMA data and modeling.
[1:30:29] And the main things it does is it.
[1:30:31] Has changed inclusive.
[1:30:33] Changes to.
[1:30:34] Lake levels.
[1:30:35] Wave action, so when?
[1:30:38] We predominantly see it around here.
[1:30:40] When with high winds and especially in the winter time when we had the stacking of the ice.
[1:30:45] Slates that's.
[1:30:47] They're very easy, realistic.
[1:30:49] View what wave actions are.
[1:30:51] And of course, flood elevations.
[1:30:53] How high the flood wires go.
[1:30:56] This year we're not expecting.
[1:30:58] High elevations of.
[1:30:59] Utah Lake, but in previous years.
[1:31:02] I believe it was 2023. We've had quite a.
[1:31:05] High elevations on util light on Utah Lake. What this does is evaluates and.
[1:31:11] Right here is quite simply the 100 year flood and then the 500 year flood.
[1:31:15] What that says is a chance of a high level flood is.
[1:31:20] Once every 100 years or once every 500 years?
[1:31:23] Doesn't mean that.
[1:31:24] If it happens once, it won't happen again.
[1:31:27] 100 years from now or 500 years from now, I.
[1:31:31] My previous city I I came from Florida.
[1:31:34] I've experienced 100 year flood.
[1:31:36] Probably 3 times in one year.
[1:31:38] It's not fun.
[1:31:40] But that's.
[1:31:41] Pretty much saying this is a this is a chance of it happening 1%.
[1:31:46] Happening three times in one year. 1% was for the.
[1:31:49] Pretty far on the on the right, there's a historical flooding and flooding disaster declarations in Utah and this has a
[1:31:53] historical.
[1:31:58] Kind of picture showing that.
[1:32:02] What ultimately the goal is that if a declarations.
[1:32:09] As a flood decoration is done, it has as minimal damage as possible.
[1:32:14] Typically if it's a state level declaration.
[1:32:17] It reaches a threshold of X amount of dollars of damage.
[1:32:21] And if we can minimize that decoration.
[1:32:25] By doing all the by doing these.
[1:32:28] Measures up front.
[1:32:29] It's better for the community.
[1:32:31] Embarrass for the state.
[1:32:33] Moving on Vineyard specific updates.
[1:32:36] We've, you know, I would hope that everyone who lives in Vineyard is obvious to them.
[1:32:42] There is. We have a large body right next to us.
[1:32:47] You know those comes with a.
[1:32:49] Pros and Cons The pros is this very beautiful lake for you know it provides towards a quality of life etc. The Collins is you know
[1:32:54] obviously when it comes to flood it is a.
[1:33:00] Source of flooding.
[1:33:02] So the flood impact shoreline properties, infrastructure specifically, we do have lift stations that are long.
[1:33:09] Within vineyards. So we do.
[1:33:11] Maintain Ensure that flooding does not impact our lift stations.
[1:33:16] Which?
[1:33:17] Conveys a sore to.
[1:33:19] The area away from the public.
[1:33:21] And of course, public access, specifically roads.
[1:33:25] What is the city required to do the city, and not to spend your city but all cities, is required to adopt updated floodplain
[1:33:29] regulations.
[1:33:33] Make sure that they're regulating development and flood areas.
[1:33:36] To ensure structures are protected specifically.
[1:33:40] And of course.
[1:33:42] We do that through ensuring that we're issuing permits specifically for.
[1:33:47] Development in flood plains.
[1:33:49] So specific permits.
[1:33:51] Addressing developments that would be in a floodplain.
[1:33:54] Because we need to consider public safety, development impacts and, of course, compliance.
[1:33:59] Here is a snapshot of the.
[1:34:01] Proposed flood map.
[1:34:03] Specifically for vineyards.
[1:34:06] This is 2026.
[1:34:08] Preliminary map.
[1:34:09] There's a link.
[1:34:10] On the bottom I actually I do have the website open on my computer I can.
[1:34:14] I'm happy.
[1:34:15] Now or afterwards?
[1:34:16] Or even after the.
[1:34:18] Planning Commission is over.
[1:34:20] To walk anyone through.
[1:34:22] Through the map itself.
[1:34:24] But kind of just a snapshot, the flood hazards and vineyards are.
[1:34:30] The shoreline along Utah Lake along the West.
[1:34:33] Not specifically in vineyards, but does affect the vineyards. Linden Marina.
[1:34:38] As well as.
[1:34:39] Portions of the lakeside power plant and a small portion kind of tearing.
[1:34:44] On the Northside, where the.
[1:34:46] Yard would be.
[1:34:47] Those are the main areas of for.
[1:34:50] Where flood hazards.
[1:34:52] Have been identified.
[1:34:54] Everything else, the Blues is where.
[1:34:58] The identification are.
[1:35:00] But those are technically outside.
[1:35:04] So what people are able to do is.
[1:35:08] Go to this map and kind of zoom into their areas.
[1:35:11] And kind of see.
[1:35:13] FEMA also has a website.
[1:35:15] Where you can actually where you can enter into enter an address.
[1:35:18] And kind of see your address specifically.
[1:35:21] On the when I'm support, yeah. And this is not just for Utah specific, this is nationwide.
[1:35:27] As well.
[1:35:29] So jumping into what the proposed ordinance, so make sure it was draft. It doesn't take any effect until the City Council
[1:35:34] officially adopts it. We anticipate June.
[1:35:40] As the number one thing it does is it aligns.
[1:35:45] Vener City with the National Flood Insurance Program.
[1:35:49] This is important to the public.
[1:35:50] And of course been your city is a help allows.
[1:35:53] To maintain the eligibility for federally backed flood insurance.
[1:35:57] So if you if.
[1:35:59] Your homeowners are able to get flood insurance.
[1:36:03] Even if they don't live specifically in a flood zone.
[1:36:06] If you live in a floodplain zone.
[1:36:08] Not so much here in Utah, but.
[1:36:11] I dealt with this quite a bit in Florida.
[1:36:14] You know mortgage companies require.
[1:36:17] The flood insurance to be to to.
[1:36:20] To have flood insurance.
[1:36:21] And then of course and I've had there's instances where.
[1:36:26] Insurance companies kind of go into the whole.
[1:36:28] How did the water damage enter the house in Utah? We do have those basements for there's not, but how water interests of the
[1:36:32] house.
[1:36:36] Is important.
[1:36:38] And these are federally backed insurance programs.
[1:36:40] It adopts FEMA flood maps.
[1:36:43] Which is which takes effect.
[1:36:45] June 23rd, 2026.
[1:36:47] As the basis for the floodplain management, So what? So what this ordinance does is.
[1:36:51] Says that we're utilizing these maps, which is.
[1:36:54] On the previous slide, the proposed map on the on the GIS website.
[1:36:58] Which?
[1:37:00] Was put together by the state of Utah.
[1:37:02] Using the FEMA data.
[1:37:05] In order to use that as a basis to.
[1:37:09] How we drive our.
[1:37:11] Regulations.
[1:37:13] And what areas have to abide to those?
[1:37:16] Flood regulations.
[1:37:18] And of course it requires A floodplain development permits for any development inside a flood.
[1:37:22] Hazard Area.
[1:37:24] That is something that.
[1:37:26] Patrick and myself and the planners as well as the building department handle on our side.
[1:37:32] Bottom line, it takes make sure that's a. Structures within these areas are.
[1:37:37] Equal to.
[1:37:38] Their finished floor, so the Congress. So when you walk into the livable areas, the concrete elevation.
[1:37:44] Is at least one foot above the base flood elevation.
[1:37:49] They're designed.
[1:37:50] To resist flood forces as well.
[1:37:53] Residential as well as commercial.
[1:37:56] And they're utilizing certain specific.
[1:38:00] Materials. Utilities.
[1:38:02] And that the impacts that.
[1:38:05] Excuse me that when they do the development that it's not changing.
[1:38:09] The floodplain.
[1:38:11] Zones that you know what they do does not impact.
[1:38:14] Their neighbor.
[1:38:15] Like put and this is.
[1:38:18] A lot of this, a lot of this is common.
[1:38:20] Would be considered common sense.
[1:38:24] You know you don't want to impact your neighbor by pushing.
[1:38:26] While causing increasing.
[1:38:29] The floodplain on their.
[1:38:31] On theirs, that actually has civil implications.
[1:38:35] You know, if you're building inside an area with that.
[1:38:38] I could be prone to flooding.
[1:38:40] The course you want to use.
[1:38:42] Proper materials, putting proper utilities.
[1:38:45] And of course you want the structure to.
[1:38:47] Resist.
[1:38:49] Being damaged from flooding.
[1:38:50] And then the elevation. Of course you don't want the water to go inside, however this codifies it specifically.
[1:38:57] And I can say in Florida where?
[1:38:59] Flooding is more prevalent.
[1:39:01] The 12 inches above the.
[1:39:03] Base flood elevation is very common.
[1:39:06] Some areas have it 18 inches, some areas have 24 inches.
[1:39:10] 24 inches is pretty excessive.
[1:39:12] 18 inches and Florida is kind of the norm, but again we're talking about areas that.
[1:39:17] See 100 year flood.
[1:39:18] Every other year, apparently.
[1:39:21] On that.
[1:39:24] So the additional thing it does.
[1:39:27] Is on the Ministry of Enforcement. This actually goes a couple steps above. Is it?
[1:39:33] I identify as a public works director or designee.
[1:39:36] As a floodplain administrator.
[1:39:38] In essence, what they do, what it says, is that.
[1:39:41] This that there's an entity that actually makes the call.
[1:39:45] On when it comes to flat plane decisions.
[1:39:48] My last city in Florida.
[1:39:50] We actually have flop doesn't a.
[1:39:53] A person that was a floodplain manager, it was a specific role.
[1:39:57] For the.
[1:39:58] Purpose, you know, don't want to get too much, get us through the planners. But she was she, she was a planner.
[1:40:05] And was a very good floodplain manager and she was also the assistant.
[1:40:09] Emergency Manager.
[1:40:10] So she was very in tune to a lot of that stuff, but.
[1:40:14] At the end of the day.
[1:40:16] The final decision making.
[1:40:18] What it fell on to me as a public works director in Florida.
[1:40:23] The city is responsible for reviewing development.
[1:40:26] The development proposals.
[1:40:28] Maintaining records.
[1:40:30] And they're coordinating with FEMA state agencies.
[1:40:33] The first and third one really doesn't change. The third, the one, the second one.
[1:40:37] Is really just kind of.
[1:40:40] Making sure that it's codified, that it puts the responsibilities on the city.
[1:40:45] Luckily and gratefully, we have an awesome building department.
[1:40:49] Team that is very meticulous when it comes to record keeping. So we don't foresee any additional.
[1:40:56] In essence, additional work on the city.
[1:40:58] But that was also put some additional.
[1:41:01] Tools into our toolbox.
[1:41:03] Allows us to have stopped work orders.
[1:41:06] As well as fines for $1000 per day in jail time for violations of.
[1:41:11] Public Works is not planning on building in jail.
[1:41:13] In our facility, so we are.
[1:41:16] Just looking we would just really really be looking at working with code enforcement for fines, the stop work orders.
[1:41:21] On this before, what we would do is we would use public health as our.
[1:41:26] Mechanism.
[1:41:26] For a stop work order or work with our building official.
[1:41:31] This ordinance.
[1:41:33] Which is a model from this state. Which is the model. We use the model from the state.
[1:41:38] Would actually allow.
[1:41:39] A stop work order from the Public Works director specifically.
[1:41:43] For this reason.
[1:41:45] On that.
[1:41:48] Talking about the public process, where there's a public process period, we've posted on our website, but it's from May 1st to May
[1:41:52] 31st.
[1:41:57] And kind of outlying.
[1:42:00] We're having our public here our.
[1:42:02] Public input period.
[1:42:05] Through multiple means.
[1:42:07] One of the means is through the Planning Commission where we're presenting.
[1:42:10] The public can submit comments, attend meetings which is this one, speak in person which if anyone would like to.
[1:42:16] But they all can also provide input.
[1:42:18] Online, Uh.
[1:42:19] Or by e-mail or physically and in the mail.
[1:42:24] On that.
[1:42:25] We have a link on our.
[1:42:27] On a social media where they can do.
[1:42:29] I'll do that as well.
[1:42:32] So this is what we've gotten from what we refer from the public so far. This is across Utah. This is not specifically for
[1:42:35] Vineyard.
[1:42:39] But here are some questions.
[1:42:42] People have said the map is hard to use.
[1:42:44] Some I would sometimes agree with.
[1:42:47] But they've made it there's, they've taken that and tried making it.
[1:42:52] Love it, easier to use.
[1:42:54] The website, the link that we have.
[1:42:56] Is the Utah County.
[1:42:58] Did a great job with making a much friendly user map.
[1:43:02] This the.
[1:43:04] Map as you know.
[1:43:05] I was, hopefully they're not listening to me right now, but it's kind of par with the federal government.
[1:43:10] They make it hard to use.
[1:43:12] If it's not hard, impossible to use, then it's not the federal government's map.
[1:43:16] But Detox County has a great floodplain interactive map.
[1:43:20] On that SO.
[1:43:22] And a lot of people get this question, we get this question, I want to say a lot, but we do get this questions that do I have to
[1:43:26] get flood insurance?
[1:43:30] If you ever call our office and ask us that question, we will never say yes. We will never say no, but we say that.
[1:43:36] We will always tell people that it is.
[1:43:38] You're right to get the flood insurance even if you're told not to.
[1:43:41] If you're told you have to.
[1:43:43] Then obviously there might be a reason as to why.
[1:43:46] The city does not require flood insurance.
[1:43:50] However, lenders are typically the ones that do.
[1:43:52] Required if you own your home free and clear.
[1:43:56] And you choose not to get flood insurance. That's a risk.
[1:43:58] That people take.
[1:44:00] Depending on what's going on.
[1:44:02] And where you're located.
[1:44:04] Which map should I use?
[1:44:06] The updated map which will be effective June 23rd.
[1:44:10] A20002026.
[1:44:13] Is the map. Is the map to use.
[1:44:15] Why is this changing?
[1:44:17] Bottom line, there's been updated data that's been made available from from FEMA.
[1:44:23] And this these maps and this process is taking that into.
[1:44:28] It's always good to get to use.
[1:44:31] It's always good to use more updated information as modeling gets more advanced.
[1:44:36] Bottom line, we are not increasing risk, we're just better understanding it. So that's what the map says.
[1:44:42] And then the last one is, can the city fix this?
[1:44:46] He asked the engineers. We always say we can always. We can fix anything as long as you were given enough resources and allowed
[1:44:49] to.
[1:44:53] Very much.
[1:44:54] Demo or anything? Anything we're allowed to but.
[1:44:57] Bottom line, the regulations are based on risk, not just infrastructure.
[1:45:01] We do have, we do put a lot of infrastructure into the ground, storm drains.
[1:45:05] Infrastructure, we have pumps specifically around our lift stations and so forth.
[1:45:10] To ensure that we're protecting our critical infrastructure.
[1:45:14] And but there are kind of acceptable, I would hate to say acceptable risks as well.
[1:45:20] One, I would say, and this is not so much here in Utah, but for example, Florida.
[1:45:26] A good example the 100 with when 100 year flood comes along.
[1:45:30] The part of the flooding, acceptable flooding, is the streets.
[1:45:35] We have.
[1:45:36] Max. So the crown of the road and.
[1:45:39] Is where the 100 year flood will go up to.
[1:45:41] Which allows.
[1:45:43] Emergency vehicles to navigate the streets.
[1:45:45] However.
[1:45:46] You know, the streets do have water and it's.
[1:45:48] And that is just comes down to.
[1:45:51] Kind of a the cost benefit of what if you try to build the streets so high up that.
[1:45:56] They're above the 100 year flood.
[1:45:58] Then, of course, the costs have to go somewhere.
[1:46:01] On that, that's just an example, example of how we've tried to balance a safety.
[1:46:06] And, of course, fiscal responsibility.
[1:46:08] What we do is we ensure that.
[1:46:11] Homes, property and lives are protected.
[1:46:14] Was #1.
[1:46:18] So what does this mean in vineyards? Future developments must meet these requirements, so.
[1:46:23] That we evaluate what we've already talked about Alpine.
[1:46:27] You would ask, why wouldn't they?
[1:46:29] I would ask the same question. Why wouldn't they either?
[1:46:31] But this is. This codifies it.
[1:46:34] The impact of the public.
[1:46:35] This changes the flood zones and vineyards. There's minimal changes specifically, however I always encourage people to look at the
[1:46:39] maps themselves.
[1:46:42] To get more details.
[1:46:44] New building requirements such as being the finished floor of the house or the buildings should be 12 inches above the 100 year
[1:46:47] flood.
[1:46:52] Like the flood?
[1:46:56] But that's only for new building permits or if there's major renovations. Those are typically.
[1:47:02] The threshold is done typically through the building official and what that threshold would be if there had to be any kind of
[1:47:06] modifications to a building.
[1:47:10] Again, the question comes down to is why wouldn't someone want to build their building?
[1:47:13] In a way that protects their building.
[1:47:16] This disqualifies it.
[1:47:17] Potential insurance impacts.
[1:47:20] I my opinion is I don't see many.
[1:47:23] If any in Vineyard City specifically.
[1:47:25] Other cities such as Provost City.
[1:47:28] Maybe Saratoga Springs and so forth may be seeing a lot more of the changes impacts. We we went through something similar with the
[1:47:32] updating on maps for.
[1:47:36] Fire hazards.
[1:47:38] Where there was a lot of APACS, changes of impacts for fire hazards.
[1:47:43] For structures.
[1:47:45] Along like areas where the foothills like Springville etc. Bigger city.
[1:47:50] Is a great location where.
[1:47:52] We're kind of in the.
[1:47:53] Perfect hub where?
[1:47:54] We are kind of protected by a lot of these things.
[1:47:57] Bottom line, does not affect. Not all properties are affected, but.
[1:48:01] This is the public input to ensure that people have the ability to see this.
[1:48:07] So debate takeaways is the ordinance is required.
[1:48:10] Clients tied to FEMA.
[1:48:13] Map updates.
[1:48:15] What it does is it protects infrastructure investments.
[1:48:19] It also allows us to have continued, allows the community to have continued access.
[1:48:25] To flood insurance and federal funding eligibility.
[1:48:28] Provides clear regulatory regulation.
[1:48:32] Framework.
[1:48:33] For developments and flood prone areas.
[1:48:35] AS shifts the risk mitigation to upfront design and construction.
[1:48:41] Rather than post disaster costs.
[1:48:43] This kind of this follows. This is important falls into the.
[1:48:47] Have the people of the builders have the original.
[1:48:50] Developers etc.
[1:48:51] Pay for items that.
[1:48:54] Or.
[1:48:56] The construction and designs.
[1:48:58] To make things safer versus try to do it in the rear.
[1:49:01] After the fact.
[1:49:02] I've been in situations on this city.
[1:49:05] Fortunately, but where?
[1:49:07] All developments and so forth were the cities bearing the cost to.
[1:49:12] Bear the R2.
[1:49:14] Pay an infrastructure to protect the home and such.
[1:49:17] And it is.
[1:49:19] A heart is a hard cost to to bear.
[1:49:22] Regardless, and that's where we have grants.
[1:49:25] However, we like to use the grab money.
[1:49:26] Towards other things versus?
[1:49:29] Something that could have been prevented.
[1:49:31] On that.
[1:49:32] And then the adoption, excuse me, it keeps the city in good standing with the National Flood Insurance Program we always want to
[1:49:36] be.
[1:49:39] Have good standing with insurance companies.
[1:49:42] Now usually that's usually a no win scenario whenever you fight against insurance companies I think.
[1:49:48] But keeps us a good standing also helps allow having these ordinance helps.
[1:49:53] Keep insurance cost for a flood.
[1:49:55] Insurance costs.
[1:49:56] Lower.
[1:49:57] As well, we don't see it here in Utah as much, but.
[1:50:01] Now for them.
[1:50:03] Another example for example, but there's great like you know we have.
[1:50:06] CRS score. You know the numbers the scores were.
[1:50:09] Do where the cities try to do things to help.
[1:50:12] Lower the score.
[1:50:13] Down because it does affect a.
[1:50:15] Citywide.
[1:50:16] On that.
[1:50:19] And that establishes clear and enforceable development standards.
[1:50:23] That is the end of my presentation. Do you have any questions?
[1:50:27] Thank you so much for that Nasim.
[1:50:31] Just a quick clarification with it.
[1:50:34] This has been.
[1:50:35] Reviewed by the city attorney and it already.
[1:50:39] Complies with Allstate and federal requirements.
[1:50:43] So I have.
[1:50:45] And forgive me for not having the answer right away, I know that this.
[1:50:49] Draft that we've.
[1:50:51] We provide that we have.
[1:50:53] Has gone to the state so that we use the state ordinance. So the state provided.
[1:50:59] It's their standard.
[1:51:00] Yeah, the state, in essence provides the standards of the ordinance they gave us.
[1:51:04] Want the base standard or a very strict standard? We went with the base standard.
[1:51:10] On it then, fortunately enough for us, it was fill in the blank.
[1:51:14] OK, we're like we like fill in the blank type standards I.
[1:51:18] Especially when it comes to floodplain, but to but to answer that question specifically and to the point, we will make sure that
[1:51:24] the attorney prior to go State Council has had the chance to provide an opinion on it.
[1:51:31] OK, second question, is this an update to an existing?
[1:51:35] Floodplain ordinance or is this brand spanking new?
[1:51:38] So the cities of flood ordinance.
[1:51:41] I would say has had a flood codes and regulations however.
[1:51:46] This would be more of a major overhaul.
[1:51:50] In terms of, in terms of that and also if it was brand new.
[1:51:53] In essence, yes, and also.
[1:51:54] Puts the cities on a baseline.
[1:51:57] This is where it's going to be.
[1:51:59] Versus having cities out on their own.
[1:52:01] Well, that's great. So you're not going to get any builders or contractors saying, oh, vineyards hard to deal with.
[1:52:06] We're doing the same thing that ORM and Provo and Linda everyone else is doing.
[1:52:10] So we we also attended the Today, we actually attended the Home Builders Association government Paris meeting.
[1:52:18] Along with our building official.
[1:52:20] Where builders?
[1:52:24] Vocalizer.
[1:52:25] Grievances.
[1:52:26] Towards cities regulations, and this has not been one of them.
[1:52:29] OK, wonderful.
[1:52:32] Are there any other questions?
[1:52:34] I just want to make sure the adoption of this ordinance.
[1:52:37] Become in effect on June 2nd when the City Council adopts it. So the adoption of the ordinance, they'll adopt the ordinance on
[1:52:41] June 2nd.
[1:52:45] When it's presented but the maps are not effective till June 23rd. Well.
[1:52:51] June 23rd will technically be the where is where it will be effective.
[1:52:56] Well, it's an ordinance, so there's two readings. So the first one would be.
[1:53:00] June 2nd, yes went there and then the second ones ratify. It will be the second meeting in June.
[1:53:04] OK. So yeah, so you correct me. Thank you, Sir.
[1:53:08] I got I'm going to make sure I go back and update my staff report for the City Council. But yes, Sir.
[1:53:14] OK.
[1:53:15] Great. Any others?
[1:53:17] Is there any community engagement or education or like?
[1:53:22] Training of sorts.
[1:53:24] With this at all? Like, yeah.
[1:53:26] Yeah, OK.
[1:53:27] Yes, that's a FEMA website. I'm just curious like how we get the word out if in case of an emergency. I know that like locally
[1:53:33] they're groups and that's a good question. And so in terms of this ordinance, this is specifically talking about new construction
[1:53:39] and new developments.
[1:53:46] Specifically.
[1:53:48] To probably.
[1:53:50] So.
[1:53:52] Excuse me, the.
[1:53:55] Public input on social media and also.
[1:53:57] With this planning.
[1:53:59] Is in essence the limit on this because it's really kind of affecting developers and builders.
[1:54:04] Specific.
[1:54:06] The in order to do some public engagement for.
[1:54:09] What to do if you're affected by flood and those type of emergencies scenarios?
[1:54:15] That's the type of public engagement of course we get to have for with the community.
[1:54:21] But that's not what this is specifically talking about. Yeah. OK. But yeah. And, and FEMA does have actually Utah, the state of
[1:54:26] Utah's Public Department of Public Safety, it does have.
[1:54:32] Very good resources on.
[1:54:34] What to do if you happen to be in a flood?
[1:54:37] And such.
[1:54:38] And yeah, and they do provide good training. They provide trainings to.
[1:54:43] Government agencies on.
[1:54:45] How to assist and then, but more importantly.
[1:54:48] How to assist on the FEMA recovery portion of it?
[1:54:52] FEMA.
[1:54:54] The documentation, they're very particular about documentation.
[1:54:57] And they they do provide those trainings on how to help.
[1:55:00] Homeowners through the documentation process.
[1:55:03] But I'll pass it. We'll pass along the information in regards to.
[1:55:09] Gain word out in regards to emergency response and management for the public.
[1:55:13] In a general sense.
[1:55:19] Don't think too much about it, all right?
[1:55:22] Any other comments?
[1:55:24] All right. Thank you. I know that wasn't a whole lot of input back to you, but hopefully that gave you enough to just modify a
[1:55:29] couple things before then presenting to the City Council. I think getting out ahead in the presentation about in the event of a
[1:55:33] flood.
[1:55:37] Just saying hey.
[1:55:39] Even though that's not necessarily addressed in the ordinance.
[1:55:42] Be aware that.
[1:55:43] These are the.
[1:55:44] Potential responses for it as well, and when we.
[1:55:48] Take it to City Council.
[1:55:53] Present that I'll talk to our just a slide at the beginning of the presentation. OK, that says.
[1:55:58] This is not an emergency response.
[1:56:01] Ordinance, so you know.
[1:56:02] There are methods for that. And now let's talk about the really fun legalese that's great, gets excited about. That's great. Thank
[1:56:06] you.
[1:56:10] Great.
[1:56:11] Well, thank you so much.
[1:56:13] All right, we'll close that item.
[1:56:14] And move on to staff and Commission reports staff, is there anything worth reporting on that we haven't already addressed?
[1:56:23] All right, hearing none. Commission, is there anything worth reporting on?
[1:56:30] We aren't required to with the work session. What I would recommend members of the public if you do have any comments or
[1:56:34] suggestions.
[1:56:38] For.
[1:56:39] Regarding the floodplain.
[1:56:41] Naseem did offer.
[1:56:43] Afterward to walk through websites and any of that, highly recommend that you do that.
[1:56:48] Come. Thank you.
[1:56:51] OK, seeing no other reports, we are going to go ahead and adjourn until our next meeting.
[1:56:56] I imagine well there.
[1:56:58] Be one later in May.
[1:57:00] Or likely June. Do we know yet?
[1:57:02] Or TBD.
[1:57:04] TBD.
[1:57:05] Wonderful.
[1:57:06] OK. Thank you, everyone.
[1:57:08] Have a good night. Thank you.
[1:57:09] Good night.
[1:57:19] It takes too many.
[1:57:24] So resolutions are the data of ordinances into the first meeting and then it follows up the next meeting.
[1:57:47] It has to be the regular.
[1:57:51] So it would be.
